Every pilot and every officer and every soldier — we have his photo, we have his name, and we are waiting for him at The Hague.”“If we are successful with one, just one, it will be a different world,” the editor of the Palestinian Ma’an news agency was quoted saying.In his remarks, Laham urged the Palestinians to renounce violence and allow the Palestinian leadership to focus on international efforts to prosecute Israeli military officials.“I told my people in a live broadcast — in suits and ties we will take the Israelis to The Hague, we will handcuff them,” he said. “Don’t use violence, don’t explode.s is a war without bullets. Just wait, give us another chance.”Since the 2014 Gaza war, Palestinian officials have sought to prosecute Israel in the international court. It supports and promotes Jewish festivals and cultural activities, and facilitates business links between the two nations. The Embassy also has a key role in engaging with other religious groups throughout New Zealand,” she said.She also said that the embassy is playing a pivotal role in next year’s commemorations of 100 years of the Australian and New Zealand Army Corps campaign in what is now Israel. “It would be disappointing if the cooperation between the two countries on this historic event was lost,” she said.“New Zealand’s Foreign Minister Murray McCully has said Ambassador Itzhak Gerberg has been recalled for consultation. The Jerusalem municipality will likely approve the construction of hundreds of homes in East Jerusalem this week, days after the United Nations Security Council resolution angered Israel by labeling construction there as a “flagrant violation under international law.”During the meeting, the Jerusalem Local Planning and Construction Committee is expected to give the green light to the construction of 618 housing units, of which 140 are in Pisgat Zeev, 262 in Ramat Shlomo and 216 in Ramot, according to a report in the Haaretz daily.The meeting to approve the construction of the homes was reportedly scheduled prior to Friday evening’s passage of UNSC Resolution 2334, which labeled all construction over the Green Line — land beyond the 1949 armistice line that Israel captured during the 1967 Six Day War — as illegal, including in Jerusalem.Despite Jerusalem being Israel’s capital city, construction in the city’s east has long been condemned by the international community, which does not recognize Israel’s annexation of that half of the city. Israel’s ongoing diplomatic crisis in the aftermath of last week’s UN Security Council resolution against Israeli settlements in the West Bank remains the main order of business in the Hebrew press on Tuesday, but the newspapers attempt to break out of just reporting on Prime Minister Benjamin Netanyahu’s maneuvers.After days of Prime Minister Benjamin Netanyahu dominating the headlines with his diplomatic raging, Haaretz turns the spotlight back on the prime minister. After days of criticism, the paper reports that the police have been investigating possible criminal charges against Netanyahu. Now, it says, there’s been a significant development in the probe and the police are dealing with two major cases.Taking aim at the settlements at the crux of the diplomatic crisis, Haaretz also reports that Palestinians have submitted 1,253 requests to build in Area C of the West Bank — the part under Israel’s Civil Administration — in the past three years, and that only 53 were approved. Even more staggering is that the Civil Administration bulldozed 18 times the number of buildings approved for construction.Yedioth Ahronoth, which appears to have put the UN Security Council resolution behind it, pushes its reporting on Israel’s diplomatic crisis to after a report on the country’s hospital crisis. Old ladies in hospital beds in the corridors of overcrowded facilities generate greater outrage in the populist paper than the three-day-old snafu in the wake of the Security Council vote.“Your whole life you pay and what happens in the end? I’m an old lady in the corridor,” it quotes a distraught patient saying.When Yedioth Ahronoth gets around to reporting on Israel’s diplomacy, it writes that diplomats are seriously concerned about a plot by France and the United States at the upcoming Paris peace conference. Yedioth Ahronoth quotes unnamed diplomatic sources saying that the conference will try to set parameters for renewed peace talks between Israel and the Palestinians, including a future Palestinian state with East Jerusalem as its capital.Netanyahu’s defense of his handling of the diplomatic crisis remains the top story in Israel Hayom. It leads, as ever, with the prime minister’s statements and those of his envoy in Washington, Ambassador Ron Dermer, who charged that Israel has hard evidence that the Obama administration orchestrated the UN Security Council resolution against Israel.The paper adopts the same aggressive tone as the prime minister, who is quoted saying that Israel “is a state with national pride, and we don’t turn the other cheek.” He stands by his downgrading of ties and cancellation of the Ukrainian prime minister’s visit saying “it’s an enlightened, aggressive and responsible response.” In quick succession, the newspaper devotes its first seven pages of coverage to everyone from Alan Dershowitz to Republican congressmen joining in the cries against Obama for the UN vote.The paper’s pundit of the day, Mati Tuchfeld, blasts the Israeli opposition for criticizing the prime minister “when Israel is attacked by the world” and keeps up the daily newspaper’s blaming of the Obama administration for the UN Security Council vote.“After eight years in which President [Barack] Obama demonstrated complete hostility toward Israel, and after the US is considered a failure in everything concerning foreign policy, perhaps it’s too much to ask of the opposition and media in Israel to criticize the outgoing administration when there’s an easier target: Benjamin Netanyahu,” he writes.To nobody’s surprise, Haaretz’s editorial snipes back at Netanyahu, again blaming the prime minister for holding onto the foreign affairs portfolio “so that no one can disturb his work of destroying diplomatic relations with those states, some of whom are friends of Israel, that ‘dared’ to vote for the resolution.”“The journey of destruction encompasses the world,” the paper says. By ordering the Foreign Ministry to reduce almost completely working diplomatic ties with the 12 states that voted for the resolution with whom Israel has ties, the paper says, “Netanyahu is giving up communication channels that the State of Israel needs — now and in the future. In the framework of his familiar diplomatic paranoia, he’s concerned about additional steps that may be taken in the coming weeks, up to Obama’s departure.”“This catastrophe is happening when there isn’t a full time foreign minister to point out to him the great damage he’s causing,” it says. Netanyahu, the paper says, is incapable of seeing reality “and refuses to understand that an agreement with the Palestinians is the primary Israeli interest; the problem is that in this way the prime minister of Israel is dragging a whole state into the abyss.”

In unprecedentedly harsh language, a senior Israeli official said the resolution Washington allowed to pass provided a “tailwind for terror and boycotts.” His ambassador in the US went even further: “And what is outrageous is that the United States was actually behind that (UNSC) gang-up,” said Ron Dermer.But his core conviction that a change is going to come abides. As he asserted in an address on Saturday night, Friday’s Security Council vote will prove to be “the straw that broke the camel’s back,” the turning point that will actually “accelerate” Israel’s triumphal elevation among the family of nations.“The resolution that was passed at the UN yesterday is part of the swan song of the old world that is biased against Israel, but, my friends, we are entering a new era,” he declared, predicting that the revolution “will happen much sooner than you think.”And in this brave new world in which all nations need what only the Jewish state can offer, he vowed, “there is a much higher price for those who try to harm Israel, and that the price will be exacted not only by the US [under the Trump administration], but by Israel as well.”‘Those who work against us will lose — because there will be a diplomatic and economic price for their actions against Israel’-Some pro-Palestinian activists accused Netanyahu of threatening violence, but that is not what he had in mind. Indeed, Netanyahu’s squabble with the world, especially with the US, has unsurprisingly received vastly more airtime than a report that the police might soon open a full-blown criminal investigation against him over alleged bribe-taking and aggravated fraud.But those familiar with the way Netanyahu sees Israel’s place in the 21st century know that his ostensibly exaggerated steps against Senegal and Spain, Ukraine, China, France, Britain, the US, et al, are not merely political maneuvers meant to hijack the headlines for a few days but form an integral part of his overall foreign policy doctrine.-Carrots and sticks-There is “no alternative to a determined response,” he said Monday, “because it is, in effect, creating the basis for a different approach in the future.” Not only will Israel’s relations with the international community not be harmed by his harsh reaction, he added, but “over time they will only improve, because the nations of the world respect strong countries that stand up for themselves and do not respect weak ingratiating countries that bow their heads… Under my leadership Israel is a strong and proud nation… Israel is a country with national pride and we will not turn the other cheek.”It is Netanyahu’s unfaltering belief that the carrot of Israeli technology and intelligence assistance is attractive and important enough for the world to embrace the Jewish state while ignoring the festering Palestinian problem. But, he evidently also feels, nations will only change longstanding, deeply ingrained anti-Israel voting patterns at the UN if they get the stick when they misbehave.This philosophy — that the world will respect you only when you project strength — also explains Netanyahu’s seemingly self-sabotaging attacks against the outgoing US administration.US President Barack Obama still has more than three weeks in office, during which he could cause Israel much damage. Secretary of State John Kerry is preparing to lay out parameters for a two-state solution, which might be adopted by the participants of the January 15 international peace conference in Paris and could, sooner than later, be given a stamp of approval by the Security Council.So why would Netanyahu and his team launch unprecedentedly bitter attacks against Obama rather than try to productively engage him? Since the White House appears eager to leave a lasting footprint regarding the peace process, why wouldn’t Israel employ quiet diplomatic channels to avert further damage rather than seeking further public confrontation? -Trump time-One part of the answer lies in the Netanyahu’s total confidence in Donald Trump’s pro-Israel bona fides. For the first time in his many years as prime minister, Netanyahu will get to work with a Republican president — a man who continues to assert that he will move the US Embassy to Jerusalem and who has appointed Orthodox Jews who support the settlements to key positions dealing with the peace process.There is no damage Obama could do that Trump could not undo, Netanyahu seems to think (even though it is incredibly difficult, if not impossible, to overturn Security Council resolutions on the Israeli-Palestinian question).The other part of the answer has to do with Netanyahu’s credo that Israel has to project power and strength, even when it has lost the battle. Rather than walk away, accept defeat and discreetly attempt damage control, the prime minister prefers to go down guns blazing.This thinking also informed his strategy on the Iran nuclear agreement. Once he realized the world was headed toward approving the deal, he preferred to openly antagonize his opponents — in this case the Obama administration, which spearheaded the pact with Tehran — rather than acquiesce or attempt last-ditch efforts to at least soften the blow.“Enough of this Diaspora-think,” Netanyahu said Monday. “I tell you that there is no diplomatic wisdom in being ingratiating.”The history books, which are always in the back of Netanyahu’s mind, have duly noted both the Israeli prime minister’s vociferous opposition to the Iran deal and, now, to UN Security Council Resolution 2334, but the jury on his diplomatic wisdom is still out.Israelis would be all too happy to see a savior arrive to bring redemption from the UN’s anti-Israel obsessions, the threat posed by Iran, and other global challenges. Soon enough, we will all see whether President-elect Trump can provide the dramatic impact the prime minister anticipates. RAFAH, Gaza Strip (AP) — For most of the past decade, Egypt has been a quiet partner with Israel in a blockade on the Gaza Strip, introduced after a violent takeover by the Hamas terrorist organization. But after a three-year crackdown, there are signs that Egypt is easing the pressure in a step to repair its shattered ties with the Palestinian group.In recent months, Cairo has increased the number of people allowed to exit through the Rafah border crossing, Gaza’s main gateway to the outside world. It also has begun to allow Gaza to import commercial goods through Rafah for the first time since 2013 and sent public signals that it is interested in improving relations.“There is a ball of hope that was thrown by Egypt,” said Ashraf Jomaa, a Gaza community leader who has taken part in recent meetings with Egyptian officials to discuss the changing ties. “The question is how we, the Palestinians, shall catch that ball and develop the hope.”The changes, while still in their infancy, mark a significant departure from what has been a tough Egyptian crackdown since the military ousted its then-president, Mohammed Morsi, in 2013. Hamas, an offshoot of Morsi’s Muslim Brotherhood, enjoyed close relations with him and quickly fell into disfavor with the new government.Under President Abdel-Fattah el-Sissi, the former military chief who ousted Morsi, Egypt all but destroyed a once-thriving network of cross-border smuggling tunnels used by Hamas — robbing the group of its main economic lifeline and a key source of weapons.Targeting Islamic militant groups in Egypt’s northern Sinai Desert, it also destroyed hundreds of homes in the volatile border area to create a “sterile zone.” Egypt’s state-run media have repeatedly accused Hamas of collaborating with militants in Egypt, a charge the group denies.The crackdown has had a devastating effect on both sides of the border.The olive and palm trees that once lined the 40-kilometer (25-mile) road from Rafah to el-Arish, the provincial capital of North Sinai, have been razed and even small bushes have withered.The road is littered with checkpoints, tanks and mobile artillery units, manned by anxious young soldiers. In the town of Sheikh Zuwaid, where travelers used to stop to buy Egyptian mobile phone cards and snacks, stores were gutted, their doors bombed out. The bullet-riddled houses above them were turned into military positions, with sandbags covering the windows and snipers stationed on the roofs. The US-based Human Rights Watch estimates that thousands of people have been displaced — most of whom moved either elsewhere in town or to el-Arish.In Gaza, years of Egyptian restrictions, coupled with an Israeli blockade and three wars between Hamas and Israel, have devastated the economy and weakened Hamas.The UN and other international bodies estimate unemployment to be 43 percent, and Hamas has struggled to pay the salaries of the 40,000 police and civil servants it hired after seizing Gaza in 2007.An Israeli naval blockade, which Israel says is needed to prevent arms smuggling, means that most goods enter Gaza through Israeli-controlled cargo crossings. While most consumer goods are freely available, prices of fuel, cigarettes and other items have spiked because of limited supplies. Construction materials, badly needed to rebuild damage from a 2014 war, remain in short supply.But Egypt’s recent turnaround has begun to bring some relief. In the past six months alone, Rafah crossing has been opened more than 40 days, compared to just 26 in all of 2015, allowing thousands of people to leave for jobs, medical care, family visits and studies abroad.Last month, it allowed a top Hamas leader, Ismail Haniyeh, to travel abroad for the first time since Morsi was toppled. In addition, it allowed a Malaysian official to enter Gaza to meet with Hamas officials. In another first, it allowed cargo to be shipped into Gaza through Rafah, including 40 new cars, painting materials and tar.In recent months, Egypt has invited three delegations of businessmen, academics, community leaders and journalists from Gaza for semiofficial conferences in Cairo. Participants said the issue of creating a trade zone between Gaza and Egypt was raised. Hamas has begun paving a patch of land on the Palestinian side of the crossing for what local media say will be an area to contain more imports from Egypt.At a recent meeting, Egyptian officials said they were interested in “opening a new chapter” with Gaza, said one official, who was not allowed to be identified under the briefing guidelines. “We are still evaluating the situation, and this is a long dialogue until we reach better relations.”Hamas has welcomed the moves, saying it is ready to shutter the tunnels if commercial activities increase above-ground. Senior Hamas official Mahmoud Zahar said, “If the (Rafah) crossing opened commercially, what’s the need for the tunnels?”But Hamas, an armed group sworn to Israel’s destruction, has repeatedly seen its hopes dashed as it tries to emerge from isolation. It remains unclear how far Egypt is willing to help the group, especially if it continues using tunnels to bring in arms.“If the tunnels are used by the Palestinian resistance, then this is something else that doesn’t harm the Egyptian security,” Zahar said.Beverly Milton-Edwards, a visiting fellow at the Brookings Doha Center, said any Egyptian moves toward Gaza are to promote its own national security interests. Jerusalem District Court on Tuesday overturned a ban on visiting the Temple Mount imposed upon a right-wing activist for disseminating an image of a pig superimposed on the Old City holy site.Haim Brosh, 30, from the West Bank settlement of Tekoa was arrested Wednesday for incitement after calling Muslims “pigs” on social media. He subsequently received a 10-day ban on visiting the Temple Mount because of the digitally altered image of the pig drinking from a puddle on the Temple Mount, which was posted on Facebook.In the picture, the golden-capped Dome of the Rock can be seen reflected in the water of the puddle, and the accompanying caption reads: “The Israeli government lets live pigs rule the holiest site for the Jewish people, and everyone is crying out over a [dead] pig’s head at the tomb of a righteous man in anti-Semitic Europe?”His comparison was a reference to an attack early Wednesday morning in the Ukrainian town of Uman, during which a number of assailants threw a pig’s head into a building at the gravesite of Rabbi Nachman, founder of the Breslov Hasidic movement, and daubed fake blood on the walls and floor of a synagogue at the site. Ben Gvir argued that the creation of such an image is covered by freedom of speech, and is no worse than other artistic images that mock Jewish holy sites.In upholding the appeal, judge Carmi Mossek berated police for falsely charging Brosh, telling them that he failed to see why the alleged crime should cause him to be barred from the Temple Mount itself.Brosh’s Facebook feed includes pictures of previous visits he made to the holy site, as well as other references to Jewish right of access to the compound.Brosh said that in creating the image, he intended to protest the fact that “the Israeli government is letting a foreign body — the Waqf [Jordan-based Islamic trust administering the site] — control and act in an aggressive manner and harm the basic democratic rights of Jews who only want to go up and pray without any provocation.”“I go up to the Temple Mount and they harass me, curse me, and call me a pig,” Brosh said. “In every mosque they call Jews monkeys and pigs and they haven’t arrested anyone for offending [my] religion.”Jewish activists have advocated going up onto the Mount and praying on it to establish a Jewish presence on the site, on which the third-most important holy site in Islam — the Al-Aqsa Mosque — rests. “Even them will I bring to My holy mountain, and make them joyful in My house of prayer; their burnt-offerings and their sacrifices shall be acceptable upon Mine altar; for My house shall be called a house of prayer for all peoples.” Isaiah 56:7 (The Israel Bible™)-Yaakov Hayman, the head of Yishai, an NGO dedicated to reinstating Jewish prayer on the Temple Mount, is preparing to submit a survey map to the Israeli government to build four synagogues, one in each corner of the Temple Mount compound, a critical turning point steering Israel in the right direction towards prayer at Judaism’s holiest site.Legally, the government is required to permit Jews to pray at the site. In a 2015 case brought by Rabbi Yehuda Glick, now a member of the Likud party, the Jerusalem Magistrate’s Court ruled that in accordance with Israel’s basic law that ensures freedom of worship for all religions, Jews must be permitted to pray on the Temple Mount.In practice, Jews who ascend to the Temple Mount are antagonized by Islamic Waqf guards who closely monitor their every move. Any action that appears worshipful results in immediate expulsion.At present, Christians too are forbidden from praying on the Temple Mount. True to the Bible’s vision of a House of Prayer for all Nations, Hayman believes “Anyone who doesn’t object to anyone else being on the Temple Mount should be allowed up there to pray”, he told Breaking Israel News.Hayman believes he has the solution. According to Jewish tradition, the Temple was destroyed due to hatred between Jews. Jewish prayer on the Temple Mount is being prevented by hatred; the political agenda determined by Muslim violence. Hayman believes the answer is an outpouring of love for the Temple Mount that brings people together in prayer.“A synagogue is the first step towards building the Third Temple”, Hayman explained. Quoting the book of Kings, he noted that the Temple was inaugurated not just as a place for sacrifices but mainly as a house of prayer. And hearken Thou to the supplication of Thy servant, and of Thy people Yisrael, when they shall pray toward this place; yea, hear Thou in heaven Thy dwelling-place; and when Thou hearest, forgive. I Kings 8:30-Hayman cited the Mishna (oral law), which stated explicitly that there was a synagogue standing alongside the Temple. Hayman’s plan is to build four synagogues angled in to face the Holy of Holies. “The wall facing the Temple will be glass, so the people who can see the Temple while they are praying,” he explained.“We need to get more Jews to go up to the Temple Mount,” Hayman urged. Unfortunately, Jewish visitation is severely limited. Over the past 12 months, only 14,000 Jews were permitted to visit the Temple Mount. “Last year, over 7 million Jews visited the Kotel (Western Wall), just a few yards away. When we have thousands of Jews going up every day, Jewish prayer on the Temple Mount will just naturally begin to happen.”Surprisingly, Hayman is not a rabbi. More appropriate to his function, Hayman’s profession is developing and managing building projects. He approaches the holy endeavor like any other building project but construction on the Temple Mount poses a unique challenge.“The first stage in any building project is surveying the land and getting the map accepted by the government as accurate and valid,” Hayman explained to Breaking Israel News. “This is usually simple, almost automatic. We surveyed the Temple Mount and submitted the map three years ago. It was the first time the Temple Mount had been measured since 1967.”Upon conducting the research necessary to determine whether construction on the Temple Mount would be legal, “We discovered that the Temple Mount is not registered to anyone,” Hayman divulged to Breaking Israel News.“Nonetheless, the survey was rejected by order of the Prime Minister’s office. After a particularly stressful week, she experienced a dream or a vision or an out of body experience. She didn’t know quite what to call it.The vision opened with a chariot, much like the one in Ezekiel 1. Through much of the narration, Caroline had trouble finding words to describe what she experienced because her experience transcended normal life. She described herself as being in “another world”.At this stage, the video becomes quite disturbing. She described crowds of people in some kind of transparent hall, getting “terrible beatings, they are getting tremendous whippings, afflictions. Impossible!”There is a fairly long personal narrative during which she tells how her soul was judged and the tremendous, burning shame she felt. Approximately 18 and a half minutes in, she mentions a prophecy about the imminent arrival of the Messiah.Then Caroline shared another, more universal, dream-like vision she had a few weeks later. In it, she saw a worldwide tsunami, everywhere except for the Land of Israel. The narrative of the destruction brought on by the tsunami is illustrated with clips from science fiction, horror and action films, adding powerful images to her chilling descriptions.Within Israel, she described people running and running, while thousands of rockets and scuds passed overhead and “sirens and indescribable chaos”. In extremely violent and unsettling visions, she saw ISIS at work, beheading, stabbing and slaughtering people.Then she heard a voice tell her, “This will be 3 hours before the arrival of Moshiach (Messiah).”Shortly after, her vision turned to the spiritual building of the Third Temple. Such radiance!”Caroline heard a voice from Heaven declare, “Nation of Israel the time for your redemption has arrived!” She summarized her vision of the final three hours and the beginning of redemption by saying, “And this was the most beautiful experience of my life.”Breaking Israel News asked prolific author and end of days expert Rabbi Pinchas Winston about the likelihood that the scenario described in the video was possible, based on Jewish sources. He called the presentation “riveting” and said it was “hard NOT to watch. “Arise, O Hashem, let not man prevail; let the nations be judged in Thy sight.” Psalms 9:20 (The Israel Bible™)-The incoming Donald Trump administration’s stated intention to move America’s Israeli embassy from Tel Aviv to Jerusalem has been met with Palestinian opposition so vehement that one commentator describes the reaction as “making it look as if World War III will erupt.” But experts explain that such Palestinian threats are common, and that the proposed embassy move isn’t the massive policy change that it’s being made out to be.Moving the embassy to Jerusalem would mark both a shift in longstanding U.S. policy and recognition of Israel’s full sovereignty in its contested capital. President-elect Trump has also drawn impassioned reactions to his appointment of a pro-settlement ambassador to Israel, his close friend and adviser David Friedman, a bankruptcy attorney.Friedman, who speaks Hebrew fluently, recently served as president of the American Friends of Beit El, helping to raise millions of dollars for the large Beit El settlement in Samaria—including a $10,000 donation in 2003 from Donald Trump.Upon being named ambassador, Friedman said he intended to “strengthen the bond between our two countries and advance the cause of peace within the region,” adding that he looked forward “to doing this from the U.S. embassy in Israel’s eternal capital, Jerusalem.”Calls for the embassy move have been heralded within Israel by Prime Minister Benjamin Netanyahu and others, including Jerusalem Mayor Nir Barkat.“The United States of America has embassies in all of the world’s capitals with the exception of Israel,” Barkat said. “That’s absurd, and moving the embassy to the capital of the Jewish people, to Jerusalem, is a straightforward, standard thing to do.”Yet the move has been panned by the Palestinian Authority, which has insisted—along with many sympathetic members of the international community—that Israeli sovereignty over Jerusalem is an issue that should be reserved for final-status negotiations to resolve the Israeli-Palestinian conflict. It won’t win Israel any new friends.Israel has a solitary vote in the United Nations General Assembly, and no vote at all at the United Nations Security Council. Israel was annihilated in the Security Council vote on Friday that demanded an end to all settlement activity and that designated all the land that Israel captured from Jordan in the 1967 war, which includes the Temple Mount and the Western Wall, as “occupied Palestinian territory.” The prime minister’s hope is that he can stave off further, and still more devastating, potential diplomatic defeat at the hands of the outgoing Obama administration via a mixture of pleas, threats and boycotts. On the horizon, he sees the incoming administration of Donald J. Trump. For Netanyahu, it cannot arrive soon enough.Netanyahu’s repeated public assertion is that US President Barack Obama hatched the entire scheme to humiliate and abandon Israel at the Security Council. Why would a president who had just authorized the biggest military aid package to Israel in history do any such thing? Because, the prime minister has implied, Obama is fundamentally hostile to the Jewish state. Netanyahu hasn’t (yet) said this explicitly. He has, however, drawn a parallel between Friday’s decision by Obama to abstain, and thus facilitate the passage of UNSC Resolution 2334, and similar action by president Jimmy Carter at the Security Council in 1980, and noted that Carter was “deeply hostile to Israel.”We will almost certainly find out one day, probably quite soon, whether, as Netanyahu has charged, Obama planned this “ambush” all along. Tellingly, in remarks to the Saban Forum earlier this month, Secretary of State John Kerry left open the door to a US abstention: “There are any number of countries talking about bringing resolutions to the United Nations,” Kerry noted. “If it’s biased and unfair, and a resolution calculated to delegitimize Israel, we’ll oppose it. Obviously, we will. We always have. But it’s getting more complicated now…”The administration insists, by contrast, in the words of deputy national security adviser Ben Rhodes, “We did not draft this resolution; we did not introduce this resolution. We made this decision when it came up for a vote.”There can be little doubt, however, that a number of very recent moves by Netanyahu made that abstention — that decision by Obama, for the first time in his presidency, to allow an anti-Israel resolution to pass at the Security Council — more likely.Obama’s UN envoy, Samantha Power, cited in her post-vote address the prime minister’s recent delighted public claim that his government is “more committed to settlements than any in Israel’s history.” More specifically, she referenced the current legislative moves in Israel to retroactively legalize dozens of West Bank settlement outposts — legislation that Israel’s own attorney general warns is in breach of international law, and that Netanyahu had himself previously opposed.On the Thursday before the fateful Friday, furthermore, Netanyahu took the extraordinary step of reaching out to not-yet-president Trump, pleading for his intervention to thwart the resolution. If Obama was still, by any chance, wavering, news that the president-elect he ridiculed and fought so bitterly on behalf of candidate Clinton was moving prematurely into his territory could only have helped make up his mind.Whose Jerusalem? Some of Netanyahu’s outrage is well-founded. The entire international community rejects the settlement enterprise and always has — no surprises there. But much of that international community ought at least to demonstrate to the Jewish state some solidarity when it comes to Jerusalem. Netanyahu is understandably aggrieved that those 12 Security Council countries with whom Israel has diplomatic relations voted in favor of a resolution that determines all parts of Jerusalem captured by Israel in the 1967 war to be “occupied Palestinian territory,” and that the US allowed it through.In the summer of 1980, when the “deeply hostile” Carter was in office and Israel had just annexed the Old City and East Jerusalem, the US abstained and thus enabled the passage of Resolution 478, which also related to “Palestinian and other Arab territories occupied since June 1967, including Jerusalem.” But at least secretary of state Muskie stressed, in addressing the Security Council, that “the question of Jerusalem must be addressed in the context of negotiations for a comprehensive, just and lasting Middle East peace…” and that this resolution “fails to serve the goals of all faiths that look upon Jerusalem as holy.” He admonished the council to the effect that “we must share a common vision of that ancient city’s future — an undivided Jerusalem, with free access to the Holy Places for people of all faiths.”There was, by contrast, no explicit reference to the need to determine Jerusalem’s future in negotiations, nor even to the city’s resonance for all faiths, in Samantha Power’s extensive presentation on Friday. In 2009, when Obama went to Cairo, he was rightly criticized for failing to stress, in his outreach speech to the Muslim world, the Jewish nation’s historical rootedness to Israel, the holy land, the ancient capital. Nothing seems to have been learned in the interim.-Failed tactics-Outrage aside, however, the failed pre-vote diplomatic maneuvering by Netanyahu gives credence to those of his critics who argue that he has entered panic mode. For all the serenity and confidence he exudes in his public appearances, and for all that he is appeasing parts of his right-wing constituency — a critical imperative for retaining power — his tactics on Thursday were a mess, and he now seems to be deepening the damage.While you might justify calling in the next president to thwart the current president if you’ve thought the high-risk gambit all the way through, you’re going to look worse than foolish if you fail to do your homework and wind up losing.And that’s exactly what happened. Trump answered Netanyahu’s call, reached out to Egypt’s President Abdel-Fattah el-Sissi, and the resolution was withdrawn. A Pyrrhic victory. Within hours, Senegal, Venezuela, Malaysia and New Zealand had stepped in to advance the very same resolution, and there was nothing that even the president-elect could do about that. So Trump wasted his pre-presidential capital, Sissi was humiliated, and Israel lost the vote.The big loss yesterday for Israel in the United Nations will make it much harder to negotiate peace.Too bad, but we will get it done anyway!— Donald J. Initially, at least, there was no fervent defense of Jerusalem as Israel’s capital, no pledge to reverse the pernicious decree, just a mild, rather ho-hum tweet on Saturday, that the “big loss yesterday for Israel in the United Nations will make it much harder to negotiate peace. Too bad, but we will get it done anyway!”More urgently, though, the prime minister should be considering whether a similar inadequately calculated process is now playing out again. Those who seek to harm Israel will themselves be harmed, he has been warning. This is “the swan song of the old world, that is anti-Israel,” he declared on Saturday night. Soon Trump will be president, and the Israel-bashers will have hell to pay.But there are two major flaws in that argument. Trump is not yet president. And not everybody who voted for that UNSC resolution loathes Israel.Yet Netanyahu has taken them all on. With a lack of courtesy he would rightly castigate if the tables were turned, he summoned the ambassadors of the 12 yes-voting countries with which Israel has diplomatic relations for a dressing-down on Christmas Day. Imagine the outrage were a host country to call in the Israeli envoy on, say, Rosh Hashanah.He ordered his ministers to minimize their dealings with these 12 countries. He canceled, or chose not to schedule, a meeting — depending on whose account you believe — with Britain’s Prime Minister Theresa May at the World Economic Forum in Davos next month. Theresa May, who last week enthused about “remarkable” Israel at a Conservative Friends of Israel lunch, in a speech overflowing with admiration and empathy for the Jewish state. Likewise, he chose not to arrange a meeting with Xi Jinping, the president of China, a country with which Netanyahu has striven for years to bolster relations. He summoned home his ambassadors from Senegal and New Zealand. He cancelled a visit to Israel this week by the prime minister of Ukraine, who just so happens to be Jewish.“They are spitting at us,” he was reported on Sunday to have been telling colleagues. “We will respond with power.” But we are one, small Israel, and it is our interest to widen support for our cause among the nations, to engage, to dialogue, to explain. We rightly condemn boycotts. Now Netanyahu is instituting them.For all his fury at the perfidy of the international community, his sense of grievance and injustice, the question he must be asked is whether this is going to work. The Obama administration still has more than three weeks left in office. Kerry has said he will soon make a speech setting out his Middle East vision. On January 15, France is convening a summit on the Israeli-Palestinian conflict, and Netanyahu now reportedly fears that the scheming US administration, in coordination with the other Middle East Quartet members — Russia, the EU and the reviled UN — will utilize that gathering to draw up a second UN Security Council resolution to enshrine the parameters of a Palestinian state.To again quote Kerry at the Saban Forum, “we have always stood against any imposition of a, quote, ‘final status solution.'” But in the current frenetic atmosphere, Netanyahu — rightly or wrongly — sees danger. Casting around for leverage, on Saturday night he warned that Israel’s friends in Congress would draw up legislation to punish states and organizations, such as the UN, that seek to harm Israel. “We won’t let anybody hurt the State of Israel,” he vowed.But the inconvenient truth is that while 14 nations supported Resolution 2334, and the US chose not to oppose it, those 14 are not all enemies of Israel, far from it, and the United States certainly isn’t. The Czech Republic and Panama might, just might, have voted no, or abstained, but basically the entire world rejects the legality of the settlement enterprise. And much of that world, as Netanyahu has in the recent past enthusiastically highlighted, either broadly supports Israel or is moving in that direction.For all the threats, the diplomatic dressing-downs, the ambassadorial recalls, the canceled visits, and the imminence of president Trump, there is no reason to believe that the Security Council would vote any differently from the way it voted on Friday if Netanyahu’s fears are realized and the Quartet formulates a resolution on Palestinian statehood. Except, of course, that the US, far from vetoing, would vote yes. Which would suggest that Netanyahu should be trying desperately to engage with the Obama administration, not to alienate it still further.The root of the Netanyahu-Obama conflict-But that brings us to the root of Netanyahu’s unprecedented diplomatic war against the world: It is really the culmination of an eight-year fight with the Obama administration.Obama never distinguished between more consensual and more isolated settlements. Maneuvering to salvage outposts, neither did Netanyahu-The president came into office regarding himself as a friend of Israel, but also — in contrast to the outgoing Bush administration — having no particular empathy for the notion of an Israel expanded beyond its pre-1967 lines. As he told this writer in an interview when he visited as a candidate in July 2008, “Israel may seek ’67-plus’ and justify it in terms of the buffer that they need for security purposes. They’ve got to consider whether getting that buffer is worth the antagonism of the other party.”Obama always opposed the settlement enterprise, and generally did not distinguish between construction in Jerusalem and to the west of the security barrier, on the one hand, and building deeper inside the West Bank, in territory Israel would have to relinquish if it is to disentangle itself from the Palestinians, on the other.By maneuvering in recent weeks to try to salvage the Amona outpost built on private Palestinian land, by coming around to support legislation that would retroactively legalize dozens of other such outposts, and by declaring his government “more committed to settlements than any in Israel’s history,” Netanyahu, for his part, underlined that he too draws no distinction between more consensual construction over the pre-1967 lines and building in the most contentious areas of Judea and Samaria. He tried to stave off the Amona moment of truth for just another few weeks, until a more amenable president was installed in the White House, but the High Court would no longer indulge him. For the sake of the isolated outposts, he risked the wrath of the international community.On Saturday night, Netanyahu claimed that Resolution 2334 was the “straw that broke the camel’s back,” the act of diplomatic warfare that would prompt a “fundamental change” in the way the UN, and by extension, the international community treats Israel. Well, maybe. It must certainly be a comforting thought for him. Except that his intended agent of change, as he discovered to his horror on Friday, has not yet arrived.It took just six days of war in 1967 to change the parameters of everything we now delight in, recoil at, grapple with and argue over. On the diplomatic battlefield, he and Obama still have three and a half weeks.
