The European Union delegation to Israel on Monday slammed a settler group’s video that targets the EU ambassador and accuses him of setting up a “terror state.”“The video posted by an Israeli settler group attacking the Ambassador of the European Union to Israel is appalling,” a statement from the EU said.“Resorting to personal threats and slander can never be justified, despite differences of opinion,” it added.The video, released a day earlier, charges that the ambassador was working to “establish a terror state.”It accuses Lars Faaborg-Andersen, the Danish head of the EU delegation in Israel, of “undermining Israel’s sovereignty, ignoring the law, building wherever he wants and establishing a terror state — on Route 1!” The group was apparently referring to prefabricated homes built in the E1 area between Jerusalem and Ma’ale Adumim.The accusation relates to mobile homes presented by the EU to Palestinian and Bedouin families living in the West Bank area east of Jerusalem, which Israel has charged amount to illegal construction by the European umbrella body.The video was produced by a settler group opposed to the creation of a future Palestinian state, which calls itself the “Jerusalem Periphery Forum.”“Andersen must be restrained!” flashes onto the screen at the video’s conclusion, alongside a mock-up photo of Andersen with a Hannibal Lecter mask across his face.In text on a Facebook post that carried the video, the group said that Andersen “is the man behind the illegal construction around Route 1, whose purpose is to create facts on the ground: territorial contiguity for a future terror state.”In its response, the EU slammed the allegations “of the EU supporting terror” as “unacceptable.“We appreciate that the Israeli government has quickly condemned the video and we trust that the Israeli authorities will take appropriate action,” the statement said.Foreign Ministry Director-General Dore Gold was quick to criticize the video on Sunday. The leader of Israel’s main Arab political party on Monday accused the Israeli government of murdering Yasser Arafat.In an interview on Channel 2, Knesset member Ayman Odeh, who heads the Joint (Arab) List in the parliament, said the Shin Bet domestic intelligence service murdered Arafat. He said that Avi Dichter, who headed the Shin Bet in 2004 when Arafat died, “sent the people” who murdered him. Dichter is now a Likud MK.Various Palestinian leaders, and Arafat’s widow Suha, have claimed since the PLO chief’s death that Israel assassinated him, an accusation Israel has always denied. Arafat died in Percy military hospital near Paris at the age of 75 in November 2004, after developing stomach pains while at his headquarters in the West Bank city of Ramallah. French investigators last April announced they had not found evidence he had been poisoned, and a French prosecutor subsequently closed the case.Odeh was being interviewed in the wake of a stormy Knesset committee session over planned legislation which, if passed, could give MKs the right to boot out a colleague for “inappropriate” behavior. The IDF rescued two soldiers who fled their vehicle after it was attacked in the Qalandiya refugee camp north of Jerusalem late Monday night, the IDF said.After approximately an hour, both soldiers were safely extracted from the West Bank refugee camp. No Israelis were reported injured in the incident, according to an IDF spokesperson.Just before 11:00, two non-combat soldiers from the Oketz K-9 unit entered the refugee camp in the central West Bank for as yet unknown reasons. As they drove through, a group of Palestinians attacked their vehicle with rocks and firebombs. The jeep caught fire, forcing the two to flee the scene, the IDF said.As they fled, the pair separated. “One of them made phone contact almost immediately, and within 20-30 minutes the (rescuers) had reached him. One reason: The Vermont senator, the candidate who has come closer than any other Jew to being a major party presidential nominee, has mostly avoided discussing his Judaism.Sanders won’t identify the Israeli kibbutz where he briefly volunteered in the 1960s. When reporters found the kibbutz, Sha’ar Ha’amakim in northern Israel, he wouldn’t comment.In New Hampshire, he described himself as “the son of a Polish immigrant,” not a Jewish one. At a Democratic debate, he spoke of the historic nature of “somebody with my background” seeking the presidency, but didn’t say “Jewish.” A recent headline in the liberal Jewish Daily Forward newspaper read, “We Need To Out Bernie Sanders as a Jew — For His Own Good.”Rabbi James Glazier of Temple Sinai, in South Burlington, Vermont, said Sanders’ comments were being discussed by fellow rabbis in the liberal Reform movement. “What did he leave out there? The union of Portuguese journalists has rejected a complaint by the Palestinian Authority about a reporter’s use of the word “murder” to describe only victims of terrorist attacks and not their perpetrators.Portugal’s Syndicate of Journalists published its decision last week on a complaint that Hikmat Ajjuri, the Palestinian Authority’s envoy to Portugal, filed in December against Henrique Cymerman, the Israel reporter for Portugal’s Independent Communication Company, or SIC.The December 13 report by Cymerman focused on incitement in the Palestinian Authority “to kill Jews,” as Cymerman, who is Jewish, described it. In the report, Cymerman said that many of the perpetrators of attacks against Israelis regard their actions as part of a holy war. He also interviewed people who said it was in reaction to the Israeli occupation.The item had an on-screen caption that read “22 Israelis were murdered and roughly 100 Palestinian assailants were killed.”Ajjuri complained the article was biased because it “equates the occupier and the occupied and goes further to justify the cold-blooded murder by the Israeli occupation forces of Palestinian youths and children.”The syndicate found that Cymerman used terminology “that can be neither condemned nor deemed inappropriate,” wrote Sao Jose Almeida, the organization’s president.In defending against the allegation, Cymerman cited his close contact with the Vatican and Pope Francis for the promotion of peace. EU and Canada agree on dispute settlement court By Eric Maurice-EUOBSERVER

Feb, 18:28-EU and Canada have agreed on a permanent investor court system to be included in their free trade agreement, in a decision the EU hopes will be replicated in its trade talks with the US.In a last round of talks, the European Commission and the Canadian government completed scrubbing over the legal elements of the Comprehensive Economic and Trade Agreement (CETA) they had finished negotiating in 2014."This is good news," EU trade commissioner Cecilia Malmstroem said at a press conference on Monday."It is good sign that we can cooperate and that we have listened to the concerns."The investment chapter had remained open in the face on criticism on both sides of the Atlantic about investor-state dispute settlement (ISDS), an ad hoc arbitration system that was included in the first version.A permanent and institutionalised dispute settlement tribunal will be set up instead, with judges appointed in advance by the EU and Canada, and an appeal mechanism will be put in place.The agreement also has "stronger language" on the rights of states to regulate, and judges will be "bound by a very strict ethical code of conduct," Malmstroem said.For the EU, the new settlement system, called investor court system (ICS) should also be part of the ongoing negotiations for a Transatlantic Trade and Investment Partnership (TTIP) wih the US.As in CETA, the ISDS has been widely criticised by TTIP opponents, and last autumn Malmstroem proposed an investor court system (ICS) to replace it. An ICS has already been put in place with Vietnam and is now agreed with Canada."The mandate I have from the member states is to try to introduce all this new system in TTIP but also in all future negotiations until we have a permanent multilateral court," Malmstroem said."It's in CETA, we'll see what happens in TTIP," she said.During the latest round of talks in Brussels last week, US negotiators did not commit to endorse the investor court system (ICS) put forward by the EU."We are pursuing those discussions with full understanding of what the objectives are behind these provisions and with a focus on how best we can achieve what are essentially commonly shared goals and outcomes in this area,” the chief US negotiator Dan Mullaney said Friday (26 February).Malmstroem said the ICS responded to the demands of the European Parliament and member states. But it has been rejected by German judges as illegal. Feb, 09:21-Irish voters have turned away from the two parties responsible for unpopular austerity measures, but the result from Friday's (26 February) election is unlikely to leave any party with an obvious path to government.With counting still going on in some districts on Monday (29 February), no clear winner has yet emerged from Friday's election.However, prime minister Enda Kenny's coalition has certainly lost its majority.With the results in for 148 of 158 parliament seats, Kenny's centre-right Fine Gael party received around 25 percent of the votes, down from 36 percent in 2011.His junior coalition partner, centre-left Labour, plummeted from 19 percent to 6.6 percent, while Kenny's rivals in the centrist/centre-right Fianna Fail party increased their support from 17 percent to 24 percent.However, neither of the two mainstream parties, Fine Gael or Fianna Fail, appears to be able to form a coalition with a junior partner.In many European democracies, that would leave a grand coalition between the two as the most likely option, but in Ireland the two parties foster rivalries that go back to the 1922-23 civil war.Health minister Leo Varadkar, of Fine Gael, said he was against a grand alliance with Fianna Fail.“I don’t think it’s a good idea for either party. I don’t think it would last. Feb, 18:55-Macedonian police used stun grenades and tear gas to push back hundreds of frustrated Syrian and Iraqi asylum seekers stuck on the Greek side of the border, after they tried to force their way across the border into Macedonia on Monday (29 February).Thousands are stuck on the Greek side after Austria and Balkan countries restricted border crossings, with people forced out of the Idomeni refugee cap onto surrounding fields.About 6,500 Syrian and Iraqi refugees are camped out around Idomeni, with another 500 moved to a make-shift camp nearby.Aslyum seekers desperate to move on to the north chanted “Open the border!" and "We want to go to Serbia!" and pushed their way passed Greek police, but the Macedonian forces repelled the protestors, AP reported-Several women and children were nearly trampled and Macedonian authorities said one officer was injured, AP said.According to reports, only about 50 asylum seekers were allowed to cross into Macedonia on Monday, making the bottleneck, which had feared for months, very real in Greece.Authorities say more than 22,000 people are now stuck and more are arriving every day. That number could reach up to 70,000 by next month.Macedonia said it will only allow in as many people as Serbia accepts, and Serbia has been allowing fewer people as Austria capped the numbers it allowes in and through its territory daily.With the bottleneck scenario is creating a humanitarian crisis in Greece, German chancellor Angela Merkel lashed out against Austria.“We can't do this in such a way that we simply abandon Greece,” Merkel said Sunday on ARD television.“This is exactly what I fear: When one country defines its border, another must suffer. Once one country devalues it’s currency, "the risk is very large that another follows and we get into competitive devaluation," Dijsselbloem told reporters.The comments indicated increasing concern about the Bank of Japan’s unprecedented monetary stimulus, which has weakened the yen against the dollar and driven bond yields to historic lows. The announcement of a negative rate policy last month surprised markets and spurred currency volatility.There was "absolutely no" opposition or opinions expressed about the BOJ’s negative-rate policy, BOJ Governor Haruhiko Kuroda told reporters in Shanghai Saturday.The bank’s explanation of its policy of "Quantitative and Qualitative Easing with a Negative Interest Rate" was well understood by the nations, Kuroda said. "The BOJ’s easing policy is to achieve the 2 percent inflation target as quickly as possible, and if needed we will add policy, and this has always been understood by the G-20."A Japanese Finance Ministry official told reporters Friday that there weren’t any questions from other nations in response to Kuroda’s presentation to the G-20.-No Surprises-If devaluation is a consequence of monetary policy which is motivated by real macro-economic domestic reasons, then nations must make sure to inform and consult with each other so there are no surprises, Dijsselbloem said Saturday.By contrast, one official from the G-20, who asked not to be identified as the talks were private, said members were broadly reassured that China isn’t going to start weakening its currency. In a pledge that will prove easier to write than deliver and may disappoint investors looking for a coordinated stimulus plan, the Group of 20 said "we will use fiscal policy flexibly to strengthen growth, job creation and confidence." After a two-day meeting in Shanghai, finance ministers and central bank governors also doubled down on a line from their last gathering that "monetary policy alone cannot lead to balanced growth."For those few analysts calling for a 1985 Plaza Accord-type agreement to address exchange-rate tensions, there was no such luck: International Monetary Fund Managing Director Christine Lagarde said there were no discussions about anything like that. The G-20 members did reaffirm they will refrain from competitive devaluations, and -- in new language -- agreed to consult closely on currencies.-Reaching Limit-An increasing sense monetary policy is reaching its limit permeated officials’ briefings during the meetings that ended Saturday. While central banks proved critical in avoiding a global slide into depression last decade, there is now no consensus among the world’s top economic guardians backing stepped-up monetary stimulus. That leaves focus on fiscal polices that are subject to domestic political constraints, and a structural-reform agenda the G-20 said will be gauged through a new indicator system."Central bankers have done their bit in recent years to stabilize the world economy," said Frederic Neumann, co-head of Asian economic research at HSBC Holdings Plc in Hong Kong. Feb, 18:29-The United States “understands” why the European Union wants to include an investor court system in the proposed EU-US free trade agreement, discussed in Brussels this week, but the US' chief negotiator refrained from giving a substantive analysis of the EU plan.“We’ve received the proposal fairly recently,” said Dan Mullaney at a press conference on Friday (26 February), wrapping up the twelfth round of negotiations on the Transatlantic Trade and Investment Partnership (TTIP).“We do understand the concerns that are behind the proposal,” he noted, but did not say whether he liked the idea or not, only that the two sides would discuss it further.“I can’t say at this point what the outcome of those discussions are going to be, but we are pursuing those discussions with full understanding of what the objectives are behind these provisions and with a focus on how best we can achieve what are essentially commonly shared goals and outcomes in this area.”This week was the first time that the two sides discussed the European proposal for an investor court system (ICS), which was announced last year as a substitute for the investor-state dispute settlement (ISDS) system.“Investment protection is a highly complex subject,” said Ignacio Garcia Bercero, the EU’s chief negotiator.“This round marks the beginning of the process of discussions in this area, and we have spent significant time understanding each others’ proposals better and [are] also starting to identify areas of convergence."However, no decisions were made.“We haven’t yet reached the point where we are already beginning drafting common language,” Garcia Bercero noted.EU trade commissioner Cecilia Malmstroem proposed the court last September as an alternative to ISDS. Critics feared an ISDS deal under TTIP would empower US firms to sue EU governments should laws or policies run against their interests.But despite the alternative, protests remain.On Monday, Greenpeace activists protested outside the negotiating venue in Brussels. They believe that the ICS court is just as dangerous.“[Negotiators] say they want to protect environmental, health and labour standards, but instead they are giving foreign corporations exclusive rights to challenge these same standards in a special court,” Greenpeace said in a statement.Garcia Bercero and Mullaney are “not at all frustrated” by the level of opposition to TTIP, they both said.“We are continuously ready to engage with everyone in Europe who has a view on TTIP. We are ready to meet, we are ready to discuss,” said the European negotiator.“We believe this continued policy of engagement, of transparency, is the best way to convince European citizens that there are no risks and a lot of benefits in the TTIP negotiations,” he added.And not everyone is against TTIP.Lobby group Copa-Cogeca said Thursday on behalf of European farmers that they “strongly support the TTIP negotiations for a comprehensive and balanced outcome”.The group’s secretary-general, Pekka Pesonen, said instead that a rival agreement between the United States and eleven countries around the Pacific Ocean could pose a threat to the European agricultural sector.The US recently signed the Trans-Pacific Partnership, or TPP, with countries like Japan and Australia.“If the TPP agreement from the Pacific region is ratified and implemented before we can conclude anything, that would give a comparative advantage to our competitors, especially in these two countries, Japan and US,” said Pesonen at a press conference Thursday.The EU and US meanwhile said they still hoped to conclude TTIP talks in 2016.“Let me be clear. We want to finish this year, but we do not favour an early harvest, or a TTIP light. We want an ambitious, comprehensive and high-standard agreement,” said Dan Mullaney, echoing similar words by his European counterpart.
