Prime Minister Benjamin Netanyahu confirmed Sunday that a controversial bill to legalize some 4,000 housing units in the West Bank built on privately owned Palestinian land will be brought back to the Knesset this week.Requiring only final committee and plenary votes, the so-called Regulation Bill was put on ice in December until Barack Obama finished his term as US president.Now, with a new administration in the White House, the prime minister is not just moving ahead with the bill but also exploring restoring a contentious clause that could prevent the court-ordered evacuation of the Amona outpost, The Times of Israel has learned.Speaking at the weekly cabinet meeting at the Prime Minster’s Office, Netanyahu said the legislation would be brought to the Knesset on Monday.“The law is intended to resolve settlement in Judea and Samaria once and for all and to prevent the repeated attempts to damage the settlement project,” he said.The proposed Regulation Bill stipulates that settlement construction in the West Bank that had been carried out in good faith, without knowledge that the land was privately owned, would be recognized by the government, provided the settlers show some kind of state support in establishing themselves at the site — which in some cases could be as minimal as having access to public infrastructure.Under the bill, the government will be able to appropriate land for its own use if the owners are not known. If the owners are known, they will be eligible for either yearly damages amounting to 125 percent of the value of leasing the land, a larger financial package valued at 20 years’ worth of leasing the plots, or alternate plots.Netanyahu reportedly instructed coalition chairman David Bitan (Likud) on Saturday to bring the proposed legislation to its second and third readings in the plenum this week.A spokesperson for Bitan told The Times of Israel that both the committee meeting to authorize the final text of the bill and the plenary votes to pass it into law are likely to take place on Monday.But in a move that could spell complications for the bill, the prime minister has instructed his chief of staff Yoav Horowitz to explore the possibility of including a clause in the bill that would prevent the February 8 evacuation of Amona, according to coalition sources.First proposed by the Jewish Home party, the original proposal was intended to overturn a High Court of Justice verdict forbidding the expropriation of the privately owned Palestinian land on which Amona sits. The clause that would have circumvented that court ruling, however, was removed from the bill following intense opposition by the centrist Kulanu party.Both the Kulanu and Jewish Home parties declined to comment Monday on the possibility of new negotiations to include Amona.In a deal struck last month with the government, the outpost residents agreed to move peacefully to an adjacent plot. But the deal was complicated after a Palestinian claimed ownership of the nearby plot, prompting the High Court to stop all work on the site.The lack of a clear solution has once again raised the possibility of a forced evacuation of the Amona settlers and fears that violence could result. The residents of Amona last week renewed their protest against the government and vowed to resist the evacuation after the compromise appeared to fall through.Even without the Amona clause, Attorney General Avichai Mandelblit has warned that the Regulation Bill breaches both local and international law, and indicated that the High Court was likely to strike it down. TEHRAN, Iran (AFP) — Families split, a father unable to reach his son’s wedding and officials warning of a “gift to extremists” — US President Donald Trump’s visa ban on seven Muslim countries has triggered shock and confusion among those affected.“There is mass hysteria among the Iranian-American community — that’s no exaggeration,” said Saam Borhani, an attorney in Los Angeles.He said clients were bombarding him with questions since Trump passed an executive order on Friday, suspending refugee arrivals and imposing tough controls on travelers from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen.With more than one million Iranians living in the United States, the restrictions have already caused chaos for students, businessmen and families.“I have several clients impacted by the executive order — married couples whose spousal visas have been stopped, causing them to be separated. A father living in Iran who is unable to come to his son’s wedding in California,” said Borhani, who was himself born in the US to Iranian parents.US State Department figures show Iran accounted for around a quarter of the 31,804 visas granted to citizens from the seven countries last year.Among thousands facing difficulties, an Iraqi family was barred in Cairo from taking their connecting flight to New York on Saturday.“I had sold my house, my car, my furniture. I resigned from work and so did my wife. I took my children out of school,” Fuad Sharef, 51, told AFP.“Donald Trump destroyed my life. My family’s life. WASHINGTON (AP) — President Donald Trump signed an executive order Friday making major changes to America’s policies on refugees and immigration.A look at what Trump ordered:Syria-Trump’s order directs the State Department to stop issuing visas to Syrian nationals and halts the processing of Syrian refugees. That will remain in effect until Trump determines that enough security changes have been made to ensure that would-be terrorists can’t exploit weaknesses in the current vetting system.-Refugees-Trump ordered a four-month suspension to America’s broader refugee program. The suspension is intended to provide time to review how refugees are vetted before they are allowed to resettle in the United States.Trump’s order also cuts the number of refugees the United States plans to accept this budget year by more than half, to 50,000 people from around the world.During the last budget year the US accepted 84,995 refugees, including 12,587 people from Syria. Former president Barack Obama had set the current refugee limit at 110,000.The temporary halt to refugee processing does include exceptions for people claiming religious persecution, so long as their religion is a minority faith in their country. That could apply to Christians from Muslim-majority countries.-Extreme vetting-Trump’s order did not spell out specifically what additional steps he wants to see the Homeland Security and State departments to add to the country’s vetting system for refugees. Instead he directed officials to the review the refugee application and approval process to find any other security measures that can be added to prevent people who pose a threat from using the refugee program.During the Obama administration, vetting for refugees included in-person interviews overseas, where they provided biographical details about themselves, including their families, friendships, social or political activities, employment, phone numbers, email accounts and more. They also provided biometric information, including fingerprints. Syrians were subject to additional, classified controls that administration officials at the time declined to describe, and processing for that group routinely took years to complete.-Other immigration-Trump’s executive order suspends all immigration from countries with terrorism concerns for 90 days. The State Department said the three-month ban in the directive applied to Iraq, Syria, Iran, Sudan, Libya, Somalia and Yemen — all Muslim-majority nations.The order also calls for Homeland Security and State Department officials, along with the director of national intelligence, to review what information the government needs to fully vet would-be visitors and come up with a list of countries that don’t provide it. The order says the government will give countries 60 days to start providing the information or citizens from those countries will be barred from traveling to the United States.Barring any travel to the US from those seven countries, even temporarily, appears to at least partially fulfill a campaign promise Trump made to ban Muslims from coming to the United States until assurances can be made that visitors are properly vetted.

A Knesset subcommittee on Sunday unanimously approved releasing to the public parts of a biting comptroller’s report into how the security cabinet of top-level ministers handled itself during the war in Gaza in 2014.Last week, the subcommittee on classified information, part of the parliament’s State Control Committee, delayed making a final decision on the report due to security considerations that came up as the panel reviewed the materials intended for publication. After consulting with relevant officials, only small parts of the original report were deemed too sensitive for release.State Comptroller Yosef Shapira will make the final decision on when the document will be released, though he is expected to make it available to the public in the next two weeks.When it is eventually released, the document will give Israelis a rare look at the discussions of one of the most powerful and secretive state institutions, the powerful ten-member committee of ministers that oversees national security and foreign policy.The report of the ministers’ handling of the 2014 war, dubbed Operation Protective Edge, is said to show bitter infighting among members of the security cabinet, especially between then-defense minister Moshe Ya’alon and then-economy minister Naftali Bennett.Coalition officials, particularly those close to Prime Minister Benjamin Netanyahu, fought against releasing the report.The report finds that despite Netanyahu’s claims to the contrary, he and Ya’alon did not properly inform the security cabinet of the extent of the threat emanating from Hamas’s cross-border tunnels, Channel 2 reported in November.Some members of the security cabinet during Protective Edge have long complained that Netanyahu would not allow serious consultations and decisions in the forum. Jan, 19:21-EU states’ diplomats have once again blamed Israel for violence in East Jerusalem and called for sanctions against settlers.The EU ambassadors to the Israeli-occupied Palestinian territories set out their views in an internal report, filed in December and seen by EUobserver.Palestinians killed three Israelis last year in “spontaneous” attacks “acting without the apparent direction of political factions or militant groups”, the report noted.It said that Israeli forces killed 23 Palestinians, some of them “in situations where they were no longer posing a threat” in what NGOs called “potential extra-judicial killings”.Some incidents, such as a bus bombing in April which injured 21 people, recalled the Palestinian uprising of 12 years ago.The EU report noted that violence “subsided” from May onward and was lower than in 2015, however. It also said there was “relative calm” at al-Aqsa mosque and Temple Mount, two flashpoint holy sites.Despite the calm, it warned that “root causes of violence remained unchanged” and that there was still a “volatile atmosphere” in the city.It said the “heart of the matter” was the Palestinians’ "loss of hope" in the two-state solution due to settler expansion. It comes a day after Netanyahu unilaterally endorsed Trump's call to build a wall along the Mexican border, saying the Israeli model along its border with Egypt has proven successful-"I would like to clarify unequivocally that our view has always been, and continues to be, that the United States' embassy should be here in Jerusalem," Netanyahu said. "Jerusalem is the capital of Israel and it is appropriate that not only the American embassy will be here but that all embassies will move here and I believe that in due course most will come here, to Jerusalem."Currently, nearly all foreign embassies are located in the coastal city of Tel Aviv because their countries have refrained from recognizing Jerusalem as Israel's capital until its status is resolved in future peace talks. Israel has long called for the embassies to be relocated but hasn't pushed hard for it given the widespread international opposition.But Trump's rise has emboldened Israel's nationalists. 6th day without power for New Brunswick homes in wake of ice storm-[CBC]-YAHOONEWS-January 29, 2017

NB Power president Gaetan Thomas is calling this week's ice storm "the worst crisis in our history for our customers." He says it's worse than tropical storm Arthur partly because this is happening in the winter.The utility had hoped to have power restored to 80 per cent of its customers on the Acadian Peninsula by Sunday night. But on Sunday morning, Thomas revised that estimate, saying that only 60 per cent will be reconnected by Monday night.Thomas said there are 400 hydro poles to be replaced, double the number previously thought.An ice storm Tuesday and Wednesday downed trees, power lines and hydro poles and cut off electricity to 133,000 households across the province.When Hurricane Arthur occurred in July 2014 there were 195,000 NB Power customers that lost power with simultaneous outages peaking at 140,000.Thousands still without power-More than 31,000 customers in New Brunswick are without power for a sixth day in a row. Most of the remaining outages are on the Acadian Peninsula.More than 20,000 customers in that region woke up Sunday morning still in the dark, some with no heat and lights in their homes and businesses.Further south, in the Miramichi region, more than 4,500 are still without power.  In Kent county, about 3,800 people are without power, and in the Moncton area, about 3,100 people still can't turn on their lights.Crews from NB Power and other utilities in Eastern Canada and Maine are assisting in the effort to restore power.States of emergency were declared in Sainte-Marie-Saint-Raphaë​l, Le Goulet, Tracadie, Shippagan and Lameque.People are making use of wood stoves and generators to provide heat to their homes. Others are going to warming centres and emergency shelters set up by the Canadian Red Cross, municipalities and volunteers. There were 46 shelters set up across the province, with more than half on the Acadian Peninsula.-No decision yet on military-At a news conference Saturday in Tracadie, at one of the warming centres, Premier Brian Gallant urged residents to make use of the centres to get warm, have something to eat and charge mobile devices.What help the military could provide to assist in the recovery efforts from the ice storm may also be known later today.A reconnaissance team from the Canadian Armed Forces was in the Acadian Peninsula Saturday to determine what kind of support could be offered.  A report was expected by the end of the day on what assistance could be provided.Gallant told media the province had discussions with the federal government about the possibility of bringing the military in to help. A formal request was made Friday by Public Safety Minister Denis Landry.Ralph Goodale, minister of public safety and emergency preparedness, said in a statement the federal government remained ready to provide any additional assistance required to ensure the province had the necessary resources to address the impacts of this disaster.​There have been two deaths from carbon monoxide poisoning and seven people are being treated in hospital.People are being reminded of the dangers of using generators or barbecues indoors as it is extremely dangerous.

A new report gives poor grades to the federal government for its "confused" performance during an exercise last summer to test preparations for a massive earthquake off British Columbia.The internal document faults Ottawa for bad communication and shoddy protocols — including the lack of any plan to respond to a destructive tsunami triggered by a quake."This effort is remarkably inadequate," said disaster-management expert Paul Kovacs, who reviewed the report after CBC News obtained it through an Access to Information request. "Most of the information known about this hazard does not appear to have been used in this exercise.""Pacific Quake '16" was a federal component of an international effort in June 2016 to test how effectively governments could respond to a magnitude 9.0 earthquake off the southwestern coast of British Columbia and Portland, Ore.Such powerful earthquakes are rare around the world, the last one of that magnitude hitting the region on Jan. 26, 1700.The U.S. Federal Emergency Management Agency (FEMA) was lead for the exercise, and created the imaginary scenario of a morning quake on June 7, followed by strong aftershocks and a tsunami.Vancouver, Victoria and other centres suffered damage in the mock disaster. And 60 per cent of the province's population lost all communications during the "Cascadia Rising" scenario, as the Americans dubbed it.The British Columbia government also joined in, calling their emergency efforts Coastal Response; the Canadian Forces participated with Exercise Staunch Maple. More than 20,000 people took part on both sides of the border.Ottawa has come under fire in the past for its poor disaster preparedness, notably a critical Senate committee report in 2008; and a report from the auditor general of Canada in 2009 that concluded Public Safety "has not exercised leadership necessary to co-ordinate emergency management activities, including critical infrastructure protection in Canada."-'Confusion' and 'delays'-Stung by the findings, Public Safety created a Federal Emergency Response Plan — but the internal document found that the plan was full of holes."Roles and responsibilities … are not clearly defined," says the after-action report prepared by the Government Operations Centre, an Ottawa-based emergency hot room run by Public Safety Canada.Strategic planning was described as "ad hoc," and the process for accessing federal assistance was "not clear, which resulted in confusion, and created delays in response."There were repeated information logjams, and staff relied heavily on email systems — which almost certainly would be wiped out in an actual catastrophe.The report also noted that Public Safety's plan "does not include activities related to responding to the aftermath of a tsunami," even though the Cascadia Rising scenario specifically included a tsunami hitting southwest Vancouver Island.-Didn't do the job-Kovacs, executive director of the Institute for Catastrophic Loss Reduction (ICLR) at the University of Western Ontario, commended Public Safety for undertaking the exercise.But he said it should have been designed as a tougher test, and have included more publicly available research about the specific vulnerabilities of Canada's West Coast to earthquake damage rather than piggybacking on an American scenario."This exercise is not a rigorous evaluation," he said in an interview. "The plan was inadequate — it didn't do the job it was supposed to."Kovacs said research sponsored by insurance companies has projected as much as $75 billion of damage from a major earthquake, a level of destruction not appropriately accounted for in Pacific Quake '16.A spokesman for Public Safety Canada says the exercise has helped officials to bolster emergency planning."The Government of Canada has detailed plans in place to respond to a major earthquake in Canada and works continuously to further improve its readiness," Jean-Philippe Levert said in an email."The Government of Canada is using the lessons learned from the exercise to improve its preparedness."Kovacs, whose non-profit institute is funded by the insurance industry, said the exercise did not include any discussion of prevention, even though disasters can be instructive for building more resilient infrastructure to withstand the next earthquake."There is considerable scope to prevent large losses but the report does not explore issues beyond expressing concern about clarity of responsibility for response.""This sort of exercise should be done at least once a year," he added.Levert said no date has been set for the federal government's next major earthquake exercise.There have been only seven 9.0 magnitude earthquakes worldwide from 1700 to date, including the 2011 Tohoku earthquake and tsunami off Japan. Call centre reports more than 800 per cent increase in fentanyl related calls-[CBC]-YAHOONEWS-January 29, 2017

Staff at Vancouver non-profit call centre that offers support to those dealing with addiction say they received a more than 800 per cent increase in fentanyl-related calls in 2016. Bc211 refers people in need of harm reduction resources to government and community social services.Last year, manager Louise Ghoussoub says staff took 318 calls involving fentanyl, a huge jump from 2015 when they received just 33."This is an extremely tough issue for staff," said Ghoussoub. "In relation to where we're situated, our office is just on the edge of the downtown eastside, we are well aware of the number of ambulances that stream past us everyday.""We don't give advice, we're not counsellors," she said. "But we do an assessment of where our callers are at, and then we let them know what their options are."Ghoussoub added the recent cold weather in Vancouver, coupled with the overdose crisis, created a very difficult winter season.Typically, between six and eight staff members operate six help lines that are kept open around the clock 365 days a year, including the Youth Against Violence Line, the Shelter and Street Help Line and VictimLink B.C.Many of the fentanyl related calls are from people wanting to know places where naloxone is available and some staff at the centre have been trained to administer the antidote."In the event that something did happen I would hope our staff could be as best prepared as possible," says Ghoussoub.As the fentanyl crisis continues, bc211 says their priority is updating their database to include all locations where naloxone is available for free, and all overdose prevention sites in the province.

NEW YORK –  Scientists have grown human cells inside pig embryos, a very early step toward the goal of growing livers and other human organs in animals to transplant into people.The cells made up just a tiny part of each embryo, and the embryos were grown for only a few weeks, researchers reported yesterday.Such human-animal research has raised ethical concerns. The U.S. government suspended taxpayer funding of experiments in 2015. The new work, done in California and Spain, was paid for by private foundations.Any growing of human organs in pigs is “far away,” said Juan Carlos Izpisua Belmonte of the Salk Institute in La Jolla, Calif., an author of the paper in the journal Cell.He said the new research is “just a very early step toward the goal.”Even before that is achieved, he said, putting human cells in animals could pay off for studies of how genetic diseases develop and for screening potential drugs.Animals with cells from different species are called chimeras. Such mixing has been done before with mice and rats. Larger animals like pigs would be needed to make human-sized organs. That could help ease the shortage of human donors for transplants.The Salk team is working on making humanized pancreases, hearts and livers in pigs. The animals would grow those organs in place of their own, and they’d be euthanized before the organ is removed.Most of the organ cells would be human. By injecting pig embryos with stem cells from the person who will get the transplant, the problem of rejection should be minimized, said another Salk researcher, Jun Wu. Daniel Garry of the University of Minnesota, who is working on chimeras but didn’t participate in the new work, called the Cell paper “an exciting initial step for this entire field.”Here’s what the new paper reports:Scientists used human stem cells, which are capable of producing a wide variety of specialized cells. They injected pig embryos made in the lab with three to 10 of those cells apiece, and implanted the embryos into sows. That contribution is lower than expected, he said, “but we were very happy to see we actually can see the human cells after four weeks of development.”The cells generated the precursors of muscle, heart, pancreas, liver and spinal cord tissue in the embryos. The researchers said they plan to test ways to focus human cells on making specific tissues while avoiding any contribution to the brain, sperm or eggs.That addresses ethical concerns that the approach could accidentally lead to pigs that gain some human qualities in their brains, or make human egg or sperm.The government, meanwhile, has signaled that it may lift the federal funding ban soon. but impose extra oversight of any proposed work.

Transfer of Canadian banking records to U.S. tax agency doubled last year-[CBC]-YAHOONEWS-January 29, 2017

Banking records of more than 315,000 Canadian residents were turned over to the U.S. Internal Revenue Service last year under a controversial information sharing deal, CBC News has learned.That is double the number transferred in the deal's first year.The Canada Revenue Agency transmitted 315,160 banking records to the IRS on Sept. 28, 2016 — a 104 per cent increase over the 154,667 records the agency sent in September 2015.Lisa Damien, spokeswoman for the CRA, attributed the increase to the fact it was the second year for the Canada-U.S. information sharing deal that was sparked by the U.S. Foreign Account Tax Compliance Act (FATCA)."The exchange in September 2015 was based on accounts identified by financial institutions at the time," she said. "The number of reported accounts was expected to increase in 2016, because the financial institutions have had more time to complete their due diligence and identify other reportable accounts."The transmission of banking records of Canadian residents is the result of an agreement worked out in 2014 between Canada and the U.S. after the American government adopted FATCA. The U.S. tax compliance act requires financial institutions around the world to reveal information about bank accounts in a bid to crack down on tax evasion by U.S. taxpayers with foreign accounts.-Dual citizens, long-term visitors affected-The deal requires financial institutions to share the banking records of those considered to be "U.S. persons" for tax purposes — regardless of whether they are U.S. citizens.Among the people who can be considered by the IRS as "U.S. persons" are Canadians born in the U.S., dual citizens or even those who spend more than a certain number of days in the United States each year.Former prime minister Stephen Harper's government argued that given the penalties the U.S. was threatening to impose, it had no choice but to negotiate the information sharing deal. ACLU wins legal challenge against immigration ban: ‘Hope Trump enjoys losing’-Hunter Walker-National Correspondent-Yahoo News-January 28, 2017

The American Civil Liberties Union announced Saturday evening that a federal court in New York had issued an emergency stay on President Trump’s executive order banning immigration from seven predominantly Muslim countries. The court’s decision, which will affect people who have been detained in airports, came after the ACLU and other activist groups filed a class action lawsuit on behalf of two Iraqis who were held at John F. Kennedy International Airport in New York as a result of the order.“I hope Trump enjoys losing. He’s going to lose so much we’re going to get sick and tired of his losing,” ACLU national political director Faiz Shakir told Yahoo News shortly after the decision was announced.The White House did not immediately respond to a request for comment about the court ruling.Trump’s executive order, which he signed on Friday afternoon, barred people from Sudan, Syria, Yemen, Iran, Iraq, Libya and Somalia from entering the United States for 90 days. It also stopped all refugees from entering the U.S. for 120 days and indefinitely suspended the entry of refugees from Syria. As a result of the order, some people with current visas have already been detained or turned around at airports.The class action lawsuit sought an immediate injunction barring the Trump administration from blocking immigrants based on the executive order. It argued that the order violates a 1965 law that banned discrimination in immigration based on national origin. According to a copy of the court decision from Judge Ann Donnelly, it will stop officials  from removing individuals with approved refugee applications, holders of valid visas and people from the affected countries who have been authorized to enter — pending completion of a hearing on the matter in court. Donnelly also wrote that the lawsuit would have a “strong likelihood of success.”“There is imminent danger that, absent the stay of removal, there will be substantial and irreparable injury to refugees, visa holders, and other individuals from nations subject to the January 27, 2017 executive order,” Donnelly said.Shakir said the stay will affect those who are “currently detained in airports” and that the ACLU’s lawyers “will continue litigating the rest of the people impacted” by the order.Trump’s order has led to large protests at airports around the country. Critics charge that it amounts to a “Muslim ban,” while Trump and his team have maintained that the order is not designed to target any specific religion and is merely aimed at terror-prone nations.Yahoo News asked White House press secretary Sean Spicer about the order during his briefing on Wednesday. He framed it as a “necessary step” for dealing with people from countries that have “a propensity to do us harm.” During his presidential bid, Trump called for a “total and complete shutdown of Muslims” entering the U.S. That proposal subsequently evolved into a vague promise of “extreme vetting.”Trump touted the executive order while speaking to reporters in the Oval Office on Saturday. He said the scenes in the airports were evidence of its success.“It’s not a Muslim ban, but we were totally prepared. It’s working out very nicely. Opinion-Europe must empower its cities to respond to refugee crisis By Laia Ortiz-EUOBSERVER

BARCELONA, 27. Jan, 15:49-The refugee crisis is one we must address in our cities. I know this from experience: cities like Barcelona have become hubs for thousands of people seeking international protection.Long before Germany opened its borders in September 2015, ahead of the height of the crisis, cities like mine have been calling for a more constructive and humanitarian response.Through Eurocities we have a strong and united voice. Barcelona is among the 139 major European cities calling on the EU institutions for greater solidarity and a more humanitarian response to the crisis.On World Refugee Day last year, we urged EU and national leaders to learn the lessons of the past and uphold European values of solidarity, tolerance and dignity. In October 2016 we launched Solidarity Cities, an initiative enabling cities to work together on refugee reception and integration.We continually call for cities to be formally recognised as points of arrival, transit hubs and destinations for refugees in Europe.As discussions were taking place on the EU-Turkey deal last spring and EU member states along the ‘Balkan road’ were attempting to seal off their borders to refugees, city leaders in Greece and the Balkans issued a stark warning: close the borders and cities will become open prisons.Close them and refugees making their way to northern and western Europe will be stuck in dire and inhumane conditions with no infrastructure in place for their reception and integration.They warned us and they were right. Families waiting for asylum claims to be processed at Europe’s borders are enduring freezing conditions.Many of these are women and children, living in unfathomably harsh winter conditions on the Greek islands, in Serbia and on the Hungarian border.-Europe must settle more refugees-Meanwhile, the EU institutions tell us their deal has helped stem the arrival of migrants by sea from Turkey. Yet the reality is fewer than 9,000 of the 160,000 refugees have so far been relocated.There simply is no excuse for this humanitarian disaster.People are struggling for survival as we watch on. More than 10,000 people are currently seeking international protection in Europe.If we fail to take real and effective measures now, the number of victims will continue to grow.Europe needs to act urgently to ensure refugees’ basic human rights are being respected; we can’t ignore what is stated in every international and European convention.As local politicians, we are under pressure from many of our citizens to deliver a response that is in line with European values of solidarity and responsibility.I am continually overwhelmed by the actions in our local communities; the way civil society, volunteer organisations and local businesses have mobilised to do something about the crisis.They are rightly outraged, and they are acting. We must act too.-Cities must be empowered-This is why the EU and member states need to empower European cities. We have shown we are ready for the challenge, but we need help to continue our good work.As it is, cities cannot directly access EU funding for the reception and integration of refugees.This needs to change: we can’t afford to wait for funding to trickle down through national authorities while refugees are desperately seeking shelter in our cities.We also know from our colleagues across the Eurocities network that many more cities are willing and ready to welcome refugees.Allowing us to set up a city-to-city relocation scheme would be a positive way to take the burden off Greek and Italian cities and distribute refugees to other cities that have the capacity to receive and integrate them.We need less talk and more action.Europe must mobilise the necessary resources to end the Mediterranean Sea crisis once and for all.I know I can speak on behalf of my colleagues around Europe when I say that European city leaders are desperate to help solve this crisis.We need Europe to give us the power to do so.This will be our message to Commissioners Cretu and Avramopoulos at a meeting in Amsterdam on 7 February.Laia Ortiz is Barcelona deputy mayor for social rights and chair of the Eurocities Social Affairs Forum.

Jan, 09:29-Germany is seeking more reasons to maintain internal border checks following a three-month extension announced earlier this week.Speaking to reporters in Malta's capital Valletta on Thursday (26 January), Germany's interior minister Thomas de Maiziere said he now wants to use threats to security as an additional basis for any prolongation.Germany had until now based such decisions on article 29 of the Schengen Borders Code to control migration inflows, but the shift towards security marks a new rationale."In Germany, we have an extraordinary security situation in this half of the year, just after the Berlin attack," he said.The Berlin terrorist attack last December had left a dozen dead and over 50 injured after a truck plowed through a Christmas market.The security motive for extending internal border checks now puts Germany on par with France, which had imposed checks based on "foreseeable events and terrorist threats".His French counterpart Bruno Le Roux, made similar comments during a joint-press conference in Malta.Le Roux said France is confronted with both migration flows and security threats, but noted that the "priority is the security of the external borders of Europe."But upcoming elections in France appear to have triggered a hardening stand towards the EU's open border Schengen area.Top French presidential contender, conservative politician Francois Fillon, vowed on Tuesday to "re-establish real controls" along the French borders given the security issues if elected in May.The European Commission announced the three-month extensions for Austria, Denmark, Germany, Sweden and Norway on Wednesday. Those checks, first launched last summer, are also in place largely to stem migration.The EU commission is wary of the checks given that they restrict the free movement of people, a key EU principle, along the controlled areas."Schengen is one of the greatest achievements of EU integration, which we must not take for granted," said EU home affairs commissioner Dimitris Avramopoulos on Wednesday.Avramopoulos's comments had followed plans to a launch €200 million programme to deal with migration issues in Libya and north Africa.Part of the proposal included getting the UN refugee agency and International Organisation of Migration more involved in Libya in an effort to improve conditions in centres for migrants in the country.De Maiziere, ahead of Thursday's ministerial meeting, told reporters that refugees, in some cases, should be brought to safe places outside of Europe."The people taken up by the smugglers need to be saved and brought to a safe place, but then from this safe place outside Europe we would bring into Europe only those who require protection," he said.The minister did not indicate where those camps would be.

Syrian troops take control of water facility from rebels-[The Canadian Press]-YAHOONEWS-January 28, 2017

BEIRUT — Syrian government troops gained control of the main water source for Damascus on Saturday, as the military worked to secure it and remove land mines in a major development that caps weeks of fighting with rebels in the area, according to Syrian state TV and opposition media.Alaa Ibrahim, the local governor, said the evacuation of fighters to northern Syria was delayed for one day because of rain storms and freezing temperatures. Maintenance of the water facility will begin as soon as the military declares the area secure, officials said.The development ends the standoff over Ain el-Fijeh village that restricted the water flow to nearly 5 million residents of the Damascus area for over a month. The fighting had also trapped tens of thousands of civilians in the Barada Valley area, where the water source is located.Syrian state TV showed buses lined up to transport rebel fighters out of the village of Ain el-Fijeh, but Ibrahim said the evacuation will be delayed.The village houses the water source with the same name, which was the major source of water for Damascus.The opposition monitoring group Syrian Observatory for Human Rights said government forces entered Ain el-Fijeh along with ambulances to transport the injured as part of a deal to end the fighting there. The head of the Observatory, Rami Abdurrahman, said rebel fighters remain in other villages in the valley, including militants with the al-Qaida-linked affiliate in Efra, a village about 10 kilometres (six miles) from the water source.The cease-fire, brokered by Russia and Turkey and in place since Dec. 30, was tested by the fighting in the valley. The fighting was sparked by government claims that rebels poisoned the water source at Ain el-Fijeh — a claim the rebels denied.The deal also requires the evacuation of those rebel fighters who refuse to put down their weapons. The military media said about 1,200 fighters are expected to surrender their weapons, but it is not clear yet the final number of fighters to be evacuated.As part of a goodwill gesture, the fighters raised the official Syrian flag, used by the government, over the facility to signal the deal was in place.On Saturday, maintenance teams were inspecting the water facility at Ain el-Fijeh. Damascus residents have been struggling to deal with the water shortage since late December.Syrian government and allied troops have been closing in on rebel-held areas around the capital in recent months. Similar agreements were reached with rebels in other suburbs of Damascus, who eventually capitulated under intense shelling and tight siege.The issue of the Barada Valley was one of the main focuses of indirect talks between the rebels and the government in the Kazakh capital Astana last week. The talks were sponsored by Russia and Turkey and supported by Iran, and ended with a call to reinforce the cease-fire and put mechanisms in place to monitor violations.Separately, in the northern Syrian province of Idlib, a rebel stronghold that has been beset by infighting since Monday, a new coalition of insurgents was announced Saturday, effectively pitting the extremist al-Qaida-link group against its former ally, the ultraconservative Ahrar al-Sham group. The new merger, named The Levant Liberation Committee, includes al-Qaida-linked affiliate, Fatah al-Sham Front, and four other groups. It comes two days after a similar merger was announced, led by Ahrar al-Sham, and included at least three factions who took part in the talks in Astana. The talks concluded with calls for the rebels to dissociate themselves from al-Qaida's affiliate.The new merger is likely to further inflame the rivalry between the insurgents. BAGHDAD/MOSUL, Iraq (Reuters) - Iraq will lobby against new travel limits to the United States by Iraqis, arguing both countries need to uphold their fight against Islamic State (IS), Iraqi parliamentarians said on Sunday.The Iraqi government has so far declined comment on an executive order signed by new U.S. President Donald Trump on Friday that suspends the entry of travelers from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen for at least 90 days {nL1N1FH1XY].The order stirred angry reactions in Iraq, where more than 5,000 U.S. troops are deployed to help Iraqi and regional Kurdish forces in the war against IS insurgents.Some members of parliament said Iraq should retaliate with similar measures against the United States."Iraq is in the front line of the war on terrorism ... and it is unfair that the Iraqis are treated in this way," parliament's foreign affairs committee said in a statement."We call on the Iraqi government to retaliate for the decision taken by the U.S. administration," it added after a session on Sunday in Baghdad.Baghdad plans to lobby Washington to review the decision, according to two lawmakers who declined to be identified.One of them told Reuters that the government will "explain that Iraq as a sovereign country will be forced to apply similar treatment, and that would affect negatively cooperation, including military cooperation", in the conflict with IS.Popular Mobilization, a coalition of mainly Shi'ite Muslim paramilitary groups armed and trained by Iran to fight Islamic State, urged Prime Minister Haider al-Abadi's government to expel U.S. nationals.Influential Shi'ite cleric Moqtada al-Sadr said on Sunday American citizens should leave Iraq.
