SAN FRANCISCO/ TORONTO (Reuters) - At least a dozen countries are considering or have enacted laws restricting online speech, a trend that is alarming policymakers and others who see the internet as a valuable medium for debate and expression.Such curbs are called out as a threat to the open internet in a report on internet governance set to be released today at an Organization for Economic Cooperation and Development meeting in Cancun, Mexico.The report, reviewed by Reuters, warns of dangers for the global internet, including intrusive surveillance, rising cybercrime and fragmentation as governments exert control of online content.It was prepared by the London-based Chatham House think tank and the Centre for International Governance Innovation, founded by former BlackBerry Ltd co-chief Jim Balsillie.China and Iran long have restricted online speech. Now limitations are under discussion in countries that have had a more open approach to speech, including Brazil, Malaysia, Pakistan, Bolivia, Kenya and Nigeria.Advocates said some of the proposals would criminalize conversations online that otherwise would be protected under the countries' constitutions. Some use broad language to outlaw online postings that "disturb the public order" or "convey false statements" - formulations that could enable crackdowns on political speech, critics said."Free expression is one of the foundational elements of the internet," said Michael Chertoff, former U.S. secretary of Homeland Security and a co-author of the internet governance report. "It shouldn't be protecting the political interests of the ruling party or something of that sort."Turkey and Thailand also have cracked down on online speech, and a number of developing world countries have unplugged social media sites altogether during elections and other sensitive moments. "Freedom of expression can't be lying to the people or insulting citizens and politicians."A bill in Pakistan would allow the government to block internet content to protect the "integrity, security or defense" of the state. The legislation, which has passed a vote in Pakistan's lower house of parliament, is supposed to target terrorism, but critics said the language is broad.It comes after Pakistan blocked YouTube in 2012 when a video it deemed inflammatory sparked protests across the country and much of the Muslim world.Earlier this year, YouTube, which is owned by Google, agreed to launch a local version of its site in the country. Brother of Orlando shooting victim apologizes for thinking 'dying I love u' text was a joke-[CBC]-June 20, 2016-YAHOONEWS

Santos Rodriguez sobbed when he first saw his older brother Jeff semi-conscious and hooked up to machines in an Orlando hospital. Jeff, 37, had taken multiple gunshots in Pulse nightclub and nearly bled to death on the bathroom floor waiting for police to rescue him.Early on in the siege, he'd texted his two younger brothers, Santos and Jai."I been shot at club..dying I love u." One minute later, at 2:26 a.m., he wrote: "Dead bodies on top of me …tell everyone..love them."But Santos didn't believe him."We are always joking around," he told CBC News in an interview about those nightmarish early-morning hours on June 12."I just texted him back LMAO [laughing hysterically]; you'd be taking pictures and posting it," he told his brother."Not a joke santy," came the reply. That was the last message Santos received from Jeff.Santos was 150 kilometres from Orlando, up late playing video games. By the time his curiosity got the better of him and he went online and saw the terror at Pulse nightclub, his brother wasn't texting anymore."My heart just dropped ... just sank," said Santos, who tried frantically to reach his brother."I was like, 'I'm so sorry — please, I love you.'"Jeff Rodriguez was one of the more than 100 people killed or injured in the nightclub. Israeli start-up Airobotics said today it has built a new kind of drone platform that will allow companies to operate drones without the need for expensive and skilled drone operators.The Petah Tikva, Israel-based company said it has raised $28.5 million in funding from investors including California’s BlueRun Ventures; Noam Bardin, the former chief executive of Waze, the navigation app that was bought by Google; and Richard Wooldridge, Google’s Advanced Technology and Projects chief operating officer.By taking the drone pilot and operator out of the equation, Airobotics removes the most expensive and hard-to-find component of industrial drone operations, the company said in a statement.The system is made up of three major parts: a drone, which can fly 30-minute missions at a time while carrying a one kilogram payload and using videos to provide customers with real time aerial insight; the airbase, a completely automated base station from which the drone launches and lands on its own, without needing human intervention, and software, which enables users “to control and manage missions with one click.”Airobotics is also creating an open ecosystem to allow other developers to come up with additional tools. Because the new drone has a payload mechanism design that can be swapped, partners can create new payloads that integrate new sensors and other tools into the drone. There are small steps here and there but it is very difficult to get international cooperation. People say let’s share intelligence, but no one is sharing intelligence. We can say it, but no one is doing it, so we should find other ways.”Increasing mobile and web usage and social media are among the key factors contributing to the “explosive increase” in cyber threats, MarketsandMarkets, a Dallas, Texas-based market research firm said in a report. OTTAWA - In two and a half years, Canadians will gradually start paying more premiums into the Canada Pension Plan.In several decades, supporters say the "historic" CPP deal reached Monday between Ottawa and most provinces will boost retirement security for future generations.But by policy-making standards, the agreement-in-principle — an unlikely outcome just a few months ago — happened in the blink of an eye.Even the federal finance minister, a pension expert, had given himself until the end of the year to finish up negotiations.Instead, the provinces are now being asked to finalize an agreement by July 15 that will eventually increase contributions and retirement benefits through the public plan.Following weeks of talks and an all-day meeting in Vancouver on Monday, finance ministers emerged with the agreement-in-principle.Even provinces such as Saskatchewan and British Columbia, which had expressed concerns about the timing of CPP reform, had signed on. Only Manitoba and Quebec declined to agree to the terms.The agreement came together as pollsters pointed to overwhelming popular support for public pension reform amid concerns about the adequacy of retirement savings.The federal Liberals ran on platform to upgrade the public pension system, as did their Ontario cousins. The result also means Ontario will abandon its project to go it alone with its own pension plan.How did this all happen so quickly? Sources familiar with the talks said doubters had concerns about the potential economic impact of boosting the CPP, even at the late stages of negotiations.They said Ottawa made a major push in the final days and hours, which helped secure enough country-wide support to expand the CPP. To make the change, they needed consent of a minimum of seven provinces representing at least two-thirds of Canada's population.The sources also suggested Prime Minister Justin Trudeau himself was involved in the extra effort.On top of that, Ontario, which had been moving forward its more-ambitious pension plan proposal, backed away from its earlier demands that CPP reform should be just as robust.Ontario Finance Minister Charles Sousa said in an interview Monday after the announcement that the swift agreement was driven by several factors.Sousa said all of his counterparts agreed there were "undersaving issues." He also said that Ontario's proposed pension plan — and its parameters — gave ministers around the table an example to examine.And some provinces, especially those hit hard by the commodity-price shock, were looking for only a gradual implementation due to the fragile economy, Sousa added.The agreement Monday states the CPP premium increases on workers and employees will only start to be phased in on Jan. 1, 2019. Ontario's increase was set to begin in 2018.British Columbia Finance Minister Michael de Jong said the deal was reached in part because of compromises and the desire to maintain a single, portable CPP across Canada."We think this strikes the right balance in that regard," de Jong told reporters after the announcement.The deal, however, wasn't embraced by everyone.Federal Finance Minister Bill Morneau said Manitoba needed more time to examine the deal since its government was only a few weeks old."This comes very fast and hard for them," Morneau said of Manitoba, whose finance minister wasn't present for the news conference.Quebec refused to sign the deal out of concern a broad-based premium increase would have a negative impact of low-income earners, the province's finance minister said in an interview.The province operates its own sister program of the CPP — the Quebec Pension Plan. Quebec can adjust the QPP as it likes, but it has typically followed the CPP.Quebec Finance Minister Carlos Leitao said in an interview he will raise QPP premiums according to the CPP deal. He said would also phase them in over the same period.But unlike the broader-based CPP reform agreement, he said Quebec would only raise premiums on income earned above $27,500.That's why Quebec didn't sign the agreement-in-principle, Leitao said."Those people already have a hard time saving, so their disposable income is pretty tight — and I think by taking the decision that we took, we will avoid an unfair tax on them and also on their employers," he said."As we know, payroll taxes tend to be the most economically inefficient taxes."To help offset the effect on low-income earners of increased CPP premiums, Ottawa said would it enhance the federal Working Income Tax Benefit and provide a tax deduction.Critics of CPP expansion have also said it would squeeze workers and employers by imposing additional contributions — and hurt the economy.Dan Kelly, the president of the Canadian Federation of Independent Business, warned that the CPP expansion is "pretty devastating" for small businesses."The big question I ask myself is what was the size of the federal cheques that were written to some of these provinces to get them to the table?" Residents at one of Britain’s biggest eco-communities are terrified of leaving their homes after the development was invaded by giant mutant rats.The rodents, that measure upwards of ten inches long, have decided to take up residence in the BedZed carbon-neutral development in Hackbridge, Surrey, and have been witnessed JUMPING at people living there.Scared locals are now calling on the council and estate managers Peabody to bring in some heavy-duty poisons to get rid of the massive rat infestation.Elodie Ledent, a resident on the 82-home estate, said: “I’m scared to take my bin out now, they jump out at you as you open the bins to throw the rubbish away."I have even taken my rubbish out to the bin in the street because the rats are not afraid to come close to you."I first told Peabody about this problem with the rats in October and they have not done much since.”She put the blame on the invasion on some residents leaving their rubbish out of the bins.BedZed tenant Marianne Rasmussen added: “When people are coming home at night you can hear them as they see rats run across the path.”Housing association Peabody Estates said it was investigating the problem, which has also been reported to Sutton Council.A spokesman added: "We’ve visited the site regularly with our pest control experts, and believe there could be nest sites near the river."We’ve been laying bait and are looking at what action we can take, such as moving compost bins or securing them in metal containers, to improve the situation."We’ll keep residents updated about how we are tackling the problem and our next steps.”A Sutton Council spokesman said: “The responsibility for keeping land clear of rats or mice rests with the owner or occupier, not the council."However, the council will carry out enforcement action when necessary.”

Talks with its foreign creditors over Greece's efforts to implement a reform program have dragged on for six months.The European Stability Mechanism "disbursed today 7.5 billion euros ($8.50 billion) to Greece," Klaus Regling, the managing director of the fund, said after meeting Greek Finance Minister Euclid Tsakalotos in Athens.Athens will use 5.6 billion euros of the amount to pay debts and 1.8 billion euros for state arrears.The ESM, Greece's largest creditor, will continue to loan Athens money under favorable conditions. Interest rates charged on Greek loans are at 0.8 percent currently and the average maturity of the loans is 32 years, Regling said."We want to help the Greek economy for the entire period," he said, but "we don't know exactly, given that forecasts are very uncertain, what the needs in a few years time will be."Regling said that a 3.5 percent primary surplus target, which Greece has agreed to achieve in 2018, should be respected. The International Monetary Fund has said the target is unrealistic and would prefer it being lowered to 2.0 percent."I'm absolutely content," said European Commission President Jean-Claude Juncker, who was visiting Athens when Regling met with Tsakalotos. Edano may take legal action to challenge Fukushima crisis report

The findings of a recent probe have raised doubts even about this.A third-party panel of lawyers set up by TEPCO released a report on why it took as long as two months after the crisis for the utility to acknowledge that the reactors had melted down.On March 14, 2011, three days after the accident occurred following the massive earthquake and tsunami, then TEPCO President Masataka Shimizu instructed a then executive vice president during a press conference “not to use” the word “meltdown,” according to the report. The message was delivered via a public relations staffer, citing instructions from the Prime Minister’s Office, the report said.Subsequently, TEPCO used the description “core damage” in connection with the accident. “The nuclear power plant and the head office shared a recognition that they should refrain from using ‘meltdown,’” the report pointed out.Then Prime Minister Naoto Kan and then Chief Cabinet Secretary Yukio Edano have completely denied issuing such instructions on their own.At the time of the accident, many politicians, bureaucrats and others concerned were working at the Prime Minister’s Office. It is the primary responsibility of the plant operator to respond appropriately.In such a situation, the highest priority should be placed on the safety of local residents. The operator must accurately provide local governments and residents with precise and necessary information regarding the situation the power plant is facing.TEPCO chose to use “core damage,” an expression that made the status of the accident unclear, instead of “meltdown,” even though “meltdown” would have clearly shown the severity of the developments the Fukushima plant was dealing with. The operator cannot avoid criticism for having betrayed local residents with this decision. This kind of stance taken by the utility has caused increasing distrust of nuclear power plants.At the time of the accident, TEPCO had internal manuals that described what constituted a meltdown. The Yomiuri ShimbunThe latest approval marks an important step toward making good use of nuclear power as the nation’s key energy source.The Nuclear Regulation Authority approved extensions of up to 20 years for the operational periods of the Nos. 1 and 2 reactors at Kansai Electric Power Co.’s Takahama nuclear power plant. The reactors were put into commercial operation more than 40 years ago.The new regulation system, with stricter safety standards adopted after the accident at the Fukushima No. 1 nuclear power plant, limits the operational period of a nuclear reactor to no more than 40 years, while approving an extension of up to 20 years under exceptional circumstances. Such an extension has been approved for the first time.Operating a nuclear power plant upon confirmation of the reactor’s safety, even if it has been in operation for more than 40 years, will be highly advantageous in ensuring a stable supply of electricity.However, restarting an aging reactor is not easy. KEPCO must steadily clear a number of hurdles.The biggest hurdle is upgrading facilities and systems. The plant has about 1,300 kilometers of cables, 60 percent of which will have to be replaced with fire-resistant cable. The company will take measures such as wrapping fire-resistant sheeting around the rest of the cable.Solid concrete casings must also be built for the tops of the reactor vessels as a precaution against serious accidents. In the central control room, the control board, which plays a pivotal role in maintaining the safety of the reactors, will be replaced with the latest type of panels. It is vital to make sure the complex control system is functional.KEPCO aims to complete the necessary work by the autumn of 2019 for restarting the reactors. The NRA will carry out strict inspections as the work progresses. The NRA will confirm the seismic resistance of some of the major facilities inside the reactor vessels by simulating an actual earthquake shock.-Huge expense-It is also vital to win the understanding of local communities for the nuclear reactors to be restarted. KEPCO needs to explain carefully what work it is carrying out and the need for restarting the reactors.The work will require a huge sum of money — more than ¥200 billion. Restarting the reactors is expected to help KEPCO increase its profit by ¥9 billion a month.It is hoped that by moving ahead smoothly with a series of procedures, KEPCO will present a model of a nuclear power station designed to operate long into the future.The NRA, for its part, must also streamline the screening procedures. It is also important for the mechanism of the systems itself to be reviewed.Even if an electric power company tries to apply for an extension of the operational period for a nuclear reactor with plenty of time in advance, the application period is limited under the current system. Should the screening fail to be completed by the actual day marking 40 years from the start of a reactor’s operation, the reactor in question will be decommissioned.Undoubtedly the screening schedule will therefore become precarious. This will cause problems in the screenings of other reactors. Even this time, screenings for applications to restart other reactors have been delayed.Another fundamental question is whether limiting the operational period of a nuclear reactor to 40 years is scientifically rational.The government has set a target of having nuclear power account for 20 percent to 22 percent of the nation’s total electricity for fiscal 2030.
