Snowden: Privacy Shield won't stop US mass surveillance By Nikolaj Nielsen-SEPT 8,16-EUOBSERVER

BRUSSELS, Today, 09:25-The US government allegedly continues to engage in mass surveillance on EU citizens despite assurances under a new data-sharing pact with the EU.Edward Snowden, a former US national security agency intelligence contractor, told an audience in Brussels on Wednesday (7 September) that US government claims surveillance has been narrowed under the new EU-US Privacy Shield data sharing agreement is false."It's categorically untrue," he said via video-link from Russia, where he has been granted asylum, at an event organised by German Green MEP Jan Philipp Albrecht."Governments don't like to hold themselves out as direct liars, saying something that is attributable and falsifiable," said Snowden. The whistleblower, whose documents in 2013 revealed a US-led global digital dragnet, said that the Americans are instead twisting language in an effort to convince EU policy and lawmakers of falsehoods."They are denying they do mass surveillance, they are saying what we do do is bulk collection, which is in their world something entirely different, but in reality, in our world, it is mass surveillance," said Snowden.Privacy Shield replaced the 15-year old Safe Harbour pact, which was declared invalid by the European Court of Justice last October over broader concerns linked to US mass surveillance programmes disclosed by Snowden.Shield, for its part, is supposed to ensure the privacy rights of EU citizens whenever their data is used and then transferred to the US by companies like Google and Microsoft.Penned between the European Commission and the US Department of Commerce, the transatlantic trade of EU data is said to have been worth over €200 billion annually under the old Safe Harbour scheme.Snowden is not alone in casting doubts on the latest agreement. Top EU data protection authorities are also wary. The EU's main regulatory body on privacy, the Article 29 Data Protection Working Party, earlier this year said US commitments not to carry mass surveillance under the pact were not good enough."The possibility that is left in the Shield and its annexes for bulk collection, which if massive and indiscriminate, is not acceptable," working party chair Isabelle Falque-Pierrotin told reporters in April. The EU commission, for its part, says they have since received better assurances from the US following Falque-Pierrotin's April criticisms prior to Shield's operational launch at the start of August. Those assurances centre around signed letters from top US authorities and includes a US-based ombudsperson to help steer compliance. Some 200 US firms have since signed up to the self-certifying agreement, but many remain concerned the agreement may meet the same fate as Safe Harbour.A survey of some 600 privacy professionals in the US and EU found that only 34 percent of companies intend to use the Privacy Shield framework.Conducted by the International Association of Privacy Professionals and the consulting firm EY, the findings, published in late August, revealed that the vast majority will instead rely on other methods to transfer the data. But those other transfer methods, known as standard contractual clauses, are also on shaky legal grounds and likely to be challenged by the European Court of Justice."Companies could be left without a viable legal channel for transferring data across the Atlantic, even as hundreds of billions of dollars in trade hang in the balance," said the report.

EU-Canada passenger data deal infringes privacy: EU adviser-[Reuters]-By Julia Fioretti-September 8, 2016-YAHOONEWS

BRUSSELS (Reuters) - An agreement between the European Union and Canada to share airline passenger data that the two sides say is vital to fighting terrorism must be redrafted before it can be signed, an adviser to the top EU court said on Thursday.Parts of the deal, agreed in 2014, go against the EU Charter of Fundamental Rights, Advocate General Paolo Mengozzi said, and in most such cases, judges follow advisers' views.Mengozzi's opinion will therefore come as a blow to governments around the world, which have stepped up their arguments for data retention and sharing after a spate of militant attacks this year.EU lawmaker Timothy Kirkhope, who successfully steered so-called Passenger Name Record (PNR) legislation through the European Parliament in April, called the opinion "irresponsible", given the level of security threat.Canada welcomed the "detailed opinion" but said it would not comment until the final ruling, expected in a few months."We remain committed to continue working closely with the European Union until the ratification of a Canada-EU PNR Agreement that complies with EU fundamental rights and EU law," a government representative said.Mengozzi said the proposed agreement allowed authorities to use the passenger name records data beyond what is strictly necessary for the prevention and detection of terrorist offences and serious transnational crime. It also leaves too much leeway for Canadian authorities to transfer the data to a non-EU country's authorities, he said.Passenger name records include names, travel dates, itineraries, ticket and contact details, travel agents and other information. However, he said the agreement would be compatible with EU fundamental rights subject to certain conditions. These include sensitive data not being collected, that the offences for which data can be retained be listed exhaustively and that the number of targeted persons be limited to those who can reasonably be suspected of participating in a terrorist offense. The opinion might also bode badly for a separate commercial data transfer deal with the United States, Privacy Shield, which replaces a framework disallowed a year ago by the European Court of Justice over concerns about mass U.S. surveillance. It is widely expected to be challenged by privacy advocates.Civil rights groups and liberal politicians welcomed the opinion as a reaffirmation of the importance of privacy even when responding to security threats."For years now we have questioned the necessity and proportionality of a massive transfer of European passenger data and the legal basis for this," Dutch Member of the European Parliament, Sophie In’t Veld, said.(Editing by Louise Ireland)

Germany's Merkel says more EU centralization 'not the answer'-[Reuters]-September 8, 2016-YAHOONEWS

BERLIN (Reuters) - German Chancellor Angela Merkel on Thursday rejected further centralization within the EU after Britain's vote to leave, saying the bloc instead needed to delegate more tasks to subsidiary organizations."Centralization is definitely not the answer," Merkel told a local political event before a Sept. 16 summit in Bratislava between the 27 European Union states that will remain after Britain departs."Germany is a country that has had good experiences with the sharing out of tasks," added Merkel, who has been a strong defender of EU institutions since becoming chancellor in 2005.Donald Tusk, who chairs the EU talks, last week said the meeting would focus on the future of the EU, not Britain.Topics likely to be high on the agenda include immigration, terrorism and how to address EU citizens' concerns that globalization threatens their economic well-being.Britons voted to leave the bloc in June, hitting the pound and forcing a change of prime minister. London has yet to submit to Brussels the formal notification that will kick-start the departure process.(Reporting by Andreas Rinke, writing by Andrea Shalal; editing by John Stonestreet)

MEPs call for EU ratification of Paris agreement-By EUOBSERVER-sept 8,16

Today, 17:59-Members of the European Parliament's environment committee (Envi) urged the assembly and EU governments to quickly ratify the 2015 Paris agreement on climate change. Otherwise it may enter into force without the EU as a signatory, said Envi chair Giovanni La Via, a centre-right Italian deputy. The deal will enter into force when 55 countries that produce at least 55 percent of the world's greenhouse gas emissions ratify it.

Federalist Verhofstadt to join top table in Brexit talks By Andrew Rettman and Aleksandra Eriksson-sept 8,16-euobserver

BRUSSELS, Today, 19:00-The European Parliament has picked Belgian federalist Guy Verhofstadt to speak for it in the upcoming Brexit negotiations. The decision, announced by EP political chiefs on Wednesday (8 Thursday), prompted a slight dip in the value of the British pound amid speculation that he will take a hard line. The 63-year old former Belgian prime minister, who advocates the creation of a US-type federal state in Europe, will join Michel Barnier, a French former EU commissionner, who is to represent the European Commission, and who has a history of antagonism with the City of London.Didier Seeuws, a younger Belgian official, will represent the EU Council. An EU source told EUobserver that the two main EP groups, the centre-right EPP and the centre-left S&D, endorsed Verhofstadt, a liberal, because of how he had handled pre-referendum UK talks.“He had a good rapport with [former British PM] Cameron during the negotiations on special status. They disagreed on several issues, but they had the same, plain-speaking style”, the source said. The UK, prior to holding the referendum in June, had negotiated “special” derogations from EU law.The EU source added that the liberal Alde group was in line for a top job because the EPP and S&D had dominated other high EU posts. For his part, Philippe Lamberts, a German green MEP, said Verhofstadt was a good choice because he was a former PM who knew how the EU Council operated and because he was a “convinced European, even if I disagree with him on other issues".The Brexit talks are expected to start early next year and to revolve around access to the UK for EU workers and access to the single market for British firms. The EU exit negotiations, the first in history, are uncharted waters. They will be dominated by member states, but the EP says it has power of co-decision on the new international treaty that is to govern issues such as EU-UK trade. It also says it has to give “consent,” a majority vote, on a separate treaty enacting the UK’s EU exit, as well as on a third text - a new version of the EU treaty with all the references to the UK redacted.“The European Parliament will need to approve a possible agreement on the conditions for the UK’s departure from the EU”, Verhostadt’s group said on Thursday. It said he would “help prepare the EP position in the [Brexit] negotiations, in close consultation” with other political chiefs and relevant committees, such as the constitutional affairs committee. The EU source said no one knows yet what the Brexit talks will look like. The contact said initial negotiations are likely to take place in the EU Council building between the 28 sherpas (senior aides) from the member states, and a delegation from the EU Council’s legal services.“The legal services will tell us what’s possible and what’s not possible on technical issues,” the source said.He said the big questions will be decided at a “higher political level”, with the EU triumvirate - Barnier-Verhofstadt-Seeuws - involved.

European Central Bank: Governments must do more for economy-[Associated Press]-DAVID McHUGH-September 8, 2016-YAHOONEWS

FRANKFURT, Germany (AP) — The European Central Bank left its stimulus measures on hold Thursday and warned governments in the 19 country euro currency union that they need to do more to help the economy grow and push up inflation to healthier levels. The bank kept its key interest rates unchanged and decided against extending the duration of its existing bond-buying stimulus program.Bank President Mario Draghi seemed relatively confident about the economy and less inclined to hint at more stimulus than some analysts had expected.Instead, he used his news conference to urge governments to do their part.He said that implementation of "structural reforms" — that is, steps to make economies more business and growth-friendly — "needs to be substantially stepped up to reduce structural unemployment and boost potential output growth."He added that eurozone governments that have the capacity to spend more on investments in infrastructure should do so. He said in particular that Germany, the eurozone's biggest economy, "has fiscal space" to act.Draghi's urgings have so far largely been ignored by governments, led by Germany, that have tended to focus instead on reducing deficits. They have also been slow to heed calls to cut bureaucracy and special protections for favored professions and trades. In his effort to underline governments' responsibilities, Draghi read from this week's joint statement issued by the Group of 20 most advanced nations in which they said they were ready to use "all policy tools - monetary, fiscal and structural" to improve growth."What the ECB can do is to flag what is needed for monetary policy to be even more effective," Draghi said. He added that the G-20 statement represented governments, not central bankers, calling it "quite a powerful statement of commitment."Several analysts said that despite Draghi's more confident tone, the ECB would eventually have to take more stimulus action at its October or December meetings."Price pressures remain extremely weak and if growth continues at slow quarterly rates of 0.3 percent or less, as the business surveys now suggest, the ECB will struggle to meet its medium-term inflation goal," Jennifer McKeown, senior European economist at Capital Economics, wrote in a research note. One reason to wait may be the need for time to plan an expansion of the kinds of financial assets the ECB can buy as part of its bond-buying stimulus program. There are concerns that the program may run out of high-quality government and corporate bonds to buy.The central bank faces stubbornly low annual inflation of only 0.2 percent despite pumping 1 trillion euros ($1.1 trillion) in newly printed money into the banking system through bond purchases since March, 2015. The purchases, made at a rate of 80 billion euros a month, are set to continue at least through March, 2017 or until inflation convincingly picks up.The bank left that earliest end date unchanged. Some analysts thought the bank might commit to a longer program. The central bank's 25-member governing council also left its benchmark rate at zero and its rate on deposits from commercial banks at minus 0.4 percent. The ECB's decision to hold off more stimulus saw European stocks dip, while the euro rose, gaining 0.2 percent on the day to $1.1265.Draghi seemed relatively confident about the eurozone's modest recovery, saying the bank's outlook was for growth "at a moderate but steady pace." He also said the bank's low rates were being more effectively transmitted through the banks and credit markets, meaning more effective stimulus. The ECB staff's economic estimates showed inflation is expected to increase only gradually. They trimmed their inflation projection for next year to 1.2 percent from 1.3 percent, but left its outlook for 2018 unchanged at 1.6 percent. That indicates it sees itself getting gradually closer to its goal of just under 2 percent over the longer term. While the eurozone is enjoying moderate growth, inflation continues to lag well below target, despite a raft of stimulus measures, and unemployment is high at 10.1 percent and falling only slowly.Added uncertainty about future growth has come from the British vote June 23 to leave the European Union and its tariff-free trade zone. Britain would have to renegotiate its trade conditions with the EU over several years, and no one can say now how things will turn out. So far, economic data do not suggest a major impact.

EU extends Russia blacklist by six months By Andrew Rettman-sept 8,16-euobserver

BRUSSELS, Today, 11:25-EU ambassadors on Wednesday (7 September) decided to extend the life of a blacklist that designates top Russian officials on grounds of “actions against Ukraine's territorial integrity”.The list, which expires on 15 September, is to stay in place until 15 March next year, with EU capitals to ratify the decision by written procedure in the next few days.“It is expected that no change will be made to the list of persons and entities under restrictive measures”, an EU Council official said. The list imposes a travel ban and asset freeze on 146 Russians and Ukrainians and an asset freeze on 37 entities.Named individuals include Russian leader Vladimir Putin’s oligarch friends, top Kremlin aides, senior politicians, and Russian security chiefs. The EU official said it was extended without any debate by all 28 ambassadors. The move comes ahead of talks on future Russia relations by EU leaders at a summit in October. The EU has also imposed biting economic sanctions on Russian banks, energy firms, and arms makers. These are due to expire in January unless renewed. One EU diplomat said the UK’s decision to leave the EU has weakened the internal bloc of Russia hawks that is set to push for a renewal.“The UK already has one foot out of the door. That leaves Poland, the Baltic states, Sweden and, to an extent, Denmark, without a major ally on Russia”, the contact said.“The other Visegrad countries [the Czech Republic, Hungary, and Slovakia] are pursuing better relations with Russia, while in Germany, the SPD is trying to differentiate itself from Merkel in the run-up to elections, and that is likely to mean a more pro-Russian line”, he added. The Russia-friendly, centre-left SPD party is a member of German chancellor Angela Merkel’s ruling coalition.Merkel has taken a firm line that Russia must fully comply with the Minsk ceasefire accord in Ukraine before the EU reciprocates, but French and Italian leaders have criticised the EU sanctions regime. The accord says that "foreign" troops must leave Ukraine and Russia must hand back control off the border to Kiev. The EU diplomat said October’s talks could see EU leaders “decouple” sanctions from Minsk compliance, opening the door to sanctions relief down the line.Fighting in east Ukraine has intensified over the summer, with international monitors, the OSCE reporting 62 explosions in the Donetsk region on Wednesday and 42 in the Luhansk region.Russia denies that its soldiers are active in Ukraine. But a new investigation by Bellingcat, a British NGO, which counted the number of medals awarded to Russian soldiers during the past two years of the Ukraine conflict, indicated that “more than 10,000” Russian servicemen took part in combat operations in east Ukraine.

Groups write to Trudeau asking him to shut down NEB process pending reforms-[The Canadian Press]-September 8, 2016-YAHOONEWS

MONTREAL — The current federal review process of energy projects needs to be shut down and overhauled immediately, say more than 50 environmental and activist groups in a letter sent to the prime minister. No pipeline projects should go forward until Justin Trudeau reforms the National Energy Board (NEB), says the letter, which was also addressed to Natural Resources Minister Jim Carr. That means the current review of the Energy East pipeline proposal for Eastern Canada and the NEB's decision to accept the expansion of the Trans Mountain pipeline in Alberta and British Columbia need to be annulled, they argue."If the government wants to restore public confidence in the (review) process and they want a fair, objective and evidence-driven analysis they need to overhaul this thing," Patrick DeRochie of Environmental Defence, one of the letter's signatories, said in an interview. The activists say the NEB board members are in a conflict of interest and that First Nations communities are not being properly consulted. Moreover, they argue the review process doesn't properly explain to citizens how Canada can build pipelines and expand Alberta oilsands production while also respecting the country's greenhouse emission targets. The groups that signed the letter include Greenpeace and the Sierra Club Canada Foundation.Trudeau campaigned in 2015 on the premise that Canadians had lost confidence in the NEB process after what he claimed were years of Conservative government meddling that made pipeline approvals foregone conclusions. The Liberals put in place interim measures at the NEB — such as increased consultations with aboriginal groups — to give more legitimacy to the Energy East and Trans Mountain reviews while the government reforms the federal body."It's inconsistent to say the process is flawed, create interim measures, and then review these pipelines without going through the entire modernization process as they had promised," DeRochie said. The NEB review of TransCanada's Energy East pipeline is on hold after protesters forced the cancellation of public consultations in Montreal at the end of August.Protesters demanded that two of the three board members overseeing the proposal resign after it was revealed they had met with former Quebec premier Jean Charest when he was a paid lobbyist for TransCanada (TSX:TRP).Kinder Morgan's Trans Mountain pipeline was approved by the NEB in May and the federal government still has to make a decision on whether to proceed with it.DeRochie acknowledged that several First Nations groups accepted the Kinder Morgan proposal but pointed out that many opposed it.While he stopped short of declaring that First Nations communities should have a veto on all energy projects going through their territory, Patrick Bonin of Greenpeace Canada was unequivocal."We have to respect the right of refusal on the part of (First Nations) communities," he said. "If projects go against their interests and opinions we cannot impose them. They have suffered enough from the impacts in Alberta and British Columbia."Giuseppe Valiante, The Canadian Press.

U.S. weather forecaster says La Nina no longer likely in fall, winter-[Reuters]-September 8, 2016-YAHOONEWS

NEW YORK (Reuters) - A U.S. government weather forecaster said Thursday La Nina conditions were no longer likely to develop during the Northern Hemisphere fall and winter 2016/17, saying neutral conditions were more likely. The Climate Prediction Center (CPC), an agency of the National Weather Service, said in a monthly forecast there was a 55 to 60 percent chance of El Nino-Southern Oscillation (ENSO) neutral conditions, meaning La Nina was no longer favored to occur.Last month, CPC said La Nina conditions were slightly favored to occur, with a 55 to 60 percent chance of developing during the fall and winter of 2016/17.La Nina, which tends to occur unpredictably every two to seven years, is characterized by unusually cold temperatures in the equatorial Pacific Ocean. The CPC's predictions follow a damaging El Nino weather period. While typically less harsh than El Nino, severe La Nina occurrences have been linked to floods and droughts that can roil commodity markets. The reduced chances of La Nina will be welcomed by producers of corn and soybeans in Brazil and Argentina, where La Nina conditions can cause dry weather that hurts harvests, said Donald Keeney, senior agricultural meteorologist with Maryland-based MDA Information Systems."It would certainly benefit South America... they would see wetter conditions there," Keeney said, adding that rubber producers in Indonesia could also benefit. But the return of neutral conditions could harm cotton growers in India, the world's largest producer of the fiber. La Nina tends to boost monsoon rains, and fading La Nina forecasts have led to lower precipitation expectations.Keeney said the adjusted forecast could mean better chances of winter precipitation in drought-stricken California, but that it was too early to say for sure. The CPC first warned that La Nina could develop in February, and maintained that such conditions were likely in each monthly forecast since then.In June, the agency said there was a 75 percent chance La Nina would develop, though it lowered that outlook in subsequent months. It said Thursday the average of its models favored "borderline neutral-La Nina Conditions," but added that its more recent models more strongly favored ENSO-neutral conditions.(Reporting by Luc Cohen; Editing by Bernadette Baum)

Hermine lingers off U.S. East Coast, high winds and rain expected-[Reuters]-September 6, 2016-YAHOONEWS

(Reuters) - Hermine, a storm that raked Florida with hurricane-force winds last week, lingered on Tuesday off the U.S. East Coast where it was expected to produce heavy gusts and rain over the next two days.Forecasters warned swimmers and boaters to stay out of treacherous waters and rough surf. New York City said all public beaches would be closed through Tuesday because of "life-threatening" rip currents. At 2 a.m. EDT on Tuesday, Hermine's center was about 110 miles (175 km) southeast of the eastern tip of Long Island and expected to move northwest at about 9 mph (15 kph).Hermine was forecast to bring up to 2 inches (5 cm) of rain to Rhode Island and southern Massachusetts through Wednesday, the National Weather Service said.A tropical storm warning remained in effect from the eastern end of New York's Long Island and to Martha's Vineyard and Nantucket Island off Massachusetts. On Cape Cod and its islands, high surf and wind put a crimp in the Labor Day plans of many people looking to celebrate summer's end, but some beaches farther south reopened.Hermine was classified as a Category 1 hurricane when it slammed into Florida's Gulf Coast on Friday. It became a post-tropical storm by week's end after its winds dropped below 74 miles per hour (119 kph) and it lost its tropical characteristics. The storm, which crossed northern Florida and then moved up the Georgia and the Carolina coasts, was packing sustained surface winds of up to 65 mph (100 kph) with higher gusts, the National Weather Service said."Just because it's a post-tropical cyclone doesn't mean the impact of tropical force winds, winds in general and storm surge go away," said National Hurricane Center spokesman Dennis Feltgen. The storm has claimed at least three lives, in Florida and in North and South Carolina. The third reported death was that of a man struck by a car on a South Carolina highway on Friday as he tried to move a fallen tree, a Colleton County fire department spokesman said.Hermine became the first hurricane to make landfall in Florida in 11 years, packing winds of 80 mph (130 kph), and knocking out power to 300,000 homes and businesses.(Reporting by Brendan O'Brien in Milwaukee)

Firefighters battle wildfires in Portugal-[Reuters]-September 8, 2016-YAHOONEWS

LISBON (Reuters) - Firefighters battled blazes across Portugal on Thursday, calling in air reinforcements to help tackle the spreading flames.Eleven wildfires raged across the country, according to the civil protection service, with nine aircraft and over 400 firefighters struggling to put out the largest in Monchique in the southern Algarve region.Another major fire was blazing in the northern part of the country in Guarda, with four aircraft combating the flames. So far this year, wildfires in the Iberian country have destroyed a wooded area the size of over 130,000 soccer fields, about twice the annual average in 2008-15.(Reporting By Reuters Television and Andrei Khalip)

Avowed atheist minister should be defrocked, United Church panel urges-[The Canadian Press]-September 8, 2016-YAHOONEWS

TORONTO — An unabashedly atheist minister who does not believe in the Bible should be defrocked for her beliefs, a United Church committee has recommended in a split decision that seems likely to stir further dissent in the church. In its unprecedented report, the reviewing panel said Gretta Vosper would not be ordained were she applying today given her extreme beliefs."She is not suitable to continue in ordained ministry because she does not believe in God, Jesus Christ or the Holy Spirit," the report by the Toronto Conference interview committee states."Ms. Vosper does not recognize the primacy of scripture, she will not conduct the sacraments, and she is no longer in essential agreement with the statement of doctrine of the United Church of Canada."Vosper, 58, who has been fighting to keep her job as minister of her West Hill congregation in east-end Toronto, had no immediate comment. In June, she appeared before the committee to defend her views, arguing she was on the receiving end of a church inquisition. She argued against a "singular definition" of God and pleaded for church ministers and members to be allowed to explore and define their own ideas. The committee, however, felt Vosper had gone far too far."Although the United Church of Canada is a big tent, welcoming a diversity of theological beliefs, Ms. Vosper is so far from centre of what holds us together as a United Church that we have concluded that she is not suitable to continue as an ordained minister," the report states."The committee is not recommending any form of remediation because Ms. Vosper has been so clear and unequivocal about her beliefs."The conference's sub-executive will receive the panel report next week and Vosper and her supporters will be able to speak to its findings. The executive will then decide whether to ask the church's governing body for a formal disciplinary hearing that would ultimately decide on whether to fire her.In an interview Thursday, Rev. David Allen, the executive secretary of the Toronto Conference, acknowledged the divergent views on Vosper and whether she should be booted from the pulpit. Whatever the final determination, he said, there will be "fallout.""There will be a lot of people who are going to be disappointed and angry if that (defrocking) were to happen," Allen said."At the same time, over the months we've heard from probably an equal number of people who would be dissatisfied if she were allowed to stay."Not everyone on the interview committee, comprising 23 lay and ordained members of the church, wanted to see Vosper gone. In a dissenting view, the minority concluded that Vosper was "suitable" as a minister and should continue in her role. The church has evolved since its founding and has to continue to do so to meet the spiritual needs of Canadians, they argued."Many of Ms. Vosper's theological positions, while not in the mainstream, are not unique amongst the ministers and lay persons of the United Church," the dissenters said. "The United Church has a history of welcoming theological diversity and to find Ms. Vosper unsuitable could stifle exploration and stunt that diversity."Vosper, who was ordained in 1993, joined her West Hill congregation in 1997 and has been upfront about her beliefs for years.Things came to a head after she wrote an open letter to the church's spiritual leader following the Charlie Hebdo massacre in Paris in January 2015 in which she pointed out that belief in God can motivate bad things.Colin Perkel, The Canadian Press.

A Russian plane made an "unsafe intercept" of a US Navy spy plane flying over the Black Sea Wednesday, say US officials. The intercept this week is the latest in a series of encounters that evoke cold war posturing between Russia and the United States in the aftermath of World War II.The American plane, a Boeing P-8A Poseidon, was reportedly intercepted four times by a Russian SU-27 Flanker as it flew through international airspace. The US pilot reported one of those intercepts as particularly unsafe.US and Russian ships and planes regularly interact amicably and professionally when patrolling across international waters and skies. But this week the Russian plane got within a dangerous 10 feet of the US plane for a duration of 19 minutes, reported the Associated Press. At that range, a minor error from either pilot could have destroyed both aircraft."We have concerns when there is an unsafe maneuver like this," Navy Capt. Jeff Davis, a Pentagon spokesman, told the AP. "These actions have the potential to unnecessarily escalate tensions, and could result in a miscalculation or accident."Russian authorities say the US aircraft provoked interception when the spy plane approached its borders with its transponders off, according to Reuters. Transponder signals identify a plane's location and country of origin, and assist in preventing collisions."After the Russian fighters got close to the spy planes for visual confirmation and to determine their wing numbers, the American aircraft changed course sharply and flew away," Russian Defense Ministry Spokesman Maj. Gen. Igor Konashenkov said in a release, according to the BBC. "The Russia pilots acted in strict accordance with international rules for flights."US officials, however, insist that the US plane's transponder was active the whole time, and that the Russian pilot responded to the US aircraft in a "dangerous and unprofessional" manner. This is not the first encounter like this between US and Russian forces. The Christian Science Monitor reported an incident in April when Russian planes repeatedly buzzed a US Navy destroyer in what the commander of the US vessel called "a simulated attack."  During that incident, Russian officials also insisted that the jets were not doing anything wrong, claiming the maneuvers were "conducted in strict compliance to the international rules of airspace management over neutral waters."This latest incident occurs as tensions between the two countries remain high.In July, NATO leaders agreed to deploy military forces to Poland and various Baltic states and increase patrols to reassure former Soviet bloc allies, according to Reuters, and the US and Russia are already at odds in Ukraine and Syria. The interception over the Black Sea comes as Russia carries out military exercises in the area.

Iran sticks to nuclear deal limits agreed with world powers: U.N.Reuters]-September 8, 2016-YAHOONEWS

VIENNA (Reuters) - Iran has stayed within the limits of a nuclear deal it agreed with six world powers last year on its stockpiles of uranium and heavy water, two chemicals that could be used in an atomic weapons program, the U.N. nuclear agency said on Thursday. In exchange for sanctions relief, Iran in 2015 committed to keeping its stockpile of uranium enriched to up to 3.67 percent purity below 300 kg (662 pounds) and its stock of heavy water, a non-radioactive product, at less than 130 metric tonnes."Throughout the reporting period, Iran had no more than 130 metric tonnes of heavy water... Iran's total (low) enriched uranium stockpile did not exceed 300 kg," the International Atomic Energy Agency (IAEA) said in a quarterly report on Iran. The IAEA is in charge of policing the nuclear deal.(Reporting by Shadia Nasralla; Editing by Louise Ireland)

UN nuclear report on Iran hints at potential problem-[Associated Press]-GEORGE JAHN-September 8, 2016-YAHOONEWS

VIENNA (AP) — The U.N. agency monitoring the Iran-six power nuclear pact is reporting no clear violations of the agreement meant to crimp the ability of Tehran to make atomic arms. But in one area of potential concern, Thursday's report said Iran had begun manufacturing rotor tubes for centrifuges, machines used to enrich uranium.Iran is allowed to make such parts but there are limitations. For the 5,060 centrifuges now producing limited amounts of fuel-grade enriched uranium, Tehran must use spare parts stripped from old machines. Parts for more advanced centrifuges would fall under even tighter regulations. The confidential report obtained by The Associated Press said "related technical discussions" on the issue are ongoing.Depending on its enrichment level, uranium has a variety of uses ranging from reactor fuel to fissile warhead cores.

Lavrov, Kerry discuss possible U.S.-Russia cooperation in Syria-[Reuters]-September 8, 2016-YAHOONEWS

MOSCOW (Reuters) - Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State John Kerry on Thursday discussed possible cooperation between the two nations to defeat terrorist groups active in Syria, the Russian Foreign Ministry said. The phone conversation followed discussions on Syria between Russian President Vladimir Putin and his U.S. counterpart Barack Obama in China earlier this week, the ministry said.Lavrov and Kerry also discussed potential cooperation to facilitate deliveries of humanitarian aid and achieve a political resolution to the Syria crisis. It was still unclear if Lavrov and Kerry would meet in Geneva on Sept. 8-9, as originally planned. The Kremlin said earlier on Thursday Russia and the United States have not yet finalised work on a mutually acceptable agreement to resolve the crisis in Syria, and a compromise was needed on a small number of issues.(Reporting by Jack Stubbs; Writing by Dmitry Solovyov)

Fight for Iraqi city of Mosul may begin 'soon': U.S. military official-[Reuters]-September 8, 2016-YAHOONEWS

WASHINGTON (Reuters) - The coalition fighting Islamic State will have to begin the fight for Mosul soon to meet Iraq's aim of freeing the city by the end of the year, a U.S. military official said on Thursday, but he declined to say if the offensive would begin in a month. The Wall Street Journal reported on Thursday that Lieutenant General Stephen Townsend, who took over last month as commander of U.S. operations against Islamic State, predicted in an interview that the battle for Mosul would begin before early October."Ultimately, if the desire is to try to get it done around the end of the year, we're going to have to start soon," Air Force Colonel John Dorrian, a spokesman for U.S. forces in Iraq, told a Pentagon briefing. But he declined to confirm an October timeline.(Reporting by Idrees Ali; Writing by David Alexander; Editing by Mohammad Zargham)

Merkel allies say Germany must favour Christian migrants-[AFP]-Frank Zeller-September 8, 2016-YAHOONEWS

Berlin (AFP) - German Chancellor Angela Merkel's conservative Bavarian allies sparked anger Thursday by calling for tougher immigration rules that would favour migrants from Europe's "Christian-occidental cultural sphere".The Christian Social Union (CSU) in a party paper also demanded a ban on Muslim facial veils, an end to dual citizenship, iron-clad rules that newcomers socially integrate and learn German, as well as an upper limit of 200,000 asylum seekers a year. The party -- which has fervently attacked Merkel's liberal stance on refugees that welcomed a million asylum seekers into the EU's top economy last year -- plans to present the paper, seen by AFP and widely reported on in Germany, at a two-day party meeting starting Friday. The move comes days after the right-wing populist and anti-immigration Alternative for Germany (AfD) beat Merkel's party in a state vote, and about a year before Germany expects to hold national elections.Merkel, whose long-stellar approval ratings have taken a dive amid the refugee crisis, on Wednesday warned all political parties against a race to the bottom where they adopt the rhetoric of the anti-Islam AfD.But her coalition allies from the CSU, based in the deeply conservative and mainly Catholic southern Bavaria region, did not pull their punches in the five-page paper."Germany must stay Germany," declared the paper. "We are against our welcoming country being changed through migration and waves of refugees."- 'Find another country' -A mass influx like the one seen a year ago, when thousands of refugees entered Germany through Bavaria every day, "must under no circumstances be repeated," it argued. From now, demanded the CSU, Germany must set an upper limit of accepting 200,000 refugees a year and otherwise give preference to migrants "from our Christian-occidental cultural sphere".It added that "a state must decide by itself whom it accepts -- it's not the migrants who decide".It also wants to ban the full-face burqa covering, calling it "a uniform of Islamism, a huge barrier to integration and a symbol of the repression of women that is unacceptable in our culture"."Those who don't want to live without the burqa and niqab should find another country," it said. The party also reiterated its long-standing opposition to admitting Turkey into the EU, or granting its citizens eased visa conditions to the bloc as part of a deal to halt the refugee flows to Europe. The paper echoes some of the key demands of the AfD and even the far-right street movement Pegida, short for Patriotic Europeans Against the Islamisation of the Occident.Criticism rained down quickly, with opposition Greens party leader Simone Peter charging that the CSU was seeking to become "the Bavarian sister party of the AfD".Lawmaker Jan Korte of far-left party Die Linke charged that the paper was "irresponsible, backward-looking and brimming with hypocrisy".The idea of selecting migrants by cultural background was "racist", he added, charging that the CSU was ignoring the German constitution and international human rights conventions.- 'Physical, verbal attacks' -Amid the mass influx to Germany, crimes against foreigners -- including assaults, online hate speech and arson attacks at refugee shelters -- have risen sharply. The number of "physical and verbal attacks" against Muslims had increased "in an unprecedented way", said the head of the advocacy group Central Council of Muslims, Aiman Mazyek.Attacks against mosques and their congregations had multiplied, as had racial slurs spread on social media, he told the Welt daily.Mazyek defended Merkel against claims her liberal migrant policy was to blame for the rise of the AfD, which is now represented on the opposition benches in nine of Germany's 16 state assemblies."Those who blame the chancellor's refugee policies alone for the AfD's poll success ignore the deep rooted racist resentments in our society," he said.

Syrians on haj pray for peace; Damascus says Riyadh plays politics-[Reuters]-By Dahlia Nehme-September 8, 2016-YAHOONEWS

MECCA, Saudi Arabia (Reuters) - Syrians from territory held by opposing sides in the civil war prayed together for peace as they flew to Mecca for the haj, even as President Bashar al-Assad's government accused Saudi Arabia of politicizing the annual Muslim pilgrimage.Riyadh has no diplomatic ties with Damascus and requires Syrians seeking to make the haj to obtain visas in third countries through a committee controlled by the Syrian National Coalition (SNC), an anti-Assad opposition body."Saudi Arabia now does not deal with the legitimate government (in Syria) but rather with individuals who are not recognized, and thus the responsibility for protecting these people falls on the Saudi government," Sheikh Ahmed al-Jazaily, an advisor at Syria's Islamic Affairs ministry, told Reuters by telephone.Tamam al-Khatib, an SNC official, said Saudi Arabia gave the group 9,000 visas for Syrian pilgrims residing in Lebanon, Jordan, Egypt and Turkey. For Syria, which had 23 million people before the war, that is far less than its usual quota of 1,000 visas per million Muslims, Jazaily said. All able-bodied Muslims who have the means are expected to make the pilgrimage once in their lifetimes.Whichever side they came from, Syrians on board a flight from Beirut to Mecca made no mention of their differences and said the pilgrimage transcended politics.Safaa, 40, said she had traveled from government-controlled Damascus with her parents, her sister, her brother and his wife, despite the difficulty of arranging the trip."All our friends and relatives in Damascus asked us to make special prayers for them while in the Grand Mosque," said Safaa, wearing the seamless white cloth all pilgrims must use during haj. "God willing, we will pray for them and all of Syria."Mariam, 60, made the journey from Talfita, an opposition-held village north of the Syrian capital."We left the war and suffering and came to haj. By God ... I long to see the Prophet," she said, as her cousin Khadra gazed at white clouds and the yellow desert below. "May God give Syria a remission."None of the Syrian pilgrims who spoke to Reuters on the flight would give their surnames, to protect relatives back home. Nor would any say which side they support in the five year conflict, which has killed hundreds of thousands of people and made 11 million Syrians homeless.Open discussion of politics is traditionally barred during the haj. However, Reuters met only members of Syria's Sunni Muslim majority on the flight; there appeared to be no members of Assad's minority Alawite sect, an offshoot of Shi'ite Islam, many of whose adherents see Saudi Arabia as a sectarian enemy.Jazaily, the Syrian government advisor, said Damascus would not block Syrians from taking part in the haj, but would not be able to offer them protection."From our side, we are not stopping anybody from going to haj," he said. "But if a pilgrim goes on his own, are his rights protected? If they faced a problem, where will they turn?"(Editing by Sami Aboudi, William Maclean and Peter Graff)

"What is Aleppo?" asks U.S. Libertarian Party candidate-[By Doina Chiacu]-September 8, 2016-YAHOONEWS

WASHINGTON (Reuters) - Libertarian Party presidential candidate Gary Johnson framed an embarrassing lapse on foreign affairs as simple human error on Thursday after he responded to a question about a flashpoint in the Syrian civil war by asking, "What is Aleppo?"The gaffe came during an MSNBC interview about the continuing battle for Syria's biggest city, Aleppo, which has been divided for years into government and rebel sectors and has been in the news daily in recent weeks."What would you do, if you were elected, about Aleppo," Johnson was asked."About Aleppo. And what is Aleppo?" he responded."You're kidding?" the MSNBC interviewer said."No," Johnson said."Aleppo is in Syria. ... It's the epicenter of the refugee crisis," the interviewer said."OK, got it. Got it," Johnson said. The embarrassing exchange followed a forum on Wednesday night in which Democratic candidate Hillary Clinton and Republican rival Donald Trump sought to showcase their national security and defense credentials.Johnson, a former Republican governor of New Mexico, has been trying to turn the two major candidates' low approval ratings to his advantage in the race to win the Nov. 8 election. However, he has just 8.6 support in the current average of opinion polls by website RealClearPolitics in a matchup with Clinton, Trump, and Green Party candidate Jill Stein. While the Libertarian Party has long rejected U.S. military intervention abroad, the candidate's failure to recognize one of the most troubled spots in the Middle East drew ridicule and prompted speculation that his campaign was essentially over.Clinton, asked at a news conference about Johnson's remarks, laughed and quipped, "You can look on the map and find Aleppo."In a statement after the MSNBC interview, Johnson said the mistake showed he was human and explained that, when asked about Aleppo, he was thinking of an acronym and not the Syrian war."Can I name every city in Syria? No. Should I have identified Aleppo? Yes. Do I understand its significance? Yes," he said.In the 2012 presidential election, Johnson set a record for most votes won by a Libertarian candidate - about 1 percent of the popular vote - and was aiming to attract disaffected Republicans and Democrats to sustain steady growth in the party. The Libertarian agenda promotes civil liberties and a small-government agenda. Johnson has pledged to cut spending, stick to conservative fiscal policies and legalize marijuana.Appearing on ABC's talk show "The View" later, Johnson reacted mildly to suggestions the gaffe would kill his campaign. "I guess people will have to make that judgment," he said.(Additional reporting by Susan Heavey; Editing by Frances Kerry and Jonathan Oatis)

Kurdish role a sticking point as U.S., Turkey discuss Raqqa operation-[Reuters]-By Phil Stewart-September 8, 2016-YAHOONEWS

LONDON (Reuters) - Turkey supports a planned operation to drive Islamic State out of its Syrian stronghold of Raqqa but U.S.-backed Kurdish militia fighters should not be at the core of it, Turkish Defence Minister Fikri Isik said on Thursday.Turkey launched its first major military incursion into Syria just over two weeks ago. Washington has said it supports the effort to push back Islamic State, but the two NATO allies remain at odds over the role Kurdish fighters should play. The United States sees the Syrian Kurdish YPG as a useful ally in the fight against the jihadists. But Turkey views them as a hostile force, an extension of Kurdish militants who have waged a three-decade insurgency on its own soil.Speaking to Reuters after a meeting with U.S. Defense Secretary Ash Carter in London, Isik said YPG fighters should not be at the heart of any bid to seize Raqqa."What Turkey focuses and insists on is that instead of solely the YPG forces, the operations must be conducted, as the core of the operatives, by the local people of the region, instead of the YPG," he said in an interview."Turkey will not allow YPG forces to extend their territory and gain power by using the Daesh operations as an excuse," he said, using an acronym for Islamic State.Turkey and the United States are already at odds over control of another town, Manbij, some 30 km (20 miles) south of the Turkish border, which was captured last month from Islamic State by a U.S.-backed coalition that includes the YPG.Turkey has insisted that the Kurdish fighters pull back east of the Euphrates river following the operation, and warned that they will be legitimate targets for Turkish forces and the Syrian rebels Turkey backs if they fail to do so.-CONTROLLING BORDER WITH TURKEY-Carter told reporters that YPG fighters had already pulled out of Manbij and pledged to stay east of the Euphrates, but Isik said they had yet to fully do so.Turkey fears that by advancing westwards from the Euphrates the Kurds would control unbroken tracts of borderland."We are expecting this pledge to be fulfilled. However the information we are receiving from our intelligence units and local sources indicate that YPG forces have not retreated to the east of the river. They are still present in the area," he said.Turkey would seek no other objective around Manbij other than the retreat of the YPG forces, Isik said.Turkey's incursion into Syria came after it had called in vain for several years for world powers to help create a "safe zone" along the Syrian border, with the aim of clearing out Islamic State and Kurdish fighters and of stemming a wave of migration that has caused tension with Europe.Western allies have so far balked at the idea, saying it would require a significant ground force and planes to patrol a "no-fly zone", a major commitment in such a crowded and messy battlefield.Turkish Foreign Minister Mevlut Cavusoglu told a joint news conference with his Saudi counterpart on Thursday that Turkish forces would nonetheless continue "north to south".In London, Carter assured the Turkish defense minister of continued U.S. support for Turkey's efforts to clear Islamic State from its borders. The two men also discussed the importance of local forces being at the center of any Raqqa operation, the Pentagon said in a statement.(Reporting by Phil Stewart; Writing by Nick Tattersall; editing by Ralph Boulton)

Two 'radicalised' women sought over gas cylinders in Paris car-[AFP]-Sophie Deviller-September 8, 2016-YAHOONEWS

Paris (AFP) - French police were searching Thursday for two "radicalised" women linked to a car containing six gas cylinders found near the Notre Dame cathedral in central Paris.Four people -- two brothers and their girlfriends -- are currently in custody over the discovery, a source close to the probe also said.A 34-year-old man and a 29-year-old woman, the first couple arrested, have been held since Tuesday and are known to the security services for links to radical Islamists. The man's brother and his girlfriend, both aged 26, were arrested late Wednesday, the source said. The two women being sought are the daughters of the owner of the grey Peugeot 607 that was found abandoned on Sunday near Notre Dame, which draws millions of visitors every year. They have both been described as "radicalised".France is on high alert following a string of jihadist attacks, including last November's coordinated bloodshed in which Islamic State extremists killed 130 people.Speaking on Thursday, President Francois Hollande referred to attack plots that have been foiled "in recent days", without elaborating.A bar employee working near Notre Dame raised the alert after noticing a gas cylinder on the back seat of the car, police said. The car had no number plates and its hazard lights were flashing.Although the cylinder on the back seat was empty, five full cylinders were discovered in the boot of the car.Three bottles of diesel fuel were also discovered in the vehicle, but police found no detonators.- 'Strange method' -"If it was an attack plot, the method was very strange," a police source said Thursday.Photographs of the car after it was discovered showed its boot open and the gas cylinders placed on the ground in a quiet side street opposite the cathedral.Interior Minister Bernard Cazeneuve said on Wednesday the intentions of those arrested were as yet unknown.Hollande's comments followed a deadly summer in France in which 86 people were killed when a truck ploughed into a Bastille Day crowd in the southern resort of Nice.IS said the truck was driven by one of its followers.Less than two weeks later, two young jihadists murdered a priest near the northern city of Rouen. In May, the head of France's DGSI domestic intelligence service, Patrick Calvar, warned of a "new form of attack" in which explosive devices would be left near sites that attract large crowds.French security services are particularly worried about the danger posed by extremists returning from Syria after fighting with IS forces.Around 700 French nationals are still in Syria, France's top prosecutor said last week.

Arab ministers condemn Khamenei attack on Saudi-[AFP]-September 8, 2016-YAHOONEWS

Cairo (AFP) - Arab foreign ministers weighed in Thursday on a bitter dispute between Tehran and Riyadh over the hajj pilgrimage, after Iran's supreme leader questioned Saudi Arabia's management of Islam's holiest site."The council of Arab foreign ministers condemns the bellicose, inciting statements by the supreme leader, (Ali) Khamenei," the ministers said in a statement after a meeting in Cairo where the Arab League is based."The language used in (Khamenei's) statements is inappropriate for the highest authority in the Islamic Republic of Iran," they said.Iranians have been blocked from attending the pilgrimage to Mecca that starts on Saturday, after talks on logistics to avoid a repeat of last year's deadly stampede in the holy city foundered. The stampede killed 2,300 pilgrims, including hundreds of Iranians.Khamenei on Monday denounced the "incompetence" of the Saudi royal family as he met with families of victims of last year's stampede."This incident proves once again that this cursed, evil family does not deserve to be in charge and manage the holy sites," located in western Saudi Arabia, Khamenei said.Saudi Arabia's most senior cleric, Grand Mufti Abdulaziz al-Sheikh, has also waded in, telling the Makkah daily on Tuesday: "We must understand these are not Muslims, they are children of Magi and their hostility towards Muslims is an old one."The reference to the Zoroastrian religion that prevailed in Iran before Islam is used by fundamentalist Sunnis as an insult against Iranians.Relations between Shiite Iran and ultraconservative Sunni Saudi Arabia were already tense before the regional rivals started trading caustic remarks ahead of the annual pilgrimage.

Muslims crowd Mecca ahead of hajj-[AFP]-September 8, 2016-YAHOONEWS

Mecca (Saudi Arabia) (AFP) - Close to 1.5 million Muslims from around the world had descended Thursday on Saudi Arabia for the annual hajj pilgrimage, undeterred by last year's stampede disaster but with Iranians absent. As temperatures exceeded 40C (105F), pilgrims crowded into Mecca's sprawling, air-conditioned Grand Mosque complex to walk around the Kaaba -- the black cube that Muslims across the globe face while they pray.In one of the first rites of hajj, which formally starts on Saturday, white-clad pilgrims take their turn circling the Kaaba in a procession that continues 24 hours a day.Pilgrims who cannot walk are pushed around the mosque in wheelchairs by workers.Regularly-spaced taps provide thirsty pilgrims with spring water, and visitors can eat under large fast food signs at a commercial centre inside the complex, where they are also able to shop. But as soon as loudspeakers sound the call to prayer, the shops are shuttered and the faithful line up to worship.Outside at all the Grand Mosque's entrances, Saudi police control the movement of pilgrims between green plastic barriers.Step out of line, and a policeman calls through a megaphone to order them back into place. At prayer time, access to the Kaaba is suspended and the walk around it is stopped to avoid overcrowding. It is one of several safety measures authorities say they have implemented after, according to data from foreign officials, close to 2,300 pilgrims died during the hajj stoning ritual last year. The stampede and security had been on the mind of a pilgrim from Ivory Coast, who gave her name only as Mrs Coulibaly, 49."But since arriving at the airport we have been taken charge of and well supervised. So I feel at ease and totally dedicated to my prayers," she said. For the first time in almost three decades Iranians will not join the pilgrimage after talks between Tehran and Riyadh on logistics and security fell apart in May.Iran sent 60,000 pilgrims last year, and claimed the largest number of stampede fatalities, at 464.Sunni-dominated Saudi Arabia and Shiite Iran are regional rivals who have had no diplomatic relations since early this year. They are at odds over a number of regional issues including Syria and Yemen.Verbal sparring between the two Islamic powers has intensified ahead of this year's pilgrimage.

Former pope Benedict thanks God for retirement-[AFP]-September 8, 2016-YAHOONEWS

Berlin (AFP) - Retired pope Benedict XVI says he has no regrets about his 2013 decision to retire and thanks God for enabling him to recover his "freedom" from the responsibilities associated with leading the world's 1.2 billion Catholics."I thank God that this responsibility, which I could no longer bear, no longer weighs upon me and that I can in all humility move forward with Him, that I can live with friends and friends can visit me more," Benedict, 89, says in an extract from "Final Conversations", a series of interviews with German journalist Peter Seewald. In the work to appear Friday the former pontiff says that "of course it wasn't easy" to take the decision to become the first pope to retire in seven centuries. But the erstwhile Joseph Ratzinger insisted that "it was the right moment" to step down.He explained that the decision stemmed from a March 2012 visit to Mexico and Cuba during which he realised he no longer had the strength to oversee World Youth Day celebrations in Rio the following year. After he stepped down it was successor Pope Francis who led celebrations for three million faithful on Copacabana Beach.Seewald told German news weekly Die Zeit, in an article which appeared Thursday, that Ratzinger "fell in love... in a very serious way" as a student. But his collection of interviews do not contain any revelations on the scandal of paedophile priests, although Ratzinger indicates that he would "deal with things straight away" if he did get wind of an issue that required action.Benedict admitted he had initial reservations on the choice of Pope Francis, Argentine Jorge Bergoglio, to succeed him."I was uncertain to begin with. But then I saw how he speaks with God, with men -- and I was very happy."He also told Seewald that he felt he himself had "perhaps not been enough among men" during his stewardship and found Francis' direct style of engagement "very good."Even so, "I do of course ask myself how long he will keep it up... because that requires a lot of energy."

THE 3RD DREAM I HAD A WOMAN LEADING THE WHOLE SITUATION.THIS WOMAN COULD BE ATORNEY GENERAL LORETTA LYNCH.

THEIR WERE 2 MEN UNDER THIS LEADER.THE 2 MEN COULD BE BARACK HUSEIN OBAMA AND BILL CLINTON.

AND THEIR WAS ALSO 2 OTHER WOMEN UNDER THE WOMEN LEADER ALSO.THE 2 WOMEN COULD BE HILLARY CLINTON AND HUMA ABEDIN.

AND IF I WOULD BE CORRECT ABOUT THESE 5 LEADERS. UNDER THIS PROGRAM THEY ALL LEAD. CITIZENS WILL BE PUT IN ROOMS IN ALPHEBETICAL ORDER OF THEIR NAMES. THE ONLY NAME I SEEN IN THE DREAM WAS ASSADS. SO MAYBE THESE 5 LEADERS WOULD BE SETTING UP SOME DETENTION CENTER TO PUT CAPTIVES IN ROOMS WITH THEIR NAMES IN ALPHABETICAL ORDER. AND IF ASSAD WOULD BE INVOLVED. THAT WOULD MEAN LYNCH-BOTH CLINTONS-OBAMA-AND ABEDIN WOULD BE WORKING WITH ASSAD AND THE MUSLIMS TO DETAIN AMERICAN CITIZENS MOST LIKELY IN FEMA CAMPS IN SEPARATE ROOMS WITH THEIR NAMES IN ALPHEBETICAL ORDER. AND SINCE BEGLEY TOLD US THIS CRUE IS WATCHING ALTERNATIVE MEDIA AND TRYING TO DESTROY THEM. CLINTON SAID IF SHES PRESIDENT.SHE WOULD LIKE TO GET RID OF BREITBART. SO PUTTING ALL THESE ALTERNATIVE MEDIA PEOPLE IN FEMA CAMPS MAKES PERFECT SENSE. BY THE WAY THE LIBERAL-DEMOCRAT-PROGRESSIVES HATE THE ALTERNATIVE MEDIA AND CHRISTIANS. AND SINCE THE NEXT JUDGEMENT ON AMERICA SHOULD BE THAT IT GOES INTO CAPTIVITY FOR ALL ITS SINS. THIS WOULD FIT IN PERFECT WITH MY 3 DREAMS FROM JULY 28TH TO AUG 05,16-LAST MONTH.OH I FORGOT TO MENTION ALL 5 ARE HEAVILY MUSLIM SUCK UPS.SO I MAY HAVE THE RIGHT 5 BEHIND THIS FEMA CAMP IMPOUNDING OF AMERICANS IF MY 3 DREAMS ARE ABOUT IT.THE 5 LEADERS WOULD DETAIN THE AMERICAN CITIZENS IN FEMA CAMPS.THE MUSLIMS INVOLVED WOULD BEHEAD THE DETAINEES FOR THE 5 LEADERS IN ALPHEBETICAL ORDER OF THEIR LAST NAME.AND THIS WOULD GET RID OF THE USELESS EATERS ALTERNATIVE MEDIA.THE 5 LEADERS WOULD SAY. OF COURSE THE CITIZENS WOULD DIE FOR THE GOOD OF THE EARTH.AND TO CONTROL THE POPULATION.

THE DOW WAS DOWN 11 POINTS WEDNESDAY.-YESTERDAY.

JEWISH KING JESUS IS COMING AT THE RAPTURE FOR US IN THE CLOUDS-DON'T MISS IT FOR THE WORLD.THE BIBLE TAKEN LITERALLY- WHEN THE PLAIN SENSE MAKES GOOD SENSE-SEEK NO OTHER SENSE-LEST YOU END UP IN NONSENSE.GET SAVED NOW- CALL ON JESUS TODAY.THE ONLY SAVIOR OF THE WHOLE EARTH - NO OTHER. 1 COR 15:23-JESUS THE FIRST FRUITS-CHRISTIANS RAPTURED TO JESUS-FIRST FRUITS OF THE SPIRIT-23 But every man in his own order: Christ the firstfruits; afterward they that are Christ’s at his coming.ROMANS 8:23 And not only they, but ourselves also, which have the firstfruits of the Spirit, even we ourselves groan within ourselves, waiting for the adoption, to wit, the redemption of our body.(THE PRE-TRIB RAPTURE)

HOARDING OF GOLD AND SILVER

JAMES 5:1-3
1 Go to now, ye rich men, weep and howl for your miseries that shall come upon you.
2 Your riches are corrupted, and your garments are motheaten.
3 Your gold and silver is cankered; and the rust of them shall be a witness against you, and shall eat your flesh as it were fire. Ye have heaped treasure together for the last days.

REVELATION 18:10,17,19

17 For in one hour so great riches is come to nought. And every shipmaster, and all the company in ships, and sailors, and as many as trade by sea, stood afar off,
19 And they cast dust on their heads, and cried, weeping and wailing, saying, Alas, alas that great city, wherein were made rich all that had ships in the sea by reason of her costliness! for in one hour is she made desolate.

EZEKIEL 7:19
19 They shall cast their silver in the streets, and their gold shall be removed:(CONFISCATED) their silver and their gold shall not be able to deliver them in the day of the wrath of the LORD: they shall not satisfy their souls, neither fill their bowels: because it is the stumblingblock of their iniquity.

LUKE 2:1-3
1 And it came to pass in those days, that there went out a decree from Caesar Augustus, that all the world should be taxed.
2  (And this taxing was first made when Cyrenius was governor of Syria.)
3  And all went to be taxed, every one into his own city.

REVELATION 13:16-18
16 And he(THE FALSE POPE WHO DEFECTED FROM THE CHRISTIAN FAITH) causeth all,(IN THE WORLD ) both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:(MICROCHIP IMPLANT)
17 And that no man might buy or sell, save he that had the mark,(MICROCHIP IMPLANT) or the name of the beast,(WORLD DICTATORS NAME INGRAVED ON YOUR SKIN OR TATTOOED ON YOU OR IN THE MICROCHIP IMPLANT) or the number of his name.(THE NUMBERS OF HIS NAME INGRAVED IN THE MICROCHIP IMLPLANT)-(ALL THESE WILL TELL THE WORLD DICTATOR THAT YOUR WITH HIM AND AGAINST KING JESUS-GOD)
18 Here is wisdom. Let him that hath understanding count the number of the beast:(WORLD LEADER) for it is the number of a man; and his number is Six hundred threescore and six.(6-6-6) A NUMBER SYSTEM (6006006)OR(60020202006)(SOME KIND OF NUMBER IMPLANTED IN THE MICROCHIP THAT TELLS THE WORLD DICTATOR AND THE NEW WORLD ORDER THAT YOU GIVE YOUR TOTAL ALLIGIENCE TO HIM AND NOT JESUS)(ITS AN ETERNAL DECISION YOU MAKE)(YOU CHOOSE YOUR OWN DESTINY)(YOU TAKE THE DICTATORS NAME OR NUMBER UNDER YOUR SKIN,YOUR DOOMED TO THE LAKE OF FIRE AND TORMENTS FOREVER,NEVER ENDING MEANT ONLY FOR SATAN AND HIS ANGELS,NOT HUMAN BEINGS).OR YOU REFUSE THE MICROCHIP IMPLANT AND GO ON THE SIDE OF KING JESUS AND RULE FOREVER WITH HIM ON EARTH.YOU CHOOSE,ITS YOUR DECISION.

1 KINGS 10:13-14
13  And king Solomon gave unto the queen of Sheba all her desire, whatsoever she asked, beside that which Solomon gave her of his royal bounty. So she turned and went to her own country, she and her servants.
14  Now the weight of gold that came to Solomon in one year was six hundred threescore and six talents of gold,

GENESIS 49:16-17
16  Dan shall judge his people, as one of the tribes of Israel.
17  Dan shall be a serpent by the way, an adder in the path, that biteth the horse heels, so that his rider shall fall backward.

REVELATION 6:5-6
5 And when he had opened the third seal, I heard the third beast say, Come and see. And I beheld, and lo a black horse; and he that sat on him had a pair of balances in his hand.
6 And I heard a voice in the midst of the four beasts say, A measure of wheat for a penny, and three measures of barley for a penny; and see thou hurt not the oil and the wine.(A DAYS WAGES FOR A LOAF OF BREAD)

EARTHQUAKES

EZEKIEL 37:7,11-14
7  So I prophesied as I was commanded: and as I prophesied, there was a noise, and behold a shaking, and the bones came together, bone to his bone.(POSSIBLE QUAKE BRINGS ISRAEL BACK TO LIFE-SO NOISE AND SHAKING-QUAKES WILL ALSO DESTROY ISRAELS ENEMIES)
11  Then he said unto me, Son of man, these bones are the whole house of Israel: behold, they say, Our bones are dried, and our hope is lost: we are cut off for our parts.
12  Therefore prophesy and say unto them, Thus saith the Lord GOD; Behold, O my people, I will open your graves, and cause you to come up out of your graves, and bring you into the land of Israel.
13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,
14  And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the LORD have spoken it, and performed it, saith the LORD.

MATTHEW 24:7-8

8 All these are the beginning of sorrows.

MARK 13:8
8 For nation shall rise against nation, and kingdom against kingdom:(ETHNIC GROUP AGAINST ETHNIC GROUP) and there shall be earthquakes in divers places, and there shall be famines and troubles: these are the beginnings of sorrows.

LUKE 21:11
11 And great earthquakes shall be in divers places,(DIFFERNT PLACES AT THE SAME TIME) and famines, and pestilences; and fearful sights and great signs shall there be from heaven.

PM to Dutch MPs: Palestinians won’t accept Israel’s existence-In Holland, Netanyahu says Europe protected by Jewish state’s self-defense; is snubbed by pro-Palestinian lawmaker at meet-and-greet-By Times of Israel staff September 7, 2016, 4:13 pm

Prime Minister Benjamin Netanyahu lashed out Wednesday at the Palestinian Authority, telling reporters during a state visit to the Netherlands that the PA celebrated terror and refused to recognize Israel.“The Palestinians want Acre, Jaffa and Tel Aviv,” he said, according to quotes reported by Israel National News and confirmed by Netanyahu’s spokesman. “The Palestinians and [PA President Mahmoud] Abbas won’t agree to the existence of Israel. The Palestinians celebrate murderous terror around the world, and in Israel they name their streets after murderers,” he said. While Abbas has refused Netanyahu’s demand to publicly recognize Israel as a Jewish state, the PA has recognized Israel’s existence and backs a peace deal based on a two-state solution. Abbas has refused to engage in talks, however, until Israel ceases all building over the Green Line, including in Jerusalem, and releases the last group of Palestinian prisoners whose release was part of the 2014 talks between Israel and the PA.Netanyahu also said settlements were not the cause of the conflict, but rather the fact there was an Israel at all.“Their problem is not the West Bank, it’s our very existence,” he insisted.Netanyahu met Wednesday with senior Dutch politicians, including Dutch Senate President Ankie Broekers-Knol, House of Representatives Speaker Khadija Arib and members of the House of Representatives Foreign Affairs Committee. He told the lawmakers that “in many respects” Israel’s defense of itself was a defense of Europe, too.“Israel doesn’t only protect itself, but also protects Europe,” he said. “Israel is the most stable actor in the Middle East and the most stabilizing force in the Middle East.”House Foreign Affairs Committee Chair Angelien Eijsink concluded the meeting by saying the close relations between the two countries were based on shared values, according to a statement from Netanyahu’s office. As Netanyahu greeted a group of Dutch lawmakers after the meeting, one parliament member refused to shake the Israeli leader’s hand. And here is video of the incident. Dutch MP Kuzu from the DENK-party wears a Palestinian flag on his jacket. pic.twitter.com/DjSITq83Qc— Jan Franke (@Franke_schrijft) September 7, 2016-A video of the incident shows Tunahan Kuzu pointing to his Palestinian flag as Netanyahu goes past, and Netanyahu defers as both nod in understanding.Kuzu, 35, was born in Istanbul and is a member of the the pro-immigrant DENK, or Think, party, which is made up of migrants to Holland. In 2014, Kuzu led an unsuccessful parliamentary effort for the Netherlands to recognize Palestine.

Dutch lawmaker refuses to shake Netanyahu’s hand during state visit-Tunuhan Kuzu points to Palestinian flag on lapel; prime minister claims Palestinians bothered by Israel’s existence, not settlements-By Joshua Davidovich September 7, 2016, 2:27 pm-THE TIMES OF ISRAEL

17:14-Widow of man killed in garage collapse says no money for funeral-The family of Oleg Yakubov, one of three construction workers killed in Monday’s Tel Aviv garage collapse, say his body is being held in the hospital as they do not have money for a funeral.Yakubov, 60, immigrated from Uzbekistan to Israel 18 years ago, and lived in the working class Hatikvah neighborhood of Tel Aviv. His widow Glina tells the Walla news site the family was told it needs to come with NIS 40,000 to pay for a burial plot.“Where is the money? We don’t have it,” she says. She tells the site that Oleg would always work so they had money, but they were always poor. While the two did not have kids together, they had children from a previous marriage, including a son who has been in a coma in a Tel Aviv hospital for 12 years.“In any job he always worked hard with all his heart, for a tiny salary,” she says.Police say also killed in the collapse were Denis Diatzniko, 28, from Ukraine and Ihad Ajhaj, 34, from the Palestinian town of Bet Rima.16:57-Army says death toll in garage collapse remains at 3-The IDF’s spokesman’s unit denies a report by the Associated Press that the death toll in the collapsed Tel Aviv garage has risen to four. The AP reported earlier today that the army said the death toll had risen to four, though the report also said three remained trapped in the rubble.According to the army, three people were confirmed killed in the Monday collapse and three more workers remain buried under the garage, amid dwindling hope that hundreds of rescuers digging through the site will pull them out alive.— with Judah Ari Gross-16:53-Multitudes arrive for hajj amid Iranian anger at Saudi Arabia-Hundreds of thousands of Muslims are arriving in Saudi Arabia to participate in the annual hajj pilgrimage, which starts later this week.Iranian president Hassan Rouhani, meanwhile, is calling on the Muslim world to “punish” Saudi Arabia following last year’s hajj crush and stampede that killed over 2,400 people.Iranian pilgrims are not taking part in this year’s hajj, a ritual required of all able-bodied Muslims at least once in their life.Iran’s state-run IRNA news agency quotes Rouhani lambasting Saudi Arabia’s response to the 2015 stampede in Mina by saying pilgrims lost their lives because Saudi authorities acted just as “bystanders rather than rescuing” those caught in the disaster. He says countries should “punish the government of Saudi Arabia in order to have a real hajj.”“The government of Saudi Arabia must be held accountable for this incident,” Rouhani says. “Unfortunately, this government has even refrained from a verbal apology to Muslims and Muslim countries.”16:47-Pence panders to Hebrew speakers-If Donald Trump supporters start wondering why their favorite vice presidential candidate is speaking in tongues, it may be because Mike Pence has embraced the language of Moses, novelist S.Y. and rapper The Shadow.According to a spokesperson for the Trump campaign in Israel, which has recently begun stumping for expat votes, Pence took the time to hold up some Hebrew-language campaign signs during a flight Tuesday while on the campaign trail. He also gave a shout out to the Israeli campaign team, likely in English. The governor of Indiana, Pence visited Israel in 2014, and is seen as strong supporter of the Jewish state. The statement does not say if Pence learned any Hebrew, but considering Donald Trump’s Tuesday prediction that Israel will be destroyed unless he’s elected he perhaps shouldn’t bother.Pence isn’t the first to pander to Jews by campaigning in their language. At the Democratic National Convention last month, Bill Clinton was spotted wearing a Hebrew Hillary button.16:29-Barkat jubilant after Czechs keep Jerusalem as capital in atlas, for now-A Czech statement that textbooks will not be altered immediately to show Tel Aviv as the capital of Israel is being celebrated by Jerusalem’s mayor as a victory.“Truth has indeed overcome lies: The Czech government has reversed its decision and Czech textbooks will correctly teach that Jerusalem is the capital of Israel,” Barkat crows in a statement to the press.Barkat’s reaction comes after Czech Education Minister Katerina Valachova said the ministry would not interfere with school atlases certified through 2017 that show Jerusalem as Israel’s capital, following reports that the ministry was seeking the books be changed, according to the Prague Daily Monitor.“Jerusalem is Israel’s capital from the viewpoint of the declaration of the country to which this relates, which means Israel,” Valachova told Czech radio, according to the report. It’s not clear if the books will keep Jerusalem as the capital beyond 2017. According to the report, the publisher is considering printing both as the capital with an explanation on the dispute.Barkat credits a letter he sent Czech Prime Minister Bohuslav Sobotka and other diplomatic efforts for the apparent reversal.“I’m thankful to the Czech government for making the right choice and for refusing to surrender to Palestinian incitement and lies,” he says. “Future generations of Czech students will continue to learn the truth: Jerusalem is Israel’s capital and the heart and soul of the Jewish people.”15:35--Dutch lawmaker refuses to shake Netanyahu’s hand-Video shows Dutch parliamentarian Tunahan Kuzu refusing to shake Netanyahu’s hand as the prime minister works his way down a row of lawmakers in The Hague. And here is video of the incident. Behind Clinton Foundation, a deeper problem for US politics-[Christian Science Monitor]-Peter Grier-September 6, 2016-YAHOONEWS

The Clinton Foundation has become a prickly issue for Democrat Hillary Clinton in the 2016 presidential campaign. Newly released emails show that foundation donors asked Clinton aides for appointments, visas, and other favors while she served as secretary of State. What’s the story – is the foundation a “pay for play” ploy, or a noble endeavor? What is the Clinton Foundation anyway? The William J. Clinton Foundation was founded in 1997 and originally focused on raising money to build Bill Clinton’s presidential library. After the library construction phase, it morphed into a larger charitable organization that has collected upwards of $2 billion in donations from governments, corporations, and individuals around the world. It’s an operating foundation, meaning it has used most of that cash for its own efforts. Its areas of interest include economic development, climate change, health, and the empowerment of women, according to its website.Recommended: How much do you know about Hillary Rodham Clinton? Take our quiz. Some of its biggest programs have spun off into separate entities. Its large effort to increase poor nations’ access to HIV drugs became the Clinton Health Access Initiative in 2010. The Clinton Global Initiative, born in 2005, is a kind of free-floating worldwide SXSW festival that gathers important people together to network and to talk about deep problems. It was renamed the Bill, Hillary, and Chelsea Clinton Foundation in 2013. (The Clintons have a separate family foundation through which they funnel their own giving.) Sounds OK. What's the issue? The problem is donors have been asking for stuff. Emails disclosed due to a lawsuit by the conservative group Judicial Watch reveal a number of instances where people who gave money to the foundation used foundation contacts to funnel various requests to Clinton’s State Department staff. For instance, a wealthy West Coast sports executive asked a Clinton Foundation official for help in getting a visa for a British client, a soccer star denied entry to the US due to criminal charges. The Crown Prince of Bahrain asked a foundation official for help getting a meeting with Clinton.“Good friend of ours,” noted foundation official Douglas Band when forwarding the request. At least 85 people from private interests who had donated to the Clinton Foundation met with Clinton while she was secretary of State, according to an Associated Press review of her calendars.Oh. So donors bought influence? That’s unclear. There is no hard evidence that foundation donors actually received anything for their trouble, or at least anything to which they weren’t entitled as a matter of course. The British soccer star did not receive a visa, for instance. The Crown Prince of Bahrain did get his meeting – but it was managed through normal diplomatic channels. Plus, he’s the sort of person a secretary of State routinely meets with as part of their job.Perhaps the most startling thing about these emails was how clearly they revealed donor expectations. However Clinton responded, donors felt their money entitled them to access and accelerated consideration. That’s a window into the larger problem of money in US politics overall.Candidates and parties all insist that the cash flowing into their coffers doesn’t buy them or their actions. But many donors aren’t writing checks due to ideological belief, or just the thrill. They expect a return, and one of the most difficult stories to follow in Washington is how the political class fends off these requests. Or doesn’t.What's going to happen now? The foundation has already stopped taking donations from most foreign governments, with the exception of such politically benign allies as Australia, Canada, and some European nations. If Clinton wins the presidency, the foundation will stop taking all foreign and most corporate donations; Bill Clinton will resign from the foundation board and the Clinton Health Access Initiative. Chelsea Clinton will remain. Those actions probably wouldn’t be enough to make critics go away. Pressure is rising on the Clintons to sever ties to the foundation entirely. A number of news outlets, including the New York Times and the Washington Post, have editorialized that the foundation needs to ban all foreign and corporate donations starting now, and that all members of the Clinton family will need to erect a virtual wall between themselves and the foundation during a Clinton term in office. The foundation has done tremendous good throughout the world, critics admit. But that needn’t be lost. What they want is for no one to believe that funding those good works buys influence with or access to the president of the United States.“Achieving true distance from the foundation is not only necessary to ensure its effectiveness, it is an ethical imperative for Mrs. Clinton,” writes the Times editorial board.

Japan's ex-leader backs sick US sailors who blame radiation-[Associated Press]-YURI KAGEYAMA-September 7, 2016-YAHOONEWS

TOKYO (AP) — Several hundred American service personnel who say they became sick from radiation after participating in relief operations for the 2011 tsunami that set off the Fukushima nuclear disaster are now getting high-profile support in Japan.Junichiro Koizumi, prime minister from 2001 to 2006, told reporters Wednesday he has set up a special fund to collect private donations for the former service members, with the goal of collecting $1 million (100 million yen) by the end of next March, mainly to help with medical bills."I felt I had to do something to help those who worked so hard for Japan," he said at the Foreign Correspondents Club of Japan. "Maybe this isn't enough, but it will express our gratitude, that Japan is thankful."Koizumi, 74, one of Japan's most popular prime ministers in recent decades, was in San Diego in May to meet with 10 of the former service members, who have joined a class-action lawsuit against Tokyo Electric Power Co., or TEPCO, the utility that operates the Fukushima Dai-ichi nuclear plant. The lawsuit, filed in 2012, is ongoing, and a California judge has ruled it will proceed. More Navy personnel and Marines are joining the suit, now numbering about 400, according to Koizumi. Some 70,000 Americans took part in Operation Tomodachi, or Friend, flying in aid from an aircraft carrier and other warships off the coast of northeastern Japan.Since then, some servicemen and women have become sick with cancers, leukemia, thyroid ailments, brain tumors and other diseases, and they blame radiation. The ships to which they were assigned were in an area of the ocean in the direction of the radioactive plumes spewed from the Fukushima plant.Aircraft carriers routinely use drinking water from the ocean, which the lawsuit says was contaminated with radiation, and service members showered in and ate food cooked in such water. Some Navy personnel also flew on helicopters to the disaster zone.TEPCO denies any link between the illnesses and radiation, saying the radiation levels are too low.Koizumi acknowledged he is not a medical expert, but said he had "common sense." He questioned why so many healthy young men and women were suddenly sick with symptoms often associated with radiation exposure, such as nosebleeds. The U.S. command has said it was not told immediately about the reactor meltdowns at Fukushima. The lawsuit alleges that TEPCO withheld key information and caused the Americans to be sent in harm's way.Seven of those who joined the lawsuit have already died.Koizumi has already raised 40 million yen ($400,000) by charging people 10,000 yen ($100) to attend his lectures, with help from Pritzker Prize-winning Japanese architect Tadao Ando.Koizumi said he had been a proponent of nuclear power while prime minister, but living through the Fukushima disaster taught him that what experts said about atomic power being safe, cheap and clean was "all lies."Even after the nuclear accidents at Three Mile Island in the United States and Chernobyl in Ukraine, the experts insisted that Japan's nuclear plants were different, he recalled."I became ashamed how I had believed such lies," Koizumi said. "They said Japan was safe. And that simply was not true."___Follow Yuri Kageyama on Twitter at twitter.com/yurikageyama-Her work can be found at http://bigstory.ap.org/content/yuri-kageyama.

Scotland readies referendum bill as back-up plan By Eszter Zalan-SEPT 7,16-EUOBSERVER

BRUSSELS, Today, 09:05-The Scottish government will begin preparing legislation necessary for a new referendum on independence from the UK in case it is needed, first minister Nicola Sturgeon told the Holyrood parliament on Tuesday (6 September). However, it would remain a back-up plan as negotiations are ongoing with the UK on how to exit the EU with maintaining the benefits of EU membership for Scotland.“To ensure that all options are open to us, this programme for government makes clear that we will consult on a draft referendum bill, so that it is ready for immediate introduction if we conclude that independence is the best or only way to protect Scotland's interests,” Sturgeon said at the introduction of her government’s programme.Scotland voted to remain in the EU in the June referendum, but the overall vote in the UK came out in favour of Brexit. In the wake of the shock referendum result, an outraged Sturgeon told reporters it was “highly likely” that an independence vote would take place within two years. The Scottish prime minister said at the time she would hold a second referendum on Scottish independence if she could not protect Scotland’s EU interests, such as free movement of people and access to the single market, within the UK framework.Since June the independence furore has calmed down.UK prime minister Theresa May travelled to Edinburgh in mid-July to calm nerves and pledge to include all of the UK, including Scotland in outlining a negotiating position with the EU.The Scottish government’s programme confirms that Sturgeon will first seek to deal with the aftermath of the EU referendum through negotiations, but keeps the independence vote open.Sturgeon’s government plans to publish a draft referendum bill for public consultation, “in order that it is ready for introduction” should the Scottish government conclude that it is the only way to protect Scottish interests.“In the first instance, we will seek to positively influence the development of the UK government’s negotiating position ahead of Article 50 being triggered, to ensure that options for Scotland to maintain our relationship with Europe are developed and considered,” the government’s programme reads.“However, if it appears that the best – or only – way to protect our interests is to consider afresh the question of independence, it is essential that such an option is available to the Scottish Parliament,” it says, explaining the need for the referendum bill.

Column / Brexit Briefing-Brexiteers still hunting for a strategy-SEPT 7,16-EUOBSERVER By Benjamin Fox

London, Today, 09:15-Brexit minister David Davis made his triumphant return to Parliament on Monday (5 September), almost 20 years after his previous government job as, ironically enough, John Major’s minister for Europe.Back then, Davis was the bruiser who had helped force the Maastricht treaty through the UK parliament. Now he’s the man charged with leaving the club.Anyone expecting the government to have devised the semblance of a plan for negotiating its exit from the EU was disappointed. Davis’ 15-minute speech was largely content free.To Davis, Brexit “must mean controls on the numbers of people who come to Britain from Europe – but also a positive outcome for those who wish to trade in goods and services”. So far so vague.Meanwhile, the Labour party finally appears to have a post-Brexit position.Leadership candidate Owen Smith, who has promised to campaign for a second "in/out" referendum on the terms of Brexit, will almost certainly be comfortably defeated by Jeremy Corbyn at the end of September. But Corbyn’s foreign affairs spokeswoman Emily Thornberry has taken a similar stance to Smith, demanding a parliament vote before the triggering of Article 50, the EU clause on the exit process. After 10 weeks of post-referendum reflection the only thing that either government ministers or Joe Public can agree on is that "Brexit means Brexit". For the country that produced Shakespeare, Charles Darwin, and the Beatles, this hardly appears to be an auspicious achievement.Given the ugliness of the referendum campaign, and the mendacious claims made on both sides, it is noteworthy. On the eve of the poll, Nigel Farage warned that the result would be rigged to ensure a Remain victory. A sizeable portion of eurosceptics vowed not to let a narrow defeat end the matter. There is still a lingering viewpoint in Brussels that Article 50 will remain unused, or the reality of terms offered by the EU-27 will be so unpalatable that Britain will never leave the EU.That is certainly not the view among Remain supporters in Westminster.-Focus on single market-Labour former ministers lined up to express their sadness at the result, but were unequivocal in accepting that the will of the 52 percent is final.“I campaigned for the UK to remain in the EU, but I accept the outcome of the referendum," former Europe spokeswoman Emma Reynolds told MPs on Monday.“It would be a good idea to try to find some way of maintaining a form of co-operation on foreign policy after we leave the European Union, because even after exit we will still very much be part of Europe.”Several corridors away in Westminster Hall, MPs debated the petition signed by over 4 million Britons in the week following the referendum, most of them surely Remain supporters, demanding a rerun.Believe it or not, there are, if not millions, certainly thousands of Brits who are still in post-referendum mourning. But that battle is almost certainly over. Although around 400 of the 650 MPs backed a Remain vote, most accept that the June result must be respected. The next pitched battle for Remainers will be retaining British membership of the single market. The Stronger In group, which ran the official Remain campaign, has now morphed into Open Britain, with single market membership the centrepiece.-Direction of travel-If Davis, who was flanked in parliament by fellow Brexiteers foreign secretary Boris Johnson and trade minister Liam Fox, has his way then it seems almost certain that Britain will leave the single market.“This government is looking at every option, but the simple truth is that if a requirement of membership is giving up control of our borders I think that makes it very improbable,” he said It took less than 24 hours for prime minister Theresa May to disown this position. “He is setting out his opinion. A policy tends to be a direction of travel, saying something is probable or improbable is not policy,” May’s spokeswoman told reporters on Tuesday (6 September) when asked if Davis was expressing a government policy. The clarity on the government’s negotiating strategy will have to emerge sooner rather than later. But the train only has one destination.Benjamin Fox, a former reporter for EUobserver, is a consultant with Sovereign Strategy, a London-based PR firm, and a freelance writer..

Austria drafts anti-asylum law-By Nikolaj Nielsen-SEPT 7,16-EUOBSERVER

BRUSSELS, Today, 09:22-Austria has finalised a draft law to prevent asylum applications once an upper limit has been reached. The government earlier this year introduced an annual 37,500 cap. The so-called emergency decree finalised on Tuesday (6 September) would prevent most people from applying for asylum once that threshold is met.The controversial law is set for a parliament vote in about a month following a review. It is likely to pass. The move aims to further curb asylum claims over broader fears of a repeat from last year when almost 90,000 applicants were filed in the country. Around 29,000 applications have been filed in the first seven months of this year.Der Standard, an Austrian daily, also reported that some 2,200 soldiers could be deployed at the borders should refugees arrive en masse.Austria's self-imposed cap was followed by a closure of the so-called Western Balkan route earlier this year. The border closures stranded more than 50,000 people in Greece.Austria had also initiated plans to erect a barrier along the Brenner Pass with Italy over the summer but halted construction following widespread protest.Border security and guards have since been stepped up on the Italian side of the Brenner Pass.Austria has largely served as a transit country for people hoping to lodge asylum claims in Germany. Some 700,000 passed through last year. It is still, however, one of five main destination countries in the EU for first time applicants. But broader concerns over asylum and immigration have underpinned striking gains by the country's far-right Freedom Party's (FPO).FPO's Norbert Hofer is leading polls ahead of a presidential run-off on 2 October.Austria's tough asylum law follows similar measures proposed in Hungary and Denmark. Some 10,000 Hungarian police and soldiers patrol long stretches of razor-wire fencing along the border with Serbia. The troops escort asylum seeker caught within 8km of the fence back to the Serbian side of the 175km border following a law passed by the Hungarian government in July.In late August, Hungary's government had also announced it would erect a second fence on the Serb border alongside the existing one.Denmark in late August had also floated a plan to grant police the powers to turn back asylum seekers at its borders, if deemed necessary. Some 21,000 people had applied for asylum in Denmark in 2015. Those figures have since dropped sharply. Around 4,700 have registered this year so far.In January, the Danish government had also passed a law that would allow authorities to confiscate valuables from arriving asylum seekers and refugees.

Storm Newton makes landfall again in Mexico after killing two-[AFP]-Pedro Juarez Mejia-September 7, 2016-YAHOONEWS

La Paz (Mexico) (AFP) - Tropical storm Newton roared into northwestern Mexico early Wednesday, making landfall a second time after leaving two people dead in Baja California, US forecasters said.Downgraded from a hurricane, the storm was still packing 110 kilometer-an-hour (70 miles-per-hour) winds when it swept into mainland Mexico near Bahia Kino in the state of Sonora, the US National hurricane center said. The storm was expected to dump eight to 15 centimeters (three to six inches) of rain, before passing into the US state of Arizona later in the day, the Florida-based weather center said. After coming ashore for the first time early on Tuesday, the storm uprooted trees and shattered windows, leaving two dead in Baja California, as thousands of tourists hunkered down in hotels in the Los Cabos resort area. But the region, which is very popular with American and Canadian tourists, managed to escape major damage, two years after Hurricane Odile ravaged Los Cabos, killing six people and causing $1 billion damage."According to the latest reports, #Newton only caused minor damages in infrastructure," President Enrique Pena Nieto wrote on Twitter, saying there were no injuries. The storm caused a large swell that sunk a shrimp fishing boat between the Sea of Cortez and the Pacific ocean, leaving two people dead and three missing, said Los Cabos civil protection director Marco Antonio Vazquez. The two bodies washed ashore on a beach. Vazquez said the boat had ignored warnings against going out to sea.Vazquez said Newton's winds took down trees and tin roofs from poorer neighborhoods but that a disaster was averted because the hurricane passed through rural, sparsely inhabited areas. Some hotel windows broke, but 14,000 tourists in Los Cabos were "safe" in rooms made to shelter them, said state tourism secretary Genaro Ruiz Hernandez. Some 1,500 people took refuge in shelters in the resort town but many returned home, Vazquez said.Power was cut to parts of Los Cabos and La Paz and the phone service was also disrupted.- Looting attempts -Police confirmed arresting five people for trying to loot two convenience stores in Los Cabos, with officers stationed outside several shops to prevent the kind of looting seen after Odile.Local airports closed late Monday, while small boats were barred from using the ports in case of a storm surge in low-lying areas. Schools were also shut.North of Los Cabos, trees also fell in La Paz and locals boarded up shop windows, with 400 people evacuated from vulnerable areas. The storm is expected to bring up to 30 centimeters (12 inches) of rain in Baja California Sur and as much as 25 centimeters in several Pacific coast states, which could trigger flash floods and mudslides. The weather system caused damage in the country's south over the weekend before transforming into a tropical storm, flooding 1,400 homes in Guerrero state and leaving three dead in Chiapas.

Ottawa-area measles outbreak raises more questions about mandatory vaccination-[CBC]-September 7, 2016-YAHOONEWS

While a measles outbreak in the National Capital Region once again shines the spotlight on parents who fail to get their children vaccinated, an Ottawa Hospital researcher says the limited spread of the virus suggests current immunization policies are containing the highly contagious virus. On Saturday, Ottawa Public Health confirmed two children and one adult are being treated for measles. The three cases involve people who either were not vaccinated, or did not have complete vaccinations in Ottawa and Lanark County.Health officials confirmed the virus was brought here by a patient who had travelled internationally, but for privacy reasons the department won't disclose where that patient travelled. There have been no new cases since.-High vaccination rate-Ottawa Hospital researcher Dr. Kumanan Wilson said the fact the outbreak has not spread to more people suggests the vaccination rate among the general population is close to the 95 per cent threshold that provides "herd immunity."-"We haven't seen the sustained spread, which suggests that vaccination rates are pretty good and are preventing the spread," Wilson said.In 2014, measles spread from a single case of an unvaccinated child who contracted the illness while travelling in the Philippines. There was a total of four cases that year.In most years, there are no measles cases in Ottawa. Wilson said the number of cases depends on how many non-immunized people are exposed to the virus."In a totally unvaccinated population, for each individual that gets measles, 12 to 18 other individuals will get the condition," he said."That makes it one of the most infectious conditions we know of. The likelihood of spread is totally dependent on the immunization coverage they're surrounded by."-Mandatory immunization might not solve problem-Wilson said it's important that people recognize vaccines are effective and safe. People who can get vaccinated, should."People need to be immunized not only to protect themselves but to protect others," Wilson said.Children below the age of one and people with certain illnesses cannot be vaccinated.Symptoms of measles include fever, runny nose, coughing and a red, blotchy rash after the fever appears. Complications can include hearing loss, pneumonia, brain swelling and even death. However, Wilson said, the current policy towards immunization may work better than excluding children from school if their parents object to shots for "philosophical reasons."Public health officials are required to keep track of students' immunization records and can exclude children who've been exposed to the virus but don't have up-to-date shots. Wilson said a more restrictive policy could make outbreaks worse."The risk of making it mandatory is that some parents may choose not to send their children to school and home school them or put them in alternative school system," he said. "In which case, you get clustering groups of unvaccinated children and that increases the risk of an outbreak substantially."Ottawa Public Health said the immunization rate among Ottawa's school-age children is 98.4 per cent.Associate medical officer of health Dr. Carolyn Pim said fewer than 10 children have been excluded from school in the current outbreak. She said the children will be assessed on a case-by-case basis to determine when they can return to school.-Proof of immunization should be requirement: CMA-The Canadian Medical Association said proof of immunization should be required for all children attending licensed daycare or school in all provinces. In a written statement, CMA president Granger Avery said the CMA is concerned misinformation is creating doubt among some parents about the value of vaccines."The CMA is encouraging all provinces to establish immunization registries so that health care workers have a better understanding of immunization levels in Canada to ultimately prevent a situation like the one currently unfolding [in Ottawa and Lanark County]," he said.

BEIJING (Reuters) - China will offer Zika health screenings for travellers from Singapore and other affected countries, the quarantine bureau said on Wednesday, without explaining whether the tests would be compulsory.China has previously announced that it would step up checks on people and goods from the Singapore, where more than 240 locally transmitted cases of the Zika virus have been confirmed, including in more than 20 Chinese nationals.Individuals travelling from Singapore and other affected countries who show Zika symptoms should report to quarantine officials when entering China, the General Administration of Quality Supervision, Inspection and Quarantine said in a statement posted on its website. The administration said all international travel healthcare centres would provide "free Zika screening and tests" to all individuals travelling from countries where local Zika transmission had been confirmed. It did not say the checks would be mandatory, but required all inspection and quarantine agencies to "strengthen joint prevention and control".Chinese international airports are generally equipped with thermal scanners that are capable of screening passengers for fever as they pass through customs.During past outbreaks, including of Severe Acute Respiratory Syndrome (SARS) and swine flu, passengers have been required to fill out health declaration forms.Over the past few years, China has had plenty of experience of dealing with disease outbreaks and learned a tough lesson in 2003 when authorities initially covered up the SARS outbreak. There have been no obvious signs that Beijing is especially nervous about a Zika outbreak in China, aside from ordering the stepped-up checks on travellers.Zika infections in pregnant women have been shown to cause microcephaly - a severe birth defect in which the head and brain are undersized - as well as other brain abnormalities. The connection between Zika and microcephaly first came to light last fall in Brazil, which has since confirmed more than 1,800 cases of microcephaly. In adults, Zika infections have also been linked to a rare neurological syndrome known as Guillain-Barre, as well as other neurological disorders.Malaysia on Wednesday confirmed its first case of the Zika virus in a pregnant woman, a 27-year-old living in a southern city next to Singapore.(Reporting by Ben Blanchard and Michael Martina; Editing by Nick Macfie)

Prostitution 'easiest way out' for Zambia's drought-stricken farmers-[Reuters]-By Whitney Mulobela-September 7, 2016-YAHOONEWS

LUSAKA (Thomson Reuters Foundation) - Repeated failed crops caused by worsening drought have forced Christine Mwenda, a small-scale farmer in Zambia's central Mumbwa region, to do what was previously unthinkable.Since 2014, the 37-year-old has been selling sex in Zambia's capital Lusaka. The pay is better than growing maize, she said, and gives her a proper chance to feed her four children."On average I make close to 500 kwacha ($0.70) on a good day," said Mwenda, who agreed to be interviewed on condition that her real name was not used."This is the kind of money I could only make (once) in a year from farming," she said, explaining that once the cost of fertiliser, labour, transport and seeds was deducted, she was left with very little money from her harvest.Like millions of Zambians, Mwenda has been struggling with soaring food bills and power shortages caused by prolonged drought exacerbated this year by El Nino, a warming of the Pacific Ocean's surface leading to hot, dry conditions. For many small-scale and subsistence farmers in the landlocked southern African country, longer spells of drought and increasingly erratic rains are becoming far more frequent. The changing climate, combined with costly fertiliser and seeds, means agriculture is becoming less attractive for many."These days when you grow maize you are not sure about the yield. Most of the time you find that the crops end up drying and you only harvest just enough to eat as a family," Mwenda told the Thomson Reuters Foundation."Meanwhile we need to send our children to school."-HIV RISK-About 54 percent of Zambia's 16 million people were living in poverty in 2015 - most of them women, according to Central Statistical Office data released in April.Much of Zambia's extreme poverty is concentrated in rural areas. According to a 2014 United Nations Development Programme (UNDP) report, extreme poverty is estimated to be four times higher in rural areas than urban centres. The situation in the copper-producing country has not been helped by a drop in the kwacha against the dollar since April, as a result of depressed global commodity prices. The hardships have caused more and more people to migrate from rural parts to cities such as Lusaka, Kitwe, Livingstone and Chipata. Others have moved to border towns.Lucy Bwalya, an academic at Cavendish University in Lusaka, said many women turn up in cities hoping to become traders, hawking clothes or groceries. However, a rising number turn to prostitution instead - risking arrest, violence and sexually transmitted diseases."Prostitution is the easiest way out and these women end up risking diseases such as HIV and AIDS," said Bwalya, a former programmes manager for Tasintha, a charity working with sex workers.According to the 2013/2014 demographic and health survey, the HIV prevalence rate among Zambians aged between 15 and 49 was 13 percent, compared to 16 percent in 2001/2002.-CLIMATE-RESISTANT CROPS-To encourage more women to stay on their farms, Zambian charity Enviro Green has been teaching them to grow climate resistant crops such as sorghum, which require less water than the traditional staple, maize."We are generally concerned with this rural-urban migration of people, especially women who are ending up in sex work," said Enviro Green executive director, Martha Simukonde. The women farmers are also taught farming techniques to conserve soil and water to minimise erosion and water runoff."We always teach them to plant their crops early so that with the early rains they can germinate. Even when the rains go, the crops once planted early have a chance to grow," Simukonde said. For some women, however, these efforts come too late.Women in Law and Development in Southern Africa (WILDAF), a women's rights advocacy group, said the government should do more to address rural-urban migration."There is need for the government to seriously put in place policies that will reverse this trend where women are coming to urban areas to engage in sex work, which is exposing these women to HIV and AIDS," said WILDAF programmes officer Charles Sibeene.(Editing by Katie Nguyen and Laurie Goering. EARTH WORSHIP

DEUTERONOMY 17:3-4
3 And hath gone and served other gods, and worshipped them, either the sun, or moon, or any of the host of heaven, which I have not commanded;
4 And it be told thee, and thou hast heard of it, and enquired diligently, and, behold, it be true, and the thing certain, that such abomination is wrought in Israel:

DEUTORONOMY 4:15-19
15  Take ye therefore good heed unto yourselves; for ye saw no manner of similitude on the day that the LORD spake unto you in Horeb out of the midst of the fire:
16  Lest ye corrupt yourselves, and make you a graven image, the similitude of any figure, the likeness of male or female,
17  The likeness of any beast that is on the earth, the likeness of any winged fowl that flieth in the air,
18  The likeness of any thing that creepeth on the ground, the likeness of any fish that is in the waters beneath the earth:
19  And lest thou lift up thine eyes unto heaven, and when thou seest the sun, and the moon, and the stars, even all the host of heaven, shouldest be driven to worship them, and serve them, which the LORD thy God hath divided unto all nations under the whole heaven.

2 KINGS 23:5
5 And he put down the idolatrous priests, whom the kings of Judah had ordained to burn incense in the high places in the cities of Judah, and in the places round about Jerusalem; them also that burned incense unto Baal, to the sun, and to the moon, and to the planets, and to all the host of heaven.

Federal government invests $75M in U of C carbon reduction research-[CBC]-September 6, 2016-YAHOONEWS

The federal government announced $75 million in funding for the University of Calgary on Tuesday, meant to go towards reducing the carbon footprint of unconventional oil and gas operations, including the oilsands and fracking. It's part of a $1.5 billion bonanza for post-secondary institutions across the country aimed at supporting their research strengths. On Tuesday, $900 million was doled out to various schools. "We want to make the most of Canada's scientific and research strengths, to invest in the areas where we really have the potential to dominate on the world stage," said Kent Hehr, Calgary Centre MP and the minister of Veteran Affairs.Reducing or eliminating emissions-The U of C money will be used to develop more efficient ways of getting oil and gas out of the ground, including reducing the energy and water used to extract oil, and reducing the scale of developments required for a single tight reservoir. Also on the table is improving the efficiency of carbon capture and conversion as opposed to storage, that aims to lock CO2 away, and eliminating the release of CO2 altogether by developing new means of extracting energy from carbon fuels. "Research conducted here will help ensure the development and use of these resources can be done in support of Canada's environmental goals," Hehr said to the crowd gathered at the U of C.-'This is game changing'-Steven Bryant, the Canada Excellence Research chair in materials engineering for unconventional oil reservoirs, thinks it's important to reduce the environmental impact of oil and gas as "that oil is still needed for a while.""This is huge. This is game changing. It allows us to do the kind of innovation with different branches of science all brought together to answer the big questions that we need to be answering for this low carbon transition," he said. "To have the opportunity to do science to address the big challenges is the kind of things academics long for. This is a huge opportunity."The U of C team will be working with partners in Mexico, China and Israel on the research.

Top Saudi cleric says Iran leaders not Muslims as haj row mounts-[Reuters]-By Sami Aboudi-September 7, 2016-YAHOONEWS

DUBAI (Reuters) - Saudi Arabia's top religious authority said Iran's leaders were not Muslims, drawing a rebuke from Tehran in an unusually harsh exchange between the regional rivals over the running of the annual haj pilgrimage. The war of words on the eve of the mass pilgrimage will deepen a long-running rift between the Sunni kingdom and the Shi'ite revolutionary power. They back opposing sides in Syria's civil war and a list of other conflicts across the Middle East.Iranian Supreme Leader Ayatollah Ali Khamenei, in a message published on Monday, criticised Saudi Arabia over how it runs the haj after a crush last year killed hundreds of pilgrims. He said Saudi authorities had "murdered" some of them, describing Saudi rulers as godless and irreligious.Responding to a question by Saudi newspaper Makkah, Saudi Arabia's Grand Mufti Sheikh Abdulaziz Al al-Sheikh said he was not surprised at Khamenei's comments."We have to understand that they are not Muslims ... Their main enemies are the followers of Sunnah (Sunnis)," Al al-Sheikh was quoted as saying, remarks republished by the Arab News.He described Iranian leaders as sons of "magus", a reference to Zoroastrianism, the dominant belief in Persia until the Muslim Arab invasion of the region that is now Iran 13 centuries ago.-"BIGOTRY"-Al al-Sheikh's remarks drew an acerbic retort from Iran's Foreign Minister, Mohammad Javad Zarif, who said they were evidence of bigotry among Saudi leaders."Indeed; no resemblance between Islam of Iranians & most Muslims & bigoted extremism that Wahhabi top cleric & Saudi terror masters preach," Zarif wrote on his Twitter account.Saudi authorities normally seek to avoid public discussion of whether Shi'ites are Muslims, but implicitly recognise them as such by welcoming them to the haj, and by accepting Iranian visits to the Saudi-based Organisation of Islamic Cooperation.Tensions between the two countries have been rising since Riyadh cut ties with Tehran in January following the storming of its embassy in Tehran, itself a response to the Saudi execution of dissident Shi'ite cleric Nimr al-Nimr.Custodian of Islam's most revered places in Mecca and Medina, Saudi Arabia stakes its reputation on organising haj, one of the five pillars of Islam which every able-bodied Muslim who can afford to is obliged to undertake at least once.Riyadh said 769 pilgrims were killed in the 2015 disaster, the highest haj death toll since a crush in 1990. Counts of fatalities by countries who repatriated bodies showed that more than 2,000 people may have died, more than 400 of them Iranians.Iran blamed the 2015 disaster on organisers' incompetence. Pilgrims from Iran will be unable to attend haj, which officially starts on Sept. 11, this year after talks between the two countries on arrangements broke down in May.The split between Islam's main sects dates to a dispute among Muslims over who would rule their community after the death of the Prophet Mohammad, and Shi'ites still regard his descendents as a line of imams blessed with divine guidance.Today such disagreements over history remain emotive points of tension between the sects, but they are also divided over day -to-day issues including differing interpretations of Islamic law and the role and organisation of the clergy. In the Wahhabi teaching of Sunni Islam followed by the Saudi clergy and government, Shi'ite doctrine about imams is seen as incompatible with the concept of a monotheistic God.(Reporting by William Maclean, Sami Aboudi, Noah Browning and Babak Dehghanpisheh; Editing by Andrew Heavens and Toby Chopra)

Suspected Aleppo chlorine attack chokes dozens, rescue workers, monitors say-[Reuters]-September 7, 2016-YAHOONEWS

BEIRUT (Reuters) - A suspected chlorine gas attack on an opposition-held neighborhood in the Syrian city of Aleppo caused dozens of cases of suffocation on Tuesday, rescue workers and a monitoring group said. The Syrian Civil Defence, a rescue workers' organization that operates in rebel-held areas, said government helicopters had dropped barrel bombs containing chlorine on the Sukari neighborhood in eastern Aleppo. The Syrian government has denied previous accusations it used chemical weapons during the five-year-old civil war. The Syrian army could not be immediately reached for comment on the latest allegations. The Civil Defence said on its Facebook page that 80 people had suffocated. It reported no deaths. It posted a video showing wheezing children doused in water using oxygen masks to breathe. The British-based Syrian Observatory for Human Rights, which tracks Syrian violence using sources on the ground, said medical sources had reported 70 cases of suffocation.A United Nations and Organization for the Prohibition of Chemical Weapons inquiry seen by Reuters last month found that Syrian government forces were responsible for two toxic gas attacks in 2014 and 2015 involving chlorine. The Civil Defence accused the government of two other suspected chlorine gas attacks in August . The United Nations Commission of Inquiry on Syria said it was investigating an August incident."Unimaginable crimes are occurring in Aleppo ... pro-government aerial bombardments cause mass civilian casualties," Commission Chairman Paulo Pinheiro told reporters in Geneva. "In government-held areas, indiscriminate ground shelling (by) armed groups ... is also killing scores of civilians," he added.Aleppo has been one of the areas hardest hit by escalating violence in recent months after the collapse of a partial truce brokered by the United States and Russia in February.Government forces put eastern Aleppo under siege on Sunday for a second time since July after advancing against rebels on the city's outskirts. The city has long been divided between government and opposition areas of control. The Syrian conflict has killed more than 250,000 people and forced more than 11 million from their homes.(Reporting by John Davison; additional reporting by Stephanie Nebehay in Geneva.; Editing by Larry King)

U.S. military says conducted strikes against Somalia's al Shabaab early this week-[Reuters]-By Phil Stewart-September 7, 2016-YAHOONEWS

LONDON (Reuters) - The U.S. military conducted two strikes in southern Somalia early this week that killed four al Qaeda-linked al Shabaab militants involved in attacks on Somali government troops, a U.S. military spokeswoman said on Wednesday. The U.S. military has in the past used drones to target al Shabaab's senior leaders. The Pentagon said in June it carried out a strike in late May against Abdullahi Haji Da'ud, one of al Shabaab's senior military planners and served as a principal coordinator of attacks in Somalia, Kenya, and Uganda. The latest strikes took place in Torotorow in Lower Shabelle region, on Monday."During a Somali-led counter-terrorism operation, a large group of armed al Shabaab fighters attacked the force, threatening the safety and security of the forces in the area," Captain Jennifer Dyrcz, a U.S. Africa Command spokeswoman, said. "In response, the U.S. conducted two self-defense strikes... killing four al Shabaab militants."Al Shabaab was pushed out of Mogadishu by African Union peacekeeping forces in 2011 but has remained a potent antagonist in Somalia, launching frequent attacks aimed at overthrowing the Western-backed government.(Additional reporting by Feisal Omar in Mogadishu; Writing by George Obulutsa; editing by Ralph Boulton)

PARIS (Reuters) - A car containing several gas cylinders was discovered close to the Notre-Dame cathedral in Paris last Saturday night and its owner, now in custody, is on an intelligence services watchlist of people suspected of religious radicalisation, police officials said. The Peugeot 607, which had no registration plates, contained seven gas cylinders, one of them empty on the front passenger seat.It was found with its hazard lights flashing, as if to attract attention, two police officials said on Wednesday. "We think he may have been trying to carry out a test-run," one of the officials said. There was no detonating device present in the car, found on a Seine riverside stretch called the Quai de Montebello, metres from the Notre-Dame cathedral.Documents with writing in Arabic were also found in the car.More than 200 people have been killed in terror attacks over the past year-and-a-half in France.France remains on maximum alert after calls by the Islamic State group for followers to attack the country, which is bombing the militant group's bases in Iraq and Syria.(Reporting by Emmanuel Jarry and Simon Carraud; Writing by Brian Love; Editing by Ingrid Melander)

Fighting in Syria's Hama province displaces 100,000: U.N.-[Reuters]-September 7, 2016-YAHOONEWS

GENEVA (Reuters) - Fighting in Syria's western Hama province displaced an estimated 100,000 people between Aug. 28 and Sept. 5, the United Nations said on Wednesday, citing the Syrian Arab Red Crescent and the governor of the province.Syrian rebels launched an offensive last week in northern Hama, an area of strategic importance to President Bashar al-Assad that is home to loyalist towns populated by minority Christians and Alawites. Rebels rapidly captured the town of Halfaya. Pro-Assad forces have hit back with heavy air strikes. Many people had fled from the fighting towards Hama city and neighbouring villages, as well as north into Idlib province, the U.N. said. There were originally about 4,500 families in the town of Halfaya, of which 2,800 remain trapped by the fighting while the rest managed to flee, the U.N. report said.Another 4,500 families were displaced from Taybat al Imam, out of 9,500 in that town, and 5,000 families were uprooted from the army stronghold of Soran, about half the population there. Many of the displaced people were sleeping outdoors, but four mosques in Hama city and 12 schools in rural areas were temporarily housing people, the U.N. said. The Red Crescent had provided aid to about 7,000 families in Hama, roughly 35,000 people, and the United Nations sent a convoy of 12 trucks to Hama on Sept. 4 with aid for another 15,000 people. Another 6,500 families still urgently need food and other aid, the U.N. said.(Reporting by Tom Miles; Editing by Angus MacSwan)

Turkey says ready to help any U.S. initiative to capture Raqqa-[By Daren Butler and Humeyra Pamuk]-September 7, 2016-YAHOONEWS

ISTANBUL (Reuters) - Turkey would be ready to join any initiative proposed by the United States to capture an Islamic State stronghold in Syria, President Tayyip Erdogan said in remarks published on Wednesday, as Turkish-backed forces took more Syrian land from jihadists.Obama floated the idea of joint action with Turkey to capture Raqqa during talks between the two leaders at a G20 summit in China, Erdogan said, according to Wednesday's edition of Turkey's Hurriyet daily.Turkey launched an offensive in northern Syria on Aug. 24 to clear Islamic State from its border and to prevent territorial gains by the Kurdish YPG militia, which Ankara believes has links to Kurdish insurgents fighting on its soil."Obama wants to do some things together concerning Raqqa in particular," Erdogan told reporters on his plane that arrived early on Tuesday, referring to Islamic State's de facto capital. He was speaking after meetings in China with Obama, Russian President Vladimir Putin and other world leaders."We stated that would not be a problem from our perspective. We said, 'Let our soldiers come together, whatever is necessary will be done'," the Turkish president said, adding that a specific Turkish role would depend on further talks.U.S. officials have welcomed Turkish efforts to dislodge Islamic State from Syrian strongholds but voiced concern when Turkish troops engaged fighters aligned to the YPG, a force Washington sees as a valuable ally in battling jihadists.Turkish-backed forces clashed with YPG fighters in the initial stages of the two-week old Turkish incursion into Syria, but have since shifted their focus onto territory held by Islamic State and captured a string of villages.Turkey's military said late on Tuesday that three Turkish soldiers were killed when two tanks were hit by rockets fired by Islamic State. Four others were wounded, it said. The military also said the Free Syrian Army, a loose-knit rebel force backed by Turkey, had taken six more villages, also located in Islamic State-held areas.Turkey and its rebel allies now control a 90-km stretch of land on the Syrian side of the border and are pushing south.Ankara wants international support to take control of a rectangle of territory stretching about 40 km into Syria, creating a buffer between two Kurdish-held cantons to the east and west and against Islamic State to the south.Turkey says such a "safe zone" would help stem the flood of Syrian refugees. But the idea has yet to gain traction from the United States and Russia, both engaged in Syria, because of the military demands of policing such a zone.Turkey, meanwhile, has been sending more military hardware south. The army sent 15 more tanks to the Islahiye district near the border, bringing the total number of tanks and armoured vehicles in that area to 90, Dogan news agency reported."We do not have the chance to take a backward step. If we take a backward step terror groups like Daesh, PKK, PYD and YPG will settle there," Erdogan said, according to Hurriyet.Daesh is another term for Islamic State, while the PYD is the political wing of Kurdish YPG militia, which Ankara says is an extension of Turkey's outlawed PKK, a Kurdish militant group that is fighting for autonomy in Turkey's southeast.(Writing by Humeyra Pamuk and Edmund Blair; Editing by Nick Tattersall and Raissa Kasolowsky)

Philippines says 'gravely concerned' by Chinese ships at disputed shoal-[Reuters]-September 7, 2016-YAHOONEWS

MANILA (Reuters) - The Philippines' defence ministry on Wednesday said it believed an increased presence of Chinese vessels at the disputed Scarborough Shoal was a precursor for building man-made structures and was "gravely concerned".The ministry took the decision to release photographs taken on Saturday of what it said were more vessels than normal because China's ambassador had denied any new activity at the shoal, defence ministry spokesman, Arsenio Andolong, told reporters."We believed that this is precursor to possible building of structures on the shoal," he said, adding that China's denial was "even more disturbing".(Writing by Martin Petty; Editing by John Chalmers)
