Refugees will give EU economy huge boost, says NGO By Nikolaj Nielsen-MAY 18,16-EUOBSERVER

BRUSSELS, Today, 09:27-Refugees in Europe are likely to double the money initially invested in them over a five-year period, an NGO has claimed.Investing in refugees will create jobs, increase trade, spur economic growth, and produce other benefits, suggests a 77-page report out on Wednesday (18 May) by the Tent Foundation, an NGO that helps people who have been forcibly displaced.Drafted by the EU commission's former economic adviser Philippe Legrain, the report draws its conclusions, in part, from calculations by the International Monetary Fund (IMF).The IMF notes that additional spending in the EU on refugees of 0.009 percent of GDP in 2015 and 0.11 percent in 2016 will raise its GDP by 0.13 percent in 2017.The report also concludes that an increase in net government debt of €68.8 billion by 2020 to fund investment in refugees would yield a total increase in GDP between 2015 and 2020 of €126.6 billion.More than one million refugees and asylum seekers arrived in the EU last year, most of whom headed to Germany and Sweden.But the EU is now turning back migrants from Greece to Turkey as part of a policy to manage a crisis that has cost the lives of thousands since 2014.More than 1,360 people have either died or gone missing so far this year in their efforts to reach the EU.Legrain, who is also a senior visiting fellow at the London School of Economics, says refugees should be seen as an opportunity."Refugees are often seen as a burden to be shared or shirked, when in fact they are an opportunity to be welcomed," he said in a statement."With a suitable upfront investment and wise policies, hard-working refugees of all skill levels have a lot to contribute to the economy, individual businesses and the public sector."Giving them greater access to the labour market means they will produce more tax revenue and act as a fiscal stimulus in economies where demand is depressed, notes the report.-US vs Sweden-The report also draws comparisons between refugees of the same nationality in the United States and those found in the EU.It notes, for instance, that while a Somali refugee in Sweden is often on welfare and unemployed, the same national in the US is more likely to be a small-business owner or employed."This suggests that Somalis’ lack of success in Sweden is due not to their cultural characteristics but to the fact they start off as outsiders in a labour market whose institutions privilege insiders," the report says.The report notes that the US system provides refugees with greater opportunities to become self-reliant.It means their reliance on social assistance declines more rapidly over time when compared with their EU-based counterparts.Working refugees also provide value for their families back home. By sending money back, they help boost local development. Remittances in Liberia amount to some 18.5 percent of its GDP.It also highlights the success of Sergey Brin, a child refugee who left the Soviet Union for the US, and then later co-founded Google.

Opinion-EU plans for Libya risk crossing migration 'red lines' By Judith Sunderland-EUOBSERVER

BRUSSELS, 17. May, 09:28-There seems to be an inexorable momentum toward militarisation of the Mediterranean and of migration control.US president Barack Obama recently endorsed a European Union proposal for a Nato operation in the central Mediterranean, building on the coalition’s presence in the eastern Mediterranean (Aegean Sea) since February.EU foreign policy chief Federica Mogherini is leading efforts to push the EU’s naval “anti-smuggling” mission, Operation Sophia, currently operating in international waters off the Libyan coast, into Libyan territorial waters.Let’s drop anchor for a moment to reflect on what this could mean for migrants and asylum seekers.This is the latest instalment in EU efforts to stem the flow of migrants and asylum seekers from North Africa.With a significant drop in crossings in the Aegean Sea, all eyes are now on the central Mediterranean, with around 30,000 having crossed, mainly from Libya, since the beginning of this year.Italian officials and even German chancellor Angela Merkel have gone so far as to suggest that the EU should strike a deal with Libya similar to the one with Turkey, which allows the return of asylum seekers on the presumption that they are “safe” there.The assessment that Turkey is safe for refugees and asylum seekers is wrong.But the idea that Libya, riven by warring factions and with a fledgling and contested government of national unity that the EU is desperate to legitimise, can provide a safe haven is positively mind-boggling.Given the daily dangers of life in Libya, it seems beyond the point to mention that Libya has not ratified the 1951 Refugee Convention and has no domestic refugee law or asylum procedure.The dangers to migrants who find themselves in Libya pre-date even the civil war in the country; in 2006 Human Rights Watch published a report on the cruel treatment migrants experienced in detention centres there.Long-standing, well-documented abuses against migrants and asylum seekers in Libya led the European Court of Human Rights to condemn Italy unequivocally for intercepting migrant boats and pushing them back to Libya in 2009.The court’s ruling laid down clear red lines: once EU authorities have effective control or custody over migrants, regardless of where that occurs, they are bound by the European Convention on Human Rights.Italy had in this case violated a fundamental norm of EU and international law: the prohibition on returning someone to a place where they face threats to their lives and freedom, as the court found they did in Libya.In other words, European countries cannot wash their hands of responsibilities towards migrants and refugees, whether on the high seas or in the territorial waters of a non-EU country.Migrants and asylum seekers in Libya continue to face threats in Libya. Human Rights Watch again documented torture, overcrowding, dire sanitation conditions, and lack of access to medical care in migrant detention centres in 2014.-'Shame and frustration'-Detainees we interviewed told us guards beat them with iron rods, sticks, and rifle butts, and whipped them with cables, hose pipes, and rubber whips made of car tires and plastic tubes, sometimes over prolonged periods of time on the soles of their feet.In one centre five detainees said guards suspended them upside down from a tree and then whipped them. As recently as May 2015, migrants and asylum seekers I interviewed spoke of living in fear in Libya and recounted being robbed, beaten, and extorted by employers, common criminals, security forces and militias.The bottom line is that the EU and Nato should not push anyone back to Libya. That would expose people to the risk of serious violations, violate international and EU law, and undermine the EU’s global standing.EU cooperation with Libyan forces to prevent people from getting beyond Libyan territorial waters is no less fraught with ethical and legal questions if the consequence is torture, indefinite arbitrary detention in abysmal conditions or deportation to countries of origin where they may face persecution and worse.Mogherini recently said she felt “shame and frustration over the walls we see rising in Europe”. Yet a naval cordon on water is no less shameful than one of concrete and razor wire on land.In July, the EU is due to propose its next steps following an internal evaluation of Operation Sophia, and Nato will hold a summit in Warsaw. These will be defining moments.-First, save lives-What the EU and Nato should do is pretty simple. First, save lives. Regardless of who controls the waters, and whether a merchant, military, or leisure vessel, all ships are bound by the laws of the sea to respond to boats in distress.Overcrowded, unseaworthy migrant boats are by definition in distress. The laws of the sea also require that ship captains take rescued passengers to a safe place.So, second, bring people to EU countries. In an act of genuine solidarity, participating countries should commit to taking a portion of those rescued or intercepted, and to process their claims fairly and efficiently.They can return those who are not in need of international protection to their countries of origin, following a fair process that respects their rights. ISLAMABAD (AP) — Four nations — Pakistan, Afghanistan, China and the United States — ended talks Wednesday much as they began, seeking peace in Afghanistan but with no real progress on how to get there or how to bring the most powerful of the country's insurgent groups, the Taliban, to the negotiating table.The session ended with a promise to pursue peace, and to pressure warring groups to engage in negotiations. It also condemned violence, with a specific reference to the ferocious April 19 attack in Kabul that killed 64 people.But there was nothing in the final communique to indicate how the quartet was going to get the Taliban, who have been insistent that they will not talk to the Afghan government, to embrace peace talks.It did, however, make a reference to those who carried out the April assault on Kabul warning, "those who perpetrate such acts of terrorism should be ready to face consequences of their actions."It did not specify the consequences and until now Pakistan has refused to launch any direct assault on the Haqqani network, which has been blamed by both Afghanistan and the United States for the April Kabul attack. The chief of the Haqqani network, Sirajuddin Haqqani, also is deputy to Taliban leader Mullah Akhtar Mansour, giving added muscle to the Taliban as it plots its battlefield strategies over the traditionally deadly summer months.The four-way talks, which have been held alternately in Pakistan and Afghanistan since the beginning of the year, had sought to capitalize on positive signals that emerged over the weekend in Afghanistan, where the outlawed militant group Hezb-i-Islami inched closer to a peace deal with Kabul.There are hopes this tentative deal — which still has to be approved by the Hezb-i-Islami leader Gulbuddin Helmatyar, a U.S.-designated terrorist — could be a template for an agreement between the Afghan government and the more powerful Taliban.But the Taliban have repeatedly said they first want to hold talks with the United States — something Washington has rejected.Pakistan's adviser on foreign affairs Sartaj Aziz said previously that peace talks remain the only way to end the fighting in Afghanistan. Years of fighting the Taliban has not destroyed them, Aziz said, adding that now was the time to press for talks.Kabul sent no formal delegation to Wednesday's meeting in Islamabad, which was attended only by the Afghan ambassador to Pakistan, Omar Zakhilwal.The apparent slight was to register Afghanistan's frustration with Pakistan over what Kabul considers inaction against Taliban operating on Pakistani soil, said Dawa Khan Menapal, deputy spokesman for Afghan President Ashraf Ghani.Afghanistan and the U.S. are pushing Pakistan to do more to stop attacks in Afghanistan by militants with bases in Pakistan and to use its influence to force them off the battlefield and into talks.The draft deal with Hezb-i-Islami took months of meetings between Hekmatyar's representatives and those of the government to hammer out, said Mohammad Khan, first deputy for Afghanistan's Chief Executive Abdullah Abdullah.Hekmatyar's battlefield strength, however, is largely restricted to a portion of northeastern Afghanistan and pales in comparison to the Taliban. NATO, Montenegro to sign accession accord: Stoltenberg-[AFP]-May 18, 2016-YAHOONEWS

Brussels (AFP) - NATO will on Thursday sign an accession agreement with Montenegro, paving the way for the small Balkan country to become the transantlantic alliance's 29th member state, alliance head Jens Stoltenberg said.Montenegro's membership is "a clear sign that NATO countries continue to build stability and security in the western Balkans," Stoltenberg told a press briefing Wednesday ahead of a two-day NATO foreign ministers meeting at alliance HQ in Brussels.The move also shows that "NATO's door remains open," he added, as the alliance prepares for a set-piece summit in Warsaw in July which will sign off on a major NATO military revamp agreed in response to the Ukraine crisis and Russia's annexation of Crimea in 2014.Diplomatic sources say they expect it will take the 28 member states 18 months to ratify the Montenegro accession accord, which Russia has condemned as another case of NATO encroaching on its strategic interests.While ties with Russia are badly strained by the Ukraine crisis, Stoltenberg rejected any suggestion that NATO membership for Montenegro was a hostile move, insisting that all countries have the right to decide their own future."The fundamental principle is that every nation has the right to decide its own path... including to decide what security arrangements it wants to be part of," he said."Therefore any sanctions or reactions from Russia would be absolutely unjustified," he added.NATO formally invited Montenegro to join in December, sparking a warning from Moscow that it would have to respond to protect its security interests in the Balkans, home to several of its historic Slavic allies.Among the other states of the former Yugoslavia, Croatia and Slovenia have both joined NATO, while many of the former communist states in eastern Europe once ruled from Moscow have also become members.Russia sees this process, backed by a NATO military build-up in response to the Ukraine crisis, as a threat to its security.

Caracas (AFP) - Public outrage over sweeping new emergency powers decreed this week by President Nicolas Maduro was expected to spill over onto the streets of Venezuela Wednesday, with nationwide protests planned.The demonstrations mark the strongest challenge yet to Maduro's controversial declaration of a state of emergency.Opposition-led marches in the capital Caracas and other major cities were to demand that authorities accept a recall referendum to determine Maduro's fate.The 53-year-old president on Tuesday dismissed the push against him as "not viable" and said a petition it was based on was riddled with "fraud," despite 1.8 million signatures seeking his ouster.The 60-day state of emergency was imposed beginning Monday to tackle what Maduro said were threats to security, as well as food and energy shortages.Many of the measures rely on Venezuela's army and police being deployed to carry them out.- Claim of US plot -It notably suspends many constitutional protections by opening the way to expropriations and almost any action deemed necessary to maintain public order.Individuals, companies and non-governmental organizations in Venezuela with links to foreign groups are also to be put under scrutiny and risk having their finances frozen, according to the decree.The opposition-controlled congress late Tuesday rejected the decree in a vote, saying it undermined democracy. But the Supreme Court may overrule that, as it has with other congressional decisions.Maduro has accused Washington of having "imperial" designs on Venezuela, and said that a US AWACS surveillance plane had twice violated his country's airspace last week.Maduro has separately ordered military exercises for Saturday.Despite his decree, there have so far been no signs of increased military presence in the streets.But Wednesday's demonstrations could face a robust police deployment. A Caracas march last week, before the emergency decree, was halted in its tracks by riot police firing tear gas.Venezuela's opposition has urged the public to defy the state of emergency and called on the army to decide whether it sides "with the constitution or with Maduro."The opposition, which controls congress but has little real power because of Maduro's sway over the government, Supreme Court and security forces, says the emergency decree is an attempt by the president to put himself above the constitution.- Limited time -"If Maduro wants to apply this decree he will have to bring out the warplanes and the tanks into the street, because he will have to apply it through force," opposition leader Henrique Capriles told a news conference on Tuesday.If the recall referendum does go ahead, it must be held before January 10, 2017 in order to trigger new elections, otherwise a successful recall vote would simply transfer power to vice president Aristobulo Isturiz.The opposition accuses the electoral authorities -- who are still evaluating the validity of the petition -- of stalling.With the country in the grip of hyperinflation, a shrinking economy, rampant crime, corruption, and food and electricity shortages, sentiment has turned against Maduro.Seventy percent of the population wants to see a new government, polls show.But Maduro said he and his government "are victims of a media, political and diplomatic attack that is behind the most serious threat our country has faced in the past 10 years."The United States has described reports of Venezuela's spiral downwards as "breathtaking" but has been careful not to make comments seen as meddlesome.

BRUSSELS, Today, 17:45-The British queen stayed neutral on the EU referendum in her annual speech, despite previous controversial reports that she wants the UK to leave.Her only reference to the EU was a factual remark that said: “My government will hold a referendum on membership of the European Union.”The speech, at an elaborate parliament ceremony on Wednesday (18 May), focused on domestic issues. But in broader foreign policy terms, Queen Elizabeth II also said that: “My government will continue to play a leading role in world affairs.”She said the UK “will continue to work to resolve the conflict in Ukraine. It will play a leading role in the campaign against Daesh [Islamic State] and to support international efforts to bring peace to Syria.”She said the UK would keep its promise to Nato on military spending and would modernise its nuclear arsenal.She also promised to honour pledges on development aid, humanitarian assistance and climate change.The British government the same day published an 85-page booklet to go into more detail on the legislative programme that the Queen outlined in her address.Coming just five weeks before the UK referendum on EU membership, on 23 June, the text also avoided taking a position on how people should vote.It mentioned the EU in a negative context when it promised laws to make sure that “fewer European visitors will be entitled to free NHS [National Health Service] care.”But it foreshadowed ongoing EU membership by saying it would help British expats to vote in the next European Parliament elections.It also indicated a wider commitment to Europe by saying that a new British bill on human rights would be based on the European Convention on Human Rights - a text adopted by the Council of Europe in Strasbourg.The UK booklet made a strong statement on Ukraine.“We will … never recognise Russia’s illegal annexation of Crimea, which constitutes a flagrant violation of international law and the rules based international order”, it said.“We are clear that the blame for the Ukraine crisis lies squarely with Russia and the separatist proxies it continues to support.”-Significantly misleading-The Queen’s speech came out the same day that a British media watchdog censured a newspaper for its claim that she wants the UK to leave the EU.The Sun, one of Britain’s most popular tabloids, had in March published a story entitled: “Queen backs Brexit”.The Independent Press Standards Organisation (Ipso) said that the headline was “significantly misleading”.“It was a factual assertion that the Queen had expressed a position in the referendum debate … [but] it did not follow from the comments the article reported,” it said.It said that had she expressed such a position it would constitute a “fundamental breach of the Queen's constitutional obligations” to remain neutral on the subject.The Sun published Ipso’s statement, but it said in an editorial comment that Ipso was wrong.The EU referendum debate has turned increasingly nasty in the run-up to the vote.-Nazis and jihadists-The British PM, David Cameron, and the head of the EU Council, Donald Tusk, earlier this week complained about former London mayor Boris Johnson after he said the UK should leave the EU because it is like Nazi-era Germany.Other anti-EU campaigners, such as Nigel Farage, a British MEP, attracted criticism in March for saying that the Brussels terrorist attacks meant the UK would be safer out of the EU.Farage endorsed the comments on Twitter moments after the first bomb exploded in Brussels airport killing 16 people.The anti-EU side has accused pro-EU politicians of false claims about the economic cost of Brexit in a campaign that it dubbed Project Fear.

South Carolina passes bill banning abortion after 19 weeks-[Associated Press]-SEANNA ADCOX-May 18, 2016-YAHOONEWS

(AP) — The South Carolina Legislature passed a bill Tuesday prohibiting abortion after 19 weeks, becoming the 17th state to pass the restrictive ban.The legislation will now head to Gov. Nikki Haley's desk. The Republican said in March she will almost certainly sign it, but wants to look at the details once it reaches her.Similar laws are in effect in 12 states. They've been blocked by court challenges in three others, and the U.S. Supreme Court has yet to rule on the ban's constitutionality. A South Dakota law signed in March takes effect this summer.In Utah, a related law, also signed in March, requires doctors to provide anesthesia to a fetus at least 20 weeks in the womb.The South Carolina bill is among several fronts abortion rights supporters say make having the procedure tougher. Abortion opponents have also passed laws in other states requiring clinics to get admitting privileges for doctors and banning a procedure commonly used in the second trimester, called the dilation and evacuation method.The sponsor of South Carolina's bill, Rep. Wendy Nanney, said she's hopeful the law is a step to eventually "get rid of abortion altogether.""I firmly believe life begins at conception and anything we can do to protect human life I'm all for," said Nanney, R-Greenville.The South Carolina House approved the compromise 79-29. The Senate approved it 36-9 in March.The ban allows exceptions only if the mother's life is in jeopardy or a doctor determines the fetus can't survive outside the womb. The measure's limited definition of "fetal anomaly" means it would be illegal to abort a fetus with a severe disability if the child could live.Such anomalies are generally detected around 20 weeks.That "fetal anomaly" exception was crucial for the bill clearing the Senate, where Democrats had blocked the legislation for years.Sen. Brad Hutto, a leading opponent, still believes it should be the woman's choice. But he called the compromise he's worked on since last year "the best we can get." As it initially passed the House, the bill gave an exception only for the mother's life.Only four of the 16 states to pass the restrictions since 2010 allow a legal abortion if a doctor determines the child will be stillborn or die upon birth. South Carolina legislators borrowed the wording for that exception from Georgia, where state court blocked enforcement of Georgia's 20-week ban in 2012.The South Carolina bill, like most of the similar laws, contains no exceptions for rape or incest.Supporters believe a fetus can feel pain at 20 weeks. Opponents argue such later-term abortions involve wanted pregnancies that go horribly wrong, and politicians should play no role in the difficult decision."They are wanted pregnancies, but they find out there is a terrible abnormality," Rep. James Smith, a Democrat, said Tuesday. CALGARY - Wildfires that ravaged some neighbourhoods in Fort McMurray and forced 80,000 to flee the city two weeks ago are now chewing through the wilderness further north, where major oilsands projects are located. A 665-unit work lodge has burned down and two more are under threat. But experts and officials say they aren't expecting serious harm to the oil-producing facilities themselves. Here's why:There's a built-in buffer zone:Oilsands projects — whether they involve scooping the ore out of a mine or melting it underground with steam — are built in such a way that there's a lot of empty space between facilities and forest. Unlike in residential neighbourhoods where there are a lot of trees and wooden buildings, there's little in the way of fuel at the industrial sites to feed the ravenous flames. "There's an inherent built-in safety space around all these facilities," said Robert Bedin, with RS Energy Group in Calgary. Alberta wildfire manager Chad Morrison told reporters that because vegetation has been cleared away and the ground is covered in gravel, "we feel fairly confident that the sites themselves will be OK."Bitumen doesn't catch fire easily:Morrison battled wildfires in oilsands country in 2011. Burning bitumen, the tarry product extracted at the sites, wasn't an issue then and it's not expected to be one this time either, he said. Bitumen has more in common with crumbly asphalt than highly combustible gasoline, said Bedin. "It's not volatile. It's pretty benign. So in most scenarios I think we're talking about, this stuff is not likely to ignite," said Bedin. Fire needs oxygen to grow, and there's no way for it to get into the oil-soaked sand and clay, said Raj Mehta, a professor of oil and gas engineering at the University of Calgary. "It will burn momentarily, but after that it will die."Ditto, tailings ponds:Tailings ponds hold the waste product that's left over from the oilsands extraction process — and they're huge. The ponds contain used water, sand, clay and residual bitumen. But the amount of bitumen is too small to pose a danger, Mehta said. "I think that's the biggest myth people worry about," he said. "Lots of people think that this whole lake, huge lake, is going to catch fire — no. The answer is no."The stuff that could catch fire or explode is mostly underground:Oilsands projects rely heavily on natural gas to generate power for their plants and heat up the steam that's used to liquefy the bitumen in some projects. They also need diluent, a very light petroleum product, to make the tarry oilsands crude thin enough to flow through pipelines. Both are products one would want to keep as far away as possible from the encroaching flames. FORT MCMURRAY, Alta. - A harsh reminder of the perils still at play in the Alberta wildfires emerged Monday night as about 8,000 people at work camps north of Fort McMurray were ordered out in a mandatory evacuation.Earlier in the day, about half that number had been put on a precautionary evacuation notice, meaning non-essential personnel would move out but others could stay.But by about 10 p.m., the decision had been made to stretch the mandatory evacuation zone about 50 kilometres north of Fort McMurray to just south of Fort MacKay.It included Syncrude and Suncor facilities, along with several smaller operations."All camps and production refineries north of Fort McMurray and just south of Fort MacKay, including Aostra Road, are to evacuate immediately," said the alert."All evacuees are to head south on Highway 63 if possible."The order did not include the hamlet of Fort MacKay, Athabasca Camp or the Beaver River Camp.John Archer, a spokesman for the Alberta government, stressed the move was being done in an orderly fashion."By and large, I believe the fire has not encroached too much more upon Suncor or Syncrude, but the reason why the call was made tonight is so they're not starting an evacuation at 2 a.m.," he explained."I don't think the threat is that much more acute now than it was earlier."Late Monday, Suncor issued a news release confirming it had "started a staged and orderly shutdown of our base plant operations" and that personnel were being transported to work camps further north.It stressed there has been no damage to Suncor infrastructure."Suncor has enhanced fire mitigation and protection around all of its facilities," said the release. "When it is safe to do so, we will continue implementing our restart plans."The entire population of Fort McMurray, more than 80,000 residents, are now entering their third week away from home. Cottagers and year-round residents are heading back to their properties in Caddy Lake, West Hawk Lake and Ingolf, Ont., after officials from the Manitoba and Ontario governments lifted forest fire evacuation orders at 8 a.m. Tuesday.Two forest fires straddling the Manitoba-Ontario border, first detected May 5, forced dozens of evacuations. One burned in the Nopiming Provincial Park area east of Beresford Lake and into Ontario, while the other fire was in Whiteshell Provincial Park, northeast of Caddy Lake, and northwestern Ontario.Bill Benson and his wife had three hours to gather their belongings and get out 10 days ago. He has been staying on the south side of West Hawk Lake, across the lake from his property, watching the fire puff clouds of smoke into the sky nearby."It almost feels surreal. You've been living in another environment for 10 days and you've said 'goodbye' to your place and hopefully you'll see it again,'" Benson said. "And then all of a sudden you're in the situation of going back."Benson said he was most looking forward to getting back into his daily routines."Having a nice soak in our bathtub, get cleaned up, doing some laundry and just looking around," he said. "Just looking forward to spending time in our own veranda and our own place tonight."Shaun Harbottle, owner of Crescent Beach Cottages and motel in West Hawk, also had to leave his rental properties behind, as did his tenants."It's nerve-racking to sit there and watch flames across the lake. You're kind of sitting there wondering what will happen," he said.Residents were excited about returning to their cabins and homes, he said."People are very anxious. They want to get home," he said.People were asked to leave last week because the fire near Caddy Lake was spreading and edging towards more densely populated areas. Many homes and cottages were under evacuation orders, but because it is still early in the season, a lot of cabins were still unoccupied.Evacuees were anxious in those first few days after being forced to leave. Harbottle and others thought people weren't given enough information about the spread or severity of the fire, or whether particular lots were at greater risk of being burned.But fire updates given to property owners at community meetings over the past few days helped calm nerves, Harbottle said.The four to five families that rent the cottages owned by Harbottle are looking forward to heading back into cabin country, he said."It's their homes. They live here year-round. A conference on the peace process between Israelis and Palestinians, due to be held on May 30 in Paris, has been postponed, French President Francois Hollande said Tuesday, days after Prime Minister Benjamin Netanyahu asked Paris to call it off.“(US Secretary of State) John Kerry cannot come on May 30 so it has been delayed. It will take place in the summer,” Hollande told French radio.The summit, set to be held in Paris, will host an international meeting of 20 countries, including Egypt, Saudi Arabia and Jordan, to discuss the peace process. Israel and the Palestinians have not been invited and while Jerusalem has rejected the idea, it has been welcomed in Ramallah.A spokesperson for the French Embassy in Israel told The Times of Israel that Paris is “looking for a new date.”Hollande said it was vital for France to take “a strong initiative” in the dispute.“If not… what will happen? Settlement building, attacks,” he said.The US State Department said Monday that Secretary of State John Kerry would be unavailable on the day of the conference, which falls on the US Memorial Day holiday honoring members of the armed forces who died in combat, but that the United States and France are looking into a possible alternative date for the ministerial discussions.“We’ve made it clear that the May 30 date originally proposed by the French would not work for the secretary and for his schedule,” State Department spokesman John Kirby said. “We’re in discussions right now with the French about any possible alternative date that might better work for the secretary.”Kerry’s agenda in May is already “jammed,” Kirby said. Border Police vehicle hit in West Bank shooting attack-Police say no Israeli troops injured during incident at Qalandiya crossing; security forces searching the area-By Raoul Wootliff May 17, 2016, 1:22 pm-THE TIMES OF ISRAEL

Shots were fired Tuesday morning at a Border Police vehicle adjacent to the Qalandiya checkpoint north of Jerusalem, according to police.Bullet holes were discovered in the vehicle after gunfire was heard by security forces at the crossing.No troops were injured in the attack, police said. It is not clear if anyone was in the vehicle at the time it was shot.Security forces were searching the area for the shooter.Police said were unaware of unconfirmed reports saying the attack targeted a Cypriot military delegation visiting the area Tuesday.The Palestinian town of Qalandiya, and the adjacent crossing between the West Bank and Israel, has been a flashpoint of conflict in the recent wave of violence that has rocked the area since September of last year.As the crossing is located within the Jerusalem city limits, it is under the authority of the police, who guard the site.

An earthquake rumbled in the Red Sea early Monday morning, shaking buildings in the Sinai peninsula and as far north as Israel’s southern tip.There were no immediate reports of injuries or damage in Israel from the temblor, which struck at about 4:45 a.m. Monday morning.According to the US Geological Survey (USGS), the tremor measured 5.0 on the Richter scale with an epicenter in the Red Sea, 25 kilometers northeast of Dhahab, Egypt, and 100 kilometers southwest of Eilat in Israel.Last month, a very small earthquake hit parts of southern Israel as local residents of the city of Arad and the Dead Sea area reported experiencing minor tremors.So small was the temblor, the Geophysical Institute of Israel said, that it could not even be measured on the Richter scale, the Ynet news website reported.The effects could apparently be felt as far as Jerusalem, some 37 kilometers from the Dead Sea resort of Ein Gedi.Prior to that incident, the previous quake in Israel occurred in July 2015, when a tremor measuring 4.4 on the Richter scale was felt throughout the country. That, too, had its epicenter in the Dead Sea area.Israel is situated along the Syrian-African rift, a tear in the earth’s crust running the length of the border separating Israel and Jordan, and is part of the Great Rift Valley, which extends from northern Syria to Mozambique.Experts have warned a large earthquake could strike Israel in the near future, and the government has begun funding projects for buildings to be bolstered against tremors.The last major earthquake to hit the region was in 1927 — a 6.2-magnitude tremor that killed 500 people and injured another 700.

The nephew of Mustafa Badreddine, the senior Hezbollah military commander assassinated in Syria last week, has been appointed his successor, a Saudi-owned paper reported Tuesday, citing “well-informed Lebanese sources.”The nephew, Mustafa Mughniyeh, is the son of Badreddine’s sister who was married to Hezbollah’s previous military chief, Imad Mughniyeh.According to the report in London-based Asharq Al-Awsat, the reclusive Mustafa Mughniyeh became close to his uncle after his father was killed in 2008 in a car bomb attack in Damascus.The report of Badreddine’s successor in the paper — affiliated with the Sunni, anti-Hezbollah movement — was not confirmed by Lebanese or other media outlets.Mustafa Mughniyeh was reportedly named after his uncle, who was then serving time in jail in Kuwait in connection with the 1983 attack on the American Embassy there.Unlike his late brother Jihad, who appeared behind Hezbollah Secretary General Hassan Nasrallah on numerous occasions while he served as the group’s Golan District commander, Mustafa has largely steered clear of the media spotlight.Mustafa remained silent even after Jihad was killed in an allegedly Israeli airstrike in the Syria’s Quneitra Province in January 2015.While Israel was blamed for the bomb that killed Imad Mughniyeh, Hezbollah has not pointed a finger at the Jewish state over the mysterious death of Badreddine.Last week, Lebanese media reported that Badreddine was killed in an explosion at the Damascus international airport.Hezbollah confirmed Badreddine’s death, and claimed in a statement that he was killed as a result of shelling by unspecified Islamic extremists.The announcement contradicted a flurry of Arab media reports claiming an advanced nation, possibly Israel, was behind the senior leader’s death. The United Methodist Church has rejected several resolutions calling for the 12-million-member Protestant church to divest from companies engaging in business with Israel over its treatment of Palestinians.Church committees over the weekend voted down four Israel Boycott, Divestment, and Sanctions resolutions brought to a vote at the church’s quadrennial United Methodist Church General Conference in Portland, Oregon, taking place this week.The resolutions “pretty much went down in flames,” UMC delegate and BDS opponent John Lomperis told Religion News Service on Sunday.The resolutions would have seen UMC divestment from three companies that pro-Palestinian activists have accused of working with Israeli security forces to sustain Israel’s West Bank settlement enterprise: Caterpillar, Hewlett-Packard and Motorola.Instead, the Finance Committee opted to favor a petition that had been amended into a general commitment to responsible investment of church funds.A number of groups, including one called United Methodist Kairos Response, who prepared the resolutions for this year’s conference, had lobbied for the divestment measures at the 10-day church policy-making forum.The group’s co-chair Susanne Hoder told Religion News that while the amended proposal was a reasonable compromise among delegates, positive investments were not a substitute for divestment.“Where we see opportunities to move forward together, we’re going to seize them,” she said.Similar BDS petitions in the UMC failed in both 2008 and 2012.The defeat comes on the heels of Hillary Clinton’s May 9 letter to Jewish leaders reasserting her position that BDS campaigns are counterproductive to Mideast peace and calling for the reversal of the trend of increasing “attempts to isolate and delegitimize Israel.”Clinton, the front-runner for the Democratic presidential nomination, was raised and remains a practicing Methodist.“I believe that BDS seeks to punish Israel and dictate how the Israelis and Palestinians should resolve the core issues of their conflict,” she wrote in response to an appeal from the Israel Action Network, an affiliate of the Jewish Federations of North America to respond to the church’s BDS resolutions.“When anti-Semitism is on the rise across the world, we need to repudiate forceful efforts to malign and undermine Israel and the Jewish people,” Clinton said. “We must never tire in defending Israel’s legitimacy, expanding security and economic ties, and taking our alliance to the next level.”In January, the United Methodist Church’s US pension fund removed five Israeli banks from its investment portfolio, saying the investments were counter to its policies against investing in “high risk countries” and to remain committed to human rights.BDS activists have scored a series of successes in recent years in advancing similar resolutions, most prominently the United Church of Christ in 2015 and the Presbyterian Church (USA) a year earlier.Times of Israel staff contributed to this report.

Although Amichai Lau-Lavie will only be ordained as a rabbi on Tuesday, you could be forgiven for thinking he already was one.This week he was named as one of America’s most inspiring rabbis on the Forward’s prized annual list. And he already leads an inclusive, experimental Jewish spiritual community in New York called Lab/Shul.In fact, for almost two decades Lau-Lavie has been on the vanguard of creative, progressive Jewish spiritual and ritual expression in the 21st century. He has taught Torah and other Jewish texts at hundreds, if not thousands, of congregations and schools through his innovative Storahtelling Jewish ritual theater organization. Founded by Lau-Lavie in 1999, Storahtelling advanced Jewish literacy by bringing performance tools and stagecraft to bear on traditional texts.So what is a rabbi anyway, if not a teacher of Yiddishkeit? Lau-Lavie’s name alone could have led one to assume he is a rabbi, as he is the scion of an Eastern European rabbinic dynasty going back 39 generations. His uncle, Yisrael Meir Lau is the chief rabbi of Tel Aviv-Yaffo and was the Ashkenazi chief rabbi of Israel from 1993 to 2003. His first cousin, David Lau, is Israel’s current Ashkenazi chief rabbi. Lau-Lavie’s older brother Benny Lau is a well-known, Jerusalem-based Modern Orthodox rabbi, community leader and social justice activist.But it took Lau-Lavie, 47, a long time to join the family business, so to speak. And once he finally did join, he did it his own way.Unlike his relatives, Lau-Lavie has not become an Orthodox rabbi. The network of young Jewish movers and shakers, of which he has been a longstanding member, works towards re-envisioning Jewish life for contemporary times.“I like how Conservative Judaism straddles halacha and innovation. However, his interest in the Movement and its philosophy began much earlier, when as a teenager he discovered the works of Zechariah Frankel, the 19th century German rabbi, theologian and historian who applied modern historical criticism to the study of the development of classical sources of Judaism, and is considered the founder of what would become Conservative Judaism.Around the same time, Lau-Lavie (who had just returned to Israel after several years in New York, where his father Naphtali Lau-Lavie served as Israel’s consul general) became a student at the then-new Hartman High School in Jerusalem. I don’t deserve to die because of whom I love.You are all looking at me now, and it’s not pleasant, but I’ve held this secret, this abomination in my stomach, long enough.If today I am a man, then on this day I tell the truth and face it, like a man. He is co-parenting two daughters and a son with a lesbian couple in Manhattan. Lau-Lavie is the children’s biological father and abba (Hebrew for dad), and he sees them once or twice a week, and spends holidays and vacations with them.Juggling part-time parenting, rabbinical school, Lab/Shul leadership and other professional and communal responsibilities for the past five years has been tough. Despite his reputation for being a consummate multi-tasker, he is glad to now have his rabbinical studies off his plate.He regrets having little time as of late to pursue a romantic life, but he has no misgivings about having gone through the rabbinical training, which is something he believed was necessary for achieving his goals.“I wanted to delve deeply into halachic learning and scholarship. I spent the first 20 years of my career on aggadah, midrash and story. It was time to focus on the evolution of law in our lives as Jews,” he said.He also knew that having “Rabbi” in front of his name would bestow upon him the gravitas and authority that would allow for greater agency.-I used to wave the “artists are the new rabbis” flag. Now I wave the “rabbis are the new artists” one’-“As an artist, I can have an impact. But to have deeper agency, to really be part of systemic growth and change and to be a respected leader in this, I needed to become a rabbi,” he explained.“I used to wave the ‘artists are the new rabbis’ flag. It’s happening now. It’s a fluid, complicated and rich time, and I want to lead in it,” he asserted.For Lau-Lavie, the most pressing issue to be dealt with, what he calls “the next frontier,” is finding creative solutions for inclusion of families where one partner is Jewish and the other is not. Conversion is not the solution, because in many cases the non-Jewish partners are not converting.He sees this as a win-win situation, rather than a loss for the Jewish people.“The argument that we are losing Jews is bullshit,” he claimed.He believes Jews and non-Jews alike are attracted to the rich traditions and texts of Judaism, but that they won’t stay part of the community unless the religion markets itself better and speaks to people in a way that resonates with their lives today.-‘The argument that we are losing Jews is bullshit’-“We have a good product, but the packaging and marketing are the challenge,” he explained.Lau-Lavie used a fast-food metaphor to explain what he means.“Even if you have the juiciest, highest quality hamburger, Jews aren’t going to want it if all they have ever known is a year-old, dried-out thing from Wendy’s,” he said.With Lab/Shul (spun off from Storahtelling in 2012) poised for growth, the newly-minted rabbi plans on staying in the US (where he became a citizen two years ago) for at least the next decade. But with his mother and three siblings living in Israel, he doesn’t rule out the possibility of returning there someday.Despite growing reactionary fundamentalism in Israel, Lau-Lavie is optimistic about the possibility of doing the kind of work he is doing in America also in the Holy Land.“It’s true that we are up against fear and resistance to change, but things are changing. There is a good chance for light and love to prosper in Israel. I am already working with Haredim, and with interfaith leaders. Change can happen,” he said.A major challenge ahead for Lau-Lavie lies within himself. He needs to adjust to being part of the Conservative Movement in an official capacity as a member of its Rabbinical Assembly.On one hand, he can benefit from being part of what he calls “a larger ecosystem.” But on the other, he needs to do what is known in kabbalistic terms as tzimtzum, or contraction.“I’m a creative personality and the question is how to squeeze a big, creative personality into a box. Somehow, I have to curb my enthusiasm,” he reflected.For instance, as a member of the Rabbinical Assembly he must abide by its guidelines, which preclude him from officiating at interfaith marriages as he once did.While he will still pursue his “flexidox” or “polidox” ways, he’s also committing himself to working within the system. He recognizes that change will be gradual and will come from within the established Jewish community as well as from grassroots initiatives such as the ones he started.“My eye is on the next 25 years, not only on tomorrow. It’s a sacrifice, but it’s a good one,” he said.

One civilization's trash is another civilization's treasure. A ship in Israel's Caesarea Harbor was filled with bronze statues headed for recycling when it sank about 1,600 years ago. Now, thanks to a chance discovery by a pair of divers, archaeologists have salvaged a haul of statuary fragments, figurines and coins from the seafloor.The Israel Antiquities Authority (IAA) announced today (May 16) the discovery of the Late Roman-era artifacts, which include a figurine of a moon goddess and a lamp carrying the likeness of a sun god. Archaeologists also found two stashes of coins, still clumped in the shape of the vessel that once carried them."A marine assemblage such as this has not been found in Israel in the past 30 years," Jacob Sharvit, director of the marine archaeology unit of the IAA and Dror Planer, deputy director of the unit, said in a statement. "Metal statues are rare archaeological finds because they were always melted down and recycled in antiquity. When we find bronze artifacts it usually occurs at sea. Because these statues were wrecked together with the ship, they sank in the water and were thus 'saved' from the recycling process." Some show Constantine, who ruled the Western Roman Empire from A.D. 312-324, and who unified the Eastern and Western Roman Empire in A.D. 324; he ruled both until his death in A.D. 337. Other coins show one of Constantine's primary rivals, the Eastern Roman Emperor Licinius, who was defeated by Constantine in A.D. 324.Two divers from the city of Ra'anana, Ran Feinstein and Ofer Ra'anan, discovered the wreck on the harbor floor and reported the find to the IAA, which organized an archaeological investigation. IAA divers found fragments of life-size bronze statues and a bronze lamp bearing the likeness of Sol, the sun god. They found a figurine of Luna, the moon goddess, and a bronze statue of a whale. There was a bronze faucet shaped like a boar with a swan on its head, and a lamp shaped like the head of a slave from Africa."The sand protected the statues; consequently, they are in an amazing state of preservation — as though they were cast yesterday rather than 1,600 years ago," Sharvit and Planer said.The ship appears to have hit stormy weather at the harbor entrance, drifting until it smashed against the seawall and sank. Archaeologists found the ship's iron anchors, which seem to have been hoisted into the sea in an attempt to stop the ship from drifting. They were broken by the wind and waves.The ship wrecked during a key time in Roman history, Sharvit and Planer said. In A.D. 313, Constantine and Licinius issued the Edict of Milan, making Christianity legal to practice and returning confiscated property to Christians who had been persecuted. WASHINGTON (Reuters) - A U.S. appeals court on Monday delayed consideration of a challenge by 27 states to President Barack Obama's federal regulations to curb carbon dioxide emissions mainly from coal-fired plants, meaning a decision will not come until after the November presidential election.The U.S. Court of Appeals for the District of Columbia Circuit will now hear the case on Sept. 27. The court was originally due to hear the case on June 2.The court said in a brief order that it made the decision without prompting by the various parties, including the states of West Virginia and Texas.The change appeared to be made so that a larger group of nine judges will hear the case instead of the normal three-judge panel. President Barack Obama's nominee to the Supreme Court, Merrick Garland, is a member of the court but the order indicated he will not participate.The plan was designed to lower carbon emissions from U.S. power plants by 2030 to 32 percent below 2005 levels. TORONTO - Ontario's environment minister insists the province won't eliminate natural gas for home heating as part of a soon-to-be-released plan to fight climate change.Glen Murray refused to confirm or deny a Globe and Mail report saying the province would spend $7 billion over four years to reduce its carbon footprint, partly by phasing out natural gas and greatly increasing the number of electric vehicles on the road."Within the next couple of weeks you'll see the entire action plan, supporting documents will be properly released," Murray told reporters.The province's goal is to cut greenhouse gas emissions to 15 per cent below 1990 levels by 2020, 37 per cent by 2030 and 80 per cent by 2050.The Globe said it obtained a copy of the Climate Change Action Plan that calls on the province to phase out natural gas for heating, which is currently used in 76 per cent of Ontario homes.It said the government would spend $3.8 billion on grants, rebates and subsidies to retrofit buildings and move them off natural gas and onto geothermal, solar or other forms of energy. The plan would require that all new homes built in Ontario in 2030 or later be heated without the use of fossil fuels.But this year's budget committed the government to extending natural gas to rural Ontario, and Murray insisted it would still be an option for home heating."Natural gas will continue to play a critical role in the energy mix in Ontario in the future, and beyond that you'll have to wait to see the details," he said."But no, we're not banning natural gas or taking it away from people."Union Gas and Enbridge Gas, the two largest suppliers of natural gas in Ontario, expressed concern the province is considering phasing out natural gas for heating."It's not something we were aware they were contemplating, and that is not something we would support," Union spokeswoman Andrea Stass said in an interview."To mandate natural gas out of existence will be very disruptive and expensive for consumers, and the other side of that is moving to an energy system with only one source and no diversification is risky."Enbridge warned phasing out natural gas for heating would be expensive."Converting a home from natural gas to electricity would cost about $4,500, and the heating costs would triple, increasing by roughly $2,000 each year," Enbridge said in a release.Richard Carlson, a senior energy policy associate at Mowat Energy, funded by Enbridge Gas, Union Gas, the Independent Electricity System Operator and Toronto Hydro as part of the Mowat Centre think tank, said having one government agency in charge of the climate change plan would be beneficial.The Ontario Energy Board held hearings last week about extending natural gas to rural communities, noted Carlson."So the Ontario Energy Board is looking to expand the gas grid while the draft (climate change) plan says something different," he said.Murray dismissed suggestions there would be uncertainty in the province's industrial sectors until details of the climate change action plan are released."They have been working with us, the nine large emitting industries, in drafting this plan, so they had a major input into it and they do have a pretty good understanding of what's coming," he said.The Globe said the Liberal plan sets a target of having 12 per cent of all new vehicle sales be electric cars and trucks by 2025, or about 1.7 million vehicles. There are currently only about 5,800 electric vehicles in Ontario.The Canadian Vehicle Manufacturers' Association said forcing people to switch to electric cars is not the way to go."The key to advancing electric vehicles is actually creating demand and helping consumers actually want to have these vehicles," said association president Mark Nantais."The infrastructure has to be in place. The recharging infrastructure must lead the introduction of vehicles, so that consumers have that confidence."The Progressive Conservatives said the climate change plan represents a "crushing shift" for Ontario's $16-billion auto industry, and warned it would cost jobs.The province already provides rebates up to $14,000 for every electric vehicle purchased under $75,000, and up to $3,000 for ones priced between $75,000 and $150,000. The government recently announced it will spend $20 million to build nearly 500 electric vehicle charging stations across the province next year.The $7 billion the Liberals plan to spend to on climate change would come from the estimated $1.9 billion they expect to generate each year from a cap-and-trade plan that would see companies buy and trade pollution emission allowances.The government admits its cap-and-trade plan would add about four cents a litre to the price of gasoline, but insisted it would result in lower home heating bills.Ontario plans to join existing cap-and-trade markets in Quebec and California. Manitoba has also signed on to join in the plan with Ontario and Quebec, but will limit it to 20 large polluters in the province.

OTTAWA - Michael Chong joined the Conservative leadership race Monday, breaking ranks with the party's long-standing opposition to carbon pricing but falling in line on face coverings — a controversy many believe cost the party votes last October.Chong, a southern Ontario member of Parliament, said with carbon pricing already in effect at the provincial level, the federal Tories must refocus their energies on ensuring the revenues go towards reducing taxes.It's part of a broad rethink of environmental policy Chong, 45, said he will bring to the race — one he considers necessary if the Conservatives are to attract new voters and win back the trust of those who deserted them last fall."We have to attract younger people to our party and that begins by shifting our positions on issues like the environment," Chong told a news conference.The Tories were thrust into a leadership contest after former prime minister Stephen Harper stepped down as party chief on election night.His resignation followed a campaign that critics, and later Conservatives themselves, said was marked too much by divisive policies such as the call for a "barbaric practices" tip line and the relentless push for a ban on wearing face veils during citizenship ceremonies.Chong said he didn't see those two issues as the sole reasons his party was reduced to Opposition status.But while he disagreed with the tip line, he said he does support the face covering ban, though wouldn't necessarily push to have it enshrined in legislation."I agree with the government's decision on the niqab in respect of citizenship ceremonies," Chong said."We live in a free society and people can wear what they want. However, I also believe that in a free and democratic society it is reasonable under Section 1 of the charter for the state to put a limit on that right in very limited circumstances." He called citizenship ceremonies one of those circumstances.Chong, whose father was a Chinese immigrant from Hong Kong and mother a Dutch immigrant from the Netherlands, was first elected in 2004 in the riding of Wellington-Halton Hills. He went on to serve in Harper's cabinet as intergovernmental affairs minister.But he resigned from that position in 2006 because he didn't support a motion recognizing Quebecers as a nation, calling it ethnic nationalism. He said Monday he stands by that position even today.From his seat on the backbenches, he spearheaded legislation to give individual MPs more power. A bill to that effect became law last fall.As the child of immigrants, Chong said his decision to run was influenced by his upbringing and his family's past."My family's Canadian story is also the conservative story: it's a story of hard work, of perseverance, of counting your pennies and investing in your children's future," he said.Ontario MP Kellie Leitch and Quebec MP Maxime Bernier are the other two candidates currently in the race but several others are considering putting their names forward as well.The Conservatives will gather at the end of this month for a policy convention and will choose their next leader in May 2017.

TORONTO - More Canadians are contracting Lyme disease and federal health officials are partly blaming global warming for a dramatic uptick in cases.Lyme disease is caused by the bacterium Borrelia burgdorferi, which is transmitted to people by black-legged ticks that get infected after biting mice or deer that carry the bug. These ticks are referred to as vectors for the disease."As climates change across the country, that is certainly one of the major factors why we believe that it has spread in recent years," Health Minister Jane Philpott told reporters after addressing a national conference on Lyme disease in Ottawa on Monday."The vectors have spread and we expect it to continue to change and it needs to be monitored closely," Philpott added.In 2015, there were 700 new cases of Lyme disease reported to the Public Health Agency of Canada (PHAC), up from 140 cases in 2009. Lyme is now being diagnosed in southern B.C., Manitoba, Ontario, Quebec, Nova Scotia and New Brunswick.But PHAC chief Dr. Gregory Taylor said those figures are likely under-reported."We have estimates it could be thousands of Canadians getting infected, not just several hundred, and that is worrisome," Taylor said in an interview from Ottawa.Some estimates project that Canada could see from 10,000 to 20,000 a cases a year if the ticks that carry the bacterium continue to expand their range into other parts of Canada.In North America, the disease was first identified as a tick-borne infection in 1978 in the town of Lyme, Conn., and has been endemic in Canada since the early 1980s.Immediate symptoms of Lyme disease include fever, headache, body pain, fatigue and in some cases a bull's-eye rash at the site of the bite. Treatment with a short-term course of antibiotics can cure the illness.But not all of those infected get that tell-tale rash, making it difficult for some patients to get early diagnosis and timely treatment, said Taylor, explaining that many doctors are unfamiliar with the hallmarks of the illness, having never seen a case."And part of what people worry about is that some clinicians think that you must have that rash to have Lyme, which is just not true. We know that not all patients have the bull's-eye rash. They can have a rash that doesn't look like a bull's eye or they can have no rash whatsoever."If not treated promptly or left untreated altogether, Lyme can develop into a "very debilitating" chronic condition marked by lingering muscle and joint pain and neurological disturbances that can last many months.Without a diagnosis based on symptoms, doctors can turn to tests that look for antibodies to the bacterium in a blood sample. But these tests are notorious for false-positive and false-negative results.Some patients who have been told they don't have Lyme — but nevertheless believe they are infected with the tick-borne bacterium — seek tests at U.S. clinics and get "a diagnosis of Lyme disease, which they would not get in Canada," said Taylor, noting that Canadian labs follow the same test-interpreting guidelines used in Europe and by the U.S. Centers for Disease Control.That can lead some doctors to prescribe months-long antibiotic treatment, which Taylor said can cause adverse side-effects as well as contributing to drug-resistance by various bacteria, which one day could include B. burgdorferi.Still, he conceded that current blood screens for antibodies are difficult to interpret "at the best of times.... Everyone agrees that we have to have better laboratory testing."The three-day conference has brought together patient groups, researchers and policy experts with the aim of creating a national framework for tackling Lyme disease, including developing better tracking of human cases and the spread of ticks; treatment guidelines; and educating health providers and the public about the disease.Jim Wilson, president of the Canadian Lyme Disease Foundation, told attendees the conference is only a starting point.Patients and the clinical experts who support them must be treated as equal partners in decision-making about guidelines for diagnosing, treating and preventing Lyme, as well as in choosing how best to track its spread and what research into the disease should be funded, he said."We need to truly identify the burden of Lyme borreliosis currently in our chronically ill population, and to find better ways to identify future victims of the disease," said Wilson, whose non-profit organization is dedicated to promoting better diagnosis and treatment of Lyme disease, as well as research and education."And here we are in 2016 and Canada has no idea how many Canadians now or over the previous decades contracted Lyme disease because the protocols in place for testing and clinical diagnostics have had big gaping holes and still do."— With files from Kristy Kirkup in Ottawa.Follow @SherylUbelacker on Twitter.

CALGARY - Friends and family sobbed and gasped with horror Monday as they heard graphic details about how five young people at a house party were slain by a man who believed he was killing Medusas and werewolves for the son of God.Matthew de Grood, 24, admitted in an agreed statement of facts read at the start of his first-degree murder trial that he stabbed his victims. But court heard he told police he didn't take pleasure in it."I stabbed people in the house," the statement quotes de Grood as telling officers."I just want to say that when I stabbed them, I tried to do it mercifully. I aimed for their heart. They put up a struggle which made it hard, but, so you know, it wasn't sadistic or anything," he said."I didn't enjoy killing at all. I said sorry, but the son of God was controlling me."De Grood's lawyer, Allan Fay, pleaded not guilty on his client's behalf. Fay told reporters he plans to argue his client was not criminally responsible for the killings.The stabbings, in what police have called Calgary's worst mass killing, happened at a party being held to mark the end of the university school year in April 2014.Killed were Kaitlin Perras, 23; Lawrence Hong, 27; Josh Hunter, 23; Zackariah Rathwell, 21; and Jordan Segura, 22. He told police the two had a disagreement over Buddhism. De Grood grabbed a chef's knife with a 21-centimetre blade from a knife block in the kitchen."I asked him to give me my space. We were walking toward the knife block, so I decided to shoot first because I didn't know what he was going to do so I stabbed him," de Grood is quoted in the unsealed documents as telling officers."Then the people on the couch saw and obviously started freaking out, so I killed them from left to right as quickly as I could. The girl ran into the corner so I went and stabbed her. I said I'm sorry I have to do this. Then the guy from the kitchen wasn't dead. I had to hunt him down. Then I just left."De Grood's friend and some others had gone out to get something to eat and came back to chaos."He heard screams from a female believed to be Katie. Two male victims lying head to head on the floor were motionless in a large pool of blood. But Nero's lawyers argue that he had little to do with Gray's arrest and never touched him except when he tried to help Gray, 25, find an asthma inhaler.Asked in Baltimore City Circuit Court whether Nero had put handcuffs on Gray, Miller told prosecutor Michael Schatzow, "No, he did not."Prosecutors rested their case against Nero after calling more than a dozen witnesses. Judge Barry Williams, who is presiding over a bench trial, rejected a defense motion that the charges be dismissed.Miller testified that he and Nero, a fellow bicycle officer, had no idea why Lieutenant Brian Rice ordered them to pursue Gray after he fled unprovoked in a high-crime area.Nero, Rice and Miller are among six officers facing trial for Gray's death. Freedom of Navigation Operations in the South China Sea Aren’t Enough-[Foreign Policy Magazine]-Julian G. Ku, M. Taylor Fravel and Malcolm Cook-May 16, 2016-YAHOONEWS

International tensions are rising over the shipping lanes and land formations in the South China Sea. Last week, the People’s Liberation Army Air Force scrambled fighter jets in response to a U.S. Navy ship sailing near the disputed Fiery Cross Reef. Sometime very soon, possibly this month, the United Nations is expected to resolve South China Sea claims by the Philippines, where the President-elect, Rodrigo Duterte, is making offers to broker peace in the region. How much has the status quo changed and what will it mean for the counties involved? —The ChinaFile Editors-Julian G. Ku, Professor of Law, Hofstra University:Like the two other recent U.S. freedom of navigation operations (FONOP) in the South China Sea, the most recent U.S. FONOP was designed to avoid any conflict with China’s sovereignty claims. Instead, by conducting the operations under the rules of “innocent passage,” the U.S. Navy assumed China might have sovereign rights, but simply challenged China’s domestic law requirement that foreign warships give prior notification before entering what China claims is its territorial sea.Despite this very limited challenge, China’s reaction to the U.S. FONOP has also been largely the same. Fighter jets were scrambled, and naval assets were deployed to shadow the U.S. ship during its passage. But two new aspects to China’s rhetorical response are worth noting. The shift in China’s rhetoric also reveals the limits of the U.S. reliance on FONOPs as a tool to deter Chinese expansionism in the region.First, the Chinese defense ministry has begun to suggest that the continuation of U.S. FONOPs justifies its construction of “defensive facilities” in the South China Sea. Since the most recent round of U.S. FONOPs in the region began in October 2015 (after a four-year hiatus) and the Chinese land reclamation has been going on for almost two full years, this post-hoc justification for Chinese militarization of the region is hard to swallow.Second, the Chinese foreign ministry has started directly engaging with the narrower U.S. legal argument against a prior notification requirement for warships. In fact, it tried to isolate the U.S. legal position. Drawing a distinction between commercial and military vessels, the Chinese foreign ministry spokesman stated that “no country, except the United States believes in military vessels sailing wherever they want, which is against international law.” The spokesman went on to say the U.N. Convention on the Law of the Sea (UNCLOS) “allows innocent passage by foreign vessels through others’ territorial waters, but there is no specific term stating that military vessels have such a right.” China then pointed out that several other countries agree with China on this interpretation of UNCLOS.The Chinese government is correct that some countries have continued to argue that the rights of innocent passage guaranteed by Article 19 of UNCLOS does not apply to warships. The plain language of Article 19 (“ships of all States”) suggests otherwise since the Convention specifies “warships” in other contexts when naval vessels have special treatment. But the disagreement has persisted over the years.China’s shift from complaining about U.S. violations of its sovereignty to dueling interpretations of UNCLOS reflects a possible shift in its rhetorical and diplomatic strategy. While complaining about U.S. threats to sovereignty would only highlight the aggressiveness of China’s territorial claims, complaining about expansive U.S. naval operations is an issue with which other nations can find common ground with China. Indeed, China’s diplomatic corps has been working overtime to line up sympathetic nations to its non-acceptance of the pending UNCLOS arbitral tribunal case brought by the Philippines. Shifting focus toward arcane interpretations of international law is better and more solid ground for China.The United States has the better and more persuasive interpretation of UNCLOS. But if China is able to drag the United States into the technical arguments over UNCLOS, some of the political force of the U.S. FONOPs will inevitably erode. While it should not abandon FONOPs, the United States needs to come up with different ways to challenge China’s land reclamations and expansionism. FONOPs are not going to be enough.M. Taylor Fravel, Associate Professor of Political Science, MIT:I agree with Julian about the limits of FONOPs for deterring China in the South China Sea, but for a different reason.Put simply, FONOPs were never intended to be used as a tool in territorial or maritime jurisdictional disputes involving third parties. The purpose of the program is limited to asserting navigational freedoms that “excessive claims” to maritime jurisdiction by other states would restrict or constrict in ways that are inconsistent with “high seas freedoms” in UNCLOS. They are operational assertions using military vessels to reinforce U.S. declaratory policy on freedom of navigation, not actions to deter how states pursue their claims in maritime disputes. By definition, FONOPs are usually a reaction to claims already made by third parties, to demonstrate that the United States does not recognize them.In the South China Sea, FONOPs can be used to challenge excessive claims from the various land features under dispute. Recently, as Julian notes, FONOPs have been used only to challenge restrictions on the transit of military vessels through a 12 nautical mile territorial sea, such as prior permission or prior notification. Looking forward, they could be used to challenge claims to maritime jurisdiction from some artificial islands that China has created, at least four of which would not be entitled to even a territorial sea because they are artificial structures built upon a low-tide elevation.The recent FONOPs in the South China Sea have been publicized extensively. Paradoxically, such publicity may limit further the effect of FONOPs in a third party’s maritime disputes. Because they are considered to be a military operation, the Department of Defense almost never reveals the details or occurrence of particular FONOPS. Instead, they usually occur out of the public eye. The target of the operation is demarched to explain the excessive claim being challenged and a military vessel then challenges with a predetermined operation. At the end of the year, the U.S. Department of Defense publishes a report listing the countries and excessive claims that are being challenged but does not release information about individual operations.The uncommon and unusual publicity attached to the last three FONOPs in the South China Sea represents a departure from past U.S. practice. Moreover, regarding the dynamics of the disputes in the South China Sea, such publicity may backfire, for two reasons.First, the publicity given to these operations, widely seen as designed to challenge China, invites China to respond. From Beijing’s perspective, FONOPs are viewed (incorrectly) as direct challenges to China’s sovereignty claims and as indirect challenges to China more generally. If China’s leaders do not respond, they risk being viewed domestically as weak or yielding to the United States. Although China’s responses have been measured and largely symbolic, the rhetoric contributes to the hardening of positions and escalation of disputes. Traditional FONOPs conducted out of the public eye would remove these incentives without weakening the content of the operational assertion.Second, the publicity given to these recent FONOPs create strong incentives for China to emphasize its interpretations of the convention that Julian has described. Traditional FONOPs conducted out of the public eye would also remove these incentives without weakening the content of the operational assertion.The United States should continue to perform FONOPs in the South China Sea — regularly but privately.Malcolm Cook, Senior Fellow, Institute of Southeast Asian Studies-Yusof Ishak Institute:Julian Ku is certainly right that U.S. freedom of navigation operations conducted under the rules of “innocent passage” will not be enough to challenge China’s increasingly assertive actions on and around the disputed land features in the South China Sea. And tensions could escalate soon. If reports are correct, China’s artificial island building could soon extend to Scarborough Shoal located 123 nautical miles from the main island of the Philippines, 250 nautical miles from the disputed Spratly and Paracel land features, and 530 nautical miles from China’s Hainan Island. This would be a serious escalation on China’s part that would likely sink the incoming Philippine administration’s desire to reduce bilateral tensions over this issue, and lead to more pressure on the United States from concerned states in the region to push back against China.Yet, the biggest shortcoming of U.S. FONOPs as a Chinese behavior-changing effort has nothing to do with the United States. The biggest problem is that the United States alone is willing to conduct these operations and suffer China’s predicted and predictable backlashes. The maritime Southeast Asian states Japan and Australia arguably have more at stake in the South China Sea but are unwilling to conduct their own operations. Maritime Southeast Asian backing for the recent U.S. operations has been ambivalent at best, and offered more in private than in public or in diplomatic forums with China present.This, more than the widely criticized decision by the Obama administration to limit their operations to innocent passage ones, undermines the strength of the FONOPs message sent to China. The lack of active or rhetorical support from other nations undermines these operations’ effectiveness in reflecting that the maritime Southeast Asian states and Japan share with the United States the conviction that China’s claims to maritime rights in the South China Sea are excessive and its artificial island building activities are destabilizing. By leaving the United States alone operationally and often publicly lacking support, it allows China to dismiss these operations as simply part of U.S. efforts to contain China.Future U.S. FONOPs in the disputed waters of the South China Sea may benefit from relaxing the innocent passage restriction, particularly in relation to China’s recently constructed artificial islands. The pending ruling by the Arbitration Tribunal on the 2013 case filed by the Philippines under UNCLOS could rule that some or all of these artificial islands are constructed on low water features with no attendant territorial sea rights. However, the U.S. position in relation to the South China Sea disputes, and those of the maritime Southeast Asian states, Japan and Australia, would benefit more if the United States was not alone in conducting FONOPs. Or, at least, if support for U.S. FONOPs by these like-concerned states was more frequent, more public, and more convincing.

While stories about each and every little thing Donald Trump said and did dominated the news cycle over the weekend, a major environmental catastrophe unfolded in the Gulf of Mexico — and you probably didn't hear about. Oil company Royal Dutch Shell has begun the massive task of cleaning up nearly 90,000 gallons of crude oil that leaked from a company oil derrick roughly 90 miles off the state's coast, the Associated Press reported Friday. Shell first noticed the leak only after a helicopter reported a 2 by 13-mile sheen across the Gulf of Mexico near the oil giant's Brutus platform.The spill has been contained, a U.S. Coast Guard press release reported Thursday. "The likely cause of the sheen is a release of oil from subsea infrastructure and in response, we have isolated the leak and shut-in production," the company said in a statement, the Wall Street Journal reported. "No release is acceptable, and safety remains our priority as we respond to this incident."Locals around the site of the latest spill remained unconvinced, telling ThinkProgress that the official line from Shell and others was more of the same. "You sit down for dinner and you watch the news and you see another spill with tens of thousands of gallons of oil and reports that no one is hurt or the leak has stopped," Colette Pichon Battle, executive director of the Gulf Coast Center for Law and Policy, told the progressive advocacy group. "Just from experience, that that's probably not true." She added that the poorest residents of coastal communities and Native Americans were likely to feel the brunt of any damage.The incident was also striking for a comparable lack of coverage it received, especially given its location in the same area where the BP Deepwater Horizon explosion caused immense ecological devastation in 2010. The fallout from the largest oil spill to occur in U.S. waters are still being felt today.

WASHINGTON - Foreign holdings of U.S. Treasury securities rose in March, with the Treasury Department revealing for the first time in four decades how much Saudi Arabia owns.In its latest report, Treasury said Monday that that total holdings increased 0.8 per cent to a record $6.29 trillion. The figure climbed even though China, the largest holder of Treasury debt, trimmed its portfolio by 0.6 per cent to $1.24 trillion.For the first time since 1974, when the government began releasing data on foreign ownership of Treasury securities, the report broke out ownership for specific countries that it had always lumped together such as "oil exporting nations" and "Caribbean banking centres."The report showed that Saudi Arabia in March held $116.8 billion in Treasury debt, down 2.5 per cent from February.A Treasury spokesperson said that the decision to start listing Saudi Arabia's holdings separately was not linked in any way to recent warnings from the government of Saudi Arabia. Last month Saudi Arabia said that it could begin selling off its U.S. investments if Congress passes a law allowing the country to be held responsible in U.S. courts for any role in the Sept. 11, 2001, terrorist attacks.The break-out of the investments held by Saudi Arabia makes the country the 13th largest foreign holder of Treasury securities. The Cayman Islands, which previously was included in a grouping of Caribbean banking centres, ranks No. 3, behind China and Japan. It held $265 billion in March, up 3.9 per cent from February.Treasury spokesperson Whitney Smith said de-grouping certain countries is an effort to make the data more useful."We concluded that it was consistent with transparency and the law to disclose the data in a disaggregated fashion," Smith said in a statement.The new report showed that Japan, the second largest foreign holder of debt, increased its holdings by 0.4 per cent to $1.14 trillion in March.The $6.29 trillion in total foreign holdings of Treasury debt was a modest 1.9 per cent higher than a year ago.Of that total, 65 per cent is held by foreign governments, primarily central banks.The national debt now stands at $19.16 trillion. With the federal budget deficit projected to grow over the next decade, the United States will need to see continued strong foreign demand for Treasury debt to help finance its growing borrowing needs.
