For the first time, a Jewish or pro-Israel organization is taking legal action against the faculty and student associations of a Canadian university.On August 3, Hasbara Fellowships Canada filed a formal complaint with the Ontario Human Rights Tribunal, where it accused the student and faculty associations of the University of Ontario Institute of Technology (UOIT) and Durham College of discriminating against Jewish students and Israel, following the banning of Hasbara Fellowships Canada from participating in a student association-sponsored “Social Justice Week” five months ago.For activists affiliated with Students for Justice in Palestine (SJP), the university-funded Social Justice Week meant an opportunity to advance Boycott, Divestment and Sanctions (BDS) activities against the Jewish state. When it came to the request of pro-Israel students to participate, however, Hasbara Fellowships Canada was banned.In an email sent by UOIT’s faculty association to Robert Walker, national director of Hasbara Fellowships Canada, the reason for banning a Jewish student group at the publicly funded university was explained:“The Student Association passed a motion endorsing the Boycott, Divestment and Sanctions (BDS) movement [in January],” read the faculty association’s email to Walker. “Your organization seems closely tied to the state of Israel and as such, it would be against the motion to provide any type of resources to your organization,” said the email.According to Walker, this ban was “the most open incident of discrimination targeting Jewish students in Canada from a student government I have ever seen,” as he told The Times of Israel.“These associations are an embarrassment to the university, as is the fact that several dozen Jewish students who we are working with are uniformly reporting on being intimidated and harassed,” said Walker. “The Jewish students need to know we have their backs, and that we take it extremely seriously,” he said.Tension erupted in January when the student association passed a BDS motion against Israel, allowing both the student and faculty associations to ban engagement with Israel-affiliated students and organizations in every aspect of campus life, as per the movement’s “non-normalization” policy.Since the BDS motion, dozens of Jewish students have “come out of the woodwork” and been added to Hasbara Fellowships’ roll call, said Walker. Most of these students were “unaffiliated” and were not involved in Israel advocacy beforehand, but recognized the necessity of taking action, he added.With no sign the student assembly will rescind its ban on Israel this fall, Walker and pro-Israel students fight one battle at a time in the war for Israel’s reputation on the pristine campus, not far from Lake Ontario and Toronto’s Jewish community of 200,000.“We are demanding that both associations publicly apologize to Hasbara Fellowships Canada and repeal any discriminatory policies in place,” said Walker, whose organization was founded in 2001 by Aish HaTorah, and has a presence on dozens of North American campuses. Aish HaTorah has been compared to the Ku Klux Klan (KKK) on the UOIT campus in recent months, including by the student association’s former president.‘They will do anything to shut me up’-On the UOIT campus, it is fair to call Shanel Jacobs the loudest voice for Israel. Currently in Israel on Hasbara Fellowships’ training program, Jacobs was born in the Jewish state and grew up in Toronto. She would have been the student sitting behind Hasbara Fellowships’ “Israel Peace Week” table during Social Justice Week in March, handing out materials on coexistence and mutual dialogue.Having spent four years on campus, Jacobs was “horrified” by the faculty association’s response to her group’s request for a table, and by the student association’s passage of BDS in January.“Student government has been so hostile toward Israel that pro-Israel students have not even been allowed to speak at meetings,” said Jacobs, who has been harassed on campus for being an Israel activist, she said.“It’s like I am living in Israel on my own campus,” she said. “I am surrounded by people who do not like me and will do anything to shut me up,” said Jacobs, whose father is from India’s B’nai Israel Jewish community.Having considered starting her own pro-Israel club, Jacobs said such a group would immediately be “shut down” by BDS-aligned student leaders. To work around the likely ban, Jacobs and several other students advocated using the perspective of human rights for all people in the Middle East. But now, as a Hasbara Fellowships-trained activist, Jacobs said she is less shy about discussing — for instance — Palestinian media incitement, the Hamas charter, or what happened after Israel’s 2005 disengagement from Gaza.“We are learning not to repeat the argument that Students for Justice in Palestine is making,” said Jacobs. “This is about using our own dialogue and telling our own story despite intense efforts to stifle pro-Israel voices,” she said.Hasbara Fellowships’ suit filed with Ontario’s both powerful and symbolic Human Rights Tribunal is requesting $50,000 in reparations from the student and faculty associations — “reasonable damages for breach of the Code and blatant and unabashed discrimination that was instigated and maintained by the respondents that was directed against me,” wrote Walker in the filing, calling the faculty association’s treatment of Jewish and pro-Israel students “blatant discrimination.”Additionally, Walker’s filing called for a “mandatory review” of the faculty and student associations’ policies and resolutions to ensure compliance with the Human Rights Code, as well as a mandatory annual training for the groups’ executives and staff “on identifying and eliminating anti-Semitism within their policies and practices.”The Canadian Jewish community has been weighing in on the situation in recent days, including pro-Israel columnist Diane Weber Bederman, who argued a double-standard applies to discrimination against Jews and Israel on campus. She called Hasbara Fellowships’ filing with the Human Rights Tribunal a necessary step to halt the momentum of BDS against Israel on Canadian campuses.“In Canada, our Liberal Government has told us over and over that discrimination will not be tolerated in our diverse and tolerant, inclusive and accommodating country,” wrote Bederman. “We must win this action so that the Jewish students around the world will know that hate toward Jews for being Jewish and hate toward Israelis for beings Israeli will not be countenanced,” she wrote.

CAIRO (AP) — Egyptian Christians staged a rare protest in downtown Cairo on Saturday to demand the government uphold their rights, saying they are being treated as second-class citizens in the Muslim-majority country.Standing on the steps of a courthouse in the capital, some three dozen demonstrators braved Egypt’s draconian protest ban to hold signs aloft, calling for their legal rights to be upheld in disputes between Muslims and Christians.“I am an Egyptian citizen above all,” said Michael Armanious, a Christian demonstrator. “We pay taxes, we serve in the army, we are dealing with all the same economic problems in Egypt with the rest of our countrymen, why should we have fewer rights?” he said, flanked by roadblocks and equal numbers of police, who forced the crowd to disperse after an hour.Christians make up some ten percent of Egypt’s 91 million people. They sided overwhelmingly with Abdel-Fattah el-Sissi when he overthrew an Islamist president in 2013, paving his way to the presidency. But some have recently voiced concerns that their lot has not improved under the former general, despite his promises.Interfaith disputes are common in the countryside. Most often they arise over mixed-faith love affairs or the building of churches. Many confrontations result in violence perpetrated against Christians or their property, and are resolved by extra-judicial councils of local elders that favor the Muslim side.The Christians demonstrating Saturday oppose such councils and are insisting such cases be brought to court.Last month, the leader of Egypt’s Coptic Christian church warned of increased attacks on Christians, saying national unity is being “defaced.” Pope Tawadros II told Egyptian lawmakers that since 2013 there have been 37 sectarian attacks on Christians — nearly an incident a month.The comments came after a string of attacks hit the southern province of Minya, home to a large Christian community but also a substantial concentration of extremist Islamic groups. In July, a Muslim mob stabbed a Christian to death over a personal feud, while days earlier, in two separate incidents, mobs attacked and torched houses of Christians over a rumor that they intended to convert buildings into churches. In May, a Muslim mob stripped an elderly Christian woman and paraded her in the street following a rumor that her son had an affair with a Muslim woman.Lawmakers say that parliament is currently drafting a new law to criminalize actions that undermine national unity, as well as a law that eases regulations over the construction of churches, which are severely restricted.

The United Nations on Saturday said a Gaza employee had diverted tons of rubble on instructions from the Palestinian Authority (PA) days after Israel charged him with aiding Islamist movement Hamas.Engineer Waheed Abd Allah Bossh, 38, who worked for the UN Development Program (UNDP), was arrested on July 16 and accused by Israel of being recruited by a Hamas member to “redirect his work for UNDP to serve Hamas’s military interests.”He was charged in an Israeli court with diverting 300 tons of rubble from a UNDP project in the coastal enclave to a Hamas operation to build a jetty for its naval force.Hamas, the Islamist rulers of the Gaza Strip since 2007, have denied any involvement.UNDP said that after reviewing Bossh’s charge sheet — which was made public on Tuesday — it had “established that the rubble in question was transported to its destination according to written instructions from the Ministry of Public Works and Housing of the Palestinian Authority as to where it should be placed.”“UNDP has full documentation on the process flow, the instructions and transportation of the rubble,” it said in a statement.UNDP had said on Tuesday that it was “greatly concerned by the allegation” and promised “a thorough internal review of the processes and circumstances surrounding the allegation.”The charge sheet’s publication came days after the Gaza head of US-based NGO World Vision was charged with passing millions of dollars of international aid money to Hamas.Since 2008, Israel has fought three wars in Gaza with Hamas, which is branded a terrorist organization by Israel, the United States and the European Union.Israel has long alleged that aid has been diverted to Hamas, claims rejected by the NGOs involved and the UN.Aid workers privately admit to pressure from Hamas.

A Palestinian Authority agency dealing with prisoners said Monday that Israel has agreed to hand over for burial the bodies of an unspecified number of Palestinian terrorists killed while carrying out attacks on Israelis over the past year.The body of Muhammad Jamal al-Kalouti, 21, from Kafr Aqab in East Jerusalem, who shot at a Jerusalem light rail car on March 9, near the Old City’s New Gate, seriously wounding one Israeli, was set to be the first remains handed over on Wednesday, a statement from the Commission of Detainees and Ex-Detainees Affairs said.The statement did not specify whose remains would be released next or how many bodies of attackers Israel had agreed to hand over overall.The conditions for the transfer of al-Kalouti’s body are that the funeral will be held at midnight and have, at most, 25 people present. Additionally, it imposes a NIS 25,000 ($6,500) deposit to be transferred to Israeli authorities that will be returned to the relatives if the funeral is carried out in accordance with the restrictions.Israeli officials argue the funerals for the deceased attackers — who were killed as they stabbed, shot, or rammed Israelis with cars over the past 10 months — often turn into mass rallies in support of Palestinian terrorism, and withhold their bodies until the relatives agree to hold subdued burials that don’t include calls for further attacks.There was no immediate confirmation from the Israeli authorities.Earlier in August, Israel agreed to release the body of Bahaa Allyan, who was killed while carrying out a deadly attack on a Jerusalem bus in which three Israelis were murdered.Israel Police summoned Muhammad Allyan to a meeting, and offered to return the remains of his son Bahaa, if the family agreed to bury him in a private, late-night ceremony with only 15 people in attendance, the Palestinian Ma’an News Agency reported.According to the Allyan’s lawyer Muhammad Mahmoud, the East Jerusalem family declined to sign the agreement, citing the small number of mourners allowed to attend.The offer was made following a petition submitted to the High Court of Justice by Mahmoud earlier this year on behalf of the Allyans and the family of another deceased Palestinian terrorist.In response to Mahmoud’s petition, the High Court of Justice last month ordered the Israel Police to explain why it was withholding the bodies of deceased East Jerusalem attackers and had not returned the remains to their families for burial. The court gave police three weeks from the July 23 ruling to deliver an explanation.Earlier this year, the court intervened in a similar case, and ordered authorities to return the body of a Palestinian woman killed in May as she attempted to stab Israeli soldiers at a checkpoint north of Jerusalem.At the time, police told the court they feared the funerals for the deceased attackers would turn into mass rallies in support of further terror attacks.The practice has been implemented inconsistently, particularly as the bodies of terrorists who attacked Israelis in the West Bank are under the purview of the Defense Ministry, while those killed within Israel proper are under the jurisdiction of the Public Security Ministry.The issue has become a sore point with Palestinians. Posters of the dead are plastered on walls in East Jerusalem and the West Bank, and residents hold frequent demonstrations calling for the release of the bodies.Since October, 35 Israelis and four foreign nationals have been killed in a wave of Palestinian terrorism and violence. Branding the binary options industry in Israel “repugnant,” “immoral” and profoundly damaging to the country, Natan Sharansky on Monday urged Israeli regulators to do everything in their power to close it down.Sharansky, who heads the Jewish Agency, the primary organization responsible for immigration and absorption of Diaspora Jews in Israel, said the Agency is alerting all immigrants and other potential employees to steer clear of the industry, “which uses immoral methods to entice innocent victims.”In a statement issued a day after the head of the Israel Securities Authority, Shmuel Hauser, told The Times of Israel that the global scam perpetrated by Israel-based firms is doing immense harm to Israel’s reputation and promised to tackle the fraudulent industry, Sharansky said he had been “dismayed to learn of the extensive manipulation perpetrated on unwitting, innocent people by companies marketing binary options trading services.”Sharansky said the Jewish Agency has “consistently directed our professionals to reject job postings from binary options companies and to alert all immigrants and other potential employees against employment in this industry, which uses immoral methods to entice innocent victims.”And he said he would be writing to the Council of Immigrant Associations in Israel, urging them to do the same.“The damage caused to the victims, to job-seekers lured into becoming involved and tainted, and to the State of Israel is profound,” said Sharansky, a former Soviet Prisoner of Zion and ex-cabinet minister and Knesset member. “I call on the regulating authorities to do whatever they can to prevent this repugnant industry from operating within Israel’s shores.”The Times of Israel has in recent months been detailing massive fraud by Israeli binary options firms, beginning in March with an article entitled “The Wolves of Tel Aviv.” The fraudulent firms purport to be guiding their customers in making lucrative short-term investments, but are in fact using various ruses, including misrepresentation, manipulating rigged trading platforms and outright refusal to return deposits, to steal their clients’ money.All local binary options firms are now banned by the ISA from targeting Israelis, but they remain free to target people abroad. The US has banned overseas binary options firms from targeting its citizens, and numerous countries, including the US, Canada and France, are investigating Israel-based binary options fraud on behalf of their citizens who have been cheated. Belgium last week became the first European country to ban the industry, in a move that takes formal effect on Thursday, August 18.Immigrants from French- and English-speaking countries are particularly prized by the fraudulent Israel-based firms, which target victims worldwide and often encourage their salespeople to use false identities, lie about their financial skills, and misrepresent where they are calling from as they seek to persuade victims to trust them with their money.The wide-scale fraud has been snowballing over the past decade, and the ISA has thus far proved slow to react. Earlier this year, it finally banned all binary options firms from targeting Israelis, but it has said it lacks the tools and the authority to prevent Israel-based firms from fleecing victims overseas.Hauser told The Times of Israel, however, that he is now recruiting all arms of law enforcement, will push for new legislation as needed, and has full political support to grapple with the flourishing fraudulent industry, which, The Times of Israel has reported, employs thousands of Israelis working for more than 100 companies that defraud victims all over the world of billions of dollars.“I see this on a personal level,” Hauser said, “not just as a regulator, but as an Israeli citizen and as someone who is disgusted by fraud and especially by the type of people who take money from the unfortunate, from orphans and widows.”Hauser stressed that while his ISA cannot “regulate the entire world,” the scale and nature of the Israel-based fraud requires an urgent and specific solution, including changes to the law if necessary.“Any way you look at it, as a human being, as a citizen, as a regulator, as a Zionist, as a father, and as a grandfather,” Hauser said, “it looks awful to me.”Within months, Hauser therefore promised, the authorities would “step up a notch… and take a big step” to tackle the fraudsters. He said the various Israeli enforcement bodies, including regulators and the police, have a high-level consultative forum, and that they would get together in that forum to “formulate the policy, and quickly, for how to deal with this problem, because it is a problem of national significance.” The forum, he said, would “decide on operative steps within the current law, and also on additional steps to expand our jurisdiction.”Two weeks ago, MK Michael Oren, now a deputy minister responsible for public diplomacy, recommended an inquiry into Israel’s binary options industry, calling revelations of a massive global scam defrauding hundreds of thousands of international customers “very, very disturbing” and warning of its potential to damage Israel’s international standing.

The road — little more than a trail — was only wide enough for one vehicle to pass at a time and was slippery because of continuous rain.Home Ministry official Chiranjivi Nepal said 33 people were killed, but victims and relatives said many more may have died because the wreckage was scattered along the slope below the road and some areas were inaccessible."The bus stalled while climbing the hill and the driver tried to restart it, but the vehicle rolled backward and then slipped off the road," passenger Kopila Gautam said from a bed at the National Trauma Center in Kathmandu.Gautam said about 85 passengers were riding inside the bus and on its roof. It was also packed with bags of rice, lentils, flour and other supplies being taken to villages. Gautam was sitting on a sack of rice because there were no seats available.She said she and other survivors struggled to climb back up to the road.Pustak Guatam, a villager who reached the site about an hour after the accident to rescue his nephew, said bodies and wreckage were scattered over a large area."It appeared that the bodies were ejected as the bus rolled down the slope, so I am sure more bodies will be found," Gautam said.Mohan Giri, another villager who rushed to the hospital after hearing about the accident, said the bus was unusually crowded because many people were heading from Kathmandu to their villages to receive the first government grants for earthquake victims.The accident occurred near Khare Khola, about 80 kilometers (50 miles) east of the capital. ZAJECAR, Serbia (AP) — Over 2,000 migrants were prevented from crossing from Bulgaria and 24 people smugglers were caught in less than a month in an effort to curb the influx of people seeking to reach the European Union through the Balkans, Serbian border guards said Monday.Serbia has recently deployed joint army and police patrols on its border with Bulgaria where migrants have been arriving through illegal routes, mostly guided by people smugglers and often attacked and robbed by locals. Most of the migrants want to cross further north to Hungary before continuing to wealthier EU states.Serbia's military spokesman Jovan Krivokapic said that 2,275 people — mostly Syrians, Afghans and Pakistanis — have been turned back since the joint patrols were introduced on July 22. He said 454 migrants who were caught inside Serbia were transferred to refugee centers."They are trying to cross over mountain passes, through thick forests, along river beds by using the smugglers," Krivokapic told The Associated Press.He said that the smugglers increasingly use minors to help the migrants over the border — an attempt to evade harsher prison sentences leveled against mature offenders."Criminal charges have been filed against most of the smugglers and they are in police custody," Krivokapic said. "They are mostly Serbian citizens."Balkan nations closed their borders to migrants in March. Last year, over 1 million people crossed the Balkans as they fled wars and poverty in their home countries. She says diarrhea and respiratory problems are also common.The closure, a response to a cross-border attack by Islamic State extremists, cut off two desert camps from medical and other aid, except for a one-off food delivery last week and occasional water shipments.It's unclear how aid will reach the camps in the future.

LIMA, Peru (AP) — A shallow magnitude 5.4 earthquake centered in southern Peru's picturesque Colca Valley killed at least four people, including a 65-year-old U.S. tourist, and left some 30 injured as it toppled adobe homes, authorities said Monday.The quake hit at 9:58 p.m. local time Sunday (10:58 p.m. EDT; 0258 GMT) near the town of Chivay near the city of Arequipa, with an epicenter just 6 miles (10 kilometers) deep, according to the U.S. Geological Survey.The U.S. man died at the Eco Inn Valle del Colca in Yanque, close to Chivay, when part of the hotel's ceiling collapsed on him, said local Gov. Cipriano Llasa."His body is inside the hotel because the highways are blocked and the prosecutor has not arrived," Llasa told The Associated Press by phone. The AP called the hotel repeatedly but the phone went unanswered.The victim's identity could not immediately be confirmed.The walls and roofs of dozens of adobe homes in Yanque collapsed in the quake, Llasa said. "A lot of irrigation canals are destroyed, too."He said the only way to evacuate the injured was by helicopter.Yanque is an hour's drive from a famed condor-watching outlook that is popular with foreign tourists.Peru's last major earthquake, of magnitude 7.9, hit on Aug. 15, 2007, and killed nearly 600 people in the coastal city of Pisco.
