MIGRATING BIRDS IN ISRAEL EATS HUMANS FLESH FOR COMING AGAINST ISRAEL-JERUSALEM

EZEKIEL 39:17-21
17  And, thou son of man, thus saith the Lord GOD; Speak unto every feathered fowl, and to every beast of the field, Assemble yourselves, and come; gather yourselves on every side to my sacrifice that I do sacrifice for you, even a great sacrifice upon the mountains of Israel, that ye may eat flesh, and drink blood.(OF RUSSIAN/ISLAMIC HORDES AGAINST ISRAEL)
18  Ye shall eat the flesh of the mighty, and drink the blood of the princes of the earth, of rams, of lambs, and of goats, of bullocks, all of them fatlings of Bashan.
19  And ye shall eat fat till ye be full, and drink blood till ye be drunken, of my sacrifice which I have sacrificed for you.
20  Thus ye shall be filled at my table with horses and chariots, with mighty men, and with all men of war, saith the Lord GOD.
21  And I will set my glory among the heathen, and all the heathen shall see my judgment that I have executed, and my hand that I have laid upon them.
22  So the house of Israel shall know that I am the LORD their God from that day and forward.

REVELATION 19:17-18
17 And I saw an angel standing in the sun; and he cried with a loud voice, saying to all the fowls that fly in the midst of heaven, Come and gather yourselves together unto the supper of the great God;(AGAINST ALL NATIONS ARMIES THAT COME AGAINST JERUSALEM AND ISRAEL)
18 That ye may eat the flesh of kings, and the flesh of captains, and the flesh of mighty men, and the flesh of horses, and of them that sit on them, and the flesh of all men, both free and bond, both small and great.

EZEKIEL 38:1-7
1 And the word of the LORD came unto me, saying,
2 Son of man, set thy face against Gog,(RULER) the land of Magog,(RUSSIA) the chief prince of Meshech (MOSCOW) and Tubal,(TOBOLSK) and prophesy against him,
3 And say, Thus saith the Lord GOD; Behold, I am against thee, O Gog,(LEADER OF RUSSIA) the chief prince of Meshech(MOSCOW) and Tubal:TOBOLSK)
4 And I (GOD) will turn thee back, and put hooks into thy jaws,(GOD FORCES THE RUSSIA-MUSLIMS TO MARCH) and I will bring thee forth, and all thine army, horses and horsemen, all of them clothed with all sorts of armour, even a great company with bucklers and shields, all of them handling swords:
5 Persia,(IRAN,IRAQ) Ethiopia, and Libya with them; all of them with shield and helmet:
6 Gomer,(GERMANY) and all his bands; the house of Togarmah (TURKEY) of the north quarters, and all his bands: and many people with thee.(AFRICAN MUSLIMS,SUDAN,TUNESIA ETC)
7 Be thou prepared, and prepare for thyself, thou, and all thy company that are assembled unto thee, and be thou a guard unto them.

EZEKIEL 39:1-8
1 Therefore, thou son of man, prophesy against Gog,(LEADER OF RUSSIA) and say, Thus saith the Lord GOD; Behold, I am against thee, O Gog, the chief prince of Meshech (MOSCOW) and Tubal: (TUBOLSK)
2 And I will turn thee back,(RUSSIA-ARAB MUSLIM ISRAEL HATERS) and leave but the sixth part of thee,(5/6TH OR 300 MILLION DEAD RUSSIAN/ARAB/MUSLIMS I BELIEVE) and will cause thee to come up from the north parts,(RUSSIA) and will bring thee upon the mountains of Israel:
3 And I will smite thy bow out of thy left hand, and will cause thine arrows to fall out of thy right hand.
4 Thou shalt fall upon the mountains of Israel, thou, and all thy bands,( ARABS) and the people that is with thee: I will give thee unto the ravenous birds of every sort, and to the beasts of the field to be devoured.
5 Thou shalt fall upon the open field: for I have spoken it, saith the Lord GOD.
6 And I will send a fire on Magog,(NUCLEAR ATOMIC BOMB) and among them that dwell carelessly in the isles: and they shall know that I am the LORD.
7 So will I make my holy name known in the midst of my people Israel; and I will not let them pollute my holy name any more: and the heathen shall know that I am the LORD, the Holy One in Israel.
8 Behold, it is come, and it is done, saith the Lord GOD; this is the day whereof I have spoken.

Putin: Russia's military is stronger than anyone's-[The Canadian Press]-YAHOONEWS-December 22, 2016

MOSCOW — Russia's military is now stronger than any potential foe, President Vladimir Putin told an annual end-of-year meeting with the defence ministry on Thursday."We can say with certainty: we are stronger now than any potential aggressor," he told the meeting. "Anyone!"His comments come at the end of a year when tensions between Russia and the West have remained strained, largely to do with differing approaches to the civil war in Syria.Tensions between Russia and the West escalated after Russia's annexation in Crimea in 2014 and its involvement in the conflict in eastern Ukraine. Last year, Russia began an air force operation in Syria to support President Bashar Assad that's irked the U.S. in particular. Both Russia and NATO members conducted a flurry of military drills near the Russian border this year. Russia has insisted that it's bolstering its forces at the border to react to a growing NATO threat.Speaking at the defence ministry's headquarters in Moscow Putin said Russia should follow closely any military movement along its border as well as changes "in the military and political situation globally." He said Russia should be swift in "adjusting plans to neutralize potential threats to our country."Putin made the comments after Defence Minister Sergei Shoigu presented his annual report, lauding Russia's military achievements in Syria as well as successful efforts to modernize the Russian army.Among other things, Shoigu said Russia "for the first time in its history" has fully covered the Russian border with early warning anti-missile systems. Shoigu complained about an increased number of NATO drone flights along the Russian border announced plans to send more troops to Russia's west, south-west and the Arctic region.Putin thanked the ministry for its work but added that "the situation might change very quickly" in case "we let ourselves relax even for a moment."The Associated Press.

Like a famous WWII Belgian General,Paul Henry Spock said in 1957:We need no commission, we have already too many. What we need is a man who is great enough to be able to keep all the people in subjection to himself and to lift us out of the economic bog into which we threaten to sink. Send us such a man. Be he a god or a devil, we will accept him.And today, sadly, the world is indeed ready for such a man.

Focus-EU presidency strengthened Slovakia's government By Lucia Virostkova-DEC 22,16-EUOBSERVER

Bratislava, Today, 09:16-Slovakia's first ever EU presidency drew praise from Brussels officials and succeeded in strengthening the government's political position at home, but probably failed to spark higher public interest in European affairs.Prime minister Robert Fico's government will pass its six-month chairmanship of the EU Council to Malta in January after a turbulent period that included the fallout from the Brexit vote, disputes on trade agreements with Canada and US, and the surprise American presidential election result.“The key success of the Slovak presidency was to get the remaining EU-27 [minus the UK] to agree on the need to keep convincing the European public that it is essential to continue in this unique project,” Fico noted. The Slovak presidency has repeatedly used similar rhetoric about the positive outcomes of European integration.Political scientist Michal Cirner of Presov University told EUobserver that despite the “utmost effort" of the government, the presidency "has not become a top public debate issue, because there is a weak understanding of the whole Brussels business and more interest in other less abstract topics".“Most ordinary people would probably comment that the whole EU presidency was just about gentlemen's entertainment paid by our money,” he said. For some Slovaks, such sentiments were boosted by accusations against the foreign affairs ministry of Miroslav Lajcak regarding overpriced presidency events in Bratislava and alleged fraud in their management. On the national political level, some analysts expected key changes in the Slovak government after the country's term at the EU helm, mainly on the part of Fico's Social Democratic Smer-SD party. Some speculated that Fico would resign next year due to health problems, following heart surgery just weeks before his presidency tasks kicked off in July. But “towards the end of this year, we can see that Robert Fico feels as fit as ever for future political fights”, noted political commentator Marian Lesko. He suggested that the ruling coalition, composed of Smer-SD, the centre-right Slovak National Party (SNS) and Slovak-Hungarian Most-Hid party, would continue despite some internal disputes or different political views – in a bid to prevent early elections and a likely boost of far-right parties.-A 'responsible coalition'-It was also initially widely assumed that interior minister Robert Kalinak (Smer-SD) would walk out after finishing his duties in Brussels because of corruption allegations linking him to a prominent businessman who faces charges of tax fraud. However, as Michal Cirner stated: “If he hasn't left in the heat of the pressure by media, opposition and a part of the public, why would he go now?”Kalinak was recently re-elected with a high support as Smer-SD vice-chairman, while top party officials praised him for how well he managed things at the EU level.“The ruling parties present the Slovak EU presidency as a great triumph and a reason to maintain their 'responsible' coalition of standard political parties,” said Cirner.“They will loudly refer to their performance in Brussels as a key success and remind it to the voters well until the next election.”Despite all the pro-Europe messages over the past six months, the Slovak government may return to a more critical rhetoric, primarily following their national interests in key policies and agendas.Fico has often highlighted Slovakia's role in achieving a quick ratification of Paris climate agreement at the EU level but “it is just logical that Bratislava will continue to protect its industry and energy-intensive sectors”, energy analyst Jozef Badida told EUobserver.-No more political correctness-Similarly, Bratislava has tabled a new concept of “effective solidarity” to establish new EU asylum rules and called for a compromise on the controversial issue of migration and refugee crisis. But it continued to vehemently resist the agreed EU quota on migrant relocation. While the image of Slovakia and its EU presidency was initially strongly influenced by Fico's anti-refugee rhetoric, he is finishing the job with the same appeal for stopping political correctness in European and national public debates. In a speech at a European socialists meeting in Prague early December, he said it was essential to speak openly about the EU's hypocrisy and bureaucracy, because the far-right makes progress by doing so.Recent polls have shown that radicalism is on the rise in Slovakia.A survey by Polis agency published on Wednesday (21 December) put the extreme-right People's Party-Our Slovakia (LSNS) of Marian Kotleba at 11 percent of voting intentions, ahead of all the ruling coalition parties except Smer-SD (27.7 percent). At the March elections LSNS got 8 percent of the votes.According to a research by the Institute for Public Affairs, Kotleba's party is the most popular among Slovaks aged 18-39.In another poll by INEKO institute, over 40 percent of Slovaks said they were convinced that the quality of democracy has deteriorated over the past five years, and one quarter did not oppose the idea of establishing dictatorship.

EU looks to trade treaty for better Turkey relations By Andrew Rettman-DEC 22,16-EUOBSERVER

BRUSSELS, Today, 09:29-The European Commission has asked member states to upgrade trade relations with Turkey, but said this would be conditional on respect for democracy. The proposal comes amid fraying relations with Turkey over its crackdown on alleged coup sympathisers and Kurdish separatists, as well as its ever-closer links with Russia. The commission said on Wednesday (21 December) it had asked the Council, which represents EU countries, to “modernise” its 1996 Customs Union with Turkey. The upgrade is expected to let Turkey sell almost all types of agricultural products into the EU without tariffs and to relax restrictions on manufactured goods and services, boosting bilateral trade, which is already worth €140 billion a year, by over €30 billion. It would also let Turkish firms bid for public procurement contracts in EU states and would see Turkey included in EU trade deals with third countries. The commission noted that the upgrade would also have political value. It said trade ties “form an essential part of the efforts made by the EU and Turkey to deepen their relations”, but it added that “respect of democracy and fundamental rights will be an essential element of the agreement”.The negotiations are expected to take at least two years.-Boosting Erdogan-Turkish president Recep Tayyip Erdogan’s authoritarian handling of July’s failed coup, and of the conflict with Kurdish separatists, has annoyed many in Europe.Austria, as well as the European Parliament, recently said the EU should halt Turkey’s accession talks due to Erdogan’s arrests of tens of thousands of alleged coup plotters and Kurdish sympathisers. The purge included detention of opposition MPs and closures of Erdogan-critical media.Erdogan reacted by threatening to let Syrian refugees go en masse to Europe and by saying he might forego closer EU ties in favour of joining the China and Russia-led Shanghai Cooperation Organisation. The tension was on show again last week when Belgian authorities detained Maxime Azadi, a Kurdish journalist, on the basis of a Turkish request to Interpol, the international police body in France, prompting an outcry by NGOs, such as the European Federation of Journalists.Erdogan critics, such as Alon Ben-Meir, a scholar of international relations at New York University, have also warned that EU policies that help Turkey to boost economic growth with no strings attached have allowed him to remain popular despite civil rights abuses.-Turkey U-turn-The commission’s proposal also comes amid ever-closer links between Turkey and Russia, which threaten Western strategic interests.Erdogan and Russian leader Vladimir Putin recently move ahead on plans to build a new gas pipeline to the EU that risks fomenting internal divisions in Europe by bypassing Ukraine and central and eastern EU states.Russian state media, such as the Sputnik online outlet, have spoken of a U-turn by Turkey toward Russia.Kremlin spokesman Dmitry Peskov, on the day of the commission announcement, accused the EU of lacking solidarity with Turkey on refugees."We know that in many respects Ankara's expectations have been betrayed by Brussels. And therefore this load, these refugees, are carried by Turkey on its shoulders," he said in an interview with the MIR TV satellite broadcaster. He also said the killing of Andrei Karlov, Russia’s ambassador to Turkey, earlier this week was designed to harm the rapprochement."Murdering Karlov aims to prevent both the normalisation process between the two countries,” Peskov said, adding that Russian investigators in Ankara were trying to identify who was behind the shooting.Karlov was shot dead during a press conference by a Turkish police officer who shouted out that he did it because Russia’s support for the Syrian regime in its brutal assault on the Syrian city of Aleppo.

CRTC declares broadband internet access a basic service-[CBC]-YAHOONEWS-December 21, 2016

The CRTC has declared broadband internet a basic telecommunications service. In a ruling handed down Wednesday, the national regulator ordered the country's internet providers to begin working toward boosting internet service and speeds in rural and isolated areas."The future of our economy, our prosperity and our society — indeed, the future of every citizen — requires us to set ambitious goals, and to get on with connecting all Canadians for the 21st century," said Jean-Pierre Blais, the CRTC's chair, at a news conference in Gatineau, Que."Today's decision signals a fundamental shift in our regulations for basic services from voice-related issues to broadband-related issues."Until now, local landline telephone service was the only service deemed "basic" or essential by the CRTC, although Blais has previously called internet service "vital" and essential to life and success. With today's ruling, the CRTC has set new targets for internet service providers to offer customers in all parts of the country download speeds of at least 50 megabits per second (Mbps) and upload speeds of at least 10 Mbps, and to also offer the option of unlimited data. The CRTC estimates two million Canadian households, or roughly 18 per cent, don't have access to those speeds or data. The CRTC's goal is to reduce that to 10 per cent by 2021 and down to zero in the next 10 to 15 years. To achieve that, the CRTC will require providers pay into a fund that's set to grow to $750 million over five years. The companies will be able to dip into that fund to help pay for the infrastructure needed to extend high-speed service to areas where it is not currently available. The fund is similar to one that subsidized the expansion of local landline telephone service in years past. Providers used to pay 0.53 per cent of their revenues, excluding broadband, into that fund. Now they'll pay the same rate on all revenues, including broadband.Blais said competition and the broader base of revenues for the fund will keep the cost from being passed on to consumers. Small providers will also be able to access the fund to build infrastructure. The CRTC also wants to reduce the occurrence of dropped calls and spotty mobile coverage across the country and on major roads. The ruling identifies LTE as the service standard.-Geographic access but not price-The regulator has not intervened directly to make internet cheaper."The commission's approach to affordability has always been through market forces — to make sure we have enough competitors, we have informed consumers that are working in a dynamic marketplace," Blais said."If that step does not work, then we'll intervene with a regulatory process."Providers will be able to choose what they charge for different speed and data plans. Through competition and the conditions set on the CRTC's infrastructure fund, the regulator hopes service will be affordable. The goal of the policy is to make sure the high-speed option is equally available outside of major cities, where these service levels already exist.Rogers Communications provided a written statement saying it already offers speeds 20 times the CRTC's standard and unlimited plans wherever it offers internet service."While there are still many details to be worked out, we are encouraged by this reasonable plan to help increase access to Canadians in hard to reach areas of our country," said David Watt, senior vice-president of regulatory affairs.-Federal government funds high-speed-Last week, the federal government announced it would be investing up to $500 million to bring high-speed, broadband internet access to 300 rural and remote communities by 2021.Innovation Minister Navdeep Bains said the Connect to Innovate program is the modern equivalent of building roads or railway spurs to remote locations, providing internet access to schools, homes and First Nations band offices. That funding was separate from the CRTC announcement, but the two programs can work together in that a company could dip into both funds.Carleton University professor Dwayne Winseck participated in the CRTC's hearings and attended today's announcement."I think the whole idea of just formally including broadband internet into the concept of basic service is a really important milestone for us to have passed," Winseck said. "This is not just a one-off decision."-Winseck said the speed levels the CRTC has targeted are "middle of the road" but can have major cultural policy implications. For example, he said, those speeds would allow multiple users to stream video at the same time and open the door to more video-on-demand.Winseck said a more direct regulatory intervention on retail price has become "anathema" in the last 20 years.OpenMedia, an advocacy group that participated in the CRTC process, issued a statement declaring victory over the "basic service" designation."For too long, rural and underserved communities all across Canada have faced an uphill battle to participate meaningfully in our digital economy," said spokesman Josh Tabins."Today's decision will go a long way toward closing this digital divide. Now that the CRTC has spoken, we need to hold the Trudeau government accountable for ensuring this exciting vision becomes a reality."-Improving data overage notices-The CRTC is also taking steps to improve notices for consumers about when and why they are going over the limits of their data plans. The regulator says Canadians had complained about getting excessive charges on their mobile phone bills, without warning, because of data-sucking apps. Now, wireless providers will have to provide consumers with information about tools to manage their data, better data plans and information to avoid service charges. If consumers don't see an improvement in notices within six months, they can file a complaint against their provider with the CRTC's Commissioner for Complaints for Telecommunications Services.

China smog triggers demand for masks, filters, but hobbles deliveries-[Reuters]-By Cate Cadell-YAHOONEWS-December 22, 2016

BEIJING (Reuters) - Near-record pollution levels in parts of China this week proved a two-edged sword for the country's e-commerce titans: orders poured in for anti-smog products, but transport restrictions meant it was a challenge to get these delivered.Up to 50 million orders in north China alone face delivery delays due to grounded planes, closed highways and traffic bans, a spokeswoman for Alibaba Holding Group Ltd told Reuters, citing affiliate Cainiao Network Technology Co Ltd, which oversees China's largest logistics firms.Online shoppers splurged on masks, filters and other anti-pollution gadgets, with e-commerce firms and brands reporting record demand in response to 'red alert' warnings in 24 cities by mid-week."In one day of red alert you'll probably do a month's sales," said Liam Bates, founder of Beijing-based Origins Technology Ltd, which makes air pollution monitors and air filters."But of course no one knows when the pollution will be really, really crazy, so it makes logistics a bit of a nightmare."A consortium of delivery firms under Cainiao Logistics includes ZTO Express Inc, Shanghai YTO Express (Logistics) Co, Shanghai STO Express Co and Yunda Ltd - all of which posted delay warnings on their websites this week. The red alert is the top warning in a four-tier system that triggers a series of regulations, including the closure of schools, factories and offices, and a blanket ban on up to half the vehicles in affected cities. The system was introduced in 2014 as part of a national effort to reconcile China's industrial engine with growing pressure from health groups. The alerts in two dozen cities this week told citizens to stay indoors as air quality index (AQI) readings topped the maximum hazardous limit determined by the World Health Organization, and shrouded northeast China in thick smog.A spokesman for JD.com, China's second-largest e-commerce platform, said orders peaked this week as consumers opted to stay at home. The number of pollution masks sold on the platform during the red alert more than trebled from last week, and sales of air filters rose 50 percent."Purchasing does happen in spikes around high pollution days", said Ben Cavender, a Shanghai-based retail analyst at China Market Research Group. "[Consumers] tend to make their actual purchases when they get the visual reminder of stepping outside and realizing they can't see."According to Baidu, China's top search engine, searches including the term for 'smog' broke previous records on Monday.-SOLD OUT-It's the same consumer concern that has driven a surge in connected gadgets and consumables in the Chinese market, many of which see record sales during red alert events."The volume of people clicking our ads is about 30 times higher during smog periods," said a brand director at Beijing Public Technology Co, who gave only his family name of Liu.He said the company, which makes ionic air cleaning devices for indoor use that can be worn as badges or necklaces, had to initiate an emergency stock transfer program after inventory was entirely sold out on Tuesday. Some merchants said sales spikes on red alert days suggests people don't fully understand the year-round dangers of air pollution."There's still this issue in China that when there are alerts or the air gets really, really bad then everyone freaks out, but the other 90 percent of the time only a small percentage of people care," said Bates at Origins Technology. As pollution levels eased slightly on Thursday, and some red alerts were cancelled, some consumers took to social media to complain about the logistics delays."The face mask I ordered is delayed because of slow deliveries, and now the haze is vanishing," said one user on Weibo. VATICAN CITY (Reuters) - Pope Francis decried "malevolent" internal resistance to his campaign to reform the Vatican bureaucracy on Thursday and said lay men and women should get top jobs if they are more qualified than clerics. For the third year running, Francis used his annual Christmas greetings to the Roman Catholic Church's central bureaucracy, or Curia, to lecture the assembled cardinals, bishops and other department heads on the need for change. The Argentine-born pontiff, who in his 2014 address said the Italian-dominated Curia suffered from "spiritual Alzheimer's", listed 12 guidelines to reform including better coordination, dedication to service and openness to "the signs of the times".Speaking forcefully, he acknowledged that there had been resistance from some self-centred members of the bureaucracy, some of it open, some of it hidden and some hypocritical."But there has also been some malevolent resistance," Francis, who turned 80 last week, told cardinals, bishops and monsignors gathered in the Vatican's frescoed Sala Clementina."This (type) germinates in distorted minds and presents itself when the devil inspires wicked intentions, often in lambs' clothing," he said.Last month, four conservative cardinals made a rare public challenge to the pope over some of his teachings in a major document on the family, accusing him of sowing confusion on important moral issues and requesting clarification.Francis has not directly answered them but said some people displayed "a certain legalism" and misunderstood the document. After his election in 2013, Francis set out to reform the Curia, whose intrigues, alleged corruption and leaks were widely held responsible for the decision by his predecessor Benedict XVI to become the first pope in six centuries to resign. He has shut departments deemed inefficient or outdated and merged others. He has also worked to make the Vatican's often murky finances transparent according to international standards. In his address, Francis said Curia officials must be less concerned with careers or promotions and more with spiritual renewal, humility and a sober lifestyle. He said the reforms, in which a number of ranking members have lost or will lose power, would be continuous and deep and Curia officials should implement them with "courage ... firm decisions ... (and) unconditional obedience".They would not be like "plastic surgery to remove wrinkles," he said, adding: "Dear brothers, it is not wrinkles that the Church should fear, but stains."The Curia, he said, had to be more multinational, more multicultural and, where possible, less clerical."It would be opportune to foresee access (to Curia jobs) for a greater number of lay faithful, especially in those departments where they can be more competent than clerics ...," he said, adding that lay men and women should be "integrated in leadership roles".Francis called the age-old bureaucratic practice of promoting someone to get them out of the way was "a cancer" that had to end.(Reporting by Philip Pullella; Editing by Tom Heneghan)

EU vows to mend terrorist data share failures By Nikolaj Nielsen-EUOBSERVER

BRUSSELS, 21. Dec, 17:58-The European Commission is promoting another set of measures to crack down on terrorism and crime as part of its so-called security union.A trio of EU commissioners on Wednesday (21 December) said the latest legislative proposals will "strengthen", "reinforce", and "improve" efforts to fight terrorism financing and make an EU-wide law enforcement database, known as the Schengen information system (SIS), even better.Similar statements were issued in 2012 when the commission announced plans for police access to Eurodac, an EU asylum database, touted as indispensable in the wider struggle against terrorism and serious crime. But four years later and the results, according to a report by an EU agency eu-Lisa, are questionable.Almost 42,000 fingerprint data sets, due in part to "poor quality" and other errors, had to be re-requested by EU states in the last six months of 2015 alone at the height of the refugee and migration crisis. The law enforcement agencies of only five EU states, over the same period, had bothered querying Eurodac for a grand total of 95 times. The database is supposed to help identify and send people with no legal rights to remain in the EU back to their home countries. Plans are underway to include facial imagery.EU security commissioner Julian King told reporters in Brussels that "we are only as a strong as our weakest database."Asked if he was referring to Eurodac, King said there are outstanding issues, including "technological access", data quality, and data protection standards, among the different EU-level databases."We are addressing those issues in a series of meetings with the member states and the member state authorities," he said.-Abdeslam and SIS-Salah Abdeslam, one of the terrorist attackers in Paris, had managed to slip by French police hours after the attacks because Belgian authorities had failed to fully register his details into SIS.He was held for 30 minutes by the French, but then released. Belgium had only entered data on his criminal past but neglected to also input his links to militant Islam.SIS, first launched in 1995, is increasingly used by law authorities throughout the EU's passport-free Schengen states, Norway, Iceland, Switzerland, and Liechtenstein, however.SIS real-time alerts help police nab wanted people, find others who are missing, and locate stolen objects.According to the European Commission, it led to 25,000 arrests, located 12,000 missing persons, and found "72,000 travelling serious criminals" between April 2013 and the end of 2015.Britain's National Crime Agency has also described it "as an absolute game-changer for the UK" even at a restricted level given that full access is reserved for Schengen states. The system was accessed 2.9 billion times last year, a 1 billion increase from 2014.But there are also problems, as highlighted by Abdeslam's quick getaway from French police in November last year.EU migration commissioner Dimitris Avramopoulous, in a statement, vowed to avoid future Abdeslam repeats."In the future, no critical information should ever be lost on potential terrorist suspects or irregular migrants crossing our external borders," he said. The issue was raised in an EU commission evaluation report, which says the system is riddled with poor quality data. "When creating alerts, member states sometimes enter incorrect or incomplete data," notes the report. The latest plan now aims to expand the database to include alerting police of people who are banned from entering the EU. Police will also have to enter return decisions into the database and on anyone suspected of a terrorist offence.-New category-Another category of "unknown wanted persons" will also be added. More biometric data is also planned, including facial images and DNA of missing people. That information is stored until it is no longer of use or up to five years. The EU says data retention periods do not apply because it concerns people already flagged as either criminals or suspects. The EU's data protection supervisor Giovanni Buttarelli already issued a warning on the topic earlier this year."Border management and law enforcement are distinct objectives and need to be more clearly distinguished. Refugees, asylum seekers, illegal immigrants and ordinary travellers may require separate considerations," he said. The vast database, maintained by eu-Lisa, has not been compromised by hacker attacks, noted the Brussels-executive.

Germany hunts 'violent and armed' Tunisian in truck attack-[The Canadian Press]-YAHOONEWS-December 21, 2016

BERLIN — Germany on Wednesday launched a Europe-wide manhunt for a "violent and armed" Tunisian man with ties to Islamic extremists who has used at least six different names and three different nationalities, saying he is a suspect in the Berlin Christmas market attack.German authorities had considered him a possible terror threat months before the attack, put him under covert surveillance for six months this year and tried to deport him after his asylum application was rejected this summer.Authorities issued a notice to other European countries overnight seeking the arrest of 24-year-old Anis Amri, but initially held off on going public so as not to jeopardize the manhunt. After German media published photos of him and a partial name, federal prosecutors issued a public appeal for the information."Caution: He could be violent and armed," the notice warned. "A reward of up to 100,000 euros ($104,000) has been issued for information leading to the suspect's arrest."A separate European arrest warrant from Germany obtained by The Associated Press states that Amri has at times used at least six different names and three different nationalities. He was described as being of average height and weight, with black hair and brown eyes.Interior Minister Thomas de Maiziere cautioned that Amri's involvement in the attack wasn't yet certain even though documents in his name were found in the cab of the truck-"This is a suspect, not necessarily the perpetrator," de Maiziere said after briefing Parliament's domestic affairs committee. "We are still investigating in all directions."Twelve people were killed and 48 injured when a truck plowed into a popular Berlin market Monday evening in an attack claimed by the Islamic State group. Twelve of the wounded were still being treated Wednesday for very serious injuries and some were in critical condition, Berlin health officials said. The suspect apparently arrived in Germany in July 2015 and has lived in three German regions since February, mostly in Berlin, said Ralf Jaeger, the interior minister of western North Rhine-Westphalia state."Security agencies exchanged information about this person in the joint counter-terrorism centre , the last time in November," he said.State prosecutors in Berlin told The AP that they launched an investigation of Amri on March 14 following a tip from federal security agencies. The tip warned that Amri might be planning a break-in to finance the purchase of automatic weapons for use in an attack. Surveillance showed that Amri was involved in drug dealing in a Berlin park and involved in a bar brawl, but found no evidence to substantiate the original warning. The observation was called off in September, by which time Amri had disappeared from his regular haunts in Berlin, prosecutors said.Separately, Amri's asylum application was rejected in July. German authorities prepared to deport him but weren't able to do so because he didn't have valid identity papers, Jaeger said. In August they started trying to get him a replacement passport."Tunisia at first denied that this person was its citizen, and the papers weren't issued for a long time," Jaeger said. "They arrived today."The claim of responsibility by IS did not identify the man seen fleeing from the truck in Berlin, but described him as "a soldier of the Islamic State" who "carried out the attack in response to calls for targeting citizens of the Crusader coalition."Germany's top prosecutor, Peter Frank, told reporters the attack was reminiscent of a deadly rampage in the southern French city of Nice and appeared to follow instructions published by IS. He also said it wasn't clear whether there was one perpetrator or several in the Berlin attack. On July 14, a Tunisian living in France was shot to death after mowing down 86 Bastille Day revelers with a truck in Nice.Police in Berlin, meanwhile, said they had received over 500 tips on the Monday evening attack.Christmas shoppers were out again in the streets Wednesday in the German capital, and Berlin Mayor Michael Mueller said it was "good to see that Berliners aren't being intimidated.""I don't think there's any need to be afraid," he told ZDF television. "The police presence has been significantly heightened ... and of course other measures taken to find the perpetrator quickly."Mueller argued there are limits to increasing security, given the number of public spaces and events."It wouldn't be our free and open life any more if we escalated security measures so much that people worry about going anywhere, that there are strict entry checks," he said. "We don't want that. It must be appropriate and goal-oriented."____Bouazza ben Bouazza in Tunis and Lori Hinnant in Paris contributed to this report.Geir Moulson And Frank Jordans, The Associated Press.

Jordan's king vows 'iron fist' response to security threats-[The Canadian Press]-YAHOONEWS-December 21, 2016

AMMAN, Jordan — Jordan will respond with an "iron fist" to those threatening its security, King Abdullah II said Wednesday after a series of attacks on police and tourists this week left 14 people dead. The extremist group Islamic State has claimed responsibility for some of the shootings, including a gun battle at a Crusader castle popular with foreign visitors. In all, 11 members of the security forces, two Jordanian civilians and a Canadian tourist have been killed in clashes this week. Five gunmen were also killed. The violent has shaken Jordan and raised new concerns about the threat of homegrown Islamic extremism. The pro-Western kingdom is a key member of a U.S.-led military coalition against IS which controls parts of neighbouring Iraq and Syria.Jordan's king chaired a Cabinet meeting Wednesday to deal with the security situation. The state news agency Petra quoted him as saying that "we will respond with an iron fist to any attempts to tamper with the kingdom's security."The meeting was held one day after four police officers were killed during an ambush at a militants' hideout in the central Karak province, also the scene of the earlier shootings.Witness Rami al-Maaytah said Wednesday that a man who led the police to the suspected hideout ran into the house and opened fire on the officers from the roof. The Associated Press.

U.N. envoy calls for Syria ceasefire to avoid 'next Aleppo'-[Reuters]-YAHOONEWS-December 22, 2016

GENEVA (Reuters) - A cessation of hostilities across Syria is vital to avoid another deadly battle like the one in Aleppo and get the peace process back on track, the United Nations Special Envoy Staffan de Mistura said on Thursday. At least 35,000 people, both civilians and fighters, have been evacuated from east Aleppo in a week-long operation, the latest U.N. figures show."Many of them have gone to Idlib, which could be in theory the next Aleppo," de Mistura told journalists in Geneva.Syrian President Bashar al-Assad said on Thursday regaining full control of the northern city of Aleppo was a victory for his Russian and Iranian allies as much as his own country.Russia, Iran and Turkey said on Wednesday they were ready to help broker a Syrian peace deal, after the three countries held talks in Moscow on Tuesday and adopted a declaration which set out the principles any agreement should adhere to.De Mistura praised the agreement between Turkey and Russia that paved the way for the evacuation and welcomed the joint initiative by the three regional powers for talks in the Kazakh capital of Astana, ahead of U.N. peace talks he has convened in Geneva from Feb. 8."That is why we have been welcoming the Astana initiative. We will welcome any other initiative in that direction so we can wrap it up as we always hoped with some type of totally inclusive international engagement," he said."The priority remains the cessation of hostilities," he said.(Reporting by Stephanie Nebehay; Editing by Andrew Roche and Hugh Lawson)

Regina welcomes almost 650 Syrian refugees in one year-[CBC]-YAHOONEWS-December 21, 2016

It's been exactly one year since Radi Al Bardan, his wife Safaa Khamees and their son Rida stepped off a plane at Regina International Airport to an enthusiastic crowd waiting to greet the city's first government-sponsored Syrian refugees. In the 365 days since, Regina's become home to almost 650 fellow Syrian refugees, most of them children.Regina's Open Door Society held a media conference Wednesday to mark the occasion.A number of Syrian newcomers met with media to talk about their first year on the prairies and to put their new English language skills to the test."I understand anything, but speaking is very hard," said Omar Ezzeddin. He and his wife along with their two children arrived in Regina back in January. They're among the 120 Syrian adults currently enrolled in English classes through Open Door Regina. He said learning English has been the hardest part of the transition. That's the case for many of the Syrian newcomers. One year in, not very many have joined the workforce yet. According to the government only 15 of the 245 Syrian families in Saskatchewan have reported employment income through the Resettlement Assistance Program. The Open Door's Getachew Woldeyesus said that's because they're focussing on learning the language and culture, so that they can be successful when they do look for employment. In the meantime, many of the refugees are taking advantage of Open Door's employment and life skills classes, on top of English lessons."Our teachers teach us about life, how to get a job here in Canada, how to be more efficient at work," said Manfi Altleis.Tatiana Zotova is Open Door's manager of language and employment services. She said there are about 70 Syrians in their employment classes learning how to write resumés and cover letters and develop job searching skills."They work on an action plan, they decide on their short term goals and long-term goals and then they work towards that," she said. That's exactly the case for Abdulnasir Al Khalaf. He used to run a business in Syria making sweets and other foods. He's currently working on learning English but he has dreams of starting up a business someday. The majority — about two-thirds — of Regina's new Syrians are children.Altleis has seven of them, all in elementary school, where they're honing their language skills."They like the school. They go to school every day. They are happy here and their teachers are so nice," Altleis said.According to Saskatchewan government numbers, 1,236 Syrians arrived in the province as of September.

Aleppo evacuations in heavy snow end brutal war chapter-[The Canadian Press]-YAHOONEWS-December 21, 2016

BEIRUT — Hundreds of rebel fighters and civilians, including small children swaddled in thick blankets, were bused out of war-ravaged Aleppo in heavy snow on Wednesday as the evacuation of former rebel strongholds entered its final phase.Scenes of buses slowly driving out of Aleppo in a shroud of white offered an evocative finale to what has been one of the most brutal chapters in Syria's civil war.The departures from Aleppo pave the way for President Bashar Assad to assume full control there, after more than four years of fighting over Syria's largest city. It marks the most significant victory for Assad since an uprising against his family's four-decade rule swept the country in 2011.The evacuations were set in motion last week after Syria's opposition agreed to surrender its last footholds in eastern Aleppo. Since then, about 25,000 fighters and civilians have been bused out, according to the United Nations. On Wednesday, buses began evacuating the last rebels and civilians, an estimated 3,000 people.By nightfall, 25 buses carrying hundreds of people had driven in a rare snow storm from eastern Aleppo to opposition-held areas in the countryside near the city, said opposition activist Ahmad Primo, who was monitoring arrivals at the main drop-off point in the Rashideen district. The evacuees got off the buses wearing thick jackets and carrying sacks with belongings. One woman dressed in a black robe and face veil carried a small child swaddled in a heavy yellow blanket. A man held a toddler whose face was peeking out from under a blanket shielding him from falling snow. The opposition's Britain-based Syrian Observatory for Human Rights said Wednesday evening that with the evacuation of the last group of rebels from eastern Aleppo, Assad was in full control, save for a few positions on the western outskirts of the city that were still in rebel hands.Meanwhile, the International Committee of the Red Cross said patients and all those requiring medical care had been evacuated from the last hospital in the city's east.Pro-government forces repeatedly struck medical facilities in rebel-held neighbourhoods in their push to expel the opposition from Aleppo this year. In November, the U.N. said it believed there were no more functioning medical facilities in the eastern part of the city.Wednesday's bus movements came after evacuations had been suspended for 24 hours, one of several snags and delays since the first bus convoys left the city last week.Frequent disagreements have erupted between the rebels and the government, as well as among rebel groups, over compliance with a wider deal that also includes evacuations from two rebel-besieged villages, Foua and Kfarya. The ICRC said about 750 people have been bused out of the villages, leaving hundreds more to be evacuated.Meanwhile, it was unclear if any U.N. observers were on the ground in eastern Aleppo on Wednesday — two days after a U.N. Security Council resolution approved their urgent deployment.Deputy U.N. spokesman Farhan Haq said some U.N. staff were present at a Syrian government checkpoint outside Aleppo's eastern sector, but he couldn't say for sure if any observers had been let into the onetime rebel-held area.Elsewhere in northern Syria, fighting intensified in the Islamic State-controlled town of al-Bab, where Turkish troops and Turkey-backed Syrian opposition fighters have been trying to drive the extremists out.Turkey's state television said 10 Turkish soldiers were killed Wednesday in three separate suicide attacks in al-Bab.The report by TRT television came hours after Turkish President Recep Tayyip Erdogan said IS was fighting "for dear life" in al-Bab, carrying out suicide bombings and attacks with improvised explosive devices.A total of 35 Turkish soldiers have died in northern Syria since August, when Turkey sent ground troops to support the Syrian opposition forces in clearing a border area of IS militants and to curb Syrian Kurdish territorial expansion.Meanwhile, a 7-year-old Syrian girl who was evacuated on Monday from eastern Aleppo and whose mother ran a Twitter account in her name met with Erdogan in the Turkish capital, Ankara. Bana Alabed's mother, Fatemah, began operating the account in September, tweeting on her daughter's behalf. The account has garnered some 354,000 followers, and has included tweets to Michelle Obama and Turkish Foreign Minister Mevlut Cavusoglu, asking for help.At the United Nations, the Security Council approved the delivery of humanitarian aid across borders and conflict lines in Syria for another year, in a resolution aimed at reaching thousands in need in rebel-held areas. The resolution, adopted unanimously, noted the "the continued deterioration of the devastating humanitarian situation in Syria," where more than 13.5 million people require urgent assistance. Also at the U.N., the General Assembly voted to establish an investigative body that will assist in documenting and prosecuting the most serious violations of international law in Syria, including possible war crimes and crimes against humanity. The 193-member world body adopted the resolution over strenuous objections from Syria and Russia, who accused the assembly of interfering in the work of the Security Council.A U.N. board of inquiry said it had received reports that an attack on an aid convoy on the outskirts of Aleppo in September, which killed 10 people and injured 22, was "highly likely" to have been carried out by the Syrian air force but it was unable to reach a definitive conclusion. A summary of the board's report was released by Secretary-General Ban Ki-moon.___Associated Press writer Suzan Fraser in Ankara, Turkey, contributed to this report.Philip Issa And Karin Laub, The Associated Press.

Israeli envoy urges Trump to move US embassy to Jerusalem-Ron Dermer says controversial move, a campaign pledge of president-elect, would be ‘great step forward’ for peace-By AP and Times of Israel staff December 21, 2016, 3:38 am

The Israeli ambassador to the United States has urged the incoming Trump administration to move the US embassy in Israel to Jerusalem, telling guests at a Hanukkah reception at the Israeli embassy in Washington on Tuesday that the controversial move would be a “great step forward” for peace.Trump and his nominee for US ambassador to Israel, David Friedman, have pledged to move the embassy. But previous Republican presidents have made that promise without following through.Israeli Ambassador Ron Dermer added at the reception that such a move would send a “strong message against delegitimization of Israel.”The US and nearly every other country have their embassies in Tel Aviv. Israel considers Jerusalem its capital, but Palestinians claim part of eastern Jerusalem as the capital for a future Palestinian state.US presidents have repeatedly waived a law requiring the embassy to be moved, but Trump has signaled real intention to go ahead with his campaign promise.Trump’s transition team has begun exploring the logistics of moving the US Embassy from Tel Aviv, and checking into sites for its intended new location, Israeli TV reported last week.Israel’s Foreign Ministry is involved in the matter, with officials in Jerusalem checking into when a possible site for the embassy, in an area that includes the Diplomat Hotel in Jerusalem’s Talpiot neighborhood, would be available, Channel 2 reported. Also last week, Trump’s senior aide Kellyanne Conway said moving the embassy was a “very big priority for this president-elect, Donald Trump.” Conway told conservative talk radio host Hugh Hewitt, in a lengthy interview discussing Trump’s transition to the White House: “He made it very clear during the campaign, and as president-elect, I’ve heard him repeat it several times privately, if not publicly.”During the election, Trump pledged to end the longstanding White House policy to perpetually defer a 1995 Congressional decision to recognize Jerusalem as the Israeli capital and move the embassy there.“It is something that our friend Israel, a great friend in the Middle East, would appreciate and something that a lot of Jewish-Americans have expressed their preference for,” Conway said. “It is a great move. It is an easy move to do based on how much he talked about that in the debates and in the soundbites.”Earlier this month, US President Barack Obama renewed a presidential waiver that again delayed plans to relocate the embassy for another six months. In keeping with every other presidential administration over the last 20 years, Obama cited “national security interests” in waiving Congress’s 1995 decision to recognize Jerusalem as Israel’s capital and move the embassy there. The most often cited argument against Washington recognizing Jerusalem as the capital and moving its embassy, is that such a move should only come after the successful conclusion of an Israeli-Palestinian peace deal. The status of Jerusalem is subject to bilateral negotiations, diplomats generally argue, and relocating the embassy as a gesture to Israel before a final-status agreement is signed would greatly anger Palestinians and the larger Arab world, sending an already moribund peace process to its certain death.Prime Minister Benjamin Netanyahu said last week that it would be “great” if Trump made good on his campaign promise to move the US embassy to Jerusalem, even as some Israeli security and diplomatic officials, according to reports, are worried about the consequences of an immediate relocation, with fears of adverse reactions from the Arab world and on the streets of Arab neighborhoods of East Jerusalem.

Amona residents: Peaceful evacuation in doubt if court nixes delay-‘We are not obligated by the agreement,’ spokesman says, as state seeks to postpone clearing outpost until February-By Raoul Wootliff December 20, 2016, 10:21 pm-THE TIMES OF ISRAEL

Residents of the Amona outpost will consider cancelling an agreement to leave their homes peacefully if the High Court rejects a state request to delay the court-imposed evacuation slated for this week until February 2017, a spokesman said Tuesday. The government officially asked the High Court of Justice for a month-and-a-half delay in the evacuation on Tuesday, two days after it promised residents of the West Bank outpost to do so as part of a deal for them leave peacefully.Authorities are hoping the deal can prevent a repeat of the violence that followed the destruction of several permanent buildings in the outpost in 2006.“We are not obligated by the agreement,” Amona spokesman Ofer Inbar told The Times of Israel. “If they reject it, we will have to see what to do.”Amona is the largest of about 100 unauthorized outposts — erected without permission but generally tolerated by the government — that dot the West Bank. In December 2014, after multiple appeals and delays, the court accepted the claim that the settlement was built on privately owned Palestinian land and ordered the outpost be evacuated within two years, or no later than December 25 of this year. The state asked the court for a 45-day delay of the evacuation, which currently has to be carried out by Saturday, in order to prepare temporary housing solutions for the families slated to be evicted, according to a statement from the State Attorney’s office.Residents of Amona voted Sunday to accept a proposal that would see 24 of the 41 families moved to an adjacent plot of land while the government worked towards building permanent homes for all residents and creating a new settlement in the area. But the state would not request a further delay even if the preparations for temporary homes were not completed, the statement read.If the request is accepted by the court, the new final date for the evacuation would be February 8, 2017.While the court has already rejected a petition to postpone the dismantling of the settlement, the state hopes the court will accept the new petition based on the residents’ agreement to leave peacefully and the relatively shorter delay — the previous request was for eight months.“We are talking about a concrete request that would allow the willing and peaceful evacuation of Amona’s residents in a way that would drastically limit the possible damaging consequences of the event while providing an appropriate solution tot he families living there,” the 76-page request states. But presenting the petition just four days before until the current deadline for the court-imposed evacuation could be “problematic,” leaving judges with little time to fully consider the request, a spokesperson for the court told The Times of Israel earlier Tuesday.Including the extension in the agreement appeared to have been a bargaining chip used by the government, with the immediate threat of evacuation looming if the deal was not signed. While government officials floated the idea of requesting an extension two weeks ago, a spokesman for the Justice Ministry said “political reasons” held up the request. No court debate is required for judges to rule on the request but they are obligated to ask the anti-settlement group Yesh Din, who originally petitioned the court against Amona, for their response.A spokesman for the group told the Times of Israel that it will oppose the request.

State Department spokesman brands settlements ‘illegal’-John Kirby later clarifies harsh departure from usual language, also stresses US belief that ‘two-state solution is possible, but requires leadership’-By Eric Cortellessa December 20, 2016, 9:48 pm-THE TIMES OF ISRAEL

WASHINGTON — State Department spokesman John Kirby reaffirmed the US commitment to a two-state solution and longstanding opposition to Israeli settlement construction in the West Bank — referring in unusually harsh language to the enterprise’s “illegality” — five days after President-elect Donald Trump announced he would appoint an outspoken settlements supporter, David Friedman, to be the next US ambassador to Israel.Speaking with MSNBC’s Andrea Mitchell on Tuesday afternoon, Kirby responded to Friedman’s nomination by saying the Obama administration’s stance opposing settlement expansion covers “generations of US policy on both sides of the aisle.”“Our policy is entirely consistent with that longstanding view about settlements, and to the degree also, not just the illegality of them, but that they are not helping us get to a two-state solution, and everybody says that they want to get to a two-state solution,” Kirby said.Designating Israel’s settlement of the West Bank “illegal” is unusual for an American official, as US policy has long avoided invoking international law.According to veteran Middle East peace negotiator Dennis Ross, such a characterization would undercut the US negotiating position of seeking to keep in place the major blocs that Israel would likely retain under any permanent accord in exchange for mutually agreed upon land swaps within Israel proper for a future Palestinian state.“Since the Reagan administration, the US made a policy that settlements were a political issue and not a legal issue,” Ross told The Times of Israel in October 2015.President Barack Obama twice bucked that tradition — once in his 2009 Cairo speech and again to the UN General Assembly that same year. However, the term he used in both those speeches referred to the “legitimacy” of the settlements and not their “illegality.”In a later Tweet, Kirby sought to clarify his language, saying he “intended to repeat US position [regarding] illegitimacy of settlements.”Appearing on Mitchell’s program Tuesday, Kirby was asked to respond to Friedman’s appointment and what it may signal for the future of US policy in the region.Over the course of the campaign, the 57-year-old bankruptcy lawyer was vocal in his belief that settlement activity is not an obstacle to peace and that Israel does not face a “demographic threat” to its Jewish character if it fails to separate from the Palestinians. In a November interview with The Times of Israel, Friedman stated that based on his discussions with Trump, “a two-state solution is not a priority” for the president-elect. “I don’t think he is wed to any particularly outcome. A two-state solution is a way, but it’s not the only way,” he said.He also suggested that Trump would not apply pressure to Israel over approving construction projects in the West Bank, saying he would not “dictate to Israel where it can and cannot build” and that “he’s not going to put his finger on the scale or tell Israel what policies they should adopt.”Friedman himself is president of American Friends of Bet El Institutions, an organization that supports a large West Bank settlement just outside Ramallah.Over the last year, he at times excoriated groups who express criticism of Israel’s settlement policy. This summer, Friedman accused supporters of the liberal Zionist organization J Street of being “far worse than kapos” in a column for the far-right Israel National News website, referring to Jews who assisted Nazis during the Holocaust. Speaking before the Brookings Institution’s annual Saban Forum earlier this month, he doubled down on his comparison.Kirby did not directly address Friedman’s history but stated that the United States is “still committed” to “a viable two-state solution.”“Secretary Kerry’s still committed to that, and we’re going to continue to work on it, because we think it is obviously for the betterment not only the Israeli people and the Palestinians, but the whole region,” he said. The next administration, he added, will have to choose what policies it decides to pursue. “That’s really for them to speak to and for them to decide, and for their ambassador designate to work through the confirmation process.”Kirby also reaffirmed the State Department’s belief that the window for a two-state outcome has not closed, but that it rests with the parties’ willingness to make a deal.“We still believe that a viable two-state solution is possible, but it requires leadership, it requires compromise, it requires solid decisions by leaders in the region,” he said. “And thus far, it’s been a struggle to see those leaders make those kids of decisions.”This report was updated to include the clarification John Kirby tweeted following his Tuesday MSNBC interview.

Israeli man seriously hurt in Berlin attack, wife missing-Wounded man in hospital after Monday’s truck ramming in the German capital; officials trying to locate his wife-By Raphael Ahren December 20, 2016, 12:46 pm-THE TIMES OF ISRAEL

An Israeli man was wounded during Monday’s attack in Berlin and his wife is missing in the wake of the incident, the Foreign Ministry in Jerusalem said Tuesday. The man, reportedly in his sixties, is seriously wounded, but has underwent surgery and his life is not in danger, the ministry said. His wife has been declared missing and the Israeli embassy is in contact with German authorities. An Israeli diplomat in Berlin, Leora Givon, went to visit the victim in the hospital, the Foreign Ministry said. The Central Council of Jews in Germany reacted “with great sadness” to Monday’s attack, but cautioned against letting terrorism spoil the spirit of the upcoming holidays. “We are deeply shocked. Especially in the pre-Christmas period, when our society focuses on values like charity, goodness and peace, our country was once again hit by this disgusting attack,” the group’s president Josef Schuster, said in a statement.“Our thoughts are with the victims, their relatives and friends. We wish a speedy recovery.”At the same time, Schuster said, “Our thoughts and deeds must not be overcome by fear and terror.” In a few days, the Christmas and Hanukkah holidays start, Schuster noted. “May the message of these two holidays give us strength in these difficult hours.”The attack Monday saw a truck plow into a crowded Christmas market in the heart of the German capital, killing at least 12 people and injuring nearly 50 in what police described as an “intentional” act and a suspected “terror attack.”German Chancellor Angela Merkel said that the market carnage was a “terrorist act” likely committed by an asylum seeker. The truck struck the popular market outside the Kaiser Wilhelm Memorial Church late in the day, as tourists and locals were enjoying a traditional pre-Christmas evening out near the Berlin Zoo station.Reports said the attacker is a Pakistani man who entered the country about a year ago.The Islamic State group and al-Qaeda have both called on followers to use trucks in particular to attack crowds. On July 14, a truck plowed into Bastille Day revelers in the southern French city of Nice, killing 86 people. Islamic State claimed responsibility for that attack, which was carried out by a Tunisian living in France.Times of Israel staff and agencies contributed to this report.

Bomb explodes near Tel Aviv home of noted businessman-No injuries or damage reported in criminal incident believed to be targeting Meir Shamir-By Times of Israel staff December 21, 2016, 1:43 am

A bomb exploded late Tuesday night near the home of a well-known Israeli businessman, in what is believed to be a criminally motivated incident. There were no reported injuries or damage. The bomb was set off on the street in the northern Tel Aviv neighborhood of Tzahala where Meir Shamir, the CEO and chairman of the board of the investment company Mivtach Shamir Holdings, lives with his family. Police said they found a device hooked up to large batteries, which they believe to be the source of the explosion. This is the second time this month Shamir, a former Israeli Air Force pilot, is believed to have been targeted in what appears to be an intimidation campaign. Earlier in December, a bomb exploded near Shamir’s car, yielding no injuries. The 65-year-old business man has had a hand in Israel’s major companies including dairy giant Tnuva, Israel’s largest bank Bank Hapoalim and a number of techonology, real estate and insurance companies. He currently serves as the head of the presidency of Taglit (Birthright Israel), according to Bloomberg.

US-Israel cybersecurity collaboration act signed into law-Bipartisan legislation will expand existing joint research, create grant for new development in IT safety measures-By JTA December 20, 2016, 11:31 pm-THE TIMES OF ISRAEL

US President Barack Obama on Friday enacted legislation to strengthen collaborative cybersecurity research and development efforts between the United States and Israel, one of the congressman involved in drafting the bill said Monday. The US-Israel Advanced Research Partnership Act of 2016, which had bipartisan support, will expand existing joint research and create a grant for new development.Reps. John Ratcliffe, R-Texas, and Jim Langevin, D-R.I., introduced the measure after returning from a congressional trip to Israel in July that focused on addressing cybersecurity issues facing both countries, Ratcliffe’s office said in the statement issued Monday. Ratcliffe is chairman of the House Homeland Security subcommittee on cybersecurity, infrastructure protection and security technologies.Langevin in a statement said cybersecurity is “the national and economic security challenge of our time, and we must use every resource at our disposal to support research, foster innovation, and fortify our cyber defenses. This must include a collaborative approach that allows us to work with our leading partners, like Israel, to develop new technologies for our cyber incident responders.”The lawmakers said their meetings with top Israeli officials, including Prime Minister Benjamin Netanyahu and then-defense minister Moshe Yaalon, laid a critical foundation for their US-Israel cybersecurity legislation.“(O)ur discussions with Israeli national security and cybersecurity leaders revealed the immense wealth of untapped potential we can leverage together to collectively vamp up our efforts to combat growing cyber threats,” Ratcliffe said in the statement. “We are extremely grateful for the opportunity to work more closely with a country that’s a proven pioneer in cyber science and a top leader in cyber expertise.”

Netanyahu: Israel ready to take in wounded Syrians from Aleppo-‘We can help mitigate some of the suffering, that’s the best that Israel can do,’ PM tells foreign press-By Raphael Ahren December 20, 2016, 10:16 pm-THE TIMES OF ISRAEL

Prime Minister Benjamin Netanyahu said Tuesday that he instructed his government to find ways to extend medical assistance to Syrians injured in the latest round of fighting, especially those from the embattled city of Aleppo.“We see the tragedy of terrible suffering of civilians and I’ve asked the Foreign Ministry to seek ways to expand our medical assistance to the civilian casualities of the Syrian tragedy, specifically in Aleppo where we’re prepared to take in wounded women and children, and also men if they’re not combatants,” Netanyahu told foreign journalists during a meeting in Jerusalem.“We’d like to do that: Bring them to Israel, take care of them in our hospitals as we’ve done with thousands of Syrian civilians. We’re looking into ways of doing this; it’s being explored as we speak.”Addressing foreign reporters and diplomats at the Government Press Office’s annual New Year’s reception, Netanyahu said he sees no end of the fighting and that he could not imagine a peaceful resolution to the civil war that would restore the pre-war status quo.“Do I see a resolution of the Syrian situation? No,” he said emphatically. “It’s certainly not going to be one happy Syria, that’s for sure. Will it be a united Syria? I doubt it. You have enclaves there and I don’t think they’re about to disappear.”There is great suffering among the country’s civilian population, but there is very little Israel could do to help them, the prime minister added. “I don’t know if we can resolve [the Syrian civil war]. But we can help mitigate some of the suffering, that’s the best that Israel can do.”Israel and its northern neighbour have formally been at war for decades but following the outbreak of the Syrian civil war it has been treating casualties, including wounded fighters. More than 2,000 Syrians have been treated in Israeli hospitals since 2013, according to the Israeli army. The host of the event, GPO director Nitzan Chen, also addressed “untold suffering” in Syria, saying that “our hearts go out” to the country’s civilians and expressing the wish that “the new year will bring speedy end of their suffering.”In his remarks, Netanyahu also announced more travel plans. In 2017, he would like to visit China to celebrate 25 years of diplomatic relations. His last visit to the country was in 2013. He also said he received an invitation to go to attend a conference of the Economic Community of West African States (ECOWAS), where he plans to meet with 15 leaders from the continent.Additionally, he said he plans on accepting an invitation to Eastern Europe to meet with four heads of state and to travel to the “big three” countries of Latin America, though it was not clear which states he was referring to.In February, Netanyahu is set to embark on a 10-day trip to Singapore, Australia and Fiji.Asked by a reporter whether his personal attacks on certain Israeli journalists who have criticized him was the best strategy to engage them, the prime minister replied jokingly: “I don’t know, it’s the most entertaining. It’s fun. I enjoy it.”More seriously, he said that he believes in a free press and that it is every journalist’s right to criticize the government. But Netanyahu added that he in turn has the right to lambast the press when he believes he’s subjected to unfair scrutiny and to break up “monopolies” in the Israeli media market.AFP contributed to this report.

After 2 years, experts say MH370 likely north of search area-[The Canadian Press]-December 20, 2016-YAHOONEWS

SYDNEY, Australia — For two years, a handful of ships have diligently combed a remote patch of the Indian Ocean west of Australia in a $160 million bid to find Malaysia Airlines Flight 370. On Tuesday, investigators made what was surely a painful admission: They have probably been looking in the wrong place. The latest analysis by a team of international investigators concluded the vanished Boeing 777 is highly unlikely to be in the current search zone and may instead be in a region farther north. But though crews are expected to finish their deep-sea sonar hunt of the current search area next month, the possibility of extending the search to the north appeared doubtful, with Australia's transport minister suggesting the analysis wasn't specific enough to justify continuing the hunt. The latest twist in the search for Flight 370 highlights the extraordinary difficulty officials have faced in their attempts to find the aircraft based on the faintest scraps of data. All along, officials have said they are not simply looking for a needle in a haystack — they are looking for the haystack. On Tuesday, the haystack was poised to shift again, with the release of a report by the Australian Transport Safety Bureau, which is leading the search for the plane. The report is the result of a November meeting of international and Australian experts who re-examined all the data used to define the search area for the aircraft, which vanished during a flight from Kuala Lumpur to Beijing on March 8, 2014, with 239 people on board.Since the plane disappeared, experts have analyzed a series of exchanges between the aircraft and a satellite to estimate a probable crash site along a vast arc of ocean in the southern hemisphere. A deep-sea search of a 120,000-square kilometre (46,000-square mile) stretch of water along the arc has so far come up empty. In November, the experts went back over the satellite data, along with the results of a new ocean drift analysis of the more than 20 items of debris likely to have come from the plane that have washed ashore on beaches throughout the Indian Ocean. The analysis, based on where the items washed up and when, suggested the debris originated farther north along the arc from the current search zone.Given the number of aircraft parts found so far, the team concluded that a debris field had floated on the water surface after the plane crashed. So they eliminated areas of the ocean where air crews had searched the surface in the early stages of the hunt. That left a 25, 000-square-kilometre (9,700-square-mile) area immediately to the north of the current search zone as the most likely place where the plane hit the ocean, the report said. The investigators concluded with "a high degree of confidence" that the plane is not in the current search area. And they agreed the new area needs to be searched."The experts concluded that, if this area were to be searched, prospective areas for locating the aircraft wreckage, based on all the analysis to date, would be exhausted," the report said. However, a new search would require fresh funding. The countries involved — Malaysia, Australia and China — agreed in July that the $160 million search will be suspended once the current effort is exhausted unless new evidence pinpoints the plane's exact location.Australian Transport Minister Darren Chester suggested an extension was unlikely, noting that the latest report does not give a specific location of the plane."As agreed at the Tripartite Ministers meeting in Malaysia in July we will be suspending the search unless credible evidence is available that identifies the specific location of the aircraft," Chester said in a statement. "The search for MH370 has been the largest in aviation history and has tested the limits of technology, and the capacity of our experts and people at sea."Malaysia's Transport Minister Liow Tiong Lai did not explicitly rule out a new search, but said in a statement, "We remain to be guided as to how this can be used to assist us in identifying the specific location of the aircraft." When asked about the search, a Chinese foreign ministry spokesperson did not comment beyond noting China's role in the effort so far.Australian government oceanographer David Griffin, who worked on the analysis of how the debris drifted, said he is confident the plane is in the newly identified search area. And he dismissed the idea that the new analysis means the search to date has been a wasted effort, saying that the current search zone was based on the best available data at the time."It could have been where we were searching, absolutely, but the new information does clarify that immediately north is more likely," Griffin said.As part of their analysis, Griffin and his team built replicas of the first piece of debris that was found — a wing fragment known as a flaperon that was discovered on Reunion Island off the African coast in July 2015. The team then set the replicas adrift, measuring how fast they travelled and noting how much the wind influences their rate of speed. They then ran computer simulations of how the aircraft parts could have drifted, which helped paint a picture of where they originated. The newly identified search zone does include an area that was searched very early on in the hunt, but crews didn't comb a wide enough area to rule it out, Griffin said. "They didn't go quite far enough away from the arc to cover all possibilities," he said. The fact that crews were so close to the area now identified as the likeliest crash site — coupled with the lack of commitment to search the new area — is sure to frustrate families of those on board, who have been pushing the governments to continue searching."They should keep searching no matter how much money they will spend," said Li Jingxin, whose brother was on the plane. "The cost of the search has nothing to do with us relatives. They should also raise the amount of compensation (to families) to make up for the time lost while they searched the wrong place."___Associated Press reporter Rod McGuirk in Canberra, Australia, and news researcher Yu Bing in Beijing contributed to this report.Kristen Gelineau, The Associated Press.

It could be a lot colder: Kelowna historian remembers Okanagan Lake freezing over completely-YAHOONEWS-CBC-December 19, 2016

The current cold spell in B.C.'s Interior has many people pulling on their long johns and digging their parkas out of the closet. But historically this cold snap is almost T-shirt and shorts weather. There have been several winters over the past 100 years where the mercury in the Southern Interior dropped so low, Okanagan Lake completely froze over.In those years people in Kelowna walked, skated and even drove vehicles right across the lake and to other Okanagan communities, said Okanagan Historical Society president Bob Hayes in an interview with CBC Radio One's Daybreak South. The last time Okanagan Lake froze over completely is up for debate, said Hayes."I believe the last time it froze solidly — and that's always the question — was it solidly frozen — was probably 1986 but the year that I think most people will recognize it freezing was the winter of 1968-69," he said."That was a very cold winter."Historical records from the Kelowna Public Archives show Okanagan Lake froze at least eight times over the past 110 years. The lake froze two winters in a row in 1949 and 1950.1958 and 1937 were recorded as particularly cold with stories of people using dynamite to break up ice that formed overnight on ferry routes across Okanagan Lake.-Skating and driving on the lake-"People had fun on the lake too. They would go an skate and they would drive their vehicles," Hayes said."I well remember people doing donuts out on the lake. It was a form of recreation."Hayes said he remembers a motorcycle once fell through the ice.Articles in the Kelowna Public Archives also mention instances of vehicles falling into the lake including a car that successfully drove from Kamloops to Penticton, but fell through ice on the return trip.A team of horses and a tow rope had to be used to remove the car from the water.Hayes said 1968 was the coldest winter he has every experienced growing up in Kelowna."Once the lake freezes, it creates its own climate and it is like being in an ice age or living on a glacier," he said."It was bitterly cold. I just seemed to drag on and on."To hear the full interview, click the audio labelled: Cold? This winter hasn't been cold; Historian remembers years Okanagan Lake completely froze over.

Smog chokes Chinese cities, grounding flights, closing roads-[The Canadian Press]-YAHOONEWS-December 20, 2016

BEIJING — Thick, grey smog fell over Beijing on Tuesday, choking China's capital in a haze that spurred authorities to cancel flights and close some highways in emergency measures to cut down on air pollution.Beijing and much of industrial northern China are in the midst of a "red alert," the highest level in China's four-tiered pollution warning system. The alert has affected 460 million people, according to Greenpeace East Asia, which calculated that about 200 million people were living in areas that had experienced levels of air pollution more than 10 times above the guideline set by the World Health Organization.Members of the public closely watch levels of PM2.5, particles measuring 2.5 microns across that are easily inhaled and damage lung tissue. The World Health Organization designates the safe level for the tiny, poisonous particles at 25 micrograms per cubic meter. On Tuesday morning, the PM2.5 reading in Beijing climbed above 300. In many northern Chinese cities, the reading has exceeded 500 micrograms per cubic meter.State media reported that 169 flights have been cancelled at Beijing Capital International Airport, where visibility fell at one point to 300 metres (984 feet). Sections of Beijing's sixth ring road, the outermost highway encircling the city of more than 20 million people, were shut down in a bid to keep cars off the roads.Authorities have even removed charcoal grills from restaurants and banned spray painting in parts of the city, state media reported.Adding to a sense of crisis, local news in recent days reported that hospitals were encountering a boom in cases of children with respiratory problems and preparing teams of doctors to handle the surge of pollution-related cases. Photos showed waiting rooms crowded with parents carrying youngsters wearing face masks.Outside the Capital Pediatrics Institute on Tuesday, parents voiced frustration about the toxic air for throat infections and the flu."He is coughing and breathing short, and always feeling sputum in his throat," said Du Renxin, an IT worker, who was with his 2-year-old, who has had to make monthly visits to the doctor.China has long faced some of the worst air pollution in the world, blamed on its reliance of coal for energy and factory production, as well as a surplus of older, less efficient cars on its roads. Beijing and other cities have tried to improve air quality by switching power plants from coal to natural gas and rolling out fleets of electric buses and taxis. But despite its public commitment to reduce carbon emissions, China remains the world's largest producer and consumer of coal, with plans to build new factories and increase production. Government officials, facing rising energy prices earlier this year, lifted caps on production days for many mines.Since the red alert went into effect, more than 700 companies stopped production in Beijing and traffic police were restricting drivers by monitoring their license plate numbers. Dozens of cities closed schools and took other emergency measures."The smog has serious repercussions on the lungs and the respiratory system, and it also influences the health of future generations, so under a red alert, it is safer to stay at home rather than go to school," Li Jingren, a 15-year-old high school student in Beijing, said Monday. In nearby Tianjin, authorities cancelled 350 flights and closed all highways in the municipality. Public transportation services were increased as restrictions on cars were imposed.Authorities in the northern province of Hebei, which surrounds Beijing, ordered coal and cement plants to temporarily shut down or reduce production. The alert is expected to end Wednesday.___Associated Press researcher Liu Zheng contributed to this report.Nomaan Merchant And Wayne Zhang, The Associated Press.

Police: 9 dead, 70 hurt in blast at Mexican fireworks market-[The Canadian Press]-December 20, 2016-YAHOONEWS

TULTEPEC, Mexico — An explosion ripped through Mexico's best-known fireworks market on the northern outskirts of the capital Tuesday, killing at least nine people, injuring scores more and sending a huge plume of charcoal- grey smoke billowing into the sky.Mexican Federal Police announced via its official Twitter account what it called the preliminary toll from the afternoon blast at the open-air San Pablito Market in Tultepec, in the State of Mexico."My condolences to the families of those who lost their lives in this accident and my wishes for a quick recovery for the injured," said President Enrique Pena Nieto via Twitter.Sirens wailed and a heavy scent of gunpowder lingered in the air after the afternoon blast at the market, where most of the fireworks stalls were completely levelled . The smoking, burned out shells of vehicles ringed the perimeter, and first responders and local residents wearing blue masks over their mouths combed through the rubble and ash. Firefighters hosed down still-smouldering hotspots.Crescencia Francisco Garcia arrived in the afternoon to buy fireworks and said she was near the middle of the grid of stalls when the explosions began around 2:30 p.m."All of a sudden it started booming," the 41-year-old Mexico City resident said. "I and the others surrounding me all took off running."Eventually Garcia was able to find her daughter, son-in-law and three grandchildren who were waiting in a car just inside the perimeter fence. The Mexican Red Cross said it sent 10 ambulances with 50 paramedics to the scene.National Civil Protection Coordinator Luis Felipe Puente told Milenio television that some nearby homes were also damaged. The scene remained dangerous and he asked people not to come within 3 miles (5 kilometres ) to avoid hampering the emergency response.Fireworks continued to pop off long after the blast, and Puente added that there was no choice but to let any unexploded fireworks be consumed.A fire engulfed the same market in 2005, touching off a chain of explosions that levelled hundreds of stalls just ahead of Mexico's Independence Day. A similar fire at the San Pablito Market also destroyed hundreds of stands in September 2006.Many in Mexico traditionally celebrate holidays — including Christmas and New Year's — by setting off noisy firecrackers and rockets.___Associated Press writer Christopher Sherman reported from Tultepec, Mexico, and Peter Orsi reported from Mexico City.Christopher Sherman And Peter Orsi, The Associated Press.

Obama bans future oil leases in much of Arctic, Atlantic-[The Canadian Press]-December 20, 2016-YAHOONEWS

HONOLULU — President Barack Obama on Tuesday designated the bulk of U.S.-owned waters in the Arctic Ocean and certain areas in the Atlantic Ocean as indefinitely off limits to future oil and gas leasing. The move helps put some finishing touches on Obama's environmental legacy while also testing President-elect Donald Trump's promise to unleash the nation's untapped energy reserves. The White House announced the actions in conjunction with the government of Canadian Prime Minister Justin Trudeau, which also placed a moratorium on new oil and gas leasing in its Arctic waters, subject to periodic review.Obama is making use of an arcane provision in a 1953 law to ban offshore leases in the waters permanently. The statute says that "the president of the United States may, from time to time, withdraw from disposition any of the unleased lands of the outer Continental Shelf."Environmental groups hope the ban, despite relying on executive powers, will be difficult for future presidents to reverse. The White House said it's confident the president's order will withstand legal challenge and said the language of the statute provides no authority for subsequent presidents to undo permanent withdrawals. The Atlantic waters placed off limits to new oil and gas leasing are 31 canyons stretching off the coast of New England south to Virginia, though some had hoped for a more extensive ban that would have extended further south.Existing leases aren't affected by the president's executive actions. The administration cited environmental concerns in both regions to justify the moratorium. Obama also cited the importance of the Chukchi and Beaufort seas in providing subsistence for native Alaskans and the vulnerability of the ecosystem to an oil spill to justify his directive.Obama also noted the level of fuel production occurring in the Arctic. Obama said just 0.1 per cent of offshore crude production came from the Arctic in 2015, and at current oil prices, significant production would not occur in future decades."That's why looking forward, we must continue to focus on economic empowerment for Arctic communities beyond this one sector," Obama said.Still, industry officials objected to Obama's memorandum, calling it "last minute political rhetoric.""Instead of building on our nation's position as a global energy leader, today's unilateral mandate could put America back on a path of energy dependence for decades to come," said Dan Naatz of the Independent Petroleum Association of America. And Alaska Gov. Bill Walker, an independent, said Obama's move marginalized local voices. He said no one is more invested than Alaskans in making sure Arctic habitats are protected."To lock it up against any further exploration or development activity is akin to saying that the voices of activists who live in Lower 48 cities have a greater stake than those to whom the Arctic is our front yard and our back yard," he said in a statement. In issuing a permanent ban, Obama appears to be trying to tie the hands of his successor. Trump has vowed a domestic energy revolution and is filling his Cabinet with nominees deeply opposed to Obama's environmental and climate change actions.Environmental groups were calling for a permanent ban even before the presidential election, but Trump's victory has provided greater urgency for them and for businesses that rely on tourism and fishing. Trump has said he intends to use all available fuel reserves for energy self-sufficiency — and that it's time to open up offshore drilling."This decision will help protect existing lucrative coastal tourism and fishing businesses from offshore drilling, which promises smaller, short-lived returns and threatens coastal livelihoods," said Jacqueline Savitz, a senior vice-president at the advocacy group, Oceana.A key question to be answered is how difficult it will be for future presidents to overturn Obama's decision should they seek to do so.The American Petroleum Institute pointed to 2008 when President George W. Bush used a simple memorandum to remove previously withdrawn lands and make all Outer Continental Shelf lands available for leasing except marine sanctuaries."Fortunately, there is no such thing as a permanent ban," said the institute's Erik Milito. But White House officials in a conference call with reporters said previous "indefinite withdrawals" remain in place and voiced confidence that Obama's decision will stand.Advocacy groups were already warning that they were prepared to file suit to protect the ban during future administrations."If Donald Trump tries to reverse President Obama's withdrawals, he will find himself in court," said Marissa Knodel of Friends of the Earth.Frank Knapp, president of the South Carolina Small Business Chamber of Commerce in Columbia, said he was "extremely disappointed" in the decision not to extend drilling protections to the entire Atlantic seaboard.Knapp and his group were among a number of business groups in the southeast who had advocated for banning new drilling leases off their shores, arguing that the environmental impacts would hurt fishing, tourism and other businesses the region relies upon. He'd gone to Washington to meet with Obama administration officials, and believed the entire Atlantic was to be protected. The decision came as Obama spends the holidays in Hawaii. Some Democratic lawmakers applauded Obama, while some Republicans were highly critical."As President-elect Trump nominates fossil fuel allies to his Cabinet, President Obama has instead put the interests of millions of Americans ahead of those of Big Oil with these permanent protections," said Democratic Sen. Ed Markey of Massachusetts."The extremes to which this president will go to appease special interests never ceases to amaze," countered Rep. Rob Bishop, R-Utah, and chairman of the House Committee on Natural Resources. "This is not a moral calling; it's an abuse of power."__Associated Press writers Josh Lederman in Washington, Jason Dearen in Gainesville, Florida, and Becky Bohrer in Juneau, Alaska, contributed to this report.__On Twitter, reach Kevin Freking at https://twitter.com/APkfreking-Kevin Freking, The Associated Press.

Trudeau admits he was 'cheeky' when he made comments on bilingualism-[The Canadian Press]-December 20, 2016-YAHOONEWS

OTTAWA — Prime Minister Justin Trudeau admits he may have been a little "cheeky" when he made a comment last week on bilingualism. When questioned by a Radio-Canada journalist if he supported the idea of Ottawa being designated a bilingual city, Trudeau asked whether the western Quebec town of Gatineau was ready to do the same."Is the city of Gatineau open to becoming officially bilingual?" Trudeau responded, with a little smile.Trudeau said Monday he was fully aware the comment would get him in trouble."I knew it," he said in an end-of-year-interview with The Canadian Press. "I was being cheeky, I admit it."Trudeau said, however, he was not questioning or criticizing Quebec's law making French the sole official language in the province."Not at all, not at all," he insisted. "Quebec has to be French in order for Canada to be bilingual."The prime minister said he is an ardent defender of the country's linguistic duality."I taught French in Vancouver," he said. "I know how important bilingualism is."He said any decision about whether Ottawa should become officially bilingual needs to be made by municipal leaders and not by the federal government.Quebec's language laws state municipalities in the province can be designated as bilingual if more than half of their residents have English as a mother tongue.According to the 2011 census, only 11 per cent of Gatineau's residents fit the criteria. In Ontario, municipalities are either administered entirely in English or in both of the country's official languages. The debate over whether Ottawa should be bilingual resurfaces periodically and was rekindled due to the attention surrounding Canada's plans to celebrate the 150th anniversary of Confederation in 2017.Ottawa Mayor Jim Watson has spoken out against the idea on several occasions.Isabelle Miron, head of an association representing Ottawa francophones, told Radio-Canada that Trudeau's original comment "alienated everyone, francophones and the people of Gatineau alike."Melanie Marquis, The Canadian Press.

Trump cruises to Electoral College victory despite protests-[The Canadian Press]-YAHOONEWS-December 19, 2016

WASHINGTON — There were many protesters but few faithless electors as Donald Trump won the Electoral College vote Monday — ensuring he will become America's 45th president. An effort by anti-Trump forces to persuade Republican electors to abandon the president-elect came to practically nothing and the process unfolded largely according to its traditions. Trump's polarizing victory Nov. 8 and the fact Democrat Hillary Clinton had won the national popular vote had stirred an intense lobbying effort, but to no avail."We did it!" Trump tweeted Monday evening. "Thank you to all of my great supporters, we just officially won the election (despite all of the distorted and inaccurate media)."He later issued a statement saying: "With this historic step we can look forward to the bright future ahead. I will work hard to unite our country and be the President of all Americans."Even one of Trump's fiercest Republican rivals, Ohio Gov. John Kasich, said it was time to get behind the president-elect."We want unity, we want love," Kasich said as Ohio's electors voted to back Trump at a statehouse ceremony. Kasich refused to endorse or even vote for Trump in the election. With all states voting, Trump finished with 304 votes and Clinton had 227. It takes 270 Electoral College votes to win the presidency. Texas put Trump over the top, despite two Republican electors casting protest votes.Befitting an election filled with acrimony, thousands of protesters converged on state capitols across the country Monday, urging Republican electors to abandon their party's winning candidate.More than 200 demonstrators braved freezing temperatures at Pennsylvania's capitol, chanting, "No Trump, no KKK, no fascist USA!" and "No treason, no Trump!"In Madison, Wisconsin, protesters shouted, cried and sang "Silent Night." In Augusta, Maine, they banged on drums and held signs that said, "Don't let Putin Pick Our President," referring to Russian President Vladimir Putin.Despite the noise outside state Capitols, inside, the voting went pretty much as planned. In Nashville, Tennessee, one audience member tried to read out some Scripture before the ballots were cast, but was told he could not speak."We certainly appreciate the Scripture," State Election Coordinator Mark Goins said from the podium. "The answer is no."With all Republican states reporting, Trump lost only the two electors in Texas. One voted for Kasich, the Ohio governor; the other voted for former Texas Rep. Ron Paul.Clinton lost four electors in Washington state — three voted for former Secretary of State Colin Powell and one voted for Native American tribal leader Faith Spotted Eagle. She also lost an elector in Hawaii to Vermont Sen. Bernie Sanders. Clinton beat Sanders in the Democratic primaries.Several Democratic electors in other states tried to vote for protest candidates but they either changed their votes to Clinton or were replaced. The Electoral College has 538 members, with the number allocated to each state based on how many representatives it has in the House plus one for each senator. The District of Columbia gets three, despite the fact that the home to Congress has no vote in Congress.Republican electors were deluged with emails, phone calls and letters urging them not to support Trump. Many of the emails are part of co-ordinated campaigns. In Baton Rouge, Louisiana, elector Charlie Buckels reached out to Trump's opponents after the New York businessman got all of the state's eight votes."For those of you who wished it had gone another way, I thank you for being here," said Buckels, the state GOP finance chairman. "I thank you for your passion for our country."There is no constitutional provision or federal law that requires electors to vote for the candidate who won their state — though some states require their electors to vote for the winning candidate. Those laws, however, are rarely tested. More than 99 per cent of electors through U.S. history have voted for the candidate who won their state. Of those who refused, none has ever been prosecuted, according to the National Archives. Some Democrats have argued that the Electoral College is undemocratic because it gives more weight to less populated states. That is how Clinton, who got more than 2.8 million more votes nationwide, lost the election to Trump. Some have also tried to dissuade Trump voters by arguing that he is unsuited to the job. Others cite the CIA's assessment that Russia engaged in computer hacking to sway the election in favour of the Republican."When the founders of our country created (the Electoral College) 200-plus years ago, they didn't have confidence in the average white man who had property, because that's who got to vote," said Shawn Terris, a Democratic elector from Ventura, California. "It just seems so undemocratic to me that people other than the voters get to choose who leads the country."A joint session of Congress is scheduled for Jan. 6 to certify the results of the Electoral College vote, with Vice-President Joe Biden presiding as president of the Senate. Once the result is certified, the winner — almost certainly Trump — will be sworn in on Jan. 20.___Associated Press writers Paul Weber in Austin, Texas, Julie Carr Smyth in Columbus, Ohio, Marc Levy in Harrisburg, Pennsylvania, Scott Bauer in Madison, Wisconsin, Erik Schelzig and Jonathan Mattise in Nashville, Tennessee, Kathleen Floody and Alex Sanz in Atlanta, Melinda Deslatte in Baton Rouge, Louisiana, Marina Villeneuve reported from Augusta, Maine, Rachel La Corte in Olympia, Washington, and Juliet A. Cyberstalking more prevalent among single, never-married women, study shows-[CBC]-YAHOONEWS-December 20, 2016

Cyberstalking is more prevalent among single, never-married young women, a new study from Statistics Canada shows. The study of internet users aged 15 to 29 also showed those with a history of being victimized are much more likely to experience cyberstalking, or cyberbullying. The results come as no surprise to Ron MacLeod, a cybersecurity specialist who has worked in the industry for about 30 years and is currently the president of the High Technology Crime Investigation Association for Atlantic Canada.Young women tend to live their social life online, through online dating sites and the use of social media, said MacLeod, the father of two teens."Unfortunately, the online world is a bit of a jungle and within that jungle there are predators with malicious intent that will take that information and sort of use it against you," he said.He urges people to carefully consider what personal information they share, who they share it with and how they share it."You know perhaps we don't necessarily need to know where you're having lunch that day, or what your plans are for this weekend, or when you're travelling or who your latest romantic involvement is with," he said."So I ask people to step back and take a very close look at the types of information that they're readily sharing out to the ether."In 2014, seven per cent of young women reported that they had been cyberstalked, versus five per cent of young men., according Statistics Canada. Similarly, the single/never-married population was also more at risk of being a victim of cyberstalking, at six per cent, compared with four per cent for those who had ever been (or were currently) married or living common-law.-Correlation with past abuse-About 17 per cent of the population aged 15 to 29 that accessed the internet at some point in the previous five years reported they had experienced cyberstalking or cyberbullying. Of those, 31 per cent reported experiencing both.Young Canadians with a past experience of victimization were significantly more likely to experience cyberbullying and cyberstalking. For example, 31 per cent of those who were physically or sexually assaulted before the age of 15 experienced either cyberstalking or cyberbullying, compared with 13 per cent of those who did not report an experience of assault.MacLeod believes the correlation between cyberstalking or cyberbullying and people who have previously been victimized in another way is due to the fact they are more readily able to recognize abuse.Being a victim of either cyberstalking or cyberbullying raises the risk of having a reported emotional, psychological or mental health condition and a low level of trust in people at school, work, or in the neighbourhood, the report found.-May continue for another generation-MacLeod said the results left him with an "overwhelming sadness that, you know, we're still dealing with this and the knowledge that we're going to be dealing with it for maybe another generation.""There are lot of people that look at these situations and say, 'We've got to get out there and have awareness programs,' and there's sort of an underlying belief that perhaps we can correct this in a couple of years," said MacLeod."But the truth is we are just in the very early stages of the adoption of a new technology that is radically influencing the way that we live our lives and it may be a generation or two before we would mature enough into our use of that technology that we would begin to address these types of problems."In the meantime, people should not live in fear, he said, but should take precautions to protect themselves.

Miss Canada uses beauty pageant to fight China on human rights-[The Canadian Press]-YAHOONEWS-December 20, 2016

VANCOUVER — Anastasia Lin says when she first learned about allegations the Chinese government was harvesting organs from religious prisoners to fuel its transplant industry, she decided to use an unconventional platform to raise awareness.Lin spoke out about the alleged plight of Falun Gong practitioners in China while taking part in the 2015 Miss World Canada beauty pageant, which she won.Since then, she has become an outspoken critic of the Chinese government."To not do anything is just so wrong," said Lin, 26, who is based in Toronto but spent her teenage years in Vancouver after emigrating from China with her mother."Public pressure works. We have way more leverage than we think we do," she said. "We might think that China is this big, tough bully that just doesn't listen to anyone. But that's not true."Falun Gong is a spiritual practice that emerged in China in the early 1990s, but by the end of the decade it had prompted a crackdown by the Chinese Communist Party.Falun Gong spokesman Joel Chipkar alleges the persecution was prompted by the organization's unwillingness to cede control to the Chinese government.Reports from human rights organizations such as Amnesty International have emerged of thousands of imprisoned Falun Gong followers being executed for their body organs.Multiple requests for comment to the Chinese Embassy in Ottawa and the Chinese Consulate in Vancouver went unanswered. But Fang Hong, a spokeswoman for the Chinese Embassy in Washington, told The Associated Press last week in a story about Lin that the allegations of the Chinese government harvesting organs are "sheer fabrications of the Falun Gong cult."Lin said she was originally inspired to take a stand on the issue by the advocacy work of former Miss World Canada Nazanin Afshin-Jam, who is married to former federal attorney general Peter MacKay.In 2015, Lin was declared persona non grata by the Chinese government and barred from entering China when she tried to travel there to represent Canada in that year's Miss World pageant.Miss World 2016 took place in Washington, D.C., and this year Lin was able to take part."My one goal was not the tiara," Lin said. "I just wanted to be on Chinese television. ... If they can see me on stage they will know (I have not given up), so neither should they."She also wanted to be seen by her father, who she said has been barred from leaving China because of her activism.Miss World 2016 wrapped up last weekend, with the contestant from Puerto Rico taking the crown.Chipkar, a Toronto-based spokesman for Falun Gong, applauded Lin for helping shed light on the organ-harvesting allegations."Any awareness to these crimes is like a light bulb that comes on in a dark room," Chipkar said. "As soon as the light comes on, the darkness disappears."Chipkar said there has never been any communication between Lin and the Falun Gong organization. As for Lin, she said she isn't interested in competing in any more beauty pageants. Instead, she wants to focus on her acting career and continue her advocacy through that medium."I think art is really ultimately what touches the heart, and I'm very encouraged by that," she said."I'm not a politician or a human rights activist by nature. I'm really just not an activist, but art is such a powerful way to get your message across."— Follow @gwomand on Twitter-Geordon Omand, The Canadian Press.
