Palestinian Authority said to sever ties with the Quartet-Ramallah has had enough of the international group’s ‘pro-Israel’ bias, reflected in its latest report, London-based daily says-By Dov Lieber July 5, 2016, 1:43 pm-THE TIMES OF ISRAEL

The Palestinian Authority has decided to cut ties with the Middle East Quartet, Arab media reported on Tuesday. The London-based pan-Arab newspaper Al Hayat reported that Palestinian Authority President Mahmoud Abbas decided to stop working with the Quartet — the United States, European Union, Russia and the United Nations — following a series of disappointments in Ramallah in the group’s work.Abbas reportedly informed the central committees of both the Palestinian Liberation Organization and his party Fatah of the decision. The decision was confirmed to the paper by Fatah Central Committee member Mohammed Ashtiya. The Quartet on Friday released a long-awaited report on the peace process, which, for the first time in a major international forum, cited Palestinian incitement against Israel as a major obstacle to ending the conflict. The report accused Hamas and Fatah of encouraging terror attacks against Israelis. It also criticized Israel’s settlement building, and its demolition of Palestinian homes and confiscation of land, saying those policies were “steadily eroding the viability of the two-state solution.”PLO secretary general Saeb Erekat, who is also the lead Palestinian negotiator, expressed disappointment that the report criticized both sides rather than only Israel.“It does not meet our expectations as a nation living under a foreign colonial military occupation,” he said, and criticized what he called the report’s attempt “to equalize the responsibilities between a people under occupation and a foreign military occupier.”On Monday, Erekat told journalists that Abbas would send a letter to the Quartet members to the effect that negotiations could not resume without a full cessation of settlement building — including in East Jerusalem — indicating that the reported decision to cut ties with the group wound not have been made until later that day.In 2015, Abbas stopped meeting with former Quartet envoy Tony Blair, reportedly because he considered the former British prime minister biased toward Israel.A senior Palestinian official told Al Hayat that the US has the “upper hand” in the Quartet, “the UN does not have any power, the European Union doesn’t have a unified voice,” and though Russia is “a friend to the Palestinians,” Moscow often comes to understandings with Washington over the region.Ashtiya, the Fatah Central Committee member, told the paper that though the PA would cease working with the Quartet, it would still work individually with each of its members. Ashtiya added that Ramallah is still working through the French peace initiative — a regional approach to bringing an end to the conflict — to end settlement-building and create a clear time frame for the establishment of a Palestinian state.Israel has rejected the French initiative, saying only direct bilateral negotiations would be effective.Israel also slammed the Quartet report. A statement from Prime Minister Benjamin Netanyahu’s office said the report only “perpetuates the myth that Israeli construction in the West Bank is an obstacle to peace. When Israel froze settlements (between 2009-10), it did not get peace.”

Half of Israeli Jews oppose West Bank withdrawal — poll-Overall support tilts in favor of pullout if peace achieved; over 40% want only Jews to vote on withdrawal referendum-By Times of Israel staff July 5, 2016, 2:00 pm

If a referendum were held today on an Israeli withdrawal from the West Bank excluding major settlement blocs, a majority of Jews, 52 percent, would vote against such a withdrawal, according to a major poll of Israeli public opinion.Just over one-third of Israeli Jews, or 36%, would support a withdrawal “in principle,” according to the June 2016 Peace Index, a monthly study of Israelis’ views on the Israeli-Palestinian conflict, among other issues. The figures are reversed among Arab Israelis, with fully 69% saying they would support a withdrawal “today,” and 24% opposing it.Across the entire Israeli population, opposition to a withdrawal in the current situation enjoys a plurality of 48% to 41%.But given a peace agreement between the Israeli government and the Palestinian Authority, the answers shift in favor of withdrawal. Jewish views tilt toward near parity, with 46% opposed to withdrawal and 43% in favor. Among Arabs, support for withdrawal reaches over 76%.Though the Jewish vote tilts slightly against withdrawal in the case of a peace agreement, Israel’s population overall would favor (49% to 41%) a withdrawal if it were conducted in the context of a peace agreement.A significant minority of Jews (44%) believe that only Jewish citizens of the state should be allowed to vote in a referendum on withdrawal. A majority, 51%, believe all Israelis should vote.Meanwhile, fully 65% of Arabs say they are “sure” a referendum is desirable if there is progress in peace talks, three times as many as the 22% of Jews who say they are “sure.”Majorities on both sides are either “sure” or “think” a referendum is desirable, with 59% of Jews and 73% of Arabs preferring a referendum “if, in the future, there were to be progress in talks with the Palestinians leading to a draft peace agreement that would be acceptable to the Israeli government,” according to the study’s authors, Ephraim Yaar and Tamar Hermann, professors at Tel Aviv University who run the peace index project for the Israel Democracy Institute. The study found that Arabs and Jews have very different hopes but similar expectations on the question of the future of the West Bank.Asked what their preferred outcome would be — with the option of a peace settlement excluded from the question — Arabs and Jews offered sharply differing answers, with one-third of Arabs supporting international intervention to push Israel out of the West Bank and one-third of Jews favoring a West Bank annexation without granting equal rights to Palestinians living there. The situation should remain as it is: 23% of Jews, 33% of Arabs-The international community should force Israel to withdraw to the 1967 lines: Jews 12%, Arabs 34%-Israel should annex the West Bank and give equal rights to Palestinians living there: Jews 19%, Arabs 26%-Israel should annex the West Bank but not give equal rights to Palestinians living there: Jews 32%, Arabs 3%-Those preferences — as long as peace isn’t on the table — aren’t necessarily what Israeli think will happen. Asked to predict what they expect for the future, Jews and Arabs give similar answers, with a large plurality of both saying the situation will remain as it is.The situation will remain as it is: 38% of Jews, 45% of Arabs-The international community will force Israel to withdraw to the 1967 lines: Jews 20%, Arabs 23%-Israel will annex the West Bank and give equal rights to Palestinians living there: Jews 9%, Arabs 9%-Israel will annex the West Bank but not give equal rights to Palestinians living there: Jews 20%, Arabs 15%-The study also found that Arab Israelis are far more likely to visit in the West Bank than Jews.Four percent of Israeli Jews say they are settlers in a West Bank settlement, with another 14% saying they have family members there. Yet over 52% of Jews said they have not visited or traveled in the West Bank in the past five years. Just 14% say they travel there regularly. Among Arab Israelis, fully 34% say they travel often to the West Bank. The survey was conducted June 28-29 by phone by the Midgam Research Institute. It queried 500 Jews and 100 Arabs “who constitute a representative national sample of the entire adult population of Israel aged 18 and over,” according to a press release. It carries a margin of error of ±4.1% at a confidence level of 95%.

Oil spill in Haifa Bay forces beach closures-Ship hits underwater pipeline during maintenance work to remove old infrastructure-By Stuart Winer July 5, 2016, 3:36 pm-THE TIMES OF ISRAEL

An oil spill Tuesday polluted Haifa Bay after a ship hit an old fuel supply line, pouring hundreds of gallons of oil into the water. The current carried the slick toward the shore and northward, prompting the closure of beaches in Haifa and the surrounding area as emergency crews worked to contain and clean the spill. In a statement, the Environmental Protection Ministry said it was the leak was “several cubic meters” in size and was not “very large.”Kiryat Yam, which lies directly north of Haifa, was expected to be worst-hit by the leak, the ministry said. The Health Ministry issued a warning against bathing in the sea along the Haifa coast and nearby beaches.Haifa, home to Israel’s largest seaport, is also center of chemical production plants and oil refineries. The spill happened during maintenance work to replace old pipelines operated by the Petroleum and Energy Infrastructures company.“In cooperation with, and under the instructions of, the Environmental Protection Ministry, the company is removing old fuel lines from the sea,” the company said in a statement. “During the work, a flexible pipe was hit and oil spilled into the sea.”It said that, in view of the high chance of a leak occurring, an emergency team had already been on standby together with suitable equipment to deal with a spill, and that the group immediately attended to the problem.“The pipe has been physically blocked so that the leak stopped and most of the fuel was collected,” the company said. The sea protection non-government organization Zalul said the incident should serve as a warning that Israel is not suitably prepared to deal with a major oil spill, Channel 2 reported.“Israel is about to renew the permits for oil and gas drilling, but is not ready to deal with leaks at sea,” Zalul said. “This is a warning sign that testifies to the need to fast-track a law that demands preparation for an emergency with highly skilled professionals, emergency equipment, and adequate budgeting.”

Teen injured in drive-by terror attack released from hospital-Tehila Mark, 14, whose father was killed by Palestinian gunman in shooting, goes home in stable condition-By Times of Israel staff July 5, 2016, 5:26 pm

A teenage girl who was moderately injured in a drive-by terror attack last week in which her father was killed and her mother critically injured, was released from the hospital Tuesday.Tehila Mark, 14, was allowed home from Hadassah Hospital Ein Kerem. She was said to be in a good and stable condition.Rabbi Miki Mark was driving with his wife and two children on Route 60 south of the West Bank city of Hebron Friday when suspected Palestinian terrorists opened fire on them. The gunfire caused the car to spin out of control and overturn, killing the father of 10.Tehila’s mother Chava Mark was seriously injured in the incident. Tehila and her 15-year-old brother Pedaya were also injured, though Pedaya was not hospitalized. On Sunday, Chava Mark, an Israeli who also holds American citizenship, was brought out of a medically induced coma and resumed breathing independently. As her husband was laid to rest in Jerusalem, Chava came to for the first time since the terror attack. The hospital described her condition as stable.Tehila, who sustained moderate injuries in the shooting, was allowed to leave the hospital by ambulance to attend her father’s burial at the Har Hamenuhot cemetery.A relative read out her eulogy to her father which she was unable to give herself.“We will be strong for you, because I know that’s what you would want,” Tehila said. “God took you because he needs more righteous people. Watch over us from above.”An initial investigation indicated the terrorists passed the Marks’ car with their vehicle near the settlement of Beit Hagai, south of Hebron, then opened fire at them. Officials said over 20 bullet holes were found in the car.On Saturday, the IDF arrested several suspects in the Hebron area as part of the hunt for those responsible for the attack, which was the second deadly assault in the area in as many days.

Court rules Ethiopian-Israeli rabbis were discriminated against-State ordered to pay religious leaders damages and back pay, after they received lower wages for years-By Stuart Winer July 5, 2016, 1:11 pm-THE TIMES OF ISRAEL

The Beersheba Regional Labor Court on Monday ordered the state to compensate Ethiopian-Israeli rabbis and religious leaders, ruling that they were discriminated against for years by the religious councils on which they serve.Concluding a trial that lasted eight years, the court said each of the 16 plaintiffs should receive NIS 50,000 ($13,000) in damages because they had been paid less well than their non-Ethiopian counterparts and were denied some of their employment rights, Army Radio reported. The court ruled that Ethiopian rabbis and kesim — community priests — are entitled to wages equal to those paid to other neighborhood rabbis. In addition to the compensatory damages, the state was ordered to retroactively pay the rabbis for the difference in wages they had not received during their years of employment. In summing up, the judges noted that “neither the state nor the religious councils presented any evidence regarding the existence of sufficient practical reasons to justify the difference between the wages of the plaintiffs and other neighborhood rabbis’ wages.”Three of the plaintiffs were also told they were entitled to pension plans, which they had not received since they started work. The rabbis’ legal representative, attorney Alex Spinrad, said, “The ruling shows that a stubborn stand on rights, like the one they valiantly took, can sometimes end with a great victory.”Jewish religious services in Israel are provided by rabbis who answer to the state-controlled Chief Rabbinate.Last month the Religious Affairs Ministry temporarily extended the tenure of the chief rabbi of Israel’s Ethiopian community after he was said to be facing dismissal over having protested the Chief Rabbinate’s alleged discrimination against Jews of Ethiopian descent.Reports of the firing of Rabbi Yosef Hadane had drawn criticism, including from Education Minister Naftali Bennett.Issues of alleged discrimination against Israeli-Ethiopians have been raised in other matters, including that of police brutality toward members of the community. On Sunday hundreds of protesters took to central Tel Aviv to demonstrate over police brutality, a year after similar protests resulted in some of the most intense clashes the city has ever seen. Twelve Ethiopian-Israeli protesters were arrested but later released without charges. Many of the protesters were seen wearing shirts and carrying signs demanding justice for Yosef Salamsa, an Ethiopian-Israeli man who committed suicide in 2014, allegedly as a result of police abuse. Earlier this year, investigators announced the criminal investigation into Salamsa’s death would be closed after no evidence of criminal conduct by police officers was uncovered.Salamsa was found dead in a quarry in the northern city of Binyamina in July 2014. Police determined he had committed suicide. Ethiopian-Israeli community activists said Salamsa was the victim of repeated abuse by officers, a factor that may have contributed to his suicide.Times of Israel staff contributed to this report.

Kenya president vows to help Israel strengthen Africa ties-Hosting Netanyahu in Nairobi, Uhuru Kenyatta promises to back Israeli bid to regain observer status in African Union, says warmer relations vital in war against terrorism-By Raphael Ahren July 5, 2016, 3:29 pm-THE TIMES OF ISRAEL

NAIROBI, Kenya – Fourteen years after Israel was booted out, Kenya is backing Israel’s bid to regain observer status at the African Union, the country’s president announced Tuesday.“We believe that there is need for us as a continent once again to reengage Israel on a more positive basis, with an understanding that our partnership can help make this world that much more secure,” President Uhuru Kenyatta said at a joint press conference with Prime Minister Benjamin Netanyahu at Nairobi State House.“This is something that Kenya will continue to push, to see how Israel can regain her observer position at the African Union. I believe that this is not just good for Kenya. It is good for Africa. It is good for global peace. It is good for partnership,” said the president.Strengthened Israel-African cooperation is important for both sides, Kenyatta went on, adding that while some countries on the continent have had tense relations with the Jewish state, current global challenges obligate African countries to reassess their position.“We think that the world has changed,” the Kenyan president said. “Global problems that we now share are different than what they were some 30 years ago. And we need to partner with each other. We need to deal with the security threats we have together.”Israel was kicked out of the African Union in 2002 at the behest of Libya. Recent efforts to have Israel rejoin the group failed, due to objections from South Africa and others. The AU, based in Addis Ababa and currently comprising 54 African countries, is an organization dedicated to promoting cooperation among its members. The single biggest challenge facing not just Kenya and Africa but the entire world, said Kenyatta, is terrorism committed by “deranged people who believe in no religion.”“It would be foolhardy for one to sit back and say that, faced with those challenges, Kenya and Africa cannot engage in Israel in this particular issue. That’s like an ostrich burying its head in the sand,” he declared.Kenyatta went on: “The importance is not for Israel to be recognized by the African Union. (Rather), it is critical for us to be able to partner with all those who see this as a challenge and with whom we share a common position… That’s why I strongly believe it is critical for us to reevaluate our relations with the State of Israel, given the challenges we on the African continent especially are faced with today.”Netanyahu, who is the first sitting Israeli prime minister to visit Kenya, thanked Kenyatta for advocating Israel’s return to the union, saying the president’s words were “very important.”Regaining observer status at the African Union “has very great significance for us,” Netanyahu said. “Africa is a continent with 54 countries. The possibility of changing their position and their attitude toward Israel is a strategic change in Israel’s international standing.”The nascent African-Israel rapprochement is already resonating on the continent, the prime minister added, “but it will have a very big resonance in the future of Israel’s international relations in our effort to make a very large number of countries support Israel.”In their remarks, both Kenyatta and Netanyahu mentioned Kenya’s role in Israel’s Operation Entebbe 40 years ago.“As a country, we stood with Israel both in practice and in principle,” the Kenyan leader said, recalling that “many of our people were subsequently killed in Uganda by Idi Amin as a result of the support that we gave.”After terrorists hijacked an Air France plane to Entebbe, Uganda, in June 1976, Israeli special forces launched a spectacular rescue operation. On their way back from Entebbe, the Israeli plane landed in Kenya to refuel.“We remember Kenya’s assistance in the rescue mission in Entebbe,” Netanyahu said, a day after he marked the rescue — at which his brother Yonatan, head of the Sayeret Matkal commando team that carried out the operation, was the only Israeli military fatality — at a ceremony at Entebbe airport. “Our pilots landed here afterwards, and in retrospect we know that was not merely an act to save innocent Israeli hostages, but it was an act that dealt a devastating blow to international terror at the time.”Read: How Kenya played a vital, silent role in Entebbe, ‘the most audacious hostage rescue in history’Today, though, said Netanyahu, “we are engaged in the resurfacing of a new form of terrorism that threatens all our countries. And we must join forces.”Earlier Tuesday, Netanyahu laid a wreath at the grave of Kenya’s founder, Yoma Kenyatta, the current president’s father. After their press conference, Netanyahu and Kenyatta were scheduled to attend a forum of African and Israeli businessmen.Nairobi is the second stop on Netanyahu’s historic four-country visit to East Africa, which started Monday in Entebbe. On Wednesday he will visit Rwanda before wrapping up his trip in Ethiopia.

Somalia’s president recently held first-ever meeting with Israeli PM-More talks expected soon, says official close to President Mohamud, leader of East African Muslim country that never recognized Jewish state-By Raphael Ahren July 5, 2016, 3:29 pm-THE TIMES OF ISRAEL

NAIROBI, Kenya – Prime Minister Benjamin Netanyahu recently met with the president of Somalia in a first high-level contact between the two countries, a source close to the Somali leader told The Times of Israel.Israel does not have diplomatic relations with the East African nation, which has a population of some 11 million. Somalia, a mostly Sunni Muslim country and a member of the Arab League, has never recognized the State of Israel. Two weeks ago, a report on the Caasimada Online, a news website operated by journalists opposed to the Somali regime, stated that President Hassan Sheikh Mohamud and three other Somali officials came to Tel Aviv on a short visit and met there with Netanyahu and other Israeli officials.A senior official close to Mohamud confirmed to The Times of Israel that the meeting took place, though the official could not say whether it was held in Tel Aviv.Another meeting between the two leaders is planned for the near future, the senior official said. The source said there was also a lower-level official meeting in Jerusalem in December, involving representatives from the Israeli economy ministry and officials from Somalia.Mohamud, who took office in 2012, is considered by some to be a reformer. In 2013, he was featured in Time magazine’s annual list of the 100 most influential people in the world. “The leader of Somalia’s first constitutional government in 20 years, President Mohamud symbolizes an increasingly confident Africa that is shedding its long history of strife and moving toward greater stability and prosperity,” Rwandan President Paul Kagame wrote at the time.Israeli officials on Tuesday refused to comment on the matter. Foreign Ministry Director-General Dore Gold said he could neither confirm or deny it.Netanyahu is currently on a tour through four countries in Eastern Africa, including Kenya and Ethiopia, which borders Somalia.

Turkey rules out Egypt thaw despite diplomatic blitz-Erdogan, irked at Cairo’s crackdown on Muslim Brotherhood, says ‘context’ is different from Israel, Russia-By AFP July 5, 2016, 4:38 pm-THE TIMES OF ISRAEL

ANKARA, Turkey — Turkish President Recep Tayyip Erdogan on Tuesday ruled out a reconciliation with Egypt, despite a diplomatic blitz that has seen Ankara mend fences with Russia and Israel.Ties between Turkey and Egypt ruptured in 2013 after the military ousted elected Islamist president Mohamed Morsi, a close ally of Erdogan’s AKP government.Observers had suggested a rapprochement may be on the cards after last week saw Turkey restore ties with Russia and Israel following bitter diplomatic rows, seeking to boost trade and shore up its regional clout. But Erdogan said Tuesday that a thaw with Egypt’s “oppressive regime” should not be expected any time soon.“The context with Egypt is different from the approaches undertaken with Russia and Israel,” the Turkish strongman told journalists in comments cited by Dogan news agency. He stressed that Turkey’s dispute was with Egypt’s government, not its people, and repeated his condemnation of the crackdown on Morsi’s Muslim Brotherhood.“Sentences handed down to Morsi and his friends have been based on fabrications,” he said.“These people are our brothers, we cannot accept these decisions by an oppressive regime.”Erdogan has previously condemned the “coup” against Morsi, and in a show of solidarity at rallies he often uses a four-finger hand gesture known as “Rabia” — seen as a symbol of the Muslim Brotherhood.Saudi Arabia, an increasingly close Turkish ally that is one of the main backers of Egypt’s President Abdel Fattah el-Sissi, is keen to see the two nations reconcile.

Be he a god or a devil, we will accept him.And today, sadly, the world is indeed ready for such a man.

2 And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.(THE JEWISH EU DICTATOR GETS HIS POWER FROM SATAN,HE COMES FROM THE OCCULT).
3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.(THE DICTATOR HAS A FALSE RESURRECTION. JUST LIKE JESUS HAD A LITERAL RESURRECTION THIS DICTATOR GETS MURDERED AT THE 3 1/2 YR MARK OF THR 7 YEAR TREATY AND COMES BACK TO LIFE. THIS IS HOW HE CAN CLAIM TO BE GOD AND GET AWAY WITH IT AND CONTROL THE WHOLE EARTH.
7 And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations.
8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.
9 If any man have an ear, let him hear.
16 And he (FALSE POPE) causeth all,(WORLD SOCIALISM) both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:

WELL THE BIBLE CLEARLY SAYS THE WORLD LEADING REVIVED ROMAN EMPIRE WILL BE INSPIRED BY THEN TOTALLY LEAD BY SATAN. FOR THE LAST 3 1/2 YEARS OF THE 7 YEAR TRIBULATION PERIOD OR 7 YEAR ISRAEL/ARAB PEACE TREATY. SO SINCE THE LEADER OF THE EU SAYS HE TALKS WITH ALIENS WHICH ARE DEMONS. EU divides up 1,500 border guards for new agency-By EUOBSERVER-JULY 4,16

Today, 19:22-The EU border agency Frontex will have a pool of 1,500 border and coast guards, according to a proposal to make it bigger after the creation of the new corps. Germany will contribute 225 guards, followed by France (170), and Italy (125). Malta will contribute the fewest with six, while Cyprus and Luxembourg will provide eight each, the EU said Monday. The UK is not part of the scheme.

Poll: 46% of Italians would vote to remain in EU-By EUOBSERVER-JULY 4,16

Today, 14:36-Forty six percent of Italians would vote to remain in the EU if the country had a UK-type referendum, according to an Ipsos poll for the Corriere della Sera daily. Twenty eight percent would vote to leave and 26 percent are undecided, the survey said. Italy will hold a referendum on constitutional reform in October. If PM Matteo Renzi's reform plans fall, he has promised to step down.

Commission: No comment on Juncker resignation issue-By EUOBSERVER-JULY 4,16

Today, 14:37-The European Commission on Monday declined to comment on media reports that its president, Jean-Claude Juncker is under pressure to resign and hand over the baton to vice-president Frans Timmermans. A commission spokesman instead emphasised the achievements of the bloc's executive in modernising the European economy. Several media reported over the weekend that German policy-makers were unhappy with Juncker's leadership and had urged him to leave.

Germany does not want Juncker to resign' By Andrew Rettman, Eszter Zalan and Eric Maurice-JULY 4,16-EUOBSERVER

BRUSSELS, Today, 18:15-“Germany does not want Juncker to resign. Full stop. It doesn’t make any sense. Full stop”, Elmar Brok, a senior MEP from the ruling CDU party of German chancellor Angela Merkel told EUobserver on Monday (4 July).Leonie Haueisen, a spokeswoman for the centre-left SPD party in the ruling coalition, said: “Calls from Germany for Jean-Claude Juncker’s resignation are not known to us”.They spoke to EUobserver after a British newspaper, The Sunday Times, quoted a German minister, who asked to remain anonymous, as having said that Juncker’s handling of Brexit was “very damaging” and that pressure on him to step aside was becoming “greater”.A leading conservative German newspaper, Die Welt, in an editorial on Thursday also said: “Juncker is unsuitable to be president” of the European Commission. The attacks, building on earlier criticism by Czech and Polish politicians, have centred on his vision that EU institutions, instead of member states, should play the leading role in European affairs. They also come amid Juncker’s erratic behaviour in press briefings and amid reports of his ill health.A commission spokesman, Alexander Winterstein, on Monday declined to comment directly on the issues. He said that he was aware of the “less favourable” press coverage, but that the commission is “very busy” and “focusing on its work” on economic growth and on the migration crisis.Judy Dempsey, a Berlin-based expert with the Carnegie Europe think-tank, said Merkel had not wanted Juncker to get the job back in 2014, but that now that he was in place it would be “too disruptive” to eject him.“Who on earth would be interested in having even more chaos now?”, she told this website on Monday, referring to the post-Brexit chaos on the British political scene. “This is not the time … I don’t think there’s any appetite for a coup”, she said.A contact in the centre-right EPP, the party that contains Juncker and Merkel, told EUobserver that Juncker’s suitability for the post “is not a discussion in the party”.But other EU sources believed that Merkel is merely biding her time.“Merkel seems to be waiting for the right moment to say goodbye to Juncker. She wants to make sure she can fend off efforts by Schulz to become commission president. She wants to have a viable alternative candidate before getting rid of Juncker,” one contact said, referring to Martin Schulz, the German head of the European Parliament, who hails from the SPD faction.Schulz aside, the Dutch commission vice-president, Frans Timmermans, is also being mentioned in the EU corridors as a potential Juncker replacement. But a second EU source said that Timmermans, an outspoken critic of Hungary and Poland’s erosion of democratic standards, would never get Budapest or Warsaw’s support. The source said that Jyrki Katainen, the commission vice-president for investment and growth, is also an option. The source said that Katainen would be acceptable to Merkel because, as a former Finnish PM, he had executive experience and because he was a fiscal hawk who also hailed from her EPP faction.-Removed by parliament only-If the attacks were to intensify, Juncker’s hold on power may become politically untenable, but in terms of due process he cannot simply be removed.According to the EU treaties the commission president and his whole commission can only be removed from office en bloc by a vote of censure in the European Parliament (EP).The EP has never used the option. In 1999, the fraud-tainted commission of Jacques Santer resigned before such a vote took place.Meanwhile, even if Merkel had a clear idea on who to put in Juncker’s place, a reschuffle of the college of commissioners would hamper the work of the commission amid uncertainties about the good functioning of the EU after Brexit.

UK will still defend Europe, Nato chief says By Andrew Rettman-JULY 4,16-EUOBSERVER

BRUSSELS, Today, 19:52-Nato chief Jens Stoltenberg has said Brexit will make no difference to the UK’s role in Nato.“Brexit will change the relationship between the UK and the European Union, but it will not change the UK’s position in Nato. The UK will remain a strong and committed ally”, he said in Brussels on Monday (4 July).“I am certain … that the new government in the UK will confirm this”, he added.“It’s important because the UK is a major provider of security in Europe … It accounts for nearly one quarter of defence spending among European Nato allies”, he said.He added that “in an age of uncertainty” the EU and Nato “need each other more than ever”.Stoltenberg spoke to press one week after the UK’s shock vote to leave the EU and a few days ahead of a Nato summit in Warsaw. Some British commentators had said that if the EU got tough on the UK in the future exit talks, for instance, by shutting the City of London out of the single market, then the UK could retaliate by withdrawing its Nato-linked security guarantees. But Andrew Dorman, a scholar of security issues at Chatham House, a London-based think tank, echoed Stoltenberg.“I would be surprised because for at least the past 400 or 500 years it has been accepted that it’s in Britain’s interest to have a peaceful and stable Europe, a Europe that isn’t dominated by a single country or a single group of countries”, he told EUobserver.“The last thing Britain would want to do is to leave Europe alone to face a resurgent Russia”, he said.Judy Dempsey, a Berlin-based scholar of EU affairs for the Carnegie Europe think tank, agreed.“It would be a very strange blackmail. I cannot see anyone making such a linkage [on Brexit and Nato guarantees]”, she said.“It would be totally self-defeating because it would strike at the heart of the transatlantic special relationship”, she added, referring to the US and UK post-WWII security alliance in Europe and further afield.Brexit might have some consequences in the EU security arena, however. For his part, Stoltenberg on Monday warned the EU against unnecessary duplication of military command and control structures. The UK had always opposed the creation of an EU military HQ, but France and Germany are warm to the idea.Chatham House’s Dorman added that Brexit talks could see the UK leverage some of its unique military hardware in terms of EU-level overseas missions. He said that France, for instance, needed UK heavy air-lift planes to move its soldiers around Mali and that the UK has unmatched naval and air surveillance and military intelligence capabilities. He also said that the UK might give EU citizens fewer privileges in terms of British-led evacuations from conflict or natural disaster zones in future if the EU divorce talks went badly.-Warsaw-Nato leaders will in Warsaw finalise plans to deploy thousands of soldiers to the Baltic states and Poland and, later down the line, to Romania to act as a deterrent against Russian aggression. They will increase support to Georgia, Moldova and Ukraine, all of which are trying to break away from Moscow’s old sphere of influence. They will declare that their anti-ballistic missile shield has attained “initial operational capability” and forge closer ties with Finland and Sweden, two non-aligned states who are seeking closer Nato ties due to Russia’s behaviour.Stoltenberg said the moves are purely defensive in nature and that Nato ambassadors aim to hold talks with Russian diplomats after the Warsaw event in order to lower tensions. He said the “location and the physics” of the anti-missile system’s interceptor rockets “make it impossible for them to intercept Russia’s intercontinental ballistic missiles,” amid Russia’s complaints that the shield is designed to undermine its nuclear arsenal. He also said it was wrong of Russia to threaten the non-aligned Nordic states with military consequences if they joined Nato down the line.-Only dinner-The two states’ leaders are to take part in a dinner with Nato member states’ leaders in the Polish capital on Friday in a historic first.“Sweden ad Finland are really close friends of Nato and one invites close friends to dinner,” the Nato head, who is a former Norwegian PM, said.“It’s up to Sweden and Finland to decide if they want more.

This is only dinner”.Farage resigns: 'I want my life back'-By Eszter Zalan-JULY 4,16

Brussels, Today, 14:35-Staunch anti-EU MEP Nigel Farage is stepping down as leader of the UK Independence Party (Ukip), saying that with the UK voting to leave the European Union he has attained his political objective."The victory for the Leave side in the referendum means that my political ambition has been achieved. I came into this struggle from business because I wanted us to be a self-governing nation, not to become a career politician," Farage said in a statement on Monday (4 July).Farage was elected as a member of the European Parliament first in 1999 and has been an MEP ever since. He has unsuccessfully fought five times for a seat in the UK parliament. This is the third time Farage has announced his resignation as party leader. The most recent time was in May last year, when he failed to win a seat in the British general election. He then retained his leadership position after party members insisted. This time he vowed not to come back and not to stand for MP either.“During the referendum I said I wanted my country back … now I want my life back,” he said at a press conference in Westminster.“I now feel that I’ve done my bit, that I couldn’t possibly achieve more,” he added.Farage's resignation as party leader does not effect his position as an MEP, although European Commission president Jean-Claude Juncker last week asked him and his fellow Ukip deputies in the parliament: "Why are you still here?"The 52 year-old Farage said that he and other Ukip MEPs would remain in the EP as long as the UK is a member of the EU. That could mean they could stay at least another two years, if exit negotiations do not drag on.Farage quickly drew criticism from other MEPs for keeping his EU position, but leaving the party."Nigel Farage is the latest coward to abandon the chaos he is responsible for. This shows that he has no credibility at all," Manfred Weber, the leader of the powerful centre-right EPP bloc tweeted."Nigel Farage says 'he wants his life back'. He should rather think about the lives of all those Brits he has cut off from Europe," he added in another tweet.A liberal MEP also criticised Farage for "wanting his life back" yet sticking to his EP job."First he wanted his country back, now he wants his life back. But he will not give his EP seat back," Dutch MEP Sophie in 't Veld tweeted.-Ukip to stay influential-Farage said that Ukip could look forward to gaining more influence now that mainstream parties, the ruling Conservatives and opposition Labour, were entangled in leadership crises."If there is too much backsliding by the government and with the Labour Party detached from many of its voters then Ukip’s best days may be yet to come," Farage said in his statetment. He promised to keep up the pressure on the establishment. At his press conference he said Ukip's job would be to make sure the UK government does not try to "appease" the EU in its negotiations on future relations.Farage did not comment on who should succeed him. Possible candidates could be deputy leader Paul Nuttall, immigration spokesman Steven Woolfe, culture spokesman Peter Whittle, or the party’s only MP, Douglas Carswell.

EU faces dilemma on Portuguese and Spanish deficits By Eric Maurice-JULY 4,16-EUOBSERVER

BRUSSELS, Today, 09:12-The European Commission will give its verdict on Spain and Portugal's efforts to reduce their deficits on Tuesday (5 July).Amid post-Brexit debates on EU powers over member states, it is expected to spare both countries even if it says they have not done enough. An EU source on Sunday told the Reuters press agency that Spain and Portugal would get a three-week delay to take "effective action" to reduce their deficit.Other sources had earlier told the Wall Street Journal that the college of commissioners would open a procedure against the two countries but that it would propose to impose a symbolic fine of zero euro.In May, both countries were given one more year to reduce their deficits to below 3 percent and until July to announce measures. That equated to a deadline of the end of 2017 for Spain and the end of 2016 for Portugal. In 2015, the Spanish deficit was 5.1 percent of GDP while Portugal's was 4.4 percent.Likewise, Portugal last year posted a fiscal gap of 4.4 percent of GDP, despite having previously agreed to bring it below 3 percent. The main reason for that decision was the Spanish general election on 26 June. A new three-week delay would likely be explained by the fact that no government has been formed yet.The question whether to impose sanctions on Spain and Portugal is divisive among officials in the EU.On Sunday, the German commissioner, Guenther Oettinger, said that the EU "must decide sanctions on Spain and Portugal" and that any other decision could "not be explained to people".In recent days, German finance minister Wolfgang Schaeuble and Bundesbank president Jens Weidmann also said that the British vote to leave the EU should not be used to ease the EU's fiscal rules.-'Common sense'-Speaking to journalists in Bratislava on Thursday, Slovak finance minister Petr Kazimir said that the EU "cannot have double standards - that would be shooting ourselves in the foot”.He also said that the EU needed to distinguish "recklessness" from situations where countries need some time to improve the situation, however. After Slovakia took over the six-month EU presidency on Friday, Kazimir is to chair the meetings of finance ministers that would have to approve the commission's proposal on Spain and Portugal.Italian prime minister Matteo Renzi last week said he opposed sanctions and that it would be "absurd not to use common sense".According to Spanish media, most EU leaders at a summit last week said there should be no sanctions in order not to destabilise Spain and Portugal after Brexit.

NATO head applauds Canada's decision to boost presence in Eastern Europe-[The Canadian Press]-Lee Berthiaume, The Canadian Press-July 4, 2016-YAHOONEWS

OTTAWA - The head of NATO has singled out Canada with praise for agreeing to take a leadership role in the standoff with Russia.Speaking in Brussels on Monday, NATO Secretary General Jens Stoltenberg said Canada's promise to lead a 1,000-strong force in Eastern Europe sends a clear signal that the alliance is strong and united."This is a great contribution to our common security, and a clear signal that our nations will defend one another on both sides of the Atlantic," Stoltenberg said in a press conference held days before NATO leaders, including Prime Minister Justin Trudeau, meet at a summit in Warsaw. The Liberal government announced last week that Canada would join Germany, the United Kingdom and the United States in leading a 4,000-strong NATO reassurance force in the Baltics and Poland. The decision came after significant pressure from European and American allies, with U.S. President Barack Obama stating in his address to Parliament on Wednesday that "NATO needs more Canada."Canadian troops are expected to be deployed to Latvia, where they will make up the majority of a 1,000-strong battalion that will also include forces from other NATO members. Germany, the U.K. and the U.S. will lead similar units in Lithuania, Estonia and Poland.Eastern European NATO members have been clamouring for a bolstered alliance presence in the region since Russia seized Crimea and began supporting separatist rebels in eastern Ukraine in early 2014.Stoltenberg emphasized the deployments were not intended to aggravate Russia. "NATO does not seek confrontation," he said. "We don't want a new Cold War. What we do is proportionate. It's defensive."Russia has nonetheless been critical of the reassurance force, and relations between the two sides have deteriorated to levels not seen since the Iron Curtain fell.- Follow @leeberthiaume on Twitter.

Kahlon to PM: Step up Jerusalem construction in response to terror-Finance minister and Kulanu chief says Israel ‘has no choice but to build now and build a lot’ in wake of deadly attacks-By Times of Israel staff July 4, 2016, 10:31 pm

Finance Minister Moshe Kahlon added to the pressure on Prime Minister Benjamin Netanyahu from coalition allies on Monday, calling for an increase in building in Jerusalem in response to a pair of deadly terror attacks last week.Kahlon, head of the Kulanu party, joined several other ministers and Knesset members who have demanded the government authorize new buildings in the West Bank and East Jerusalem in response to a recent uptick in terror attacks.Kahlon opened a meeting of his party by speaking about the importance of continued construction.“Indeed, now we must make clear to the other side — terror will not uproot [us]. We cannot be content with words alone. We have no other choice but to build now and build a lot. At the end of the week, I went to the prime minister and demanded that he stop the construction freeze in Jerusalem,” said Kahlon.“The murder of a sleeping girl and the gunfire at passing cars have the same goal, to sow terror and fear and to force people to leave their homes. It is important to make it clear to the murderers that the future of building in the West Bank will be decided by negotiations and not by force,” said Kahlon. On Sunday night, Netanyahu and Defense Minister Avigdor Liberman approved hundreds of new housing units in Ma’ale Adumim and Jerusalem. The move came in response to the killing of Hallel Yaffa Ariel, 13, who was stabbed to death by a Palestinian while sleeping in her bed on Thursday, and to the shooting of Rabbi Miki Mark and the injuring of his family as they were driving near Hebron a day later.Kahlon claimed that Netanyahu had imposed a de facto moratorium on Jewish building in East Jerusalem, saying it had harmed the country’s interests.“We must tell the truth. Jerusalem has suffered over the past several years from a silent building freeze,” Kahlon said. “We freeze, but they [the Palestinians] incite; we freeze, but they murder. I support the prime minister’s decision to build in Ma’ale Adumim and I hope that this will be carried out.”Netanyahu came under fire earlier Monday from a number of lawmakers for permitting building of Arab homes in the East Jerusalem neighborhood of Beit Safafa, without parallel building in the adjacent Givat Hamatos neighborhood.Kulanu MK Rachel Azaria, a former deputy mayor of Jerusalem, said the de facto freeze had adversely affected the city.“This silent building freeze in Jerusalem is preventing the growth of Jerusalem and her citizens,” Azaria said. “Young people are forced to leave the city… We cannot have a situation where they announce building in the West Bank, but in Jerusalem there is a freeze.”The Kulanu criticism appeared to be aimed at the government’s decision to only approve housing in response to terror attacks.Earlier in the day, Jerusalem Mayor Nir Barkat criticized what he said was the trend of only okaying East Jerusalem building in response to attacks.“In Jerusalem, there is and will continue to be a Jewish majority,” he said. “It is a mistake to approve construction in Jerusalem only after a terror attack. We need to build in Jerusalem always.”He vowed that the municipality will continue to advance construction in the capital according to the city’s master plan for development.Israel captured East Jerusalem in 1967 and effectively annexed it shortly after, in a move not recognized internationally. The government says it reserves the right to build anywhere in the capital, although construction announcements often draw international condemnation.

Liberman appoints party allies to top defense industry posts-Two former ministers will take over the government-owned Israel Military Industries and Israeli Aerospace Industries-By Times of Israel staff July 4, 2016, 11:17 pm

Defense Minister Avigdor Liberman on Monday appointed two members of his Yisrael Beytenu party as the heads of two key Israeli defense industry companies.Former agricultural minister Yair Shamir was named chairman of the government-owned Israeli Aerospace Industries (IAI), while former public security minister Yitzhak Aharonovitch was tapped as chairman of Israel Military Industries (IMI).Liberman’s office said the two had been appointed with the approval of Finance Minister Moshe Kahlon (Kulanu).“The men appointed are the most suitable for the positions, and they will take the companies they head forward,” the defense minister said.Shamir, the son of former prime minister Yitzhak Shamir, previously served as IAI chairman from 2005 to 2011.Aharonovitch is a former Israel Police deputy commissioner and minister of tourism.IMI is currently in the process of being privatized.

First Turkish aid enters Gaza in wake of Israel deal-10,000 tons of goods taken into the Hamas-ruled coastal enclave after undergoing security check by Israel-By Agencies July 4, 2016, 11:35 pm-THE TIMES OF ISRAEL

Trucks of Turkish aid have begun arriving in the Gaza Strip via Israel as part of a reconciliation accord reached between Israel and Turkey last month. The shipment consists of 10,000 tons of aid, including toys, diapers, clothes and food. The first trucks entered Gaza on Monday after security vetting in Israel, with more planned in the coming days.Israel and Turkey reconciled after a years-long rift exacerbated by a 2010 Israeli raid on a Turkish ship trying to break Israel’s blockade on Gaza, which is ruled by the Islamic militant group Hamas.Israel says the blockade is vital to preventing Hamas, which refuses to recognize the Jewish state, from importing weapons. Critics, however, call it collective punishment. The delivery comes ahead of Wednesday’s Eid al-Fitr holiday marking the end of the Muslim holy month of Ramadan.Turkish President Recep Tayyip Erdogan said Sunday that he consulted with the Palestinian Authority and Hamas before moving forward with the reconciliation deal with Israel, signed last week.Speaking at a dinner in Istanbul, Erdogan said Turkey’s “main concern” when negotiating with Israel to end over the years of tense relations was welfare of “Gazans and we made our consultations with [Hamas political bureau chief] Khaled Mashaal, [Palestinian Authority President] Mahmoud Abbbas and [Hamas leader in Gaza] Ismail Haniyeh while making the deal with Israel.”Times of Israel staff contributed to this report

PM heading off on historic (and expensive?) Africa trip-Netanyahu leaves Monday to visit 4 countries in 4 days, at a cost of NIS 12.5m; he will commemorate Entebbe rescue in which his brother was killed-By Raphael Ahren July 3, 2016, 5:35 pm-THE TIMES OF ISRAEL

Prime Minister Benjamin Netanyahu is set to leave early Monday morning for a historic four-day trip to Africa, featuring meetings with seven African leaders, in a strategic bid to boost Israel’s ties with the continent. The highlight of his trip — the first visit by a sitting prime minister to sub-Saharan Africa in decades — is a ceremony Monday at the old Entebbe airport in Uganda, where he will mark the 40th anniversary of one of Israel’s most legendary rescue operations. On July 4, 1976, Israeli commandos, flying some 4,000 kilometers (2,485 miles) to Entebbe, spectacularly managed, in less than an hour, to rescue 102 of 106 Israelis who had been taken hostage by Palestinian and German terrorists. Monday’s commemoration is particularly poignant for the Israeli prime minister, since his older brother Yonatan, who commanded the elite Sayeret Matkal unit that carried out the operation, was killed during the rescue. The future prime minister was studying in the US at the time of the operation.“In Uganda, I will meet with seven heads of state upon my attendance there at a special summit of East African nations,” Netanyahu said at Sunday’s weekly cabinet meeting. In fact, he will be meeting with the presidents of Uganda, Kenya, South Sudan and Zambia, plus the prime minister of Ethiopia, Hailemariam Desalegn, and the foreign minister of Tanzania, Augustine Mahiga.“We intend to return to the African continent, which has 54 countries. We intend to return to Africa just as Africa is returning to Israel. This has very important implications vis-à-vis varying our international alliances and international relations, which are expanding to the major powers in Asia, to Russia, to Latin America and — of course — to the African continent.”Several dozen Israeli businessmen, and former IDF troops who were involved in the Entebbe operation and their relatives, are joining Netanyahu’s entourage on four planes.According to the Yedioth Ahronoth newspaper, the first plane will carry the prime minister’s aides; the second one will transport 140 people who are to participate at the ceremony at Entebbe, including family members of former IDF soldiers who took part in the rescue operation and representatives of the hostages; and two Hercules planes will carry Netanyahu’s motorcade, additional security personnel and a field hospital, which is going to be donated at the end of the trip.Yedioth put the total cost of the visit at a whopping NIS 28 million ($7.3 million). The Prime Minister’s Office initially declined to respond to the report on the price tag, but later issued a statement saying it cost NIS 12.5 million ($3.25 million). This sum includes trips to four countries, the memorial event at Entebbe and all security measures as required by the Shin Bet, the PMO said. The delegation of businessmen is being paid for by the Israel Export Institute.Look at that: @IsraeliPM's four-day, four-country trip to Africa has its own logo pic.twitter.com/65aPVTqqCQ— Raphael Ahren (@RaphaelAhren) July 3, 2016-Both the guest list for the high-profile event at Entebbe and the unprecedentedly high cost of the trip have led to criticism. The Movement for Quality Government in Israel, for instance, says the upgrading of Israeli-African relations is important but wondered whether it justified such a high sum. In a press release, the nonprofit demands that the PMO provide a detailed list of all the costs and explain to the public why they are necessary.Arriving in Entebbe on Monday afternoon, Netanyahu will be welcomed by Ugandan President Yoweri Museveni, who was involved in toppling the country’s Entebbe-era dictator Idi Amin and has been in power since 1986.After the official ceremony, which is scheduled to last for 45 minutes, Netanyahu and Musevini are set to have dinner together at the presidential palace in Kampala before the prime minister heads to Nairobi, where he will spend the night. On Tuesday morning, Netanyahu will visit the mausoleum where the founder of Kenya, Jomo Kenyatta, is buried, then meet with his son, Uhuru Kenyatta, the country’s current leader.Jomo Kenyatta was the “architect of the friendship between Israel and Kenya,” Netanyahu said in February during Uhuru’s first visit to Jerusalem. “He demonstrated that friendship most dramatically 40 years ago in helping Israel in the raid in Entebbe to rescue our hostages. This is something that has left a deep imprint on Israel. The people of Israel are grateful for that. And I’m personally grateful for that.”After their meeting, the two leaders will hold a press conference, before attending a conference of Israeli and Kenyan businessmen, then will dine together. In Kenya, Netanyahu and his wife Sara are also expected to participate in a safari, according to Hebrew media reports, though his official schedule makes no mention of this.On Wednesday, Netanyahu will spend the day in Kigali, where he will visit the memorial for the 1994 Rwandan genocide, in which more than one million Tutsis were killed, and meet with President Paul Kagame. The two leaders will have lunch together, sign agreements of bilateral cooperation and hold a joint press conference.Netanyahu will spend the last day of his tour in Addis Ababa, meeting Prime Minister Hailemariam Desalegn — with whom he will again sign agreements and answer reporters’ questions. After a meeting with President Mulatu Teshome, the Israeli leader will address a forum of Israeli and Ethiopian businessmen before holding a speech at the country’s parliament and visiting its national museum. On Friday, Netanyahu will return to Israel.

Israel's Livni says British police sought to question her-[The Canadian Press]-Daniel Estrin, The Associated Press-July 4, 2016-YAHOONEWS

JERUSALEM - Israeli lawmaker and former Foreign Minister Tzipi Livni said on Monday that a British war crimes investigator sought to question her during a trip to Britain over her role in Israel's 2008-2009 Gaza war.Speaking to Israeli Army Radio from London, where she is continuing her visit, Livni said British police emailed her a summons on Friday. She called it "unacceptable." The police request defined the questioning as non-mandatory, and she did not comply, Livni said.Israel's Foreign Ministry said it views the British request "with great concern" and would "engage" with British authorities until the matter is resolved. Britain's Foreign Office, the Metropolitan Police in London and Scotland Yard declined comment.Livni, a onetime lead peace negotiator with the Palestinians, enjoys a dovish reputation in much of the West. But she staunchly defends Israel's devastating three-week military offensive in Gaza in 2008-2009, saying the operation was meant to end years of rocket fire by Gaza militants against Israel. There was widespread international criticism of the hundreds of civilian casualties.Livni served as foreign minister during the war, and as a member of the Israeli Cabinet, she was part of the decision-making process regarding the military campaign.Pro-Palestinian groups have previously tried to go after Livni and other Israeli officials using universal jurisdiction, a principle that lets British courts prosecute foreigners accused of crimes against humanity wherever they were committed. The law strained U.K.-Israeli relations, as senior Israeli officials cancelled trips rather than face possible arrest in Britain. In 2009, an arrest warrant was issued in Britain against Livni, and Israel's foreign ministry said the warrant was later cancelled, after officials learned Livni was not on British soil.Previously, anyone in Britain could apply to a judge for such warrants. But the law was amended in 2011 to make such arrest warrants harder to pursue. That year, Britain's chief prosecutor blocked an attempt to serve Livni with an arrest warrant during a visit to Britain.British officials extend diplomatic immunity to Israeli officials to shield them from such arrests. However, Livni said she declined immunity for her current trip to Britain on principle. She told Israeli Army Radio she wanted to test what British authorities would do in cases of Israelis who are not eligible for diplomatic immunity but who could be pursued for alleged war crimes."Israeli army commanders and Israeli decision makers who are threatened with arrest warrants each time they arrive in London — this is an absurd sight that is unacceptable and must stop," Livni wrote on Facebook."Just as we respect and admire Britain's actions against international terror and Israel is open for any British minister to visit, without questions about his decisions in the Cabinet, such is how Israel expects from Britain," she added.__Associated Press writer Danica Kirka contributed to this report from London.

Educated and well-off, Dhaka attackers defy usual profile-[The Canadian Press]-Katy Daigle, The Associated Press-July 4, 2016-YAHOONEWS

NEW DELHI - The young men had been missing for months. Their families sensed something was wrong. Some had come from privileged backgrounds, had grown up loved and were educated in top schools. They had bright futures. It wasn't until the horror of the weekend hostage crisis in Bangladesh's capital unfolded that they learned their sons had become radicalized as religious extremists and launched one of the country's deadliest attacks in recent years. The young men, armed with knives, bombs and automatic firearms, engaged in a gun battle with police, killing two and wounding more, then seized a popular restaurant in a Dhaka neighbourhood on Friday night and held some 35 people hostage. Over the next few hours, they would kill 20 of their captives — including nine Italians, seven Japanese, an Indian teenager and three students at American universities. A witness said some victims were tortured when they could not recite verses from the Qur’an."This is very painful. He killed innocent people," said the aunt of one of the attackers, Rohan Imtiaz, whose father is a leader in Prime Minister Sheikh Hasina's governing Awami League party."We sensed that Rohan was changing and his behaviour increasingly became different," she told the Associated Press in disbelief. When Imtiaz went missing on Dec. 31, as his mother and father were in India for medical treatment, the family asked the police to help find him."My brother went to everybody: police, ministers and higher authorities after he went missing," said Rohan's aunt, who refused to be identified by name. "He became just crazy after his son went missing. But nobody could help us."As details emerged of the men who laid siege to the Holey Artisan Bakery, it became clear that the attackers did not fit the typical profile for religious radicals coming from economically deprived backgrounds and latching onto extremist groups that promised a new future. Some analysts said that's what made them attractive as recruits; their backgrounds meant they would not raise suspicions."They do not fit the usual stereotype of the madrassa-educated youth," said Pinak Ranjan Chakravarty, a former Indian diplomat and policy expert on Bangladesh for the Observer Research Foundation, a New Delhi think-tank . "My suspicion is that these young men were roped in by spotters or recruiters."He said their defiance of the usual militant profile gave credibility to claims the attackers were part of a campaign waged by extremist groups abroad."This is a conscious decision on their part that they will get this kind of people," Chakravarty said. "The shock value for the radical groups of recruiting educated, affluent people is huge. The government will never suspect them. The intelligence agencies will never suspect them. Because these boys were never under any kind of surveillance."Police released photographs of the bodies of five attackers killed by paramilitary forces who ended the hostage siege. They also released names — Akash, Badhon, Bikash, Don and Ripon — which did not match those given by family members. Police said only that militants often go by many names to obscure their identities. Another suspected attacker was captured and was being interrogated. The men, all younger than 30, belonged to the banned domestic group Jumatul Mujahedeen Bangladesh, or JMB, according to police. Asked whether they might also have had Islamic State ties, police said authorities were investigating that possibility."It is difficult to imagine how they were radicalized. At least four come from very wealthy backgrounds," said Benazir Ahmed, head of the country's paramilitary Rapid Action Battalion, according to Indian broadcaster NDTV.Describing them as "flamboyant young men," he said some had also been frequent visitors to the same restaurant they attacked. The Islamic State, in claiming responsibility for the attack, had also published photos of the five smiling young men, each holding what appear to be assault rifles and posing in front of a black IS flag. The men in those photographs released by the Amaq news agency, affiliated with IS, also appear to match the police images of the dead assailants in the restaurant after the hostage crisis ended.Another attacker identified as Khairul Islam went missing six months ago, according to Bogra district police chief Mohammed Asaduzzman."The family is poor, and did not report his disappearance to police," Asaduzzman said. But while Islam's background seemed to fit the stereotype, his upbringing suggested otherwise. Islam was educated, having studied in a madrassa before enrolling in a public university in Dhaka. The family identified Islam as one of the attackers after seeing a photograph of his body on Facebook, he said. Authorities have detained his parents, sister and brother-in-law for questioning. At least some of the attackers had also known each other for years.Imtiaz had studied at the same English-language school as Meer Sameeh Mobashwer, whose family said he went missing on Feb. 29.Mobashwer's father, a businessman, and mother, an economics teacher, had planned to send their son to join his brother studying in Canada."I understood that my son had changed, something was wrong with him," his father, Meer Hayat Kabir, told the AP. "I was worried and tried to make him understand. But suddenly he went missing. I felt like the whole world crumbled around me."Police, contacted by Mobashwer's family for help, were unable to track him down."They told me maybe your son has gone somewhere with friends. He will come back. But he never came," Kabir said. He only found his son once police invited him to identify the body of one of the weekend attackers."We had lot of dreams," his father said. "I cannot believe my son was inside that restaurant, he was part of that. But that's the reality now.""My everything is over."___Associated Press writer Nirmala George contributed to this report.Follow Katy Daigle: —www.twitter.com/katydaigle

Japan's Uniqlo suspends most Bangladesh travel; others reviewing operations-[Reuters]-By Abhirup Roy, Promit Mukherjee and Chang-Ran Kim-July 4, 2016-YAHOONEWS

MUMBAI/TOKYO (Reuters) - Foreign companies with nationals working in Bangladesh's garment and building industries have suspended travel to the country and told workers there to stay at home after a deadly attack by Islamist militants on a restaurant in Dhaka on Friday. The hospitality sector is also seeing cancellations, hotels are tightening security and foreign embassies are looking at reducing staffing after the attack claimed the lives of nine Italians, seven Japanese, an American, an Indian and some Bangladeshi nationals.Fast Retailing Co <9983 .t="">, the Japanese owner of the Uniqlo casual-wear brand, said it would suspend all but critical travel to Bangladesh and had told staff there to stay indoors.Bangladesh's $26 billion garment industry has been bracing for the fallout of Friday's killings, fearing major retailers from Uniqlo to Marks and Spencer and Gap could rethink their sourcing plans after the latest attack targeting foreigners. One of the world's poorest countries, Bangladesh relies on garments for around 80 percent of its exports and for about 4 million jobs, and ranks behind only China as a supplier of clothes to developed markets like Europe and the United States.Uniqlo has 10 Japanese staff in Bangladesh, one of its major production hubs outside China, and was among the first to confirm it would tighten travel restrictions already in place after attacks last year. A spokeswoman said all but critical travel was suspended."Obviously this is generating a lot of concern with all the brands my company works with," said Shovon Islam, the head of Sparrow Group, which supplies top brands like Marks and Spencer and Gap.He said that after a foreigner was killed in Bangladesh last year, some overseas companies pared back travel to the country and asked for meetings to be held in Bangkok, New Delhi and Hong Kong instead."This time the intensity of the threat is much higher and we will definitely see companies altering their plans," Islam said. The Accord on Fire and Building Safety in Bangladesh, a group of mostly European retailers, said it would review security measures for its staff in Bangladesh. While it is too early to say whether the group's signatories will shift production out of Bangladesh, it may affect travel restrictions for buyers coming to Bangladesh, a spokesman for the group said.-'HEARTBREAKING'-"There'll definitely be an impact on the garment industry," said Sudhir Dhingra, head of Orient Craft, based in the Indian city of Gurgaon. "I was just speaking to a top label which said its official who was supposed to visit Bangladesh to inspect an order has refused to go."Bangladesh garment exporters who dealt with some of those killed in Friday's attack were still coming to terms with what had happened. "I was doing business with six of the nine Italians who died. It's shocking and heartbreaking," said Meshba Uddin Ali, managing director of Wega Fashion Sweater Pvt Ltd.Amos Ho, a senior manager at Pou Chen, one of the world's largest makers of trainers for brands like Nike , Adidas and Puma , said: "We've urged our employees to be cautious. They have to pay attention to their personal safety."Industry analysts have suggested clothing brands may consider shifting out of Bangladesh to less unsettled countries in Asia, such as Cambodia and Sri Lanka. No major companies have yet signaled official plans."There are no plans on changing any sourcing, but we are following developments closely," Sweden's H & M said in a statement on Sunday echoed by other big retailers.Several others companies, including French retail group Auchan Holding , German clothing company Kik Textilien and European family-owned clothing retailer C&A, said they were monitoring the situation closely but had not made any plans to stop working in the country. Two foreign nationals who live in Bangladesh and work in the garments business said the attack could scuttle plans for business travel."I have so many big brands I do business with and in the last 48 hours, they've all called me. They're afraid, they're scared," said Robert, an American who has lived in Bangladesh for seven years. He did not wish to disclose his last name or the name of his firm. The foreigners said, however, said they personally did not intend to leave, noting that such attacks were not restricted to Bangladesh."In the last month, I went to Italy, Belgium, Germany, Amsterdam. If you look at where I went last month, where was there not a problem that's not equal to Bangladesh? Even USA,” said Robert.-REDUCING STAFFING-Both the United States and British embassies in Bangladesh may reduce staff numbers, one diplomatic source said, and ask only essential staff to stay on.Japanese construction companies Obayashi Corp <1802 .t=""> and Shimizu Corp <1803 .t="">, both with more than a dozen employees working on bridge projects in Bangladesh, said they advised staff to stay indoors. At least two five-star hotels in Dhaka, which cater primarily to business clients, said they had seen a spike in cancellations since Friday's attack."Whenever people book, it's usually within two or three days of their visit to Dhaka, and now nobody is doing any bookings at all," said a source at one of the hotels, noting this week is typically quiet because of the upcoming Eid celebrations.(Reporting by Chang-Ran Kim in Tokyo; Additional reporting by Saqib Iqbal Ahmed and Jarrett Renshaw in New York, Ethan Lou in Toronto, Faith Hung in Taipei and Zeba Siddiqui in Mumbai; Editing by Ian Geoghegan and Peter Cooney)

Bog fire closes highway, businesses south of Vancouver-[CBC]-July 4, 2016-YAHOONEWS

Smoke from a bog fire burning south of Vancouver is drifting across the region, and shut down a busy highway in Delta on Sunday afternoon.Officials expect Highway 17 and nearby Progress Way to be closed for the rest of day on Monday because of smoke from the fire.About 80 firefighters and three helicopters are fighting the stubborn fire, which is estimated to be about 70 hectares in size and is only about 10 per cent contained, said fire officials at a briefing on Monday morning.Located southeast of Vancouver, the 30-square-kilometre nature reserve is one of North America's largest peat bogs. The danger is fire can get under the dry peat and burn out of sight."Fire will get underground in the peat and can pop up anywhere," said Jackson. On Monday morning, smoke from the fire could be seen and smelled as far away as downtown Vancouver, but Delta Mayor Lois Jackson said no air quality advisory has been  issued by Metro Vancouver.Traffic on Highway 17 in Delta — also called the South Fraser Perimeter Road — is being diverted to Highway 99 and Highway 91 and about 25 businesses in the Tilbury industrial area are still under an evacuation order.Fire officials said three helicopters will be used to fight the fire on Monday, but fixed-wing air tankers would remain on standby.-Fire broke out Sunday-The wildfire broke out just before noon on Sunday and quickly grew to over 50 hectares, despite the efforts of more than 100 firefighters from around the region and several air tankers.Smoke from the blaze eventually drifted across Highway 17, forcing police to evacuate the Tilbury industrial area in Delta. That evacuation order was later scaled down on Sunday to only include about 25 businesses on Progress Way, between 76 and 80 streets. River Road was also closed but was later reopened. Some sections of the the Fraser River were also closed to marine traffic so air tankers could scoop water, but those areas were reopened on Sunday night.-Bog fires difficult to put out-Officials have yet to say what might have caused the fire, but they have ruled out a lightning strike. The public is not officially allowed into the bog, but Jackson expressed concerns people still may be going in."What we have to do is ensure people don't go in there," said Jackson. "The peat layer can be thick or thin. What we don't want to happen is to have someone go through the peat."The geography of Burns Bog also presents a challenge for fire crews and officials are already predicting it could take up to a week to put out the fire.Yesterday, one firefighter was taken to hospital, but officials said it was for medical reasons not specifically related to the fire.In 2005, a fire in Burns Bog grew to more than two square kilometres and took more than a week to put out.

69 families still displaced after explosion in Mississauga, Ont.: firefighters-[The Canadian Press]-Paola Loriggio, The Canadian Press-July 4, 2016-YAHOONEWS

Dozens of families were still unable to go home Monday as investigators worked to determine what caused an explosion west of Toronto that killed two people and injured nine others last week.Firefighters said 69 families — including 32 living in a low-rise apartment building — remained displaced nearly a week after the blast that rocked a neighbourhood in Mississauga, Ont., though some may be allowed a short visit to recover personal items.Tuesday's explosion rained debris over the area and forced hundreds from their homes. Many have since been able to return but the area closest to the blast site continues to be off-limits to residents."The damage that we have encountered as part of this explosion has been extensive," Fire Chief Tim Beckett said in a news conference Monday. "We have a number of addresses, 69 in total, that are still impacted by the explosion.""We will be working to get them back to their homes. Some of them will be able to enter their home on a 15-minute supervised visit to grab personal needs, the homes will then be turned over to their insurance companies so that they can be boarded up and secured," he said.Engineers and other experts will then take over until the homes are deemed safe, he said, adding that the two houses on either side of the explosion site would "likely be coming down."Police said they are working to determine what triggered the blast and they are looking into the possibility that it was a criminal incident.Peel Regional Police Sgt. Josh Colley could not say how long it would take to establish the cause. He said some of the evidence, including letters found strewn around the property, have been sent for analysis to find out whether they are linked to the home that exploded.Last week police identified two bodies found in the wreckage as Robert Nadler and Dianne Page, both 55 years old.Page was found the day of the explosion. Police discovered Nadler's remains on Thursday.Relatives confirmed to the Toronto Star that Nadler was convicted in a murder case in 1982 and released to a halfway house a decade later.

Marijuana impairment 'a big concern' as RNC officer starts work on pot legalization-[CBC]-July 4, 2016-YAHOONEWS

<9983 .t=""><1802 .t=""><1803 .t="">A Royal Newfoundland Constabulary officer recently named to a task force on legalizing and regulating marijuana says one of the biggest hurdles they face is dealing with impairment."I do believe it's going to be a big concern," Supt. Marlene Jesso told CBC Radio's St. John's Morning Show."That's something we'll have to look at as a task force, and see if we can come up with certain ways and different ways to be able to do that, because that, I think, may be a major issue in relation to the legalization of marijuana."Jesso, a 33-year police veteran, is one of nine Canadians chosen to serve on the federal government`s task force for the legalization of the drug, an appointment she accepted last week from Minister of Public Safety Ralph Goodale."It's not everyday you get asked to change Canadian policy, so it is a big deal for me and I'll take the job very seriously," she said.-Add your voice-Jesso heads to Ottawa next week to hammer out her workload and schedule, which will include speaking to experts, special interest groups and ordinary Canadians.A major component of the task force will be sifting through people's feedback on a discussion paper that asks numerous questions such as keeping marijuana away from minors, organized crime, and how to best regulate its distribution. The discussion paper and feedback forms are posted on Health Canada's website."What we'll be doing is encouraging Canadians to go to the website, give us their perspectives and advice on the questions at hand, and we'll be doing consultations across Canada," she said.At the end of her role, Jesso and the other task force members will submit a paper with their recommendations on the issue to the federal government, expected in November.

Subdued business outlook for the next year, Bank of Canada poll says-[The Canadian Press]-Andy Blatchford, The Canadian Press-July 4, 2016-YAHOONEWS

OTTAWA - Canadian businesses are anticipating only a minimal acceleration in sales growth over the next 12 months amid bleak expectations among firms linked to the energy industry, a new Bank of Canada poll suggests. The central bank's latest business outlook survey released Monday said that companies hit hard by the oil price slump reported that indicators of future sales, such as new orders, had seen scant improvement compared to a year ago."The moderation in future sales expectations was concentrated among firms in the Prairies, which see few signs of a recovery from the oil price shock," the bank's quarterly survey said.In other regions of the country, the poll said "steady, albeit modest, domestic momentum" supported brighter sales outlooks. The survey found that businesses outside the affected commodity industries and in the service sectors were more optimistic about the coming year. Rising demand from the United States and the past depreciation of the Canadian dollar remained key sources of stronger sales expectations, the poll said. The survey also suggested that overall, firms generally expected to add jobs over the coming year — but found hiring intentions remained below post-recession levels and diverged considerably by sector.Plans to reduce staff were prominent among companies in the goods sector, while firms in the service industries intended to boost their workforces to meet growing demand, the poll found."Hiring intentions remain modest overall," the bank said.Firms also remained cautious about business investment, with many companies tied to the energy sector budgeting for further cuts, the survey said. However, businesses in the service sectors were found to be more willing to invest and expand, it added.CIBC chief economist Avery Shenfeld said the survey indicates that the repercussions from the fall in energy prices will continue to be felt."We're not out of the woods yet," Shenfeld said in a note to clients. "The energy shock dented Canada over the past 12 months, but the Bank of Canada's latest survey suggests that the tide isn't yet turning back in our favour."The Bank of Canada's survey of senior managers from about 100 companies was conducted between May 9 and June 8, and therefore doesn't reflect any potential changes in expectations linked to the United Kingdom's referendum to leave the European Union.National Bank senior economist Krishen Rangasamy said that companies' actual investment and hiring may end up being softer following the result of the so-called Brexit vote than the opinions reported in Monday's survey."Intentions to hire and invest remain weak, which does not bode well for economic growth in the second half of the year," Rangasamy wrote in a research note.Follow @AndyBlatchford on Twitter.

This gay Toronto cop sent an open letter to Pride Toronto about the Black Lives Matter protest-[CBC]-JUly 4, 2016-YAHOONEWS

A gay Toronto police officer has sent an open letter to Pride Toronto to voice his concern about the organization's agreement with the activist group Black Lives Matter, which was given the status of Honoured Group for Sunday's Pride parade. The agreement includes commitment to increase representation among Pride Toronto staff, and to prioritize the hiring of black transgender women and indigenous people. But it's Pride Toronto's assent to a request that police floats and booths not appear in future Pride parades, marches and community spaces that  Const. Chuck Krangle's letter singles out.Krangle opted not to be interviewed by CBC News for further comment, saying he preferred to have this letter stand on its own.Dear Pride Toronto, I am writing today to address concerns I have with your recent agreement with Black Lives Matter TO. I am particularly concerned with your willingness to remove all police floats and booths in future parades and community spaces. I should give you my background first.I am a Toronto Police Service Constable, and a homosexual. I have been on the job eight years. Prior to becoming a Police Officer, I served in the Canadian Armed Forces and completed a tour in Kandahar, Afghanistan, in 2006-07. I never "came out" while serving in the military. Though not for fear of persecution, I only told a select few about my orientation. I was still quite young and was simply not ready. It wasn't until 2012 that I decided to come out. I began to tell a few peers at work, and soon word spread. I can say with absolute pride that my peers, and my employers/senior management, have never made an inappropriate comment to me. I have never been made to feel discriminated against. This year, 2016, marked a first for me. My first Pride parade. I would be working, nonetheless it would be my first one in any capacity. Wow, what an event. What a spectacle, a joining of everyone. The 2016 pride events really opened my eyes to something. The support that I have from my peers and supervisors has been unwavering. When I saw all those floats and officers marching (hundreds), I realized that my employer fully supports this part of me, and so many others like me. As I stood post at Yonge and College, ensuring a safe atmosphere, Chief Mark Saunders came up to me. I had the opportunity to salute him, and I knew that I had a leader who was invested in this celebration of Pride. LGBTQ cops have struggled for decades. I am fortunate, because it is their struggles in the past, that have made my orientation an irrelevant factor in my workplace interactions. Members of police services, and their employers (like RBC, Telus, Porter, etc.) have just as much right to participate as any other group.Police officers are significantly represented in the LGBTQ community and it would be unacceptable to alienate and discriminate against them and those who support them. They too struggled to gain a place and workplace free from discrimination and bias. I do not speak for the police, and I do not speak for the LGBTQ community. I speak as an individual, one who saw his first Pride, only to be excluded from the next. Exclusion does not promote inclusion.Chuck Krangle.
