As another UNESCO vote on a resolution that omits Jewish ties to the Temple Mount in Jerusalem nears, the Palestinian delegation to the organization has threatened the international community, allegedly saying it will introduce text even harsher toward Israel if the resolution does not get full support from the world body.On Wednesday, the United Nations Educational, Scientific and Cultural Organization’s World Heritage Committee, currently convening in Paris, is set to vote on the text, which deals with alleged Israeli violations in Jerusalem’s Old City and is similar to a controversial resolution passed by the body’s executive board earlier this month.In a letter sent to the 21 member countries of the World Heritage Committee on Monday, the Palestinian and Jordanian delegations to UNESCO argue that they had made great efforts “to keep on the Jerusalem Decision consensual language” and that it had been endorsed by all members of the committee.In the letter, a copy of which was obtained by The Times of Israel, the Palestinian and Arab delegations say they learned that “a few member states are still hesitant whether they can commit to our agreement… or not.”This hesitance is seen “as a retreat from the consensual language,” the diplomats wrote. They expect their draft to be adopted by consensus and without a vote, they added.“Otherwise,” the letter continues, “the delegation of the Hashemite Kingdom of Jordan and the delegation of Palestine would and according to the rules of procedure be obliged to consider other options.”The letter does not spell out what these would be, but Israeli officials said the Palestinians, worried about recent diplomatic setbacks at UNESCO, are threatening to further harm the organization’s reputation by pushing through blatantly biased resolutions.In certain respects, the text for this week’s vote is somewhat softer in its attacks on Israel than a resolution passed last week that drew allegations of anti-Semitism and was seen in some quarters as giving the panel a black eye.For instance, unlike last week’s version, it does not call Israel an “occupying power” in Jerusalem’s Old City. Hidden away at the British Library — available for viewing only by special permission — is the original Balfour Declaration, foreign secretary Arthur James Balfour’s short but oh-so-resonant century-old letter of British government intent to revive Jewish sovereignty in the Holy Land. Also preserved, in an elegant folders kept under lock and key, is an earlier draft of the Declaration, a version that was circulated to various officials for their responses and possible amendments before the final text was issued on November 2, 1917.Even after deciding on the legitimacy of the Zionist cause — and assessing its potential advantage to British interests — the Brits, as the various drafts of the Declaration make plain, recognized the spectacular sensitivities and potential repercussions of the decision to “view with favour the establishment in Palestine of a national home for the Jewish people.”From the get-go, the British sought to square the circle — to restore Jewish statehood in the only place on earth where the Jewish people had ever been sovereign, but to do so while preserving the rights of the other communities living in the Holy Land. That effort to realize Jewish sovereign rights while also legitimizing the claims of the Arab peoples here was maintained when Britain ended its mandate and the UN in 1947 recommended partition — a revived Jewish state alongside a first-ever Palestinian state.The Arab world opposed the Balfour Declaration from day one, opposed the UN partition plan, and sought to destroy the State of Israel in 1948. And on Monday, even though the Palestine Liberation Organization ostensibly came to terms with pre-1967 Israel when Yasser Arafat entered the ill-fated Oslo process with Yitzhak Rabin a quarter-century ago, a senior member of that same PLO proclaimed the Balfour Declaration to be a criminal “colonialist project” and formally launched what he promised will be a year-long campaign designed “to remind the world and particularly Britain that they should face their historic responsibility and to atone for the big crime Britain committed against the Palestinian people.”A few months ago, the Palestinian Authority revealed it was also preparing a lawsuit against the British government over the Balfour Declaration, with the PA’s Foreign Minister Riyad al-Malki holding London responsible for all “Israeli crimes” committed since the end of the British mandate. It was Britain that had committed the original sin of paving the way for Israel’s establishment, because the Balfour Declaration, said Malki, “gave people who don’t belong there something that wasn’t theirs.”Polished Palestinian Authority politicians and spokespeople would have the world believe that their objections to Israel are centered on the occupation of the West Bank and East Jerusalem, and on the settlement enterprise — and that what they seek is an independent Palestine alongside Israel, not in place of it.Here we still are, a century later, with the Palestinian leadership branding as a ‘crime’ the start of a process that, had they accepted it, would long since have given them statehood-The Palestinians’ new campaign to highlight the ostensible illegalities and iniquities of the Balfour Declaration tells a different story. And yet here we still are, a century later, with the Palestinian leadership branding as a “crime” the start of a process that, had they accepted it, would long since have given them statehood. For the Palestinian leadership, in 2016, we Jews remain people who don’t belong there, who got something that wasn’t theirs.This is not Hamas talking, not a terrorist organization avowedly committed to destroying all vestiges of Israel. This is the supposed moderate, mainstream Palestinian leadership. The relative good guys. The hierarchy regarded internationally as responsible. The leadership with which Israel has negotiated and would negotiate.Unfortunately, there should be no great surprise about this. The same purportedly responsible Palestinian leadership, while claiming to seek a two-state solution, is relentlessly pushing resolutions through UNESCO that rewrite history to sever Judaism (and Christianity) from its holiest places in Jerusalem, and thus to discredit Jewish sovereign legitimacy. Pathetically, most UNESCO nations are abetting the farce, either failing to oppose or actually voting in support of the Palestinian mockery of historical fact. With their pusillanimous votes, these nations are thus encouraging the Palestinian intolerance of Jewish legitimacy, and, by extension, tacitly countenancing Palestinian violence against the ostensibly unrooted Jewish state.The same purportedly responsible Palestinian leadership, it might also be recalled, chose not to accept prime minister Ehud Olmert’s 2008 peace offer, which again would have given the Palestinians the viable, contiguous independent state alongside Israel that they assure the international community is all they seek.And the same purportedly responsible Palestinian leadership tirelessly uses its TV, print media and social media to incite violence against Israel and assert the illegitimacy of sovereign Israel.By continuing to expand the settlement enterprise, building homes for Jews even in West Bank areas that Israel cannot credibly envisage retaining in any peace agreement, the Netanyahu government, like almost all of its predecessors since Israel captured the territories in the 1967 war, gradually discredits those genuine Palestinian moderates who seek peace and believe it is attainable. Building homes in such areas also discredits Israel internationally — undermining the government’s claim to strive for peace and a viable two-state solution. And it harms Israel’s fundamental interest in maintaining a Jewish state and a democratic regime, since one or both of those foundational qualities will be lost if we cannot disentangle ourselves from the millions of Palestinians in the disputed territories.But when Netanyahu tells Israelis and the international community that the root cause of the Israeli-Palestinian conflict is not the settlement enterprise, as the Palestinians claim, but rather the perpetual refusal of the Palestinian leadership and populace to internalize the Jewish people’s right to sovereignty anywhere in the holy land, the Palestinians themselves provide ongoing confirmation.The Balfour Declaration sought to restore a Jewish homeland while respecting the interests of the non-Jews who share this land. Thirty years later, the UN set out a specific framework for achieving this. This was not acceptable to the Palestinians and those who spoke for them at the time, since their desire for a first-ever Palestinian state was outweighed by their hostility to the notion of a revived Jewish state alongside them. And it is all too evidently not acceptable to the Palestinian leadership now.In declaring diplomatic and legal war on the Balfour Declaration, Palestinian leaders are telling the world — to their and our enduring misfortune — that nothing has changed in 100 years, that their opposition to our state in any borders remains greater than their desire for their own independent entity. A century later, they are affirming that their refusal to share any part of this land with the Jewish people remains absolute.

An Israeli teenager was shot and killed near Mount Harif in southern Israel on Tuesday afternoon while working on the border fence with Egypt, officials said.The bullet came from across the border in Egypt, though it was not immediately clear who fired it, the army said.However, the shooting “does not appear to be connected to terror activities,” the army said in a statement.The victim was named as Nimer Bassem Abu Amar, a 15-year-old from Lakiya, a predominantly Bedouin village in southern Israel, according to the Defense Ministry.Egyptian security sources told Sky News Arabia the shots were fired during a clash between smugglers and Egyptian border guards.According to the Arabic report, the smugglers opened fire at a group of Israeli contractors during the shootout, before Egyptian forces shot back.The IDF could not confirm the claim, as details of the incident were still being investigated, a military spokesperson said.The Israeli and Egyptian militaries were working together to sort out what had happened, the IDF said.The slain teenager was employed by a civilian subcontractor hired by the Defense Ministry, who had been performing maintenance work on the fence, a spokesperson for the ministry said.The ministry did not immediately respond to requests for comment on how the minor came to be employed along the Egyptian border, but said it had “reached out to the maintenance subcontractor company” in order to get additional information.After he was shot, Abu Amar was transported by helicopter to Beersheba’s Soroka Medical Center for treatment, but succumbed to his wounds, the IDF said.This was not the first time civilian contractors employed by the Defense Ministry have been killed while working close to the border, nor was it the first 15-year-old.In 2014, a missile was fired at a group of contractors and one of the workers’ sons, who were riding in a car near the Syrian border. (Reuters) - Scientists raised the alert level for a remote Aleutian volcano on Monday after an explosion was detected on the mountain and heard by residents of a tiny village some 45 miles (72 km) away, a monitoring website said.Cleveland Volcano, a 5,676-foot (1,730-metre) peak on the uninhabited Chuginadak Island, about 940 miles (1,504 km) southwest of Anchorage, was raised to orange from yellow by the Alaska Volcano Observatory.The orange code, the second-highest on the scale, is issued when a volcano is "exhibiting heightened or escalating unrest with increased potential of eruption," according to the observatory. BRUSSELS, Today, 14:32-The EU parliament is poised to approve spending public money on military research on a large scale for the first time.MEPs on Wednesday (26 October) are voting on a proposal that seeks to fund "innovative defence technology" from 2017 over three years under a so-called Preparatory Action for Defence Research.Around €25 million per year will be set aside in annual EU budgets for an effort that aims to kick-start a multi-billion euro defence research programme in the next seven-year budget cycle starting 2021.The move signals a major shift towards granting European defence companies access to an EU budget that has so far been largely off limits for military research. Many have received grants from the EU's Horizon 2020 programme, where spending has been categorised as “security” rather than military.The 1,600-page draft 2017 EU budget proposal sets out explicit objectives.It notes, among other things, the need to launch a "large scale demonstration project" by next year to showcase "a first experimental development of new, innovative defence technology".Laetitia Sedou, EU programme officer at the Brussels-based European Network Against Arms Trade, says the EU subsidy push has been largely driven by the European Commission and the industry."There was a very strong involvement in the industry through what they call a Group of Personalities, more than half of which is made of industry who would be entitled to benefit from this funding," she said.Along with politicians like EU foreign policy chief Federica Mogherini, the Group of Personalities includes the CEOs of Airbus, Saab, BAE systems, Finmeccanica, among others. He described the three month extensions as being ”strictly limited"."It is the exception in exceptional circumstances, it is not the new normal," he said, without ruling out possible further extensions later on.EU rules allow border checks to remain in place for up to two years.All five states imposed internal checks over the summer in an effort to stem last year's migratory and asylum seeker flows from Greece. Those checks were allowed to remain in place for six months until mid-November as a response to "a serious threat and to safeguard public policy and internal security."The EU commission says the five states are still under intense pressure, despite a large drop in the number of people entering Greece when compared to last year.It argues that the "situation in Greece remains fragile" and that people, despite being largely stuck in the country, are still making their way to the EU states.The EU commission and Greece maintain around 60,000 asylum seekers are in the country although the UN puts the figure closer to 50,000. "This number will not stay in Greece forever," said Avrampolous.The commission also says the new European border and coast guard agency will not be fully operational until January next year.The agency, which is still often referred to as Frontex, will have a pool of some 1,500 border guards it can dispatch at a moment’s notice in case of an emergency."In three months, we are expecting the full operation of the European border and coast guard," said Avrampolous.The three-month lag suggests the EU commission is still hopeful to lift internal checks throughout the passport-free Schengen zone, which covers 23 EU states and Iceland, Norway, and Switzerland.It had previously stated it wanted them removed before the end of year.The EU commission's proposal will now be passed onto the Council, representing member states, for adoption.

Vatican City (AFP) - The Vatican on Tuesday urged Catholics not to scatter the ashes of the dead after cremation and instead to store them in places approved by the Church.The new guidelines published by the Church also say that the ashes of the dead should not be kept at home but should instead be kept at a cemetery or other sacred place.Doing so reduces "the risk of shielding the dead from prayers for them and the memory of their family and the Christian community", German cardinal Gerhard Ludwig Muller, the prefect of the doctrinal watchdog, told journalists."We also avoid eventually forgetting (them) and the lack of respect which can happen, especially after the passing of the first generation," he said.The Vatican first gave permission for cremation in 1963.The new guidelines come just in time for "All Souls Day" on November 2 when the faithful typically pray for the dead."The body is not the private property of the family. A dead person is a son of God. It is part of the body of Christ, it is part of God's people. It's for this reason that there is not only private rites for the deceased but it's a public ceremony," said Muller.Bishops will however be able to authorise exceptions to the new guidelines "in serious and exceptional circumstances linked to local customs and practices".The new rules also prohibit the scattering of ashes at sea, said Muller.But the guidelines will not be applied retrospectively to the relics of saints whose remains have been preserved over the centuries "to avoid provoking a war between believers", according to one of Muller's aides.

GENEVA (Reuters) - South Sudan is suffering a rise in hate speech and incitement to violence against certain ethnic groups which could result in mass atrocities if the government does not act, the U.N. High Commissioner for Human Rights said on Tuesday.Animosity between South Sudan's Dinka ethnic group and the people of its southwestern Equatoria region surged earlier this month when buses on roads south of the capital Juba were attacked as they passed through Equatoria region.The government said 21 civilians were killed in one ambush on October 8, but rumours that as many as 200 Dinka had been killed circulated on social media, followed by calls for revenge.Letters threatening violence and "elimination" of Equatorians in the north-western region of Aweil and an attack on an Equatorian humanitarian worker in Aweil town prompted the evacuation of nearly 100 humanitarian staff from the area, the statement from Zeid Ra'ad al Hussein said."Hateful ethnic rhetoric in South Sudan ... can have devastating consequences for entire communities, quickly spiralling into a cycle of revenge attacks," Zeid said in the statement.He urged President Salva Kiir, himself a Dinka, to condemn the incitement to violence and to take urgent measures to defuse the tensions. He also expressed concern over a statement by Kiir on Oct. 19 that he would personally lead military operations against the armed groups responsible for the killings in the Equatoria region.The Dinka are the biggest single ethnic group in South Sudan, but do not make up a majority of the population of 11 million people in the country which is a patchwork of dozens of tribes.Dinkas have long dominated politics and have long been accused by other groups of monopolizing top posts. KABUL (Reuters) - Divisions at the top of Afghanistan's government deepened on Tuesday after President Ashraf Ghani was forced to reject accusations by his own vice president that he was favouring members of his Pashtun ethnic group.Ghani's reaction followed incendiary comments from First Vice President General Rashid Dostum, an ethnic Uzbek with a long history of blunt speaking and a sizeable militia at his command, who said the government was wholly run by Pashtuns."Anyone who speaks Pashto is a good man," Dostum said at a press conference in the northern province of Faryab. "If he speaks Pashto and is from Logar, he is even a better person," he added, referring to Ghani's home province in eastern Afghanistan.Dostum accused a small Pashtun coterie around the president, including National Security Adviser Hanif Atmar, intelligence chief Massoom Stanekzai and chief of staff Abdul Salam Rahimi, of controlling Ghani."If they say the milk is black, the president says the milk is black," he said.The comments, which risk stoking brewing ethnic tensions, were made last week but only gained wide attention after they circulated on social media.Pashtuns are Afghanistan's largest ethnic group and have always dominated Afghan governments. EAST OF MOSUL/BAGHDAD, Iraq (Reuters) - An elite unit of the Iraqi army paused its week-long advance on Mosul as it approached the city's eastern edge on Tuesday, waiting for other U.S.-backed forces to close in on Islamic State's last major urban stronghold in Iraq.On the ninth day of the offensive on Mosul, government forces and allied Kurdish Peshmerga fighters are still fighting their way towards the outer limits of the northern city, in the early stages of an assault which could become the biggest military operation in Iraq in over a decade. (See graphic: Islamic State counter-attacks across Iraq http://tmsnrt.rs/2ezSp7I)-The first force to get near to Mosul, advancing to within two kilometres (just over a mile) of Iraq's second largest city, was the elite U.S.-trained Counter Terrorism Service (CTS).CTS troops have moved in from the east, dislodging Islamic State from a Christian region that has been empty of residents since the ultra-hardline Sunni militants took it over in 2014.The combat ahead is likely to be more difficult and deadly because of the presence of civilians. Some 1.5 million residents remain in the city and worst-case forecasts see up to a million being uprooted, according to the United Nations.U.N. aid agencies said the fighting has so far forced about 9,000 to flee their homes. Such a display could antagonise Sunnis who make up most of the population in Nineveh province around Mosul.-BATTLE FOR DESERT TOWN-Seeking to relieve pressure on their forces controlling the northern Iraqi city, Islamic State fighters who have waged counter attacks across the country battled Iraqi troops in the desert town of Rutba, 450 km (280 miles) to the southwest.Islamic State attacked Rutba on Sunday, and has been fighting since then for the town, which lies on the main highway running west from Baghdad, close to the borders with Jordan and Syria.The militants expanded the area of Rutba under their control from a third to about half Monday overnight, forcing the government to send reinforcements.Anbar province, where Rutba is located, has been a hotbed of Sunni insurgency against the Shi'ite-led government and the U.S. forces that overthrew former president Saddam Hussein, a Sunni, in 2003.The Islamci State attack on Rutba came after an assault on the Kurdish-held oil city of Kirkuk last week, which prompted local authorities to start expelling Sunni Arabs over fears there could be Islamic State sleeper cells in their midst.Hundreds of displaced Sunni Arab families who had been sheltering in the Kirkuk province from the conflict with Islamic State began moving out after authorities told them on Sunday to leave or face being forcibly expelled, humanitarian workers and residents said on Tuesday."The United Nations is very concerned about any action that could be understood as collective punishment," the UN's Grande said, adding that she was worried that the move could also set a precedent in a region riven with ethnic and sectarian divisions.About 330,000 Sunni Arabs have taken refuge in the oil-rich Kirkuk province in the last two years, after Islamic State swept through northern, central and western Iraq in 2014.Islamic State fighters stormed police stations and buildings in Kirkuk on Friday, killing about 100 security force members and civilians. Sixty-three militants also died in the heavy fighting that lasted until Sunday, when authorities restored control.The militants are suspected to have come from Hawija, a pocket still under their control west of Kirkuk, but authorities also suspect that they were assisted by sleeper cells hiding among the displaced people or even by Sunni Arab residents.Kirkuk is the most disputed area of Iraq because of its complex population mix. PARIS (Reuters) - The United States expects the campaigns against Islamic State in Mosul and Raqqa to overlap, U.S. Defense Secretary Ash Carter said on Tuesday, signaling that a push to start isolating the group's de facto capital in Syria may not be very far off.Iraqi forces are already nine days into their U.S.-backed campaign to take the city of Mosul from Islamic State, fighting their way toward the city's outer limits in what could become the biggest military operation in Iraq in over a decade.The campaign itself could last weeks or even months, allowing some leeway in timing."Yes, there will be overlap and that's part of our plan and we are prepared for that," Carter told a news conference in Paris after a gathering of 13 countries in the U.S.-led coalition fighting Islamic State.He did not offer further specifics, but his words suggested that military moves against Islamic State's stronghold in Syria might not be far off.French President Francois Hollande, addressing the meeting of defense ministers, warned the coalition needed to watch out for flows of Islamic State fighters from one besieged city to another."In these columns of people leaving Mosul will be hiding terrorists who will try to go further, to Raqqa in particular," Hollande said, calling for greater intelligence sharing to identify them.Hollande also warned that the offensive on Mosul could trigger an outflow of foreign fighters - a concern for European nations wary of attacks at home by returning Islamic State militants from Iraq and Syria."We must also be very vigilant towards the return of foreign fighters," Hollande said.The gathering came just weeks before the first anniversary of attacks in Paris last Nov. 13 by Islamic State that killed 130 people.
