TORONTO - An activist group that stalled Canada's largest Pride parade to demand more rights for racialized communities says it's being flooded with hate mail, some of it sent by members of the LGBTQ community.Black Lives Matter Toronto says the vitriol demonstrates the racism it is trying to combat with its actions.The group — a Canadian chapter of the a larger U.S. movement active in Toronto since late 2014 — caused a stir on Sunday when some of its members who were marching in the city's Pride Parade staged a sit-in — bringing the event to a halt for about half an hour.The parade resumed when Pride Toronto's executive director Mathieu Chantelois signed a list of demands that included more funding and better representation for racialized communities during Pride events, and a ban on police floats in future parades.Chantelois later told the media that he only signed the list of demands so he could get the parade moving again."The show and the parade had to go on," he told local TV station CP24, adding that he had only agreed to have a conversation about the issues raised by the group with his LGBTQ community.Ever since the sit-in, however, Black Lives Matter Toronto has been the target of vicious, racist emails, some from members of the larger LGBTQ community, said Janaya Khan, a co-founder of the group."Particularly our queer and trans members, myself included, we have received dozens and dozens and dozens since the action," said Khan. "I think that is testament to why we had to create an intervention into Pride in the first place."The hate mail, which is "100 per cent" made up of anti-black racism, denounces members of Black Lives Toronto who have identified as queer and trans, said Khan."It's 'You could never be a part of our community, you savage monkey,' that kind of thing," she said. "The reality is that gender and sexual diversity doesn't negate the reality of racism and white privilege...In their minds my blackness made it so that I couldn't possibly be a part of their community."The group is now focused on ensuring Pride Toronto follows through with the list of demands that was signed at the stalled parade."Whether or not our demands are seen through — and they will be seen through — the success that comes out of creating the type of dialogue that we've seen is monumental," said Khan."This type of push back, this type of backlash, it means that we've struck a nerve...It shouldn't have taken 30 plus years for Pride to really consider what would make black communities and racialized communities feel safer in Pride."Sunday's sit-in was just the latest in a series of actions taken by the group that has frequently accused Toronto police of racial profiling and violence against the black community.Last summer, a rally shut down a portion of a busy expressway as the group called for justice in the police shooting deaths of two black men.This March, members of the group camped out in front of Toronto police headquarters for two weeks, demanding an overhaul of Ontario's police watchdog and the release of the name of an officer who fatally shot a man last summer. The group has also been a vocal critic of the controversial practice of police carding, street checks which it said unfairly targeted young black, brown and indigenous people.The group's demand to ban police floats and booths from the Pride Parade and Pride community spaces appears to have emerged as its most contentious call since Sunday, but Khan said Black Lives Matter Toronto isn't seeking a meeting with police over the matter."We're not closed off to discussion and negotiation, but we do not at this point trust commitments that the police make to us directly," Khan explained. "We're going to move forward focusing on what the community wants from us."The group specified, as well, that its demand centred around police floats in particular, and would not prevent LGBTQ officers from being at the event if they wanted to."We believe they should not have police floats and we believe they should not be in uniform and they should not be armed," said Khan. "That type of police presence within the parade itself is inherently problematic and creates very exclusive space for police officers and excludes marginalized communities from participating in the parade."Pride Toronto said it hopes to gather feedback on this year's Pride events at a public town hall scheduled for August.

WASHINGTON (Reuters) - Deadly attacks in four countries linked to Islamic State show the limitations of U.S.-led efforts to loosen the group's grip in Syria and Iraq, and the challenge of stopping attacks that are not only globally dispersed but very different in their choice of targets, current and former U.S. officials said."Bombing the heck out of (Islamic State's capital) Raqqa is not going to stop this stuff," said Paul Pillar, a veteran CIA analyst now at Georgetown University.In recent months, Obama administration officials have frequently portrayed the group's deadly strikes worldwide as a direct response to the U.S.-led military coalition's success in ousting it from large tracts of Iraq and Syria.While that may be true in part, the current and former U.S. officials said, it is overly simplistic and understates how Islamic State's influence has spread beyond the territory it controls.The ultra-hardline Sunni Muslim group's recruiting and propaganda directed outside its self-proclaimed caliphate long predates its loss of key cities in Iraq such as, most recently, Falluja, U.S. officials said."Evidence has been growing for some time that ISIS has been expanding its outreach, recruiting and propaganda, both online and with emissaries, as the military and economic costs of maintaining, much less expanding, its original caliphate have become clear," said a U.S. official who closely watches militant Islamic groups.In its new guise, some analysts said, Islamic State is coming to more closely resemble al Qaeda, which has primarily focused on large-scale attacks rather than try to hold territory.Building and maintaining a caliphate has possibly been more expensive and complicated than Islamic State first realized, the U.S. official said.U.S. officials said they are still analyzing the links between Islamic State and a June 28 attack on Istanbul airport that killed 45 people; an attack on a cafe frequented by foreigners in Dhaka on Friday that killed 20 people; a suicide truck bombing in a mainly Shi'ite Baghdad neighborhood on Saturday that killed at least 175 people; and attacks in Saudi Arabia targeting U.S. diplomats, Shi'ite worshippers and a security office at a mosque in the holy city of Medina.All took place during the Muslim holy month of Ramadan, which ends this week with the Eid al-Fitr feast.A U.S. official said the attacks in Turkey, Iraq and Saudi Arabia appear to have direct links to Islamic State. LONDON (Reuters) - A British inquiry into the Iraq War delivers its long-awaited report on Wednesday, with critics of the U.S.-led invasion hoping it will condemn former Prime Minister Tony Blair while some families of slain soldiers fear it may be a whitewash.To be published seven years after the inquiry was set up when the last British combat troops left Iraq, the report runs to 2.6 million words - about three times the length of the Bible - and will include details of exchanges Blair had with then U.S. President George W. Bush over the 2003 invasion.Iraq remains in chaos to this day. Islamic State controls large areas of the country and 175 people died on Saturday in Baghdad's worst car bombing since the U.S.-led coalition toppled dictator Saddam Hussein.The inquiry's purpose was for the British government to learn lessons from the invasion and occupation that followed, in which 179 British soldiers died.But opponents of Blair's decision to join the war will be pouring over the report for its judgment on how the Labour leader, who quit in 2007, justified the military action. At the time, he said intelligence showed that Saddam had weapons of mass destruction but after the invasion none was found."I was lied to. The media, the press, the families, parliament, everybody was lied to," Reg Keys, whose son was among the British fatalities and who stood as a candidate for parliament against Blair in the 2005 election, told Reuters TV.Blair has always rejected any suggestions he acted dishonestly, and a spokeswoman for him said she would not comment until the report was published.The inquiry, headed by former civil servant John Chilcot, looked at the reasons for the invasion, the war itself and the aftermath - and has taken longer to complete than the British military involvement itself.Public hearings, including two appearances by Blair, ended in 2011 but since then the writing of the report has been dogged by rows over the release of secret government files and the contacts between London and Washington. DHAKA (Reuters) - On the last Friday of Ramadan, Meer Hayet Kabir was hoping his son Meer Saameh Mubasheer, missing for the past four months, would come home. In Bangladesh, even kidnappers sometimes released hostages on a holy day.The 18-year-old did return to the capital Dhaka that night, but not to his father. Instead police believe he, along with at least four other gunmen, attacked an upscale restaurant in the city and murdered 20 people, mostly foreigners.Now he is dead, killed with his fellow assailants by police.On Tuesday, still in shock, Kabir was trying to make sense of what happened and what made the quiet, soft-spoken teenager give up a privileged life and loving home in one of Dhaka's upscale neighbourhoods to take up arms in the name of radical Islamism. Islamic State claimed responsibility for the attack."Something has gone wrong. Something has gone wrong," said Kabir, 53, holding back tears as he showed pictures from Mubasheer's 18th birthday in December on his iPad."I still don't want to believe my son has done it with his own, conscious mind," he told a small group of reporters who visited his home.It is a question many people in Bangladesh are asking after the attack on Friday, one of the most brazen in the South Asian nation's history and potentially damaging to its $26 billion (£20 billion) garment export industry. Most of the attackers were young like Mubasheer, went to some of the best schools and came from well-to-do families.Another suspected attacker, Nibras Islam, was around 22 and went to Monash University in Malaysia, where a bachelor's course costs nearly $9,000 a year, at least six times the average income in Bangladesh.As the stories of the militants emerge, they are challenging the popular narrative that poverty and illiteracy are the key ingredients in the making of a South Asian militant.Kabir, a telecoms executive, blamed Islamist groups in the country for luring his son away. Some people close to the family blamed it on the Internet, while Kabir thinks the smartphone he gave his son months before his disappearance might have been the way extremist groups reached him.He said that if such groups could radicalise someone who came from a loving family and was getting secular education at the elite Dhaka school Scholastica, no one should feel safe."We are a caring family," Kabir said. "If they can steal my son from my family, they can steal anybody's kid."H.T. Imam, political adviser to Prime Minister Sheikh Hasina, told Reuters the attackers could not have acted alone and must have come in contact with radicals who influenced them. That was his craze," Kabir said.Mubasheer was also fond of watching English films and cartoons. Occasionally he cooked food for himself and his father.In the months before his disappearance, Kabir said he noticed no visible change in his behaviour, other than that he stopped using Facebook and focussed more on studies.Family pictures at their spacious home, complete with tiled floors and a chandelier, depicted a normal childhood; in one, Mubasheer stands with his elder brother and plays a synthesizer.But his "mental growth was slow," Kabir said."His classmates also noticed it. They would say he was a Mamma's boy. He would not like it."Other than hobbies, Mubasheer was always interested in religion. That is where these discussions need to be worked out," Trudeau said in Montreal.The federal NDP called the Liberal position in the labour dispute disappointing, saying the government was following the same path the Conservatives took in 2011. The party's labour critics said the Liberals have broken election promises to "end the Conservative-style attempts to discredit and disrupt our postal service."A halt in postal services could come as early as Friday if Canada Post and the Canadian Union of Postal Works cannot work out a new collective bargaining agreement for the approximately 50,000 rural and urban mail carriers in the country.In a statement early Tuesday, Canada Post said it plans to suspend the collective agreement as of Friday. It blamed prolonged negotiations, the union's strike mandate and the financial cost of a rapid decline in mail volume.Canada Post said the 72-hour notice delivered to the union does not necessarily mean it will shut down on Friday.Rather, it said, the announcement would allow the Crown corporation to "take measures that are necessary to respond to the changing business reality."For the union, that means its workers are being threatened with a lockout, as CUPW has vowed to not go on strike and stay at the bargaining table.Canada Post said its latest offer presented on June 25 was fair and reasonable and that it still hoped to negotiate a deal with the union.The union wants to see a pay increase for its rural, mostly female carriers, who earn 28 per cent less than their urban, mostly male, counterparts to address what CUPW sees as a pay equity issue.Canada Post has said CUPW's demands are "not affordable" and would add $1 billion in costs over the life of a new contract as the postal service undergoes a review of operations, including the move away from door-to-door delivery.CUPW national president Mike Palecek said the Crown corporation turned in a nearly $100-million profit last year and appears to be on track for bigger profits in 2016, although Canada Post has not opened its books to the union."We know we're dealing with an unscrupulous employer. They have no problem lying to the public and they have been untruthful about the real financial situation facing Canada Post for years," Palecek told a news conference in Ottawa.Canada Post spokesman Jon Hamilton called Palecek's claims ridiculous and uncalled for. North Koreans are also employed in leisure and clothing firms in Malta, and have worked in other EU countries, it said.The North Korean embassy in Warsaw denied workers were deprived of pay."This is all nonsense," said an official, declining to give his name. "Nobody is taking (their salaries), they work and make money for themselves."But campaigners say North Korean leader Kim Jong-un's regime is using overseas labour to earn much needed foreign currency to offset the impact of U.N. sanctions, which were expanded in March after a nuclear test on Jan. 6 and a Feb. 7 rocket launch.EAHRNK director Michael Glendinning said Pyongyang was "in full control and benefiting hugely".A U.N. report last year estimated there were over 50,000 North Koreans working abroad, earning the state $1.2 billion to $2.3 billion annually, although some experts question these figures.Most are labouring in Russia and China. An oil spill Tuesday polluted Haifa Bay after a ship hit an old fuel supply line, pouring hundreds of gallons of oil into the water.The current carried the slick toward the shore and northward, prompting the closure of beaches in Haifa and the surrounding area as emergency crews worked to contain and clean the spill.In a statement, the Environmental Protection Ministry said it was the leak was “several cubic meters” in size and was not “very large.”Kiryat Yam, which lies directly north of Haifa, was expected to be worst-hit by the leak, the ministry said.The Health Ministry issued a warning against bathing in the sea along the Haifa coast and nearby beaches.Haifa, home to Israel’s largest seaport, is also center of chemical production plants and oil refineries.The spill happened during maintenance work to replace old pipelines operated by the Petroleum and Energy Infrastructures company.“In cooperation with, and under the instructions of, the Environmental Protection Ministry, the company is removing old fuel lines from the sea,” the company said in a statement. “During the work, a flexible pipe was hit and oil spilled into the sea.”It said that, in view of the high chance of a leak occurring, an emergency team had already been on standby together with suitable equipment to deal with a spill, and that the group immediately attended to the problem.“The pipe has been physically blocked so that the leak stopped and most of the fuel was collected,” the company said.The sea protection non-government organization Zalul said the incident should serve as a warning that Israel is not suitably prepared to deal with a major oil spill, Channel 2 reported.“Israel is about to renew the permits for oil and gas drilling, but is not ready to deal with leaks at sea,” Zalul said. “This is a warning sign that testifies to the need to fast-track a law that demands preparation for an emergency with highly skilled professionals, emergency equipment, and adequate budgeting.”

A teenage girl who was moderately injured in a drive-by terror attack last week in which her father was killed and her mother critically injured, was released from the hospital Tuesday.Tehila Mark, 14, was allowed home from Hadassah Hospital Ein Kerem. She was said to be in a good and stable condition.Rabbi Miki Mark was driving with his wife and two children on Route 60 south of the West Bank city of Hebron Friday when suspected Palestinian terrorists opened fire on them. The gunfire caused the car to spin out of control and overturn, killing the father of 10.Tehila’s mother Chava Mark was seriously injured in the incident. Tehila and her 15-year-old brother Pedaya were also injured, though Pedaya was not hospitalized.On Sunday, Chava Mark, an Israeli who also holds American citizenship, was brought out of a medically induced coma and resumed breathing independently.As her husband was laid to rest in Jerusalem, Chava came to for the first time since the terror attack. The hospital described her condition as stable.Tehila, who sustained moderate injuries in the shooting, was allowed to leave the hospital by ambulance to attend her father’s burial at the Har Hamenuhot cemetery.A relative read out her eulogy to her father which she was unable to give herself.“We will be strong for you, because I know that’s what you would want,” Tehila said. “God took you because he needs more righteous people. Watch over us from above.”An initial investigation indicated the terrorists passed the Marks’ car with their vehicle near the settlement of Beit Hagai, south of Hebron, then opened fire at them. The Beersheba Regional Labor Court on Monday ordered the state to compensate Ethiopian-Israeli rabbis and religious leaders, ruling that they were discriminated against for years by the religious councils on which they serve.Concluding a trial that lasted eight years, the court said each of the 16 plaintiffs should receive NIS 50,000 ($13,000) in damages because they had been paid less well than their non-Ethiopian counterparts and were denied some of their employment rights, Army Radio reported.The court ruled that Ethiopian rabbis and kesim — community priests — are entitled to wages equal to those paid to other neighborhood rabbis. In addition to the compensatory damages, the state was ordered to retroactively pay the rabbis for the difference in wages they had not received during their years of employment.In summing up, the judges noted that “neither the state nor the religious councils presented any evidence regarding the existence of sufficient practical reasons to justify the difference between the wages of the plaintiffs and other neighborhood rabbis’ wages.”Three of the plaintiffs were also told they were entitled to pension plans, which they had not received since they started work.The rabbis’ legal representative, attorney Alex Spinrad, said, “The ruling shows that a stubborn stand on rights, like the one they valiantly took, can sometimes end with a great victory.”Jewish religious services in Israel are provided by rabbis who answer to the state-controlled Chief Rabbinate.Last month the Religious Affairs Ministry temporarily extended the tenure of the chief rabbi of Israel’s Ethiopian community after he was said to be facing dismissal over having protested the Chief Rabbinate’s alleged discrimination against Jews of Ethiopian descent.Reports of the firing of Rabbi Yosef Hadane had drawn criticism, including from Education Minister Naftali Bennett.Issues of alleged discrimination against Israeli-Ethiopians have been raised in other matters, including that of police brutality toward members of the community.On Sunday hundreds of protesters took to central Tel Aviv to demonstrate over police brutality, a year after similar protests resulted in some of the most intense clashes the city has ever seen. I believe that this is not just good for Kenya. It is good for Africa. It is good for global peace. It is good for partnership,” said the president.Strengthened Israel-African cooperation is important for both sides, Kenyatta went on, adding that while some countries on the continent have had tense relations with the Jewish state, current global challenges obligate African countries to reassess their position.“We think that the world has changed,” the Kenyan president said. “Global problems that we now share are different than what they were some 30 years ago. Full stop”, Elmar Brok, a senior MEP from the ruling CDU party of German chancellor Angela Merkel told EUobserver on Monday (4 July).Leonie Haueisen, a spokeswoman for the centre-left SPD party in the ruling coalition, said: “Calls from Germany for Jean-Claude Juncker’s resignation are not known to us”.They spoke to EUobserver after a British newspaper, The Sunday Times, quoted a German minister, who asked to remain anonymous, as having said that Juncker’s handling of Brexit was “very damaging” and that pressure on him to step aside was becoming “greater”.A leading conservative German newspaper, Die Welt, in an editorial on Thursday also said: “Juncker is unsuitable to be president” of the European Commission.The attacks, building on earlier criticism by Czech and Polish politicians, have centred on his vision that EU institutions, instead of member states, should play the leading role in European affairs.They also come amid Juncker’s erratic behaviour in press briefings and amid reports of his ill health.A commission spokesman, Alexander Winterstein, on Monday declined to comment directly on the issues. He said that he was aware of the “less favourable” press coverage, but that the commission is “very busy” and “focusing on its work” on economic growth and on the migration crisis.Judy Dempsey, a Berlin-based expert with the Carnegie Europe think-tank, said Merkel had not wanted Juncker to get the job back in 2014, but that now that he was in place it would be “too disruptive” to eject him.“Who on earth would be interested in having even more chaos now?”, she told this website on Monday, referring to the post-Brexit chaos on the British political scene. “This is not the time … I don’t think there’s any appetite for a coup”, she said.A contact in the centre-right EPP, the party that contains Juncker and Merkel, told EUobserver that Juncker’s suitability for the post “is not a discussion in the party”.But other EU sources believed that Merkel is merely biding her time.“Merkel seems to be waiting for the right moment to say goodbye to Juncker. She wants to make sure she can fend off efforts by Schulz to become commission president. She wants to have a viable alternative candidate before getting rid of Juncker,” one contact said, referring to Martin Schulz, the German head of the European Parliament, who hails from the SPD faction.Schulz aside, the Dutch commission vice-president, Frans Timmermans, is also being mentioned in the EU corridors as a potential Juncker replacement.But a second EU source said that Timmermans, an outspoken critic of Hungary and Poland’s erosion of democratic standards, would never get Budapest or Warsaw’s support.The source said that Jyrki Katainen, the commission vice-president for investment and growth, is also an option.The source said that Katainen would be acceptable to Merkel because, as a former Finnish PM, he had executive experience and because he was a fiscal hawk who also hailed from her EPP faction.-Removed by parliament only-If the attacks were to intensify, Juncker’s hold on power may become politically untenable, but in terms of due process he cannot simply be removed.According to the EU treaties the commission president and his whole commission can only be removed from office en bloc by a vote of censure in the European Parliament (EP).The EP has never used the option. In 1999, the fraud-tainted commission of Jacques Santer resigned before such a vote took place.Meanwhile, even if Merkel had a clear idea on who to put in Juncker’s place, a reschuffle of the college of commissioners would hamper the work of the commission amid uncertainties about the good functioning of the EU after Brexit.

BRUSSELS, Today, 19:52-Nato chief Jens Stoltenberg has said Brexit will make no difference to the UK’s role in Nato.“Brexit will change the relationship between the UK and the European Union, but it will not change the UK’s position in Nato. The UK will remain a strong and committed ally”, he said in Brussels on Monday (4 July).“I am certain … that the new government in the UK will confirm this”, he added.“It’s important because the UK is a major provider of security in Europe … It accounts for nearly one quarter of defence spending among European Nato allies”, he said.He added that “in an age of uncertainty” the EU and Nato “need each other more than ever”.Stoltenberg spoke to press one week after the UK’s shock vote to leave the EU and a few days ahead of a Nato summit in Warsaw.Some British commentators had said that if the EU got tough on the UK in the future exit talks, for instance, by shutting the City of London out of the single market, then the UK could retaliate by withdrawing its Nato-linked security guarantees.But Andrew Dorman, a scholar of security issues at Chatham House, a London-based think tank, echoed Stoltenberg.“I would be surprised because for at least the past 400 or 500 years it has been accepted that it’s in Britain’s interest to have a peaceful and stable Europe, a Europe that isn’t dominated by a single country or a single group of countries”, he told EUobserver.“The last thing Britain would want to do is to leave Europe alone to face a resurgent Russia”, he said.Judy Dempsey, a Berlin-based scholar of EU affairs for the Carnegie Europe think tank, agreed.“It would be a very strange blackmail. I cannot see anyone making such a linkage [on Brexit and Nato guarantees]”, she said.“It would be totally self-defeating because it would strike at the heart of the transatlantic special relationship”, she added, referring to the US and UK post-WWII security alliance in Europe and further afield.Brexit might have some consequences in the EU security arena, however.For his part, Stoltenberg on Monday warned the EU against unnecessary duplication of military command and control structures.The UK had always opposed the creation of an EU military HQ, but France and Germany are warm to the idea.Chatham House’s Dorman added that Brexit talks could see the UK leverage some of its unique military hardware in terms of EU-level overseas missions.He said that France, for instance, needed UK heavy air-lift planes to move its soldiers around Mali and that the UK has unmatched naval and air surveillance and military intelligence capabilities.He also said that the UK might give EU citizens fewer privileges in terms of British-led evacuations from conflict or natural disaster zones in future if the EU divorce talks went badly.-Warsaw-Nato leaders will in Warsaw finalise plans to deploy thousands of soldiers to the Baltic states and Poland and, later down the line, to Romania to act as a deterrent against Russian aggression.They will increase support to Georgia, Moldova and Ukraine, all of which are trying to break away from Moscow’s old sphere of influence.They will declare that their anti-ballistic missile shield has attained “initial operational capability” and forge closer ties with Finland and Sweden, two non-aligned states who are seeking closer Nato ties due to Russia’s behaviour.Stoltenberg said the moves are purely defensive in nature and that Nato ambassadors aim to hold talks with Russian diplomats after the Warsaw event in order to lower tensions.He said the “location and the physics” of the anti-missile system’s interceptor rockets “make it impossible for them to intercept Russia’s intercontinental ballistic missiles,” amid Russia’s complaints that the shield is designed to undermine its nuclear arsenal.He also said it was wrong of Russia to threaten the non-aligned Nordic states with military consequences if they joined Nato down the line.-Only dinner-The two states’ leaders are to take part in a dinner with Nato member states’ leaders in the Polish capital on Friday in a historic first.“Sweden ad Finland are really close friends of Nato and one invites close friends to dinner,” the Nato head, who is a former Norwegian PM, said.“It’s up to Sweden and Finland to decide if they want more.

I came into this struggle from business because I wanted us to be a self-governing nation, not to become a career politician," Farage said in a statement on Monday (4 July).Farage was elected as a member of the European Parliament first in 1999 and has been an MEP ever since. He has unsuccessfully fought five times for a seat in the UK parliament.This is the third time Farage has announced his resignation as party leader.The most recent time was in May last year, when he failed to win a seat in the British general election. BRUSSELS, Today, 09:12-The European Commission will give its verdict on Spain and Portugal's efforts to reduce their deficits on Tuesday (5 July).Amid post-Brexit debates on EU powers over member states, it is expected to spare both countries even if it says they have not done enough.An EU source on Sunday told the Reuters press agency that Spain and Portugal would get a three-week delay to take "effective action" to reduce their deficit.Other sources had earlier told the Wall Street Journal that the college of commissioners would open a procedure against the two countries but that it would propose to impose a symbolic fine of zero euro.In May, both countries were given one more year to reduce their deficits to below 3 percent and until July to announce measures. That equated to a deadline of the end of 2017 for Spain and the end of 2016 for Portugal.In 2015, the Spanish deficit was 5.1 percent of GDP while Portugal's was 4.4 percent.Likewise, Portugal last year posted a fiscal gap of 4.4 percent of GDP, despite having previously agreed to bring it below 3 percent.The main reason for that decision was the Spanish general election on 26 June. A new three-week delay would likely be explained by the fact that no government has been formed yet.The question whether to impose sanctions on Spain and Portugal is divisive among officials in the EU.On Sunday, the German commissioner, Guenther Oettinger, said that the EU "must decide sanctions on Spain and Portugal" and that any other decision could "not be explained to people".In recent days, German finance minister Wolfgang Schaeuble and Bundesbank president Jens Weidmann also said that the British vote to leave the EU should not be used to ease the EU's fiscal rules.-'Common sense'-Speaking to journalists in Bratislava on Thursday, Slovak finance minister Petr Kazimir said that the EU "cannot have double standards - that would be shooting ourselves in the foot”.He also said that the EU needed to distinguish "recklessness" from situations where countries need some time to improve the situation, however.After Slovakia took over the six-month EU presidency on Friday, Kazimir is to chair the meetings of finance ministers that would have to approve the commission's proposal on Spain and Portugal.Italian prime minister Matteo Renzi last week said he opposed sanctions and that it would be "absurd not to use common sense".According to Spanish media, most EU leaders at a summit last week said there should be no sanctions in order not to destabilise Spain and Portugal after Brexit.

OTTAWA - The head of NATO has singled out Canada with praise for agreeing to take a leadership role in the standoff with Russia.Speaking in Brussels on Monday, NATO Secretary General Jens Stoltenberg said Canada's promise to lead a 1,000-strong force in Eastern Europe sends a clear signal that the alliance is strong and united."This is a great contribution to our common security, and a clear signal that our nations will defend one another on both sides of the Atlantic," Stoltenberg said in a press conference held days before NATO leaders, including Prime Minister Justin Trudeau, meet at a summit in Warsaw.The Liberal government announced last week that Canada would join Germany, the United Kingdom and the United States in leading a 4,000-strong NATO reassurance force in the Baltics and Poland.The decision came after significant pressure from European and American allies, with U.S. President Barack Obama stating in his address to Parliament on Wednesday that "NATO needs more Canada."Canadian troops are expected to be deployed to Latvia, where they will make up the majority of a 1,000-strong battalion that will also include forces from other NATO members. Germany, the U.K. and the U.S. will lead similar units in Lithuania, Estonia and Poland.Eastern European NATO members have been clamouring for a bolstered alliance presence in the region since Russia seized Crimea and began supporting separatist rebels in eastern Ukraine in early 2014.Stoltenberg emphasized the deployments were not intended to aggravate Russia.
