Elbit Systems Dragon makes it possible for armored vehicles to accurately hit distant targets without exposing soldiers.In recent days, the IDF land forces technology brigade has begun installing the Dragon advanced firing system on Achzarit armored personnel carriers (APCs) used by some infantry forces, and on Puma armored engineering vehicles used by engineering forces.Israeli defense electronics company Elbit Systems Ltd. (Nasdaq: ESLT; TASE: ESLT) land-based section developed the system according to needs defined by IDF land forces personnel, based on the lessons learned in recent conflicts, including Operation Protective Edge.One of the Dragon's key features is its ability to quickly spot targets in both the day and the night, and under any weather conditions, using cameras installed on the APCs. Once the targets have been spotted, under various battle conditions, the system can deliver a short, accurate, and deadly burst of fire at an effective range of 1,500 meters, while the APC crew remains sheltered inside it, and the soldiers are not exposed on the battlefield.In addition to the cameras providing high-resolution pictures day and night, the system also includes a small radar set enabling it to identify suspects in various theaters of activity, in open areas, and in urban areas. When the suspicious images are spotted, the Dragon makes it possible to lock in on them, and to direct accurate fire against them, while being operated through a computer located inside the APC."It facilitates better performance from an accuracy standpoint," Elbit VP Land and C41 division Boaz Cohen told "Globes." "We brought decades of experience in combat systems for armored vehicles and tanks to the development of the Dragon. In addition, it also enables the APC team to operate it without endangering itself - the system is interfaced with other systems on the APC, and with respect to the other systems, it achieves the required effect with fewer rounds, due to its great accuracy."According to Col. Tal Aharon, head of the maneuvering systems department in the IDF land forces technology division, the Dragon is based on 0.5-mm ammunition, and "can potentially be adapted to other types of ammunition." It is interfaced with another system by Elbit Systems that is constantly updated and has been used by IDF forces for over a decade - the IDF Ground Forces Digitalization program.At this stage, the Dragon is being installed only on Achzarit APCs and Puma armored engineering vehicles, but according to Col Aharon, when enough money is allocated, it can also be installed on other armored vehicles used by the IDF land forces. Mexico City (AFP) - Tropical Storm Newton picked up steam off Mexico's Pacific coast on Monday and threatened to strike a popular tourist resort with hurricane strength after causing floods and landslides in southern Guerrero state.Newton was "strengthening" and packing maximum sustained winds of 95 kilometers (60 miles) per hour as the system churned toward the Baja California peninsula, a popular destination for American tourists, the US National Hurricane Center said.The center said Newton was expected to grow into a hurricane by Tuesday and move over the peninsula the same day. Atlantic Canada is expected to be spared the wrath of post-tropical storm Hermine, according to the Canadian Hurricane Centre."It probably won't have any impact for winds and minimal impacts for rain. We should be reasonably safe," said meteorologist Doug Mercer, who is based in Dartmouth, N.S., with the centre.Mercer said precipitation is expected to be average over the next 10 days while temperatures should be three or four degrees warmer than average. Hermine walloped Florida and Georgia over the weekend as a Category 1 hurricane, causing flooding and destruction as high winds knocked down trees and damaged homes. Hermine is being blamed for at least two deaths in the United States. -'Weakening significantly'-Mercer said the storm was losing power as it moved off the eastern coast of the United States. It has since been downgraded to a post-tropical storm. "It's a bit disorganized right now, but it still has 60 knot winds around it."Mercer said the storm will approach Nova Scotia on Wednesday into Thursday. "The good news is that it is going to be probably weakening significantly as it comes towards us." -Storm still needs to be monitored-He predicts the storm will only have about 35-knot winds when it moves into the Georges Bank area off Nova Scotia.The track of the storm places it well south of the province and it should have little impact on the province's coast, said Mercer. BRUSSELS, Today, 18:25-EU-led efforts to relocate people seeking international protection from Italy and Greece to other EU states remain dismal.The two-year plan, broadly hatched last September, aims to dispatch some 160,000 people arriving on Italian and Greek shores to other EU states.But one year in and less than 3 percent of that total have found a new home outside either country. Some ended up in non-EU states like Norway and Switzerland, which are also part of the scheme.As of earlier this month, just over 1,000 people left Italy and 3,493 people left Greece.The European Commission, which masterminded the scheme, on Monday (5 September) urged national governments to step up efforts, but declined to answer questions on potential sanctions if they failed to meet the quotas."Relocations are still taking place, the last flights from Greece took place on the second of September," an EU commission spokeswoman told reporters in Brussels.In July, the commissioner for migration, Dimitris Avramopoulos, sent a letter to the 28 EU interior ministers imploring them to relocate more people.But despite his appeal, in the period covering August and the first few days of September, member states took in just 65 more people. Finland took 40 asylum seekers from Greece. France took 18 and Cyprus took seven.Austria, Hungary, and Poland have yet to relocate anyone. HANGZHOU, China (Reuters) - Leaders from the world's top economies broadly agreed at a summit in China on Monday to coordinate macroeconomic policies and oppose protectionism, but few concrete proposals emerged to meet growing challenges to globalisation and free trade.The two-day gathering in the scenic Chinese city of Hangzhou agreed to oppose protectionism, with Chinese President Xi Jinping urging major economies to drive growth through innovation, not just fiscal and monetary measures."We aim to revive growth engines of international trade and investment," Xi said in a closing statement. "We will support multilateral trade mechanisms and oppose protectionism to reverse declines in global trade."Discussions at the meeting were distracted by North Korea test-firing three medium-range ballistic missiles in a defiant reminder of the risks to global security.North Korea has tested missiles at sensitive times in the past to draw attention to its military might. But Monday's launch risked embarrassing its main ally Beijing, which has gone to extraordinary lengths to ensure a smooth summit meeting in Hangzhou.Beijing said it hoped relevant parties would avoid taking any actions that would escalate tensions. Madrid (AFP) - Spain's king will delay holding a fresh round of talks with party leaders to find a solution to the country's political deadlock after a failed attempt to form a new government, the speaker of parliament said Monday.King Felipe VI has decided "not to engage in further consultations yet with party representatives, so they can implement the steps they consider necessary" to end the impasse, the speaker of the parliament, Ana Pastor told reporters after meeting the monarch.Acting Prime Minister Mariano Rajoy, the leader of the conservative Popular Party (PP), lost two parliamentary confidence votes last week in his bid for a second term, deepening the nation's political crisis.Party leaders now have until October 31 to explore alternative alliances.If their efforts come to nothing election-weary Spanish voters will be asked to return to the polls in December for the country's third election in a year.Spain has been without a fully-fledged government for more than eight months after voters elected a fragmented parliament in December and then again six months later.The country's four major parties, none close to a majority in parliament, have been unable to cobble together a governing alliance."I am going to continue to try to form a government," Rajoy told a news conference at the Group of 20 summit in China."Going to the polls for a third time in a year is very worrying. Madrid, Today, 09:18-Spaniards are bracing themselves for a Christmas election after caretaker prime minister Mariano Rajoy failed to win parliamentary backing to form a government.The conservative leader lost votes on Wednesday and Friday last week – the second time the parliament has rejected a leader’s bid to become prime minister since a December general election delivered a fragmented parliament.In March, the leader of the Socialist Party (PSOE), Pedro Sanchez, also failed to win a parliamentary majority. Spaniards voted in a repeat general election in June after a two-month deadline to form a government expired.Rajoy’s defeat in Friday’s vote has triggered another two-month deadline for a candidate to win a majority: if no-one can do so by 31 October, king Felipe will dissolve the parliament for a third general election in just over a year.Opinion polls suggest a third vote would deliver a similarly fragmented parliament. Turnout could be low since it would fall on 25 December, the day after Spaniards have Christmas dinner, kicking off a festive period that finishes with Epiphany on 6 January.“Voting at Christmas would be absolutely ludicrous,” said Antonio Lopez, a pensioner having a cup of tea at a cafe in Madrid. “Both Rajoy and Sanchez should step aside. That’s the real way to solve this. We need new leaders to negotiate.”Lopez voted in December and June for Ciudadanos (Citizens), a small centrist party that won seats in the national parliament last year for the first time. It reached deals with both the Socialists, in March, and the conservative People’s Party (PP), in August, to support both confidence bids. Fort McMurray's schools on Tuesday will welcome thousands of students who haven't been back since their classrooms were evacuated after May's wildfire.Over the past few days, staff have been stapling displays to wall boards, cutting out signs and organizing lesson plans.At Father Turcotte Catholic School it'll be a first day like no other after a busy week of preparation, prinicipal Laura Dennis said."Every moment we are receiving resources, textbooks, furniture. So it's been a very busy hectic week."Like most of the city's schools, all its surfaces have been sanitized. Books, paperwork and posters that absorbed wildfire smoke were cleaned and in most cases dumped in order to meet strict health standards.Cleaning companies stripped classroom walls of most artwork and school boards have had to purchase new posters, books and toys for classes.Boards have also trained staff to provide mental health support to students."What we are looking for is children who have had difficulties playing — whether it's sharing or crying easily," said Monica Mankowski, assistant deputy superintendent of Fort McMurray Catholic Schools."Some may have difficulties separating from their parent when they are getting dropped off."Father Turcotte is one of several schools absorbing surplus students from four other Fort McMurray schools that won't re-open on Tuesday.Some of those schools are in wildfire disaster zones like Beacon Hill and Abasand.
