The German government is reportedly displeased with Prime Minister Benjamin Netanyahu for asserting that Chancellor Angela Merkel has changed her stance on a two-state solution for Israel and the Palestinians, and has dispatched emissaries to Jerusalem clarify Berlin’s position.On February 16, Merkel said at a joint press conference with Netanyahu in Berlin that now is “certainly not the time to make really comprehensive progress.” Netanyahu hailed Merkel’s statement, arguing that the world is slowly coming to a realization he had a long time ago.Sources in the chancellery were “surprised” by Netanyahu’s statement, the German daily Die Welt reported Sunday. Berlin has not changed its position on the need for Palestinian statehood and Netanyahu was told as much during Israel-German government consultations two weeks ago in Berlin, sources told the paper.According to Die Welt, Roderich Kiesewetter, a member of parliament for Merkel’s center-right CDU party, will confront Netanyahu on the issue during a meeting Monday in Jerusalem.“Netanyahu is usually very clear. Therefore he must state clearly that he holds on to the two-state solution. Most of all, he must not abuse visits at Israel’s closest friend in Europe — Germany — to misinterpret Germany’s position,” said Kiesewetter, a defense expert with a long history of staunch support for Israel.Kiesewetter, who is visiting Israel this week as part of a delegation of the Bundestag’s Foreign Affairs Committee, was not the only member of Merkel’s party to come out against Netanyahu. The Palestinian Authority on Sunday said direct financial assistance by Iran to the families of Palestinian terrorists and attackers killed in a five-month wave of violence would be unacceptable, and called for such funding to be directed through a PA .Nabil Abu Rudeineh, a PA presidency spokesman, was quoted in local media as saying that bypassing the Authority in handing out such funds would constitute illegal interference in internal Palestinian affairs.Tehran announced last week assistance would be offered to families of those killed in the wave of Palestinian stabbing, car-ramming and shooting attacks that erupted in October 2015. The PA official did not reject the payments, but said such aid must follow official channels.Iran should “send this money through official channels to the [PA’s] Martyrs and Prisoners Foundation rather than relying on informal and circuitous routes,” Abu Rudeineh said.Iran’s ambassador to Lebanon, Mohammad Fathali, said Wednesday that Tehran would offer $7,000 to the families of each Palestinian killed in what he called the “Jerusalem intifada.”Iran will also give $30,000 to Palestinian terrorists’ families whose homes are destroyed by Israel, he told a news conference in Beirut.The money pledged is in addition to the monthly aid paid since 1987 by an Iranian institution to families of Palestinians killed, the ambassador said.Twenty-eight Israelis and three foreign nationals have been killed in a wave of Palestinian terrorism and violence since October. Iran is withdrawing all of its 2,500-strong fighting force from Syria, Israeli television reported Sunday night.Most of the forces have already been returned home, and the rest are on their way out, Channel 2 said. It said the decision was taken by Iran’s supreme leader Ali Khamenei and President Hassan Rouhani.The forces, drawn from various units of the Iranian Revolutionary Guards Corps, have been increasingly deployed to fight alongside President Bashar Assad’s forces for more than the past two years. They have sustained some 160 fatalities, with over 300 injured, the TV report said. Among the dead are at least six senior officers, including generals and colonels.The report did not specify a single reason for the withdrawal, which comes amid a fragile new cease-fire in the bitter civil war, but highlighted an Iranian tradition, breached by their deployment, not to deploy fighting forces beyond the immediate area of Iran.The report said 700 Iranian military advisers were staying in Syria, to assist Assad.Tehran will also continue to arm and support Lebanon’s Hezbollah movement, which has itself dispatched forces to shore up the Syrian regime against local rebel forces, the report said. BEIRUT (AP) — Warplanes carried out air raids on two villages in northern Syria on Sunday, the second day of a broad ceasefire, as Russia said a northern town held by a predominantly Kurdish militia came under fire from the Turkish side of the border.Sunday’s air raids came on day two of the truce brokered by Russia and the US, the most ambitious effort yet to curb the violence of the country’s five-year civil war. The truce has been holding since it went into effect at midnight Friday, despite accusations by both sides of violations.The Britain-based Syrian Observatory for Human Rights said the airstrikes hit the villages of Daret Azzeh and Qobtan al-Jabal. The group did not say whether the warplanes were Russian or Syrian.The Local Coordination Committees said the warplanes were Russian.It was not immediately clear if the warplanes struck areas controlled by al-Qaeda’s branch in Syria, known as al-Nusra Front. GENEVA, 26. Feb, 19:14-It is nearly five years since Syrians first took peacefully to the streets in hope of a better future. Since those protests were viciously put down by the regime and that country slid slowly and inexorably into war, there has rarely been cause for optimism on Syria.Although peace remains a distant prospect, the agreement reached in Munich this February is one of those rare yet fragile moments where optimism has a place. It is a moment though that needs to be grasped and held.We have seen before how fleeting such moments can be. A similar agreement was struck in Geneva way back in 2012, when the war was still a relatively local affair.Lacking in urgency, that agreement went largely ignored and was ultimately unenforced. Today the world - and Syria - are very different places.Europe is paralysed to act. The US wilfully declines to act. And Russia, currently the biggest bomber of civilians in Syria, acts mostly to obstruct constructive engagement towards any political solution that would mean the end of Syrian leader Bashar al-Assad’s power.A deeply bitter and unimaginably complex war has taken hold.Countless UN resolutions, statements, ceasefires agreements and communiques have been issued: all ignored. All the while, warring parties bomb more hospitals and schools and have forced over ten million Syrians from their homes.It is little wonder that Syrians have little faith in the international community's resolve to end the crisis.They are understandably cynical about the agreement in Munich and will measure its success in simple terms: if the bombs stop falling and the sieges are lifted.Any scepticism they have is well founded. The day before the agreement was reached, four hospitals in Aleppo and Idlbib provinces were decimated by pro-Assad jets. In one attack, 25 people were killed when a Medecins Sans Frontieres hospital in Idlib province was bombed four times in minutes.Around the world, domestic concerns take precedence over this barbarism in the minds of leaders.In Russia, for example, public support for the country’s adventures in Syria is running high. When Russian jets bombed around 900 targets in Aleppo in early February, state broadcasters told the Russian public not of the suffering wrought but of the awesome might of Russian bombers and of the heroic feats of its pilots in the skies above Syria.On one hand, we hear from all corners that there is no military solution to the crisis. But warring parties and their backers in Saudi Arabia, Iran, Russia or Western countries, are doing their best to prove such assertions wrong. Each day of destruction and vengeance moves everyone further away from peace.Ongoing carnage serves only to crystallise one thing in the minds of many Syrians: they will never accept a peace deal that keeps a brutal dictator in power or elevates extremist thugs to positions of influence.If they see this fate coming they will fight on endlessly or flee the country in even higher numbers - and many, many more will arrive on the shores of Europe. European leaders must recognise this now.It is time for European countries - the same countries from where up to 60 million refugees fled during World War II - to stop bickering amongst each other about how to accommodate 1 million refugees into a vast union of 500 million inhabitants.It is time for their leaders to stop acting like selfish, short-termist populists that turn away in times of adversity.It is time for Europe to speak with one voice, to speak loud and clear to leaders and publics alike that now is the time for a ceasefire to start, a ceasefire that offer Syrians genuine protection and sets the stage not for more war but for an agreement that finally respects the hopes and dreams of those brave Syrians who took peacefully to the streets in 2011.Alain Deletroz is an executive in residence at the Geneva Centre for Security Policy, a Swiss-based foundation, and a former vice-president of the International Crisis Group, a Brussels-based think tank.

But there have been huge outbreaks of both - and each time scientists and global health experts were caught off guard.In this week's Scrubbing Up, Dr Seth Berkley, CEO of the Gavi, the Vaccine Alliance suggests Ebola and Zika may be followed by other public health emergencies fuelled by other lesser-known diseases.First it was Ebola and now Zika; two official World Health Organization (WHO) Public Health Emergencies of International Concern within as many years.Both diseases have been known about for decades, and yet in both cases no vaccines or drugs were available when we most needed them. So what's going on? Is this just a terrible coincidence, being caught off-guard like this twice in such quick succession, or is it part of a worrying trend and a taste of things to come? At first glance it wouldn't appear that the two diseases have much in common. One is difficult to catch but a ferocious killer, while the other spreads with ease but is relatively harmless to the vast majority of people infected.Yet, in both cases there is something novel, either in the way the virus has spread or in how it affected people which has made the outbreaks more of a threat.In global health security terms that is a real concern, because such sudden changes of modus operandi can not only make public health threats even more difficult to predict or anticipate than normal, but also make all the difference between a localised outbreak and global pandemic.Even more worrying is the fact that with changing trends in human and animal migration, increasing urbanisation, the density of mega cities, the rise in antimicrobial resistance and climate change, such threats could become increasingly more common.In the case of Ebola, what changed was its ability to spread.Historically Ebola's aggression has been its own worst enemy; the virus often immobilising and killing its hosts before they had the opportunity to infect others, limiting its spread mainly to contact with the deceased.Because of this, for decades it remained a relatively low impact disease, confined to small outbreaks in remote and relatively unpopulated rural regions.What changed in West Africa was that for the first time it was able to reach more densely populated urban areas, increasing its ability to spread almost exponentially.With Zika it was different. It had been believed to be a relatively benign disease, producing only mild flu-like symptoms - if any at all.Because of this there was little concern about the spread of this mosquito-borne disease as it crossed continents.But now with a Zika outbreak suspected as the most likely cause of a sudden spike in cases of microcephaly in Brazil - which can cause babies to be born with abnormally small heads - we have another global health emergency on our hands, particularly if reports of sexual transmission prove valid and its spread is not limited to mosquitoes.If Zika is a factor with microcephaly, it is not entirely clear why. In the seven decades since Zika was first discovered, such horrific complications have never before been observed.A form of nerve damage, called Guillain-Barré syndrome, has been seen a small number of people, and in the case of pregnancies there were 17 cases of malformations of the central nervous system in foetuses following an outbreak in French Polynesia in 2014.However, even then Zika was not implicated until recently, and only after the alarm was sounded in Brazil.So, why now? It could simply be something we only see as a result of scale - 1.5m cases of Zika in Brazil, compared to just 30,000 in the worst previous outbreak.Or it could just be that surveillance in Brazil was good enough to detect it, picking up both increases of Zika and microcephaly immediately, compared to West Africa where poor health systems meant it took three months before Ebola was first confirmed.Or it could be that the virus has mutated to a more virulent strain.Regardless, the fact remains that it could take years before we establish a conclusive link with microcephaly, and possibly even longer before we understand the epidemiological factors leading to its sudden emergence now.What is clear is that in addition to mosquito control in affected countries what may also be needed is another new vaccine.But unlike Ebola, we don't have several candidate vaccines lined up, waiting in the wings which we can rapidly steer through clinical trials.Thanks to Ebola, industry has now been faster to react and commit to develop a vaccine or adapt existing ones, but it will still likely be years before one is ready.However, why does it take a global health emergency for us to even realise no vaccine exists in the first place? Part of the problem is that for some serious diseases there is simply no profit in prevention, which means that if we want to avoid epidemics we cannot expect industry to provide the solution.Instead governments, public funders and private donors need to share the costs, and they need to do so now, rather than waiting until the next epidemic.The good news is that we now already have an idea of where to focus our attention. In December the WHO brought together scientists and clinicians who came up with an "initial list" which reads like a most-wanted of the worst eight diseases, including Ebola and other haemorrhagic fevers like Marburg and Lassa fever.They also flagged a sub-set of three other serious diseases that also needed urgent attention, which included Zika.And therein lies the point. None of the diseases on the list were particularly surprising.They are known threats, it's just that they are not big enough threats to have warranted the world to rally round and put in place the incentives to develop vaccines, at least not yet.What Zika and Ebola have both taught us is that we can't assume pathogens will continue to behave the same way.We need to stop waiting until we see evidence of a disease becoming a global threat before we treat it like one.

When Breaking Israel News first reported on an apocalyptic scenario involving a mysterious star or planet whose tail is expected to result in extensive damage to Earth’s land masses and death to millions, the story was met with plenty of skepticism.Since then, however, the connection between the planet Nibiru – also known as Planet X – and End of Days has been discussed with increasingly seriousness by a wide range of Jewish scholars.To date, the biggest name associated with this story is Rav Moshe Sternbuch, a very prominent rabbi in Jerusalem. Although he did not verify an apocalyptic scenario, he did tell his student, Rabbi Daniel Travis, that there are big changes coming to the world. He also explained that the appearance of a star at the End of Days is plainly spoken of in the Zohar, Judaism’s primary mystical text.A translation of Rabbi Sternbuch’s Zohar reference is available on a new blog Tracking Nibiru, maintained by the End of Days blogger Tomer Devorah. Excerpts from the relevant passage read:At that time Melech Hamoshiach (Messiah the King) will awaken and go out from Gan Eden (Garden of Eden), from the place called Kan Tzippor, and will be revealed in the Galil (Galilee)…. A star will arise from the East side, flaming with all colors, and seven other stars will go around this star and make a war with it on all sides three times a day for 70 days, and all the people of the world will see.In a video filmed on February 14, Travis recounts his conversation with Sternbuch and translates the extended passage from the Zohar. Although sections of the passage are obscure, Travis said, “We should at least know that we’re not in simple times. We see many of the signs of Moshiach (Messiah) already happened.”Continuing with his commentary on the passage, Travis teaches that the person who is alive in the time of the Messiah is both to be pitied and envied. “Hashem (God) is going to look at the world at the time when Moshiach is supposed to come and see that nobody is worthy. He’s going to have to bring tremendous yissurim (trials) onto the world in order that Moshiach should come.”Travis continues translating the passage from the Zohar. “It’s going to be a test in emunah (faith in God). Happy is the person who is going to be in the time of Moshiach. Whoever holds onto emunah is going to see unbelievable things.”-The end is near. Are you ready?-Travis translates the words of Rabbi Shimon bar Yochai, 2nd century sage and author of the Zohar. “The task is to remain in emunah during this time. We’re going to see things happening that we don’t have any way of understanding. It’s going to be things that are beyond belief. It’s going to make the Exodus from Egypt look like nothing. Every day it’s going to be worse and we’re going to forget what it was like the day before. Whoever has emunah at this time will merit to see the end.”Travis assures his audience that Jerusalem and the Land of Israel will be safe. He quotes a verse from Psalms 126:2. “‘Then was our mouth filled with laughter, and our tongue with singing.’ Why will we laugh? It’s going to be a totally different world. Definitely big things are brewing and we have to be ready for that.”A day later, Bible Codes expert Rabbi Mattiyahu Glazerson released a video about Nibiru. The table used in both videos comes from the Book of Deuteronomy. In this video, Glazerson points out Bible Codes for “threat of a star” which crosses with the Hebrew word shaveet (comet). These Codes are found in close proximity, an indication of the strength of their relationship. Glazerson also found the word Nibiru.Linking all this to today, Glazerson points out Messiah son of Joseph and Messiah son of David and 5776, the current Hebrew year. Glazerson points to the Code referring to the year after Shemita as one of the signs that Messiah is on the way. Putting the pieces together, Glazerson states, “Everything indicates that great things are going to happen.”In a second video, Glazerson points out a reference to the month of March and the corresponding Hebrew month of Adar Bet and affirms that this all fits with the passage from the Zohar about the star. In leap years, which occur seven times every 19 years in the Hebrew calendar, an additional month of Adar, called Adar Alef is added. In a leap year, the “regular” month of Adar is referred to as Adar Bet.A third rabbinic voice to speak openly about Nibiru is Rabbi Yuval Ovadia, a maker of spiritual films. In a radio interview on February 17, Ovadia shared his findings that Planet X was well-known and spoken about openly approximately 40 years ago. He claims to have many newspaper articles about the existence of Nibiru from that time.“And then,” Ovadia claims, “it went down. NASA put it in a complete silence. They didn’t talk about it. And it was like just out there for [anyone believing] in mysticism and stuff like that, but as far as science, it’s completely vanished, as if it did not exist and even they started to, you know, spread around ‘It’s not true. It’s not there.’”Nibiru has consistently been debunked by scientists and journalists, most recently in Joel Achenbach’s story in the Washington Post.The date most frequently associated with Nibiru is March 26, 2016. The average household could pay about $13 per month more in energy and fuel costs by 2017 under Ontario's new cap and trade plan, but the Liberal government is banking on that additional money going a long way toward creating green infrastructure in the province.Ontario announced new details about its cap and trade plan in its 2016 budget on Thursday, saying it will bring in $1.9 billion per year starting in 2017, making it by far the province's largest new revenue generator. That money, the government has promised, will be spent on initiatives to cut greenhouse gases (GHG), including investments in public transit, clean technology and making homes and businesses more energy efficient.That reinvestment includes money that will go back to households. The budget claims electricity bills, for example, will go down by $2 per month, though government officials say how that will be accomplished has yet to be determined.Meanwhile, gas prices are set to go up by 4.3 cents per litre, while monthly heating costs for the average home are projected to climb by $5 — estimates that are based on the current price of carbon."Ontario is investing in the global low-carbon economy and we will reap the economic and jobs benefits," Finance Minister Charles Sousa said at Queen's Park.Sousa was pressed by reporters about the effect the plan will have on middle-class Ontarians who will have to pay more every month. "You didn't read the budget," Sousa fired back at one reporter, adding the additional costs will be offset with government reinvestment.Program begins in 2017-BC Carbon Tax 20080701-Ontarians will pay about 4.3 cents per litre more at the pump once cap and trade begins in 2017, based on current carbon prices, the government said in its budget.The program, which will begin on Jan. 1, 2017, will affect everyone, but it has the most impact on industries, institutions and electricity generators and distributors that produce over 25,000 tonnes of greenhouse gases per year. They will be required to buy allowances for their emissions.The province will place a cap on greenhouse gas emissions and create limited emissions allowances (one tonne of GHG will equal one allowance) for a given period based on the cap.Those who reduce their emissions can benefit by selling any excess allowances in the carbon market.  Ontario emitted about 171 million tonnes of GHG in 2013, the most recent year provided by staff. The emissions cap will then continue to shrink by 4.17 per cent per year until at least 2020 for the heating and transportation fuel sector industries, though the electricity generation sector won't face a smaller cap due to the significant cut to emissions resulting from the elimination of coal-fired plants.Ontario is counting on cap and trade plan to help it reach its 2020 target of getting GHG emissions to 15 per cent below 1990 levels.Some industries get a break-Hamilton Air Quality ArcelorMittal Dofasco-Some emissions-intensive industries will get free allowances from the government for the first years of the program. Industries such as cement, steel and lime businesses, as well as auto manufacturers, will get free allowances from the government for the first years of the program to provide certainty around how cap and trade operates. Ontario didn't release a full list of those qualifying for the free allowances in its budget, but said the move is intended to stop "carbon leakage" — when companies just uproot in search of another location with fewer environmental regulations. The list of companies getting free allowances will be reviewed in 2020.The government also released detailed draft legislation that lays out the rules surrounding how the allowances will be auctioned, traded and enforced. Officials said the program will be enforced by government spot audits and also requiring companies to provide their own emissions reporting. Companies that break the rules risk monetary or allowance-based penalties. Opposition attacks plan-Toronto Ontario Budget Andrea Horwath-NDP Leader Andrea Horwath said those in northern Ontario will be hit hardest by costs driven up by the new cap and trade plan.The NDP and PC leaders both criticized the new cap and trade plan, though their attacks had nothing to do with the environment."Life is getting harder for folks," Horwath said, accusing the government of forgetting about those who pay high heating costs in northern Ontario and will be stung by the new costs.Horwath also said the province's "big polluters" get a free pass in the new program. PC Leader Patrick Brown called the cap and trade a "cash grab" and said he fears the Liberals are taking advantage of people's desires to stop climate change to raise money for pet projects.The way the system is set up, Brown said, there's nothing to stop the Liberals from spending the billions generated from cap and trade on whatever they like. What will the province get in return? The government's cap and trade program is at the centre of a future it envisions featuring electric vehicles, energy-efficient geothermal homes and a more robust public transit system.In total, the government said 82 per cent of Ontario's GHG emissions will be covered by cap and trade, with the remaining 18 per cent coming from individuals and small emitters.And, the budget says, once the government rolls out its new plan, 75 per cent of Canadians will live in a province with some form of carbon pricing. The government also said Ontarians will benefit from cap and trade by getting support with purchasing electric vehicles or modernizing homes.The budget also features a section aiming to bust "myths" surrounding cap and trade, including the idea that carbon pricing will kill jobs, or won't be effective."Broad consensus that carbon pricing is the best tool for reducing greenhouse gas emissions," the budget says.
