Backing French peace push, EU ministers add carrots to sweeten deal-Foreign Affairs council offers economic incentives to jump-start moribund Israeli-Palestinian negotiations-By Raphael Ahren June 20, 2016, 5:44 pm-THE TIMES OF ISRAEL

The European Union on Monday proposed “concrete” incentives for Israelis and Palestinians to restart peace negotiations at a peace summit later this year in Paris.During their monthly meeting in Brussels, the EU’s 28 foreign ministers tasked the European Commission and the EU’s External Action Service — its equivalent of a foreign ministry — to make a “concrete and substantial contribution” to international efforts seeking to revitalized the stalled Israeli-Palestinian peace process through a “global set of incentives” for both two parties.“The EU is determined, alongside other international and regional partners, to bring a concrete and substantial contribution to a global set of incentives for the parties to make peace with a view to an international conference planned to be held before the end of the year,” the foreign ministers said in a statement.Monday’s Foreign Affairs Council specifically mentions “economic incentives,” invoking the EU’s 2013 offer of an “unprecedented package of political, economic and security support to be offered to and developed with both parties in the context of a final status agreement.”Both Israelis and Palestinians “need to demonstrate, through policies and actions, a genuine commitment to a peaceful solution in order to rebuild mutual trust and create conditions for direct and meaningful negotiations aiming at ending the occupation that began in 1967, and resolving all permanent status issues,” the European foreign ministers said. The EU’s foreign ministers also unanimously endorsed the French peace initiative, which started with a conference in Paris earlier this month. Israel flatly rejected the French move, arguing that it hardens Palestinian negotiation positions and thus pushes off peace. The Foreign Ministry in Jerusalem responded to the statement by repeating its rejection of the French peace initiative and calling for bilateral talks.“This is an unfortunate step that pushes back efforts to provide the peace that Israel needs,” the ministry said in a statement.Later this week, both President Reuven Rivlin and and Palestinian Authority President Mahmoud Abbas are scheduled to meet separately with EU foreign policy czar Federica Mogherini. Also later this week, the Middle East Quartet, of which the EU is a part, is expected to publish its reports on the peace process. According to officials who have seen early drafts of the report, it outlines steps that both sides must take to advance a two-state solution, including the cessation of settlement expansion and incitement.

Netanyahu, Kerry said set to meet next week in new peace bid-Talks to take place in Europe, as Paris pushes its two-state initiative and Israel prefers to work with Egypt-By Times of Israel staff and AFP June 19, 2016, 8:22 pm

Prime Minister Benjamin Netanyahu is reportedly to meet early next week with US Secretary of State John Kerry to discuss ways to revive Israeli-Palestinian peace efforts.Israel’s Channel 2 said the meeting would take place in a European capital. The Prime Minister’s Office did not immediately confirm the meeting, saying it would “make an announcement when there is something to announce.”The TV report said Netanyahu would tell Kerry he backs potential Egyptian-led efforts to revive negotiations, rather than the international approach being pushed by France.Netanyahu has recently given mixed signals on the Saudi-drafted Arab Peace Initiative as a means to resolve the Israeli-Palestinian conflict, suggesting partial support for it but also calling for it to be amended. His Foreign Ministry director-general, Dore Gold, told The Times of Israel three weeks ago that Israel believes improved ties with certain Arab states could enable subsequent progress with the Palestinians. “The conventional wisdom for the last few decades has been that a solution to the Palestinian issues will result in improved ties between Israel and the Arab world,” Gold said. “But there is a serious basis for thinking that, actually, the sequence is exactly the opposite — that by improving ties with the Arab states, we set the stage for a future breakthrough with the Palestinians.”The European Union’s foreign ministers are to meet Monday to vote in support of the French peace initiative.Earlier this month, representatives from 28 Arab and Western countries, the Arab League, the European Union and the United Nations met in Paris to discuss ways in which the international community could help advance the Palestinian-Israel peace process.Neither Israeli nor Palestinian representatives were invited to attend the meeting, which aimed to lay the groundwork for a full-fledged peace conference to be held by the end of the year. The Palestinians have welcomed the French bid, but Israel said the initiative would go down in history as having “pushed peace further away.”Negotiations between Israel and the Palestinians have been at a standstill since a US-led initiative collapsed in April 2014 amid mutual recriminations. The official said that the overwhelming support for Paris’s proposal stems mostly from the fact that “there’s no other initiative on the table that tries to break the freeze in the peace process.”Monday’s summit of EU foreign ministers will be the latest in France’s efforts to bring the international community together for a peace conference. Senior French envoy Pierre Vimont, tasked with shepherding the peace effort, met Egyptian Foreign Minister Sameh Shoukry Friday for talks on future steps he will take to prepare for a conference to revive the moribund peace process. The Arab League said its secretary general Nabil Elaraby held similar talks with Vimont. On Thursday, Egyptian ambassador Hazem Khairat said Cairo was willing to help create an “appropriate Palestinian environment” to facilitate an Israeli-Palestinian peace agreement.During a speech at the Herzliya Conference, Khairat hailed the current French peace initiative “as contributing to the framework of international action to this end.”The ministerial meeting in Paris earlier this month, he said, “has certainly made a new step toward peace.”

Herzog agreed to ’67 lines in talks with Abbas, report says-In negotiations with PA leader ahead of 2015 elections, envoy for prospective PM learned a deal was possible ‘on everything’-By Dov Lieber June 19, 2016, 11:32 pm-THE TIMES OF ISRAEL

Opposition leader Isaac Herzog held secret talks with PA President Mahmoud Abbas during the 2014-2015 election cycle, and agreed to cede the entire West Bank and East Jerusalem to the Palestinians as part of a future peace deal, according to report published on Thursday.Herzog’s negotiator, former minister Efraim Sneh, and a Palestinian Authority representative who remained unnamed reached an agreement under which Palestinian refugees would receive financial compensation, the Western Wall would remain under Israeli control, and Israel would retain a “symbolic” military presence in the Jordan Valley, alongside Palestinian and Jordanian soldiers, Channel 10 reported.“I learned that there is someone to talk with, something to talk about, and that we can arrive at understandings on everything,” Sneh said of the negotiations. He said that the provisional negotiations was cut short by the result of the elections, which saw Herzog, who was thought to have a chance to win the premiership, soundly lose to Netanyahu.According to the report, which cited an agreed document setting out the understandings, Herzog was willing to withdraw to the 1967 lines in full, with the exception of mutual land swaps on four percent of the territory. Land swaps would be negotiated so that Israel could retain control of its largest settlement blocs. The final-status equation for Jerusalem would have seen the east of the city become the capital of a Palestinian state, with a single municipality responsible for the two capitals. The Temple Mount — the site on which the two ancient Jewish temples once stood and where the Islamic holy sites of the al-Aqsa Mosque and Dome of the Rock now stand — was supposed to be under the authority of a multinational force, but with Israeli sovereignty over the Western Wall, the report said. The Palestinian refugee issue was to be settled based on UN Resolution 194 and the Arab Peace Initiative, according to the report, with financial compensation for the majority of refugees and a “symbolic” return for some based on a “joint decision.”UN Resolution 194, somewhat different than what was presented in the report, calls for the allowance of any refugee wishing to return to their homes to be able to do so, and financial compensation for those who do not return. The Arab Peace Initiative, a proposal that would see all Arab and Islamic states establish normal diplomatic relations with Israel after the successful conclusion of the peace process with the Palestinians, calls for a just solution to the problem of Palestinian refugees to be agreed upon in accordance with the UN General Assembly Resolution No. 194.The UN today says there are five million Palestinian refugees. That number has grown more than five-fold since the 1948 Israeli War of Independence because the UN also designates as refugees second, third and subsequent generations of descendants of Palestinians who used to live in what is now Israel and the West Bank.Herzog confirmed the talks with Abbas, although he did not confirm the specifics, and asserted that had they come to fruition they would have forestalled the wave of violence that swept across Israel and the West Bank in late 2015 and early 2016.“During the talks with the Palestinian Authority president in 2014, I made efforts aimed at reaching understandings that would have prevented the wave of terror that I anticipated, just like the efforts I am now making so that the abandonment of the initiative for a regional conference by the extreme right-wing government won’t lead us to another war,” he said. “After rounds of wars and funerals nearly every year and over the past decade, I won’t listen to the mantra that threats can only be subdued through military force.”Herzog added: “Most peace agreements came after a difficult round of bloodshed between peoples fighting each other. The right always offers us war and then runs to sign peace treaties. We are just offering to reverse the order and prevent hundreds of fathers and mothers from visiting military cemeteries. The right should also consider this.”During the Taba Summit, the final chapter of negotiations between Israel and the PLO before the breakout of the Second Intifada in 2001, Israel reportedly offered 97% of the West Bank.In 2008, during negotiations between then-prime minister Ehud Olmert and Abbas, Israel offered to retain 6.3% of the West Bank and offered 5.8% of Israel proper in return.Abbas has said that negotiations with Olmert nearly led to an agreement, but then the former prime minister fell into legal troubles and was out of office.Abbas said he also felt Olmert’s offer to accept a symbolic number of Palestinian refugees into Israel did not resolve the issue .The current Israeli government is calling for direct negotiations with the PA, but the Palestinians are instead pinning their hopes on the French initiative, which calls for a regional and international approach to negotiations.

Herzog blasted by opposition party chief for offer to split Jerusalem-Yair Lapid decries peace negotiations between opposition leader and Mahmoud Abbas as poorly managed, says it ‘weakened’ Israel’s left-By Times of Israel staff and Dov Lieber June 20, 2016, 6:23 pm

Yesh Atid head Yair Lapid bashed opposition leader Isaac Herzog on Sunday for allegedly offering the West Bank and East Jerusalem to the Palestinians in secret talks with PA President Mahmoud Abbas in 2014-2015, calling it “dangerous and wrong.”The criticism marked the opening of a rare rift between the two opposition parties, and came as Herzog has been pilloried by his own party for being an ineffectual leader in challenging the ruling coalition.Lapid’s remarks came after Channel 10 reported Thursday that Herzog and Abbas worked through proxies ahead of Israeli elections last year to reach a framework for a future peace deal under which Palestinian refugees would receive financial compensation and the Western Wall would remain under Israeli control, Channel 10 news reported on Thursday. Those talks fell apart after Herzog lost to Prime Minister Benjamin Netanyahu in the March 2015 election.During a weekly party meeting, Lapid took Herzog to task for the alleged agreement, calling it a “classic mistake of the left.”The Yesh Atid leader took particular issue with Herzog’s plans to divide Jerusalem, giving the eastern parts of the city to the Palestinians and placing the Temple Mount under the control of a multinational force, except for the Western Wall.“This was a dangerous and wrong move. Jerusalem cannot be divided,” Lapid said.“This is a classic mistake of the left, which always runs to announce ahead of time what it’s prepared to give up. That’s not how you negotiate in the Middle East,” he continued.Herzog confirmed the talks with Abbas, although he did not confirm the specifics, and asserted that had they come to fruition they would have forestalled the wave of violence that swept across Israel and the West Bank in late 2015 and early 2016.“During the talks with the Palestinian Authority president in 2014, I made efforts aimed at reaching understandings that would have prevented the wave of terror that I anticipated, just like the efforts I am now making so that the abandonment of the initiative for a regional conference by the extreme right-wing government won’t lead us to another war,” he said. “After rounds of wars and funerals nearly every year and over the past decade, I won’t listen to the mantra that threats can only be subdued through military force.”On Sunday, Lapid also gloated over the recent reports that Netanyahu had plans to meet with US Secretary of State John Kerry to discuss the stalled peace negotiations with the Palestinians and the possibility of going forward with the French peace initiative.“Two years ago, during the past government, I turned to the prime minister — also publicly — and warned of the international break we are seeing today. I propose to [Netanyahu] exactly what he’s doing today,” Lapid said.“I warned him that if we didn’t do it, there would be attempts to force a solution upon us from outside,” added Lapid.During the Taba Summit, the final chapter of negotiations between Israel and the PLO before the breakout of the Second Intifada in 2001, Israel reportedly offered 97% of the West Bank.In 2008, during negotiations between then-prime minister Ehud Olmert and Abbas, Israel offered to retain 6.3% of the West Bank and offered 5.8% of Israel proper in return.Abbas has said that negotiations with Olmert nearly led to an agreement, but then the former prime minister fell into legal troubles and was out of office.Abbas said he also felt Olmert’s offer to accept a symbolic number of Palestinian refugees into Israel did not resolve the issue. The current Israeli government is calling for direct negotiations with the PA, but the Palestinians are instead pinning their hopes on the French initiative, which calls for a regional and international approach to negotiations.

Israel confirms it’ll ratify nuke test ban, ‘at the right time’-Netanyahu tells UN official that commitment to treaty, which Jerusalem has already signed, depends on ‘regional context’-By Stuart Winer and AP June 20, 2016, 3:19 pm-THE TIMES OF ISRAEL

Israel said Monday it would ratify a treaty banning nuclear tests, a move that could be significant for Middle East peace, but only at “the right time.”Prime Minister Benjamin Netanyahu told Lassina Zerbo, the visiting head of the UN organization created to implement the treaty, that Israel supports the terms and therefore signed it, his office said in a statement. But the further matter of ratification depends on “the regional context and the appropriate timing,” Netanyahu said. His comments were backed up by Zerbo, who told The Associated Press after their meeting that the prime minister considered the issue of ratifying the treaty a matter of “when, rather than if.”Israeli ratification would move the treaty closer to taking effect, leaving only seven holdouts among the 44 countries that must ratify it for the pact to go live.Zerbo came to Israel at the invitation of the head of the Israel Atomic Energy Commission, Zeev Senir. It was Zerbo’s third visit to Israel and was made to mark the 20th anniversary of the treaty being opened for signatories. While the prime minister did not commit himself to a specific time frame for ratification, Zerbo said that is “normal in diplomacy.”He said ratification by Israel would help pave the way for a nuclear test-free zone in the Middle East.According to the UN, by signing a treaty a country expresses willingness to accept the terms while allowing a period for domestic approval, and “does not establish the consent to be bound.” Ratification is an indication of “consent to be bound to a treaty.”The Comprehensive Nuclear Test Ban Treaty, known as the CTBT, has 196 member states — 183 that have signed the treaty and 164 that have ratified it. But the treaty has not entered into force because it still needs ratification by eight countries that had nuclear power reactors or research reactors when the UN General Assembly adopted the treaty in 1996: the United States, China, Iran, Israel, Egypt, India, Pakistan and North Korea. The treaty was embraced by the United Nations on September 10, 1996.Israel has never officially admitted to possessing nuclear weapons, with successive governments maintaining ambiguity and indicating that the Jewish state would not be the first to use them in a conflict. However, the country is widely estimated to have some 80-200 nuclear warheads. The early 1968 Nuclear Non-Proliferation Treaty, which aims to prevent the spread of nuclear weapons and related technologies, has not been signed by four countries — India, Israel, Pakistan, and South Sudan.

Arafat’s shadowy money man visits Israel — report-Palestinian media says Muhammad Rashid arrived with Kurdish delegation, met with Israeli officials and Syrian rebels-By Avi Issacharoff June 20, 2016, 1:46 pm-THE TIMES OF ISRAEL

Deceased Palestinian leader Yasser Arafat’s former money man Muhammad Rashid visited Israel on June 12 and held meetings with Israeli officials as well as figures connected to Syrian rebel groups, the official newspaper of the Palestinian Authority, Al-Hayat al-Jadida, reported.According to the report, Rashid traveled on a Canadian passport, arrived with a delegation of senior officials from Iraqi Kurdistan, and stayed at the King David Hotel in Jerusalem. During the visit, Rashid, who is a fugitive from the PA, where he has been convicted of embezzlement, was said to have met with Knesset Speaker Yuli Edelstein and an IDF intelligence officer. From Jerusalem, Rashid reportedly went on to Haifa and met with senior Israeli officials at a restaurant, where the delegation was hosted by Deputy Minister for Regional Cooperation Ayoub Kara, a confidant of Prime Minister Benjamin Netanyahu.Kara told The Times of Israel that “it is no secret that I am connected to the Kurds, the Yazidis, and the Syrian Druze,” but refused to discuss specific details of the Palestinian media report.“There is a war today between terror entities in Iran and the relatively free world, backed by Saudi Arabia,” Kara said. “We are obliged to develop connections with the relatively free world in order to overcome the extremist religious trend. I don’t intend to comment on the visit of one person or another. But almost every day I have meetings with different people with the aim of preventing terrorism. And that includes [putting myself in] personal danger and entering dangerous places. I hope that these activities will bear fruit.”According to Al-Hayat al-Jadida, last Wednesday Rashid, who was accompanied by “a senior intelligence office in the Israeli army,” met with a former senior commander in the al-Qaeda-linked Syrian rebel group Al-Nusra Front, named in the report as “Mustafa Ali Albabadi,” who it said is hospitalized in Israel.Israel routinely takes in and treats Syrians injured in the civil war, and the IDF has set up a field hospital along the border, though it transports more serious cases to hospitals elsewhere in the country. It says it does this without prejudice to which side of the civil war the injured was fighting on.The report framed the meeting as proof that Albabadi had left the ranks of Al-Nusra.After the meeting with Albabadi, Rashid and his entourage were said to continue to the border on the Golan Heights, where they met “in the area of Quneitra” with “a Syrian rebel faction that has an open relationship with the Israel security forces.” The IDF intelligence officer was present at that meeting too, the report claimed. In June 2012 the Palestinian anti-corruption court convicted Rashid of siphoning off millions of dollars in public funds, sentencing him to 15 years in prison. The court, concluding its highest-profile probe, found Rashid guilty of embezzlement and money laundering. In addition to the prison sentence, he was fined $15 million and his properties were ordered confiscated. He and two associates were convicted of taking a total of $33.5 million from the foreign donor-financed Palestinian Investment Fund.Rashid, who in the past has denied wrongdoing, was sentenced in absentia by the court in the West Bank city of Ramallah. He left the Palestinian territories after Arafat’s death in November 2004 and has rarely been seen since. He is said to hold business interests in four Middle Eastern countries and Montenegro.Times of Israel staff and AP contributed to this report.

REVELATION 7:1-17 (144,000 MESSIANIC JEWS PREACH WORLDWIDE) (TRIBULATION CONTINUES)
1 And after these things I saw four angels standing on the four corners of the earth, holding the four winds of the earth, that the wind should not blow on the earth, nor on the sea, nor on any tree.
2 And I saw another angel ascending from the east, having the seal of the living God: and he cried with a loud voice to the four angels, to whom it was given to hurt the earth and the sea,
3 Saying, Hurt not the earth, neither the sea, nor the trees, till we have sealed the servants of our God in their foreheads.
4 And I heard the number of them which were sealed: and there were sealed an hundred and forty and four thousand of all the tribes of the children of Israel.
5 Of the tribe of Juda were sealed twelve thousand. Of the tribe of Reuben were sealed twelve thousand. Of the tribe of Gad were sealed twelve thousand.
6 Of the tribe of Aser were sealed twelve thousand. Of the tribe of Nephthalim were sealed twelve thousand. Of the tribe of Manasses were sealed twelve thousand.
7 Of the tribe of Simeon were sealed twelve thousand. Of the tribe of Levi were sealed twelve thousand. Of the tribe of Issachar were sealed twelve thousand.
8 Of the tribe of Zabulon were sealed twelve thousand. Of the tribe of Joseph were sealed twelve thousand. Of the tribe of Benjamin were sealed twelve thousand.
9 After this (AFTER MOSES,ELIJAH AND THE 144,000 PREACHERS-PREACHING DURING THE TRIBULATION) I beheld, and, lo, a great multitude, which no man could number, of all nations, and kindreds, and people, and tongues, stood before the throne, and before the Lamb, clothed with white robes, and palms in their hands;
10 And cried with a loud voice, saying, Salvation to our God which sitteth upon the throne, and unto the Lamb.
11 And all the angels stood round about the throne, and about the elders and the four beasts, and fell before the throne on their faces, and worshipped God,
12 Saying, Amen: Blessing, and glory, and wisdom, and thanksgiving, and honour, and power, and might, be unto our God for ever and ever. Amen.
13 And one of the elders answered, saying unto me, What are these which are arrayed in white robes? and whence came they?
14 And I said unto him, Sir, thou knowest. And he said to me, These are they which came out of great tribulation, and have washed their robes, and made them white in the blood of the Lamb.
15 Therefore are they before the throne of God, and serve him day and night in his temple: and he that sitteth on the throne shall dwell among them.
16 They shall hunger no more, neither thirst any more; neither shall the sun light on them, nor any heat.
17 For the Lamb which is in the midst of the throne shall feed them, and shall lead them unto living fountains of waters: and God shall wipe away all tears from their eyes.

Long-delayed heritage center for Ethiopian Jewry launches in Jerusalem-Organizers say ‘better late than never,’ though it’ll still be at least 4 years before the facility opens--By Melanie Lidman June 20, 2016, 12:21 pm-THE TIMES OF ISRAEL

Four years after the government passed a law to establish the National Institute for Ethiopian Jewry Heritage Center, the newly formed board of the center on Sunday hosted a celebratory launch at the International Convention Center in Jerusalem. The establishment of the institute marks the first time that the government has taken an active role in preserving Ethiopian Jewish culture and traditions. “This center is being created to share the incredible traditions of Ethiopian Jewry with the people in Israel and across the Jewish world,” said Dr. Simcha Getahune, the chair of the public committee for the center. In a video message broadcast to the 2,000 attendees, Prime Minister Benjamin Netanyahu noted that the center would help preserve “traditions that were passed on orally, from grandfather to father and father to son.“It will be a place to store historical knowledge and for children to learn the tradition and the culture,” he said.Culture and Sport Minister Miri Regev touched on the decades of discrimination that Ethiopian Jews have faced in Israel, after making some awkward comments about the beauty of Ethiopian women.“This center is the government trying to implement a correction,” said Regev. “This community has fought for years for their rights, and for many years there was no way for this community to tell their own story. They were the victims of racism and discrimination, I feel personal responsibility to correct these wrongs.”The event took place the day before the Chief Rabbinate announced it would not renew the contract of Ethiopian Chief Rabbi Yosef Hadane, reportedly due to his public criticism of the rabbinate over its discriminatory policies concerning Ethiopians, including demanding conversion certificates before marriage. At Sunday’s celebration, Regev also applauded MK Avraham Neguise (Likud) for his efforts to bring 9,000 Falashmura to Israel. Falashmura are Ethiopian Jews who converted to Christianity generations ago and desperately want to move to Israel. Their aliyah was supposed to have begun in June but has not progressed.“Equality must also come through cultural channels as well, and this is why government support is imperative,” said Regev. “There needs to be an Ethiopian theater just like there is Sephardi and Yiddish theater.”The Ethiopian Heritage Center receives a yearly allotment from the government of a bit more than NIS three million ($777,000), according to the newly appointed CEO, Danny Adamsu. The HaBima theater, the national theater in Tel Aviv, receives at least NIS 20 million per year.Adamsu said the organization is currently looking for a building in Jerusalem, and expects to open in about four years. The center will be a place for research as well as performance and rehearsal spaces. He said the leadership committee for the center was focused on the future, rather than being frustrated that it took almost 30 years after the first wave of Ethiopian immigration for the government to start recognizing the importance of preserving these cultural traditions. “We need to bless what there is and go forward,” he said. “We all believe that it’s better late than never.”The celebratory kickoff of the event featured Ethiopian singers, dancers, actors, philosophers, politicians, rabbis, and teachers. Sharon Shalom, a professor at Bar-Ilan University and rabbi of a congregation in Kiryat Gat, addressed the tension within the Ethiopian community about honoring their identity, after decades of trying to assimilate into Israeli culture.“After I published one of my books on Ethiopian Jewry, someone called me up and said, ‘You made a big error!’” Shalom recalled. “He said to me, ‘Why did you tell people that we should keep these Ethiopian Jewish traditions? We’ve made so much progress in the past 30 years!’ But in reality, in order to continue going forward, we must also look backwards.”

Spanish village formerly named ‘Kill Jews’ twins with Israeli town-Kfar Vradim in northern Galilee signs agreement with newly monikered ‘Jews’ Hill’ to promote cultural, commercial ties-By Times of Israel staff and AP June 20, 2016, 5:57 am

The ancient Spanish town of Castrillo Matajudios (“Camp Kill Jews”) that changed its name last year to Castrillo Mota de Judios (“Jews’ Hill Camp”) has twinned with the northern Israeli town of Kfar Vradim (Village of the Roses).A delegation from Castrillo Mota de Judios arrived in Israel on Sunday for a ceremony designating the two as twin towns to promote cultural, touristic and commercial ties. The signing was attended by the mayor of the Spanish town, Lorenzo Rodriguez, and the Spanish Ambassador to Israel, Fernando Carderera.“We’re here in the Promised Land to safeguard the roots of the town, established in 1035, “said Rodriguez alongside the head of the Kfar Vradim local council, Sivan Yehieli.Rodriguez said the agreement twinning the towns marks a “new chapter in the history of Castrillo Mota de Judios,” announcing that archaeological digs were recently launched to “rediscover ancient roots” and set up a Jewish culture museum in the town.No Jews live in the village today but many residents have Jewish roots and the town’s official shield includes the Star of David.Yehieli also welcomed the agreement, saying that when he first received the request from the Ministry of Foreign Affairs “and after learning the story of the town, we didn’t decide for a moment.”Last October, the town changed its name, a year after the north-central village of some 50 inhabitants voted to do so after the mayor argued it was offensive and the village should honor its Jewish origins.Documents show the village’s original name was “Jews’ Hill Camp” and that the “Kill Jews” name dates from 1627, after a 1492 Spanish edict ordering Jews to convert to Catholicism or flee the country. Those who remained faced the Spanish Inquisition, with many burned at the stake.Israeli Ambassador Daniel Kutner said the town’s decision to celebrate its Jewish past was to be praised. “It must be remembered that the expulsion from Spain was for Jews a traumatic event of historical dimensions and set out the trajectory for the Jewish people from there on,” he said at the brief ceremony in October before a road sign bearing the new name was placed at the town’s entrance. The change did not go unchallenged and the town has faced some vandalism as a result, according to the mayor-The name change was formally approved by the regional government of Castilla y Leon in June.Researchers believe the village got its previous name from Jewish residents who converted to Catholicism and wanted to reinforce their repudiation of Judaism to convince Spanish authorities of their loyalty. Others suspect the change may have come from a slip of the pen.

Israel seizes wet suits believed to be heading to Hamas-Scuba gear thought planned for sea-borne attack hidden among shipment of sporting goods sent by Palestinian Authority to Gaza Strip-By Judah Ari Gross June 20, 2016, 7:04 pm-THE TIMES OF ISRAEL

Israeli border agents confiscated a shipment of wet suits they suspected of being en route to Hamas in the Gaza Strip to be used for a seaborne attack on Israel, the Defense Ministry said Monday.Bearing uncanny resemblance to an incident last year, the wet suits were hidden in a shipment of sportswear coming in to the coastal enclave from the Palestinian Authority through the Kerem Shalom Crossing, the ministry said.“The shipment was seized and an investigation has been opened to locate those involved,” the Defense Ministry said in a statement.Wet suits require a special permit to be imported into the Gaza Strip, lest they wind up in the hands of Hamas’s naval commando unit.During the 2014 Gaza war, a team of five Hamas frogmen entered Israel from the shore and approached a nearby Jewish community before they were spotted and taken out by an attack helicopter.Last month, Israeli authorities foiled an attempt to smuggle metal pipes and motors into the Gaza Strip, which could have been used for building rockets and tunnels, the Defense Ministry said at the time.In that case as well, the illicit materials were “camouflaged,” stuck in alongside “textiles and jewelry.”This practice of hiding illegal goods among approved products has become the go-to method for smugglers. Earlier this year, electrodes were discovered hidden in butter from a Ramallah factory.

British Jewry faces Brexit vote with fear and trepidation-For Jews there are three big questions regarding a continuing relationship with Europe: its attitudes to Israel, ritual slaughter and circumcision-By Jenni Frazer June 20, 2016, 3:02 pm-THE TIMES OF ISRAEL

LONDON — As Britain heads into the last few days of campaigning before the historic referendum on whether to stay in or leave the European Union, only one thing is clear: This will be a narrow, knife-edge, vote.Just a week ago those pressing for “Brexit” — a British exit from Europe — were ahead in the polls by around five to seven points. But on Sunday the respected polling organization YouGov published two polls showing a swing back to “Remain,” in support of the status quo.The tragic murder of the MP Jo Cox, a leading figure in the Remain camp, may not have had a direct impact on Sunday’s YouGov polls, given that most of the research in one poll took place before her death. But few British citizens can have heard the words of her alleged killer, Thomas Mair, without a shudder, when he was asked to identify himself in court at the weekend. Instead of giving his name, Mair said, “My name is death to traitors, freedom for Britain.”Appalled Jews across the community were united in their response — not just grief for the death of a young woman, but horror at what her murder meant in terms of the European debate. In the last weeks before the referendum on June 23, the campaign has divided clearly into an at times ill-tempered debate about immigration and its effect on Britain. On the day of Jo Cox’s murder, the right-wing UKIP leader Nigel Farage unveiled a controversial poster denounced as racist across the political spectrum. A picture of Syrian refugees walking into Europe through Slovenia — though not identified as such by UKIP — the clear intention was to fuel a fear of immigrants if Britain stays in Europe.A Jewish Chronicle poll conducted in May showed that 49 percent of British Jews wanted to remain in Europe. Just over a third of those balloted (34%) backed Brexit, but 17% said at the time that they had not yet made up their minds. Age made a great difference to responses, as younger voters — who have, of course, never known a Britain not in the EU — were keener to remain, while older people, many of whom may have taken part in the 1975 decision to join the European Union, were more supportive of leaving.West Germany, France and four other nations formed the European Economic Community in 1957, determined to banish forever the bloodshed of two world wars. The grouping became the EU in 1993 and has grown into a 28-nation bloc of more than 500 million people stretching from Ireland to the Aegean Sea, with substantial powers over member states’ laws, economies and social policies. It has its own parliament, central bank and 19 EU members use a common currency, the euro. Many Britons feel their island nation — a former imperial power with strong ties to the United States — is fundamentally different to its European neighbors. Anti-EU Britons resent everything from fishing quotas to fruit sizes being decided in Brussels. The anti-EU view is especially strong in the Conservative Party of Prime Minister David Cameron. It was partly to appease his party that Cameron promised to hold a referendum on EU membership by the end of 2017.Supporters say Britain’s economy and security are enhanced by EU membership. They argue that membership makes it much easier for British companies both large and small to import and export goods to other member countries with minimum hassle. Supporters say being part of the 28-nation bloc gives them many more options and makes it easy for them to live and work in other countries.-Jews in Britain have traditionally been nervous of appearing to speak with one voice on UK politics-Labour Party leaders also argue that European rules and regulations and European courts have improved the way British workers are treated. They say removing these protections could lower living standards.Jews in Britain have traditionally been nervous of appearing to speak with one voice on UK politics. But when the campaign really got underway in February this year, many Jews were horrified to see their nemesis, the vituperatively anti-Israel politician George Galloway, join UKIP’s Nigel Farage on stage to back the Brexit argument.Privately, many Jews felt that a campaign backed by both men was something from which they wanted to distance themselves as far as possible. This has continued to be the case despite the involvement of some “Jew-friendly” politicians in the Leave camp such as the outgoing mayor of London, Boris Johnson, and the Justice Secretary, Michael Gove.-European Jews would feel a cold wind on many fronts without the support of their British cousins-For Jews there are three big questions regarding Europe: the attitude to Israel, and the future of shechita (ritual slaughter) and circumcision. Britain’s membership of the EU has allowed this country’s Jewish community to take a leading role in defending all three positions. Though there are 27 member states of the EU, only Britain, France and Germany have significant Jewish populations and the expertise to deal with these challenges. European Jews would feel a cold wind on many fronts without the support of their British cousins. And British Jews, in the last several months, have had even more reason to wonder about the impact of Brexit, as thousands of French Jews, fleeing anti-Semitism, have made their homes in London. The French Jews are boosting once moribund UK synagogues and giving a new tone to Jewish education — some Jewish primary schools now have near 60% French Jewish children. And what would happen to French Jews in the UK if Britain votes to leave? Last Tuesday London Jews had the opportunity to hear both sides of the debate as Education Secretary Nicky Morgan went head-to-head with the former Conservative MP Douglas Carswell, who is now UKIP’s only representative in Westminster.Nicky Morgan is one of Cameron’s closest allies in the Remain campaign but the audience, according to reports, was keener on arguments made by Carswell, who warned of the future of shechita resting in the hands of “faceless bureaucrats” in Brussels and the potential damage done to Israel by EU insistence on specific food labelling.Morgan attacked Carswell for promoting what she described as a “nasty” and “mean spirited view” on refugees — an argument which has also struck a chord with a community who are overwhelmingly the children and grandchildren of Jewish refugees and immigrants. The June debate followed one hosted by the Board of Deputies last month, with Daniel Hannan, Conservative member of the European Parliament for South East England, making the case for Brexit, and upcoming Labour MP Wes Streeting (himself a close friend of Jo Cox) speaking on behalf of the Remain campaign. The European project has brought post-war peace to the continent and relative peace of mind to its Jews. British Jews, buffeted by depression at the anti-Semitic convulsions in the opposition Labour Party, and with a naturally “conservative” with a small “c” bent, are perhaps more likely to stick with what they know and vote to stay in.However, in Israel, an advocacy group that is allied with the West Bank settler movement is urging British-Israelis to vote in favor of leaving the European Union in Britain’s referendum this week.Regavim says the European Union is biased against Israel and says voters should oppose the 28-nation bloc and try to weaken it by encouraging Britain to leave. (The EU considers settlements to be illegal.)Regavim claims that European aid money to the Palestinians has reached terrorists, and that the EU is funding illegal Palestinian construction in the West Bank. It also alleges an EU rule labeling settlement exports to Europe is anti-Semitic, and that the EU funds hostile anti-Israel groups. There is no denying people’s nervousness and fear of the unknown. A friend applied last month to cash in pension savings and contacted the pensions company when there was no response after six weeks.“Well,” said a slightly embarrassed official, “it’s the Brexit polls. People don’t know what’s going to happen if we leave Europe so they are trying to get their hands on their money. We can barely cope — we’ve had to take on more staff.”The first results of the EU referendum will be known when voting closes at 10 pm on Thursday June 23.

Trial Concludes for Van Driver Charged in the Death of Freddie Gray-[ABC News]-SERENA MARSHALL-June 20, 2016-yahoonews

The trial of Officer Caesar Goodson, the van driver charged with second-degree depraved-heart murder in the death of 25-year-old Freddie Gray, came to a close today.Judge Barry Williams will render his verdict on Thursday morning. He will have to decide when, over the course of the ride, Gray sustained the fatal injury that led to his death, as well as whether that injury was a result of actions taken, or not taken, by Goodson.Goodson, the third of six Baltimore City police officers to stand trial for their alleged role in the arrest and death of Gray, also faces three charges of manslaughter, one charge of second-degree assault, reckless endangerment and misconduct in office. He has pleaded not guilty.Gray was alive when he was loaded into the back of a police van in handcuffs and leg shackles in April 2015. He was not wearing a seat belt. Roughly one hour later, Gray was found unresponsive and suffering from a severe spinal injury. The medical examiner ruled that he received the injury while being transported. Goodson was at the wheel.Gray died several days later, his death sparking days of violent protests, riots, and looting.Prosecutors had to prove that Goodson acted with such wanton and reckless disregard for human life that it amounted to malice. Following seven days of testimony and nearly 30 witnesses, the prosecution laid out a scenario in which Gray received a neck injury following a wide right turn. Prosecutors argued the neck injury then progressively worsened throughout the remaining four stops during the ride, resulting in the spinal cord injury that ultimately led to Gray's death days later.During closing remarks, the defense countered that Gray’s injury was “catastrophic” and “immediate,” and did not occur until right before the last stop at the police station.Judge Williams, the same judge who presided in the previous cases of Officers William Porter and Edward Nero, will be the sole decider in the case. During closing remarks, he seemed confused by the state’s argument that the wide right turn was a "rough ride," asking, “Can we not agree that taking a turn wide is less dangerous?”He also asked prosecutors why Goodson stopped to check on Gray if it was his intent to give him a "rough ride." Surveillance footage during the ride shows Goodson stopping the van, walking to the back, looking in, returning to the front, and getting back behind the wheel.Porter’s trial ended with a hung jury in December and he will be retried in September. Nero, who opted for a bench trial, was acquitted last month.Goodson faces up to 30 years in prison if convicted of the second-degree depraved-heart murder charge.

Jane Goodall Says Zoo Had No Choice But to Kill Harambe the Gorilla-Time]-Melissa Chan-June 20, 2016-yahoonews

Jane Goodall on Sunday publicly shared her first extensive thoughts on the shooting death of Harambe the gorilla, saying the Cincinnati Zoo had no choice but to kill the massive animal to save a child’s life.Goodall, one of the world’s foremost experts on primates, issued a lengthy explanation through the Jane Goodall Institute, finally addressing several “complex questions” she received after last month’s tragedy sparked national outrage. Harambe, a 17-year-old western lowland gorilla, was shot dead after officials said he dragged around a 3-year-old boy who fell into its enclosure.“It was awful for the child, the parents, Harambe, the zoo, the keepers and the public. But when people come into contact with wild animals, life and death decisions sometimes have to be made,” Goodall said, adding that a tranquilizer dart would take too long to take effect. The scientist and animal rights activist had earlier written an email to the zoo’s director, Thane Maynard, saying she thought Harambe may have been protecting the boy and “putting an arm” around him. Goodall, in the correspondence the Institute published on its website, also extended her sympathies to Maynard at the time.Goodall on Sunday released a joint question-and-answer formatted response with Azzedine Downes, president and CEO of the International Fund for Animal Welfare. It was delayed because “Harambe himself deserved time for grieving, reflection and careful reasoning,” they said.

Investigators begin examining EgyptAir black boxes-[AFP]-June 19, 2016-yahoonews

Cairo (AFP) - Investigators have begun examining the black box flight recorders of an EgyptAir plane that crashed into the Mediterranean last month, hoping to establish the cause of the disaster, authorities said Sunday. The Airbus A320 operating Flight MS804 from Paris to Cairo disappeared from radar screens between the Greek island of Crete and the north coast of Egypt on May 19. Sixty-six people were on board.A vast search operation was launched, finding debris and pieces of the plane's fuselage at the bottom of the Mediterranean, before the flight data recorder and cockpit voice recorder were recovered last week. The Egypt-led investigative committee began examining the so-called black boxes on Saturday in the presence of representatives from France and the United States, where the engine was made, said Egypt's civil aviation authority. Both of the devices were damaged and had to be raised from the seabed in several stages, said the authority.Their memory units were removed at the civil aviation ministry's labs in Cairo and were undergoing testing, it said. The data on them is to be unloaded, before it is analysed in a procedure that is expected to last several weeks. If badly damaged, the black boxes would be sent abroad for repairs, otherwise the work could be done in Egypt, the authority has said.Investigators have said it is too early to determine what caused the plane to crash, although a terror attack has not been ruled out.France's aviation safety agency has said the aircraft transmitted automated messages indicating smoke in the cabin and a fault in the flight control unit minutes before it disappeared. On Monday, Egyptian investigators confirmed the aircraft had made a 90-degree left turn followed by a 360-degree turn to the right before hitting the sea.The passengers on the plane were 30 Egyptians, 15 French citizens, two Iraqis, two Canadians, and citizens from Algeria, Belgium, Britain, Chad, Portugal, Saudi Arabia and Sudan. They included a boy and two babies.Seven crew and three security personnel were also on board. The crash came after the bombing of a Russian airliner over Egypt's restive Sinai Peninsula last October that killed all 224 people on board.

EU to draft Middle East 'incentives'-By EUOBSERVER-june 20,16

Today, 19:40-EU foreign ministers Monday "welcomed" France's initiative to try to resume Arab-Israeli talks by holding a high-level conference earlier this month. They tasked EU institutions with drawing up a list of diplomatic and economic "incentives" for Israel and Palestine if they strike a deal. Israel has so far boycotted the project. French minister Jean-Marc Ayrault said "it's in Israel's interest to move" or risk increased Arab "despair [and] violence."

Populist mayor takes Rome in setback for Renzi By Aleksandra Eriksson-june 20,16-euobserver

BRUSSELS, Today, 09:29-Italy’s prime minister Matteo Renzi suffered a setback on Sunday (19 June) as his centre-left Democratic Party (PD) lost control of Rome and Turin to populist mayoral candidates.Virginia Raggi, from the Five Star Movement (M5S), won two out of every three votes in the run-off against PD candidate Roberto Giachetti. The 37-year old lawyer and local councillor is the first woman and the youngest in 100 years to claim the keys to Rome’s city hall.Raggi won over voters disgruntled by the dire state of the capital city, which is struggling to provide basic services such as trash collection and public transport after years of maladministration. The previous mayor, PD's Ignazio Marino, was forced to step down in October over an expenses issue and broader concerns that he failed to handle a criminal network suspected of defrauding the city of millions of euros. The crime syndicate, known as Mafia Capitale, embezzled money destined for city services, notably the reception of refugees and help to Roma people. One of the defendants was caught on tape saying that it was much more profitable to siphon refugee funds than to sell drugs.”With us a new era is opening,” Raggi vowed on election night. "I will be a mayor for all Romans. I will restore legality and transparency to the city's institutions after 20 years of poor governance", she said.PD also lost the northern city of Turin to M5S, where another woman, Chiara Appendino, 31, ousted the incumbent mayor with the backing of the far-right Northern League party. The centre-left managed to keep hold of Milan, Bologna and Naples. The victory in Rome could give M5S a platform for the national elections in 2018.It is already a splinter in the eye of Renzi, who vowed to resign as prime minister if the Italians do not back a referendum on far-reaching constitutional reforms due in October. Both M5S and the far-right see the vote as an opportunity to undermine the prime minister.Renzi rose to power in 2014 amid promises of one reform a month. But Italy is still struggling to get back to growth after years of stagnation. The constitutional reform would strengthen the power of the executive over Italy’s upper house, the Senate. The local elections showed faltering faith in Renzi’s promises to change the country, but also in politicians in general. Only half of those entitled to vote turned up to the polls.

Brexit: EU prepares for the morning after By Eric Maurice-june 20,16-euobserver

BRUSSELS, Today, 09:21-EU leaders have been saying for weeks that there is no plan B if British voters chose to leave the EU in Thursday's (23 June) referendum. But if they wake up Friday morning with the unprecedented reality of a member state quitting the club, they will have to react quickly to contain markets instability and political uncertainty, as well as to prepare the first steps of the divorce process."There are two ways to divorce: an orderly one and a messy one," an EU official said. Although no one in EU circles wants to speak of a divorce, the main institutions believe that the initial reaction could be crucial to avoid the messy type. The clock will start ticking between 5AM and 7AM British time, when the final results come out. The political decisions at the EU level will then be taken at an EU summit on 28 and 29 June. But one can expect the following from the European Commission, Council, Parliament and European Central Bank in the next few days.-Central Bank-In case of Brexit, the first institution to be tested would be the European Central Bank (ECB).Global markets will follow the counting all night and the risk is that European banks could face a shortage of liquidity. Plans on how to cope have been laid down in recent months between the ECB, the Bank of England, eurozone national banks and all concerned banking establishments.“For each bank that is likely to be impacted, we have a plan,” the head of the ECB's supervisory body, Daniele Nouy, told MEPs at a hearing last week.“We challenge these plans. We make sure that they are adequate to the headwinds that might be coming from the market,” she said.A source with knowledge of the plans told EUobserver that banking authorities think "there is enough liquidity" available. But in case of a problem, central banks would open so-called swap lines: the Bank of England would provide British banks with euros while the ECB would provide eurozone banks with sterling.Several other central bank governors also pledged to provide additional liquidity if needed, the source said."It's difficult to know how all players [markets and political leaders] will act," the source added. "We will need to pass on reassuring messages and to coordinate all efforts".ECB president Mario Draghi will speak in Sintra, Portugal, at an ECB forum which takes place on 27-29 June. But if the post-Brexit vote market reaction requires it, he could take to the podium earlier and say he would be ready to "do whatever it takes" - the expression he used at the height of the eurozone debt crisis in 2012.-Commission-On Friday morning, European Commission president Jean-Claude Juncker will host a meeting with Donald Tusk and Martin Schulz, his counterparts from the European Council and Parliament, as well as with Dutch prime minister Mark Rutte, whose country chairs the Council of the EU until 30 June. The meeting will be the first coordinated effort by institution leaders in Brussels to prepare the next steps - implementation of the agreement on EU reform reached in February between the EU and the UK, or the Brexit process.Their decisions and comments will set the tone of the following days and weeks. In the Berlaymont building, the European Commission HQ, seven people will be ready to act whatever the result of the referendum is.The Task Force for Strategic Issues related to the UK Referendum, which was put in place last year, helped to draw up the agreement on EU reform reached in February between the EU and the UK. It would be in charge of implementing it if the UK remains in the EU.The commission will not say what Juncker would propose in case of Brexit, nor whether the task force is also preparing to participate in an eventual Brexit process. But an official who was in close contact with the commission during the EU-UK agreement process told this website he would "be surprised" if the commission really had no plan B.-Parliament-In the highest floors of the EU parliament, Friday will kick off at 8.00AM with an extraordinary conference of political group leaders and Schulz.A parliament official said the meeting would be to determinate the EP's position on the referendum result before Schulz goes to the meeting with Juncker, Tusk and Rutte.Another source told EUobserver that in case of Brexit, the parliament could propose a resolution saying that article 50 of the Lisbon treaty should be seen as having been triggered as soon as British prime minister David Cameron informs other EU leaders about the result of the vote.Article 50 is the article that organises a country's exit from the EU. It is applied when the member state which decides to withdraw notifies the European Council of its intention. With the resolution, the parliament would ask EU leaders not to wait for a formal notification but instead to use the mere notification of the vote's result to start the process. This is to avoid letting Cameron - or his successor if he resigns - delay the notification and to try to use the delay to obtain more favourable term in the UK’s future relationship with the EU.The resolution would be put to the vote in an extraordinary plenary session, probably on 28 June just before the start of the EU summit.-Council-All meetings and declarations from Friday will be part of preparations for the summit, where EU leaders will set the direction for what has to be done.At their last meeting on Wednesday (15 June), EU states’ ambassadors worked on the other issues on the summit agenda but did not mention Brexit."The idea is to have all other issues agreed so leaders can focus on the UK" when they meet, an EU source told EUobserver, referring to migration, economy and external affairs. The first discussion at a political level between the 28 countries will be on Friday morning in Luxembourg at a Europe ministers’ meeting, known as the general affairs council. The EU ambassadors will then meet once or more to include the UK in the draft summit conclusions. But the most important discussions ahead of the summit will be between EU capitals and the leaders' sherpas or aides. In case of Brexit, "the main goal will be to avoid cacophony" between the remaining 27 member states, a diplomat told EUobserver, adding that it would be almost impossible to reach an agreement by the summit on how to proceed. He said that France and Germany had taken the lead in discussions between the six EU founding countries - together with Italy, Belgium, Netherlands and Luxembourg - to present a proposal that other countries could rally round.Last week, after a meeting with his French counterpart Jean-Marc Ayrault, German foreign minister Frank-Walter Steinmeier said that "whatever the UK decides," the two countries "will jointly take on the responsibility of ensuring that the European Union continues and can function”.Sources from other countries and in Brussels said the June summit would not be ripe for a Franco-German initiative.-Real discussion-When leaders meet on Tuesday (28 June), they could have a quick first discussion on the outcome of the referendum, before moving to other issues on the agenda and spending the dinner talking more extensively about the UK, a source said.If Brexit happens and article 50 is triggered, they could spend the second day of the summit in a group of 27 only, without Cameron."The real discussion would be at 27," the source said. "The question will be: what do we want with the Union now?”.But there would be no deal on the table to agree on, just a political direction to lay out. That means that a second summit in July, after more discussion and preparatory work on how to proceed with the Brexit process, would be possible, the source said."But it’s pure speculation," he said, using a word journalists have heard from all institutions recently."Don't forget that the UK staying in is still a possibillity," another EU official said.

A huge crack of lightning was followed by multiple "thumps" on a Regina roof Saturday night — and when the sun came up, there were dead ducks all around. It happened around 9:30 p.m. CST on the 3400 block of Portnall Ave. in the south end of the city.A storm was underway and for several minutes there was intense thunder and lightning. After one particularly brilliant flash of lightning, the ducks dropped from the sky, neighbours said.Three landed on a roof and three more ended up in yards in the area.Neighbours said there was no obvious sign of injury to the mallards, so it's still not clear what killed them.'Microburst' may have been cause: professor-A University of Regina biology professor says there are two likely possibilities: electrocution or a sudden downdraft caused by a "microburst" that slammed the birds to the ground."There's an awful lot of ducks around the neighbourhood and they're flying together," Daniel Gagnon said. "Whatever happened hit them all together, whether it's electricity from the lightning bolt or just a microburst that changed the air pressure."The downdraft is a more plausible explanation, but short of dissecting the mallards and examining the organs, it's impossible to know for sure, he added."It's probably going to remain a mystery," he said.

Tropical Storm Danielle forms off Mexico's eastern coast-[The Canadian Press]-The Associated Press-June 20, 2016-yahoonews

MEXICO CITY - Tropical Storm Danielle formed off eastern Mexico on Monday and began drenching the country's Gulf coast region with heavy rains. The U.S. National Hurricane Center in Miami said Danielle's maximum sustained winds increased to near 45 mph (72 kph), with some slight strengthening expected before the storm was forecast to make landfall later in the day.A tropical storm warning was in effect for a stretch of the Gulf coast state of Veracruz, from Laguna Verde to Rio Panuco. The storm was centred about 30 miles (45 kilometres) northeast of the port of Tuxpan and was moving west at 7 mph (11 kph).Danielle was expected to produce 6 to 10 inches of rainfall over several Mexican states, with isolated amounts up to 15 inches in higher terrain. The Veracruz government cancelled classes in most of the state as a precautionary measure. Schools are sometimes used to shelter storm victims in Mexico. There were no immediate reports of any damage or significant flooding, but the Hurricane Center warned that flash floods and landslides were possible.Danielle was expected to make landfall along a sparsely populated stretch of coast north of Tuxpan.

Firefighters hold 'sleeping giant' wildfire in check in California-[By Alex Dobuzinskis]-June 20, 2016-yahoonews

LOS ANGELES (Reuters) - A stubborn wildfire stoked by triple-digit temperatures blazed for a sixth day outside Santa Barbara in coastal Southern California on Monday as crews worked to keep the blaze some have called a "sleeping giant" in check, officials said.So far, the so-called Sherpa Fire burning in chaparral and tall grass about 20 miles (32 km) northwest of Santa Barbara has led to the evacuation of hundreds of residents from ranches and campgrounds in the hilly area.Authorities have considered allowing at least some of those people to return to their homes as they assess a blaze that overnight held at less than 8,000 acres (3,237 hectares), said Jim Schwarber, a spokesman for the multi-agency team combating the blaze. The fire, which broke out last Wednesday in the Los Padres National Forest and is 54 percent contained, has been called a "sleeping giant" due to the triple-digit temperatures and bone-dry brush in the area, which has not burned in decades, he said."We're working hard to keep that giant contained so it doesn't wake up," Schwarber said.So far, the blaze has destroyed only one building - a water-treatment center at a campground, he said. But it has threatened more than 200 structures and forced officials to close the 101 Freeway near the coast of the Pacific Ocean periodically as it has advanced to within less than a mile of the shore. The more than 1,900 firefighters battling the Sherpa Fire were laboring under scorching heat that has led the National Weather Service to issue an excessive heat warning for California, Nevada and Arizona."Red flag warnings" for extreme fire conditions were in effect for mountains around Los Angeles on Monday, said National Weather Service meteorologist Matt Solum.About 200 miles (321 km) to the south of the Sherpa Fire, firefighters were battling a smaller blaze that started on Sunday in San Diego County near the border with Mexico. The wildfire just north of Tecate, Mexico, had charred more than 1,900 acres (769 hectares) and was only 5 percent contained on Monday, according to the website of the California Department of Forestry and Fire Protection. Two states away, the so-called Dog Head Fire in a largely unpopulated area of central New Mexico was at more than 17,000 acres (6,880 hectares) with 9 percent containment on Monday, after the blaze destroyed 24 homes soon after breaking out last week, according to the tracking website InciWeb.gov.(Reporting by Alex Dobuzinskis; Editing by Dan Grebler)

OZONE DEPLETION JUDGEMENT ON THE EARTH DUE TO SIN

ISAIAH 30:26-27
26 Moreover the light of the moon shall be as the light of the sun, and the light of the sun shall be sevenfold,(7X OR 7-DEGREES HOTTER) as the light of seven days, in the day that the LORD bindeth up the breach of his people,(ISRAEL) and healeth the stroke of their wound.
27 Behold, the name of the LORD cometh from far, burning with his anger, and the burden thereof is heavy: his lips are full of indignation, and his tongue as a devouring fire:

MATTHEW 24:21-22,29
21 For then shall be great tribulation, such as was not since the beginning of the world to this time, no, nor ever shall be.
22 And except those days should be shortened,(DAY LIGHT HOURS SHORTENED) there should no flesh be saved: but for the elect’s sake (ISRAELS SAKE) those days shall be shortened (Daylight hours shortened)(THE ASTEROID HITS EARTH HERE)
29 Immediately after the tribulation of those days shall the sun be darkened, and the moon shall not give her light, and the stars shall fall from heaven, and the powers of the heavens shall be shaken:

REVELATION 16:7-9
7 And I heard another out of the altar say, Even so, Lord God Almighty, true and righteous are thy judgments.
8 And the fourth angel poured out his vial upon the sun; and power was given unto him to scorch men with fire.
9 And men were scorched with great heat, and blasphemed the name of God, which hath power over these plagues: and they repented not to give him glory.

California power grid braces for heat wave, blackout potential-[Reuters]-By Steve Gorman-June 20, 2016-yahoonews

LOS ANGELES (Reuters) - California's power grid operators warned homes and business on Monday to conserve electricity as rising demand for air conditioning stoked by a record-setting heat wave across the U.S. Southwest tested the region's generating capacity. The so-called Flex Alert was posted until 9 p.m. Pacific time during a second day of triple-digit temperatures expected to strain Southern California's energy production, creating the potential for rolling blackouts on the first official day of summer. The alert marked the first big test of power generators' ability to meet heightened energy demands in the greater Los Angeles area without natural gas supplies normally furnished by the now-crippled Aliso Canyon gas storage field, effectively idled since a major well rupture there last fall.Southern California Gas Co, the division of San Diego-based utility giant Sempra Energy that owns Aliso Canyon, remains barred from refilling the underground storage reserve until the facility is deemed safe to operate again. The gas leak at the site, the worst-ever accidental methane release in the United States, forced thousands of nearby Los Angeles residents from their homes for several months. The leak was finally plugged in February. But with Aliso Canyon effectively shut down indefinitely, state energy regulators have warned that the region faces up to 14 days of gas shortages severe enough to trigger blackouts this summer. The California Independent System Operator (ISO), which runs the state's power grid, urged consumers on Monday to cut back on electricity usage, especially during late-afternoon hours.Utility customers were advised to turn off unnecessary lights, to set air conditioners to 78 degrees Fahrenheit or higher, and to wait until after 9 p.m. to run major appliances, such as clothes washers and dryers.Much of the Desert Southwest simmered in a second straight day of record, triple-digit temperatures, as the National Weather Service extended excessive-heat warnings through Wednesday for southern portions of California, Arizona and Nevada.Electricity demand on Monday and Tuesday was expected to top 45,000 megawatts, compared with last year's peak demand 47,358 megawatts last year and the all-time high of 50,270 megawatts in July 2006, according to the ISO.All customers, including homes, hospitals, oil refineries and airports, are at risk of losing power at some point this summer because a majority of electric-generating stations in California use gas as their primary fuel.Since the energy crisis of 2000-2001, the ISO has imposed brief rotating outages in 2004, 2005, 2010 and 2015, mostly related to unexpected transmission line or power plant failures during periods of unusually high demand.Aliso Canyon is the biggest of four SoCal Gas storage fields and the largest such facility in the western United States. It provides service to the region's 17 gas-fired power plants, hospitals, refineries, and other key parts of California's economy, including 21 million residents.SoCal Gas strives during summer to completely fill the 86.2-billion cubic feet (bcf) of storage capacity at Aliso Canyon to prepare for the upcoming winter-heating season, when gas demand peaks.State regulators, however, ordered the company in January to reduce the amount of working gas in Aliso Canyon to just 15 bcf and use that fuel to ease the risk of gas curtailments and power interruptions this summer. The utility is prohibited from injecting more fuel into Aliso Canyon until the company inspects all of its 114 wells.(Reporting by Scott DiSavino in New York; Writing and additional reporting by Steve Gorman in Los Angeles; Editing by Joseph Radford)

RCMP warns Calgary family their home is on ISIS hit list-[CBC]-June 20, 2016-yahoonews

A Calgary man is worried about the safety of his family after police notified him his house is on an ISIS hit list. There are 151 Canadians on the ISIS list, which contains the names, email and physical addresses of some 8,300 people around the globe. Although there is no indication anyone has been harmed, police are contacting the people named out of a "duty to inform."The 32-year-old Calgary man bought the house eight months ago and believes the address was attached to a previous resident's web account that was hacked."If there's a kill list, and our house is on it, what do I do?" said the father of a two-year-old girl. He asked not to be named at the advice of the RCMP.His wife had called him in tears with the news. She had returned from work and found a card from an RCMP officer on the door. When she called, the female officer told her their address was on a target list."My wife's like, 'What target list?' She says it's an ISIS target list."'I got my rifles out'-The officer went on to explain that the name attached to the address was from a previous resident whose LinkedIn or Facebook account had been hacked."They basically said, 'Just keep your eyes open, anything suspicious, any unknown packages on your deck, call her as soon as possible.'"The uncertainty has been trying, but the man, a Calgary native who works as a landscaper, is trying to remain calm."I don't believe they're going to go and attack a residential house, but who knows? Whoever was living here might have stirred some crap up with them."But just in case, he's installing a security system and not taking any chances."My reaction is — I went downstairs, I got my rifles out, I got it ready. I'm here, I'm ready to protect my family, my daughter, my wife and my neighbours."-'Little bit of terror'-The man has also warned his neighbours to keep an eye out for anything suspicious and to let him know so he can contact police. One of his neighbours — whom CBC is also not naming for security reasons — echoes his concern."It's frightening to say the least, I don't know what to make of it," said the neighbour, who has a girlfriend and small children."I would like to say I don't want to worry about it, but I'd be lying to you."Both men said they never thought this would happen in Canada."It's a little disheartening for him and his family and puts a little bit of terror into the general scope of your everyday living when you've got to worry that something may progress and possibly happen on Canadian soil."-ISIS list-The Canadian names on the ISIS hit list are mostly of women from small cities in Canada, although there are some from large cities too, according to the CBC's Adrienne Arsenault, who has obtained a copy of the list.In analyzing the Canadian data, CBC has learned that most email addresses (71 per cent) appear to have been hacked at some point, either in an old LinkedIn hack or one from Myspace or Adobe. The Middle East Media Research Institute first uncovered the list on pro-ISIS accounts from social media platforms like Telegram. The entity behind the list is called the United Cyber Caliphate, an umbrella group for pro-ISIS hackers. Most of their hit lists target U.S. drone operators, transit police or government employees. But the latest list appears to contain a more random listing of civilians. An RCMP spokesman told CBC News the force is aware of the list and is working with domestic and international law enforcement partners to assess the information and notify Canadians on the list. "Because of the sensitive nature of this matter, we will not be providing further comment," Harold Pfleiderer said. The CBC respects the privacy and safety of those named on the list, and will not publish their names.

Trudeau condemns killing of 14 Canadian Embassy security guards in Kabul-[The Canadian Press]-June 20, 2016-yahoonews

OTTAWA - Prime Minister Justin Trudeau has called the bombing that killed 14 Nepalese security guards en route to the Canadian Embassy in Afghanistan "appalling and cowardly."The Canadian Embassy in Kabul confirmed Monday that the guards were on their way there when the bombing happened, but said there had been no attack on its embassy premises."Today's attack on security workers in Kabul is appalling and cowardly," Trudeau tweeted. "Our thoughts are with the victims as we stand with the Afghan people."The Afghan Interior Ministry confirmed that all 14 killed were Nepalese citizens, describing Monday's attack as the work of a "terrorist suicide bomber." It said the explosion also wounded nine people, five Nepalese employees and four Afghan civilians.Foreign Affairs Minister Stephane Dion also came forward Monday to condemn the attack."Many of the victims have been part of our embassy family for years, and they will be remembered for their service in the protection of the men and women at the Embassy of Canada to Afghanistan," Dion said in a statement. "Canada stands with the people of Afghanistan in their struggle against terrorism in all its forms."The Associated Press reported from Afghanistan that there were conflicting claims of responsibility for the attack, and that they could not immediately be reconciled. It said Taliban spokesman Zabihullah Mujahid claimed responsibility for the attack in a statement and that an Islamic State affiliate also claimed responsibility for the Kabul attack, identifying the suicide bomber as Erfanullah Ahmed. In Nepal, foreign affairs spokesman Bharat Raj Paudyal, said the Nepalese government is aware of the incident and is trying to verify the names of the victims. Nepal doesn't have an embassy in Afghanistan, but the embassy in Islamabad, Pakistan, is working to get the details, he said. The attack was the latest to hit Kabul as the Taliban have stepped up their assaults as part of their summer offensive.Afghanistan's chief executive officer, Abdullah Abdullah, condemned the attack on Twitter, saying: "This attack is an act of terror and intimidation."Elsewhere in Afghanistan, a bomb rigged to a motorbike killed 10 civilians and wounded 40 others during morning rush hour in a busy market in a province in the northeast. And later Monday in Kabul, a second Taliban bombing killed a civilian and wounded five people, including a provincial council member who was the intended target of that attack, authorities said.In a statement from the presidential palace in Afghan President Asharf Ghani condemned all three attacks. It quoted Ghani as saying that "terrorists do not hesitate to kill people even during the holy month of Ramadan" and that they are seeking to "create fear among the people."--With files from The Associated Press

Global migrant tide swells to record 65 million-[AFP]-Ben Simon-June 20, 2016-yahoonews

Geneva (AFP) - The number of refugees and others fleeing their homes worldwide has hit a new record, spiking to 65.3 million people by the end of 2015, the United Nations said Monday.Europe's high-profile migrant crisis, its worst since World War II, is just one part of a growing tide of human misery led by Palestinians, Syrians and Afghans.Globally, close to one percent of humanity has been forced to flee."This is the first time that the threshold of 60 million has been crossed," the UN refugee agency said. The figures, released on World Refugee Day, underscore twin pressures fuelling an unprecedented global displacement crisis. As conflict and persecution force growing numbers of people to flee, anti-migrant political sentiment has strained the willingness to resettle refugees, said UNHCR chief Filippo Grandi."Instead of burden-sharing, we see borders closing. Instead of political will, there is political paralysis and humanitarian organisations like mine are left to deal with the consequences and struggling to save lives on limited budgets," Grandi told reporters in Afghanistan's capital Kabul.- Unprecedented risk -The number of people displaced globally rose by 5.8 million through 2015, according to the UN figures.Counting Earth's population at 7.349 billion, the UN said that one out of every 113 people on the planet was now either internally displaced or a refugee. They now number more than the populations of Britain or France, the agency said, adding that it is "a level of risk for which UNHCR knows no precedent.""Every 24 minutes a person is forced to choose exile from his home," Grandi said in Kabul.Displacement figures have been rising since the mid-1990s, but the rate of increase has jumped since the outbreak of Syria's civil war in 2011.Of the planet's 65.3 million displaced, 40.8 million remain within their own country, 21.3 million have fled across borders and are now refugees, while the remainder are asylum seekers.Palestinians are the largest group of refugees at more than five million, including those who fled at the creation of Israel in 1948 and their descendants.Syria is next on the list, with 4.9 million refugees, followed by Afghanistan (2.7 million) and Somalia (1.1 million).- Rising conflict, shrinking solutions -A mixture of worrying factors has led to rising displacement and narrowing space for refugee resettlement."Situations that cause large refugee outflows are lasting longer," the agency said, including more than 30 years of unrest in both Somalia and Afghanistan.New and intense conflicts as well as dormant crises that have been "reignited" are further fuelling displacement, UNHCR said, pointing to South Sudan, Yemen, Burundi and the Central African Republic, aside from Syria.Beyond the refugee hotspots in the Middle East and Africa, UNHCR said there were also troubling signs in Central America, where growing numbers of people fleeing gang violence led to a 17-percent rise in those leaving their homes through 2015.Faced with an increasing need to resettle those facing persecution, the answers are not always obvious."The rate at which solutions are being found for refugees and internally displaced people has been on a falling trend since the end of the Cold War," the UN agency said."We simply do not have the option of turning our backs and walking away," Grandi warned in Kabul, echoing wider calls among humanitarian chiefs for world powers, especially in the West, to be more welcoming of migrants and refugees.Turkey -- which struck a controversial deal with the European Union in March to stem Europe's migrant crisis -- hosted the highest number of refugees through 2015 at 2.5 million, mostly Syrians.Germany received the highest number of asylum requests (441,900) over the 12-month span, demonstrating the country's "readiness to receive people who were fleeing to Europe via the Mediterranean."burs-bs/nl/ric

Orlando shooter’s 911 call transcripts: Omar Mateen warned he had vest like those ‘used in France’-[Jason Sickles]-June 20, 2016-YAHOONEWS

“You people are gonna get it,” Orlando shooter Omar Mateen told emergency responders in one of several conversations on 911 calls the night of his massacre at Pulse nightclub that killed 49 people.Investigators on Monday released partial transcripts of conversations between Mateen and police. The transcripts reveal that Mateen told police he had a vest like those “used in France,” referring to the November 2015 terror attack in Paris that killed 130 people in a series of attacks. He also said that a vehicle outside the club had been loaded with “some bombs” and at one point said he planned to put explosive vests on four hostages. He pledged allegiance to the Islamic State on the call and later threatened that his attack on Pulse would not be the only of its kind.  “In the next few days, you’re going to see more of this type of action going on,” he said.Mateen, an American born to Afghani immigrants, killed 49 people and injured 53 others at the popular gay dance club on June 12.Portions of the transcripts where Mateen named the group or individual to whom he pledged his allegiance amid the attacks were omitted by the FBI.When questioned in a Monday press conference on the reason for omissions in the transcript, FBI Assistant Special Agent in Charge Ronald Hopper said, “We’re not going to propagate violent rhetoric that comes from other people whether it be here or overseas.”“While we are not releasing the 911 calls, I can tell you the killer did so in a chilling, calm and deliberate manner,” Hopper said.On Sunday, Attorney General Loretta Lynch said the transcripts would omit references to ISIS and the Islamic State terror group’s leaders out of respect for the victims and their families.“The reason why we’re going to limit these transcripts is to avoid revictimizing those who went through this horror,” Lynch told CNN. “But it will contain the substance of his conversations. And there were three conversations between this killer and negotiators.”According to the transcripts released Monday, Mateen did not reveal his feelings about homosexuals nor the LGBT community during those calls.“We’re still exploring why he chose this particular place to attack,” Lynch said. The following is based on Orlando Police Department (OPD) radio communication (times are approximate): 2:02 a.m.: OPD call transmitted multiple shots fired at Pulse nightclub. 2:04a.m.: Additional OPD officers arrived on scene. 2:08 a.m.: Officers from various law enforcement agencies made entrance to Pulse and engaged the shooter. 2:18 a.m.: OPD S.W.A.T. (Special Weapons & Tactics) initiated a full call-out. 2:35 a.m.: Shooter contacted a 911 operator from inside Pulse. The call lasted approximately 50 seconds, the details of which are set out below: Orlando Police Dispatcher (OD)-Shooter (OM)-OD: Emergency 911, this is being recorded. OM: In the name of God the Merciful, the beneficial [in Arabic]-OD: What? OM: Praise be to God, and prayers as well as peace be upon the prophet of God [in Arabic]. I let you know, I’m in Orlando and I did the shootings.OD: What’s your name? OM: My name is I pledge of allegiance to [omitted].OD: Ok, What’s your name?  OM: I pledge allegiance to [omitted] may God protect him [in Arabic], on behalf of [omitted]. Supreme Court rejects challenge to state assault weapon bans-[Reuters]-By Lawrence Hurley-June 20, 2016

WASHINGTON (Reuters) - The U.S. Supreme Court on Monday left in place gun control laws in New York and Connecticut that ban assault weapons like the one used in last week's massacre at an Orlando nightclub, rejecting a challenge brought by gun rights advocates. The court's action underlined its reluctance to insert itself into the simmering national debate on gun control. The justices have not made a major gun rights ruling since 2010.The justices declined to hear an appeal of an October ruling by the New York-based 2nd U.S. Circuit Court of Appeals that upheld laws prohibiting semiautomatic weapons and large capacity magazines in the two northeastern states. The laws in New York and Connecticut, among the strictest in the nation, were enacted after a gunman with a semiautomatic rifle killed 20 young children and six educators in 2012 at Sandy Hook Elementary School in Newtown, Connecticut. The challengers had asserted that the laws violated the U.S. Constitution's protection of the right to bear arms. The court denied the appeal with no comment or recorded vote. The gunman in the June 12 attack at an Orlando gay night club that killed 49 people, the deadliest mass shooting in modern U.S. history, used a semiautomatic rifle that would have been banned in New York and Connecticut. In total, seven states and the District of Columbia ban semi-automatic rifles. A national law barring assault weapons expired in 2004, and congressional Republicans and some Democrats, backed by the influential National Rifle Association gun rights lobby, beat back efforts to restore it.The United States has among the most permissive gun policies in the world. Because the U.S. Congress has been a graveyard for gun control legislation, some states and localities have enacted their own measures. The U.S. Constitution's Second Amendment guarantees the right to bear arms, but there is a longstanding legal debate over its scope. The Supreme Court issued important rulings in gun cases in 2008 and 2010 but has not taken up a major firearms case since. In December, the court declined to hear a challenge to a Illinois town's assault weapons ban. But the justices in March threw out a Massachusetts court ruling that stun guns are not covered by the Second Amendment and sent the case back to the state's top court for further proceedings. In the 2008 District of Columbia v. Heller case, the court held for the first time that the Second Amendment guaranteed an individual's right to bear arms, but the ruling applied only to firearms kept in the home for self-defense. That ruling did not involve a state law and applied only to federal regulations. Two years later, in the case McDonald v. City of Chicago, the court held that the Heller ruling covered individual gun rights in states. The court lost one of its strongest pro-gun rights members in February when conservative Justice Antonin Scalia died. The expired federal assault gun ban had barred the manufacture and sale of semi-automatic guns with military-style features as well as magazines holding more than 10 rounds of ammunition. The New York and Connecticut laws were challenged by pro-gun groups including the Coalition of Connecticut Sportsmen and the New York State Rifle and Pistol Association as well as individual gun owners. The appeals court consolidated the two cases and upheld the law.The Connecticut challengers appealed to the Supreme Court while the New York ones did not. However, an individual gun owner, Douglas Kampfer, who had a parallel legal challenge to the New York law that also lost at the appeals court level asked the Supreme Court to hear his case.(Reporting by Lawrence Hurley; Editing by Will Dunham)

U.S. attorney general: Florida shooting "act of terror, act of hate"-[Reuters]-June 19, 2016-yahoonews

WASHINGTON (Reuters) - U.S. Attorney General Loretta Lynch said on Sunday that last week's shooting massacre in Orlando, Florida, was "an act of terror and an act of hate", but she declined to divulge what charges may be filed or who may be charged in the case.Lynch told CNN's "State of the Union" program that she would be going to Orlando on Tuesday to confer with investigators, and on Monday would release transcripts of phone conversations between the deceased shooter, Omar Mateen, and police as the worst mass shooting incident in American history unfolded."We're going back and looking at everything we did in our investigation of the killer and our subsequent contact with him, but also, all the information we are receiving to trying and learn his motivations. This was an act of terror and an act of hate," Lynch told CNN.(Reporting By David Lawder; Editing by Gareth Jones)

U.S. Supreme Court may take action on state assault weapon bans-[Reuters]-June 19, 2016-yahoonews

WASHINGTON (Reuters) - The U.S. Supreme Court may weigh in this week on gun control, an issue smoldering again following the June 12 Orlando massacre, with the justices due to decide whether to hear a challenge by gun rights advocates to assault weapon bans in two states. The Connecticut and New York laws prohibit semiautomatic weapons like the one used by the gunman who fatally shot 49 people at a gay night club in Orlando in the deadliest mass shooting in modern U.S. history. The Supreme Court will announce as soon as Monday whether it will hear the challenge brought by gun rights groups and individual firearms owners asserting that the laws violate the U.S. Constitution's Second Amendment guarantee of the right to bear arms. The court has not decided a major gun case since 2010.If they take up the matter, the justices would hear arguments in their next term, which begins in October. A decision not to hear the challenge would leave in place lower-court rulings upholding the laws. The court's action in another recent appeal indicated it may be disinclined to take up the matter. The justices in December opted not to hear a challenge to a Highland Park, Illinois ordinance banning assault weapons and large-capacity magazines.A national assault weapons ban expired in 2004. Congressional Republicans, backed by the influential National Rifle Association gun rights lobby, beat back efforts to restore it. Some states and municipalities have enacted their own bans.In their petition asking the Supreme Court to hear the case, those challenging the Connecticut law said the type of weapons banned by the state are used in self-defense, hunting and recreational shooting.Connecticut said its law targets firearms disproportionately used in gun crime, "particularly the most heinous forms of gun violence." It said people in Connecticut still can legally own more than 1,000 types of handguns, rifles and shotguns. There is a longstanding legal debate over the scope of Second Amendment rights. In the 2008 District of Columbia v. Heller case, the Supreme Court held for the first time that the Second Amendment guaranteed an individual's right to bear arms, but the ruling applied only to firearms kept in the home for self-defense. That ruling did not involve a state law, applying only to federal regulations. Two years later, in the case McDonald v. City of Chicago, the court held that the Heller ruling covered individual gun rights in states.(Editing by Will Dunham)

Orlando attacks renew focus on security at smaller U.S. businesses-[By Nick Carey]-June 19, 2016-yahoonews

CHICAGO (Reuters) - While mass shooting attacks are on the rise, smaller U.S. businesses remain reluctant to invest in more physical security measures such as metal detectors or extra guards even though events like the Orlando massacre prompt a surge in interest, industry executives said.Major attacks like the one at a gay nightclub in Orlando, which left 49 people dead, often prompt a flurry of inquiries from potential customers to security companies. But the calls fail to translate into meaningful sales as owners tally the cost of the equipment and the extra personnel needed."With past mass shooting events people want to know how much additional security costs. Then they go, 'Gulp,'" said Bruce McIndoe, chief executive of risk advisory firm iJet International Inc.Those include upfront expenses like equipment and training as well as ongoing costs such as wages for guards. For nightclubs, minor sports venues, shopping malls and smaller college campuses, the financial burden can be too great. The trend stands in contrast to Europe, where companies say sales can spike after a major incident, such as the coordinated attacks on restaurants, a concert hall and soccer stadium in Paris in November that killed 130 people. The very next day, privately held First Texas Products sold 18 walk-through metal detectors that can cost up to $5,000 each to another stadium in France, said Tom Walsh, the company's chief executive. However, Walsh and other industry executives say the scope of the Orlando attack may lead more U.S. businesses, especially big ones, to invest in physical security measures already in place at sports stadiums, government buildings and airports. This week, a large U.S. retailer contacted First Texas Products to launch a test of its hand-held security wands, which start at around $100 each, in 50 stores. "They specifically mentioned the Orlando shootings," Walsh said in an email. He declined to name the client.Michael Gips of ASIS International, an association that represents more than 35,000 security professionals worldwide, said many businesses "roll the dice" over physical security.U.S. movie theaters have generally not installed metal detectors following the 2012 slaying of 12 people at a theater in Aurora, Colorado, because "it could drive customers away," he said. But he expects consumer concerns will change that calculus."Over time, I think people will expect a better degree of security if we continue to see shootings like this and that's what will drive change," Gips said.-COST OF DOING NOTHING-ASIS International estimates U.S. private sector spending on security goods and services jumped 18 percent to $377 billion in 2015 from 2013 and is "pushing $400 billion" this year, Gips said.Much of that growth has been driven by spending on surveillance equipment and on cyber protections following high-profile data breaches, such as the one that hit retailer Target Corp in 2013.Metal detectors debuted at U.S. airports in the early 1970s after a series of airplane hijackings. Government buildings and large public venues began installing them following the Sept. 11, 2001 attacks that killed nearly 3,000 people.Metal detectors are now mandatory at all major league U.S. football, baseball, basketball, hockey and football games. But their use has been slow to spread elsewhere, even though many security consultants see metal detectors as an effective first-line deterrent. "The harder a target you make yourself appear, the more likely potential attackers will go elsewhere," said Jason Porter, regional managing director for risk management firm Pinkerton. Smaller venues need to weigh their options carefully, said Luca Cacioli, director of U.S. operations for Italian firm CEIA, one of the world's largest metal detector manufacturers. At the same time, he said, "the cost of not doing anything or implementing ineffective solutions is certainly a key consideration."(Reporting by Nick Carey; Editing by Michele Gershberg and Cynthia Osterman)
