SCALIA-Here’s how the law would dramatically change if a liberal replaces Scalia-Stuart Taylor Jr.-February 15, 2016-yahoonews

If President Obama — or his successor — replaces the late Justice Antonin Scalia with a strong liberal, the Supreme Court’s balance will swing dramatically to the left in the coming years. It might well be the biggest ideological swing in recent memory.Indeed, American politics has not seen a moment like this one since 1987. That was when the retirement of moderate Justice Lewis Powell, who was the pivotal vote on many big issues, left the court with four strong conservatives and four strong liberals. (The latter included Sandra Day O’Connor, whose votes through 1987 had been quite conservative.) It was clear then that if the Democratic-majority Senate confirmed President Ronald Reagan’s first nominee, the very conservative Judge Robert Bork — as at first seemed likely — the court would swing hard to the right.Bork himself later told me and others that he would have been the fifth vote to overrule Roe v. Wade and a lot more liberal precedents. But Democratic senators and liberal interest groups went all out to stop him and succeeded by a 58-42 vote. Now the court has four strong liberals, three strong conservatives and one less consistent conservative, Justice Anthony Kennedy. He sometimes joins the liberal bloc on issues including abortion, gay rights and the death penalty. Kennedy also happens to be the Reagan nominee whom the Senate confirmed after Bork’s defeat. If and when a liberal replaces Scalia, therefore, the court will likely overrule or cut back sharply major conservative precedents including those limiting abortion rights, those restricting race-based affirmative action (in theory if not so much in practice) and those giving strong First Amendment protection to unlimited spending in election campaigns.Below is a quick rundown of what the court might do — not necessarily in the next year or two, but perhaps within five or so years — if a fifth liberal tips the balance.Race. A liberal replacement for Scalia would make a dramatic difference on racial issues, on which the court has long been deeply divided by 5-4, with conservatives in the majority, usually including Kennedy. These issues include racial affirmative action preferences in state university admissions, government hiring and employment, and other walks of life; Justice Department supervision of state and local voting rights laws; and efforts to make it easier for poor and black people to vote.Indeed, a liberal majority would almost certainly overrule the court’s application of “strict scrutiny” to “benign” racial preferences since 1978 and disregard its 2003 suggestion that racial preferences in state university admissions must end within 25 years, by 2028.The effect could be to ensure that racial preferences — a major priority of Democratic interest groups — will continue well past 2050 and perhaps far into the next century.Eric Holder, Obama’s first attorney general, spoke for many liberals when he asserted in 2012 that the previous 40 years of racial preference programs had been “a relatively small period of time in which African-Americans and other people of color have truly had the benefits to which they are entitled.”Holder continued: “I can’t actually imagine a time in which the need for diversity” — engineered, he implied, by racial preferences — “will ever cease.”Kennedy has sought (without much impact) to limit racial preferences in state college admissions and other government programs, while stopping short of joining Scalia and other conservatives in seeking to outlaw preferences. A liberal replacement for Scalia would cement a solid 5-4 majority for broad approval of racial preferences.Aggressive federal judicial efforts to force more spending on inner-city schools, which the court blocked in a big 1973 decision, might also be revived. On the other hand, liberals might be restrained by the fact that many urban school districts already spend more per student than ever before, and more than many prosperous suburban schools.Campaign finance regulation. A liberal replacement for Scalia would probably work a sea change on campaign finance regulation. The 5-4 Citizens United decision in 2010, a target of liberal disdain for upholding corporations’ First Amendment rights to spend unlimited amounts on campaigns, would almost surely be overruled. The court would also likely sweep away other precedents upholding unlimited “independent” campaign spending. This would gratify Democrats and to a large extent protect incumbent elected officials. But it would be seen by many Republicans as designed to solidify the Democratic advantage that, they say, comes for free from campaign coverage and commentary the unregulated, predominantly liberal mainstream news media. Congress has exempted media corporations from restrictions on spending in support of candidates.Other free speech issues. A liberal replacement for Scalia might well foreshadow Supreme Court support for speech codes and other limitations on controversial speech — seen by some as sexual or racial harassment — that the Obama Education Department and many universities have imposed on students. The court has not so far been active in this area. But the issue is bound to come before it in the next few years. More generally, while liberals were more friendly to free speech than conservatives for most of the 20th century, the reverse is now true.Abortion. Constitutional abortion rights have long rested on a precarious 5-4 majority, with Kennedy joining the four liberals on some (not all) key votes. A liberal replacement for Scalia would guarantee almost unlimited abortion rights, probably far into the future.Freedom of religion. A liberal replacement for Scalia would probably be the fifth vote to overrule the 2014 Hobby Lobby decision and require religious employers and other groups to provide health insurance including free contraceptives and take other actions that they say violates their freedom of religion.Environment. A liberal replacement for Scalia might well reverse decisions including the court’s 5-4 ruling last week temporarily blocking the Obama administration’s effort to combat global warming by regulating emissions from coal-fired power plants.Federal power. A liberal replacement for Scalia would cement a majority to sweep away virtually all limits on federal regulation of the economy, many of which have been dismantled already in the Obamacare decisions, with John Roberts, the usually conservative chief justice, writing for the otherwise-liberal majority.Gun rights. A liberal replacement for Scalia might be the fifth vote to cut back on or overrule the 2008 Scalia majority opinion in District of Columbia v. Heller and subsequent Supreme Court decisions recognizing a constitutional right to keep and bear arms.Death penalty. A liberal replacement for Scalia would insure invalidation of more death penalty laws, although not necessarily complete abolition of the penalty. The court has already struck down various death penalty provisions while narrowly upholding others, such as a 2015 decision allowing use of execution drugs that were alleged to cause excruciating pain. That decision, among others, could be overruled or pared back to its specific facts.National security. A liberal replacement for Scalia might increase the already unprecedented judicial intervention into national security matters that the court pioneered in three liberal decisions (joined by Kennedy) involving the George W. Bush administration’s detention of suspected terrorists in Guantanamo. For most of our history, national security issues were treated by the court as almost the exclusive province of the president and Congress. That changed under Bush. If a liberal replaces Scalia, the justices might well become bolder in second-guessing presidents — Republicans especially.Importing foreign law into constitutional interpretation. A liberal replacement for Scalia would open wider the doors to using foreign law to interpret (some say “amend”) the meaning of the U.S. Constitution. This has been a trend favored by the liberals (and Kennedy). Scalia has been the most vocal opponent.Would respect for precedent restrain a liberal majority? Not much, or not for long, probably. While nominees habitually and sincerely vow to respect precedents during their confirmation hearings, the vows have been a bit misleading. Liberal and conservative justices alike have long been ready severely (if respectfully) to limit or to overrule constitutional precedents they don’t like, while seeking to avoid outright overruling until the precedent has been on the books for a few years. This is consistent with the views of many legal scholars that because constitutional precedents cannot normally be overruled by Congress, and should not be treated as though written in stone, they should be subject to reconsideration by the court. To be sure, the justices have traditionally been very reluctant to overrule the court’s statutory interpretations, on the theory that Congress can overrule any statutory precedents it does not like and that therefore the court should leave them alone for the sake of stability and predictability in the law. Constitutional precedents are different.Furthermore, both liberals and conservatives have proved adept, when they have the votes, at the technique sometimes called “stealth overruling.” Precedents once thought to sweep broadly are read so narrowly that the dominant thrust of the law becomes the exact opposite of what it was before.Might there be a compromise on a moderate nominee? Unlikely, in these polarized times, unless one side holds out an olive branch to the other early in the process. Behind the scenes, Republicans are well aware that both of President Bill Clinton’s appointees — Ruth Bader Ginsburg and Stephen Breyer — seemed to be moderate liberals when nominated but have ended up solidifying the liberal bloc.Only that disappearing breed — the moderate senator willing to work across the aisle in the larger national interest, or a president more interested in actually getting someone onto the court than in getting his ideal candidate — could begin to broker a deal.In the absence of a quietly brokered deal involving sacrifice by both sides, anyone whose views on any big issue are known could probably not get past both the White House and the Senate, this year or in the foreseeable future. And anyone whose views are totally unknown would be seen by both sides as too big a risk.Stuart Taylor Jr. covered legal affairs for the New York Times, American Lawyer, Newsweek and National Journal and is co-author of the book “Mismatch: How Affirmative Action Hurts Students It’s Intended to Help, and Why Universities Won’t Admit It.”

Prosecutor: Most Cologne New Year's suspects are refugees-Associated Press-feb 15,16-yahoonews

BERLIN (AP) — Most of the suspects identified in connection with a series of robberies and sexual assaults in Cologne during New Year's celebrations are refugees, prosecutors said Monday. The crimes, described as unprecedented by authorities, sparked uproar in Germany and a heated debate about the country's ability to integrate almost 1.1 million people who sought asylum there last year.Cologne prosecutor Ulrich Bremer said 73 suspects have been identified so far — most of them from North Africa. A total of 1,075 criminal complaints have been filed, including 467 alleging crimes of a sexual nature ranging from insults to rape."The overwhelming majority of persons fall into the general category of refugees," Bremer told The Associated Press, saying recent reports describing only three of the suspects as refugees were "total nonsense."Initially, authorities in Cologne were accused of downplaying the fact that the attackers included many asylum-seekers because of the political sensitivity of the issue. The suspects included 30 Moroccan nationals, 27 Algerians, four Iraqis, three Germans, three Syrians, three Tunisians, and one each from Libya, Iran and Montenegro, Bremer said."They have various legal statuses, including illegal entry, asylum-seekers and asylum applicants," he said of the foreign suspects. "That covers the overwhelming majority of suspects."Twelve of the 73 suspects are linked to sexual crimes, though only one of those — a Moroccan asylum-seeker who entered Germany in November — is in custody, he said.

Around 50 dead as missiles hit medical centers and schools in Syrian towns-Reuters By Suleiman Al-Khalidi and Lisa Barrington-feb 15,16-yahoonews

AMMAN/BEIRUT (Reuters) - About 50 civilians were killed when missiles hit five medical centers and two schools in rebel-held Syrian towns on Monday, the United Nations and residents said. The carnage occurred as Russian-backed Syrian troops intensified their push toward the rebel stronghold of Aleppo.Fourteen people were killed in the town of Azaz near the Turkish border when missiles slammed into a school sheltering families fleeing the offensive and a children's hospital, two residents and a medic said.Bombs also hit another refugee shelter south of the town and a convoy of trucks, another resident said."We have been moving scores of screaming children from the hospital," medic Juma Rahal said.At least two children were killed and scores of people injured, he said.Activists posted video online purporting to show the damaged hospital. Three crying babies lay in incubators in a ward littered with broken medical equipment. Reuters could not independently verify the video. In a separate incident, missiles hit another hospital in the town of Marat Numan in Idlib province, in northwestern Syria, said the French president of the Doctors Without Borders/Médecins Sans Frontières (MSF) charity, which was supporting the hospital."There were at least seven deaths among the personnel and the patients, and at least eight MSF personnel have disappeared, and we don't know if they are alive," Mego Terzian told Reuters."The author of the strike is clearly...either the government or Russia," he said, adding that it was not the first time MSF facilities in Syria had been attacked. The Syrian Observatory for Human Rights, which tracks violence across the country, said one male nurse was killed and five female nurses, a doctor and one male nurse are believed to be under the rubble in the MSF hospital. Also in Marat Numan, another strike hit the National Hospital on the north edge of town, killing two nurses, the Observatory said.VIOLATION OF INTERNATIONAL LAW-United Nations Secretary-General Ban Ki-moon said the attacks, which the U.N. said killed close to 50 civilians, were a blatant violation of international laws."These incidents cast a shadow on the commitments made at the ISSG (International Syria Support Group) meeting in Munich on Feb. 11," U.N. spokesman Farhan Haq said. The United States also condemned the intensified bombing of northern Syria and said it ran counter to commitments made by world powers in Munich last week to reduce hostilities.Residents in both towns blamed Russian strikes, saying the planes deployed were more numerous and the munitions more powerful than the Syrian military typically used."The hospitals hit today have been rendered completely non-functioning...such attacks, whether deliberate or not, deprive people of the very limited services still available in the country," a spokeswoman for the International Committee of the Red Cross said.Rescue workers and rights groups say Russian bombing has killed scores of civilians at market places, hospitals, schools and residential areas in Syria. Western countries also say Russia has been attacking mostly Western-backed insurgent groups. But Moscow has said it is targeting terrorist groups and dismissed any suggestion it has killed civilians since beginning its air campaign in support of President Bashar al-Assad's forces in September. The town of Azaz has been the scene of fierce fighting as Kurdish anti-government forces advance from the west. They have reached the edge of town, only a few kilometres away from the main Bab al Salam border crossing. The Syrian army is advancing from the south. Both the Kurds and the army want to wrest control of that stretch of border with Turkey from the insurgents that currently hold Azaz.Russian bombing raids on rebel fighters are helping the Syrian army to advance toward Aleppo, the country's largest city and commercial center before the conflict. If the army takes the city, it will by the Syrian government's biggest victory of the war.(Additional reporting by Pauline Mevel in Paris; Editing by Katharine Houreld)

U.S. admiral warns against Chinese fighter flights from South China Sea runways-Reuters By Rujun Shen-feb 15,16-yahoonews

SINGAPORE (Reuters) - Any move by China to fly jet fighters from runways on its new man-made islands in the disputed South China Sea would be destabilizing and would not deter U.S. flights over the area, a senior U.S. naval officer said on Monday.Vice Admiral Joseph Aucoin, the commander of the U.S. Navy's Seventh Fleet, also urged Beijing to be more open over its intentions in the South China Sea, saying it would relieve "some of the angst we are now seeing"."We are unsure where they are taking us," Aucoin said of China's recent moves during briefing with journalists in Singapore."So we are going to sail, fly, operate throughout these waters....like we have been doing for so long," he said. That, he added, included "flying over that airspace."Chinese and regional security analysts expect Beijing to start using its new runways in the disputed Spratlys archipelago for military operations in the next few months. It last month tested for the first time the 3,000-metre runway built on a reclamation on Fiery Cross Reef by landing several civilian airliners from Hainan island. (Link to previous stories)-Aucoin said he could not give an estimate when he expected Chinese military jets to start operating in the Spratlys."It's a destabilizing uncertainty," he said when asked about the impact of possible Chinese jet fighter patrols. He said it would raise questions about the intentions.China claims much of the South China Sea, while Brunei, Malaysia, the Philippines, Taiwan and Vietnam have rival claims.International concern is growing over tensions in the waterway, which carries an estimated $5 trillion in trade every year, including oil used by northeast Asian nations.Since last October, two U.S. warships have sailed close to Chinese claimed features in the Spratly and Paracel archipelagoes in so-called freedom-of-navigation operations that Beijing has warned are provocative.Chinese officials complained last December that a U.S. B-52 bomber flew close to one of Beijing's artificial islands.Other U.S. surveillance and transport planes routinely fly throughout the South China Sea.Chinese warships and civilian vessels routinely flank U.S. naval ships in the area, but Aucoin said engagement between the two navies would continue, saying the relationship was "positive"."(The) International Law of the Sea has helped (China) for so many years. We just want them to respect those rights so that we can all continue to prosper," he said.(Reporting by Rujun Shen in Singapore; writing by Greg Torode in Hong Kong; Editing by Simon Cameron-Moore)

Investigator asks U.N. to notify North Korea's Kim of possible probe for crimes against humanity-Reuters By Tom Miles-feb 15,16-yahoonews

GENEVA (Reuters) - A U.N. expert on human rights in North Korea has asked the United Nations to officially notify North Korean leader Kim Jong Un that he may be investigated for crimes against humanity.A landmark 2014 report on North Korean human rights, co-authored by Marzuki Darusman, concluded that North Korean security chiefs and possibly Kim himself should face justice for overseeing a system of Nazi-style atrocities.Pyongyang has consistently brushed off the allegations and rejected any responsibility for human rights violations. In a report to the U.N. Human Rights Council, Darusman recommended that the Council arrange an official communication, sent directly to Kim and signed by Darusman or U.N. High Commissioner for Human Rights Zeid Ra'ad al-Hussein."(It should) advise him and other senior leaders that they may be investigated and, if found to be responsible, held accountable for crimes against humanity committed under their leadership," Darusman wrote. His report, dated Jan. 19 but published on Monday, also said three experts should be appointed to find the best legal path to hold North Korea to account and find "creative and practical" ways to establish the truth and ensure justice for victims.Darusman stressed the importance of using the International Criminal Court but said it was "able to handle only the uppermost leadership".Only the U.N. Security Council can involve the court, but North Korea's sole ally, China, a veto-wielding member of the top U.N. body, has repeatedly rejected calls for the Security Council to tackle human rights in North Korea. However, China said on Friday it would back a U.N. resolution to make North Korea "pay the necessary price" for recent North Korean rocket launches, with the aim of bringing Pyongyang back to the negotiating table.Darusman's report, which will be considered by the Human Rights Council next month, said the human rights situation in North Korea did not appear to have improved. However, he said that last September North Korea had invited Zeid to visit and expressed interest in continuing discussions on technical assistance from the U.N. human rights office.(Reporting by Tom Miles; Editing by Mark Heinrich)

North Korea's Kim Orders More Rocket Launches-By hyung-jin kim, associated press-SEOUL, South Korea — Feb 14, 2016, 9:55 PM ET

North Korean leader Kim Jong Un has praised scientists involved in the country's recent rocket launch that he said struck a "telling blow" to enemies and ordered them to press ahead with more launches, state media reported Monday.Earlier this month, North Korea ignored repeated international warnings and launched what it said was an Earth observation satellite aboard a rocket. Washington, Seoul and other view the launch as a prohibited test of missile technology and are pushing hard to have Pyongyang slapped with strong sanctions. The North's official Korean Central News Agency said the ruling Workers' Party on Saturday gave a banquet in honor of scientists, officials and others who it said contributed to the Feb. 7 rocket launch. Kim and his top deputies were present. In a speech, Kim said the launch gave confidence and courage to his people and dealt a "telling blow to the enemies seeking to block the advance of our country," KCNA said, in an apparent reference to Seoul and Washington.Kim said the North's launch decision was made when "the hostile forces were getting evermore frantic to suffocate" North Korea, and called for launching more working satellites in the future. The launch, which followed the North's fourth nuclear test last month, aggravated already-strained ties between the rival Koreas. Last week, Pyongyang expelled all South Korean workers from a jointly run factory park in the North and put the area in charge of the military in retaliation for Seoul's decision to suspend operations there.Seoul on Sunday accused North Korea of having channeled about 70 percent of the money it received for workers at the Kaesong park into its weapons programs and to buy luxury goods for the impoverished nation's tiny elite.North Korea was able to divert the money because the workers in Kaesong were not paid directly. Instead, U.S. dollars were paid to the North Korean government, which siphoned off most of the money and paid only what it wanted to the employees in North Korean currency and store vouchers, according to a statement from Seoul's' Unification Ministry. The South Korean government estimate did not detail how it arrived at that percentage. North Korea has previously dismissed such views. The jointly run park, which was the Koreas' last major cooperation project, employed about 54,000 North Koreans who worked for more than 120 South Korean companies, most of them small and medium-size manufacturers. The project, which began during an era of relatively good relations between the Koreas, combined cheap North Korean labor with the capital and technology of wealthy South Korea. While the Kaesong closure will hurt North Korea, it is not critical to that nation's economy. North Korea gets the vast majority of its earnings from trade with China.——Associated Press writer Kim Tong-hyung contributed to this report.

Pope courts indigenous Mexicans as Catholic fervor fades-Reuters By Philip Pullella and Joanna Zuckerman Bernstein-feb 15,16-yahoonews

SAN CRISTOBAL DE LAS CASAS, Mexico (Reuters) - Pope Francis embraced the people of Mexico's poor indigenous south on Monday, denouncing their "systemic" exclusion from society and encouraging the use of native languages in Catholic worship in a bid to stem a tide of Protestant conversions. The region, mired in poverty and plagued by rising insecurity, has fallen far behind other parts of the country economically.Preaching to a packed crowd at a sports ground in the southern state of Chiapas, the pope quoted the Popol Vuh, a sacred Maya text, and drew comparisons between Catholic and indigenous values."Today's world, ravaged as it is by a throwaway culture, needs you!" he said as he celebrated a Mass that included bible readings in native tongues, referring to the mostly indigenous throngs who loudly cheered him."You have much to teach us," he said, lauding Mexico's native peoples while denouncing "the systemic and organized way your people have been misunderstood and excluded from society."He said the Mass before a Hollywood-style stage set replica of the facade of the colonial-era city's main cathedral. Many women wore indigenous dress of black skirts and colorful tops, their hair braided with ribbons. Parts of the Mass were said in the Tzeltal, Ch'ol and Tzotzil languages.Factory worker Alma Gonzalez, 23, who speaks Spanish and Otomi and traveled from the State of Mexico to hear the pope, was touched he was reaching out to her people."I'm indigenous ... I want to thank him for paying attention to us, the poor," she said. The pope last year apologized for the role of the Church in the conquest of Latin America and left a Vatican decree while in Chiapas authorizing translations of the liturgy into indigenous languages. The state of Chiapas was the scene of the Zapatista uprising of Maya rebels in the 1990s. It is now the frontline of a government crackdown on illegal immigration to the United States from Central America. When the Zapatistas burst onto the scene, more than two- thirds of Chiapas' population was Roman Catholic. The expansion of evangelical Christianity through poor indigenous towns since has driven the number down to around 60 percent, making it Mexico's least-Catholic region. In the colonial mountain city of San Cristobal de las Casas, the pope prayed in front of the tomb of Bishop Samuel Ruiz, a champion for indigenous rights who served as a mediator between the Zapatistas and the government.Ruiz, who died in 2011, long lobbied to permit Mass in languages such as Tzotzil because many of the region's Maya residents do not speak Spanish. The pope then headed to the state capital, Tuxtla Gutierrez, where he held a rally at a packed stadium and met local families.Francis is visiting some of the most marginalized parts of Mexico. On Sunday, he took a swipe at the rich and corrupt elite in a Mass near the cinder block slums of Ecatepec, one of the country's most violent cities. The poverty rate in Chiapas, already the most impoverished state in Mexico, has risen in recent years to more than three-quarters of the population.Mexico, with help from the United States, has increased patrols on its southern border and is deporting more Central American migrants trying to reach the United States.Thousands of people from neighboring Guatemala are believed to have crossed over the porous border of rivers and jungle in Chiapas for a chance to see the pope.On Tuesday, he will speak to youths in Morelia, the capital of Michoacan state, where warring drug gangs cook much of the methamphetamine smuggled into the United States. He will then travel to Ciudad Juarez, which borders the U.S. state of Texas, where he will pray for migrants and victims of violence.(Additional reporting by Adriana Barrera; Writing by Michael O'Boyle, David Alire Garcia and Simon Gardner; Editing by Kieran Murray, Alan Crosby and Dan Grebler)

HOSEA 4:1-3

US plane impounded in Zimbabwe; body and cash found on board-Associated Press By FARAI MUTSAKA-FEB 15,16-YAHOONEWS

HARARE, Zimbabwe (AP) — Zimbabwean aviation authorities impounded a U.S.-registered cargo jet, a senior official said Monday, after a dead body later believed to be a stowaway and millions of South African rand were found on board. The Herald, a state-run newspaper, reported that the MD-11 trijet was traveling from Germany to South Africa "with millions of rands." At today's exchange rate, 1 million rand is worth $62,500.Authorities here learned the money belonged to the South Africa Reserve Bank, the country's central bank. Police planned to issue a statement later Monday. The plane had landed in Harare for refueling, said Civil Aviation Authority of Zimbabwe general manager David Chawota. He said the jet, registered with Western Global Airlines, was impounded at Harare airport on Sunday. A web site says Western Global Airlines is based in Estero, Florida. The airline on Monday said the cargo belonged to the South African Reserve Bank and the dead body belonged presumably to a stowaway. Zimbabwe police said it was still investigating the matter. The crew did not know there was someone else on the plane, according to a police officer, who insisted on anonymity because he is not authorized to speak to the press. It appears from photos on social media that the dead person had sneaked into the plane's landing gear which severed his arm when it contracted, causing blood to splatter onto the fuselage and arousing suspicion of the ground crew when the flight landed here.In a response to AP queries, Western Global Airlines said it didn't have the identity of the dead person, believed to be a stowaway."The aircraft is leased to Network Airline Management, a longtime customer based in the UK, and the shipment consignee was the South African Reserve Bank. This particular flight was from Germany to South Africa, we are told for the South African government. During a routine fuel stop in Zimbabwe, a body was found in the lower compartment. The body is presumed to be a stowaway who may have entered the airplane during a previous stop. The situation is currently under review," the airline said in an e-mail response to The Associated Press.South Africa's ambassador to Zimbabwe Vusi Mavimbela confirmed that the cargo belonged to the South African Reserve Bank but refused to divulge further details, saying he was still liaising with the Zimbabwe government to resolve the matter. He refused to divulge the nature of the cargo or the amount of money that was in the plane.Zimbabwe police spokeswoman Charity Charamba said investigations are still underway."Our officers are on the ground investigating the case. We are working hard to get the identity of this dead person but I will only give clearer details when investigations are complete. The body has been taken for tests by experts," she said on Monday night. The crew, according to the Herald, includes two Americans, a South African and a Pakistani.

Three Palestinian attackers killed in new West Bank violence-AFP By Imad Saada-FEB 14,16-YAHOONEWS

Nablus (Palestinian Territories) (AFP) - Two 15-year-old Palestinians fired on Israeli soldiers before being killed in the occupied West Bank Sunday, and another two were shot -- one fatally -- in attempted stabbings, Israeli authorities said. The incidents were the latest in a wave of Palestinian knife, gun and car-ramming assaults that erupted in October. They came as US Ambassador to the United Nations Samantha Power visited Israel and the Palestinian territories for talks with leaders from both sides. In the first incident, the two teenagers attacked an Israeli patrol west of the city of Jenin with rocks before firing on soldiers with a rifle, an army statement said."The force responded to the shooting and fired towards the attackers, resulting in their deaths," it said. The Palestinian health ministry named those killed as Nihad Waked and Fuad Waked, both 15 years old. They were not thought to be closely related.Later in the day, a Palestinian tried to stab Israeli border police between Jerusalem and Bethlehem in the West Bank before being shot dead, Israeli authorities said. The Palestinian health ministry identified the assailant as Naim Safi, 17, who was from a village near Bethlehem. Also on Sunday, a young Palestinian woman tried to stab an Israeli policeman but was shot in the attempt in the flashpoint West Bank city of Hebron, Israeli police said. She was taken to hospital in critical condition.Police said the attacker drew a knife on a border police officer at a checkpoint and the officer, who was unharmed, shot her. She was identified as Yasmin al-Zaru, 20.The incident took place close to the shared religious site known to Jews as the Cave of the Patriarchs and to Muslims as the Ibrahimi Mosque.Tensions are high at the site -- a 17-year-old Palestinian was shot dead in a stabbing attempt there on Saturday.Since the current round of bloodshed erupted at the beginning of October, 170 Palestinians have been killed by Israeli forces. Most were carrying out attacks but others died during clashes and demonstrations. The violence has claimed the lives of 26 Israelis, as well as an American, a Sudanese and an Eritrean, according to an AFP count. Many of the assailants have been teenagers who appear to have acted on their own. Some analysts say Palestinian frustration with Israeli occupation and settlement building in the West Bank, the complete lack of progress in peace efforts and their own fractured leadership have fed the unrest.Israel blames incitement by Palestinian leaders and media as a main cause of the violence.Questions have been raised over whether Israeli forces have used excessive force in certain cases, allegations which they firmly reject.International efforts to halt the violence have so far failed.US ambassador Power said she intended to discuss her country's "commitment to two states side-by-side in security and peace" during her visit.

Time for Arab states to publicize their Israel ties, Netanyahu says-Most moderate countries in region see Israel as ally, not enemy, PM tells visiting US Jewish leaders, urging more openness about covert contacts-By Times of Israel staff and Raphael Ahren February 14, 2016, 10:52 pm

Prime Minister Benjamin Netanyahu on Sunday said it was time for some Arab states with which Israel has covert ties to publicly acknowledge those relationships.Addressing the Conference of Presidents of Major American Jewish Organizations, the prime minister maintained that most moderate Arab countries see Israel as their ally, not their enemy, as they share a common struggle against Iran and the Islamic State.“Major Arab countries are changing their view of Israel … they don’t see Israel anymore as their enemy, but they see Israel as their ally, especially in the battle against militant Islam with its two fountainheads,” he said in English. “Now, this is something that is forging new ties, many of them discreet, some of them open. And I think there too we can expect and should expect and should ask to see a change.”The prime minister did not elaborate on that issue.Netanyahu, who was addressing more than 100 leaders from the Conference’s 53 member organizations, thanked the delegates for “taking the message of Israel far and wide” — a reference to recent visits to Turkey and Egypt by Conference members. He emphasized his commitment to the unity of the Jewish people saying, “All Jews must feel at home and welcome in Israel.”Netanyahu identified two parallel contradictory trends worldwide. On the one hand, there was an ongoing multinational hostility toward Israel at the UN, ICC, and EU, together with what he termed an “obsession” with Israel in international forums. “We’ve had some efforts to change at least the EU,” he said. “But we know that in many of these multinational forums, Israel is singled out. I hope that one day we’ll receive a double standard because right now, we’re not enjoying a double standard; we are suffering a triple standard… There’s one standard for the dictatorships. They’re usually exempt. The other is for the democracies and there’s still a third standard for the democracy called Israel. On the other hand, he said, countries like China, India, Russia and Japan were warming their ties to Israel because of their concern with militant Islam and the terrorism it produces and to benefit from Israeli operational experience and intelligence in fighting terror as well as Israeli technologies, such as cyber security, improved water management and desalination, agriculture and biotechnology. “We need these countries who are coming to us to change their votes in international forums,” he said.“We shouldn’t be shy about it. We shouldn’t accept that there is this strange dichotomy and dissonance between the friendship and the alliances that are being built between Israel and the many countries, and the way they vote about Israel in international forums. I think that’s true of the EU; it’s true of the Organization for African Unity; it’s true in Latin America. And I think we should press this point home, because as interests shift, as Israel becomes such an important country internationally, it’s important that this will be reflected in international forums as well.”Netanyahu’s remarks came the same day as Defense Minister Moshe Ya’alon said there were open channels between Israel and other Arab states, but the “sensitive” situation prevents him from shaking hands with Arab officials in public. He later publicly shook the hand of Saudi Prince Turki bin Faisal al-Saud.Turki is the rare Saudi official who has met openly with a number of Israeli officials in the past.Israel’s covert ties with Sunni Arab states are such that while they cannot display signs of cordiality in public, “we can meet in closed rooms,” said Ya’alon at the Munich Security Conference.“But we do have channels to speak with our Sunni Arab neighboring countries. Not just Jordan and Egypt — Gulf states, North African states,” Ya’alon said. “For them, Iran is an enemy.”Ya’alon, speaking in English, maintained that the Arab states are “frustrated and furious at the lack of Western support.”Saudi Arabia and other Arab states maintain they will only normalize ties with the Jewish state once a peace deal is reached with the Palestinians via a two-state solution.Israel has long said there are secret back-channel talks between Jerusalem and Sunni states, which share common concerns over Iranian hegemony in the region.Netanyahu told the conference Sunday that increased ties with the Arab states could help pave the way toward an agreement with the Palestinians, an oft-repeated claim.“I think that is very clear given the, what I regret to say is the disfunctionality that I often see in Palestinian politics, and I think that the encouragement of Arab states, leading Arab states, for a more realistic position on the part of the Palestinian Authority might contribute to a stabilizing situation and even advancing to a better future,” he said.He also highlighted the paramount importance of Israel’s ties to the US. “I want to say emphatically that we have no illusions that America remains the best friend of the State of Israel. The United States and Israel are the greatest allies. And I deeply appreciate the support of President Obama, the Congress, the American people. We’re working together today on an MoU (Memorandum of Understanding on security aid),” he noted. “I hope that we can complete it soon, and we certainly will welcome Vice President Biden, who will come to visit us. I think it’s another reflection of this deep friendship between our countries.“And I think the American people understand that in this turbulent Middle East and this turbulent world, America has no better friend than Israel and Israel has no better friend than the United States of America,” Netanyahu said.

2 Palestinians shoot at Jerusalem police, are killed in gunbattle-No reports of injuries among police or bystanders after late-night attack at Damascus Gate entrance to Old City-By Times of Israel staff February 14, 2016, 11:07 pm

Two Palestinians opened fire on police officers in Jerusalem late Sunday, and were killed in the ensuing gunbattle, police said. The gunmen, carrying automatic weapons, shot at a group of Border Police officers near the Old City’s Damascus Gate. The officers were receiving their nightly briefing before beginning patrols in the area. The officers fired back, hitting one assailant instantly and beginning a pursuit after the second, who was still shooting at the officers. The second attacker was soon hit by police fire. Both attackers were residents of the West Bank and were killed in the battle, police said. There were no injuries among officers or bystanders. No explosives were found on the gunmen’s bodies or in the area, police said, after roping off the area over fears they could have been carrying bombs. Palestinian media reported that one Palestinian man was arrested in the area shortly after the incident. The site was the scene of a fatal attack on February 3, in which Border Police officer Hadar Cohen, 19, was killed in a Palestinian shooting and stabbing attack. The attackers in that incident had carried pipe bombs to the site of the attack.Police units at the scene of attack near Damascus gate. Heightened security continues in the area. pic.twitter.com/SVQjuw3shY-— Micky Rosenfeld (@MickyRosenfeld) February 14, 2016-The Sunday shooting came on the tail end of a particularly bloody day that saw a significant uptick in Palestinian attacks, as a nearly five-month-old wave of violence seemed to return to full force, with five Palestinians being killed amid a series of attacks on Israeli targets.Earlier Sunday night, shots were fired at a house in the West Bank settlement of Beit El, causing damage but no injuries. Security forces were investigating the incident and searching the area. A bullet penetrated the window of a residential home, according to initial reports. No injuries were reported. The gunfire may have come from the nearby Palestinian village of Jalazoun, authorities said. The gunfire followed three separate attempted stabbing attacks Sunday.Earlier in the evening, Border Police officers thwarted an attempted stabbing near the Tomb of the Patriarchs shrine in the West Bank city of Hebron, police said. The alleged assailant, a Palestinian girl initially identified as 14 years old, was shot and critically wounded. In the afternoon, a Palestinian man was shot and killed after trying to stab officers at a checkpoint south of Jerusalem. On Sunday morning, two Palestinian teens near Jenin in the northern West Bank were shot and killed after opening fire on security forces who were responding to reports of stone throwers in the area.

Bus driver in crash that kills 6 had collided with truck on same road in 2013-Driver was only recently allowed to return to intercity routes; regular passenger says his reckless driving meant disaster was matter of time-By Times of Israel staff and Judah Ari Gross February 15, 2016, 1:35 am

The bus driver involved in Sunday’s deadly collision on Highway 1 crashed on the same route in 2013, also smashing into a truck and overturning the vehicle on the main Jerusalem-Tel Aviv artery.Six died and a dozen were injured in Sunday evening’s collision between the crowded intercity bus 402 and a truck near the city of Ramle.Several passengers were injured in the bus driver’s previous incident, and as a result the Egged bus company banned him from intercity routes. The ban was only lifted a few weeks ago and he was permitted to drive the Jerusalem to Tel Aviv line once again, Channel 2 reported. The bus driver told police Sunday that he didn’t notice the truck stopped on the side of the highway, and investigators believe the bus driver’s inattention to traffic caused him to swerve out of his lane and collide with the truck parked on the side of the road.Photos of the collision showed the right side of the bus wrenched apart. Channel 2 reported that the truck’s crane ripped the bus open, injuring and killing passengers seated on the right side. The truck driver told police investigators he heard noises coming from his engine, so he had stopped on the right shoulder of the highway. “Just as I got out of the truck, the same minute, the bus came and slammed into the rear end.”The driver of the truck, an East Jerusalem native, suffered light injuries and was detained by police. The bus driver was later held for questioning as well. The bus was the 402 line from Jerusalem to Bnei Brak. It was filled to capacity with passengers, according to Channel 2.A regular passenger on the 402 line who was familiar with the driver said he was often reckless and claimed he frequently broke safety codes. The passenger cited excessive speed, a failure to maintain a safe distance from other vehicles, and a failure to stay focused on the road. The passenger told Channel 2 that an accident like Sunday’s was merely a matter of time.Yaakov Hashin, 27, Yisrael Weinberg, 26, Haya Frankel, 23, and Levi Yitzhak Amdadi, 17, were named as four of the fatalities.Hashin, a young ultra-Orthodox man, was on his way to a match-making date in Bnei Brak, Walla news reported. Weinberg was heading to a family wedding in the same city. Frankel and her husband just celebrated their second wedding anniversary; her husband was also aboard and was lightly injured in the accident. All three were residents of Jerusalem. Amdadi was from the town of Yavne’el, near the Sea of Galilee. The names of the other two victims were not immediately released for publication. They were reportedly children.Sara Shpringer, 20, of Jerusalem, remained in serious condition at Assaf Harofeh Medical Center in Rishon Lezion early Monday morning. She was undergoing surgery, but a doctor told Ynet that there was no immediate risk to her life.Shpringer’s sister was among the dozen people lightly injured in the collision, which occurred, near the Anava Interchange, east of Ramle.“It is a difficult scene, with a bus that likely crashed into a truck on the shoulder [of the highway],” said United Hatzalah paramedic Yehiel Miller. “Unfortunately, when I arrived on the scene, I came across a boy and two girls who were unconscious, with no pulse and who were not breathing. Also, several adults who were unconscious and a lot of passengers who were conscious and suffered injuries.”

Russia will 'fail to save' Syria's Assad: Saudi Foreign Minister-AFP-feb 14,16-yahoonews

Riyadh (AFP) - Saudi Foreign Minister Adel al-Jubeir said Sunday that Russia's efforts to support Syrian President Bashar al-Assad will not succeed in keeping him in power.Jubeir told a press conference in Riyadh that previous efforts to prop up Assad, including by Iran, had "failed"."Now, (Assad) has sought the help of Russia, which will fail to save him," he said, urging Moscow to "end its air operations against the moderate Syrian opposition."Russia, Assad's closest ally alongside Iran, began conducting airstrikes in September, targeting mainly rebels backed by the West, according to US officials.Analysts believe that Russia's military intervention in Syria has given Assad a new lease of life and has also deeply alarmed the West. But Jubeir, whose country is among the main Syrian opposition backers, said that "it is impossible for a man behind the killing of 300,000 innocent people... to remain" in power.Assad's departure "is a matter of time... sooner or later, this regime will fall, opening the way for building a new Syria without Bashar al-Assad," said Jubeir. He urged the Syrian regime to "immediately allow the entry of humanitarian assistance to all parts of Syria, end military attacks on innocent civilians... (and) begin a political transition in Syria."A 17-nation Syria Support Group, co-chaired by Russia and the United States, agreed on Friday to seek a "cessation of hostilities" within a week and dramatically ramp up humanitarian access to besieged towns.Critics have said the deal is hobbled by the fact it does not include "terrorist" groups such as the Islamic State group and the Al-Qaeda affiliate Al-Nusra, leaving room for Russia to continue attacks by claiming it is targeting jihadists. The agreement followed a major offensive by Syrian government forces, backed by heavy Russian bombing and Iranian troops, on the rebel stronghold of Aleppo.

Russia has gained upper hand in Syria, Merkel ally says-Reuters-FEB 14,16-YAHOONEWS

MUNICH (Reuters) - Russia had gained the upper hand in Syria and the surrounding region through armed force, a senior conservative ally of German Chancellor Angela Merkel said on Sunday, and he voiced doubts that Moscow would respect a truce plan for the war-torn country."I think Russia has gained the upper hand in the region and this is by historical measures a novelty. And they have done so by the use of armed force," said Norbert Roettgen, head of the foreign affairs committee in the German parliament and a member of Merkel's conservative party.Speaking at a security conference in Munich, he said he was skeptical about how Russia would behave in the days and weeks ahead, despite agreeing to a "cessation of hostilities" which is due to begin in a week's time. The deal agreed by major powers falls short of a formal ceasefire because it was not signed by the warring parties, the Syrian government and the rebels seeking to topple President Bashar al-Assad.A day after the agreement was clinched, Syrian troops, backed by Russian air strikes, made gains against rebels near the northern Syrian city of Aleppo."Russia is determined to create the facts on the ground, and when they have accomplished this, then they will invite the West to fight a common enemy, this is ISIS," Roettgen said. In his view, he said, the approach had disqualified Moscow as a credible partner in fighting Islamic State militants.Participating in the same panel, U.S. Senator John McCain said he did not view the deal, sealed in Munich early Friday morning after nine hours of talks, as a breakthrough."Let's be clear about what this agreement does. It allows Russia's assault on Aleppo to continue for another week," he said."It is no accident that Mr. Putin has agreed on a cessation of hostilities. We have seen this movie before in Ukraine: Russia presses its advantage militarily, it creates new facts on the ground, it uses the denial and delivery of humanitarian aid as a bargaining chip, it negotiates an agreement to lock in the spoils of war," McCain said.(Reporting by Noah Barkin and Shadia Nasralla, editing by Larry King)

(Reuters) - U.S. President Barack Obama urged Russia on Sunday to stop bombing "moderate" rebels in Syria in support of its ally Bashar al-Assad, a campaign seen in the West as a major obstacle to latest efforts to end the war.Major powers agreed on Friday to a limited cessation of hostilities in Syria but the deal does not take effect until the end of this week and was not signed by any warring parties - the Damascus government and numerous rebel factions fighting it.Russian bombing raids directed at rebel groups are meanwhile helping the Syrian army to achieve what could be its biggest victory of the war in the battle for Aleppo, the country's largest city and commercial center before the conflict. There is little optimism that the deal reached in Munich will do much to end a war that has lasted five years and cost 250,000 lives. The Kremlin said President Vladimir Putin and Obama had spoken by telephone and agreed to intensify cooperation to implement the Munich agreement. But a Kremlin statement made clear Russia was committed to its campaign against Islamic State and "other terrorist organizations", an indication that it would also target groups in western Syria where jihadists such as al Qaeda are fighting Assad in close proximity to rebels deemed moderate by the West.Russia says the "cessation" does not apply to its air strikes, which have shifted the balance of power toward Assad. It says Islamic State and the al Qaeda-affiliated Nusra Front are the main targets of its air campaign. But Western countries say Russia has in fact been mostly targeting other insurgent groups, including some they support. The White House said Obama's discussion with Putin stressed the need to rush humanitarian aid to Syria and contain air strikes."In particular, President Obama emphasized the importance now of Russia playing a constructive role by ceasing its air campaign against moderate opposition forces in Syria," the White House said in a statement.AID THREATENED-Relief workers said efforts to deliver humanitarian aid were being threatened by the latest escalation of violence."We must ask again, why wait a week for this urgently needed cessation of hostilities?" said Dalia al-Awqati, Mercy Corps Director of Programs for North Syria. The situation in Syria has been complicated by the involvement of Kurdish-backed combatants in the area north of Aleppo near the Turkish border, which has drawn a swift military response from artillery in Turkey. The Kurdish YPG militia, helped by Russian air raids, seized an ex-military air base at Menagh last week, angering Turkey, which sees the YPG as an extension of the PKK, a Kurdish group that waged a bloody insurgent campaign on Turkish soil over most of the past three decades.Turkey began shelling while demanding that the YPG militia withdraw from areas it has captured from Syrian rebels in the northern Aleppo region in recent days, including the Menagh air base. The bombardment killed two YPG fighters, according to the Syrian Observatory for Human Rights. The Syrian Kurdish PYD party rejected Turkish demands for withdrawal, while the Syrian government said Turkish shelling of northern Syria amounted to direct support for insurgent groups.France called on Turkey to stop the shelling, but Turkey said it would continue to respond to Kurdish militia attacks in Syria.Syria also said Turkish forces were believed to be among 100 gunmen that entered Syria on Saturday with a dozen pick-up trucks mounted with heavy machine guns in an operation to supply rebel fighters.Other fronts were also active on Sunday.Kurdish-backed forces were fighting with insurgent groups near Tel Rifaat in the northern Aleppo countryside, while further south, government forces renewed their shelling of rebel positions to the northwest of Aleppo city. The Observatory also reported air strikes by jets believed to be Russian in areas east of Damascus, north of Homs, and in the southern province of Deraa.Reaction from politicians in the West to the Munich deal was skeptical.U.S. Senator John McCain said he did not view the deal as a breakthrough. "Let's be clear about what this agreement does. It allows Russia's assault on Aleppo to continue for another week," he said at security conference in Munich."Mr Putin is not interested in being our partner. He wants to shore up the Assad regime," McCain said.A senior ally of German Chancellor Angela Merkel said Russia had gained the upper hand in Syria through armed force.Norbert Roettgen, head of the foreign affairs committee in the German parliament, said Russia was determined to create "facts on the ground", to bolster its negotiating position."RECONCILIATION"-As the fighting continued, the Syrian army urged citizens in Deraa province, the Ghouta area east of Damascus, and in rural districts east of Aleppo to quickly seek "reconciliation" with the government.So-called local reconciliation agreements are often seen as a means for the government to force surrender on insurgents, and have typically followed lengthy blockades of rebel areas and the civilians living there.Saudi Arabia confirmed it had sent aircraft to Turkey's Incirlik air base to join the fight against Islamic State, but said any move to deploy Saudi special forces into Syria must await a decision by the U.S.-led coalition combating the militants.Any ground operations in Syria will lead to "a full-fledged, long war", Russian Prime Minister Dmitry Medvedev warned.(Additional reporting by Shadia Nasralla, Angus McDowall, Orhan Coskun, Katya Golubkova and Vladimir Soldatkin; Writing by Giles Elgood; Editing by Dominic Evans)

20 nations join major military manoeuvre in Saudi-AFP-feb 14,16-yahoonews

Riyadh (AFP) - Armed forces from around 20 countries were gathering in northern Saudi Arabia Sunday for "the most important" military manoeuvre ever staged in the region, the official news agency SPA reported. The "Thunder of the North" exercise involving ground, air, and naval forces sends a "clear message" that Riyadh and its allies "stand united in confronting all challenges and preserving peace and stability in the region", SPA said.Saudi Arabia is currently leading a military campaign against Iran-backed rebels in its southern neighbour Yemen. Last December, it also formed a new 35-member coalition to fight "terrorism" in Islamic countries.Sunday's announcement also comes as the kingdom, a member of the US-led coalition targeting the jihadist Islamic State group, said it has deployed warplanes to a Turkish air base in order to "intensify" its operations against IS in Syria.SPA did not specify when the military exercise will begin or how long it will last. However, the agency called it the "most important and largest in the region's history" in terms of the number of nations taking part and the weaponry being used.Twenty countries will be taking take part, SPA said.Among them are Saudi Arabia's five partners in the Gulf Cooperation Council, as well as Chad, Egypt, Jordan, Malaysia, Morocco, Pakistan, Senegal and Tunisia, it added.A Saudi source said on Thursday that members of the new "anti-terrorism" coalition will gather in Saudi Arabia next month for its first publicly announced meeting.Riyadh has said the alliance would share intelligence, combat violent ideology and deploy troops if necessary.

Saudi Arabia says Switzerland to handle its consular affairs in Iran-Reuters-FEB 14,16-YAHOONEWS

RIYADH (Reuters) - Switzerland will handle Saudi Arabia's consular affairs in Iran and will facilitate Iranian pilgrims coming to the kingdom, Saudi Arabia's foreign minister said on Sunday, following a diplomatic dispute between Riyadh and Tehran."Switzerland offered to ... handle the (consular) interests of Saudi Arabia in Iran, and we in the kingdom of Saudi Arabia appreciated that and accepted," Adel al-Jubeir told a joint news conference with his Swiss counterpart. He also said, however, there was no need for mediation in its rift with Iran.(Reporting by Angus McDowall, writing by Sylvia Westall, editing by Larry King)

Saudi deploys jets in Turkey for anti-IS fight-AFP-feb 14,16-yahoonews

Dubai (AFP) - Saudi Arabia has deployed warplanes to a Turkish airbase in order to "intensify" its operations against the Islamic State group in Syria, a senior Saudi defence official has said."The Saudi kingdom now has a presence at Incirlik airbase in Turkey," brigadier general Ahmed al-Assiri was quoted as saying by Al-Arabiya television late on Saturday."Saudi warplanes are present with their crews to intensify aerial operations along with missions launched from bases in Saudi Arabia," Assiri said, without providing further details.Turkish Foreign Minister Mevlut Cavusoglu said Saturday that Saudi jets would be deployed at Incirlik, and that the two countries could participate in ground operations against IS in Syria.Riyadh and Ankara are both opposed to Syrian President Bashar al-Assad, whose foreign minister last week warned that any ground intervention would "amount to aggression that must be resisted".Assiri said the decision to deploy an unspecified number of jets to Turkey followed a meeting in Brussels of US-led anti-IS coalition members, who decided step up their fight against the jihadists in Syria and Iraq.He stressed that Saudi had made its decision in coordination with the coalition and said that a ground operation was being planned."There is a consensus among coalition forces on the need for ground operations and the kingdom is committed to that," Assiri said."Military experts will meet in the coming days to finalise the details, the task force and the role to be played by each country."Turkey on Saturday hit Kurdish and Syrian regime positions in northern Syria, further complicating efforts to end the war, which has killed more than 260,000 since it began in 2011.

Saudi says it intercepted Scud missile from Yemen-AFP-feb 14,16-yahoonews

Riyadh (AFP) - Saudi Arabia intercepted a Scud missile fired towards the kingdom by Iran-backed rebels in Yemen, the Riyadh-led coalition fighting the insurgents has said. The official Saudi SPA news agency said the missile was destroyed by the kingdom's air defences at around 2145 (1845 GMT) on Saturday, around 100 kilometres (60 miles) from its border with Yemen.Yemen's Shiite Huthi rebels meanwhile said in a statement on their sabanews.net website that the missile targeted the Abha Regional Airport in southern Saudi Arabia. The missile "precisely hit its target," it said.Saturday's incident is the third time Saudi Arabia says it has shot down a Scud fired from Yemen. On Tuesday, the coalition said that a Saudi Patriot missile had downed a Scud fired from the rebel-held Yemeni capital, Sanaa.Riyadh has deployed Patriots designed to counter tactical ballistic missiles, which have been fired occasionally since March when the coalition began air strikes in support of the Yemeni government after Huthi rebels seized Sanaa and advanced towards second city Aden.In April last year the Saudi defence ministry said coalition strikes had removed threats to the kingdom's security "by destroying heavy weaponry and ballistic missiles" seized by the Yemeni rebels.Vehicle-borne Scud ballistic missiles have a much longer range and more powerful warhead than the rockets and mortar bombs which have struck the kingdom's southern border regions, killing about 90 civilians and soldiers since the coalition intervention began. The United Nations says more than 6,100 people in Yemen have been killed in the conflict since March, about half of them civilians.

Syrian Kurdish party rejects Turkish demands, warns against intervention-Reuters-FEB 14,16-YAHOONEWS

BEIRUT (Reuters) - The Syrian Kurdish PYD party on Sunday rejected Turkish demands that allied militia withdraw from positions near the border that are being shelled by Turkish army, and warned that Syrians would resist any Turkish intervention in the country.Saleh Muslim, the co-chair of the PYD, told Reuters Turkey had no right to intervene in Syria's internal affairs, adding that an air base shelled by the Turkish army on Saturday had been in the hands of the al Qaeda-linked Nusra Front until forces allied to the PYD captured it last week."Do they want the Nusra Front to stay there, or for the regime to come and occupy it?" Muslim said by telephone.Turkish Prime Minister Ahmet Davutoglu on Saturday demanded the PYD withdraw from areas north of Aleppo he said had been captured by the Kurdish group. Asked if he rejected that demand, Muslim said: "Of course".Saleh said the air base was captured by the PYD-allied Syria Democratic Forces, which includes Arabs and Turkmen alongside the powerful Syrian Kurdish YPG militia. He added that if Turkey intervened in Syria they would find "the entire Syrian people confronting them".Turkey on Saturday demanded the YPG militia withdraw from areas that it had captured in the northern Aleppo region in recent days from insurgents in Syria, including the Menagh air base. The Turkish shelling has targeted those areas.Turkey has been alarmed by the expansion of Kurdish sway in northern Syria since the start of the conflict in 2011. The YPG controls nearly all of Syria's northern frontier with Turkey, and has been a close ally of the United States in the campaign against Islamic State in Syria.Ankara views the group as an extension of the Kurdistan Workers Party (PKK), which has waged a three-decade-old insurgency for autonomy in southeast Turkey.(Reporting by Tom Perry, editing by Larry King)

North Korea took 70 percent of Kaesong wages for weapons program: South Korea-Reuters-FEB 14,16-YAHOONEWS

SEOUL (Reuters) - South Korea said 70 percent of the U.S. dollars paid as wages and fees for the suspended Kaesong industrial project, run jointly with the North, had been diverted for Pyongyang's weapons program and luxury goods for leader Kim Jong Un.It is the first formal acknowledgement by the South that the 55,000 North Korean workers at the Kaesong complex saw little of the $160 they were paid on average a month.South Korea on Wednesday suspended the project as punishment for the North's long-range rocket launch on Feb. 7 saying it would no longer allow the funds paid to Kaesong to be used in the North's missile and nuclear programs. The North conducted its fourth nuclear test last month. The North called the South's move to suspend operations "a declaration of war" and kicked out all South Korean workers on Thursday and froze the assets of the South Korean firms."The wages for the North's workers and other fees were paid in cash in U.S. dollars to the North's authorities and not to the workers," South Korea's Unification Ministry said on Sunday. "This is believed to be channeled in the same way as other foreign currency it earned."The cash is then kept and managed by the ruling Workers' Party's Office 39 and other agencies, the ministry said. The ministry said it had confirmed the movement of the money through various sources but did not specify them.Office 39 is widely believed to exist to finance the luxurious lifestyle of the North's leader. The office is also believed to be part of the North's agencies that fund the country's missile and nuclear program. The South Korean government and companies had invested about 1 trillion won ($829 million) in Kaesong including 616 billion won in cash since it opened more than a decade ago, Unification Minister Hong Yong-pyo said on Wednesday.Kaesong's North Korean workers were given a taste of life in the South, working for the 124 mostly small and medium sized manufacturers that operated there, about 54 km (34 miles) northwest of Seoul. The minimum wage for North Korean workers was about $70 a month, although the companies paid more than double that amount after overtime and bonuses - still low compared with wages in the South. The Kaesong project resulted from the first summit meeting of the rival Koreas in 2000, where their leaders pledged reconciliation and cooperation. It was the last remaining symbol of that effort in volatile North-South relations over the years.Kaesong had been shut only once before, for five months in 2013, amid heightened tensions following North Korea's third nuclear test, although its continuing existence often seemed tenuous.(Reporting by Jack Kim; Editing by Eric Meijer and Michael Perry)

US deploys more Patriot missiles in South Korea-AFP-February 12, 2016 11:42 PM-YAHOONEWS

Seoul (AFP) - The United States has temporarily deployed an additional Patriot missile battery in South Korea following North Korea's recent nuclear test and long-range rocket launch, US Forces Korea said Saturday. The move came as the two allies plan to start detailed discussions on bringing in an advanced, high-altitude US missile defence system opposed by China as early as next week."This deployment is part of an emergency deployment readiness exercise conducted in response to recent North Korean provocations," the US Forces Korea said in a press statement, referring to the temporary roll-out of a Patriot missile battery, which was flown from Fort Bliss, Texas this week."Exercises like this ensure we are always ready to defend against an attack from North Korea," said Lieutenant General Thomas Vandal, commander of the US Eighth Army. The newly deployed Patriot battery is conducting ballistic missile defence training with the Eighth Army's 35th Air Defense Artillery Brigade at Osan Air Base, some 47 kilometres (30 miles) south of Seoul. The brigade has its own two Patriot battalions. One Patriot battalion is reportedly composed of four batteries.Just hours after North Korea launched a long-range rocket that both condemned as a disguised ballistic missile test, South Korea and the United States announced their intention to start discussions on deployment of the Terminal High Altitude Area Defence System (THAAD).The Pentagon has since stressed that it would like the system to be deployed in South Korea "as quickly as possible".A senior South Korean defence ministry official said Friday detailed discussions on THAAD deployment would kick off as early as next week.China and Russia argue that it would trigger an arms race in the region, with Beijing voicing its "deep concern" over the deployment.South Korea had previously declined to formally discuss bringing in THAAD in deference to the sensitivities of China, its most important trade partner. But North Korea's continued missile testing and frustration with Beijing's resistance to imposing harsh sanctions on Pyongyang apparently triggered a change in Seoul's stance.

Beijing pins Hong Kong riot on 'radical separatists'-AFP-FEB 14,16-YAHOONEWS

In unusually blunt remarks on a local Hong Kong matter, Zhang Xiaoming, Beijing's top representative in the semi-autonomous city, told reporters the violence that left dozens of police officers hurt also showed elements of "terror"."After the riot in Mong Kok, we are feeling very much shocked and saddened," Zhang told reporters."We strongly condemn those radical separatists who have become increasingly violent, even (carrying out) activities that showed terror tendencies," the director of China's Liaison Office in Hong Kong said in Chinese. The clashes erupted when protesters gathered following official attempts to remove illegal hawkers from the busy commercial neighbourhood of Mong Kok during Lunar New Year celebrations late Monday night.Police fired warning shots in the air, while demonstrators hurled bricks levered up from pavements, charged police lines with homemade shields and set rubbish on fire.About 100 people were injured, including police officers, journalists and protesters, and 65 were arrested in the rare outbreak of violence. Some 30 have been charged with rioting.Hong Kong leader Leung Chun-ying said Sunday most of the protesters were unemployed and did not reflect mainstream views."The majority of them are jobless. Quite many of them belong to radical political groups. Their political demands... cannot reflect the majority of society," the chief executive said. The battles have been dubbed the "fishball revolution" after a favourite Hong Kong street snack and reflect underlying tensions over the erosion of the city's traditions.Demonstrators included "localist" activists who want to restrict Beijing's influence on the city.Mong Kok, on the city's Kowloon peninsula, was the scene of some of the worst violence during the 79-day "Occupy" pro-democracy street protests in late 2014.The mass rallies seeking fully free leadership elections in the city blocked some major streets for more than two months. But the rallies failed to win concessions from the authorities.Pro-democracy activist Joseph Cheng said weighing in on the protest was a tactic by Beijing to justify its hardline approach to the pro-democracy movement."The whole idea, of course, is to condemn the protesters in association with the pro-democracy movement in the public opinion war," the retired scholar, who has advocated direct leadership elections for Hong Kong, told AFP."Condemning the riot has the purpose of justifying the hardline (stance) of Beijing,"He added he expected the Hong Kong authorities to conduct a "neutral investigation" into the incident, despite the outspoken comments from Beijing.Hong Kong was returned by Britain to China in 1997 with its way of life protected for 50 years by a joint agreement. But there are fears that freedoms enshrined in the agreement are being eroded by Chinese influence, including the recent case of five Hong Kong publishers known for titles critical of Beijing, four of whom it is confirmed have been detained on the mainland.

Navy considers electric gun for a Zumwalt-class destroyer-Associated Press By DAVID SHARP-feb 14,16-yahoonews

BATH, Maine (AP) — Development of a futuristic weapon depicted in video games and science fiction is going well enough that a Navy admiral wants to skip an at-sea prototype in favor of installing an operational unit aboard a destroyer planned to go into service in 2018.The Navy has been testing an electromagnetic railgun and could have an operational unit ready to go on one of the new Zumwalt-class destroyers under construction at Bath Iron Works.Adm. Pete Fanta, the Navy's director of surface warfare, has floated the idea of foregoing the current plan to put a prototype on another vessel this year and instead put it directly on future USS Lyndon B. Johnson, though no final decision has been made."The Zumwalt-class is one of a number of options being explored for the electromagnetic railgun," said Lt. Cmdr. Hayley Sims, a Navy spokeswoman. "Due to the size, weight and power requirements, some platforms will be better suited for the technology than others."Railguns use electricity instead of gunpowder to accelerate a projectile at six or seven times the speed of sound — creating enough kinetic energy to destroy targets. It's literal whiz-bang technology that holds the possibility of providing an effective weapon at pennies on the dollars compared to smart bombs and missiles. There has been talk since the inception of the Zumwalt program that the massive destroyers would be a likely candidate for the weapon because of its power plant. The USS Johnson will be the third and final destroyer in the Zumwalt class. The 600-foot-long warship uses marine turbines similar to those that propel the Boeing 777 to help produce up to 78 megawatts of electricity for use in propulsion, weapons and sensors. That's more than enough juice for the railgun. If it's placed on the warship, the system could replace one of the forward turrets housing a 155mm gun that fires rocket-propelled projectiles. For now, however, the official plan remains for the railgun prototype to be tested aboard a joint high speed vessel this year. But there are concerns that the plan may be pushed back into 2017, and Fanta suggested skipping it altogether. The railgun, along with laser weaponry, are two futuristic technologies that Fanta said have evolved from being a matter of scientific research to one of practical engineering. The Navy is interested in those weapons — along with smart munitions that can improve existing naval guns — because of their low cost as well as lethality."The Navy is determined to increase the offensive punch of the surface warships," said Loren Thompson, a defense analyst at the Lexington Institute. "To do that with a limited budget, it needs to look at everything from smart munitions to railguns to lasers."The railgun discussion isn't widely known inside the shipyard.Bath Iron Works, a subsidiary of General Dynamics, had no comment.Shipbuilder Charles Davis said there was talk of a railgun when the yard began work on the first ship in the class, but he said there's been no discussion since then."They've been pretty tight-lipped about it," he said.___Follow David Sharp on Twitter at https://twitter.com/David_Sharp_AP. Republicans’ vow to block Obama Supreme Court nominee comes with risks-Meredith Shiner-Political correspondent-February 13, 2016-yahoonews

The U.S. Senate should not act to fill the sudden Supreme Court vacancy opened up by the death of Justice Antonin Scalia until after President Obama departs office, Republican Senate Majority Leader Mitch McConnell said in a statement Saturday.“The American people should have a voice in the selection of the next Supreme Court justice. Therefore, this vacancy should not be filled until we have a new president,” McConnell said.Senate Judiciary Committee Chairman Chuck Grassley, R-Iowa, as well as current Republican presidential candidates and Sens. Marco Rubio and Ted Cruz, also came out of the gate opposing confirmation of a final Obama Supreme Court nominee. The Republican majority in the Senate gives the party leverage for a battle with Obama over a new Supreme Court nomination, but would not be without risks. Any nominee would need 60 affirmative votes on cloture to proceed to final confirmation, meaning that Obama would be under pressure to choose a more moderate versus liberal justice in order to win the at least 14 Republicans he would need to support his nominee. That pressure would vanish if Republicans cannot retake the White House in 2016 or hold their majority in the Senate. Many Republicans in D.C. are skeptical that the party will be able to do either, especially if Donald J. Trump or Ted Cruz win the GOP presidential nomination. These establishment Republicans have seen evidence that Trump or Cruz would create a drag on races lower down the ballot, such as the Senate races in November, and are worried Republicans could lose the Senate.Republicans currently hold the Senate majority with 54 members, but 24 of those seats are being contested this year — including seven in states where Obama won twice. If Republicans wait and Democrats win the White House and regain the Senate majority, a hypothetical President Hillary Clinton, for example, would have greater leeway to select a more liberal justice than Obama might have submitted. But the politics could also work in Republicans’ favor, as mobilization for a Supreme Court nomination by a Republican president could cause conservative voter turnout to spike in 2016, helping candidates across the board. Democrats, of course, would similarly seek to boost turnout and support based on the nomination fight (or lack thereof). There is precedent for the Senate to act in a presidential year on a confirmation. Justice Anthony Kennedy was chosen by Republican President Ronald Reagan and confirmed by a Democratic Senate on February 3, 1988 — also the last year of a lame-duck presidency. But SCOTUSBlog’s Tom Goldstein does not see a scenario in which Senate Republicans will change their minds.“Theoretically, that process could conclude before the November election. But realistically, it cannot absent essentially a consensus nominee — and probably not even then, given the stakes,” he wrote. “A Democratic president would replace a leading conservative vote on a closely divided court. The Republican Senate will not permit such a consequential nomination — which would radically shift the balance of ideological power on the court — to go forward.”Democrats, of course, do not see it that way, but without the Senate majority, there’s little they can do but highlight what they believe is political negligence and then campaign on that. Senate Minority Leader Harry Reid called on Obama to send a nominee to the Senate, and Obama said Saturday night he would, indeed, nominate someone. The top Democrat on the Senate Judiciary Committee, Patrick Leahy, released a statement mourning Scalia and calling on Republicans to work with Democrats to replace him swiftly because failing to do so would weaken democracy “for partisan reasons.”“I hope that no one will use this sad news to suggest that the president or the Senate should not perform its constitutional duty,” Leahy said. “The American people deserve to have a fully functioning Supreme Court. The Supreme Court of the United States is too important to our democracy for it to be understaffed for partisan reasons. It is only February. The president and the Senate should get to work without delay to nominate, consider and confirm the next justice to serve on the Supreme Court.”

Ted Cruz says he will ‘absolutely’ filibuster Obama’s nominee to replace Scalia-Dylan Stableford-Senior editor-February 14, 2016-yahoonews

Texas Sen. Ted Cruz is threatening to filibuster any Supreme Court nominee made by President Obama to replace the late Supreme Court Justice Antonin Scalia.“This should be a decision for the people,” Cruz said on ABC’s “This Week With George Stephanopoulos” on Sunday. “Let the election decide. If the Democrats want to replace [Scalia], they need to win the election. But I don’t think the American people want a court that will strip our religious liberties. I don’t think the American people want a court that will mandate unlimited abortions on demand, partial-birth abortion with taxpayer funding and no parental notification, and I don’t think the American people want a court that will write the Second Amendment out of the Constitution.”On Saturday, Obama said he plans “to fulfill my constitutional responsibilities to nominate a successor in due time,” pressing the Senate to “fulfill its responsibility to give that person a fair hearing and a timely vote.”Asked whether he would filibuster Obama’s choice, Cruz said: "Absolutely.”Scalia, who died suddenly Saturday at the age of 79, was the court’s longest-serving member and an outspoken conservative champion of the Constitution. His death, Cruz said, will have a “profound impact” on the Republican primary — and that voters ought to think about who the next president would nominate to the land’s highest court.“If Donald Trump becomes president, the Second Amendment will be written out of the Constitution because it is abundantly clear that Donald Trump is not a conservative,” Cruz said. “He will not invest the capital to confirm a conservative, so the result will be the same whether it’s Hillary [Clinton], Bernie [Sanders] or Donald Trump. The Second Amendment will go away.”Cruz added: “Anyone that writes checks to Chuck Schumer and Harry Reid and Jimmy Carter and Hillary Clinton does not care about conservative justices on the court.”During Saturday night’s GOP debate in South Carolina, Trump urged Senate Majority Leader Mitch McConnell to stop Obama from nominating Scalia’s replacement.“It’s called delay, delay, delay,” Trump said.Dr. Ben Carson also called on the president to delay picking a Supreme Court nominee.“We need to start thinking about the divisiveness that is going on in our country,” Carson said. “I looked at some of the remarks that people made after finding out that Justice Scalia had died, and they were truly nasty remarks. And that we have managed to get to that position in our country is truly a shame. And we should be thinking about how we could create some healing in this land.”Florida Sen. Marco Rubio called Scalia one of the greatest defenders of the Constitution in U.S. history.“You talk about someone who defended consistently the original meaning of the Constitution, who understood that the Constitution was not there to be interpreted based on the fads of the moment, but it was there to be interpreted according to its original meaning,” Rubio said. “Justice Scalia understood that better than anyone in the history of this republic.”Rubio continued: “I do not believe the president should appoint someone. And it’s not unprecedented. In fact, it has been over 80 years since a lame duck president has appointed a Supreme Court justice. And it reminds us of this — how important this election is. Someone on this stage will get to choose the balance of the Supreme Court, and it will begin by filling this vacancy that’s there now. And we need to put people on the bench that understand that the Constitution is not a living and breathing document. It is to be interpreted as originally meant.”Former Florida Gov. Jeb Bush believes that Obama has “every right to nominate” someone to replace Scalia, but he “needs to appoint someone with a proven conservative record, similar to Justice Scalia, that is a lover of liberty, that believes in limited government, that consistently applied that kind of philosophy, that didn’t try to legislator from the bench, that was respectful of the Constitution.”During the debate, Cruz offered his full-throated praise of Scalia, and warned voters that the next justice could have a profound impact on their lives.“He was somebody that I knew for 20 years,” Cruz said. “He was a brilliant man. He was faithful to the Constitution. He changed the arc of American legal history. And I’ll tell you, his passing tonight, our prayers are with his family, with his wife, Maureen, who he adored, his nine children, his 36 grandkids. But it underscores the stakes of this election. We are one justice away from a Supreme Court that will strike down every restriction on abortion adopted by the states. We are one justice away from a Supreme Court that will reverse the Heller decision, one of Justice Scalia’s seminal decisions that upheld the Second Amendment right to keep and to bear arms.”He added: “We are one justice away from a Supreme Court that would undermine the religious liberty of millions of Americans — and the stakes of this election, for this year, for the Senate, the Senate needs to stand strong and say, ‘We’re not going to give up the U.S. Supreme Court for a generation by allowing Barack Obama to make one more liberal appointee.’”

Donald Trump Doubles Down on Attacks of Bush Family-ABC News By NICKI ROSSOLL-feb 14,16-yahoonews

Republican presidential frontrunner Donald Trump doubled down on his attacks of his rival Jeb Bush and his brother, former President George W. Bush, Sunday on ABC's "This Week."“I think he did a terrible thing when he went into Iraq,” Trump said about the former president. The real estate mogul then criticized other Republicans for not going after Pres. Bush and instead being "politically correct."At Saturday's debate in South Carolina, Trump got into a heated exchange with the former Florida governor about his brother's role in the 9/11 attacks."I'm sick and tired of him going after my family," Bush said to applause Saturday night. "While Donald Trump was building a reality TV show, my brother was building a security apparatus to keep us safe and I'm proud of what he did.""The World Trade Center came down during your brother's reign. Remember that," Trump responded. When pressed about his previous call to impeach Pres. Bush, Trump did not dispute that he said it but wouldn’t repeat it, saying it was “past time.”Trump also shifted blame for the Affordable Care Act to the two brothers."Jeb Bush pushed him through the brother. They were close," Trump said referring to the appointment of Chief Justice John Roberts. "We have Obamacare because of Ted Cruz, Jeb Bush, and George Bush."

Tens of Thousands of Sharks Spotted 'A Stone's Throw' From Florida Beaches-Inside Edition By Inside Edition-yahoonews-feb 14,16

Researchers flying above the Sunshine State's Atlantic coast on Friday spotted a massive migration of black tip sharks swimming uncomfortably close to popular beaches."There are literally tens of thousands of sharks a stone's throw away from our shoreline,"  You could throw a pebble and literally strike a shark. They are that close," said Florida Atlantic University biological sciences professor Dr. Stephen Kajiura.Kajiura is part of a team that's researchers who tag and observe the blacktips in an attempt to better understand their migration habits. He told WPEC that the blacktip sharks were densest across the 20 mile stretch from highly populated Palm Beach to Singer Island, Florida. While the blacktip has never been connected to a single fatal attack, scientists believe they are likely to blame for most shark bite incidents in Florida due to their prevalence in the waters off the coast of the state.Expert Gives Tips to Protect Yourself Against Shark Attack: 'Punch a Shark in the Snout, Grab His Gills'-Those who'd like to plan their trip around this migration event, take note: the sharks will likely be sticking around in Palm Beach County for the next month or so. Or, just take your chances. Kajiura doesn't believe beachgoers should be too concerned--though his reasoning might not convince everyone."Even though we have this huge number of sharks...we have relatively few bites," the researcher told the Palm Beach Daily News. "When you consider the number of people in the water and the number of sharks in the water you’d think there would be a lot of interaction."

Pope to lead mass in rough Mexico crime city-AFP By Jennifer Gonzalez Covarrubias, Jean-Louis De La Vaissiere-FEB 14,16-YAHOONEWS

Ecatepec (Mexico) (AFP) - Pope Francis will celebrate an open-air mass in a crime-plagued Mexico City suburb on Sunday after thousands of pilgrims spent the night outdoors, awaiting his message of peace in the cold. The Catholic faithful wrapped themselves in blankets, using plastic and cardboard to build makeshift tents on a university's field, where 300,000 were expected for the service.Ecatepec, a concrete maze of 1.6 million people, is in the state of Mexico, a region that has become infamous for a spate of disappearances of women, whose bodies sometimes turn up in abandoned lots or canals. Some 600 women have been killed between January 2014 and September 2015 in the state, according to the non-governmental National Citizen Observatory of Feminicides. Some pilgrims said that despite the city's bad reputation, they were not concerned about spending the night outside. Hundreds of police officers stood guard around the field."We know that Ecatepec has a lot of problems like the lack of security and kidnappings," said Rodrigo Perez, a 25-year-old public security student. But the pope's visit, he said, is a chance to "talk about peace and unity."- 'Prophetic courage' -The Argentine-born pontiff made it clear before his arrival in Mexico that he would speak out about the corruption and crime afflicting parts of the country. He used his visit to the National Palace and the capital's cathedral on Saturday to bluntly tell political and religious leaders to do more to bring peace to the country. At the palace, with President Enrique Pena Nieto by his side in a patio packed with lawmakers and government officials, Francis told them they had a duty to give "true justice" and "effective security" to Mexicans.Later, he told bishops at the cathedral to take on the scourge of drug trafficking with "prophetic courage" and avoid hiding "behind anodyne denunciations."Many Mexicans, fed up with a decade of drug violence that has left 100,000 dead or missing, had hoped to hear such words from the 79-year-old pontiff.Pope Francis has chosen to visit some of Mexico's most troubled regions during his five-day trip to the world's second most populous Catholic country. The crimes against women in the state of Mexico, which surrounds the capital, prompted the federal government to declare a "gender violence alert" requiring protective measures in 11 towns, including Ecatepec.- Faith in God -"People who kill or who are wicked should think about the fact that we are women and that we should be respected," said Mariana Virginia Hernandez, 45, who came from the neighboring state of Hidalgo for the mass and wore several sweaters and a poncho to resist the cold.Ana Yeli Perez, legal adviser at the National Citizen Observatory of Feminicides, said the organization is "concerned about the lack of visibility of the issue because the government controls it. We hope the pope speaks about it."But Karla Paola Romero, a 21-year-old activist who was nearly kidnapped three years ago, said gender violence would not be resolved "with a miracle."Romero, who will not be at the mass, spoke near a hill where a woman's body was found in December. The victim had been raped and hanged. The pope will face other tough issues during his trip.On Monday, Pope Francis will travel to Mexico's poorest and least Catholic region, the southern indigenous state of Chiapas. He will visit on Tuesday the capital of Michoacan, a western state where farms formed vigilante forces to counter a drug cartel in 2013.The pope caps the trip in Mexico's former murder capital, Ciudad Juarez, for a mass that will span the US and Mexican borders to highlight the plight of migrants.

Police: 3 killed, scores to hospitals after huge I-78 pileup-Associated Press-feb 13,16-yahoonews

FREDERICKSBURG, Pa. (AP) — A pileup involving dozens of vehicles on a Pennsylvania interstate that killed three people and sent dozens to hospitals appears to have been related to a passing snow squall, authorities said Saturday.Trooper Justin Summa said three fatalities had been confirmed following the 9:45 a.m. Saturday crash which involved at least 50 commercial and private vehicles. Police said more than 40 people were transported to several hospitals following the crash in Interstate 78 in Bethel Township. The pileup left tractor-trailers, box trucks and cars tangled together across three traffic lanes and into the snow-covered median about 75 miles northwest of Philadelphia.Megan Manlove of Penn State Hershey Medical Center said 10 patients had been brought in from the crash, three in critical condition, three with moderate to severe injuries and four with minor injuries.Trooper Adam Reed said investigators believe that "passing snow squalls played a role in causing the crash."PennLive.com reported that some witnesses reported sudden whiteout conditions on the interstate before the crash."It just turned real white," Raul Jardine of Allentown said, adding that all he could see were the brake lights of the car in front of him, so he slowed down and was hit from behind.Nearby resident James Steffy told WHP-TV that the crash "sounded like two bombs went off.""We thought it was thunderclouds, and my wife ran up over the hill and saw the accident," he said.Police said more than 70 people were taken to a warming shelter operated by the American Red Cross at a firehouse in the area."We're keeping them warm, keeping them fed and hopefully going to provide them with some rental cars," Summa said. The Penn State-Lehigh Valley men's basketball team was heading to a game in New Kensington when the team's chartered bus was hit by a tractor-trailer, the university said. Officials said there were no serious injuries to anyone and the students were "on a warm, dry bus" but were being taken to a hospital as a precaution.Pennsylvania Emergency Management Agency spokesman Cory Angell said an emergency operation center was activated and a special response team was at Fort Indiantown Gap to deliver stockpiled supplies such as food and water if they are needed.Angell said drivers were being urged to use caution due to extremely cold temperatures and blowing snow making roads hazardous even though they have been plowed."You could be driving down the interstate and all of a sudden conditions change because the winds are drifting the snow," he said.Police said the interstate would remain closed until at least midnight, and people wishing to recover their cars should call the state police in Lebanon County after 6 a.m. Sunday.___This story has been corrected to show that police now say more than 40 people were taken to hospitals, not 70.
