Leaders of Russia, Iran, Azerbaijan discuss closer ties-At first trilateral economic summit, presidents Putin, Rouhani and Aliyev call for greater international efforts against ‘terror’-By Stuart Winer and AP August 9, 2016, 12:12 pm-THE TIMES OF ISRAEL

The leaders of Russia, Iran, and Azerbaijan signed a joint deceleration on Monday urging stronger global action against “terrorism” and organized crime.Russian President Vladimir Putin, Iranian President Hassan Rouhani, and Azerbaijan President Ilham Aliyev met in Baku, Azerbaijan, for a trilateral summit officially aimed at developing economic cooperation. It was the first time the three nations held such a meeting, and the leaders said the new format should help improve ties.Putin said the three nations needed to cooperate more closely to tackle threats posed by the Islamic State group and other extremists as well as other challenges. Rouhani offered to host the next summit in Tehran. The Iran-based Mehr News Agency reported that the presidents pledged to fight against “terrorism, transnational organized crime, arms smuggling and drug trafficking in the region.”Prior to the trilateral talks, Putin met separately with both Aliyev and Rouhani, hailing his nation’s “multifaceted” cooperation with Iran and burgeoning economic ties with Azerbaijan. The talks touched on a prospective railway link between Iran and Azerbaijan that is expected to become part of a transport corridor running from India all the way to St. Petersburg in Russia, and providing a faster and cheaper alternative to existing sea routes.“The north-south transport corridor would be highly efficient,” Aliyev said during the talks. He added that construction is already underway to link Azerbaijani and Iranian railways.“The Baku summit prepares the ground for cementing regional ties, resulting in regional stability and security,” Rouhani said, according to the Iranian president’s website. He also highlighted Iran’s strengthening bond with Russia.“Tehran welcomes development of ties with Moscow,” he said. “The two countries’ relations have been developing in recent months.”Rouhani also commented on the agreement signed last year between Iran and world powers that curbed his country’s renegade nuclear program in return for relief from tough economic sanctions.“The role of Russia in the success of these negotiations and precise and full implementation of commitments of all parties in [the deal] has been constructive and positive,” he said.

Swedish church to drop Bibles in IS-controlled areas-Group to use drones to deliver electronic Christian message and ‘pass on the hope and love’-By Times of Israel staff August 7, 2016, 7:58 pm

A Swedish church group plans to use drones to drop thousands of tiny electronic Bibles in areas of Iraq controlled by the Islamic State. The Livets Ord (Word of Life) evangelical congregation hopes to influence Iraqis with the Christian messages of the Bible.“Our ambition is to pass on the hope and love that can fit in the Christian gospel to a population living in closed areas where human rights are denied,” the group wrote on its Swedish-language website. The actual air drop will be carried out by another, as yet unnamed, group.“The Bibles are the size of pill boxes and have a display. They require no electricity, but work on their own,” Livets Ord mission director Christian Ã…kerhielm told broadcaster SVT. It was not clear what language the texts were in.Livets Ord denied media reports that their actions constitute an attack on the Islamic State.“The project has been in the media portrayed as an ‘attack on IS,’ or with the terror group as the main target. This is not true,” it said in a statement on their website. The electronic Bible air-drop is done “in parallel with humanitarian efforts, medical team in refugee camps and distributing food and clothing to the needy,” it said.Livets Ord sends missionaries to many countries, including Russia, Ukraine, Armenia, Azerbaijan, Tajikistan, Afghanistan, Israel, and India. The organization is also very supportive of Israel. Over the past 25 years it have sent more than 13,000 people to educational courses in the Jewish state. It also funds and operates “Operation Jabotinsky” which helps Jews from the former Soviet Union emigrate to Israel. The group claims to have helped 18,000 Jews move to Israel.

Gaza portrayed as idyllic paradise in new Hamas propaganda video-Pre-election clip also celebrates group’s supposed victories over Israel, with images of fallen soldier’s replica dog tags-By Times of Israel staff August 9, 2016, 12:42 am

With an eye on October’s municipal elections in the Palestinian territories, the Hamas terror group has produced a slick video showing a supposedly prosperous Gaza Strip under its rule, featuring smiling people holding up signs with the hashtag “Thank you Hamas.”Included in the video is an image of a metallic fist statue perched atop what appears to be an IDF armored vehicle. The fist clutches a replica of fallen soldier Oron Shaul’s dog tags. The tags bear Shaul’s army number — 6092065.Shaul was killed in action during the 2014 Gaza war, and Hamas initially claimed it had captured him alive. He was subsequently pronounced dead by the IDF and Hamas has refused to return his body.Gaza is widely reported to be a poverty-stricken territory constantly teetering on the verge of collapse. But the video paints a completely different picture, as the organization seeks to show Palestinians — in the West Bank as well as Gaza — its achievements since seizing power in the enclave in 2007.The video makes no mention of neighborhoods and homes destroyed in the 2014 war. Instead it shows life in Gaza to be almost idyllic, as it cuts between breathtaking views of beaches, parks, stores, municipal buildings and mosques. Smiling, seemingly happy people wave to the camera, living in what appears to be an oasis of green. It also highlights functioning law enforcement, children on roller-blades, high-rise buildings and a vibrant nightlife. University graduates, football teams, ambulance staff, fishermen and families, meanwhile, all pledge their support for Hamas. The Islamist group — considered a terror group by Israel and most Western governments — agreed last month with the rival Fatah movement to hold municipal elections in both Gaza and the West Bank in October, for the first time in 11 years.Hamas has ruled Gaza since a bloody coup saw it oust PA President Mahmoud Abbas’s Fatah from the coastal territory in 2007. The terror group, which seeks to destroy Israel, has been a frequent critic of Fatah over the PA’s cooperation with Israel on security matters. PA security forces frequently arrest Hamas members in the West Bank, where Fatah is a dominant power fending off Hamas attempts to increase its influence.According to local opinion polls and political experts, Hamas — which has been enjoying unusual popularity in the West Bank and remains well-supported in Gaza — is expected to make significant gains in the upcoming elections for local councils.

Israel razes three EU-funded Palestinian homes in West Bank-Demolitions follow Brussels’ promise to continue funding shelters even in areas under full IDF control, despite Israeli objection-By Dov Lieber August 9, 2016, 12:57 pm-THE TIMES OF ISRAEL

Israeli authorities on Tuesday demolished three European Union-funded shelters in the West Bank, drawing condemnation from a local human rights group. The demolitions of the three shelters and two other structures took place in the Palestinian village of Umm el-Kheir, a small Bedouin village near the Israeli settlement of Carmel in the South Hebron Hills. It is in Area C of the West Bank, which is entirely under Israeli military control. The Israeli human rights organization B’Tselem said 27 people lived in the demolished structures, of whom 16 were minors. They all lost their homes in previous demolitions in the same village, its statement said.In April, six EU-funded modular homes were demolished in Umm el-Kheir.B’Tselem said Tuesday morning’s demolitions “demonstrate that the Israeli government continues its policy of destruction of Palestinian communities in favor of expanding [Jewish] settlements, a policy that drew international criticism in a recent Quartet report.”That report by the Middle East Quartet — representatives of the US, UN, EU and Russia — released in early July, accused Israel of undermining a two-state solution by making it nearly impossible for Palestinians to build in Area C, while allowing the expansion of Israeli settlements in the area.Israeli authorities regularly demolish homes built by Palestinians in Area C, arguing they are built illegally without permits and outside areas zoned for Palestinian building. Israel does not balk at demolishing EU-funded structures, despite the open tension it causes with its powerful ally. While Israeli authorities did not immediately respond to an inquiry about Tuesday’s demolitions, the pro-settlement group Regavim praised the move, saying its complaint had led to the action.“This morning’s action comes after years of lobbying against the EU’s rampant illegal building across Area C in total disregard for international law,” the group said in a statement. “Regavim’s work is beginning to bear fruit with a large increase in demolitions of European structures. We will not stop until there is a total European exit from all Israeli territory.”EU Ambassador to Israeli Lars Faaborg-Andersen said on July 27 that Israel had demolished nearly a million euros’ worth of modular homes donated by the EU to the Palestinians in Area C.During the first six months of 2016, Israel razed 91 houses built with “support of the European Union,” up from 70 in all of 2015, he said. The EU has invested €21 million in the last two years for development and humanitarian aid for Palestinian in the past two years, he added.Faaborg-Andersen said the EU would continue to provide aid to the Palestinians in Area C, despite the tension it generates with Jerusalem.

Israel charges UN employee with aiding Hamas in Gaza-In third such case in a week, Shin Bet claims Development Program engineer directed resources to Palestinian terror group-By Judah Ari Gross August 9, 2016, 1:38 pm-THE TIMES OF ISRAEL

Israel on Tuesday accused a United Nations employee of taking advantage of his position to assist the Hamas terrorist group in the Gaza Strip, the third such allegation in less than a week.According to the Shin Bet security service, Wahid Abd Allah Borsh, 38, an engineer in the UN’s Development Program, both funneled resources to the terrorist group and kept Hamas out of trouble with the international organization. In July, Shin Bet officers arrested Borsh, a resident of Jabaliya in the northern Gaza Strip, as he made his way into the coastal enclave through the Erez Crossing, the security service said.During his interrogation, Borsh told investigators that in 2014, he was directed by Hamas to “focus on his work in the UNDP in a way that would allow Hamas to extract the greatest possible benefit from him,” the Shin Bet said.“This investigation also demonstrates how Hamas exploits the resources of international aid organizations at the expense of the civilian population of the Gaza Strip,” the security service said. The UNDP did not have an immediate response to the allegations, but said it planned to release a statement “within the hour.”Hamas, meanwhile, denied the allegations in an official statement. The group’s spokesperson Sami Abu Zurhi called the accusations “false and baseless,” and said they were aimed at helping Israel strengthen its “siege” of Gaza.If Israel persists in its policy of accusing aid organizations in Gaza, it would face “dangerous consequences,” Zurhi said. The UNDP has operated in the West Bank and Gaza since the late 1970s. In recent years, its Gaza branch has focused on rebuilding the homes and businesses destroyed in the conflicts between Israel and Hamas. In light of the allegations, the Foreign Ministry demanded the United Nations carry out an “immediate investigation of the incident in order to ensure that an organization that is supposed to work toward peace and calm is not supporting a murderous terrorist group,” Deputy Foreign Minister Tzipi Hotovely said in a statement.“Along with that, we must increase the oversight of the moneys that flow to human rights organizations, which are repeatedly used to transfer money to terrorist groups,” she said.In addition to directing material support to Hamas, Borsh allegedly helped the group keep its weapons and materiel after they were found in UN locations.“For example, when weapons or terrorist tunnel openings were discovered in houses being handled by the UNDP, Hamas would take control of the site and confiscate the arms and other materials,” the Shin Bet said.“This violates clear UN procedures according to which UNMAS is supposed to be immediately notified as the United Nations Mine Action Service is the UN body in charge of dealing, inter alia, with explosive remnants of war,” it said.Through his work as an engineer, Borsh allegedly directed the UNDP to work on projects that would benefit Hamas.“In 2015, he helped build a marina for the use of the military arm of Hamas in the northern Gaza Strip, using UNDP resources,” the Shin Bet said.During that same year, he “worked to persuade UNDP managers to prioritize the rehabilitation of housing in areas populated by Hamas members, following a request he received from Hamas.”During his interrogation, Borsh also gave Israeli security officers information on other employees of international aid organizations with ties to Hamas, along with the locations of “tunnels and military bases which he had been exposed to during his work in Gaza.”On Tuesday, Borsh was formally charged in a Beersheba court for assisting a terrorist organization. The indictment came on the heels of two other cases of Hamas operatives allegedly infiltrating international aid organizations. On Thursday, the Shin Bet claimed that Muhammad Halabi, the manager of the World Vision charity’s operations in Gaza, had funneled millions of dollars to Hamas over the years. And on Monday, the Britain-based Save the Children organization said it would begin investigating allegations made by Israel that one of its employees had been recruited by Hamas.Israel’s ambassador to the UN Danny Danon called on the international body to take rapid action against Hamas.“These are not independent incidents, but a worrying trend of Hamas terrorists systematically taking advantage of UN groups,” Danon said in a statement.“If the UN is really interested in improving the lives of Gaza residents, it must immediately stop and dismiss any employee who works in the service of Hamas and cut all ties with organizations that assists terrorist,” the ambassador added.

Signaling priority shift, Biden omits Israel from foreign policy adieu-Jewish state barely gets a mention in US vice president’s parting treatise on ‘opportunities for the next administration’-By Raphael Ahren August 9, 2016, 3:09 pm-THE TIMES OF ISRAEL

A lengthy article about Washington’s foreign policy challenges written by US Vice President Joe Biden makes no mention of the Israeli-Palestinian conflict, indicating the establishment of a Palestinian state may no longer be a top priority for the current US administration. As US President Barack Obama enters the last few months of his second term, Israeli officials fear that he could seek to leave his mark on the region by supporting a pro-Palestinian resolution at the United Nations Security Council or making a major foreign policy speech outlining what he views as the general parameters of an eventual peace agreement. But while US officials have repeatedly stated that they continue to seek a two-state solution, Biden’s striking omission of the Palestinian issue follows Obama’s State of the Union address in January, in which, for the first time in his term, he did not mention Israel or the Palestinians.Biden’s 4,500-word article in this week’s Foreign Affairs magazine, entitled “Building on Success — Opportunities for the Next Administration,” deals with such issues as America’s relations with China and Russia, Washington’s ties with Asian countries, the Iranian nuclear deal, global terrorism, climate change and cyber-defense. But it only mentions Israel tangentially, in a defense of last year’s landmark nuclear deal with Iran.“Tehran is neither a friend nor a partner. But our willingness to break taboos and engage the regime directly, combined with our success in mobilizing unprecedented international pressure on Iran to negotiate, peacefully removed one of the greatest threats to global security: the specter of Iran gaining a nuclear weapon,” Biden wrote. One year after the agreement was signed it is clearly working, the vice president asserted, arguing that it would be dangerous to cancel it. “Tearing up the deal now, as some have proposed, would leave Iran’s nuclear program unconstrained, increase the threat to Israel and our partners in the Gulf, turn the international community against the United States, and sharply raise the prospect of another major war in the Middle East.”In recent days, the argument between Jerusalem and Washington over the merits of the so-called Joint Comprehensive Plan of Action has been making headlines again. In a press conference, Obama had suggested that today even Israeli security officials agree that it was a good deal. Israel’s defense minister reacted with an usually harsh response, comparing the pact with the Munich Agreement the Allied powers struck with Hitler Germany before World War II broke out. On Monday the Defense Ministry half-apologized for its statement, saying it was “in no way intended to draw comparisons, historical or personal.”“Critics of engagement should remember that the nuclear deal was never meant to resolve all our problems with Tehran,” Biden wrote in the article. “Engaging Iran need not come at the expense of our ironclad commitments to our allies and partners in the Middle East, including Israel. The United States has retained all the means necessary, including targeted sanctions, to hold Iran accountable for its ballistic missile activities, support for terrorism, and human rights violations, and we are committed to working with our allies and partners to push back against Iran’s destabilizing behavior.”

Palestinian woman held for pulling knife in Hebron-Border Police officers pepper spray and detain suspect who threatens them with blade at checkpoint-By Times of Israel staff August 9, 2016, 4:39 pm

Border Police on Tuesday arrested a Palestinian woman who allegedly threatened them with a knife at a checkpoint near the Tomb of the Patriarchs in Hebron, police said in a statement.During a security check at the Abu Rish checkpoint in Hebron, the woman took a knife from her bag and “threatened to carry out a stabbing” against the officers, according to police.Using pepper spray, the officers overpowered the woman and arrested her and took her in for questioning. No one was hurt in the incident. The woman’s identity was not released. Palestinian media shared a photo of what appeared to be the woman being detained by Border Police at the checkpoint.

Soldiers, Palestinians clash during West Bank arrest raid-Troops open fire, reportedly injuring 7, after residents of Deheishe refugee camp throw rocks and pipe bombs at them-By Judah Ari Gross August 9, 2016, 11:40 am-the times of israel

Israeli troops clashed with residents of the Deheishe refugee camp outside Bethlehem during an arrest raid early Tuesday morning, the army said.Seven Palestinians were injured in the raid, according to Palestinian media. The IDF did not confirm there were injuries among the Palestinians. No soldiers were wounded in the clash, the army said. The soldiers had come to the refugee camp to arrest Nidal Abu Aker, a member of the Popular Front for the Liberation of Palestine terrorist organization. The army would not specify why Abu Aker was picked up on Tuesday night. After soldiers arrested Abu Aker at his home sometime after midnight and began to exit the refugee camp, local residents attacked the military vehicles, the army said.“Hundreds of Palestinians threw rocks and explosive devices at the force,” an IDF spokesperson said. “In order to prevent further escalation, the soldiers returned fire with Ruger rounds at central instigators, at which point the riot dispersed.” Ruger 0.22-caliber rounds are used by the IDF and Israel Police for riot dispersal, as the comparatively small bullets are generally less lethal than other types of ammunition, though there have been cases of fatalities when the rounds struck targets in the upper body.Abu Aker, who also works as a journalist, was released from prison in December 2015 after serving nearly a year and a half in administrative detention without official charges. The 49-year-old has spent approximately 15 years in Israeli prisons, according to the PFLP.Elsewhere in the West Bank, Israeli forces arrested 12 other Palestinians, two of them for rock throwing and taking part in violent protests, the army said. The majority of them were arrested in the central West Bank. Four were picked in Sawahera, two in Beit Fajjar and one in Sa’ir, north of Hebron. The suspects have been handed over to the Shin Bet security service for interrogation, the army said.

Russia, Turkey ready for fresh start in St Petersburg-By EUOBSERVER-AUG 9,16

Today, 09:27-Turkey's president Recep Tayyip Erdogan visits on Tuesday St. Petersburg for a bilateral meeting with Russian president Vladimir Putin. This will be Erdogan's first trip abroad since the failed July coup and the first face-to-face meeting between the two leaders since Turkey downed a Russian jet in November, on the Syrian border, leading to a crisis between the two countries.

Turkey questions future of EU-By EUOBSERVER-AUG 9,16

Today, 07:49-Turkey's deputy prime minister, Numan Kurtulmus, shot back on Monday at comments made by Germany's vice chancellor, Sigmar Gabriel, on Turkey's dim chances of the country one day joining the EU. Gabriel had said it would take up to 20 years for Turkey to join the EU. Kurtulmus, for his part, said the existence of the EU in 20 years is in doubt, reports the Turkish Daily Sabah .

Turkey, Russia rapprochement not seen affecting Turkey's NATO role - Germany-[Reuters]-August 8, 2016-YAHOONEWS

BERLIN (Reuters) - Germany does not believe that a thaw in relations between Turkey and Russia will affect Turkey's role in the NATO alliance, the German Foreign Ministry said on Monday. The spokeswoman welcomed moves by the two countries to end tensions after Turkey downed a Russian fighter jet near the Syrian border last November, and said better communication was important given their respective roles in ending the civil war in Syria."We do not believe that the rapprochement between Turkey and Russia will have consequences for the security partnership within NATO," spokeswoman Sawsan Chebli told a regular government news conference. "Turkey is and remains an important partner within NATO."Turkish President Tayyip Erdogan is due to meet Russian President Vladimir Putin in St Petersburg on Tuesday for talks on the Syria conflict, trade, energy and the resumption of Russian charter flights to Turkey. The meeting comes amid growing strains in Ankara's ties with the West after a failed military coup in Turkey in which 230 people were killed. Turkey accuses the West of showing more concern over a post-coup crackdown than over the putsch itself.Markus Ederer, state secretary in the German foreign ministry, told reporters that he told Turkish officials during a visit on Monday that Germany took the attempted coup seriously. But he said he also insisted that Ankara should carry out post-coup investigations in line with European values and the principles of rule of law.Chebli and a spokeswoman for the German government repeated that reinstatement of the death penalty in Turkey would end its bid to join the European Union."It's clear that there is no place in the European Union for a country that has the death penalty," German government spokeswoman Ulrike Demmer told reporters.(Reporting by Michelle Martin, Andrea Shalal and Sabine Siebold in Berlin, and Ayla Jean Yackley in Ankara; Editing by Caroline Copley)

Ankara and Kremlin in charm offensive By Nikolaj Nielsen-AUG 10,16-EUOBSERVER

Brussels, Today, 17:46-Relations between Turkey and Russia are thawing after a state visit on Tuesday (9 August) by Turkey's president to St. Petersburg."Turkey-Russia ties have entered into a very different and positive phase," said Turkey's president Recep Tayyip Erdogan in a meeting with his Russian counterpart, Vladimir Putin.Putin, for his part, said the restoration of bilateral ties "would benefit both Turkey and Russia."The move marks a turning point in an often fraught relationship, and a possible step away from Turkey's increasingly strained Nato allies, the United States and Europe.Last November, Turkey shot down a Russian Su-24 jet fighter near the Syrian border, killing both pilots. Russia responded with trade sanctions and suspended charter flights and package tour sales to Turkey. The trade measures saw Turkey's exports to Russia drop by over 60 percent, some €664 million, in the first six months of this year, according to Turkey's Daily Sabah. The Russian ban reportedly causing around €757 million in losses in the Turkish tourism sector over the same period. The official visit to the Russian city is an effort to smooth over tensions, part of a broader Turkish policy, pre-dating the 15 July coup, to mend relations in the neighbourhood.Erdogan also sent the Kremlin a letter where he expressed his regret for downing the jet. The half-apology appearing to have helped convince Russia to mend ties.Tuesday's encounter with Putin marks Erdogan's first official state visit following last month's failed military coup to overthrow Turkey's government.Yet, the two nations still remain at odds over the fate of Syria. Russia backs Syrian president Bashar al-Assad, enemy of Erdogan.-Anti-americanism in Turkey-The two share a disdain for the United States; Erdogan, in part, blames the Americans for harbouring his enemy Fethullah Gulen.Turkey says Gulen — a Muslim cleric living in self-imposed exile in Pennsylvania since 1991 — masterminded the coup.Turkey's government continues its purging his supporters throughout the country, despite denials from 75-year old Gulen of involvement in the coup.Gulen has accused Erdogan of using the coup to further tighten his grip on power.Around 16,000 people have been arrested and tens of thousands detained or fired from their jobs.Turkey wants him extradited from the United States. On Tuesday, Turkey's justice minister Bekir Bozdag said in an interview with state-run Anadolu Agency that anti-Americanism in Turkey risks turning into hatred."It is in the hands of the United States to stop this anti-American feeling leading to hatred," he said. The European Union, for its part, has not been spared from Turkey's criticisms, Ankara threatening to scrap the migrant swap deal signed off in March unless short-term visa restrictions on Turkish nationals are lifted.Turkey's foreign minister, Mevlut Cavusoglu, issued the threat earlier this month in an interview with Germany's daily Frankfurter Allgemeine Zeitung."If visa liberalisation does not follow, we will be forced to back away from the deal on taking back [refugees] and the agreement of 18 March," he had said. The EU is determined to keep the deal, but is refusing to budge on Turkey's demands. In an interview with Tagesspiegel on Monday, EU commission president, Jean-Claude Juncker said the deal with Turkey stood."I do not feel blackmailed by Turkey. We negotiated an agreement and I expect Turkey to fulfil the jointly agreed conditions. Pacta sunt servanda [agreements must be kept]. (…) If Turkey wants to obtain visa liberalisation by October, it will have to fulfil all the outstanding benchmarks," he said.

Turkey won't reform terrorism law to conform with EU deal By Nikolaj Nielsen-AUG 9,16-EUOBSERVER

BRUSSELS, Today, 08:17-Turkey won't amend its anti-terrorism law, a blow which could upend the EU-Turkey migrant-swap deal signed off with Ankara in March. In an interview with the Financial Times on Monday (8 August), Turkey's EU minister Omer Celik said it would be "impossible" to overhaul the law in the immediate future.EU imposed conditions require Turkey to narrow its definition of terrorism in the law, as part of a broader deal to free-up short term visas for Turkish nationals to travel in the European Union. But the initial plan to ease visa waivers following the migrant deal over the summer failed, Ankara unable to meet all 72 visa liberalisation benchmarks.Yet, Celik has not ruled out making the amendments to its counter-terrorism altogether. But he said tensions in the wake of last month's failed military coup along with other threats make the move impossible.“We have the PKK, Daesh [Isis] and other groups launching attacks so it would not be intelligent to make an amendment in the terrorism law at this point," he said. The Turkish government has used the broad definition of terrorism to crack down on opposition and jail journalists in the lead up to the coup on 15 July.Turkey's foreign minister Mevlut Cavusoglu, earlier this month, warned Turkey would no longer abide by the migrant deal, should the EU fail to lift the visa restrictions. The March agreement has resulted in a sharp decrease in the number of mostly Syrians leaving Turkey to seek asylum in Greece. The Geneva-based International Organisation for Migration (IOM) registered around 1,800 arrivals in July, down from almost 55,000 in July 2015.

Turkey's Erdogan sits down with Russia's Putin for talks-[syndication.thecanadianpress.com]-August 9, 2016-YAHOONEWS

ST. PETERSBURG, Russia — On his first foreign visit after Turkey's failed coup, Turkish President Recep Tayyip Erdogan thanked Russian President Vladimir Putin for inviting him for talks Tuesday aimed at repairing ties shattered by Turkey's downing of a Russian warplane along the Syrian border last year. The downing of the Russian jet in November, which Putin described as a "treacherous stab in the back," came amid boiling tensions over Syria, where Moscow and Ankara back opposing sides in the war. Russia promptly cut ties with Turkey over the incident, banned Turkish vegetables, restricted Russian tourists' access to Turkey and blocked some Turkish companies from working on the Russian market.Erdogan in June sent a letter to Putin with a long-anticipated apology for Turkey's downing of the jet, setting the scene for the meeting Tuesday at Konstantin Palace in St. Petersburg.Opening the talks, Putin said he was "glad" to be seeing Erdogan again and praised his visit as Turkey's commitment to repair the soured ties."Despite the very difficult domestic situation your visit means that all of us want the dialogue to be resumed and ties to be restored in the interests of the people of Turkey and Russia," Putin said.Putin is interested in mending the rift with Turkey in the hopes of reviving key economic projects, including a much-touted pipeline to carry natural gas to Turkey, and expanding Russia's clout in Syria.Erdogan, in his opening remarks, thanked Putin twice for inviting him to Russia. "I believe that our solidarity will help toward the resolution of regional problems," he said.Erdogan also mentioned that Putin was one of the first world leaders to call him after the attempted coup on July 15 to express his support, which Erdogan said "gladdened me, my colleagues and our people."Putin earlier in the meeting said it is Russia's "first stance" to oppose any "actions that counter the constitution."Analysts say that Erdogan may also be hoping to play the Russian card to strengthen his hand in disputes with the United States and European Union.Turkey is pressing the United States hard to extradite Turkish cleric Fethullah Gulen, whom the government blames for the failed coup. Gulen denies the claims.___Suzan Fraser in Ankara contributed to this report.Nataliya Vasilyeva, The Associated Press

U.S. urges Russia to halt Syria sieges; Russia slams aid politicisation-[Reuters]-By Michelle Nichols-August 8, 2016-YAHOONEWS

UNITED NATIONS (Reuters) - The United Nations Security Council must not allow civilians on both sides of the Syrian city of Aleppo to be cut off from humanitarian aid, the United States said on Monday as Russia accused Washington of politicizing a humanitarian issue.Insurgents effectively broke a month-long government siege of eastern, opposition-held Aleppo on Saturday, severing the primary government supply corridor and raising the prospect that government-held western Aleppo might become besieged. The United States, Britain, France, New Zealand and Ukraine organised an informal Security Council meeting on Aleppo on Monday with briefings by a "White Helmet" rescue worker and two U.S.-based doctors from the Syrian American Medical Society who recently returned from Aleppo."If the fighting continues it is conceivable that civilians on both sides of Aleppo could be cut off from the basic assistance they need. We cannot allow this to happen," U.S. Ambassador to the United Nations Samantha Power said.Citing U.N. figures, Power said Syrian government forces were to blame for nearly 80 percent of the besieged areas throughout Syria. Aleppo, Syria's biggest city before the outbreak of the conflict five years ago, has been divided between government forces and rebels since the summer of 2012."We once again urge Russia to stop facilitating these sieges and to use its influence to press the regime to end its sieges across Syria once and for all," she said. The United Nations aid chief has called for weekly 48-hour humanitarian pauses in fighting to deliver aid to Aleppo.Russian Deputy U.N. Ambassador Vladimir Safronkov accused the United States and its western colleagues of politicizing a humanitarian issue, urging them to "admit that the main cause of all of the humanitarian problems in Syria is not the counter-terrorist actions by the legitimate government of Syria."The propaganda and the emotional rhetoric, the unfounded accusations, the information campaign, means that we cannot move toward a political settlement in Syria," Safronkov said.He said the first step toward ending the five-year conflict should be a pooling of efforts to combat terrorism and then a renewal of Syrian peace talks.A crackdown by Syrian President Bashar al-Assad on pro-democracy protesters five years ago sparked a civil war, and Islamic State militants have used the chaos to seize territory in Syria and Iraq. The United States and allies began bombing Islamic State militants in Syria nearly two years ago, while Russia began air strikes in support of Assad a year ago.(Reporting by Michelle Nichols; Editing by Dan Grebler)

China warns UK over 18 bln stg nuclear power deal - FT-[Reuters]-August 8, 2016-YAHOONEWS

(Reuters) - China has warned Britain that bilateral ties stand at a "crucial historical juncture" over London's deferral of an 18 billion pound ($23.47 billion) nuclear power project, the Financial Times reported on Monday.China's Ambassador to the UK Liu Xiaoming wrote in the FT that he hoped London would keep its door open to China and that the British government would continue to support the nuclear project and come to a decision as soon as possible.Britain said last week it wanted closer ties with China, but resisted pressure from Beijing to sign off on a $24 billion nuclear power project that was delayed at the last minute by Prime Minister Theresa May.Any cancellation of the Hinkley deal would likely harm other planned Chinese investments in the UK, the FT reported, citing Chinese officials.Hinkley is seen as the front runner to closer Chinese nuclear involvement, paving the way for another project in Britain that would use Chinese nuclear technology.Under plans drawn up by former prime minister David Cameron, French utility EDF and Chinese partner China General Nuclear would fund the $24 billion cost of the project, while Britain committed to pay a minimum price for the power generated by the plant for 35 years.($1 = 0.7670 pound)(Reporting by Rama Venkat Raman in Bengaluru; Editing by James Dalgleish)

Poll: Third Spanish election won't end limbo-By Sarah Morris-AUG 9,16-EUOBSERVER

Madrid, Today, 09:29-Spain has now spent eight months without a full government, since anti-austerity party Podemos and liberals Ciudadanos ("Citizens") burst into the national parliament, taking a third of seats.Yet a return to the ballot box would only produce another fragmented parliament, a poll by state-run Centre for Sociological Studies (CIS) showing only Spain's Socialist Party would gain from a third election.Traditional parties that have run Spain since the 1970s and the newcomers have so far failed to agree on a coalition, even after the repeat election on 26 June.Monday’s poll forecast the conservative People’s Party (PP) would again win the largest share of the vote, slipping to 32.5 from June's 33.0 percent. The Socialists, the only party to increase their vote, edged up to 23.1 from up from 22.7 percent, retaining second place — ahead of the anti-austerity party, Podemos (“We Can”).Podemos and Ciudadanos both lost ground; Left-wing coalition Unidos Podemos falling to 19.6 from 21.1 percent percent and Ciudadanos to 12.0 from 13.1 percent.-Growing pressure on Socialists-Carried out between 1 and 11 July , the survey may strengthen the resolve of Socialist Leader Pedro Sanchez, under pressure from rival parties and leading Socialists to facilitate a government led by incumbent prime minister Mariano Rajoy.Rajoy is seen as the best placed to form a government after winning 14 extra seats in June. Yet 137 seats put him a long way from the 176 needed for an absolute majority – even if he can persuade Ciudadanos' 32 members of parliament to support him in a vote of confidence .The Socialists have so far refused to even contemplate their 85 MPs voting with, or abstaining from, a vote against their historical rivals. If they do, they risk losing Socialists voters to Podemos.“The CIS [poll] confirms us as the alternative to Rajoy,” the Socialist group tweeted in reaction. The PP are pressurising Sanchez and Ciudadanos’ leader Albert Rivera to back Rajoy as prime minister, by the end of August, pointing to a need to approve 2017's budget in order to meet a mid-October deadline with the European Commission. The European Commission said last month (27 July) Spain may not be fined for not taking “effective action" to bring its budget deficit down to 3 percent of GDP. But the EU Council could still impose levies, up to 0.2 percent of each state's GDP.-Third elections looming-“Third elections would turn us into the laughing stock of Europe,” said Rafael Hernando, spokesman for the PP after the CIS poll. “If the political situation and the opinion of the Spaniards would hardly change, Mr Sanchez and also Mr Rivera need to change.”Some Socialists have suggested they could more easily abstain if the PP can gain votes from smaller parties and a “yes” vote from Ciudadanos to come closer to 176 seats.Rajoy has accepted King Felipe VI’s mandate to form a government, but suggested he will not present himself for an unwinnable confidence vote in the parliament. So far, Ciudadanos has promised that to give Spain a government it will abstain in a second investiture vote – where a larger majority of votes in favour are needed. But, it has ruled out a favourable vote or even entering coalition headed with the PP.Opposition parties have criticised the failure of Rajoy to face an investiture vote, given Spain’s Constitution sets a two-month deadline from the first vote before an election is automatically called. If no vote takes place, the prospect the country’s political blockage could go on indefinitely, one minister suggesting the parliament could be dissolved without such a vote.-Rajoy still the favourite-Most analysts think rival parties will eventually accept a PP government, with Rajoy as its leader. Rajoy's position is shaky, considered by rivals to have done little to investigate allegations of party slush-funds.“Despite the apparent trench warfare between all the parties, it’s increasingly probable for a precarious legislature to get under way without third elections,” said Pablo Simon, a political science lecturer at the Carlos III University-Regional parties like the Basque National Party, so far, have said they will not support Rajoy – even if they backed his party in the 1990s – as they're unlikely to risk upsetting voters before elections in the Basque region on 25 September.Beyond an investiture vote, though, the PP will have to strike deals in order to be able to pass reforms. It governed for the last four years with an absolute majority, when it introduced many laws by decree.Analyst Simon says the PP’s rivals should now take advantage of the fact that MPs will play a role in lawmaking. Though they may not be able to always agree on economic issues, the Socialists, Ciudadanos and Podemos voted together in parliament in 63 percent of the December-June parliament, he says. “This is the first time the opposition can, if it wants, set the pace from the parliament.”

Candidate for UN secretary general among those denied visa to Montreal's World Social Forum-[CBC]-August 9, 2016-YAHOONEWS

A candidate to succeed Ban Ki-moon as United Nations secretary general is among those denied a visa by Canadian immigration officials for this week's World Social Forum in Montreal.AminataTraoré, a high-profile anti-globalization activist and a former minister of tourism and culture in Mali, said the visa controversy is a stain on Canada's reputation as an open country."Honestly I wasn't expecting this," Traoré told Radio-Canada in an interview."Especially since I've been to Canada several times to give conferences on the same themes."Traoré said she was told her visa application did not meet the requirements, but wasn't told why.She said she recently sent her documents for a third time to the Canadian embassy in the Senegalese capital of Dakar, where the visas are processed. But at this point, she said, the back-and-forth process has made her question her desire to attend the conference."I don't know if I'll get the visa or not, but ultimately, I just decided today that taking into account all of these difficulties, I don't want to look like someone who's been rescued," she said.-'Dreadful lesson in democracy'-Traoré called the ordeal a "worrying" and "dreadful lesson in democracy.""It is precisely these countries that are supposedly there to give lessons to our democracies," she said. "In reality, the West is more and more afraid of debates on ideas ... We are bearers of ideas, not bombs."Despite increased media attention on the problem, organizers said several guests had yet to obtain their visas with the event set to begin Tuesday. The World Social Forum, an annual meeting bringing together activists and leftist intellectuals from around the world, runs from Aug. 9 to Aug. 14 in Montreal."The government is very much aware of the situation and we hope to have good news," said Carminda Mac Laurin, one of the event's organizers.According to Mac Laurin, Canada is putting its image on the line with its restrictive policies on visitors and international speakers.First World Social Forum in a G7 country could be the smallest-The 12th WSF is expected to draw 50,000 people and 5,000 organizations and is aimed at finding "concrete alternatives to the neoliberal economic model and to policies based on the exploitation of human beings and nature," according to its website. This year's international gathering sets several precedents as it is the first to be held in North America and the first to take place in a G7 country. This despite the founding principle that the annual conference should be held in the Global South."But our fellow Canadian activists hoped that this edition would be held in Canada and I think they were assured everything would be fine. But that's not the case and I'm sad for them," Traoré said. The visa issue may now contribute to a third WSF precedent: being the least-attended in the conference's 15-year history. In comparison, over 200,000 people attended the first WSF in Porto Alegre, Brazil, back in 2001."If there are less people, it's probably unfortunately going to be the Canadian government that will... suffer a little bit, because it taints Canada's reputation of openness and hospitality that is always put forward," said Mac Laurin.-NDP presses for action-Jenny Kwan, the NDP's immigration critic, called on Immigration Minister John McCallum to hold an emergency meeting with WSF organizers last week. She says the federal government hasn't taken any steps she's aware of since then."We are once again urging the minister to act expeditiously," Kwan said Monday."But as each day passes, we're running out of time."For its part, Citizenship and Immigration Canada has blamed the denied visas on WSF's organization and says the applications were not filled out rigorously. It says organizers should have sought private assistance to complete the applications.Organizers dispute that applications were not filled out properly and added that not all the invited participants could absorb the extra cost of private help.Despite this, Mac Laurin believes several visas will be granted at the last minute.

California wildfire forces closure of scenic Highway 1-[By Dan Whitcomb]-August 8, 2016-YAHOONEWS

LOS ANGELES (Reuters) - An epic wildfire that has killed one person and blackened about 60,000 acres along the California coast, forced authorities on Monday to shut down a portion of scenic Highway 1 near Carmel-by-the-Sea.The closure of the highway, which runs along much of the Pacific coastline and is famed for its dramatic ocean views, was prompted by an increase in fire and wind activity in the Big Sur area, the California Department of Forestry and Fire Protection said. The road was expected to be closed to traffic in both directions from 10 p.m. Pacific time on Monday (0500 GMT Tuesday) until at least 6 p.m. on Tuesday (0100 GMT Wednesday), depending on conditions, the department said. The so-called Soberanes Fire, which has destroyed 57 homes and 11 outbuildings, has been burning since July 22. A bulldozer operator died on July 26 when his tractor rolled over as he helped property owners battle the blaze, becoming the sixth wildfire fatality in California this year.Authorities have traced origins of the blaze to an illegal campfire left unattended in a state park about a mile from Highway 1. No arrests have so far been made.As of Monday, the more than 5,000 firefighters battling the flames had cut containment lines around 45 percent of its perimeter.Firefighters are making gradual but steady progress against the blaze as wildfire season in the western United States reaches its traditional peak, intensified by prolonged drought and extreme summer heat across the region. The conflagration near Big Sur is one of 35 major wildfires that have charred half a million acres in 12 states, mostly in the West, according to the National Interagency Fire Center in Boise, Idaho.A blaze that erupted on Sunday in San Bernardino County, east of Los Angeles, had scorched some 4,500 acres of dry timber and brush within 24 hours and was only about 5 percent contained, officials said. That fire, called the Pilot Fire, had not destroyed any homes as of Monday afternoon but residents of about 25 homes along two major highways were ordered to evacuate.(Reporting by Dan Whitcomb; editing by Grant McCool)

Perseid Meteor shower set to become a meteor storm-[CBC]-August 8, 2016-YAHOONEWS

If you've never seen a shooting star you're in luck. The Perseid meteor shower will reach its peak between Thursday night and Friday morning, and it should be a great show this year.Vance Petriew, President of the Royal Canadian Astronomical Society's Regina branch, said the shower might actually turn into a storm."An average shower is about 60 meteors per hour," explained Petriew. But this year, they're predicting 100 plus meteors an hour."They usually call it a meteor storm once we get to 100 meteors an hour or more, So there's a potential for this to be called Perseid meteor storm," said Petriew.Perseid showers typically last from July 17 to Aug. 22, but the last meteor storm he can remember was in 2009.The phenomenon occurs when the Swift-Tuttle comet goes around the sun, leaving a trail of dust. While in space the dust shifts and moves."This year they're predicting that Jupiter slightly moved one [of the trails] and we are going to come and partially impact one of these trails," said Petriew.Just to be clear, when he refers to "us" he means "Earth."Petriew said it's not uncommon for Jupiter to be the main gravity attractor in our solar system, altering the orbit of asteroid belts or comets. In fact, Jupiter's gravitational pull brought a comet into Petriew's telescope sights on an August night in 2001.Awake at 3:00 a.m. he was testing out his new telescope when he saw a fuzzy object. He tried to identify it, could find no other record of it, recorded the observation and phoned it in via pay-phone to the International Astronomical Union in Cambridge, Massachusetts. With that the comet 185P/Petriew was discovered, the first comet to ever be discovered in Saskatchewan.Best time to watch-The best time to see the meteors is after midnight on Aug. 11, when the moon has gone down, but you will be able to see meteors all night and through the early morning on Aug. 12.For those hoping to see the shower – or storm, potentially – Petriew advises that you head out of town heading east, and if you can make it to a dark sky preserve.Weather permitting you'll be in for a great time, said Petriew. "Keep your eyes peeled and enjoy the show! It's awesome."

Holy cows and Hindu crusaders cloud Modi's Indian reform drive-[Reuters]-By Rupam Jain and Tom Lasseter-August 8, 2016-YAHOONEWS

AGRA, India (Reuters) - Two miles down the road from the white marble walls of the fabled Taj Mahal, a heavyset man crouches in the dirt of a cow shed and explains how the future of India belongs to him.Digvijay Nath Tiwari is commander of a vigilante group that claims 5,000 members in the northern city of Agra, and which cultivates informants, swarms shop owners, ambushes trucks at night and metes out extra-judicial violence, all for one cause: protecting the holy cow, an animal held sacred by Hindu beliefs.Across the country, hardline Hindu groups have made headlines after being captured on video insulting and beating men they accuse of involvement in cow slaughter."Retaliation is important at times," said Tiwari, as he sat with 17 men squeezed around a straw mat on the shed floor. His cell phone contained photographs of stick-wielding men rushing to the aid of fallen cattle.Local police say they cannot stop Tiwari's actions, laying the blame partly on lax laws. The "gau rakshaks", or cow protectors, are inflaming tensions among India's religions and castes. They risk undermining Prime Minister Narendra Modi's efforts to focus on economic advancement, even as the right-wing Hindu nationalist forces that got him elected promote their own agenda. The implications reach far beyond the winding alleyways of Agra. Social and religious stability are key to future assumptions of prosperity in India, currently the world's fastest expanding major economy."India will remain one of the strongest growth stories in the region," a Goldman Sachs strategist said in April, echoing the sentiment of many foreign investors.Yet such outlooks built on macro-analysis risk missing a ground truth: if the right-wing groups empowered by Modi's rise do not stop antagonizing minorities, then the ruling Bharatiya Janata Party's (BJP) plans for nurturing that growth will not easily come to pass.-CHANGING FOCUS-Cow slaughter is illegal in most of India, an overwhelmingly Hindu nation. However, it had long been tolerated under the Congress party, which ruled the country for most of its independent history and prides itself on protecting Muslims and lower castes who ply the meat and leather trade. Now the Hindu nationalist BJP is in power, and that is changing as vigilante groups gain prominence. And Modi, while saying he's concerned, has been either unwilling or unable to halt their more extreme actions. The prime minister was trained and nurtured by hardline Hindu organizations that were instrumental in his rise from the son of a train station tea seller to leader of the world's biggest democracy.Once at the helm, however, he has focused on more pragmatic and inclusive economic issues: spurring growth and creating enough jobs for a rapidly expanding workforce. These initiatives could be derailed by a narrower, Hindu nationalist agenda aimed at protecting symbols made sacrosanct by religious texts and countering a perceived threat of foreign influences. In a speech on Saturday night in New Delhi, Modi lashed out at the cow protectors."I feel so angry at times. Some people who are engaged in anti-social activities for the whole night wear the mask of 'gau rakshaks' in the day," he said.A senior aide to Modi, who is approaching the halfway mark of his five-year tenure, said at the end of July that while the leader is aware of the social and economic implications, "we cannot do much to stop cow protection forces ... cow protection is integral to our core support base."-DALITS FEEL UNDER SIEGE-The violence of cow vigilante groups this year, some of it caught in disturbing videos on the Internet, has unsettled minority groups. One clip from the western state of Gujarat shows four men, shirtless, tied to a bumper being whipped with rods. The victims were Dalits, or Indians at the bottom of the caste hierarchy who traditionally take away cow carcasses which can then be used for leather. In another, from the northern state of Haryana, two people are made to sit on the road and eat a concoction including cow dung. They were reportedly Muslims, and the footage was taken during Ramadan, the Islamic month of fasting. While the BJP does not bank on the support of many Muslims, it does want to secure the votes of the Dalits, a caste formerly known as untouchables.Together, the two groups account for about 30 percent of India's population, a major consideration with important state elections due next year and a national ballot set for 2019.Chandra Bhan Prasad, a prominent Dalit writer and adviser to the Dalit Indian Chamber of Commerce and Industry, compared the violence to that of Ku Klux Klan racism in the United States."It's like India's version of KKK – the past was great so long as these blacks were under our thumb, society was beautiful. So, how to control these Dalits?"-"COW NOT JUST AN ANIMAL"-The Rashtriya Swayamsevak Sangh (RSS), the nation's umbrella right-wing Hindu organization which helped create the BJP, does not appear willing to tackle cow protection forces, blaming outlaws for causing the trouble."The cow is not just an animal. We have an emotional and religious attachment to it and we want to make it the center of our economic activity," said a senior RSS leader in New Delhi, who asked not to be named so he could speak more frankly."Vigilantes are instructed to follow the rules and they are a disciplined force. We admire their work."Champat Rai, a leader of the Hindu activist Vishwa Hindu Parishad (VHP), or World Hindu Council, a group formed by RSS leadership which oversees cow groups, was more direct."I am a cow patriot and want to free cows from the slavery of Muslim butchers," he said. "It's better we shed our blood to save the blood of cows."In Agra, some 220 km (135 miles) south of New Delhi, there has already been bloodshed, and the threat of more to come. One prominent Dalit businessmen in the city, H.K. Pippal, said recently at his shoe factory that he had a plan should the cow protection gang try to interfere with his operations and the cow leather it uses."I am very powerful, my workers could kill them."Tiwari, the cow group leader, blames the butchers for much of the problem."It's not just that the butchers get beaten," he said. "They attack us and threaten to kill us. It is a serious clash."Tiwari acknowledged having four criminal cases pending against him, but said he was innocent in all of them.In February this year, the vice president of the VHP in Agra, who was also a senior member of Tiwari's group, was surrounded by a group of five Muslims while walking from a temple to his furniture shop, according to a police report. The men had previously been targeted by the cow protectors for allegedly dealing in beef, according to Tiwari. One of them boasted: "You think that you are a big leader, we'll teach you a lesson today," said the police report.A pistol shot rang out and the VHP official, Arun Mahour, fell dead in one of the oldest and busiest markets of Agra.A mob of young Hindu men set out for a Muslim quarter, said the police officer in charge of the area, S.K. Sharma.Soon, thousands of people were in the streets, Sharma said. "This almost became a riot between the Hindus and Muslims."The fallen Hindu leader left behind two sons, aged 12 and 16. Asked about the family's future, his widow, Rajni Mahour, covered her face with the edge of a white sari and caught her breath for a moment. The way forward, she said, was clear: "My family says that we should know to lay our life down for religion."(Editing by Mike Collett-White)

Greece plans to recruit 20,000 to civil service, media report-By EUOBSERVER-AUG 8,16

Today, 09:05-Alexis Tsipras' Greek government plans to hire 20,000 civil servants over the next year to help Greece's austerity hit education and health services. Government officials believe that the hiring will not run into objections from representatives of Greece’s international creditors, Kathimerini newspaper reports. The same sources denied that such a move could render the civil service beholden to leftist SYRIZA.

Erdogan renews death penalty call By Nikolaj Nielsen-AUG 8,16-EUOBSERVER

BRUSSELS, Today, 09:27-Turkey's president has renewed calls to reintroduce the death penalty amid a growing spat with Austria over EU membership. Some 1 million people on Sunday (7 August) in Istanbul rallied in support of Turkey's government following last month's failed military coup.Recep Tayyip Erdogan, Turkey's president, told the so-called “democracy and martyrs” rally he would back capital punishment should the public and parliament approve it."It is the Turkish parliament that will decide on the death penalty... I declare it in advance, I will approve the decision made by the parliament," he said. But this brings into doubt what a senior Turkish MP from the ruling government party told EUobserver last week, that the death penalty was not on the table."It is not on our agenda at the moment, it is not on the agenda of the parliament," said Sena Nur Celik, an MP from the ruling Justice and Development Party (AKP) during a visit to Brussels.Celik said "emotions are very high" over the issue given the almost 240 people killed and over 2,000 injured during the July 15 coup attempt.Turkey abolished the death penalty in 2004 as part of a bid to join the European Union.Any reintroduction would put an end to talks and further cloud a migrant swap deal signed with Ankara in March. Part of that deal included accelerating membership talks by opening Chapter 33 on budgetary issues.Turkey's accession talks kicked off in 2005; but, only 1 of 35 chapters has so far been concluded. The deal also promised to lift short stay visa restrictions on Turks should Ankara meet outstanding requirements imposed by the EU.-Death threats for Austria-But any prospect of Turkey's bid to become an EU member, regardless of Erdogan's death penalty, appears increasingly dim.Austria's foreign minister Sebastian Kurz on Friday threatened to scupper expansion talks with Turkey."I have a seat and a vote in the [EU] foreign ministers' council. There the question is whether new negotiation chapters will be opened with Turkey, and I am against it," he said in an interview with Austrian daily Kurier.Kurz also said the criteria for visa liberalisation "will not be fulfilled by Turkey."Kurz's comments follows similar calls by Austria's chancellor Christian Kern. The chancellor said he would start discussions among other EU states to put an end to accession talks, given the democratic rollback in Turkey.Kern has since received death threats, reports AFP."Threats, even death threats, from the right wing and the radical part of the Turkish community have become reality for me,” he is quoted as saying in Osterreich daily.Turkish foreign minster Mevlut Cavusoglu also shot back on Kern.On Friday, he called Austria the "capital of radical racism", saying Kern should keep to his own affairs. The purge in Turkey against people affiliated with the outlawed Fethullah Gulen group continues.Turkey's government says Gulen, a Muslim cleric who has lived in self-imposed exile in Pennsylvania since 1991, is the mastermind behind the coup, a charge he denies. Some 70,000 people have so far been sacked, arrested or detained since mid-July.Erdogan, for his part, has promised to drop lawsuits against some 2,000 people who had insulted him.The move is seen by critics as part of a government-led effort to create a new narrative for Turkey with Erdogan at its centre.Russian news agency TASS reports that Erdogan will visit St Petersburg, on Tuesday, to smooth over ties with the Russian government.Erdogan said his planned visit will "mark new page in bilateral relations" between the two nations after Turkey downed a Russian jet fighter last November.

EU migrant deal not possible if Turkey's demands not met: Erdogan-[Reuters]-August 8, 2016-YAHOONEWS

PARIS (Reuters) - Turkey's migration agreement with the European Union may collapse if the EU does not keep its side of the deal on visa waivers, Turkish President Tayyip Erdogan told France's Le Monde newspaper.Erdogan's comments reflect a shift in stance at a time when he is rebuking Western leaders for their response to the July 15 coup bid. Erdogan vowed to keep Turkey's promises on the migrant deal as recently as July 26."The European Union is not behaving in a sincere manner with Turkey," Erdogan said in comments published by Le Monde on Monday, noting that the visa waiver for Turkish citizens was supposed to kick in on June 1."If our demands are not satisfied then the readmissions will no longer be possible," Erdogan said.Ankara agreed in March to stop migrants from crossing into Greece in exchange for financial aid being revived, the promise of visa-free travel to much of the EU and accelerated membership talks. However, the reciprocal visa-free access has been delayed due to a dispute over Turkish anti-terrorism legislation and concern in the West about the scale of Ankara's crackdown following a failed coup.Criticizing the response of Washington and European leaders to the attempted putsch, Erdogan said the Turkish people had been abandoned by the West."The whole world reacted to the attack against Charlie Hebdo. Our prime minister joined a rally in the streets of Paris," Erdogan said, referring to the deadly militant attack on the office of the French satirical magazine in January 2015."I would have hoped that the leaders of the Western world would have reacted (to the coup attempt) in the same way and not have contented themselves with a few cliches."In Berlin on Monday, a spokeswoman for the German foreign ministry repeated that reinstatement of the death penalty in Turkey would end its bid to join the EU.Erdogan, speaking to German television station ARD last month after the coup attempt, said the Turkish people wanted the death penalty bringing back and those governing the country should listen to them.(Reporting by Richard Lough; Editing by Richard Balmforth)

Turkish deputy PM: 216 soldiers, gendarmes still at large after coup bid-[Reuters]-August 8, 2016-YAHOONEWS

ANKARA (Reuters) - Turkey's Deputy Prime Minister Numan Kurtulmus said on Monday that 186 soldiers and 30 gendarmes, all suspected of plotting last month's failed coup, were still at large. They included nine generals, Kurtulmus told reporters after a cabinet meeting. He also said 10 foreign nationals had been arrested, but he did not give any details about the foreigners' nationalities.Turkey has detained thousands of soldiers and dismissed more than 3,000 from the military over their alleged links to the July 15 coup attempt in which soldiers commandeered fighter jets, tanks and helicopters to overthrow the government.(Reporting by Gulsen Solaker and Ayla Jean Yackley; Writing by Humeyra Pamuk; Editing by Louise Ireland)

Canada’s Green Party votes to support Israel boycott-At convention in Ottawa, members endorse BDS movement despite opposition from party leader Elizabeth May-By JTA August 8, 2016, 4:43 pm-THE TIMES OF ISRAEL

TORONTO — Canada’s Green Party last weekend voted to support the Boycott, Divestment and Sanctions campaign against Israel. At its convention in Ottawa, party members endorsed the BDS movement despite the party leader’s opposition to the measure. The Green Party “supports a two-state solution to the Israel-Palestine conflict and we continue to advocate for good-faith negotiations,” party president Ken Melamed said after Sunday’s vote.“This support is intended to further advocate to that end. Our members, like many Canadians, will continue to search for ways to support both sides while acknowledging the complexity of the various security, economic, and religious concerns,” Melamed added.Green Party leader Elizabeth May said she was “disappointed that the membership has adopted a policy in favor of a movement that I believe to be polarizing, ineffective, and unhelpful in the quest for peace and security for the peoples of the Middle East. As is the right of any member, I will continue to express personal opposition to BDS.”The Centre for Israel and Jewish Affairs condemned the party’s decision as “outrageous.” It said that, “the BDS movement, which seeks to censor and blacklist Israelis, is fundamentally discriminatory and utterly at odds with Canadian values.”Party members also voted to adopt a resolution that calls on the Canada Revenue Agency to revoke the charitable status of any organization that violates Canadian or international human rights law.As originally worded, the resolution asked the party to pursue the revocation of the charitable status of the Jewish National Fund ostensibly because the JNF discriminates by selling and leasing land in Israel only to Jews.CIJA said it was “pleased” that May was “instrumental” in amending the resolution to remove specific references to the JNF, and said she was right to oppose the “toxic” BDS vote. 1/2 Truly embarrassing for @CanadianGreens that #BDS has passed. Russia, not Hezbollah, sent drone into Israel — report-Three weeks after IDF failed to bring down UAV that crossed over from Syria, Moscow officials acknowledge it was theirs-By Times of Israel staff August 7, 2016, 8:19 am

A drone that crossed into northern Israel last month belonged to Russia — not Hezbollah, as was initially suspected — the Haaretz newspaper reported Sunday. The unmanned aerial vehicle entered Israeli airspace from Syria on July 17. The Israel Defense Forces attempted to shoot down the aircraft three times, but failed.Israel’s security services initially suspected the Lebanon-based terrorist group Hezbollah was responsible for the breach; however, Russian officials admitted to their Israeli counterparts that the drone was, in fact, theirs, the newspaper reported. While the Russian officials claimed the incident was the result of “human error,” it is possible the Russian military was testing Israel’s aerial defense capabilities.Though Russian aircraft have crossed from Syria into Israel before, it was the first known case where the IDF retaliated to the breach. The army’s aerial defense unit fired two Patriot surface-to-air missiles at the UAV, and a third attempt was made to bring it down with an air-to-air missile fired by an Israeli fighter jet.In November, then-defense minister Moshe Ya’alon said a Russian plane had breached Israeli airspace, but the matter was “immediately fixed through communications channels” between the two countries. And late last month King Abdullah of Jordan told American lawmakers that Israeli and Jordanian jets together confronted Russian warplanes in January over southern Syria and warned them away from crossing their shared border.Though the origin of the drone wasn’t initially clear, a military official told Channel 2 news that the army believed the UAV was Russian-made.The launches triggered air-raid alarms across northern Israel. No rockets were known to have been fired into Israeli territory, however.Hezbollah-linked Lebanese fighter Anes al-Naqqash claimed at the time that the drone had indeed been sent by his group, and said it had just begun photographing army maneuvers in the Golan when it was shot at and turned back.Last year, Jerusalem and Moscow set up a mechanism to avoid accidental clashes like this one, as Russia helps Syrian President Bashar Assad maintain his grip on the country after more than five years of civil war.

Ex-cabinet minister says Israel-Saudi peace ‘in the cards’-Israelis will be able to travel to Gulf state ‘much sooner than you dream about,’ Rabbi Michael Melchior says, following visit by Riyadh delegation-By JTA August 5, 2016, 11:54 pm-THE TIMES OF ISRAEL

A former Israeli minister, part of an Israeli group that met with a Saudi delegation that visited Jerusalem and Ramallah last month, said Israelis could be able to visit the Gulf state “much sooner than you dream about.”In a conference call Tuesday with British media hosted by the Britain Israel Communications and Research Centre, Rabbi Michael Melchior said the day when Israelis can travel to Saudi Arabia is “in the cards and it will, as we say Inshallah, ‘with god’s help,’ happen very soon.”Inshallah is Arabic for “God willing.”Melchior, a former Knesset member with the defunct One Israel party (Labor-Meimad) and former minister for Diaspora Affairs, said his meeting with the Saudis focused on religious issues related to diplomacy between the two countries.Melchior, a Jerusalemite who is also the chief rabbi of Norway, said: “Religious peace is a way of using another language other than the secular language of the Arab peace plan… religious peace is a way of including those Mullahs who are not yet part of this thinking.”Asked about Saudi Arabia’s record of promoting religious extremism internationally, he said: “We’re trying to go ahead with the positive side of this. Today there is a big part of the Sunni world — and also the Shia world — who want to be part of the world. Saudi Arabia is investing a lot in getting the Israelis to adopt the Arab peace plan, at least as a basis for negotiations.”Melchior noted that, while the Saudi-Israeli meeting last month prompted condemnation from Iran and the Lebanon-based terrorist group it backs, Hezbollah, “the Sunni Arab world has neither condemned nor supported it.”An exception, he acknowledged, is the Arab-Israeli Hadash party, which condemned the visit as “part of the normalization of cooperation between Saudi Arabia and Israel against Iran, Syria and resistance movements in the region” and the Palestinian terrorist group Hamas.“Even the Hamas condemnation was a very soft condemnation, they said it was not the right time for such a meeting but they didn’t really condemn it,” Melchior said. “The only point made by the opponents to the meeting (Hassan Nasrallah and company) was that this was a way to make direct agreements between Saudi Arabia and Israel and circumvent the Palestinian issue, which is an absolute absurdity as the meeting took place in the offices of one of the leading people in the Palestinian authority, and the whole purpose of the meeting was to see how we could include the Arab Peace Initiative [in peace negotiations] and create peace between Israel and Palestine as part of the package.”During last month’s visit, the Saudi delegation, headed by former general Anwar Majed Eshki, met Palestinian Authority President Mahmoud Abbas, and other senior Palestinian officials, in Ramallah. It also met in Jerusalem with Dore Gold, a veteran Israeli diplomat who is director-general of Israel’s Ministry of Foreign Affairs.

Jewish pro-BDS group endorses anti-Israel Black Lives Matter platform-Jewish Voice for Peace backs movement that accuses Israel of committing ‘genocide’ against the Palestinians-By JTA August 6, 2016, 9:15 am-THE TIMES OF ISRAEL

NEW YORK — Jewish Voice for Peace, which supports the movement to boycott, divest from and sanction Israel, released a statement unconditionally supporting the newly released platform of the Black Lives Matter movement, which in part accuses Israel of committing genocide. The platform, published Monday by a coalition of more than 50 groups called the Movement for Black Lives, encompasses a broad set of economic and social policy goals aimed at eliminating racism, mass incarceration and police violence. It includes a section criticizing United States aid to Israel, accuses Israel of practicing apartheid and says Israel is committing “genocide” against the Palestinians.Several Jewish organizations, such as the Anti-Defamation League and the Reform movement, have criticized the platform’s statements on Israel. But JVP’s statement, published Friday, “endorses the Movement for Black Lives platform in its entirety, without reservation.” Regarding the genocide accusation, JVP wrote in a statement sent to JTA that “it is not our role to police the language of the vision for Black lives.”JVP said it was “deeply disappointed” in other Jewish organizations for condemning the platform, calling on them instead to support the Movement for Black Lives.“These Jewish organizations are rejecting a thorough and inspiring transformational set of policy ideas developed by a broad coalition of Black leaders simply because these Black leaders have explicitly linked the experiences and struggles of Palestinians with their own,” the JVP statement said.“We should all take this opportunity to reflect on the impact of Israeli policy, and the interconnected nature of violence around the world,” the organization told JTA.Bend the Arc, a progressive Jewish group focused on domestic policy, also released a statement praising the platform Friday. The statement acknowledged the “deep pain and outrage” felt in the Jewish community due to the language on Israel, but said that “these differences should not distract from the broad agreement that exists within the progressive and Jewish community on the need for a bold racial justice agenda.”“The Movement for Black Lives has done extraordinary and powerful work raising consciousness about the harms inflicted on Black communities in the United States, and our collective need to transform the systems that perpetuate this violence,” Bend the Arc’s statement read. “It is our belief that our country will be made more whole, more inclusive, and more just because of this courageous racial justice movement.”

Delta grounding lifted, but travel chaos not over-Tens of thousands of passengers stranded at airports around the world after US airline computer glitch-By AFP August 8, 2016, 5:14 pm-THE TIMES OF ISRAEL

WASHINGTON — Delta Airlines grounded all its flights worldwide Monday because of a computer breakdown, but lifted the order hours later while warning of cancellations and delays. The carrier blamed the computer problem on a power outage in its hub in Atlanta, Georgia. The halt left tens of thousands of passengers around the world stranded, as they crowded ticket counters and lay on the ground in airports.Flights will now resume on a limited basis, Delta said in a statement. But the ripple effect of the snafu will drag on.“Customers heading to the airport should expect delays and cancellations,” the statement said.“While inquiries are high and wait times are long, our customer service agents are doing everything they can to assist,” it added.Delta said the power outage that caused the computer meltdown began at 2:30 a.m. Eastern standard time (0630 GMT).Lines of passengers backed up at Delta ticket counters at US airports. At Los Angeles, passengers on a flight to New York had to get off their plane and return to the terminal, NBC News reported, while some people slept near departure gates at Las Vegas.A vast number of flight delays normally creates a cascading problem that affects airline traffic for days.Computer outages halting flights are not uncommon. In May, a glitch affecting Sweden’s civil aviation authority radar site disrupted air traffic throughout that country and grounded flights to and from Stockholm for several hours. In March, a computer system malfunction forced Japan’s All Nippon Airways to cancel more than 100 domestic flights, affecting some 16,000 travelers. And in mid-August 2015 a computer problem at a regional air traffic control center delayed hundreds of flights at busy US east coast airports — including those in the Washington and New York areas — for several hours.A rival US airline, United, suffered computer glitches in May and July 2015 that temporarily grounded hundreds of flights and backed up thousands of passengers.

Ex-Shin Bet chief: World ‘hideously naive’ about widespread diversion of aid to fund Hamas-Avi Dichter, head of Knesset Defense Committee, says misuse of charity moneys runs much wider than World Vision’s tens of millions, claims ‘almost 100%’ of UN refugee workers in Gaza are Hamas members-By Stuart Winer and Times of Israel staff August 8, 2016, 2:07 pm-THE TIMES OF ISRAEL

The alleged funneling of tens of millions of World Vision charity dollars to Hamas for terror purposes is only a tiny example of the massive abuse of aid cash intended for Gaza residents that instead is used to fund Hamas, a senior Knesset member who used to head the Shin Bet intelligence agency said Monday. The funneling of international aid to finance terror by Hamas and other violent Islamist groups in the Gaza Strip is widespread and the world is hideously naive as regards the scope of the problem, said Avi Dichter, a Likud MK who heads the Knesset’s powerful Foreign Affairs and Defense Committee. In an interview with Israel Radio, Dichter said that almost all of the United Nations aid workers in Gaza are members of Hamas, the terror group that seized control of the Gaza Strip in 2007, avowedly seeks Israel’s destruction and has fought three wars against Israel in recent years.Dichter was speaking after Muhammad Halabi, a Hamas member and manager of operations for the World Vision aid group in Gaza, was indicted last Thursday in a Beersheba court on a number of security-related charges for his alleged central role in the financing of the Hamas war machine with charity funds.Halabi, a member of Hamas from a young age, was handpicked to infiltrate the international charity in 2005 in order to steal money for the terrorist organization, according to Israeli investigators. Tens of millions of dollars of the charity’s funds were diverted to Hamas and used to dig tunnels, buy weapons, and support other aspects of Hamas terror activities, Israel alleges. World Vision and Halabi have denied the allegations. Australia has ceased funding the charity while it investigates the matter.“World Vision is only a small example,” Dichter said, declaring that other, similar organizations “know very well that they are funding Hamas.”“The fact that the donating world, which is recruited to help refugees and the needy, doesn’t understand that its cash is being pumped for terror uses… it is a naive world to the point of being hideous.”“When you look at groups like the UN and enlightened countries that, with well-established worldviews, fall into the trap set for them by Hamas and Islamic Jihad,” said Dichter, “it just is amazing to see the extent and power with which it plays out year after year after year.”The UNRWA United Nations Relief and Works Agency — the UN group that deals exclusively with Palestinian refugees — employs 30,000 clerks for five million Palestinian refugees, he said. And “it is clear that the number of UNRWA clerks who are working for Hama is close to 100%.”World Vision cast doubt Thursday on the accusations by Israel, insisting it conducts regular audits and evaluations to ensure financial aid in Gaza reaches those who need it most. Halabi denied “all these accusations,” his lawyer Mohammad Mahmoud said Sunday. On Monday, the charity said the numbers in Israel’s allegations didn’t add up.-‘Hamas digging itself a graveyard’-Dichter also responded to questions about the manner in which the Israeli defense establishment was dealing with the renewed threat posed by terror tunnels dug by Hamas under the border from Gaza to enable attacks inside Israel.“The state is investing enormous amounts of money to find solutions, both technological and engineering, for the problem,” he said. “There are advances, the efforts is being justified.” But, he said, Israel did not have a complete answer to the threat, and the danger of renewed attacks from the tunnels was emphatically still present. An as yet unpublished state comptroller report into the 2014 conflict in Gaza allegedly faults Prime Minister Benjamin Netanyahu and war leaders for not taking the tunnel threat seriously enough at the time. Hamas used the tunnels to launch several deadly attacks inside Israel during the two-month long war the IDF calls Operation Protective Edge.“The threat is still there,” Dichter said. “Hamas is dedicating its heart and soul and all its resources to produce invasive tunnels.”“It is a threat that the defense establishment, and the IDF in particular, see as a central threat in the Gaza arena. The efforts to deal with that threat are tremendous.”As a result of those efforts, “Hamas will start to understand that it is digging for itself the biggest graveyard dug for terrorists,” he predicted.Dichter also criticized a weekend statement from the Defense Ministry that likened last year’s US-backed international deal curbing Iran’s nuclear program with the 1938 Munich Agreement signed by the major European powers with Nazi Germany. The row over the year-old deal, and the Defense Ministry’s bitter comparison to the Munich Agreement, flared after US President Barack Obama claimed Israeli security officials now back the Iran deal as IDF Chief of Staff Gadi Eisenkot was visiting the US and as a senior Israeli official was also there to finalize a critical 10-year US military aid package for Israel.Dichter noted that the Defense Ministry was the main beneficiary of the US aid package and that “it was a mistake to (criticize the Obama-backed deal by invoking Munich), and certainly a mistake in timing.”Hebrew media reports Saturday also said it was not clear who had drafted the incendiary Defense Ministry statement, but that it had been approved by Defense Minister Avigdor Liberman.“Obama is in his last months,” Dichter said. “Anyone who thinks it is appropriate to criticize or in general to analyze the processes of the US president over the last eight years regarding Israel in particular and the Middle East in general should show restraint and wait until January.”Dichter also backed Knesset Speaker Yuli Edelstein, who last week called for the annexation to Israel of Ma’ale Adumim, a major West Bank settlement located to the east of Jerusalem.“It is just a matter of time,” Dichter said. “It is not a question of if Ma’ale Adumin will become part of Israel, but rather when.”Dichter said that previous peace negotiations between various Israeli governments and the Palestinians all worked on the assumption that Ma’ale Adumin will be part of the Israel.“We even got the blessing of the Americans in one form or another over the years,” he claimed-Ma’ale Adumim’s size and location makes it particularly important for both Israelis and Palestinians. Many Israelis see the settlement, home to some 40,000, as a suburb of Jerusalem and important to the defense of the capital from the east, while Palestinians say its presence renders the prospect of a contiguous Palestinian state in the West Bank and East Jerusalem almost impossible.
