Another 5,000 Jews quit France for Israel: agency-[AFP]-YAHOOONEWS-January 9, 2017

Paris (AFP) - Another 5,000 French Jews emigrated to Israel last year, figures showed Monday, continuing a trend that has seen tens of thousands quit the country after a series of attacks targeting the community. The Jewish Agency of Israel issued the update as France marked two years since attacks on the Charlie Hebdo magazine offices and on a Jewish supermarket in Paris, where four shoppers were shot dead.Daniel Benhaim, who heads the Israeli-backed group in France, said that insecurity had been a "catalyst" for many Jews who were already thinking of leaving. The 5,000 departures in 2016 add to the record 7,900 who left in 2015 and 7,231 in 2014. In total, 40,000 French Jews have emigrated since 2006, according to figures seen by AFP."The aliyah (the act of moving to Israel) of French Jews has been significant over the last decade," Benhaim told AFP.The French Jewish community is the biggest in Europe and is thought to number around 500,000 people. It was shocked in 2006 by the kidnapping and brutal anti-Semitic killing of a young Jewish man, Ilan Halimi, in the Paris suburbs, which was followed by a shooting in a Jewish school in the southwest city of Toulouse in 2012.A proportion of those who emigrate to Israel are known to return to their country of origin afterwards. Estimates range from 10 to 35 percent.Experts and members of the Jewish community in France say that recent attacks are not the only reason people are leaving, with family, religious and economic reasons also playing a role.France paid homage Monday to some of the victims of three days of violence in Paris in January 2015 that saw two Islamic extremists attack the Charlie Hebdo magazine, killing 12 people, and the Hyper Cacher supermarket in eastern Paris.Gunman Amedy Coulibaly killed four people after taking shoppers hostage at the Jewish store. He was later shot dead by anti-terror police when they stormed the premises.

Polish city breaks EU smog limit by 3,126%-By EUOBSERVER-JAN 9,17

Today, 18:09-The city of Rybnik, in south-west Poland, has ordered school children to stay home, after the level of large particulate matters (PM10) breached the EU norm by 3,126%. Warsaw, where PM10 limits exceeded the standard by 1,000%, has made public transport free for the first time. Poland is home to 33 of 50 EU cities most affected by large particulate matters, which is a major cause of smog.

Massive storm system dumps rain across California, Nevada-The Canadian Press-YAHOONEWS-January 9, 2017

FORESTVILLE, Calif. — A massive storm system stretching from California into Nevada sent rivers climbing out of their banks, flooded vineyards and forced people to evacuate after warnings that hillsides parched by wildfires could give way to mudslides.Northern California's Russian River rose to its highest level since 2006, and schools and roads were closed across the wine-making region of Sonoma County, where thousands of people were without power.Avalanche concerns kept some California ski areas closed for a second day Monday in the Sierra Nevada. Forecasters said more snow and rain was on the way.In Nevada near Reno, Nevada National Guard high-water vehicles were deployed to help people evacuate from a town. The Russian River is prone to flooding, but this year's flood has been particularly worrisome because it threatened to topple trees weakened by six years of drought.Jeff Watts, an artist, spent an anxious night listening for the sound of falling trees on his land. On Monday, he found his drive to work blocked by a tree that had fallen on a car. Emergency crews were working to extract the vehicle."I couldn't get past the tree, so I turned around and I'm doing this," said Watts, who had pulled over to photograph oak trees and their reflections in the floodwater.Over the weekend, toppled trees crashed against cars and homes and blocked roads in the San Francisco Bay Area. Stranded motorists had to be rescued from cars stuck on flooded roads.A giant tree fell across a highway in Hillsborough to the south of San Francisco, injuring a driver who couldn't brake in time and drove into the tree. And a woman was killed Saturday by a falling tree while she took a walk on a golf course. To the south near Los Angeles, commuters were warned of possible highway flooding and mudslides in hilly areas.Emergency workers in Nevada voluntarily evacuated about 1,300 people from 400 homes in a Reno neighbourhood as the Truckee River overflowed and drainage ditches backed up.In the city of Sparks neighbouring Reno, Bob Elsen said he never expected so much rain in Nevada's high desert, where only 8 inches of precipitation normally falls each year. He moved to Sparks from perpetually wet Bremerton, Washington."I don't think I've seen this much rain since I moved here six years ago," Elsen said, watching the Truckee River rise. "It's why I moved out of Washington to get away from this stuff."The worst flooding in Sparks was expected to send several feet of water early Monday into an industrial area where 25,000 people work. The back-to-back storms that have hit California and Nevada since last week are part of a so-called "atmospheric river" weather system that draws precipitation from the Pacific Ocean as far west as Hawaii with potentially catastrophic consequences for areas hit by the heaviest rain.Schools were also cancelled in Reno and Sparks, and Gov. Brian Sandoval told all nonessential state government workers to stay home Monday after he declared a state of emergency. In California's Calaveras Big Trees State park, a well-known giant sequoia tree known for the huge tunnel carved through its trunk that cars once passed through came toppling down, The San Francisco Chronicle reported.Park volunteer Joan Allday said the tree had been weakening and leaning severely to one side for several years. "It was barely alive. There was one branch alive at the top," she told the newspaper.Farther north, two major highways across the Sierra Nevada were partially closed because of mudslides and roads leading to Yosemite National Park's valley floor remained were closed amid fears that the Merced River could overflow and cause major flooding.___Rodriguez reported from San Francisco. Kale at a crossroads: small farms in Lower Mainland struggle with cold snap-CBC-YAHOONEWS-January 8, 2017

Small farms growing winter vegetables in the Lower Mainland are holding out for warmer weather to see if the cold snap has ruined their crops."I've gone to go look at them numerous times since the first snowfall and right now it's a bit hard to say what's going to survive and what isn't," said Andrea Wilkons y Martinez, farm manager for Sole Food Street Farms. "I don't think it's going to look very good. I'm hoping that I'm wrong."The small, urban farm based in Vancouver has about 2,500 plants like kale, collard greens and chard it grows over winter. But it's the chicory Wilkons y Martinez is the most worried about. If Sole Foods does lose its crops, the outcome could be hard on the 15 to 20 farmers the social enterprise employs — the business aims to hire people with addictions and chronic mental health issues.Wilkons y Martinez says last year, 45 per cent of its income came from selling its produce to local restaurants and at farmers' markets."We'll have to find a way to like make up for the loss ... I don't really know how we would," she said."If we don't have the production to support that employment then we have to come up with a plan B."-'We pushed the boundaries'-In Abbotsford, B.C., Sharmin Gamiet with Olera Organic Farms is also wondering what will happen with her crops.Gamiet says her cabbages are safely nestled under a blanket of snow, but she's not as optimistic about her kale."They're not doing very well right now," Gamiet said."But kale ... is a crop that when you go out in the middle of winter it looks like it's dead, and then for some reason in the spring it might come back."Gamiet says although there have been a few cold spells over the past 20 years, she's gotten used to warmer winters."They have been so mild, we were harvesting in end of January," she said. "And so we pushed the boundaries.""And then, you know, Mother Nature reminds us that we're in Canada."Still, Gamiet says her mainstay crops like raspberries are winter-hardy varieties she doesn't take chances with. All the same, she says she wouldn't mind a return to more seasonal temperatures."It is unexpected, and we have had enough of it now. It's time for the temperature to come up," she said.

Europe freeze brings deaths, power outages and closures-[Associated Press]-YAHOONEWS-January 9, 2017

BELGRADE, Serbia (AP) — Heavy snow and frigid temperatures have gripped large parts of Europe, leading to dozens of deaths, freezing rivers, the grounding of planes and traffic accidents:___ALBANIA-Frigid weather has caused at least four deaths in the last three days In Albania. Snow stopped falling on Monday, but freezing temperatures continue to engulf the whole country.A 52-year old Albanian man on Monday died in the town of Golem, 80 kilometers (50 miles) west of Tirana. On Sunday, a 53-year old street beggar was found dead in the city of Sarande south of the capital Tirana.A day earlier, another 38-year old homeless person was found dead in the port city of Durres west of the capital. A 62 year old man died after sliding from a roof where he was trying to remove ice.Scores of villages mainly in the north and northeast have been isolated and power and water cuts have been introduced, including the capital. The health and education ministry decided to keep classes suspended for students.___BULGARIA-The situation in northeastern Bulgaria remains critical with heavy snow drifts on the roads, freezing temperatures and power outages that have affected some 2,000 households.Emergency teams trying to clear the roads to remote villages were hindered by strong winds.Authorities issued a Yellow Code alert for low temperatures across Bulgaria on Monday. The cold spell was expected to continue until the end of the week.Schools across the country remained closed on Monday.___CROATIA-Freezing temperatures and strong winds have created havoc along Croatia's Adriatic coast, which isn't used to such cold winters.Even the sea froze in shallow bays, trapping fishermen's boats to the amazement of locals who haven't seen anything like this in decades. The temperatures in Croatia's tourist centers of Dubrovnik and Split dropped to -7 C (19 F) and strong winds blew off ancient pine and olive trees on the coast.Ferries and planes were grounded, and traffic over bridges banned. Water pipes, which are dug just below the surface as is the case in warm climates, have frozen, leaving thousands without running water as authorities tried to figure out ways to cope.___THE CZECH REPUBLIC-According to Czech public radio on Monday, six people are believed to have died of exposure during the latest cold snap, including in the capital, Prague. Meteorologists forecast freezing temperatures to continue in the coming days.___GREECE-Swathes of Greece have been covered by snow, including several islands, some of which have seen more than a meter (more than three feet) of snow.Temperatures in some parts of northern Greece have plunged to as low as -18 C (0 F). A state of emergency was declared in the municipality of Kymi on the island of Evia, Greece's second largest island after Crete, where the snow in some areas reached two meters (6.5 feet), leading to cuts to electricity and water supplies. The small eastern Aegean island of Oinousses reported severe problems from the heavy snowfall, with the local mayor telling Greek media the island had been without landline telephone connections for four days. On the island of Lesbos, drivers needed snow chains to drive just outside the main port town of Mytilene, while heavy snowfall also hit Chios and parts of the southern island of Crete, from where some flights to Athens were cancelled.Chios and Lesbos are home to thousands of refugees, many living in precarious conditions in severely overcrowded camps. Many are still living in tents despite the severe weather. Rights groups have slammed the conditions and called on the Greek government to act quickly to reduce overcrowding.___ITALY-Schools were closed in a handful of southern Italy cities not accustomed to such heavy snowfall. Individual schools also closed in Rome and Bologna because heaters weren't working, news reports said. The sub-freezing temperatures have been blamed for the deaths of at least eight people and have disrupted road, rail, air and ferry travel.___KOSOVO-In Kosovo, snow continued to blanket the whole country and left many areas without power.Police blamed the weather for the death Monday of an ethnic Albanian man whose body was found on a forest road.Though all national roads were open, police advised careful driving and low speeds. Rural roads are either blocked or hard to drive. Power has been cut in many areas around the country.___POLAND-The government says 10 people died in the cold Sunday as Poland has been gripped by low temperatures. The deaths bring to 65 the number of weather-related fatalities since Nov. 1, when temperatures started falling to freezing, especially at night. The spokeswoman for the Government Center for Security, Anna Adamkiewicz, said Monday that the latest deaths occurred across the country, either outdoors or in unheated summer cottages and abandoned houses. The victims were nine men between the ages of 32 and 69, and a 52-year-old woman.___ROMANIA-Bucharest Mayor Gabriela Firea said inmates from two prisons would be put to work clearing snow alongside anti-riot police in the Romanian capital. The inmates working on snow removal are doing so voluntarily, Firea said. She said the initiative would help clean up the capital's ice-clogged streets, which are only partially cleared.Romania's Energy Minister Toma Petcu said neighboring Bulgaria had urgently asked for extra electricity, but the request was declined since the cold weather has stretched Romania's power grid.Petcu said natural gas consumption in Romania could reach an all-time high Monday due to the frigid temperatures.___RUSSIA-In Moscow, two people have died and 190 people with hypothermia have sought medical help in the Russian capital between New Year's Eve and Jan. 8, the last day of the holiday period in Russia, according to Russian news agencies quoting emergency medical official Sergei Gumenyuk. The Russian Meteorological Service said the Orthodox Christmas Eve on Jan. 6 was the coldest in Moscow since 1987 when temperatures plunged below -31 C (-24 F). Moscow schools, however, opened on Monday after the holiday recess. In Russia's Urals, schools remained closed in the Tyumen, Khanty-Mansiysky, Sverdlovsk and Yamalo-Nenets regions where temperatures of -35 C (-31 F) were recorded.___SERBIA-Serbian authorities have declared emergency measures in 11 municipalities in central and southern parts of the country as fresh snow and extremely low temperatures have blocked roads and cut off villages. Despite-28 C (-18 F), residents in remote villages on the rough Golija mountain have refused offers from authorities to evacuate their homes during the deep freeze because they won't abandon their animals. The mostly elderly villagers said they'd rather freeze than abandon their sheep, goats, cows and chickens."We have wood and food for the animals," says Dragomir, one elderly resident. "We'll wait."___SWITZERLAND-Police in the southern Swiss region of Valais say a Russian couple were killed and their two children aged 11 and 15 were gravely injured over the weekend after the vehicle they were travelling in tumbled about 225 meters (740 feet) along a snow-covered Alpine road.Officials said the driver had been trying to park on the roadside, and snowy conditions appeared to have led to the deadly plunge into a pile of rocks. The two children were taken to a local hospital before being flown by helicopter to another in the capital, Bern. They were expected to survive, officials said.___TURKEY-Turkish Airlines on Monday canceled 277 domestic and international flights to and from Istanbul's two airports due to heavy snow. Schools around Istanbul also were closed and the Istanbul governor's office said civil servants in the city would be able to leave work at 3:30 p.m. local time.Istanbul schools will stay closed on Tuesday as snow continues to buffet the city, halting ferries on the Bosporus Strait that provide transportation for many commuters in the city straddling the narrow gap between Asia and Europe.Television news showed cars slithering along slippery roads and students who had been given the day off staging snowball fights and tobogganing in parks blanketed in deep snow.At a local coffee shop, stray cats trying to escape the cold snap lined up under heaters warming an outdoor terrace used by smokers.___AP reporters throughout Europe contributed to this story.

Move aims to keep Tehran committed to nuclear deal-With US consent, Russia to give Iran huge shipment of natural uranium-Consignment could be enriched to enough weapons-grade uranium for 10 simple nuclear bombs, experts says, ‘depending on the efficiency of the enrichment process’-By George Jahn January 9, 2017, 6:20 pm-THE TIMES OF ISRAEL

VIENNA (AP) — Iran is to receive a huge shipment of natural uranium from Russia to compensate it for exporting tons of reactor coolant, diplomats say, in a move approved by the outgoing US administration and other governments seeking to keep Tehran committed to a landmark nuclear pact. Two senior diplomats said the transfer recently agreed by the US and five other world powers that negotiated the nuclear deal with Iran foresees delivery of 116 metric tons (nearly 130 tons) of natural uranium. UN Security Council approval is needed but a formality, considering five of those powers are permanent Security Council members, they said.Uranium can be enriched to levels ranging from reactor fuel or medical and research purposes to the core of an atomic bomb. Iran says it has no interest in such weapons and its activities are being closely monitored under the nuclear pact to make sure they remain peaceful.Tehran already got a similar amount of natural uranium in 2015 as part of negotiations leading up to the nuclear deal, in a swap for enriched uranium it sent to Russia. But the new shipment will be the first such consignment since the deal came into force a year ago.The diplomats, whose main focus is Iran’s nuclear program, demanded anonymity Monday because they are not allowed to discuss the program’s confidential details. They spoke ahead of a meeting this week in Vienna of representatives of Iran, the United States, Russia, China, Britain, France and Germany to review Iranian complaints that the U.S. was reneging on sanctions relief pledges included in the nuclear deal. The natural uranium agreement comes at a sensitive time. With the incoming US administration and many US lawmakers already skeptical of how effective the nuclear deal is in keeping Iran’s nuclear program peaceful over the long term, they might view it as further evidence that Tehran is being given too many concessions. The diplomats said any natural uranium transferred to Iran after the deal came into effect would be under strict surveillance by the UN’s International Atomic Energy Agency for 25 years after implementation of the deal. They said Tehran has not said what it would do with the uranium but could choose to store it or turn it into low-enriched uranium and then export it for use as reactor fuel.Despite present restrictions on its enrichment program, the amount of natural uranium is significant should Iran decide to keep it in storage, considering its potential uses once some limits on Tehran’s nuclear activities start to expire in less than a decade.David Albright, whose Institute of Science and International Security often briefs US lawmakers on Iran’s nuclear program, says the shipment could be enriched to enough weapons-grade uranium for more than 10 simple nuclear bombs, “depending on the efficiency of the enrichment process and the design of the nuclear weapon.”The swap is in compensation for the 70 metric tons (77 tons) of heavy water exported by Iran to the United States, Russia and Oman since the nuclear agreement went into effect.Heavy water is used to cool a type of reactor that produces more plutonium than reactors cooled by light water. Like enriched uranium, plutonium can be turned into the fissile core of a nuclear weapon.

Former UN chief ‘very concerned’ Iran violating arms embargo — report-At end of his term, Ban Ki-moon said Tehran’s supply of weapons to Hezbollah could defy resolution guiding 2015 nuclear agreement-By Times of Israel staff January 9, 2017, 12:08 pm

Before leaving office last month, former UN chief Ban Ki-moon reportedly expressed concern to the Security Council that Iran’s supplying of weapons to the Lebanon-based terrorist group Hezbollah violates a longstanding arms embargo against the Islamic Republic. In his second semi-annual report to the UN Security Council on the implementation of a resolution endorsing the 2015 Iran nuclear rapprochement deal, Ban noted a televised June speech by Hezbollah leader Hassan Nasrallah boasting of receiving military support from Tehran.“[Nasrallah] stated that the budget of Hezbollah, its salaries, expenses, weapons and missiles, all came from the Islamic Republic of Iran,” Ban wrote, according to a Reuters report.“I am very concerned by this statement, which suggests that transfers of arms and related materiel from the Islamic Republic of Iran to Hezbollah may have been undertaken contrary [to a Security Council resolution],” he said. While most international sanctions against Iran were lifted under the 2015 nuclear deal, Tehran remains subject to longstanding UN and Western embargoes on conventional weapons. But despite the possible violation, Ban said Iran continues to uphold the tenants of the nuclear accord.“Since 16 January 2016, I have not received any report on the supply, sale, transfer or export to the Islamic Republic of Iran of nuclear-related items undertaken contrary to the (resolution),” the outgoing secretary-general said.Ban also noted an accusation by the French government that one of its vessels in the Indian Ocean intercepted a shipment of Iranian weapons bound for Somalia or Yemen last year. The report to the Security Council will be discussed by the 15-member body later in January. Ban left office at the end of 2016 and Antonio Guterres has since taken over as UN chief. In his first report on the deal’s implementation last year, Ban called on Iran to stop conducting ballistic missile launches, but stopped short of saying the launches were a violation of the UN Security Council resolution. The 2015 Security Council resolution that authorized measures leading to the end of UN sanctions includes a provision that would automatically reinstate sanctions if Tehran reneges on its promises to abide by the agreement.

U.S. Navy ship fired warning shots at Iranian vessels-By Idrees Ali-Reuters-YAHOONEWS-January 9, 2017

WASHINGTON (Reuters) - A U.S. Navy destroyer fired three warning shots at four Iranian fast-attack vessels near the Strait of Hormuz after they closed in at high speed and disregarded repeated requests to slow down, U.S. officials said on Monday. The incident, which occurred on Sunday and was first reported by Reuters, comes as U.S. President-elect Donald Trump prepares to take office on Jan. 20. In September, Trump vowed that any Iranian vessels that harassed the U.S. Navy in the Gulf would be "shot out of the water.""This was an unsafe and unprofessional interaction, and that is due to the fact that they were approaching at a high level of speed with weapons manned and disregarding repeated warnings," Captain Jeff Davis, a Pentagon spokesman, said in a briefing. The warning shots were fired at the Islamic Revolutionary Guard Corps boats by the USS Mahan after it established radio contact but failed to get them to slow down, Davis said, confirming earlier accounts of U.S. defense officials. Those officials, speaking to Reuters on condition of anonymity, said the Iranian vessels came within 900 yards (800 meters) of the Navy destroyer, which was escorting two other U.S. military ships. The Mahan also fired flares and a U.S. Navy helicopter also dropped a smoke float before the warning shots, they said. The IRGC and Trump transition team were not immediately available for comment. The White House said the Iranian vessels had behaved in an unacceptable manner and that such incidents risked increasing tensions."At this point the United States does not know what the intentions of the Iranian vessels were, but the behavior is not acceptable given that the USS Mahan was operating in international waters," White House spokesman Josh Earnest said during a press conference on Monday.Years of mutual animosity eased when Washington lifted sanctions on Tehran last year after a deal to curb Iran's nuclear ambitions. But serious differences still remain over Iran's ballistic missile program as well as conflicts in Syria and Iraq. One of the U.S. defense officials said similar incidents occur occasionally. Most recently in August, another U.S. Navy ship fired warning shots toward an Iranian fast-attack craft that approached two U.S. ships. In January 2016, Iran freed 10 U.S. sailors after briefly detaining them in the Gulf. The one official added that the warning shots fired on Sunday were just one of seven interactions the Mahan had with Iranian vessels over the weekend, but the others were judged to be safe.(Reporting by Idrees Ali; Editing by Mohammad Zargham and Paul Simao)

US, North Korea trade warnings over potential ICBM test-The Canadian Press-YAHOONEWS-January 9, 2017

PYONGYANG, Korea, Democratic People's Republic Of — With Donald Trump getting ready to take office as president, North Korea is talking about launching a newly perfected intercontinental ballistic missile. Officials in Washington are saying that if Pyongyang launches anything that threatens the territory of the U.S. or its allies, it will be shot down.North Korea has not explicitly said it will conduct an ICBM test in the immediate future, and it is safe to assume U.S. policy has always been to shoot down any missiles that threaten its territory. But the recent barb trading could suggest Pyongyang and Washington are feeling each other out ahead of President-elect Trump's inauguration on Jan. 20.A successful ICBM launch would be a major step forward for North Korea and a serious concern to Washington and its allies. Kim Jong Un announced in his annual New Year's address that the country had reached the "final stages" of ICBM development. Trump himself responded with a tweet two days later, saying the possibility of the North developing a nuclear weapon capable of reaching the U.S. "won't happen!"Upping the ante, the state's KCNA news agency quoted a North Korean Foreign Ministry spokesman as saying Sunday that Pyongyang reserves the right to conduct a test whenever it sees fit."The ICBM will be launched anytime and anywhere determined by the supreme headquarters of the DPRK," the unnamed spokesman was quoted as saying. DPRK stands for the North's official name, the Democratic People's Republic of Korea. Also Sunday, on "Meet the Press," U.S. Defence Secretary Ash Carter called the North's missile and nuclear weapons development a "serious threat." He said the U.S. military would shoot down any missiles launched by the North that appeared to be headed toward American territory or the territory of any U.S. allies.Beyond the rhetoric, however, the KCNA report suggested Pyongyang is hoping Trump will take a new approach toward relations.Throughout his tenure, President Barack Obama followed a policy of "strategic patience," which essentially focused on punitive sanctions while ruling out any significant talks or contacts until North Korea made the first move toward denuclearization. The KCNA report slammed U.S. Deputy Secretary of State Anthony Blinken for saying last week that sanctions must be maintained to keep the pressure on Pyongyang."Anyone who wants to deal with the DPRK would be well advised to secure a new way of thinking after having a clear understanding of it," KCNA quoted the foreign ministry official as saying.Eric Talmadge, The Associated Press.

Jewish centres report bomb threats in several U.S. states-Reuters-YAHOONEWS-January 9, 2017

NEW YORK (Reuters) - Jewish community centres in several U.S. states were evacuated on Monday after they reported receiving bomb threats, according to the organizations' social media accounts and local media reports. No attacks or injuries were immediately reported.Kaplen JCC in the New York City suburb of Tenafly, New Jersey, said on its Facebook page that it received a bomb threat in the afternoon and had reopened as of 2:00 p.m. (1900 GMT)."The police have completed a thorough sweep of the JCC and have deemed the threat not credible and the building safe," the centre said.Bender JCC of Greater Washington in Rockville, Maryland, said it had also reopened after receiving a threat and being swept checked by local authorities."The building was inspected and found to be all clear," it said.Other centres that received threats included ones in Miami Beach, Florida, as well as the state capitals of Jacksonville, Florida; Columbia, South Carolina; and Nashville, Tennessee, according to local media reports.Jewish community centres typically offer after-school activities, fitness programs and an array of other services. The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives is aware of the threats and is prepared to assist local authorities if asked, spokeswoman Amanda Hils said in a phone call.(Reporting by David Ingram; Editing by Bernadette Baum and Richard Chang)

Former US envoy: Defunding UN would put China in control-Ambassador Richard Schifter warns that Senate GOP plan to cut financial aid over anti-settlements Security Council vote would not achieve intended outcome-By Eric Cortellessa January 9, 2017, 3:58 am-THE TIMES OF ISRAEL

WASHINGTON — A former top US diplomat voiced concern recently that any United States action to defund the United Nations would wind up relinquishing control of the world body to China and thus strengthen efforts to censure Israel.Responding to a proposal made by South Carolina Sen. Lindsey Graham to cut UN funding over a Security Council resolution passed last month critical of Israeli settlements, Ambassador Richard Schifter stated that such a plan could backfire if it came to fruition.“My worry would be that, at that particular point, the Chinese would take over the UN and this would not be in the best interest of the United States,” Schifter told The Times of Israel. “It would, in fact, allow the members who are inclined to use that forum against Israel to do so unabated.”The United States government gives the United Nations roughly $8 billion in both mandatory payments and voluntary contributions each year, with at least $3 billion going to its regular and peacekeeping budgets. Those funds make up for 22% of the UN’s financial resources, which is more than any other country contributes. Japan provides the second largest amount with China coming in third. But the level of diplomatic capital and leverage the People’s Republic holds over other member states would allow them to usurp America’s role in New York, Schifter said.A longtime diplomat, Schifter has held roles such as former assistant secretary of state for humanitarian affairs in the Reagan and Bush administrations, US envoy to the UN’s Commission on Human Rights and UNESCO Committee on Conventions and Recommendations and deputy US representative to the UN Security Council. In 1993, former president Bill Clinton made him a special adviser to the president and the National Security Council. Since leaving that post in 2001, Schifter has headed the American Jewish International Relations Institute, for which he often speaks publicly about the UN and Israel. While the veteran diplomat said Sen. Graham’s concerns about the UN’s bias toward Israel are “valid,” he argued the US should focus instead on using its power to reform and reorganize the international institution.“What really needs to be done is make significant changes in the structure of the UN,” he said, which included placing oversight bodies and instituting certain personnel standards that ensure envoys are casting votes on measures with the authorization from their respective heads of state.According to Schifter, who spent more than 20 years working in the United Nations, many countries vote on specific resolutions to go against American government policies — which can often include voting against Israel — instinctually and without any guidance.Similar ideas for reform were put forward in 2005 by a bipartisan, Congressionally mandated panel led by former New York Sen. George Mitchell (D) and former House speaker Newt Gingrich (R), but their recommendations went largely ignored.Leading up to the Security Council vote last December, in which it appeared the US would withhold its veto and allow the measure through, as it eventually did, Graham threatened to have Congress cut funding to both the UN and certain members for its targeting of Israel. The motion that passed after the US abstained — UNSC Resolution 2334 — says the settlement enterprise “has no legal validity and constitutes a flagrant violation under international law” and calls for a complete end to all construction in areas Israel captured after the 1967 Six Day War, including East Jerusalem and the Old City, which includes the Temple Mount and Western Wall, the holiest sites in Judaism. It also calls on all states “to distinguish, in their relevant dealings, between the territory of the State of Israel and the territories occupied since 1967” — language that Israel fears will lead to a surge in boycott and sanctions efforts, and that an Israeli official warned would provide “a tailwind for terror.”Graham’s proposal seems to have caught on with other members of his party. On Thursday, Texas Sen. Ted Cruz (R) delivered a speech on the floor of the Senate saying he would formally introduce legislation in the coming weeks to withdraw financial support of the UN “until they repeal this disgraceful anti-Israel resolution,” he said.In his remarks, Cruz cited a US decision to cut funding to UNESCO, in 2011, over its decision to accept a Palestinian bid for full membership. “We know previously that one way to get the UN’s attention is to cut off their money,” he said.Because other UN organizations did not grant the Palestinians membership status following that action, Cruz argued, it proved the tactic’s efficacy.“We know from the failure of other UN organizations to recognize so-called Palestine as a member state, after American taxpayer dollars were withheld … that the UN over and over again values its pocketbook over its leftist values,” he said. While Schifter ultimately disagrees with the Graham-Cruz proposal, he does advocate qualifying funding to certain UN programs that work against US interests.Case in point, he said, would be the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), to which the United States donates almost $400 million annually. The agency, Schifter suggested, does important work but also contributes to the demand of granting all Palestinian refugees a full right of return, which he described as “the fundamental reason the Palestinians are not prepared to enter into a peace agreement.”One of the central Palestinian demands in peace negotiations has been a guaranteed return for all Palestinian refugees from the 1948 war and their descendants to Israel.Israel has consistently rebuffed such an outcome, as the injection of a massive Arab population into Israel proper would effectively abrogate the state’s Jewish character.Schifter, a former refugee himself who fled his native Austria during the Holocaust, said fully defunding UNRWA would not be wise “because Jordan, for example, who you don’t want to hurt, benefits from that,” but that the US should not allow an agency to which it provides large-scale funding to continue promulgating such a notion.“It doesn’t make much sense to allow an organization that lives off of US dollars to promote a position that continues to damage the prospects of the two-state solution the US so desires,” he said. “So there are UN programs that we fund that we have a very serious interest in reforming for the sake of Israel’s benefit.”

China warns after Cruz, Abbott meet Taiwan's president-The Canadian Press-YAHOONEWS-January 9, 2017

BEIJING — China reiterated its opposition Monday to any contacts between U.S. officials and Taiwan's government following a meeting between Texas Sen. Ted Cruz and Gov. Greg Abbott and the self-governing island's president, Tsai Ing-wen.Cruz and Abbot met with Tsai on Sunday while she was passing through Houston on her way to visit Taiwan's Central American allies. At a news briefing in Beijing on Monday, Foreign Ministry spokesman Lu Kang said China was firmly opposed to any contact between Taiwan's leader and "anyone from the U.S. government." He said such contacts threaten to disturb and undermine relations between Washington and Beijing.China claims Taiwan as its own territory and has been ratcheting up diplomatic pressure on the independence-leaning Tsai since her election last year.Cruz said in a statement that he and Tsai "discussed our mutual opportunity to upgrade the stature of our bilateral relations" in their meeting, which addressed arms sales, diplomatic exchanges and economic ties.An official with Republican President elect-Donald Trump's transition team said neither Trump nor transition officials would meet with Tsai. Her stop in the U.S. was scrutinized by Beijing for any signs that Trump's team would risk its ire by further engaging with Taiwan, which China considers to be its territory.Trump breached diplomatic protocol last month by speaking by phone with the Taiwanese leader. Trump raised further concerns in Beijing when he questioned a U.S. policy that since 1979 has recognized Beijing as China's government and maintains only unofficial relations with Taiwan.U.S. lawmakers often meet with Taiwanese presidents when they transit through the U.S., most recently in June, when Tsai met in Miami with Republican Sen. Marco Rubio of Florida. The tabloid Global Times, published by China's Communist Party, said in an editorial Sunday that Beijing would take a hard line toward any contacts between Taiwan's government and the incoming Trump administration. China "should also impose military pressure on Taiwan and push it to the edge of being reunified by force," it said.China has "seized the initiative. The U.S. and Taiwan now should restrain, or be forced to restrain, themselves," the newspaper said."Tsai needs to face the consequences for every provocative step she takes," it said. The Associated Press.

Jared Kushner to be named senior adviser to Trump-Seeking to work around anti-nepotism laws established in 1960s, lawyers have devised a way for Trump’s intensely loyal son-in-law to serve in the White House-By Eric Cortellessa January 9, 2017, 8:42 pm-THE TIMES OF ISRAEL

WASHINGTON — President-elect Donald Trump is poised to name his Jewish son-in-law Jared Kushner to serve as senior adviser in the upcoming administration.Former Politico reporter Mike Allen first reported in his debut Axios AM email newsletter that lawyers have devised a plan for Kushner to work around anti-nepotism laws that were established in 1967 after former president John F. Kennedy named his brother, Robert Kennedy, as attorney general.Trump’s White House transition team later confirmed the report. An official announcement from the Trump team was expected to come as early as Tuesday. The law prohibits presidents from hiring relatives to Cabinet or agency positions, although a judge once ruled that the statute does not apply to White House staff jobs. In the past, presidents have generally not sought to hire family members for official posts, leaving the law relatively untested.A ruling in federal court on the matter was issued, however, when former president Bill Clinton appointed his wife Hillary Clinton to lead a health care task force in 1993.Kushner, an Orthodox Jew who is married to Trump’s daughter, Ivanka, has already undertaken the process of hiring a staff to work under him in the West Wing, the report said.Last week, the couple purchased a six-bedroom home in the upscale Kalorama neighborhood of Washington, DC, a sign of their plans to be part of the incoming administration. The New York Times reported on Saturday that Kushner, who will turn 36 on Tuesday, has been pursuing a real estate deal with a company that has close ties to the Chinese government while advising the president-elect.Kushner has been handling negotiations with the Anbang Insurance Group over a project to rebuild a skyscraper at 666 Fifth Avenue in Manhattan, a property owned by the Kushner family’s real estate company, according to the Times.Following these revelations, Kushner’s lawyer released a statement over the weekend that he is preparing to step down as CEO of Kushner Companies. While specifying no plans were final, attorney Jamie Gorelick said that Kushner “is committed to complying with federal ethics laws” and would also “divest substantial assets” and “recuse from particular matters that would have a direct and predictable effect on his remaining financial interests.”Since winning the presidential election, Trump has suggested that Kushner could be deployed as an envoy for Middle East peace. During a November interview with The Times, the incoming president said his son-in-law would be “very good at it.”“I mean he knows it so well. He knows the region, knows the people, knows the players,” he added.Kushner played a pivotal role on the campaign, advising Trump on a myriad of campaign matters, including his selection of a running mate. He also reportedly crafted the candidate’s speech to last year’s AIPAC Policy Conference. He has remained a trusted adviser during the transition, helping his father-in-law choose his nominees for cabinet posts. He was reportedly an advocate for selecting former Exxon Mobil CEO Rex Tillerson to be the next secretary of state.Ivanka has said publicly she will not take any formal role in the administration.

Trump battles Streep as Cabinet picks prepare for grilling-The Canadian Press-YAHOONEWS-January 9, 2017

NEW YORK — Donald Trump and his Cabinet picks are preparing to face public questioning over their business conflicts, their approach to Russia and other issues during a critical week of confirmation hearings and the president-elect's first news conference in nearly six months.Trump plunged Monday into another fight with a high-profile critic, this time in a three-part tweet responding to actress Meryl Streep's denunciation of him from the stage of the Golden Globe awards.Trump called the Academy Award winner who had supported Democrat Hillary Clinton "one of the most over-rated actresses in Hollywood" and "a Hillary flunky who lost big."Bigger issues await the president-elect and at least nine of his Cabinet and other nominees this week. He becomes the nation's 45th president on Jan. 20.His nominees to be the nation's top diplomat, lead law enforcement officer and head of homeland security are among at least nine picks set to parade before Senate committees beginning Tuesday. A day later, Trump faces reporters about how he'll disentangle his global empire from his administration, and more. Trump has pledged to step away from the Trump Organization during his time in office, but has yet to say specifically how he will do that.Perhaps the most pressing issue is how Trump responds to the U.S. intelligence community's briefing Friday on its conclusion that Russia meddled in the election to help him become president.Trump's incoming chief of staff, Reince Priebus, said Sunday that Trump indeed has accepted that Russia was responsible for the hacking, which targeted the Democratic National Committee and a top aide to former rival Hillary Clinton."He's not denying that entities in Russia were behind this particular campaign," Priebus said in an appearance on a Sunday television news show.Intelligence officials allege that Moscow directed a series of hacks in order to help Trump win the White House in the race against Clinton. Trump has expressed skepticism about Russia's role and declined to say whether he agrees that the meddling was done on his behalf. He's also said improving relations with Russia would be a good thing and that only "stupid" people would disagree."My suspicion is these hopes will be dashed pretty quickly," said Senate Republican Leader Mitch McConnell of Kentucky. "The Russians are clearly a big adversary. And they demonstrated it by trying to mess around in our election."An unclassified version of a report presented to Trump last week directly tied Russian President Vladimir Putin to election meddling and said that Moscow had a "clear preference" for Trump over Clinton. Trump and his allies have bristled at any implication that the meddling helped him win the election. He won the Electoral College vote with 306 votes, well over the 270 votes required to become president. The comments come ahead of a consequential week for Trump and his Cabinet picks.Democrats complain the schedule is rushed. The government ethics office says it hasn't received even draft financial disclosure reports for some of the nominees set to appear before Congress this week. Many are wealthy businessmen who have never held public office.Trump's nominees, meanwhile, have been going through extensive preparation in the days leading up to the hearings. Transition officials said Sunday they've spent more than 70 hours participating in full-blown mock hearings, with volunteers playing the role of senators asking questions.___Kellman reported from Washington. Associated Press writer Vivian Salama in Washington contributed to this report.___This story has been corrected to show that news conference will be Trump's first in six months, not three.Jill Colvin And Laurie Kellman, The Associated Press.

Opinion-How the EU can thrive in the time of Trump-By MATTI MAASIKAS-JAN 9,17-EUOBSERVER

Tallinn, Today, 11:30-The eurozone crisis, and the migration crisis that followed in 2015, shook the foundations of European integration to the core. After the so-called Brexit vote in the United Kingdom on 23 June, people started asking existential questions about the survival of the EU. When the citizens of a member state decide to leave the Union, we really cannot continue pretending that everything is all well and good.To solve the situation, the leaders of the 27 member states chose a method that has been used in the EU before – they declared a so-called reflection period at the informal summit held in Bratislava on 16 September. They reaffirmed the desire to move forward together. Indeed, support for the EU did increase in most, if not all, of the 27 member states in July. The 27 countries should come up with a new, convincing vision of the future by the end of March 2017 for the 60th anniversary of the Treaty of Rome, which laid the foundation for the EU.To achieve this vision, the concerns and needs of citizens must be the centre of our action. People are scared of the threats of migration and terrorism, they miss the feeling of safety, which the EU and its member states can provide, especially if they manage to maintain control of its external borders and succeeds in improving cooperation in the fight against terrorism.Economic security has improved a little in comparison to the peak of the euro crisis, but more needs to be done, in particular improving the single market. However, the concerns of the people have deeper roots and cannot be healed by a few decisions taken in Brussels. These concerns include globalisation, job security, migration, sovereignty and corruption.-The EU is resilient enough-History never repeats itself. However, we can see some similarities between the fears and concerns of the 1920s and 1930s following the First World War, which ended the previous period of globalisation, and the present day.The victory march of globalisation has stopped and entered a slowdown stage, of which the extent and duration are impossible to forecast. The idea of restoring borders between states and continents is increasingly more popular, at least in democratic Western countries. The anti-globalists are sensing their strength and have targeted the EU; for the EU with its free cross-border movement of goods, capital, services and people is the most authentic manifestation of globalisation on the European continent. For decades, integration was a mostly positive phenomenon for European citizens. When problems occurred, stating that we were looking for a Europe-wide solution was usually accepted by the people. These days are gone and Brussels is now painted as the source of problems, not solutions. The near future of the EU will probably be determined by the following trends: insecurity about the relationship with its most important strategic ally, the US; a painful adaption to 27 member states; strong anti-EU pressure on governments; the political impossibility of major integration steps; and the weakening of solidarity among members. This makes achieving the goals of the Bratislava Declaration very difficult. Fortunately, as proven by the management of past crises, the EU is resilient enough to not let the political capital invested in the European project over generations go down the drain.-Listen to national concerns-All repairs begin with the acknowledgement of the problem. Let us suppose that the leaders of the 27 EU member states have done this with the Bratislava Declaration and the repairs can start.First, national political elites must find the courage to explain the importance of EU membership and its positive aspects with the same conviction, or passion, as the opponents. If not, then… the fate of David Cameron should serve as a warning.Second, everyone, including the EU institutions in Brussels, has to understand that the slogan “we will look for a Europe-wide solution” does not do the trick anymore. This means that the European Commission and the European Parliament have to listen to the national concerns with a particularly sensitive ear.Third, those, who would like to take advantage of the exit of the United Kingdom have to accept that the time is not right for new integration steps.Fourth, we must do everything we can to restore solidarity between member states. In addition to managing the current crises this probably also means a more nuanced interpretation of EU rules. Brussels cannot risk breeding even more tension. Restoring solidarity also means reviewing and interpreting these rules together, this means an honest discussion on the lessons learnt from the migration crisis between all member states.-Prepare for Trumpworld-Fifth, we must prepare ourselves for the so-called Trumpworld, a situation where the commitment of the US to the European continent may weaken. Nobody is realistically working towards the establishment of a European army, but strengthening of EU defence cooperation is on the table and it merits support. The EU will certainly have to take a fresh look at its enlargement and neighbourhood policies.Sixth, trade. Agreements between major trade powers focus less on lowering tariffs (there isn’t much left to do), and more on the creation of standards, a regulative environment. It remains to be seen whether the US as the biggest economy in the world will pull itself out of this process. But while the US is reflecting, the leaders of the EU should use the time for a new, honest discussion on globalisation with its citizens and for negotiations with other partners. Work on the agreement with Japan has recently progressed well. Now for the seventh and last point. Big crises have the potential to change balances within the EU. In some sense, the departure of the UK gives more weight to the German-French engine that lost some of its momentum after the big enlargement of 2004. But smaller member states will have an ever bigger role to play for the future of our Union. Responsible action for the common good, for our common Union strengthened by solidarity is a must for all of us, big or small.Matti Maasikas is deputy foreign minister of Estonia, which takes over the presidency of the European Council in July.

Five Star seeks to join pro-EU liberal MEPs By Nikolaj Nielsen-JAN 9,17-EUOBSERVER

BRUSSELS, Today, 09:22-Followers of Italy's most popular party are set to vote online on whether to join the European parliament's liberal and pro-EU Alde party. The vote follows a surprise announcement on Sunday (8 January) by the founder of the 5-Star Movement (M5S), Beppe Grillo, that he wanted to pull out of the eurosceptic Europe of Freedom and Direct Democracy (EFDD).The anti-establishment party arrived at the European Parliament in 2014 with 17 MEPs, with an aim, among others, to have Italy leave the euro.It joined the EFDD, which counts Nigel Farage's Ukip among its leading members. It had also, at the time, attempted to join the Greens but was rejected.-Ukip gets dumped-But Grillo in his blog on Sunday said it was time to leave the EFDD because Farage had achieved his ambition for the UK to exit the EU."Farage has already abandoned the leadership of his party and British MEPs will leave the European parliament in the next legislature. Until then, our British colleagues will be focused on developing the choices that will determine the UK’s political future," Grillo wrote.Grillo said it was pointless to remain part of a group without a "common political objective". He also noted the Five Star and Ukip had voted with each other only 20 percent of the time since 2014.But his desire to join the liberal group headed by pro-EU federalist Guy Verhofstadt is a surprise to many of his supporters, including Farage. The former Ukip leader, in a statement, described the move as "completely illogical" and said the Italian party was not likely survive with the liberals.Verhofstadt, a former Belgian prime minister and keen supporter of the euro, is now campaigning to become the president of the European Parliament. An alliance with Five Star would make Alde the third largest in the parliament, after the centre-right EPP and the centre-left Socialists. Alde currently has 68 MEPs."This means that in many cases we would hold the balance of power," said Grillo. It would also make the EFDD the smallest group.Five Star and Alde have voted together more than 50 percent of the time, according to Votewatch Europe, a Brussels-based NGO. The two diverge the most on issues linked to trade and the economy.Verhofstadt and Grillo are expected to talk on Monday, and the Alde group to discuss Five Star's bid to join later in the afternoon.

They raped us; they killed our men': Psychologist helps Yazidi women recover from trauma of ISIS captivity-CBC-YAHOONEWS-January 9, 2017

Lodged in the memory of psychologist Dr. Jan Ilhan Kizilhan are the stories of 1,400 girls and women who were once enslaved by ISIS.The German trauma expert personally interviewed each of them, hearing countless stories of torture and rape. It was, by any measure, a grim and daunting undertaking. All were Yazidis, a long-persecuted minority. One of the youngest was just eight years old."She was, for 10 months, in the hands of the [Islamic State in Iraq and Syria] and was raped hundreds of times," said Kizilhan, 51, a German psychologist and professor with Kurdish roots. But he couldn't help all the women. His agonizing task was to assist German officials who travelled with him to northern Iraq to choose which of the women would have the life-altering opportunity to move to Germany for treatment.Even as the rest of Germany grappled with accommodating a million asylum seekers in 2015, the government of Baden-Wurttemberg state had unilaterally committed to bringing traumatized Yazidi women and providing them with therapy and housing.Under a special program, several hundred women and their families — 1,100 people in all — were ultimately airlifted over a year for a rare chance at recovery from hellish post-traumatic stress disorder (PTSD).They live in more than 20 secret shelters across the state. As therapist to many of them now, Kizilhan's task has only grown in enormity: not just helping them overcome deep trauma, but also restoring the women's faith in humanity."In this case," he explained, "people lost their trust in humanity, and psychotherapy means to give the feeling 'yes, we have some cruel, evil persons, but the world is not all evil.'"Unsurprisingly, that is a hard sell among the women.Ask Farida Khalaf. She was a schoolgirl when ISIS fighters descended on her village on Aug. 15, 2013. They killed the men and took the women away, the younger among them to be bought and sold and appallingly abused. In the process Khalaf lost her father, older brother, friends, and the quiet life she knew. Her four-month odyssey in the hands of several ISIS operatives took her to the heart of their territory: Raqqa, Syria. Where, despite repeatedly resisting, she was raped."We used to wash their clothes and do everything for them. We were slaves for them," she said. She often refused their demands and suffered for it — once beaten so badly she lost sight in one eye and couldn't walk for two months. After several attempts to escape, she made it back to northern Iraq where most of her village's survivors — including, it turned out, her little brother — were then living in refugee camps.Khalaf, now 20, was among the women chosen to settle in Baden-Wurttemburg, with her mother and brother. They live in a secret shelter on a quiet street, embedded among other nondescript German homes.-No longer exists-When we visited (on condition its location be kept secret), the home was buzzing with the sounds of lunch preparations and children playing.Khalaf's clinical retelling of a story that involved several attempts at suicide is devoid of emotion — until she speaks of home, a village that no longer exists. Its name, Kocho, is tattooed on her hand."Even now when I try, I can't smile with my whole heart," she said in an interview."They raped us, they killed our men, and did all that only because we are Yazidis."-Demanded conversion-Yazidis are ethnic Kurds living mostly in northern Iraq. Their religion borrows elements of Christianity, Islam and Zoroastrianism.ISIS extremists saw Yazidis as devil worshippers, and when they invaded, they demanded the Yazidis convert. The Yazidis refused. Thousands were killed and displaced, prompting an international bombing campaign that has yet to entirely stamp out ISIS.In acts of symbolic support, the UN and recently Canada, declared the events acts of genocide. Canada committed to taking in some of the traumatized women, but Ottawa has yet to announce details. There are estimates that as many as 3,400 Yazidi women remain in ISIS captivity. Hundreds more languish in refugee camps with the stigma of having been enslaved — and without psychological treatment."I myself documented about 60 cases of women who committed suicide," said Kizilhan, who spent 20 years researching in Northern Iraq."We shouldn't forget they belong to a patriarchal society: cases of honour and dishonour, and they will not have the feeling [of being] accepted by this society."Despite that, several survivors now in Germany, including Khalaf, are telling their stories publicly in an effort to help save some of those left behind.Nadia Murad, one of the most outspoken, called on Canada to take in as many women and families possible, to help build a sustainable community."It is unacceptable for a woman to be rescued from captivity from ISIS to come and not have a place to live, to be put in refugee camps," she said in an interview. Those refugee camps are where Kizilhan's original, agonizing interviews took place. The women had to meet three criteria:- They had once been held by ISIS.- They suffered psychological and medical consequences.- The state had the know-how to treat them.Part of the state's plan included training psychologists and interpreters. But how can anyone overcome such deep trauma? Are the women treatable? Kizilhan says yes — but only if they can leave the camps of northern Iraq behind."In Germany they have security. We can give them orientation and stabilization … and if you don't have that, you can't start treatment."The main idea of treatment is not to [teach] them how to forget it. It's a part of their lives."But they can be taught to overcome their trauma, he says, perhaps in as little as two to three years.Kizilhan says they are making progress.Khalaf is recovering and has written a book. She has learned to tell her story in German. There hasn't been a single case of suicide among the women."They are motivated to survive," says Kizilhan, because they've been rescued."This for me, also as a psychotherapist, is very important. They should know that they are not alone … we will stand behind them."

Iraq special forces advance in east Mosul, close to linking with army-[Reuters]-By Stephen Kalin and Isabel Coles-YAHOONEWS-January 9, 2017

MOSUL, Iraq (Reuters) - Iraqi special forces made further advances against Islamic State in Mosul on Monday, pushing militants from another eastern district and edging closer to army units nearby, officers in the city said. The Counter Terrorism Service (CTS) said it was working to seize areas overlooking Mosul University in the city's northeast, after taking over a nearby district. The ground troops and a U.S.-led coalition backing them launched rockets and air strikes against the militants, who responded with mortars and sniper fire. Residents trickled out of the conflict zone but many also returned to their homes in areas retaken from Islamic State in recent days. The latest advances brought more of eastern Mosul under Iraqi forces' control a day after elite units reached the Tigris river, as the U.S.-backed offensive to drive Islamic State from its last major stronghold in the country pressed ahead with renewed vigor.Reaching the river, which runs through the center of the northern city where up to 1.5 million people are still thought to be living, will allow Iraqi forces to begin assaults on western districts still under Islamic State's full control. The jihadists have fought back fiercely with suicide car bombs and snipers. Using a network of tunnels and operating close to Mosul's civilian population, they slowed Iraqi advances in November and December. They have also killed dozens of Iraqis in attacks in Baghdad and other cities as it comes under increased pressure."The Baladiyat neighborhood is done (recaptured) and Sukkar should be done before nightfall," Major-General Sami al-Aradi of the CTS told a Reuters reporter in Mosul."This area is very important because it overlooks the university (which) is a central district ... If it falls we will control the forests, the presidential palaces and the eastern bank of the Tigris," he said.Askari said Islamic State has used the university's laboratories to make biological weapons and store chemicals. The United Nations has said insurgents seized nuclear materials used for scientific research at the facility when they overran a third of Iraq in 2014.Though the materials were not thought to be weapons grade, Islamic State has repeatedly launched rockets containing mustard agents at Iraqi and Kurdish forces.-JOINING FLANKS-The CTS were also close to linking up nearby with the army, which has slowly encroached from the city's northern outskirts, a commander in a regular army unit said."They will soon liberate other areas and hopefully finish the eastern side ... God willing, we will soon announce the liberation of the entire eastern side from Daesh (Islamic State)," Major-General Najm al-Jubbouri told another Reuters reporter in the al-Hadba apartments complex on the city's northern edge.Soldiers posed for photos with black Islamic State flags, and the corpses of several Islamic State fighters could be seen. There were signs that fierce fighting still raged in parts of the complex, however. Islamic State fighters had carried out four to five suicide car bomb attacks in the area since Friday, several officers said.Monday's advances also consolidated Iraqi forces' control of several districts close to the ruins of the ancient Assyrian city of Nineveh, east of the river.CTS forces reached the east bank of the Tigris in an area further south on Sunday, an advance which will eventually enable them to begin assaults on the city's west. The offensive against the group, which began in October, stalled last month but has regained momentum in the last week.Recapturing Mosul after more than two years of Islamic State rule would probably spell the end of the Iraqi wing of the group's self-declared caliphate, which spans areas of Iraq and Syria.(Additional reporting by Ahmed Rasheed.; Writing by John Davison; Editing by Tom Heneghan)

Dylann Roof puts up no defence against death penalty-The Canadian Press-YAHOONEWS-January 9, 2017

CHARLESTON, S.C. — After four days of testimony, prosecutors rested their death penalty case Monday against convicted Charleston church shooter Dylann Roof, calling more than two dozen people during the trial's penalty phase. Most of the testimony consisted of heartwarming stories about each of the nine people Roof killed in the 2015 attack at Emanuel AME Church. Witnesses also talked about the heartrending tales of loss in the wake of the deaths.Roof, 22, was convicted last month on 33 federal charges, including hate crimes and obstruction of religion. The same jury that found him guilty has been back in court this month, tasked with deciding if he gets the death penalty or life in prison. As he promised earlier in the trial, Roof — who is representing himself — rested his case without calling witnesses or presenting any evidence on his own behalf.Jennifer Pinckney was the government's first witness, testifying about the life of her husband, church pastor and state Sen. Clementa Pinckney. She also spoke about the harrowing minutes she spent huddled underneath a desk with her youngest daughter as shots rang out in the next room, unsure if the shooter was coming her way.Survivor Felicia Sanders, who also gave powerful testimony during the guilt phase of Roof's trial, wrapped up prosecutors' case at sentencing, talking about her creative, 26-year-old son, the youngest victim, and his commitment to his faith and Emanuel."That night they were getting basic instruction before leaving Earth," Sanders said. "I did not know that was going to be the life of them."U.S. District Judge Richard Gergel says he expects jurors to begin deliberating as early as Tuesday. Later Monday afternoon, Roof, prosecutors and the judge were expected to hash out the jury charge, a set of instructions on the law jurors will receive before they start their discussions.___Kinnard can be reached at http://twitter.com/MegKinnardAP . Airport shooting suspect makes initial court appearance-The Canadian Press-YAHOONEWS-January 9, 2017

FORT LAUDERDALE, Fla. — The Iraq war veteran held in the fatal shooting of five people inside Fort Lauderdale's airport answered questions in a clear voice Monday as he was appointed public defenders and told he could face the death penalty.Esteban Santiago, 26, appeared before U.S. Magistrate Judge Alicia Valle, who ordered him held until his next hearings.Shackled in a red jumpsuit in the heavily guarded federal courtroom, Santiago answered mostly yes or no to questions, and told the judge he understands the charges, which include committing violence against people at an international airport resulting in death, and two firearms offences .She told him the death penalty could apply."We are telling you the maximum penalty allowed by law so that you understand the seriousness of the charges," the judge said.He said he had been in the Army, where he made about $15,000 a year. He mentioned expenses including $560 in monthly rent, plus phone and other utility bills. He said he owns no property and doesn't have a vehicle. He said he had worked for a security company, Signal 88, in Anchorage, Alaska, until November, making $2,100 a month, but currently only had $5 to $10 in the bank.Valle set a detention hearing for Jan. 17, followed by an arraignment for entering a plea for Jan. 23.More than a dozen officers kept watch outside the courthouse, carrying rifles and wearing bulletproof vests. There were also mounted police and K-9 units.Santiago has been in custody since Friday's shooting at Fort Lauderdale-Hollywood International Airport. The FBI said Santiago flew on a one-way ticket aboard a Delta flight from Anchorage to Fort Lauderdale. The 11 1/2 -hour flight has a 2 1/2 -hour layover in Minneapolis, one of the longest itineraries within the U.S.He checked a single piece of luggage: a gun box for his Walther 9 mm semi-automatic pistol and two magazines of ammunition, according to an FBI affidavit. Agents say he retrieved the box in baggage claim and loaded his weapon in a bathroom stall before opening fire on fellow passengers, killing five and wounding six others. In November, Santiago walked into an FBI field office in Alaska with a handgun and his infant child, saying the U.S. government was controlling his mind and forcing him to watch Islamic State group videos, authorities said.Officers seized the weapon and local officers took him to get a mental health evaluation. His girlfriend picked up the child. On Dec. 8, the gun was returned to Santiago. Authorities wouldn't say if it was the same gun used in the airport attack.Curt Anderson, The Associated Press.

Interpol says 10,000th victim of child sex abuse rescued-[AFP]-Pierre Pratabuy-YAHOONEWS-January 9, 2017

Lyon (AFP) - Less than seven years after Interpol set up its International Child Sexual Exploitation database, the global crime buster has identified and rescued a 10,000th child victim, it said Monday.Using the worldwide database, investigators analyse millions of images found on suspects' computers or spotted on the internet. The system's sophisticated software compares photos and videos, allowing investigators to identify abusers and locations."The scale of this crime is shocking, made worse by the fact that these images can be shared online globally at the touch of a button and can exist forever," said Interpol chief Juergen Stock."Each time an image or video clip is shared or viewed, the child is being re-victimised," he said.Analysis of the digital, visual and audio content of files is another way of finding clues, determining when cases overlap and pooling efforts to locate victims.Police services in 49 of Interpol's 190 member states are connected 24/7 to the ICSE database.- Clues in photos -In June 2015, a man in his 40s was arrested in the southwestern French town of Ariege after he posted pornographic pictures of his 10-year-old niece on the internet. His detention was triggered on the other side of the world where New Zealand police had just entered the photos into the Interpol database after infiltrating a discussion forum. That step allowed their French colleagues to determine the same day that the images came from Ariege, by spotting in the background a French shampoo logo and the uniform of the local firefighting service. In another case, British police were able to rescue a child and arrest his suspected abuser only 10 hours after Australian police uploaded images to the ICSE database. But Stock warned: “Whilst we are pleased to have assisted law enforcement around the world... this is just the tip of the iceberg."Saying "more can still be done," he urged the private sector and the public to play a greater role in tracking down abusers. The trafficking of child pornography, which existed long before the internet, grew exponentially in the 1990s as the internet expanded, an official of the ICSE told AFP."No country is spared" from the scourge, said the official, a French woman who requested anonymity."In more than 95 percent of cases, the abuser is part of the victim's entourage," she said."Sometimes you see children growing up in the pictures, without being able to find them. But sometimes you can find them in less than 24 hours.".

Deputy FM: Terror attack is Palestinian response to Paris peace conference-Ministers condemn truck-ramming, call for war on terror; Jerusalem mayor urges Israelis to remain defiant in the face of attacks-By Times of Israel staff January 8, 2017, 4:35 pm

A terrorist truck-ramming in Jerusalem that left four soldiers dead was inspired by the upcoming Paris peace conference, Deputy Foreign Minister Tzipi Hotovely said Sunday, lashing out at the international community in the wake of the attack.Hotovely, a hawk from Prime Minister Benjamin Netanyahu’s Likud party, said the attack, in which an East Jerusalem man drove his truck into a group of soldiers, was proof the Palestinians were not interested in peace.“The world has received a clear answer from the Palestinians to the peace conference coming up in Paris: More terror,” Hotovely said. “I again call on the international community to demand an end to terror and the industry of education toward it.”Paris is slated next week to host an international conference aimed at establishing Israeli-Palestinian peace talks. Israel, which only backs bilateral peace talks, has said it will not attend and panned the summit as a misguided effort.Hotovely’s comments came after an East Jerusalem resident rammed a truck into a group of soldiers on a promenade in the Armon Hanatziv neighborhood of Jerusalem, killing at least four of them and injuring 16 more.Police described the incident as a terror attack. The incident broke a spell of calm for the capital after it was wracked a year ago by a spate of stabbings, shootings and car-ramming attacks. In response, Jerusalem Mayor Nir Barkat called on Israelis to remain defiant in the face of terror.“Those who incite and inflame and those who support terror must pay a heavy price,” Barkat said in a statement. “I call on all the residents of Jerusalem and the country to continue their lives as usual and to not let terror win.”Education Minister Naftali Bennett, in an interview with CNN about the attack, said, “Terror is terror is terror. In Belgium, the US, or Armon Hanatziv.”The sentiment was echoed by Culture Minister Miri Regev, who wrote on Twitter that “in the renewed Muslim terror there is no difference between the residents of East Jerusalem or Ramallah or Tehran. There is also no difference between live weapons or a truck or a knife.”Yair Lapid, leader of the opposition Yesh Aitd party, called for an “uncompromising war on terror.”“We need to let the security forces continue their work without hindrance and to restore quiet to the capital,” he wrote on Facebook.Local dignitaries from the international community also condemned the attack. No group claimed responibility for the assault, but the Hamas terror organization praised it as “heroic.”Hamas spokesman Hazaem Qassem lauded the attack on his Facebook page, saying, “These operations demonstrate that all attempts to bypass the resistance or to thwart it will fail every time.”“The continuous operations in the West Bank and Jerusalem prove that the Jerusalem Intifada is not an isolated event, but rather a decision by the Palestinian people to revolt until it attains its freedom and liberation from the Israeli occupation.”The driver of the truck was identified as Fadi al-Qanbar, a resident of the capital’s Jabel Mukaber neighborhood, according to Arab media. The soldiers were visiting the capital as part of the army’s “Culture Sundays,” in which troops are taken to important historical and national sites at the beginning of the week.Palestinian assailants have used vehicle rammings as a method for terror attacks for years, and the method seemed to have been adopted by European jihadists in recent months, including in an attack in Berlin last month that left 12 dead, including an Israeli woman. The Haas-Sherover Promenade is a southern location that offers a panoramic view over Jerusalem and the Old City. In May two elderly women were stabbed and moderately injured in a park below the promenade in what police said was a terror attack.

Abbas to Israelis: Peace will ultimately come through dialogue, not UN-In meeting with hundreds of activists and academics in Ramallah, PA president rails at critics of resolution on settlements-By Dov Lieber January 5, 2017, 11:59 pm-THE TIMES OF ISRAEL

RAMALLAH — In a meeting with hundreds of Israeli activists, writers and academics at the Palestinian Authority’s headquarters in Ramallah, PA President Mahmoud Abbas said Thursday that peace won’t be achieved via the UN, but ultimately only though dialogue.“The truth is we didn’t need UN resolution 2334,” Abbas said. “It is enough for us to talk in order to get to peace. The only way is for us to live together in this land for peace.”The December 23 Security Council resolution lambasted Israeli settlements, branded them illegal, and called on all states “to distinguish, in their relevant dealings, between the territory of the State of Israel and the territories occupied since 1967.” Israel fears such language could lead to an uptick in boycott and sanctions efforts, and Israeli officials have warned it will provide “a tailwind for terror.”The measure was met with a flurry of furious condemnations from Jerusalem, with politicians issuing scathing criticisms of the countries that pushed for and supported the “anti-Israel” measure, as well as at the Obama administration for withholding its veto power, allowing the resolution to pass. Senior officials, among them Prime Minister Benjamin Netanyahu, accused the White House of covertly authoring and shepherding the resolution. But Abbas railed at Israeli officials who criticized the resolution, saying, “It is not against Israel, but only against the settlements… It calls for supporting a two-state solution and ending settlement construction. Who can oppose that? That is why everyone supported it.”Speaking to the crowd of Israelis, who were bused in from all around Israel with the help of the PA’s Committee for Interaction with Israeli Society, Abbas was adamant that his government opposes violence.“We do not believe in violence or radicalism, and we will never believe in it,” he said. “Only a small portion of Israelis don’t want peace. We will convince them through peaceful means and no other way.”Sitting next to Abbas throughout much of the night was former Israeli lawmaker and prominent peace activist Uri Avnery.Abbas said the two of them have been friends for 35 years, since Avnery met the PA leader in Tunisia during, where the Palestine Liberation Organization’s leadership headquartered after it was expelled from Lebanon in 1982.The 91-year-old Avnery told that crowd that when he first met former PLO chairman Yasser Arafat, also in Tunisia, Arafat told him, “If you want to talk peace, go speak to [Abbas].”Since the 1970s, Abbas has been involved in dialogue with Israelis.“We must not tarry (in making peace),” Abbas, 81, said during his speech. “I want to have peace before me and Avnery die.”Abbas made clear that he was especially appreciative of the French, and especially President Francis Hollande, for putting a peace initiative together. Later this month, Paris is set to host a conference to establish clear terms of reference for any future Israeli-Palestinian peace talks. Some 70 nations are expected to attend, although Israel and the Palestinians will not be participating. Many of the Israelis who attended the event said they went specifically to support Abbas’s acceptance of the French initiative, and to show that there is a partner with whom he can talk peace in Israel.Michal Brami, 70, an Israeli social activist, told The Times of Israel she decided to go “so that when Abbas goes to Paris, he will know that there is an Israeli side that wants peace.”She added, “My husband fought in a few wars, and so did my son. I don’t want my grandchildren to have to do the same. Wars happen when the conversation is silenced.”At the end of the event, Abbas was photographed with the different groups of Israelis who went to the event, including an Iraqi-Jewish group and a contingent of bereaved Israeli families.Just as he was leaving the hall surrounded by security, one elderly Israeli woman cried out in Hebrew that she had waited to take a picture with him.Abbas stopped the whole protection cadre, embraced the woman and smiled for a photo before being swept from the hall.

As links to Berlin, Nice seen, Netanyahu says truck attacker was IS supporter-Terrorist who killed four Israelis and injured 16 shot dead by security forces and armed civilian; victims identified as cadets in IDF’s officer’s training course; closure placed on Jabel Mukaber-By Raoul Wootliff and Judah Ari Gross January 8, 2017, 1:33 pm-THE TIMES OF ISRAEL

17:02-Netanyahu: Attacker was IS supporter-Visiting the scene of the terror attack, Prime Minister Benjamin Netanyahu says “all signs point to the attacker being an Islamic State supporter,” linking the ramming to similar attacks in Europe.“We know that we have here a series of attacks, and there could be a link between them, from France to Berlin, and now Jerusalem,” he says. The attacker has been identified in media as Fadi al-Qanbar, a resident of the East Jerusalem neighborhood of Jabel Mukaber, near the attack site.“We’ve placed a closure on Jabel Mukaber, the neighborhood he came from, and we are carrying out other actions that I won’t detail here,” Netanyahu says, adding that he had come from a meeting with Defense Minister Avigdor Liberman, IDF chief Gadi Eisenkot and other top security officials.16:51-IDF investigating soldiers’ ‘hesitant’ response to terror attack-Head of the IDF’s officers’ training school finds “at least two” of his cadets shot at the terrorist who rammed his truck into a group of soldiers in East Jerusalem, amid reports that the troops hesitated to respond or failed to entirely.Col. Yaniv Alaluf, who commands the officers’ training course, visited the scene of the attack in order to conduct a preliminary investigation into the truck-ramming, in which four soldiers were killed and more than a dozen were injured. The soldiers were noncombat cadets in Alaluf’s course, in Jerusalem as part of a cultural tour with the army.A civilian tour guide who was with the soldiers and also shot at the terrorist said he felt the troops had “hesitated” during the attack and blamed the recent “Hebron shooting” case for their pause.Alaluf’s initial findings show that at least two soldiers opened fire at the attacker “from a close distance,” the army says. The IDF will continue to investigate the incident “in depth,” the army says in a statement.16:44-Envoy to UN calls on Security Council to condemn attack-Israel’s envoy to the UN Danny Danon says the attack is the “direct result of Palestinian incitement,” and calls on UN chief Antonio Guterres and the UN Security Council to condemn the incident. He also draws a direct line between the Jerusalem attack and truck rammings in Berlin, Germany, and Nice, France, linking them via “murderous Islamic terror.”16:36-Doctors still trying to stabilize terror victim in ICU-Aviv Hovav, the assistant director of MDA, says rescuers arriving at the terror attack were met by a scene much worse than the stabbing attacks that occurred at a high frequency a year ago.“When MDA personnel arrived on the scene there were four people trapped under the vehicle and rest were spread out on the ground,” he says. “The scene was much more difficult than recent stabbing incidents, which were more focused in scope.”He compared the incident to a spate of attacks in Jerusalem several years ago in which construction equipment was used as a weapon.Dr. Ofer Merin, at Shaare Zedek medical center, says a young woman in intensive care has not yet been stabilized. He says she will undergo a number of procedures in the coming hours in an attempt to save her.Four other victims have lacerations and broken bones, he says.— Renee Ghert-Zand-16:31-Herzog says Berlin, Nice truck-rammings inspired Sunday’s attack-Opposition chief Isaac Herzog says the terror attack in Berlin last month and Nice earlier this year likely inspired today’s attacker.“I have no doubt that the truck-ramming attacks that we’ve seen in recent months abroad influenced this vile terrorist’s murder weapon decision,” Herzog says in a statement. The opposition leader praises the soldiers and civilian who shot the terrorist as he carried out the attack and sent condolences to the families of the victims.“Jerusalem is branded by terror attacks. [But] Jerusalem will always overcome the terror,” Herzog says.16:18-Hamas welcomes Jerusalem terror attack, but doesn’t take credit-In an official press release on its website, the Gaza-based terror group Hamas says it “welcomes” the ramming attack in Jerusalem, but does not claim responsibility.Hamas spokesperson Fawzi Barohoum says Hamas “welcomes the brave and heroic operation in Jerusalem,” calling it a “natural reaction to the Israeli crimes and violations against our people, land and holy sites.”16:17-Father of Jerusalem terrorist arrested — Arab media-Police arrest the father of the East Jerusalem man who plowed his truck into a group of soldiers, killing four of them and injuring more than a dozen, Arab media reports. The terrorist, identified by Palestinian sources as Fadi al-Qanbar from Jabel Mukaber, drove his truck into the group of soldiers, who were in the capital on a cultural trip with the army.Shortly after the attack, a large number of police vehicles and officers clad in body armor entered the East Jerusalem neighborhood.According to Arabic media, al-Qanbar was 28 years old and married, with one son. He had previously served time in Israeli prison.During the attack, an armed civilian and some of the soldiers shot and killed him.16:03-Netanyahu arrives at scene of Jerusalem terror attack-Prime Minister Benjamin Netanyahu arrives at the scene of a terror attack in Jerusalem in which four soldiers were killed and more than a dozen people were injured.Under heavy guard, Netanyahu and Defense Minister Avigdor Liberman tour the scene of the attack, speaking with security personnel on the ground. The security cabinet is slated to meet at 5:30 p.m. in light of the attack.15:39-Jerusalem police flood terrorist’s neighborhood-Heavily armed police officers enter Jabel Mukaber in East Jerusalem, the neighborhood where the terrorist who plowed his truck into a group of soldiers lived, according to Arab media.Videos shared on social media from Jabel Mukaber show numerous police vehicles and officers clad in body armor entering the Arab neighborhood.Shortly after the attack, the driver was identified as Fadi al-Qanbar, a resident of the neighborhood.Al-Qanbar’s family is particularly well known in Jabel Mukaber. Kerry warns Trump: Moving US embassy would cause regional ‘explosion’-Outgoing US secretary of state says relocation would also hurt Israel’s relations with Egypt and Jordan; PA instructs mosques to preach against move-By Times of Israel staff January 7, 2017, 5:06 pm

Moving the US Embassy in Israel to Jerusalem would cause “an explosion” in the region and have a detrimental effect on Israel’s relationships with Jordan and Egypt, outgoing US Secretary of State John Kerry said over the weekend. In an interview with CBS News on Friday, Kerry said the move promised by President-elect Donald Trump would cause “an explosion, an absolute explosion in the region, not just in the West Bank, and perhaps even in Israel itself, but throughout the region.”It would also “have profound impact on the readiness of Jordan and Egypt to be able to be supportive and engaged with Israel as they are today,” he warned.Kerry also said any alternative to the two-state solution “would be extraordinarily dangerous for Israel, our friend… The simple reality is you cannot be unitary — one state — with more non-Jews than Jews and remain a democracy or a Jewish state. It’s impossible. You can’t do it.”Trump and his team have spoken repeatedly of his intention to relocate the embassy to Israel’s capital, leading to wall-to-wall condemnations from Palestinian leaders. On Friday the issue was the chief subject of religious sermons throughout the West Bank, with Palestinian Authority leadership instructing mosques it controls to focus on the matter, Israel Radio reported.Official Palestinian television also broadcast excerpts from several such sermons, in which clerics urged their followers to wake up to the danger. One warned relocating the embassy would be an attack on the Muslim faith and against history. Another said it was an assault on Islam’s holy place and on Jerusalem’s Al-Aqsa Mosque.Meanwhile top Palestinian negotiator Saeb Erekat said PA leaders remained willing to meet their Israeli counterparts for direct talks in Moscow, as reportedly suggested late last year by Russian President Vladimir Putin.Erekat claimed PA President Mahmoud Abbas had agreed to such a meeting, but said Putin’s offer had been rebuffed by Israeli Prime Minister Benjamin Netanyahu. On Friday Abbas warned Trump not to move the embassy. He invited Trump to visit the Palestinian territories, but also said: “We call on you not to implement your statement… because we consider it as an aggressive statement, when you say you want to move the embassy to Jerusalem.”The PA president said moving the embassy would throw the peace process into a crisis it would not necessarily overcome, according to Israel Radio. The Palestinians claim East Jerusalem as their intended capital. An American decision to move the US Embassy from Tel Aviv to Jerusalem would signal US acceptance of Jerusalem as Israel’s capital. The status of Jerusalem is one of the core issues that would need to be resolved in Israeli-Palestinian negotiations on Palestinian statehood.Israel annexed East Jerusalem and the Old City after capturing the areas in the 1967 war. The UN Security Council last month branded all such land occupied Palestinian territory — a designation furiously rejected by Netanyahu, who ridiculed the notion that the Temple Mount and Western Wall could be defined in this way. The US abstained in the vote, allowing the resolution to pass, infuriating Israel, and drawing criticism from Trump.Abbas said Friday that any action that affects the status of Jerusalem would cross a red line and that the Palestinians would not put up with it.Palestinian negotiator Erekat said last month that he will resign, the peace process will be over for ever, the PLO will revoke its recognition of Israel and the US will be forced by Arab public opinion to close all its embassies in the Arab world if the Trump administration moves the embassy from Tel Aviv to Jerusalem. In a statement issued by the Trump transition team days earlier announcing David Friedman as Trump’s choice for ambassador to Israel, Friedman said he aimed to “strengthen the bond between our two countries and advance the cause of peace within the region,” and that he looked “forward to doing this from the US embassy in Israel’s eternal capital, Jerusalem.”Trump’s campaign manager Kellyanne Conway said on December 12 that moving the embassy “is very big priority for this president-elect, Donald Trump.” Conway told radio host Hugh Hewitt in a lengthy interview: “He made it very clear during the campaign, and as president-elect, I’ve heard him repeat it several times privately, if not publicly.”

US House passes motion repudiating UN resolution on Israel-Approved with vote of 342-80, House Resolution 11 calls Security Council’s anti-settlements measure a ‘one-sided’ obstacle to peace-By Eric Cortellessa January 6, 2017, 2:25 am-THE TIMES OF ISRAEL

WASHINGTON — The US House of Representatives passed a scathing rebuke Thursday night to a United Nations Security Council resolution the Obama administration allowed through last month that condemned Israeli settlements as illegal.House Resolution 11 declared the UN motion a “one-sided” effort that is an obstacle to peace, placing disproportionate blame on Israel for the continuation of the conflict and discouraging Palestinians from engaging in direct, bilateral negotiations.Passed by a vote of 342-80, the measure puts the lower chamber of Congress firmly against President Barack Obama’s decision to withhold the US veto power from shielding Israel against the censure. The UN resolution says the settlement enterprise “has no legal validity and constitutes a flagrant violation under international law” and calls for a complete end to all construction in areas Israel captured after the 1967 Six Day War, including East Jerusalem. It also calls on all states “to distinguish, in their relevant dealings, between the territory of the State of Israel and the territories occupied since 1967” — language that Israel fears will lead to a surge in boycott and sanctions efforts, and that an Israeli official warned would provide “a tailwind for terror.”The House resolution condemned that provision, saying it “effectively lends legitimacy to efforts by the Palestinian Authority to impose its own solution through international organizations and through unjustified boycotts or divestment campaigns against Israel.”Introduced by California Rep. Ed Royce (R) and New York Rep. Elliot Engel (D), the top two members of the House Foreign Affairs committee, the resolution was co-sponsored 105 other House members, including 31 Democrats.Using the same language that’s included in a complimentary Senate resolution introduced Wednesday, the House measure called for the Security Council resolution to be “repealed or fundamentally altered.”The House motion says its condemnation of the UN vote promotes the longstanding US support for a two-state solution, which it described as a “democratic, Jewish state of Israel and a demilitarized, democratic Palestinian state living side-by-side in peace and security.”The powerful pro-Israel lobbying group AIPAC lauded the resolution’s passage, which it had recently encouraged its activists to urge their representatives to support. The looming vote set off a fierce debate on the House floor throughout the day. Illinois Rep. Luis Guitierez opposed HR11, saying that as America prepares to inaugurate a “strongman” president, it was acquiescing to the “strongman” government of Israel.Other members spoke strongly in support of castigating the UN vote.House Speaker Paul Ryan said he was “stunned” by Obama’s decision to let it pass, while Democratic Rep. Ted Deutch of Florida repudiated the motion that, he said, “characterizes Jews praying at the Western Wall as violating international law while it ignores Palestinian terrorism, incitement to violence, and payments to families of terrorists.”The measure is likely to be followed by a similar resolution in the Senate, as well as other legislation designed to defund the United Nations over the vote.South Carolina Sen. Lindsey Graham said he would introduce such an initiative in December, as the measure was set to pass, and Texas Sen. Ted Cruz spoke on the Senate floor earlier Thursday in favor of that proposal.

France says no plans for UN resolution after peace confab-Days after Netanyahu warns of further measures at the Security Council, Paris official rebuffs rumors of secret proposal-By AFP and Times of Israel staff January 5, 2017, 11:03 pm

France is not secretly planning a UN Security Council resolution on the Israeli-Palestinian conflict after a major conference in Paris this month, the president of the French Senate said Thursday.Gerard Larcher said he was not aware of any country working on a resolution to put before the Council between the January 15 meeting and the inauguration of Donald Trump as US president on January 20.Speaking to the press in Jerusalem at the end of a four-day visit to Israel and the West Bank, Larcher said that many Israeli interlocutors had expressed fear France would try to translate the outcome of the conference into a UN resolution. The French-organized talks, to be attended by around 70 countries — but not by Israeli or Palestinian representatives — are being held to reiterate international support for a two-state solution to the conflict.“There is no secret proposal for a resolution prepared by France at the UN after the Paris conference to date,” Larcher said.Prime Minister Benjamin Netanyahu has consistently spoken out against the French initiative since its announcement early last year, insisting that anything but direct talks with Palestinian Authority President Mahmoud Abbas will make peace more distant. On Tuesday, Netanyahu told Israeli diplomats that the French conference would be “irrelevant,” warning, however, that “there are signs that they are trying to turn decisions made there into another Security Council resolution, and that is no longer irrelevant.“Therefore, our primary effort that we are currently dealing with is the prevention of an additional UN Security Council resolution,” he said.Netanyahu, who is also foreign minister, went on to say that Jerusalem must also work to prevent another decision or resolution by the Middle East Quartet, which comprises the UN, the United States, the European Union and Russia. In July 2016, the Quartet published a report criticizing Israeli settlement expansion and Palestinian incitement to violence. Representatives of the group have not announced plans to issue any additional documents.Israel is making a “great diplomatic effort” to prevent further Security Council or Quartet resolutions, Netanyahu said, instructing the Israeli ambassadors to make that the main focus of their work in the days ahead.“It won’t take much time, but it will occupy us in the next two weeks, and it needs to succeed,” he said. “This is of utmost importance, immediately.”On December 23, the UN Security Council passed resolution 2334, which declared Israeli settlement outside the pre-1967 lines as having “no legal validity” and constituting “a flagrant violation under international law. Fourteen of 15 member states voted in favor of the text. The US abstained, allowing the resolution to pass.Netanyahu rejected the resolution at the time as a “shameful blow against Israel” and claimed that outgoing US President Barack Obama was behind it.US officials, including senior members of the White House’s national security team, have since vowed to veto any additional Security Council resolution on Israel, including one based on Kerry’s recommendations.

Jordan: Moving US Embassy to Jerusalem is a ‘red line’-Amman warns of ‘catastrophic’ repercussions if President-elect Donald Trump makes good on campaign promise-By AP and Times of Israel staff January 6, 2017, 8:27 am

Jordan’s government spokesman warned on Thursday of “catastrophic” repercussions if President-elect Donald Trump follows through on a campaign promise to move the US Embassy in Israel to Jerusalem.Such a move could affect relations between the US and regional allies, including Jordan, Information Minister Mohamed Momani told The Associated Press, addressing the issue publicly for the first time.An embassy move would be a “red line” for Jordan, would “inflame the Islamic and Arab streets” and would serve as a “gift to extremists,” he said, adding that Jordan would use all possible political and diplomatic means to prevent such a decision. The US considers pro-Western Jordan an important ally in a turbulent Mideast. The Hashemite kingdom is a key member of a US-led military coalition against Islamic State extremists in neighboring Syria and Iraq, and maintains discreet security ties with Israel.Jordan also has a stake in Jerusalem, serving as custodian of the Temple Mount holy site, revered by both Muslims and Jews.Israel captured East Jerusalem from Jordan in 1967 and annexed it to its capital. The Palestinians want to establish the capital of a future state in the city’s eastern sector. Addressing the conflicting claims in the city would be central to any renewed Israeli-Palestinian negotiations on the terms of Palestinian statehood.Palestinian negotiator Saeb Erekat has said he will resign, the peace process will be over for ever, the PLO will revoke its recognition of Israel and the US will be forced by Arab public opinion to close all its embassies in the Arab world if the Trump administration moves the embassy from Tel Aviv to Jerusalem.Much of the world has not recognized Israel’s annexation of East Jerusalem and most countries, including the United States, maintain their embassies in Tel Aviv, Israel’s vibrant commercial center and seaside metropolis.Momani, the Jordanian minister, said that moving the US Embassy to Jerusalem “will have catastrophic implications on several levels, including the regional situation.” He said countries in the region would likely “think about different things and steps they should take in order to stop this from happening.”“It will definitely affect the bilateral relationship between countries in the region, including Jordan, and the parties that will be related to such a decision,” he said.Trump said during the presidential campaign that he intended to move the US Embassy to Jerusalem.According to reports, Trump’s advisers are already in the process of planning the relocation. Campaign manager and soon-to-be White House counselor Kellyanne Conway last month said relocating the embassy was “a very big priority” for the president-elect.Trump’s choice for US ambassador in Israel, David Friedman, a vocal supporter and even donor to Israeli settlements in the West Bank, said he expected to carry out his duties in “Israel’s eternal capital, Jerusalem.”On Tuesday, three US senators introduced legislation that would commit Washington to moving the embassy to the Israeli capital.Texas Sen. Ted Cruz (R), Florida Sen. Marco Rubio (R) and Nevada Sen. Dean Heller (R) proposed the Jerusalem Embassy and Recognition Act on Tuesday, the first day the new Congress convened on Capitol Hill as Republicans prepare to control the White House, Senate and House of Representatives for the first time since 2007.The measure is similar to a 1995 resolution, led by former House speaker and current Trump confidant Newt Gingrich, that called for moving the embassy. It was immediately dismissed by then-president Bill Clinton, who wanted the future status of Jerusalem settled in final negotiations between Israelis and Palestinians.Clinton and his two successors — presidents George W. Bush and Barack Obama — have repeatedly used the prerogative granted them to delay implementation of that Congressional demand to move the embassy. But with an incoming president who has indicated he will break with these practices, those pushing for the relocation believe the White House may no longer be an obstacle.
