Words are cheap these days. Everyone is a ‘star,’ ‘breaking news’ can last all day, and ‘legend’ status is bandied about freely.But what we woke up to this morning is truly unprecedented.Britain has voted to leave the European Union. And they may not be the last country to do so. They weren’t the first — that honour/calamitous decision depending on how you see the news this morning – goes to Greenland. They left what was then called the EEC in 1985.But with all due respect to Greenland, Britain is a much bigger fish, economically and politically. It was a major and important member of the European Union. There are questions this morning whether the UK can even survive when Scotland voted massively to stay in the EU. The Prime Minister David Cameron has resigned, prompting a period of uncertainty as to whom will take up the reins and negotiate the terms of departure.These are the deep questions that the UK has to answer.But I am the director of a pro-Israel advocacy group operating at the heart of the EU Institutions in Brussels, and I’m busy looking at the current lay of the political land and what it will all mean for the EU Israel relationship.Our offices sit opposite the European Council and the European Commission. Before I stepped into the office, I sat outside taking it all in. Eurocrats walked past in groups, the most common words I picked up were “I don’t know,” and “slap in the face.” Most looked ashen faced with smartphones in hand reading the news. And to be honest I wasn’t far behind. This truly is uncharted territory.But let us all be honest, the UK-Israel relationship was a rollercoaster ride with as many highs as lows, from the British Mandate to good relations during the Suez Crisis. In the 60’s Britain was seen as pro-Arab. The 80’s were not much better, with Britain imposing an arms embargo on Israel during the 1982 Lebanon war. But since then, things were on the up again. Relations were strong, a majority of British parliamentarians are pro-Israel and only last year the British government began efforts to outlaw BDS activities in the UK.So we have lost a good, solid and largely dependable pro-Israel voice in the European Institutions. We have lost not only a great number of MEPs who were our friends and allies, but also many more British staffers and policy wonks – those who actually prepare the briefing notes, do the research and advise their political and bureaucratic masters on lines and positions to take on Israel. So from that perspective it’s sad and you could allow yourself to worry.But there are opportunities too. The emerging markets as we call them: Balkan states, the Visegrad group of countries, and not forgetting the Baltic states, will undoubtedly feel emboldened after Brexit. They will feel their voices have become louder in the European Council, Parliament and Commission. They will also feel that that Britain’s unprecedented – there’s that word again – departure shows cracks in the old established power blocks, and that they can be the cement.As these countries enjoy a by and large excellent relationship with Israel, their cement can only be good news for us, and we anticipate a deeper and more co-operative relationship with them at Permanent Representative and EU institutional level.But the real question is can the EU, as presently constituted, even survive? This morning it feels like a game of Jenga. The UK have removed their brick from the tower, and the edifice looks shaky and could potentially collapse.So we say goodbye to Britain in the EU playground with a heavy heart. But just like all playgrounds, there are always plenty of others to make friends and continue to play with.This is the task of all Israel advocates in the months and years ahead. So let’s get to it post haste.

Antisemitic Rhetoric From Mahmoud Abbas-June 25, 2016, 5:06 pm-THE TIMES OF ISRAEL

In a speech delivered at the European Parliament in Brussels on June 23, Palestinian Authority President Mahmoud Abbas set back the cause of peace and tarnished his credentials as a leader by descending into the muck of antisemitism.Abbas claimed that “a number of rabbis in Israel … made a clear announcement demanding that their government poison the water to kill the Palestinians.” He then posed a question: “Isn’t that clear incitement to commit mass killings against the Palestinian people?”Less than a day after making this crude and outlandish accusation, Abbas retracted it, admitting it was “baseless,” saying he had not intended to “harm Judaism or to offend Jewish people” and condemning antisemitism.Abbas’ flirtation with antisemitism, or blood libel, as Israel described it, is an ugly blot on his record.Abbas was sucked into this needless morass after the Palestine Liberation Organization, which he heads, published the allegation on a website. The PLO retrieved this misinformation from a Turkish news agency report. According to Anadolu, “Rabbi Shlomo Mlma, chairman of the Council of Rabbis in the West Bank,” had issued an advisory allowing Jewish settlers to commit mass murder.The reputable news agency Reuters examined the allegation but failed to authenticate it. Reuters could neither find the rabbi nor track down an organization called the Council of Rabbis in the West Bank.It’s clear that Abbas’ staff took the false Turkish report at face value without even bothering to verify it, a shocking oversight that was nothing short of irresponsible and reckless.The net effect was that Abbas circulated a vicious antisemitic canard that has been exploited since medieval times to defame, marginalize and murder Jews in European societies. The myth that Jews poison wells gained wide currency especially during the Black Plague period and the Nazi era in Germany.Abbas’ inflammatory comments were picked up by the Palestinian press in the West Bank and the Gaza Strip and by the media in the Arab and Islamic worlds, creating yet more animus against Israel and Jews. Among Israeli Jews, Abbas’ remarks reinforced perceptions that the Palestinians are not ready for coexistence.Did Abbas really think his foray into antisemitism would be conducive to the pursuit of peace? Prime Minister Benjamin Netanyahu’s office rightly condemned him, saying “Palestinian incitement … fuels terror.”But amid the sound and fury, the Israeli government conveniently neglected to mention the positive aspects of Abbas’s speech. Lest it be forgotten, Abbas said the Palestinian Authority supports diplomatic efforts to reach a two-state solution based on the pre-1967 borders and the Arab League peace initiative, which offers Israel an opportunity to normalize relations with its members.Beyond paying lip service to a two-state solution, Netanyahu does nothing concrete to advance it and promotes the expansion of settlements in the West Bank. He and his cabinet ministers are basically satisfied with the status quo, which may well transform Israel into a binational state. They prefer conflict management to conflict resolution.It’s a prescription for more strife and bloodshed. It’s a disaster waiting to happen.In his speech in Brussels, Abbas also claimed that once Israel’s occupation of the West Bank ends, “terrorism will disappear, there will be no more terrorism in the Middle East, or anywhere else in thee world.”It goes without saying that this was a surreal and absurd statement. As he must surely know, jihadist terrorism, as practised by Islamic State and Al Qaeda, is inspired by a whole host of reasons outside of Israel’s existence as a Jewish state. And the end of the Arab-Israeli dispute will not necessarily usher in a brave new world marked by universal amity and mutual understanding.However, terrorism emanating from the West Bank may well decrease significantly should Israel agree to Palestinian statehood following direct talks with the Palestinian Authority.Abbas would have been wise to focus his attention on this key aspect of the conflict instead of dabbling in cheap antisemitic rhetoric, which only hardens public opinion on both sides of the Arab-Israeli divide.

Article 50-OF THE LISBON TREATY-OF THE EUROPEAN UNION.   

1. Any Member State may decide to withdraw from the Union in accordance with its own constitutional requirements.
2. A Member State which decides to withdraw shall notify the European Council of its intention. In the light of the guidelines provided by the European Council, the Union shall negotiate and conclude an agreement with that State, setting out the arrangements for its withdrawal, taking account of the framework for its future relationship with the Union. That agreement shall be negotiated in accordance with Article 218(3) of the Treaty on the Functioning of the European Union. It shall be concluded on behalf of the Union by the Council, acting by a qualified majority, after obtaining the consent of the European Parliament.
3. The Treaties shall cease to apply to the State in question from the date of entry into force of the withdrawal agreement or, failing that, two years after the notification referred to in paragraph 2, unless the European Council, in agreement with the Member State concerned, unanimously decides to extend this period.
4. For the purposes of paragraphs 2 and 3, the member of the European Council or of the Council representing the withdrawing Member State shall not participate in the discussions of the European Council or Council or in decisions concerning it.
A qualified majority shall be defined in accordance with Article 238(3)(b) of the Treaty on the Functioning of the European Union.
5. If a State which has withdrawn from the Union asks to rejoin, its request shall be subject to the procedure referred to in Article 49.

Former London Mayor Boris Johnson has not indicated when he will speak about the "leave" campaign success. U.K. Independence Party chief Nigel Farage, who spoke several times late Thursday and early Friday, also plans a further statement Friday morning. Cameron's defeat in the referendum represents a political earthquake that may re-shape the Conservative Party leadership, which was deeply split by the Brexit issue, and could cost him his job. "He's almost certainly got to go," said Tim Bale, a professor of politics at Queen Mary, University of London. "There are too many people who will see him as someone who lost his legitimacy and ... was outplayed by an opponent who wants to take over as a leader."WHAT HAPPENS TO ECONOMY?-The pound suffered one of its biggest one-day falls in history Friday, plummeting more than 10 per cent in six hours on concerns that severing ties with the EU will hurt the U.K. economy and undermine London's position as a global financial centre. NEW YORK (Reuters) - Global stock markets lost about $2 trillion (£1.4 trillion) in value on Friday after Britain voted to leave the European Union, while sterling suffered a record one-day plunge to a 31-year low and money poured into safe-haven gold and government bonds.The blow to investor confidence and the uncertainty the vote has sparked could keep the Federal Reserve from raising interest rates as planned this year, and even spark a new round of emergency policy easing from major central banks.The move blindsided investors, who had expected Britain to vote to stay in the EU, and sparked sharp repricing across asset classes. Mainland European equity markets took the brunt of selling as investors feared the vote could destabilise the 28-member bloc by prompting more referendums.The traditional safe-harbour assets of top-rated government debt, the Japanese yen and gold all jumped. Spot gold rose over 4 percent and the yield on the benchmark 10-year U.S. Treasury note fell to a low of 1.406 percent, last seen in 2012, but climbed higher in afternoon trading.Stocks tumbled in Europe. Frankfurt and Paris each fell 7 percent to 8 percent. Italian and Spanish markets posted their sharpest one-day drops ever, falling more than 12 percent led by a dive in European bank stocks. Italy's Unicredit fell 24 percent while Spain's Banco Santander fell 20 percent.London's FTSE, however, dropped 3.2 percent, with some investors speculating that the plunge in sterling could benefit Britain's economy."Big institutional customers saw this morning's event as a much more longer-term opportunity. So names that were really dislocated found plenty of bids, plenty of support," said Ken Polcari, director of the NYSE floor division at O’Neil Securities in New York.Still, Britain's big banks took a $100 billion battering, with Lloyds, Barclays and RBS plunging as much as 30 percent, although they cut those losses in half later in the day.Stocks on Wall Street traded down around 3 percent, with the Dow Jones industrial average dropping as much as 544 points.The Dow Jones industrial average fell 520.19 points, or 2.89 percent, to 17,490.88. The S&P 500 slid 65.75 points, or 3.11 percent, to 2,047.57 and the Nasdaq Composite lost 182.46 points, or 3.72 percent, to 4,727.58.MSCI's all-country world stock index fell 4.4 percent.Voting results showed a 51.9/48.1 percent split for leaving, setting the UK on an uncertain path and dealing the largest setback to European efforts to forge greater unity since World War Two.The British pound dived by 18 U.S. cents at one point, easily the biggest fall in living memory, to its lowest since 1985. The euro slid 3 percent to $1.1050 as investors feared for its very future.Sterling was last down 7.4 percent at $1.3775, having carved out a range of $1.3228 to $1.5022. The dollar's peak decline of 4 percent was the largest since 1998.Emerging market currencies across Asia and eastern Europe and South Africa's rand all buckled on fears that investors could pull out. Poland's zloty slumped 4 percent.Europe's safety play, the 10-year German government bond, surged with yields tumbling back into negative territory and a new record low.MSCI's broadest index of Asia-Pacific shares outside Japan slid almost 3.3 percent. Tokyo's Nikkei saw its worst fall since 2011, down 7.9 percent.Investors stampeded into low-risk sovereign bonds, with U.S. 10-year notes gained around 1.5 points in price to yield 1.570 percent. Earlier, the yield dipped to 1.406 percent.The rally even extended to UK bonds, despite a warning from ratings agency Standard & Poor's that it was likely to downgrade Britain's triple-A credit rating if it left the EU. Yields on benchmark 10-year gilts fell 27 basis points to 1.096 pct.Across the Atlantic, investors were pricing in less chance of another hike in U.S. interest rates given the Federal Reserve had cited a British exit from the EU as one reason to be cautious on tightening."A July (hike) is definitely off the table," said Mike Baele, managing director with the private client reserve group at U.S. Bank in Portland, Oregon.Fed funds futures were even toying with the chance that the next move could be a cut in U.S. rates.Oil prices slumped by more than 4 percent amid fears of a broader economic slowdown that could reduce demand. Global markets buckled as Britain’s vote to leave the European Union drove the pound to the lowest in more than 30 years while sparking demand for haven assets from U.S. Treasuries to gold.Why Britain Voted to Leave the EU-The Dow Jones Industrial Average fell 587 points, or 3.4 percent, erasing gains for 2016 as bank shares plunged. European stocks bore the brunt of the carnage, with the Stoxx 600 Index sliding 7 percent in its worst day since October 2008. The yen briefly strengthened past 100 per dollar for the first time since 2013. Treasury yields had their biggest drop in more than four years and gold rallied above $1,300 an ounce. Volatility surged, with the CBOE’s measure of anxiety jumping 30 percent.“This is going to take a large number of trading days, if not weeks, to iron through,” said Stephen Wood, who helps manage $237 billion as chief market strategist for North America at Russell Investments in New York. “‘There were a lot of surprise positions that had be unwound very, very quickly -- that’s been a significant phenomenon. Some of that will probably be re-traced. Initial reactions tend to be more extreme than long-term averages.”The victory for the “Leave” campaign prompted Prime Minister David Cameron to resign, while Scotland’s First Minister Nicola Sturgeon said a second referendum on independence was back “on the table.” The outcome stunned many investors who’d put wagers on riskier assets over the past week as bookmakers’ odds suggested the chance of a so-called Brexit was less than one in four.“Market participants are right to be concerned,” said Dean Maki, chief economist of investment firm Point72 Asset Management. “This is a legitimate risk-off event, and there are concerns about what’s going to happen. S&P Global Ratings is preparing to remove the U.K.’s top credit grade after the country voted to leave the European Union.Europe’s corporate-bond market may be closed for weeks as investors and companies try to divine the implications of the U.K.’s decision. Overall bond sales in Europe next week may total less than 5 billion euros, according to 81 percent of market participants surveyed by Bloomberg. Zero issuance was predicted by 37.5 percent, which would be a first for the year.Commodities-Gold surged the most since the height of the 2008 global financial crisis. Bullion jumped as much as 8.1 percent and futures trading volume was three times the average for this time of day.Other commodities plunged, swept up in the global market frenzy. Brent crude futures slumped as much as 6.6 percent and copper in London sank the most since Jan. 7 as the U.S. dollar surged. The Bloomberg Commodities Index of returns on 22 raw materials fell as much as 2.2 percent, the most since January.“The flight to safety is very, very evident,” said Jeremy Wrathall, head of global natural resources in London at Investec Plc. “Copper is moving down, oil is moving down, it’s a reaction to the dollar. The only commodity that’s not behaving that way is gold.”

A member of parliament from the political arm of Lebanese terror group Hezbollah called for Israeli communities to be captured and civilians taken hostage in any future war with Israel.Speaking on Hezbollah’s al-Manar TV, MP Walid Sukkarieh said that in addition to the group’s missile arsenal — said to number in the tens of thousands — an offensive to seize northern Israeli communities should be employed to prevent Israel from retaliating and implementing its “Dahiyeh Doctrine,” a military strategy that advocates the use of disproportionate force against a militant entity by destroying civilian infrastructure.The strategy, named after a suburb of Beirut, was implemented in the Second Lebanon War in 2006 to level whole buildings in the Hezbollah stronghold using sustained airstrikes. The doctrine was first mentioned in 2008 by the then head of the IDF’s northern division and current IDF chief of staff, Gadi Eisenkot, who warned that Israel would reapply the strategy in every village in Lebanon from which Israel is attacked.Israel is preparing to mark the 10-year anniversary of the 34-day war next month.Sukkarieh said in his interview on June 18 that Israel could not implement the doctrine if Hezbollah holds Israelis hostage in another round of conflict.“The Israeli people would be a prisoner in our hands. This would prevent Israel from targeting civilians on our side. It would not be able to implement the Dahiyeh strategy. They have threatened that in the next war, they will implement this strategy and destroy all of Lebanon. What will they destroy if we hold settlements hostage? We will have hostages. If they kill us, we will kill them,” he argued, according to a translation posted Thursday by the Middle East Media Research Institute.The Hezbollah MP added that seizing Israeli lands would create a new balance of power in the region, one in favor of the Palestinian cause, and that no outside element would successfully force Hezbollah to withdraw.“Under these circumstances, no resolution will be able to force you to withdraw to your previous positions, and to hand this land back to Israel. Even the Arab [regimes] would not be able to tolerate this. The worst Arab regimes would not be able to accept this. They would not be able to say: ‘Hezbollah managed to liberate a settlement in Palestine, but it must withdraw from it.’ A new situation will be forced upon the conflict between Hezbollah and Israel,[and] upon the Palestinian cause as a whole,” he said.Last week, Israeli Intelligence Minister Yisrael Katz warned that Lebanon would be “ruined” in any future conflict between the IDF and Hezbollah, calling Hezbollah leader Hassan Nasrallah a “megalomaniac” with no concept of reality.“Hezbollah continues to be the primary non-state threat, not only to Israel but also to Lebanon,” he told the Herzliya Conference, an annual seminar reviewing Israel’s security.He added that a conflict with the group could be triggered by a minor incident due to “the megalomaniac character of the organization’s leader, Hassan Nasrallah, a fanatical personality who lacks any conception of reality except, perhaps, anything to do with protecting his personal security.”His remarks came a day after IDF Military Intelligence chief Maj. Gen. Herzl Halevy, speaking at the same conference, put particular emphasis on the threat from Hezbollah in Lebanon.Hezbollah is believed to have an arsenal of more than 100,000 missiles and rockets, along with weapons systems “that they never had before,” Halevy said.But Katz said that it is Israel’s northern neighbor and the Hezbollah leader who had the most to lose in a conflict with Israel.“A war in Lebanon and an attack on the Israeli home front will bring about the ousting of Nasrallah and will bring ruin to Lebanon,” he predicted.

Year after year, Dr. Lassina Zerbo returns to Israel with the hope of convincing the Jewish state to ratify an international treaty banning nuclear tests, a move the UN nuclear test ban czar claims would have little negative effect on Israel’s security but would be a “serious step forward in showing goodwill on arms control.”Though his task may seem Sisyphean and occasionally “frustrating,” the head of the United Nation’s Comprehensive Nuclear Test Ban Treaty Organization sees progress being made, notably in the fact that this year he met personally with Prime Minister Benjamin Netanyahu, instead of meeting with a cabinet minister as he has done in the past.“It’s a step up. The issue has been elevated to [Netanyahu’s] level,” Zerbo told The Times of Israel in the lobby of Tel Aviv’s David InterContinental Hotel on Tuesday.Netanyahu, for his part, was apparently convinced of the argument, saying this week that Israel would ratify the treaty at some point in the future, depending upon “the regional context and the appropriate timing.”The Comprehensive Nuclear Test Ban Treaty, known as the CTBT, was passed by the United Nations in 1996. Though Israel signed the treaty, it — along with seven other countries — has yet to ratify it, keeping the CTBT from being fully implemented.For the treaty to go into effect, it still needs to be ratified by China, the United States, Egypt, Israel and Iran, and needs to be both signed and ratified by North Korea, India and Pakistan.In the meantime, using 337 facilities around the world, Zerbo’s organization monitors seismic activity and sound waves on land and underwater, as well as radioactive particles, to detect nuclear detonations anywhere on the planet.The nuclear test ban treaty is different from the Nuclear Non-Proliferation Treaty, which tries to prevent the spread of atomic weapons, in that the CTBT looks only to ban nuclear detonation tests — think Bikini Atoll — something Israel allegedly hasn’t done since the late 1970s.In fact, the only country that is believed to have conducted such a test in the past decade is North Korea, according to the CTBTO.The US military detected the dictatorial regime’s latest test earlier this month, but the CTBTO picked up the country’s last nuclear detonation in January.“No decent country in the world will carry out a nuclear test explosion — that [practice] is done,” Zerbo said.For this reason, the CTBTO executive secretary regularly refers to the treaty as “low-hanging fruit,” a measure that the vast majority of countries have agreed to already.-Lots to gain, little to lose-During their 40-minute meeting, he and Netanyahu held a “frank and open discussion” about the nuclear test ban treaty, and the prime minister was “well-informed on the issue,” Zerbo said.Zerbo was somewhat surprised by how well the conversation went, considering Israel’s sometimes publicly acrimonious relationship with the United Nations.“I think it went better than anyone expected — though I probably shouldn’t say that,” he said.Nevertheless, the conversation was a “step up and a step forward” in getting Israel to ratify the treaty, Zerbo said.To Zerbo, who is originally from Burkina Faso but now operates out of Vienna, ratifying the treaty would give Israel more information about who is conducting nuclear tests and would make Israel “less isolated” in the international community.And the cost, he argued, would be minimal. The CTBT would not impede Israel’s ability to carry out laboratory tests or employ its alleged second strike capabilities in the case of an attack.Zerbo was unwilling to hazard a precise estimation of when Israel would ratify the treaty, but said he expected it would happen “sometime in the next five years.”He added, “That can mean tomorrow or in five years.”One of the hang-ups in the past was the lack of monitoring stations in the region, which Israel’s representative to the CTBTO, Merav Zafary-Odiz, has said would keep the treaty from being fully enforceable in the region. A planned facility in Egypt has yet to be built, and an existing detection site in Iran is not connected to the rest of the network.But in the past year a monitoring station was completed in Turkmenistan, just north of Iran, Zerbo said, which will provide additional coverage for the Middle East.Plus, he added, the construction of the Egyptian facility was only “a matter of time.”However, Israel’s main concerns regarding the CTBT have less to do with the treaty itself and more with the “regional context,” Netanyahu said, presumably referring to Iran, which has also not yet ratified the treaty.Israel would be loath to take the potential first steps toward nuclear non-proliferation if its neighbors were not doing the same.In the year since Zerbo’s last visit to Israel, the Iran nuclear deal was signed, halting the Islamic Republic’s nuclear program at least temporarily.While he thinks it was a “mistake” that ratifying the CTBT was not a part of the Joint Comprehensive Plan of Action — something that should have been a “no-brainer” — he said he understood that throwing too many things into the agreement could have potentially scuttled the whole deal.Though it was not required by the JCPOA, Zerbo told the Associated Press that Iran should still ratify the treaty as a sign of “good faith or goodwill.”Since the signing of the JCPOA last year, Zerbo has met with Iranian Foreign Minister Mohammad Javad Zarif to convince him to get Iran to do so.Zarif appeared to be in favor of the action and seemed “sincere” in saying so, but Zerbo did not seem convinced that it would happen any time soon.Rather, he said, it was important to focus on the younger generation of Iranians “who are interested in connecting with the world.”Zerbo’s work, traveling around the world to convince the remaining eight countries to ratify the nuclear test ban treaty, can be “frustrating” and slow-going.“But you have to love the process,” he said.Though he loves his work and believes in the CTBT, Zerbo said he would like nothing more than to be out of a job.Looking out the hotel window toward the Mediterranean Sea, he said that on the day the last country ratifies the nuclear test ban “I will lie down under a palm tree, look up at the sky and enjoy life.”
