FARINDOLA, Italy — Italian emergency crews pulled three wiggling, white sheepdog puppies out Monday from under tons of snow and rubble at an avalanche-struck hotel, lifting spirits even as the search for 22 people still missing dragged on five days after the disaster.One more body was located, raising the death toll to seven, and the first survivors of the deadly avalanche were released from the hospital. Questions intensified, however, into whether Italian authorities underestimated the risks facing the snowbound resort in the hours before the deadly avalanche.Five days after up to 60,000 tons of snow, rocks and uprooted trees plowed into the Hotel Rigopiano in central Italy, rescue crews were still digging by hand or with shovels and chainsaws in hopes of finding more survivors. An excavator reached the site, northeast of Rome, to speed up the search.The discovery of the three Abruzzo sheepdog puppies in the boiler room raised spirits, even as rescuers located a seventh body.Jubilant emergency crews carried the pups out in their arms, with one firefighter burying his face in the fluffy white fur to give the dog a kiss. The puppies were born last month to the hotel's resident sheepdogs, Nuvola and Lupo, and were prominently featured on the hotel's Facebook page. Their parents had found their own way out after the Wednesday afternoon avalanche."They just started barking very softly," said Sonia Marini, a member of the Forestry Corps. "In fact, it was hard to find them right away because they were hidden. Then we heard this very tiny bark and we saw them from a little hole the firefighters had opened in the wall. Then we expanded the hole and we pulled them out."Firefighter spokesman Luca Cari, however, stressed that the puppies were found in an isolated part of the hotel and didn't necessarily signal any new hope for finding human survivors."We're happy to have saved them, and these are important moments in a dramatic situation," he said. "But I don't think there's much correlation with finding other people."Emergency crews have been hoping that the 22 missing people may have found air pockets under the debris, and that the snow would insulate them from the frigid temperatures. The decision to ban uniformed officers from the Toronto Pride parade is on the right side of history, said Akio Maroon, a new board member with Pride Toronto."I do not see this decision as exclusion. I see this decision as accountability. I see this decision as supporting the most racialized and marginalized members of our community," she told CBC's Metro Morning on Monday."This is for us. Pride is for us, and we need to have a voice."Her comments come after Pride Toronto's annual general meeting Tuesday, where they voted to remove uniformed officers and police floats from future parades.Those demands originally came from Black Lives Matter Toronto, who briefly halted the Toronto Pride parade in July and presented a list to then executive director Mathieu Chantelois.He signed the document, which also included a commitment to increase diversity in hiring and staffing at Pride Toronto and a commitment to increase and support community stages, including the reinstatement of the South Asian stage, which Pride Toronto also approved.The demands were added to the annual meeting's agenda last-minute on Tuesday after requests from the crowd.Maroon said she doesn't speak for the board, but as a black, queer woman, she stands by the vote."I absolutely believe that accountability must be had, and we cannot have the same people who are beating us, who are harassing us, who're responsible for violent encounters with us, dancing with us in revelry in uniform with their guns on their side while being paid to participate," she said. Winnipeg LGBT centre puts out call for help after spike in refugee calls-[CBC]-YAHOONEWS-January 23, 2017

A Winnipeg drop-in centre for LGBT people is putting a call out for help after a spike in the number of refugees coming for support.The Rainbow Resource Centre calls the increase over the last two weeks "dramatic," and says its counsellors are becoming overwhelmed with calls from refugees, their lawyers and settlement workers."We've done a call out to the community to ask for help in providing additional hours to our counsellors," said Mike Tutthill, the centre's executive director.He added staff are hoping to get more government funding and donations to pay for the increased demand in counselling.The story of LGBT refugees coming to Winnipeg in search of a better life hit the spotlight this month after two Ghanaian men fled to Canada on Christmas Eve in the bitter cold.The journey left both men severely injured with serious frostbite requiring amputation. Just a few weeks prior, a gay man from Syria arrived in Winnipeg, ending a five-year search for refuge that some of his friend didn't survive.Tutthill said the centre has been receiving as many as 10 calls per week over the last two weeks from asylum-seekers.He said the increase in calls started in November.Tutthill said the refugees are coming from Africa and Eastern Europe and often need help validating their stories.The centre does brief psychosocial assessments to confirm stories about identity before providing a letter to the Immigration and Refugee Board of Canada.-Special challenges once in Canada -"Sometimes too it's just great for people to have a chance to understand that their sexual orientation can be something positive and have that validated for them by sitting in the same room with someone who has that similar experience, even if it's in a different culture," he said.Tutthill said LGBT refugees face special challenges once they've arrived in Canada, including with language."For some folks, they might just talk about, you know, having love for women as opposed to identifying as a lesbian and so sometimes it's about unpacking that for folks that are in the refugee board," he said.Tutthill added refugees might face strong questioning if they've come here claiming asylum but were in a heterosexual relationship back home, though it may not have been by choice. -Fate luck of the draw-Bashir Khan, a Winnipeg immigration lawyer, said he's also seeing an increase in the number of LGBT refugees coming to him for help. He said he's now handling about 20 cases a year."They're telling me exactly what the Amnesty International, Human Rights Watch and other NGOs and the United Nations has written up."The lack of human rights and the lynching and the mob violence and having their clothes torn off and being raped publicly and then being shamed and sometimes burned alive," Khan said.Once an application for refuge has been made with the Immigration and Refugee Board of Canada, it's the luck of the draw and up to a single adjudicator to decide if the case is valid.Khan said there's no way to know who will hear the case or if a refugee will be able to stay in Canada until after a hearing is held."It's a secret," he said adding it's up to the adjudicator to interpret facts and then apply them to Canada's refugee laws.-Returning home 'like being executed'-But how those facts are interpreted depends entirely on an adjudicator's background and beliefs, he said."Each board member comes from a different walk of life and has a different understanding about life and how they see the world."Khan said he does know of claimants that have lost a case in Winnipeg and been sent back home."It's like you're going to be executed," he said."It doesn't matter how much you want to live, it's just the one thing (in) which you don't have a say or control."

New airport screening rules for transgender travellers hailed by Edmonton advocate-[CBC]-YAHOONEWS-January 23, 2017

New policies dictating how transgender people are screened at Canadian airports are long overdue, says an Edmonton transgender rights advocate.The new protocol from the Canadian Air Transport Security Authority (CATSA) — the federal agency in charge of security at airports across the country — provides increased sensitivity and privacy for trans travellers."When they implement a policy like this, I think it's certainly a big step forward in starting to understand that when you look at someone, you can't make an assumption about their gender," said Marni Panas, a transgender woman and LGBT advocate."Treating people with respect and dignity, regardless of their gender, should be their way of doing business."An internal operations bulletin obtained by CBC Montreal through an access to information request instructs airport security officers how to handle physical searches of transgender people.Under the new procedures, trans passengers can request a search by either a male or a female officer, or they can request a "split search," where a female searches one half of the body and a male officer searches the other half.-'There is always that anxiety'-Though she's never had a negative experience with the screenings, Panas is overwhelmed with anxiety every time she passes through airport security.  Like many transgender people, she tries to hide her status when travelling.She hopes the new policy will help ease some of that fear."Every single time I go through security I wonder, is this the moment where someone is going to peg me? Is this the moment where I'm not going to be treated well? "There is always that anxiety when I'm travelling."  The bulletin from CATSA also offers guidance on treating transgender travellers with respect, including asking for a person's consent before any search and inquiring if any accommodations are required.A transgender passenger can also request that security screenings be conducted in a private screening area, and that a witness of the opposite sex be present.Although she's relieved the policies are now being implemented, Panas worries that the procedures could be problematic if staff aren't properly trained in how to carry them out.Many transgender people hide their status when travelling, and staff need to be well educated so that screenings are approached tactfully, Panas said."Policies are great, laws are great to protect people, but unless they're implemented properly it can still leave people exposed to challenges in these environments," Panas said in an interview with CBC Radio's Edmonton AM."If people aren't trained well to respect people, and still provide a dignified manner in approaching this conversation, it can still can create many barriers in going through security."Panas said the policy is a first step in recognizing the rights of transgender travellers in Canada.While the airport security gate may no longer be a source of anxiety, other policies will continue to impede their ability to travel with dignity."We still have people that can't get passports or identification to match their true gender," she said. "We still have people being denied access to airplanes because they don't look man enough or woman enough depending on what their passport looks like."There are still many areas in this country that leave transgender travellers at risk for being denied basic transit services that other Canadians have."

Bangladesh finds two outbreaks of H5N1 bird flu in poultry-[Reuters]-YAHOONEWS-January 23, 2017

PARIS/DHAKA (Reuters) - Bangladesh discovered two outbreaks of the highly contagious H5N1 bird flu virus in poultry last week, according to reports from the World Organisation for Animal Health (OIE) and a senior Bangladeshi health ministry official on Monday.A first case was found at a poultry farm in Dhamrai, just outside the capital, Dhaka. "It just makes me feel good, it makes me feel special,"The new troop includes 51 new Scouts from across the city, along with 13 adult leaders.It's the first troop for the Saints Peter and Paul Melkite Catholic Church in east Ottawa, whose congregation traces its roots to the Middle East, including Lebanon, Iraq and Syria, and the first time Scouts Canada has teamed up with the Melkite denomination."Being part of Scouts Canada will help them integrate into the community. We have newcomers as well, so that will bring them all together without exceptions," said the troop's leader Joseph El Hajj.Scouts Canada has faced declining membership but has been trying to revamp its programs in recent years."We want different members of the community, new Canadians, people of different faiths to really feel that scouting is a place to belong," said national youth commissioner Caitlyn Piton, just one of a handful of national Scouts Canada officials on hand for Sunday's ceremony.The organization said membership numbers are on the rise in the city, largely in part to this new troop.

MOSUL, Iraq (Reuters) - Mohamed Mahmoud is relieved he no longer has to watch Islamic State militants hang corpses from electricity poles, now that Iraqi forces have cleared the group from his east Mosul district. But he still fears for his safety.Like other Iraqis, he worries that destructive forces like sectarianism, which already provoked one civil war since the fall of Saddam Hussein in 2003, will destabilize Iraq even if Islamic State is completely removed from Mosul.The hardline jihadists were welcomed by some fellow Sunni Muslims when they seized Mosul in 2014 because the community, a majority in the city but a minority in Iraq, felt marginalized by the Shi'ite-led government in Baghdad.Those bitter feelings have not faded, adding to the sense of uncertainty in a city with rows of buildings pulverized by airstrikes and desperate for water and electricity supplies."I am afraid of the Shi'ites, if they come to Mosul," said Mahmoud, 68. "I have to do paperwork in Baghdad. But I am afraid to go there. I may be killed because I am a Sunni."Iraqi forces have retaken most of east Mosul and are preparing to widen their offensive against Islamic State to the western part of the city. BAGHDAD (Reuters) - Iraqi forces have captured all of eastern Mosul, dislodging Islamic State militants from the last district they held east of the Tigris river, 100 days after the start of the U.S.-backed campaign, the Defence Ministry said on Monday.Mosul is Islamic State's last major city stronghold in Iraq."The armed forces succeeded in liberating the left bank of the city of Mosul completely, after inflicting heavy losses in lives and equipment to the enemy," the ministry said in a statement on its website.Mopping up operations were underway to clear a remaining pocket inside Rashidiya, a northeastern suburb of Mosul, said military spokesman Brigadier-General Yahya Rasool in a statement.Iraqi forces launched a campaign on Oct. 17 to retake Mosul from the hardline Sunni group, which captured the city in 2014, declaring from its Grand Mosque a "caliphate" that also spanned parts of Syria, ruled by its leader Abu Bakr al-Baghdadi.A U.S.-led coalition is providing air and ground support to the Iraqi forces.The western side of Mosul could prove more complicated to take than the eastern as it has many narrow streets that tanks and other large armoured vehicles cannot pass through.-TOUGHER FIGHT-The militants are also expected to put up a tougher fight as they are cornered and the area under their control in the northern Iraqi city continues to shrink.Mosul is the most populated city under control of the militants in both Iraq and Syria, with a pre-war population of nearly 2 million.About 750,000 people are estimated to live in western Mosul. Sask. Green Party leader Shawn Setyo advocates for carbon tax alternative-[CBC]-YAHOONEWS-January 22, 2017

Shawn Setyo, leader of the Green Party of Saskatchewan, says Saskatchewan should move away from its heavy reliance on fossil fuels and move to greener pastures.The party has a new administration and is still trying to find its feet, Setyo said, but the group is already working toward developing a sound environmental policy which is specifically crafted for Saskatchewan. Setyo said the party has been consulting people on the ground and industry experts to develop a plan with a focus on renewable energy and green initiatives. Nothing is set in concrete but Setyo would like to look at a carbon fee and dividend approach, rather than a carbon tax. Under a carbon fee and dividend approach, the government would charge polluters directly rather than taxing at the fuel pumps, for example."No money would be put into government coffers," Setyo said. "It would be redistributed with the people of Saskatchewan and help transition toward a green economy."That money, taken from the heavy polluters of the province, could then be used to build green infrastructure or act as an incentive for entrepreneurs to take ventures in to green energy.Setyo isn't a fan of the carbon tax."I feel that Sask. should have its own say in how a carbon scheme would be put into place and not have to rely on the federal government imposing their rules upon Saskatchewan," Setyo said. "I feel there's something inherently wrong with that."That's not to say Setyo agrees with Premier Brad Wall's ideas on the carbon tax.Under Setyo's leadership, the Green Party has been critical of Wall's approach and staunch opposition to a carbon tax, calling the provincial government's ventures such as the carbon capture and storage project "unrealistic," "wastefully expensive and ineffective."-Saskatchewan agriculture-Carbon emissions from the agriculture industry are not that heavy, Setyo said.Saskatchewan's green house gas emissions through the agriculture sector are closer to 16 per cent while Canada was 9.9 in 2014.The Green Party has ideas for industry-specific plans, he said. "These chemicals can be dealt with, with other plans and not have to be subject to a carbon tax per se."Setyo said he has reached out to industry experts and those who understand the sector to devise a plan to mitigate agriculture emissions without having those involved in agriculture pay the price of a carbon tax."We do understand that farming is a big sector in Saskatchewan. The Ministerial Committee for Legislation on Sunday will debate a bill that would give Israel’s sitting prime minister immunity from certain types of police investigations and criminal prosecution.A ministerial vote on the bill, proposed by Likud MK David Amsalem after the announcement that police have launched criminal investigations into Prime Minister Benjamin Netanyahu, would be delayed to allow coalition partners to coordinate positions on the legislation, The Marker business daily reported on Sunday.Amsalem’s bill would amend Israel’s Basic Law to prohibit police from investigating an incumbent premier for fraud, bribery and breach of trust. It would not offer protection from security, sex, violence or drug-related offenses.The legislation would allow sitting prime ministers, who in Israel have no term limit, to serve out the remainder of their tenure before police could launch open an investigation into suspected wrongdoing.In announcing his bill earlier this month, Amsalem claimed media “eagerness” surrounding the latest Netanyahu probe was threatening Israel’s democratic foundations.He linked the current corruption investigation to efforts to oust the prime minister and his right-wing government from power. Still, the bill would not affect the current probes against Netanyahu.The prime minister is being investigated in two separate cases. The first pertains to recordings of conversations between him and Israeli media mogul Arnon “Noni” Mozes in which the pair allegedly negotiated an illicit quid pro quo.The second investigation into Netanyahu is probing claims that he and his family received hundreds of thousands of shekels’ worth of luxury gifts from businessmen, including Israeli Hollywood film producer Arnon Milchan.Netanyahu has denied any wrongdoing and repeatedly stressed that nothing will come of the criminal investigations.Justice Minister Ayalet Shaked from the Jewish Home party has expressed cautious support for Amsalem’s legislation, saying it could allow the prime minister to “handle state affairs appropriately.”Both Shaked and Amsalem pointed to similar immunity laws that exist in France as precedent for the bill.France’s president, who has a five-year term limit, cannot be prosecuted for most offenses aside from high treason, though French lawmakers recently moved to ease impeachment rules as a way of allowing criminal prosecutions to move forward.Even if Amsalem’s bill were to pass all three Knesset readings and become law, it would not be applicable retroactively, and wouldn’t offer Netanyahu protection from the current police investigations.Earlier this year, Amsalem floated another version of his bill that offered the premier immunity for “minor transgressions” that generally hold a sentence of under six months in prison.That proposal was met with widespread criticism, and a statement from the Likud party at the time said the legislation “was not coordinated with the prime minister and was made without his knowledge.”Times of Israel staff contributed to this report.
