Aug, 18:26-A deep North-South economic divide in Europe was confirmed in a fresh economic survey published on Tuesday (9 August).In the survey, conducted pre-Brexit, more than eight-in-ten in Greece, France and Spain described their country’s economic situation as bad, while most Swedes, Germans and Dutch said their economy is doing well, according to the new Pew Research Center survey.Greeks stand out as the least happy nation, only 2% said the Greek economy was doing well.In order to change the current divide Greek prime minister Alexis Tsipras last week was reported to be seeking interest to form an alliance of Southern European EU states to counter the stance of Northern Europe countries.The north-south malaise was also highlighted in figures recently cited by Financial Times' Martin Wolf, showing between 2007 and 2016, real GDP per head is forecast to rise 11 per cent in Germany, stagnate in France and fall by 8 per cent and 11 per cent in Spain and Italy respectively.In seven of ten European countries surveyed by Pew roughly half or less saw their country’s economic situation as good, with only 12% in France and 13% in Spain giving their economy a positive rating.In contrast, Northern Europeans in general were more positive about their economic situation.Swedes and Germans appeared the most confident in their respective economies among the European Union countries surveyed; 76% in Sweden and 75% in Germany said the economic situation was good. Roughly six-in-ten (61%) in the Netherlands also expressed this view.British and Polish views were much more positive than three years ago, according to the PEW survey, as many as 49% of the Poles and 47% of the Brits said the current economic situation was good.The survey also revealed a gender gap, men overall seeing the economic situation as better than the woman. In the UK, 52% of men saw the economic situation as good, whereas only 43% of British women felt the same.Similarly, in Germany, France and Spain there is an 8-point gender gap, with men feeling more positively about the country’s economy than their female counterparts.Across the Atlantic, a modest 44% of Americans currently think the US economic situation is good, while the Chinese (87%) and Indians (80%) were positively rosy about their countries’ economies, while in Japan only 30% were confident in the economy.The survey was conducted by Pew Research Center, in 16 countries among 20,132 respondents from 4 April to 29 May 2016, prior to the United Kingdom’s Brexit referendum to exit the EU.

As soon as the door opens, the cat looks at the door, then at the man who opened it, then back at the door…without moving.It’s now six weeks since 52 percent of Brits voted to leave the EU. But if Article 50 is now the most talked about section of the EU treaty (in London at least), we are no closer to seeing it put into action.The apparent wish of Secretary of State for Exiting the European Union, David Davis, to wait until early 2017 to pull that two year pin on the Article 50 grenade, is frustrating in equal measure to European leaders and many people in the Conservative party. But the delay is probably just as well.-Who can trigger Article 50?-The answer to "who can trigger Article 50 and how" depends on which lawyer you ask.Government ministers are under the impression that Theresa May doesn’t need Parliamentary approval to begin negotiating, and can use the prerogative powers that used to belong to the Queen.David Cameron, for his part, promised during the campaign that he would immediately go to Brussels and begin negotiations, before changing his mind and resigning the day after the vote.The London-based law firm Mischon de Reya has become an unlikely rallying point for Remain supporters, launching a court case that would require Theresa May to get formal approval from Parliament before she triggers Article 50.Opening arguments on the case took place three weeks ago. It is likely to end up before the UK’s Supreme Court.Meanwhile, the Constitutional Law Association — the UK's national body of constitutional law scholars and experts — insists that Parliament must enact a statute empowering or requiring the Prime Minister to issue notice under Article 50. However, they have no formal power to bring that about.It’s at times like this that a written constitution would save everybody a lot of trouble, time and sizeable legal fees.-Stuck in court-Either way, there is a need for legal certainty. Article 50 specifies that a decision to leave the European Union must be made ‘in conformity to a Member State’s constitutional requirements’. Fall foul of this requirement and we could be stuck in the courts for years.But while May has repeatedly said that "Brexit means Brexit", there is no time limit on when Article 50 will be invoked, and no clarity on what the terms of Brexit could look like.The UK has far more to lose than the remaining EU-27 if it leaves the bloc without an alternative plan in place. This means the UK government wants to start the two year process only when it feels strong enough to get what it wants.This could mean, as lawyer and writer David Allen Green suggested, that “the longer article 50 notification is put off, the greater the chance it will never be made ... And there is currently no reason or evidence to believe that, regardless of the referendum result, the notification will be sent at all.”-Act of Parliament-If triggering Article 50 does require an act of Parliament, getting the support of MPs would pose little challenge despite the Conservatives’ slim majority of 12.The government pamphlet sent to all UK households in May and June was unequivocal in stating that “this is your decision. The Government will implement what you decide.”It’s extremely hard to imagine Conservative and Labour MPs defying the will of the electorate, and getting away with it.A snap election within the next six months remains a distinct possibility. With the Labour party more interested in its own civil war than being the opposition, there is every chance May would win a crushing victory.But if a general election would give May a personal mandate to govern, the referendum already gives her administration a mandate to negotiate Brexit.-The Lords-The House of Lords, however, could be a different story. The unelected Lords, to their credit, include a healthy number of independent-minded troublemakers. Despite the chamber’s obvious democratic deficit, much of the most effective scrutiny of government laws is the work of those Lords.Patience Wheatcroft, a senior former journalist and Conservative Peer, is among a cross-party group of Peers who threatened to block any Act, arguing that “people ought to be given an opportunity to think again”.Yet, Wheatcroft's Conservative group is a minority in the Lords (243 out of 797), outnumbered by a motley collection of Labour, Liberal Democrat, and non-partisan Crossbench Peers, not to mention 26 Bishops.It is perhaps appropriate that the decision to begin unpicking the spider’s web of the UK’s relations with the EU should be beset with legal uncertainty and difficulty.For the moment, like video of the indecisive cat, unsure if it really wants to make those fateful steps, everyone is confused but we're still watching.

BRUSSELS, Today, 09:23-Norway could block Britain's post-EU exit access to the European single market.On Tuesday (9 August), Norway’s European affairs minister, Elisabeth Vik Aspaker, said a UK attempt to rejoin the European Free Trade Association (EFTA) may not be in Norway's interest. EFTA states are not members of the EU.“It’s not certain that it would be a good idea to let a big country into this organisation. It would shift the balance, which is not necessarily in Norway’s interests," she told Norwegian newspaper Aftenposten.Norway gained access to the EU's internal market via its membership with the European Economic Area (EEA). The EEA includes all EU member states along with Norway, Iceland and Liechtenstein and includes the free movement of people, something the UK is likely to oppose.It is not yet clear if the UK - which was a member till 1973 - wants to rejoin EFTA, which also includes Switzerland. The UK can join EFTA without becoming an EEA member.But any renewed UK membership bid would require a unanimous vote among existing EFTA members, said Aspake.The Guardian newspaper reports David Davis, UK's so-called Brexit minister, will hold talks on the issue with senior Norwegian officials in the next few weeks.-Economic uncertainty-The move comes after a new report by the London-based Institute for Fiscal Studies (IFS), which suggest Britain stands to lose billions from its withdrawal from the free trade bloc.Any UK failure to negotiate a new trade deal following an EU exit will seriously hit Britain's GDP, Wednesday's (10 August) IFS report suggests.It notes the UK needs to seal a new trade deal or risk facing an equivalent 4 percent loss of economic output. Although, the report notes new trade deals are "unlikely to compensate fully for EU trade".IFS researcher Ian Mitchell in a statement said that the UK faces big economic choices in terms of future EU relations.He also pointed out the large differences between having "access to" and a "membership of" the single market."Membership is likely to offer significant economic benefits particularly for trade in services. But outside the EU, single market membership also comes at the cost of accepting future regulations designed in the EU without UK input," he said.-Formal exit talks out, Russia in-Meanwhile, UK prime minister Theresa May says her government won't launch any formal exit talks before the end of the year.She reiterated her position in separate telephone calls to Dutch prime minister Mark Rutte on Monday (7 August).She has also spoken to Russia's president Vladimir Putin.Both leaders pledged to smooth strained ties, despite western sanctions on Russia, Russia's support of the Syrian regime, and its invasion of Crimea."The prime minister and president agreed that British and Russian citizens faced common threats from terrorism, and that co-operation on aviation security in particular was a vital part of the international counter-terrorism effort," said a UK government spokesperson.

BRUSSELS, Today, 09:29-Fines looming over Spain and Portugal have been definitively cancelled after EU finance ministers rubber-stamped Commission recommendations.The European Commission declared on 12 July that Spain and Portugal had broken EU rules to keep budget deficits below 3 percent of GDP. The EU executive had the option to punish the two with fines of up to 0.2 percent of GDP and the suspension of commitments or payments from structural funds up to 0.5 percent.Instead, the commission suggested on 27 July to scrap the fines; Eurozone finance ministers rubber-stamping the recommendation on Tuesday (9 August).Under its new fiscal path, Portugal should reach the 3 percent limit by the end of this year, down from 4.4 percent of GDP in 2015; Lisbon confirming its commitment to meeting the targets in a statement on Tuesday.Spain was given until 2018 to bring its budget deficit in line with the 3 percent limit. The shortfall amounted to 5.1 percent in 2015.-Anti-EU feelings-EU commissioner for economic affairs, Pierre Moscovici, last month argued for clemency on behalf of the member states, saying that punitive actions could spark off anti-EU feelings.“We’re at a time in Europe when people are having their doubts about Europe and we have to be careful about how the rules and the implementation of these rules are perceived,” he then told the press.He highlighted a challenging economic environment and pointed to both countries’ reform efforts and commitments to comply with EU stability and growth rules.But German press reported that the decision to spare the two from fines came after an intervention by German finance minister Wolfgang Schaeuble to EU commission president Jean-Claude Juncker.No county has ever been fined for breaking against the EU growth and stability pact.A strong proponent of austerity in the case of Greece, Schaeuble allegedly took a softer stance on Madrid in solidarity with the care-taker prime minister Mariano Rajoy who belongs to the same centre-right political family. Spain has been unable to form a government since December 2015, despite a follow-up election.Some critics say that the move undermines credibility in EU rules. Moscovici, however, argued the rules give room to cancel the fines. He also highlighted that many more countries respect the rules today than when the rules were introduced.The commission can still recommend that underperforming countries lose some of their structural and investment (ESI) funds for 2017. If it does, it will make any proposal after discussing with the European Parliament in early September, after the summer recess.To avoid a suspension of ESI funds, both Spain and Portugal will need to demonstrate that they took action to comply with the pact. They are expected to submit reports detailing their commitments before 15 October, at the same time as presenting their draft budgetary plans to the commission.

BAGHDAD (Reuters) - Twelve prematurely born babies were killed in a fire that broke out in the early hours of Wednesday on a maternity ward in a Baghdad hospital and was probably caused by an electrical fault, Iraqi authorities said.Eleven or twelve other babies and 29 women were rescued from the Yarmuk hospital's maternity ward and transferred to other hospitals, Hani al-Okabi, an MP who previously managed a health directorate in Baghdad, told journalists after visiting the hospital and talking to the management.Firefighters and hospital staff took about three hours to put out the blaze that engulfed the ward, according to one medic. Yarmuk is a main hospital on the western side of the capital, with emergency care facilities among others."My son's birth was difficult," Shaima Hussein, one of the babies' mothers, told Reuters TV at the gate of the hospital. China halts work on $15 billion nuclear waste project after protests-[Reuters]-By David Stanway-August 10, 2016-yahoonews

SHANGHAI (Reuters) - A Chinese city has suspended preliminary work on a proposed 100 billion yuan ($15 billion) nuclear waste processing plant following protests by local residents concerned about health risks.Reports that Lianyungang - a coastal city about 500 km (310 miles) north of Shanghai - was set to be chosen as the site for the project sparked protests that began at the weekend.The project, to be run by the state-owned China National Nuclear Corporation (CNNC) in collaboration with France's Areva, is due to start construction in 2020 and scheduled to be completed by 2030."The Lianyungang Municipal People's Government has decided to suspend site selection and preliminary work on the nuclear recycling project," the local government said in a notice posted on its website (http://www.lyg.gov.cn).It did not give further details.In a report published on Monday by the official local newspaper, the Lianyungang Daily, the local government said "no final decision had been made" on the location of the plant.It threatened to take legal action against "illegal elements" it accused of "fomenting social disorder" and spreading rumours about the project.Lianyungang, in the province of Jiangsu, is the location of the Tianwan nuclear project, which currently consists of two Russian-designed reactors. Two more units are now under construction and there are plans to expand further.An Areva spokeswoman in Paris said the company could not comment on the protests or on the choice of a site for the plant. She added the company had completed negotiations about the technical aspects of the project in June 2015 and was now in commercial negotiations. There is no deadline for the project.The negotiations between CNNC and Areva are about the price of a technology transfer, as the plant will not be built and operated by Areva but by CNNC.China wants to build a nuclear fuel reprocessing plant modelled on Areva's installations in La Hague, western France, as well as a MOX fuel plant modelled on Areva's plant in Melox, southern France.La Hague takes the plutonium out of spent uranium burned in EDF's French plants, which Melox blends with uranium to produce new fuel rods for pressurised water nuclear reactors.The Chinese plant is expected to have a reprocessing capacity of 800 tonnes per year, compared to a maximum capacity of 2,700 tonnes in La Hague.CNNC could not be reached for comment, but an official with the firm told state newspaper Science Daily on Tuesday that Lianyungang was just one of several candidates and the central government would make the final decision on the plant's location.China has ambitions to become a world leader in nuclear power. It had 30 reactors in commercial operation by the end of June this year, amounting to 28 gigawatts of capacity. HONG KONG (Reuters) - Vietnam has discreetly fortified several of its islands in the disputed South China Sea with new mobile rocket launchers capable of striking China's runways and military installations across the vital trade route, according to Western officials.Diplomats and military officers told Reuters that intelligence shows Hanoi has shipped the launchers from the Vietnamese mainland into position on five bases in the Spratly islands in recent months, a move likely to raise tensions with Beijing.The launchers have been hidden from aerial surveillance and they have yet to be armed, but could be made operational with rocket artillery rounds within two or three days, according to the three sources.Vietnam's Foreign Ministry said the information was "inaccurate", without elaborating.Deputy Defence Minister, Senior Lieutenant-General Nguyen Chi Vinh, told Reuters in Singapore in June that Hanoi had no such launchers or weapons ready in the Spratlys but reserved the right to take any such measures."It is within our legitimate right to self-defense to move any of our weapons to any area at any time within our sovereign territory," he said.The move is designed to counter China's build-up on its seven reclaimed islands in the Spratlys archipelago. Operated with targeting drones, they could strike both ships and land targets.That puts China's 3,000-metre runways and installations on Subi, Fiery Cross and Mischief Reef within range of many of Vietnam's tightly clustered holdings on 21 islands and reefs.While Vietnam has larger and longer range Russian coastal defense missiles, the EXTRA is considered highly mobile and effective against amphibious landings. It uses compact radars, so does not require a large operational footprint - also suitable for deployment on islets and reefs."When Vietnam acquired the EXTRA system, it was always thought that it would be deployed on the Spratlys...it is the perfect weapon for that," said Siemon Wezeman, a senior arms researcher at the Stockholm International Peace Research Institute (SIPRI).There is no sign the launchers have been recently test fired or moved.China took its first Spratlys possessions after a sea battle against Vietnam's then weak navy in 1988. A Swedish church group plans to use drones to drop thousands of tiny electronic Bibles in areas of Iraq controlled by the Islamic State.The Livets Ord (Word of Life) evangelical congregation hopes to influence Iraqis with the Christian messages of the Bible.“Our ambition is to pass on the hope and love that can fit in the Christian gospel to a population living in closed areas where human rights are denied,” the group wrote on its Swedish-language website.The actual air drop will be carried out by another, as yet unnamed, group.“The Bibles are the size of pill boxes and have a display. They require no electricity, but work on their own,” Livets Ord mission director Christian Ã…kerhielm told broadcaster SVT. It was not clear what language the texts were in.Livets Ord denied media reports that their actions constitute an attack on the Islamic State.“The project has been in the media portrayed as an ‘attack on IS,’ or with the terror group as the main target. This is not true,” it said in a statement on their website.The electronic Bible air-drop is done “in parallel with humanitarian efforts, medical team in refugee camps and distributing food and clothing to the needy,” it said.Livets Ord sends missionaries to many countries, including Russia, Ukraine, Armenia, Azerbaijan, Tajikistan, Afghanistan, Israel, and India.The organization is also very supportive of Israel. Over the past 25 years it have sent more than 13,000 people to educational courses in the Jewish state. With an eye on October’s municipal elections in the Palestinian territories, the Hamas terror group has produced a slick video showing a supposedly prosperous Gaza Strip under its rule, featuring smiling people holding up signs with the hashtag “Thank you Hamas.”Included in the video is an image of a metallic fist statue perched atop what appears to be an IDF armored vehicle. The fist clutches a replica of fallen soldier Oron Shaul’s dog tags. The tags bear Shaul’s army number — 6092065.Shaul was killed in action during the 2014 Gaza war, and Hamas initially claimed it had captured him alive. He was subsequently pronounced dead by the IDF and Hamas has refused to return his body.Gaza is widely reported to be a poverty-stricken territory constantly teetering on the verge of collapse. But the video paints a completely different picture, as the organization seeks to show Palestinians — in the West Bank as well as Gaza — its achievements since seizing power in the enclave in 2007.The video makes no mention of neighborhoods and homes destroyed in the 2014 war. Instead it shows life in Gaza to be almost idyllic, as it cuts between breathtaking views of beaches, parks, stores, municipal buildings and mosques. Smiling, seemingly happy people wave to the camera, living in what appears to be an oasis of green.It also highlights functioning law enforcement, children on roller-blades, high-rise buildings and a vibrant nightlife. University graduates, football teams, ambulance staff, fishermen and families, meanwhile, all pledge their support for Hamas.The Islamist group — considered a terror group by Israel and most Western governments — agreed last month with the rival Fatah movement to hold municipal elections in both Gaza and the West Bank in October, for the first time in 11 years.Hamas has ruled Gaza since a bloody coup saw it oust PA President Mahmoud Abbas’s Fatah from the coastal territory in 2007. Israeli authorities on Tuesday demolished three European Union-funded shelters in the West Bank, drawing condemnation from a local human rights group.The demolitions of the three shelters and two other structures took place in the Palestinian village of Umm el-Kheir, a small Bedouin village near the Israeli settlement of Carmel in the South Hebron Hills. It is in Area C of the West Bank, which is entirely under Israeli military control.The Israeli human rights organization B’Tselem said 27 people lived in the demolished structures, of whom 16 were minors. They all lost their homes in previous demolitions in the same village, its statement said.In April, six EU-funded modular homes were demolished in Umm el-Kheir.B’Tselem said Tuesday morning’s demolitions “demonstrate that the Israeli government continues its policy of destruction of Palestinian communities in favor of expanding [Jewish] settlements, a policy that drew international criticism in a recent Quartet report.”That report by the Middle East Quartet — representatives of the US, UN, EU and Russia — released in early July, accused Israel of undermining a two-state solution by making it nearly impossible for Palestinians to build in Area C, while allowing the expansion of Israeli settlements in the area.Israeli authorities regularly demolish homes built by Palestinians in Area C, arguing they are built illegally without permits and outside areas zoned for Palestinian building. Israel on Tuesday accused a United Nations employee of taking advantage of his position to assist the Hamas terrorist group in the Gaza Strip, the third such allegation in less than a week.According to the Shin Bet security service, Wahid Abd Allah Borsh, 38, an engineer in the UN’s Development Program, both funneled resources to the terrorist group and kept Hamas out of trouble with the international organization.In July, Shin Bet officers arrested Borsh, a resident of Jabaliya in the northern Gaza Strip, as he made his way into the coastal enclave through the Erez Crossing, the security service said.During his interrogation, Borsh told investigators that in 2014, he was directed by Hamas to “focus on his work in the UNDP in a way that would allow Hamas to extract the greatest possible benefit from him,” the Shin Bet said.“This investigation also demonstrates how Hamas exploits the resources of international aid organizations at the expense of the civilian population of the Gaza Strip,” the security service said.The UNDP did not have an immediate response to the allegations, but said it planned to release a statement “within the hour.”Hamas, meanwhile, denied the allegations in an official statement. The group’s spokesperson Sami Abu Zurhi called the accusations “false and baseless,” and said they were aimed at helping Israel strengthen its “siege” of Gaza.If Israel persists in its policy of accusing aid organizations in Gaza, it would face “dangerous consequences,” Zurhi said.The UNDP has operated in the West Bank and Gaza since the late 1970s. In recent years, its Gaza branch has focused on rebuilding the homes and businesses destroyed in the conflicts between Israel and Hamas.In light of the allegations, the Foreign Ministry demanded the United Nations carry out an “immediate investigation of the incident in order to ensure that an organization that is supposed to work toward peace and calm is not supporting a murderous terrorist group,” Deputy Foreign Minister Tzipi Hotovely said in a statement.“Along with that, we must increase the oversight of the moneys that flow to human rights organizations, which are repeatedly used to transfer money to terrorist groups,” she said.In addition to directing material support to Hamas, Borsh allegedly helped the group keep its weapons and materiel after they were found in UN locations.“For example, when weapons or terrorist tunnel openings were discovered in houses being handled by the UNDP, Hamas would take control of the site and confiscate the arms and other materials,” the Shin Bet said.“This violates clear UN procedures according to which UNMAS is supposed to be immediately notified as the United Nations Mine Action Service is the UN body in charge of dealing, inter alia, with explosive remnants of war,” it said.Through his work as an engineer, Borsh allegedly directed the UNDP to work on projects that would benefit Hamas.“In 2015, he helped build a marina for the use of the military arm of Hamas in the northern Gaza Strip, using UNDP resources,” the Shin Bet said.During that same year, he “worked to persuade UNDP managers to prioritize the rehabilitation of housing in areas populated by Hamas members, following a request he received from Hamas.”During his interrogation, Borsh also gave Israeli security officers information on other employees of international aid organizations with ties to Hamas, along with the locations of “tunnels and military bases which he had been exposed to during his work in Gaza.”On Tuesday, Borsh was formally charged in a Beersheba court for assisting a terrorist organization.The indictment came on the heels of two other cases of Hamas operatives allegedly infiltrating international aid organizations.On Thursday, the Shin Bet claimed that Muhammad Halabi, the manager of the World Vision charity’s operations in Gaza, had funneled millions of dollars to Hamas over the years. Border Police on Tuesday arrested a Palestinian woman who allegedly threatened them with a knife at a checkpoint near the Tomb of the Patriarchs in Hebron, police said in a statement.During a security check at the Abu Rish checkpoint in Hebron, the woman took a knife from her bag and “threatened to carry out a stabbing” against the officers, according to police.Using pepper spray, the officers overpowered the woman and arrested her and took her in for questioning.No one was hurt in the incident.The woman’s identity was not released. Palestinian media shared a photo of what appeared to be the woman being detained by Border Police at the checkpoint.

Israeli troops clashed with residents of the Deheishe refugee camp outside Bethlehem during an arrest raid early Tuesday morning, the army said.Seven Palestinians were injured in the raid, according to Palestinian media. The IDF did not confirm there were injuries among the Palestinians. No soldiers were wounded in the clash, the army said.The soldiers had come to the refugee camp to arrest Nidal Abu Aker, a member of the Popular Front for the Liberation of Palestine terrorist organization. The army would not specify why Abu Aker was picked up on Tuesday night.After soldiers arrested Abu Aker at his home sometime after midnight and began to exit the refugee camp, local residents attacked the military vehicles, the army said.“Hundreds of Palestinians threw rocks and explosive devices at the force,” an IDF spokesperson said. “In order to prevent further escalation, the soldiers returned fire with Ruger rounds at central instigators, at which point the riot dispersed.” Ruger 0.22-caliber rounds are used by the IDF and Israel Police for riot dispersal, as the comparatively small bullets are generally less lethal than other types of ammunition, though there have been cases of fatalities when the rounds struck targets in the upper body.Abu Aker, who also works as a journalist, was released from prison in December 2015 after serving nearly a year and a half in administrative detention without official charges. The 49-year-old has spent approximately 15 years in Israeli prisons, according to the PFLP.Elsewhere in the West Bank, Israeli forces arrested 12 other Palestinians, two of them for rock throwing and taking part in violent protests, the army said.The majority of them were arrested in the central West Bank. Environment Canada issues heat warning for Toronto-[CBC]-August 8, 2016-YAHOONEWS

A heat warning was issued by Environment Canada for Toronto on Monday afternoon, alerting residents to another impending heat wave.On Tuesday "afternoon temperatures are forecast to reach the low thirties. Humidex values will slowly rise to the mid-thirties," the warning reads, and humidex values may reach the low forties beginning Wednesday."This may be the longest and most significant heat wave of the summer so far," the alert continues.People in Toronto are advised to reschedule outdoor activities or plan them for later in the evening when it's cooler, according to Environment Canada.Environment Canada issues a heat warning in two situations:- When daytime temperatures are expected to hit 31 C or higher on two consecutive days, and nighttime temperatures are predicted to stay at 20 C or higher.- When the humidex is expected to hit 40 C or higher for two consecutive days.

Perseid Meteor shower set to become a meteor storm-[CBC]-August 8, 2016-YAHOONEWS

If you've never seen a shooting star you're in luck. The Perseid meteor shower will reach its peak between Thursday night and Friday morning, and it should be a great show this year.Vance Petriew, President of the Royal Canadian Astronomical Society's Regina branch, said the shower might actually turn into a storm."An average shower is about 60 meteors per hour," explained Petriew. But this year, they're predicting 100 plus meteors an hour."They usually call it a meteor storm once we get to 100 meteors an hour or more, So there's a potential for this to be called Perseid meteor storm," said Petriew.Perseid showers typically last from July 17 to Aug. 22, but the last meteor storm he can remember was in 2009.The phenomenon occurs when the Swift-Tuttle comet goes around the sun, leaving a trail of dust. While in space the dust shifts and moves."This year they're predicting that Jupiter slightly moved one [of the trails] and we are going to come and partially impact one of these trails," said Petriew.Just to be clear, when he refers to "us" he means "Earth."Petriew said it's not uncommon for Jupiter to be the main gravity attractor in our solar system, altering the orbit of asteroid belts or comets. In fact, Jupiter's gravitational pull brought a comet into Petriew's telescope sights on an August night in 2001.Awake at 3:00 a.m. he was testing out his new telescope when he saw a fuzzy object. He tried to identify it, could find no other record of it, recorded the observation and phoned it in via pay-phone to the International Astronomical Union in Cambridge, Massachusetts.With that the comet 185P/Petriew was discovered, the first comet to ever be discovered in Saskatchewan.Best time to watch-The best time to see the meteors is after midnight on Aug. 11, when the moon has gone down, but you will be able to see meteors all night and through the early morning on Aug. 12.For those hoping to see the shower – or storm, potentially – Petriew advises that you head out of town heading east, and if you can make it to a dark sky preserve.Weather permitting you'll be in for a great time, said Petriew. "Keep your eyes peeled and enjoy the show! It's awesome."

AGRA, India (Reuters) - Two miles down the road from the white marble walls of the fabled Taj Mahal, a heavyset man crouches in the dirt of a cow shed and explains how the future of India belongs to him.Digvijay Nath Tiwari is commander of a vigilante group that claims 5,000 members in the northern city of Agra, and which cultivates informants, swarms shop owners, ambushes trucks at night and metes out extra-judicial violence, all for one cause: protecting the holy cow, an animal held sacred by Hindu beliefs.Across the country, hardline Hindu groups have made headlines after being captured on video insulting and beating men they accuse of involvement in cow slaughter."Retaliation is important at times," said Tiwari, as he sat with 17 men squeezed around a straw mat on the shed floor. His cell phone contained photographs of stick-wielding men rushing to the aid of fallen cattle.Local police say they cannot stop Tiwari's actions, laying the blame partly on lax laws.The "gau rakshaks", or cow protectors, are inflaming tensions among India's religions and castes. They risk undermining Prime Minister Narendra Modi's efforts to focus on economic advancement, even as the right-wing Hindu nationalist forces that got him elected promote their own agenda.The implications reach far beyond the winding alleyways of Agra. The victims were Dalits, or Indians at the bottom of the caste hierarchy who traditionally take away cow carcasses which can then be used for leather.In another, from the northern state of Haryana, two people are made to sit on the road and eat a concoction including cow dung. They were reportedly Muslims, and the footage was taken during Ramadan, the Islamic month of fasting.While the BJP does not bank on the support of many Muslims, it does want to secure the votes of the Dalits, a caste formerly known as untouchables.Together, the two groups account for about 30 percent of India's population, a major consideration with important state elections due next year and a national ballot set for 2019.Chandra Bhan Prasad, a prominent Dalit writer and adviser to the Dalit Indian Chamber of Commerce and Industry, compared the violence to that of Ku Klux Klan racism in the United States."It's like India's version of KKK – the past was great so long as these blacks were under our thumb, society was beautiful. We have an emotional and religious attachment to it and we want to make it the center of our economic activity," said a senior RSS leader in New Delhi, who asked not to be named so he could speak more frankly."Vigilantes are instructed to follow the rules and they are a disciplined force. We admire their work."Champat Rai, a leader of the Hindu activist Vishwa Hindu Parishad (VHP), or World Hindu Council, a group formed by RSS leadership which oversees cow groups, was more direct."I am a cow patriot and want to free cows from the slavery of Muslim butchers," he said. "It's better we shed our blood to save the blood of cows."In Agra, some 220 km (135 miles) south of New Delhi, there has already been bloodshed, and the threat of more to come.One prominent Dalit businessmen in the city, H.K. Pippal, said recently at his shoe factory that he had a plan should the cow protection gang try to interfere with his operations and the cow leather it uses."I am very powerful, my workers could kill them."Tiwari, the cow group leader, blames the butchers for much of the problem."It's not just that the butchers get beaten," he said. "They attack us and threaten to kill us. It is a serious clash."Tiwari acknowledged having four criminal cases pending against him, but said he was innocent in all of them.In February this year, the vice president of the VHP in Agra, who was also a senior member of Tiwari's group, was surrounded by a group of five Muslims while walking from a temple to his furniture shop, according to a police report.The men had previously been targeted by the cow protectors for allegedly dealing in beef, according to Tiwari.One of them boasted: "You think that you are a big leader, we'll teach you a lesson today," said the police report.A pistol shot rang out and the VHP official, Arun Mahour, fell dead in one of the oldest and busiest markets of Agra.A mob of young Hindu men set out for a Muslim quarter, said the police officer in charge of the area, S.K. Sharma.Soon, thousands of people were in the streets, Sharma said. "This almost became a riot between the Hindus and Muslims."The fallen Hindu leader left behind two sons, aged 12 and 16.
