VANCOUVER - Prime Minister Justin Trudeau says Canada's premiers have agreed that carbon pricing will be part of any national plan to address climate change.He says they will study pricing options that would be adapted to the specific circumstances of each province and territory.The working group is one of four announced by Trudeau in Vancouver on Thursday after a day-long climate-change meeting with first ministers.Trudeau said they are to meet again in the fall when the working groups are to report back."The commitment we made today, with the Vancouver Declaration, shows all first ministers in this country united on carbon pricing mechanisms," he said."The fact that we have consensus on the need to include carbon pricing in our approach to addressing climate change right across the country is a great thing indeed."He added he's happy there's a plan to move forward while respecting regional differences."That is something we have all committed to. Shafia trial tainted by honour killing expert testimony: lawyers argue-[The Canadian Press]-Diana Mehta, The Canadian Press-March 3, 2016-YAHOONEWS

TORONTO - A father, mother and son, who were convicted of murdering the couple's three daughters and another family member, have asked Ontario's highest court for new trials, arguing the original one had been tainted by "highly prejudicial" testimony on so-called honour killings.Mohammad Shafia, his wife Tooba Yahya and their son Hamed were convicted in January 2012 of four counts of first-degree murder — killings their trial judge described as being motivated by their "twisted concept of honour."But the trio's lawyers argued Thursday that testimony from a Crown expert on so-called honour killings should not have been allowed and was among several errors made by the trial judge."That type of evidence is flat out prohibited," lawyer Frank Addario told a panel of three appeal court judges. "She should not have been permitted to tell (the jury) how honour killings are typically carried out or read out denunciations on honour killings."The Shafia family was originally from Afghanistan but fled at the outbreak of war in the country and eventually immigrated to Canada.In June 2009, the bodies of Shafia and Yahya's daughters — Zainab, 19, Sahar, 17, and Geeti, 13 — and Shafia's first wife in a polygamous marriage, 52-year-old Rona Amir Mohammad, were found in a car at the bottom of the Rideau Canal in Kingston, Ont.The Crown at the trial asserted the murders were committed after the girls "shamed" the family by dating and acting out, and Amir Mohammad was simply disposed of.In making their case, the Crown called Shahzrad Mojab, a professor whose research focuses primarily on violence against women particularly in the Middle East.Mojab's evidence involved "stereotypically reasoning about Afghani Muslims," Addario argued, while her testimony on how honour killings are typically carried out had "zero legal relevance.""Its probative value was outweighed by its prejudicial value," he said. "A Canadian jury is perfectly capable of understanding that men of all ethnicities will sometimes hurt female family members for misguided reasons of honour, without the assistance of expert evidence."Lawyers for Shafia, Yahya and Hamed also argued the trial judge did not properly assess the admissibility of certain hearsay statements made by the four victims before their death, and didn't instruct the jury properly on them.They further argued the trial judge erred by not providing sufficient direction to the jury on the Crown’s theory that Yahya could be found guilty of murder on the basis that her alleged failure to protect her children from her husband made her causally responsible for their deaths.An additional twist to the joint appeal came in an argument made by Hamed's lawyer, who asked the court to admit fresh evidence which he said proves his client was only 17 — a minor — and not 18 and a half at the time of his siblings' deaths."We have evidence that is reasonably capable of belief," Scott Hutchison said as he asked for Hamed to be treated as a youth by the justice system. "In my submission you must give effect to the fresh evidence, set aside the conviction and order a new trial."Hutchison said that at the time of the trial, Hamed didn't know that he could be a year younger than he thought he was and neither did his father or his trial counsel.In explaining the issue, Hutchison urged the court to be mindful of a "casualness" associated with birth dates in Afghan and Middle Eastern communities.The issue only came to light when — after being sentenced to life in prison — Hamed's father wanted to transfer property in Afghanistan and asked someone in the country to prepare necessary paperwork, court heard.That person discovered Shafia's original Afghan identity document — known as a "tazkira" — which recorded his birth date as Dec. 31, 1991 — making him a year younger than initially thought, Hutchison told the court.To resolve the discrepancy, a certificate of live birth was obtained from an Afghan ministry, which turned out to have the same date, and the Afghan government also issued a document confirming the tazkira, Hutchison said.The three documents together are key evidence, Hutchison said."There would be a temptation for some to think of this as a technicality," he said. "Age in so far as it relates to young people is not a technicality, it is a principle of fundamental justice....We do not treat young people the same way we treat adults."An adult convicted of first-degree murder faces life without parole for 25 years, while a young offender, when sentenced as an adult, faces a maximum of life without parole for 10 years.If a new trial for Shafia before a youth court could not be obtained, Hutchison asked the panel of judges to order that Shafia be granted a new sentencing hearing under the YCJA, or order that he should have his sentence reduced.Crown lawyers argued, however, that the documents at the heart of Hamed's new claim were entirely unreliable.Even if the appeal court accepted the questionable documents, they argued, that ought not to change the outcome of Hamed's trial."You can admit this evidence and it doesn't undermine the factual underpinning of the verdict one iota," said Crown lawyer Gillian Roberts. "Greater emphasis should be placed on protecting the integrity of the criminal justice system."

VANCOUVER - A graduate of a Christian university has been awarded $8,500 by a British Columbia human-rights tribunal that found a company refused to hire her in part because of her religion.Bethany Paquette applied in September 2014 for an assistant guide position with Amaruk Wilderness Corp., which says it is headquartered in Norway and operates an office in Vancouver.The tribunal says the graduate of Trinity Western University received an emailed response from wilderness guide Olaf Amundsen, who informed her she was not qualified.“Unlike Trinity Western University, we embrace diversity, and the right of people to sleep with or marry whoever they want, and this is reflected within some of our staff and management,” he wrote.“In addition, the Norse background of most of the guys at the management level means that we are not a Christian organization, and most of us actually see Christianity as having destroyed our culture, tradition, and way of life.”The university’s plans to open a law school in Langley, B.C., have drawn national criticism of its so-called community covenant that forbids sex outside of marriage between a man and a woman.Paquette replied to Amundsen’s email with a lengthy defence of Trinity Western’s ban on sex outside of marriage.Amundsen responded that everyone is entitled to their own beliefs and opinions, but Trinity Western has engaged in discrimination by asking students to refrain from same-sex relationships.“This is nothing new: people who did not agree with your church would be flayed, burnt, roasted, quartered, etc … so you guys have a long history of intolerance.”Shortly after, Paquette filed a complaint against Amaruk and company director Christopher Fragassi-Bjornsen with the B.C. Human Rights Tribunal.Its decision says Fragassi-Bjornsen walked out of the tribunal hearing in November 2015 after he was denied requests to be asked questions in French and to have a security detail. The hearing proceeded without the respondents or their lawyer, James Macdonnell.“While leaving, Mr. Fragassi-Bjornsen advised that the respondents would not honour any monetary award which the tribunal might make in favour of the complainant,” says a written decision released Wednesday.The decision says a written response was filed to the complaint. In it, the respondents say Paquette did not meet the minimum requirements of the position and they “specifically” deny that her employment application was rejected because she was involved with Trinity Western.Amaruk and Macdonnell could not be reached for comment.In the decision, tribunal member Norman Trerise says religious discrimination was a factor in the company’s rejection of Paquette’s employment application, and that the emails sent by staff were “egregious” religious harassment.He ordered the company to pay her $8,500 for injury to her dignity and self-respect, as well as $661.08 to reimburse various expenses. ATHENS, Greece - Turkey is under growing pressure to consider a major escalation in migrant deportations from Greece, a top European Union official said Thursday, amid preparations for a highly anticipated summit of EU and Turkish leaders next week.European Council President Donald Tusk ended a six-nation tour of migration crisis countries in Turkey, where 850,000 migrants and refugees left last year for Greek islands."We agree that the refugee flows still remain far too high," Tusk said after meeting Turkish Prime Minister Ahmet Davutoglu."To many in Europe, the most promising method seems to be a fast and large-scale mechanism to ship back irregular migrants arriving in Greece. It would effectively break the business model of the smugglers."Tusk was careful to single out illegal economic migrants for possible deportation, not asylum-seekers. And he wasn't clear who would actually carry out the expulsions: Greece itself, EU border agency Frontex or even other organizations like NATO.Greek officials said Thursday that nearly 32,000 migrants were stranded in the country following a decision by Austria and four ex-Yugolsav countries to drastically reduce the number of transiting migrants."We consider the (Macedonian) border to be closed ... Letting 80 through a day is not significant," Migration Minister Ioannis Mouzals said.He said the army had built 10,000 additional places at temporary shelters since the border closures, with work underway on a further 15,000.But a top U.N. official on migration warned that number of people stranded in Greece could quickly double.Peter Sutherland said the "inevitable consequence" of closed borders throughout the Balkans "is that Greece increasingly becomes a camp for refugees and migrants."About a third of migrants trapped in Greece are at the village of Idomeni, on the border with Macedonia. Madrid (AFP) - Spanish police said Thursday they have seized about 20,000 military uniforms, "enough to equip an entire army", which were destined for jihadist groups operating in Syria and Iraq.The uniforms were found in three shipping containers seized in the eastern ports of Valencia and Alicante last month when police uncovered an operation to smuggle arms to jihadists under the guise of humanitarian aid, police said in a statement.Seven people were arrested at the time as part of a probe launched in 2014 into "foreign structures" providing logistical support for both Islamic State and the Al-Nusra Front, an Al-Qaeda affiliate in Syria."The containers which carried the military uniforms were declared as 'second hand clothes' so as to not raise suspicions and be able to pass different customs inspections without any difficulty," the police statement said."With the roughly 20,000 military uniforms and accessories, it would have been possible to equip an entire army which would be ready to enter into combat in any of the battlegrounds which jihadist terrorist organisations have round the world," it added.One of the firms run by the suspects who were detained last month was dedicated to importing used clothes.One of those arrested was a man who dispatched "military material, money, electronic and transmission material, firearms and precursors for making explosives" to Syria and Iraq via a company, police said at the time.This was shipped out in closed containers under the guise of humanitarian aid, and financed by "hawala," an informal system of payment based on trust that is far more difficult to trace than bank transfers.The leader of the network was in "constant" contact with a member of the Islamic State, who repeatedly asked him to recruit women in order to marry them off to IS jihadists in Syria, police said last month .

N. Korea fires missiles after UN imposes tough sanctions-AFP By Hwang Sung-Hee, with Carole Landry at the United Nations-MAR 2,16-YAHOONEWS

North Korea fired six short-range projectiles into the sea Thursday in a show of defiance just hours after the United Nations adopted the toughest sanctions to date on Pyongyang over its fourth nuclear test and rocket launch.Limited displays of military firepower have become a routine response by North Korea to international pressure over anything from its nuclear weapons program to its human rights record.South Korea's defence ministry said the six projectiles -- either rockets or guided missiles -- fell into the sea around 100-150 kilometres (60-90 miles) off the North's eastern coast.China's foreign ministry responded by urging all parties to refrain from any actions that might see tensions escalate still further.The launches came after the UN Security Council unanimously passed a resolution late Wednesday imposing new sanctions after seven weeks of arduous negotiations between the United States and China, Pyongyang's sole major ally.- Potential loopholes -All eyes are now on China and Russia to see if they fully enact the sweeping measures.North Korea offered no immediate statement on the sanctions, which break new ground, requiring all countries to inspect cargo destined for and coming from the North, in all airports and sea ports.They also ban or restrict exports of coal, iron and iron ore and other minerals from North Korea, and prohibit the supply of aviation fuel including rocket fuel.But analysts have pointed to several possible loopholes, including interpretations of what constitutes a proper cargo "inspection" and a provision that excludes mineral exports if their revenues are not deemed to be destined for military use.North Korea earns about $1 billion per year in coal exports -- a third of all export revenues -- and about $200 million annually from iron ore sales, US Ambassador Samantha Power told the Security Council.US President Barack Obama welcomed the measures as "a firm, united, and appropriate response" to the January 6 nuclear test and February 7 rocket launch."The international community, speaking with one voice, has sent Pyongyang a simple message: North Korea must abandon these dangerous programs and choose a better path for its people," Obama said.Banking restrictions will be tightened and governments will be required to ban flights of any plane suspected of carrying contraband destined for North Korea."These are among the toughest measures we have agreed against any country in the world, certainly the toughest ever against the DPRK," said British Ambassador Matthew Rycroft, referring to North Korea by its official acronym.A total of 16 individuals and 12 entities were added to a UN sanctions blacklist, including North Korea's NADA space agency and its spy agency.South Korean President Park Geun-Hye said she hoped the "unprecedentedly tough" sanctions would push Pyongyang into finally abandoning its nuclear weapons program.The resolution sends "a strong message from the international community seeking peace on the Korean peninsula," Park said.Japanese Prime Minister Shinzo Abe urged Pyongyang to refrain from any fresh provocations, while Tokyo's ambassador to the UN, Motohide Yoshikawa, stressed that "the heart of the matter now is implementation" of the sanctions by China, North Korea's largest trading partner, and other countries.- Making sanctions bite -Power also called for a "robust and unyielding" follow-up to ensure the sanctions bite and singled out Russia and China as key players.Chinese Ambassador Liu Jieyi said the resolution should "be a new starting point and a stepping stone" for renewed talks on dismantling North Korea's nuclear program.Russia echoed that view, with Ambassador Vitaly Churkin saying the resolution is designed to "shut down as much as possible the financing" of North Korea's weapons program to push Pyongyang back to the negotiating table.During the weeks of negotiations, China had been reluctant to endorse harsh sanctions out of concern that too much pressure would trigger the collapse of the pariah regime, creating chaos on its border.Andrea Berger, a Korea specialist at the London-based Royal United Services Institute for Defence and Security Studies, said China's enforcement of the new sanctions was likely to be piecemeal at best."It is difficult to foresee broad and consistent implementation of the new resolution, especially from players such as China, to create barriers that North Korea cannot find its way around," Berger said.The latest resolution ushered in the fifth set of UN sanctions to hit North Korea since it first tested an atomic device in 2006.

FedEx scam hits Summerside mailboxes-[CBC]-March 3, 2016-YAHOONEWS

Summerside police are warning about a new scam making the rounds in the city, with residents receiving letters by post with a fake FedEx letterhead.The letter tells residents they have a package waiting for them that contains $1.5 five million U.S. in connection to a lottery in the United Kingdom. In order to get the package, the letter says, they have to pay a security fee."Of course it's fake, the whole deal, but the point of it is they're trying to get people to send in the security fee," said Sgt. Joe Peters, with Summerside Police Service-Peters says no one has paid the fee locally.He said police checked with FedEx. The company confirmed this was a scam and said it gets about 30 complaints a month about it.Summerside police advise anyone who gets this kind of letter, to give them a call, or contact the Canadian Anti-Fraud Centre.

Brussels (AFP) - Greek Finance Minister Euclid Tsakalotos warned Wednesday that his country's massive bailout programme could fail if the EU and IMF persist in delaying the completion of a crucial review."We haven't got endless time," Tsakalotos told lawmakers at a European Parliament committee hearing in Brussels, sharply criticising that teams from the EU and the IMF had not returned to Athens in a month.Greece's international creditors -- the EU, European Central Bank and International Monetary Fund -- completed a first phase of the review on February 5, but there has been little progress since."That time is in danger of making a self-fulfilling prophecy that the Greek programme fails, for no reason that I can understand either as an academic economist or as a minister of finance," Tsakalotos, an Oxford-educated former professor, told MEPs.The IMF worked with the EU on two previous bailouts for Greece since 2010 but the Washington-based lender has said it will not participate in the third rescue plan without credible reforms and an EU agreement to ease Athens' debt burden.A major sticking point is the pension reforms planned by Greece's leftist government which the IMF has found insufficient.The IMF also questions Greece's budget estimations, a crucial piece of data that helps determine if Athens has delivered on the austerity reforms promised in its 86-billion-euro bailout programme."On the fiscal gap we are very close to the European institutions... For those who doubt that negative interest rates are bad for banks, take a look at what's going on in Japan.The nation's commercial lenders are loading up on bonds that don't come due for decades to get some yield, any kind at all. They bought a net 197.4 billion yen ($1.7 billion) of superlong Japanese government bonds in January, up from 7 billion yen the month before, according to a Bloomberg News article by Chikako Mogi and Shigeki Nozawa.The banks are in a bind because bonds with maturities extending out a decade all carry negative yields as a result of the Bank of Japan's attempts to suppress borrowing costs, including its January announcement to charge interest on some bank reserves. So unless financial institutions want to own bonds that pay them nothing, they need to lend for much, much longer or take on more credit risk.-Goodbye Yield-Investors are now paying Japan to borrow for 10 years in the wake of the nation's stimulus efforts.The outcome could be scary. If Japan's stimulus efforts actually work, and inflation picks up, benchmark borrowing costs will rise. These banks will end up feeling a whole lot of pain, potentially causing a shock, or at least a big tremor, to the nation's financial system.That's just Japan. Now let's shift to Europe, where German 5-year bonds reached a record low of negative 0.4 percent on Monday. The environment has prompted banks and institutions alike to accept lower premiums to own riskier securities."Some banks are overextending credit at conditions that in my view may also create future potential of risks in the system," UBS Chief Executive Officer Sergio Ermotti said on Bloomberg TV on Wednesday. "There are banks that don’t know what to do any longer with deposits, so everybody is trying to beat each other on pricing, and eventually this is going to lead into a structural deficit.''On the one hand, you can't really blame financial institutions for reaching a little bit. High-yield bonds in Europe, for example, yield about 6 percentage points over benchmarks right now.That looks pretty great when faced with assets that pay no income at all.-Paying to Lend-But on the other, riskier bonds carry bigger premiums for a reason: They're risky. U.S. junk-bond buyers have spent the past nine months licking their wounds as the debt lost an estimated $120 billion of market value, based on Bank of America Merrill Lynch index data. And ultimately, the greatest risk may lie in stockpiles of the safest securities, government bonds that are carrying such incredibly low yields. Mozambique plane debris believed to be from Boeing 777: Malaysia minister-Reuters-MAR 2,16-YAHOONEWS

KUALA LUMPUR (Reuters) - Debris believed to be part of a Boeing 777 jet has been found off Mozambique and will be taken to Australia to be examined by investigators involved in the search for the missing Flight MH370, Malaysia's transport minister said.Liow Tiong Lai said there is a "high possibility" that the piece of debris belonged to a 777 jet but added he could not conclude yet that it was from the missing Malaysia Airlines jetliner."The debris will be taken to Australia for further examination," he told Reuters.An official in Mozambique's foreign ministry told Reuters the fragment was being flown to the capital Maputo from Inhambane province, 800 km (500 miles) to the north, and would arrive on Wednesday evening. It would be examined in Maputo by Malaysian and U.S. experts, the official said.Earlier on Wednesday NBC News said the piece could be a horizontal stabilizer from a Boeing 777, citing U.S., Malaysian and Australian investigators who looked at photos of the debris.The piece of debris was discovered off the east African coast between Mozambique and Madagascar.Flight MH370 disappeared two years ago when it was en route to Beijing from Kuala Lumpur. WASHINGTON (AP) — Debris that washed up in Mozambique has been tentatively identified as a part from the same type of aircraft as the missing Malaysia Airlines Flight 370, a U.S. official said Wednesday.Photos of the debris discovered over the weekend appear to show the fixed leading edge of the right-hand tail section of a Boeing 777, said the official, who spoke on condition of anonymity because he wasn't authorized to speak publicly. Flight 370, which disappeared two years ago with 239 people aboard, is the only known missing 777.People who have handled the part, called a horizontal stabilizer, say it appears to be made of fiberglass composite on the outside, with aluminum honeycombing on the inside, the official said.The Australian Transport Safety Bureau, which is running the search for the plane in remote waters off Australia's west coast, said the part was expected to be transported to Australia for examination.Malaysian transport minister Liow Tiong Lai also confirmed in tweets about the discovery that it appears the debris may have come from the missing plane."Based on early reports, high possibility debris found in Mozambique belongs to a B777," Liow said in a series of tweets."It is yet to be confirmed & verified. @dca_malaysia working w Australian counterparts to retrieve the debris." University of Missouri officials condemned an anti-Semitic incident at a campus residence hall, the second this school year and the third in less than a calendar year.A poster reading “Hitler rules” was hung Monday on a bulletin board in the Gateway Hall student residence on the university’s main campus in Columbia, according to the school’s newspaper, The Maneater.The school’s interim chancellor, Hank Foley, and interim vice chancellor for inclusion, diversity and equity, Chuck Henson, expressed anger at another anti-Semitic incident in a school residence hall.“This type of vandalism attacks everyone,” they said in a statement Tuesday. “Our core values — including that of Respect — must become more than words on paper or a banner. They are the foundation of who we desire to be as a campus community and the way we all need to conduct ourselves.”No one has been apprehended in the vandalism.On October 24, a swastika drawn in feces was found on the wall of a bathroom in a residence hall. And in April 2015, swastikas and anti-Semitic epithets were written in ash in the stairwell of a campus dormitory. One person was killed and at least 18 others were injured when a bus overturned near the village of Zarzir in northern Israel on Wednesday evening.There were 35 passengers on the vehicle when it flipped over. The cause of the accident was not immediately clear.Magen David Adom paramedics arrived at the scene and helped evacuate trapped passengers. According to Channel 10, most of the passengers could independently walk.One passenger, a 50-year-old man, was pronounced dead at the scene.Two passengers were moderately injured and 16 others suffered minor injuries.“When we got there we saw a bus lying on its side in the middle of the road and there was lot of commotion,” a medic told the Haaretz daily soon after the accident. “People were stopping on the side of the roads and others came from nearby villages to help. Some of the injured passengers were lying on the road, others were trapped in the bus. We arrived in large force and with the help of firefighters are extracting the injured and giving them medical treatment.”

WASHINGTON, United States — The United States is to review staffing on a hotline to report ceasefire violations in Syria after some volunteers had trouble understanding Arabic speakers.State Department personnel in Washington are manning a line to allow witnesses in Syria to report breaches in a tentative truce between rebels and regime forces.But in recent days reports have surfaced that callers from the Middle East have found it hard to explain the details of alleged air and artillery strikes.According to non-profit news organization “Syria Direct” one US official mistook “Harbnifsah” — a frontline village — for “Harb Bebsi” or “Pepsi War.”The report said some reporters and activists have given up on the US line and are instead reporting breaches to the United Nations or to the opposition.On Wednesday, spokesman Mark Toner admitted that US staff — volunteers from other departments “some of whom speak Arabic” — had had some difficulties.“These are State Department employees who are doing this in addition to their usual jobs,” he said.“We are aware that there were some language issues, and we’re working to correct those, because it’s important that we have Arabic speakers that are able to field incoming calls.”A ceasefire was declared in Syria’s almost five-year civil war on Saturday, but there have already been many reports of violations.The United States, Russia and countries in the International Syria Support Group have set up a network of monitoring centers to probe the reports.The White House said Wednesday it was “concerned” about claims that Bashar Assad’s regime is again bombarding civilians with tank and artillery fire.

BRUSSELS, Today, 18:08-The European Commission unveiled Wednesday (2 March) plans for an emergency fund of €700 million over the next three years to help EU countries struggling with the huge influx of refugees.While the EU has been providing humanitarian assistance to countries outside the bloc for decades, this is the first time the EU will do the same for its own members.“The fund will reduce humanitarian suffering of refugees in Europe,” commissioner for aid Christos Stylianides told journalists.He said there’s no “magic formula” for the crisis, but said the new fund “will help to ensure that we can provide a European solution.”The planned help, which is to provide quick and targeted assistance, will be available to all 28 member states, but is aimed at EU countries overwhelmed by the influx of refugees, especially Greece.“This assistance, to a great extent, will go to Greece, it goes without saying, because that’s where we recently have the biggest humanitarian crisis due to the new circumstances which have developed,” Stylianides said.“Front line member states will be first beneficiaries,” an EU source added.The money will only be available once EU member states and the European Parliament amend the bloc’s budget to make €300 million ready this year, and to earmark €200 million each for 2017 and 2018.Officials said they would prepare the paperwork in the next two weeks. They don’t know yet which other parts of the existing budget the money will be taken from.But they say overall ceilings won’t go up, in a decision immediately welcomed by financial hawks, such as the UK.Stylianides also declined to say how much money will go to Greece.But Athens has already requested €480 million to help shelter 100,000 people, amid a build-up of refugees caused by border restrictions in Austria, Macedonia, and Serbia.EU officials said they are assessing the Greek request in time for the EU-Turkey summit on Monday. Sources added that the money to meet the Greek request would have to come from a mixture of sources.According to commission estimates, 25,000 people are stuck in Greece and up to 3,000 more are arriving each day.The situation is acute at the Greek-Macedonia crossing of Idomeni, where 10,000 people are camping in the open to be let through.On Wednesday, Macedonia allowed some 170 Syrian and Iraqi refugees to cross. It was the first such group since Monday, when local police teargassed migrants, including children, after some tried to force their way through a fence.-Basic needs-EU officials also say work on potential aid projects is to start immediately, to be ready to act once the money is available.“We are preparing the actual operations with partners on the ground within the next few weeks rather than months,” an EU source said.The assistance will not go to member states’ governments directly, but will be used by aid organisations or UN agencies on the ground.It will pay for food, shelter, medicine, clean water, sanitation, and basic health and education services.Other EU funds on migration and internal security have already been used for dealing with the refugee problem, with €327 million in assistance previously allocated to EU states.Greece was awarded €148 million, while non-EU members Serbia and Macedonia received €20 million.Another €22 million was allocated for humanitarian aid to the Western Balkans on a regional basis.

Mar, 19:16-People granted international protection can freely live and move anywhere they want in a member state but may be ordered to reside at a specific address in limited cases.The European Court of Justice on Tuesday (3 March) ruled "a place-of-residence condition" can be imposed if the person is somehow unable to integrate.In practice, the restriction would apply in few cases.The residency restriction is narrow, can't be imposed on refugees, and can't be justified on the basis that the burden of social assistance should be distributed across the state.It also applies only if the person has a subsidiary protection status and receives welfare benefits at the same time.Subsidiary protection limits residency permits of an asylum seeker to one year.Few fulfil such conditions in Germany, where the case was first filed by two Syrian nationals.Out of the 282,726 asylum decisions made in Germany last year, only 0.6 percent (1,707) led to a subsidiary protection status. And not everyone with the subsidiary status is on welfare.The limitations are likely to stir controversy after Germany lost track of some 130,000 registered asylum seekers last year.Central EU states and Austria are instead pushing to clamp down on borders along the Western Balkan route. Around 8,500 are currently stranded on the Greek side of the Macedonian border.The UN agency for refugees (UNHCR) said on Tuesday Europe is now "on the cusp of a largely self-induced humanitarian crisis" as result of the Greek asylum build-up on the border.Pro-migrant rights groups have praised the court's ruling because people with international protection are now broadly allowed to live and move anywhere in the EU state."It clarifies that the freedom of movement encompasses both the right to move freely and choose the place of residence within the member state that granted international protection," Julia Zelvenska, a senior legal officer at the Brussels-based European Council on Refugees and Exiles (ECRE), told this website.She noted that the "residence restriction is permissible only in very specific situations and only with a view of facilitating the integration for those granted subsidiary protection."People with subsidiary protection status in Germany receive a temporary residence permit for at least for one year and in most cases for two years.After fives years of residence, they can apply for a permanent permit.-Integration unanswered-But the court's ruling leaves some outstanding issues.It is now up to the German federal administrative court to determine what defines the integration difficulties that underpin the "place-of-residence condition".Integration rights of people with subsidiary status protection is outlined in the EU's qualification directive.It notes they should have access to integration facilities "taking into account specific integration needs".The Luxembourg-based court's ruling is also unlikely to have much bearing on the EU's relocation scheme to distribute people arriving in Greece and Italy among other member states.The EU plan, launched last September, intends to distribute some 160,000 asylum seekers. Asylum seekers, which under EU law have no freedom of movement, only obtain international protection once granted such status by the hosting member state.The European Commission, for its part, said it will review the ruling."The ruling clarifies that it is possible to impose residency requirements and this is important in the context of possible secondary movements," commission spokeswoman Natasha Bertaud told reporters in Brussels.

Amman (AFP) - Jordan said Wednesday that it had thwarted planned attacks by the Islamic State group on its soil, killing seven suspected jihadists in a major security operation near the Syrian frontier.The kingdom, which also borders Iraq, has for years struggled with homegrown Islamists and is part of a US-led coalition carrying out air strikes against jihadists.The operation, which began late Tuesday in the northern city of Irbid, 80 kilometres (50 miles) north of Amman, was the most significant of its kind since Jordan joined the coalition in 2014.One member of Jordan's security forces was killed and three wounded in clashes that raged for several hours until dawn, the authorities said. He was 56.The U.S. Department of Justice on Tuesday announced that McClendon had been indicted for allegedly colluding to rig bids for oil and gas acreage while he was at Chesapeake, a central player in the U.S. fracking revolution of the past decade. He denied the charges.Police said they were investigating the cause of the crash, which occurred when McClendon was driving his 2013 Chevy Tahoe on a sparsely populated, two-lane road. Police responded to the crash at 9:12 a.m. local time, though they have not said at what time the crash was believed to have occurred.The crash occurred about 8 miles (13 km) from American Energy Partners, which McClendon had founded and where he was the chairman and chief executive.
