ANTANANARIVO (Reuters) - Family members of those lost aboard a Malaysia Airlines flight that went missing in 2014 criticised Malaysian investigators on Sunday for not doing enough to find debris, which could give more clues about what happened.Flight MH370, carrying 239 passengers and crew, disappeared on its way from Kuala Lumpur to Beijing on March 8, 2014, sparking a search in the southern Indian Ocean that continues.Grace Nathan, who lost her mother, said families wanted authorities to focus more on finding debris from the plane. The search has so far been entirely funded by well-wishers and the families of the missing, she said."There should not be a situation where the relatives of people on the plane have to keep funding the search," she told Reuters in Antananarivo, the capital of Madagascar.Aslam Khan, one of the Malaysian investigators who arrived in Antananarivo on Sunday, said it was incorrect to suggest the inquiry was winding down.He said criticism of the investigation team for failing to collect the debris was "fair comment.""We are here now," he said. "Once we have had a physical examination of it (the debris) we will be in a position to say more."Seven representatives of the families are expected to meet investigators on Monday and see the investigators take custody of six pieces of debris that have washed up on the Indian Ocean island of Madagascar over the past six months.A total of 33 pieces suspected to be from the plane have been found so far, including parts of the wings and tail, in La Reunion, Mozambique, South Africa, Mauritius and Tanzania.Three pieces have been confirmed by the Malaysian authorities as belonging to MH370, including a flaperon from the tail which they said showed the pilots were not in control of the plane when it crashed.But more suspected pieces remain with local authorities.“The fact that in six months they haven’t collected this debris reflects their lack of seriousness about the search,” said Nathan.Blaine Gibson, an American lawyer turned self-funded sleuth, has spent more than a year combing beaches across the region where the plane disappeared.He found part of a wing in Mozambique that authorities confirmed was probably from MH370 and more than 10 pieces of debris in Madagascar, including a seat back.The wreckage could reveal how the plane was downed, he said."They can test for traces of explosive or any sort of shrapnel, if it was a high-speed forceful impact, which is what it looks like because the pieces are small and shredded," he said.For the past two years, the search for the body of the plane has focussed on a deep sea area of more than 120,000 square kilometres (46,300 square miles) in the Indian Ocean.Ghislain Wattrelos, a Frenchman who lost his wife and two teenage children in the crash, said the families wanted more focus on debris."We are spending quite a big amount of money trying to find a plane (in the sea) where it is not," he said. ANTANANARIVO, Madagascar (AP) — A Frenchman whose wife and two of his three children were on a Malaysia Airlines plane that disappeared in 2014 said Sunday that he was still trying to find out what happened to the aircraft partly as a way of dealing with the emotional cost of his loss.Ghislain Wattrelos joined half a dozen relatives of some of the 239 people aboard Flight 370 on a weeklong visit to Madagascar to ask coastal residents to look out for debris from the missing plane that may have washed up after drifting across the Indian Ocean. Wattrelos said he was frustrated over the failure of a high-tech, expensive search by governments to turn up any hint of why the plane apparently crashed in the ocean, and wanted to do something for his spouse and children."It's been 1,000 days and we still have no clue of what happened — what happened to my family," Wattrelos, a business executive, said at a hotel in Antananarivo, Madagascar's capital, where he and relatives from Malaysia and China planned their itinerary to areas where they believe plane debris may have come ashore."It's part of the recovery process I'm going through," he said.The relatives, who formed an association called Voice 370, are becoming increasingly anxious because Malaysia, Australia and China are close to completing a deep-sea sonar search, so far fruitless, of 120,000 square kilometers (46,000 square miles) off Australia's southwest coast in the Indian Ocean. Blaine Gibson, an American wreckage hunter, found a piece of debris in Mozambique that officials say was almost certainly a horizontal stabilizer from a Flight 370 wing, and he has found possible plane remains in Madagascar."The reason that I'm so focused on Madagascar is that this is the only place where more than one piece of debris has been found on the same beach," said Gibson, who is accompanying the relatives on their travels in Madagascar. (Reuters) - Recovery teams have found 24 bodies in the charred ruins of an Oakland, California loft building after a fire broke out during a weekend dance party, and the death toll is expected to rise, authorities said on Sunday.Sergeant Ray Kelly, a spokesman for the Alameda County Sheriff's Office, said two dozen bodies were located as authorities sifted through the debris-filled shell of the two-story building, which was used by an artists' collective.He told a press briefing that the death toll would likely rise in what fire officials called the deadliest blaze in the city's history. He said the names of the victims would be released "in the coming hours" after their families were notified.“In regards to the amount of people that are still missing, yes, it’s a significant number, Kelly said."We’ve given you a number of 24," he said, referring to the dead. Oakland (United States) (AFP) - Fire crews in California on Sunday were searching the charred remains of a warehouse gutted by a blaze during a rave party, with officials saying the death toll could reach 40.Relatives of dozens of people missing in the Friday night blaze in Oakland near San Francisco endured an anxious wait for news. Nine people have been confirmed dead so far.The converted two-story warehouse was used by artists as a living and work space but had no license for this, officials said, nor for the electronic dance party under way when the blaze broke out. The cause of the fire was not yet known.Firefighters said the building seemed to have no sprinklers or smoke detectors.Orange flames shot through the roof as the fire burned for hours and thick smoke billowed into the sky. (Reuters) - Firefighters were battling a major, multiple-alarm fire of several buildings in Cambridge, Massachusetts, the city's fire department said on Twitter.At least one building was ablaze at Berkshire and Vandine Streets, the Cambridge Fire Department said in a string of tweets.The Boston Globe and local WCVB-TV reported that 10 alarms had been struck and that several buildings, as well as cars, were on fire.The newspaper said that the blaze broke out shortly before 3 p.m. eastern (2000 GMT) and that firefighters had been summoned from surrounding communities to help fight the flames.Globe employee Michael Workman, who lives across the street from the blaze, said that it erupted in a three-family residence that was undergoing renovations and that flames quickly jumped to another home as well as a former church building."It went up in a heartbeat. It was just raging ... It was just going so fast. Dec, 18:00-Liberal leader Guy Verhofstadt has not decided yet to officially run for the European Parliament's presidency, but his party is pondering his chances.The question was not on the official agenda of the Alde congress that started on Friday (2 December) in Warsaw, but one party sourced noted "the elephant in the room."Verhofstadt himself didn't mention it openly, but in his speech to open the congress he said that he wanted to break "the unholy alliance" between the Socialists & Democrats (S&D) group and the center-right European People's Party (EPP) in the parliament.Last week, the current parliament chief, S&D's Martin Schulz, said he would not seek a third 2.5-year term. His soon to be vacant position is coveted by the center-right EPP.The EPP, the assembly's largest group, says that it should get the presidency by virtue of the gentleman's agreement by which the EPP and the S&D traditionally split the parliament's 5-year term in two.In Warsaw, Verhofstadt said that he rejected "a Europe mismanaged by the two big old parties" and wanted to put an end to "back room deals and mandates without a vision or without a project."The EPP will choose its candidate on 13 December. While Italian MEP Gianni Pittella said he was running for the S&D.Verhofstadt is "the top top candidate" for the position Czech MEP Pavel Telicka told EUobserver, arguing that he was a "heavyweight" in the parliament and "more inclusive" than Schulz or the candidates to replace him.He added that his leader would be "not just a speaker" and would "not be the defender of Alde's positions in the same way as Schulz has been the defender of S&D's positions."But beyond principles, the Alde is also trying to increase its influence.The party's president, Dutch MEP Hans van Baalen, pointed out that the EPP already had the top jobs at the European Council and European Commission, with Donald Tusk and Jean-Claude Juncker."There should be a liberal who is president of the European Parliament and there is one who can do it, it's Guy Verhofstadt," Van Baalen told EUobserver. Nov, 17:14-National governments would retain control of military assets bought by a new European Defence Fund, under plans unveiled by the European Commission on Wednesday (30 November).The proposed fund is to have two elements - a military research and development (R&D) budget worth about €500 million a year and a joint procurement budget worth €5 billion a year.It would be steered by a “coordination board” made up by delegates from EU states, the EU foreign service, the commission, and private defence firms.EU institutions, including MEPs, would have a say on how to allocate the R&D funds.These would come from the EU budget and would be used to develop high-tech items, such as robotics, satellites, or cyberdefences.The question of who owns the patent of items to be rolled out into production is still under discussion.On the procurement side, groups of two or more EU states would also pool money to issue joint tenders for items such as drones or air-lift equipment in order to force down manufacturers’ prices.Each group would coalesce and dissolve around a single tender and the assets that it bought would go to national forces.The EU commission would act as a form of “treasury” that provided secretarial services for managing about €5 billion worth of various tenders each year.The defence fund is part of wider EU military integration plans, which have taken on added urgency due to Brexit and to the victory of Donald Trump, a Nato-sceptic, in the recent US elections.The fund is designed to stand alongside a new military HQ in the EU foreign service and alongside battlegroups - forces of about 1,000 men each - that could be parachuted into African or Middle Eastern countries.The new HQ would only conduct military training operations, while combat operations would be run out of national military HQs.The battlegroups would fight under an EU flag, but would be composed of soldiers from coalitions of EU states and commanded by the participating countries.The plans are part of a political balancing act between member states, Nato, and EU institutions.Britain, the Baltic countries, and Poland had previously complained that EU defence union would compete with Nato and would infringe on national prerogatives.Jyrki Katainen, the EU commissioner in charge of jobs and growth, said on Wednesday that those “who were quite critical of EU defence cooperation have, to some extent, changed their minds”.“It’s clear that our member states cannot afford to defend our citizens without deeper and better cooperation in defence … or without deeper cuts in other parts of their [national] budgets”, he said.-No European Commission army-“We’re not here to propose that we have an EU army, or a European Commission army … this is not about spending on the military instead of social security,” he added.Federica Mogherini, the EU foreign service chief, said she had lost count of how many times she had already issued the same assurance in press briefings.She said EU capitals would choose which kind of materiel to buy using the EU fund, that they would retain the assets they purchased, and that they would decide whether to use them in EU-flagged military operations.Elzbieta Bienkowska, the industry commissioner, who aims to shake up single market laws to make the joint purchases easier, said “this is not about taking over any competence from member states”.Some EU countries, including Germany and Italy, do see EU military integration as leading to a joint European armed forces down the line.-Defence bonds-The commission said the new defence fund could broaden its scope in future.Katainen said EU states could, if they chose to, pool capital in the fund, which would then issue “defence bonds” that participants could draw on.He said the commission could also pay “leasing fees” for jointly bought items, for instance, for surveillance drones, that would be owned by member states, but used by the EU’s border control agency.He said if there was enough “political will”, the commission could also draw up EU-wide industrial standards for defence equipment.-Joint command-Poland had in the past said that if there were to be joint EU forces, then they would have to be under joint command and not be led, in practice, by powerful EU states such as Germany.The new defence fund is to be governed by all 28 EU members.Mogherini said that could also change, however.She said on Wednesday that if a smaller coalition of willing EU states wanted to move ahead on the military HQ and battlegroups ideas, then that coalition might also end up running the joint procurement fund.The HQ and battlegroups vanguard would have “implications” for the “governance of the capability windows [joint procurement projects]”, she said.

Egypt brings in tougher penalties against female genital mutilation-[AFP]-YAHOONEWS-December 4, 2016

Cairo (AFP) - An amended law that toughens penalties for female genital mutilation to up to 15 years in jail has come into effect, the health ministry announced Sunday.Health ministry officials will monitor and oversee clinics and private hospitals to enforce the anti-FGM law that came into effect last Tuesday, the ministry said in a statement.The government had sent the bill to parliament on August 28, and lawmakers approved it days later.In Egypt, the partial or full removal of the external sex organs for no medical purposes, ostensibly to control women's sexuality, remains widespread, especially in rural areas.The procedure, common in some parts of the African continent, is practised by both Muslims and Christians in Egypt.Under the new law, those convicted of carrying out female circumcision can now be jailed for between five and seven years, from three months and two years under the former law.If the procedure leads to permanent disability or death, the perpetrators could be jailed for up to 15 years.The new law also calls for anyone who forces a female to undertake the procedure to be jailed for between one and three years, which could potentially apply to parents or family members.FGM can cause lifelong pain, including extreme discomfort during sexual intercourse, serious complications during childbirth and psychological trauma.In January 2015, an Egyptian doctor was sentenced to two years in jail for involuntary manslaughter and three months for practising FGM, after a 14-year-old girl died during an operation he performed.He served only the three-month sentence.However, "the latest figures from the Egypt Demographic and Health Survey show that we’re winning," the United Nations Development Programme said in a report last year."Mothers’ attitudes are changing, too," UNDP said.While 92 percent of mothers had undergone the procedure, only 35 percent of them "intend to circumcise their daughters", according to the UNDP report.According to the World Health Organisation, more than 200 million girls and women alive today have been cut, and over two million join their ranks each year.The WHO has categorised FGM a violation of human rights.

MISRATA, Libya (Reuters) - Libyan forces said at least 10 women and children left the last cluster of buildings controlled by Islamic State in the group's former stronghold of Sirte on Sunday, adding that they had edged closer to taking full control of the city.Forces led by brigades from Misrata and backed by U.S. air strikes have surrounded Islamic State fighters in a small patch of ground close to Sirte's Mediterranean sea front.Several groups of women and children, as well as male civilian captives, have either escaped or been released from the shrinking area held by Islamic State in recent weeks.The presence of civilians has complicated the effort to dislodge militants from their holdout, and several women have walked from the area only to carry out deadly suicide attacks."One woman blew herself up while she was coming towards our forces with other women and children early in the morning," Rida Issa, a spokesman for the Misrata-led forces, said.The forces also took control of nine buildings out of about 60 that are still to be captured or secured, said Salah al-Taweel, another spokesman. Syrian army nears Aleppo's Old City, rebels tell U.S. they won't leave-[Reuters]-By Tom Perry-YAHOONEWS-December 4, 2016

BEIRUT (Reuters) - The Syrian army and allied militia advanced towards rebel-held areas of Aleppo's Old City on Sunday, thrusting deeper into opposition parts of the city in a relentless attack which a military source said would be over in a matter of weeks.A senior rebel official told Reuters rebel groups in Aleppo had told the United States they will not leave their besieged, shrinking enclave, responding to Russian call for talks with Washington over their withdrawal.But facing relentless bombardment and ground assaults, the rebels may eventually have no choice but to negotiate a withdrawal from eastern Aleppo, where tens of thousands of civilians are thought to be sheltering.The Western and regional states that have backed the rebellion appear unwilling or unable to do anything to prevent a major defeat for the opposition fighting to topple President Bashar al-Assad, whose campaign to regain all Aleppo has been backed by the Russian air force and Iranian-sponsored militias.The army announced new advances, which were confirmed by a rebel official with the Jabha Shamiya group. The advancing forces may soon reach a strategically important eye hospital, the capture of which would threaten further gains near the Old City, the official said, speaking to Reuters from Turkey.Loud explosions were heard coming from eastern Aleppo as night fell, Reuters journalists in the government-held part of the city said. Bowe Bergdahl, the former prisoner of war who's accused of endangering comrades by walking off his post in Afghanistan, is asking President Barack Obama to pardon him before leaving office.White House and Justice Department officials said Saturday that Bergdahl had submitted copies of the clemency request seeking leniency. If granted by Obama, it would allow Bergdahl to avert a military trial scheduled for April where he faces charges of desertion and misbehaviour before the enemy. The misbehaviour charge carries a maximum penalty of life in prison.If the pardon isn't granted, Bergdahl's defence team said it will expand its legal strategy to the new administration by filing a motion arguing President-elect Donald Trump violated his due process rights with scathing public comments about the case.The pardon request to Obama, first reported by The New York Times and Fox News, was confirmed by White House and Justice Department officials who weren't authorized to discuss the matter by name.Bergdahl, of Hailey, Idaho, walked off his post in Afghanistan in 2009 and was held captive by the Taliban and its allies for five years.The Obama administration's decision in May 2014 to exchange him for five Taliban prisoners held at Guantanamo Bay, Cuba, prompted criticism that included some Republicans accusing Obama of jeopardizing nation's safety. Some lawmakers were outraged that the administration didn't give Congress a 30-day notice about transferring the detainees, as required by law.Throughout his presidential campaign, Trump was Bergdahl's most vocal critic, saying repeatedly the soldier is a traitor who would have been executed in the "old days."During a July speech in Indiana, Trump lamented that Bergdahl could wind up with a light punishment."Remember the old days? JERUSALEM (Reuters) - Israeli Prime Minister Benjamin Netanyahu said on Sunday he will discuss with Donald Trump the West's "bad" nuclear deal with Iran after the U.S. president-elect enters the White House.During the U.S. election campaign, Trump, a Republican, called last year's nuclear pact a "disaster" and "the worst deal ever negotiated". But the businessman-turned-politician has also said it would be hard to overturn an agreement enshrined in a United Nations resolution."Israel is committed to preventing Iran from acquiring nuclear weapons. That has not changed and will not change. As far as President-elect Trump, I look forward to speaking to him about what to do about this bad deal," Netanyahu told the Saban Forum, a conference on the Middle East, in Washington, via satellite from Jerusalem.Netanyahu has been a harsh critic of the nuclear deal, a legacy foreign policy achievement for President Barack Obama. As President-elect Donald Trump and his allies attempt to block recounts in Michigan, Pennsylvania, and Wisconsin, Jill Stein will bring the battle over the “Rust Belt” to federal court.The Green Party candidate and her lawyers said late Saturday night they will seek an emergency federal court order on Monday for a recount in Pennsylvania. The announcement came hours after Dr. Stein dropped a case in a Pennsylvania court because a state judge ordered the campaign post a $1 million bond for a statewide recount to proceed.Recounts are underway in some Pennsylvania counties and in Wisconsin. They could begin in Michigan next week, barring court action.It is highly unlikely the recounts will upend the results of the presidential election, as Hillary Clinton would need to win all three states to reverse Mr. Trump’s victory Nov. 8. But Stein’s efforts to audit the vote and the Trump side’s attempts to block it are shaping up to be a battle over the integrity of the election. Stein has said the recount is necessary to ensure “the integrity and accuracy of the vote,” suggesting voting machines were susceptible to hacking. Trump and his allies have called the recount effort a “scam,” saying it could undermine or call into the question the votes of millions.The Green Party-backed efforts for a recount in these three states are in response to Trump winning the traditionally Democratic states by the slimmest of margins. A Palestinian man was arrested Saturday evening shortly after crossing into Israel from the Gaza Strip.The unarmed man was reportedly detained just north of the border fence in the Hof Ashkelon Regional Council, and was taken in for questioning by the IDF.Earlier this month, Israel’s Coordinator of Government Activities in the Territories (COGAT) warned Palestinians that the IDF would not hesitate to use lethal force against anyone attempting to cross into Israeli territory from the Strip.“Those who try to enter the Israeli area are risking their lives,” Maj. Gen. Yoav (Poly) Mordechai told the Palestinian Ma’an News Agency, a day after a Palestinian was killed in clashes with the Israeli army along the Gaza border.Mordechai added that Israel held the Hamas terror group which controls the Strip responsible for any potential uptick in violence near the Gaza border.

NEW YORK — In a singular act of humanity and defiance, Master Sgt. Roddie Edmonds stood up to a German commandant and saved 200 American Jewish GIs from transportation to a slave labor camp.It was 1945 and Edmonds had been a prisoner of war in Stalag IX-A, a German POW camp for less than a month. As the highest-ranking officer there, he was responsible for the camp’s 1,292 American POWs – 200 of whom were Jewish.Throughout the war, the Wehrmacht either murdered Jewish soldiers captured on the Eastern Front or sent them to extermination camps. Jewish soldiers captured on the Western Front could be sent to Berga, a slave labor camp where survival rates were dismal.Because of this policy the US military told its Jewish soldiers that if they were captured they should destroy evidence of their faith, such as dog tags, which were stamped with the letter H for Hebrew, or personal prayer books that some soldiers carried.Edmonds, who died in 1985, never spoke about the story. In fact, had it not been for his granddaughter’s college assignment many decades later, the officer’s story might have remained forever untold. But thanks to the subsequent persistence of Edmonds’ son, Pastor Chris Edmonds, the heroic story surfaced.On Monday night the Jewish Foundation for the Righteous posthumously honored Edmonds with its “Yehi Or” (Let There Be Light) Award.To understand why Edmonds never spoke about his courage — not to his wife, his children, nor to his grandchildren — is to understand something about the man himself.“He was a man of faith. He never bragged on anything but God. Well, maybe his sons sometimes,” said Edmonds in a telephone interview days before he was scheduled to accept the award on his father’s behalf at The New York Public Library.JFR chairman Harvey Schulweis also noted Edmonds’ humility.“Over the years we have worked with and honored many Holocaust survivors and their rescuers, but the story of Roddie Edmonds saving 200 Jewish-American soldiers truly distinguishes the man and leader he was. Though unfortunately we were not privileged enough to honor him during his lifetime, we hope that this year’s Yehi Ohr Award will show the gratitude and appreciation that our nation has on behalf of his heroic actions that day,” JFR chairman Harvey Schulweis said.Several of the surviving Jewish GIs Edmonds saved attended the private event.Edmonds landed in Europe in the autumn of 1944 with the 106th Infantry Division, and then fought his way to the Belgian-German border as part of the 422nd Infantry Regiment.On December 16, he found himself involved in what came to be known as the Battle of the Bulge. On December 17, he had his last hot meal.“Believe me when I tell you we really had to keep our heads down. This was no picnic,” Edmonds wrote in his wartime diary.Though outgunned and outmanned, the Americans delayed the Germans long enough to allow General George Patton’s Third Army to ultimately come to the rescue.-‘Believe me when I tell you we really had to keep our heads down. This was no picnic’-But the rescue came too late for the 422nd regiment; Germany’s Second SS Panzer Division encircled them, and on December 19, Edmonds became one of thousands of Americans taken prisoner.“We surrendered to avoid slaughter. We were marched without food and water, except for the few sugar beets we found along the road and puddles,” the 25-year-old wrote in his diary shortly after being transported to the camp which held upwards of 50,000 Allied soldiers near Ziegenhain.As the highest-ranking office there, Edmonds, responsible for the camp’s 1,292 American POWs, relied on his faith and sense of duty to keep the men safe and to keep morale as high as possible, said his son Chris.One day in January 1945, a month after his capture, the Germans ordered all Jewish POWs to report outside their barracks the following morning. Edmonds knew what awaited the Jewish men under his command, so he decided to resist the directive. He ordered all his men — Jews and non-Jews alike — to fall out the following morning.Upon seeing all the soldiers lined up, the camp’s commandant, Major Siegmann, approached Edmonds. He ordered Edmonds to identify the Jewish soldiers.“We are all Jews here,” Edmonds said.Irate, the commandant jammed his pistol against Edmonds’ head and repeated the order. Again, Edmonds refused.-‘We are all Jews here’-“According to the Geneva Convention, we only have to give our name, rank and serial number. If you shoot me, you will have to shoot all of us, and after the war you will be tried for war crimes,” Edmonds had said, according to one of the men saved that day.The younger Edmonds regards all 1,292 men as heroes.“When Dad got the orders and told his men that they were not giving up the Jewish soldiers, they could have said no,” he said. “When the commandant pressed the gun against my father some of the men could have pointed out the Jews. None of them did that. They all stood together.”“What he did [that morning] sent an incredible bolt of hope through the men. They saw they could resist. They saw they could survive,” Edmonds said.After 100 days of captivity and near-starvation, the elder Edmonds returned to his home near Knoxville, Tennessee. He found work at Oakridge National Labs, and then, because he had joined the National Guard, he was again deployed, this time to Korea. He came home, married, and had two sons. He coached their baseball teams and worked in sales.He spoke little of his wartime experience and nothing of that day.-‘I asked him about it several times as a teenager and in college. He stood against oppression. He stood for decency. He stood for humanity. This thing we call life — it’s about all of us, not one of us,” Edmonds said.“This award is called ‘Let There Be Light.’ Dad would light up a room,” said Edmonds. “When he left you would wish he were still there.”

(Reuters) - The death toll from a devastating blaze in and around the Great Smoky Mountains National Park in Tennessee rose to 11 on Thursday, the highest loss of civilian life from a single U.S. wildfire in 13 years.Investigators have determined the so-called Chimney Tops 2 fire, which laid waste to whole neighborhoods in the resort town of Gatlinburg earlier this week, was caused by unspecified human activity, officials said.Total property losses from the fire have been put at more than 700 structures, with most of the destruction in Gatlinburg, known as the "gateway to the Great Smoky Mountains," in eastern Tennessee, about 40 miles (64 km) southeast of Knoxville.A total of 11 people were killed in the fire, up from seven deaths reported Wednesday, according to Dean Flener, a spokesman for the Tennessee Emergency Management Agency.That made Chimney Tops 2 the nation's single deadliest wildfire since 2013, when 19 firefighters died near Prescott, Arizona.It also ranks as the largest civilian death toll from a U.S. wildfire since 15 people, including a firefighter, were killed in Southern California's Cedar Fire in 2003, according to Jessica Gardetto, a spokeswoman for the National Interagency Fire Center in Boise, Idaho.None of the Tennessee victims has been publicly identified, but all were presumed to be civilians, officials from the fire command center told Reuters. (Reuters) - The death toll from wildfires blazing in and around the Great Smoky Mountains National Park in Tennessee rose to seven on Wednesday even as drenching rains helped firefighters suppress flames that have left whole neighborhoods in ruins.The tally of documented property losses from the fires also climbed to more than 700 structures damaged or destroyed throughout Sevier County, including at least 300 in the resort town of Gatlinburg.On Tuesday, authorities reported about 150 structures damaged or destroyed by fire.Aerial news footage broadcast on local television showed the burned-out, smoking ruins of dozens of homes surrounded by blackened trees in several neighborhoods.In one piece of good news, Sevier County Mayor Larry Waters told a late afternoon news conference on Wednesday that three people who were trapped by the fire were safely rescued, treated at a local hospital and released.He gave no details about the circumstances of their rescue.But three more bodies were recovered earlier in the day, bringing the number of confirmed fatalities from the disaster to seven, but none of the victims had been positively identified, he said.As many as 45 fire-related injuries were reported by the Tennessee Department of Health.Mandatory evacuation orders remained in effect for some 14,000 people in and around Gatlinburg, along with a dusk-to-dawn curfew for the city, known as the "gateway to the Great Smoky Mountains."But nearly all of the estimated 500 people forced from their homes in the nearby town of Pigeon Forge were allowed to return, according to fire department spokeswoman Trish McGee. Iran's state television quoted Mohammad Javad Zarif as saying that the extension "shows the lack of credibility of the U.S. government."On Friday, Bahram Ghasemi, Iran's foreign ministry spokesman, issued a statement condemning the extension of sanctions against Iran and said the act is a clear violation of the landmark nuclear deal reached between Iran and the world powers last year.Ghasemi said, "The U.S. president has agreed within the framework of the nuclear deal that he would use his authority to prevent the legislation and enforcement of any measures in violation of the deal, such as the recent act by the Congress."The nuclear agreement between Iran and six world powers lifted a variety of international sanctions in exchange for limitations on the Iranian nuclear program. However the U.S. still maintains its own separate set of sanctions, which are set to expire Dec. 31 if they are not extended.Ali Akbar Salehi, chief of Iran's Atomic Energy Organization, said on Friday that Iran will carefully consider how to respond. AMRITSAR, India (Reuters) - India and Afghanistan are likely to announce an air cargo service on Saturday to help increase trade that both say is stymied because of their tense political relations with Pakistan that lies between them.Afghan President Ashraf Ghani and Indian Prime Minister Narendra Modi were meeting in the northern Indian city of Amritsar, a short distance from the Pakistan border, for the Heart of Asia conference aimed at stabilizing Afghanistan.Nuclear-armed India and Pakistan have gone to war three times and remain bitter foes while ties between Pakistan and Afghanistan have become strained despite their shared religious and cultural identities.Officials say the focus of the air cargo service is to improve landlocked Afghanistan's connectivity to key markets abroad and boost the growth prospects of its fruit and carpet industries while it battles a deadly Taliban insurgency.Afghanistan depends on the Pakistani port of Karachi for its foreign trade. It is allowed to send a limited amount of goods overland through Pakistan into India, but imports from India are not allowed along this route.Afghan director general for macro fiscal policies Khalid Payenda said the potential for trade with India, the largest market in the region, was far greater than allowed by land and so the two countries had decided to use the air route."That would be air cargo between Afghanistan and India. We have a lot of potential for trade on both sides. Ramallah (Palestinian Territories) (AFP) - Palestinian president Mahmud Abbas's Fatah party on Saturday held a vote for members of its ruling bodies that could give clues to a possible successor to the ageing leader.Fatah, the oldest Palestinian party, is holding its first congress in seven years at a time when Abbas is seeking to quell dissent in the face of internal rivalries.The 81-year-old leader has not publicly designated a successor and Saturday's vote will be an indicator of the strengths and weaknesses of the various factions in Fatah.According to a recent poll, two-thirds of Palestinians are dissatisfied with Abbas and want him to resign.The congress comes with the Israeli-Palestinian peace process at a standstill since a US-led initiative collapsed in April 2014.The 1,400 delegates voted at Abbas's Ramallah headquarters in the Israeli-occupied West Bank and also in the Gaza Strip where several dozen were stranded after Israel refused them passage through its territory to Ramallah.They are to choose 18 members of the party's Central Committee, its highest body. LONDON (Reuters) - Prime Minister Theresa May's government launches a challenge on Monday against a court ruling that it requires parliamentary approval to start the process of leaving the European Union, a decision that could upset Britain's Brexit plans.If the Supreme Court, the United Kingdom's highest judicial body, dismisses the government appeal it could derail May's timetable for triggering Article 50 of the Lisbon Treaty and leaving the EU.The government's legal fight comes against a backdrop of claims by some politicians and newspapers that establishment judges want to thwart the Brexit process.It will be the most high-profile and complex case the court has considered since it came into being seven years ago and is due to last for four days. For the first time all its 11 justices will sit on the panel with the verdict due later in January."The case raises difficult and delicate issues about the constitutional relationship between government and parliament," Brenda Hale, the Supreme Court's Vice-President said in a speech last month."What is meant by the exercise of the executive power of the state? We do not have a written constitution to tell us the answer. (Reuters) - The sound of a bell tolled through loudspeakers on Friday outside a building in Southern California, ringing once for each of the 14 people killed in a mass shooting by Islamist militants one year ago at the site.More than 200 workers at the Inland Regional Center, a complex in San Bernardino, stood with their heads bowed to mark a moment of silence punctuated by the bell tones.Many of the same people were at their jobs on Dec. 2, 2015, when married couple Syed Rizwan Farook, 28, and Tashfeen Malik, 29, opened fire in a conference building at the complex during a holiday party and training session for San Bernardino County employees, who were Farook's co-workers.It was one of the deadliest acts of violence by militants in the United States since the Sept. 11, 2001, hijacked plane attacks. Twenty-two people were also wounded in San Bernardino."It's a day that marked all of our lives, it destroyed some lives, it destroyed families," Zen Martinsen, 56, a county worker whose friend lost a niece in the shooting, told reporters after the ceremony. (Reuters) - A police officer "acted lawfully" when he shot and killed an armed black man in Charlotte, North Carolina, in September and will not face criminal charges for his use of force, the local district attorney said on Wednesday.Officer Brentley Vinson reasonably believed he and several other officers faced an imminent threat from Keith Scott, 43, who they saw holding a gun when they confronted him in the parking lot of a Charlotte apartment complex, District Attorney Andrew Murray told a news conference."Officers can be heard at least 10 times ordering Mr. Scott to drop the gun," the prosecutor said, referring to videos of the incident. "Mr. Scott did not comply with those commands."The decision not to prosecute Vinson raised fears of fresh protests in Charlotte, North Carolina's largest city and a U.S. banking hub. Scott's death on Sept. 20 sparked a week of sometimes violent demonstrations, making the city another flashpoint in two years of protests over police killings of black men, many of them unarmed, across the country.A group called Charlotte Uprising planned to rally outside the city's police headquarters Wednesday night to "demand justice," according to its Facebook page.Murray and Scott's family urged calm.The family said in a statement they were "profoundly disappointed" by the decision, but they asked "that everyone work together to fix the system that allowed this tragedy to happen in the first place."Scott's family and people who said they witnessed the shooting disputed that he had a weapon. (Reuters) - A Somali immigrant who injured 11 people in an attack at Ohio State University may have been inspired by Islamic State and the late al Qaeda-linked cleric Anwar al-Awlaki, an FBI official told a news conference on Wednesday.The Islamic State militant group on Tuesday claimed responsibility for the attack a day earlier at the Columbus campus. Al-Awlaki was killed by a U.S. drone strike in 2011.The attacker, Abdul Razak Ali Artan, used a car on Monday to plow into pedestrians at the school and exited the vehicle and stabbed other victims.
