1 THESSALONIANS 5:3-7
2 For yourselves know perfectly that the day of the Lord so cometh as a thief in the night.
3 For when they shall say, Peace and safety; then sudden destruction cometh upon them, as travail upon a woman with child; and they shall not escape.
4 But ye, brethren, are not in darkness, that that day should overtake you as a thief.
5 Ye are all the children of light, and the children of the day: we are not of the night, nor of darkness.

We shall have World Government, whether or not we like it. The only question is whether World Government will be achieved by conquest or consent.James Paul Warburg appearing before the Senate on 7th February 1950

Like a famous WWII Belgian General,Paul Henry Spock said in 1957:We need no commission, we have already too many. What we need is a man who is great enough to be able to keep all the people in subjection to himself and to lift us out of the economic bog into which we threaten to sink. Send us such a man. Be he a god or a devil, we will accept him.And today, sadly, the world is indeed ready for such a man.

City mayors create 'global parliament' to manage urbanisation-[Reuters]-By Paola Totaro-October 17, 2016-YAHOONEWS

QUITO, Ecuador (Thomson Reuters Foundation) - More than 60 mayors from around the world have joined forces to create an alliance dubbed a 'global parliament' to demand a more powerful role in the management of city growth and urbanisation.Speaking on the eve of the United Nations Habitat III conference in Quito, Ecuador, on Sunday, the mayors outlined a united vision in which local government would lead the global response to rising urbanisation. They said collaboration rather than competition would help them address the most urgent challenges for the world's cities, from affordable housing and transport to climate change, migration and refugees. The mayor of Montreal, Denis Coderre, quoted U.N. Secretary-General Ban Ki-moon who once said that if "you need to settle a problem, ask a mayor" and urged his colleagues to remember that "united we conquer"."I believe that national governments will have to realise that cities exist and that it is not just in speeches that we make a difference in the quality of life of our people, our citizens," he said."Today we find ourselves at a crossroads: with migration the world is not defined any longer by countries or continents but by cities. We, local government, are the ones at the frontline to address many of the most pressing issues."More than 35,000 people, from academics and planning specialists to government officials and U.N. leaders have gathered together in the Andean city to discuss the future of the world's cities.Held every 20 years, the conference comes at a point when, for the first time in history, more people live in cities than rural areas. In 2014, 54 percent of the population lived in cities but by 2050 this is expected to rise to 66 percent. The mayoral group met in The Hague last month to launch a Global Parliament of Mayors (GPM).The idea is the brainchild of political scientist Benjamin Barber. In his book "If Mayors Ruled the World", Barber argues that mayors are pragmatic officials driven by the need to problem-solve at local level.Speaking in Quito, the mayors said that working as a united front would allow them to share ideas and best practice on critical issues such as inequality and development pressures which are a problem for all cities in an increasingly globalised world. The mayor of Barcelona, Ada Colau, delivered a passionate call for cities to be "fair for all", the young and old, able and not, refugees and migrants, straight and gay.She said the feminisation of politics at local government level had already achieved more liveable cities and that the group had to work for more women at the helm.Berlin's mayor, Michael Mueller, and his Cologne counterpart, Andreas Wolter, spoke of their pride at their cities' generosity of spirit in embracing and rehousing refugees."We still have a long way to go but this is just one of the many tasks ... we have thousands of lone women, lone children (refugees); we don't run away when the situation gets critical," Wolter said. The mayors said that local government is the tier closest to city residents and that the role of local government must be key if the New Urban Agenda, to be adopted this week in Quito, is to succeed. The document aims to guide the growth of cities, towns and informal settlements, ensure that they are sustainable, do not destroy the environment and protect the rights of the vulnerable. But with 175 pledges lacking specific goals or timelines to support aspirations such as "people-centred development" and "equally shared opportunities", some analysts have said it is unlikely the summit will deliver concrete improvements on the ground.(Reporting by Paola Totaro, Editing by Emma Batha. Putin Throws Out the Old Nuclear Rules, Rattling Washington-[Foreign Policy Magazine]-Dan De Luce and Reid Standish-October 16, 2016-YAHOONEWS

Washington and Moscow used to keep arms control separate from other crises around the world. But that era is over and the next president will have to decide how to deal with it.Russian President Vladimir Putin’s nuclear saber-rattling and military brinksmanship have upended the rules that long governed relations between Moscow and Washington, presenting the United States with a dangerous dilemma. The next U.S. president will inherit an increasingly fraught relationship with Russia in which Washington’s attempts to deter Putin have mostly failed. Moscow’s decision this month to pull out of a landmark agreement on disposing tons of weapons-grade plutonium, coupled with reports last week that Russia deployed new nuclear-capable missiles to Kaliningrad on the Baltic Sea, underscore how Putin is flexing Russia’s power in new and often unpredictable ways.U.S. and European officials are increasingly alarmed over Putin’s willingness to risk military confrontation and threaten to use his country’s nuclear arsenal over issues the West sees as unrelated and separate. That makes it devilishly difficult for the United States and its European allies to find an effective response to Putin’s audacious tactics that in recent years range from Russia’s annexation of Crimea, to its air war in support of the Syrian regime, to Moscow’s suspected hacking of America’s presidential election.“It very much feels like we are entering a very troubled and dangerous phase in this bilateral relationship,“ said Julianne Smith, a former senior Pentagon official who oversaw NATO policy and a former senior advisor to Vice President Joe Biden. “The next president will face some big strategic choices,” said Smith, who now advises Democratic presidential candidate Hillary Clinton on Europe and Russia.President Barack Obama’s successor will have to choose from a range of unpleasant and risky options when it comes to handling a resurgent Russia, current and former officials said. A more conciliatory stance, aimed at cutting a grand bargain with Russia focused on Ukraine, would defuse tensions in the short term but at the cost of ultimately emboldening Putin. A more hawkish line — like the one championed by Clinton, who is leading nationwide polls — would risk escalation, with the chance of a military showdown in Syria or the Baltics.Following the failure of the Obama administration’s bid to “reset” policy with the Kremlin and capped by Putin’s return to the presidency in 2012, Russia has increasingly insisted on linking disparate issues, refusing to cooperate even on areas of common interest in order to pressure Washington on other disputes. That’s the opposite of how things worked in the era of superpower detente in the 1970s, when both countries obeyed clear boundaries and unwritten rules. Decisions on nuclear weapons, in particular, were kept apart from other issues and disputes around the globe. The Kremlin jettisoned that approach after its annexation of Crimea in 2014 and its intervention in Syria in 2015, marking a definitive departure for Moscow and Washington, which had managed to wall off areas of disagreement from arms control cooperation. In the Kremlin’s decree this month declaring Russia would no longer cooperate with the United States on a 2009 agreement to dispose of weapons-grade plutonium, Moscow said it would consider reviving the agreement only if the United States scaled back its military presence near Russia’s border, lifted all sanctions against Russia, and paid Moscow compensation for the economic losses caused by the sanctions.U.S. officials said they were disappointed by Moscow’s decision and dismayed at what they consider a worrisome pattern of behavior. The reports of the Iskander missile deployment to the Baltic enclave of Kaliningrad “represent the latest in a series of announcements and actions from Russia that call into question Russia’s commitment to minimizing the world’s most dangerous nuclear materials, and undermine the long path toward disarmament,” a senior administration official told Foreign Policy.Russia in recent years has adopted a more aggressive doctrine on nuclear weapons, expanding the scenarios in which the arsenal could be used and employing threatening language when referring to its nuclear force. While running for election in 2012, Putin elevated the role of nuclear weapons in Russia’s strategic doctrine in an op-ed for the state-run Rossiyskaya Gazeta newspaper, even implying that they could be used in a conventional war. After taking office again as president, Putin announced a plan to modernize all three legs of Russia’s strategic nuclear forces. In March, Putin said he had been ready to place nuclear forces on alert over the fate of the Crimean peninsula in Ukraine. Asked if Russia was prepared to bring its nuclear weapons into the conflict, Putin told state television: “We were ready to do it. I talked with colleagues and told them that this (Crimea) is our historic territory. Russian people live there, they are in danger, we cannot leave them.”The United States says Russia has flouted a 1987 arms control treaty, negotiated by then-U.S. President Ronald Reagan and Soviet leader Mikhail Gorbachev, which called for the elimination of all ground-launched ballistic and cruise missiles with ranges of 500 to 5,500 kilometers. The treaty helped bring an end to the Cold War and served as a crucial foundation for arms control efforts. After signing the New START arms control accord in 2010, Russia has rebuffed overtures from Obama during the past six years to negotiate further reductions in nuclear weapons. The treaty expires in 2021, and without a new deal, the gains in arms control over the last 25 years would be endangered. Putin’s government also has backed away from mutual efforts launched in the 1990s to secure nuclear material. In March, Russia declined to attend the Nuclear Security Summit in Washington.Moscow is coupling that harsher atomic rhetoric with an increasingly aggressive maneuvering of its conventional forces. Russia has repeatedly sent its fighter jets and nuclear-capable bombers to skirt the boundaries of NATO and U.S. airspace since the Ukraine crisis and buzzed American planes and warships at close range. Russian planes have also routinely breached the airspace of non-NATO countries such as Finland and Sweden that joined the European Union’s sanctions against Moscow. In March 2015, Russia’s ambassador in Copenhagen said Danish warships would be “targets for Russian nuclear missiles” if they installed advanced radar equipment. While the United States and NATO allies portray Russia as a provocative actor on the world stage, Moscow accuses the United States of fomenting “coups” in its backyard by supporting pro-democracy movements and destabilizing the nuclear balance with missile defense weaponry. The United States for its part, withdrew from the Anti-Ballistic Missile Treaty in 2002. Russian officials have called the deployment of U.S. missile defense systems in Eastern Europe provocative and blamed the weaponry for derailing arms control talks.Moscow has accused NATO and the United States of behaving recklessly, citing the deployment of more U.S. tanks and troops to NATO states bordering Russia and the use of B-2 bombers in drills close to the Russian border.Searching for a way to manage relations, the Obama administration has opted to steer a middle course between confrontation and compromise, arguing that deterring Russia requires strategic patience. Economic sanctions, not arms, were the weapon of choice after the Ukraine invasion and Crimean annexation, for example. But sanctions, which have divided Europe and carry a cost, haven’t pushed out Russia’s “little green men” or restored Crimea to Ukraine.“We have to come up with a coherent policy on Russia,” one Western diplomat said.Against the sharp deterioration in U.S.-Russian relations, finding a new way to moderate mounting tensions between the two countries will be left to the next U.S. administration. In Syria, Russia’s deployment of fighter aircraft squadrons and artillery in 2015 blindsided the Obama administration, and has succeeded in shifting the tide of the war in favor of Syrian President Bashar al-Assad’s regime. The intervention has enabled Russia to set the agenda in Syria, reducing Washington’s influence and drastically limiting U.S. options for any military action. When lawmakers last month asked the chairman of the Joint Chiefs of Staff, Gen. Joseph Dunford, about the possibility of the United States setting up a no-fly zone in Syria, he said it “would require us to go to war with Syria and Russia.”Throughout her campaign, Clinton has repeatedly called for a no-fly or “safe zone” for Syrian civilians, without providing a detailed explanation as to what that would entail. But her advisors have suggested that it could involve the United States shooting down Syrian aircraft, forcing Russia to choose between defending Assad or working with Washington. In discussing the no-fly-zone idea, Clinton has not acknowledged the presence of an advanced Russian S-400 air defense system in Syria, which potentially could be used against U.S. aircraft enforcing a no-fly zone. The Kremlin probably would view the prospect of a no-fly zone as a direct threat to its forces in Syria, particularly given how events unfolded in Libya when Clinton was secretary of state. In 2011, then-President Dmitry Medvedev had Russia abstain from a U.N. Security Council vote backing a no-fly zone in Libya. Clinton reportedly assured Moscow that the operation did not intend to bring about regime change in Libya and overthrow President Muammar al-Qaddafi. However, after NATO airpower allowed Libyan rebels to make gains on the ground and video emerged of Clinton joking, “We came, we saw, he died,” about the death of Qaddafi, the Kremlin believed it was deceived by the Americans. Experts say the intervention and Qaddafi’s death drove Putin to seek a return to the presidency. In contrast with Clinton’s tough talk against Putin on the campaign trail, Republican presidential candidate Donald Trump has struck a friendly tone on Russia. His opponent has questioned his business ties to Russian investors and accused his aides of parroting Moscow’s propaganda. In a commentary published Thursday in the pro-Russian Sputnik website, Trump’s former foreign policy advisor, Carter Page, criticized the United States for “interference” in the domestic affairs of countries neighboring Russia, including Ukraine, and that Washington had shown a “complete disregard for Russia’s interests.” Trump has repeatedly called for closer cooperation with the Kremlin in combating the Islamic State in Syria, but otherwise has offered few specifics about how he would handle Russia. However, Trump’s campaign is imploding in the wake of sexual-assault allegations and Clinton is increasingly seen as the likely victor. The Democratic nominee would bring her experience as secretary of state, four years that left her wary of Putin and skeptical that Moscow could be persuaded by diplomatic overtures or concessions. The Kremlin similarly views a Clinton presidency with apprehension over the hawkish policy positions she has outlined in Syria and Ukraine. But it remains unclear how far Clinton would be willing to go when it comes to asserting U.S. resolve and pushing back against Russia’s aggressive tactics, especially given Moscow’s willingness to link the conflicts to the wider issue of nuclear security. Some of the current challenges carry echoes of the 1970s. Then, however, the two sides had a common understanding that circumscribed their competition. According to Henry Kissinger, the architect of detente under presidents Richard Nixon and Gerald Ford, “a conception of strategic stability developed that the two countries could implement even as their rivalry continued in other areas.”That “strategic stability” — and the equilibrium it brought — unraveled with the demise of the Soviet Union. Russia felt threatened and humiliated by the expansion of NATO and the European Union to Central and Eastern Europe. It also was outraged by U.S.-led military interventions in Serbia and later in Iraq — without full authorization from the U.N. Security Council.Experts on Russia disagree about how to handle Putin, and no Western government appears to have a clear idea as to how the former KGB agent would respond to different attempts at deterrence, or in what direction he intends to lead his country.“We can see the tactics he’s using, and how he’s inserting himself in various global crises,” Smith said. “We’re not sure how far he wants to take this.”

Kremlin Insider: ‘War Might Begin Even Before U.S. Elections’-Urges citizens to stockpile cans of food-Paul Joseph Watson - October 17, 2016

A Kremlin insider has warned that war with the United States could break out “even before the November elections in the U.S.,” urging citizens to stockpile food.Sergei Markov, a member of the Civic Chamber, a Moscow-based state institution, told the Daily Beast, “These are the most serious tensions between Moscow and Washington in decades….the war might begin even before the November elections in the U.S.”“I personally plan to stock 200 cans of pork to be ready for a potential war crisis,” Markov added, “and I advise everybody to do the same.”Markov’s warning should probably be treated seriously given that he is known to have “close ties to (the) Kremlin”.As we previously reported, Russian citizens have been stockpiling food and essential supplies for months as paranoia about a major conflict escalates.Tensions have risen yet further in recent days after it was revealed that the Obama White House was considering a major cyber attack against Russia in retaliation for Moscow’s alleged “interference in the American presidential election”.While Americans are kept distracted by the media’s obsession with Donald Trump’s alleged mistreatment of women, Russians have very different priorities.State-owned television stations are urging citizens to find out where their nearest nuclear bomb shelter is located, while managers of the Zenit Arena, a huge half-built stadium in St. Petersburg, recently received an official letter from the Ministry of Emergency Situations demanding that they create underground facilities that will be used to protect citizens from nuclear fallout. As we reported earlier this month, 40 million Russians from all levels of government recently took part in a civil defense “emergency evacuation” drill that was a test run of how the population would respond to a “disaster occurrence” under an “emergency” situation.

North Korea says it wants UK to pull out of military drills-[Associated Press]-October 17, 2016-YAHOONEWS

PYONGYANG, North Korea (AP) — North Korea said Monday that it wants Britain to pull out of upcoming military exercises in South Korea, calling the drills a "hostile act."Britain has announced that it will send fighter jets and support planes to Asia, and that it will take part in exercises in South Korea together with South Korean and U.S. forces in early November."This is a hostile act, openly joining the U.S. and South Korean forces in moves for a new war against us," said North Korean Foreign Ministry official Pak Yun Sik. "Britain claims that this military exercise is not targeting us, but the U.S. and South Korea openly say that these military exercises are aimed at launching a strike against our military facilities and our command structure."North Korea usually responds to regular South Korea-U.S. military drills with weapons tests and fiery warlike rhetoric. It views the drills as an invasion rehearsal, but Seoul and Washington say the exercises are defensive in nature.North Korea has increased its opposition to military exercises in South Korea, and has conducted more than 20 missile launches and two nuclear tests this year.

The premier of Nova Scotia has announced the province is accepting applications for financial help to deal with the damage caused by the remnants of hurricane Matthew.Stephen McNeil says the Disaster Financial Assistance program will cover up to $200,000 per household in financial assistance, depending on the extent of the damage.Canada's public safety minister says Nova Scotia has asked Ottawa for federal disaster assistance and that will be forthcoming.Ralph Goodale says Nova Scotia has indicated an initial estimate of at least $10 million in damages.Nova Scotia has also provided $500,000 in emergency funding for Cape Breton. The premier of Newfoundland and Labrador says his province has also suffered at least $10-million damage to provincial roads and infrastructure.Parts of the Maritimes were ravaged by record-setting rainfall over Thanksgiving, causing floods, washouts and power outages. The Canadian Press

North Carolina estimates $1.5 billion in hurricane damage to buildings-[Reuters]-October 16, 2016-YAHOONEWS

(Reuters) - North Carolina emergency officials have estimated that the destructive and deadly Hurricane Matthew caused $1.5 billion worth of damage to more than 100,000 homes, businesses and government buildings in the state. The state's Department of Public Safety said in a release issued on Saturday that county and state officials were still surveying the damage left behind by the storm. The department also said more than 33,000 applications for individual assistance to the Federal Emergency Management Agency (FEMA) have been filed and $12.4 million has been approved. The death toll from Hurricane Matthew stands at 26 in North Carolina, with two more bodies recovered on Saturday as some flood waters receded.More than 30 deaths in the United States have been blamed on Matthew, which dumped more than a foot (30 cm) of water on inland North Carolina last week. Before hitting the southeast U.S. coast, the fierce storm killed around 1,000 people in Haiti. On Sunday, North Carolina's public safety department forecast that all rivers would be below flood levels by October 24, though there was still major flooding in several areas. In Princeville, believed to be the oldest U.S. town incorporated by freed slaves, water surged to house roof lines on Thursday.Statewide, power outages had fallen to 2,521 customers by Sunday afternoon, down from more than 800,000 customers without power last Sunday. In one sign that the crisis was easing, the department only recorded three water rescues between Saturday and Sunday, bringing the total number of rescues to 2,336. The department said 32 shelters are open and are serving nearly 2,200 displaced people.A total of 570 roads remained closed in the state because of damage from the flooding.(Reporting by Curtis Skinner in San Francisco; Editing by Sandra Maler)

Brexit deal to be modelled on EU-Canada pact: Spain-[AFP]-October 17, 2016-YAHOONEWS

Luxembourg (AFP) - A troubled trade deal between the EU and Canada is the only model for a future pact between the bloc and post-Brexit Britain, Spain's Foreign Minister said Monday.Jose Manuel Garcia-Margallo said the Canada agreement was a far closer fit than often-cited deals between the European Union and Norway or Switzerland."The deal with Canada is the precedent of the deal between the EU and Britain," Garcia-Margallo told reporters before talks with his EU counterparts in Luxembourg."The deal is important in itself and as a model" for a deal with Britain, he added.Seven years in negotiation, the Canada-EU trade deal has stumbled in the final stretch after the Belgian region of Wallonia blocked it just days before its planned signature on October 27.But the Spanish minister urged the EU to overcome the hurdle, given the Canada deal's role as a template for relations with London following Britain's shock June referendum vote to leave the bloc.British Prime Minister Theresa May has said she will start the two-year negotiation process by the end of March, but her government is divided over keeping access to the EU's single market and limiting migration by EU citizens."Forget the Norwegian model, forget the Swiss model because of the condition for the freedom of movement of people, and forget a Turkish-style customs union," Garcia-Margallo said."If the British insist on having the option to restrain the free movement of European workers to the United Kingdom ... the only solution is the Canadian one," he said.Except for a few sensitive agricultural products, the EU-Canada deal, known as CETA, abolishes virtually all tariffs between Canada and the EU.But activists charge that CETA will set a dangerous precedent and open the way for a similar but far more ambitious agreement with the United States, the Transatlantic Trade and Investment Partnership (TTIP).

British unity shaken by talk of 'hard Brexit' By Eszter Zalan-oct 17,16-euobserver

BRUSSELS, Today, 09:27-Leaders of both Scotland and Northern Ireland have suggested they would seek a special deal with the EU, as they fear that the UK's tough negotiating stance on quitting the bloc could hurt their interests.Scotland's first minister Nicola Sturgeon has said it is "highly likely" that Scotland will break away from the UK in the near future."I have never doubted that Scotland will one day become an independent country and I believe it today more strongly than I ever have before," she told her pro-independence Scottish National Party on Sunday (17 October). The ruling SNP will present a bill for a referendum on independence this week to the Scottish parliament, that would be pursued if all other options fail.Sturgeon said she would explore all possibilities to prevent Scotland, which voted to remain in the EU on the 23 June referendum, being pulled out of the EU."We will propose new powers to help keep Scotland in the single market even if the UK leaves," Sturgeon said."I don't believe there is a mandate to take the UK out of the single market and I don't believe there is a majority in parliament."She said her first approach would be finding a good trade deal for the whole of UK and avoid hard Brexit."But if the Tory government rejects these efforts, if it insists on taking Scotland down a path that hurts our economy, costs jobs, lowers our living standards and damages our reputation as an open, welcoming, diverse country, then be in no doubt ... Scotland must have the ability to choose a better future, and I will make sure that Scotland gets that chance," she told party members in Glasgow. She did not mince words to describe the UK's foreign secretary and secretary of trade."Let me be crystal clear about this, Scotland cannot trust the likes of Boris Johnson and Liam Fox to represent us" she said.-'Special case'-Northern Irish leaders have also been alarmed by UK prime minister Theresa May's promise to prioritise control over migration over retaining access to the EU's single market.Deputy first minister Martin McGuinness told the Guardian newspaper that Northern Ireland should push the EU to grant it associate or even membership status to avoid the “devastating” consequences of Brexit.Northern Ireland voted in favour of staying in the bloc. The Sinn Fein member's main concerns are access to the single market, trade, borders with Ireland and maintaining peace. He said leaders in Dublin and Belfast need to work together to make the case for "special rules" for Northern Ireland. He said a common position could be formulated in the next weeks.“Theresa May says ‘Brexit means Brexit’, but so far as we are concerned Brexit means disaster for the people of Ireland," said McGuinness. There is concern that Brexit could destabilise the 1998 peace agreement in the province with the possible reintroduction of immigration and customs checks between Northern Ireland and the Republic of Ireland.“Whenever the government promise there will be no return to the borders of the past, they don’t make it clear there will be no borders. The borders of the past conjures up the idea of British soldiers, checkpoints, queues of cars a mile long," McGuinness argued."May says she is negotiating on behalf of the United Kingdom, but there is absolutely nothing united about a so-called United Kingdom. We don’t agree. We see our future in Europe. Scotland sees its future in Europe."

EU-Africa talks pose questions on aid and security By Nikolaj Nielsen-oct 17,16-euobserver

BRUSSELS, Today, 08:54-Later this week in Brussels, EU leaders will be discussing forthcoming deals with a handful of African states. With repressive regimes like Sudan demanding that the EU finance border controls, leaders appear increasingly willing to do almost anything to stop people from crossing the Mediterranean to reach Italy.Last November, Sudan’s foreign minister Ibrahim Ghandour said the EU should help pay to keep migrants from crossing its borders into Libya and Egypt.A few months later, it sent the EU commission a wish list of demands.Sudan requested the EU pay for "computers, cameras, scanners, servers, cars, aircraft" at 17 crossing points along its borders under a programme that is part financed by the European Development Fund."In principle yes but aircraft unlikely," responded the commission, in a document that can be found on the commission's website.Sudan's president Omar al-Bashir is wanted by the International Criminal Court for genocide and crimes against humanity. The country's crossing points are also patrolled by the notorious Sudanese government militia, the Rapid Support Force (RSF).The RSF, which is also part of Sudan's national and intelligence security services, includes men who fought in Darfur with the Janjaweed, a militia of Sudanese Arab tribes that is now part of the RSF.Mohamed Hamdan, a warlord often referred to as Hametti, commands the RSF.In August, he said his forces had arrested 20,000 migrants in the company of human traffickers near the border with Libya. The traffickers had confiscated some of his weapons and vehicles, he said. Hametti then demanded the EU replace them."We are hard at work to aid Europe in containing the flow of migrants, and if our valuable efforts are not well appreciated, we will open the desert to migrants," he warned. The EU commission quickly issued a statement denying it had offered the RSF any help to begin with.-No direct financial support-The official line from the commission is that it does not give any "direct financial support" to governments like Sudan. But it can, if it so chooses, provide "technical assistance" and "equipment" to customs and police bodies in repressive states like Sudan under a 2014 programme known as the Khartoum Process. The programme is financed from a variety of sources, including the European Development Fund regional programme for East Africa. An EU official said none of the requests by Sudan have been met but would not entirely rule out the possibility either. The demands were made as part of a broader €40 million package under the so-called European Union Africa Trust Fund.-European Parliament resolution-Sudan is steeped in blood.Hundreds of thousands of people have fled, with over 3 million displaced internally, given ongoing conflicts like in Darfur.Earlier this month, the European Parliament passed a resolution condemning Sudan for widespread human rights abuse. The list of accusations includes chemical weapon attacks on civilians, extrajudicial killings, sexual violence, and harsh crackdowns on any opposition.Given the abuses, the EU parliament asked the commission to monitor its development assistance in Sudan so as not to provide "any direct or indirect support to local militias".But with close to 150,000 people having left the north Africa coast to reach Italy so far this year alone, policy makers are under intense pressure to sort deals with the regimes to slow the flows and crack down on smugglers. In 2015, EU said it was prepared to "use all policies and tools" to develop a new approach to migration in Africa.-€100 million aid package-A year later in April, EU development commissioner Neven Mimica went to Sudan, met its ministry of interior, and then announced a €100 million aid package for the country."Development and security go hand in hand," he later said.An activist in Sudan, who asked not to be name, told EUobserver in July that the EU's engagement with the regime is only making life more difficult."It's not adding to the development in anyway, it's not going to change the economic situation because there is a high rate of corruption in the country," noted the contact. The UK-based NGO Saferworld made similar comments in an August."The EU is in essence providing these repressive regimes with a cloak of international legitimacy at a time when more scrutiny on their domestic policies is needed," wrote Kloe Tricot O'Farrell, the NGO's EU advocacy officer.

Britain, France seek EU condemnation of Russia over Syria-[Reuters]-By Robin Emmott-October 17, 2016-YAHOONEWS

LUXEMBOURG (Reuters) - Britain and France sought to persuade the European Union on Monday to condemn Russia's devastating air campaign in Syria and impose more sanctions on President Bashar al-Assad's government, but met resistance from allies worried about alienating Moscow. After a weekend of U.S.-led diplomacy that failed to find a breakthrough, EU foreign ministers met in Luxembourg to call for an end to the bombing of rebel-held east Aleppo, where 275,000 people are trapped, and to rush humanitarian aid into the city."The pressure (on Russia) must be strong," France's Foreign Minister Jean-Marc Ayrault said. "The more the European Union shows unity and determination, the more we can move forward in what is a moral obligation: to stop the massacre of the population of Aleppo," he told reporters. But the bloc is split over strategy towards Russia, its biggest energy supplier, with divisions about how harsh any criticism of Moscow should be and whether there was ground for also putting Russians under sanctions.Britain and France want to put another 20 Syrians under travel bans and asset freezes, suspecting them of directing attacks on civilians in Aleppo, in addition to the EU's existing sanctions list and its oil and arms embargo.Britain has also raised the prospect of sanctions on Russians involved in the Syrian conflict, adding them to the EU's list of 208 people and 69 companies that also includes three Iranians, diplomats told Reuters.British Foreign Secretary Boris Johnson, who held talks with U.S. Secretary of State John Kerry on Sunday in London, said Russia's Aleppo bombing "shames humanity" and called Russia the Syrian government's "puppeteers."Britain and the United States say they are considering imposing additional sanctions on Assad and his supporters, without naming Russia.Spain, which co-sponsored with France a U.N. resolution for a ceasefire that the Kremlin vetoed this month, would back Russian sanctions if they helped "bring Russia's position closer to ours" acting Foreign Minister Jose Manuel Garcia-Margallo said.European Union leaders will discuss Russia and possibly talk about new sanctions at a summit on Thursday. But Russia's closest EU allies Greece, Cyprus and Hungary are against.Austria, a transit point for flows for Russian gas to Europe, also voiced its opposition on Monday."The idea to have additional sanctions against Russia would be wrong," Austria's Foreign Minister Sebastian Kurz told reporters. "We do not need a further escalation," he said.Germany also appeared cautious, with Foreign Minister Frank-Walter Steinmeier rejecting adding punitive measures against Russia, although a German newspaper has cited sources saying that Chancellor Angela Merkel was in favour. The West imposed broad economic sanctions on Moscow over its 2014 annexation of Crimea and its support for rebels in Ukraine.-EU PEACE ROLE?-U.N. Special Envoy Staffan de Mistura briefed EU ministers about the chances for peace after talks that took place without Europe in the Swiss city of Lausanne on Saturday. Diplomats meanwhile tried to craft a diplomatic statement on behalf of all 28 governments condemning Russian air strikes.France and Britain want tough language, incensed by the Russian-backed campaign has killed several hundred people, including dozens of children, since the collapse of a truce brokered by Russia and the United States.According to one draft seen by Reuters, EU ministers will condemn the "catastrophic escalation" of the Syrian government offensive to capture eastern Aleppo, where 8,000 rebels are holding out against Syrian, Russian and Iranian-backed forces. They will say that air strikes on hospitals and civilians "may amount to war crimes", calling on "Syria and its allies" to go to the International Criminal Court-Diplomats say the European Union will also call for a ceasefire with an observation mission, immediate access for an EU aid package announced on Oct. 2 and a bigger role for EU foreign policy chief Federica Mogherini. With no military presence in the Syria conflict, the EU is searching for a role as peacemaker and could try to lead a process to bring regional powers including Saudi Arabia, Iran and Turkey to talks on a final peace settlement, if a ceasefire can be agreed and aid delivered first.Paris is adamant Mogherini have no contact with Assad.(Additional reporting by Alastair Macdonald and Philip Blenkinsop in Brussels; Editing by Dominic Evans)

Jordan: Activists seek stiffer sentences for honor killings-[Associated Press]-KARIN LAUB-October 17, 2016-YAHOONEWS

AMMAN, Jordan (AP) — Rights activists in Jordan called Monday for stiffer punishment for violence in the family, after four women and a man were killed in "honor crimes" in just over a week.Jordan has reformed its penal code, but loopholes allow judges to hand down lenient sentences, particularly if the family involved declines to press charges. In all, 26 people were killed this year in attacks by relatives who claimed they were protecting the family's honor, said Asma Khader, head of the Jordanian branch of Sisterhood Is Global, an advocacy group. This is an increase of more than 50 percent from last year, said Khader. In traditional patriarchal societies, alleged "offenses" by women can include talking to a man who is not a relative or leaving the house without permission. The latest case involved two sisters, aged 27 and 34, who were allegedly shot dead at a farm by two of their brothers and the husband of the younger woman. The Jordan Times reported Monday that the older woman died instantly last week and her younger sister died three days later, on Sunday. The daily quoted officials in the case as saying the suspects were charged with premeditated murder. The newspaper said the sisters' killing brought to five the number of suspected honor crimes since last week.On Oct. 8, an 18-year-old was arrested after allegedly killing his sister as she slept, because he found a mobile phone in her possession of which the family had no knowledge. A day later, a father and son allegedly killed a female relative and a man because the woman had left her family's home without approval.Khader said human rights organizations will try to lobby the country's recently elected parliament to move ahead with legal reforms."Family honor" as a mitigating factor was abolished in the previous round of reforms, and special courts have been established for such cases, Khader said. However, a judge still has the discretion to reduce a sentence by half if the family refuses to press charges, a common occurrence in crimes involving relatives, she said. Activists also want to raise the minimum sentence for killings carried out in a "fit of fury" from three to seven years, she said.Responding to the recent spate of killings, Musa Breizat, head of Jordan's National Center for Human Rights, also demanded to "toughen the laws."Breizat spoke after presenting the center's annual report on human rights violations in Jordan. He cited a shrinking space for free expression as Jordan continues to crack down on extremist groups. The pro-Western monarchy is an ally in the U.S.-led military campaign against Islamic State extremists. IS controls territory in neighboring Syria and Iraq, but is also believed to have thousands of sympathizers in Jordan."Now we have a super tension between human rights ... in certain areas and the preservation of national security," Breizat said. He said the government was "not very efficient" in distinguishing between freedom of expression and hate speech.Breizat said eight journalists were detained in 2015 for articles or social media posts, the highest number yet. He said there had been an increase in such detentions, but did not provide comparisons to previous years.

100,000 Iraqis may flee Mosul for Syria, Turkey - U.N.-[By Stephanie Nebehay]-October 17, 2016-YAHOONEWS

GENEVA (Reuters) - Up to 100,000 Iraqis may flee to Syria and Turkey to escape the Iraqi government's assault aimed at ousting Islamic State from the northern city of Mosul, the United Nations refugee agency UNHCR said on Monday. The U.N. High Commissioner for Refugees issued an appeal for an additional $61 million to provide tents, camps, winter items and stoves for displaced inside Iraq and new refugees needing shelter in the two neighbouring countries. That brought UNHCR's overall appeal for the crisis to $196 million. All civilians fleeing their homes "must be protected and provided with safe passage", said the International Committee of the Red Cross, which like the UNHCR is based in Geneva. ICRC teams were near Mosul to help 270,000 people with food and other emergency aid, the agency said in tweets."UNHCR is concerned that events in Mosul may cause up to 100,000 Iraqis to flee towards Syria and Turkey," the U.N. agency said. "Preparedness plans are underway in Syria to receive up to 90,000 Iraqi refugees."Iraqi government forces, with air and ground support from the U.S.-led coalition, launched an offensive on Monday to drive Islamic State from Mosul, the militants' last major stronghold in the country.Over 3 million people, nearly a tenth of the population, are already internally displaced in Iraq. Aid agencies say up to one million could flee Mosul, a city of 1.5 million where in 2014 Islamic State proclaimed a "caliphate" in Iraq and Syria.U.N. Humanitarian Coordinator for Iraq Lise Grande said in Erbil last week the U.N. was bracing for the world's biggest and most complex humanitarian effort in the battle for Mosul. She told Reuters civilians risked being used as human shields or even gassed, noting that Islamic State has said it could use chemical weapons to defend the city.UNHCR said that a site in Syria that previously hosted Iraqi refugees is being readied to accommodate another influx. Syria is currently home to some 26,000 Iraqi refugees.Refugees from Mosul were expected to enter Syria at Tel Sefug village, "a crossing point mainly used by smugglers", along the border with Hasaka province, the UNHCR said. The Damascus government has an "open-door policy" towards refugees. There were "no clear safe routes out of Mosul", leaving civilians in danger of getting caught in the cross fire or being victims of booby traps or landmines, the International Rescue Committee said in a statement. The aid agency voiced concerns that oil burning in trenches around the city - a tactic often used by retreating ISIL troops - will be harmful, especially to children and the elderly.(Additional reporting by Tom Miles in Geneva and Stephen Kalin in Baghdad; Editing by Tom Heneghan)

Dozens killed as airstrikes target Aleppo residences-Local rescue worker says Russian jets carried out ‘massacre’ in one neighborhood, bombing multi-story building-By Karam al-Masri and Maya Gebeily October 17, 2016, 1:44 pm-THE TIMES OF ISRAEL

ALEPPO, Syria (AFP) — Dozens of civilians were killed as airstrikes flattened residential buildings in rebel-held east Aleppo on Monday, despite Western warnings of sanctions against Syria and Russia over attacks on the city.Once Syria’s thriving commercial hub, Aleppo has been ravaged by bombing raids and intensifying clashes as President Bashar Assad’s forces fight to capture opposition-held parts of the city.Russian air support of the onslaught — which has destroyed hospitals and other civilian infrastructure — has spurred accusations of potential war crimes and threats of punitive sanctions.World powers are expected to follow up on Monday on last-ditch diplomatic efforts at the weekend aimed at ending the conflict, which has killed more than 300,000 people since it erupted in March 2011.The latest air strikes on Aleppo killed 13 civilians in the rebel-held district of Marjeh, taking to 46 the number left dead in a 24-hour period, said the Syrian Observatory for Human Rights.Among them were nine children, including a 17-year-old and her newborn baby.An AFP correspondent said White Helmets rescuers were working to pull more than a dozen people out of the rubble in the hardest-hit district of Qaterji, where the Observatory said Russian raids killed 17 civilians.“Russian aircraft carried out a massacre in the Qaterji neighborhood by bombing a five- or six-floor building,” said ambulance driver Abu Mohamed.-‘It’s a disaster’-“There are still families under the ruins. We pulled out seven or eight bodies and dozens of wounded. The hospitals are full of casualties. It’s a disaster.”One of those rescued was Maarouf, a 12-year-old who had been trapped on the upper floor of a residential building that had collapsed on his legs.A White Helmet volunteer in a crane could be seen approaching the boy, who was clad in a dust-covered shirt and wriggling in vain to get himself free.Maarouf was extracted and his injured right leg was treated at a field hospital. But White Helmets rescuers later emerged with a dead baby cradled in a blanket, her face caked in dust. Both Russian and Syrian warplanes are carrying out air strikes over Aleppo in support of a major offensive by regime forces to capture rebel-held parts of the northern city.More than 430 people have been killed in air raids and bombardment on the eastern half since the assault was announced on September 22, the Observatory said.Another 82 people have died in rebel fire on government-held neighborhoods in the west, said Observatory director Rami Abdel Rahman. In response to the onslaught, the United States and Britain warned at the weekend that they were considering new economic sanctions against Syria and Russia.“There are a lot of measures that we’re proposing including extra measures on the regime and their supporters,” said British Foreign Secretary Boris Johnson.“These things will eventually come to bite the perpetrators of these crimes, and they should think about it now.”-No ‘extra measures’ on Moscow-But the European Union’s foreign affairs head Federica Mogherini said the bloc of countries was not yet considering sanctions against Russia.“This has not been proposed by any member state,” Mogherini said as she arrived for a meeting of EU foreign ministers dominated by the Syrian crisis.“But we have sanctions on the Syrian regime… and there are discussions on that, for sure, that could be possible.”US Secretary of State John Kerry met with his counterparts from Moscow, Tehran, and Syria’s neighbors in Switzerland on Saturday, then traveled to London for meetings with Johnson and other European officials.Kerry said the Lausanne meeting produced some new ideas on reviving a Syrian truce but said high-level contacts to flesh them out would continue Monday.Syria’s war has devolved from a widespread protest movement against Assad’s rule to a multi-front war that has carved the country into zones of control held by rebels, jihadists, Kurds, and regime forces.Turkish-backed rebel fighters dealt a major symbolic blow to the Islamic State jihadist group on Sunday by overrunning the town of Dabiq in Syria’s north.Dabiq holds crucial ideological importance for IS and its followers because of a Sunni prophecy that states it will be the site of an end-of-times battle between Christian forces and Muslims. In June 2014, IS declared a self-styled Islamic caliphate across swathes of territory in Syria and Iraq.Iraqi Prime Minister Haider al-Abadi announced earlier Monday that the long-awaited operation to recapture Mosul — IS’s last major stronghold in Iraq — was under way.

BEIRUT (Reuters) - The Syrian Observatory for Human Rights said a car bomb exploded on Monday in a southern district of Damascus which is home to Syria's holiest Shi'ite Muslim shrine, with initial reports of casualties. The British-based monitoring group said the blast took place near a checkpoint used by the Syrian army and its allies. There was no immediate mention of the blast on Syrian state media, which normally reports bomb attacks in government-held areas. The area has been targeted several times by deadly bombings this year, most recently in June with an attack claimed by Islamic State. The Observatory said initial reports indicated there were no civilian casualties on Monday. The Sayeda Zeinab shrine is a magnet for thousands of Iraqi and Afghan Shi'ite militia recruits who go there before being sent to frontlines, where they fight against Sunni rebel groups trying to topple President Bashar al-Assad.(Reporting by John Davison; Editing by Toby Chopra)

Iraqi commander says Mosul operation ‘going very well’-Leader in joint offensive says troops are proceeding according to plans, as officials warn it could take weeks to oust jihadists from city-By AP October 17, 2016, 5:14 pm-THE TIMES OF ISRAEL

A senior Iraqi military commander said Monday the wide-scale military operation to recapture the northern city of Mosul from Islamic State “is going very well.”The Commander of the Joint Military Operation Command, Army Lt. Gen. Talib Shaghati, told The Associated Press in an interview in the town of Khazer that the troops were moving forward according to plan. Shaghati wouldn’t give details on the progress. He praised the role of the US-led International Coalition as “very important” through carrying out airstrikes and sharing intelligence. Citing intelligence information, he claimed some IS members were fleeing Mosul to Syria along with their families. The push to retake Mosul is the biggest military operation in Iraq since American troops left in 2011 and, if successful, would be the strongest blow yet to IS.Iraqi and Kurdish forces backed by US-led airstrikes launched the coordinated military operations early Monday as the long-awaited fight to retake the northern city got underway. But the battle is likely to be long and it was unclear when the troops would enter the city itself. The fate of more than a million civilians trapped inside Mosul will also be critical as the battle intensifies in the days and weeks ahead amid concerns that IS could use them as human shields.Convoys of Iraqi, Kurdish and US forces moved east of Mosul along the front line early Monday as US-led coalition airstrikes sent plumes of smoke into the air and heavy artillery rounds rumbled in the distance.Iraqi Prime Minister Haider al-Abadi announced the start of the operations on state television, launching the country’s toughest battle since American troops left nearly five years ago.Mosul, Iraq’s second largest city, fell to IS in the summer of 2014, and weeks later the head of the extremist group, Abu Bakr al-Baghdadi, announced the formation of a self-styled caliphate from the pulpit of one of its mosques.“These forces that are liberating you today, they have one goal in Mosul which is to get rid of Daesh and to secure your dignity,” al-Abadi said, addressing the city’s residents and using the Arabic acronym for IS. “God willing, we shall win.”If successful, the liberation of Mosul would be the biggest blow yet to the Islamic State group. Al-Abadi pledged the fight for the city would lead to the liberation of all Iraqi territory from the militants this year.In Washington, Defense Secretary Ash Carter called the launch of the Mosul operation “a decisive moment in the campaign” to deliver a lasting defeat to IS.Iraqi forces have been massing around Mosul in recent days, including elite special forces that are expected to lead the charge into the city, as well as Kurdish forces, Sunni tribal fighters, federal police and state-sanctioned Shiite militias.South of Mosul, Iraqi military units are based at the sprawling Qayara air base, but to the city’s east, men are camped out in abandoned homes.Kurdish forces are stationed to the north and east of Mosul, a mostly Sunni city that has been a center of insurgent activity and anti-government sentiment since the US-led invasion of Iraq in 2003. Iraqi officials have warned that the Mosul operation has been rushed before a political agreement has been set for how the city will be governed after IS.Lt. Col. Amozhgar Taher with Iraq’s Kurdish forces, also known as the peshmerga, said his men would only move to retake a cluster of mostly Christian and Shabak villages east of Mosul and would not enter the city itself due to their concern for “sectarian sensitivities.” Taher spoke at a makeshift base in an abandoned house along the front line, some 19 miles east of Mosul.Later Monday, Turkey’s state-run Anadolu news agency said the peshmerga have taken control of seven villages east of Mosul and that they control the main road linking the city with the Iraqi Kurdish regional capital, Irbil, further to the east.Iraqi special forces Lt. Col. Ali Hussein said the Kurdish forces are leading the first push on Mosul’s eastern front. His men were anxious to move out to the front line, though he said he expects they will wait near the town of Khazer for another day or two.Meanwhile, a suicide car bombing targeted security forces outside Baghdad, killing at least 12 people and wounding more than 30 on Monday, officials said, speaking on condition of anonymity as they were not authorized to talk to the media. Nobody immediately claimed responsibility for the checkpoint attack in the town of Youssifiyah, 12 miles south of Baghdad, though it bore the hallmarks of the Islamic State group.Mosul fell to IS during the militants’ June 2014 blitz that left nearly a third of Iraq in the extremists’ hands and plunged the country into its most severe crisis since the US-led invasion. It became part of the IS group’s self-styled caliphate, which at that time stretched across a third of both Syria and Iraq. But over the past year, the group has suffered a series of major defeats in both Syria and Iraq, where their area of control is now limited to Mosul and some smaller towns. Mosul is about 225 miles northwest of the capital, Baghdad. The operation to retake Mosul is expected to be the most complex yet for Iraq’s military, which has been rebuilding from its humiliating 2014 defeat.US Lt. Gen. Stephen Townsend, commander of the anti-IS coalition, said in a statement that the operation to regain control of Mosul could take “weeks, possibly longer.”Earlier, Iraqi Brig. Gen Haider Fadhil told The Associated Press that more than 25,000 troops, including paramilitary forces made up of Sunni tribal fighters and Shiite militiamen, will take part in the offensive that will be launched from five directions around the city. The role of the Shiite militias has been particularly sensitive, as Nineveh, where Mosul is located, is a majority Sunni province. Shiite militia forces have been accused of carrying out abuses against civilians in other Sunni areas.Fadhil voiced concern about potential action from Turkish troops based in the region of Bashiqa, northeast of Mosul. Turkey sent troops to the area late last year to train anti-IS fighters. But Baghdad views the Turkish presence as a “blatant violation” of Iraqi sovereignty and has demanded the Turkish troops withdraw.Turkey’s deputy prime minister said some 3,000 Turkish-trained Iraqi fighters are taking part in the operation to wrest Mosul from IS. Numan Kurtulmus also told reporters Monday that Turkey has no intention of withdrawing its troops, who he said had trained 4,000 local fighters, three fourths of which had joined the battle alongside the peshmerga.Military operations are predicted to displace 200,000 to a million people, according to the United Nations. Just a few kilometers from the eastern front line, rows of empty camps for displaced civilians line the road, but aid groups say they only have enough space for some 100,000 people. In Geneva, a senior UN official said he’s “extremely concerned” for the safety of civilians in Mosul. Stephen O’Brien, the undersecretary-general for humanitarian affairs and emergency relief coordinator, said that as many as “1 million people may be forced to flee their homes in a worst-case scenario.”He warned that families are at “extreme risk” of being caught in crossfire, and that tens of thousands may end up besieged or held as human shields, and thousands could be forcibly expelled. In the midst of a deep financial crisis, the Iraqi government says it lacks the funds to adequately prepare for the humanitarian fallout of the Mosul fight. In some cases commanders say they are encouraging civilians to stay in their homes rather than flee.“While we may be celebrating a military victory” after Mosul is liberated, said Falah Mustafa, the foreign minister for Iraq’s Kurdish region, “we don’t want to have also created a humanitarian catastrophe.”

Venezuela probes reports of prison cannibal deaths-[Reuters]-By Anggy Polanco-October 17, 2016-YAHOONEWS

SAN CRISTOBAL, Venezuela (Reuters) - Venezuelan authorities are investigating gruesome accusations that two men were murdered, mutilated by a confessed cannibal then fed to fellow prisoners in a riot at a police detention center.Families of the two victims, Anthony Correa and Juan Carlos Herrera, said they died earlier in October toward the end of a month-long disturbance and siege at the overcrowded jail in the western city San Cristobal."They stabbed my son, hung him to bleed him, then called this man to cut him up. They did the same with the other young man," Herrera's father, also called Juan Carlos, told reporters, saying other prisoners had described it to him.Correa's mother, Luz Sepulveda, said at the end of the siege, she noticed her son was neither in the list of detainees nor in a group being transported away."A public prosecutor came out and said he had to tell me something very painful: 'Your son was one of those they killed and ate'," she told Reuters from a house where she was in hiding for fear of reprisals for telling the story. Both families said a self-confessed serial killer Dorangel Vargas, known to Venezuelans as "People-Eater" because of reports he cannibalized victims, had been used by a gang at the jail to dismember the bodies of their rivals. The government has confirmed two deaths but not the circumstances. It has also arrested six policemen accused of helping prisoners.Local opposition member of congress Franklyn Duarte said he has a video proving the cannibalism and would hand it to authorities with other evidence.Prisons Minister Iris Varela suggested the cannibalism claims might be exaggerated. "The criminal investigation bodies must say what happened, based on scientific proof," she was quoted as saying in local media. An official investigator in the town, however, told Reuters that interviews with prisoners had given credence to the families' version."The detainees we spoke to said Dorangel ate some body parts," he told Reuters, asking not to be named."They (the gang) cooked the (remaining) flesh and gave it to the rest of the inmates with rice. They ate without realizing it was two of their companions," he said, adding the men's intestines were tossed in pipes and bones burned. The gang also force-fed some body parts to captured rival prisoners and cut the fingers off five inmates who refused to eat the flesh.Gang rule is common in Venezuela's jails, where weapons and drugs are rife, often with the connivance of officials.(Writing by Andrew Cawthorne and Corina Pons; Editing by Alistair Bell)

At least one dead in explosion at German BASF chemical plant-[Reuters]-October 17, 2016-YAHOONEWS

FRANKFURT (Reuters) - At least one person died and six people were injured on Monday by an explosion and subsequent fire at chemicals maker BASF's biggest production site in Germany, the company said at a news conference. In addition, six people are still missing, the Ludwigshafen site's chief, Uwe Liebelt, told journalists. The explosion occurred on a supply line connecting a harbor and a tank depot on the site at around 1130 local time (5.30 a.m. ET), BASF said, adding it could not yet say what caused the explosion.A fire that broke out following the blast sent up plumes of smoke, prompting BASF, the world's biggest chemicals company, and the city of Ludwigshafen to urge residents in the surrounding area to avoid going outside and to keep their windows and doors shut.Measurements taken in the area so far have indicated no risk from toxic fumes, BASF said."We will of course do everything we can to clear the matter up," site chief Liebelt said.BASF said it turned off 14 facilities near the blast site for safety reasons, including its two steam crackers, large units that make important basic chemical components. Liebelt said he could not yet comment on how much financial damage the explosion would cause the company. The Ludwigshafen site, around 80 kilometers (50 miles) south of Frankfurt, is the world's largest chemical complex, covering an area of 10 square kilometers (four square miles) and employing 39,000 workers, according to BASF.The harbor at which the explosion occurred is a terminal for combustible fluids such as naphtha and methanol that are important for BASF's supply of raw materials.News of the explosion came less than two hours after BASF said four people were injured in a gas explosion at its Lampertheim facility, a plant near Ludwigshafen that makes additives for plastics.(Reporting by Jans Hack and Maria Sheahan; Editing by Tina Bellon Larry King)

(Reuters) - The local Republican Party headquarters in Orange County, North Carolina, was struck overnight with a flammable material thrown through a front window of the building, local authorities said in a statement on Sunday.Someone also spray-painted graffiti including a swastika and the words "Nazi Republicans leave town or else" on an adjacent building, the town of Hillsborough said on its website."The flammable substance appears to have ignited inside the building, burned some furniture and damaged the building’s interior before going out," the statement said. No damage estimates were yet available.(Reporting by Emily Stephenson and Alana Wise in Washington; Editing by Peter Cooney)

Trump charges U.S. election results being rigged 'at many polling places'-[Reuters]-By Emily Stephenson and Alana Wise-October 17, 2016-YAHOONEWS

WASHINGTON (Reuters) - Republican presidential nominee Donald Trump dug deeper in his efforts to cast doubt on the legitimacy of the U.S. election, saying on Twitter on Sunday that he believed the results were being "rigged" at many polling places. His tweet came hours after his vice presidential running mate, Mike Pence, said Republicans would accept the outcome of the Nov. 8 contest between Trump and his Democratic rival, Hillary Clinton."The election is absolutely being rigged by the dishonest and distorted media pushing Crooked Hillary - but also at many polling places - SAD," Trump wrote on Twitter, in the latest of a series of comments he has made over the past several days calling into question the fairness of the election.Trump, who is trailing Clinton in opinion polls, did not provide any evidence to back his allegations of impropriety at the voting booth. Early voting and voting by mail have begun in many states. In another tweet later on Sunday, Trump blamed "animals representing Hillary Clinton" and Democrats in North Carolina for an overnight attack on a local Republican Party headquarters in that state.Local authorities said the building in Hillsborough, North Carolina, had been struck through a front window with flammable material and an adjacent building wall was spray-painted with a swastika and the words "Nazi Republicans leave town or else.""Animals representing Hillary Clinton and Dems in North Carolina just firebombed our office in Orange County because we are winning," Trump tweeted.Clinton denounced the attack as "horrific and unacceptable" in her own tweet, adding: "Very grateful that everyone is safe.-'COORDINATED EFFORT'-Trump, a New York businessman, who has never held elective office, has often said the electoral process is skewed against him, including during the Republican nominating contests, when he disputed the method for winning delegates to the Republican National Convention. His latest complaint of media bias stems from allegations by women that he groped them or made other unwanted sexual advances, after a 2005 video became public in which Trump was recorded bragging about such behavior. He apologized for the video but has denied each of the accusations."Election is being rigged by the media, in a coordinated effort with the Clinton campaign, by putting stories that never happened into news!" Trump tweeted on Sunday, a sentiment he also expressed in posts and during rallies in Maine and New Hampshire on Saturday. The comments raised questions both from Republicans and Democrats about whether he would accept the outcome should he lose to Clinton.Trump said after the first presidential debate in September that he would "absolutely" accept the election outcome. But a few days afterward, he told the New York Times: "We're going to see what happens."He has also urged his supporters to keep an eye on voting locations to prevent a "stolen" election, which some critics interpreted as encouraging them to intimidate voters.Pence said on Sunday he and Trump would respect the will of the voters."We'll respect the outcome of this election," said Pence, the Indiana governor. "Donald Trump said in the first debate that we'll respect the will of the American people in this election. The peaceful transfer of power is a hallmark of American history."In a weekend statement quoted by media, a spokeswoman for U.S. House of Representatives Speaker Paul Ryan, the top U.S. elected Republican, said: “Our democracy relies on confidence in election results, and the speaker is fully confident the states will carry out this election with integrity.”-'CONSEQUENCES TO RUSSIA'-On Sunday, Pence for the second time in recent weeks broke from Trump on Russia, this time on that country's possible involvement in email hacks tied to the U.S. election, saying Moscow should face "severe consequences" if it has compromised U.S. email security."I think there's no question that the evidence continues to point in that direction," Pence said. "There should be severe consequences to Russia or any sovereign nation that is compromising the privacy or the security of the United States of America," Pence said on "Fox News Sunday."Russian President Vladimir Putin said last week his country was not involved in trying to influence the U.S. election.Trump, who has been criticized for appearing too close to Russia after he publicly praised Putin's governing style, has questioned the reports of Moscow's involvement. "Maybe there is no hacking," he said during last week's second debate with Clinton.Trump also contradicted Pence on Russia during that debate. Pence had said the United States should use military force in Syria if Russia continued air strikes to prop up President Bashar al-Assad, but Trump said he disagreed. The third and final debate between Trump and Clinton will be on Wednesday in Las Vegas.(Reporting by Emily Stephenson and Alana Wise; Editing by Bill Trott and Peter Cooney)

Emails show Clinton's response to LGBT backlash-[Associated Press]-JOSH LEDERMAN and KEN THOMAS-October 17, 2016-YAHOONEWS

WASHINGTON (AP) — Hacked emails released in daily dispatches over the weekend by the WikiLeaks group showed Hillary Clinton's campaign staff worried about a response to the gay community's backlash over a comment concerning former first lady Nancy Reagan and AIDS. Also among the documents are transcripts of Clinton speeches and question-and-answer sessions that Goldman Sachs hosted in 2013, appearances for which she received hundreds of thousands of dollars. The documents were among thousands of emails hacked from the accounts of Clinton campaign chairman John Podesta.U.S. intelligence officials have blamed the Russian government for a series of breaches intended to influence the presidential election. The Russians deny involvement.Among the revelations from Podesta's hacked emails:-RESPONSE TO BACKLASH FOR PRAISING NANCY REAGAN ON AIDS-Hillary Clinton's aides fretted over how to respond to backlash from the LGBT community after Clinton lauded Nancy Reagan for starting a "national conversation" about AIDS in the 1980s, emails released Sunday show.Activists blame President Ronald Reagan for what they view as a devastatingly slow response to the AIDS crisis.Clinton immediately tweeted an apology after her initial remarks last March. But her aides felt the LGBT community was unsatisfied and agreed to release a more detailed response."I don't want this to fester," wrote Clinton's campaign's LGBT outreach director, Dominic Lowell. An initial draft of Clinton's statement began by stating: "I made a mistake." The line was changed to "I said something inaccurate" with the phrase "I made a mistake, plain and simple" added later.___WALL STREET SPEECHES-Hillary Clinton generally avoided direct criticism of Wall Street as she examined the causes and responses to the financial meltdown during a series of paid speeches to Goldman Sachs, according to transcripts disclosed by WikiLeaks.Three transcripts released Saturday did not contain any new bombshells showing she was unduly influenced by contributions from the banking industry, as her primary rival Bernie Sanders had suggested. Still, her soft-handed approach in the speeches was likely to act as a reminder to liberals in the party of their concerns that the Democratic presidential nominee is too close to Wall Street to be an effective check on its excesses if elected.Clinton's campaign neither confirmed nor denied that the speech transcripts and leaked Podesta emails are authentic, but there have been no indications that they were doctored before being released.___APOLOGY TOUR-Clinton told the "Builders and Innovators Summit" she'd had to go on "The Clinton Apology Tour" after WikiLeaks in 2010 published diplomatic cables leaked by Chelsea Manning, formerly known as Bradley Manning. Clinton noted that the cables showed U.S. officials characterizing some foreign leaders as "vain, egotistical, power hungry, corrupt. And we knew they were. This was not fiction.""I had grown men cry," Clinton recalled. "I mean, literally. 'I am a friend of America, and you say these things about me?'"___SYRIA-Clinton, a few months after departing the State Department in 2013, told a Goldman Sachs conference in South Carolina that she would have liked to see the U.S. intervene in Syria "as covertly as is possible for Americans to intervene."She added, "We used to be much better at this than we are now. Now, you know, everybody can't help themselves. They have to go out and tell their friendly reporters and somebody else: Look what we're doing and I want credit for it."___FILIBUSTER-Clinton appears to call for eliminating the filibuster rules in the Senate that make a 60-vote threshold necessary to pass most items rather than a 50-vote majority. Clinton says "we need to change the rules in the Senate" and says presidential nominees as well as "policies" deserve "an up-or-down vote."Republicans are already incensed that Senate Democrats recently changed the rules to eliminate the filibuster for most nominations, an extraordinary step known as the nuclear option.__CHINA-In the June 2013 speech, Clinton said Chinese President Xi Jinping, who had taken over as the country's leader the previous fall, was "a more sophisticated, more effective public leader" than his predecessor, Hu Jintao. Clinton said she had watched Xi "work a room," adding, "you can have him make small talk with you, which he has done with me." She said Xi's experience of visiting Iowa in the 1980s "was a very important part of his own development."___Associated Press writer Jack Gillum contributed to this report. US, at UN, says Israel must choose between settlements or two-state solution-American representative tells Security Council that progress is needed ‘right now’By AFP and Times of Israel staff October 15, 2016, 12:30 am

The United States on Friday called for immediate action to salvage the two-state solution to the Israeli-Palestinian conflict as the Security Council weighed its next steps to revive peace prospects.US Deputy Ambassador David Pressman told an informal council meeting on Israeli settlements that the continued building of Jewish outposts on Palestinian land was “corrosive to the cause of peace.”“We need to start implementing the two-state solution on the ground right now,” Pressman told the meeting organized by Angola, Egypt, Malaysia, Senegal and Venezuela.During the session, the head of Israeli human rights group B’Tselem Hagai El-Ad told the council that Israel was creating facts on the ground in advance of any peace agreement with the Palestinians.Israel’s Ambassador to the UN Danny Danon later slammed B’Tselem for taking part in the forum, citing Thursday’s passage of a resolution by UNESCO that rejects Jewish ties to Jerusalem’s holy sites.UN diplomats have kept one eye on the US presidential campaign as they consider whether to move on a Security Council resolution that could nudge the sides back to the negotiating table. The outcome of the US vote on November 8 could lead to a shift in relations between Washington and its close ally Israel.Pressman reiterated Washington’s long-standing view that a final peace agreement must be negotiated between Israel and the Palestinians.“But significant progress toward creating a two-state reality can be made now that will help restore hope and lay the groundwork for successful negotiations,” he added.“Israel must decide between expanding settlements and preserving the possibility of a peaceful two-state solution.”Arab governments are considering plans to present a draft resolution to the Security Council demanding a halt to Israel settlements, but a similar measure was vetoed by the United States in 2011.The United Nations has branded the settlements illegal, but the Security Council has not taken action to uphold that decision.Venezuela’s Ambassador Rafael Ramirez accused the United States, which has veto powers, of “maintaining a blockade” at the Security Council and preventing action on the Israeli-Palestinian conflict.Under Prime Minister Benjamin Netanyahu’s government, settlement construction has surged.“Let’s call a spade a spade,” said French Ambassador Francois Delattre.“This policy is jeopardizing prospects for a future viable Palestinian state that would provide the best guarantee of Israel’s security and offer a just and durable solution to the conflict.”France is offering to host an international conference to be held before the end of this year on relaunching the peace process.Palestinian Ambassador Riyad Mansour said Arab ministers are to meet later this month to decide whether to push for a draft resolution condemning Israeli settlements and also to press for full Palestinian membership in the United Nations.Palestine was granted the status of UN non-member observer state in 2012.

PM to next UN chief: I hope for fairer stance on Israel-In conversation with Antonio Guterres, Netanyahu cites UNESCO resolution on Jerusalem as example of world body’s bias-By Times of Israel staff October 14, 2016, 9:32 pm

Prime Minister Benjamin Netanyahu told incoming UN secretary-general Antonio Guterres on Friday that he hoped for fairer treatment of Israel at the international body on his watch.Guterres will officially assume the role on January 1, 2017, when Ban Ki-moon’s second term as UN chief comes to an end.In his conversation with Guterres, Netanyahu raised Thursday’s UNESCO vote on a resolution that failed to mention the connection of Jews and Christians to holy sites in Jerusalem, calling it a move that emphasizes the biased and one-sided conduct of the UN toward the only democracy in the tumultuous Middle East. The conversation came as members of the United Nations Security Council convened a special meeting titled “Illegal Israeli Settlements: Obstacles to Peace and the Two-State Solution.”The meeting, an initiative of Egypt, Malaysia, Senegal, Angola and Venezuela, was conducted in the Arria Formula (informal) format. The head of Israeli human rights NGO B’Tselem, Hagai El-Ad, lambasted Israel’s settlement policy at the meeting, and urged the Security Council to act to rein Israel in.“With every breath the Palestinians take they are breathing an occupation. Israel cannot call itself a democracy while occupying another people,” he said.Lara Friedman of Americans for Peace Now added that “Israeli policy in the settlements is ending the chance for peace. I call on the Security Council to send a message to Israel and to end this policy.”Israel’s Ambassador to the UN Danny Danon harshly criticized the two organizations for taking part in the session, citing the UNESCO resolution as proof of UN bias towards the Palestinians.“After anti-Israel forces approved a resolution intending to sever the historical bond between the Jewish people and Jerusalem, Israeli organizations chose to slander and besmirch Israel’s good name at an event organized by the Palestinian delegation,” Danon said in a statement. “We will continue to fight and tell the truth about Israel despite the attempts to spread lies about us. It is unfortunate that Israeli organizations have joined the Palestinian attempts to wage diplomatic terror against Israel at the UN.”According to Danon’s office, a note circulated by the organizers before the event stated that the prospects for a two-state solution were being jeopardized by “the presence and continuing growth of illegal Israeli settlements on Palestinian land occupied by Israel since June 1967.” The memo also said that Israeli security forces “routinely oversee acts of settler violence against Palestinian civilians, denying protection to the occupied population.”

UNESCO’s Jerusalem resolution ignores Christian roots, too-With increased archeological findings of a Byzantine presence prior to the Muslim conquest, the historical holy site is clearly linked to Judaism, Islam, and Christianity — and not necessarily in that order-By Amanda Borschel-Dan October 16, 2016, 7:05 pm-THE TIMES OF ISRAEL

Shortly before his death, in what is called the Olivet Discourse, Jesus predicts the fall of the Second Temple and the resulting desolation on the Temple Mount. Recounted in three gospels, this prophecy became foundational theology to the early Christians, who eschewed the most holy site of the Jewish faith when creating their new churches. But what if not all of them did leave the Temple Mount deserted? Over the past decade, there have been increasing archaeological findings that after the destruction of the Second Temple and prior to the Muslim conquest of Jerusalem, the Temple Mount served Byzantine Christians as a base.Shown through rare images of Byzantine mosaics photographed during the British Mandate in 1937 — and only published in 2008 — alongside some half a million Byzantine period mosaic tiles discovered since 1999 in the Temple Mount Sifting Project, there is increasing evidence that the Al Aqsa Mosque and courtyard is built upon Christian ruins. In an UNESCO resolution on “Occupied Palestine,” however, Jerusalem holy sites are referred to by Muslim names only, ignoring the historic ties of Jews and Christians. Approved at committee stage in Paris on October 13, 2016, it passed by 24 votes to 6, with 26 abstentions.Unsurprisingly, many of the nations which voted in favor were Muslim. But there were several traditionally Christian nations which also voted for the resolution, and even more that abstained — in essence giving tacit support to the notion that Haram esh-Sharif (called the Temple Mount in Judeo-Christian tradition) concerns Muslims alone. Before the resolution’s scheduled approval this week by UNESCO’s Executive Board, The Times of Israel explores the Christian roots of the Temple Mount.-The mainstream historical record-In 335 CE, Emperor Constantine, the first Roman emperor who converted to Christianity, inaugurated the Church of the Holy Sepulchre as part of a rebuilt Christian Jerusalem. The center of this burgeoning Christianity remained outside of the Temple Mount. There are increasing indications that not all felt compelled to heed Jesus’s prophecy from Mark 13:2 — that the destroyed temple’s stones would forever lay in ruin. However, a Christian use of the Temple Mount is not documented in contemporary pilgrim travel diaries such as the Gaul from Bordeaux in 333 CE, or even the famous Madaba Map, part of a floor mosaic in the early Byzantine church of Saint George at Madaba, Jordan. Dated to the 6th century, the map depicts the oldest discovered cartographic survey of the Holy Land.Bar-Ilan University History Prof. Yvonne Friedman told The Times of Israel that the Byzantine Christians in Jerusalem “saw the Temple Mount as the Jewish center. It was destroyed and should stay that way to prove the veracity of Jesus’s prophecy,” she said.Friedman does not, however, rule out entirely the possibility of churches on the Temple Mount during the Byzantine period.“I think there must have been some churches [on the Temple Mount], but the major alternative center was the Church of the Holy Sepulchre,” said Friedman. This changed, she said, during the Crusader period, when the holy warriors — seeing themselves “the heirs of biblical Israel” — conquered the Temple Mount and turned the mosques there into a church and, temporarily, their political base.According to Joshua Schwartz, professor of Historical Geography of Ancient Israel at Bar-Ilan University, an organized Christian building on the Temple Mount is “unlikely.”‘The Church Fathers and the Madaba Map relate to the Temple Mount as a dump, as proof of the defeat of Judaism’“The Church Fathers and the Madaba Map relate to the Temple Mount as a dump, as proof of the defeat of Judaism. A number of Byzantine sources relate to Jews being allowed to go up to the Temple Mount on Tisha B’Av to mourn. Some scholars claimed that this was staged by Christian clergy,” Schwartz told The Times of Israel.“I know of no Christian Church on the Temple Mount during Byzantine times. The fact that the Sifting Project found Christian material, that in my view is probably Crusader or Byzantine in secondary usage by Crusaders, but Byzantine from Byzantine churches in the Jerusalem (which had of course many). The Crusaders loved to shlep stuff,” said Schwartz. It would be difficult to move a Byzantine mosaic floor, however. Documented by British archaeologist R.K. Hamilton during a rare archaeological dig in the Dome of the Rock in the late 1930s, its existence only came to light in 2008 when Temple Mount Sifting Project archaeologist Zachi Dvira (Zweig) discovered and published Hamilton’s photos.-Uncovering a cover-up? Rich in history and political strife, the Temple Mount has rarely been excavated. One rare instance of a professional archaeological survey came in the 1930s, by way of earthquake.Between 1938-1942 there was a large scale renovation of Al-Aqsa, following two earthquakes in 1927 and 1937.A photograph of Byzantine-era flooring taken by R.K. Hamilton, director of the British Mandate Antiquities Department, during a rare excavation of Al-Aksa in the late 1930s. (Israel Antiquities Authorities archives)-A photograph of Byzantine-era flooring taken by R.K. Hamilton, director of the British Mandate Antiquities Department, during a rare excavation of Al-Aksa in the late 1930s. (Israel Antiquities Authorities archives)According to archaeologist Dvira, during the British Mandate period, the cooperation between government archaeological supervisors and the Islamic Waqf was at its height. As a result, there were two archaeological digs conducted by the British antiquities authorities, accompanied by much photography.Hamilton, director of the British Mandate Antiquities Department, published some of his results in 1949. But, after pouring over Hamilton’s archival photography, Dvira discovered that much was left out, especially anything with a Jewish or Christian connection, including early ritual baths and Byzantine mosaic flooring. The mosaic flooring was found in an area that was under and outside the northern facade of the Umayyad mosque. “From this one could assume that the mosaic floor predates the Umayyad mosque,” wrote Dvira in a 2008 essay (Hebrew).“The patterns presented on these mosaics which survived are common ones for the Byzantine period,” wrote Dvira, and are parallel to ones found in the Church of the Nativity in Bethlehem, which was commissioned by Constantine in 327 and completed in 339.In a 2010 article, Dvira insinuates that Hamilton’s close political connection to the Waqf didn’t allow the archaeologist to publish his findings which predated the Muslim conquest of Jerusalem. On the one hand, said Dvira, the very fact of an archaeological dig on the Temple Mount was praiseworthy. However, it came with a price, which was in this case a politically driven academic self-censorship of sorts.Dismaying Israeli politicians and archaeologists alike, the current resolution has echoes of Hamilton’s decision not to publish his Christian and Jewish findings. However, said Dvira, the Dome of the Rock was built on that spot because it was previously the location of the Solomonic Temple, said the exasperated archeologist.Dvira said the UNESCO resolution came about, absurdly, because Israel has been recently proactive in observing the Antiquities Law, which requires archaeological supervision during building projects, including restoration on the Temple Mount.“It is so ridiculous that they [the largely Muslim proponents of the resolution] are changing their narrative. I don’t understand how it is possible to so distance themselves from the truth and from history,” said Dvira.-From ashes to ashes, to dust to discovery-Dvira’s Temple Mount Sifting Project was set up in 1999 when the Northern Branch of the Islamic Movement, which conducted unsupervised (and therefore illegal) renovations on the Temple Mount, disposed of over 9,000 tons of dirt mixed with what the project calls “invaluable archaeological artifacts” in the Kidron Valley. The project began when veteran archaeologist Dr. Gabriel Barkay, alongside Dvira, salvaged the hundreds of truck loads of dirt, which has since been examined for artifacts in the Tzurim Valley National Park adjacent to the Mount of Olives. For a small fee, volunteers can spend two hours participating in the project, which is funded by the City of David Foundation.Dvira said he is convinced there was a Byzantine Christian presence on the Temple Mount, both through the Hamilton images, and through “finding more and more in the sifting from the Byzantine period,” he said. He said the project, which is fundraising to publish its findings, has found some half a million mosaic pieces over the years.“It is possible a church was built there,” he said. What is certain is that in addition to the broad use of the Temple Mount during the Crusader period — illustrated through the projects findings of horse shoe nails and rare Crusader coins, among other objects — there was also Christian building of some scale prior to the Muslim conquest.“The Temple Mount is also the heritage of the Christians, there’s no doubt,” Dvira told The Times of Israel.

UNESCO chief pans her member states on anti-Israel Jerusalem resolution-After Israel cuts ties to UN cultural agency, Irina Bokova warns that ‘to deny, conceal or erase’ any faith’s traditions in holy city undermines body’s activities-By Itamar Sharon and Raphael Ahren October 14, 2016, 3:03 pm-THE TIMES OF ISRAEL

The director-general of the UN’s cultural agency UNESCO signaled her dismay and opposition to her organization’s own members on Friday, a day after they adopted a resolution that rejects the historic Jewish connection to holy sites in Jerusalem.Though she did not explicitly mention the resolution, Irina Bokova made her disapproval of the motion clear, saying that efforts to deny history and Jerusalem’s complex multi-faith character harm UNESCO.“The heritage of Jerusalem is indivisible, and each of its communities has a right to the explicit recognition of their history and relationship with the city,” Bokova said in a statement.Bokova noted that the “cultural and spiritual traditions” of all faiths in Jerusalem “build on texts and references, known by all, that are an intrinsic part of the identities and history of peoples.“To deny, conceal or erase any of the Jewish, Christian or Muslim traditions undermines the integrity of the site, and runs counter to the reasons that justified its inscription on the UNESCO World Heritage list,” she said. “When these divisions carry over into UNESCO, an organization dedicated to dialogue and peace, they prevent us from carrying out our mission.”It was not immediately clear what steps, if any, Bokova intended to take in light of her statement. The resolution was approved Thursday at UNESCO’s committee stage. It must still be validated by the Executive Board of UNESCO when it meets early next week, but the wording is unlikely to change.Earlier Friday Israel informed Bokova that it was suspending its cooperation with UNESCO over the vote, with Education Minister Naftali Bennett saying the motion was a denial of history that “gives a boost to terrorism.”Bennett, who serves as president of Israel’s National Commission for UNESCO, said all meetings with UNESCO officials, participation in international forums and professional cooperation would be suspended until further notice.UNESCO’s draft resolution, sponsored by several Arab countries, referred to the Temple Mount and Western Wall only by their Muslim names and condemned Israel as “the occupying power” for various actions taken in both places.Israelis and many Jews around the world view the move as the latest example of an ingrained anti-Israel bias at the United Nations, where Israel and its allies are far outnumbered by Arab countries and their supporters.Israeli leadership reacted furiously to the UN resolution, with some accusing the UN’s cultural arm of anti-Semitism on Thursday.Lawmakers from both the right and left of the political spectrum said the decision was ill-befitting of UNESCO.Prime Minister Benjamin Netanyahu called the decision “absurd,” while President Reuven Rivlin called it an “embarrassment” for UNESCO. The Executive Board of UNESCO is next week set to approve the resolution, which passed Thursday at the committee stage.Culture Minister Miri Regev slammed the resolution as “shameful and anti-Semitic,” and Agriculture Minister Uri Ariel called for Israel to increase the Jewish presence on the Temple Mount, a flashpoint site governed by a tense status quo, in response.Opposition chief Isaac Herzog accused UNESCO of betraying their mission. “Whoever wants to rewrite history, to distort fact, and to completely invent the fantasy that the Western Wall and Temple Mount have no connection to the Jewish people, is telling a terrible lie that only serves to increase hatred.”Twenty-four countries voted in favor of the resolution Thursday afternoon, six against and 26 abstained, though Ambassador Carmel Shama-HaCohen praised the diplomatic effort that had changed several no votes in a similar resolution in April into abstentions this time around.

Top UNESCO official tells Israeli TV he’s ‘sorry’ about Jerusalem resolution-Michael Worbs hopes final vote on text that negates Jewish ties to city will be delayed, says recognition of Old City as Heritage Site for the 3 monotheistic faiths trumps ‘recent debate’-By AFP and Times of Israel staff October 14, 2016, 10:42 pm

The chair of UNESCO’s Executive Board, Michael Worbs, said Friday he was sorry about the resolution ignoring Jewish ties to Jerusalem’s holy sites that was passed by UNESCO on Thursday and that is set to be approved by his executive board next week. “It’s very exceptional what happened yesterday, and I’m sorry for that,” Worbs told Israeli television.Worbs, who had said earlier Friday that he hoped Tuesday’s scheduled Executive Board vote would be delayed, to allow more time for dialogue, told Israel’s Channel 10 television he would never deny Jewish and Christian ties to Jerusalem, and invoked the cultural body’s decades-old designation of the capital as a World Heritage Site. This designation trumps any recent conversations about the city, Worbs said, in a reference to Thursday’s UNESCO resolution that appeared to negate non-Muslim connections to Jerusalem’s holy sites.Speaking from his office in Paris, Worbs told Channel 10 that when Jerusalem was declared a World Heritage Site, its importance to the three monotheistic religions was highlighted.“I am very well aware of that [importance] and personally would never deny that,” Worbs said, referring to Jewish historical connection to the Old City of Jerusalem.“I would also like to remind that Jerusalem, the Old City of Jerusalem and its walls were inscribed as a World Heritage Site of UNESCO by the World Heritage Committee in 1982, and at that time it was inscribed specifically as a site that has meaning for three religions,” Worbs said. This position, he said, supersedes any debate that the board has had recently. The UNESCO resolution, sponsored by several Arab countries and passed Thursday in the committee stage, referred to the Temple Mount and Western Wall only by their Muslim names and condemned Israel as “the occupying power” for various actions taken in both places.Israelis and many Jews around the world view the move as the latest example of an ingrained anti-Israel bias at the United Nations, where Israel and its allies are far outnumbered by Arab countries and their supporters.Israeli leadership reacted furiously to the UN resolution, with some accusing the UN’s cultural arm of anti-Semitism on Thursday. Lawmakers from both the right and left of the political spectrum said the decision was ill-befitting of UNESCO.The resolution must still be validated by the Executive Board that Worbs heads, but the contentious wording was not expected to change. The 58 member states of the board normally follow the votes made at committee stage, but in this case Worbs said he hoped the votes would be postponed.“I fully understand your feelings and the feelings of many Israelis about this recent decision, but it’s an inter-governmental debate,” Worbs said in reference to the vote. “It’s not a UNESCO debate, UNESCO is the forum in which this debate takes place.”Worbs urged Israelis not to conflate the resolution with the UN agency’s official position.“I would like to appeal to the Israeli public opinion not to mix up UNESCO with decisions of some sort and especially not with decisions which are not unanimous. Normally in UNESCO we conclude decisions in a consensual manner, it’s very exceptional what happened yesterday and I’m sorry for that. I will use my good offices in order to reestablish the consensus which prevailed for over 40 years in UNESCO.”Worbs also expressed the hope Friday that the resolution by UNESCO would not go to a formal vote on Tuesday as expected, but would instead be deferred to give dialogue a chance.“We need more time and dialogue between the members of the Board to reach a consensus,” he said.“For 40 years, UNESCO has always managed to find consensual decisions on the Middle East,” he added. “But since autumn 2010 it has become more and more difficult.”Israel and the United States suspended their funding to UNESCO in 2011 after the Palestinians were admitted as members. Both countries have lost their voting rights as a result. The director-general of UNESCO earlier Friday signaled her dismay and opposition to Thursday’s vote. Though she did not explicitly mention the resolution, Irina Bokova made her disapproval of the motion clear, saying that efforts to deny history and Jerusalem’s complex multi-faith character harm UNESCO.“The heritage of Jerusalem is indivisible, and each of its communities has a right to the explicit recognition of their history and relationship with the city,” Bokova said in a statement.“To deny, conceal or erase any of the Jewish, Christian or Muslim traditions undermines the integrity of the site, and runs counter to the reasons that justified its inscription on the UNESCO World Heritage list,” she said.Israel informed Bokova earlier Friday that it was suspending its cooperation with UNESCO over the vote, with Education Minister Naftali Bennett saying the motion was a denial of history that “gives a boost to terrorism.”Bennett, who serves as president of Israel’s National Commission for UNESCO, said all meetings with UNESCO officials, participation in international forums and professional cooperation would be suspended until further notice.

Israel in 2012 mulled leaking ‘plans’ of Iran strike from Saudi base-Latest Wikileaks email dump reveals Israeli efforts to counter Tehran nuclear program included spreading rumors of impending IDF attack-By Tamar Pileggi October 16, 2016, 10:15 pm-THE TIMES OF ISRAEL

Israel in 2012 considered “leaking” that it would use a military base in Saudi Arabia as a springboard to launch an airstrike against Iran as part of its efforts to counter the Islamic Republic’s nuclear program, according to the latest batch of leaked emails released by WikiLeaks on Saturday.A July 2012 correspondence between senior advisers and then-secretary of state Hillary Clinton cited Israeli sources saying that while Israel was unprepared for a full-scale war with Iran, rumors of an IDF strike could “persuade the world they mean business.”“At present, considering that Israel is not prepared for an all-out war with Iran, they may well continue to threaten action, giving the impression they are serious about pursuing aggressive Iranian anti-nuclear efforts,” foreign policy adviser Jake Sullivan wrote in a July 24 email.“One way to do that is to update weapon systems; secure an air base in Saudi Arabia that would suggest a staging ground for an eventual attack, then ‘leak’ the word to the media that their [sic] are eminent [sic] plans to carry out a bombing raid and do everything possible to persuade the world they mean business,” the unnamed Israeli source was quoted as saying. The email also cited a number of other European and Turkish security and intelligence sources who expressed concern that any Israeli military action against Iran would instantly ignite an all out war in the Middle East, including extensive retaliation against the Jewish state from its Arab neighbors.Senior Turkish military commanders advised that a regional war would begin “before the first Israel air-strike sortie has returned to base,” and estimated that Hezbollah fighters in Syria and Lebanon had access to upwards of 200,000 surface-to-surface rockets and missiles.“Their [Turkish] military analysts also believe that an assault from such a force would overwhelm Israel’s defenses,” the military sources were quoted as saying in the email. The transcript showed that Western European intelligence services were also concerned over a potential Israeli strike, and had warned their respective heads of state that in such an event, Israel would be scapegoated for the fallout and would be the target of thousands of missiles and rockets launched from Iran, Lebanon, Syria, and the Gaza Strip.“Such an attack may lead to further deterioration in the world economy, which would in turn be blamed on Israel,” European leaders were told in intelligence reports by their respective agencies, according to the email.European intelligence sources also said the international economic sanctions levied against Iran over its nuclear program were “truly hurting the Iranian economy” and had begun to foster hostility towards the ruling party, led at the time by hardliner Mahmoud Ahmadinejad.Iranian sources advised US officials that an IDF strike on Iran would undermine the growing discontent towards the Iranian leadership and would serve to unite the public against Israel, the US and Western Europe. In this regard, Sullivan’s email said that European security official “regularly” cited the words of Prime Minister Benjamin Netanyahu, who was quoted as saying that “Iran in particular is susceptible to economic pressure. The oil-exporting Islamic republic is virtually a single-crop economy, and imposition of a tight blockade against Iranian oil sales will undoubtedly induce in Tehran a prompt revaluation of the utility of even indirect terrorist tactics.”European officials were “staying in close contact with their Israeli counterparts as they attempt to manipulate events while avoiding a general conflict at this time,” Sullivan said of efforts to stave off an Israeli attack. The latest cache of Clinton’s emails also revealed transcripts of several paid speeches she gave to Goldman Sachs in 2013, in which the Democratic presidential nominee said the US should bomb Iran’s nuclear facilities it inched too closely to developing a nuclear weapon, while asserting that Israel did not posses the military capability to stop Tehran alone.Speaking five months before the interim agreement was reached that set the framework for the nuclear deal reached between Iran and world powers two years later, Clinton said that if Tehran raced toward the bomb, the US must “up the pain,” but without “boots on the ground.”“We have to bomb the facilities. They act as though there would be no consequences either predicted or unpredicted,” the then-secretary of state said. “Of course there would be, and you already are dealing with a regime that is the principal funder and supplier of terrorism in the world today.”Later at the same event, Clinton indicated Israel did not have the strength to strike the Iranian nuclear facilities and successfully set back its activities.“The Israelis, as you know, have looked at this very closely for a number of years. The Israelis’ estimate is even if we set their program back for just a couple of years it’s worth doing and whatever their reaction might be is absorbable,” she said. “That has been up until this recent government, the prior government, their position. But they couldn’t do much damage themselves.”The latest trove of Clinton’s leaked emails released by Wikileaks also revealed Israel’s approach to the unfolding Syrian civil war, and its concerns of a shift in leadership in Damascus. In the 2012 message from Sullivan, senior Israeli military and intelligence officials said Netanyahu was concerned that violence in neighboring Syria would lead to President Bashar Assad’s ouster and replacement with a radical Islamist leader.“Israeli leaders are now drawing up contingency plans to deal with a regional structure where the new revolutionary regimes that take over the various countries will be controlled by the Muslim Brotherhood and possibly more problematic groups such as al-Qaeda, which doesn’t bode well for the Israelis,” the source was quoted as saying. The leaked transcripts of Clinton’s speeches and emails between staffers was released Saturday by WikiLeaks as part of a trove of hacked emails from her campaign manager John Podesta’s account. The release is now the latest bid by the group to inject itself into this year’s presidential campaign.US officials have accused WikiLeaks of working with Russian operatives to undermine Clinton’s candidacy and boost her opponent Donald Trump. So far the group has unveiled 11,000 hacked emails and purports to release 50,000 more before the November 8 election. The Clinton campaign has neither denied nor confirmed the authenticity of the transcripts of her high-priced Wall Street speeches. They have also not challenged any of the emails that the group has already made public.Eric Cortellessa contributed to this report.
