LOCKHART, Texas — If Alfred "Skip" Nichols had been a commercial airplane pilot, he probably would have been grounded long ago.Nichols, the pilot of a hot air balloon that crashed over the weekend in Texas, killing 16, was able to keep flying despite having at least four convictions for drunken driving and twice spending time in prison — pointing to gaps in oversight of hot air balloon pilots.Whether the pilot's drinking habits had anything to do with the crash was unclear. A former girlfriend described Nichols as a recovering alcoholic. She said he had been sober for at least four years and never piloted a balloon after drinking.The Federal Aviation Administration might allow a recovering alcoholic to fly commercial jets if the pilot could show that he or she was being successfully treated, said John Gadzinski, an airline captain and aviation safety consultant. But the agency is unlikely to accept an airline pilot with convictions for driving under the influence, he said.The 49-year-old Nichols also had a long history of customer complaints against his balloon-ride companies in Missouri and Illinois dating back to 1997. Customers reported to the Better Business Bureau that their rides would get cancelled at the last minute and their fees never refunded.When pilots apply for a ballooning certificate with the FAA, they are not required to disclose any prior drunken driving convictions, only drug convictions, said Patrick Cannon, a spokesman for the Balloon Federation of America trade group, who called that a loophole in the law. He noted that the ballooning certificate specifically says not to include alcohol offences involving a motor vehicle, as those are covered on the FAA's medical application.But balloon pilots do not have to get regular medical exams from FAA-certified examiners. They are only required to write a statement certifying that they have "no medical defect" that would limit their ability to pilot a balloon.Commercial plane pilots are required to fill out a form that includes questions on alcohol dependence or abuse and convictions for driving under the influence of alcohol.A member of the National Transportation Safety Board, Robert Sumwalt, criticized what he called a "disparity" in the FAA requirements for balloon operators compared to plane or helicopter pilots."I was an airline pilot for 24 years, flew airplanes for 32 years, and I had to have a medical, an FAA medical every six months," he said.Nichols got his commercial license to pilot hot air balloons in Missouri in July 1996. His first drunken driving conviction came in St. Louis County in 1990, followed by two more convictions in 2002 and a fourth in 2010, according to online court records.He was also convicted of a drug crime in 2000 and spent about a year and a half in prison before being paroled. He was returned to prison in April 2010 after his parole was revoked because of his drunken driving conviction that year. He was paroled again in January 2012.After they receive a license, all pilots are supposed to notify the FAA within 60 days of a drug or alcohol conviction. However, Cannon said, there is no oversight of that reporting requirement for balloon pilots.Investigators said they do not yet know why the balloon operated by Heart of Texas Hot Air Balloon Rides, hit high-tension power lines before crashing into a pasture Saturday near Lockhart, about 60 miles northeast of San Antonio.While there were patches of fog on the day of the flight, the ground crew said it was clear when the balloon took off, and there was no sign of any maintenance trouble with the balloon, Sumwalt said. (AP) — Attorneys for Dylann Roof, the white man charged with killing nine black parishioners at a South Carolina church, want a federal judge to rule the death penalty unconstitutional and allow their client to plead guilty and serve life in prison.Lawyers for 22-year-old Dylan Roof filed the motion on Monday saying a flawed process of sitting juries willing to recommend the death penalty violates the rights of both potential jurors and defendants.The government is seeking the death penalty against Roof who is charged with hate crimes and other counts in the June 2015 shootings at Emanuel AME Church in Charleston. Prosecutors allege Roof posed with the Confederate battle flag before the killings and talked of starting a race war.His federal trial is set for November. He also faces the death penalty in state court where he is charged with murder in a trial set to begin early next year.In the filing, Assistant Federal Public Defender Sarah Gannett said while some aspects of jury selection in death penalty cases have been considered by the courts, other issues she puts forward are being raised for the first time.While the law provides that all citizens have an opportunity to sit on juries, juries willing to impose a death penalty don't represent a cross-section of the community, the filing said.Gannett said such juries are more likely to be white, older, predominantly Protestant and less educated than the rest of society while women and minorities tend to be excluded.She also noted that excluding jurors who oppose the death penalty for religious reasons violates constitutional protections against requiring religious tests for holding office or having positions of public trust."If a proposed juror is Catholic, Quaker or any sect of any other religion and adamantly opposed to the death penalty, death qualification discriminates against that juror's religion," she said.Both Roof's state and federal attorneys have said he is willing to plead guilty in return for a life sentence.Gannett said U.S. District Judge Richard Gergel should allow the federal case to proceed as a non-capital case.Then Roof could plead guilty and "would be sentenced to life in prison without the possibility of release and this prosecution would conclude," she wrote.

LONDON (Thomson Reuters Foundation) - Somalia's next government should ensure a law is passed banning all forms of female genital mutilation (FGM), a U.N. official said on Tuesday, describing the deeply entrenched practice as a "horrendous rights violation".Somalia has the world's highest rate of FGM with 98 percent of women between 15 and 49 having been subjected to the potentially deadly ritual.A bill on FGM is sitting in parliament but is unlikely to be debated until next year because of elections expected this month in the Horn of Africa country.Jeremy Hopkins, deputy representative for UNICEF in Somalia, said the U.N. children's agency was optimistic a law would eventually go through, but the details in it would be crucial."Our approach for the legislation is to go slow. We don't want to risk this being politicized," he said in an interview in London."We promote total abandonment of FGM, whereas there is a large part of public opinion in Somalia which will promote a milder form of FGM," he told the Thomson Reuters Foundation.Most women in Somalia have undergone the severest form of FGM, known as infibulation, in which the external genitalia are sliced off and the vaginal opening sewn up.The cutting is usually done by traditional circumcisers, sometimes using rusty and unsterilized instruments.Hopkins said there was evidence that families were moving toward "a milder form of FGM", but that this was not something UNICEF condoned."I would say there has been quite a big shift in recent years away from infibulation to this lesser form," he added.It is not clear whether the alternative form involves a small nick or the partial removal of the clitoris.Hopkins said UNICEF was concerned that parents appeared to be increasingly taking their daughters to clinics to undergo FGM.Campaigners say the "medicalisation of FGM" serves to legitimize the practice."It's still a horrendous rights violation and I would question the integrity of any health staff who undertake such (a procedure)," Hopkins said.FATWAS-FGM often causes a host of health problems. In some cases girls may bleed to death or die from infections. Others may suffer fatal childbirth complications later in life.However, the ancient ritual is widely considered a prerequisite for marriage in Somalia where uncut girls risk ostracisation.Many also believe FGM is a religious obligation even though it is not mentioned in the Koran.The northern semi-autonomous region of Puntland has led the way in tackling FGM with religious leaders issuing a fatwa against the practice at the end of 2013.Hopkins said this was a significant step and would have been inconceivable a decade ago.He hoped discussions on a fatwa could be restarted with religious leaders in the neighboring semi-autonomous region of Somaliland who have previously opposed issuing a decree.Hopkins said he had met families in Somalia whose daughters had died from FGM and women whose lives had been destroyed by debilitating childbirth injuries related to FGM.But he said even if parents understood the risks they often felt compelled to have their daughters cut."I remember 12 years ago a father saying, 'We get that it's bad for our daughters, but I want my daughter to have a husband. The People's Daily, the official paper of the ruling Communist Party, organised a "Media cooperation forum on Belt and Road" in Beijing.The objective was clear: wooing world media to support China's economic diplomacy and world view.The One Belt - One Road initiative - also called the New Silk Road - was launched in 2013. It is a massive plan to invest and build infrastructure in Central and South Asia, the Middle East, Africa and Europe.The belt is the inland part, mainly for transport and energy. The road is a maritime route from China to Africa and the Mediterranean, with the development of port infrastructures.China has put $40 billion on the table and has created two international banks to fund projects: the Asian Infrastructure Investment Bank (AIIB), which has more than 50 countries participating, including several European countries; and the New Development Bank in cooperation with Russia, Brazil, India and South Africa.The 21st century Silk Road is a way for China to open new markets to its companies at a time of slowing domestic growth. It is also a way to expand its interests and influence on a global scale.In a roadmap for future EU-China relations published in late June, the European Commission mentioned One Belt - One Road four times in 18 pages.It said the EU-China Connectivity Platform - a programme on transport - "should create synergies between EU policies and projects and China's 'One Belt - One Road' initiative".It added that "co-operation with China on its 'One Belt - One Road' initiative should be dependent on China fulfilling its declared aim of making it an open platform which adheres to market rules and international norms".What the commission may have missed is that the New Silk Road is well under way. China has already signed agreements with more than 30 countries. According to figures given by Chinese authorities, more than $1.4 billion (€1.25 billion) has been invested so far and 60,000 jobs have been created around the world.But the Beijing forum showed something else. By sending engineers, construction machines and infrastructure companies, China pictures itself as a benefactor for the world. China is projecting its soft power and creating an attractive narrative.-'A common treasure'-China and Russia, the two main powers that dispute the Western-led world order, use different methods.While Russia disrupts the existing order with covert action, unilateral modification of international borders and disinformation, China seems to use the order to advance its goals through messages that are meant to be non-controversial.A senior party official told the forum participants that One Belt - One Road was "in line with globalisation", which itself "is the trend of the future".In a message to the forum, Chinese president Xi Jinping said China wanted to build a "mutually beneficial and cooperative network" and that the initiative would "honour the interests of all".The Silk Road is a common treasure for people from all over the world," Xi said, while other officials repeated that it was aimed at "peace and prosperity".With the Silk Road, China portrays itself as a velvet power.Even China's expansionism in the South China Sea is described as a part of the country's effort for "harmony". Supporting Beijing's rebuttal of a recent international court's arbitration is considered as being an effort for "consensus" building.While Russian media abroad - Russia Today or Sputnik - and activists on social media are tools to destabilise the West, Chinese state media is pushing a benevolent image of its home nation on to the international scene.A large part of the Beijing forum took place in the People's Daily's ultra-modern tower, with discussions on new technologies and media innovation.The People's Daily itself is a interesting model of development, with more than 650 million readers online, corporate blogging platforms and even virtual reality and data mining projects.-'Go forward hand in hand'-"Media plays an essential role in communicating information, enhancing mutual trust and building consensus," Xi said in his message, adding that the Beijing forum provided "a platform for media from many countries to engage in dialogue and practice cooperation"."We hope to utilise this platform to promote the development of international relations, deliver public opinion and deepen mutual trust, as well as to push forward the progress of the Belt and Road Initiative," he said.Xi, and the whole event, made clear how the Chinese government hopes the media will promote China's actions and views around the world.After the round tables, the People's Daily officially signed a so-called "International Coalition for new Media Cooperation for One Belt - One Road" with 15 media groups, including some from Portugal and the Netherlands.The aim of the "coalition", the text said, was to "build consensus against misunderstanding and mistrust … establish information sharing … [and] improve culture harmonisation"."We will persevere in media innovation [and] go forward hand in hand," the text said.-No European narrative-What was not said is that media development and "communication information" in China concerns official media only. The day before the forum, Chinese authorities shut several independent news websites for failing to rely exclusively on official reports.Europe already knows that China's global activism poses a challenge, as the current discussions about China's market economy status or Chinese dumping of cheap goods have shown.But it is also faced with a power that offers its own narrative, including to Europe and parts of the world with historical ties with Europe, and that provides itself with the means to circulate it.The EU not only seems to have no narrative to tell the world, but is now, after Brexit, even looking for a new story to tell itself.

The remainder, mostly from Syria, ended up in Greece.Asked to explain the increase in drownings, the EU's border agency Frontex said smugglers are putting more people on rubber boats than before."We have noticed that the rubber boats are more overcrowded than they use to be," Frontex spokeswoman Ewa Moncure told EUobserver. Moncure said smaller rubber boats are also being used.The average number of migrants on each 10-12 metre-long rubber dinghy also rose by more than a quarter. SIRTE, Libya (Reuters) - A day after the United States began a formal campaign of air strikes against Islamic State's stronghold in Libya, anti-IS fighters welcomed Washington's involvement but remained wary of advancing for fear of mines and snipers.The initial U.S. strikes on Monday targeted a tank and two vehicles in Sirte, where the ultra-hardline militants are encircled in the heart of what has become an important base for the group beyond its self-declared caliphate in Iraq and Syria.Fighters from a range of anti-IS brigades are dug in behind sand banks and concrete walls in the coastal city after suffering high casualties in months of street-by-street fighting."If the United States is serious about these air strikes we are very pleased, and it will help us on the ground," said Husam Bakoush, a fighter with the Marsa brigade.The battle highlights the challenges of driving the Islamic State from Libya, where it has struggled to win local support but exploited the chaos that followed the ousting of Muammar Gaddafi.The country is still deeply divided and a U.N. backed government had hesitated to call for U.S. support until now for fear of a backlash.For the fighters on the ground, this was a source of frustration. I hope that when we start to push again against Islamic State positions the U.S. planes will give us cover."Morale is much higher, our men were celebrating last night."-IS COULD REGROUP-Islamic State has been retreating from U.S.-backed campaigns in Syria and Iraq and its presence in Sirte has been reduced to a few hundred fighters who once controlled what was Gaddafi's hometown.The air strikes in Libya are "open ended", but each one will be coordinated with the U.N.-backed Government of National Accord (GNA), U.S. officials said."We requested support from the United States so that the operation could move quickly and we would not lose more fighters," said Mokhtar Fakron, an air force spokesman in nearby Misrata, from where the Sirte campaign is being run.The battle for Sirte is now focussed around the Ouagadougou convention centre, a white structure where Islamic State hung its black banner, and in the streets around a hospital and the university.Monday's strikes hit close to the convention centre and to the "Dollar" neighbourhood, which fighters took full control of on Saturday, said Fathi Bashagha, who liaises between the GNA and the operation's Misrata command centre.Islamic State took over Sirte a year ago, but forces from the western city of Misrata allied to the U.N.-backed government began a campaign to liberate it in May.Misrata forces are positioned on several fronts around the centre, often only a hundred meters from militant positions."The areas where Islamic State fighters remain inside Sirte are small and restricted and we don't have the technical capacity to deal with them," Fakron said.Misrata commanders believe that Islamic State commanders – some of them foreign fighters sent by militant leaders in Iraq and Syria – had already fled the city before it was besieged.Some may have escaped to remote southern Libya, and officials say even after the fall of Sirte they may see militants launching attacks and suicide bombings.Libyan commanders suspect militants have stored large quantities of arms and ammunition underground in Sirte, and Fakron said this was one target that U.S. strikes could help destroy.Small teams of Western special forces have been providing intelligence and logistical support in Libya for months, and the United States has previously conducted isolated strikes against militants.But Western powers said they would take more sustained action only at the invitation of the GNA, which arrived in Tripoli in March. The new government had held back, struggling to assert its authority over a fractured country and sensitive to criticism that it had been imposed from the outside.-IMPROVISED WEAPONS-At the start of May, Islamic State pushed north-west towards Misrata, provoking a counter attack by Misrata-led brigades that moved swiftly to the edge of Sirte. The GNA scrambled to set up a military command structure in an effort to bring the brigades under its wing.But fighters, many of them volunteers and former rebels who fought in the uprising against Gaddafi in 2011, felt the GNA and the international community had failed to follow up on promises of support.The government had been unable to keep up with developments on the ground, though it eventually released 100 million dinars ($65 million) in financial support, said Bashagha."The campaign is going very fast, and the other procedures are very slow," he told Reuters. "They say, 'Ok, we'll see how much you need, when you need it, let me check and get back to you.' And they get back to you in one month, but your situation is worse." U.S. air strikes, he said, would "change everything".As the battle has progressed the brigades say they have become better organised, but they have continued to suffer heavy losses. "The further we advance, the more we're faced by skilful fighters," said Suhaib Jahan, stationed a few hundred metres from the Ouagadougou conference hall. "They save their best for last."At least 350 brigade members have been killed since May and more than 1,500 wounded, with dozens of fighters killed on single days by suicide bombs, snipers and mines.Lacking modern military equipment the brigades have improvised, mounting pick-up trucks with helicopter rocket pods, buying ammunition off the local black market, and installing an anti-aircraft gun on a coastguard tug positioned off the coast.The air force has been using an ageing fleet of Eastern bloc jets, the most recent of which dates from 1984. MIAMI (AP) — A weather system that already has caused at least six deaths in the Dominican Republic has been designated as Tropical Storm Earl.The U.S. National Hurricane Center in Miami said Tuesday that Earl was threatening to bring heavy rains, flooding and high winds to Mexico, Belize and Honduras. All three of those countries issued Tropical Storm warnings for some areas, and a hurricane watch was issued for part of the Mexican coast.On Sunday, Earl was still a weaker tropical wave but knocked down power lines and started a fire that killed six passengers on a bus filled with people returning from a beach excursion.On Tuesday, the storm was centered about 200 miles (325 kilometers) south of Grand Cayman in the Caribbean. It had top sustained winds of 50 mph (85 kph) and was speeding west at 22 mph (35 kph).

Tornado turns family home to rubble near Melville, Sask.-[CBC]-August 1, 2016-yahoonews

What was supposed to be a calm, relaxing holiday Monday for a Saskatchewan family of four turned into a day of recovery and cleanup, after a tornado levelled their farmhouse just outside of Melville, Sask.Jamie Simpson and her family lost everything in the blink of an eye after a tornado carved out a path of destruction on their farmyard. "Our house was just thrown throughout the field here, and it was very surreal and emotional. You can't imagine this is ever going to happen to you," Simpson told CBC News on Monday."You just thank God that you were safe and your family is safe, and this stuff can all be replaced. We can't."Simpson's family and her parents both had houses on the same farm property. The two children were already at her parents' house when the storm began to roll in.She called her husband in from the field and they saw tornado warnings on the television.That's when Simpson and her husband crossed the property to go to her parents' house for safety. They met the kids and the parents there. Their land is located about 14 kilometres north of Melville.While huddled together at the parents' house, Simpson's mom saw a tree fly by the window. Then the door of the shop went by. "My dad said, 'We all got to get to the bathroom,' so we all got in the bathroom and hunkered down until things cleared over," Simpson said. After the storm-The Simpson's house was destroyed. "It was loud, and the house was shaking, and you could hear the wind and the rain hitting the windows, and it didn't feel like a tornado, but it had to have been, just the way the damage is," Simpson said. "The house exploded, basically. It's very surreal."About 30 minutes after the storm, the sun came out, shining over broken, downed and up-rooted trees. The parents' house, where they sought shelter, stood relatively unharmed in the same prairie field. After the disaster, an online fundraising campaign was started for the family and hundreds of dollars were raised throughout the night.By Tuesday morning, $10,600 had been raised for the Simpson family. This doubled the original goal of the campaign.Physical donations have also been accepted at the local hospital. People are urged to donate clothes and toys for her two children, because they weren't sure what could be salvaged from the wreckage. Simpson said she's been overwhelmed by the response from her neighbours, adding she would do the same for them.She said her family spent the morning searching for her daughter's favourite teddy bear and a blanket made by the girl's grandmother. "My dad doesn't even know what to say. It's surreal, too. Everything we worked for is kind of gone in the blink of an eye, and you just have to pick up and keep on trucking," she said. "You know us, that's what we do."The family had been living in the home since 2001.Saskatchewan has had a weekend of devastating weather, with tornadoes touching down near Melville, about 150 kilometres northeast of Regina, and flash floods hitting Yorkton in the province's southeast.

OTTAWA — The federal Liberals have decided a new advisory board, not the government, should select potential new judges to sit on the Supreme Court of Canada.The government announced Tuesday it will change the manner in which a Supreme Court justice is appointed, saying it's time for the process to "demonstrate a degree of rigour and responsibility" that may have been missing in the past.Former prime minister Kim Campbell will chair the seven-member, non-partisan advisory board that will recommend three to five candidates for the high court to the prime minister for consideration.The change is similar to one the Liberals brought in months ago to appoint senators. The first female president of the United States faces her first major international conflict: Seeking to consolidate the Slavic nations of Eastern Europe, Russia has seized the three Baltic states—Latvia, Lithuania, Estonia—all members of NATO. That requires a response beyond just a caustic tweet or sharply worded press release. For the first time since the Cuban missile crisis, there is serious talk of nuclear war.This is the basis of 2017 War with Russia, the unsettling new book by General Sir Richard Shirreff, who retired in 2014 as NATO’s deputy supreme commander of Europe, as well as its highest-ranking British officer. Although 2017 is technically a novel, this “future history” is really just a war game on the printed page, its preoccupations much closer to those of von Clausewitz and Churchill than those of Woolf or Wordsworth. Shirreff’s book is subtitled “An urgent warning from senior military command,” and he makes plain in his introduction that the novel’s primary intention is to convey the urgency of containing Russian President Vladimir Putin. He likens today’s Mother Russia to Germany in the late 1930s, when it seized the Sudetenland in brazen contravention of established borders. War-weary Europe let the matter slide, hoping that talk of a Thousand Year Reich was just bluster.“I’m worried, very worried, that we’re sleepwalking into something absolutely catastrophic,” Shirreff tells me, speaking on a Friday evening from his home in Hampshire, in the bucolic country outside of London. A graduate of Oxford who served in the British army, with deployments in the Middle East and the Balkans, he is not a natural writer, so the judgment of the Financial Times—that this is a “literary disaster”—is not as stinging as it might otherwise be, since that same review praised Shirreff’s grim geopolitical vision as one of “profound importance.” 2017 is an unabashedly didactic work, a real-life warning with the bold-faced names changed.The novel opens with the Russians staging an attack on a school in Donetsk, the breakaway region of the Ukraine controlled by pro-Kremlin separatists since 2014. The Kremlin is bolstered by a conviction that Western Europe and the United States will do anything to avoid the use of force. “The West may have great economic capability, but they think only of social welfare,” one Kremlin adviser says in 2017. “They have forgotten to stand up for themselves.”When I spoke to Shirreff, he lamented the ease with which Russia invaded both Georgia (2008) and the Ukraine (2014). “That was a slick, very professionally executed operation,” he says of the conquest of Crimea, one that Putin may well try to replicate in the Baltics, given how little genuine resistance he encountered from the West two years ago. “Russia despises weakness and respects strength,” Shirreff tells me. It’s no accident that, every few months, the nation goes agog over images of Putin, stolid and shirtless, wrestling a bear or cuddling with a Siberian tiger.Until a few weeks ago, most American readers of 2017 would not have thought twice about the preface by James Stavridis, the now-retired American admiral who served as the NATO Supreme Commander of Europe. But in July, media outlets reported that Stavridis was being seriously considered by Clinton as her vice presidential candidate. If he is to serve as an advisory role in her presidency, his view of Russia would be useful. And as presented here, that view is utterly unambiguous: “Of all the challenges America faces on the geopolitical scene in the second decade of the 21st century, the most dangerous is the resurgence of Russia under President Putin.” When Mitt Romney said as much during his 2012 presidential bid, he was mocked for stoking anachronistic Cold War fears. “The 1980s are now calling to ask for their foreign policy back,” President Obama said glibly of Romney’s warning.But the 1980s actually saw the rise of nuclear disarmament, as well as a broader thawing of Russo-American relations. This moment, the one we live in, feels closer to the 1960s, with American missile defense shields rising in the former Soviet bloc countries of Romania and Poland, as well as military exercises that seem like preparations for the real deal. Annoyed by such exercises in Eastern Europe conducted by NATO, a Kremlin senior official put the matter as bluntly as one of Shirreff’s characters: “If NATO initiates an encroachment—against a nuclear power like ourselves—it will be punished.” This kind of bluster could easily have come from the Kremlin of Khrushchev, as both sides prepared for mutual assured destruction.I spoke to Shirreff just days after hackers universally believed to be associated with the Kremlin broke into the servers of the Democratic National Committee, a breach the director of national intelligence called “a version of war” (though he also tried to temper suggestions that Russia was at fault). Donald Trump openly encouraged further such incursions, as long they helped his quest for the White House.When I first spoke with Shirreff, he declined to comment on Trump’s overtures to the Kremlin, but by the next morning, he’d changed his mind and sent me an email that said, in part: “What could suit Putin better than to embarrass the Democrats and so propel into the White House a candidate who has undermined NATO’s doctrine of collective defence by raising questions over America’s willingness to support an ally if attacked?” He was referring to Trump’s suggestion that the United States would not come to the aid of NATO allies who hadn’t made the requisite defense expenditures.It is far more likely, according to most projections, that the next president will be Clinton, a longtime foe of Putin who has shown a willingness to use American force abroad. Shirreff believes that nuclear war with Russia is a possibility: Kaliningrad, a region of Russia that borders the Baltic States, now serves as a growing repository for both conventional and nuclear weapons, including Iskander missile systems that have nuclear capability and a range of 300 miles. These could be fired at the West—and will be, if Putin finds Russia’s borders with Europe threatened. Of course, if he invades the Baltics, such a counterattack would be required by the “collective defense” doctrine of the North Atlantic Treaty, known as Article 5. “If NATO goes to war with Russia,” Shirreff says, “that means nuclear war.”His solution is paradoxical: a show of strength and unity by NATO that would discourage any offensive moves on Russia’s part, so that NATO’s strength would never be tested. In other words, frighten Russia into acceptable, rational-actor behavior. Shirreff adds that Trump is “absolutely right” about many European nations failing to meet their financial obligations to NATO, even if the failed casino magnate couched his criticism in undue threats about abandoning treaty commitments. “Europe needs to step up to the mark,” Shirreff says.He also says the West needs to commit once more to a dialogue with Russia. That’s made harder by the fact that Russia is always sensitive to lectures from the West, resentful about perceived condescension from Europe and the U.S. Still, stony silence is unlikely to bring a resolution. “Communication” is what Shirreff hopes for, not war. “But it’s gotta be backed up by strength.”

The Knesset’s Foreign Affairs and Defense Committee approved a bill to bring the country’s various cyber defense groups under one umbrella on Monday, the committee announced.The bill will return to the plenary for a second and third reading later this week, where it will likely pass, before it is signed into law, the chairman of the committee, Likud MK Avi Dichter, told reporters Monday.“I’m not exaggerating if I say that the central threat of the beginning of the 21st century is the cyber threat,” he said.To address that threat, the committee’s cyber-defense subcommittee has worked since July 2015 to craft a comprehensive and streamlined proposal to address the country’s preparedness toward hacks and other digital attacks.“During the last year, we spent dozens of hours with each body to hear how they work and how they think our preparedness should be,” Dichter said in the Knesset on Monday.One of the subcommittee’s main findings was the need for one responsible body — the National Cyber Authority — to oversee both civilian and military networks. For example, the authority would monitor the cyber defenses of the IDF and the Mossad, as well as the Electric Company and the Water Authority.This National Cyber Authority will be responsible for the nation’s networks and overall security against cyberthreats. However, it will not necessarily act as a shield for hacks and attacks of private citizens.Committee member Omer Barlev, a Labor MK, cited the recent hack of the US Democratic National Committee, in which the political group’s emails were accessed — allegedly by Russia — and distributed, as an example of a cyberattack the authority would not necessarily protect against.“It depends on which political party was affected. Under a temporary order in place until 2018, Baruch Carmeli has been named head of the National Cyber Authority.This proposed law is only one of a series of actions the government will take to formalize and create the country’s digital defenses. A year later he joined the ranks of the newly formed Kulanu party.Oren’s exact responsibilities remain unclear, but it appeared as though his function in pubic diplomacy will help support Netanyahu, who continues to serve as foreign minister, as well as communications and regional affairs minister.Finance Minister Moshe Kahlon, who leads Kulanu, will also take on the economy portfolio, while the Likud’s Jerusalem Minister Ze’ev Elkin will receive the Environmental Protection Ministry.Matters relating to employment were pared from the Economy Ministry and transferred to the Welfare Ministry under Likud minister Haim Katz.The Economy Ministry was held by Netanyahu since Shas leader Aryeh Deri resigned from the position in November 2015. A leader of French Jews criticized Muslim intellectuals whose petition against local jihadists omits any mention of anti-Semitic violence.The petition, signed by dozens of academics and celebrities, appeared Sunday in the Journal de Dimanche under the title “We, French-Muslims, are ready to assume our responsibilities.” In it, the co-signatories lamented the perceived weakness of the institutions of their faith communities in stopping extremists from acting violently in Islam’s name.The text begins by listing five recent terrorist attacks: The Charlie Hebdo killings in January 2015, the bombing and shooting attacks in November, the murder of two police officers in June, the Nice promenade attacks last month, and last week’s slaying of a priest.It makes reference neither to the murder of four Jews in a kosher supermarket, the Paris Hyper Cacher, after the Charlie Hebdo massacre, nor to the execution of three children and a rabbi in Toulouse in 2012 – both perpetrated by radical Islamists.In their letter, the co-signatories called for “a clear organizational project” within French Muslim communities, which would involve “transparent and viable funding for mosques, education and salaried employment for imams, research on history, anthropology and theology that would allow and allows one to be Muslim in a non-religious republic.”It also called for “a cultural battle against radical Islam, among young and not so young, with modern methods and the most effective techniques for disseminating information and ideas.”“You’re ready to assume your responsibilities, but you are off to a bad start,” Robert Ejnes, the executive director of the CRIF umbrella of French Jewish communities and organizations, wrote on Facebook, citing the omissions.“You have a long way to go, my friends: You need to understand one day that these anti-Semitic attacks were committed against *Jews*, who were targeted for being Jewish. MOSCOW (AP) — To understand what the Kremlin thinks about the prospect of Hillary Clinton becoming the US president, it was enough to watch Russian state television coverage of her accepting the Democratic nomination.Viewers were told that Clinton sees Russia as an enemy and cannot be trusted, while the Democratic Party convention was portrayed as further proof that American democracy is a sham.In her acceptance speech, Clinton reaffirmed a commitment to NATO, saying she was “proud to stand by our allies in NATO against any threat they face, including from Russia.”In doing so, she was implicitly rebuking her rival, Republican nominee Donald Trump, who has questioned the need for the Western alliance and suggested that if he is elected president, the United States might not honor its NATO military commitments, in particular regarding former Soviet republics in the Baltics.While Trump’s position on NATO has delighted the Kremlin, Clinton’s statement clearly stung.“She mentioned Russia only once, but it was enough to see that the era of the reset is over,” Channel One said in its report.As US secretary of state, Clinton in 2009 presented her Russian counterpart with a red button intended to symbolize a “reset” in relations between the two countries, one of US President Barack Obama’s initiatives.
