EDMONTON - Alberta Premier Rachel Notley says the "ocean of fire" that hit Fort McMurray burned about 10 per cent of the buildings, but the hard work of firefighters saved the bulk of the city so it can be rebuilt."The fast action and the hard work and the dedication and the smarts of these first responders has, it appears, saved almost 90 per cent of the city of First McMurray," she said Monday after a ground tour of the devastation.All 80,000 residents ordered out last Tuesday will have to wait at least two weeks to hear when they might be allowed to return.Regional fire Chief Darby Allen said the speed and rapid growth of last week's wildfire was unprecedented."I truly believe nothing else could have been done that wasn't done to protect the people and the structures within our city," said Allen. "They're rewriting their formulas on how fires behave based on this fire."Notley said 2,400 buildings were torched, but 25,000 were saved, including the hospital, municipal buildings and schools.Much of the downtown and the water treatment plant are also intact."This city will emerge from this emergency with real structural resiliency with most of its critical infrastructure saved," said Notley."This city was surrounded by an ocean of fire only a few days ago, but Fort McMurray and the surrounding communities have been saved and they will be rebuilt."But Notley reiterated that the community is not yet safe for people to return.Hot spots remain and large sections of the city don't have power, gas or water. She said a plan is to be developed over the next two weeks for the orderly and safe return of residents.Evacuees have been out of their homes for a week under a mandatory evacuation order. They were forced to flee, some with just minutes notice, when a ravenous wildfire, pushed by shifting winds, overwhelmed several neighbourhoods in the south and southwest.Darby said between 40 and 50 per cent of Fort McMurray could have been destroyed if firefighters hadn't been able to hold back the flames at key points, especially the downtown.Some of the hardest-hit areas are nothing more than acrid wastelands of soot, ash and concrete.Reporters who were also given a tour saw scorched skeletal outlines of furniture, vehicles and buildings. A cracked birdbath. The metal outline of a shed. A front doorstep leading to nowhere. Kids' bikes burned where they were chained up. Over there is a bathtub.There is wreckage everywhere.But there are signs reconstruction has begun.Teams work on power lines into the city, 435 kilometres northeast of Edmonton.The evacuees have been staying in hotels, campgrounds, with friends or at reception centres. The main one in Edmonton has had to deal with an added problem — about 50 people have fallen ill with a stomach bug.The wildfire sat at just over 2,000 square kilometres on Monday and moved within 30 kilometres of the Saskatchewan boundary. But lower than seasonal temperatures were giving crews a chance to extinguish hotspots in Fort McMurray.Across the country, the Red Cross has collected $60 million in donations, including on Monday $250,000 from Atlantic Canada and $500,000 from Unifor, a union representing 4,000 oilsands workers.Allen said everything is being done to get people back to the community as soon as possible."We are dedicating every necessary resource to bringing you home," he said."And we'll see you soon."

Smoke from the forest fires in Fort McMurray, Alta. continue to have detrimental effects on air quality in communities in northern Saskatchewan.On Monday Environment Canada still had air quality statements for several northern communities including La Ronge and area, Candle Lake Provincial Park, Prince Albert National Park and Cumberland House. Smoke from the forest fires is causing poor air quality and reducing visibility on roadways, especially those areas closer to the Alberta border.The front line firefighters in Fort McMurray said the fire is growing slower today, but still covers an area of 204,000 hectares. It is still some 25 to 30 kilometres from the Saskatchewan border with about 700 firefighters battling the blaze with another 300 on the way.Fire season begins in Saskatchewan-Dry conditions are also providing ideal conditions for wildfires in Saskatchewan. On Monday the province's emergency management office said there are currently 17 wildfires burning in Saskatchewan and all are contained at this time.Seven of those fires are burning near Prince Albert, seven in the Buffalo Narrows region and three near La Ronge. Fire officials said none of the wildfires are within 15 kilometres of communities and the province has crews at every fire to make sure they don't escalate and threaten people.Environment Canada said they expect the winds to shift to the north to help move smoke away from the affected areas.

OTTAWA - Russia, the U.S., Mexico, Australia, Taiwan, Israel and the Palestinian Authority have all offered help in fighting the northern Alberta wildfire, but Prime Minister Justin Trudeau says there's no need for international assistance.Last week Vladimir Puchkov, the Russian minister of emergency measures, offered to send heavy water bombers and specialized crews to battle the fire that's been raging out of control near Fort McMurray.A number of other offers have also been made since the crisis emerged last week and they have been reviewed against requirements, said John Babcock, a spokesman for Global Affairs Canada.Canada sincerely appreciates the international support, but it isn't necessary, Trudeau told a news conference Monday. Water bombers and firefighters from other provinces, including Ontario, B.C., Quebec and New Brunswick, are getting a handle on the situation, he added."There is no doubt that people around the world have been marked by this disaster and have been very generous in their offers of support, but the reality is with all of the assistance of people across this country, we don't need help from other countries at this time," he said in French.Accepting international disaster assistance would not set a precedent and has happened in the past, but Babcock didn't provide examples.Public Safety Minister Ralph Goodale said Canadian authorities have a handle on the crisis and what's truly needed is a break in the weather."The decision was made by the firefighters in the emergency management system that (foreign help) wasn't necessary because of the nature of this blaze," Goodale said following question period."This beast is so big the only thing that will fix it is rain."The economic impact of the fire, both at the local and national level, will take some to time to shake out, Trudeau said. In the meantime, Natural Resources Minister Jim Carr is working with oil companies to understand how the shut down of production has impacted them and what can be done to get things moving swiftly.Carr said in the Commons that the production of 1.5 million barrels per day has been affected by the fire, although it was not having an impact on oil prices or supply due the current North American oil glut.Carr said he's spoken already with industry players and would be speaking with Alberta's energy minister later in the day.The government knows that "the oil sector will continue to be a very important part of the Canadian economy," said the minister.But Conservative energy critic Candice Bergen said Carr should have visited the area already, and questioned why he has yet to sit down with senior executives from the six oilsands producers who operate around Fort McMurray."The minister of natural resources hasn't said 'boo' about this, nor has he visited the region," Bergen said outside the House.She said eight per cent of the country's gross domestic product comes from the area and Carr should be planning ahead.Trudeau also faced questions Monday on what sort of plans there might be for long-term reconstruction in the community where over 1,600 homes have been destroyed and municipal infrastructure weakened.Trudeau said they'll have more to say when the extent of the disaster is fully appreciated."Right now we are being the partner that the province, the municipality, and Albertans need for Ottawa to be," he said."We are working every step of the way with our partners. A man fled the Alberta wildfires only to discover his home in Cape Breton had burned down.Bruce MacDonald, who works as a labourer during oil field shutdown periods in Fort McMurray, was making his way home and was in Toronto when he was told that his Cape North, N.S., house was destroyed by a fire on Thursday.His 20-year-old son was at home at the time of the blaze and made it out safely, according to his brother Norm MacDonald.Norm MacDonald said he and his wife Cindy started a GoFundMe page to help out and are "overwhelmed" with the response with more than $16,000 pledged since the weekend."It started with the hope of maybe a couple of thousand just to help with the necessities until their insurance kicks in and it kind of snowballed," he said.MacDonald said the support is typical for Cape Breton where people are quick to step up to help others in times of crisis."People in our area they are constantly giving," said MacDonald.MacDonald said his brother is back in Cape Breton and is staying with his family in temporary lodgings."They are overwhelmed, they really can't believe the love and support from everybody," he said. "The main thing is there is no loss of life that's all he (Bruce) is concerned about."

Investigators believe wildfires in B.C.'s Peace region deliberately set-[CBC]-May 9, 2016-yahoonews

Investigators say arson is believed to be the cause of at least 10 wildfires in northeastern British Columbia.The Environment Ministry said fire investigators and conservation officers have found evidence to suggest the fires in the Peace region were deliberately set.Some of the fires have caused property damage, said Chris Postuma with the B.C. Conservation Officer Service.He declined to provide details, saying an investigation is ongoing.The blazes are believed to be connected, and the extra conservation officers brought in to help investigate are asking for tips from the public.Hundreds forced to flee-The Peace region has been hit by an early and aggressive start to the fire season as flames have been fanned by hot, dry and windy conditions.Hundreds of people forced from their homes by a pair of uncontained fires burning north of Fort St. John were allowed to return Sunday, but 17,000 residences remain on evacuation alert and must be prepared to leave again at any time.Provincial fire information officer Ryan Turcot said 84 fires are currently burning across the province, including 52 in the northeast region.Wet weather helped firefighting crews over the weekend, with rain and some snow falling on two major blazes, Turcot said."But moving ahead into the week, we are expecting a return to drier conditions."234 fires since April-There have been 234 fires across the province since April 1, Turcot said, more than double the 110 fires that had burned at this time last year.It's estimated that this year's blazes have scorched more than 775 square kilometres, over 40 times the 10-year average, he said.The majority of the fires have been caused by people, he said.Earlier this year, the Forests Ministry increased fines for a variety of wildfire-related violations, such as ignoring campfire bans or failing to properly extinguish a burning substance, such as a cigarette.Breaking a fire prohibition can net fines of up to $1,100.

GRAFING, Germany - A German man was arrested after several people were stabbed at a train station near Munich early Tuesday, authorities said. One victim died in a hospital and three other people were wounded.The assailant made "politically motivated comments" as he attacked, Ken Heidenreich, spokesman for the Munich prosecutor's office in charge of the case, told The Associated Press. BERLIN (Reuters) - Turkish President Tayyip Erdogan is seeking a preliminary injunction against the CEO of German publisher Axel Springer that would stop him repeating a derogatory term about the Turkish leader, Erodogan's lawyer said on Tuesday.Ralf Hoecker, the lawyer, told Reuters Erdogan wanted the injunction due to chief executive Mathias Doepfner's support for a poem read out by comedian Jan Boehmermann on German national television in March.In the poem Boehmermann suggested Erdogan hits girls, watches child pornography and engages in bestiality.Hoecker said if the regional court in Cologne agreed to grant the injunction, Doepfner would no longer be able to repeat a sexually crude term to describe Erdogan that was first used by Boehmermann and subsequently quoted by the Axel Springer chief.Hoecker added that he was seeking a preliminary injunction on Erdogan's behalf because of the urgency of the matter.A spokeswoman for the court in Cologne said she could not yet comment on the case.The Turkish leader demanded Germany press charges against Boehmermann and Chancellor Angela Merkel has drawn heavy criticism for allowing German prosecutors to pursue a case against the comedian.Under Germany's criminal code, insults against foreign leaders are not allowed but the government can decide whether to authorise prosecutors to go ahead.In an open letter published in German newspaper Welt am Sonntag in April, Doepfner expressed solidarity with Boehmermann, saying he had laughed out loud over the poem and "wholeheartedly" supported what the comedian had said.Hoecker said he would recommend that Erdogan pursue his case with a higher German court if the preliminary injunction was rejected, as expected. BEIJING/HONG KONG (Reuters) - China scrambled fighter jets on Tuesday as a U.S. navy ship sailed close to a disputed reef in the South China Sea, a patrol China denounced as an illegal threat to peace which only went to show its defence installations in the area were necessary.Guided missile destroyer the USS William P. This 200ft oil tanker has been found washed ashore on a beach in Liberia, west Africa – but its crew is nowhere to be seen.The abandoned Tamaya 1, which is registered in Panama, was found near Robertsport, by the border with Sierra Leone, last week.Speculation is rife as to where those who were on board the ship are – particularly given the region’s notoriety for piracy.According to Marine Traffic, the vessel’s last known position was just south of Dakar, Senegal, on April 22.However, details of the vessel’s 600-mile journey south since then are completely unknown. Locally, speculation is rife as to what happened. Although piracy is not unlikely, the number of incidents involving oil tankers has fallen dramatically in years years.In fact, a source at nation’s port authority told the Liberian Daily Observer that it may be down to the tanker’s owner going bankrupt.They said: “Our best bet is that the vessel’s owner might have gone broke and had no money to pay crew members. And therefore, the crew abandoned the ship.”The 992 gross tonne tanker, built in 1980, has spent several days on the beach, and has reportedly been looted – after authorities were apparently to act. TORONTO - Canada's economy has coped well with a shocking decline in oil prices but the country's central bank and federal government should remain prepared to do more if the need arises, an International Monetary Fund analysis released Monday has concluded.Cheng Hoon Lim, head of the IMF's annual review of Canada's economic performance, said it's too soon to calculate the impact of the Alberta wildfires that have devastated a huge area including parts of Fort McMurray."We need to see the extent of the damage that's been done to the oilsands industry," Lim said in a conference call from Washington, D.C.Still, rebuilding efforts in Alberta will likely provide "a positive boost to consumption and to investments," she added.Lim also said the Bank of Canada has room to lower its policy rate, currently at 0.5 per cent, to stimulate the economy."But for the Bank of Canada to resort to unconventional monetary policies, it will require another big shock to the Canadian economy — and we see that risk, at this stage, as being very remote," Lim said.Among the global risks identified by the IMF are persistently weak oil prices, trade and investments."On the domestic front, the high level of household debt and the housing market remain the most important vulnerabilities," Lim said. The planet mercury will cross in front of the sun.The last time this event was visible on earth was almost a decade ago, on November 8, 2006.Mercury began making its way across the sun at 8:12 a.m CST and will complete its crossing at 12:42 p.m. CST."If the skies were clear then through our telescope we would be able to see Mercury directly, as sort of a silhouette against the face of the sun," said University of Saskatchewan astronomy lecturer, Stan Shadick."Unfortunately we haven't been able to find the sun yet this morning," Shadick said. "It's too cloudy."Even though Mercury orbits the sun every 88 days, its orbit is tilted relative to Earth's orbit. That means most of the time when it passes between the Earth and the sun it appears above or below the sun when viewed from Earth.Shadick said people cannot see Mercury's transit with the naked eye and you shouldn't try, because looking at the sun directly will damage them."You do need a telescope, but you should never point a telescope at the sun unless you have the proper solar filter," Shadick said."Most people with telescopes do not have that necessary solar filter."Shadick said the public is invited to view the Mercury transit through the powerful three-metre long refractor telescope at the University of Saskatchewan Observatory.The next Mercury transit will be in 2019. After that, you won't have another chance to see it until 2049.

The storms also downed trees and damaged buildings in northeast Texas, and dropped softball-sized hail in Lincoln, Nebraska.___1:30 a.m.Two people have been killed by strong tornadoes that swept across portions of southern Oklahoma.Johnston County Sheriff's Sgt. Stacey Pulley says a man died Monday near the town of Connerville. According to a new al-Qaida video, Hamza Bin Laden praised the stabbing attacks by Palestinians against Israelis.Hamza Bin Laden, the son of former al-Qaida leader Osama bin Laden, is calling for the targeting of Jewish and Western interests and the building of an army to “liberate Jerusalem.”According to a new al-Qaida video discovered by the Jihad and Terrorism Threat Monitor of MEMRI (the Middle East Media Research Institute) and shared with The Jerusalem Post, Hamza praised the stabbing attacks by Palestinians against Israelis and called on Muslims from around the world to join the fight to defend Jerusalem, urging them to “participate in the intifada” of their Palestinian brethren by “killing the Jews and attacking their interests everywhere.”In addition, Hamza called for Muslims to attack the interests of US and Western countries in the Muslim world because of their support for Israel.The supporters of the Jews “must pay the bill in their blood” and must feel what Palestinians in Gaza and elsewhere have been feeling, he said.According to the report, Hamza stressed the obligation of jihad upon every Muslim in order to defend al-Aksa Mosque on the Temple Mount and Muslim women, who he claimed are being killed by Jews in cold blood.He also suggested building a mega army based primarily in Syria to “liberate Palestine.”“The best arenas that are prepared for such a great task [of building that army] is the blessed arena of Al-Sham [Syria],” he said.“We must remember that the road to liberating Palestine today is much closer than the one that existed before the blessed Syrian revolution. Thus, the Muslim Ummah must focus its attention on the jihad in Syria.”He also called for the mujahideen in Syria to unite their ranks, saying: “All believers are brothers with no difference between an Arab and a non-Arab [Muslim] but [the level of] their piousness.”He urged Muslim scholars to physically join the jihad and for Muslim businessmen to fund it with charitable donations.All these efforts, Hamza said, will be directed at building the army to liberate Jerusalem.The MEMRI report noted that the video also includes archival footage of Osama bin Laden speaking about Palestine, and of Sheikh Ibrahim Al-Rubaish, a top Shari’a official in al-Qaida in the Arabian Peninsula (AQAP) who was killed last year.

ALSO 60 MILLION DOLLARS HAS BEEN DONATED BY CANADIANS TO THE RED CROSS FOR THE VICTIMS OF FORT MCMURRAY. MATT ANDERSON OF THE FIRE CENTER SAYS IT WILL TAKE MONTHS TO GET ALL THE HOT SPOTS TOTALLY OUT FROM THIS WILD FIRE. Smoke biggest concern as Alberta wildfires creep toward Saskatchewan-[CBC]-May 8, 2016-YAHOONEWS

Saskatchewan fire officials provided some good news for the province on Sunday, saying the wildfires in Alberta have not made it over the border this weekend.However, active fires in the province, smoke from Alberta, and the hot and dry weather continues to be worrisome.Officials say there are 12 wildfires currently burning in Saskatchewan, and all but two of them are considered contained.Duane McKay, provincial fire commissioner, said no communities or critical infrastructure is currently threatened by wildfires in Saskatchewan."We are not seeing significant incidents here in the province as we do in our neighbours to the west," he said. "However, we are building contingencies to respond to any events that might occur."Alberta fires move east-There are two significant fires burning in northern Alberta, close to Fort McMurray, that were expected to creep towards the Saskatchewan border. Officials said the two fires have not converged and that they "didn't move a great deal yesterday," thanks to some cooler weather.The fires are estimated to be about 15-30 kilometres from the Saskatchewan border.Even if the fires do reach the border, McKay said they will still be about 60 to 70 kilometres away from threatening any settlements. La Loche and Buffalo Narrows in northwest Saskatchewan are the closest communities at this time."Our biggest concern is smoke and how that will impact communities and individuals."-Air quality warnings-In the past two days, Environment Canada has sent out numerous warnings to several communities about poor air quality and reduced visibility in northwestern Saskatchewan. La Loche and Buffalo Narrows are most affected by smoke and ash.McKay said more than 100 municipalities have issued fire bans in the southern portion of the province, and that is helping contain accidental grass fires that can cost fire services time and resources."A couple of days ago, we were averaging 75 to 80 calls per day. These are calls that required a response from a municipal or First Nations fire department to handle immediate threats due to wildfire."McKay said the number of calls dropped to eight on Saturday."We are seeing vigilance and the cooperation of people right across this province to reduce those risks by, quite frankly, being very careful around fire."-High alert still in place-Saskatchewan has experienced an extremely warm spring, record high temperatures for the season and a lack of rain that has left both grasslands in the south and forested areas in the north tinder dry.While things appear to be slowing down this weekend, Steve Roberts, executive director of wildfire management, said the service remains on high alert.Roberts said temperatures above 20 C, moderate winds, very little rain and a chance of some lightning are all concerns throughout the province."We would expect these fires to continue to grow," he said. As Fort McMurray wildfire evacuees continue to arrive in Calgary, dorm room accommodations at four Calgary schools are filling up fast but emergency officials say, we will take and settle all who come."Our home is your home," Calgary mayor Naheed Nenshi said at the University of Calgary reception centre Sunday afternoon."It is our honour, it is our pride to be able to look after you while you are here. I know this is a really difficult time, but know that you have an entire community looking after you."He said there are lots of free things to do in Calgary for people with Fort McMurray identification.Pools, leisure centres, the Calgary Zoo and the Telus Spark Centre are all no charge "for the foreseeable future," he said.Calgary Emergency Management Agency (CEMA) chief Tom Sampson said the total number of evacuees in Calgary schools is "approaching 1,500," but the city is able to take many more.The University of Calgary has made additional rooms available bringing the total spaces available in dorm rooms at four schools to 2,000."We will attempt to accommodate the number of people that come to Calgary and I saw that carefully," Sampson said."If we were hit with a total of 3,000 people, we would make it work. It wouldn't be in the kind of facilities you are seeing here now, we would have to move to mass lodging. We have been in touch with the Stampede board and they are prepared for that. We have the beds and stretchers if we need to."Mass lodging is where cots are set up in a facility like the Saddledome or a gymnasium."That is not optimal circumstances, you are sleeping with 100 of your best friends in the same room and that is a challenge," he acknowledged.Sampson noted that the number of Fort McMurray residents in Calgary staying at schools could a fraction of the total number."In a classic evacuation, only about five per cent of the population actually goes to a shelter, we understand that this might be a slighter higher case, but that gives you a bit of a sample of how many people might be in Calgary."Nenshi urged evacuees to register with the Canadian Red Cross to help the organization manage communications and numbers. That can be done online or by phone at 1-888-350-6070.He also hopes Calgarians will review their emergency preparedness plan, just to be proactive.
