Palestinian stabs Israeli soldier in West Bank, shot dead: army-[AFP]-August 24, 2016-YAHOONEWS

Jerusalem (AFP) - A Palestinian stabbed an Israeli soldier in the occupied West Bank on Wednesday and was shot dead, the army said.An army statement said Israeli forces had been chasing a group of alleged rock throwers who were in a car."One of the assailants exited the vehicle and stabbed a soldier," it said. "Responding, the soldier fired towards the perpetrator, resulting in his death."The soldier was taken to hospital for treatment, the statement said, without giving details on his condition. The attack took place close to the Israeli settlement of Ariel, near the Palestinian city of Nablus in the northern West Bank.A wave of violence since October has killed 221 Palestinians, 34 Israelis, two Americans, an Eritrean and a Sudanese, according to an AFP tally. Most of the Palestinians killed were carrying out knife, gun or car-ramming attacks, Israeli authorities say, with the majority of them from the West Bank.

US reiterates call on Americans to leave Gaza ASAP-State Deptartment repeats December warning against travel to Strip due to ‘dangerous and volatile’ security situation-By AFP August 24, 2016, 5:28 pm-THE TIMES OF ISRAEL

The United States on Tuesday reiterated its recommendation that Americans in Gaza leave the territory controlled by Hamas, which Washington considers a terrorist group, “as soon as possible.”The warning came after the Israeli army said it bombed dozens of targets in Gaza overnight Sunday to Monday, in response to rocket fire from the Strip. Palestinian medical officials said four people were wounded.Washington regularly updates warning notices to Americans traveling to and living in countries around the world. In the case of Gaza, the State Department warned against “all travel” to the territory and “urges those present to depart as soon as possible when border crossings are open.”It had issued a similar warning in December 2015.Since January, 14 rockets fired from Gaza have hit Israeli territory, the military said. The border area has remained tense since the July-August 2014 war between Israel and Gaza militants that killed more than 2,200 Palestinians and 73 people on the Israeli side.“Gaza is under the control of Hamas, a foreign terrorist organization. The security environment within Gaza and on its borders is dangerous and volatile,” the State Department said in its warning Tuesday. As for Israel and the West Bank, a wave of violence there since October 2015 has left Americans dead and wounded, the department said. However, “there is no indication that US citizens were specifically targeted based on nationality.”The violence has eased in recent weeks, but an AFP count shows 34 Israelis and 220 Palestinians killed since October 1, 2015 in Israel and the territories. Most of the Palestinians killed were attackers or suspected attackers. A number were killed in clashes with the Israeli army. The State Department on Tuesday also condemned plans, reported by Israeli media, to expand a Jewish military compound in the West Bank city of Hebron by building homes for settlers.“If these reports are true… that would represent a deeply concerning step of settlement expansion on land that is at least partially owned by Palestinians,” department spokesman Mark Toner said at a press briefing.“We strongly oppose all settlement activity, which is corrosive to the cause of peace. And we’ve said repeatedly such moves are not consistent with Israel’s stated desire to achieve a two-state solution,” Toner added.Washington regularly condemns its ally Israel for “illegitimate” settlements in the Palestinian territories.

On Gaza border, president says nobody wants wider flare-up-Both sides want to live in peace, but Israel ‘ready for any animosity,’ says Reuven Rivlin-TBy Times of Israel staff August 23, 2016, 6:13 pm

During a visit to the Gaza periphery on Tuesday, President Reuven Rivlin said Israel is not seeking a wider conflict with Hamas.“Just as the other side wants to live in peace, so do we. But in the same breath, we are ready for any animosity toward us,” Rivlin said while meeting with troops near the border. The visit took place two days after Israel carried out an unusually heavy bombardment of Hamas sites in the Strip following Sunday’s rocket attack from Gaza on the southern city of Sderot.Officials on both sides have since urged calm and signaled they did not seek a violent flare-up.While noting that Israel’s south was “thriving” two years after the last armed conflict with Hamas in Gaza, the president said the country had a “moral and civil obligation” to achieve the return of the bodies of Lt. Hadar Goldin and Staff Sergeant Oron Shaul, who were killed during the conflict and whose bodies are being held by Hamas.Rivlin visited the area earlier in the day but journalists were asked for security reasons to keep his visit under wraps until he left, as is often done with high-level visits to the restive region.

The latest Gaza operation: Rescue inhabitants of ‘world’s worst zoo’-Four Paws, headed by Dr. Amir Khalil, will relocate the wildlife at the request of the park’s owner amid squalid conditions-By Rich Tenorio August 18, 2016, 7:43 pm-THE TIMES OF ISRAEL

From cramped cages to food shortages to military conflict, the animals of the Khan Younis Zoo in the Gaza Strip have suffered much. But the inhabitants of a zoo described as the world’s worst are about to receive a second chance.Four Paws, an international animal nonprofit headquartered in Vienna, will lead a rescue operation to close down the zoo “in the next days,” spokesman Nikolay Evstratov said in a press release on Thursday. The Gaza zoo has earned its dubious distinction because as the animals died off their bodies were preserved by the zoo’s owner, a novice taxidermist, and their mummified bodies displayed alongside living animals. Their aging cadavers have since been removed. The 16 living animals at the zoo include Laziz, believed to be the last tiger in Gaza, as well as tortoises, porcupines and an emu.Egyptian-born veterinarian Dr. Amir Khalil, director of emergency response for Four Paws, will coordinate a team of fellow veterinarians and logistical support members to relocate the animals.“The closure of the zoo means a new way of life for the tiger Laziz and the other animals, which up to now have had to waste their lives away in desolate cages, suffering from a lack of food and medical care,” Khalil said. Most of the animals will get a new home at the New Hope Centre for rescued animals in Jordan, part of the Al Ma’wa for Nature and Wildlife organization, administered by both Four Paws and the Princess Alia Foundation.Laziz, however, will undergo a longer journey.Four Paws will transport the tiger to its Lionsrock sanctuary in South Africa, as the New Hope Centre currently has no space to accommodate another big cat.Lionsrock is home to over 100 big cats that had been held in poor conditions. In South Africa, Laziz will first live in an adaptation enclosure to get familiar with the new environment before moving into a one-hectare space, with grass to walk across, trees for shade and a pond to bathe. This will be Four Paws’ third visit to Khan Younis this year, completing a process that began in February.“Early this year, financial difficulties meant that the Khan Younis zoo was no longer able to adequately care for and feed its animals,” Evstratov said, adding that the cadavers were displayed to “attract more visitors and income.”The zoo owner requested help from the nonprofit, which had previously helped other zoos among the six listed for the Gaza Strip. Four Paws responded by bringing in food supplies. In June, Four Paws completed a second aid mission, conducting medical checks on the animals and safety checks on the cramped enclosures. For the upcoming mission, Four Paws has adopted a unique crowdfunding idea: a “Lemon Challenge.”In the challenge, individuals are asked, in addition to financial support, to film themselves biting into a lemon to share solidarity with the sour situation of the animals and share the video on social media.Khalil and Four Paws have a long history of trying to help animals in combat zones, including during the 2011 Libyan uprising that toppled Muammar Qaddafi, when Khalil attempted to save Osama, a Siberian tiger at the Tripoli zoo. He was ultimately unsuccessful.Four Paws began aid efforts to the Gaza zoos in September 2014, after Israel’s Operation Protective Edge against Hamas, when the owner of the Al Bisan Zoo in Beit Lahia contacted Four Paws seeking aid for the surviving animals. Four Paws described this zoo as “badly damaged.” Four Paws transported three lions from Al Bisan to the New Hope Centre.Last April, Four Paws visited Khan Younis for the first time, providing medical treatment and food to the animals. Last September, Four Paws acquired two lion cubs from a refugee camp in Rafah. A father of six had purchased the cubs as pets from the strip’s Rafah Zoo.Now comes the organization’s arguably most challenging mission.Khalil said that “the hardest part is still ahead of us.”“To actually get the animals out of the worst zoo in the world and transfer them to their new homes,” he said.

International summit in Jerusalem to tackle education gaps-Academia and business reps will weigh how to add arts, design and innovation to math and science education-By Shoshanna Solomon August 24, 2016, 4:48 pm-THE TIMES OF ISRAEL

The Israel Sci-Tech Schools, an network of science and technology educational institutions in Israel, will hold an international conference in November in Jerusalem to focus on correcting global deficiencies in the education of science, technology, engineering and mathematics (STEM).The conference will bring together international business, high-tech and education representatives to find ways to increase the scope of STEM education to include a greater focus on art, design and innovation, the Friends of Israel Sci-Tech Schools said in an emailed statement today. The gathering will also present methodologies that will help to prepare elementary, secondary and junior college students for an ever-changing global workforce, the statement said, as well as address the growing mismatch between skills learned in the classroom and its application in the workforce as found in OECD countries like Israel.Nobel Laurate Prof. Dan Shechtman of the Technion – Israel Institute of Technology, and Aaron Mankovski, managing general partner at Pitango Venture Capital, will co-chair the conference, the statement said.“To continue to fuel the growth of high tech corporations, we must be training students for the future in that industry,” said Israel Sci-Tech Schools director general Zvi Peleg. “Today, that includes a broader curriculum of art, design and innovation, in addition to the basic skills.”Friends of Israel Sci-Tech Schools is a US-based nonprofit organization that aims to support the 206 institutions and 100,000 students of the largest independent network of science and technology educational institutions in Israel, the statement said.

Japan, China, S. Korea unite in condemning N. Korea missile-[Associated Press]-MARI YAMAGUCHI-August 24, 2016-YAHOONEWS

TOKYO (AP) — The foreign ministers of China, Japan and South Korea made a rare display of unity Wednesday to sharply criticize North Korea's latest submarine missile test.Japanese Foreign Minister Fumio Kishida, who chaired the meeting with China's Wang Yi and South Korea's Yun Byung-se, said the missile launch is a "provocation that simply cannot be tolerated."Kishida said the ministers reaffirmed their effort in prompting North Korea to use restraint. "I hope to coordinate closely in order for Japan, China and South Korea to lead the efforts of the international community," he said. The three countries have quarreled on a number of issues — notably territorial disputes and wartime history — and their foreign ministers' meetings resumed only last year after a two-year hiatus because of strained Chinese-Japanese relations.Yun said that North Korea's repeated missile tests this year "demonstrated a rapid advancement of capability" and that he shared the concern over the "urgent situation" with his counterpartsWang said the three neighbors, despite problems and difficulties among them, should work together to deal with regional threats like North Korea's missile and nuclear ambitions."China opposes North Korea's nuclear and missile process, actions that cause tension on the Korean Peninsula," Wang said in a joint news conference.Tensions between Tokyo and Beijing remain high over disputed East China Sea islands and undersea gas development, while ties between China and South Korea became frayed after Seoul approved the deployment of a U.S. missile defense system against North Korea's threats that Beijing says will harm its security.During Wednesday's talks, the ministers apparently focused on disaster prevention, the environment and other less-thorny issues. Japanese officials said the U.S. missile deployment in South Korea and their ongoing joint military exercises were not mentioned at the trilateral talks. In Beijing, Chinese Foreign Ministry spokesman Lu Kang said the ministers agreed to focus on "building up political trust, carrying out pragmatic cooperation, expanding people-to-people exchanges and pushing ahead with sustainable development," while supporting responsible roles in economic growth, cooperation as well as peace and stability in the region.Nevertheless, Kishida protested to Wang over China's escalating maritime activity around the Japanese-controlled Senkaku island, which Beijing also claims, demanding China "fully calm the situation" and avoid tension. An improved East China Sea situation would allow for more dialogue between the two sides, including a bilateral summit during the G-20 meeting next month.Wang said China also hopes to prevent tension in the East China Sea and improve relations with Japan. While expectations for concrete achievements at the talks were low, Japan offered details about the 1 billion yen ($1 million) fund that Tokyo promised as a way to atone for its wartime sexual abuse of South Korean "comfort women." Seoul has certified 245 of them — 64 survivors and the relatives of the 199 who died — as eligible recipients. The fund is part of the landmark agreement reached by the two sides last December in a bid to resolve their dispute over Japan's wartime actions. Japan's Cabinet approved details of the provision, to be provided to the women through a South Korean organization launched last month, ahead of Japan-South Korea talks. The survivors are entitled to receive about 10 million yen ($100,000) each for medical and nursing care, and 2 million yen ($20,000) each will cover cost including funeral for those who died and scholarships of their relatives.___Associated Press writer Louise Watt in Beijing contributed to this report.___Follow Mari Yamaguchi at https://www.twitter.com/mariyamaguchi-Find her work also at http://bigstory.ap.org/content/mari-yamaguchi

North Korea's sub-launched missile flew at high angle: Yonhap-[Reuters]-August 24, 2016-YAHOONEWS

SEOUL (Reuters) - The North Korean submarine-launched ballistic missile fired on Wednesday flew at a high trajectory and has a range of more than 1,000 kilometers (620 miles) at a normal angle, South Korea's Yonhap News Agency said, without citing a source. The missile traveled about 500 km, South Korean officials said. The Yonhap report also said North Korea used solid fuel and succeeded in separating first and second stages of the rocket.South Korea's Defense Ministry was not immediately available to comment.(Reporting by Ju-min Park; Editing by Nick Macfie)

North Korean submarine missile launch shows improved ability-[The Canadian Press]-August 24, 2016-YAHOONEWS

SEOUL, Korea, Republic Of — A ballistic missile fired from a North Korean submarine on Wednesday flew about 500 kilometres (310 miles), the longest distance achieved by the North for such a weapon, Seoul officials said, putting all of South Korea, and possibly parts of Japan, within its striking distance.North Korea already has a variety of land-based missiles that can hit South Korea and Japan, including U.S. military bases in those countries. But its development of reliable submarine-launched missiles would add weapons that are harder to detect before liftoff.South Korea's military condemned the launch as an "armed protest" by North Korea against the start of annual South Korean-U.S. military drills, but acknowledged it was an improvement over previous tests of similar missiles."North Korea's nuclear and missile threats are not imaginary threats any longer, but they're now becoming real threats," South Korean President Park Geun-hye said of the launch. "Those threats are coming closer each moment."The missile, fired from a submarine off the eastern North Korean coastal town of Sinpo, reached into Japan's air defence identification zone, according to Seoul and Tokyo officials. The U.S. Strategic Command said it tracked the launch of the presumed KN-11 missile into the Sea of Japan. Its 500-kilometre (310-mile) flight puts most of South Korea within its range if it is fired near the two countries' border.Missiles of such capability could also potentially strike parts of Japan, including U.S. military bases on the island of Okinawa, considering the operational range of North Korea's Sinpo-class submarines, which can move about 1,000 kilometres (620 miles) underwater at a time, said analyst Kim Dong-yub at Seoul's Institute for Far Eastern Studies.North Korea fired two missiles from submarines earlier this year, but South Korean defence officials believe they exploded in midair after flying less than 30 kilometres (18 miles). The launch was the latest in a series of missile, rocket and other weapon tests this year by North Korea, which is pushing to acquire reliable weapons that are capable of striking targets as far away as the continental United States. In June, North Korea, after a string of failures, sent a midrange ballistic missile more than 1,400 kilometres (870 miles) high. Analysts say the flight showed North Korea has made progress in its push to be able to strike U.S. forces throughout the region. Many outside experts say North Korea doesn't yet have a functioning long-range nuclear missile capable of reaching the continental U.S., but they acknowledge that the North has been making steady progress in its weapons programs and could one day develop such a weapon. Some civilian experts have said they believe the North already has the technology to put warheads on shorter-range missiles that could strike South Korea and Japan.Japanese Prime Minister Shinzo Abe called the launch an "impermissible and outrageous act" that poses a grave threat to Japan. The U.S. Strategic Command statement said the launch did not pose a threat to North America, but the U.S. military "remains vigilant in the face of North Korean provocations."The Foreign Ministry of China, North Korea's last major ally, called for all sides to avoid actions that increase tensions.Wednesday's launch came two days after the U.S. and South Korea began their 12-day Ulchi Freedom Guardian exercises, prompting North Korean threats of retaliation for the military drills, which it views as an invasion rehearsal.North Korea usually responds to regular South Korea-U.S. military drills with weapons tests and fiery warlike rhetoric. The launch also comes at a time of intensified animosity between the rival Koreas over the defection of a senior North Korean diplomat in London and a U.S. plan to install a sophisticated missile defence system in South Korea.About 28,500 U.S. troops are based in South Korea and tens of thousands of more in Japan.___Associated Press writers Kim Tong-hyung in Seoul and Louise Watt in Beijing contributed to this report.Hyung-Jin Kim, The Associated Press

Philippines says sea dispute not led to shift in ties with China or U.S.-[Reuters]-By Manolo Serapio Jr-August 24, 2016-YAHOONEWS

MANILA (Reuters) - The Philippines' territorial dispute with China over the South China Sea has not caused Manila to rebalance diplomatic ties with either its ally, the United States, or neighboring China, Foreign Minister Perfecto Yasay said on Wednesday. An arbitration court in the Hague infuriated China in July by ruling that China had no historical title over the South China Sea and that it had breached the Philippines' sovereign rights with various actions there."We want to make close friendship with China. It does not mean that we'll weaken our friendship with the United States," Yasay told Reuters during a break in a meeting of the senate foreign relations committee."We're just saying that in spite of our disputes, as regards China on the South China Sea, there are other aspects of our relationship that can proceed without having to touch upon the South China Sea issue."On Tuesday evening, President Rodrigo Duterte said he expects talks with China over the maritime dispute within a year.Duterte, who has been in office for seven weeks, said the Philippines will not raise the issues next month at a summit in Laos of the 10-member Association of Southeast Asian Nations (ASEAN), which the Chinese foreign ministry welcomed."We look forward to China and the Philippines conducting dialogue at an early date." China's foreign ministry spokesman Lu Kang said on Wednesday."We believe the two sides have the ability and the wisdom to appropriately discuss and resolve problems, promote the return of relations to a track of healthy development, and bring benefits to both countries' people.Speaking at an army base south of Manila on Wednesday, however, Duterte said he expected all ASEAN members to support the arbitration court's ruling on the maritime dispute, regardless of whether the Philippines raised the matter at the summit.China claims almost the entire South China Sea through which about $5 trillion worth of sea-borne trade passes every year. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims to parts of the sea believed to be rich in oil and gas.China has made seven artificial islands in the disputed waters, three of them had airfields that can accommodate fighters, bombers and tankers to refuel aircraft. At the senate hearing, Yasay said the United States will not allow China to reclaim Scarborough Shoal, a rocky outcrop near its former US Navy base in the Philippines, because it will impede in the freedom of navigation. In 2012, China seized Scarborough Shoal after a three-month standoff with the Philippines' coast guard.(Additional Reporting by Michael Martina in BEIJING; Writing by Manuel Mogato; Editing by Simon Cameron-Moore)

Merkel seeks post-Brexit vision on EU tour By Eszter Zalan-AUG 24,16-EUOBSERVER

BRUSSELS, Today, 09:30-German chancellor Angela Merkel has kicked off a tour of EU capitals to forge a common position on the future of the EU after the UK’s exit. She has already held a mini-summit with France’s Francois Hollande and Italian leader Matteo Renzi earlier this week in a bid to “relaunch” the EU.The German leader, still the most powerful politician in Europe despite being weakened by her handling of the migration crisis, is aiming to lay the groundwork ahead of an informal EU summit in mid-September in Bratislava. The summit will be the first leaders' meeting without the UK. The remaining 27 leaders will attempt to hammer out a common position for the EU’s future after Brexit.Merkel, who will meet 15 leaders this week, is trying to bridge the gaps between the various groups among the EU member states. Some southern countries are keen to see more integration, especially in the economy, something that Merkel is cautious about after the euro crisis. However, eastern members have called for more powers to be repatriated to member states and vowed to come up with their own proposals for the crucial September summit. On Wednesday (24 August), Merkel kicks off the second leg of her tour with a visit to Estonia, where is she is meeting prime minister Taavi Roivas and see Nato’s cybersecurity centre in Tallinn. On Thursday, she will head to Prague to meet with Czech prime minister Bohuslav Sobotka. Later on she will also meet with the country’s staunchly eurosceptic president, Milos Zeman.Zeman has also been a fierce critic of Merkel’s welcoming policy towards refugees, and has called for a total ban of migrants entering the Czech Republic. The migration crisis is another topic that is bound to come up during Merkel’s discussions, as she attempts to salvage the previously agreed EU policies on taking in and distributing refugees across Europe in an attempt to calm critics and concerned voters ahead of next year’s general election in Germany.Germany has taken in over a million asylum seekers since last summer, and has suffered two terrorist attacks this summer, reinforcing a shift in mood among Germans who initially welcomed migrants from war-torn, destitute areas.Merkel is heading for some tough talks on Friday in Warsaw, whose nationalist government, led by the Law and Justice party has been increasingly critical of Berlin’s leadership and its migration policy. In Poland, Merkel will hold talks with the prime ministers of the Visegrad countries, the Czech Republic, Hungary, Poland, Slovakia. The bloc has been uniformly against taking in asylum seekers from Muslim countries and has been calling for a rollback of EU powers. Some eastern countries still hold a grudge against the European Commission, which pushed through the German-inspired policy of relocating refugees across the continent in the name of solidarity, despite their opposition.Merkel will also discuss with her eastern partners the Ukraine-Russia conflict, the sanctions against Russia, the EU's relations with Belarus and the situation in Turkey after the failed coup attempt in July.Merkel will hold one-on-one talks with Poland’s prime minister Beata Szydlo, whose country has been mired in controversy as the European Commission said some of its policies are aimed at dismantling the rule of law.Later on Friday, back in Berlin, Merkel will meet with Nordic leaders, and has a working dinner with the prime ministers of Denmark, Finland, the Netherlands, and Sweden. While her talks might be more relaxed with her Nordic counterparts, Finland’s president warned on Tuesday that the EU’s decision-making and implementation was weak. Sauli Niinisto called for a return to the EU's basic values. On Saturday, Merkel will hold talks with the leaders of Austria, Bulgaria, Croatia, and Slovenia. While there is little chance that a consensus will emerge quickly, Merkel wants to avoid a spat between the member states, and instead aims to focus on EU policies that can deliver tangible results to voters quickly.By speaking to 15 different leaders just this week ahead of the Bratislava summit, Merkel also wants to dissipate any impression that Berlin tries to impose its will on the rest of the EU.

Eurozone activity high after Brexit By Eric Maurice-AUG 24,16-EUOBSERVER

BRUSSELS, Today, 09:05-Economic activity in the eurozone reached a seven-month high in August and British industry was supported by exports, despite uncertainties following the British vote to leave the EU, according to reports published on Tuesday (23 August). For the eurozone, the composite Purchasing Managers' Index (PMI), an indicator of activity in manufacturing and services, rose to 53.3 in August from 53.2 in July and 53.1 in June, when the UK referendum took place. The index relies on analysis of output, new orders, deliveries, employment and prices to evaluate private sector economy. A PMI of 50 or more indicates a growth of activity, while a PMI under 50 indicates a contraction. The August figures show that the eurozone "remains on a steady growth path in the third quarter, with no signs of the recovery being derailed by ‘Brexit’ uncertainty", said Chris Williamson, chief business economist at IHS Markit, the company that produces the PMI.Growth remains fragile, however. Activity in August was driven by demand in services, but Markit found that "business expectations about the year ahead among service providers fell to its lowest since December 2014".Meanwhile, manufacturing activity fell to a three-month low, and "although employment rose again in August, the rate of increase slowed to a three-month low", the report noted.Germany once again was "a key engine of the eurozone’s overall expansion", with France "on course for its best quarter of growth so far this year".-ECB will 'do more'-“While the resilience of the PMI in August will add to the belief that the ECB [the European Central Bank] will see no need for any immediate further stimulus, the weakness of the overall pace of expansion and disappointing trends in hiring, order books, business optimism and prices all suggest that policymakers will keep the door open for more stimulus later in the year,” Chris Williamson said.Last month, ECB president Mario Draghi said the institutions would be ready to use "all instruments" to maintain economic activity.Ahead of the next meeting of the ECB's governing council on 8 September, executive board member Benoit Coeure said the ECB could "do more" if governments did not act.“If there is not much taking place on the structural reform front, if there is not much taking place on the fiscal policy front ... then the ECB will do more,” he said at a conference in Geneva on Tuesday.-UK exports-In the UK, figures published by the Confederation of British Industry (CBI) showed that export orders for British manufacturing firms reached a two-year high in August. The trend suggests that "the depreciation of sterling since the end of last year may be feeding through to stronger overseas demand", the CBI said. The boost in exports also helped British manufacturing to maintain its level after the Brexit vote. The CBI noted that 19 percent of businesses reported that total orders were above normal in August, compared with 18 percent in July, but 24 percent reported that orders were below normal."The pound’s weakness is a double-edged sword, as it benefits exporters but also pushes up costs and prices," the CBI said. The business association added that British industry was waiting for "ambitious decisions" from the government to "secure the UK’s economic future as changes to trade, regulation and access to skills loom on the horizon".

EU signs deal to train Libya coastguard By Andrew Rettman-AUG 24,16-EUOBSERVER

BRUSSELS, Today, 09:27-EU navies are to start training the Libyan coastguard in a bid to curb migration from the divided north African nation. The agreement was signed in Rome on Tuesday (23 August) by Italian rear admiral Enrico Credendino, who heads the EU’s anti-smuggler operation, Sophia, and by Libyan commodore Abdalh Toumia, who runs the country’s coastguard on behalf of the Government of National Accord (GNA), its UN-backed authority. The training programme is to start on one of Sophia’s vessels, which are currently parked in international waters near Libya. It will then move onshore either to Libya or to an as yet unnamed EU member state and end with training on Libyan ships.Credendino said it would “improve the security of Libyan territorial waters” and help Libya to “perform law enforcement actions in order to tackle the criminal organisations that take advantage of smuggling and trafficking in human beings.”“This will contribute to prevent further loss at sea”, he said.Sophia, which began work in mid-2015, has five vessels - from Italy, Germany, Spain, and the UK - as well as three helicopters and three other aircraft. The EU said on Tuesday it has plucked 21,958 people from the sea over the past year.It has also sent 84 suspected smugglers to be tried in Italy and prevented 255 boats from being reused.Migrants, most of them from Africa, are using Libya as a departure point to Europe in large numbers despite the perils of the journey. Some 104,000 people arrived in Italy via the central Mediterranean in the period from 1 January to 21 August, compared to 116,000 last year, according to the Geneva-based International Organisation for Migration (IOM).More than 2,700 people died trying to make the crossing, compared to 2,546 last year, the IOM said.Almost 2,300 people were rescued at sea just last weekend, the IOM added, but one boat, carrying mostly Syrian people, capsized last Friday near Italy, causing six deaths. The Italian coastguard rescued another 500 people on Tuesday.-Divided Libya-The EU training programme is part of broader efforts to stabilise Libya following the overthrow of Muammar Gaddafi five years ago.But the Tripoli-based GNA that signed the EU accord on Tuesday suffered a blow on Monday when Libya’s parliament voted by a huge majority to reject its list of proposed ministers. The GNA has also been rejected by powerful armed factions, such as forces loyal to former general Khalifa Haftar in eastern Libya, and has little control over local chiefs. The turmoil has helped smugglers to make use of the more than 80 embarkation points on the Libyan coast. It has paralysed the economy, with oil output at just 200,000 barrels a day compared to 1.6 million/day in Gaddafi's time.It has also fuelled arms smuggling and helped jihadist groups such as Islamic State (IS) and Ansar al Sharia to create new strongholds.GNA-backed soldiers, supported by French special forces and US air strikes, all-but defeated IS in its base in the town of Sirte in western Libya over the past month. But there is concern that IS fighters are fanning out from Sirte into the rest of the country.-Impossible task-For his part, Italian PM Matteo Renzi marked the importance of Sophia for EU security by hosting the French and German leaders on its flagship, the Italian aircraft carrier Garibaldi, on Monday. But a British parliamentary report in May said the operation faced an "impossible" task."A military response can never, in itself, solve the problem of irregular migration. As long as there is need for asylum from refugees and demand from economic migrants, the business of people smuggling will continue to exist", the report said."The EU needs governments in the Middle East and North Africa that it can work with on migration ... Building the resilience of these countries is critical".

EU must step up migrant relocation, say Italy and Greece By Aleksandra Eriksson-AUG 24,16-EUOBSERVER

BRUSSELS, Today, 10:25-Greece has urged EU member states to step up the relocation of migrants within the bloc and Italy has encouraged others to follow Germany's lead and accept more refugees.“At the moment we have 7,000 people ready to be relocated and no answers from the EU member states obliged to accept them,” Greek migration minister Yannis Mouzalas told journalists on Tuesday (23 August). He said Greek officials would tour EU capitals in September and ask that the EU “fulfils what has been agreed”.Some 58,000 people are currently said to be stuck in Greece since its neighbours closed border crossings to migrants earlier this year.Greece and Italy are the main arrival points for migrants. Since the beginning of the year more than 163,000 have arrived in Greece and 100,000 in Italy, UNHCR figures show. Both countries are struggling to provide a proper reception. Mouzalas said the government plans to replace existing camps by Christmas. The European Commission allocated €11 million in emergency funding to Greece and Italy in July.EU member states are supposed to help the two countries with sharing responsibility for refugees under a relocation scheme proposed by the European Commission and adopted by member states last year. Some 160,000 people have been earmarked for relocation, but by 22 August fewer than 4,000 had been moved.Hungary and Slovakia have launched a legal challenge to the scheme.Hungary will also hold a referendum on the matter later this autumn.Slovakia, which currently chairs the EU council presidency, vowed to push down the EU agenda discussions on a reform of the so-called Dublin asylum system that would see fines imposed on countries that refuse to take refugees.Czech Republic and Poland also refuse to cooperate, saying that national governments should be able to relocate refugees on a voluntary basis.Czech Republic has so far relocated four people from Greece. Slovakia has taken three and Hungary and Poland have not taken any at all.Meanwhile, Italy’s interior minister Angelino Alfano told La Repubblica TV on Tuesday that Germany had promised to take ”hundreds of refugees” each month in an effort to save the scheme. He praised chancellor Angela Merkel for wanting to be on the "right side of history" in welcoming more than a million refugees, even if it might cost her votes."We must remember that Germany already took in more than one million migrants in 2015. If it also takes in some of our [refugees] ... the message will be extremely strong, because if Germany can do it, then so can all those who have not put in the huge effort that Germany already has," Alfano said.Merkel will meet the prime ministers of Czech Republic, Hungary, Poland and Slovakia on Friday, at a Visegrad summit in Warsaw.

Death toll in Italian quake rises to 73 as towns reduced to rubble-Witnesses describe scenes of devastation as rescuers race to reach survivors in mountain region after 6.2 magnitude temblor-By Paolo Santalucia and Nicole Winfield August 24, 2016, 5:36 pm-THE TIMES OF ISRAEL

AMATRICE, Italy (AP) — A strong earthquake in central Italy reduced three towns to rubble as people slept early Wednesday, with 73 reported killed and hundreds more injured as rescue crews raced to dig out survivors. The toll was likely to rise as crews reached homes in more remote hamlets where the scenes were apocalyptic “like Dante’s Inferno,” according to one witness.“The town isn’t here anymore,” said Sergio Pirozzi, the mayor of Amatrice. “I believe the toll will rise.”The magnitude 6 quake struck at 3:36 a.m. (0136 GMT) and was felt across a broad swath of central Italy, including Rome, where residents felt a long swaying followed by aftershocks. The temblor shook the Lazio region and Umbria and Le Marche on the Adriatic coast.Immacolata Postiglione, the head of the Italian civil protection unit’s emergency department, said the death toll had risen to 73, from an earlier count of 38, as rescue efforts continued in the mountain villages devastated by the quake. The unit earlier said several hundred had been injured and thousands were in need of temporary housing, though it stressed the numbers were fluid.Premier Matteo Renzi planned to head to the zone later Wednesday and promised: “No family, no city, no hamlet will be left behind.”Israeli Prime Minister Benjamin Netanyahu sent his condolences to the Italian people for the victims and offered Renzi assistance in rescue operations. The hardest-hit towns were Amatrice and Accumoli near Rieti, some 100 kilometers (80 miles) northeast of Rome, and Pescara del Tronto some 25 kilometers further east. The ANSA news agency said 35 of the dead were in Amatrice alone, with another 17 dead in the province of Ascoli Piceno, which includes Pescara del Tronto. The center of Amatrice was devastated, with entire buildings razed and the air thick with dust and smelling strongly of gas. Amatrice, birthplace of the famed spaghetti all’amatriciana bacon-tomato pasta sauce, is made up of 69 hamlets that rescue teams were working to reach.Rocks and metal tumbled onto the streets of the city center and dazed residents huddled in piazzas as more than 40 aftershocks jolted the region into the early morning hours, some as strong as 5.1.“The whole ceiling fell but did not hit me,” marveled resident Maria Gianni. “I just managed to put a pillow on my head and I wasn’t hit luckily, just slightly injured my leg.”Another woman, sitting in front of her destroyed home with a blanket over her shoulders, said she didn’t know what had become of her loved ones.“It was one of the most beautiful towns of Italy and now there’s nothing left,” she said, too distraught to give her name. “I don’t know what we’ll do.”As daylight dawned, residents, civil protection workers and even priests began digging out with shovels, bulldozers and their bare hands, trying to reach survivors. There was relief as a woman was pulled out alive from one building, followed by a dog.“We need chain saws, shears to cut iron bars, and jacks to remove beams: everything, we need everything,” civil protection worker Andrea Gentili told The Associated Press. Italy’s national blood drive association appealed for donations to Rieti’s hospital. But just a few kilometers to the north, in Illica, the response was slower as residents anxiously waited for loved ones to be extracted from the rubble.“We came out to the piazza, and it looked like Dante’s Inferno,” said Agostino Severo, a Rome resident visiting Illica. “People crying for help, help. Rescue workers arrived after one hour… one and a half hours.”The devastation harked back to the 2009 quake that killed more than 300 people in and around L’Aquila, about 90 kilometers (55 miles) south of the latest quake. The town sent emergency teams Wednesday to help with the rescue.“I don’t know what to say. We are living this immense tragedy,” said a tearful Rev. Savino D’Amelio, a parish priest in Amatrice. “We are only hoping there will be the least number of victims possible and that we all have the courage to move on.”Another hard-hit town was Pescara del Tronto, in the Le Marche region, where the main road was covered in debris. The ANSA news agency reported 10 dead there without citing the source, but there was no confirmation.Residents were digging their neighbors out by hand since emergency crews hadn’t yet arrived in force. Photos taken from the air by regional firefighters showed the town essentially flattened; Italy requested EU satellite images of the whole area to get the scope of the damage.“There are broken liquor bottles all over the place,” lamented Gino Petrucci, owner of a bar in nearby Arquata Del Tronto where he was beginning the long cleanup. The Italian geological service put the magnitude at 6.0; the US Geological Survey reported 6.2 with the epicenter at Norcia, about 170 kilometers (105 miles) northeast of Rome, and with a relatively shallow depth of 10 kilometers (6 miles).“Quakes with this magnitude at this depth in our territory in general create building collapses, which can result in deaths,” said the head of Italy’s civil protection service, Fabrizio Curcio. He added that the region is popular with tourists escaping the heat of Rome, with more residents than at other times of the year, and that a single building collapse could raise the toll significantly. The mayor of Accumoli, Stefano Petrucci, said six people had died there, including a family of four, and two others. He wept as he noted that the tiny hamlet of 700 swells to 2,000 in the summer months, and that he feared for the future of the town.“I hope they don’t forget us,” he told Sky TG24.In Amatrice, the Rev. Fabio Gammarota, priest of a nearby parish, said he had blessed seven bodies extracted so far. “One was a friend of mine,” he said. The mayor, Pirozzi, estimated dozens of residents were buried under collapsed buildings and that heavy equipment was needed to clear streets clogged with debris.A 1997 quake killed a dozen people in central Italy and severely damaged one of the jewels of Umbria, the Basilica of St. Francis in Assisi, filled with Giotto frescoes. The Franciscan friars who are the custodians of the basilica reported no immediate damage from Wednesday’s temblor.Pope Francis skipped his traditional catechism for his Wednesday general audience and instead invited pilgrims in St. Peter’s Square to recite the rosary with him.AFP contributed to this report.

Powerful earthquake strikes central Myanmar, at least three dead-[Reuters]-By Shwe Yee Saw Myint and Aung Hla Tun-August 24, 2016-YAHOONEWS

YANGON (Reuters) - A powerful 6.8 magnitude earthquake shook central Myanmar on Wednesday, killing at least three people including two children, local officials said, and damaging some of the famous pagodas in the Southeast Asian nation's ancient capital of Bagan. The U.S. Geological Survey (USGS) said the quake hit near the town of Chauk, southwest of Mandalay. Tremors were felt as far away as Thailand, where witnesses reported high rise buildings swaying in Bangkok, and the Bangladeshi capital Dhaka.A fire department official from regional capital Magwe said two young girls were killed when a riverbank gave way in Yenanchaung township, south of Chauk. One person was killed and another injured when a tobacco processing factory collapsed in the town of Pakkoku, to the north, the duty officer at the local fire department said. There were no other confirmed casualties, and early reports suggested limited damage overall."My house shook during the quake. Many people were scared and they ran out of the buildings," said Maung Maung Kyaw, a local official of the ruling National League for Democracy (NLD) party."Some of the old buildings have cracks. The biggest damage is to the bank building in the town. The damage to other buildings isn't that significant."The quake struck at a relatively deep 84 km (52 miles), the USGS said.Chauk is about 35 km (20 miles) from Bagan, known as the "City of 4 Million Pagodas" and a major draw for Myanmar's nascent tourism industry.Yangon-based travel agent Amy Saw, who had been in touch with her firm's Bagan office, said some of the pagodas there had been damaged, and the Ministry of Religious Affairs put the number sustaining some kind of damage at 65.According to the 2014 census, Chauk has a population of about 45,000, with around 185,000 living in the surrounding area. It was a thriving oilfield during the British colonial era."So far as we heard from our local staff, a three-storey building collapsed in Chauk and a pagoda was badly damaged in a Yenanchaung," a fire department official in Magwe told Reuters.Ko Tin Ko Lwin, a resident of Yenanchaung township, told Reuters that a pagoda that had been cracked before the quake had collapsed, while electricity poles and some trees were felled. The quake shook buildings in Myanmar's biggest city of Yangon and in other towns and cities, witnesses said.Office buildings in the Thai capital Bangkok, to the east of Myanmar, shook for a few seconds, residents there said. The quake was also felt in Bangladesh, to the west of Myanmar, where some people ran out into the street as buildings shook, residents said.Myanmar is in a seismically active part of the world where the Indo-Australian Plate runs up against the Eurasian Plate. In March, 2011, at least 74 people were killed in an earthquake in Myanmar near its borders with Thailand and Laos.(This version of the story has been refiled to fix typo in headline)(Reporting by Yangon and Bangkok bureaus; Writing by Robert Birsel and Antoni Slodkowski; Editing by Alex Richardson)

Fort McMurray food bank will dump about $200K worth of food after 'suspicious' fire-[CBC]-CBCAugust 24, 2016-YAHOONEWS

The Wood Buffalo food bank says it will have to dump nearly $200,000 worth of stock after a "suspicious" fire Sunday at its warehouse in downtown Fort McMurray."It's a heartbreaking event for us," said Arianna Johnson, executive director of the food bank. "It's hard for us, because we spend so much raising money." It's the second time the food bank has had to throw away food in recent months. When it reopened in June after massive wildfires, Alberta Health Services mandated that the food bank throw away anything that wasn't in a can.On Sunday, firefighters responded to a fire at the food bank's warehouse, at 8116 Manning Avenue. No one was injured, Wood Buffalo's Regional Emergency Services said in an email. The fire department has turned over the investigation to the RCMP, and police are calling the fire "suspicious."Inside the warehouse, a thin layer of soot covers boxes, cans of food and toiletries. The food bank said it has enough stock at its main location, not far from the damaged warehouse, to meet demand. It also said the damaged food is covered by insurance. But it has a call out for volunteers this weekend to help with cleanup.

Dozens of wildfires rage across arid U.S. West-[Reuters]-August 23, 2016-YAHOONEWS

SAN FRANCISCO (Reuters) - Dozens of wildfires raged in the arid U.S. West on Tuesday, blackening hundreds of square miles of land and forcing residents from homes in California and Washington state. At least six people have died in Western wildfires this summer.Seven new large fires have flared up since Monday, bringing the total number of blazes burning in the region to 32, according to the National Interagency Fire Center. Combined, the wildfires have charred more than 500,000 acres (200,000 hectares), the agency said.In California's San Luis Obispo County, firefighters have been able to carve containment lines around about a third of the 37,100-acre (15,000-hectare) Chimney Fire by Tuesday morning. That blaze, which started in the county's rugged coastal hills on Aug. 13, has destroyed 36 homes and continued to threaten nearly 1,900 more, according to the California Department of Forestry and Fire Protection (Cal Fire).Evacuation orders were in effect for about 6,000 residents on Tuesday, according to Cal Fire spokesman Aladdin Morgan, up from just 2,500 on Monday. The historic Hearst Castle, a major tourist attraction on California's central coast, will be closed to the public through the week as a safety precaution due to the blaze. The monumental estate, built in the early 20th century for publishing tycoon William Randolph Hearst, was no longer in immediate danger, but the Chimney Fire had crept within three miles (5 km) of the castle over the weekend before shifting direction, authorities said.To the north, firefighters were battling a cluster of blazes that have blackened about 8,000 acres of dry brush, grass and timber in the Spokane, Washington, area.Washington state Governor Jay Inslee declared a state of emergency for 20 Washington state counties on Tuesday as he toured the Spokane area, his office said.Authorities said on Monday that, due to limited resources, they had to enlist the help of local farmers to help battle flames that had destroyed more than a dozen buildings in the area. Those blazes all erupted on Sunday, stoked by extremely hot, dry weather and gusty winds. Lower temperatures, rising humidity and diminished winds were expected to help crews gain some ground on Monday, as firefighting reinforcements arrived. As of Tuesday, the so-called Hart Fire had been 10 percent contained while officials were hopeful that a pair of fires, dubbed the Spokane Complex, could be contained within their existing footprints.(Reporting by Curtis Skinner in San Francisco; Brendan O'Brien in Milwaukee; Editing by Jonathan Oatis and Christian Schmollinger)

Florida announces Zika case hundreds of miles from Miami-[Reuters]-By Julie Steenhuysen and Letitia Stein-August 23, 2016-YAHOONEWS

CHICAGO/TAMPA, Fla. (Reuters) - Florida officials on Tuesday announced the first case of Zika transmitted by mosquitoes in Pinellas County, located some 265 miles (425 km) from Miami, where the first locally transmitted U.S. cases were reported.Steve Huard, acting spokesman for Florida Department of Health in Pinellas County, said the case involves a woman without a significant travel history, indicating the virus was contracted locally. He did not know the timeline on the case, only that it had been confirmed within the past day. He did not have any more details on the patient's illness."At this point, it's a single case. It’s a one-off,” Huard said. “We don’t know where it originated, and we are doing appropriate testing and medical surveillance.”Florida Governor Rick Scott said the state department of health has begun door-to-door outreach in Pinellas County, testing individuals to find other cases.Pinellas County is home to St. Petersburg, Clearwater and a number of Gulf Coast beaches that are popular tourist destinations.Scott said the health department and Pinellas County Mosquito Control have begun "aggressive spraying and mosquito abatement efforts," and he said any pregnant woman who wants a free Zika test or a Zika prevention kit should contact the health department. The Zika virus was first detected in Brazil last year and has since spread across the Americas. The virus poses a risk to pregnant women because it can cause severe birth defects. It has been linked to more than 1,800 cases of microcephaly in Brazil.Federal health officials on Friday warned pregnant women not to travel to Miami Beach after Florida confirmed that the mosquito-borne Zika virus was active in the popular tourist destination, becoming the second area in Miami to be affected after Wynwood.Mara Gambineri, a spokeswoman for the Florida Department of Health said the department believes ongoing local transmission is only occurring in the small areas identified in Miami-Dade County. On Tuesday, Florida announced four new cases of Zika in the Wynwood neighborhood, where officials have been aggressively spraying for the mosquitoes that carry the virus for weeks. Florida has so far reported 42 cases of locally transmitted Zika.Gambineri said in an email the cases of individuals in Wynwood experienced Zika symptoms in mid-July, prior to the start of an aerial spraying campaign. Gambineri said the cases were only announced today because the individuals required antibody testing to rule out other mosquito-borne illness, such as dengue and Chikungunya.-CLOSELY MONITORING NEW CASES-In a conference call on Friday, Dr. Thomas Frieden, director of the U.S. Centers for Disease Control and Prevention, said the CDC does expect to see occasional cases of local transmission, which is what experts have seen with outbreaks of dengue and Chikungunya. In those outbreaks, for every 9 or so one-off cases, there was one new cluster of local mosquito-borne transmission, but he said, "The vast majority of local transmissions hit a dead end after one or two people in one household."Frieden said the CDC is closely monitoring new cases in the Wynwood neighborhood to see whether their mosquito control efforts - which have included aerial spraying of pesticides to kill adult mosquitoes and mosquito larvae - are working.Mosquito control experts in Pinellas County are not planning the type of aerial spraying campaign underway in Miami-Dade County. Local officials said they believe ground-level efforts will be most effective against the type of mosquito that transmits Zika, which can breed in small containers.Rob Krueger, an entomology and education support specialist with Pinellas County Mosquito Control, compared aerial spraying to dropping golf balls on a football field. While chemical droplets may get close to the mosquito habitat, there is no way to know that every possible breeding spot has been reached through a diffuse, overhead approach.“Our method is strictly boots-on-the-ground, and going door to door to make sure that we can find every Aedes aegypti mosquito that is out there and eradicate it,” Krueger said.He said mosquito control districts in Florida have flexibility to use the approach and chemical agents best suited for the local population and financial resources. Pinellas, which is Florida’s most densely developed county, does not typically use aerial spray products against this type of mosquito.Krueger said there is no "magic bullet" for eradicating Aedes aegypti. What it is going to take is "going door to door, fixing it as we go.”Dr. Amesh Adalja, an infectious diseases expert at the University of Pittsburgh Medical Center, said Florida needs to make it clear that "anywhere these mosquitoes are present is at risk.”Adalja said while knowing the exact area of transmission is important for issuing travel warnings to pregnant women, he said the entire state needs to be vigilant.Adalja expects multiple counties in Florida will be affected, as well as areas in Texas and Louisiana, though these outbreaks will be limited to discreet areas.(Additional reporting by Toni Clarke in Washington; Editing by Paul Simao and Bernard Orr)

Granby lion attack caused by human error, investigation finds-[CBC]-CBCAugust 24, 2016-YAHOONEWS

Quebec's workplace health and safety board (CNESST) has confirmed the initial hypothesis on how a 14-year-old lion at the Granby Zoo mauled a zookeeper earlier this month.According to the CNESST's findings, the incident happened during mealtime. The zookeeper brought the lion's food into an isolated corridor.Normally, once the food is there, the worker leaves the corridor, and the animal is let inside. However, in this case, the hydraulic door separating the worker and the lion was accidentally left open. The lion attacked the woman, leaving her with a broken neck and serious lacerations.A few days after the incident, she was discharged from the hospital, and the director of the zoo told CNESST she plans to return to work shortly. The CNESST found the door was left open due to human error.Additional security measures-Granby Zoo has already boosted security measures following the attack. Now there are two guards handling the lion, instead of one.As well, additional measures are in place to make sure the lion's trap door isn't left open by accident again.

HOSEA 4:1-3
1 Hear the word of the LORD, ye children of Israel: for the LORD hath a controversy with the inhabitants of the land,(EARTH) because there is no truth, nor mercy, nor knowledge of God in the land.
2  By swearing, and lying, and killing, and stealing, and committing adultery, they break out, and blood toucheth blood.
3  Therefore shall the land mourn, and every one that dwelleth therein shall languish, with the beasts of the field, and with the fowls of heaven; yea, the fishes of the sea also shall be taken away.

ZEPHANIAH 1:2-3
2  I will utterly consume all things from off the land, saith the LORD.
3  I will consume man and beast; I will consume the fowls of the heaven, and the fishes of the sea, and the stumblingblocks with the wicked; and I will cut off man from off the land, saith the LORD.

Hundreds of thousands of dead fish fill New Jersey creek-[Reuters]-August 23, 2016-YAHOONEWS

NEW YORK (Reuters) - Hundreds of thousands of dead fish washed up in a New Jersey creek this week, state officials said. The fish, which were discovered in Waackaack Creek in the borough of Keansburg, are commonly known as peanut bunker, a name that describes immature specimens of the Atlantic menhaden, a common saltwater fish.Bob Considine, a spokesman for the state's Department of Environmental Protection, said the fish may have been chased into the waterway by pursuing predators and then suffocated because the water did not hold enough dissolved oxygen to support them. But he said it was hard to know precisely how the fish ended up in the creek."Obviously we can't interview the fish," he said. The fish first washed up on Monday and have been carried in and out on the tide, Considine said."It's hard to miss," he said.Fish kills, as the phenomenon is known, occur once or twice a year, particularly in the summer months when the heat lowers the amount of oxygen in the water, Considine said.Last week, Montana wildlife officials took the drastic step of closing more than 150 miles (241.4 km) of the Yellowstone River after a parasite killed tens of thousands of fish along what is a popular destination for fly fishing.(Reporting by Joseph Ax; Editing by Sandra Maler)

FBI probes stabbing by Virginia man who yelled "Allah Akbar": police-[Reuters]-By Ian Simpson-August 23, 2016-YAHOONEWS

(Reuters) - The FBI is investigating a double stabbing by a Virginia man who shouted the Muslim phrase "Allah Akbar," while authorities on Tuesday denied media reports that the attack may have been an attempted beheading. The suspect, Wasil Farooqui, 20, of Roanoke, is charged with randomly attacking a man and woman with a knife on Saturday when they entered a Roanoke apartment building, Roanoke County police said. The man and woman were severely injured. The man fought off the attacker, who was shouting "Allah Akbar," police said. The phrase means "God is greatest" in Arabic.Farooqui is being held without bond at the Western Virginia Regional Jail near Roanoke, about 200 miles (320 km) southwest of Washington.Police contacted the Federal Bureau of Investigation about the attack. Adam Lee, special agent in charge of the FBI’s Richmond Division, said the agency was working with police.“While I cannot discuss details of the investigation at this time, I do want to reassure the community that we are working to determine the nature of the incident,” he said in a statement.NBC News quoted federal law enforcement sources as saying that there was no evidence that the attack was linked to the militant Islamic State.Amy Whittaker, a spokeswoman for Roanoke County, denied reports by Fox News, ABC and others that the attack may have been an attempted beheading."I'm not sure where that information came from but it is not accurate," she said in an email.NBC said Farooqui told authorities he heard voices and investigators believed the most likely explanation was that he was mentally disturbed rather than terrorist-inspired.Police arrested Farooqui when he showed up injured at a hospital emergency room. He is charged with two counts of aggravated malicious wounding.NBC News reported that Farooqui was known to the FBI, which had earlier looked into his travel. He may have tried to get to Syria, where the Islamic State is recruiting sympathizers, but was not charged with anything after the FBI examined his travel.Federal law enforcement officials say both victims in the attack are Muslim, though the attacker may not have known that, NBC said. A spokeswoman for the FBI declined to comment.(Reporting by Ian Simpson in Washington; Editing by Frances Kerry, Bernard Orr)

Police: Man shouts 'Allahu akbar' in Australian knife attack-[Associated Press]-August 24, 2016-YAHOONEWS

SYDNEY (AP) — A French man shouting the Arabic phrase "Allahu akbar" stabbed a British woman to death and wounded two men in an attack at a hostel in northeast Australia, police said Wednesday. The 29-year-old suspect did not have any known links to the Islamic State group and appeared to have acted alone, Queensland Police Deputy Commissioner Steve Gollschewski said. Police were trying to determine whether the man had been motivated by extremism, or something else."While this information will be factored into the investigation, we are not ruling out any motivations at this early stage, whether they be political or criminal," Gollschewski told reporters in the Queensland state capital of Brisbane. "Investigators will also consider whether mental health or drug misuse factors are involved in this incident."The attack took place Tuesday night at a hostel in the town of Home Hill, south of Townsville in northern Queensland. A 21-year-old British woman was found dead at the scene and a 30-year-old British man was hospitalized in critical condition. A local man was treated and released for injuries. A dog was also fatally wounded in the attack. The man, a French national visiting Australia, shouted "Allahu akbar" — the Arabic phrase meaning "God is great" — both during the attack and while being arrested by police, Gollschewski said. He has not yet been charged, but police weren't looking for any other suspects related to the incident.Police were treating the attack as a homicide, rather than a terrorism-related incident, Gollschewski said."The associated issues of what motivated him and whether that has any relevance to radicalization is something we're going to explore fully, but we won't know for some time whether that's the case," he said.Queensland police don't release the names of suspects. Their identities are revealed publicly after they appear in court. The man had been in Australia on a temporary visa for about a year, Gollschewski said.Australian Federal Police Commander Sharon Cowden said her office was speaking to international police agencies about the attack."We condemn this murderous aggression and we are fully cooperating with Australian authorities," French Foreign Ministry spokesman Romain Nadal said Wednesday. "We present our condolences to the family and wish for a quick recovery for the wounded."___Associated Press writer Angela Charlton in Paris contributed to this report.

Qatari state fund buys stake in NY's Empire State Building-[The Canadian Press]-August 24, 2016-YAHOONEWS

DUBAI, United Arab Emirates — Qatar's sovereign wealth fund has made an iconic purchase in America — a stake in the company that owns New York's Empire State Building. The $622-million purchase by the Qatar Investment Authority comes as the Doha fund increases its investments in the U.S. as the small country on the Arabian Peninsula tries to cope with low global oil and gas prices. The Empire State Realty Trust Inc., which manages the 102-story, 1,454-foot (443-meter) -tall building, announced the Qatari purchase late Tuesday, saying the fund would gain a 9.9- per cent stake in the company. The trust owns a total of 14 office properties and six retail properties around the New York area. The Qatar Investment Authority did not respond to a request for comment Wednesday. The pointed top of the Art Deco-style Empire State Building, once the tallest structure in the world, still stands out in New York's famed skyline. It remains a major tourist attraction and has been the centerpiece of major American films from "King Kong" to "Sleepless in Seattle."Tiny Qatar, an OPEC member, is a strong regional ally for Washington and hosts American bombers and the forward headquarters of the U.S. military's Central Command at its vast al-Udeid air base. Aircraft and personnel there are involved in the ongoing U.S.-led campaign against the Islamic State group in Iraq and Syria.Qatar will host the 2022 FIFA World Cup and has been on a building boom, mirroring on a smaller scale the one that gripped the United Arab Emirates' city-state of Dubai. However, its government coffers have been hard hit by the drop of global oil prices, which have fallen from over $100 a barrel in the summer of 2014 to around $50 now.The nation's investment authority, estimated to be worth some $335 billion by the Las Vegas-based Sovereign Wealth Fund Institute, has been increasingly eyeing opportunities in the U.S. Last September, it announced plans to open an office in New York and committed to investing $35 billion in the U.S. over the next five years. The fund's existing American holdings include a more than 10- per cent stake in New York-based luxury jeweler Tiffany & Co. It sold its share of the American film studio Miramax to Qatar-based media group beIN in March for an undisclosed sum.Government-backed Qatar Airways, meanwhile, has been rapidly expanding its operations in the U.S., provoking a backlash from American carriers. Also among the Qatari fund's interests in America is a 44- per cent stake in the $8.6 billion redevelopment project in New York known as Manhattan West, which includes remodeling the building that's now home to the global headquarters of The Associated Press. The AP announced in August 2015 it planned to move from that building to another near the World Trade Center.___Follow Jon Gambrell on Twitter at www.twitter.com/jongambrellap . Turkish Airlines resuming flights to Sharm al-Sheikh-[Reuters]-August 24, 2016-YAHOONEWS

CAIRO (Reuters) - Turkish Airlines will resume flights next month to Sharm al-Sheikh, nearly a year after they were suspended following the bombing of a Russian jet which took off from the Egyptian resort, the Turkish embassy in Cairo said on Wednesday."Turkish Airlines will be the first of the companies that halted flights after October 31, 2015 to resume activities," the embassy said in a statement. It said the airline would operate four flights a week.British and Russian governments banned their airlines from flying to Sharm al-Sheikh, a popular winter sun destination, because of concerns about security at the airport after the October 2015 bombing which killed all 224 people on board.Tourism is a key source of income for Egypt but the number of tourists fell 40 percent in the first quarter of 2016.It is also one of the main sources of foreign currency reserves - which have more than halved since 2011, to reach $15.536 billion in July - in a country that heavily depends on imports.Egypt's efforts to revive its tourism industry suffered a fresh blow in May when an EgyptAir plane crashed into the Mediterranean, killing all 66 people on board. French Muslim body to meet with govt on burkini ban-[AFP]-August 24, 2016-YAHOONEWS

Paris (AFP) - The head of the French Council of the Muslim Faith (CFCM) will meet Interior Minister Bernard Cazeneuve on Wednesday to discuss the burkini bans at the centre of a bitter row over Muslim integration. The CFCM "is concerned over the direction the public debate is taking," the president of the body, Anouar Kbibech, said in a statement calling for an urgent meeting with Cazeneuve, citing the "growing fear of stigmatisation of Muslims in France".The interior ministry later announced the meeting would take place on Wednesday afternoon.Kbibech noted that a few days ago a woman was fined on a beach in Cannes while wearing a simple headscarf and accompanied by her children. The 34-year-old mother, who gave her name only as Siam, told AFP she had been sitting on the beach in leggings, a tunic and a headscarf, when she was fined."I had no intention of swimming," she said. The CFCM said it was also worried about the photos that have emerged of a Muslim woman removing her tunic on a beach in Nice while surrounded by four police officers. The images, which have gone viral, have widely been interpreted as the woman being ordered to remove her tunic by police, although the circumstances remain unclear. She was wearing a sleeveless shirt underneath."We have seen images of police officers forcing a woman on a Nice beach to remove her tunic when she wasn't even wearing a burkini," said the statement from the CFCM."With the difficult and critical situation France is facing after the tragic attacks which deeply affected the country, the CFCM calls for wisdom and responsibility from everyone."Today, we need more acts of peace and tolerance," said Kbibech.France's highest administrative court, the State Council, will on Thursday examine a request by the Human Rights League (LDH) to scrap the bans adopted by some 15 towns and cities across the country.Lower courts have supported the decision by French mayors, with a tribunal in the Riviera city of Nice -- where a crowd was mowed down in July in a grisly truck attack -- said the burkini could "be felt as a defiance or a provocation exacerbating tensions felt by" the community.

Ukraine's Poroshenko strikes martial tone on independence day-[Reuters]-By Natalia Zinets-August 24, 2016-YAHOONEWS

KIEV (Reuters) - Ukraine put on a show of military strength on independence day on Wednesday amid fresh tension with Russia over Crimea and President Petro Poroshenko said the country had to rely on its own might rather than international guarantees.A march-past of army, navy and airforce units and hardware in the capital was intended to highlight the capability of Ukraine's military, which the government has had to overhaul since pro-Russian eastern separatists rose up against a new Western-backed leadership in 2014.The fresh tension over Crimea, which Russia annexed in March 2014, has reignited fears that a fragile ceasefire deal brokered in February 2015 with the help of Germany and France, could collapse following the deadliest month of fighting in eastern Ukraine in a year."From this parade, our international partners will get the message that Ukraine is able to protect itself, but needs further support," Poroshenko told a large crowd of civilians and military personnel. He warned that Ukraine was losing the attention of the international community."Every country is sometimes more preoccupied with its own problems ... International pressure on Russia must remain until Russia implements the Minsk (ceasefire) agreements," he later told diplomats. His comments echoed those of several Ukrainian lawmakers from across the political spectrum who are now saying that Western actions against Russia - including economic sanctions - have failed to protect Ukraine."Our main guarantor is the Ukrainian armed forces," Poroshenko said.Ukraine has received billions of dollars in financial aid from Western allies, including the United States, in exchange for promises to root out widespread corruption following its political tilt toward Europe. However, patchy reform progress and signs that vested interests continue to influence policy have prompted warnings from Western backers and delayed the disbursement of loans over the past year.Despite repeated requests, the West has also not given Ukraine any weapons, instead offering non-lethal military assistance such as training and equipment. For its part, Kiev has ramped up annual military spending to 5 percent of gross domestic product.Poroshenko said it would take more time and money for Ukraine to fully protect itself from what he described as Russia's "imperial ambitions"."We need years and tens of billions of hryvnias until we can sleep soundly," he said.Earlier in August Russia, which denies accusations from Kiev and NATO that it supports eastern rebels with troops and equipment, said Ukraine was trying to provoke a new conflict over annexed Crimea.(Reporting by Natalia Zinets; Writing by Alessandra Prentice; Editing by Richard Balmforth)

France to teach children how to react to school attacks-[Associated Press]-SYLVIE CORBET-August 24, 2016-YAHOONEWS

PARIS (AP) — French schools will now hold three security drills a year — including one in which an alleged assailant enters their premises — as the French government ramps up security measures after a string of deadly extremist attacks.Education Minister Najat Vallaud-Belkacem and Interior Minister Bernard Cazeneuve announced a series of measures Wednesday to improve how French schools and children handle terror threats.Students will be taught how to hide or to escape, depending on the situation and where they are.All students aged 13-14 and class representatives will also get a basic training on life-saving measures. Vallaud-Belkacem said, as of now, only 30 percent of students are trained. In pre-school and kindergarten, for children aged 2 to 6, no mention of an attack or a danger should be made but children must be taught to hide and keep quiet through games, Vallaud-Belkacem said."It's not a question of succumbing to panic or into paranoia, but simply to face our responsibilities," Vallaud-Belkacem said, noting Islamic radical Mohamed Merah's attack on a Jewish school in 2012 in the southwestern city of Toulouse.Cazeneuve said the plan aims at "preventing the risk of an attack and at the same time guaranteeing a serene atmosphere in schools."Other security measures are already in place since last year's deadly attacks in Paris. Some police forces patrol in school areas and parents and students are requested to avoid gathering near schools and systematically report any suspicious behavior or object.School principals will hold meetings with parents to detail the security measures at the beginning of the school year in September. The government has also decided to provide 50 million euros ($56.2 million) to local councils — in charge of the school buildings — to help them pay for security equipment such as video door phones and new alarm systems.

Hajj stoning to be shortened after deadly stampede-[AFP]-August 24, 2016-YAHOONEWS

Riyadh (AFP) - A stoning ritual which led to the deaths of about 2,300 people during last year's hajj will be more tightly controlled during next month's pilgrimage, Saudi newspapers reported on Wednesday. The period during which pilgrims can perform the Jamarat ritual will be reduced by 12 hours, the Saudi Gazette and Arab News said. The symbolic stoning of the devil will be performed as usual over three days beginning September 11 at Mina, about five kilometres (three miles) east of Mecca's Grand Mosque, Islam's holiest site. But this year there will be no stoning allowed from 6:00 to 10:30 am on the first day, from 2:00 to 6:00 pm on the second day and from 10:30 am to 2:00 pm on the final day, the hajj ministry said."This procedure will enable the pilgrims to throw stones easily and will prevent any stampede that may result from overcrowding," the Saudi Gazette quoted ministry undersecretary Hussain al-Sharif as saying. He did not elaborate on how the new time restrictions would reduce the potential for overcrowding. The stampede was the worst disaster in hajj history. It occurred outside the five-storey Jamarat Bridge, a structure resembling a huge parking garage which hosts the stoning ritual and cost more than $1 billion to build. It is almost one kilometre (more than half a mile) long and allows 300,000 pilgrims an hour to carry out the ritual.Pilgrims blamed the stampede on police road closures and poor management of the flow of hundreds of thousands of pilgrims in searing temperatures.Crown Prince Mohammed bin Nayef, the interior minister who also chairs the hajj committee, ordered a probe immediately after the disaster but there has been no word on its findings. However, officials have announced a number of safety measures including the revised stoning schedules. At least 2,297 pilgrims died during the stampede on September 24, according to data from foreign officials, some of whom expressed concerns about difficulty in identifying the victims.Saudi Arabia issued a death toll of 769.In another crowd control move, pilgrims are not allowed to circumambulate the holy Kaaba one hour before or after regular prayers at the Grand Mosque when they begin their hajj, Saudi Gazette and Arab News said. This year's pilgrimage begins on September 9 but hundreds of thousands have already arrived from around the world. It is among the five pillars of Islam and every capable Muslim must perform it at least once in a lifetime.

Raped and tortured by IS, Yazidi women recover in Germany-[Associated Press]-DAVID RISING-August 24, 2016-YAHOONEWS

VILLINGEN-SCHWENNINGEN, Germany (AP) — The Yazidi girl had been in the safety of a refugee camp in Iraq for two weeks when she imagined she heard the voices of Islamic State fighters outside her tent.Petrified by the thought of again facing rape and abuse at their hands, 17-year-old Yasmin vowed to make herself undesirable. So she doused herself in gasoline and lit a match. The flames burned her hair and face, peeling away her nose, lips and ears. That was her state when German doctor Jan Ilhan Kizilhan found her in a refugee camp in northern Iraq last year — physically disfigured and mentally so scarred that she had falsely thought her former captors were coming for her.Now 18, Yasmin is one of 1,100 women, mainly of the Yazidi religious minority, who have escaped IS captivity and are in Germany for psychological treatment. The pioneering program that Kizilhan helps run, which has attracted international attention, tries to address a basic problem: Long after the women are rescued, the trauma remains.Recalling her ordeal today, Yasmin hunches over in her chair, grips her gnarled hands together and looks down at the floor. But she straightens up and her face brightens as she remembers when Kizilhan first entered her tent in the refugee camp and told her and her mother, in their own language, how he could help in Germany."I said, of course I want to go there and be safe, and be the old Yasmin again," she recounts. She asks that her last name not be used out of ongoing fear of possible reprisal from Islamic State sympathizers. It was on Aug. 3, 2014, that IS fighters swept into the Sinjar region of northern Iraq, home to the majority of the world's Yazidis. They rounded up the Yazidis into three groups: Young boys who were made to fight for IS, older males who were killed if they didn't convert to Islam, and women and girls sold into slavery, like Yasmin.Tens of thousands of Yazidis fled to the mountains, where the militants surrounded them in the scorching summer heat. The U.S., Iraq, Britain, France and Australia flew in water and other supplies, but many Yazidis died before they could be rescued.Following the IS assault, "no free Yazidis remained in the Sinjar region," a United Nations expert panel wrote. "The 400,000-strong community had all been displaced, captured or killed." An estimated 3,200 are still in IS captivity in Syria, where they were taken after being captured. As the attack unfolded, members of the estimated 100,000-strong Yazidi community in Germany approached politicians in Berlin for help. Winfried Kretschmann, the governor of the prosperous western state of Baden Wuerttemberg, was moved and decided to act."He asked us, 'what can we do?' We're a state, we don't have an army," recalls Michael Blume, the state's expert on minority issues. "We looked into it and said, no state's ever done it, but we could bring a special quota here."The state parliament committed 95 million euros ($107 million) over three years to bring women abused by IS — mostly Yazidis but also Christians and Shiite Muslims — to Germany. Blume reached out to Kizilhan, a psychologist specializing in trauma and also a university professor and Mideast expert. Kizilhan, who is of Kurdish background, was born in Turkey and speaks Kurdish, including the Yazidi dialect, German, Turkish, Farsi, English and even some Arabic. From February 2015 to January 2016, small teams of experts, including Blume and Kizilhan, went to refugee camps in northern Iraq. Kizilhan made 14 trips and personally interviewed the women and girls, trying to determine who would benefit best from the limited program."It was an evil that I had never seen in my life," he says. "I'm experienced in trauma, I had already worked with patients from Rwanda, from Bosnia, but this was very different. If you have an 8-year-old girl in front of you and she's saying she was sold eight times by IS and raped 100 times during 10 months, how can humankind be so evil?"In the end, he decided upon 1,100 women and girls ranging in age today from 4 to 56.Kizilhan and others then met with the head religious leader of the Yazidis, the Baba Sheikh, at the holy site of Lalish. He agreed not to ostracize the victims, despite the perceived affront to honor in their culture."The Baba Sheikh talked with each one of them, kissed them on the head and said, 'You belong to our society, you are still Yazidis and we are very proud of you, that you could come through this kind of horror and torture back to our society,'" Kizilhan says. "Most of the women cried, very shocked but happy to be accepted by the highest priest."The women are primarily treated in more than 20 clinics in Baden-Wuerttemberg, though 70 have been sent to Lower Saxony and another 30 to Schleswig Holstein. They are kept at undisclosed locations with extra security out of fears that IS sympathizers may try to target them even in Germany. The last chartered plane with the victims arrived in January. The program is being closely watched, with many queries from other states and countries, Blume said. Kizilhan is also working on establishing a trauma institute in northern Iraq to provide similar services for those not fortunate enough to be brought to Germany. Kizilhan noted that even in refugee camps in Iraq, some 60 Yazidi women have committed suicide.About half the victims now in Germany need help just to stabilize. This means introducing them to the basics like going shopping, visiting doctors, and for children, going to school.Among them is a woman whose 4-year-old daughter was taken away by an IS fighter besotted with her blonde hair and blue eyes, who told her he would "marry" her when she was 9. The mother escaped, but the daughter, now 6, remains in the clutches of the extremists. The woman cries every time she sees a blonde-haired and blue-eyed girl on the street, Kizilhan says.Another was taken by IS at age 16 with her family and watched as her father and two brothers were killed. She was sold as a sex slave to a fighter from Tunisia, and then re-sold another dozen times or so over the next year. Finally escaping, she walked barefoot and without food east across Syria to the Iraqi border."In the view of the Islamic State ideology, these people are not human beings," Kizilhan says. "We experienced that also in the Nazi regime in Germany, they did the same with the Jews."All of the women and girls have permission to remain in Germany for two years. Kizilhan notes that after what they have gone through, they could probably get asylum permanently if they want. For Yasmin, there's no reason to go back.Yasmin was 16 when she and her sister were separated from their family as they fled into the mountains, and spent seven days in IS captivity. Men were killed, and women and children taken, she says. After they escaped, she was still terrified and always crying. She falters when trying to describe what led her to set fire to herself, talking vaguely rather than reliving the memory."Their voice was in my ears," she says. "I could hear their voice, I was so scared."Then she heard what she thought was a shell exploding nearby."I couldn't take it anymore," she says. "And this is what happened to me."Today she shares a modest single-family home with her parents, sister and two brothers. Her sister, a year older, won't talk about what happened to her, and nor will most of the other women in the program. But for Yasmin, the desire for people to know outweighs her hesitance to dredge up horrific memories."It is very important to tell our stories because the world should know what happened to us, so that it doesn't happen again," she says.Yasmin wears loose-fitting clothing to protect her sensitive skin, and a machine at her bedside helps her breathe because of her damaged nose and airways. She hopes to eventually go to school, improve her German, learn English, and get a job involving computers. Yet she still fears the Islamic State, especially after two recent attacks in Germany claimed by the group. She has somewhere between five and 15 surgeries ahead of her, Kizilhan says. She dreams of going out in public again without turning heads, without children looking at her and crying."I want to be through the surgeries and be healthy again," she says. "My family is here and I want to start a new life."

Floods in Ethiopia displace hundreds of thousands as more rains forecast: U.N.[Reuters]-By Katy Migiro-August 24, 2016-YAHOONEWS

NAIROBI (Thomson Reuters Foundation) - More than 600,000 Ethiopians have fled their homes since March, largely due to flooding, the United Nations said on Wednesday, with more rain predicted up to December.Ethiopia was hit in 2015 by one of the worst droughts in decades, with 10 million requiring emergency aid, which ended when the spring rains arrived in March.Almost 300,000 people were displaced between March and June due to floods, the U.N. Office for the Coordination of Humanitarian Affairs said in its latest update.Others were displaced by inter-communal conflict in Ethiopia's southern Oromia and Somali regions. Many of the people who fled the floods have since returned home but more than 10,000 families are still displaced and need emergency shelter and household basics, it said.Heavy rains have delayed emergency food aid deliveries to 85,000 flood affected people in Somali region, it said. The La Nina weather phenomenon is likely to bring further rain and flooding, the United Nations said.La Nina, which tends to occur unpredictably every two to seven years, is characterized by unusually cold temperatures in the equatorial Pacific Ocean."If the La Niña event begins in late August, this may entail heavier than normal rainfall in the El Niño-affected highland areas, which may result in intensified flooding," the United Nations said.La Nina's impact is likely to be felt in Oromia and Somali regions up to December, it said.(Reporting by Katy Migiro; Editing by Katie Nguyen.; Please credit the Thomson Reuters Foundation, the charitable arm of Thomson Reuters, that covers humanitarian news, women’s rights, trafficking, property rights and climate change. Monsoon floods have killed at least 175 in India since June-[Associated Press]-August 24, 2016-YAHOONEWS

NEW DELHI (AP) — Heavy monsoon rains have ended two successive drought years in India with the Ganges River and its tributaries rising above the danger level, triggering evacuation of hundreds of thousands of people from flooded homes in north and eastern India, an official said Wednesday.Drowning, electrocution or injuries from collapsed houses have killed at least 175 people, mainly in West Bengal, Assam, Uttar Pradesh and Bihar states this season, said Rakesh Ranjan, a National Disaster Response Force official. Lightning has killed 57 people in Bihar state.Ranjan said flooding worsened after water was discharged from various dams brimming after heavy rains in Madhya Pradesh and Uttrakhand states.Floods occur in many parts of India during the monsoon season, which runs from June through September. In the Hindu holy town of Varanasi in Uttar Pradesh, flooding forced a halt to cremations at a main riverfront area. Some people have been lighting the funeral pyres at rooftops along the flooded river bank.Devout Hindus bring dead family members to Varanasi in the belief that being cremated there frees their soul from the cycle of death and rebirth.Ranjan said on Wednesday that floodwaters have entered the low-lying areas of Varanasi, which is popular with foreigners for its maze of buildings, temples and spiritual heritage. Thousands of pilgrims queue at the ghats, or steps, leading to the Ganges to take their holy dip.In Bihar state, more than 100,000 people have been evacuated from flooded villages and moved to government-run relief camps in the worst-hit districts of Patna, Vaishali, Bhojpur and Saran districts, said Vyas Ji, a top state relief official.

In a Powerpoint, Philippine police detail body count in drug war-[Reuters]-By Manuel Mogato and Andrew R.C. Marshall-August 24, 2016-YAHOONEWS

MANILA/BANGKOK (Reuters) - A Philippine police report on an anti-drugs campaign that has killed 1,900 people in seven weeks shows an openness and even pride in an escalating body count that has horrified rights activists and unsettled allies such as the United States. The bloody campaign, launched when President Rodrigo Duterte took office, has reduced crime and won public support, said the report presented to a Senate hearing in Manila on Tuesday.National police chief Ronald dela Rosa read out from the report, accompanied by a Powerpoint presentation with charts and data, at the hearing. He said a total of 756 people were killed by police during a seven-week operation beginning July 1 that has been dubbed "Double Barrel". An additional 1,160 people were killed by what police have suggested are vigilantes. Most victims were shot."The government's war on drugs is highly appreciated and supported by the public," the report said. However, dela Rosa said there was no declared policy to kill drug users and pushers. One U.S. expert said that tolerance for such a large body count was inconceivable in the West, where all police killings are intensely scrutinized."This is the most heavy-handed kind of street-side justice - and they expect to be praised for it," said Eugene O'Donnell, a professor at John Jay College of Criminal Justice in New York and a former police officer and prosecutor.Police should only use deadly force as a last resort to defend themselves or others and "never as a punishment", he said."Obviously, the ethical implications are extraordinary," he added.Duterte, nicknamed "the Punisher", won the presidency on a platform of wiping out drugs, and had warned traffickers before he took office to reform or risk death.A spokesman for the U.S. State Department said on Monday it was "deeply concerned" by the killings and urged Duterte's government to abide by human rights norms.New York-based Human Rights Watch has condemned the "shocking human toll" and accused Duterte of inciting violence and "steamrolling the rule of law".-"SIGNIFICANT DECREASE"-The Philippines police report credits the anti-drugs campaign for a "significant decrease" in overall crime, noting that the total number of serious offences was 31 percent lower in July 2016 than July 2015.But a further breakdown of the figures showed that the number of murders and homicides had increased by 56 percent.Experts said the decrease in serious crime could be a genuine drop caused by an increased police presence on the streets; or it could be that fewer instances of crimes such as theft are being reported because police are so preoccupied with anti-drug operations.More than 100 of the corpses were hog-tied or bound with duct tape, or found with pieces of cardboard bearing messages such as "I'm a pusher. Don't emulate me."According to the report, a total of 309 of the killings were carried out by what the police call MRCs, or motorbike-riding criminals. There has been speculation in the local media that some of the killings were carried out by corrupt police officers who were wiping out drug peddlers to avoid exposure.Senator Leila de Lima, a staunch critic of the president, led the two-day inquiry. Many of her fellow senators expressed support for the police crackdown but concern for the killings.Among them was boxing legend Manny Pacquiao, who was elected to the Senate in the May general election. After the hearing, dela Rosa was mobbed by people demanding selfies, while supporters chanting his nickname "Bato", or rock.Even as the death toll rose, a July poll by Pulse Asia put Duterte's approval rating at 91 percent."Do not kill if you are not in danger of losing your life," Duterte told police officers in a speech last week. "But if the resistance is violent, thereby placing your life in jeopardy, shoot and shoot him dead. Can I be more clearer than that?"(Additional reporting by Eric M. Johnson in Seattle and Karen Lema in Manila; Editing by Raju Gopalakrishnan)

SINS OF PEOPLE

ISAIAH 5:20-25
20 Woe unto them that call evil good, and good evil; that put darkness for light, and light for darkness; that put bitter for sweet, and sweet for bitter!
21 Woe unto them that are wise in their own eyes, and prudent in their own sight!
22 Woe unto them that are mighty to drink wine, and men of strength to mingle strong drink:
23 Which justify the wicked for reward, and take away the righteousness of the righteous from him!
24 Therefore as the fire devoureth the stubble, and the flame consumeth the chaff, so their root shall be as rottenness, and their blossom shall go up as dust: because they have cast away the law of the LORD of hosts, and despised the word of the Holy One of Israel.
25 Therefore is the anger of the LORD kindled against his people, and he hath stretched forth his hand against them, and hath smitten them: and the hills did tremble, and their carcases were torn in the midst of the streets. For all this his anger is not turned away, but his hand is stretched out still.

2 TIMOTHY 3:1-5
1 This know also, that in the last days perilous (DANGEROUS) times shall come.
2 For men shall be lovers of their own selves, covetous, boasters, proud, blasphemers, disobedient to parents, unthankful, unholy,
3 Without natural affection, trucebreakers, false accusers, incontinent, fierce, despisers of those that are good,
4 Traitors, heady, highminded, lovers of pleasures more than lovers of God;
5 Having a form of godliness, but denying the power thereof: from such turn away.
6 For of this sort are they which creep into houses, and lead captive silly women laden with sins, led away with divers lusts,
7 Ever learning, and never able to come to the knowledge of the truth.

1 TIMOTHY 1:9
9 Knowing this, that the law is not made for a righteous man, but for the lawless and disobedient, for the ungodly and for sinners, for unholy and profane, for murderers of fathers and murderers of mothers, for manslayers,
10 For whoremongers, for them that defile themselves with mankind, for menstealers, for liars, for perjured persons, and if there be any other thing that is contrary to sound doctrine;

ROMANS 3:13-18
13 Their throat is an open sepulchre; with their tongues they have used deceit; the poison of asps is under their lips:
14 Whose mouth is full of cursing and bitterness:
15 Their feet are swift to shed blood:
16 Destruction and misery are in their ways:
17 And the way of peace have they not known:
18 There is no fear of God before their eyes.

2 TIMOTHY 4:3-4
3 For the time will come when they will not endure sound doctrine; but after their own lusts shall they heap to themselves teachers, having itching ears;
4 And they shall turn away their ears from the truth, and shall be turned unto fables.

Clinton emails: A political controversy with the lifetime of a Broadway hit-[Christian Science Monitor]-Peter Grier-August 23, 2016-YAHOONEWS

Hillary Clinton’s emails have become the never-ending story, a political controversy destined to last as long as the Broadway run of “Cats.”That’s clearer than ever now that the FBI has confirmed discovery of approximately 15,000 new emails as part of its investigation of Clinton’s electronic communications practices while secretary of State.Federal District Court Judge James E. Boasberg has ordered the State Department to scrub the emails of possible classified or personal material on an accelerated schedule, and then release them. That’s likely to occur around October, just prior to Election Day, State Department lawyers told Judge Boasberg in a Monday hearing.Clinton set up her much-criticized private email server while secretary of State at least in part to control her communications and protect her privacy from critics as much as possible. This latest disclosure of more emails only emphasizes the degree to which that mission was not accomplished. At this point it seems obvious she would have been much better off, politically speaking, to rely on a government account.“In part, that’s because it never seems to end. Each batch of emails released by the State Department has given journalists and conservative activists more to pore over,” notes Andrea Peterson of the Washington Post technology and policy blog The Switch. The FBI turned up the latest tranche of emails by a forensic examination of Clinton’s personal server, and by combing through the email records of government officials Clinton may have communicated with while secretary of State. None were in the original batch of 55,000 emails turned over by Clinton to the State Department last year.FBI Director James Comey has said he does not believe that the Clinton team intentionally deleted the newly discovered emails. Judge Boasberg is overseeing the process of making them public pursuant to a federal public-record lawsuit filed by the conservative legal advocacy group Judicial Watch. It’s possible the Clinton team mistakenly threw out some of them while making their initial scrub of her private server. When the State Department requested copies of emails under Clinton’s control, she had a team of lawyers comb through her server to separate business messages from personal ones. Those judged personal were deleted. Work emails were turned over to the government. But the lawyers did not actually read the full emails, relying on subject lines for their sorting purposes. They could have made errors in their sorting process.Conservative critics, of course, believe it is possible that Clinton is purposely trying to conceal some of her official State Department activities, perhaps related to Benghazi or favors for Clinton Foundation donors.“Hillary Clinton seems incapable of telling the truth,” said Republican National Committee Chairman Reince Priebus in a statement on the latest email revelations. “Clinton’s pattern of serial dishonesty is completely unacceptable for a candidate seeking the nation’s highest office.”

Colin Powell Blasts Hillary Clinton's Team for 'Trying to Pin' Private Email Use on Him-[ABC News]-MEGHAN KENEALLY-August 22, 2016-YAHOONEWS

Former Secretary of State Colin Powell has spoken out against claims that his email use in some way excused the way in which Hillary Clinton handled her email while she was secretary of state."Her people have been trying to pin it on me," Powell told People at an event in the Hamptons in New York this weekend."The truth is, she was using [the private email server] for a year before I sent her a memo telling her what I did," he told the magazine. It is unclear exactly when Clinton started using her personal email server, but the Inspector General's report states that she"employed a personal email system to conduct business during her tenure in the United States Senate and her 2008 presidential campaign." Clinton started serving as a senator for New York in January 2001 and started working as President Barack Obama's secretary of state in January 2009.Powell's comments come after portions of Clinton's interview with the FBI over her email practices were released to Congress last week.In the FBI notes, The New York Times reported, Clinton alleged that Powell advised her to use a private email account and that in 2009 he emailed her about his email practices at the State Department but by that point she was already using her own server. In a yet-to-be-released book about former President Bill Clinton's post-presidency, author Joe Conason writes that former Secretary of State Madeleine Albright held a dinner party for former secretaries of state in the early months of Hillary Clinton's tenure and Albright asked the other guests to give Clinton one piece of advice."Powell told her to use her own email, as he had done, except for classified communications, which he had sent and received via a State Department computer," Conason writes, according to The Times.Powell's team did not confirm that version of events."Gen. Powell has no recollection of the dinner conversation," his office said in a statement to NBC News on Friday."He did write former Secretary Clinton an email memo describing his use of his personal AOL email account for unclassified messages and how it vastly improved communications within the State Department," the statement reads. "At the time there was no equivalent system within the department. He used a secure State [Department] computer on his desk to manage classified information."Republican National Committee Chairman Reince Priebus released a statement after the reports, saying that Clinton's team was "falsely trying to pin her email woes on Colin Powell, raising serious questions about whether she lied to the FBI."This is not the first time Powell has spoken about his email usage while in President George W. Bush's Cabinet from 2001 to 2005.Powell, as well as his predecessor Madeleine Albright and his successor Condoleezza Rice all met with the Office of the Inspector General during its investigation.Neither Albright nor Rice used "a personal email account to conduct official business," according to the Inspector General's report, even though Rice's term in office happened after Powell's.Powell's and Clinton's use of personal email — and the systems that they set up — differed. The Inspector General's report cites an explanation from Powell's autobiography, in which he writes that he "installed a computer on a private line" that was used for his personal email account, which he used to send messages to "principal assistants, individual ambassadors and foreign minister colleagues."In an interview on ABC News' "This Week" in March 2015, Powell told George Stephanopoulos that while he didn't store any of his emails, "in fact, a lot of the emails that came out of my personal account went into the State Department system. They were addressed to State Department employees and the State.gov domain. But I don't know if the servers the State Department captured those or not."The biggest difference between Powell's and Clinton's usage was that she had a completely separate server to house and store her emails, whereas Powell used only a separate email account.Internet usage increased between the start of Powell’s term and the start of Clinton’s. According to data from the Census Bureau, in 2001, 50.4 percent of U.S. Households had internet access. By 2009, that number had increased to 68.7 percent.
