WASHINGTON - The gunman at the Orlando gay nightclub had "strong indications of radicalization" and was likely inspired by foreign terrorist organizations, the FBI director said Monday.James Comey also said the man, who has been identified as 29-year-old Omar Mateen, spoke with a 911 operator three times during the deadly event. At one point, Comey said, he pledged loyalty on the call to the head of the Islamic State group.Comey's remarks offered further detail on the shootings that left 49 victims dead and more than 50 hurt, making it the deadliest mass shooting in modern U.S. history. Mateen died in a gun battle with police.President Barack Obama said Monday the killer was inspired by extremist information over the internet, calling it an apparent example of the "homegrown extremism" that U.S. officials have been worrying about for years.Mateen had twice come to the FBI's attention before Sunday's shooting, the FBI said. It investigated him for 10 months, beginning in May 2013, because he had made "inflammatory and contradictory" statements about ties to terrorist groups that caught his coworkers' attention.Mateen was working at the time as a contract security guard at a local courthouse. He has held a Florida license to be an armed security officer since at least 2011, state records show.The FBI director said that Mateen at the time claimed family connections to al-Qaida and said he was a member of Hezbollah, which Comey said "is a Shia terrorist organization that is a bitter enemy of the so-called Islamic State."Mateen had also told coworkers "he hoped that law enforcement would raid his apartment and assault his wife and child so that he could martyr himself," Comey said.The FBI's Miami field office opened a preliminary investigation to determine whether Mateen was "possibly a terrorist." FORT PIERCE, Fla. - He was a body builder and a security guard, a religious man who attended the local mosque and wanted to become a police officer.Early Sunday, 29-year-old Omar Mateen opened fire at a gay nightclub in Orlando. Police said 49 victims died and 53 were wounded. Mateen also was killed.Mateen was the son of an Afghan immigrant who had a talk show in the United States, the nature of which was not entirely clear: A former Afghan official said the program was pro-Taliban and a former colleague said it was enthusiastically pro-American.He attended evening prayer services at the city's Islamic Center three to four times a week, most recently with his young son, said Imam Syed Shafeeq Rahman. Although he was not very social, he also showed no signs of violence, Rahman said. He said he last saw Mateen on Friday."When he finished prayer he would just leave," Rahman told The Associated Press. "He would not socialize with anybody. He would be quiet. He would be very peaceful."He was also bipolar, Mateen's ex-wife, Sitora Yusufiy, told reporters in Boulder, Colorado."He was mentally unstable and mentally ill," Yusufiy said. Although records show the couple didn't divorce for two years after the marriage, Yusiufiy said she was actually only with Mateen for four months because he was abusive. She said he would not let her speak to her family and that family members had to come and literally pull her out of his arms.Authorities immediately began investigating whether Sunday's attack was an act of terrorism. A law enforcement official said the gunman made a 911 call from the nightclub professing allegiance to the leader of the Islamic State, Abu Bakr al-Baghdadi. The law enforcement official is familiar with the investigation but was not authorized to discuss the matter publicly and spoke on condition of anonymity.Yusufiy said she was "devastated, shocked, started shaking and crying" when she heard about the shooting, but she attributed the violence to Mateen's mental illness, not any alliance with terrorist groups-Rahman agreed."My personal opinion is that this has nothing to do with ISIS," he said.On Monday, the shooter's father, Seddique Mir Mateen, spoke to reporters outside his Port St. Lucie home about his son, saying "what he did was the act of a terrorist.""I apologize for what my son did. The name refers to the Durand line, the long disputed border between Afghanistan and Pakistan.Tarin said Seddique Mir Mateen had a television show on which they discussed issues facing Afghanistan."It's shocking," he said about the shooting. Long live Afghanistan. ... Afghans are the best friends to the U.S.A."But a former Afghan official said the "Durand Jirga Show" appears on Payam-e-Afghan, a California-based channel that supports ethnic solidarity with the Afghan Taliban, which are mostly Pashtun. Viewers from Pashtun communities in the United States regularly call in to the channel to espouse support for Pashtun domination of Afghanistan over the nation's minorities, including Hazaras, Tajiks and Uzbeks, the official said.The "Durand Jirga Show" expresses support for the Taliban, has an anti-Pakistan slant, complains about foreigners in Afghanistan and criticizes U.S. actions there, the official said. Seddique Mir Mateen lavished praise on current Afghan President Ashraf Ghani when he appeared on the show in January 2014, but he has since denounced the Ghani government, according to the official, who said that on Saturday, Seddique Mateen appeared on the show dressed in military fatigues and used his program to criticize the current Afghan government.He also announced on that show that he would run in the next Afghan presidential election, said the official, who spoke only on condition of anonymity because he did not want to be linked to coverage of the shooting.In 2013, Omar Mateen made inflammatory comments to co-workers, and he was interviewed twice, FBI agent Ronald Hopper said. He called those interviews inconclusive. In 2014, Hopper said, officials found that Mateen had ties to an American suicide bomber. Mateen also regularly made threats of violence, according to Gilroy."He talked about killing people all the time," Gilroy told The New York Times. And Gilroy wasn't surprised when he learned of the massacre: "I saw it coming."Gilroy said Mateen started badgering him and sending dozens of text messages to him daily. Gilroy said he reported Mateen's behaviour to his bosses."I kind of feel a little guilty that I didn't fight harder," Gilroy said. "If I didn't walk away and I fought, then maybe 50 people would still be alive today."But Rahman said Mateen was not, as far as the imam could see, someone who would ever commit such a gruesome act of mass violence. Rahman said he knew Mateen and his family since the shooter was a young boy. Playful as a child, he became more serious as an adult, Rahman said. ORLANDO, Fla. - The last of the bodies were removed from an Orlando gay nightclub overnight as investigators dug into the background of the gunman, who called 911 to profess allegiance to the Islamic State during the attack that left 49 victims dead.At the White House, President Barack Obama said Monday there is no clear evidence so far that gunman Omar Mateen was directed by the extremist group. He said Mateen was inspired by radical information over the internet, calling it another apparent example of "homegrown extremism."Wielding an AR-15 semi-automatic rifle and a handgun, Mateen opened fire at the crowded Pulse Orlando club early Sunday in the deadliest shooting rampage in modern U.S. history. He was killed in a gun battle with a SWAT team after police used explosives and a small armoured vehicle to punch a hole in a wall and allow dozens of club-goers to escape, police said.The tragedy shocked the nation and cast a pall over Orlando, known the world over as the home of Walt Disney World and other theme parks."We will not be defined by the act of a cowardly hater," Mayor Buddy Dyer vowed.Mateen was a 29-year-old American-born Muslim who worked as a security guard in Florida. Lockdowns at University of Toronto, as police search for 'suspicious person' in black clothing, mask-[CBC]-June 13, 2016-YAHOONEWS

Members of Toronto police's emergency task force are searching buildings at the University of Toronto for a person dressed in black, wearing a mask and carrying a black backpack after receiving multiple reports of a "suspicious person" on campus Monday morning. Chief Mark Saunders told reporters at the scene that the mask the person was wearing appeared to be a surgical mask and when asked about the backpack he said that "they haven't found anything right now." A second man was taken into custody during the search, but Saunders said that investigation is unrelated to the report at the university."There are security cameras that are around," said Saunders. "We're working in conjunction with the U of T police and we're trying to put the pieces together.""It's very early right now, so it's going to take a little more time to get everything so we can have as best a picture as possible to determine what this is all about," said Saunders.Police say that security at the university made the first report after seeing someone wearing a mask in a building under construction at 6 Hoskin Ave. Police also received another report of a person with a gun in the area, and are trying to determine whether that was a police officer or a suspicious person."We have not seen a picture of any firearms at this point in time," said Saunders. "There have been a few people who have said they've seen a suspicious person that fits the likeness of the photo that was shown to me."A witness took the picture that officers are using as a reference, it did not come from security footage, although they are hoping that surveillance video "can enhance it further.""That picture did not indicate or show a firearm," said Saunders, adding that "someone else" made the comment about seeing a gun, which is why the emergency task force was called in.Police are still trying to make contact with the person who made the initial report of seeing a gun to get a "cleaner picture" of what they saw. I don’t have a panacea to prevent terrorism, but amid all the hand-wringing and mud-slinging in the wake of Sunday’s massacre in Orlando, what’s striking — and unforgivable — is the absence of a strategic, international, coordinated bid to so much as try.We can all spend the next few days and weeks arguing about whether US President Barack Obama should have called the mass killing a case of Islamist terror, or whether that would have been a rush to judgment; and, for that matter, whether Tel Aviv Mayor Ron Huldai should have invoked the occupation when discussing last Wednesday’s terrorist attack in Sarona Market, or whether that risked affording untenable legitimacy to the killings of four Israeli innocents. We can exercise ourselves, dominate the airwaves, and spend fortunes fighting and determining elections over what people are saying about terrorism. But wouldn’t it be smarter — and wouldn’t it be better for our prospects of staying alive — if we expended rather more serious thought, and budget, on the practical task of stopping the death cult extremists? Specifically, that means a great deal more focus on each of three key areas: defending more effectively against the killers; taking the battle to them where necessary and feasible; and preventing the creation of the next waves.Israel, though manifestly imperfect, has much to teach the world about defending against terrorism. As the Sarona attack bitterly underlined we have not halted it completely, but we have gradually improved techniques to make it harder for the killers to achieve their goals. The construction of the West Bank security barrier, relentless intelligence work, military operations to arrest would-be bombers and those who arm and inspire them, security coordination with the Palestinian Authority, the deployment of security guards at places where people gather in large numbers — all these and other steps gradually defeated the Second Intifada in the early years of this century, when our buses and our malls and our restaurants were being blown up on a weekly basis, and prevented a resurgence on a similar scale ever since.Again, we are emphatically imperfect: Better intelligence, more security guards at Sarona, and a completed security fence would likely have averted last Wednesday’s killings. It is beyond scandalous that, more than a decade on, the West Bank barrier is still not finished, and the two Palestinian terrorists were thus able to enter Israel through one of the gaps.But Israel has learned, bloodily, a great deal about keeping terrorists at bay, and when politicians around the Western world wailed, in the wake of last November’s terrorist onslaught in Paris, that they simply could not deploy security guards at every concert arena, soccer stadium, restaurant, et al, we Israelis said to ourselves, Well, actually, you can. And, tragically, you may have to.Get serious about defensive action, allocate the necessary resources, and you self-evidently raise your prospects of thwarting the killers. Reading about how Omar Mateen, the Orlando mass murderer, had twice been questioned by the FBI but then slipped off the radar after those interviews proved inconclusive, I was reminded of what Malcolm Hoenlein, the veteran head of US Jewry’s Conference of Presidents, said to me in an interview in February. The head of a “major security agency” in France, said Hoenlein, had told him that French intelligence had the Charlie Hebdo killers under surveillance until the Friday before that attack, but the agents were then redeployed to what was deemed to be a more pressing case, and thus brothers Saïd and Chérif Kouachi were not being tracked when, on January 7, they forced their way into the Paris offices of the satirical magazine and gunned down 11 people.If France had budgeted more resources to its security agencies, it might have prevented that attack and the massacres that followed 10 months later. If the overstretched American security agencies are similarly bolstered, maybe the next Omar Mateen will not be able to slide away from the authorities and return with horrifying consequences.When it comes to taking the offensive, again, Israel has more experience than we would have wished, and much of the world has been loath to learn from it. It was the notably Israel-empathetic George W. Bush, not Barack Obama, who told Israel to get out of the West Bank, and do so right away, when prime minister Ariel Sharon was stewarding Operation Defensive Shield in 2002 — destroying the Hamas and Fatah terror networks that were building bombs and training and dispatching suicide bombers. “I expect there to be withdrawal without delay,” Bush said that April, following a dreadful, bloody March in which over 100 Israeli civilians had been killed in terror attacks that culminated in the Netanyahu Passover eve massacre. Had Sharon heeded Bush, let there be no doubt, the bombings would have continued. Had Israel ceased its intermittent incursions into Palestinian cities ever since, Israel would now be in the midst of another full-fledged intifada, rather than what by our standards is a “low-level” terror war.In considering when a more proactive stance might be appropriate, it seems to me that failing to support Iranians’ efforts to stand up to their regime, doing one’s best to ignore an escalating civil war in Syria for years, and now watching unhelpfully from the side as Egypt’s president attempts to marginalize Islamic extremism, are not the smartest approaches. Not when Tehran is the world’s leading state sponsor of terrorism, when the Syrian civil war has prompted a vast river of refugees with who knows how many killers hiding among them, and when Egypt could so easily fall again into the grip of the Muslim Brotherhood. The West cannot afford to try to disengage from the Middle East. Its extremists bite back. Sometimes, the enemy has to be tackled at source — prudently, cool-headedly, but tackled, nonetheless. Where is the concerted international effort to ban, defund and marginalize extremist leaders and teachers the world over, using every ounce of diplomatic and economic leverage that can be mustered? Finally, and most importantly, the leaderships of those countries that delight in the gift of being alive need to focus strategic attention, and resources, on fighting extremism at its root — where tomorrow’s killers are being imbued with hatred, and are attaining the skills and means to make that hatred fatally plain. We may hear in the coming days, as we have in the wake of previous attacks, how it was that the Orlando killer was radicalized. Which spiritual leaders he heeded. Which websites he frequented. Where he gained practical information in preparing to carry out his devastating crime.The political leaders, the spiritual leaders, the conventional and social media outlets, the educational frameworks that are breeding tomorrow’s killers continue to disseminate their toxins with near-impunity. Some of this dissemination of hatred can be tackled by the free world in the free world. Where, for instance, are the potent partnerships between politicians, jurists, intelligence agencies and internet platforms to grapple with the spread of murderous expertise online? And where is the concerted international effort to ban, defund and marginalize extremist leaders and teachers the world over, using every ounce of diplomatic and economic leverage that can be mustered? Right now, untold numbers of would-be killers are honing their capabilities, seeking their targets, preparing to strike. Worse still, countless more potential death cult recruits are gradually being wooed to follow them. Shrill and contemptuous mud-slinging might provide a vent for fear and frustration. But it’s not going to win the war against terrorism.

The Shas party said Monday it would continue to seek the dismissal of Channel 10’s new board chairman, Rami Sadan, who is accused of making racist statements.In a meeting earlier in the day between Shas chairman Aryeh Deri and Prime Minister Benjamin Netanyahu, Deri demanded that Sadan be fired “due to his racist comments against Shas and against the movement’s voters.”Sadan is accused of making disparaging remarks about Deri, who heads the Sephardi Orthodox party, as well about Mizrahi Israelis of African and Middle Eastern descent, initially reported by the Haaretz daily on June 2.The Knesset hearing to discuss Sadan’s fate was canceled on Monday because the staff of the news station did not show up.The Knesset Economic Affairs Committee was meant to discuss Sadan’s appointment as well as the protection of press freedom in Israel’s commercial news channels. Representatives of the Prime Minister’s Office, the Communications Ministry and Channel 10 board members and workers were slated to attend.Committee chairman Eitan Cabel (Zionist Union) made the decision to cancel the hearing.“I take this issue very seriously and I do not intend to ignore the fact that the management of Channel 10 decided not to attend this hearing,” Cabel said.“It is not right for a media organization to behave like this. An East Jerusalem terrorist who killed three people on a bus in the capital in October was convicted by Jerusalem’s District Court Monday on three counts of murder, seven counts of attempted murder and aiding the enemy in wartime.The conviction came after the court in March rejected a plea bargain struck between the prosecution and the defense when defendant Bilal Abu Ghanem refused to recognize the authority of the court.Abu Ghanem, a Jabel Mukaber resident and Hamas supporter, will be sentenced at a later date. The prosecution is seeking three consecutive life sentences for the killings and another 70 years for the attempted murders.As part of the nixed plea bargain, which would seen have seen seven counts of attempted murder dropped from his charge sheet, Abu Ghanem was to state his confession to the court. Then the judge was expected to convict him on three counts of murder.But when the moment came, Abu Ghanem refused to stand and make his confession to the court, even at the explicit request of presiding Judge Rivka Friedman-Feldman. She then called for a short recess and instructed Abu Ghanem’s legal counsel to explain court procedures to the defendant.After the break, Abu Ghanem’s attorney told the court that his client had doubled down on his refusal to comply with procedure, prompting the judge to rescind the plea bargain.“In light of the circumstances, in which the defendant has refused to stand or address this court, the court does not recognize any deal reached between the two parties,” it said in a statement.According to the indictment handed down by the court in November, Abu Ghanem and another man, Baha Alyan, boarded Egged bus 78 in Jerusalem’s Armon Hanatziv neighborhood on the morning of October 13 of last year, and began shooting and stabbing passengers.The two men were motivated to carry out the attack in retaliation for Israeli “intrusions in Al-Aqsa” on Jerusalem’s Temple Mount, and the “settlers who murder small children,” the charge sheet said.The attack claimed the lives of Haviv Haim, 78, and Alon Govberg, 51. Richard Lakin, 76, who was critically wounded, died some two weeks later. Over a dozen people were injured in the attack.Police who arrived at the scene shot and killed Alyan. South African president wades into Fort McMurray firefighter pay dispute-[CBC]-June 12, 2016-YAHOONEWS

South African President Jacob Zuma has waded into the murky waters surrounding the payment of his firefighters sent to help fight the Fort McMurray wildfire.In a press release, the president requested that his minister of the environment intervene to resolve the firefighters wage dispute.The firefighters were sent to Alberta by the Working on Fire organization, part of South Africa's extended public works program, run through the Department of Environmental Affairs (DEA). "The DEA will be assisted by the Department of International Relations and Cooperation in finding a solution to the impasse," Zuma's statement read. It is still uncertain when the firefighters will receive the money.Mike Long, director of communications for the Ministry of Agriculture and Forestry, said Sunday that the time and place of payment for the firefighters is "between South Africa and their employees."He added: "This is an unfortunate situation, the South African firefighters performed well in 2015 while in Alberta." -A hero's welcome-The firefighters arrived in Edmonton May 29 to a hero's welcome, with people cheering for them and personally thanking them for coming. They performed traditional dances and chants, winning over Canadians across the country.However, when it came to fighting fires the South Africans spent a limited time on the front lines. They stopped showing up for work on June 8 after learning that a broadcast in their home country stated they were making $21 Cdn an hour, when they understood they were earning far less.In fact, they are making $50 a day on top of their South African wages. This was promised by the South African government-funded program Working on Fire organization, which successfully filled a tender issued by the Canadian Interagency Forest Fire Centre (CIFFC).Notley stepped in during the wage dispute, promising the firefighters will receive wages in accordance with Alberta law. The minimum wage in the province is $11.20."I can say right now that every hour that every firefighter from South Africa or anywhere else has worked on these fires will be compensated in accordance with our laws in this province," Notley said Thursday.The firefighters originally said they wouldn't leave Fort McMurray until the pay dispute was solved.On Saturday, they filed into buses en route to CFB Edmonton, where they spent the night. Sunday night they filed into Edmonton's airport in a quiet procession, much different than the celebratory arrival. -Raising spirits-While in a northern camp during the dispute, the firefighters gained fame for seemingly non-stop singing.Lori Styles, who was working in the Wapasu Creek East camp outside of Fort McMurray, said that every time she would return from work she would see the South Africans singing — not in protest, but for each other."It wasn't really a protest like we would in Canada," she said. "They're not waving flags or different posters or that kind of thing. "It was more to sing and keep your spirits up, basically. That's what their culture is all about, I think."She said the atmosphere at the camp was buoyed by their presence, and others would join in with their songs to show they weren't alone.Styles, who plays the drums, would join in with the bongos."It was our way to kind of say that we care about them and we all love them and we were wishing that they weren't going through this hard time," she said."They come all the way here and it's important for them to come and feel part of Canada, to get basically equal pay. And when I found out it was $50 a day, it was quite shocking."In a statement, Working on Fire said "it's part of the firefighter ethos to first and foremost deliver an emergency service. We are extremely disappointed that we couldn't resolve this internally before it escalated to become an international incident."But the efforts of Working on Fire have never been about "making money," the statement added.Working on Fire did not respond to CBC's requests for comment. Crews at Manitoba Hydro worked hard into the night Sunday to restore power to people across the province as thunder and lightning took out poles and left people in the dark for hours.Bruce Owen, Manitoba Hydro public affairs officer, said "dozens and dozens" of calls from customers started flowing in at 8:30 a.m.There were two major outages reported in Transcona Sunday morning. Both outages lasted for about two hours but have since been repaired, Owen said.St. Boniface and several other parts of Winnipeg were also hit and restored in the afternoon and evening.Elsewhere in the province, lightning strikes and a tree blown onto a line caused an outage in Altona, located about 100 kilometres southwest of Winnipeg.Outages in Lorette were the result of a pole fire. It was replaced and power was restored just before 8 p.m., Owen said.There were multiple outages reported in Morden because of heavy rain, lightning and downed trees.A pole fire also caused outages in Foxwarren, St. Lazare, Binscarth, Angusville and Rossburn. Hydro said they had to switch to an alternate supply and that a few customers would remain without power until the burned pole can be fixed.Owen said the majority of outages have been fixed, but added Manitoba Hydro was still receiving reports of a few outages Sunday night.Owen encouraged people to follow Manitoba Hydro on Twitter for updates and to report any outages online.

TORONTO - With medically assisted death now legal in Canada, doctors need access to specific drugs that will painlessly and humanely terminate a suffering patient's life.But just what are these drugs and what do they cost? And most importantly perhaps, who will cover that cost?One week after the ban on physician-assisted suicide and euthanasia was officially lifted under the Supreme Court of Canada's mandate, doctors, provincial health ministries, private insurers and the pharmacy sector are still trying to sort out the answers.Complicating the issue is the fact that oral drugs that would be taken by eligible individuals seeking to end their lives on their own are not readily available in Canada, so doctors willing to help a patient die must administer the lethal medications.Vancouver's Dr. Ellen Wiebe has so far delivered those injections to seven patients who fit the top court's criteria for assisted death due to intolerable suffering from a "grievous and irremediable" medical condition."We prescribe a double-dose, that's the standard protocol and the idea is you're giving one dose and the other is a standby, and then the doctor has to bring those drugs back to the pharmacist," said Wiebe, noting that the unused portion must be destroyed.But in B.C. at least, the trio of powerful and fast-acting anesthesia-related drugs Wiebe uses — midazolam, propofol and rocuronium — aren't covered by either provincial or private insurance, so their $250 cost must be paid for by the patient."Basically, this is just in process," she said. "I expect and want the government to pay for these drugs and I expect that will happen, it just takes time."A few provinces have already committed to covering the cost.That includes Quebec, which brought in its own physician-assisted dying legislation last December. The province covers the price tag for euthanasia drug kits provided to doctors willing to help a patient end their life.While all the details haven't been worked out, Ontario has also said it will cover the cost of the medications."When it comes to patient access to medical assistance in dying, I don't think financial costs should be a barrier," said Ontario Health Minister Dr. Eric Hoskins.Hoskins said a letter has been sent out to all pharmacists informing them the drugs will be made available to eligible patients for free and outlining the process for dispensing them and covering their cost."So it won't require patients to purchase the drugs and then be reimbursed," he said. "The health-care provider will receive the drugs from a licensed pharmacist and the pharmacist will bill the province directly."Alberta, which is in the process of drafting its own regulations based on the high court's ruling, is also prepared to cover the cost of the lethal drugs, where applicable."If you're in a hospital setting or another primary-care setting like a long-term care facility, it would be covered in accordance with the Canada Health Act, so the hospital would pick up the cost," Health Minister Sarah Hoffman said from Edmonton."And if you're at home, we're working to make sure this is absolutely not a barrier," added Hoffman. "We're working with our own drug plan — with Blue Cross — and having conversations with others."But we want to ensure that again in accordance with the Supreme Court direction that access is not a barrier, and that of course includes access to the actual drugs."As for private insurers, Joan Weir of the Canadian Life and Health Insurance Association suggested the decision as to whether employee-based plans or policies held by individuals would cover medications for assisted dying is still in flux."From the perspective of drugs, we're just starting to look at this now," said Weir, director of health and dental policy for the association, noting that individual insurance companies have their own lists of medications eligible for coverage, called formularies."Private plans pay for drugs that are dispensed by pharmacies and not knowing what these drugs are, I'm not certain that pharmacies actually dispense these drugs today," she said."Depending on what that drug mix is, they could already be on formularies. That's the next step for us to take a look at. And if they're not, we probably will be looking at what the industry should do on a whole."Phil Emberley, director of pharmacy innovation at the Canadian Pharmacists Association, said his sector is also seeking clarity on the issue of which drugs are appropriate for helping patients who meet the necessary criteria to end their lives.Of particular concern are oral pharmaceuticals that patients could take themselves on their own timetable, rather than booking a specific time to have a physician provide a lethal injection."When we looked to other jurisdictions that have assisted dying, such as the State of Oregon and the Netherlands, in general they use medications known as barbiturates," he explained. "This is a class of medications that in the past were used for sleeping disorders, but they have very limited therapeutic uses other than assisted dying these days."But these drugs — secobarbital and pentobarbital — are not readily available because manufacturers are no longer producing the medications in any quantity, Emberley said."So that's one of the concerns we have in light of the many drug shortages that we've dealt with recently. And this is a very specific need that would be out there."We are very much pressing for medications that would be available and could be prescribed and accessed when there is a need."Wiebe said patients aren't able to choose to die with self-administered oral drugs because pentobarbital is difficult to obtain and other medications are not considered effective for bringing on death without potential complications and in a reasonable amount of time."The ones we have are just not acceptable for that," she said. "And so none of us are going to be using oral until we get pentobarbital."Wiebe could have accessed this barbiturate — the drug is approved in Canada — but the company that has the rights to sell it in this country told her it would cost $23,000 for a single dose.So doctors like Wiebe — and the patients who wish to seek an end to their suffering on their own terms and in their own time — must wait to see whether pentobarbital will become accessible at a reasonable cost."The issue with the oral drugs is very complex and it would be nice if it could be solved," said Wiebe. But Santa Monica police and the FBI don't yet know his intentions.His arrest came just a few hours after at least 50 people were shot and killed in a gay nightclub in Orlando, Florida, though police said they had found no evidence the incidents were connected.Howell, of Jeffersonville, Indiana, was arrested around 5 a.m. after residents called police to report suspicious behaviour by a man who parked his white Acura sedan facing the wrong way. When officers arrived, they saw an assault rifle sitting in Howell's passenger seat, Santa Monica police Lt. MOSCOW - The Russian Orthodox Church said on Monday it would not go to a historic meeting of all of the world's Orthodox churches because other churches have walked out.The meeting on the Greek island of Crete due to start on Sunday would be the first in more than a millennium.Hilarion, a bishop who heads the Moscow Patriarchate's department of external church relations, said in a televised statement that Russia would not take part if others are walking out, and suggested the meeting be postponed."We have made a decision that we will not be able to take part in the all-Orthodox Synod if other churches do not go," Hilarion said.The announcement of the Russian Orthodox Church with an estimated 100 million flock is a heavy blow to the plans by Istanbul-based Ecumenical Patriarch Bartholomew I who hoped the gathering of leaders from 14 independent Orthodox churches later this month could promote unity among the world's 300 million Orthodox Christians. Bartholomew I ranks as "the first among equals" in the Orthodox world.Bulgaria's Orthodox Church put the plans in jeopardy last week saying it would not attend, citing differences over the agenda.Unlike the Roman Catholics, the Orthodox churches are independent and have their own leadership.Hilarion said the Russian church will reach out to Bartholomew I to suggest postponing the meeting until the differences are resolved and all the churches agree to come. Russia will have to give the Crete gathering a miss if Bartholomew does not agree to reschedule, the Russian church said in a statement at the end of an extraordinary meeting in Moscow."All churches should take part in the all-Orthodox Synod and only in this case the decisions of this assembly will be legitimate," Hilarion said.Orthodox church leaders haven't held such a meeting since the year 787, when the last of the seven councils recognized by both Orthodox and Catholics, was held. The "great schism" that divided the Roman Catholics and the Orthodox followed in 1054 amid disputes over the Vatican's power.The Holy and Great Council has been 55 years in the preparation. Since the "great schism" there have been about a dozen smaller Orthodox councils over the centuries to discuss theological or doctrinal issues, but there has never been a meeting on the scale of the Holy and Great Council.The Crete council will discuss the mission and role of the Orthodox Church and its global flock, issues relating to the function of the churches and its relations with other Christian faiths. Unity of the Orthodox churches is considered a key prerequisite to any reconciliation with the Vatican.

North Korea mounts long-running hack of South Korea computers, says Seoul-[Reuters]-By Jack Kim-June 13, 2016-YAHOONEWS

SEOUL (Reuters) - North Korea hacked into more than 140,000 computers at 160 South Korean firms and government agencies, planting malicious code under a long-term plan laying groundwork for a massive cyber attack against its rival, police in the South said on Monday.South Korea has been on heightened alert against cyber attacks by the North after Pyongyang conducted a nuclear test in January and a long-range rocket launch in February that led to new U.N. sanctions.The North has always denied wrongdoing.The hacking began in 2014 and was detected in February, after North Korea managed to steal information from two conglomerates including defense-related material, South Korea's police cyber investigation unit said."There is a high possibility that the North aimed to cause confusion on a national scale by launching a simultaneous attack after securing many targets of cyber terror, or intended to continuously steal industrial and military secrets," it said.The hackers took no action after gaining control of servers and computers at some corporate groups and waited, as they continued to hack into more targets in what police said was likely an effort to build the scale of a planned attack.Reclusive North Korea and the rich, democratic South are technically still at war because their 1950-53 conflict ended in an armistice, not a peace treaty. The North regularly threatens to destroy the South and its main ally, the United States.In March, the South's spy agency said it had intercepted an attempt to hack into South Korean computer networks to attack the transport system's control network, blaming the North for the attempt.-"F-15 FIGHTER JET WINGS BLUEPRINT"-The United States accused North Korea of a cyber attack against Sony Pictures in 2014 that led to the studio cancelling the release of a comedy based on the fictional assassination of leader Kim Jong Un. North Korea denied the accusation.In the most recent case, documents stolen from the two conglomerates included blueprints for the wings of F-15 fighter jets, an official at the cyber investigation unit told Reuters by telephone.Of the more than 42,000 materials stolen, more than 40,000 were defense-related.South Korean media said the two conglomerates were the SK and Hanjin groups, but police declined to confirm that.A spokesman at SK Holdings said four group affiliates were affected by the hacking but they worked with the police to quickly close the breach and the leaked documents were not classified.A spokesman at Korean Air Lines, part of Hanjin Group, said the documents leaked from its network were not classified and no other group affiliates were affected.A Defense Ministry official said none of the defense-related materials stolen was secret and there was no security breach.The hacking originated from an IP address traced to the North Korean capital and targeted network management software that is widely used by private companies and government agencies, police said, declining to identify the software.The IP address was identical to one used in a 2013 cyber attack against South Korean banks and broadcasters that froze computer systems for more than a week. WASHINGTON (Reuters) - U.S. President Barack Obama said on Monday there was no clear evidence that the shooter in Sunday's massacre in Orlando, Florida, was directed by a larger terrorist network."It appears that the shooter was inspired by various extremist information that was disseminated over the internet," the president told reporters in the Oval Office after a briefing by senior officials including Federal Bureau of Investigation Director James Comey."As far as we can tell right now, this is certainly an example of the kind of homegrown extremism that all of us have been so concerned about for a very long time," Obama said.The shooter, Omar Mateen, expressed allegiance to the radical group Islamic State, also known as ISIL and ISIS, in a call to the city's 911 emergency telephone line during a standoff with police while holding hostages in a gay nightclub called Pulse.Obama said there was no evidence that Mateen, who killed 49 people at the club before he was shot dead by police, was part of a wider plot.Administration officials were examining various internet sites that had been visited by the shooter, Obama said.He said the United States had to think about the risks of firearms laws that allow easy access to guns. Police have said the gunman was armed with an assault-rifle-type weapon and a handgun that were purchased legally.The president said he was concerned that the response to the massacre would turn into a debate over whether to toughen gun laws or pursue extremist groups like Islamic State."We have to go after these terrorist organizations and hit them hard," Obama said. WASHINGTON - Hillary Clinton vowed Monday to make stopping "lone wolf" terrorists a top priority if elected president, saying that while the shooter in the deadly weekend attacks in Orlando may be dead, "the virus that poisoned his mind remains very much alive."In a sober national security address in Cleveland, the presumptive Democratic nominee also called for ramping up the U.S. air campaign targeting the Islamic State in Iraq and Syria. She pointedly called out U.S. partners in the region by name, saying Saudi Arabia, Kuwait and Qatar must stop their citizens from funding terrorism.And she vigorously reiterated her call for banning assault weapons, like one of the guns the Orlando shooter used."I believe weapons of war have no place on our streets," she said.Clinton's address in Cleveland was supposed to mark the official start of her general election campaign against Republican Donald Trump. But Sunday's shooting altered her plans and she avoided direct attacks on her GOP rival, declaring, "Today is not a day for politics."Still, much of Clinton's comments were aimed at drawing policy and temperamental contrasts with Trump. The businessman's initial responses to the Orlando attacks included accepting "congrats" for "being right" about the terror threat facing the U.S. He also redoubled his calls for temporarily banning Muslims from the U.S. and increasing surveillance of mosques — policies that have concerned even some of his fellow Republicans."We have to have a ban on people coming in from Syria and different parts of the world with this philosophy that is so hateful and so horrible," Trump said Monday on ABC's "Good Morning America."Because the shooter was American-born and lived in Florida, Trump's ban would not have prevented the shooting.The presumptive Republican nominee was to speak on national security later Monday in New Hampshire.
