15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:
16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.
19 From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

19:19-Full text of Middle East Peace Conference Joint Declaration

I) Following the Ministerial meeting held in Paris on 3 June 2016, the Participants met in Paris on 15 January 2017 to reaffirm their support for a just, lasting and comprehensive resolution of the Israeli-Palestinian conflict. They reaffirmed that a negotiated solution with two states, Israel and Palestine, living side by side in peace and security, is the only way to achieve enduring peace. They emphasized the importance for the parties to restate their commitment to this solution, to take urgent steps in order to reverse the current negative trends on the ground, including continued acts of violence and ongoing settlement activity, and to start meaningful direct negotiations. They reiterated that a negotiated two-state solution should meet the legitimate aspirations of both sides, including the Palestinians’ right to statehood and sovereignty, fully end the occupation that begin in 1967, satisfy Israel’s security needs and resolve all permanent status issues on the basis of United Nations Security Council resolutions 242 (1967) and 338 (1973), and also recalled relevant Security Council resolutions. They underscored the importance of the Arab Peace Initiative of 2002 as a comprehensive framework for the resolution of the Arab-Israeli conflict, thus contributing to regional peace and security. They welcomed international efforts to advance Middle East peace, including the adoption of United Nations Security Council resolution 2334 on 23 December 2016, which clearly condemned settlement activity, incitement and all acts of violence and terror, and called on both sides to take steps to advance the two-state solution on the ground; the recommendations of the Quartet on 1 July 2016; and the United States Secretary of State’s principle on the two-state solution on 28 December 2016.They noted the importance of addressing the dire humanitarian and security situation in the Gaza Strip and called for swift steps to improve the situation. They emphasized the importance for Israelis and Palestinians to comply with international law, including international humanitarian law and human rights law.II) The Participants highlighted the potential for security, stability and prosperity for both parties that could result from a peace agreement. They expressed their readiness to exert necessary efforts toward the achievement of the two-state solution and to contribute substantially to arrangements for ensuring the sustainability of a negotiated peace agreement, in particular in the areas of political and economic incentives, the consolidation of Palestinian state capacities, and civil society dialogue. Those could include, inter alia: – a European privileged partnership; other political and economic incentives and increased private sector involvement; support to further efforts by the parties to improve economic cooperation; continued financial support to the Palestinian Authority in building the infrastructure for a viable Palestinian economy; – supporting and strengthening Palestinian steps to exercise their responsibilities of statehood through consolidating their institutions and institutional capacities, including for service delivery; – convening Israeli and Palestinian civil society fora, in order to enhance dialogue between the parties, rekindle the public debate and strengthen the role of civil society on both sides. III) Looking ahead, the Participants; – call upon both sides to officially restate their commitment to the two-state solution, thus disassociating themselves from voices that reject this solution; – call on each side to independently demonstrate, through policies and actions, a genuine commitment to the two-state solutions and refrain from unilateral steps that prejudge the outcome of negotiations on final status issues, including, inter alia, on Jerusalem, borders, security, refugees and which they will not recognize; – welcome the prospect of closer cooperation between the Quartet and Arab League members and other relevant actors to further the objectives of this Declaration. As follow-up to the Conference, interested Participants, expressing their readiness to review progress, resolved to meet again before the end of the year in order to support both sides in advancing the two-state solution through negotiations.France will inform the parties about the international community’s collective support and concrete contribution to the two-state solution contained in this joint declaration.

Abbas Meets Pope, Opens Official Palestinian Embassy in Vatican-By JNI Media January 15, 2017 , 7:30 am-BREAKINGISRAELNEWS

“For the mouth of the wicked and the mouth of deceit have they opened against me; they have spoken unto me with a lying tongue.” Psalms 109:2 (The Israel Bible™)-On Saturday, Palestinian Authority Chairman Mahmoud Abbas met with Pope Francis at the Vatican and inaugurated the Palestinian Authority (PA) embassy there. As he was raising the black, red, white and green flag, Abbas called on the world’s leaders to recognize the State of Palestine when they get together in Paris on Sunday.“Tomorrow, more than 70 countries will meet in Paris in order to discuss how to bring peace to our region, the holy land,” Abbas said. “We call upon the participants to take concrete measures in order to implement international law and UN resolutions.”Abbas told reporters he discussed Jerusalem with the Pope, accusing the Israeli government of “turning Jerusalem into an exclusive Jewish/Israeli city, demolishing Palestinian homes, expanding illegal settlements, building an illegal Annexation Wall, dividing families, and isolating our occupied capital from the rest of Palestine.”Regarding the next US Administration’s stated plan to move its embassy to Jerusalem, Abbas said that “Any attempts at legitimizing the illegal Israeli annexation of the city will destroy the prospects of any political process, bury the hopes for a two-state solution, and fuel extremism in our region, as well as worldwide.”Speaking to Le Figaro on the eve of the Paris conference, Abbas threatened that, should President Trump go ahead with the embassy move as promised, “there would be several options for us, and we would discuss them with Arab countries.” He suggested that one of those options would be “reversing our recognition of the State of Israel.”According to the Washington Post, PA leaders called on Muslim preachers on the Palestinian Authority payroll to dedicate their Friday sermons yesterday to opposing the US embassy relocation. The imams even received suggested talking points about the embassy move. The Post reported that the imam of the Jamal Abdel Nasser Mosque in Ramallah warned that moving the US embassy from Tel Aviv to Jerusalem would “engulf the region in the flames.”A draft of the Paris conference resolution obtained by AP says the conference will urge Israel and the Palestinians “to officially restate their commitment to the two-state solution,” but “will not recognize” changes, such as the establishment of a Palestinian State without Israeli agreement. The resolution will instead reiterate “that a negotiated solution with two states, Israel and Palestine, living side by side in peace and security, is the only way to achieve enduring peace.”

Biblical Origins of the 70-Nation Anti-Israel Paris Conference-By Adam Eliyahu Berkowitz January 5, 2017 , 11:30 am    -BREAKINGISRAELNEWS

“They have said: ‘Come, and let us cut them off from being a nation; that the name of Yisrael may be no more in remembrance.’ For they have consulted together with one consent; against Thee do they make a covenant.” Psalms 83:5-6 (The Israel Bible™)-High ranking officials from 70 nations of the world will gather in Paris on January 15th in an attempt to force Israel to accept a two-state solution with the Palestinian Authority. By so doing, they will be fulfilling a momentous Biblical prophecy foretold thousands of years ago. When Israeli statesman Shimon Peres passed away in September, leaders and dignitaries from 70 nations gathered in Jerusalem to pay their last respects. The symbolism is no mere coincidence; the very same number of representatives will gather in Paris, but this time to deny the Jewish connection to the Land of Israel.“Everyone knows already what the purpose of the conference is: it will be used as another opportunity to try to impose a settlement on Israel and avoid direct negotiations between Israel and it’s neighbors,” Rabbi Avraham Arieh Trugman, director of Ohr Chadash Torah Institute, told Breaking Israel News. “What’s interesting is that it isn’t just one or two enemies with a specific grudge, like the Arabs or the Nazis. It is 70 nations, which in Torah terms, means all of the nations,” explained Rabbi Trugman.Rabbi Shimon Apisdorf, a prominent Jewish educator and bestselling author, told Breaking Israel News that seeing 70 nations written in the headlines caught his attention.“There is no question that the aspect of specifically 70 nations gathering is significant, the point being Israel is not one of them,” said Rabbi Apisdorf, citing the book of Numbers.Lo, it is a people that shall dwell alone, and shall not be reckoned among the nations. Numbers 23:9-“We are fundamentally different,” stated Rabbi Apisdorf. “And as a light unto the nations, we are supposed to be separate and different.”Rabbi Trugman understood a different message in the gathering of the 70 countries.“There is no doubt this is a fulfillment of the prophecies that in the end of days, all the nations will come out against Israel,” noted the rabbi. He quoted the commentary of Rabbi Shlomo Yitzchaki, an 11th century French commentator known by the acronym ‘Rashi’, on the first verse in the book of Genesis.“1,000 years ago, Rashi said that in the future, the nations of the world will come and say we stole the Land of Israel. This is precisely what we are seeing now,” Rabbi Trugman said. “The majority of the nations say we have no claim to Israel, and the rest say we only have a claim to a small section of Israel.”“Rashi told us how to answer this claim,” said Rabbi Trugman. “We need to remind them that the same God who created the heaven and earth gave it to them, and then he took it from them and gave it to us.”The concept of 70 nations has its source in the 70 grandsons of Noah listed in the Bible. These three were the sons of Noach, and of these was the whole earth overspread. Genesis 9:19-According to Bereshit Rabbah, a collection of homiletical teachings compiled around 400 CE, each nation is appointed an angel, except for Israel, which is protected by God Himself. According to Midrash Tanchuma, homiletical teachings believed to have been compiled around 500 CE, Jacob’s vision was of these national angels ascending and descending a ladder, determining the fortune of their nations. And he dreamed, and behold a ladder set up on the earth, and the top of it reached to heaven; and behold the angels of God ascending and descending on it. Genesis 28:12-Jacob’s vision is interpreted as a message that the nation of Israel was no longer part of this natural process. Though other nations will rise and fall, eventually disappearing into the sands of time, Israel will never disappear. The concept of 70 nations also appears in reference to the 70 oxen offered in the Temple throughout Sukkot (the feast of the tabernacles) which the Talmud (Sukkah 55b) teaches are for the merit of the 70 nations. In the wake of the recent United Nations Security Council resolution 2334 declaring Jewish housing in Judea, Samaria and East Jerusalem to be illegal, the outcome of the Paris conference seems certain. A two-state solution would call for Israel to relinquish territories conquered in the 1967 Six-Day War, and subsequently create a Palestinian State. This would include establishing a Palestinian capital in East Jerusalem, thereby removing the Kotel (Western Wall) and the Temple Mount from Jewish control. It is unclear whether the 800,000 Jews living over the 1949 Armistice Lines, comprising approximately 13 percent of Israel’s Jewish population, will be required to relocate, as they were when the Israeli government dismantled the communities of Gush Katif in the Gaza Strip in 2005.Even if the 70 nations at the conference decide in favor of the two-state solution it is unclear how this plan will be practically implemented. On January 20, five days after the conference is set to take place, Donald Trump will take the seat in Oval Office, and he has already made his opinion clear that, like Israeli Prime Minister Benjamin Netanyahu, he believes the only solution to be face-to-face negotiations without pre-conditions between the Israelis and Palestinians.

We must preserve Israel as a democracy and a state for the Jewish people,” the group’s chairman Maj. Gen. (res.) Amnon Reshef tells reporters at a press conference in Tel Aviv.Reshef’s group, Commanders for the Security of Israel, is made up of hundreds of former high-ranking officers from Israel’s security services. It made waves on Sunday after it put up billboards across the country that warned of a Palestinian takeover of Israel. The group is apolitical but committed to a two-state solution with the Palestinians, which it sees as the only way to protect the country and its citzens.“I don’t want trucks to come from [the East Jerusalem neighborhood of ]Jabel Mukaber into Jerusalem and run over soldiers. I don’t want them,” former head of the IDF Central Command Maj. Gen. (res.) Gadi Shamni says.Shamni was referring to a terror attack last week in which a truck driver from Jabel Mukaber rammed his vehicle into a group of IDF soldiers, killing four of them and injuring more than a dozen others.According to Shabtai Shavit, a former director of the Mossad, the country’s leadership has no plan to resolve the Israeli-Palestinian conflict.“Does anyone know what Israel wants today? When I say Israel, I mean the government. Does anyone know where the hell we’re going? Or, more accurately, does anyone know where they’re taking us?” Shavit asks.— Judah Ari Gross-17:55-Danon: Paris conference ‘detached from reality’-Israel’s UN Ambassador Danny Danon says the Paris peace conference “is so detached from reality that it has extended a hand toward Palestinian obstructionism instead of towards peace.”“Rather than advancing a joint effort to battle global terrorism, the conference focused obsessively on Israel as part of an attempt to push forward a last minute initiative just days before the new US administration takes office,” Danon says.17:37-UK snubs Paris peace confab-The British snubbed the French at the Paris peace conference by not sending any senior officials to the gathering, the Guardian reports. The paper speculates that the UK is trying to keep on President-elect Donald Trump’s good side and not “alienate” him.-17:15-Kerry calls PM from Paris, says he’s working to soften statement-US Secretary of State John Kerry called Prime Minister Benjamin Netanyahu from the Paris peace conference and promised him he’d work to soften the conference’s final text and to prevent further action against Israel at the UN. He promises to prevent any followup action, either at the confab itself or at the UN Security Council.Kerry updated Netanyahu about the steps he was taking to “soften” the text of the final communique, which is expected to be issued by the conference participants later today. The prime minister tells Kerry that the outgoing administration has already caused Israel damage by not vetoing UN Security Council Resolution 2334 last month, which criticized the settlements. No other resolution should be passed, Netanyahu says, neither in New York nor in Paris. Kerry promises Netanyahu that there will not be any followup action to the Paris conference and that Washington will oppose any further initiative at the Security Council.— Raphael Ahren-17:10-Damascus airstrike ‘targeted S-300 missiles’ — Kuwaiti newspaper-An Israeli airstrike on a Syrian military airport outside Damascus early Friday morning targeted Russian-made S-300 surface-to-air missiles, Kuwaiti newspaper Al-Jarida cites unnamed sources saying. There was no confirmation that Israel was behind the alleged airstrike.-15:48-Hollande responds to Netanyahu’s rejection of peace conference-In an apparent reference to Prime Minister Benjamin Netanyahu’s rejection of the Paris conference, Hollande says that the peace initiative “doesn’t want to impose any solutions on the parties, as some argued to dismiss our effort. That can only come after direct negotiations.”“We want to give guarantees and assurances,” he says. “This initiative should help, not complicate; unite, not divide.”-15:47-Settlements, terrorism threaten 2-state solution: Hollande-French President Francois Hollande, addressing the conference, and says that settlements and terrorism threaten the two-state solution, and asks how the international community can expect stability in the Middle East when one of its oldest conflicts remains unresolved.

Israel, Palestinians warned against taking unilateral measures harmful to peace-[Reuters]-By John Irish, Lesley Wroughton and Marine Pennetier-YAHOONEWS-January 15, 2017

PARIS (Reuters) - Some 70 countries on Sunday reaffirmed that only a two-state solution could resolve the Israeli-Palestinian conflict and warned they would not recognise any unilateral steps by either side that could prejudge negotiations. The final communique of a one-day international Middle East peace conference in Paris shied away from explicitly criticising plans by U.S. president-elect Donald Trump to move the U.S Embassy to Jerusalem, although diplomats said the wording sent a "subliminal" message.Trump has pledged to pursue more pro-Israeli policies and to move the U.S. Embassy from Tel Aviv to Jerusalem, all but enshrining the city as Israel's capital, despite international objections.Countries including key European and Arab states as well as the permanent members of the U.N. Security Council were in Paris for the conference, that Israeli Prime Minister Benjamin Netanyahu rejected as "futile". Neither the Israelis nor the Palestinians were represented. However, just five days before Trump is sworn in, the meeting was seen as a platform for countries to send a strong signal to the incoming American president that a two-state solution to the conflict could not be compromised on and that unilateral decisions could exacerbate tensions on the ground. The participants "call on each side ... to refrain from unilateral steps that prejudge the outcome of negotiations on final-status issues, including, inter alia, on Jerusalem, borders, security, refugees and which they will not recognise," the final communique said.A French diplomatic source said there had been tough negotiations on that paragraph."It's a tortuous and complicated paragraph to pass a subliminal message to the Trump administration," the diplomat said.U.S. Secretary of State John Kerry told reporters it would have been inappropriate to include the issue of moving the U.S. embassy, it being publicly debated in the United States.Relations between the United States and Israel have soured during President Barack Obama's administration, reaching a low point late last month when Washington declined to veto U.N. resolution 2334 demanding an end to Israeli settlements in occupied territory.Paris has said the meeting did not aim to impose anything on Israel or the Palestinians and that only direct negotiations could resolve the conflict. The final draft did not go into any details other than reaffirming U.N. Security Council resolutions, including 2334. Diplomats said that had been a source of friction in talks."When some are questioning this, it's vital for us to recall the framework of negotiations. That framework is the 1967 borders and the main resolutions of the United Nations," French Foreign Minister Jean-Marc Ayrault, told reporters.Kerry, who abandoned his efforts to broker peace talks in April 2014, told reporters that the meeting had "moved the ball forward.""It underscores this is not just one administration's point of view, this is shared by the international community broadly," he said.Home to Europe's largest Muslim and Jewish communities, France has tried to breathe new life into the peace process over the past year and argued that it should not play second fiddle to the war in Syria and fight against Islamic State militants. The final statement said interested parties would meet again before year-end.But Netanyahu told a cabinet meeting on Sunday that "this conference is among the last twitches of the world of yesterday ... Tomorrow will look different and that tomorrow is very close."Palestinian Authority President Mahmoud Abbas, who said on Saturday that moving the U.S. embassy to Jerusalem would kill off the peace process, said the Paris meeting would help at stopping "settlement activities and destroying the two-state solution through dictations and the use of force."(Additional reporting Lesley Wroughton in Paris and Jeffrey Heller in Jerusalem; Editing by Susan Fenton, Greg Mahlich)

Israel says Kerry sought to reassure Netanyahu over Paris conference-[Reuters]-YAHOONEWS-January 15, 2017

JERUSALEM (Reuters) - Israel said on Sunday that U.S. Secretary of State John Kerry had sought to reassure Israeli Prime Minister Benjamin Netanyahu over a Middle East peace conference being held in Paris, which neither Israel nor the Palestinians are attending. Some 70 countries, including key European and Arab states as well as the permanent members of the U.N. Security Council, were in Paris for a meeting that Netanyahu has rejected as "futile".Netanyahu's office issued a statement on Sunday saying that "Kerry called Netanyahu to tell him about the moves the U.S. was taking at the conference to soften the wording of the Paris communique."It added that the Israeli leader had replied by saying that "Israel had already suffered damage after the U.S. did not veto a Security Council resolution (last month) and it should not be compounded."The statement said that Kerry committed to Netanyahu that there would be no resulting consequences to the conference, neither at the United Nations Security Council or at the conference itself and that "the U.S. would oppose any proposal that may be put forward to the Security Council."(Writing by Ori Lewis; Editing by Raissa Kasolowsky)

Netanyahu slams 'futile' Paris peace conference-[AFP]-YAHOONEWS-January 15, 2017

Jerusalem (AFP) - Israeli Prime Minister Benjamin Netanyahu on Sunday dismissed as "futile" an international conference in Paris seeking to revive the moribund Israeli-Palestinian peace process."The conference convening today in Paris is a futile conference," he told ministers at the start of a weekly cabinet meeting in Jerusalem."It was coordinated between the French and the Palestinians with the aim of imposing upon Israel conditions that are incompatible with our national needs," he said.Netanyahu's government has bitterly opposed the conference, saying only direct talks with the Palestinians can end the long-running conflict. The Palestinians have welcomed the multilateral approach, saying years of negotiations with the Israelis have not ended the occupation of the West Bank. The conference is being held without either the Israelis or the Palestinians, but Palestinian president Mahmud Abbas will meet French President Francois Hollande in the coming weeks to be briefed on the outcome, French diplomats said.Netanyahu declined a similar invitation, they said.French Foreign Minister Jean-Marc Ayrault formally opened the assembly of foreign ministers and representatives from around 70 countries and international organisations."We are here to reiterate strongly that the two-state solution is the only one possible," Ayrault said. The conference comes just five days before the inauguration of US President-elect Donald Trump, who has vowed unstinting support for Israel.Israel fears measures discussed at the conference could be taken to the UN Security Council before Trump takes office. In a break with previous administrations, Trump has pledged to recognise Jerusalem as Israel's capital and relocate the US embassy there from Tel Aviv.Abbas warned Saturday that such a move could "bury the hopes for a two-state solution".The city's status is one of the thorniest issues in the conflict, which is why foreign embassies are currently based in Tel Aviv. The Palestinians regard Israeli-annexed east Jerusalem as the capital of their future state, while Israel proclaims the entire city as its capital.Hard-line Israeli lawmakers, including some from Netanyahu's Likud party, have said Trump's win represents an opportunity to quash the chance of Palestinians obtaining an independent state.Netanyahu, who says he still supports a two-state solution, appeared in his comments on Sunday to be looking forward to the impending change in the White House."This conference is among the last spasms of yesterday's world," he said. "Tomorrow will look different and tomorrow is very close."

At Paris meeting, major powers to warn Trump over Middle East peace-[Reuters]-By John Irish and Lesley Wroughton-YAHOONEWS-January 15, 2017

PARIS (Reuters) - Major powers will signal to U.S. President-elect Donald Trump on Sunday that a two-state solution for Israelis and Palestinians is the only solution, with France warning him that plans to move the U.S. Embassy to Jerusalem could derail peace efforts. Some 70 countries, including key European and Arab states as well as the permanent members of the U.N. Security Council, are in Paris for a meeting that Israeli Prime Minister Benjamin Netanyahu has rejected as "futile". Neither the Israelis nor the Palestinians will be represented. But, just five days before Trump is sworn in, the conference provides a platform for countries to send a strong signal to the incoming American president.Trump has pledged to pursue more pro-Israeli policies and move the U.S. Embassy from Tel Aviv, where it has been for 68 years, to Jerusalem, all but enshrining the city as Israel's capital despite international objections.Calling it a provocation, France's Foreign Minister Jean-Marc Ayrault said the move would have serious consequences on the ground."One cannot have such a clear-cut, unilateral position. You have to create the conditions for peace," he told France 3 television.Paris has said the meeting will not impose anything on Israel or the Palestinians and that only direct negotiations can resolve the conflict.A draft communique seen by Reuters reaffirms existing international resolutions, urges both sides to restate their commitment to the two-state solution and disavow officials who reject it. The communique asks the protagonists to "refrain from unilateral steps that prejudge the outcome of final status negotiations".-LOW POINT-Diplomats said the communique could be toughened up with an allusion to Trump's plans for Jerusalem and whether to have a follow-up to the French initiative intensely debated."This conference is among the last twitches of the world of yesterday," Netanyahu told a cabinet meeting on Sunday. "Tomorrow will look different and that tomorrow is very close."Relations between the United States and Israel have soured during President Barack Obama's administration, reaching a low point late last month when Washington declined to veto a U.N. resolution demanding an end to Israeli settlements in occupied territory.Obama's secretary of state, John Kerry, said the settlement programme threatened Middle East peace and the two-state solution.Palestinian President Authority Mahmoud Abbas said on Saturday that he had told Trump that a move to Jerusalem would kill off the peace process and strip the U.S. of its role as honest broker - and could lead to the Palestinians going back on their recognition of Israel.Home to Europe's largest Muslim and Jewish communities, France has tried to breathe new life into the peace process over the past year. It believes that, with the uncertainty surrounding how the next U.S. administration will handle the issue, it is important to push the sides back to talks rather than allowing a fragile status quo to fester. But with elections coming up this year in France and Germany, and Britain appearing to align itself more closely with the Trump administration on the issue, the prospects of the European Union, the largest economic partner for both Israel and the Palestinians, taking a lead on the matter appear unlikely.Arab states also have concerns about how Trump's relationship with them will turn out, and have taken a cautious line.(Additional reporting by Jeffrey Heller in Jerusalem; Editing by Kevin Liffey and Susan Fenton)

Pope meets Palestinian leader; Vatican calls Jerusalem holy-[The Canadian Press]-YAHOONEWS-January 14, 2017

VATICAN CITY — The Vatican stressed the sacred nature of Jerusalem on Saturday as the Palestinian leader warned that prospects for peace could suffer if the incoming Trump administration goes ahead with plans to move the U.S. embassy in Israel from Tel Aviv to Jerusalem. The developments came as Palestinian President Mahmoud Abbas met with Pope Francis and inaugurated the Palestinian embassy to the Holy See.Abbas said he had only heard through news reports of the proposal by U.S. President-elect Donald Trump to move the embassy to Jerusalem. The Palestinians strongly oppose the embassy move, saying it would kill any hopes for negotiating an Israeli-Palestinian peace agreement and rile the region by undercutting Muslim and Christian claims to the holy city."We hope that this news is not true, because it is not encouraging and will disrupt and hinder the peace process," he said. He urged Trump to open a dialogue with both Israelis and Palestinians.Trump hasn't yet laid out a clear Mideast policy, but has signalled he will be more sympathetic to Israel's hard-line right than previous administrations. In Paris on Sunday, the French government is hosting a Mideast peace conference attended by dozens of foreign ministers to show Trump's administration that most of the world wants a two-state solution for Israel and the Palestinians and is fed up with decades of conflict. The Vatican has long sought an internationally guaranteed status for Jerusalem that safeguards its sacred character. In its communique after the Abbas meeting, the Holy See didn't refer to Jerusalem by name but said during the talks "emphasis was placed on the importance of safeguarding the sanctity of the holy places for believers of all three of the Abrahamic religions."During the meeting, Abbas presented Francis with gifts recalling Christianity's birthplace in the Holy Land, including a stone from the Church of the Holy Sepulcher in Jerusalem and documentation about the ongoing restoration of the Church of the Nativity in Bethlehem. After the papal meeting, Abbas formally inaugurated the new Palestinian embassy across the street from one of the main gates of Vatican City. He pulled back a curtain revealing a plaque and extended the Palestinian flag from a flagpole outside a window. The embassy, located in the same building as the embassies of Peru, Ecuador and Burkina Faso, comes after recent accords in which the Vatican formally recognized the "State of Palestine.""This embassy is a place of pride for us and we hope all of the countries of the world will recognize the state of Palestine, because this recognition will bring us closer to the peace process," he said.Abbas had initially accepted an invitation to be in Paris on Sunday, but French officials say that visit has been postponed.___Follow Nicole Winfield at www.twitter.com/nwinfield-Nicole Winfield, The Associated Press.

Israel thanks Jamaica for skipping controversial UNESCO vote-Netanyahu welcomes Kingston’s refusal to back ‘absurd’ resolution, which ignored Jewish ties to Temple Mount-By JTA January 15, 2017, 9:09 pm-THE TIMES OF ISRAEL

RIO DE JANEIRO — Israeli Prime Minister Benjamin Netanyahu thanked his Jamaican counterpart for his country’s refusal to participate in the UNESCO vote that ignored Jewish ties to the Temple Mount in Jerusalem.“Our relations are always friendly. We appreciate the fact that you didn’t join the recent vote against Israel, the absurd vote in UNESCO,” Netanyahu told Andrew Holness during his three-day visit to Israel that ended on Sunday, reported the Jamaica Observer newspaper. In a secret ballot, the resolution passed in Paris on October 26 with less than a majority of the World Heritage Committee’s 21 members — 10 states voted in favor and two were opposed, with eight abstaining and one absent — Jamaica. Among Latin American countries, Cuba voted in favor and Peru abstained. Both prime ministers met Thursday in Jerusalem in the first such visit by a leader of the Caribbean nation to the Jewish state. They discussed possibilities for cooperation in water, agriculture and domestic security.“I think this is the first visit ever by a prime minister of Jamaica to Israel, so it has a double significance for us,” Netanyahu told Israeli media, citing a “natural affinity” between Israel and Jamaica and stressing that the visit is a “hallmark of cooperation.”“I can see all the potential for cooperation in a variety of fields that relate to economy, to security, to technology. This is something that we eagerly are interested in doing with you,” he added.Holness drew parallels between Israel and Jamaica being “strong democracies” and extended his condolences for the recent truck ramming attack in Jerusalem which killed four Israeli soldiers and wounded another 17.“The Jamaican people and the Caribbean region is a zone of peace, and we wish peace for all the peoples of the world.” Holness said, inviting Netanyahu to visit Jamaica soon, which he accepted.Holness and some government officials intend to identify and capitalize on opportunities for collaboration and expanded exposure to best practice aiming at fostering economic growth and prosperity through pioneering and sustainable policies, reported the Jamaica Information Service, calling the visit “historic.”Jamaica is home to about 300 Jews in a population of 2.7 million. The Caribbean island is the third-most populous Anglophone country in the Americas, after the United States and Canada, Jamaica is a Commonwealth realm, with Queen Elizabeth II as its monarch and head of state.

With Lapid’s okay, MKs to kick off process to oust Arab lawmaker-70 lawmakers said set to trigger law to expel MK Basel Ghattas, accused of smuggling phones to Palestinian prisoners; final vote will require Zionist Union backing-By Times of Israel staff January 15, 2017, 9:05 pm

Seventy lawmakers were set to trigger a new law to expel an Arab MK, accused of smuggling cellphones to Palestinian terror prisoners, from the Knesset. The coalition-spearheaded measure will move ahead after Yesh Atid leader Yair Lapid announced his party will now support the move, kicking off the process to oust MK Basel Ghattas from parliament, Channel 2 reported on Sunday night. Lapid was set on to the complaint on Monday, the TV report said.Ghattas, of the Arab Joint List’s Balad faction, is under a criminal investigation after he was caught on prison surveillance video passing envelopes to the prisoners last month. He was released to house arrest earlier this month, five days after he was arrested.Attorney General Avichai Mandelblit has authorized an indictment against Ghattas, which has yet to be lodged, and which includes charges of using property to abet terror, fraud, breach of trust, and aggravated fraud.Coalition lawmakers, led by Environmental Protection Minister Ze’ev Elkin, have sought to remove Ghattas from office with a new law passed in July, under which 70 Knesset members — 10 of whom must be from the opposition — may file a complaint with the Knesset speaker against any lawmaker who supports armed struggle against Israel or incites to racial hatred, launching the impeachment process. The Knesset House Committee can then debate the complaint before clearing it with a three-quarter majority in the committee. The motion to dismiss the lawmaker would then be sent to the plenum, where, if 90 of the 120 Knesset members vote in favor, the MK would be ousted. The deposed lawmaker could then appeal the decision with the Supreme Court. With Lapid’s support, the process to remove Ghattas can be set in motion, though it will require the support of the opposition Zionist Union party to remove Ghattas entirely in the Knesset vote. The Zionist Union has opposed the measure. The law was proposed after three Arab MKs, including Ghattas, paid a condolence visit last February to the families of Palestinians killed while attacking Israelis. The three reportedly observed a moment of silence during the visit — they denied it — which some said was tantamount to showing support for terror.Ghattas is currently accused of taking advantage of his position as a member of Knesset, who is not subject to a body search, during a visit to Ketziot prison where he met with Walid Daka, who received a 37-year sentence for the 1984 abduction and murder of 19-year-old IDF soldier Moshe Tamam. The MK also met with Basel Ben Sulieman Bezre, who is serving a 15-year sentence on a terror conviction.Police claim that, ahead of the visit, Ghattas planned with Walid’s 65-year-old brother, Assad, to hand over cellphones to Bezre who was to then pass them on to the incarcerated Daka and other prisoners. Asad Daka allegedly met with Ghattas at a gas station where he handed over four envelopes containing a dozen phones, SIM cards and chargers. The purported purpose of Ghattas’s visit was to hear complaints about prison conditions. He hid the envelopes inside his clothing and when a metal detector at the entrance to the prison beeped, Ghattas claimed it was because of his belt buckle, the indictment said. After the visit, Prisons Service officials found 12 to 15 cellphones and at least a dozen SIM cards in the prisoners’ cells, along with what officials said were “coded” notes.

Ice storm pelts central U.S., upper Midwest-[Reuters]-By Timothy Mclaughlin-YAHOONEWS-January 15, 2017

CHICAGO (Reuters) - A winter storm brought more ice and freezing rain to a large swath of the central United States on Sunday, creating dangerous driving conditions and power outages from northeast New Mexico to central Illinois during the long holiday weekend.Ice storm warnings and winter weather advisories were in effect for parts of as many as 10 states in the central and Upper Midwest, according to the National Weather Service. The storm was likely to have the most severe impact in Oklahoma, Kansas and Missouri, where forecasters warned of widespread freezing rain throughout Sunday.A quarter to a half inch of ice (0.6 cm to 1.2 cm) was forecast for most of Kansas, the Weather Service said. Accumulating ice and high winds would likely snap power lines and tree branches, it warned. The storm led the National Football League to postpone the start of a playoff game between the Kansas City Chiefs and the Pittsburgh Steelers in Kansas City initially scheduled for around noon local time. The teams will now play at 7:20 p.m. on Sunday, when the worst of the bad weather was expected to have passed though the area. The Missouri Department of Transportation on Sunday morning urged motorists to stay off roads in the Kansas City area as crews worked on making local highways passable. At least three people died in traffic accidents in the state due to icy conditions, the Missouri Highway Patrol said. The Kansas Highway Patrol could not immediately be reached for comment on fatal accidents due to weather conditions. One person died on Saturday in Oklahoma when a truck crashed on an icy road, according to local media reports. The Oklahoma Highway Patrol could not immediately be reached for comment.Ice had downed trees and power lines, particularly in northwest Oklahoma.Oklahoma Gas and Electric on its website reported just over 5,000 customers affected by power outages on Sunday morning. The Oklahoma Association of Electric Cooperatives listed just around 7,100 member-consumers without power. The number of outages in Woodward County in northwest Oklahoma was expected to climb, said Sid Sperry, a spokesman for the cooperative.(Reporting by Timothy Mclaughlin in Chicago; Editing by Meredith Mazzilli)

Major winter storm brings ice, freezing rain to central U.S.[Reuters]-YAHOONEWS-January 15, 2017

REUTERS - Freezing rain fell across much of the Great Plains and Midwest on Saturday as a major ice storm already blamed for the death of a motorist in Missouri and dozens of canceled flights threatened to wreak further havoc.Ice, freezing rain and winter weather warnings and advisories were in effect for a vast swath of the country stretching from northern Texas east across parts of the Midwest and into the Washington D.C. area, according to the National Weather Service."Ice continues to accumulate in the Central/ Southern Plains states and will shift north into the Upper Mississippi Valley Sunday as a new weather system approaches from the West Coast," the Weather Service said on its website."This storm will change ice to snow from southeast Colorado to northeast Nebraska; and will bring a slight risk of severe thunderstorms and heavy rains to Texas on Sunday," the Weather Service said. The Missouri State Highway Patrol urged motorists to avoid travel after 31-year-old Tiffany Jackson was killed while driving on any icy overpass in Crystal City. Jackson's vehicle slid off the road and struck trees, according to the highway patrol.Forecasters said ice accumulation from the storm could be more than half an inch (1 cm). Snow, sleet and heavy fog were also in the forecast in parts of region.Missouri and Oklahoma had declared states of emergency ahead of the storm as transportation officials in those states told motorists to avoid travel. The Lambert-St. Louis International Airport told passengers to check with airlines as the weather "could potentially impact flights." Will Rogers Airport in Oklahoma City warned of "multiple delays and cancellations."Airline tracking website Flightaware.com showed 435 flights had been canceled and nearly 5,000 delayed as of the afternoon.Local news in Kansas City showed footage of shoppers rushing through stores to stock up on essentials."Getting stocked up for the upcoming ice storm and shelves are already empty," Tweeted Valerie Mia Juarez, a journalist in Nebraska, with a photo showing one loaf of bread on a bare shelf at a local Walmart. The National Football League postponed the start time of a divisional playoff game between the Kansas City Chiefs and the Pittsburgh Steelers in Kansas City from around noon local time on Sunday to 7:20 pm.As of Saturday morning, about 2,500 households and businesses were without power in Texas, Missouri and Oklahoma, utility companies reported.(Reporting by Brendan O'Brien in Milwaukee and Dan Whitcomb in Los Angeles; Editing by Angus MacSwan and David Gregorio)

Warm weather means it's time to clear off snow, roofer says-[CBC]-YAHOONEWS-January 14, 2017

You might be celebrating the warmer temperatures this weekend, but a Winnipeg roofer is warning the end of the cold snap could spell trouble for your roof. After a record snowfall in Winnipeg in December, Jeff Ehlers said melting snow due to balmy weather could lead to problems with ice damming and water infiltration into your home.Ehlers owns the Winnipeg roofing company Above All Roofing & Renovations. He says the amount of snow on your roof is the obvious indicator of whether you've got a problem — a foot is too much, he said — and ice and icicles are more advanced symptoms of an ice dam in the making."Ice and icicles are definitely a more advanced symptom of the problem, and this is definitely a bigger problem with older homes," he said."There's a lot of older homes in Manitoba. If you've got any house in the Wolseley area, River Heights area, any of those 1960s and earlier [homes], you're definitely going to want to check out your roof."Ehlers advised checking for ice accumulating at the bottom of any valleys in your roof and at the edges of the eaves. Ice that gets too thick in those spots will cause big problems, he said.Getting your roof professionally cleared typically costs a couple hundred to a few hundred dollars, he said, although that varies based on the size of the home. Most winters, homeowners should clear their roof once or twice, he said, but this year you may need to do it more frequently thanks to all the white stuff. If you're shopping around for roof clearers, Ehlers recommended looking for a company that is certified by COR, a nationally-recognized certificate of recognition program."That way you know that they're going to do this work safely and properly," he said. "Basically they're going to do a good job for you and you're not going to be disappointed."The COR program verifies companies that have implemented a comprehensive health and safety program to reduce incidents and injuries on the job.

Dangerous' chemical W-18, linked to street drugs, surfaces in Saskatchewan-[CBC]-YAHOONEWS-January 14, 2017

An experimental chemical called W-18, identified as extremely dangerous, has surfaced in Saskatchewan where it has been linked to other worrisome street drugs associated with a number of fatal overdoses.A warning from the College of Physicians and Surgeons of Saskatchewan said health care providers should use "extreme vigilance and caution when treating cases of overdose in the province where Fentanyl and similar drugs are suspected."The college cited information from a federal drug testing agency of Health Canada which confirmed that W-18 was detected in a counterfeit tablet of Oxycodone in the Kerrobert area, which is about 180 kilometres west of Saskatoon.-Chemical is 'potentially deadly'-W-18 is described as "a dangerous and potentially deadly synthetic research chemical" which may be also be harmful when simply handled."Physicians, particularly emergency room physicians, hospital staff and other emergency respondents should be aware of the potential for exposure to the substance when responding to an emergency situation," the college said in a media release.Dr. Karen Shaw, registrar of the college, said informing physicians of the situation may help ensure that safeguards are in place to avoid a dangerous situation."We also wish to ensure that appropriate care continues to be provided to patients who find themselves in distress due to an overdose," Shaw said in the release. The college noted that there is limited information about whether or not the use of naloxone in treating a W-18 overdose is effective. However, the college added that since W-18 is often combined with opioid drugs the use of naloxone as a counter-treatment is still recommended.

Uganda detects bird flu in wild, domestic birds-[Reuters]-YAHOONEWS-January 15, 2017

KAMPALA (Reuters) - Uganda's ministry for agriculture said on Sunday it had detected bird flu in two locations, one affecting wild birds and another hitting domestic birds, but it did not say whether it was a strain that has spread across Europe and the Middle East. The H5N8 strain, which is deadly for poultry but has not been found in humans, has spread in Europe and the Middle East since late last year, leading to the slaughter of hundreds of thousands of farmed birds and the confinement of flocks indoors.China has reported human infections of the H7N9 strain of the virus, resulting in fatalities.Uganda's Agriculture, Industry and Fisheries Ministry said in a statement that in-country tests had identified "the highly pathogenic avian influenza (HPAI), that affects both humans and animals and which causes (a) high number of deaths in both species."But the statement did not indentify the strain.Fishermen on Jan. 2 had reported the "mass death of wild birds" on the shores of Lake Victoria, near Entebbe, which lies near the capital. Tests proved positive. On Jan. 13 five domestic ducks and a hen in Masaka, to the west of Kampala, were also found to be infected.(Writing by Edmund Blair; Editing by Greg Mahlich)

Spain's Felipe meets Saudi king as warship sale mooted-[AFP]-YAHOONEWS-January 15, 2017

Riyadh (AFP) - Spain's King Felipe VI met Sunday with Saudi King Salman, official media said, during a visit coinciding with talks to sell Spanish warships.Felipe, 48, was guest of honour at a lunch hosted by Salman, 81, who decorated him with the cordon of King Abdul Aziz, the highest Saudi honour for a foreigner, the Saudi Press Agency said.Later they discussed relations between the two nations and how to further develop them "in various fields", it said. They also reviewed the situation in the Middle East, before Felipe held separate talks with Saudi Finance Minister Mohammed Aljadaan and Minister of Commerce and Investment Majed al-Qasabi.The Spanish king arrived late Saturday in Riyadh for a three-day stay.Madrid's foreign ministry said its minister Alfonso Dastis, and Public Works Minister Inigo de la Serna, would accompany Felipe during the visit.Spanish media have linked this trip to a much-anticipated deal to sell Avante 2200 frigates for an estimated two billion euros ($2.1 billion)."We can only confirm that negotiations are very advanced to build five warships which would be sold to the Saudi navy," a spokesman for state-owned Spanish ship builder Navantia told AFP.Spain is the seventh largest arms exporter in the world, and Saudi Arabia is one of the biggest buyers of military gear.A Saudi-led coalition began air strikes over Yemen almost two years ago after Huthi rebels and their allies, troops loyal to ex-president Ali Abdullah Saleh, overran much of Yemen.Riyadh feared the Huthis would seize all of Yemen and move it into the orbit of Shiite Iran, Sunni Saudi Arabia's regional rival. But the air campaign has faced repeated criticism from rights groups over civilian casualties. This year's budget allocates 191 billion riyals ($51 billion) for military spending including equipment and weaponry, down from 205 billion riyals spent in 2016.A separate budget allocation of 97 billion riyals is to pay for new naval bases for the Border Guards, and other security projects.Rights groups have said any Spanish sale of warships to Saudi Arabia would be illegal under international law.Felipe's father, Juan Carlos, who reigned from 1975 to 2014, has close ties to the Saudi royal family.A Spanish consortium, Al-Shoula, is building a high-speed railway across the desert to link the holy cities of Mecca and Medina. The project is behind schedule and is now set to open in 2018.Spanish construction group FCC leads one of three consortia building a $22.5-billion rapid transit system in the Saudi capital.

Malta raises alarm on Russia in Libya By Eric Maurice, Nikolaj Nielsen, and Andrew Rettman-EUOBSERVER

VALLETTA AND BRUSSELS, 13. Jan, 19:11-A Russia-backed Libyan warlord could start a “civil war” in Libya, increasing refugee flows to the EU, Malta has warned. The danger comes as the Libyan commander, Khalifa Haftar, advances on Tripoli, the seat of the UN-recognised government, Malta’s foreign minister, George Vella, told press in Valletta on Friday (13 January).“Haftar with his army is moving gradually, slowly from the east to the west … and possibly, eventually linking up with his colleagues from the west, from Zintane, and advancing in a pincer movement on the region of Bani Walid, and Misrata, and Tripoli”, Vella said.“That would be disastrous, because it would create civil war and it would create more refugees running away from Libya”, he said.Vella also raised the alarm on Haftar’s contacts with Russia. He said Russia had so far respected a UN embargo on weapons transfers to Libya, even though Haftar had been “going to Moscow asking for arms”.But he added that Russia, which has funded Haftar, had a strategic interest in establishing a foothold in the central Mediterranean.“It’s very difficult to predict what’s going to happen”, Vella said."I'm not comfortable. We all know the Russians' dreams have always been to have [military] bases in the Mediterranean”, he said.Haftar, on Thursday, toured Russia’s aircraft carrier, the Admiral Kuznetsov, as it was sailing from Syria and held a video call with Russian defence minister Sergei Shoigu. They discussed “urgent issues in the fight against international terrorist groups in the Middle East”, a Russian statement said.-Collapsing state-The EU, with the Maltese presidency at its helm for the next six months, is keen to strike a deal with the Libyan government in Tripoli, the GNA, on reducing the flow of migrants to Europe.Libya became the primary route for asylum seekers after the EU closed the Western Balkan corridor, with the refugee crisis high on the political agenda in France and Germany.Even without the Haftar problem, the EU was finding it hard to make headway.Another warlord, Khalifa Ghwell, tried to stage an anti-GNA coup in Tripoli on Thursday, highlighting the fragility of the country.“At the moment, things are not happy in Tripoli,” Malta’s Vella said on Friday.“Libya is on the brink of becoming a failed state. Let’s hope we won't go that far”, he said.He said that the GNA and Italy had held talks on a potential migrant deal but that they were “far, far apart” in their positions.-Russia and Syria-Valla spoke with the GNA prime minister, Fayez Sarraj, on Thursday.Foreign ministers meeting in Brussels for the first time in 2017 aim to speak mainly about the war in Syria and the Middle East Peace Process. An EU diplomat said “there will be debate about Russia’s role in the Syrian conflict … but no specific debate on Russia itself”. He said Libya “should be” discussed in February.Russia has been accused of war crimes for targeting civilians and hospitals in Syria. It is fighting on the side of the Syrian regime, which has allowed it to expand its naval base in the country.Russia’s Syria campaign has also drawn accusations that it was trying to influence French and German politics by increasing refugee flows to Europe.Speaking in Brussels on Friday, the departing US ambassador to the EU, Anthony Gardner, said Russia was not a partner for the West."To think that Russia is somehow seeking to promote our shared agenda is folly”, he said.He added that it would be “inconceivable and shameful if we would consider lightening sanctions on Russia”, referring to EU and US economic sanctions that were imposed over Russia’s invasion of Ukraine.-Trump card-The incoming US president, Donald Trump, is a wild card in Russia relations, however. He has praised Russia, but his nominees for US security chiefs have condemned its actions.Another EU priority is to see where Trump stands on the Middle East peace process.Trump has said he might move the US embassy from Tel Aviv, Israel’s internationally-recognised capital, to Jerusalem, which it claimed by conquest from Palestine."If he does all the threats he said he would, he will not just violate EU policy, but also international order”, a senior EU diplomat said.

She must also give MPs a vote on the final deal with the EU, a committee of senior MPs has demanded. The recommendations form part of the first report of the House of Commons's cross-party Exiting the EU Committee, published on Saturday (14 January). The committee argues that ministers should also seek "appropriate transitional arrangements" as part of an "outline framework" on the UK’s future trading relationship with the EU, if it is clear that a new pact cannot by agreed by the time the UK leaves the EU in spring 2019.It adds that the government should publicly “commit to Parliament having a vote on the final Treaty”."It would be unsatisfactory and potentially damaging to both sides were the UK to leave the EU with no agreement having been reached," the report states.May is expected to give a clearer idea of her negotiating plans in a speech on Tuesday (17 January).Since becoming prime minister in July, May and her ministers have kept their cards close to their chest, insisting that they will not give a "running commentary" on their strategy and the negotiations that will follow. She has promised to trigger Article 50, which starts a two year process of agreeing the UK’s divorce from the EU, by the end of March.-'Cliff edge' effect-But MPs across all parties have become increasingly frustrated at the lack of clarity and information about the government’s tactics. Both May and Brexit secretary David Davis have hinted that immigration control will take priority over access to the EU single market, though they have also vowed to ensure that UK businesses continue to have unfettered access to the EU market."Achieving all these objectives will be difficult," notes the committee. The demand for a transitional arrangement has grown in recent weeks, based on the assumption that the terms of the UK’s new relationship with the EU will not be finalised within a tight two-year Article 50 window. The risk of a "cliff edge" effect "might also push some businesses to pre-empt the result of negotiations and minimise the risks to their business," the committee argues. In a paper published on Thursday (12 January), financial sector lobby group CityUK urged ministers to ensure the harmonisation of regulation between the UK and EU, through "the mutual recognition of regulatory regimes, building on and going beyond the existing equivalence regimes.""Two years is so short," committee chairman Hilary Benn, a Labour MP and supporter of the campaign to remain in the EU, told EUobserver, adding that "the French and German elections mean that negotiations will not really start until autumn 2017.""Whatever deal is concluded, Parliament must be given a vote on it and the government should make this clear now," said Benn.-EU foreign policy-He said that he favours the UK being part of a "European common foreign policy area" to ensure close co-operation continues between the UK and EU and foreign, defence and security policy. "There is an overwhelming need to work together and be part of this…although we are leaving the institutions of the EU," he noted.Elsewhere, the committee urges the government to prioritise a swift agreement on the status of UK citizens living in the EU, and vice versa, and the UK’s ongoing relationship with EU regulatory bodies and agencies, some of which are currently based in the UK.As a "bare minimum", ministers should also resolve "the status of ongoing police and judicial cooperation; and the status of UK participation in ongoing Common Foreign and Security Policy missions," the report adds.Appearing before a parliamentary committee on 20 December, May refused to be drawn on whether MPs should have a say on the final agreement. The government is, however, likely to lose its appeal against a High Court ruling in November that ministers must consult Parliament before triggering Article 50.

Britain may change 'economic model' if shut out of EU single market: Hammond-[Reuters]-YAHOONEWS-January 15, 2017

BERLIN (Reuters) - Britain could change its economic model to regain competitiveness if it were to leave the European Union without an agreement on market access, British finance minister Phillip Hammond said in a German newspaper interview published on Sunday. In a thinly veiled threat that Britain could use its corporate tax as a form of leverage in Brexit negotiations, Hammond told Welt am Sonntag he hoped Britain would remain a European-style economy with corresponding tax and regulation systems."But if we are forced to be something different, then we will have to become something different," Hammond said when asked directly about Britain's plans to lower corporate tax."If we have no access to the European market, if we are closed off, if Britain were to leave the European Union without an agreement on market access, then we could suffer from economic damage at least in the short-term," he said."In this case, we could be forced to change our economic model and we will have to change our model to regain competitiveness," Hammond said. "We will change our model, and we will come back, and we will be competitively engaged."German Chancellor Angela Merkel has said the EU must consider limiting Britain's access to its market if London fails to accept the bloc's 'four freedoms' in Brexit negotiations. The EU's single market emerged from the 1992 Maastricht Treaty on European integration. This enshrines the EU's "four freedoms" - of movement of goods, capital, people, and services.British Prime Minister Theresa May has repeatedly said she will not reveal her Brexit negotiating strategy before triggering Article 50 of the EU's Lisbon Treaty, a step expected by the end of March.May has said she wants Britain to regain control over immigration, restore its sovereignty and also establish the best possible trading relations with the EU.But senior EU leaders have warned Britain there could be no "cherry picking", and Merkel has urged the 27 remaining EU states not to allow themselves to be divided.Hammond said in the interview Britain had not taken a firm position yet on what form of immigration controls it wants."But we are aware that the message from the referendum is that we must control our immigration policy," he added.Hammond said Britain did not want to close its doors completely to EU citizens who wanted to work in the UK."Clearly we need people to come and work in our economy to keep it functioning," Hammond said. "But we must have overall control."(Reporting by Michael Nienaber; Editing by Hugh Lawson)

Merkel urges EU to take care of own security By Andrew Rettman-EUOBSERVER

BRUSSELS, 13. Jan, 09:29-The EU must take better care of its own security in the Trump era and must establish control of immigration, German chancellor Angela Merkel has said. The German leader, who is seeking re-election this year, spoke on a visit to Belgium and Luxembourg on Thursday (12 January).“Let’s not fool ourselves. From the point of view of some of our traditional partners - and I am thinking here about transatlantic relations - there is no eternal guarantee of close cooperation with us Europeans”, she said in a speech in Belgium. She said Europe was facing one of its “biggest challenges for decades” due to conflicts on its borders, such as Russia’s aggression in Ukraine. She added that it would be "naive always to rely on others who would solve the problems in our neighbourhood”.She also said that the UK’s decision to leave the EU ought to galvanise military cooperation among the 27 remaining member states.“We should see this [UK] decision as an incentive to work together, to hold Europe together now more than ever”, she said.Merkel was in Belgium to receive degrees from Leuven and Ghent universities and to meet the Belgian royal family. Her appeal for the EU to step up security cooperation comes after the election of Donald Trump in the US, who has said he might not defend Nato allies and that he might accept Russia’s annexation of Crimea from Ukraine. The US is currently deploying tanks and soldiers in Poland and in the Baltic states as part of wider Nato plans to deter Russian aggression. The pre-Trump US administration reportedly sped up the deployment in case he changed his mind, but Trump’s new security chiefs have spoken out on Russia in surprisingly strident terms.Mike Pompeo, Trump’s nominee for CIA chief, said on Thursday in a senate hearing that Russia was "asserting itself aggressively" in Europe.James Mattis, the defence secretary nominee, said Russia was “trying to break the North Atlantic alliance [Nato]”. He said Nato was “under the biggest attack since World War II, and that's from Russia”.-Security crisis-Merkel, earlier on Thursday, also met with Luxembourg prime minister Xavier Bettel and with the Grand Duchy’s royal family. She told press in Luxembourg that unless the EU improved security in the passport-free Schengen travel zone and established control of its external borders, then it risked collapse. She said that the case of Anis Amri, the man suspected of the Christmas terrorist attack in Berlin, who moved freely across EU borders, proved the “urgency” of the issue.“Everyone knows: If we don’t succeed, each country will install its own border controls. Then freedom of movement will no longer be possible, so to speak, not only the free movement of people but also of goods, financial services, and services,” she said. She added that the EU should make more deals such as the one with Turkey to stop migrants from coming. The EU is paying Turkey to take care of refugees on its territory. The set-up has been criticised on human rights grounds, but Merkel said “agreements between states lead to reasonable border control” and that “with north African states and with African states as a whole, as we did with Turkey, we also need agreements”.She spoke after visiting the home of Robert Schuman, a post-World War II politician who helped to found the EU.-Emotional Brexit-She said the visit was an “emotional moment” for her and that the EU should stick together in the way it handled Britain’s departure - the first ever in EU history.“We must not be allowed to divide ourselves apart. The 27 have to appear together in the negotiations”, she said. She added that EU states should consider harmonisation of corporate tax in order to compete with the City of London after it leaves.“This will become more of an issue if we’re talking about lower tax rates, for example in the UK”, she said.Bettel said the refugee crisis remained “a major task” for Europe and criticised countries that did not want to share asylum seekers with front-line states.“When different countries speak of flexible solidarity, that is … problematic for us. We need rules, and when we agree on these rules, each country must respect them”, he said.-Problematic flexibility-Flexible solidarity was a policy endorsed by Slovakia and other central European states to replace a previous EU decision on binding migrant quotas. It was meant to let states pay the EU to avoid taking in migrants.Merkel was initially an advocate of an EU open-door policy on refugees, but has become less welcoming to migrants as the elections approach.A Flemish far-right group, Voorpost, protested against her university awards in Belgium on Thursday, according to the AFP news agency.About 50 people held banners, including posters that branded her “GUILTY” of the Christmas attack, in which Amri, who is of Tunisian origin, killed 12 people.

Japan aborts mini-rocket mission shortly after liftoff-Agence France-Presse-YAHOONEWS-January 14, 2017

Tokyo (AFP) - Japan's space agency Sunday aborted a mission to use a mini-rocket to send a satellite into orbit after the spacecraft stopped sending data to ground control shortly after liftoff. The SS-520 rocket, which stands around the size of a power pole, lifted off at 8:33 am (2333 GMT) into a clear sky at the Uchinoura Space Centre in southern Kagoshima Prefecture. The rocket, regarded as one of the smallest units in the world capable of sending satellites into the space, was carrying the three-kilogramme (6.6 pound) "TRICOM-1" observation satellite. But officials aborted the mission within minutes of takeoff after the space agency stopped receiving data from the rocket after the launch.Local media said data stopped arriving 20 seconds after liftoff."The first stage of the rocket's flight went as planned. However, we were unable to receive [data] from the unit as it continued the flight," the agency said in a statement. The rocket later fell back to earth, landing within a designated safety area in waters off the coast of southeast Japan, according to officials. The country's space agency is expected to provide a more detailed debrief about the nature of the mishap as more information becomes available.

Kerry says 'inappropriate' to mention possible U.S. embassy move to Jerusalem-[Reuters]-YAHOONEWS-January 15, 2017

WASHINGTON (Reuters) - U.S. Secretary of State John Kerry said on Sunday it would have been inappropriate to include in a communique from a meeting held in Paris on Israeli-Palestinian peace a mention of plans by the Trump administration to move the U.S. embassy to Jerusalem."It is being debated publicly at home and does not belong within international fora at this moment in time. It's inappropriate," Kerry told reporters after a meeting of 70 countries on ending the Israeli-Palestinian conflict.A communique from the one-day meeting on Sunday reaffirmed that only a two-state solution between Israelis and Palestinians could resolve the conflict and warned that they would not recognize any unilateral steps taken by either side that could prejudge negotiations.Kerry also said he hoped the new U.S. administration would agree to attend talks later this month in Kazakhstan with Russia, Iran and Turkey, on ending the Syrian conflict.(Reporting by Lesley Wroughton; Editing by Greg Mahlich)

Israel responds to shooting attack with strike on Hamas post-[The Canadian Press]-YAHOONEWS-January 15, 2017

JERUSALEM — The Israeli military struck a Hamas post in the southern Gaza Strip Sunday in response to a Palestinian attack on an Israeli military vehicle, the military said.No one was wounded in the exchange but it marked a rare flare-up along the tense border that has remained largely quiet since a bloody 50-day war between Israel and Gaza militants in the summer of 2014.Despite the cease-fire that has largely held since, militants in Gaza occasionally launch rockets toward Israel. These are mostly by smaller factions rather than the ruling Hamas militants but Israel typically responds to any fire toward it and holds Hamas responsible for all attacks emanating from the territory it controls. While neither side appears interested in an escalation, casualties could spark more violence.Sunday's incident comes shortly after thousands took to the streets to protest chronic power cuts in the Hamas-ruled Gaza Strip in one of the largest unauthorized protests in the territory since the Islamic militant group took power a decade ago.Hamas, an Islamic militant group sworn to Israel's destruction, has ruled the territory since 2007, routinely clamping down on critics. The protests have raised fears that Hamas could increase attacks against Israel in order to divert attention away from the internal turmoil. Gaza officials said that following the attack, Israel shut down a border crossing that supplies the primary source of fuel for the territory, in a move that could also exacerbate the power crisis. The Associated Press.

Iran says it will not renegotiate nuclear deal-[Reuters]-YAHOONEWS-January 15, 2017

DUBAI (Reuters) - Iran will not renegotiate its nuclear agreement with world powers, even if it faces new U.S. sanctions after Donald Trump becomes president, Deputy Foreign Minister Abbas Araqchi said on Sunday.Trump, who will take office on Friday, has threatened to either scrap the agreement, which curbs Iran's nuclear program and lifts sanctions against it, or seek a better deal."There will be no renegotiation and the (agreement) will not be reopened," said Araqchi, Iran's top nuclear negotiator at the talks that led to the agreement in 2015, quoted by the state news agency IRNA."We and many analysts believe that the (agreement) is consolidated. The new U.S. administration will not be able to abandon it," Araqchi told a news conference in Tehran, held a year after the deal took effect."Nuclear talks with America are over and we have nothing else to discuss," he added."It's quite likely that the U.S. Congress or the next administration will act against Iran and imposes new sanctions."Under Iran's agreement with the United States, France, Germany, Britain, Russia and China, most U.N. sanctions were lifted a year ago. But Iran is still subject to an U.N. arms embargo and other restrictions, which are not technically part of the nuclear agreement.(Reporting by Dubai newsroom)

South Sudan claims mandate has expired for more UN troops-[The Canadian Press]-YAHOONEWS-January 15, 2017

KAMPALA, Uganda — South Sudan's government is claiming that the U.N. Security Council mandate to send a new contingent of 4,000 peacekeepers to boost the existing force has expired.Minister of Information Michael Makuei told the Associated Press that Dec. 15th was the expiration date for the deployment of peacekeepers to bolster the existing 12,000 U.N. troops in South Sudan. He said a new resolution is needed for the additional troops. The U.N. mission in South Sudan responded in a statement saying that its mandate to increase the protection force had been extended by the Security Council until December 2017.The U.N. Security Council decided in August to send additional peacekeepers after clashes killed hundreds in South Sudan's capital Juba. South Sudan initially objected to the force and has delayed its deployment. In October, U.N. peacekeeping chief Herve Ladsous told members of the Security Council behind closed doors that it appeared South Sudan's intent was to "delay the deployment and reduce the political impact of the" regional protection force as much as possible, while stringing along negotiations to "avoid triggering punitive measures," according to a copy of his statement obtained by AP.South Sudan's civil war began in December 2013 and has killed tens of thousands of people.Makuei also announced on Sunday that President Salva Kiir created four new states in South Sudan bringing the total number to 32."It is the will of the people," Makuei said of the move.Kiir had already increased South Sudan's states from 10 to 28 in December 2015, a move that was criticized by opposition forces who claimed that the new states were a form of political gerrymandering.A U.N. panel of experts said in November that the creation of so many new states "has served to heighten ethnic tensions, shift political loyalties and increase competition for power and resources in a deteriorating economy."The U.N. says South Sudan is experiencing ethnic cleansing and is at risk of genocide."The proliferation of states actually increases central power," said Alan Boswell, a researcher on South Sudan based in Nairobi. "Kiir can offer new states in complex political negotiations with local communities to lure or divide them."Justin Lynch, The Associated Press.

IS launches new assault on besieged eastern city in Syria-[The Canadian Press]-YAHOONEWS-January 14, 2017

BEIRUT — Islamic State militants launched their biggest assault in a year on government-held areas of the contested city of Deir el-Zour Saturday, attacking from several fronts and triggering intense fighting in the eastern region bordering Iraq, the Syrian government and opposition activists said.Syrian state TV said three people were killed and nine were wounded in IS rocket attacks on several neighbourhoods of the city.Intense fighting broke out between Syrian troops and the extremist group's fighters both inside the city and around the vicinity of a nearby military airport controlled by government forces. The militants had launched their multi-pronged attack starting from the area of Baghaliyeh near the northwestern tip of the city. Deir el-Zour carries strategic significance for IS as it links the group's Iraq territory to its de facto capital of Raqqa in Syria.Loud explosions that shook the city were reported. Activists said Syrian warplanes were taking part in the battles. The Deir Ezzor 24 news network reported ongoing clashes since the morning near Deir el-Zour military airport and other fronts in the city and said Syrian warplanes targeted Baghaliyeh and Ayash areas and the vicinity of an army base known as Brigade 137 west of the city. The extremist group, which controls most of Deir el-Zour province, has kept the provincial capital under siege since 2014. Government forces have withstood the encirclement thanks to air-dropped humanitarian assistance and weapons and ammunition flown into the airport. Remaining residents have reported malnourishment and starvation amid severe shortages of food, water and fuel.IS has tried to capture the government-held neighbourhoods of Deir el-Zour and the city's suburbs over the past months without much success. The Syrian Observatory for Human Rights said Saturday's offensive was the most intense since mid-January 2016, when the group killed dozens of people, most of them pro-government militiamen, in wide-scale attacks on the city that saw the group make significant advances. Most of those casualties took place in Baghaliyeh and the killings — many people were shot dead or beheaded — were some of the worst carried out by the extremist group. The Observatory said the group has recently brought in reinforcements, including large amounts of ammunition and fuel, in preparation for the battle. It said at least 32 people were killed in Saturday's fighting, including 12 soldiers and allied militiamen and 20 IS fighters. The Islamic State group, which in 2014 seized large parts of Iraq and Syria and established a so-called Islamic "caliphate" straddling both sides of the border, is under intense pressure in both countries where it has lost significant territory in recent months.Meanwhile in northern Syria, opposition activists reported a series of government airstrikes on Idlib province over the past 24 hours, including an attack that killed at least 11, mostly civilians, in Maaret Misrin. In Damascus, the government maintained its offensive to uproot rebels in control of a nearby valley that provides the capital with the majority of its water supply, further threatening a fragile cease-fire that appeared to be fraying.State-run news agency SANA reported later Saturday that "terrorists" had assassinated Ahmad al-Ghadban, who was appointed by the government to co-ordinate with rebels in the opposition-held Barada Valley to stop the fighting and allow maintenance workers to fix the water facility there. For days negotiations have stalled and failed to restore the water flow to the capital — restricted since Dec. 22 — and to end the government offensive to uproot the rebels in the valley. The U.N. says the capital has suffered a water shortage that has affected nearly 5.5 million residents. The fighting has trapped nearly 100,000 residents of the opposition-held valley. The cease-fire brokered by Russia and Turkey, who support opposing sides in the Syrian civil war, went into effect on Dec. 30. It excludes extremist groups such as the Islamic State group.___Associated Press writer Albert Aji in Damascus contributed to this report.Zeina Karam, The Associated Press.

Syria fighting derails plans to fix damaged Damascus water source-[Reuters]-YAHOONEWS-January 15, 2017

BEIRUT (Reuters) - The Syrian army and allied militia clashed with rebels near Damascus on Sunday, threatening to disrupt planned repairs to a pumping station that supplies most of the capital's water, a war monitor said. The Syrian Observatory for Human Rights said the army and the allied Lebanese militia Hezbollah had made some gains against rebels in the Wadi Barada area. Heavy fighting reached the outskirts of the Ain al-Fija town, where the waterworks is located, the British-based war monitor reported.Artillery shelling by government forces killed nine people and wounded at least 20 others in the nearby Deir Qanoun village, it said. A local media office for opposition activists said the shelling hit a centre for displaced people.Wadi Barada, a mountainous valley northwest of Damascus, has become a major battlefront in the Syrian war, and the damage to the facility has caused severe water shortages in the capital since the beginning of the year. The governor of the Damascus countryside province said on Friday that engineers had entered Ain al-Fija to repair the water station, as part of a wider agreement that included the departure of some rebels from Wadi Barada and a settlement with others who would remain there. But the plan was derailed on Saturday evening, after armed men killed the head of a negotiation team who was overseeing the agreement and repairs, the Observatory said. The warring sides accused each other of assassinating the official, who had only assumed his role a day before.A military media unit run by Hezbollah said the army captured some positions overlooking Ain al-Fija on Saturday, after taking nearby villages in recent days and edging closer towards the water facility. The water station was knocked out of service in late December. The United Nations has said it was damaged because "infrastructure was deliberately targeted", without saying who was responsible. This left four million people in Damascus without safe drinking water supplies.Rebels and activists have said government bombardment damaged the waterworks. The government said insurgent groups polluted it with diesel, forcing the state to cut supplies.Wadi Barada has become the main focus of fighting between forces loyal to President Bashar al-Assad, backed by Russia and Iran, and rebel groups seeking to oust him, after the government took full control of Aleppo city last month.Fighting in Wadi Barada has tarnished a shaky nationwide ceasefire that began on Dec 30., brokered by Russia and Turkey, one of the main supporters of many rebel groups. The army and allied fighters launched an offensive in late December to capture Wadi Barada. The government says it wants to secure the capital's main water supply while rebel groups and local activists say pro-government forces are using the water issue to make political and military gains.Rebels in Wadi Barada have allowed government engineers to maintain and operate the valley's pumping station since they took control of the area in 2012.Fighters have, however, cut water supplies several times in the past to put pressure on the army not to overrun the area. The United Nations estimates 45,000 people live in the Wadi Barada area, and thinks at least 7,000 people have been displaced form the area in recent fighting.(Reporting by Ellen Francis; Editing by Clelia Oziel and Tom Heneghan)

Egypt drops case against mob that attacked Christian woman-[Associated Press]-YAHOONEWS-January 15, 2017

CAIRO (AP) — Egyptian prosecutors have thrown out a case brought by an elderly Christian woman against several members of a Muslim mob who stripped off her clothes and paraded her naked on the streets.Last May's assault in the central Minya province began after rumors spread that the son of the 70-year-old woman had an affair with a Muslim woman — a taboo in majority Muslim and conservative Egypt.Saturday's decision by the prosecutors cited lack of sufficient evidence. The woman, Souad Thabet, told a U.S.-based Christian TV station that she was unable to return home to this day because of threats by Muslim extremists in the village. At the time of the attack, President Abdel-Fattah el-Sissi called for the culprits to be held accountable.

JERUSALEM — Researchers excavating the remains of one of the most notorious Nazi death camps have uncovered a pendant that appears identical to one belonging to Anne Frank, Israel's Yad Vashem Holocaust memorial said Sunday.Yad Vashem says it has ascertained the pendant belonged to Karoline Cohn — a Jewish girl who perished at Sobibor and may have been connected to the famous diarist. Both were born in Frankfurt in 1929, and historians have found no other pendants like theirs. The triangular piece found has the words "Mazal Tov" written in Hebrew on one side along with Cohn's date of birth. The other side has the Hebrew letter "heh," an initial for God, as well as three Stars of David.Researchers are now trying to reach out to any remaining relatives of the two to confirm whether they were related.Since 2007, the Israel Antiquities Authority, together with Yad Vashem, has been conducting excavations at the former camp in Poland in a novel approach to Holocaust research. The camp was destroyed after an October 1943 uprising, with the Nazis levelling it and planting over it to cover up their crimes. Yet, archeologists have managed to uncover the gas chamber foundations and the original train platform.More than 250,000 Jews were killed in Sobibor, in eastern Poland, one of the most extreme examples of the Nazi "Final Solution" to eradicate European Jewry. Frank died at the Bergen-Belsen camp, in northern Germany, in 1945.Unlike other facilities that had at least a facade of being prison or labour camps, Sobibor and the neighbouring camps Belzec and Treblinka were designed specifically for exterminating Jews. Victims were transported there in cattle cars and gassed to death almost immediately."These recent findings from the excavations at Sobibor constitute an important contribution to the documentation and commemoration of the Holocaust, and help us to better understand what happened at Sobibor, both in terms of the camp's function and also from the point of view of the victims," said Havi Dreifuss, of Yad Vashem's International Institute for Holocaust Research. The Associated Press.
