The attorney general on Thursday warned that a planned vote in favor of a bill to recognize illegal settler outposts would likely lead the High Court to reject a government bid to further delay the demolition of a large West Bank outpost.Following the warning by Attorney General Avichai Mandelblit, Prime Minister Benjamin Netanyahu, who opposes the bill, said he would hold a discussion on the matter Sunday, at a meeting of coalition leaders, Haaretz reported.Education Minister Naftali Bennett (Jewish Home) announced earlier this week that the bill would be brought to a vote in the Ministerial Committee on Legislation on Sunday, after repeated deferrals.Right-wing lawmakers fear that any further delay would leave insufficient time to push the legislation through the Knesset before December 25 — the date the Supreme Court has set for the demolition of the outpost, Amona, which lies east of Ramallah on what has been ruled private Palestinian land.The Supreme Court set the date in 2014, after a decade of legal wrangling.Earlier this month, the government asked the court to defer the demolition order by seven months.The issue has put Netanyahu in a complicated position. On January 20, 2017, Israeli Prime Minister Benjamin Netanyahu will finally have a Republican president sitting in the White House.Netanyahu has often been called a Republican himself, and many observers of US-Israel relations believe he is eagerly awaiting Inauguration Day, when for the first time in his 10 years at the helm of the Jewish state there will not be a Democratic president of the US.On the face of it, Donald Trump’s victory seems to be a dream come true for the Israeli prime minister. The president-elect has repeatedly vowed to unconditionally back the Jewish state in any possible way: he promised not to try to force a solution on the Israeli-Palestinian conflict; slammed the Iranian nuclear deal; pledged to move the US embassy to Jerusalem and removed the two-state solution from the Republican party platform.Netanyahu also knows and appreciates the vice-president-elect, Mike Pence, who has a long record of support for Israel.Some of the names rumored to be part of Trump’s future cabinet will be music to Netanyahu’s ears. Newt Gingrich and John Bolton, for instance, are thought to have a good chance of becoming the next secretary of state, and Rudy Giuliani expects to be appointed attorney-general. Many others in Trump’s inner circle have long records of outspoken and unconditional support for the Jewish state and Netanyahu’s policies.On the other hand, Netanyahu knows that Trump is unpredictable and might change his Middle East policies on a whim. We might never know.But already, Israeli politicians to Netanyahu’s right, such as Naftali Bennett, are seizing on the Republican platform’s omission of a two-state solution — essentially trying to push Netanyahu into formally abandoning the idea, and preparing to undermine him from the right if he doesn’t. He can expect more pressure from the right, too, to expand settlements — once Trump is in the White House and such building may not be criticized as it routinely was under Obama. Netanyahu is wary about Palestinian statehood, and is a supporter of the settlement enterprise, of course, but he benefited, in the complex dance of domestic politics and regional diplomacy, from being able to find a middle path between the pro-peace-talks, anti-settlement US administration and the opposite stance of the political hawks at home. A president Clinton would have enabled him to chart a similar course, albeit with slightly greater empathy from Washington. A president Trump will likely give Netanyahu a freer hand — which, however paradoxically, might make life more complicated for him.On Wednesday, the president-elect and the prime minister spoke on the phone for about 15 minutes. They exchanged pleasantries and discussed “regional issues,” according to Netanyahu’s office. Trump also invited Netanyahu to the White House “at the first opportunity.” Netanyahu gladly accepted.Pretty soon, then, we might find out more of what Trump plans for the Middle East — if anything. We’ll also see how well the two men get along. And Netanyahu will have a better idea of whether president Trump is as “easy to work with” as Hillary Clinton would have been.

OTTAWA — Newly released statistics show Canada's citizenship and immigration website experienced a huge spike in web traffic from the U.S. just before it crashed on Tuesday, as results from the American presidential election were rolling in.Immigration, Refugees and Citizenship Canada says there were more than 200,000 users accessing the site around 11 p.m. on election night and American IP addresses accounted for about half of that figure.Spokeswoman Sonia Lesage says that doesn't include users who tried to access the website but were unsuccessful, after receiving a server error message for instance.She says the web traffic figures for Tuesday night — when the election results were starting to indicate a Donald Trump presidential victory — were significantly higher than the same time the previous week, when the website saw just over 17,000 users.Typically, Lesage says the percentage of site visitors from American IP addresses ranges between 8.8 per cent to 11.6 per cent.She says a "significant increase" in web traffic and technical difficulties was found to be behind Tuesday's site crash. NEW YORK (Reuters) - A U.S. government weather forecaster on Thursday said that previously predicted La Niña conditions have arrived and are slightly favored to persist into the Northern Hemisphere winter 2016-17.The Climate Prediction Center (CPC), an agency of the National Weather Service, in a monthly forecast said it observed La Niña conditions during October and sees a 55 percent chance they will persist through the winter.Last month, the agency pegged the chance of La Nina developing this fall at 70 percent.La Niña will likely raise temperatures and reduce precipitation in the southern United States and do the opposite across the northern part of the country, the CPC said.Typically less damaging than El Niño, La Niña is characterized by unusually cold ocean temperatures in the equatorial Pacific Ocean and tends to occur unpredictably every two to seven years. Turkey backsliding on rights and rule of law, says EU By Nikolaj Nielsen-EUOBSERVER

BRUSSELS, 9. Nov, 14:49-The EU commission says accession talks with Turkey to join the European Union hang in the balance following a backsliding on the rule of law and fundamental rights.The negative prognosis, issued Wednesday (9 November) in a 102-page annual report, risks stoking further tensions between the two sides.EU's enlargement commissioner Johannes Hahn issued unequivocal criticism of the reaction to this summer's failed coup, which has included a purge of 129,000 government employees, the closure of hundreds of media outlets, and the jailing of activists, journalists and academics."We are gravely concerned about the degradation of the rule of law and democracy unfolding in the aftermath of the failed coup attempt. In its own interest, Turkey urgently needs to stop moving away from the EU," he said in statement.Hahn had previously backed opening two key negotiation chapters on fundamental rights and the rule of law as part of accession negotiations."I have to admit, today I am not quite sure if this is still possible," he told reporters in Brussels. His comments was part of a larger enlargement diagnosis that also covers Western Balkan nations.But Turkey's progress report, adopted unanimously among all EU commissioners, is likely to sharpen outstanding issues over a migrant swap deal signed between the two sides in March.President Recep Tayyip Erdogan said he wanted a quick decision in quotes reported by Turkish media earlier on Wednesday."They say the negotiations should be reviewed. It's too late now. Fourteen injured in Saudi Arabia by projectiles fired from Yemen - civil defence-[Reuters]-November 10, 2016-YAHOONEWS

DUBAI (Reuters) - Fourteen civilians were injured on Thursday by projectiles fired by Yemen's Houthi group into Saudi Arabia, Saudi civil defence reported, the latest in a series of cross-border attacks by the Iran-allied group.State news agency SPA quoted a civil defence spokesman as saying that 13 Saudi citizens and an expatriate from Bangladesh were injured in the attack in Dhahran al-Janoub province in the Asir region, near the border with Yemen."The victims suffered various injuries and were taken to hospital for treatment," the agency said, quoting the civil defence spokesman, Colonel Mohammed al-Assemi.Three houses were also damaged in the attack, the agency reported, quoting Assemi.Saudi Arabia is leading an Arab coalition trying to restore President Abd-Rabbu Mansour Hadi who was ousted by the Iran-aligned Houthi group last year.The fighting has killed more than 10,000 people in Yemen and hundreds in Saudi Arabia.The Houthis regularly fire rockets across the border into Saudi Arabia in what they say was a response to Saudi-led air strikes on the country, often resulting in deaths or injuries to civilians.Saudi Arabia regard the Houthis as a pawn for non-Arab Iran which Riyadh says is trying to extend its influence into Arab lands.(Reporting by Sami Aboudi; Editing by Toby Chopra)

Germany extends detention of Syrian with links to Islamic State-[Reuters]-November 10, 2016-YAHOONEWS

BERLIN (Reuters) - Germany's highest court has approved the extended detention of a 19-year-old Syrian man who was arrested in March for links to the Islamic State militant group, saying he had scouted out key tourist sites in Berlin for potential attacks for months.In its decision, the Federal Court of Justice said the man, who was not identified by name, could be held for three more months to allow investigators to continue their work, and given the high risk that he could flee the country. It said prosecutors expected to file formal charges soon.The suspect, who arrived in Germany in August 2015, was believed to have been gathering detailed information for Islamic State until February 2016 about the number of people and tourist buses at Berlin's Alexanderplatz square, the area around the historic Brandenburg Gate and the Reichstag parliament building, according to the ruling.Germany is on heightened alert after two attacks linked to Islamic State in July.On Tuesday, police arrested five suspected Islamist militants accused of recruiting fighters for Islamic State in Syria.In October, Syrian refugee Jaber Albakr was arrested on suspicion of planning a major attack on a Berlin airport. He later committed suicide in prison.It was not immediately clear if there was any link between Albakr and the Syrian man whose detention was being extended.The suspect provided details about Berlin tourist sites to an Islamic State contact by telephone in February 2016. Iraq forces accused of killing, torturing civilians south of Mosul-[Reuters]-November 10, 2016-YAHOONEWS

BAGHDAD (Reuters) - Iraqi government forces killed and tortured civilians south of Mosul, rights groups said on Thursday, the first such reports of alleged abuse in a U.S.-backed campaign to retake the city from Islamic State.Amnesty International said "up to six" people were found dead last month in the Shura and Qayyara sub-districts who security forces suspected of ties to the ultra-hardline jihadist group which seized a third of Iraqi territory in 2014."Men in federal police uniform have carried out multiple unlawful killings, apprehending and then deliberately killing in cold blood residents in villages south of Mosul," said Lynn Maalouf, deputy director for research at Amnesty's Beirut office.Human Rights Watch (HRW) said at least 37 men suspected of being affiliated with Islamic State had been detained by Iraqi and Kurdish forces from checkpoints, villages, screening centers and camps for displaced people around Mosul and Hawija, further south.Relatives said they did not know where most of the men were being held and had not been able to contact any of them while in detention, according to the report.HRW warned that such conduct "significantly increases the risk of other violations", including torture.An Interior Ministry spokesman denied there had been any violations and said Iraqi forces respect human rights and international law. A spokesman for Iraq's federal police could not be reached for comment.A spokesman for the Kurdish regional government denied the HRW report, saying any delays in informing families were limited and due to limited resources."Nobody has been kept in unknown facilities. They are kept in identified facilities," said Dindar Zebari.The Mosul operation, involving a 100,000-strong alliance of troops, security forces, Kurdish peshmerga and Shi'ite Muslim militias and backed by U.S.-led air strikes, has entered its fourth week but has so far gained just a small foothold in the city.Amnesty's report described several incidents on or around Oct. 21 in which separate groups of men were beaten with cables and rifle butts before being shot to death. GENEVA (Reuters) - Aid workers in eastern Aleppo were distributing the last available food rations on Thursday as the quarter of a million people besieged in the Syrian city entered what is expected to be a cruel winter, U.N. humanitarian adviser Jan Egeland said.Speaking in Geneva, Egeland said he was hopeful of a deal on a four-part humanitarian plan the United Nations sent to all parties to the conflict several days ago. The plan covers delivery of food and medical supplies, medical evacuations and access for health workers."I do believe we will be able to avert mass hunger this winter," Egeland told reporters in Geneva, noting that east Aleppo last received relief supplies in early July."I don't think anybody wants a quarter of a million people to be starving in east Aleppo," he said.Some families in the rebel-held area have not had food distributions for several weeks and food prices are skyrocketing, he said. Around 300 sick and wounded require medical evacuation, he added.Syria's government rejected a U.N. request to send aid to east Aleppo during November, but Egeland said he was confident that Damascus would give its permission if the new U.N. humanitarian initiative was accepted by all sides. Accused New York bomber to appear in federal court in Manhattan-[Reuters]-November 10, 2016-YAHOONEWS

NEW YORK (Reuters) - The man accused of carrying out bombing attacks in New York and New Jersey in September is due to appear in federal court in Manhattan on Thursday to face charges.Ahmad Khan Rahimi, 28, is accused of injuring dozens of people with a homemade bomb on a crowded street in New York's Chelsea neighborhood."The alleged Chelsea bomber was brought today to Manhattan to face terrorism charges," Preet Bharara, the U.S. Attorney for the Southern District of New York said in a statement.Using an alternate spelling for the suspect's name, he said: "For his alleged acts of terror, Rahami will now face justice in a federal courthouse just blocks south of where he allegedly planted his bombs."Rahimi also faces state charges in New Jersey relating to a gunfight with police on Sept. 19 that ended with his arrest.Prosecutors contend that Rahimi, a U.S. citizen born in Afghanistan, was motivated by radical jihadism to set off a homemade explosive device in Chelsea that injured 31 people on Sept. 17, along with a pipe bomb near a charity running race in a New Jersey shore town that injured no one.In addition, Rahimi is charged with planting another pressure-cooker bomb in Chelsea that did not go off and with leaving several devices at a train station in Elizabeth in New Jersey.(Reporting by Nate Raymond; Writing by Scott Malone; Editing by Bernadette Baum)
