Both firefighters died from injuries sustained when their truck slid down a 20 metre-gully Monday.Cypriot President Nicos Anastasiades and the head of Cyprus' Orthodox Christian Church Archbishop Chrysostomos II said they were distraught at the news of the firefighters' deaths and pledged to financially support their families.A third firefighter remains in critical condition with head injuries suffered in a separate accident Sunday when his truck overturned.Forestry Department spokesman Andreas Christou said three more planes, one from Italy and two from France, are expected later Tuesday to join 16 other aircraft from Greece, Israel, Cyprus and Britain.Some 350 firefighters and volunteers along with more than 60 vehicles are trying to contain one of Cyprus' largest forest fires in difficult terrain amid a heat wave with temperatures surging to over 40 degrees Celsius (104 Fahrenheit). OTTAWA - In two and a half years, Canadians will gradually start paying more premiums into the Canada Pension Plan.In several decades, supporters say the "historic" CPP deal reached Monday between Ottawa and most provinces will boost retirement security for future generations.But by policy-making standards, the agreement-in-principle — an unlikely outcome just a few months ago — happened in the blink of an eye.Even the federal finance minister, a pension expert, had given himself until the end of the year to finish up negotiations.Instead, the provinces are now being asked to finalize an agreement by July 15 that will eventually increase contributions and retirement benefits through the public plan.Following weeks of talks and an all-day meeting in Vancouver on Monday, finance ministers emerged with the agreement-in-principle.Even provinces such as Saskatchewan and British Columbia, which had expressed concerns about the timing of CPP reform, had signed on. Only Manitoba and Quebec declined to agree to the terms.The agreement came together as pollsters pointed to overwhelming popular support for public pension reform amid concerns about the adequacy of retirement savings.The federal Liberals ran on platform to upgrade the public pension system, as did their Ontario cousins. The result also means Ontario will abandon its project to go it alone with its own pension plan.How did this all happen so quickly? Sources familiar with the talks said doubters had concerns about the potential economic impact of boosting the CPP, even at the late stages of negotiations.They said Ottawa made a major push in the final days and hours, which helped secure enough country-wide support to expand the CPP. To make the change, they needed consent of a minimum of seven provinces representing at least two-thirds of Canada's population.The sources also suggested Prime Minister Justin Trudeau himself was involved in the extra effort.On top of that, Ontario, which had been moving forward its more-ambitious pension plan proposal, backed away from its earlier demands that CPP reform should be just as robust.Ontario Finance Minister Charles Sousa said in an interview Monday after the announcement that the swift agreement was driven by several factors.Sousa said all of his counterparts agreed there were "undersaving issues." He also said that Ontario's proposed pension plan — and its parameters — gave ministers around the table an example to examine.And some provinces, especially those hit hard by the commodity-price shock, were looking for only a gradual implementation due to the fragile economy, Sousa added.The agreement Monday states the CPP premium increases on workers and employees will only start to be phased in on Jan. 1, 2019. Ontario's increase was set to begin in 2018.British Columbia Finance Minister Michael de Jong said the deal was reached in part because of compromises and the desire to maintain a single, portable CPP across Canada."We think this strikes the right balance in that regard," de Jong told reporters after the announcement.The deal, however, wasn't embraced by everyone.Federal Finance Minister Bill Morneau said Manitoba needed more time to examine the deal since its government was only a few weeks old."This comes very fast and hard for them," Morneau said of Manitoba, whose finance minister wasn't present for the news conference.Quebec refused to sign the deal out of concern a broad-based premium increase would have a negative impact of low-income earners, the province's finance minister said in an interview.The province operates its own sister program of the CPP — the Quebec Pension Plan. Quebec can adjust the QPP as it likes, but it has typically followed the CPP.Quebec Finance Minister Carlos Leitao said in an interview he will raise QPP premiums according to the CPP deal. He said would also phase them in over the same period.But unlike the broader-based CPP reform agreement, he said Quebec would only raise premiums on income earned above $27,500.That's why Quebec didn't sign the agreement-in-principle, Leitao said."Those people already have a hard time saving, so their disposable income is pretty tight — and I think by taking the decision that we took, we will avoid an unfair tax on them and also on their employers," he said."As we know, payroll taxes tend to be the most economically inefficient taxes."To help offset the effect on low-income earners of increased CPP premiums, Ottawa said would it enhance the federal Working Income Tax Benefit and provide a tax deduction.Critics of CPP expansion have also said it would squeeze workers and employers by imposing additional contributions — and hurt the economy.Dan Kelly, the president of the Canadian Federation of Independent Business, warned that the CPP expansion is "pretty devastating" for small businesses."The big question I ask myself is what was the size of the federal cheques that were written to some of these provinces to get them to the table?" VANCOUVER (Reuters) - Canada's federal government and provinces agreed in principle on Monday to support a compromise plan to expand the national pension plan that would see premiums raised moderately over time to provide greater payouts for pensioners.The proposed changes, if formally approved by the provinces, would start in 2019 and be phased in over seven years, according to the plan signed by eight provincial finance ministers and federal Finance Minister Bill Morneau.Reforming the Canada Pension Plan, or CPP, requires the support of the country's federal government plus seven of the 10 provinces, representing two-thirds of the Canadian population.Like other governments around the world, Canada faces a challenge to provide for its aging population. The CPP has been deemed by some experts as insufficient to provide enough income in retirement without being supplemented by a workplace pension.Fewer employers are offering workplace pensions and those that do are reducing the benefits of those plans, prompting advocates to lobby for CPP reform.The previous federal Conservative government refused to consider changes, which prompted Ontario's Liberal government to come up with its own plan to boost retirement security for residents in the absence of a national solution.The election of a federal Liberal government last October opened the door to new cooperation, although securing the required backing among provinces proved challenging.The proposed changes, following a day of talks between Morneau and his provincial counterparts, are revised from Ontario's proposal and will now be considered by the provinces. If approved, a final agreement could be formalized within weeks."I think we have reached a balanced approach to satisfying the objectives that were set out - that is a modest enhancement, that is fully funded and is affordable," British Columbia Finance Minister Michael de Jong told reporters.The agreement means Ontario will likely not go ahead with its proposed Ontario Retirement Pension Plan.Quebec, which has its own pension plan, did not sign on but expressed its support for "modest, targeted and gradual enhancements." Manitoba is the only other province that did not sign the deal.Under the current plan, both employers and employees contribute 4.95 percent of income up to a C$54,900 ($42,927) cap. Residents at one of Britain’s biggest eco-communities are terrified of leaving their homes after the development was invaded by giant mutant rats.The rodents, that measure upwards of ten inches long, have decided to take up residence in the BedZed carbon-neutral development in Hackbridge, Surrey, and have been witnessed JUMPING at people living there.Scared locals are now calling on the council and estate managers Peabody to bring in some heavy-duty poisons to get rid of the massive rat infestation.Elodie Ledent, a resident on the 82-home estate, said: “I’m scared to take my bin out now, they jump out at you as you open the bins to throw the rubbish away."I have even taken my rubbish out to the bin in the street because the rats are not afraid to come close to you."I first told Peabody about this problem with the rats in October and they have not done much since.”She put the blame on the invasion on some residents leaving their rubbish out of the bins.BedZed tenant Marianne Rasmussen added: “When people are coming home at night you can hear them as they see rats run across the path.”Housing association Peabody Estates said it was investigating the problem, which has also been reported to Sutton Council.A spokesman added: "We’ve visited the site regularly with our pest control experts, and believe there could be nest sites near the river."We’ve been laying bait and are looking at what action we can take, such as moving compost bins or securing them in metal containers, to improve the situation."We’ll keep residents updated about how we are tackling the problem and our next steps.”A Sutton Council spokesman said: “The responsibility for keeping land clear of rats or mice rests with the owner or occupier, not the council."However, the council will carry out enforcement action when necessary.”

ATHENS (Reuters) - Greece got more than 7 billion euros in bailout funds on Tuesday after a review of the country's progress in implementing economic reforms, the head of the euro zone's bailout fund told reporters in Athens.Greece needs the money to pay off growing state arrears, maturing ECB bonds and International Monetary Fund loans. Talks with its foreign creditors over Greece's efforts to implement a reform program have dragged on for six months.The European Stability Mechanism "disbursed today 7.5 billion euros ($8.50 billion) to Greece," Klaus Regling, the managing director of the fund, said after meeting Greek Finance Minister Euclid Tsakalotos in Athens.Athens will use 5.6 billion euros of the amount to pay debts and 1.8 billion euros for state arrears.The ESM, Greece's largest creditor, will continue to loan Athens money under favorable conditions. Interest rates charged on Greek loans are at 0.8 percent currently and the average maturity of the loans is 32 years, Regling said."We want to help the Greek economy for the entire period," he said, but "we don't know exactly, given that forecasts are very uncertain, what the needs in a few years time will be."Regling said that a 3.5 percent primary surplus target, which Greece has agreed to achieve in 2018, should be respected. The International Monetary Fund has said the target is unrealistic and would prefer it being lowered to 2.0 percent."I'm absolutely content," said European Commission President Jean-Claude Juncker, who was visiting Athens when Regling met with Tsakalotos. PARIS (Reuters) - French police on Tuesday arrested a man with suspected links to the killer of a police commander and raided several houses, the prosecutor's office said, part of a deepening investigation into last week's attack claimed by Islamic State.The police probe is focusing on suspected associates of Larossi Abballa, the Frenchman of Moroccan origin who pledged allegiance to the Islamist militant group and told police negotiators during the attack that he had answered a call to "kill infidels at home with their families.""There was a chance that these people might carry out other attacks against police officers. He used a knife to kill Schneider before he was shot dead by elite commandos.Abballa was jailed in 2013 for his involvement in a militant recruitment network that sent young men to Pakistan. The reactors were put into commercial operation more than 40 years ago.The new regulation system, with stricter safety standards adopted after the accident at the Fukushima No. 1 nuclear power plant, limits the operational period of a nuclear reactor to no more than 40 years, while approving an extension of up to 20 years under exceptional circumstances. Such an extension has been approved for the first time.Operating a nuclear power plant upon confirmation of the reactor’s safety, even if it has been in operation for more than 40 years, will be highly advantageous in ensuring a stable supply of electricity.However, restarting an aging reactor is not easy. KEPCO must steadily clear a number of hurdles.The biggest hurdle is upgrading facilities and systems. The plant has about 1,300 kilometers of cables, 60 percent of which will have to be replaced with fire-resistant cable. The company will take measures such as wrapping fire-resistant sheeting around the rest of the cable.Solid concrete casings must also be built for the tops of the reactor vessels as a precaution against serious accidents. In the central control room, the control board, which plays a pivotal role in maintaining the safety of the reactors, will be replaced with the latest type of panels. It is vital to make sure the complex control system is functional.KEPCO aims to complete the necessary work by the autumn of 2019 for restarting the reactors. The NRA will carry out strict inspections as the work progresses. It is also important for the mechanism of the systems itself to be reviewed.Even if an electric power company tries to apply for an extension of the operational period for a nuclear reactor with plenty of time in advance, the application period is limited under the current system. Should the screening fail to be completed by the actual day marking 40 years from the start of a reactor’s operation, the reactor in question will be decommissioned.Undoubtedly the screening schedule will therefore become precarious. This will cause problems in the screenings of other reactors. During the visit, Rashid, who is a fugitive from the PA, where he has been convicted of embezzlement, was said to have met with Knesset Speaker Yuli Edelstein and an IDF intelligence officer.From Jerusalem, Rashid reportedly went on to Haifa and met with senior Israeli officials at a restaurant, where the delegation was hosted by Deputy Minister for Regional Cooperation Ayoub Kara, a confidant of Prime Minister Benjamin Netanyahu.Kara told The Times of Israel that “it is no secret that I am connected to the Kurds, the Yazidis, and the Syrian Druze,” but refused to discuss specific details of the Palestinian media report.“There is a war today between terror entities in Iran and the relatively free world, backed by Saudi Arabia,” Kara said. “We are obliged to develop connections with the relatively free world in order to overcome the extremist religious trend. Four years after the government passed a law to establish the National Institute for Ethiopian Jewry Heritage Center, the newly formed board of the center on Sunday hosted a celebratory launch at the International Convention Center in Jerusalem.The establishment of the institute marks the first time that the government has taken an active role in preserving Ethiopian Jewish culture and traditions. “This center is being created to share the incredible traditions of Ethiopian Jewry with the people in Israel and across the Jewish world,” said Dr. Simcha Getahune, the chair of the public committee for the center.In a video message broadcast to the 2,000 attendees, Prime Minister Benjamin Netanyahu noted that the center would help preserve “traditions that were passed on orally, from grandfather to father and father to son.“It will be a place to store historical knowledge and for children to learn the tradition and the culture,” he said.Culture and Sport Minister Miri Regev touched on the decades of discrimination that Ethiopian Jews have faced in Israel, after making some awkward comments about the beauty of Ethiopian women.“This center is the government trying to implement a correction,” said Regev. “This community has fought for years for their rights, and for many years there was no way for this community to tell their own story. They were the victims of racism and discrimination, I feel personal responsibility to correct these wrongs.”The event took place the day before the Chief Rabbinate announced it would not renew the contract of Ethiopian Chief Rabbi Yosef Hadane, reportedly due to his public criticism of the rabbinate over its discriminatory policies concerning Ethiopians, including demanding conversion certificates before marriage.At Sunday’s celebration, Regev also applauded MK Avraham Neguise (Likud) for his efforts to bring 9,000 Falashmura to Israel. Falashmura are Ethiopian Jews who converted to Christianity generations ago and desperately want to move to Israel. Their aliyah was supposed to have begun in June but has not progressed.“Equality must also come through cultural channels as well, and this is why government support is imperative,” said Regev. “There needs to be an Ethiopian theater just like there is Sephardi and Yiddish theater.”The Ethiopian Heritage Center receives a yearly allotment from the government of a bit more than NIS three million ($777,000), according to the newly appointed CEO, Danny Adamsu. The HaBima theater, the national theater in Tel Aviv, receives at least NIS 20 million per year.Adamsu said the organization is currently looking for a building in Jerusalem, and expects to open in about four years. The center will be a place for research as well as performance and rehearsal spaces.He said the leadership committee for the center was focused on the future, rather than being frustrated that it took almost 30 years after the first wave of Ethiopian immigration for the government to start recognizing the importance of preserving these cultural traditions. “We need to bless what there is and go forward,” he said. “We all believe that it’s better late than never.”The celebratory kickoff of the event featured Ethiopian singers, dancers, actors, philosophers, politicians, rabbis, and teachers. Sharon Shalom, a professor at Bar-Ilan University and rabbi of a congregation in Kiryat Gat, addressed the tension within the Ethiopian community about honoring their identity, after decades of trying to assimilate into Israeli culture.“After I published one of my books on Ethiopian Jewry, someone called me up and said, ‘You made a big error!’” Shalom recalled. “He said to me, ‘Why did you tell people that we should keep these Ethiopian Jewish traditions? We’ve made so much progress in the past 30 years!’ But in reality, in order to continue going forward, we must also look backwards.”

The ancient Spanish town of Castrillo Matajudios (“Camp Kill Jews”) that changed its name last year to Castrillo Mota de Judios (“Jews’ Hill Camp”) has twinned with the northern Israeli town of Kfar Vradim (Village of the Roses).A delegation from Castrillo Mota de Judios arrived in Israel on Sunday for a ceremony designating the two as twin towns to promote cultural, touristic and commercial ties.The signing was attended by the mayor of the Spanish town, Lorenzo Rodriguez, and the Spanish Ambassador to Israel, Fernando Carderera.“We’re here in the Promised Land to safeguard the roots of the town, established in 1035, “said Rodriguez alongside the head of the Kfar Vradim local council, Sivan Yehieli.Rodriguez said the agreement twinning the towns marks a “new chapter in the history of Castrillo Mota de Judios,” announcing that archaeological digs were recently launched to “rediscover ancient roots” and set up a Jewish culture museum in the town.No Jews live in the village today but many residents have Jewish roots and the town’s official shield includes the Star of David.Yehieli also welcomed the agreement, saying that when he first received the request from the Ministry of Foreign Affairs “and after learning the story of the town, we didn’t decide for a moment.”Last October, the town changed its name, a year after the north-central village of some 50 inhabitants voted to do so after the mayor argued it was offensive and the village should honor its Jewish origins.Documents show the village’s original name was “Jews’ Hill Camp” and that the “Kill Jews” name dates from 1627, after a 1492 Spanish edict ordering Jews to convert to Catholicism or flee the country. Israeli border agents confiscated a shipment of wet suits they suspected of being en route to Hamas in the Gaza Strip to be used for a seaborne attack on Israel, the Defense Ministry said Monday.Bearing uncanny resemblance to an incident last year, the wet suits were hidden in a shipment of sportswear coming in to the coastal enclave from the Palestinian Authority through the Kerem Shalom Crossing, the ministry said.“The shipment was seized and an investigation has been opened to locate those involved,” the Defense Ministry said in a statement.Wet suits require a special permit to be imported into the Gaza Strip, lest they wind up in the hands of Hamas’s naval commando unit.During the 2014 Gaza war, a team of five Hamas frogmen entered Israel from the shore and approached a nearby Jewish community before they were spotted and taken out by an attack helicopter.Last month, Israeli authorities foiled an attempt to smuggle metal pipes and motors into the Gaza Strip, which could have been used for building rockets and tunnels, the Defense Ministry said at the time.In that case as well, the illicit materials were “camouflaged,” stuck in alongside “textiles and jewelry.”This practice of hiding illegal goods among approved products has become the go-to method for smugglers. Last Tuesday London Jews had the opportunity to hear both sides of the debate as Education Secretary Nicky Morgan went head-to-head with the former Conservative MP Douglas Carswell, who is now UKIP’s only representative in Westminster.Nicky Morgan is one of Cameron’s closest allies in the Remain campaign but the audience, according to reports, was keener on arguments made by Carswell, who warned of the future of shechita resting in the hands of “faceless bureaucrats” in Brussels and the potential damage done to Israel by EU insistence on specific food labelling.Morgan attacked Carswell for promoting what she described as a “nasty” and “mean spirited view” on refugees — an argument which has also struck a chord with a community who are overwhelmingly the children and grandchildren of Jewish refugees and immigrants.The June debate followed one hosted by the Board of Deputies last month, with Daniel Hannan, Conservative member of the European Parliament for South East England, making the case for Brexit, and upcoming Labour MP Wes Streeting (himself a close friend of Jo Cox) speaking on behalf of the Remain campaign.The European project has brought post-war peace to the continent and relative peace of mind to its Jews. British Jews, buffeted by depression at the anti-Semitic convulsions in the opposition Labour Party, and with a naturally “conservative” with a small “c” bent, are perhaps more likely to stick with what they know and vote to stay in.However, in Israel, an advocacy group that is allied with the West Bank settler movement is urging British-Israelis to vote in favor of leaving the European Union in Britain’s referendum this week.Regavim says the European Union is biased against Israel and says voters should oppose the 28-nation bloc and try to weaken it by encouraging Britain to leave. (The EU considers settlements to be illegal.)Regavim claims that European aid money to the Palestinians has reached terrorists, and that the EU is funding illegal Palestinian construction in the West Bank. It also alleges an EU rule labeling settlement exports to Europe is anti-Semitic, and that the EU funds hostile anti-Israel groups.There is no denying people’s nervousness and fear of the unknown. A friend applied last month to cash in pension savings and contacted the pensions company when there was no response after six weeks.“Well,” said a slightly embarrassed official, “it’s the Brexit polls. People don’t know what’s going to happen if we leave Europe so they are trying to get their hands on their money. We can barely cope — we’ve had to take on more staff.”The first results of the EU referendum will be known when voting closes at 10 pm on Thursday June 23.
