More snow, high winds headed for B.C. on Boxing Day-[CBC]-YAHOONEWS-December 26, 2016

Heavy snow and high winds are in store for Boxing Day in much of B.C. with a Pacific frontal system blowing across North Vancouver Island and the Central Coast.Up to 90-kilometre winds are expected along this path, that may "toss loose objects or cause tree branches to break," warns Environment Canada."Winds up to 90 km/h over the exposed coastal sections will persist this morning."The weather system is expected to translate into 20 to 25 centimetres of snow on the Coquihalla Highway from Merritt to Hope and the Fraser Canyon, as some drivers head out out on the road after Christmas Day celebrations. While snow Inland Vancouver Island may be spotty, across the Lower Mainland — two to four centimetres is expected. Other higher elevations will see up to 20 centimetres. The Fraser Valley is expected to get up to 15 centimetres, while the Sunshine Coast can expect five to 10 centimetres.Howe Sound can expect up to 25 centimetres through to Dec. 27.Metro Vancouver will see a blast of white, with the Sea to Sky Highway receiving the brunt of the flurries with 20 to 25 centimetres expected to fall by Tuesday.Highway 16 between Smithers and Terrace will see snow moving inland, where 30 centimetres will fall near Terrace and visibility will be bad for drivers.

Winnipeg declares parking ban to clear snow-clogged streets-[CBC]-YAHOONEWS-December 26, 2016

The city of Winnipeg is ramping up snow clearing efforts after a major winter storm dumped between 18 and 33 centimetres of snow on the city.A parking ban will come into effect starting at midnight for declared snow routes and will last until 7 a.m. Tuesday morning.Crews have been out clearing snow since Sunday when a powerful Colorado low storm began bearing down on southern Manitoba. A number of provincial highways have been closed due to blizzard conditions including poor visibility.Anyone driving on Winnipeg streets should use extreme caution, said Ken Allen, communications officer for the City of Winnipeg's public works department."The biggest thing to think about today is safety and the roads throughout the city of Winnipeg and throughout the province for that matter are pretty much clogged with snow," he said.About 100 pieces of heavy snow-clearing equipment hit Winnipeg streets Sunday when the first snowflakes began to fall, said Allen. The snowplows and front-end loaders are focused now on clearing priority streets like Portage Avenue, Main Street and Pembina Highway."Those are the roads that carry the lion's share of the traffic and obviously we have our transit system and other emergency vehicles that use those roadways," said Allen.-Delays to transit, emergency services-Winnipeg Transit is warning riders to expect delays while Handi-Transit has been canceled except for dialysis patients.Starting at about 7 p.m., about 400 pieces of heavy equipment will increase snow clearing efforts overnight on Monday and into Tuesday, said Allen."We're going to be focusing on all aspects of snow clearing in the coming hours and days," he said."Top priority is to keep those main roads open today."The Winnipeg Fire Paramedic Service is currently experiencing longer than normal delays responding to calls, the city said.Response times are being monitored, the city said, and additional resources may be put on duty if necessary.-Back lane clearing begins Tuesday-Allen said back lane clearing will begin at 7 a.m. on Tuesday."The way we do the back lane clearing is we focus on the areas where garbage pickup is scheduled," he said.Recycling and garbage collection is delayed because of snow accumulation, said a city news release. The city asks that for residents whose collection day is Monday that they put out garbage and recycling bins again tomorrow.

Blizzard pelts U.S. Northern Plains, closing highways-[Reuters]-YAHOONEWS-December 26, 2016

(Reuters) - Below-freezing temperatures, snow and icy roads menaced the U.S. Northern Plains on Monday, forcing North Dakota and South Dakota to close major highways and warn people to remain indoors due to a winter storm that also swept across much of the Midwest.Rain and freezing rain also were possible over parts of the Northern Plains and Upper Midwest, where winter weather advisories and winter storm warnings were in effect, the National Weather Service said.Temperatures between 15 and 25 degrees Fahrenheit (minus 9 to minus 4 degrees Celsius) were expected from the Lower Mississippi Valley to the Great Lakes.Nearly every highway across North Dakota and the western half of South Dakota was shut down on Sunday night, or no travel was advised, the weather service said. Each state's transportation department reported multiple highway closures as of midday Monday."This winter storm system is forecast to continue on its northeast track, reaching Quebec by Tuesday," the weather service said.Bismarck, North Dakota's state capital, was hit by some 12.5 inches (32 cm) of snow, creating difficult conditions for those who had to report to jobs on Monday, a holiday for many in the United States."The North Dakota Capitol grounds haven't been cleared of snow, and I had to walk through knee-deep snow just to get to work," said David Schlecht, a security officer at the North Dakota Heritage Center, a museum next to the Capitol. The snow ended as the temperature plunged to 10 degrees F (minus 12 C), with a "real feel" of minus 20 degrees F (minus 29 C), according to AccuWeather.com.Farther south, rain and thunderstorms were expected ahead of a cold front passing through eastern Texas, the Tennessee and Ohio valleys and in the Northeast, the weather service said.New England could expect several hours of freezing rain on Monday and into Tuesday, when the precipitation could turn into snow.(Reporting by Curtis Skinner in San Francisco and Daniel Trotta in New York; Editing by Jonathan Oatis)

A Powerful Typhoon in the Philippines Left at Least Four Dead on Christmas Day-Time Magazine-December 26, 2016

A powerful typhoon that spoiled Christmas Day in parts of the Philippines, leaving at least four people dead and destroying homes, roared over a congested region near Manila on Monday with slightly weaker but still-fierce winds, officials said.

Tens of thousands flee as Christmas typhoon hits Philippines-[AFP]-YAHOONEWS-December 25, 2016

A powerful typhoon hit the Philippines late Sunday, cutting off electricity to millions and disrupting Christmas celebrations for tens of thousands who fled its approach, officials said.Typhoon Nock-Ten made landfall in the eastern island province of Catanduanes at 6:30 pm (1030 GMT) with gusts of 235 kilometres (146 miles) an hour, the state weather service said.Officials said there were no immediate reports of damage or casualties from the storm, one of the strongest this year to hit the disaster-prone archipelago on the Pacific Rim.The military and local governments earlier moved at least 102,000 people from the coasts, Catanduanes and the nearby Bicol peninsula, an impoverished region which is home to more than five million, provincial officials said."Most of Bicol is without electricity," Joaquin Berces, a member of the region's civil defence office told AFP as residents hunkered down in the dark."We stayed indoors for our own safety and we probably won't know the extent of the damage until tomorrow," he said by telephone from Legazpi city, the regional capital about 350 kilometres southeast of Manila.Communication and power lines have been cut in Catanduanes, he added.- Festivities abandoned -Experts had earlier warned of large coastal waves of up to 2.5-metres (eight-feet) high, floods and landslides. The typhoon was forecast to sweep west toward the country's most densely populated areas, passing just south of the capital Manila on Monday afternoon."It would pass over land overnight and we hope that would dissipate the typhoon's strength somewhat" before reaching the Manila area, state weather forecaster Lorie de la Cruz told AFP.She said maximum sustained winds during land fall were 185 kilometres (115 miles) per hour, far lower than the 250 kph winds estimated earlier by the US Joint Typhoon Warning Center.Nock-Ten, named after a bird found in Laos, struck on one of the biggest holidays in the mainly Christian nation, and one provincial governor offered roast pig at evacuation centres to entice people to abandon celebrations at home."Floods terrify me. Each time I hear about a coming typhoon I want to throw up," Criselda Buenvenuto, 68, told AFP as she joined neighbours sheltering at a school in the town of Santo Domingo in Bicol. The hunchbacked widow lived alone in the kitchen of her house after the rest of it was destroyed during a typhoon 10 years ago that killed more than a thousand people. In the village of Alcala on the slopes of the active Mayon volcano, about 100 babies, toddlers, parents and elderly people were the first to be trucked off to another school as rain and strong winds shook trees."There are large ash deposits on the slopes (of Mayon). Heavy rain can dislodge them and bury our homes in mud," said local official Alberto Lindo.- Clear the beaches -The government forced more than 12,000 residents to move away from the Catanduanes coast, provincial vice governor Shirley Abundo said on ABS-CBN television. In Camarines Sur province near Catanduanes, governor Miguel Villafuerte said on his Facebook page that nearly 90,000 residents were moved out of their homes as part of his "zero casualty" goal."Please evacuate, we will offer roast pig at the evacuation centres," he said in another post on Twitter.Civil defence officials in Bicol said earlier nearly half a million people in the region were in harm's way and needed to be moved out.All ferry services and commercial flights in the area were suspended. Some 20 typhoons or lesser storms strike the Philippines each year, routinely killing hundreds of people, and Bicol is often the first region to be hit.It prides itself on having sharpened its disaster response to minimise casualties.Rescue workers in Manila and surrounding provinces have been put on standby, evacuation centres opened and food and other rations stocked. The coastguard on Sunday ordered the beaches south of Manila to be cleared of holidaymakers by Monday, while residents of the capital's seaside slums were warned to leave their homes.Mammoth tsunami-like waves devastated the city of Tacloban and nearby areas when super typhoon Haiyan struck the central Philippines in November 2013, leaving 7,350 people dead or missing.

Winnipeggers brave winter blizzard for Boxing Day deals-[CBC]-YAHOONEWS-December 26, 2016

Despite warnings not to travel, thousands went out to Winnipeg stores Monday for Boxing Day sales."The weather can't stop us," said Amritpal Singh, outside of Polo Park's Best Buy as his friend's car's wheels spun.Singh and friends got stuck in the parking lot on the way to the store to buy phones Monday afternoon.Spencer Smith, 26, went to CF Polo Park in search of new video games, clothing and electronics. It was a journey getting to the mall from the city's Transcona neighbourhood. He got stuck on the way and had to use a shovel to get out. "People were getting stuck right left and centre," he said.Smith said he was prepared to spend over $1,000 Monday while shopping at the mall.-'It was an adventure'-Davina Kelsey, 13, said she wanted to be the first in line to get deals at Polo Park. She and her mother came from Blumenort and stayed with friends Sunday night. On Monday, the snow did not deter them."It was an adventure," she said. "I want to be the first one to get those deals.Polo Park manager Deborah Green called Monday a 'really good' day.She said electronic door counters were keeping track of the number customers at the mall, but the final tally won't be known until Wednesday.Green said last year there was over 88,000 customers at the mall on Boxing Day in 2015, the busiest day they've ever had.

Analysis-Plan to 'revitalise' complex financial products lacks clear target By Peter Teffer-EUOBSERVER

Brussels, 23. Dec, 07:54-The European Union is trying to “revitalise” a market for controversial financial products, but one of the goals appears to already have been achieved without the EU's help.Securitisation is the packaging of loans, mortgages, or other contractual debts into securities that can then be sold on the market, together with the risk attached to those debts. It had an instrumental role in the financial crisis of 2008, but the European Commission says giving the securitisation market a boost can help the real economy. The commission has not given a target figure of when “revitalisation” will have been achieved, but spoke in a press release of going back to the “pre-crisis average”.The commission did not want to comment on the record, but one commission official said that if the market would return to average pre-crisis issuance levels, this would generate €100-€150 billion in additional funding for the economy.“This would already be a major achievement for the securitisation markets,” the commission official said.EUobserver looked at how average issuance levels have done so far, and found that more securities have been created through securitisation since the crisis than before the crisis. This website collected data from the Association for Financial Markets in Europe (AFME), a lobby group for the financial service sector, and the Securities Industry and Financial Markets Association, its US-based counterpart.Taking a very narrow view, the "pre-crisis" years are 1996-2006. The average issuance of securities in Europe was €168 billion. When including 2007, the average was €203 billion. When including 2008 – when the financial crisis was in full swing – the average was €251 billion.Last week, AFME released data for the third quarter of 2016. The first three quarters of 2016 were the best three quarters since 2012.Taking the most recent data into account, the average annual issuance of securitisation since 2009, is €270 billion.Last year the figure was €216 billion.Even when correcting for inflation, the post-crisis period is already better than the pre-crisis period.Converting the averages to today's prices, the average since 2009 is €282 billion, compared to a 1996-2007 average of €244 billion. One could, therefore, argue that securitisation has on average already reached pre-crisis levels again. But according to Anna Bak, a manager at the securitisation division of AFME, the financial sector lobby group, looking at the creation of securities is not enough. They also need to be sold.“The commission's securitisation proposal will be a success when we see a trend towards more securities being placed on the market in Europe,” Bak told EUobserver. In recent years, financial institutions have bundled loans, mortgages, or other contractual debts, but often kept them on their balance sheet, instead of selling off the risks to those debts.“A lot of securitisation done today is done by banks to obtain collateral, to be eligible for ECB credit,” said Bak, referring to the European Central Bank. Collateral is something a lender can seize if the borrower does not pay back a loan. The EU commission official, who would speak only when not being named, also noted that “while in 2007 69 percent of issuance was placed, today only 35 percent is placed, the rest being retained by issuers”.“The market has not revitalised itself, it is instead stuck to issuance levels of the early 2000s,” the official noted, indicating that these levels are apparently too low.-'Helpful' to small businesses-The commission has argued that securitisation would help small and medium-sized enterprises (SMEs), although former capital markets commissioner Jonathan Hill acknowledged it had no concrete evidence of that.Indeed, a regular survey of the ECB said in November that access to capital is a decreasing concern for SMEs. They are more worried about other challenges, like finding customers and the cost of production and labour.Yet AFME still thinks securitisation can help.“Securitisation is not going to solve all problems, but it is helpful. It should not be banned or treated as toxic waste,” said Bak.

Top court strikes down EU Western Sahara policy By Aleksandra Eriksson-EUOBSERVER

BRUSSELS, 23. Dec, 09:21-Africa's last colony hopes a judgment by the European Court of Justice (ECJ) will help clear obstacles to its self-determination.The EU court ruled on Wednesday (21 December) that two EU deals with Morocco - a cooperation agreement signed in 2000, and a 2012 trade pact - don't apply to Western Sahara, a territory annexed by Rabat and kept under military control since 1975."This ends the EU's double language, where it officially declares that Western Sahara isn't part of Morocco, but still signs agreements with Rabat which it knows will include Western Sahara," said Mhamed Khadad, a senior member of the Polisario Front, the Saharawi liberation movement."The court said clearly that Western Sahara isn't part of Morocco. It is a non-autonomous territory, where Morocco is an occupying power," he told a news conference in Brussels on Thursday. The judgment could have great consequences for EU companies operating in the occupied territories on the basis of arrangements with Rabat."These companies are now left without a legal framework," said Gilles Devers, the Polisario Front's lawyer."We have given them 15 days to either leave, or contact the legitimate representative of Western Sahara, namely the Polisario Front, and regularise their presence," he said. Some of those that set up shop in occupied Western Sahara are Siemens and Enel, which have invested there in solar thermal plants and windmills. Another two are Idyl and Azura, two French farming companies. The EU court said that the EU Council, representing EU governments, and the European Commission were aware that Morocco would apply the trade agreements to Western Sahara, which it considers an integral part of the kingdom.During the process, the EU executive admitted that companies located in Western Sahara were on its list of exporters benefiting from preferential access to the EU market, and also carried out sanitary and veterinary checks of their facilities. The court said “the EU intended to implement those agreements in a manner incompatible with the principles of self-determination” and that Saharawi people should have given their consent to the extension of the deals to Western Sahara.Judges ordered the commission to pay the Polisario Front import taxes for Saharawi products unduly exported under the agreements during the last 16 years. The representatives of Western Sahara say Morocco wouldn't be able to afford the occupation of Western Sahara without EU economic activities.-Saharawi celebrations-News of the ruling, which is definitive, was met with celebrations in Saharawi refugee camps in southern Algeria.Last year, a lower court partially cancelled the 2012 EU-Morocco trade liberalisation agreement, insofar as it applied to Western Sahara, after a challenge by the Polisario Front. It also recognised the Polisario Front as the sole legitimate representative of the Saharawi people. The ruling had Morocco suspend diplomatic ties with the EU. They were only resumed when the EU foreign service appealed the ruling. On Wednesday, the EU foreign service (EEAS) issued a joint statement with Morocco's government to confirm their good relations and said the EU-Morocco trade pact remained in force."The court found the action for annulment of the agreement brought by the Polisario Front inadmissible," they wrote in their communique. They said the court gave the EU Council right, as it annulled the lower court's ruling.Morocco's foreign minister delegate Nasser Bourita furthermore told Associated Press that the ruling allowed for EU-Morocco trade to resume after the lower court had put the pact on hold.Polisario's lawyer Devers said it was good that the EU and Morocco welcomed the ruling: "They aren't contesting a ruling which says that Western Sahara isn't part of Morocco, and calls Morocco an occupying power.""They focus on the fact that the Polisario Front's action was deemed inadmissible, which to us, is the most beautiful victory," he added, because one of the conditions to introduce a process before the EU court is that one is directly affected by the matter.-Legal standing-"The court considers the action of the Polisario Front inadmissible precisely because Western Sahara isn't part of Morocco. The agreement between Morocco and the EU doesn't concern it any more than Italy can have a say over the business of Spain," Devers said. The court also didn't overrule the lower tribunal's recognition of the Polisario Front as the legitimate representative of Saharawi people, nor that it had the right to stand before EU courts.Asked for clarifications by this website on Thursday, the commission couldn't say who had won the process."We are closely examining the full implications of the judgment. I'm afraid I cannot add more than what has been published," a spokeswoman said.Already during the legal process, the commission cancelled upcoming inspections of companies located in Western Sahara."We are confident the EU will apply this ruling," said Gilles Devers. The ECJ ruling could also have consequences for EU companies fishing the waters of Western Sahara.Polisario Front has introduced another challenge to the 2013 EU-Morocco fisheries agreement, under which the EU pays Rabat to allow European fishermen to fish mostly the waters off Western Sahara. The legal representatives of the Polisario Front say this is an even more apparent breach of Saharawi rights.

Italy steps in with €20bn to save failing bank By Eszter Zalan-EUOBSERVER

BRUSSELS, 23. Dec, 09:25-The Italian government agreed on Friday (23 December) to bail out Monte dei Paschi di Siena, after the world’s oldest bank failed to raise €5 billion from private investors.Paolo Gentiloni, Italy’s new prime minister, said during the night after an extraordinary cabinet meeting that the government would be tapping into a €20 billion fund that had already been approved by the parliament earlier this week.Monte dei Paschi, which had raised just €2.5 billion in private funds, had asked for a “precautionary” capital increase from the state.Finance minister Pier Carlo Padoan did not specify how much the rescue would cost Italian taxpayers."We will see if other banks ask for aid,” Padoan told journalists. Other Italian lenders, like Veneto Banca and Banca Popolare di Vicenza might also need government help.Under EU bailout rules that came into force in January in order to protect the taxpayers from paying for bank losses, junior bondholders will also have to take losses, as their bonds will need to be converted into shares.Padoan said the government would compensate small savers for their losses.Small investors are estimated to hold some €2 billion of Monte dei Paschi's bonds.-Gentiloni also said EU officials agreed with Italy’s plan.Italy’s banks are struggling under the weight of €360 billion of bad loans, while Italy, the eurozone's third largest economy, is also dealing with slow economic growth and political uncertainty after the resignation of previous prime minister Matteo Renzi earlier this month.Italian officials hope the bailout will stabilise the banking system along with other initiatives, like the Atlante, a private initiative backed by the Italian government, established earlier this year, to deal with the bad loans. The fallout could be more of a political nature as the populist 5 Star Movement will aim to capitalise on the situation, putting pressure on the one week-old cabinet of Gentolini. The rescue could also come back and hunt Renzi, who is expected to run again for the premiership possibly as early as next year.Founded in 1472, Monte dei Paschi is said to be the oldest surviving bank in the world. It failed an EU stress test in July due to billions of euros of bad loans on its books, mostly from companies unable to repay them.-EU commission response-Later on Friday, the European Commission said it is in touch with Italy about how to proceed."If a bank has a capital shortfall but is not able to raise its needs in full from the private market, the state can inject the remaining capital," said an EU commission spokesperson. "Such state support will have to be approved under EU state aid rules before it is granted, and on the basis of a sound restructuring plan.""As regards Monte Paschi dei Siena, we will now work with the Italian authorities and the responsible supervisory authorities to confirm if conditions are met," the commission said."Italy has also entered into close and constructive contacts with the commission to work on a restructuring plan in the precautionary recapitalisation scenario."This article was updated on 23 December 2016, 15:13, to add the European Commission's comments.

Chinese carrier enters South China Sea amid renewed tension-[Reuters]-By J.R. Wu-YAHOONEWS-December 26, 2016

TAIPEI (Reuters) - A group of Chinese warships led by the country's sole aircraft carrier entered the top half of the South China Sea on Monday after passing south of Taiwan, the self-ruled island's Defence Ministry said of what China has termed a routine exercise. The move comes amid renewed tension over Taiwan, which Beijing claims as its own, ineligible for state-to-state relations, following U.S. President-elect Donald Trump's telephone call with the island's president that upset Beijing. The Soviet-built Liaoning aircraft carrier has taken part in previous exercises, including some in the South China Sea, but China is years away from perfecting carrier operations similar to those the United States has practised for decades.Taiwan's Defence Ministry said the carrier, accompanied by five vessels, passed southeast of the Pratas Islands, which are controlled by Taiwan, heading southwest. The carrier group earlier passed 90 nautical miles south of Taiwan's southernmost point via the Bashi Channel, between Taiwan and the Philippines."Staying vigilant and flexible has always been the normal method of maintaining airspace security," said ministry spokesman Chen Chung-chi, declining to say whether Taiwan fighter jets were scrambled or if submarines had been deployed.Chen said the ministry was continuing to "monitor and grasp the situation."Senior Taiwan opposition Nationalist lawmaker Johnny Chiang said the Liaoning exercise was China's signal to the United States that it has broken through the "first island chain," an area that includes Japan's Ryukyu Islands and Taiwan. The U.S. State Department on Monday said its position has not changed since July, when it said it was continuing to monitor China's military modernization and that it expects nations conducting defence exercises to comply with the law. Representatives for the Pentagon declined to comment.Hope Hicks, a spokeswoman for Trump, said the incoming team had no comment on China's move. Trump takes office on Jan. 20 but has already has drawn headlines over a series of statements on China and Taiwan. In Beijing, Chinese Foreign Ministry spokeswoman Hua Chunying said people should not read too much into what the carrier was up to, as its movements were within the law."Our Liaoning should enjoy in accordance with the law freedom of navigation and overflight as set by international law, and we hope all sides can respect this right of China's," she told a daily news briefing.Influential state-run Chinese tabloid the Global Times said the exercise showed how the carrier was improving its combat capabilities and that it should now sail even further afield."The Chinese fleet will cruise to the Eastern Pacific sooner or later. When China's aircraft carrier fleet appears in offshore areas of the U.S. one day, it will trigger intense thinking about maritime rules," the newspaper said in an editorial.China has been angered recently by U.S. naval patrols near islands that China claims in the South China Sea. This month, a Chinese navy ship seized a U.S. underwater drone in the South China Sea. China later returned it.Japan said late on Sunday it had spotted six Chinese naval vessels including the Liaoning travelling through the passage between Miyako and Okinawa and into the Pacific.Japan's top government spokesman said on Monday the voyage showed China's expanding military capability and Japan was closely monitoring it.China's air force conducted long-range drills this month above the East and South China Seas that rattled Japan and Taiwan. China said those exercises were also routine.Last December, the defence ministry confirmed China was building a second aircraft carrier but its launch date is unclear. The aircraft carrier programme is a state secret.Beijing could build multiple aircraft carriers over the next 15 years, the Pentagon said in a report last year.China claims most of the South China Sea through which about $5 trillion in ship-borne trade passes every year. Neighbours Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims.(Additional reporting by Kiyoshi Takanaka in Tokyo, Ben Blanchard in Beijing, Susan Heavey in Washington, and Melissa Fares in Palm Beach, Florida; Editing by Nick Macfie, Lisa Shumaker and Leslie Adler)

Turkish army says Islamic State attack in Syria's al-Bab killed 30 civilians-[Reuters]-YAHOONEWS-December 26, 2016

ANKARA (Reuters) - At least 30 civilians were killed and many others were wounded on Sunday after Islamic State launched an attack in the Syrian town of al-Bab to prevent people from fleeing, the Turkish military said in a statement on Monday.Syrian rebels supported by Turkish troops have laid siege to the Islamic State-held town for weeks under the "Euphrates Shield" operation launched by Turkey nearly four months ago to sweep the Sunni hardliners and Kurdish fighters from its Syrian border.(Reporting by Orhan Coskun; Writing by Humeyra Pamuk; Editing by David Dolan)

Saudi Arabia launches campaign to collect funds for Syrians displaced by war-[Reuters]-YAHOONEWS-December 26, 2016

DUBAI (Reuters) - Saudi Arabia has launched a fundraising campaign for Syrians displaced by a five-year civil war, including those evacuated from eastern Aleppo, state news agency SPA reported on Monday.More than 11 million Syrians - around half of the population - have been displaced by the fighting, which began in 2011 and has killed more than 300,000 people.Saudi Arabia has been one of the main supporters of rebels fighting to topple Syrian President Bashar al-Assad, whom Riyadh regards as a tool of regional arch-rival Iran.Thousands of Syrian fighters and civilians have been evacuated from eastern Aleppo in a week-long operation this month after government forces backed by Russia and Iran closed in on their stronghold. Many of them are staying in temporary shelters in freezing temperatures.SPA reported that King Salman bin Abdulaziz had ordered a relief campaign to be started on Tuesday and had allocated 100 million riyals ($27 million) to the drive."The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz al-Saud, has ordered a popular campaign to be launched ... to provide relief for the brotherly Syrian people," SPA said. The agency said the funds would be used to set up a camp for refugees and to provide food, medicines and blankets for displaced Syrians. It did not say where the camp would be located. The agency said King Salman also donated 20 million riyals of his own money to the campaign, Crown Prince Mohammed bin Nayef had donated 10 million, and Deputy Crown Prince Mohammed bin Salman had contributed 8 million.Saudi Arabia has contributed to United Nations relief campaigns for Syria, including at fundraising meetings in Kuwait and elsewhere.(Reporting by Ali Abdelatti; Writing by Sami Aboudi; Editing by Hugh Lawson)-

Syrian army escalates campaign to capture Damascus water supply-[Reuters]-By Suleiman Al-Khalidi-YAHOONEWS-December 26, 2016

AMMAN (Reuters) - The Syrian army escalated aerial bombing of a rebel-held valley northwest of Damascus in an offensive begun last week to recapture the strategic area where a major spring provides most of the capital's water supplies, rebels and residents said on Tuesday. They said the army shelled and bombarded several towns in Wadi Barada valley about 18 km (11 miles) northwest of the capital in a major offensive launched since Friday. The roads leading to the towns in the valley and the mountain cliffs surrounding the area are under the control of elite Republic Guards and the Lebanese Shi'ite Hezbollah group, they said.Residents said fighting on Monday focused on Baseimeh village at the edge of the valley where the army and its allies are pushing to advance deeper in an enclave where 10 villages are inhabited by an estimated 100,000 people. The rebels said the army was emboldened by gaining full control of Aleppo city and was seeking to force them to either leave or face all out war."They are seeking to push us into a surrender deal to and we will not hand over our land," said Abu al Baraa, a commander in Ahrar al Sham, a rebel group present in the area.Through a series of so-called settlement agreements and army offensives, the Syrian government, backed by Russian air power and Iran-backed militias, has been steadily suppressing armed opposition around the capital.Alongside the main spring in Wadi Barada, the area lies on the road from Damascus to the Lebanese border that is used as a supply line for the powerful Iranian-backed Hezbollah group which is heavily involved in fighting alongside Syrian President Bashar al Assad's army.A resident and rebels said the aerial bombing has put out of commission the main Ein al Fija spring's water pumping station where a underground pipeline normally provides around 65 percent of the water to the capital's neighbourhoods.A picture taken by a rebel and seen by Reuters showed the pumping station's ceiling has collapsed. Several videos uploaded on social media show damage and fires with plumes of smoke near the pumping station. Others show damage to houses.Rebels and residents said the bombing has also killed 14 civilians and hit a medical clinic and civil defence unit in the area that has been besieged with limited access for food and fuel. The army said it was targeting "terrorists."The Syrian army has blamed rebels for polluting the springs with diesel fuel in a move the water authorities said had forced them to cut supplies coming into the capital and resort to reserves to temporarily cover the shortfall. The rebels have allowed the government's water authority engineers to maintain and operate the station and supply the capital since they took control of the area in 2012. The rebels draw from both Islamist and Free Syrian Army factions.Fighters from the area have cut water supplies several times in the past as a pressure card to prevent the army from overrunning the area. But they deny poisoning the water as they say it would harm them before anyone else.(Reporting by Suleiman Al-Khalidi; Editing by Lisa Shumaker)

Exclusive: Fresh advance in east Mosul to begin within days - U.S. commander-[Reuters]-By Stephen Kalin-YAHOONEWS-December 26, 2016

EAST OF MOSUL, Iraq (Reuters) - Iraqi forces will resume their push against Islamic State inside Mosul in the coming days, a U.S. battlefield commander said, in a new phase of the two-month-old operation that will see American troops deployed closer to the front line in the city. The battle for Mosul, involving 100,000 Iraqi troops, members of the Kurdish security forces and Shi'ite militiamen, is the biggest ground operation in Iraq since the U.S.-led invasion of 2003. The upcoming phase appears likely to give American troops their biggest combat role since they fulfilled President Barack Obama's pledge to withdraw from Iraq in 2011.Elite Iraqi soldiers have retaken a quarter of Mosul, the jihadists' last major stronghold in Iraq, but their advance has been slow and punishing. They entered a planned "operational refit" this month, the first significant pause of the campaign.A heavily armoured unit of several thousand federal police was redeployed from the southern outskirts two weeks ago to reinforce the eastern front after army units advised by the Americans suffered heavy losses in an Islamic State counter-attack.U.S. advisers, part of an international coalition that has conducted thousands of air strikes and trained tens of thousands of Iraqi ground troops, will work directly with those forces and an elite Interior Ministry strike force."Right now we're staging really for the next phase of the attack as we start the penetration into the interior of east Mosul," Lieutenant Colonel Stuart James, commander of a combat arms battalion assisting Iraqi security forces on the southeastern front, said in a Reuters interview late on Sunday."So right now, positioning forces and positioning men and equipment into the interior of east Mosul... it's going to happen in the next several days."That will put U.S. troops inside of Mosul proper and at greater risk, though James said the danger level was still characterized as "moderate". Three U.S. servicemen have been killed in northern Iraq in the past 15 months.James, speaking from an austere outpost east of Mosul where several hundred U.S. troops are stationed, said the pace of the upcoming phase on the eastern side would depend on resistance from Islamic State, also known as ISIS, ISIL or Daesh."If we achieve great success on the first day and we gain momentum, then it may go very quickly. If Daesh fights very hard the first day and we run into a roadblock and we have to go back and go OK that was not the correct point of penetration, it may take longer," he said.-INTEGRATION-Further integration with the Iraqi troops - to what commanders described as an unprecedented level for conventional U.S. forces - will help synchronize surveillance, air support and force movement, according to James."It increases our situational understanding. The man on the ground knows what's going on best," he said. "It's just better when they're on the ground talking to each other and saying, 'Hey, have you looked at that area over there? That's decisive terrain. Have you thought about putting forces there?'"Mosul, the largest city held by Islamic State anywhere across its once vast territorial holdings in Iraq and neighboring Syria, has been held by the group since its fighters drove the U.S.-trained army out in June 2014.Its fall would probably end Islamic State's ambition to rule over millions of people in a self-styled caliphate, but the fighters could still mount a traditional insurgency in Iraq, and plot or inspire attacks on the West.A multi-ethnic city where up to 1.5 million people of a pre-war population of around 2 million are still thought to be living, Mosul is divided roughly in half by the Tigris River. The western section, which Iraqi forces have yet to penetrate, has built-up markets and ancient narrow alleyways which will complicate future advances.Iraqi Prime Minister Haider al-Abadi had said he would win Mosul back by the end of this year, a deadline now certain to be missed. His commanders say their advance was held up by the need to protect civilians, fewer of whom fled than initially expected.Inclement weather has repeatedly delayed ground advances which rely heavily on aerial surveillance and air strikes.(Reporting by Stephen Kalin; editing by Peter Graff)

Massachusetts Muslim cemetery to go ahead after year-long fight-[Reuters]-By Scott Malone-YAHOONEWS-December 23, 2016

BOSTON (Reuters) - A proposed Muslim cemetery in rural central Massachusetts will go forward after the town that fought the idea for most of the year and the Islamic society that proposed the plan reached a deal, the two sides said on Friday. The agreement will allow the Islamic Society of Greater Worcester to buy a 55-acre (22.3-hectare) site where it plans to build a 6 acre (2.4 hectares) cemetery in the town of Dudley, located about 50 miles (80.5 km) southwest of Boston along the Connecticut border. Some in the community expressed discomfort with the idea of a Muslim institution, an objection town officials said played no role in the delay.Muslim communities around the United States have faced similar resistance to new mosques and other properties, and the U.S. Justice Department this month filed suits against local governments in New Jersey, Virginia and Michigan accusing them of using zoning laws to block construction of proposed mosques."We are pleased that this 11-month saga has come to an end," said Jay Talerman, an attorney for the Islamic Society, in a phone interview. "The town is recognizing and acknowledging that our clients are proposing a beneficial and permitted use that is protected by the Massachusetts and U.S. Constitutions."The Islamic Society proposed the cemetery early this year but, after a months-long review process that included heated public meetings, filed suit in state land court, saying the town was restricting the group's right to free expression of its religion.Dudley officials said their review was focused on issues including whether the cemetery would affect local drinking water. The case attracted the attention of Massachusetts' top federal prosecutor, whose office opened a civil-rights investigation into the matter. The First Amendment of the U.S. Constitution protects the right to free expression of religion."We want to stress that the town's sole interest and motivation has been for all parties to respect the legal and regulatory process, and has absolutely nothing to do with the religious affiliation of the applicant," said Jonathan Ruda, chair of Dudley's board of selectmen, in a statement. Both sides said the final review of the project would go forward next month and Talerman said the society hoped to break ground on the cemetery next spring. The deal would allow the society to expand the cemetery in ten years."Today is a good day for citizens of all beliefs," said Khalid Sadozai, a trustee of the Islamic Society. "Our right to practice our religion and honor loved ones in accordance with our Islamic faith has been affirmed."(Reporting by Scott Malone; Editing by Andrew Hay)

Aleppo Christians celebrate holiday in hope peace has returned-[Reuters]-By Suleiman Al-Khalidi-YAHOONEWS-December 25, 2016

AMMAN (Reuters) - Christians in Aleppo celebrated under a giant Christmas tree lit up for the first time in five years, hailing what many described as the return of peace to a city that came back under full government control last week. The fall of rebel-held east Aleppo was the biggest victory of Syria's nearly six-year-old civil war for supporters of President Bashar al-Assad, and many in pro-government parts of the city have been jubilant. However, the rebel defeat has also brought severe hardship on civilians who fled from insurgent-held areas, thousands of whom have been forced to camp in wilderness under the snow. Aid groups say many are in peril and children have died from exposure to severe winter weather. In the war ravaged St. Elias Cathedral located on what was long the frontline in Aleppo's historic Old City, priests prayed for peace at the first Christmas Eve Mass for five years, attended by dozens of worshippers, including some Russian officers."The festive atmosphere is great. It's a new birth for Jesus Christ and a new birth for the city of Aleppo," said George Bakhash, a Christian community leader. He said the numbers attending mass across the city had surged, now that worshippers no longer feared missiles from rebel-held areas. Many Syrian Christians supported the government in the civil war, viewing Assad, a member of a Shi'ite-derived minority sect, as a protector against rebel fighters mainly drawn from Syria's Sunni Muslim majority. In the comparatively undamaged parts of the city that had long been held by the government, restaurants were thronged by Christians late into the night.Hundreds of people danced and celebrated in the Azizya neighborhood, where the public Christmas tree had gone unlit since rebels took the eastern half of the city in 2012. Giant posters depicted Assad and his Christian ally, Russian President Vladimir Putin. In live footage shown on state television, a woman identified as the mother of slain Syrian soldier carried her son's picture alongside an image of the Virgin Mary."I am sure his soul is in peace now because Aleppo has been liberated," she said.Although some Christians stayed on the sidelines of the civil war, many saw the rise of Islamic State and other Sunni Muslim insurgent groups as a threat to the very existence of their communities, some as old as the bible. The Christian population of Aleppo has shrunk since the start of the conflict to around 50,000 from 250,000 according to Bakhash.-FIGHTING IN RURAL AREAS-Outside the city, rebels still hold at least 40 percent of Aleppo province, and rebels have still fired sporadic shells from the fringes of the city to the south.Russian jets resumed heavy strikes on rebel-held rural areas of Aleppo province after a pause during a ceasefire to complete the evacuation of rebels from the city.A bombing raid in the rebel-held town of Atareb in western Aleppo countryside killed at least seven refugees who had fled from the city under the evacuation deal, a local resident said. Some people who fled east Aleppo earlier in the war have begun returning to inspect homes in neighborhoods reduced to rubble by years of aerial bombing, which intensified last year when Russia joined the war.The army and pro-government militias are still combing parts of east Aleppo. Rebels accuse the pro-government forces of carrying out summary executions of scores of youths who stayed behind, and say looting has been rampant. The government denies its forces have executed prisoners or looted homes.Thousands of people who were bussed out of Aleppo's rebel-held eastern districts as they fell to government forces have ended up in makeshift camps exposed to severe winter weather. Many left everything behind as they fled under the evacuation deal, under which only mostly elderly people stayed."We brought a few belongings just to wear.. We lost everything," Omar Sarout, 55, told Reuters by internet message from a makeshift camp for more than 700 people, mostly women and children, run by Turkish and Gulf charities.Yousef Hanbali, a carpenter who fled Aleppo for a makeshift camp in Idlib province, said his family hoped to reach Turkey to find work. "We need money. We left without anything," he said.(Reporting by Suleiman Al-Khalidi; additional reporting by Firas Maqdisi in Damascus; editing by Peter Graff)

Netanyahu said to curtail working ties with Security Council nations-PM orders cabinet members to minimize visits to countries, deny ambassadors access to Foreign Ministry-By Times of Israel staff December 25, 2016, 9:20 pm

In a further response to a UN Security Council resolution condemning Israeli settlements in the West Bank, Prime Minister Benjamin Netanyahu on Sunday reportedly ordered the Foreign Ministry to suspend all working ties with 12 of the countries that voted in favor of the decision. The move came after 10 ambassadors were summoned, at Netanyahu’s instruction, to the Foreign Ministry for an upbraiding over Friday’s vote.Foreign ministers from the countries, all of which Israel has diplomatic ties with, will no longer be able to meet with Netanyahu — who is also foreign minister — or Foreign Ministry officials, Haaretz reported, citing a senior Israeli official. In addition, travel by Israeli ministers to the countries will be kept to a minimum, an official said.Of the 15 countries on the UN Security Council, 14 voted in favor of Resolution 2334, which demands a halt to all Israeli settlement activity, with one abstention, that of the US.Activities involving the embassies of Britain, France, Russia, China, Japan, Ukraine, Angola, Egypt, Uruguay, Spain, Senegal and New Zealand will be suspended, and the ambassadors of those countries will not be received at Israel’s Foreign Ministry, an official said. However, the official noted that the suspension doesn’t apply to Israeli ambassadors in the 12 countries, who will be permitted to continue working with the governments of their host nations.Earlier, a spokesman for the prime minister denied that he intends to cancel a meeting next month with British Prime Minister Theresa May in response to the resolution. No such meeting was ever scheduled, the spokesman said.Israel’s Channel 10 reported that Netanyahu had been scheduled to meet with May at the World Economic Forum annual meeting in Davos between January 17 and 20.Netanyahu on Sunday summoned US Ambassador Dan Shapiro for a meeting for “clarifications” over Washington’s failure to use its veto.Netanyahu, who has publicly accused US President Barack Obama of “ambushing” Israel at the UN with the “shameful” resolution, reportedly told colleagues earlier Sunday that the diplomatic tussle was not yet over. He now fears that the US will seek another vote at the UN to enshrine some of Secretary of State John Kerry’s suggested parameters for an accord, Israel’s Channel 2 news reported on Sunday evening. There was no immediate confirmation of that report.Earlier Sunday, Netanyahu ordered the Foreign Ministry to summon the ambassadors of the states that supported the anti-settlement resolution for a dressing-down. Ten envoys were called in on Christmas morning for scoldings from directors of the Foreign Ministry’s respective regional departments, spokesperson Emmanuel Nahshon said.Senegal and New Zealand do not have embassies in Israel. Venezuela and Malaysia do not have diplomatic relations with Israel and so are not affected by Israel’s diplomatic response to the vote.In the case of Great Britain and Spain, the deputy ambassadors were summoned because their respective bosses are currently not in the country.Netanyahu also reiterated his vow to curtail funding to various UN agencies and to take “additional” measures to punish states that supported the resolution. He said he had ordered a report from the Foreign Ministry to be given to the cabinet within 30 days reassessing Israel’s entire relationship with the United Nations.

Fearing UN vote on principles of Palestinian statehood, PM ‘reaching out to Trump’-TV reports: Netanyahu is wary that Kerry will set out parameters for permanent accord, then outgoing Obama administration will seek Security Council approval-By Times of Israel staff December 25, 2016, 9:44 pm

Amid escalating fallout from the UN Security Council vote Friday that condemned Israel’s settlement activities, a furious Prime Minister Benjamin Netanyahu was reported on Sunday night to be attempting to “recruit” the incoming Trump administration and the US Congress to block a feared bid by the outgoing Obama administration to have the Security Council approve principles for a Palestinian state.“They are spitting at us,” Netanyahu has told colleagues behind closed doors, Channel 2 news reported. “We will respond forcefully.”Netanyahu held a 40-minute meeting with US Ambassador Dan Shapiro on Sunday evening, having summoned the envoy to explain why the US abstained in the vote on Resolution 2334, enabling it to pass 14-0, rather than vetoing it. He had earlier summoned the envoys of the 12 nations with representatives in Israel that voted for the resolution for a dressing-down at the Foreign Ministry.Underlining Israel’s determination to press ahead with building beyond the pre-1967 lines, the Jerusalem municipality will this week approve some new homes in Ramat Shlomo and Ramot, neighborhoods captured in 1967 and subsequently annexed by Israel as part of Jerusalem, Channel 2 news reported.Netanyahu is now reaching out to the incoming Trump administration, which takes office on January 20, and to friends in Congress, in the hope of “deterring” what he sees as further potential Obama administration-led diplomatic action against Israel, the Channel 2 report said. His aim is for the Trump team to make plain that his administration will “economically hurt” those countries that voted against Israel in the UN and that do so in the future.Netanyahu’s fear is that Secretary of State John Kerry will set out principles or parameters for a Palestinian state in a speech that he has said he will deliver in the next few days on his Middle East vision. The prime minister fears that, in its final days, the Obama administration will seek to have a resolution enshrining those parameters adopted by the UN Security Council, the report said.France is to hold a conference on the Israeli-Palestinian conflict on January 15, and Netanyahu expects that Kerry will attend, that the Middle East Quartet — the US, UN, Russia and EU — will coordinate their positions at that summit, and that they will then turn to the Security Council in the very last days of the Obama presidency, a Channel 10 report further suggested.Such speculation was not confirmed by the Prime Minister’s Office, but Netanyahu has made public his outrage at the Obama administration several times since Resolution 2334 was passed, claiming that the president initiated and helped draft the resolution “behind Israel’s back.” He has variously called the resolution skewed, shameful and ridiculous — in part because it brands Jerusalem’s Old City, including the Temple Mount and Western Wall, “occupied Palestinian territory.”Lighting festive Hanukkah candles at the Western Wall on Sunday night, Netanyahu stressed that Israel “cannot accept” the UN resolution, and asked: “How could they vote that [the Western Wall] is occupied territory? We were here much earlier.”In an address on Saturday night, Netanyahu had likened President Barack Obama to the former president Jimmy Carter, who he said was “deeply hostile” to Israel. He described the vote in the Security Council as “the swan song of the old world that is anti-Israel.” Now, he said, “we are entering a new era. And as President-elect Trump said, it’s going to happen a lot faster than people think.” In this new era, it will be a lot more costly for those who seek to harm Israel, he warned. The prime minister was also widely reported Sunday to have either canceled or opted not to schedule a meeting with Britain’s Prime Minister Theresa May at the World Economic Forum annual meeting in Davos next month; his spokesman said no such meeting had ever been arranged. He was also said to have chosen not to schedule a meeting with China’s President Xi Jinping. He has already recalled Israel’s ambassadors from Senegal and New Zealand, two of the four countries that co-sponsored the resolution. (Israel has no ties with the other two sponsors, Malaysia and Venezuela.) Netanyahu also reportedly told his cabinet ministers at a meeting on Sunday morning to reduce to a minimum their engagement with all the countries that voted for the resolution and with which Israel has ties — China, Russia, France, the UK, Spain, Egypt, Angola, Ukraine, Uruguay, Japan, New Zealand and Senegal. They were told to minimize any visits to those countries, and that he would not receive visits from their foreign ministers. On Saturday, Netanyahu canceled this week’s scheduled visit to Israel of Ukraine’s prime minister.Addressing the weekly cabinet meeting in Jerusalem Sunday, Netanyahu reiterated his staunch opposition to Resolution 2334.“We have no doubt that the Obama administration initiated it, stood behind it, coordinated its versions and insisted upon its passage,” he said.

Palestinians deny Israel scaling back ties over UN vote-Defense minister’s directive to limit cooperation after anti-settlement resolution is making no difference on the ground, PA officials say-By Avi Issacharoff December 25, 2016, 6:34 pm-THE TIMES OF ISRAEL

Palestinian officials asserted Sunday that Israel did not curtail coordination with the PA, casting doubt on the significance of an assertion by Defense Minister Avigdor Liberman that he had instructed the IDF to cut civilian ties over a United Nations resolution condemning settlements.According to Army Radio, Liberman on Saturday ordered the IDF and the Coordinator for Government Activities in the Territories (COGAT), which is responsible for implementing Israel government policies in the West Bank, to cease all contact with political representatives of the Palestinian Authority and Palestinian civilians, as well as end all cooperation on political and civilian matters.Liberman’s statement was part of the diplomatic fallout following the passage of the resolution at the UN Security Council on Friday. But a senior official in the Palestinian Authority told The Times of Israel that meetings between Israel and the Palestinian Authority on civilian matters were continuing as usual. Furthermore, he said that the Palestinians had not received any notification that such interactions were to be suspended. The spokesperson said that there were no discussions of larger policy issues happening anyway, so that the only ongoing meetings were about matters such as water and electricity, which were taking place as usual. In response, a spokesperson for the Defense Ministry told The Times of Israel that Liberman’s directive applied only to meetings between the IDF and political representatives of the Palestinian Authority. The spokesperson stressed that security coordination would continue as usual along with ongoing practical matters including agriculture, water and the economy. The Defense Ministry did not immediately respond to a request for clarification as to which specific activities were being suspended. The United Nations Security Council Resolution 2334 was drafted in part by the Palestinians, who finalized the measure with the help of Egyptian and Arab diplomats last week. The UN measure declares that Israeli settlement activity in the West Bank and East Jerusalem has “no legal validity and constitutes a flagrant violation under international law and a major obstacle to the achievement of the two-state solution and a just, lasting and comprehensive peace.”The resolution was passed Friday evening by a 14-0 majority, with only the United States abstaining. Israeli officials have lashed out at the countries that proposed and backed the measure as well as the United States, which it accused of secretly initiating the resolution. While Liberman’s order on Saturday was an ostensible first step against the Palestinians following the approval of the resolution, Israel has already taken a number of retaliatory measures against the states that supported its passage, including recalling envoys from New Zealand and Senegal, two of the co-sponsors of the resolution. In addition, on Sunday afternoon Prime Minister Benjamin Netanyahu summoned US Ambassador Dan Shapiro for “clarifications” over the failure of the US to veto the resolution, and reportedly canceled a meeting with his British counterpart, Theresa May, that was planned for next month.

Senegal defends its UN Israel settlement vote-Spokesman says his country has supported Palestinian rights since 1975, international community and Muslim nations salute its stance-By AFP December 25, 2016, 9:02 pm-THE TIMES OF ISRAEL

DAKAR, Senegal — Senegal on Sunday defended its vote at the UN Security Council to halt Israeli settlements in Palestinian-claimed territory, after Israel decided to recall its ambassador to Dakar and to suspend its aid program.“Senegal’s position must be saluted. The international community hails Senegal’s stance, especially the Muslim nations,” government spokesman Seydou Gueye said in a statement carried by national television.“Senegal abided by its diplomatic vision. Since 1975, Senegal has been a member of the (UN) Committee on the Exercise of the Inalienable Rights of the Palestinian People,” Gueye said.Asked about Israel’s suspension of all its aid programs in the west African nation, the spokesman said the government had not yet been officially informed of the decision.“When it is informed of such a decision, it will issue a response,” Gueye said.He did not comment on Israel’s move to recall its ambassador to Dakar.Senegal, one of the UN Security Council’s 10 non-permanent members, re-established diplomatic relations with Israel in 1995.The landmark UN resolution was passed Friday after the United States abstained. That enabled the adoption of the first UN resolution since 1979 to condemn Israel over its settlement policy. The vote came despite intense lobbying efforts by Israel and calls from US President-elect Donald Trump to block the text.It was scheduled at the request of New Zealand, Malaysia, Senegal and Venezuela, which stepped in after Egypt put the draft resolution on hold. After the resolution passed, Israel recalled its ambassadors to Senegal and New Zealand for consultations. It has no diplomatic relations with Venezuela or Malaysia, which also voted for the resolution. In another act of protest, Prime Minister Benjamin Netanyahu also decided to cancel a visit by Senegal’s foreign minister set for January. While the resolution contains no sanctions, Israeli officials are concerned it could widen the possibility of prosecution at the International Criminal Court. They are also worried it could encourage some countries to impose sanctions against Israeli settlers and goods produced in the settlements.

UN chief: Security Council resolution on settlements showed ‘leadership’-Ban Ki-moon hails ‘significant step,’ urges Israeli, Palestinians to get back to negotiating table-By Times of Israel staff December 24, 2016, 3:51 am

The United Nations’ Secretary-General Ban Ki-moon said Friday that the anti-settlements resolution passed earlier in the day at the Security Council with a US abstention was “a significant step” that showed leadership and demonstrated the “international community’s collective efforts to reconfirm” the vision of a two-state solution.Ban also urged Israelis and Palestinians to work toward creating an environment that would allow a return to the negotiating table, and said that the UN would “support all concerned parties in achieving this goal.”“The resolution is a significant step, demonstrating the Council’s much-needed leadership and the international community’s collective efforts to reconfirm that the vision of two states is still achievable,” Ban said in a statement, adding that he was taking the “opportunity to encourage Israeli and Palestinian leaders to work with the international community to create a conducive environment for a return to meaningful negotiations.”Earlier Friday, the Security Council voted 14-0 to demand that Israel halt settlement activity, with the United States taking the rare step of refraining from wielding its veto to protect its closest Mideast ally.Israel reacted furiously to the move, accusing the US of “abandoning” the Jewish State, of engaging in unfriendly behavior, and of cooperating with the UN against Israel.Prime Minister Benjamin Netanyahu said “Israel categorically rejects the despicable anti-Israeli resolution at the UN, and will not adhere to it.”“The Obama administration not only failed to defend Israel from this harassment at the UN, it cooperated with it behind the scenes,” the PM added bitterly. In a barely veiled final repudiation of the administration with which Netanyahu has clashed so often, his office said Israel was “looking forward to working with President-elect [Donald] Trump and with our friends in Congress, both Republicans and Democrats, to undo the damage of this absurd resolution.”The Obama administration, for its part, shot back that Washington’s refusal to yield its veto power at the Security Council, allowing the measure to pass, came as a result of the Netanyahu government’s policies.“Netanyahu had the opportunity to pursue policies that would have led to a different outcome today,” said Obama adviser Ben Rhodes on a media conference call Friday, after citing US governmental figures on settlement growth in the West Bank and mentioning the Israeli premier’s past statements on his government’s allegiance to the settlement movement.Rhodes said that settlement activity “accelerated considerably” since the US vetoed a similar UN resolution in 2011, leading the US to believe that taking the same course of action — absent ongoing peace talks — would not yield different results.“In the absence of any meaningful peace process, as well as in the accelerated settlement activity,” he said, “we took the decision that we did today to abstain on the resolution.”Trump issued a curt warning Friday afternoon that his administration could take an adversarial approach to the international body.“As to the UN, things will be different after Jan. 20th,” the president-elect tweeted shortly after the Security Council passed the resolution.Eric Cortellessa contributed to this report.

Vote on Israel could spur further action, or trouble for UN-Security Council decision poses dangers for the UN with incoming Trump administration and may harden Israel’s attitude toward concessions-By Edith M. Lederer, Bradley Klapper and Josef Federman December 24, 2016, 10:11 am-THE TIMES OF ISRAEL

UNITED NATIONS (AP) — The US green light that allowed the UN Security Council to condemn Israeli settlements in the West Bank and East Jerusalem could spur moves toward new terms to end the Israeli-Palestinian conflict. But it also poses dangers for the United Nations with the incoming Trump administration and may harden Israel’s attitude toward concessions. The Obama administration’s decision to abstain and allow the UN’s most powerful body to approve a long-sought resolution calling Israeli settlements “a flagrant violation under international law” was a sharp rebuke to a longstanding ally and a striking rupture with past US vetoes.US Ambassador Samantha Power said “it is because this resolution reflects the facts on the ground — and is consistent with US policy across Republican and Democratic administrations throughout the history of the state of Israel — that the United States did not veto it.”She cited a 1982 statement by then-President Ronald Reagan that the United States “will not support the use of any additional land for the purpose of settlements” and that “settlement activity is in no way necessary for the security of Israel.”The Security Council vote Friday, however, was anything but routine for Washington, which traditionally vetoes all resolutions related to the decades-old Israeli-Palestinian conflict on grounds that differences must be solved through negotiations. It was the first resolution on the conflict approved during President Barack Obama’s nearly eight years in office and shone a spotlight on his icy relationship with Israeli Prime Minister Benjamin Netanyahu. The US decision to abstain on the 14-0 vote followed months of intensely secret deliberations in Washington, a spate of fresh Israeli settlement announcements that sparked exasperation and anger from American officials, and recent attempts by Israel’s government to have parliament legalize thousands of homes built on privately owned Palestinian land. After Egypt suddenly postponed a scheduled vote on the resolution Thursday, reportedly under pressure from Israel and supporters of US President-elect Donald Trump, four new sponsors stepped up and pushed it through — Malaysia, New Zealand, Venezuela and Senegal, each representing a different region and reflecting the wide support for the measure.Trump demanded that Obama veto the resolution and tweeted after the vote, “As to the UN, things will be different after Jan. 20th” — when Trump takes office. It would be virtually impossible, however, for Trump to overturn the resolution. It would require a new resolution with support from at least nine members in the 15-member Security Council and no veto by one of the other permanent members — Russia, China, Britain or France, all of whom supported Friday’s resolution.Republicans, who control Congress, immediately threatened consequences. Sen. Lindsay Graham, who heads the Senate panel in charge of US payments to the UN, said he would “form a bipartisan coalition to suspend or significantly reduce” funding. He added that countries receiving US aid could also be penalized for supporting the resolution.Under UN rules, failure to pay dues leads to the loss of voting privileges in the General Assembly. The vote on settlements sparked behind-the-scenes discussion in the usually divided Security Council on what else might be achieved on the Israeli-Palestinian issue while Obama is still in the White House.New Zealand has been pressing for the council to consider a resolution that would set out the parameters for a settlement of the conflict, and its draft ideas remain on the table. But Israel’s UN Ambassador Danny Danon warned the council after the vote that the resolution would not spur peace efforts.“By voting ‘yes’ in favor of this resolution, you have in fact voted ‘no,'” Danon said. “You voted ‘no’ to negotiations. You voted ‘no’ to progress, and a chance for better lives for Israelis and Palestinians. And you voted ‘no’ to the possibility of peace.”Israeli Prime Minister Benjamin Netanyahu immediately retaliated against some of the nations that proposed Friday’s resolution. He recalled his nation’s ambassadors to New Zealand and Senegal for consultations, canceled a planned January visit to Israel by Senegal’s foreign minister and ended Israeli aid programs to the West African nation.“Israel rejects this shameful anti-Israel resolution at the UN and will not abide by its terms,” Netanyahu’s office said in a statement. The Israeli leader blamed Obama for failing to “protect Israel against this gang-up at the UN” and even colluding with its detractors. He said, “Israel looks forward to working with President-elect Trump and with all our friends in Congress, Republicans and Democrats alike, to negate the harmful effects of this absurd resolution.”By contrast, chief Palestinian negotiator Saeb Erekat hailed the result as a “victory for the justice of the Palestinian cause.” He said Trump’s choice was now between “international legitimacy” or siding with “settlers and extremists.”Riyad Mansour, the Palestinian UN ambassador, urged the Security Council to “stand firm by this decision” and “not be cowed by negative threats or spin.”

King of Bahrain hosts menorah-lighting ceremony-Video of rabbis and kaffiyeh-clad Muslims dancing to Hasidic songs in Arab monarchy goes viral-By Times of Israel staff December 25, 2016, 10:12 pm

The small Muslim monarchy of Bahrain hosted a ceremony to celebrate the first night of Hanukkah, and the resulting video of kaffiyeh-wearing sheikhs dancing with Orthodox Jews to Hasidic music has been going viral on Facebook. On Saturday night, the kingdom, ruled by King Hamad bin Isa Al Khalifa, held a candle-lighting ceremony in which Jews, businesspeople and other Bahraini people took part.Bahrain, a group of islands in Persian gulf with a population of 1.4 million, is the only Arab gulf state that has a synagogue. The country had a Jewish population of some 1,500 Jews in 1948. However, after the declaration of the State of Israel many left, and almost all those who remained followed suit after 1967’s Six Day War. Today there are less than 50 Jews in the country. The kingdom is also unique in that its ambassador to the US from 2008-2010 was Houda Nonoo, a Jewish woman who had formerly served in the nation’s parliament.Last year was the first time that the king of Bahrain marked Hanukkah. He invited Conference of European Rabbis Director Rabbi Moshe Levin, who recited the traditional blessings while lighting the candles, and sang a verse of “Ma’oz Tzur,” the traditional Hanukkah hymn. Some 50 Jews were present for the ceremony. At that time the king welcomed his guests, saying that “the call to war against terror needs to come from the leaders of all the religions as one. Here in Bahrain members of all the religions live with no fear, and we will continue to allow Jews to live peacefully and quietly, maintaining their lifestyle, their customs and the commandments of their religion without any fear.”

Firefighters gain control of Haifa oil refinery blaze-After hours of intense efforts, teams quell massive fire that threatened to spread to other chemical tanks-By Times of Israel staff December 25, 2016, 10:16 pm

After battling the flames for several hours, firefighters said Sunday evening they had gained control of a massive blaze in a gasoline tank at a Haifa refinery that had been raging since morning.Emergency crews warned that, despite containing the fire, work to extinguish it completely would continue long into the night. The huge fire sent bright orange flames and thick black smoke billowing into the air above the northern port city and threatened other installations at a large industrial complex. It was not immediately clear how the fire started. After testing air pollution levels and finding the results to be low, the Environmental Protection Ministry withdrew an earlier warning instructing local residents to remain indoors.Police briefly closed main traffic arteries near the Haifa industrial zone as dozens of firefighting teams attempted to keep the flames under the control.“It is a very serious incident. Our main aim at the moment is to stop the fire spreading to other tanks that contain dangerous material,” Haifa fire services spokesman Yoram Levy told the Ynet news site.Levy said the tank held 1,000 cubic liters of gasoline and more than 40 firefighting teams were being sent to try and contain the blaze. Officials said a larger disaster was avoided as the tank, with a capacity of 10,000 cubic liters, was relatively empty. As thick black smoked filled the air above the city, many residents reported breathing difficulties, though rescue officials did not say if anyone needed treatment. The Haifa bay area, hemmed in by the Carmel Mountains, is home to some of the heaviest industry in the country, and residents there have long feared an incident that could endanger the city. The fire comes weeks after the city was ravaged by a series of wildfires that destroyed hundreds of homes and forced the evacuation of tens of thousands of people. The city was also hit by heavy flooding earlier this month that killed one person.Haifa Mayor Yona Yahav said the municipality had repeatedly warned the government about the danger posed by the refinery and the area’s massive ammonia storage tank, which have been threatened as targets by the Hezbollah terror group.“We have repeatedly warned; we are tired of warning. This is just a small indication (of what could happen) but it is a wake-up call to the government of Israel,” he told Army Radio. On Sunday evening, dozens of Haifa residents held an impromptu protest calling for the facility to be relocated outside of the city.MK Ayman Odeh, head of the Joint (Arab) List, wrote on Twitter that the government should take action to fight the problems plaguing his hometown.“And doing something does not mean blaming the Arabs in the media again,” he wrote sarcastically, referring to accusations that the Haifa fires had been started as nationalistically motivated arson attacks.Recently, Haifa City Hall has tried to temporarily shut down the Carmel Olefins refinery after a series of mishaps in which dangerous pollutants were accidentally released into the air.Several studies have indicated that Haifa residents suffer from a slew of health-related problems, including higher rates of cancer and pollution-related disorders such as smaller-than-average heads and relatively low weight in newborns.

Pakistan makes nuclear threat to Israel, in response to fake news-Defense minister in Islamabad reacts to false news item featuring non-existent quote by ex-Israeli defense chief Ya’alon-By Times of Israel staff December 24, 2016, 1:29 pm

Pakistan’s Defense Minister Khawaja Muhammad Asif tweeted a veiled nuclear threat at Israel, apparently after taking affront at a fake news article where Israel purportedly warned Islamabad against meddling in Syria.“Israeli def min threatens nuclear retaliation presuming pak role in Syria against Daesh. Israel forgets Pakistan is a Nuclear state too,” the Pakistani minister tweeted on Friday.Israel Radio said Saturday that Asif was responding to a fake news story on the website AWDnews.com, which falsely reported that Israel responded to a Pakistani promise to send troops to Syria with a threat of nuclear attack. The unfounded story even mistakenly attributes the threat to Israeli Defense Minister Moshe Ya’alon. Ya’alon left the Defense Ministry in May and was replaced by current Defense Minister Avigdor Liberman.Israeli def min threatens nuclear retaliation presuming pak role in Syria against Daesh.Israel forgets Pakistan is a Nuclear state too AH— Khawaja M. It would be beyond unlikely for it to brazenly threaten Pakistan that “we will destroy them with a nuclear attack,” as the report claimed that Ya’alon did on Tuesday. Such ostensible comments by Ya’alon would have caused major headlines worldwide.Asif’s tweet was roundly criticized on twitter, with many calling on him to act in a more responsible manner.“Oh Khawaja Saab, It’s a Fake News From Fake News Outlets. First female mayor hopes to reverse the trend via tourism-Christians worry ‘Silent Night’ may soon refer to their community in Bethlehem-In birthplace of Jesus, Christian population has dropped from 86% to 12% in the past 60 years, following trend across Middle East, except in Israel-By Melanie Lidman December 24, 2016, 2:05 pm-THE TIMES OF ISRAEL

Marking the place where Jesus was born, the Christmas tree in Bethlehem’s Manger Square stands 17 meters (55 feet) tall. During the holiday season, visitors swarm around the base, taking grinning selfies while snacking on paper cups of sweet corn. Christmas lights adorn the old stone alleyways and the falafel sellers keep their fryers working extra late.More than a million foreign tourists visit the Church of the Nativity each year, especially during Christmas time. Few visitors will notice anything amiss during a quick visit to the birthplace of Jesus as they dash into the cathedral with their cameras held aloft and take a few minutes to browse the plethora of shops selling Christian trinkets, the same way visitors have done for decades. But behind the cheery Christmas lights, the demographics tell a different story.Bethlehem’s Christian population is rapidly disappearing, as members of the community leave in droves for a better life abroad.Bethlehem as well as nearby Beit Sahour and Beit Jala were 86% Christian in 1950. But by 2016, the Christian population dropped to just 12%, according Bethlehem mayor Vera Baboun, a Catholic who is the first woman to hold the post. This trend is echoed across the West Bank. In the 1970s, Christians made up 5% of the population. Today, they are just 2%. In Bethlehem, only 11,000 Christians remain in the birthplace of Christianity. The situation for Christians is even more precarious in Gaza. In 2006, a year before hard-line Islamist party Hamas seized power from the more moderate Fatah, there were 5,000 Christians living in the strip. Today, there are just 1,100, according to Samir Qumsieh, the owner of Nativity TV, the only Christian TV station in the West Bank and a researcher focusing on Christian issues. In Israel, however, the Arab Christian population has held steady with demographic growth, increasing by about 5,000 over the past 20 years. Today there are 164,700 Christians in Israel, about 2% of the population, a similar ratio to past decades.By contrast, a 2014 Pew Research study found that while the overall number of Christians in the Middle East and North Africa increased from 1.6 million to 7.5 million between 1900 and 2010, an increase of nearly 400%, non-Christian populations increased by tenfold during the same period. The Christian percentage of the overall population in the region thus decreased from 10% in 1900 to 5% in 2010.The Pew study noted that part of this decline in the overall percentage is due to lower birthrates among Christians than Muslims. But it also found that Christians are more likely than other religious groups to emigrate from this part of the world. In 2012, Christians faced religious harassment in more countries in the Middle East and North Africa than any other region of the world, according to the study.Comparatively, Palestinian Christians are much more well-off than Syrian or Iraqi Christians, who are fleeing the country due to civil wars and religious persecution, said Dr. Amnon Ramon, a researcher focusing on Christianity at the Jerusalem Institute for Policy Research. But even in places that aren’t beset by crisis, Christians are still leaving, often for economic reasons. “Christian emigration is happening from the entire Middle East, partly because it’s easier for them to assimilate than Muslims,” said Ramon.Ramon noted that Christians often send their children to church-affiliated schools, where European languages are taught at a high level. “That’s a huge advantage, and it gives them a good start to assimilating when they emigrate,” Ramon said. Christians are also more proportionately city dwellers from higher economic classes, which also eases the integration process. In places like Europe and North America, there’s also less antagonism towards Christian immigrants over Muslim immigrants, said Ramon.-Complex Muslim-Christian interaction-Nabil Giacaman, a Christian shop owner of the “Christmas House” store on Manger Square, said that the focus on Christian-only emigration is an attempt to drive a wedge between Christians and Muslims and foster division within Palestinian society. Since the Christian population is so much smaller, their shrinking numbers are felt that much more acutely, he said.“It’s not about Christians and Muslims, it’s not that I’m facing these issues only because I’m a Christian,” said Giacaman. “As Muslims suffer, Christians also suffer. At the end, we are all Palestinian, we get the same permits and the same treatment at the checkpoints.”Others say the situation is more nuanced.“Officially [in the Palestinian Authority], the laws are the same for Christians and Muslims but there is still some racism [against Christians],” said Qumsieh, who noted that most of the racism is connected to land ownership, and that people generally try to sell land to members of their own religion.-‘People will stay if they can get a flat and a job’-Aside from the political situation, another main reason for the emigration is Bethlehem’s struggling economy. According to Baboun, the unemployment rate in Bethlehem is 27%, the highest in the Palestinian territories after Gaza. Average unemployment in the West Bank is 22%.“We need housing projects, we need investors who will employ our youth,” said Qumsieh. “People will stay if they can get a flat and a job.”Qumsieh’s own family is a perfect example of the struggle to get educated Palestinians to stay. As one of six highly-educated brothers, four of whom are engineers, Qumsieh is the only one who stayed in Bethlehem. His two sons, studying in the US, “mocked me to my face” when he asked if they were coming back to Bethlehem after graduating from college, Qumsieh recalled.“I can’t see how we have a future with this problem of ongoing emigration,” Qumsieh said. “I hope it won’t come to be that the Church of the Nativity and the Church of the Holy Sepulcher will become museums.”Baboun’s plan to improve the local economy centers around tourism. The city has one of the premier tourist sites in the Middle East – the Church of the Nativity – but is unable to capture the financial windfall that should come from attracting so many international tourists.According to the Palestinian Ministry of Tourism, 1.16 million foreigners visited the Church of the Nativity in 2013, the most recent year statistics were available. During the same year, 3.54 million tourists visited Israel. All tourists to Bethlehem arrive from Israel through one of 29 checkpoints that lead to the city and surrounding villages.A major complaint from Bethlehem residents involved in tourism is that most foreign tourists come to Bethlehem for only a few hours. Their big buses arrive at the tourism bus terminal next to Manger Square, they walk one block to visit the Church, and then immediately get back on the bus to return to Jerusalem. During their brief tour, the visitors spend very little money in the city.Baboun said the city is considering a tourism tax to ensure some of the tourism dollars are directed back to the city, though declined to elaborate how or where the city would levy the tax.Bethlehem is also in the midst of a sorely needed $20 million renovation of the Church of the Nativity, after years of negotiating with the three churches that administer the site as well as Israeli and Palestinian authorities. The renovations, which started in 2014, will repair the leaky roof, strengthen the support columns and reveal the original floor mosaics. The church was first built in the 4th century, though renovations haven’t happened for the past 200 years. In 2012, UNESCO designated it a World Heritage in Danger site, a move Israel condemned as political, though Palestinians celebrated as a recognition over their sovereignty of the site.Baboun said a major obstacle to economic development is that many of the large infrastructure projects must be coordinated with the Israeli Civil Administration, the Israeli army, the Palestinian Authority and the Bethlehem City Council. Much of the city does not have running water, forcing residents to get water delivered privately. And there are no wastewater treatment areas in the region, a major environmental issue.Baboun is hoping that the tourists who throng Manger Square on December 24 will acknowledge the difficult realities while still celebrating the traditional Christmas sprit.“Bethlehem is open, and Bethlehem is ringing the bells of joy for peace in the Middle East,” she said. There are now 55 hotels in Bethlehem, Baboun added, hopefully ensuring that, unlike Joseph and Mary, everyone who wants will find a place at an inn.“This issue of Christian emigration has become a political tool,” said Ramon, the researcher at the Jerusalem Institute. “There are right-wing groups, like Evangelists, who are always saying ‘Christians are in such a bad situation with the Muslims and that’s why they’re leaving!’ Then there’s liberal Protestants who emphasize that the relations between Christians and Muslims are good, and it’s just the Israeli occupation that is responsible for all this.”“The real situation is somewhere in the middle,” he said. “The question about whether to stay or go is really dependent on one single thing: the question, where my children will have a better future?”

FBI warns of possible terror attacks on churches, holiday gatherings in US-Alert issued after publicly available list of US churches posted on a terrorists’ social media site-By Deb Riechmann December 24, 2016, 5:49 am-THE TIMES OF ISRAEL

WASHINGTON (AP) — Federal authorities warned law enforcement authorities across the nation Friday that Islamic State sympathizers are continuing to call for attacks on churches and other holiday gathering sites. The warning was issued after a publicly available list of US churches was posted on a militants’ social media site. It also came just days after Monday’s attack at a Christmas market in Berlin that left 12 dead and 56 injured.Separately on Friday, police in Australia detained five men suspected of planning a series of Christmas Day attacks using explosives, knives and a gun in the heart of Melbourne.FBI spokesman Andrew Ames said US citizens are advised to maintain awareness of their surroundings and report suspicious activity. He said the FBI will work closely with federal, state and local law enforcement should there be any potential threat to public safety.“The FBI is aware of the recent link published online that urges attacks against US churches,” Ames said. “As with similar threats, the FBI is tracking this matter while we investigate its credibility.”

Major quake jolts Chile resort region; 21,000 homes lose power-[Reuters]-By Felipe Iturrieta and Antonio De la Jara-YAHOONEWS-December 25, 2016

SANTIAGO (Reuters) - A major 7.6 magnitude earthquake jolted southern Chile on Sunday, prompting thousands to evacuate coastal areas, but no fatalities or major damage were reported in the tourism and salmon farming region.Chile's National Emergency Office (ONEMI) lifted both the evacuation order and a tsunami watch three hours after the Christmas Day quake struck, telling nearly 5,000 people who had evacuated they could return to their homes.Onemi said one bridge in the area was impassable as crews worked to restore electricity to 21,000 homes without power.Officials had issued a tsunami warning earlier for areas within 1,000 km (621 miles) of the epicenter, just 39 km (24.5 miles) southwest of Puerto Quellon, off the coast. But the warning was downgraded to a tsunami watch. Eight mostly small ports in the area were closed, Chile's Navy said. The quake was felt on the other side of the Andes mountains in Argentina, in the southwestern city of Bariloche, but structural damage in areas close to the epicenter was limited, witnesses said. The quake's depth was about 34.6 km (21.5 miles), the U.S. Geological Survey (USGS) said."There was a lot, a lot of movement here, but besides that nothing of note, there weren't houses falling," said Alamiro Vera, owner of the Cabanas Hotel in the southern Chile fishing town of Quellon. "It was just scary, and some things inside fell."A Reuters witness said some roads and at least one bridge were damaged in Quellon, located on Chiloe Island, a tourist destination in Chile's Los Lagos region.-'BIGGEST SCARE OF OUR LIVES'-The quake disrupted Christmas plans for thousands of people who fled their homes on foot, in cars and on horseback, seeking higher ground amid torrential rains as sirens warned about the potential tsunami.Quellon resident Denisse Alvarado was preparing to travel to the countryside to celebrate Christmas with friends when she felt the quake and ran out of her home."All of a sudden it shook and shook and shook," Alvarado, 46, told Reuters. "I thought the house would fall and the ground would open because it was very strong and very loud.""It was the biggest scare of our lives," she added.Though there were dozens of weaker aftershocks, damage was concentrated along a highway that runs across Chiloe Island, where traffic was shut down in one section and on smaller roads and bridges.Local television showed damage to some homes, especially in Quellon and surrounding areas.-SALMON ZONE-The area hit by Sunday's quake was south of Valdivia, Chile, where 1,655 people died in a 1960 quake ranked by the USGS as the most powerful recorded in Chile. The region is home to several industrial salmon farms. An official with Chile's National Fish and Aquaculture Service said several companies had evacuated employees and were evaluating their facilities for possible damage.Fishing and agriculture company Empresas AquaChile SA said its employees in the watch zone had been evacuated and were safe, adding that there was no damage to its facilities.Several other companies have industrial salmon farming operations in the region, including Blumar SA, Cia Pesquera Camanchaca SA, Australis Seafoods SA, Multiexport Foods SA, Invermar SA, and the local unit of Norway's Marine Harvest ASA.Chile is the world's leading copper producer, but there are no major mines located near the zone affected by the earthquake.Chile's state-run oil company ENAP [ENAP.UL] said its Bio Bio refinery in southern Chile was operating normally. The Puerto Montt airport was operating normally, a spokesman said.Latam Airlines Group SA and Sky Airlines said their southern Chile routes were operating without major delays.Chile has a long history of deadly quakes, including a 8.8 magnitude quake in 2010 off the south-central coast, which also triggered a tsunami that devastated coastal towns.(Additional reporting by Gram Slattery; Writing by Mary Milliken and Luc Cohen; Editing by Jeffrey Benkoe)

Typhoon Nock-ten lashes central Philippines, cuts power-[Reuters]-By Enrico Dela Cruz-YAHOONEWS-December 25, 2016

MANILA (Reuters) - A typhoon slammed into central Philippines late on Sunday, bringing strong winds and heavy rains and cutting off power, but there were no immediate reports of casualties, weather officials and radio reports said.Typhoon Nock-ten was packing maximum sustained winds of 185 kph (115 mph) with gusts up to 255 kph when it made landfall over Catanduanes province, which was under the highest storm alert, on the Bicol peninsula on Sunday evening. The typhoon made a second landfall over Camarines Sur province, then weakened slightly with winds of 175 kph but gusts at 290 kph, the weather bureau said."We continue to pray, stay positive and stay alert. Brownout in a lot of areas already," Camarines Sur Governor Miguel Luis Villafuerte said in a post on his Instagram account. Communication lines have been cut in some areas, radio reports said.Around 218,000 people fled to evacuation centres after authorities warned of storm surges and flooding in coastal villages and low-lying areas.Nock-ten could make another landfall early on Monday while moving west faster at 20 kph, from 15 kph previously, and crossing the provinces of Camarines Norte, Southern Quezon, Laguna, Batangas, and Cavite, weather forecasters said. The typhoon's eye will be near Metro Manila on Monday afternoon, they said.Land, sea and air travel has been suspended in some areas, leaving stranded thousands of people heading home for Christmas in the mostly Christian country. In 2013, more than 6,000 people were killed and 200,000 homes destroyed when Typhoon Haiyan, the strongest-ever storm to make landfall in the Philippines, hit the central islands of Leyte and Samar.About 20 major typhoons pass through the Philippines each year. Since 1948, at least seven have hit during the Christmas period.

Dakotas under blizzard warnings as winter storm forecast over central U.S.-[Reuters]-YAHOONEWS-December 25, 2016

(Reuters) - Almost all of North and South Dakota were under blizzard, ice storm or winter storm warnings on Sunday as wintry weather was forecast to hit the Central U.S., meteorologists said. The National Weather Service said it expected a strong winter storm to drop heavy snow - as many as 15 inches (38 cm) in parts of the Dakotas - across the northern plains on Christmas day, as well as rain or even freezing rain as far east as Wisconsin. The service warned that the freezing weather would make ground travel near impossible in spots and could hamper the plans of some of the 94 million Americans who, according to American Automobile Association, were expected to travel by vehicle over the holiday season."Holiday travel will likely be poor across much of the northern-tier states," the weather service's Weather Prediction Center said. The weather service also warned of dense fog for large swaths of the country's southern and central regions, bringing further difficulty to drivers. For travelers making their holiday treks by air, flight tracking website flightaware.com was reporting only a few dozen flight cancellations or airport delays across the country as of early on Christmas morning.(Reporting by Curtis Skinner in San Francisco; Editing by Hugh Lawson)

Snow storm bears down on western U.S. as holiday travelers hit the roads-[Reuters]-By Brendan O'Brien-YAHOONEWS-December 24, 2016

MILWAUKEE (Reuters) - A winter storm was taking aim on Saturday at the U.S. West and Midwest where it was expected to dump heavy snow and freezing rain, causing headaches for millions of holiday travelers who were hitting the road over the weekend, forecasters said.Winter storm and blizzard warnings and watches were in effect from Nevada and Colorado up through the Dakotas and into northern Minnesota as 2 inches (5 cm) to 15 inches (38 cm) of snow along with strong gusts were in the forecast on Saturday and Sunday, the National Weather Service said."Blizzard conditions are possible across portions of the northern plains on Christmas Day, where snow along with winds gusting in excess of 60 mph could create very dangerous travel conditions," the weather service said. The treacherous weather could hamper the plans of some of the 94 million Americans who, according to American Automobile Association, were expected to travel by vehicle over the holiday season. From New Mexico up through northeastern Wisconsin, a mix of freezing rain and flurries will cover roadways with an icy glaze and blowing snow over the weekend, the service predicts.Thunderstorms and 45-mph (70 kph) winds were also expected for northern Texas, central Oklahoma and southern Kansas and Missouri on Saturday and Sunday, the National Weather Service said. The storm caused problems on Friday in northeastern Oregon, where transportation authorities closed Interstate 84 between Baker City and LaGrande for several hours on Friday after snow reduced visibility to zero.Bad weather was to blame for more than 620 flight cancellations on Friday in the United States, flightaware.com reported. In Appleton, Wisconsin, where snow had fallen on Friday evening, a plane carrying the Minnesota Vikings National Football League team slid off a runway, local airport and team officials said. No injuries were reported.Flood watches and warnings were also in effect for parts of the West Coast, including coastal Southern California, and Midwest after heavy rains fell on Friday night and temperatures were expected to rise throughout the regions over the weekend.Despite the winter weather, parts of Missouri, Kentucky and Tennessee will enjoy unseasonably warm weather on Christmas Day, as temperatures are likely to soar into the 60s F, according to the NWS.(Reporting by Brendan O'Brien in Milwaukee; Editing by Adrian Croft)

China's aircraft carrier to drill in Western Pacific-[Reuters]-YAHOONEWS-December 25, 2016

BEIJING (Reuters) - China's first aircraft carrier will carry out drills in the Western Pacific, in what the navy called part of routine exercises, amid renewed tension over self-ruled Taiwan that Beijing claims as its own.The navy said in a statement late on Saturday the Liaoning, along with its accompanying fleet, would conduct "exercises far out at sea", without giving details of the location or route, in what is likely its first blue-water drill far from home waters."This exercise is being carried out in accordance with annual exercise plans," the navy said in a statement also carried on the front page of the official People's Liberation Army Daily.China's successful operation of the Liaoning is the first step in what state media and some military experts say will be the deployment of domestically built carriers by 2020.Taiwan's defense ministry said on Sunday it had been monitoring the drills closely as the Liaoning went through the Miyako Strait, a body of water between the Japanese islands of Miyako and Okinawa, heading into the Pacific. It said it was monitoring whether the aircraft carrier would continue into the Bashi Channel, which lies between Taiwan and the Philippines, on its return. The Japanese Defense Ministry said on Sunday evening that a Maritime Self Defense Force ship and a P3C patrol airplane had spotted six Chinese naval vessels including Liaoning traveling through the passage between Miyako and Okinawa and into the Pacific. There was no territorial incursion, the ministry said. One Z-9 patrol helicopter that took off from a Chinese frigate flew near Miyako Island, prompting the scrambling of Japanese jet fighters, said the Japanese Defense Ministry.Nikkei business daily reported that Japan had told China via diplomatic channels that it was closely watching the moves of the aircraft carrier.China's military conducted its first ever live-fire drills using an aircraft carrier and fighters in the northeastern Bohai Sea close to the Korean peninsula this month, and has more recently been in the East China Sea.The navy showed pictures on its official microblog from the drills in the East China Sea, including J-15 carrier-borne fighter jets launching into the sky, overseen by navy chief Wu Shengli. They conducted aerial refueling and air combat exercises on Thursday, the navy said.China's growing military presence in the disputed South China Sea in particular has fueled concern, with the United States criticizing its militarization of maritime outposts and holding regular air and naval patrols to ensure freedom of navigation. The Western Pacific exercise comes amid new tension over self-ruled Taiwan, following U.S. President-elect Donald Trump's telephone call with the island's president that upset Beijing.China's air force conducted long-range drills this month above the East and South China Seas that rattled Japan and Taiwan. China said those exercises were also routine.China's Soviet-built Liaoning aircraft carrier has participated in previous military exercises, including some in the South China Sea, but China is years away from perfecting carrier operations similar to those the United States has practised for decades.Last December, the defense ministry confirmed China was building a second aircraft carrier but its launch date is unclear. The aircraft carrier program is a state secret.Beijing could build multiple aircraft carriers over the next 15 years, the Pentagon said in a report last year.(Reporting by Ben Blanchard; Additional reporting by J.R. Russia examines all possible reasons for Black Sea jet crash-[Associated Press]-VLADIMIR ISACHENKOV and VERONIKA SILCHENKO-YAHOONEWS-December 25, 2016

SOCHI, Russia (AP) — Backed by ships, helicopters and drones, Russian rescue teams searched Sunday for victims after a Russian plane carrying 92 people to Syria crashed into the Black Sea shortly after takeoff. Investigators said they were looking into every possible cause for the crash, including a terror attack. All 84 passengers and eight crew members on the Russian military's Tu-154 plane are believed to have died when it crashed two minutes after taking off at 5:25 a.m. in good weather from the southern Russian city of Sochi. The passengers included dozens of singers in Russia's world-famous military choir.More than 3,000 rescue workers on 32 ships — including over 100 divers flown in from across Russia — were searching the crash site at sea and along the shore, the Defense Ministry said. Helicopters, drones and submersibles were being used to help spot bodies and debris. Powerful spotlights were brought in so the operation could continue all night.Emergency crews found fragments of the plane about 1.5 kilometers (1 mile) from shore. By Sunday evening, rescue teams had recovered 11 bodies and Transport Minister Maxim Sokolov said fragments of other bodies were also found.Asked if a terror attack was a possibility, Sokolov said investigators were looking into every possible reason for the crash. Several experts noted factors that suggested a terror attack, such as the crew's failure to report any malfunction and the fact that plane debris was scattered over a wide area. The plane was taking the Defense Ministry's choir, the Alexandrov Ensemble, to perform at a New Year's concert at Hemeimeem air base in Syria's coastal province of Latakia. Those on board also included nine Russian journalists and a Russian doctor famous for her work in war zones.Russian President Vladimir Putin went on television to declare Monday a nationwide day of mourning."We will conduct a thorough investigation into the reasons and will do everything to support the victims' families," Putin said. The Black Sea search area — which covered over 10 square kilometers (about 4 square miles) — was made more difficult by underwater currents that carried debris and body fragments into the open sea. Sokolov said the plane's flight recorders did not have radio beacons, so locating them on the seabed was going to be challenging. The Tu-154 is a Soviet-built three-engine airliner designed in the late 1960s. More than 1,000 have been built, and they have been used extensively in Russia and worldwide. The plane that crashed Sunday was built in 1983, and underwent factory check-ups and maintenance in 2014 and this year, according to the Defense Ministry.Magomed Tolboyev, a decorated Russian test pilot, said it was clear that all on board had died in the crash."There is no chance to survive in such situation," he said, according to the Interfax news agency. Before Sokolov spoke to reporters in Sochi, senior Russian lawmakers had ruled out a terror attack, arguing that the military plane was under reliable protection. Security is particularly tight in Sochi, the Black Sea city that hosted the 2014 Winter Games and is regularly visited by Putin, who often receives foreign leaders at his residence there. But some experts said the crew's failure to report a malfunction pointed at a possible terror attack."Possible malfunctions ... certainly wouldn't have prevented the crew from reporting them," Vitaly Andreyev, a former senior Russian air traffic controller, told RIA Novosti.Vadim Lukashevich, an independent aviation expert, told Dozhd TV that the crew's failure to communicate an equipment failure and the large area over which the plane's fragments were scattered raises the possibility of an attack.Alexander Gusak, a former chief of a SWAT team at the main domestic security agency, the FSB, told Dozhd that Russian airports are still vulnerable to terror threats despite security cordons."It's possible to penetrate them. It's a matter of skills," he said.Russian planes have been brought down previously by terror attacks. In October 2015, a Russian plane carrying mostly Russian tourists back from vacation in Egypt was brought down by a bomb over the Sinai Peninsula, killing all 224 people aboard. Officials said the explosive device was planted in the plane's luggage compartment. The local affiliate of the Islamic State group claimed responsibility. In August 2004, two Russian planes were blown up in the skies over Russia on the same day by suicide bombers, killing 89 people. A Chechen warlord claimed responsibility. In the last year, the Russian military has repeatedly flown Russian singers and artists to perform at Hemeimeem, the main hub for the Russian air campaign in Syria. The passenger list released by the Defense Ministry included 64 members of the Alexandrov Ensemble, including its leader, Valery Khalilov. The ensemble is the official choir of the Russian military and also includes a band and a dance company. The choir sang "Get Lucky" at the opening of the 2014 Winter Games in Sochi, becoming an online sensation. The damage to the choir was reported to be devastating. Viktor Yeliseyev, head of the rival choir for the Russian National Guard, said "most singers of the choir have died."Also on board was Yelizaveta Glinka, a Russian doctor who has won wide acclaim for her charity work, which has included missions to war zones in eastern Ukraine and Syria. Her foundation said Glinka was accompanying a medical shipment for a hospital in Syria."We never feel sure that we will come back alive," she said when Putin presented her with an award earlier this month. "But we are sure that kindness, compassion and charity are stronger than any weapon."Syrian President Bashar Assad was among numerous foreign leaders who sent their condolences to Putin, saying he received news of the crash "with deep grief and sadness."In recent years, Russian airlines have replaced their Tu-154s with more modern planes, but the military and other Russian government agencies have continued to use them. While noisy and fuel-guzzling, the plane is popular with crews that appreciate its maneuverability and ruggedness."It's an excellent plane, which has proven its reliability during decades of service," veteran pilot Oleg Smirnov said.Still, since 1994, there's been 17 major plane crashes involving the Tu-154 that have killed over 1,760 people in all. Most resulted from human error. In the latest previous deadly crash of a Tu-154, a plane carrying Polish President Lech Kaczynski and 95 others crashed in April 2010 while trying to land at a military airport in Smolensk in western Russia, killing everyone on board. Investigations by both Polish and Russian experts blamed pilot error in bad weather, but Polish authorities have launched a new probe.___Isachenkov reported from Moscow.
