LONDON (Reuters) - Britain could have a new prime minister by early September, the ruling Conservative Party said on Monday, after David Cameron started laying the groundwork for his successor to trigger the country's exit from the European Union.The government is under pressure to fill a vacuum left when Cameron announced he would resign by October after Britain ignored his advice and voted to leave the 28-member bloc in last week's referendum.Triggering a leadership battle which could draw in some of his closest advisers, Cameron urged ministers to work together in the meantime. But he also formed a separate unit, staffed by public servants, to help advise Britain on its departure and its options for a future outside the EU."Although leaving the EU was not the path I recommended, I am the first to praise our incredible strengths as a country," Cameron told parliament."As we proceed with implementing this decision and facing the challenges that it will undoubtedly bring, I believe we should hold fast to a vision of Britain that wants to be respected abroad, tolerant at home, engaged in the world."Asked about the possibility of a second EU referendum, Cameron said the result of Thursday's vote must be accepted.Graham Brady, chair of the "1922 committee" of Conservative lawmakers which sets the party's ground rules in parliament, said the group had recommended that the leadership contest should begin next week and conclude no later than Sept. 2.That recommendation will almost certainly be passed."Both the Conservatives and the country more generally really want certainty. We would like a resolution and we think it would be a good thing to conclude this process as soon as we practicably can," Brady told Sky News.He said there should be no new parliamentary election before Britain had negotiated the terms of its exit from the EU.Several Conservative lawmakers have urged leadership candidates to try to broker a deal quickly to make sure that any campaign is as painless as possible, and to avoid deepening divisions exposed during the referendum campaign."A leadership contest now is not in the interests of our country," said Justine Greening, international development minister. "It will mean our party focuses inward at the very time our country most needs us to focus outward."-JOCKEYING FOR POSITION-All eyes are on former London mayor Boris Johnson, the most prominent of the "Leave" campaigners and now bookmakers' favorite to succeed Cameron.But not all party members back him and many are pressing for "Anyone But Boris", seeing his decision to back the Leave campaign as a betrayal of his former ally Cameron, according to media reports.Cameron's spokesman said the prime minister would not endorse any candidate to succeed him.Instead, Cameron urged unity both in government and in the country and had announced he had set up an advisory unit to help manage Britain's departure from the European Union and to make sure his successor has all the possible information necessary to decide the country's future."Clearly this will be the most complex and most important task that the British civil service has undertaken in decades. So the new unit will sit at the heart of government and be led by and staffed by the best and brightest from across our civil service," Cameron said.For now, the priority was working together on government business, which some critics say has been all but put on hold since campaigning for the referendum began in February, and reassuring the many migrants who fear their status may change.Cameron told parliament he would not put up with intolerance, after reports that migrants, particularly those from Poland, had been told by some Britons to "go home" since the country voted to leave the EU."Let's remember these people have come here and made a wonderful contribution to our country. While there were expressions of shock across European capitals as well as Washington, there were half-hidden smiles from inside the Kremlin. That’s because any increase in internal European tensions following Brexit can only benefit Putin’s Russia.“The consequences will be global. LONDON (Reuters) - Britain's decision to leave the European Union sent new shockwaves through financial markets on Monday, with the pound falling despite the country's leaders' attempts to ease political and economic turmoil unleashed by the move.Finance minister George Osborne said the British economy was strong enough to cope with the volatility caused by Thursday's referendum, the biggest blow since World War Two to the European goal of forging greater unity.But his words failed to halt the fall of sterling, which later sank to its lowest level against the U.S. currency for 31 years, continuing the slide that began last week when Britons confounded investors' expectations by voting to end 43 years of EU membership.European bank shares had their worst two-day fall on record and world stocks, as measured by MSCI <.MIWD00000PUS> were on track for worst two-day fall since the aftermath of the Lehman Bros collapse in late 2008. United Nations Secretary General Ban Ki-moon on Monday welcomed a deal between Israel and Turkey to normalize relations after years of acrimony, calling it a “hopeful signal for the stability of the region.”“I welcome today’s announcement of the normalization of relations between Israel and Turkey,” Ban told journalists as he met President Reuven Rivlin during a visit to Israel.The statements echoed those of Prime Minister Benjamin Netanyahu, who said the deal would help bring “stability” to the turbulent Middle East. His Turkish counterpart, Binali Yildirim, made a simultaneous announcement in Ankara.The deal will restore full diplomatic relations between Jerusalem and Ankara in return for Turkish commitments to tackle terrorism and remove opposition to Israel in international forums and and Israeli promises to allow Turkish aid into the Hamas-controlled Gaza Strip.Once tight, already frayed relations between Israel and Turkey were significantly downgraded in 2010 after Israeli commandos staged a raid on a six-ship Turkish flotilla which was trying to breach Israel’s naval blockade of the Strip. The commandos were violently attacked by those on board the Turkish-flagged Mavi Marmara, and nine Turkish citizens, including one with American citizenship, were killed in the ensuing melee. A tenth died of his wounds years later. A number of Israeli soldiers were injured in the raid.Under the deal Israel will also pay $20 million (18.14 million euros) in compensation for the deaths caused in the commando raid, Yildirim confirmed. WASHINGTON (Reuters) - The U.S. Supreme Court on Monday handed a victory to abortion rights advocates, striking down a Texas law imposing strict regulations on abortion doctors and facilities that its critics contended were specifically designed to shut down clinics.The 5-3 ruling held that the Republican-backed 2013 law placed an undue burden on women exercising their constitutional right to end a pregnancy established in the landmark 1973 Roe v. Wade decision. Paris prosecutor opens manslaughter probe into crashed EgyptAir jet-[Reuters]-June 27, 2016-YAHOONEWS

PARIS/CAIRO (Reuters) - The Paris prosecutor's office on Monday opened a manslaughter investigation into the crash of EgyptAir flight MS804, as the doomed jet's black box memory chips were sent to France for repair.The Airbus went down in the eastern Mediterranean Sea en route from Paris to Cairo on May 19 and all 66 people on board were killed. Just as West Virginia starts to recover from the worst flooding there in more than a century, more heavy rain is in the forecast.More than 20 counties were under flood watch Monday, including the three most devastated by rain – Kanawha, Nicholas, and Greenbrier counties. In Greenbrier, at least 17 people have died, and floodwaters have not receded. The amount of rainfall is not expected to near the total Thursday. But enough rain could cause additional flash flooding in areas already impacted by the historic floods, according to The Weather Channel.Though the torrential rains will likely slow any recovery, a framework is in place to assist West Virginians regain their normal lives, as President Obama designated a federal disaster area there on Saturday, ordering federal aid to residents of Kanawha, Greenbrier, and Nicholas counties that could include grants for temporary housing and repairs. But residents also emphasize the importance of being there for each other.Take TJ Parker, of Rainelle, W.Va. Mr. Parker rescued an elderly man who called for help, as Parker and his dog, Titan, swam four blocks to safety. Parker says he was forced to hold his breath underwater to support the elderly man.“I realize that sounds crazy, but you have to do what you have to do at that time,” Parker told the Associated Press.Up to 10 inches of rain brought on flooding Thursday, with parts of the state receiving 1 to 3 inches in hours. West Virginia received one-quarter of its annual rainfall in one day, and numerous rivers surged to dangerous levels, including Elk River, whose levels broke a record at one stage that had stood since 1888.The rains across the mountainous state sent torrents of water from rivers and streams through homes and whole towns, with some completely surrounded by water. Hundreds of homes and buildings across the state have been lost or destroyed.Since Thursday, 25 people have died, the highest in any state from flooding this year.Hundreds of people have been rescued, said Tim Rock, spokesman for the state Division of Homeland Security and Emergency Management.Although Monday’s rains will likely inflict more damage, the disaster is already drawing comparisons to the flooding there in November 1985, the state’s most expensive natural disaster. It caused $570 million in damage, with more than 3,500 homes, 180 businesses, and 43 bridges destroyed. Twenty-nine counties were declared federal disaster areas."This is the worst I've ever seen," Fayette County Sheriff's Sgt. Bill Mooney, who served in the National Guard during massive floods in 2000-01, told the Associated Press. "Nobody expected 7 inches of (rain) in three hours."Mr. Obama's declaration of the federal disaster is expected to provide some relief. Residents in the three worst hit counties can receive aid for temporary housing and home repairs, receive low-cost loans to cover uninsured property losses, and qualify for other assistance for individuals and business owners.
