Rabbis in Saint Petersburg have opened Russia’s first prison Jewish prayer space for women.Inaugurated on Tuesday, the Jewish place of worship in the Number 2 Penal Colony of the Federal Penitentiary Service of Russia has a capacity of 20 worshipers, the Russian news website www.jewish.ru reported.Services in the space will be led by Rabbi Ifrah Abramov from Saint Petersburg.“Convicts of Jewish faith received with joy at the news about the opening of a prayer room in the colony,” he said.The opening ceremony was attended by the deputy head of the Federal Penitentiary Service, Valery Nikolaev, and the chief rabbi of Saint Petersburg, Menachem Mendel Pevzner, as well as Rabbi Aaron Gurevich, who works with prisoners across Russia.Elsewhere in Russia, many prisons for men have prayer spaces and synagogues.Berel Lazar, a chief rabbi of Russia affiliated with the Chabad-Lubavitch movement, visited the synagogue at eastern Moscow’s Butyrka Prison in December — previously a notorious penitentiary for dissidents of Russia’s Communist governments. RIO DE JANEIRO – The German airline Lufthansa was ordered to pay nearly $1,400 for “moral damage” to a Brazilian Jewish passenger for not serving the kosher meal he had requested when booking his round-trip ticket between Sao Paulo and Zurich.Isaac Kopfler, who was awarded the damages by a court in Sao Paulo on Monday, said he had to fast during the 14-hour flight between Switzerland and Brazil on March 21, 2012. His initial lawsuit requested about $5,000 in refunds and damages.“The passenger has the right to receive what he paid for. It is a consumer relationship and, unlike what the airline claims, the nonexistence of kosher food, despite having been requested in advance, is not an accessory matter,” according to the court decision. The kosher meal “is of great importance and is based on religious principles,” it said.In a letter to the Exame news portal this week, Lufthansa apologized and committed to pay the damages.Lufthansa said the flight was operated by SwissAir, which belongs to the Lufthansa Group, and the “technical problem” is uncommon. The food reportedly did not board the airplane with the catering service and therefore was not served. Other alternatives would have been offered to the passenger, who may be contacted to receive further compensation in mileage, according to the airline.Brazil is home to some 120,000 Jews, half of whom live in Sao Paulo.

JTA — When the ground started to shake beneath Rabbi Chezki Lifshitz’s feet, he was praying near a doorway at the Chabad House of Kathmandu, where he lives with his wife, Chani, and their six children.Lifshitz, 42, an energetic redhead who was born in Israel, has served as the Chabad-Lubavitch movement’s first permanent envoy to Nepal since 2000, when he and Chani opened the Chabad House in the earthquake-prone nation’s capital. Since then he has lived in expectation of tremors.But nothing could have prepared him for the 30 seconds of violent shaking on April 25 of last year, which was so powerful it shifted the whole of Kathmandu 10 feet southward. The city was devastated and some 9,000 people throughout the small, mountainous country were killed.In the days following the quake, Lifshitz conducted dozens of airborne rescue operations while his wife, staff and volunteers followed a contingency plan they had spent years preparing. The plan included building a cache of supplies (food and purified water, medical supplies, gasoline for the power generators) and setting up a network of emergency service providers, such as helicopter pilots and chauffeurs, who could be counted on in times of crisis.Last year, the Chabad House was transformed into an island of safety for hundreds of Israelis who were in the country, along with dozens of locals and tourists from around the world — Jews and non-Jews.‘A feast believed to be the world’s largest seder’-Now, in a country that even before the quake was ranked as Asia’s second poorest, the Lifshitzes are preparing to kick off a massive annual production that is among the highlights of their mission in Nepal: a feast believed to be the world’s largest seder, which attracts some 1,500 Israeli and Jewish backpackers each year.The event in Kathmandu comprises three, sometimes four, simultaneous seders — two in Hebrew, the rest in English. Some years, as is the plan for this Passover near the end of April, the venue is the 8,000-square-foot Chabad House compound – a heavily guarded fortress in the city’s touristic Thamel district. In other years the feast is hosted at a hotel, often the Radisson, whose kitchen is especially kosherized for the event.Two weeks ahead of the seder, Thamel’s guesthouses fill up with many hundreds of Israelis, mostly 20-something backpackers who have recently finished their army service. They’re drawn to Nepal in the spring, as it’s one of the best season for trekking in the Himalayas.At the seder, they are joined by a diverse melange of Israelis and Jews, including middle-aged hikers on unusual honeymoons and “homesick” drifters from India and Thailand – some on spiritual journeys, others on a different kind of trip. Sporting dreadlocks, bindis and Teva sandals, they descend on Thamel’s shops to buy the traditional Kathmandu seder uniform: white cotton shirts and loose-fitting salwar pants, though nothing stays white for long in the city’s thick smog, said Keren Singer, an Israeli participant in the 2012 seder.An interior designer in her 30s, Singer and her architect husband, Daniel, were in Nepal on a trip around the world that year. Both non-observant Jews, they had planned an intimate seder with four other friends — Singer said she was looking forward to cooking and to “get away from the Israeli crowd” they had met in tourist destinations across Nepal and India.But they went for the Chabad option “out of a desire to have a proper seder and because we didn’t have time to organize our own,” she said. Before the event, Singer joined dozens of other Israelis who each year volunteer to help prepare the event.“Being away from home for so long brought us closer to anything reminiscent of it,” she recalled.For the Lifshitzes, the Passover preparations are somewhat more demanding. Immediately after one seder they start fundraising for the next, as each meal costs north of $60,000. And while Chabad-Lubavitch World Headquarters provides much of the funding, the Lifshitzes still strive to collect as much as possible from private donors. It’s a struggle in a country lacking the kind of local philanthropists that bankroll Chabad activities elsewhere in the world.Four months before the big night, the Lifshitzes and their helpers kick off logistical efforts that include transporting into Nepal some 800 pounds of matzah, 2,000 kosher wine bottles and thousands of tins of fish. They also organize a schechitah, a kosher slaughter, of hundreds of fowl and some beef.The process is always challenging in a corrupt nation with a bad transportation system, but this year has been extra difficult because of the post-earthquake chaos, Lifshitz said.Describing Nepal as a “beautiful and uniquely spiritual,” Lifshitz also said that “misery here is enormous,” with “whole villages wiped off the map.”While some roads are blocked because of the earthquake, others are targeted by road thieves. The combination has complicated and delayed the process of shipping this year’s Passover necessities to Nepal from neighboring India.“We just had to begin earlier than usual,” Lifshitz said of the preparationsIn addition to readying for the event, the rabbi and his staff are helping rebuild a village that was destroyed during the earthquake.Another hurdle is Nepal’s gas shortage – the worst in recent history. The Lifshitzes had planned to offer a cold seder dinner — a major downgrade from previous years — because of the lack of fuel.However, the couple acquired enough butane to ensure warm meals. Lifshitz declined to specify how he managed it beyond saying that Chabad “still has some friends.”With Nepal’s already poor infrastructure in shambles, the tourist traffic to Nepal last fall – the other popular trekking season — was significantly lower than the previous year. So the Lifshitzes expect fewer guests this seder.But the event is on, as are the two other (and far smaller) seders being organized by the Lifshitzes in Nepal: in Pokhara, a city near the capital that is a point of departure for the famous Anapurna trail, and Manang, a trekkers’ hub at an altitude of 11,545 feet. According to the Chabad-Lubavitch World Headquarters, it is the world’s tallest.“Every seder in the world has four children,” Lifshitz said in reference to a passage in the Haggadah, the text that sets forth the Passover seder, that explores four attitudes to Judaism. “In Nepal, we have seders for the fifth child: the one who’s never home for seder.”

OTTAWA - The Liberals are committing to finding new ways to get Syrian refugees to Canada and into other countries as the United Nations seeks nearly half a million spaces for Syrians by the end of 2018.But Canada did not directly pledge any more spaces at a high-level conference in Geneva on Wednesday devoted to finding new solutions for the refugee crisis.That will come later this year, when the Liberal government intends to unveil a new approach to immigration, moving away from setting levels for a single year in favour of a plan that will cover 2017-2019."We will continue to pursue solutions to ensure the humanitarian treatment and resettlement of Syrian refugees," Immigration Minister John McCallum told the conference, which included the United Nations secretary general, the high commissioner for refugees and representatives of over 90 countries.The conference resulted in about 6,000 more spots opening up for Syrians over the coming years, bringing the current total to 185,000 worldwide.UN High Commissioner for Refugees Filippo Grandi framed it as a "start," saying he was also he was encouraged by commitments to open up what's referred to as other pathways for legal migration for refugees, such as expanded family reunification programs, labour or study opportunities.Canada pledged to explore one of those routes — expanding an existing program that brings refugees in as post-secondary students, so they can continue their education and perhaps settle here.World University Service of Canada, which runs the program, says this year they are bringing in over 80 Syrians to study."Opportunities for higher education are few and far between for refugees, but such opportunities can play a pivotal role in advancing resettlement and integration efforts," Chris Eaton, executive director of WUSC said in a statement.McCallum said Canada also wants the private sector more engaged in helping Syrians integrate. He said Canada will provide technical training and support to other countries to help them establish programs that will open up more spaces for the estimated 4.2 million Syrians fleeing the five-year-old civil war.In an interview with The Canadian Press ahead of his speech, McCallum said Canada also wants to wants to work with other countries to find a way to get more people out of Syria.Syrians still inside the country cannot be registered as refugees. The only way they can legally get out is through family reunification or economic immigration programs.Reaching them would require working with the International Organization for Migration, in places where it is active inside Syria, as well as the co-operation of the Syrian government."Where they work tends to be where the Assad government is in control," McCallum acknowledged, but said there is precedent for such a program in the Vietnamese refugee resettlement efforts of the late 1970s and early 1980s.After Geneva, McCallum headed for Germany, one of only a handful of countries in the world with a private sponsorship system like Canada's.The UN says Germany has offered just over 41,000 spaces for Syrians in total since 2013. Meanwhile, over 160,000 Syrians made formal claims for asylum there last year. BRUSSELS, Today, 09:29-Belgium’s national airport plans to resume its first flights on Thursday (31 March) since the 22 March attacks, but its CEO has warned that it will take “months” to get back to normal operations.Arnaud Feist, the airport director, told Belgian media in a series of interviews published on Wednesday that it would reopen with a capacity of 800 to 1,000 passengers per hour instead of the usual 5,000 per hour.He said preferential treatment would be given to flights inside the EU’s Schengen passport-free zone and to Africa, with Brussels Airlines, the national carrier, to take up most of the initial availability.He noted that the airport had installed a temporary structure, using prefabricated units, to cover up the damage.He said luggage would have to be transported from the departures hall by hand for the time being and that it was still unclear if the car parks, where up to 700 vehicles remain stranded after last week’s attacks, would reopen.“Although the structure of the [departures] building is intact, it will all have to be rebuilt, from the air conditioning to the check-in desks,” he said.“We must be sure that it is technically running well and that everything can proceed safely for both passengers and staff. Only if the government gives the green light, we start [operations]."Afterwards, we go step by step, as parts of the damaged terminal can be returned to service, increasing our capacity. Mar, 09:26-Europe welcomes exports produced by Jewish settlers on occupied Palestinian land, the EU’s envoy to Israel has said, while insisting that the best way to stop boycotts would be to make peace between Israel and Palestine.Lars Faaberg-Anderson made the remark at an event in Jerusalem on Monday (28 March) where speakers were criticising the boycott, divestment, and sanctions (BDS) movement - a Palestinian-led international campaign to stigmatise Israel’s occupation of Palestine.The EU recently tightened up rules on grants and trade perks for settler firms as well as on retail labels for settler-made food, wine, and cosmetics.Faaberg-Anderson said, according to Israeli media: “The settlements are not part of Israel, and for that reason products from the settlements, although they are welcomed in the European market, they are not given the same preferential treatment.”He added: “The EU is against BDS. Our policy is totally the opposite - one of engagement with Israel, and we have a long track record to prove it.”He said the BDS movement has had a “marginal” impact on Israel.“The most effective antidote to BDS is to solve the Palestinian issue. If it were solved, there would be no BDS movement. It would shrink into virtually nothing,” he added.EU states last week also tried to defeat a project to create a UN list of companies that profit from settlements.The UNHCR, the UN’s human rights body, went ahead anyway after the project was approved by a large majority of member states, including China, Russia and Switzerland, as well as African, Arab and Latin American countries.It means the Geneva-based body will “produce a database of all business enterprises involved in the [settlement] activities … to be updated annually”.All eight EU members who currently sit on the UNHCR - Belgium, France, Germany, Latvia, the Netherlands, Portugal, Slovenia, and the UK - had abstained.EU-aligned members - Albania, Georgia, and Macedonia - also abstained.The list passed despite the fact the British and Dutch ambassadors spoke out against the idea at the UNHCR meeting last Thursday. TORONTO - Jian Ghomeshi’s lawyer says she was just doing her job in representing the former CBC radio star in a high-profile sexual assault case, and that she was thrilled with the result.Marie Henein spoke with Peter Mansbridge on CBC’s The National on Tuesday night in her first interview since Ghomeshi was acquitted of sexual assault charges in Toronto last Thursday.Henein said it was the right result, and rejected accusations that she betrayed women by defending Ghomeshi.She said female judges are not traitors when they acquit in sexual assault cases, nor supporters of women when they convict. Henein says they are just doing their jobs and that’s what she does.Ghomeshi had pleaded not guilty to assaults alleged to have happened against three women from 2002 to 2003. There were protests after his acquittal and accusations that it was the three women who made the complaints against him who were put on trial.Henein would not discuss specifics of the case because there is a 30-day window in which an appeal could be filed.“I think justice was served,” Henein said.“I think it is pretty significant that in one of the highest profile cases, in one of the cases where everybody had an opinion … that you knew, that you could walk into court and that there would be an impartial person that would decide on the evidence that is heard.”

Dozens of travellers had to be rebooked on new flights out of the Regina International Airport early Wednesday.Volcanic ash in the upper atmosphere forced WestJet to cancel some morning flights heading to Edmonton, Calgary and Toronto.The ash cloud that's moving across North America right now — thanks to a volcano in Alaska — can cause real problems for jet engines, prompting the airline to cancel the flights.The airline also cancelled at least one flight from Calgary to Regina yesterday afternoon, rebooking passengers on a flight Wednesday morning.A WestJet spokesperson said the passengers from the three cancelled flights had been transferred onto extra flights the airline will bring in to Regina today in the afternoon and evening.- An Air Canada spokeswoman said all flights have been operating normally out of Regina for the past 24 hours.She said that "with the volcano situation, we are indeed monitoring it closely, and will adjust flight paths as required. The Twitter account of Hamas’s military wing was shut down without warning Monday night, according to a statement from the Gaza-based terror group.The manager of the account said in a statement posted to the Izz ad-Din al-Qassam Brigades’ website that “Twitter closed the page following pressure by Zionist groups.”At the time of its closing, according to the account’s manager, the account had over 140,000 followers and reached 5 million tweet impressions in recent months.Twitter also shut down the English-language Twitter account of the Qassam Brigades earlier in March, according to the group’s statement.It wasn’t the first time that Twitter accounts associated with Hamas’s military wing have been shut down by the social media site.During the 45-day war between Hamas and Israel in the summer of 2014, Twitter shut down all of the group’s official accounts. However, almost immediately, the Qassam Brigades began operating new accounts.Rather than open a new account this time, Qassam Brigades spokesman Abu Obeida urged the 194,308 followers of his own account on Tuesday to follow a separate Twitter handle operated by the terror group that has been less active in recent months.The terror group’s Twitter handle was used to publish internal news about the organization, such as when its members died in training accidents, and also to call for and praise attacks against Israeli civilians.Twitter has been making efforts over the last two years to prevent terrorist organizations from spreading their messages through the service. The social media giant, however, has come under fire for its inability to prevent the terror groups, among them the Islamic State, from simply opening new accounts.

Terror attacks are often followed, in an extra strike of cruelty, by major cyber-attacks on the targeted country, according to data gathered by Israeli cyber-security firm Cytegic.Such second strike attacks then provoke a response by anti-terror cyber-activists, with the result that a country could find its networks paralyzed for days because of the huge strain, just when communication is especially vital.Cytegic researchers have been observing this pattern for months, and the best example to date is the activity in the wake of the terror attacks in Paris last November – activity that has repeated itself in the days since the Brussels attack last week.According to this pattern, cyber-attacks peak about four days after the actual terror attack, and the attacks encompass major sectors of the economy, especially government, media, and the financial sector.The attacks have a clear political character, based on the messages left behind on defaced websites and the email messages sent out as part of the phishing attacks by hackers. Those messages include links to articles and stories connected to the terror attack, and when users click on them, they download malware that corrupts their computers and the networks they connect to.Based on the intelligence they have gathered, Cytegic experts have connected these cyber-operations to the Islamic State terror group and other Islamist groups that have take responsibility for terror attacks.“The most used attack methods are denial-of-service, defacements, email social engineering and malware injections,” said the Cytegic report. “The most targeted industries in the attacked country are government, media, banking and finance, critical infrastructure, military and defense.”Meanwhile, cyber-defenders in a targeted country – such as self-declared members of hacker group Anonymous – fight back, striking back at servers and websites affiliated with IS and other Islamist terror groups.“After the Paris attacks, the cyber-war included two sides – French government forces, Anonymous and its affiliated on one side, and pro-ISIS hacktivists and sensationalists on the other,” said Cytegic, using an alternate acronym for Islamic State.Less than a week after the Brussels attacks, “we have already been able to see political activists starting to ‘rally the troops’ and organize for an anti-ISIS campaign. This usually includes attacks on ISIS supporting websites and social-media accounts – mostly denial-of-service attacks, defacements, website redirections and taking down Twitter accounts,” the same tactics used by IS, the report said.But the medicine could be just as damaging as the disease; as pro- and anti-terror groups fight it out, they use up network resources. That causes the targeted country’s Internet traffic to falter, giving the terrorists a second victory with their ability to slow down business, government, and daily life revolving around the Internet.Cytegic figured all this out using its big data analysis system, which can quickly analyze Internet trends: who is threatening whom, which kinds of attacks are in vogue, what’s in the news that would prompt a cyber-attack, and much more, according to CEO Shay Zandani.“For example, we determine how much a term, like ‘nuclear Iran,’ is being used on the Internet and the ‘undernet,’ where hackers hang out, and if our client has something to do with nuclear power, criticism of Iran, or some other related matter, we would send them an alert that they need to be on guard against an attack. Our Dynamic Trend Analysis (DyTA) system collects data from over 1,000 sources and checks 20,000 terms and concepts, analyzing them and determining what the threat level is for relevant clients.”IS did not invent the idea of trying to bring down a country’s Internet after a terror attack or other act of aggression, said the Cytegic report. That honor apparently belongs to Russia.“It is important to mention the recent cyber-attacks on Ukrainian critical infrastructure and transportation targets, including Kiev’s international airport, a local railway company and an energy company, supposedly done by Russian government-backed hackers,” the report said.Those attacks occurred in January, and were traced back to a server in Russia, according to Ukrainian investigators who believe that they were part of Russia’s ongoing attacks against Ukraine in light of the latter’s opposition to Russia’s entry into Crimea in 2014 and the subsequent economic sanctions by the West against Russia.Expect more attempts by terror groups to disable the economy of a targeted country.“Cyber terrorists are constantly looking to place ‘doomsday buttons,’ in critical infrastructure targets, and are more likely to continue doing so as the war against ISIS continues and grows.”In any event, said Cytegic, “high-profile organizations in Belgium and Western Europe, mainly in the government, media, banking and defense sectors, should be on high alert for cyber-attacks in the coming weeks and take preemptive measures to prevent mostly DDOS, social-engineering and malware attacks on their websites, networks and employees.”

In any given week, there are dozens, if not hundreds, of Chinese entrepreneurs, investors, and government officials in Israel, touring companies, attending tech and medical events, and examining potential business deals with start-ups.But for most, that’s where it ends, according to Liu Yiu Edwards, CEO of Vadi Ventures, who believes that there is a significant “trust gap” between Israelis and Chinese showing up most prominently in the business activity between the two countries.Israeli start-ups, he said, are “getting a little tired of all these supposed Chinese investors traipsing through their offices. The visitors come, look, ask questions, and take pictures – and then they leave, without investing anything.”In fact, said Edwards, many of the Chinese “investor trips” to Israel these days are organized not by venture capital funds or other investment-oriented organizations, but by travel agents.“Organizing ‘start-up nation’ tours is a big business in China these days,” said Edwards. “But there are no criteria for who goes on these trips other than how much they can pay for it. They are certainly not investor-only events.”The reluctance of Chinese investors to take their commitment to the next level is due to several factors, such as a lack of understanding of how Israel works, and fear that they are not getting an accurate picture of the industry or the prospects of a technology’s success, said Edwards.“We aim to change that with Vadi, a new firm that we developed dedicated to gathering data about Israeli companies for Chinese investors, and giving them the information they want and need in order to invest – such as the funding, the background of the team, the state of the industry they are working in, etc.,” said Edwards.Edwards’ account of the growing lack of enthusiasm for Chinese visitors was confirmed by several entrepreneurs who expressed their opinion on the matter.“We are always polite when they come by, and we usually book the visit when we are asked to,” said the chief marketing officer of a Tel Aviv start-up who asked to remain anonymous in order not to alienate potential Chinese partners. “You never know if there are going to be authentic investors in a group, and even if there aren’t, it doesn’t hurt to have your name known among the Chinese, because someone who visited us might tell a friend who knows a real investor. But we have come to the point where we aren’t expecting too much when these groups come by.”As a result, Israeli entrepreneurs are less enthusiastic about receiving Chinese visitors than they were two or three years ago; investment money they were led to believe would materialize just hasn’t – and it’s doubtful that the signing of the free trade agreement between the two countries will change things substantially, at least when it comes to start-up investments. “There are issues on both sides, but mostly on the Chinese side – which doesn’t feel comfortable with investing outside the country,” said Edwards.Israeli entrepreneurs tend to suspect China of being a difficult environment to work in – especially when it comes to their intellectual property. Despite the best efforts of the Chinese government, the country is seen by Israelis and many other Westerners as a death trap for IP, a place where ideas and technology are likely to be ripped off inside a broader system they suspect tacitly approves of IP theft in order to build up China’s tech capability.But the Chinese have their concerns, too, said Edwards.“Chinese investors of course don’t know Hebrew, and they don’t know how to find start-ups, so they rely on ‘handlers,’ both Israeli and Chinese, to point them in the right direction,” said Edwards. “But there have been several instances in which investors got burned when a company that was portrayed as having good prospects turned out to be a bad investment. The bottom line is that investors don’t know whom to trust, so they end up trusting no one.”With the database Vadi is developing, Edwards hopes to pull the veil off the mysterious world of Israeli start-ups.“You have to be above board and very clear and objective about companies and industries if you want Chinese investors to trust you,” he said. “Chinese in general are ‘holistic’ thinkers and want to see the whole picture – where a company came from and where it is going, and how it fits into an industry – before making their move. We believe that by supplying that kind of information, we will be able to attract many more investors, especially medium sized ones – the backbone of China’s market economy – to invest in Israel.”Many of those potential investors are “economic immigrants” – middle-aged and older people who as children were inculcated with the “purist” Communist principles of Mao, and then some 20 years ago set about building China into the world economic power it is today.“They know one thing – that they worked night and day to make their fortune, and they are not going to part with a nickel of it unless they understand where it is going and what their prospects for success is. The more we can allay the fears, the more we will be able to encourage Chinese investors to take the next step.”

The hijacker had earlier freed most of the passengers but kept seven people — four crew members and three passengers — with him.Just minutes before the arrest, local TV footage from the airport showed several people disembarking from the aircraft and a man who appeared to be a crew member climbing out of the cockpit window and sliding down the side of the plane.Alexandros Zenon, the permanent Secretary of the Foreign Ministry in Cyprus, confirmed the hijacker’s surrender and subsequent arrest, saying the situation was “over.”Its over. The assailants took hostages and drove to the airport, where they boarded a plane with them. They later returned to Cyprus, where they had an hours-long standoff until an Egyptian C-130 carrying commandos landed at Larnaca airport.The commandos attempted to storm the Cyprus Airways jet, but were fired upon by Cypriot troops. Many were killed. The Palestinians eventually surrendered. They were arrested, sentenced and released years later.The incident poisoned Egypt’s relations with Cyprus for years. Relations eventually improved, but it was Egyptian President Abdel-Fattah el-Sissi, in office since June 2014, who has forged close ties with Cyprus.Sissi and Anastasiades frequently confer in person or on the phone.
