CINCINNATI - Panicked zoo visitors watched helplessly and shouted, "Stay calm!" while one woman yelled, "Mommy loves you!" as a 400-pound-plus gorilla loomed over a 4-year-old boy who had fallen into a shallow moat at the Cincinnati Zoo.The boy sat still in the water, looking up at the gorilla as the animal touched the child's hand and back. At one point, it looked as though the gorilla helped the youngster stand up.Two witnesses said they thought the gorilla was trying to protect the boy at first before getting spooked by the screams of onlookers. The animal then picked the child up out of the moat and dragged him to another spot inside the exhibit, zoo officials said.Fearing for the boy's life, the zoo's dangerous-animal response team shot and killed the 17-year-old ape, named Harambe.The child, whose name was not released, was released from Cincinnati Children's Hospital Medical Center on Saturday night, hours after the fall.His family said in a statement Sunday that the boy was home and doing fine."We extend our heartfelt thanks for the quick action by the Cincinnati Zoo staff. We know that this was a very difficult decision for them, and that they are grieving the loss of their gorilla," the family said.Zoo Director Thane Maynard said the gorilla didn't appear to be attacking the child but was "an extremely strong" animal in an agitated situation. He said tranquilizing the gorilla wouldn't have knocked it out immediately, leaving the boy in danger."They made a tough choice and they made the right choice because they saved that little boy's life," Maynard said.Zoo officials said the 4-year-old climbed through a barrier at the Gorilla World exhibit and dropped 15 feet into the moat Saturday afternoon. The two appear in a corner of the exhibit while visitors yell, "Somebody call the zoo!" and "Mommy's right here!" (Reuters) - The killing of a gorilla at the Cincinnati Zoo after a 4-year-old boy tumbled into the ape's enclosure triggered outrage and questions about safety, but zoo officials called the decision to use lethal force a tough but necessary choice.More than 2,000 people signed a petition on Change.org that sharply criticized the Cincinnati Police Department and the zoo for putting down the animal and called for the child's parents to be "held accountable for their actions of not supervising their child."Cincinnati police on Sunday said the parents had not been charged, but that charges could eventually be sought by the Hamilton County Prosecuting Attorney. A spokeswoman for the prosecutor did not immediately respond to a request for comment.Authorities did not identify the child or his parents. Yesterday I summed up the NDP government’s new carbon-tax legislation – Bill 20 – in one word: Convoluted.Today, I want to add a second: Draconian.There are at least four offences in the Climate Leadership Implementation Act for which Albertans can be sent to jail.Admittedly, most of these offences involve skipping out on paying the new carbon tax or fraudulently claiming tax rebates. And possible imprisonment for tax evasion or fraud is nothing new.But there’s also a catch-all clause in Bill 20. Anyone who “contravenes a provision of this Act or the regulations for which a penalty is not otherwise provided,” can go to jail for a month and pay of fine of $1,000. That’s for violating any provision or regulation not dealing with taxes.That clause is a particular problem when you have an act as convoluted as this one.The NDP’s new anti-carbon plan is so complicated that the dozens of lawyers in the Justice department and the dozens of accountants in Finance couldn’t figure out how to write a bill to implement it. So some of Alberta’s best private-sector tax experts were given healthy consulting contracts to help their civil service colleagues figure things out.In the end, even the experts aren’t sure what it all means. And if the best legal and financial minds in Alberta can’t make hide nor hair of the NDP’s law, how can ordinary Albertans be expected to? How will businesses know whether their small-scale manufacturing operations or large-scale plants are in compliance with the new emission regulations? How will gas-bar owners know whether they’ve collected the right amount of taxes? How will working Albertans know whether they have a legitimate claim to loans for green renos? The problem when a government mixes convoluted with draconian in the same piece of legislation is that thousands of well-meaning citizens end up in violation of the law when they truly believe they are obeying it.And not even the NDP – whose law it is – know for sure how all of this is going to be applied.I don’t think thousands of Albertans will actually face jail time for inadvertently breaking this monstrous eco law. But it’s a measure of just how driven the New Dems are by zealous environmentalism that in the name of saving the planet the word “imprisonment” appears 15 times.Of course, Bill 20 is full of new taxes. The NDP claim 60% of Albertans will see all of these taxes rebated. But governments always make such claims when they impose new taxes.Remember, Ottawa claimed the GST would be “revenue-neutral,” too.Perhaps most disturbing of all, though, Wildrose MLA Nathan Cooper points out that Bill 20 permits any Alberta government agent to enter, “without a warrant,” any building or property in the province (except dwellings) to conduct “an inspection, audit or examination.”Responding to this allegation in the Legislature on Wednesday, Premier Rachel Notley insisted Cooper was just “fear-mongering.” But her government’s bill clearly says warrants are only needed if agents want to enter “dwelling houses.” Warrants are not needed for detached garages, barns, shops or outbuildings so long as any kind of fuel is being used there.Under Bill 20, during these surprise inspections government agents would have the power to examine the fuel tank “of any motor vehicle,” the “hardware or software” of any computer and “any trunk, box, bag, parcel, closet, cupboard or other receptacle.”And while the need to get a warrant to search dwellings is decent, what about Albertans who live above their business or conduct business out of a home office? The law is unclear.And convoluted. And draconian.

Convoluted.The Alberta NDP government’s climate leadership plan, introduced in the provincial legislature on Tuesday, is convoluted.And very likely will be utterly useless.Because it involves so many new charges to bring money in and so many new grants, rebates, loans and loan guarantees to every half-baked green scheme under the sun, it will almost certainly cost more than it raises – even though it will raise nearly $3 billion a year through a new carbon “levy” that will kick in next January 1 on gasoline, diesel and natural gas.And even after all that the only environmental claim the NDP will make is that their plan will lower Alberta’s greenhouse emission to below current levels by 2030.While the plan is long on rhetoric about reversing the effects of climate change there is almost no climate science in it. In that way, it mimics Ontario’s green-energy efforts of the past decade – big talk, huge new taxes and electricity costs, almost no evidence of greenhouse gas reduction.The Alberta plan could be redubbed the Good Intentions Prayer. The assumption in it is that if the New Democrats redirect $3 billion a year from the productive sectors of the economy into government pockets and then into retrofitting government buildings with energy efficient windows or offering rebates for green electricity generation, such actions will somehow reduce greenhouse emissions by a stated number of megatonnes.The NDP say they will spend money on X green programs and claim they will save Y megatonnes of CO2. Then cheques will have to be issued.All of that will almost surely consume 100% of any additional tax dollars coming in from individuals and families, making the personal tax-and-rebate scheme very expensive, but also totally useless.Grants, loans and loan guarantees for First Nations, for green energy research and for energy efficiency renos will have to come out of the added taxes paid by big emitters. But there have been so many side deals cut with so many big emitters, it is impossible to calculate whether the new tax will generate enough money to pay for all the NDP’s wide-eyed eco-promises.Then there are the indirect costs to Albertans – the costs of the new tax to trucking companies, agricultural producers and retailers that will be passed on to consumers. The NDP calculate this will only amount to $70 to $105 per family per year, or as they put it “dimes per day.”Wildrose calculates these indirect costs will increase electricity by 7.5%, food by 2% and shelter by between 1% and 2%, or closer to $600 more annually, over and above the tax alone.Finally, meat, poultry and produce raised in Alberta will be subject to the new tax and therefore should rise in price. Meanwhile, the “levy” won’t apply to imported food which could be cheaper than our own homegrown stuff.See what I mean by convoluted? And useless?

Cairo (AFP) - Investigators into EgyptAir's plane crash need at least 12 days to recover its black boxes as they await a ship that can retrieve them from the bottom of the Mediterranean, investigation sources said Sunday.The Airbus A320 plane crashed into the Mediterranean with 66 people on board during a May 19 flight from Paris to Cairo, after disappearing from radar screens.Investigators are in a race against time to find the flight recorders, known as the black boxes, which have enough battery power to emit signals for four or five weeks.The recordings could help investigators determine the reason for the crash.The plane was carrying passengers from different nationalities, with 40 Egyptians including the crew and 15 French nationals.Egypt's aviation minister had initially said a terrorist attack was more likely to have brought down the plane, but a technical failure is also likely.France's aviation safety agency has said the aircraft transmitted automated messages indicating smoke in the cabin and a fault in the flight control unit minutes before losing contact.Egypt and France have signed agreements with two French companies specialising in deep water searches, Alseamar and Deep Ocean Search (DOS)."Those two companies have complementary roles: the first is for locating the pings of the black boxes (the signal being emitted by the black boxes' beacon), while the second is for diving and recovering them" with the help of a robot, a source close to the investigation told AFP in Cairo, requesting anonymity."But the DOS specialised ship left the Irish sea Saturday and it will reach the perceived crash site only in around 12 days, after having the Egyptian and French investigators embark in Alexandria," the source added.The investigation into the crash is led by an Egyptian-headed committee.Other sources close to the investigation confirmed the information.The investigators are searching for the black boxes at a depth of around 3,000 metres (around 10,000 feet), some 290 kilometres (180 miles) north of the Egyptian coast.Three of Alseamar's DETECTOR-6000 acoustic detection systems, which submerged can detect pings for up to 4,000 to 5,000 metres below sea level, have left the French island of Corsica to the crash site Thursday onboard "Laplace", a French navy ship.It will arrive at the perceived crash site "Sunday, or Monday at the latest," according to one of the sources."While we are waiting for the DOS ship, equipped for detecting the pings in deep waters, but more importantly the robots capable of descending up to 6,000 metres to recover the black boxes, we will not be wasting time as Leplace will be trying to locate them in the meantime," said one of the sources.The source added that after 12 days, "there is a very good chance of recovering the flight recordings thanks to the combination of these two French companies."Two members of the French aviation safety agency BEA are on board Leplace.

Non-essential service providers pushing to get back into Fort McMurray are stalling efforts to get essential services up and running, says Bob Couture, director of emergency management for the regional emergency operations centre."When I say stalled, it puts intense pressure on our team," Couture said Friday. "We get phone calls, emails by the thousands from people saying, 'Hey, I want to come in, I want to help'."But their kind of help isn't required at this point and staff are telling some small businesses, such as beauty salons and automotive shops, to hold off on returning to the fire ravaged community, Couture added. About 94,000 people fled the community as a wildfire moved in.The problem is not expected to delay next week's conditional re-entry, Couture added.But it is distracting efforts of his staff away from the work of returning essential services — needed to provide things like power, food and medical assistance — required for residents to return, which is supposed to start happening in phases beginning June 1. "We understand that everybody wants to get their operation up and running, but we have to focus on our essential services," he said. "If we don't get our essential services up ... we won't have any food in the community, we won't have any gas in our community."-Limited food, accommodations-Another reason for keeping small business providers away at this time is limited accommodations and food available in the Fort McMurray area."Let us focus on those essential service providers, get them in here, get them a place where they can lay their head down after a 19-hour, 20-hour day, which a lot of them are working to get the community back up and running," Couture said.A majority of non-essential small business operators are being stopped once they reach the checkpoint on Highway 63 outside Fort McMurray. Couture said they can become frustrated when forced to turn around and make the long drive back to Edmonton."Business is important, absolutely we want business back up and running. WELLINGTON, New Zealand — Fiji said Sunday it’s bringing home about 65 of the 300-plus peacekeepers it has stationed in Egypt’s Sinai Peninsula and has closed remote bases there as the security situation deteriorates.Commander Humphery Tawake, who heads the South Pacific nation’s foreign peacekeeping force, said Fiji was asked to scale down its presence by the leaders of the international peacekeeping operation in Egypt.Tawake said the US and Colombia were also planning to reduce troop numbers as peacekeepers in the northern Sinai found themselves increasingly caught in the middle of fighting between Egypt’s armed forces and militants affiliated with the Islamic State group.“It’s not only affecting us, it’s affecting the whole mission,” Tawake said. “The threat and the danger that has pre-existed since 2013 has spilled over. Some of our locations were hit by indirect fire and mortars last week.”He said that five of Fiji’s remote outposts in the Sinai have been closed recently, leaving just two or three operating. He said only about 10 to 15 troops operate the small outposts, making them more vulnerable to attack than larger bases.Tawake said the decisions about troop numbers were coming from the headquarters of the Multinational Force and Observers group, and exact numbers for Fiji’s drawdown had yet to be finalized. He said Fiji had stationed peacekeepers in Egypt since 1982, with the latest group of a little over 300 beginning a planned one-year rotation in February.The Multinational Force and Observers group has continually monitored compliance with the 1979 peace treaty between Egypt and Israel. Like a riddle wrapped in an enigma wrapped in the puzzle that is Israeli politics, Prime Minister Benjamin Netanyahu’s bid to stabilize his government looks like it could lead to its fall, in the latest twist of a slow-burn coalition crisis bubbling for weeks.That fear/hope dominates the news agenda Sunday morning, after a minister quit over the expected appointment of Avigdor Liberman as defense minister and senior coalition partner Jewish Home is saying loudly that it will block the appointment if Netanyahu doesn’t reform his top-level security cabinet.Jumping on any chance to oppose Netanyahu, Yedioth Ahronoth seems to forcefully take Jewish Home leader Naftali Bennett’s side in the fight, running as a headline a quote from a Bennett talking point: “I’m not ready for soldiers to die because of somebody’s ego,” reflecting his belief that his demand for greater ministerial oversight over security matters will somehow save lives.The paper reports that Bennett and Netanyahu will meet later Sunday to try to put the crisis behind them.“If they don’t, it’s likely Jewish Home will torpedo the Knesset vote on expanding the government,” the paper reports, though it notes that two Jewish Home MKs have not come out and said they support Bennett’s position.Analyst Yoaz Hendel, seemingly speaking as Bennett’s mouthpiece, writes that Netanyahu will fold.“In a few hours – or a few days in a worst-case scenario – the crisis will end with the signing of an agreement. But the residue has accumulated and the expectations will fulfill themselves in the end,” he writes. “It could happen over some foolish thing, something unexpected that develops under the radar.”Israel Hayom is the only paper not to lead with the story, and editor Haim Shine is uncharacteristically forgiving in taking aim at Gabbay for daring to compare the appointment of Liberman and the death of the coalition as he knew it to the loss of the Third Temple – yes that Temple – in an homage to Moshe Dayan’s mournful quote during the darkest moments of the Yom Kippur War.“One can sharply criticize the government’s actions, including the appointment of a minister. It’s allowed and important to call on Israeli society to fix itself, but from there to the prophesies of doom on the destruction of the Third Temple is quite distant,” he writes. “The job of the leadership is to give hope, to raise spirits and to look upon the great awakening of Jerusalem. Anyone not ready to raise the nation’s spirits does not have a place in the leadership.”Any balance Shine may have given the paper is immediately thrown out of the window, though, with a column that stretches the bounds of humanity beyond its breaking point, essentially justifying the killing of a wounded Palestinian assailant and attacking the military leadership for daring to say such a thing is immoral.“Our soldiers got a little confused,” reads a headline that the paper felt so good about it also put it on the front page, and gave Amos Regev two pages to spew his ideas.And what ideas they are. Regev argues that the army “went out on a limb” by claiming to be moral in the wake of the Hebron incident, writing that the soldier who shot the assailant dead should be prosecuted not for killing but solely for disobeying orders.“The Hebron terrorist that was shot with his friend who was killed beforehand didn’t go out for a walk with a chihuahua. He came to kill Jewish soldiers, our forces. The soldier shot him, and he has his own version, which a judge didn’t automatically discount at a remand hearing, and now he can present his case to the bench. The case has just begun,” he writes. “The correct thing would have been if the soldier didn’t shoot in this case, after the incident occurred, unless he was given an order. He wasn’t given an order. He damaged the military echelon. For that he should stand trial, not for murder, not for manslaughter. Whoever claims otherwise should take a glance at history. War is hell. Things happen. We had Kafr Kassem in 1956, the American had Mai-Lai in Vietnam. Hebron is neither. How about some proportionality?”The other story dominating the news agenda is about another dead person – the suspected killer of two people in Rishon Lezion last week and the subject of a massive manhunt — though with little hemming and hawing over the cop that shot him dead.Seeing an opportunity for some hard-boiled storytelling, Yedioth’s news coverage tries to put readers inside the suspect’s head.“Jan Gabrieloff understood, it seems, that the cops has closed in on him. After three days of hiding, the suspected killer of Anastasia Rostov and Eliezer Kandinov found himself in the heart of a residential area of Lod, surrounded on all sides. When an unmarked car rammed against his car from behind he drew his weapon,” the story reads. “But Gabrieloff wasn’t fast enough. Even before the killer could pull out his weapon and shoot it at cops, district commander Motti Cohen shot and killed him.”All that’s missing from the cliched scene is Gabrieloff growling “you won’t take me alive.” While he might have had a death wish, he also might have gotten an early whiff of a front page story in Haaretz reporting that conditions in prison aren’t quite at “Orange is the New Black” standards, and may not be getting any better.For years, a panel has issued reports pointing to prison overcrowding, unsanitary or inhumane conditions and other problems in the lockup, and the wardens heard just about enough, the paper notes.“Some of the external bodies’ reports have been submitted to Israel Prison Service Commissioner Ofra Klinger, who has told justice and public security ministry officials privately that the number of external overseers visiting prison facilities should be reduced. Instead, Klinger would like to see internal oversight by medical personnel, social workers and other officials. However, some insiders say Klinger is still angered by the external bodies’ reports, which she considers too harsh and are released to the media in a prejudicial manner,” the paper reports. “The prison service does have its own oversight department, but it doesn’t extend such oversight to senior officers and is yet to publish reports that are transparent enough to show a serious approach when it comes to self-criticism.”

It may be too soon to write off Islamic State, the fundamentalist Sunni terror organization controlling large swathes of land in Syria and Iraq, but there are hints that the terror group is beginning to crumble under the pressure of attacks from multiple fronts.In a series of deadly attacks in the Alawite region of Syria just this week, Islamic State bombs killed some 150 people; in Fallujah, Iraq, only an hour’s drive from Baghdad, at least 35 Iraqi soldiers and Shiite militia forces were killed when they were trying to liberate the city from IS control; and earlier this month, a series of deadly terror attacks ripped through the city of Baghdad, killing hundreds.But despite the death and destruction Islamic State is leaving in its wake, an examination of recent developments on both the Iraqi and Syrian fronts demonstrates how dire the organization’s state has become, as an Iraqi-Iranian alliance is closing in on it from the east while Kurdish and American forces are advancing from the north.-Outnumbered to the east-In the east, war is raging on the outskirts of Fallujah, where IS is attempting to reap as many casualties as it can by employing its tried and true fighting techniques – those that helped it capture the city in the first place – namely the use of suicide attackers driving cars rigged with explosives into Iraqi army posts.Fallujah is extremely important to IS; it was the first city to be seized by the organization and the base from which it began its violent escapades into the region. As a result, fighting at Fallujah may drag on for months to come.It’s fair to assume that IS will do almost anything to defend the city and to prove it can survive. But IS fighters’ famously fearsome reputation and high motivation – the elements that often gave them the upper hand even when outnumbered – may not be enough to help them out of their current plight. The city of Ramadi, a symbol of resistance against American forces just a decade ago, was recaptured from IS in a mere month.The Iranians, perhaps out of concern for the Iraqi and militia forces fighting IS, sent Qassem Sulaimani, head of the Islamic Revolutionary Guards Corps, to oversee fighting at Fallujah. His forces, alongside militia fighters and Iraqi soldiers, comprise some 20,000 men facing only around 1,000 IS fighters barricaded inside the city.In light of the Iraqi offensive that began again this week, IS may try to demonstrate its ongoing capacity to wreak havoc by targeting locations across Europe and the West. Whatever horrors it can unleash, however, the fall of Fallujah would constitute a crushing blow to IS sovereignty in the east.-Trouble from the north-Fighting on the northern front will take longer to be resolved. Although Syrian opposition forces have already begun carpet bombing villages in the Raqqa district, the fighting there is still some 60 kilometers (37 miles) away from the heart of the IS stronghold in the city of Raqqa itself.Operations carried out against IS in the Raqqa district are being overseen and aided by American forces. The American contribution to the offensive against IS was underlined by a recent visit to the front by the commander of the United States Central Command, Josef Votel, where he met with representatives of Syrian and Kurdish forces fighting IS, such as the Syrian Democratic Forces and the YPG, which is the armed wing of the Democratic Union Party in Rojava, the Kurdish region of Syria.The joint Kurdish-Syrian offensive on Raqqa may take some time, but even the mere announcement of its commencement is reason for IS to worry.-Is this the end?-It may be that the fighting around Fallujah and Raqqa is only just beginning, but we can cautiously say at this point that the survival of IS is no longer a given. If the IS strongholds in Raqqa and Fallujah fall, all the organization will have left is control over the small area of Mosul, which is bound to be captured by the Iraqi army or by pro-Iranian militia forces.Overpowered on its home turf, IS would shift from the bureaucratic enterprise of running a sharia state to become one of the pedestrian variety of terror groups — the kind that “only” conduct terror and guerrilla attacks.

Israeli security forces arrested six alleged members of a Hamas terror cell accused of planning and carrying out a suicide bombing in Jerusalem last month, the Shin Bet security service announced Sunday.On April 18, Abed al-Hamid Abu Srour boarded the number 12 public bus in the capital and detonated an explosive device, injuring 19 people and killing himself, in the first suicide bus bombing in Israel since 2004.The Shin Bet, Israel Defense Forces and Police launched an investigation to track down Abu Srour’s accomplices. Details of the case were placed under a court-approved gag order, which was removed Sunday morning.The alleged Hamas terror cell was made up of six Palestinian men, all from the Bethlehem area, the Shin Bet said.The security agency would not reveal the precise dates of the arrests, only that they’d happened “in recent weeks.”In addition to the April bus bombing, the Shin Bet found the cell had planned additional attacks, mostly car bombings and shootings, and had been creating improvised explosive devices based off “educational videos from the internet,” the security service said.Muhammad Sami Abd Alhamid al-A’zza, a 28-year-old resident of Beit Sahour near Bethlehem, admitted to investigators that he’d crafted the explosive device used by Abu Srour in the Jerusalem bus bombing, the Shin Bet said.“Once the creation of the device was completed, they worked together to enlist a suicide bomber and then prepare the attack, specifically planning how to infiltrate Jerusalem,” the Shin Bet said al-A’zza revealed during his interrogation.“At the same time, they worked to plan additional attacks and tried to obtain additional weapons and explosive material,” the security service said.In addition to the plans for future acts, the Shin Bet found that al-A’zza and another suspect, 28-year-old Muhammad Issa Mahmoud al-Barbari, had carried out a shooting attack near the Jewish settlement of Tekoa in 2015, albeit one that resulted in no casualties.Al-A’zza had previously served a prison sentence from 2004 to 2007 for planning terror attacks with Hamas.According to investigators, Muhammad Majdi Mustafa al-A’zza, 21, worked alongside al-A’zza in creating the explosive device used in the attack and also recruited members of the cell, including Abu Srour.Ahmad Muhammad Mahmoud al-Mashaiekh, a 19-year-old from the al-Ayda refugee camp, has been accused of driving the suicide bomber to the Jerusalem for the attack, though the security service did not reveal how exactly they sneaked into the capital.Israeli forces also picked up Ali Ahmad Muhammad al-A’rouj and Sai’d Usama Issa Hermes, who were found to be involved, though to a lesser extent in the attack, according to the Shin Bet.Al-A’rouj, who was also imprisoned from 2004 to 2007 for planning an IED attack, helped raised money for the group, assisted in the production of the bomb used in the April attack and filmed Abu Srour’s testimonial video before he carried out the attack, the security service said.Hermes, meanwhile, helped Abu Srour write the testimony and helped al-A’rouj film it, the Shin Bet said.The agency also found that after al-A’zza and al-Barbari’s 2015 shooting, Hermes offered his home as a hiding place for the homemade gun used in the attack.The Shin Bet’s findings have been handed over to a military court and in the coming days the members of the alleged terror cell will be indicted.

It's been a soggy Saturday for most of Metro Vancouver. Between midnight and noon on May 28, Vancouver Harbour was soaked by 30.7 millimetres of rain — making it the wettest day of the year so far.The last time the city saw such heavy rainfall was January 21 when 29.9 millimetres fell within a 24-hour period.Vancouver wasn't the only area to get hit hard by the rain; South Burnaby recorded 42.6 millimetres and and Mt. Strachan on the North Shore received 39.7 millimetres.After many dry days in May, trees with rain-laden leaves came down and sports teams saw their games washed away. The City of Vancouver's pop-up city hall event at Collingwood Days shut down early because of the heavy rain while Port Moody police said they received a number of reports of flooding and cars spinning out.But, not everyone was deterred by the soggy weather.New Westminster's Hyack Parade saw a drop in attendance but marched ahead with participants wearing ponchos and using umbrellas.With temperatures down across the province, precipitation has been falling as snow in some northern parts of B.C., with 10 to 20 centimetres expected before the storm system moves along.However, the worst has passed as skies will clear on Sunday and sunshine and summer-like temperatures are in the works for next week for much of the province.

A flash flood warning was issued for Jasper County, where highway workers reported water to part of Interstate 95. About 3 inches of rain fell in Charleston in 24 hours and more is expected, according to the National Weather Service.A flash flood warning was also issued for portions of Charleston, Dorchester, Beaufort and Berkeley counties.Rescue crews in Carolina Beach south of Wilmington, North Carolina, are looking for a 21-year-old man who disappeared Saturday evening while swimming with two friends who made it back to shore safely, according to the Carolina Beach Police Department.Further north, up to 3 inches was expected across southeastern North Carolina.On Saturday, heavy rain and dangerous surf kept people off the Georgia, South Carolina and southern North Carolina beaches. No evacuations had been ordered.Officials in Charleston were monitoring the winds. PARIS - A child remains in critical condition after a lightning bolt disrupted a birthday party in a Paris park, injuring several.Eight children and three adults were struck by lightning Saturday in Park Monceau as they hid under a tree from a sudden spring storm. The children were around 9 years old.An official at Paris City Hall said the child's condition was unchanged Sunday. The official would not say how many of the other 10 remained hospitalized.An off-duty firefighter has been credited with keeping the child alive and getting quick medical help to the others. Commandant Pascal Gremillet told French television the child was in cardiac arrest when he arrived.Lightning also struck a children's soccer match Saturday in Germany, sending the referee into cardiac arrest. He was revived.

VANCOUVER - Conservatives emerged from a spirited convention Saturday, ties to many of their past policies and politics severed after days of debate that many say is proof that the party is on the rebound.The party wiped a policy opposing same sex marriage off its books Saturday and adopted another supporting a more permissive approach to marijuana after 2 1/2 days of introspection and intense public debate."It's a demonstration of the maturation of our party," former Tory cabinet minister Peter MacKay said of the marriage resolution."We're clearly recognizing the law, the realities of people's lives and I'm heartened by the very open transparent way in which we dealt with this issue."The vote followed emotional debates in policy workshops Friday and on the floor Saturday with some social conservatives arguing that any leadership candidate who supported it would automatically lose their vote.That didn't faze candidate and MP Maxime Bernier, who spoke in favour of the motion from the convention floor."It's about freedom and respect. WINNIPEG - Prime Minister Justin Trudeau offered rare praise Saturday for Conservative predecessor Stephen Harper but at least one Liberal elder statesman found it a bit hard to swallow.Bob Rae was caught on video sticking two fingers in his mouth, pretending to gag.The former interim Liberal leader later refused to comment on his gesture, which was caught on video by a reporter for The Canadian Press.However later he posted an apology on Twitter calling it "a joke in poor taste that I regret very much."The video, posted on Twitter, quickly made the rounds at the Liberal national convention, provoking both hilarity and consternation.Rae's gag reflex was stimulated during a speech by Trudeau to the convention, the first such gathering since the Liberals defeated Harper's Conservatives in last fall's election.After taking a few pokes at the Tories, who were simultaneously holding their own convention in Vancouver, Trudeau turned serious."We need to remember that even though they may be our opponents, they're not our enemies. They're our neighbours and our friends," he said."So, I want to take a moment. You see, there are only a handful of people alive who know what it's like to do this job ... WINNIPEG - Kathleen Wynne wonders whether a man would have faced the same kind of vicious attack that was aimed at her by a member of Alberta's Wildrose party.The Ontario premier says she accepts the Opposition party's apology but suggests a man might not have been treated the same way.Wynne was a visitor in the Alberta legislature Thursday, at the invitation of Premier Rachel Notley, when Wildrose finance critic Derek Fildebrandt launched an attack on her economic management. He called Ontario a fiscal basket case.Later, Fildebrandt appeared to personally insult the openly gay premier when he responded to a commenter on his Facebook page who congratulated him for "telling the truth about Mr. Wynne or whatever the hell she identifies as."Fildebrandt said he was "proud" to have the commenter as a constituent.That earned him a suspension from the Wildrose caucus, although Fildebrandt contended he'd misread the supporter's comment and had not intended a personal attack on the premier's sexual orientation."Yes, I accept the apology," Wynne said Saturday during a session on women in politics at the federal Liberal party's national convention."But, you know, I think it was an interesting confluence of things. There's a woman premier in Alberta, I'm there as a woman, we're talking about climate change."And I think the attack, the viciousness of the attack, had a particular quality to it. So, I will just say we need to pay attention to that."Wynne acknowledged that there are "vicious women in politics" as well but she "suspects" a female politician wouldn't have launched the same kind of attack.Fildebrandt, meanwhile, issued a statement Saturday in response to his Wildrose caucus suspension over the Facebook comment."My colleagues know that those views do not reflect my own opinion and they recognize that I made an honest mistake, so I was surprised by this decision. I accept this decision," Fildebrandt wrote in the statement, which was posted on Facebook.Fildebrandt wrote that he receives an average of 800 comments on his public Facebook page daily and that he does his best to respond personally."As I've already stated publicly, I did not read a comment posted to my page by a constituent as carefully as I should have."
