Oil rig shakeup set for offshore N.L. as Statoil winds down drilling program-[CBC]-March 3, 2016-YAHOONEWS

Hercules will soon make way for Henry in Newfoundland's offshore, with one drill rig set to depart as early as this spring, while an old reliable is prepped for a return.Statoil has confirmed it will conclude an 18-month drilling program in the Flemish Pass in the coming months, meaning the West Hercules semi-submersible will likely leave the region. But the number of rigs in the offshore is expected to remain at two for the foreseeable future, with the Henry Goodrich expected to return in May to begin a two-year drilling program for Husky in the White Rose Field.A third rig, the West Aquarius, remains under contract to Hibernia until April 2017.The shifting landscape in the drilling sector further adds to the uncertainty in the province's oil industry, which is reeling under the affects of a prolonged and punishing slump in prices.Companies have been cutting jobs, streamlining operations and deferring spending on major projects.Sources say there is already a surplus of workers who specialize in drilling, and the departure of the Hercules will only compound the situation. The Hercules has a total complement of 251 crew, 65 per cent of whom are residents of Newfoundland and Labrador.Statoil says it's not yet clear what's in store for the rig, which is owned by Seadrill. An old regular returns-Any job losses could be offset by the return of the Henry Goodrich, which has been a mainstay in the oil industry off eastern Newfoundland for many years. It is currently undergoing a refit in Norway, and will have a total crew of about 240.Husky says about 90 per cent of the workers on that rig will be from this province. The Hercules has been carrying out exploration and appraisal drilling of recent discoveries in the Flemish Pass. This includes a significant discovery known as Bay du Nord that is considered by many to be the next best hope for a producing oil field in the offshore.A spokesperson for Statoil said results of that drilling continues to be evaluated.Talks collapsed last fall-Talks between the provincial government and Statoil on an agreement to develop the field collapsed last fall amid a prolonged and punishing slump in oil prices that is delivering a debilitating blow to the economy.Statoil says it is prioritizing its investments in favour of those that will bring the best long-term returns."Bay du Nord is no exception from this approach, which makes the current exploration program important to help further our knowledge of the potential of the area," Statoil stated in an email to CBC News.Meanwhile, Husky is contracting the Goodrich at a day rate of $275,000, which is dramatically lower than the roughly $475,000 it was paying for the Goodrich a year ago.The lower price is symbolic of how much the industry has changed, with one insider saying it's now a buyers' market for those wanting to carry out drilling and exploration.

World's No. 2 Currency Trader Sees Dollar Surge as Misery Wanes-Lananh Nguyen-Updated on March 3, 2016 — 6:39 PM EST-BLOOMBERG

When misery fades, the dollar rallies. That’s the contention of Deutsche Bank AG, the world’s second-biggest currency trader according to Euromoney magazine, which expects the greenback to resume its surge this year after slumping in February. The misery index, a measure of inflation and unemployment, fell in November to the lowest in almost six decades, underpinning the currency’s outlook. The jobless rate is forecast to hold at an eight-year low Friday as the Federal Reserve weighs the path of U.S. interest rates.“The misery index is not miserable,” said Alan Ruskin, the bank’s global co-head of foreign-exchange research in New York. "The tighter the labor market is, the more likely that we’re in a cycle where the Fed is going to be supportive of the dollar."The Bloomberg Dollar Spot Index, which tracks the currency against 10 major peers, dropped 1.8 percent in February on concern that a global economic slowdown will drag down the world’s biggest economy. The currency’s stumble last month, which was its worst since April 2015, follows a two-year rally on speculation that the Fed would boost borrowing costs while its biggest peers carried out unprecedented stimulus.Ruskin forecasts the greenback will strengthen to 95 cents against the euro by the end of the year. It’s far too early to be calling a top even after last month’s soft patch, he said. The dollar was little changed at 113.71 yen as of 8:33 a.m. in Tokyo Friday, after adding 0.2 in New York. The greenback rose 0.1 percent against the euro to $1.0952 after reaching a one-month high earlier this week.-Jobs Watch-The U.S. unemployment rate is forecast to remain at 4.9 percent while payrolls probably climbed by 195,000 in Friday’s employment report, according to the median estimates of analysts surveyed by Bloomberg. Consumer prices rose 1.4 percent in January versus a year earlier, data from the Labor Department showed last month. The misery index, which tracks inflation and unemployment, was at 6.3 on Thursday after falling to 5 in November, the lowest level since 1956.While it’s an "imperfect" indicator that often lags, rather than predicts, the dollar’s strength, the index still shows that a strong jobs market can underpin the currency, Ruskin said. "Sometimes the strength is the simplicity," he said.

Singapore Banking Secrecy Makes Ripe Target for IRS-David Voreacos-Updated on March 3, 2016 — 6:37 PM EST-BLOOMBERG

The Internal Revenue Service sought to make UBS Group AG turn over records on an account in Singapore held by a U.S. citizen, setting up a showdown with the city-state over its bank-secrecy laws and potentially opening a new front against offshore tax evasion beyond Switzerland. The IRS asked a federal judge in Miami to force UBS, the largest Swiss bank, to produce documents on Ching-Ye Hsiaw, who lives in China. The judge on Wednesday told UBS to show up in court on March 31 to explain why it has refused to supply the account records.“They’re holding UBS hostage in the U.S. by saying you subjected yourself to U.S. jurisdiction, now produce these records outside the U.S.,” said Jeff Neiman, a former federal prosecutor. “It’s setting up a showdown of Singapore secrecy versus the U.S. need to enforce its tax laws.”UBS spokesman Gregg Rosenberg declined to comment on the case immediately. Hsiaw couldn’t immediately be reached for comment. The U.S. has focused largely on Switzerland in recent years as it has fought offshore tax evasion. More than 80 Swiss banks, including UBS and Credit Suisse Group AG, have agreed to pay a total of $5 billion or so in penalties and fines. The question is where the IRS and the Justice Department will turn next as they sift through a trove of data gathered from Swiss banks and from more than 50,000 U.S. taxpayers who disclosed their accounts to avoid prosecution.-Singapore Secrecy-The Hsiaw case provides some clues. IRS agents served a summons on UBS in 2013 for records of his account in Singapore from 2001 to 2011. The bank said it couldn’t produce them because Singapore’s bank secrecy laws prevent disclosure without permission from Hsiaw, which he hasn’t provided, according to a court filing.“Even if Singapore’s bank secrecy laws, as UBS contends, precludes disclosure of the summoned bank records relating or pertaining to Hsiaw’s Singapore account(s), international comity requires that the records be disclosed,” IRS revenue agent James Oertel said in the filing.“The interest of the United States in combating tax evasion by U.S. taxpayers outweighs the interest of Singapore in preserving the privacy of its bank customers,” Oertel wrote.Neiman, the former prosecutor, said that “UBS can be held in contempt if they don’t produce the records. I think it’s the IRS’s way to start getting at Singapore.”Neiman was one of the prosecutors on a landmark case in 2009, filed in Miami, in which UBS avoided prosecution by paying $780 million, admitting it encouraged tax evasion, and agreeing to turn over secret account data on U.S. citizens. The case is U.S. v. UBS, 16-mc-20653, U.S. District Court, Southern District of Florida (Miami).

China Merchants in Hiring Spree to Cater to Surplus Millionaires-Alfred Liu-March 3, 2016 — 4:30 PM EST-BLOOMBERG

As the largest wealth manager for China’s millionaires races to hire bankers, there’s one question it won’t ask prospective employees: Can you bring any clients? That consideration -- a standard one for private banks in most markets -- is irrelevant in China, where the ranks of the wealthy are growing so fast that the banks trying to serve them are struggling to keep up, according to China Merchants Bank Co.“What we want from candidates is different from firms in places like Hong Kong," said Wang Jing, general manager for the Chinese firm’s private-banking department. “Bringing over customers is the last question we ask. It doesn’t really matter how many they can bring.”Shenzhen-based CMB is planning to hire 300 new private bankers and advisers this year to add to the existing staff of 1,000, as well as expand its overseas network as wealthy Chinese look to put an increasing proportion of their assets in international markets. The private bank’s assets under management are expected to increase 30 percent to about 1.6 trillion yuan ($245 billion) this year, Wang said.“Unlike private banks elsewhere, there’s no lack of clients,” said Wang, whose department manages money for about 50,000 individuals with at least 10 million yuan of assets. “We need bankers who can provide diversified services instead of bringing in their existing clients, because we already have a lot,” she said.-Wealth unit-CMB’s private bank has a natural source of customers from the more than 1.5 million customers in its wealth-management unit. They can move over to the more exclusive private bank as soon as their assets grow beyond the 10 million-yuan threshold.Wang said she’s not too bothered about foreign banks which are ramping up their wealth-management operations in China. Zurich-based UBS Group AG said in January it will double its staff in China over five years; HSBC Holdings Plc said in February that it will stick to its hiring plan in the country despite cooling economic growth, albeit at a slower pace than originally planned.“Global banks are indeed stronger in terms of experience and products,” Wang said. “But we grow together with our clients and we have a better grasp of what they need.”China’s banking and wealth-management industries remain dominated by the local lenders. UBS and Goldman Sachs Group Inc. are the only foreign firms that have broad licenses which allow them to offer a full range of onshore private banking, asset management and brokerage trading services. Foreign private banks tend to manage the wealth of mainland Chinese individuals mainly from their offices in Hong Kong and Singapore.CMB’s private bank, established in 2007, was the largest in China in terms of assets under management as of 2014, the last period for which fully comparable figures are available. It managed 753 billion yuan, compared with 736 billion yuan at Industrial & Commercial Bank of China Ltd. and 720 billion yuan at Bank of China Ltd., according to the banks’ annual reports.-China’s millionaires-In China, the number of individuals owning at least $1 million of assets rose more than 17 percent to 890,000 in 2014 from a year earlier and their combined wealth jumped 19 percent to $4.5 trillion, according to data from Capgemini SA. That was more than double the 8.3 percent growth in the number of North American millionaires, and the 9.1 percent increase in their assets, during the same period.CMB’s fee income from wealth management, which serves clients with an average daily balance of at least 500,000 yuan, roughly doubled in the first nine months of 2015, a stock exchange filing showed. The bank has more than 60 million retail customers and has issued 64 million credit cards in total, according to its 2015 interim report.CMB plans to start private-banking operations in Sydney and Luxembourg by the end of this year or early in 2017, to follow customers expanding their overseas portfolios, according to Wang. China’s rich are increasingly making offshore investments to diversify their risks, with a typical wealthy client holding about 20 percent to 30 percent of their assets outside the mainland, she said. While the yuan has been depreciating from last year, Wang said she isn’t expecting a massive capital flight.“The mainland is still where they are familiar with and is their home turf,” Wang said. “People can’t just move their money directly out of the country. They are bound by capital controls, which are getting rather strict.”

France looks to Egypt to push peace bid-Cairo welcomes Paris initiative but says details must be clarified first-By Times of Israel staff and Agencies March 3, 2016, 10:13 pm

A spokesperson for the Egyptian Foreign Ministry said Thursday that France is seeking help from Egypt to advance an initiative to renew Israeli-Palestinian peace negotiations.“There is no doubt that Egypt welcomes the French thought,” Abu Zeid said of his country’s position toward the French initiative. “However, there is still a need to review the details, to see how we can contribute to the conference for a new push of the peace process, and to address the key challenges facing the Palestinian issue.”In January, then French foreign minister Laurent Fabius announced plans by Paris for an international conference to “bring about the two-state solution” to end the Israeli-Palestinian conflict.France said that it would recognize a Palestinian state if fresh negotiation efforts failed to yield results.Hamas on Wednesday rejected the proposal.“The initiative is a bid to stop the ongoing Jerusalem intifada and cancel the Palestinian rights in Jerusalem and the right of return,” said a statement from the lslamist group, which rules the Gaza Strip.Hamas’s statement followed remarks by Palestinian Authority President Mahmoud Abbas on Tuesday. He had voiced hope that the French initiative could lead to a solution reminiscent of the breakthrough talks on Iran’s nuclear deal. When the French initiative was first floated, only the PA expressed hope in the project. The announcement by Fabius in January was immediately followed by rejections from Israeli officials.Prime Minister Benjamin Netanyahu described the initiative as “mystifying” and counterproductive, arguing that it gives Palestinians no incentive to compromise.

US, Israeli military chiefs stress cooperation to tackle challenges-Dunford’s second visit to the Jewish state in six months demonstrates the importance the relationship, he says-By Judah Ari Gross March 3, 2016, 6:09 pm-THE TIMES OF ISRAEL

Strong ties between Israel and US will be needed to confront the “instability in the region,” according to Defense Minster Moshe Ya’alon and Chairman of the Joint Chiefs of Staff Gen. Joseph Dunford Jr., who met in Tel Aviv on Thursday.“The thing that gives me confidence that we’ll actually be able to deal with these challenges is that we have partners and allies to help us,” Dunford told Ya’alon. It is the US general’s second official visit to Israel since taking his post in October. During that visit, Gen. Dunford, US Ambassador to Israel Dan Shapiro and US military officials also met with IDF Chief of Staff Gadi Eisenkot and additional representatives of Israel’s defense community. This visit comes on the heels of Ya’alon’s announcement that a new 10-year military aid package from Washington is set to be finalized “in the coming weeks.”Dunford arrived in Israel early Thursday morning after a two-day visit to Afghanistan, where he attended the change of command ceremony for US and NATO forces in the country. This visit also coincides with the ongoing Juniper Cobra exercise, a large-scale joint Israeli-US missile defense drill that takes place every two years. The exercise is meant to prepare the two militaries for the threat of a missile attack, as well as allowing the armies to learn how to better work together-“This is your second trip in a very short time. Your visit now, including your visit to the Juniper Cobra exercise, which we are managing together, is another demonstration of the depth of the relationship between our armed forces and intelligence agencies,” Ya’alon said during their meeting in his office in the Defense Ministry’s headquarters.Dunford’s trip to Tel Aviv in mid-October 2015 was also his first official visit to a foreign country in his position, which he took over from Martin Dempsey on October 1.“My first visit overseas was [to Israel], and I appreciate the warm welcome I had. This is my second [visit] in a short period of time, and I think that reflects what you said — how important this relationship is,” Dunford told Ya’alon during their meeting.“The relationship between our two countries is about much more than just the military to military relationship, but I believe that’s one of the foundational elements,” he added. On Wednesday, officials confirmed US Vice President Joe Biden will visit Israel next week for high-level talks. The discussions are expected to include negotiations over the defense aid package, which officials have suggested may be finalized during a possible trip to the US by Prime Minister Benjamin Netanyahu later this month.Israel and the United States have been seeking to move past deep disagreement over the Iran nuclear accord, which Netanyahu strongly opposed, and work out a new long-term defense aid package for Israel that aims to preserve its qualitative military edge in the region. The US has either jointly developed or financed all three tiers in Israel’s missile defense program — Iron Dome (short-range missile interceptor), David’s Sling (medium range) and Arrow (long range).US military aid to Israel currently stands at $3 billion annually, a sum that, according to reports, Israel wants to up to $5 billion annually.Though some Israeli officials have reportedly threatened to hold out until US President Barack Obama leaves office in the hopes of securing a better deal, the package is expected to be finalized when Netanyahu visits the US later this month. As part of the new agreement, Israel in November was said to have completed its “shopping list” of desired American military materiel, which reportedly includes a request for V-22 Ospreys, planes believed capable of reaching Iran.Israel reportedly sought the V22s from the US in 2012 when contemplating a strike on Iran’s Fordo enrichment facility, but later decided not to purchase due to budgetary restraints.Times of Israel staff contributed to this report.

Trump hits back at ‘disaster candidate’ Mitt Romney-Former presidential nominee claims billionaire frontrunner unfit for the job; Trump: ‘He was begging me’ to endorse him in 2012-By Raoul Wootliff March 3, 2016, 10:38 pm-THE TIMES OF ISRAEL

Donald Trump hit back Thursday at criticism leveled against him by former Republican nominee Mitt Romney hours earlier, saying Romney had “begged” Trump to endorse him when he was running for president in 2012.Trump claimed he could have said, “‘Mitt, drop to your knees.’ He would have dropped to his knees.”Speaking at a campaign rally in Portland, Maine ahead of Saturday’s Republican caucus there, Trump repeatedly said of Romney, “He was begging me.”The barbs came in response to a speech delivered by Romney earlier Thursday, in which the former Massachusetts governor warned Republicans that Trump was a “phony,” a misogynist and dangerous..@realDonaldTrump says @MittRomney was begging him for an endorsement in 2012 pic.twitter.com/vfpPoJ2KLG-— POLITICO (@politico) March 3, 2016-In a nationally broadcast speech at the University of Utah, Romney said that the prospects for a safe future will be “greatly diminished” if Trump is to become the Republican nominee for president. He warned the packed auditorium that any of the other GOP candidates would be a better alternative to the billionaire businessman.“The only serious policy proposals that deal with the broad range of national challenges we confront today, come from Ted Cruz, Marco Rubio, and John Kasich,” Romney said of Trump’s GOP rivals. “One of these men should be our nominee.”In his response, Trump said that Romney proved he was a “choke artist” and a “disaster candidate” when he lost the 2012 presidential race to Barack Obama, and that Romney had declined to run a third time this year because he was afraid of Trump. In a low blow, Trump added that he’s made considerably more money than Romney in his string of “Trump”-branded businesses.“I have a store worth more money than Mitt,” he said, likely referring to the the Gucci store on 5th Ave, the retail space of which is estimated as exceeding $300 million-In 2012, Romney’s net worth was estimated at $190–250 million. On the offensive following his speech and utilizing his fist major media coverage since losing the presidential race to Obama, Romney tweeted that if Trump had used the language and tone he does today in 2012, he would not have sought his endorsement. If Trump had said 4 years ago the things he says today about the KKK, Muslims, Mexicans, disabled, I would NOT have accepted his endorsement-— Mitt Romney (@MittRomney) March 3, 2016-The back-and-forth comes as Republican candidates prepared for the first post-Super Tuesday debate, scheduled for Thursday in Detroit, with Trump coming under increasing pressure from his party as he fights for the majority of delegates needed to win the nomination.Four years ago, the two men stood side by side in Las Vegas, with Trump saying it was a “real honor and privilege” to endorse Romney’s White House bid. Mitt Romney says ‘phony’ Trump unfit for presidency-Former republican nominee lambasts billionaire businessman as party leaders scramble to put an end to his winning streak-By Steve Peoples and BRADY McCOMBS March 3, 2016, 7:50 pm-THE TIMES OF ISRAEL

SALT LAKE CITY, Utah (AP) — Speaking at the University of Utah, Romney said Thursday that the prospects for a safe future are “greatly diminished” if Donald Trump becomes the Republican nominee for president. “One of these men should be our nominee.”Romney is charging into the increasingly divisive White House race with a verbal lashing of Donald Trump and a plea for fellow Republicans to shun the front-runner for the good of country and party.“His is not the temperament of a stable, thoughtful leader. His imagination must not be married to real power,” Romney said.Romney branded Trump as “a phony, a fraud” whose “promises are as worthless as a degree from Trump University” in his speech.Earlier Thursday, Trump dismissed Romney as “a stiff” who “didn’t know what he was doing” as the party’s candidate in 2012 and blew a chance to beat President Barack Obama. “People are energized by what I’m saying” in the campaign and turning out in remarkable numbers to vote, Trump told NBC’s “Today.”The back-and-forth comes as Republican candidates prepared for the first post-Super Tuesday debate, scheduled for Thursday in Detroit, with Trump coming under increasing pressure from his party as he fights for the majority of delegates needed to win the nomination.Thursday’s condemnation and counter was coming four years after the two men stood side by side in Las Vegas, with Trump saying it was a “real honor and privilege” to endorse Romney’s White House bid. Accepting, Romney said it was a “delight” to have Trump on his side and praised him for ability to “understand how our economy works and to create jobs for the American people.”Panicked GOP leaders say they still have options for preventing Trump from winning the GOP nomination — just not many good ones.Romney also said that a Trump nomination at the party’s convention in Cleveland in July would enable Democrat Hillary Clinton to win the presidency. He contended that Trump “has neither the temperament nor the judgment to be president.”Romney’s involvement comes as party elites pore over complicated delegate math, outlining hazy scenarios for a contested convention and even flirting with the long-shot prospect of a third party option.Giving Romney the back of his hand, Trump turned his sights on the general election. His campaign reached out to House Speaker Paul Ryan’s office to arrange a conversation between the two men, and urged Republican leaders to view his candidacy as a chance to expand the party.Trump padded his lead with victories in seven Super Tuesday contests, with Texas Senator Ted Cruz claiming three states and Florida Senator Marco Rubio picking up his first victory of the 2016 race.Despite Trump’s strong night, he was not yet on track to claim the nomination before the party’s national gathering in July, according to an Associated Press delegate count. He has won 46 percent of the delegates awarded so far, and he would have to increase that to 51 percent in the remaining primaries.GOP strategists cast March 15 as the last opportunity to stop Trump through the normal path of winning states and collecting delegates. A win for Rubio in his home state of Florida would raise questions about Trump’s strength, as could a win for Kasich, Ohio’s governor, on his home turf. The candidates have a high-profile opportunity to make their case to voters in Thursday’s Fox News debate. Retired neurosurgeon Ben Carson all but ended his bid Wednesday, saying he would skip the debate and declaring he did “not see a political path forward.”The GOP mayhem contrasted sharply with a clearer picture on the Democratic side, where Hillary Clinton was drawing broad support from voters and her party’s leaders. Rival Senator Bernie Sanders vowed to keep up the fight, though his path to the nomination has become exceedingly narrow.Romney argues that Trump’s “domestic policies would lead to recession. His foreign policies would make America and the world less safe,” Romney says. “And his personal qualities would mean that America would cease to be a shining city on a hill.”The Associated Press has asked Republican governors and senators if they would support Trump if he becomes the party’s nominee. Of the 59 respondents, slightly fewer than half could not commit to backing him in November. One long-shot idea rumbling through power corridors in Washington was the prospect of a late third-party candidate to represent more mainstream conservatives. Former Texas Governor Rick Perry has been approached by “a mixture of people” about being part of a third-party bid, according to Jeff Miller, who managed Perry’s failed GOP presidential campaign. But Miller said Perry found the idea “ludicrous.”

Regulator seeks to curtail bankers’ ‘extravagant’ salaries-Bank Leumi boss made over $2 million in 2015, compared to average Israeli wage of $30,000-By Times of Israel staff March 3, 2016, 11:55 pm

In a new measure aimed at increasing transparency and competition in the financial sector, Bank of Israel Supervisor Hedva Ber on Thursday said she would push legislation aimed at curtailing the “extravagant” paychecks of banking tycoons.“The current salary standards have a negative impact on the public’s trust in the banks,” Ber said at finance conference in Tel Aviv, according to a report in the Globes business daily.According to the Globes report, Bank Leumi CEO Rakefet Russak-Aminoach took home NIS 8.12 million ($2.1 m) in 2015, while chairman David Brodet took home NIS 5.82 ($1.5 m).A 2013 Bank of Israel study found that 16 percent of bank employees (or over 7,000 people) earned between NIS 45,000 ($11,500) and NIS 80,000 ($21,000) a month. In contrast, the average monthly wage in Israel stood at NIS 9,688 ($2,500) as of November of last year, according to the Central Bureau of Statistics.According to Ber, the lack of competition in the industry and high salary costs — which amount to some NIS 18 billion annually — stand in the way of reducing the fees and interest rates that banks charge customers for services. At the conference, Ber said she intends to push for Knesset legislation that would ensure “appropriate” compensation for senior bankers, in accordance with a directive issued by the regulatory body last year.Since her appointment to the post last June, Ber has spearheaded a number of measures aimed at reforming consumer banking. In January, the Bank of Israel announced banks would be required to issue standardized ID cards to customers so they can easily read their bank balance, expenses and loan information. Since the ID cards are to have a standardized format, the cards will also make it easier for customers to compare competing offers by other banks side-by-side.The central bank also recently issued directives to banks requesting they review accounts held by their elderly or handicapped customers to make sure they were not paying excessive bank fees.Last year, Bank of Israel Governor Karnit Flug and Finance Minister Moshe Kahlon agreed to form a committee headed by former antitrust commissioner Dror Strum, to explore ways to inject competition into Israel’s consumer banking.

Where Solomon mined, 3,000-year-old ‘fashion collection’ unearthed-Fabrics with ‘complex designs and beautiful dyes,’ preserved by uniquely arid conditions, found in Timna in southern Israel-By Raoul Wootliff February 24, 2016, 6:57 pm-THE TIMES OF ISRAEL

Archaeologists have unearthed an extensive fabric collection in the south of Israel dating back some 3,000 years to the biblical era of King David and Solomon, Tel Aviv University said Wednesday. The materials were uncovered in the Timna copper mines in the Arava Valley by an Tel Aviv University excavation team led by Dr. Erez Ben-Yosef. The finds are the first discovery of textiles dating from the era and include cloth of diverse color, design and origin, the archaeologists said.“No textiles (from this period) have ever been found at excavation sites like Jerusalem, Megiddo and Hazor, so this provides a unique window into an entire aspect of life from which we’ve never had physical evidence before,” Ben-Yosef said. “We found fragments of textiles that originated from bags, clothing, tents, ropes and cords.”The pieces of fabric, some only 5 x 5 centimeters in size, vary in color, weaving technique and ornamentation, the university said in a press release.“Some of these fabrics resemble textiles only known from the Roman era,” said Dr. Orit Shamir, a senior researcher at the Israel Antiquities Authority, who led the study of the fabrics themselves. The Timna Valley — now a national park — was a copper production district with thousands of mines and dozens of smelting sites, said by some to have been active during the reign of King Solomon. Fragments of furnaces, clothing, fabrics and rope and a number of food fragments were unearthed in a 2013 dig at the site whose findings were publicized Wednesday. The artifacts were dated to the 10th century BCE — the time during which, according to the bible, King Solomon ruled ancient Israel. Also found from the same period — as confirmed by radiocarbon dating — were unprecedented quantities of seeds from the Biblical “Seven Species” (the two grains and five fruits considered unique products of the Land of Israel). The mines are believed to have been operated by the semi-nomadic early Edomites, and the discoveries also offer insight into their complex society, said Ben-Yosef.“The wide variety of fabrics also provides new and important information about the Edomites, who, according to the Bible, warred with the Kingdom of Israel,” Ben-Yosef went on. “We found simply woven, elaborately decorated fabrics worn by the upper echelon of their stratified society. Luxury grade fabric adorned the highly skilled, highly respected craftsmen managing the copper furnaces. They were responsible for smelting the copper, which was a very complicated process.”The materials found at the site underlined that the copper mines were the “silicon valley” of their day, the university said in a press release. “Copper was used to produce tools and weapons and was the most valuable resource in ancient societies,” it said. Producing it was a highly complex process. “Miners in ancient Timna may have been slaves or prisoners… but the act of smelting, of turning stone into metal, required an enormous amount of skill and organization.”Added Ben-Yosef: “The possession of copper was a source of great power, much as oil is today. If a person had the exceptional knowledge to ‘create copper,’ he was considered well-versed in an extremely sophisticated technology. He would have been considered magical or supernatural, and his social status would have reflected this.”Thus, food, water and textiles had to be transported long distances through the desert and into the valley to the mines to support the copper industry.“The latest discovery of fabrics, many of which were made far from Timna in specialized textile workshops, provides a glimpse into the trade practices and regional economy of the day,” the university said.“We found linen, which was not produced locally. It was most likely from the Jordan Valley or Northern Israel. The majority of the fabrics were made of sheep’s wool, a cloth that is seldom found in this ancient period,” said TAU masters student Vanessa Workman. “This tells us how developed and sophisticated both their textile craft and trade networks must have been.”

IS ‘on the rise’ among Arab Israelis, with 34 indicted to date-40 Israelis have left to fight with Islamic State, report says; terror group working relentlessly to encourage a major attack here-By Times of Israel staff March 3, 2016, 8:57 pm

A total of 34 Israeli Arabs have been indicted for offenses related to activities on behalf of Islamic State, a TV report said Thursday, adding that the terror group was steadily growing in popularity in Israel. The Channel 10 report said Islamic State has been working relentlessly to encourage a major terrorist attack in Israel. It said IS has some 100 activists in Israel at present. The report referenced the January 1, 2016 killings of three Israelis in Tel Aviv by Israeli Arab Nashat Milhem, and a stabbing attack the same month by a Sudanese migrant in Israel, as having been inspired by Islamic State. It also said 40 Israeli Arabs have left Israel to join up with Islamic State forces, largely traveling via Turkey. Ten Palestinians are currently “missing” from Palestinian Authority areas and believed to have joined up with IS, it added. The TV report came on the same day that the Shin Bet security agency released details of an alleged plot by two Arab Israelis inspired by the Islamic State to attack IDF soldiers.Bahaa Eldin Ziad Hasan Masarwa, 19, and Ahmad Nabil Ahmad Ahmad, 21, were arrested in a joint operation by the Shin Bet and Israel Police earlier this year.During their interrogations, the two confessed to having been inspired by IS, the security service said.“Over the past few months the two began praying at the Al-Aqsa Mosque in Jerusalem on a weekly basis, and during one of their trips the two decided to carry out a shooting attack against security forces,” the Shin Bet said in a statement. The pair were from northern Israeli cities, Masarwa from Yafia and Ahmad from Nazareth. The two planned to shoot IDF soldiers in the nearby Israeli city of Afula and had begun collecting money in order to purchase a pistol for the attack, the Shin Bet said.In 2014, three residents of Yafia entered Syria through Turkey and joined the Islamic State.Masarwa and Ahmad were indicted in a Nazareth District Court for conspiracy to commit a crime and aiding the enemy during wartime. In addition, Masarwa has been charged with contacting a foreign agent and making contact with a terrorist organization.

Gazan accused of planning attacks in Ukraine, Israel-Palestinian indicted in plot to kidnap soldiers, attack Israeli tourists and provide weapons to ‘IS-affiliated’ Israeli Arabs-By Raoul Wootliff March 3, 2016, 7:35 pm-THE TIMES OF ISRAEL

A Palestinian man from the the Gaza Strip stands accused of planning a series of terror attacks against Israelis, both in the country and abroad. The man was named as 31-year-old Sami Hamied, a Gaza native who has been living in Ukraine since 2010 and was arrested in January while trying to enter Israel from Jordan in an attempt to make his way to Gaza.A gag order on the details of the case was lifted with the filing of the indictment Thursday at the Beersheba District Court.According to the indictment, Hamied planned to attack Israeli tourists visiting Ukraine and assisted Hamas in preparations for attacks in Israel. One plot, which was not acted on, involved luring Israeli IDF officers into the Sinai using a prostitute as “bait.” According to the plan, Hamas-affiliated militants in the peninsula would kidnap the officers and transfer them to Gaza.Hamied is said to have collected information on Israeli tourist groups traveling to the Ukrainian city of Odessa and allegedly planned to carry out a shooting or bombing attack on a tour bus.The indictment also mentioned him assisting Hamas during the 2008-9 Gaza war, also known as Operation Cast Lead, and attempting to provide weapons to ‘Islamic State-affiliated’ Israeli Arabs. He has been indicted on several counts of terror activities, spying and falsifying documents.Arab media reported that Sami Hamied is the brother of Salam Hamied, a high-ranking commander in the Izz ad-Din al-Qassam Brigades, the military wing of Hamas.

Hamas man killed as Gaza tunnel collapses-Group blames Israel for cave-in, the seventh in recent months, amid redoubled efforts to dig across the border-By Times of Israel staff March 3, 2016, 8:28 pm

A tunnel being dug in Gaza under the aegis of the ruling Hamas group collapsed on Thursday, killing a member of the organization’s military wing, Izz ad-Din al-Qassam Brigades, Hamas said. The dead man was named as Muhammad Musa al Astal from Khan Younis. The tunnel caved in near the city of Khan Younis in southern Gaza, the Izz ad-Din al-Qassam Brigades confirmed. It was the latest in a spate of such collapses. Only five days ago, another tunnel caved in near the Zeitoun neighborhood in the eastern part of the Strip, injuring five members of Hamas’s military wing.Members of Hamas accused Israel of collapsing the tunnel, saying they had seen soldiers on the Gaza border using liquid explosives and “causing small earthquakes” to bring down tunnels dug by the group. The past two months have seen seven tunnels collapse, most of them in the Khan Younis area, and two in Zeitoun.Around a month ago, the 23-year-old nephew of Hamas leader Mahmoud al-Zahar was killed in a tunnel accident.Just before that, a tunnel collapsed in the area of Jabalia, in the north of the Palestinian enclave, after heavy rain and floods, killing seven excavators and injuring others.A system of tunnels has been dug by Hamas into Israel in order to facilitate cross-border attacks. During the 2014 Israel-Hamas war, Palestinian gunmen emerged from tunnels on several occasions to ambush IDF soldiers, killing several. Israel said it destroyed more than 30 tunnels during the 50-day conflict, about one-third of which extended beneath the Gaza border into Israel. Officials say Hamas has redoubled its efforts to dig across the border into Israel in recent months.Israel has spent over NIS one billion (some $250 million) since 2004 in attempts to thwart tunneling under the border, an Israeli TV report said last month. The money has gone toward developing technology to discover the locations of such tunnels and unspecified “operational efforts,” Channel 2 news said. Many other tunnels are used to smuggle goods and weapons in and out of the Strip through Rafah on the Egyptian border, in the face of Israel and Egypt’s naval blockade of the enclave and their strict supervision of land borders with the Strip.Egypt has created a buffer zone in the northern Sinai Peninsula, which it controls, destroying hundreds of tunnels leading in and out of the southern part of the Strip, sometimes by pumping sea water in. That border has remained largely closed since the overthrow of Egyptian president Mohamed Morsi of the Hamas-allied Muslim Brotherhood.

Premiers agree carbon pricing to be part of overall climate plan-[The Canadian Press]-March 3, 2016-YAHOONEWS

VANCOUVER - Prime Minister Justin Trudeau says Canada's premiers have agreed that carbon pricing will be part of any national plan to address climate change. He says they will study pricing options that would be adapted to the specific circumstances of each province and territory. The working group is one of four announced by Trudeau in Vancouver on Thursday after a day-long climate-change meeting with first ministers.Trudeau said they are to meet again in the fall when the working groups are to report back."The commitment we made today, with the Vancouver Declaration, shows all first ministers in this country united on carbon pricing mechanisms," he said."The fact that we have consensus on the need to include carbon pricing in our approach to addressing climate change right across the country is a great thing indeed."He added he's happy there's a plan to move forward while respecting regional differences."That is something we have all committed to. Now, the working group that we have put together will dig into the mechanisms that will be most effective and most appropriate for each jurisdiction, recognizing that there are areas that face greater challenges."The federal government has been quietly insisting for weeks that a national carbon price, as promised in the Liberal election platform, will be imposed from above if provinces are unable to agree. The day started with several premiers pushing back against that federal resolve.Nova Scotia Premier Stephen McNeil suggested there was "more than one way to deal with the carbon issue."He said Atlantic Canada's heavy spending on hydro-electric transmission has effectively already built in a carbon price with electricity rates that are the highest in Canada.Yukon Premier Darrell Pasloski said he and his fellow territorial premiers are against imposing additional costs on consumers of fossil fuels in the North.Brad Wall of Saskatchewan came to Vancouver warning against a carbon tax in a fragile Canadian economy, but cleared the air late Wednesday by saying his province would participate "constructively" in any working groups.Manitoba Premier Greg Selinger, who like Wall faces re-election this spring, said there's a common understanding among premiers that action on climate change can and should take many paths."The do-nothing option is not there," he said.It was Trudeau's second meeting with the premiers since he took office in November.

Shafia trial tainted by honour killing expert testimony: lawyers argue-[The Canadian Press]-Diana Mehta, The Canadian Press-March 3, 2016-YAHOONEWS

TORONTO - A father, mother and son, who were convicted of murdering the couple's three daughters and another family member, have asked Ontario's highest court for new trials, arguing the original one had been tainted by "highly prejudicial" testimony on so-called honour killings.Mohammad Shafia, his wife Tooba Yahya and their son Hamed were convicted in January 2012 of four counts of first-degree murder — killings their trial judge described as being motivated by their "twisted concept of honour."But the trio's lawyers argued Thursday that testimony from a Crown expert on so-called honour killings should not have been allowed and was among several errors made by the trial judge."That type of evidence is flat out prohibited," lawyer Frank Addario told a panel of three appeal court judges. "She should not have been permitted to tell (the jury) how honour killings are typically carried out or read out denunciations on honour killings."The Shafia family was originally from Afghanistan but fled at the outbreak of war in the country and eventually immigrated to Canada. In June 2009, the bodies of Shafia and Yahya's daughters — Zainab, 19, Sahar, 17, and Geeti, 13 — and Shafia's first wife in a polygamous marriage, 52-year-old Rona Amir Mohammad, were found in a car at the bottom of the Rideau Canal in Kingston, Ont.The Crown at the trial asserted the murders were committed after the girls "shamed" the family by dating and acting out, and Amir Mohammad was simply disposed of.In making their case, the Crown called Shahzrad Mojab, a professor whose research focuses primarily on violence against women particularly in the Middle East.Mojab's evidence involved "stereotypically reasoning about Afghani Muslims," Addario argued, while her testimony on how honour killings are typically carried out had "zero legal relevance.""Its probative value was outweighed by its prejudicial value," he said. "A Canadian jury is perfectly capable of understanding that men of all ethnicities will sometimes hurt female family members for misguided reasons of honour, without the assistance of expert evidence."Lawyers for Shafia, Yahya and Hamed also argued the trial judge did not properly assess the admissibility of certain hearsay statements made by the four victims before their death, and didn't instruct the jury properly on them. They further argued the trial judge erred by not providing sufficient direction to the jury on the Crown’s theory that Yahya could be found guilty of murder on the basis that her alleged failure to protect her children from her husband made her causally responsible for their deaths. An additional twist to the joint appeal came in an argument made by Hamed's lawyer, who asked the court to admit fresh evidence which he said proves his client was only 17 — a minor — and not 18 and a half at the time of his siblings' deaths."We have evidence that is reasonably capable of belief," Scott Hutchison said as he asked for Hamed to be treated as a youth by the justice system. "In my submission you must give effect to the fresh evidence, set aside the conviction and order a new trial."Hutchison said that at the time of the trial, Hamed didn't know that he could be a year younger than he thought he was and neither did his father or his trial counsel. In explaining the issue, Hutchison urged the court to be mindful of a "casualness" associated with birth dates in Afghan and Middle Eastern communities. The issue only came to light when — after being sentenced to life in prison — Hamed's father wanted to transfer property in Afghanistan and asked someone in the country to prepare necessary paperwork, court heard. That person discovered Shafia's original Afghan identity document — known as a "tazkira" — which recorded his birth date as Dec. 31, 1991 — making him a year younger than initially thought, Hutchison told the court. To resolve the discrepancy, a certificate of live birth was obtained from an Afghan ministry, which turned out to have the same date, and the Afghan government also issued a document confirming the tazkira, Hutchison said. The three documents together are key evidence, Hutchison said."There would be a temptation for some to think of this as a technicality," he said. "Age in so far as it relates to young people is not a technicality, it is a principle of fundamental justice....We do not treat young people the same way we treat adults."An adult convicted of first-degree murder faces life without parole for 25 years, while a young offender, when sentenced as an adult, faces a maximum of life without parole for 10 years. If a new trial for Shafia before a youth court could not be obtained, Hutchison asked the panel of judges to order that Shafia be granted a new sentencing hearing under the YCJA, or order that he should have his sentence reduced.Crown lawyers argued, however, that the documents at the heart of Hamed's new claim were entirely unreliable.Even if the appeal court accepted the questionable documents, they argued, that ought not to change the outcome of Hamed's trial."You can admit this evidence and it doesn't undermine the factual underpinning of the verdict one iota," said Crown lawyer Gillian Roberts. "Greater emphasis should be placed on protecting the integrity of the criminal justice system."

Company discriminated against B.C. Christian university graduate: tribunal-[The Canadian Press]-Laura Kane, The Canadian Press-March 3, 2016-YAHOONEWS

VANCOUVER - A graduate of a Christian university has been awarded $8,500 by a British Columbia human-rights tribunal that found a company refused to hire her in part because of her religion.Bethany Paquette applied in September 2014 for an assistant guide position with Amaruk Wilderness Corp., which says it is headquartered in Norway and operates an office in Vancouver. The tribunal says the graduate of Trinity Western University received an emailed response from wilderness guide Olaf Amundsen, who informed her she was not qualified.“Unlike Trinity Western University, we embrace diversity, and the right of people to sleep with or marry whoever they want, and this is reflected within some of our staff and management,” he wrote.“In addition, the Norse background of most of the guys at the management level means that we are not a Christian organization, and most of us actually see Christianity as having destroyed our culture, tradition, and way of life.”The university’s plans to open a law school in Langley, B.C., have drawn national criticism of its so-called community covenant that forbids sex outside of marriage between a man and a woman.Paquette replied to Amundsen’s email with a lengthy defence of Trinity Western’s ban on sex outside of marriage.Amundsen responded that everyone is entitled to their own beliefs and opinions, but Trinity Western has engaged in discrimination by asking students to refrain from same-sex relationships.“This is nothing new: people who did not agree with your church would be flayed, burnt, roasted, quartered, etc … so you guys have a long history of intolerance.”Shortly after, Paquette filed a complaint against Amaruk and company director Christopher Fragassi-Bjornsen with the B.C. Human Rights Tribunal. Its decision says Fragassi-Bjornsen walked out of the tribunal hearing in November 2015 after he was denied requests to be asked questions in French and to have a security detail. The hearing proceeded without the respondents or their lawyer, James Macdonnell.“While leaving, Mr. Fragassi-Bjornsen advised that the respondents would not honour any monetary award which the tribunal might make in favour of the complainant,” says a written decision released Wednesday. The decision says a written response was filed to the complaint. In it, the respondents say Paquette did not meet the minimum requirements of the position and they “specifically” deny that her employment application was rejected because she was involved with Trinity Western.Amaruk and Macdonnell could not be reached for comment. In the decision, tribunal member Norman Trerise says religious discrimination was a factor in the company’s rejection of Paquette’s employment application, and that the emails sent by staff were “egregious” religious harassment. He ordered the company to pay her $8,500 for injury to her dignity and self-respect, as well as $661.08 to reimburse various expenses. He also ordered the company to stop discriminatory practices. However, Trerise also found Paquette was not qualified for the position and declined to award her lost wages.Paquette’s lawyer, Geoffrey Trotter, said in a statement the decision “is a victory for Bethany and for equal treatment for everyone, regardless of their beliefs or background.”— Follow @ellekane on Twitter.

EU mulls 'large-scale' migrant deportation scheme-[The Canadian Press]-Nicholas Paphitis And Derek Gatopoulos, The Associated Press-March 3, 2016-YAHOONEWS

ATHENS, Greece - Turkey is under growing pressure to consider a major escalation in migrant deportations from Greece, a top European Union official said Thursday, amid preparations for a highly anticipated summit of EU and Turkish leaders next week.European Council President Donald Tusk ended a six-nation tour of migration crisis countries in Turkey, where 850,000 migrants and refugees left last year for Greek islands."We agree that the refugee flows still remain far too high," Tusk said after meeting Turkish Prime Minister Ahmet Davutoglu."To many in Europe, the most promising method seems to be a fast and large-scale mechanism to ship back irregular migrants arriving in Greece. It would effectively break the business model of the smugglers."Tusk was careful to single out illegal economic migrants for possible deportation, not asylum-seekers. And he wasn't clear who would actually carry out the expulsions: Greece itself, EU border agency Frontex or even other organizations like NATO.Greek officials said Thursday that nearly 32,000 migrants were stranded in the country following a decision by Austria and four ex-Yugolsav countries to drastically reduce the number of transiting migrants."We consider the (Macedonian) border to be closed ... Letting 80 through a day is not significant," Migration Minister Ioannis Mouzals said.He said the army had built 10,000 additional places at temporary shelters since the border closures, with work underway on a further 15,000.But a top U.N. official on migration warned that number of people stranded in Greece could quickly double.Peter Sutherland said the "inevitable consequence" of closed borders throughout the Balkans "is that Greece increasingly becomes a camp for refugees and migrants."About a third of migrants trapped in Greece are at the village of Idomeni, on the border with Macedonia. Dwellers at a sprawling camp there hold out hope for crossing in increasingly difficult conditions.Greek police said 130 people were allowed to cross the border Thursday.Migrants said Macedonia didn't accept computer-generated stamps issued by the Greek police, and therefore they couldn't prove their identity documents were genuine.Adnan Abdallah from Syria had waited to cross from Greece to Macedonia for three days, but when he finally was let through, he was turned back because the stamp on his refugee document is computer-generated."They say here (in Greece) everything is OK, but on the other side this is not acceptable," he told The Associated Press. The EU is struggling to hold its members to plans for a Europe-wide solution in dealing with the mass migration.Hungary has already called a referendum on EU plans for a mandatory quota system for settling migrants, and says it's was considering action to bolster its border fences with additional police and military personnel, and extending the fence to the Romanian frontier.Earlier Thursday, Tusk told officials in Athens that Europe had little chance of resolving the crisis without full respect of controls on the external borders of Europe's passport-free Schengen area — signalling pressure on Athens to do more to separate economic migrants from those fleeing war in Syria, Iraq and elsewhere. He also had a direct message for them."I want to appeal to all potential illegal economic migrants, wherever you are from: Do not come to Europe," Tusk said."Do not risk your lives and your money. It is all for nothing. Greece, or any other European country, will no longer be a transit country."___Elena Becatoros in Idomeni, Suzan Fraser in Ankara, Turkey, Raf Casert in Brussels, Jamie Keaten in Geneva, Switzerland, and Pablo Gorondi in Budapest, Hungary contributed.

Spanish police seize 20,000 military uniforms bound for jihadists-AFP-MAR 3,16-YAHOONEWS

Madrid (AFP) - Spanish police said Thursday they have seized about 20,000 military uniforms, "enough to equip an entire army", which were destined for jihadist groups operating in Syria and Iraq. The uniforms were found in three shipping containers seized in the eastern ports of Valencia and Alicante last month when police uncovered an operation to smuggle arms to jihadists under the guise of humanitarian aid, police said in a statement.Seven people were arrested at the time as part of a probe launched in 2014 into "foreign structures" providing logistical support for both Islamic State and the Al-Nusra Front, an Al-Qaeda affiliate in Syria."The containers which carried the military uniforms were declared as 'second hand clothes' so as to not raise suspicions and be able to pass different customs inspections without any difficulty," the police statement said."With the roughly 20,000 military uniforms and accessories, it would have been possible to equip an entire army which would be ready to enter into combat in any of the battlegrounds which jihadist terrorist organisations have round the world," it added. One of the firms run by the suspects who were detained last month was dedicated to importing used clothes. One of those arrested was a man who dispatched "military material, money, electronic and transmission material, firearms and precursors for making explosives" to Syria and Iraq via a company, police said at the time. This was shipped out in closed containers under the guise of humanitarian aid, and financed by "hawala," an informal system of payment based on trust that is far more difficult to trace than bank transfers. The leader of the network was in "constant" contact with a member of the Islamic State, who repeatedly asked him to recruit women in order to marry them off to IS jihadists in Syria, police said last month .

North Korea says its readying nukes-[The Canadian Press]-Hyung-Jin Kim, The Associated Press-March 3, 2016-YAHOONEWS

SEOUL, South Korea - North Korean leader Kim Jong-un has ordered his country's nuclear weapons made ready for use at a moment's notice, the official state news agency reported Friday.Kim also said his country will ready its military so it is prepared to carry out pre-emptive attacks, calling the current situation very precarious, according to KCNA.On Thursday, North Korea fired six short-range projectiles into the sea off its east coast, South Korean officials said, just hours after the U.N. Security Council approved the toughest sanctions on the North in two decades for its recent nuclear test and long-range rocket launch. The firings also came shortly after South Korea's National Assembly passed its first legislation on human rights in North Korea. The North Korean projectiles, fired from the eastern coastal town of Wonsan, flew about 100 to 150 kilometres (60 to 90 miles) before landing in the sea, South Korea's Joint Chiefs of Staff said in a statement. It wasn't immediately known exactly what North Korea fired, and the projectiles could be missiles, artillery or rockets, South Korea's Defence Ministry said.North Korea routinely test-fires missiles and rockets, but often conducts weapons launches when angered at international condemnation.Thursday's firings were seen as a "low-level" response to the U.N. sanctions, with North Korea unlikely to launch any major provocation until its landmark ruling Workers' Party convention in May, according to Yang Moo-jin, a professor at the University of North Korean Studies in Seoul.North Korea has not issued an official reaction to the new U.N. sanctions. But citizens in its capital, Pyongyang, interviewed by The Associated Press said Thursday they believe their country can fight off any sanctions."No kind of sanctions will ever work on us, because we've lived under U.S. sanctions for more than half a century," said Pyongyang resident Song Hyo Il. "And in the future, we're going to build a powerful and prosperous country here, relying on our own development."North Korean state media earlier warned that the imposition of new sanctions would be a "grave provocation" that shows "extreme" U.S. hostility against the country. It said the sanctions would not result in the country's collapse or prevent it from launching more rockets. The U.N. sanctions include mandatory inspections of cargo leaving and entering North Korea by land, sea or air; a ban on all sales or transfers of small arms and light weapons to the North; and the expulsion of North Korean diplomats who engage in "illicit activities."In Beijing, Foreign Ministry spokesman Hong Lei said China, North Korea's closest ally, hoped the U.N. sanctions would be implemented "comprehensively and seriously," while harm to ordinary North Korean citizens would be avoided. At the United Nations, Russia's ambassador, Vitaly Churkin, asked about the North's firing of short-range projectiles, said, "It means that they're not drawing the proper conclusions yet."Japan's U.N. ambassador, Motohide Yoshikawa, said, "That's their way of reacting to what we have decided.""They may do something more," Yoshikawa said. "So we will see."In January, North Korea conducted its fourth nuclear test, which it claimed was a hydrogen bomb. Last month, it put a satellite into orbit with a long-range rocket that the United Nations and others saw as a cover for a test of banned ballistic missile technology.Just before the U.N. sanctions were unanimously adopted, South Korea's National Assembly passed a bill that would establish a centre tasked with collecting, archiving and publishing information about human rights in North Korea. It is required to transfer that information to the Justice Ministry, a step parliamentary officials say would provide legal grounds to punish rights violators in North Korea when the two Koreas eventually reunify.North Korea, which views any criticism of its rights situation as part of a U.S.-led plot to overthrow its government, had warned that enactment of the law would result in "miserable ruin."In 2014, a U.N. commission of inquiry on North Korea published a report laying out abuses such as a harsh system of political prison camps holding up to 120,000 people. The commission urged the Security Council to refer North Korea to the International Criminal Court over its human rights record.___Associated Press writers Kim Tong-hyung in Seoul, Christopher Bodeen in Beijing and Edith Lederer at the United Nations contributed to this report.

North Korea fires projectiles after new U.N. sanctions-Reuters By Jack Kim-MAR 3,16-YAHOONEWS

SEOUL (Reuters) - North Korea fired several short-range projectiles into the sea on Thursday, hours after the U.N. Security Council voted to impose tough new sanctions on the isolated state and the South Korean president vowed to end Pyongyang's "tyranny."The firing escalated tensions on the Korean peninsula, which have been high since North Korea recent nuclear test and long-range rocket launch, and set the South's military on a heightened alert.South Korea's Defence Ministry said it was trying to determine if the projectiles, launched at 10 a.m. (0100 GMT) from the North's east coast, were short-range missiles or artillery fire. The firing came after the U.N. Security Council passed a unanimous resolution on Wednesday dramatically expanding sanctions on North Korea following its fourth nuclear test on Jan. 6 and a long-range rocket launch on Feb. 7.Russian U.N. Ambassador Vitaly Churkin said North Korea's action showed it had not taken the proper lesson from the latest round of sanctions.A spokesman for the U.S. State Department said Pyongyang should "refrain from provocative actions that aggravate tensions and instead focus on fulfilling its international obligations," while a Chinese Foreign Ministry spokesman said China hoped all parties could refrain from actions that escalate tension.Japan's U.N. ambassador, Motohide Yoshikawa, said the firing was North Korea's reaction to the latest sanctions and, "They may do something more."South Korean President Park Geun-hye welcomed the tougher Security Council sanctions and repeated a call for North Korea to change its behaviour."We will cooperate with the world to make the North Korean regime abandon its reckless nuclear development and end tyranny that oppresses freedom and human rights of our brethren in the North," Park said at a Christian prayer meeting.Park has been tough in her response to the North's recent actions, moving from her earlier self-described "trustpolitik."Last month, Seoul suspended the operation of a jointly run factory project with North Korea that had been the rivals' last remaining venue for regular interaction. On Thursday, South Korea adopted a long-delayed security law to set up an anti-espionage unit and another law aimed at improving human rights in North Korea. In its latest barrage of insults against South Korea's leader, North Korea's official media carried a commentary on Wednesday likening Park to an "ugly female bat," fated to "die in the dreary cave, its body hanging down."(Additional reporting by Jessica Macy Yu in BEIJING David Brunnstrom in WASHINGTON and Michelle Nichols and Louis Charbonneau at the UNITED NATIONS; Editing by Alex Richardson and Bill Trott)

N. Korea fires missiles after UN imposes tough sanctions-AFP By Hwang Sung-Hee, with Carole Landry at the United Nations-MAR 2,16-YAHOONEWS

North Korea fired six short-range projectiles into the sea Thursday in a show of defiance just hours after the United Nations adopted the toughest sanctions to date on Pyongyang over its fourth nuclear test and rocket launch.Limited displays of military firepower have become a routine response by North Korea to international pressure over anything from its nuclear weapons program to its human rights record.South Korea's defence ministry said the six projectiles -- either rockets or guided missiles -- fell into the sea around 100-150 kilometres (60-90 miles) off the North's eastern coast.China's foreign ministry responded by urging all parties to refrain from any actions that might see tensions escalate still further. The launches came after the UN Security Council unanimously passed a resolution late Wednesday imposing new sanctions after seven weeks of arduous negotiations between the United States and China, Pyongyang's sole major ally.- Potential loopholes -All eyes are now on China and Russia to see if they fully enact the sweeping measures.North Korea offered no immediate statement on the sanctions, which break new ground, requiring all countries to inspect cargo destined for and coming from the North, in all airports and sea ports. They also ban or restrict exports of coal, iron and iron ore and other minerals from North Korea, and prohibit the supply of aviation fuel including rocket fuel. But analysts have pointed to several possible loopholes, including interpretations of what constitutes a proper cargo "inspection" and a provision that excludes mineral exports if their revenues are not deemed to be destined for military use.North Korea earns about $1 billion per year in coal exports -- a third of all export revenues -- and about $200 million annually from iron ore sales, US Ambassador Samantha Power told the Security Council.US President Barack Obama welcomed the measures as "a firm, united, and appropriate response" to the January 6 nuclear test and February 7 rocket launch."The international community, speaking with one voice, has sent Pyongyang a simple message: North Korea must abandon these dangerous programs and choose a better path for its people," Obama said.Banking restrictions will be tightened and governments will be required to ban flights of any plane suspected of carrying contraband destined for North Korea."These are among the toughest measures we have agreed against any country in the world, certainly the toughest ever against the DPRK," said British Ambassador Matthew Rycroft, referring to North Korea by its official acronym.A total of 16 individuals and 12 entities were added to a UN sanctions blacklist, including North Korea's NADA space agency and its spy agency.South Korean President Park Geun-Hye said she hoped the "unprecedentedly tough" sanctions would push Pyongyang into finally abandoning its nuclear weapons program. The resolution sends "a strong message from the international community seeking peace on the Korean peninsula," Park said.Japanese Prime Minister Shinzo Abe urged Pyongyang to refrain from any fresh provocations, while Tokyo's ambassador to the UN, Motohide Yoshikawa, stressed that "the heart of the matter now is implementation" of the sanctions by China, North Korea's largest trading partner, and other countries.- Making sanctions bite -Power also called for a "robust and unyielding" follow-up to ensure the sanctions bite and singled out Russia and China as key players.Chinese Ambassador Liu Jieyi said the resolution should "be a new starting point and a stepping stone" for renewed talks on dismantling North Korea's nuclear program.Russia echoed that view, with Ambassador Vitaly Churkin saying the resolution is designed to "shut down as much as possible the financing" of North Korea's weapons program to push Pyongyang back to the negotiating table.During the weeks of negotiations, China had been reluctant to endorse harsh sanctions out of concern that too much pressure would trigger the collapse of the pariah regime, creating chaos on its border.Andrea Berger, a Korea specialist at the London-based Royal United Services Institute for Defence and Security Studies, said China's enforcement of the new sanctions was likely to be piecemeal at best."It is difficult to foresee broad and consistent implementation of the new resolution, especially from players such as China, to create barriers that North Korea cannot find its way around," Berger said. The latest resolution ushered in the fifth set of UN sanctions to hit North Korea since it first tested an atomic device in 2006.

FedEx scam hits Summerside mailboxes-[CBC]-March 3, 2016-YAHOONEWS

Summerside police are warning about a new scam making the rounds in the city, with residents receiving letters by post with a fake FedEx letterhead. The letter tells residents they have a package waiting for them that contains $1.5 five million U.S. in connection to a lottery in the United Kingdom. In order to get the package, the letter says, they have to pay a security fee."Of course it's fake, the whole deal, but the point of it is they're trying to get people to send in the security fee," said Sgt. Joe Peters, with Summerside Police Service-Peters says no one has paid the fee locally. He said police checked with FedEx. The company confirmed this was a scam and said it gets about 30 complaints a month about it.Summerside police advise anyone who gets this kind of letter, to give them a call, or contact the Canadian Anti-Fraud Centre.

CAMPAIGN 2016-Ben Carson criticizes Romney for anti-Trump speech, calls for GOP unity-Michael Walsh-Reporter-March 3, 2016-YAHOONEWS

In an exclusive interview with Yahoo News, Ben Carson declined to say that he is officially dropping out of the 2016 presidential race. The retired neurosurgeon spoke to Yahoo Global News Anchor Katie Couric Thursday afternoon from his home outside Baltimore about the state of the Republican Party and his political future following disappointing Super Tuesday results. He said he’d make a more definitive announcement Friday when he is scheduled to address the Conservative Political Action Conference.Carson did say he thinks too much attention has been paid to party infighting and not enough to each candidate’s policies.“I want people to start thinking about the real issues that are threatening America right now,” he said. “Those issues are not how big someone’s hands are or how long someone’s nose is.”“If there were a good path forward I would certainly take it, but there isn’t,” Carson said. “And I would say, please look at the policies of each one of the candidates and see which ones really align well with your thinking, and go with the one that is closest to thinking the way that you do.”Several times, Carson refused to endorse anyone for the Republican Party’s nomination but promised to support the primary’s eventual winner. He said he believes in the intellect of the people to choose the right person.“I would support whoever the people have chosen,” he said. “And somehow we must abandon the thinking that there are a bunch of politically elite people who know what’s best.”Earlier Thursday, speaking at the University of Utah, former Republican presidential nominee Mitt Romney laid out the case against current GOP frontrunner Donald Trump — calling him a phony and a fraud. When asked about Romney’s speech, Carson said he wishes that Republicans would stop attacking each other because all that does is hand the election over to the Democrats.“I don’t think it is the proper place for someone who was the former standard bearer to be attacking the leading contender right now in a negative way,” Carson said.Couric pointed out that there is a battle raging for the heart of the Republican Party: between those who feel Trump should be stopped at all costs and those who think he’s winning the nomination fair and square. Carson confirmed that he falls into the latter category.“If you reject the will of the people, you’re going to fracture the party to such a degree that, I don’t care who you put up there, they’re not going to win,” he said.On Wednesday, Carson announced that he would not be participating in Thursday’s Republican debate and does not see a “political path forward” for himself but is still deeply committed to “this grassroots movement on behalf of ‘we the people.’”“Along with millions of patriots who have supported my campaign for president, I remain committed to saving America for future generations. We must not depart from our goals to restore what God and our Founders intended for this exceptional nation,” Carson said in a statement.Carson at the Faith and Family Presidential Forum at Bob Jones University in Greenville, S.C., in February. (Photo: Chris Keane/Reuters)-Couric asked if this statement indicates that Carson will stay on the national stage. He replied that before his political bid he was already a frequent speaker all over the United States and that he will continue to be one.“I’m not going anywhere. Not when we have these kinds of problems facing our future generations,” he said.Last November, Carson sat down with Couric to discuss the controversy surrounding his life story. His inspirational narrative describing his rise from poverty in Detroit to international acclaim as a doctor at Johns Hopkins attracted intense scrutiny following a surge in his poll numbers.“I don’t have any problem with being vetted. That doesn’t bother me in the slightest. I do have a problem when people take things and distort them purposely and tell lies,” Carson told Couric. The remaining Republican presidential candidates — Ohio Gov. John Kasich, Texas Sen. Ted Cruz, Florida Sen. Marco Rubio and businessman Donald Trump — will participate in Thursday night’s debate hosted by Fox News in Carson’s hometown of Detroit..
