Jul, 17:16-Slovak prime minister Robert Fico said Wednesday (6 July) that EU leaders have to come up with substantial answers to the loss of confidence in the EU by European citizens, otherwise it would lead to the rise of populism."We have to overcome the fear of political leaders that we won’t be able to manage the current crisis," he said in an address to the European Parliament to mark the start of the Slovak presidency of the EU Council.He added that confidence in the EU is diminishing because citizens have the same fear.He added that fear triggers separatist forces, contributes to fragmentation and shakes the EU's institutional basis and European values and ideals. Fico said fear is reflected in the rise of nationalism and populism, which offer radical and simple solutions."People demand new trust," he said, adding that the EU cannot only focus on crisis management.The Slovak PM said the informal summit of 27 leaders on 16 September in Bratislava will have to discuss the long-term vision for the EU and will mark the high point of the Slovak presidency.He warned against a "business as usual" statement coming out of the Bratislava summit, which, he said, would only prove eurosceptics right."It would be harmful, if we would leave Bratislava with a statement saying that everything is fine, but [that] people don’t understand us," he said, adding that such a statement would only fuel more fragmentation and more referendums."It [the EU] needs to be more flexible, more responsive to diversity, get rid of the stamp of elitism and be more understandable for citizens, who perceive it as divorced from their reality and everyday problems," Fico warned. Slovenian police raid central bank, rebuff Draghi By Blaz Zgaga-july 7,16-euobserver

LJUBLJANA, Today, 13:53-More than 40 criminal police raided four locations in Slovenia on Wednesday (6 July), including the headquarters of the Central Bank of Slovenia, major state owned bank Nova Ljubljanska banka (NLB), and the local offices of international accountancy firms Ernst & Young and Deloitte.Slovene police said the raids focused on collecting evidence for the suspected crimes of abuse of office and official duties. Four persons are suspected. None have been arrested.According to Slovene media, the four suspects are the governor of the central bank Bostjan Jazbec, former vice-governors Stanislava Zadravec Caprirolo and Janez Fabijan, and the head of the central bank’s assets evaluation division, Tomaz Cemazar.According to Slovene police, there is reasonable ground to suspect that officials of a legal entity under public law took part in a scam worth €257 million.The case involved a Slovene central bank decision to cancel part of NLB’s debt, held in the form of subordinated bonds.The central bank issued the “urgent measure” on grounds that NLB was at risk due to its negative working capital - a situation in which a bank’s current liabilities exceed its monetizable assets - resulting in the multi-million euro windfall.The Slovenian National Investigation Bureau started its pre-trial investigation in December 2014 after police received several accusations of foul play.The criminal inquiry is being led by the Special Prosecutor's Office for organised crime, corruption and terrorism.For its part, the Central Bank of Slovenia confirmed on Wednesday that individual employees’ homes had been searched in connection with a pre-trial probe.It said it could not give further information due to the ongoing nature of proceedings. But its press release added links to a letter of complaint by Mario Draghi, the head of the European Central Bank (ECB).Draghi’s letter, which was addressed to the European Commission and to Slovenia’s prosecutor general, said the police was guilty of “unlawful seizure of ECB information” and of violating “the ECB’s privilege on inviolability of its archives”.He said the raids could stop the Slovenian central bank from doing its job as part of the eurozone governance system and could impede the governor, Jazbec, from fulfilling his tasks as one of the ECB’s governors.The Slovene police said on Thursday that central bank employees do not enjoy special immunity and that they performed the raids in line with a search warrant.A commission spokesman in Brussels said it is “too early” to comment on the “ongoing” proceedings.The case dates back to autumn 2013, when Slovenia injected more than €4.5 billion into its banks on the back of stress tests conducted by international consultancy firms Ronald Berger and Oliver Wyman.The bailout stirred controversy because thousands of bank bond holders were subjected to haircuts that wiped out their investments overnight.Many of them filed complaints, criminal charges and libel suits against bank authorities.One of the cases went all the way to the European Court of Justice (ECJ) after Slovenia’s constitutional court referred it to the EU tribunal for clarification.According to criminal charges filed by the Panslovenian Shareholders Association, NLB had surplus capital of €835 million as of 30 September 2013.But the same day, Jazbec’s central bank said NLB had negative capital of €318 million and imposed the haircut on holders of subordinated bonds, which are financial instruments with a lower guarantee of pay-back if the issuer gets into trouble.The Panslovenian Shareholders Association said that if the Central Bank of Slovenia was telling the truth, then NLB falsified its balance sheets to the tune of more than €1 billion.It says that if the NLB balance sheet was really in the red, then NLB still failed to protect its investors’ assets and its people should still face criminal charges.The pain of the 2013 bank overhaul was felt directly by some in the country.In January 2014, the general manager of Bank of Celje committed suicide after the central bank renationalised the lender and imposed haircuts.Under the Slovene criminal code, a person guilty of abuse of office or official duties who has acquired for himself or a third person a large financial benefit that corresponds to his initial intent should go to jail for between one and eight years.

BRUSSELS, Today, 09:29-Opposition against the EU's free-trade deal with the United States continues to mount in the lead up to the next round of talks next week.On Thursday (7 July), organisations representing farmers and the environment, among others, sent a letter of protest against the trade talks to the head of the European parliament Martin Schulz.The European Commission is negotiating the so-called Transatlantic trade and investment partnership (TTIP) in the hope of getting a deal before the end of US president's Obama term.But the groups say the Brussels-executive has defied EU parliament demands not to discuss issues like chemicals "where the EU and the US have very different rules".David Azoulay, a senior attorney at the Center for International Environmental Law (CIEL), says the commission is ignoring parliament's recommendations to keep chemicals out of TTIP.“As it stands, TTIP threatens the EU’s ability to limit exposure to toxic chemicals by undermining its more precautionary approach to regulation," he said in a statement.The EU parliament last July had issued a set of recommendations on the trade talks.MEPs in the assembly demanded, among other things that the commission "fully respect[s] the established regulatory systems on both sides of the Atlantic."But the groups in the letter to Schulz say the EU commission is set to ignore this as well.They say the US will be granted early access to draft EU rules even before the EU parliament.Such privileged access may enable the "US government to propose certain legislation or undermine existing proposals" before the formal regulatory process has even started.The Health and Environment Alliance (Heal), an umbrella group of non-profits, warns the access is likely to increase US pressure to ease rules on things like hormone disrupting chemicals."In Europe we have banned over 80 pesticides, which are still legal in the US," said Heal's executive director Genon K.Jensen.A third issue revolves around the EU commission plan to set up an investment court system that will allow companies to challenge governments for perceived profit loss.The commission argues the court will be more transparent than the existing investor state dispute settlement.The investor state dispute settlement is a system of arbitration contained in numerous trade treaties. A committee tasked with better incorporating Mizrahi Jewish culture and history in Israel’s education system handed its recommendations to Education Minister Naftali Bennett on Thursday.Among the suggestions were the production of a documentary series chronicling the legacy of Sephardi and Middle Eastern Jewry and sponsoring school heritage trips to Spain and Morocco.Formed at the beginning of the year, the panel, headed by Israel Prize laureate Erez Biton, aimed to determine ways to balance Israel’s educational curricula to include greater emphasis on the story of Jews from Muslim lands. For decades, the curricula have been criticized for an allegedly biased emphasis on European, or Ashkenazi, Jewish history, to the neglect of Sephardi and Mizrahi traditions and cultures — those of Spain and Muslim lands.The committee submitted its recommendations to the ministry, which said it would devise a plan of action.“After 68 years, we’re righting a historic injustice,” Bennett said in a statement after receiving the report. “The students of Israel will learn the entire Zionist and Jewish story, including the rich heritage of Mizrahi Jews.”“I wish to repair, to change. NAIROBI, Kenya – Prime Minister Benjamin Netanyahu is planning to visit Kazakhstan and possibly Azerbaijan this winter, he said Tuesday, as he looks to extend a series of overtures aimed at expanding Israel’s diplomatic reach.Netanyahu announced his travel plans during a briefing with Israeli reporters accompanying him on his current four-country tour in eastern Africa.During the briefing, he laid out his plan to create new alliances around the globe in a bid to strengthen Jerusalem’s position in the conflict with the Palestinians.He said the trip would take place in the winter but did not give exact dates.Azerbaijan, which has a long border with Iran, is a secular state that has long had warm relations with Israel. Nearly 98 percent of its 10 million inhabitants are Muslim, the vast majority of them Shiites.Kazakhstan, which was recently elected to a two-year term on the United Nations Security Council, is the world’s tenth largest country. Some 70 percent of its 18 million inhabitants are Muslim.Visits by Israeli leaders to non-Arab Muslim-majority countries are rare.In 2009, then-president Shimon Peres went to both Kazakhstan and Azerbaijan, becoming the first Israeli head of state to visit these countries since Jerusalem established diplomatic relations with them. GAZA CITY (AFP) — Nahed Abu Assi’s farm has been bombed in each of the three Gaza wars since 2008 and like in the rest of the Palestinian enclave, he receives only a paltry amount of electricity each day.With his chickens dying and the cost of using generators high, Assi now hopes to do as others have done in Gaza — if he can find a loan to pay for it: install solar panels.“The electricity is cut for hours every day,” the balding 52-year-old said.“You have to connect to generators that cost a lot to fuel and that need regular repairs to keep the lamps and the livestock fans running around the clock.”A growing number of Gazans fed up with their erratic electricity supply are turning to solar power in an area where the sun shines for the vast majority of the year.Gray and black solar panels are increasingly visible on rooftops.Stores and advertisements promoting such technology have also expanded, and authorities in the enclave running by the Islamist movement Hamas are also turning to solar power.“Schools, hospitals and public institutions have been equipped with solar panels and other projects have been launched to at least try to partially resolve the electricity crisis,” said Raid Abu al-Hajj, head of the solar energy unit in the strip’s energy authority.Some 10,000 homes could soon be equipped with photovoltaic panels.The option is not cheap. Assi expects to fork out $5,000 to $6,000 for panels, but he says the investment will pay off over time.Gaza and its population of 1.9 million people has only one electricity plant and it has been damaged by wars with Israel, the most devastating of which was fought in the summer of 2014. Residential areas, in which Gazan fighters embedded their military infrastructure including rocket launchers, were heavily bombarded in Israeli airstrikes.Gaza imports electricity from Israel and Egypt, but those supplies are not nearly enough.Electricity demand is estimated at 450 megawatts, but only 250 are available: 27 percent from Israel, 22 percent provided by Gaza’s own plant and six percent by Egypt.Israel has maintained a blockade on the Gaza Strip for around a decade in a bid to keep out materials that Hamas could use for military purposes.But Gazans — half of whom live below the poverty line — are now being allowed to import solar panels and prices have gradually come down, Hajj said.Those taking advantage include Daoud Tarazi, who decided to equip his home and his petrol station with solar panels.He said it was “no longer possible to work with 18 hours of electricity cuts per day” at his station, he said.At home, where he receives 12 hours of electricity per day, “food spoils in the refrigerator and electronic equipment always breaks down.”With the panels, his bills have fallen since he no longer has to operate generators. Beyond that, solar power does not pollute and he no longer has to deal with days without electricity.“There are only five or six days per year without sun in Gaza,” he said.Solar panels also provide a safer alternative to the dangers of generators and candles, said Mohammed Atallah, a businessman and member of a renewable energy organization that has installed solar panels for street lights for roads traversing the Gaza Strip.Health officials say explosions and fires from generators and candles have caused the deaths of 24 people in recent years, most of them children.But despite the recent spike in interest, solar power remains only a tiny part of the energy mix in the Gaza Strip — amounting to around three megawatts, said Hajj.“But within three years, we hope to reach 15 megawatts,” he said.

ADDIS ABABA, Ethiopia — Prime Minister Benjamin Netanyahu on Thursday met with his Ethiopian counterpart in Addis Ababa and asked him for assistance in securing the release of Avraham Mengistu, an Ethiopian Israeli held captive by Hamas in the Gaza Strip.Mengistu, who entered the Gaza Strip in September 2014, is one of two Israelis held captive by Hamas, which also holds the bodies of two Israeli soldiers killed during Operation Protective Edge in the summer of 2014. Mengistu’s family and the families of the two soldiers have protested outside Netanyahu’s Jerusalem residence demanding action to ensure Avraham’s release and the return of the soldier’s bodies.“We always raise the issue of our citizens at various opportunities, including here, of course,” Netanyahu told reporters after meeting with Ethiopian Prime Minister Hailemariam Desalegn.The prime minister has come under fire in recent weeks for not securing Turkish assistance to pressure Hamas to release Mengistu and Hisham al-Sayed, the second Israeli held in Gaza; and the bodies of Lt. As investigators continue to try and determine the reason that led to the crash of EgyptAir Flight 804 on May 19, analysis of the plane’s cockpit voice recorder suggests that there was a fire on board and the pilots tried to extinguish it, according to reports Tuesday.The information is in coherence with previous data that showed there was smoke in the bathroom and onboard equipment, Egyptian investigators said. However, they are yet to issue an official statement on the development.Cairo-bound Flight MS804, which took off from Charles de Gaulle Airport in Paris, flew normally in clear skies before taking a 90-degree left turn and then a full 360-degree turn from the right. The aircraft then reportedly dived from 38,000 feet to 15,000 feet and went off radar at an altitude of about 10,000 feet. It then crashed into the Mediterranean Sea between the Greek island of Crete and the Egyptian coast. Sixty-six people on board were killed in the crash.On Sunday, the Egyptian Accident Investigation Committee said all human remains mapped at the crash site of the EgyptAir plane were recovered. They were expected to be given to forensic authorities and prosecutors for DNA analysis.Egypt’s tourism is likely to be hurt by the recent plane crashes — including the bombing of a Russian Metrojet airliner over the Sinai Peninsula last October that killed 224 people. Following the downing of the plane — which took off from Sharm el-Sheikh airport — Russia halted all flights to and from Egypt, a popular holiday destination among Russians.“Before the crash we had estimated that tourism revenue would drop by $3.5 billion in 2016,” Jason Tuvey, economist with Capital Economics, the London-based consultancy, told the Financial Times in May. “That figure may now increase. DHAKA (Reuters) - A pizza chef killed during a militant attack on a cafe where he worked in Bangladesh's capital city last week was probably in league with the assailants, police said on Wednesday.Saiful Islam Chowkidar carried no arms but was seen "moving and running" with the five gunmen during the 12-hour stand-off, Monirul Islam, the chief of counter-terrorism police, said.On Friday, at least five Bangladeshi men had stormed the Holey Artisan Bakery, a cafe popular with foreigners, businessmen and diplomats and killed 20 customers, including Italians, Japanese, Indians and Americans.On Tuesday, police said Chowkidar was shot dead by mistake but Islam revised that, saying his death was "not accidental", although police were unsure how he died and the role he played."At one point they (militants) tried to escape. They came out running and started firing, the chef was with them," Islam told reporters. "He is a suspect member of this group."Two other suspects being treated in hospital were also employees of the cafe, police said. One worked as a delivery man and the other in the kitchen."Before the final operations, their movement was suspicious," Islam said.The attack was one of the deadliest ever in Bangladesh, where the Islamic State and al Qaeda have made competing claims for a series of killings of liberals and members of religious minorities in the past year. (WASHINGTON)—The U.S. imposed sanctions Wednesday on North Korean leader Kim Jong Un and 10 other top officials for human rights abuses in an escalation of Washington’s effort to isolate the authoritarian government.Although North Korea is already sanctioned to the hilt because of its nuclear weapons program, it is the first time that Kim and other top officials implicated in abuses, such as running the nation’s notorious gulag, have been personally blacklisted.“Under Kim Jong Un, North Korea continues to inflict intolerable cruelty and hardship on millions of its own people, including extrajudicial killings, forced labor, and torture,” Adam Szubin, acting under secretary for terrorism and financial intelligence, said in a statement.Szubin said the sanctions demonstrate the United States’ “determination to see them stopped.”The Obama administration — with some prodding from Congress, which passed hard-hitting sanctions legislation in February — has cranked up economic restrictions on Pyongyang since it conducted its latest nuclear test in January.Wednesday’s action coincides with the release of State Department report on human rights abuses in North Korea. Administration officials said it was intended to name and shame responsible officials in North Korea’s opaque government, and send a message to lower and mid-ranking officials to think twice before engaging in acts of cruelty and oppression.In addition to blacklisting Kim for human rights violations by his government and the ruling Communist Party, the Treasury Department also blacklisted officials at the Ministry of State Security — which administers political prison camps and is engaged in torture and inhumane treatment of detainees — and the Ministry of People’s Security which operates a network of police stations, interrogation centers and labor camps. Those blacklisted include Minister of People’s Security Choe Pu Il.The political prison camps are estimated to hold between 80,000 to 120,000 prisoners, including children and other family members.The penalties, which also hit North Korean agencies responsible for propaganda, freeze any property that sanctioned individuals have within U.S. jurisdiction and prohibit Americans from doing transactions with them.In all, Treasury imposed penalties on 11 officials and five government entities. Four of the individuals and three of the entities had already been sanctioned.North Korea is already excluded from the U.S. financial system, so Wednesday’s action is largely symbolic. Last month, the Treasury Department declared North Korea a “primary money laundering concern” — the toughest action it can take to discourage banks in any jurisdiction dealing with the country.

Defense attorneys said the child drowned in the family’s swimming pool.Despite what many said was a cut and dry case against Anthony, the young mom was found not guilty.A former member of Anthony’s defense team has since claimed that Anthony’s trial attorney, Jose Baez, said Anthony was guilty of murdering Caylee.“Baez had told me that Casey murdered Caylee and dumped the body somewhere," Dominic Casey, a former private investigator on Anthony’s defense team, said in an affidavit filed during Anthony’s bankruptcy case.He also accused Baez of offering his legal services to Anthony in exchange for sex.Baez denied the allegations, saying in a statement: “I unequivocally and categorically deny exchanging sex for my legal services with Ms. Anthony. (AP) — A 510-foot-long, $100 million Noah's ark attraction built by Christians who say the biblical story really happened is ready to open in Kentucky this week.Since its announcement in 2010, the ark project has rankled opponents who say the attraction will be detrimental to science education and shouldn't have won state tax incentives."I believe this is going to be one of the greatest Christian outreaches of this era in history," said Ken Ham, president of Answers in Genesis, the ministry that built the ark.Ham said the massive ark, based on the tale of a man who got an end-of-the-world warning from God about a massive flood, will stand as proof that the stories of the Bible are true. The group invited media and thousands of supporters for a preview Tuesday, the first glimpse inside the giant, mostly wood structure."People are going to come from all over the world," Ham said to thousands of people in front of the ark.The ark will open to the public Thursday and Ham's group has estimated it will draw 2 million visitors in its first year, putting it on par with some of the big-ticket attractions in nearby Cincinnati.The group says the ark is built based on dimensions in the Bible. Inside are museum-style exhibits: displays of Noah's family along with rows of cages containing animal replicas, including dinosaurs.The group believes that God created everything about 6,000 years ago — man, dinosaur and everything else — so dinosaurs still would've been around at the time of Noah's flood. Scientists say dinosaurs died out about 65 million years before man appeared.An ark opponent who leads an atheist group called the Tri-State Freethinkers said the religious theme park will be unlike any other in the nation because of its rejection of science."Basically, this boat is a church raising scientifically illiterate children and lying to them about science," said Jim Helton, who lives about a half-hour from the ark.Ham said the total cost of the ark surpassed $100 million, a far cry from a few years ago, when fundraising for the boat was sluggish and much larger theme park plans had to be scaled back.Millions of people first learned about plans for the ark during a debate on evolution between TV's Bill Nye "the Science Guy" and Ham in early 2014.A few weeks later, a local bond issuance infused tens of millions of dollars into struggling fundraising efforts. And earlier this year, a federal judge ruled the ark could receive a Kentucky sales tax incentive worth up to $18 million while giving a strict religious test to its employees.Months later, the tax incentive ruling still has some opponents of the boat scratching their heads."It's a clear violation of separation of church and state. What they're doing is utterly ridiculous and anywhere else, I don't think it would be allowed," Helton said.The court ruled in January that Kentucky officials could not impose requirements on the ark that were not applied to other applicants for the tax incentive, which rebates a portion of the sales tax collected by the ark. That cleared the way for the group to seek out only Christians to fill its labor force. New applicants will be required to sign a statement saying they're Christian and "profess Christ as their savior."Philip Steele, one of the thousands who got an early preview of the ark Tuesday, echoed Ham's often repeated comment that the sales tax generated by the ark wouldn't exist if the ark was never built."I just don't think they understand it," Steele said of the ark's critics. "They'll be able to keep a portion of (the sales tax) to further their ministry, but so be it."When Ham was asked about the tax incentive at the Tuesday event, he drew loud cheers when he proclaimed no taxpayer money was used to the build the ark.As much of a boon as the $18 million tax break would be, Bill Nye's agreeing to debate Ham may have helped turn the tide of years of sluggish fundraising.Nye, a high-profile science advocate and former TV personality, debated Ham on evolution and drew a huge online audience. Nye later said he didn't realize the attention it would draw and said he was "heartbroken and sickened for the Commonwealth of Kentucky."The video of the debate posted by Answers in Genesis on YouTube has 5.4 million views.About three weeks after the debate, Ham announced that a bond offering from the city of Williamstown had raised $62 million for the project, and a few months later Answers in Genesis was breaking ground at the site of the ark.
