Paris, Today, 13:52-Fears that Poland will derail the negotiating process at the climate conference in Paris have, so far, not come true.The summit, where 195 countries, plus the EU, are trying to reach a global climate treaty, is approaching the final phase of talks, with meetings lasting until 5am on Thursday morning (10 December).In the months leading up to the summit, Polish politicians had been very vocal about defending the country's coal industry - most of the country's electricity is generated from the highly polluting fossil fuel.In an interview with Politico in August, Poland's president Andrzej Duda said that “decarbonisation is completely not in our interest.” He made his remarks ahead of parliamentary elections in September, during which his right-wing party Law and Justice (PiS) won an absolute majority.PiS member of parliament Piotr Naimski, who has energy in his portfolio, made even more strident comments during the election campaign, criticizing the EU position that the Paris agreement should be a legally binding.“Any binding stance that would be accepted at the conference in Paris will be harmful to Poland, so a failure of the summit is in Poland's interest," Naimski said according to Reuters.But here in Paris, it seems that the Polish delegation is not carrying out its threats, which appear to have been more for domestic consumption.“We have an EU position and everybody sticks to that. I have not heard Poland is obstructing,” Helena Hellstroem Gefwert, a spokesperson for the Swedish delegation, told EUobserver on Wednesday.“Poland is not stepping on the brakes,” a source from a second EU member state, who asked to be anonymous, said.A third EU source noted that Poland is “really constructive” in Paris, showing “openness” to having a reference in the treaty text to “1.5,” which is climate jargon for limitng the future temperature rise to 1.5 degrees Celsius. Opinion-Climate finance: The EU’s best chance for action By Charlotte Flechet-DEC 10,15-EUOBSERVER

BRUSSELS, Today, 14:01-As the world’s biggest donor for climate finance and disaster relief, the EU has the potential to play a pivotal role in the current climate negotiations.Finance, along with the provision of other means of implementation, such as technology transfer and capacity-building, is one of the negotiations’ key stumbling blocks.Back in 2009, developed countries pledged to provide at least $100 billion a year in “climate finance” by 2020 to help developing countries cut greenhouse gas emissions and cope with the impacts of global warming. Although it may look like a robust target, it only accounts for 0.2 percent of GDP of the industrialised nations in the OECD club.According to the United Nations Environment Programme, the level of finance required to meet adaptation needs would amount to $150 billion per year by 2030.So far, the EU and some of its member states have proved to be serious about contributing climate finance. Together, they provided €14.5 billion in climate finance in 2014, an increase from the previous year.The European Commission recently announced it would double grants for climate finance from the EU budget up to 2020, reaching about €2 billion per year. This echoes a positive step made last year where the EU agreed to commit at least 20 percent of its external assistance budget to climate relevant actions for the period 2014-2020.Germany is also set to double its international climate finance by 2020 compared to 2014. France is expected to increase its current level of €3 billion level to more than €5 billion by 2020, with a tripling of its current adaptation finance.But the picture is not all bright. Far from it.Although the increase in pre-2020 pledges is welcomed, a lot more needs to be done to ensure that climate finance truly meets the needs of its beneficiaries.For one, Tim Gore, head of policy, advocacy and research at Oxfam International as said that, while the new pledges are welcome, they are not enough: “If you are in one of the poorest communities in the world, it is not making any difference to you. They are not going see any more of that money.”Commenting on the conclusions of the EU’s finance council meeting in November, the director of Climate Action International Europe, Wendel Trio, also declared: “The EU has failed to offer a credible financial support package for the Paris agreement.”Although a key moment to coordinate EU climate finance ahead of COP21, the ministers’ meeting failed to provide a clear roadmap on how to deliver commitments, such as phasing out environmentally harmful subsidies or scaling up climate finance before and after 2020. According to Isabel Kreisler, Oxfam International’s climate change policy expert: “If finance ministers want to ensure there is something in the Paris deal for those on the frontline of climate change, they must significantly increase public funding for adaptation before 2020, and ensure a new and separate financing target looking past 2020 is also agreed on in Paris.”Here are some of the key aspects of climate finance that the EU must improve on in order to truly support vulnerable populations around the world.-Equal amount of funding for mitigation and adaptation-An OECD report published last October on climate finance found out that only 16 percent of climate finance is devoted to helping developing nations cope with the impacts of climate change. If the EU is to be considered a credible partner for developing and vulnerable nations, it has to scale up the amount of finance that directly targets adaptation actions in order to reach a 50:50 balance between mitigation and adaptation.-New and additional finance-In numerous member states, the money pledged for climate finance comes from the development aid budget. In Belgium, for example, most of the €50 million that were pledged at the leaders’ event comes from an already reduced development aid budget.This means that some schools, hospitals and other development projects won’t take place anymore because the money initially allocated to them is being redirected towards climate activities.This is why civil society is strongly pushing to ensure that all climate finance is additional to development aid and not merely a relabelling of existing commitments.-Innovative finance-There are several cheap and easy ways for the EU to mobilize additional climate finance. The first one is the establishment of a financial transaction tax that could help fund renewables and climate change adaptation projects in vulnerable countries.The second would be to shelve part of the European Emissions Trade System (ETS) revenues for climate action in developing countries. According to WWF, if 10 percent of the €8 billion generated yearly by the ETS is set aside for climate finance, this could raise as much as €3 billion annually from 2020.-Predictability of financial flows-A major issue with current finance pledges in Europe is that they do not always include a clear roadmap of how and when the money will be delivered.This is a critical issue for beneficiaries as uncertainty on financial support strongly limits their ability to adequately plan climate-related activities. For example, in November, the EU was incapable to provide any indication on its 2015 contribution.-Post 2020 finance-In relation to predictability, it is important that the EU pushes for an ambitious climate finance package that enshrines the principle of five-year cycles for collective finance targets that address both adaptation and mitigation in a separate way. In addition, such a package could call on Parties to submit, every three years, their planned contribution to these targets.-Fossil fuel subsidies-Finally, the EU must address the critical issue of fossil fuel subsidies. Every year, at least €35 billion are spent by member states on these harmful subsidies. This is two and half times more than Europe’s overall contribution to climate finance. Although the EU has agreed on phasing out harmful subsidies, no concrete actions have so far been seen to move in that direction.Beyond the numbers, climate finance is also about how the money is delivered. Paris, Today, 09:24-A familiar-looking yellow circle was moving around a screen in Paris on Wednesday (9 December), apparently eating smaller circles.It was not Pac-man, the classic video game from 1980, but rather Capman, a game developed by Brussels-based NGO Carbon Market Watch.It was showcasing its video game, which relays the environmentalist group's main concerns in a playful way, at the United Nations climate conference.The gameplay was apparently so engaging that the man who was supposed to present it, first did not notice a passer-by stopping at his desk.“Oh, hello, sorry,” he said when he saw her, and started his pitch.Carbon Market Watch is one of many organisations present at the 21st edition of the so-called Conference of the Parties, or COP21, where the world's climate negotiators try to thrash out an agreement for a global treaty that reduces greenhouse gas emissions.-Climate-friendly chocolate-According to France, COP21 “is the biggest international meeting ever organised in France,” and it draws not only politicians, but also businesses, lobbyists, and activists. It takes place in an airport-hangar-turned-conference-centre in Le Bourget, a suburb of Paris.It is a place where you are given climate-friendly chocolate, can see a centre-left member of the European Parliament wandering around eating a quick sandwich, or spot participants wearing traditional costumes from all over the world.There is a hall with national pavilions, which often reflect the diplomatic or economic size of the country.Here, national delegations meet to discuss their negotiating tactics, or the latest version of the draft agreement - such as the one the conference's president, French foreign minister Laurent Fabius, shared with the parties on Wednesday afternoon.Some of the pavilions also serve as a form of nation branding, or a place to organise side-events on topics the country finds important.Then there is the exhibit hall, where a range of stakeholders, NGOs, associations, and others display their product or views in small booths.-Showing off inventions-Take engineer Kolja Kuse, who came from Germany to showcase “an invention."He is chairman of the board of the European Business Council for Sustainable Energy, a business association, and has attended several COPs, to talk about the use of carbon fibre as a building material.Proudly, Kuse showed what he said was a piece of granite with carbon fibre around it. He described it as being as light as aluminium, yet flexible.“We can make this from CO2. The question is how,” said Kuse, adding that he has had talks with people involved in carbon capture and storage (CCS), a method of preventing heat-trapping carbon emissions from being released into the atmosphere.“We need coal plants for a long time,” the engineer said. “The CCS people want to store it in the ground. Why not turn it into something useful? Carbon fibre is a very valuable industrial good.”While it is still in the development phase, Kuse said there are endless possibilities. One of them was using the material in a popular brand of smartphone.Not far from Kuse, Grace Cahill was sitting at a booth, not because she was affiliated with the advertised organisation, but because the abandoned booth was a comfortable place to sit - by around 4pm many of the booths in the area, which in a way resembles a trade show, had been emptied.Cahill is media officer for Action Aid, a UK-based NGO. She noted she did not have time to talk much, because she was reading the latest draft text. But, she stressed, there was an event happening at 5PM that could not be missed.-Unauthorised protest-A group of activists had gathered at that time near the French pavilion for an “unauthorised” protest. Unauthorised perhaps, but very well-coordinated judging by the high number of media present.A ring of TV cameras, photographers, and lit mobile phones could be seen crowding around a group of people.They had sat down amidst an art installation which featured uni-coloured plastic statues of hippo's, bears, and other animals.Initially, their chants were not very easily audible.“Climate justice!”“.. .together!...”“...hold them accountable...”Without any audio equipment, the demonstrators had decided to use their combined voices as an amplifier.Before any chants, the lead messenger would shout: “Mic check!”, following which the crowd would copy.While the chants were not always in synch, some of the shouted demands were clearly audible.“We are here...”“We are here!”“...to demand...”“To demand!”“... that every single country take action...”“That every single country take action!”Meanwhile, the United Nations security personnel were urging passers-by not to stop in the main pathway to watch the sit-in.“Can I ask you to move aside, because people want to walk here?” one of them asked.The protest, which lasted around half an hour, also showed how complex the issue of fighting climate change is. The issue is not easily translatable into one-syllable chants or slogans. Yet the activists tried, with one man holding up an infographic of atmospheric CO2.COP21 is formally scheduled to last until Friday. But late-night negotiations past the official deadline are not rare at climate conferences.

Paris, Today, 09:19-The European Union needs to offer more money to developing countries to help them reduce carbon emissions as well as to cope with climate change, environmental groups said at a press conference in Paris on Wednesday (9 December).The heads of three green non-governmental organisations (NGOs) said the EU has to "come out of its comfort zone" and bring new alternatives to the negotiating table "if it wants to play a leadership role" at the Paris climate summit."The EU will need to offer something to developing countries, including finance, and they will need to offer more than they have done," said Wendel Trio, head of Climate Action Network Europe, an umbrella of NGOs.His colleague Mattias Soederberg of DanChurchAid, added "climate finance is crucial" for a deal in Paris.Climate finance is one of the summit's sticking points.It refers to money for developing countries to tackle the effects of climate change, and to help fund a transition towards an economy that relies less on fossil fuels, the main cause for the man-made rise in global temperatures.The latest draft text of the Paris climate treaty, released on Wednesday afternoon, showed there is still much to discuss. The segment on finance had many brackets - which indicate that the content is still open.The first sentence of article 6, for example, reads: "Developed country Parties shall provide [new,] [additional,] [adequate,] [predictable,] [accessible,] [sustained] and [scaled-up] financial resources to assist developing country Parties with respect to both mitigation and adaptation."At the 2009 climate summit in Copenhagen, the world's countries agreed that developed countries would provide $100 billion a year in climate finance from 2020.However, how exactly this will be done remains an open question." The problem with climate finance is that there is no agreement on what it is," said Soederberg. There is a dispute between rich and poor countries about how much has been raised so far.The Organisation for Economic Co-operation and Development (OECD), which consists of mostly rich countries, recently said that $62 billion has already been raised.But the figure is being disputed.-Developing countries say that the same money is being "double counted" as both development aid and climate finance."Climate money must be new and additional," noted Soederberg.But according to Michael Jacobs, former climate adviser to UK's former PM Gordon Brown, the issue is "more or less impossible to resolve."He summarised the position of the developing countries as: "You were meant to be giving us 0.7 percent of your national income as aid. Climate finance is over and above aid."But developed countries will respond, in Jacobs' words: "Hang on, everything we will give you is going to be called aid ... If it is given to a least developed country, the OECD will call it aid.""Anything counted by the OECD looks like it's biased," he added, noting that the issue is "half methodology, half politics."

Donbass, Today, 09:29-Over 50 percent of large-scale enterprises in the rebel-controlled areas of eastern Ukraine have been closed, destroyed, or seized by the Russian-backed separatists, reveals an analysis of almost 80 representative companies in the region.Donbass is Ukraine’s center of heavy industry and coal mining, which includes Soviet-era metal and fertiliser factories and power stations.Since March 2014, the rebels and supporters of the self-proclaimed Donetsk People’s Republic (DPR) and Luhansk People’s Republic (LPR) have stolen state-owned mines, raided military-owned companies, and seized or looted foreign and Ukrainian-owned businesses, such as retailers Auchan and Metro, staking a claim to all businesses on the occupied territory.Around 23 percent (18 of these companies) have been taken by the rebels and their supporters, 28 percent (22 companies) have closed down. A further four (five percent) are damaged and destroyed, while seven (nine percent) have moved their operations to west Ukraine.This leaves 35 percent (27 major companies) functioning, under rebel patronage and, in most cases, paying taxes to Ukraine.Last year the rebels in the DPR and LPR aimed to nationalise all industry and power generation, and bring it into the lap of the Republic, sever all links with Ukraine and create a self-sufficient state.But while small businesses are destroyed, stolen or forced to register in the new republics, the rebels have left the giant oligarch-owned factories in the region alone.These include some of Ukraine’s largest companies, such as metal manufacturer Metinvest and mining and energy group DTEK, both owned by Ukraine’s richest man Rinat Akhmetov, and the Donetsk Steelworks (DMZ) and the Industrial Union of Donbass (IUD), both owned by Russian investors.The rebels face a challenge to build a functional economy, as the war has created an artificial border that splits roads, railways, power infrastructure, water pipes, and business networks.“It creates a wall where there should be no wall,” says Dmitry Churin, research associate at Kyiv-based Eavex Capital. “They are still our people, it’s still our economy. When we look at the bigger picture, the idea just to ‘cut here’ doesn’t work.”The rebels have left alone the two thermal power stations on the occupied territory, one of which is owned by Akhmetov, and a second by Donbassenergo, a company close to ousted president Victor Yanukovich and 25 percent owned by the Ukrainian state.Kievv also continues to allow the passage of gas and water to the region.-Rebel seizure: mines and shops-Most significant among the companies taken over by the rebels is the Ukrainian State Mining Company’s network of 55 coal mines in the occupied zone.The state lost control of these mines in July 2014 - some are destroyed, others are flooded or closed, but some are functioning.While it is tough for the rebels to run factories without materials, supplies or expertise, they have instead moved into one sector to try and cash in - the high street.The rebels have taken over 152 branches of Ukraine’s leading supermarket retailer ATB, renaming it The First Republican Supermarket in Donetsk and People’s store in Luhansk, causing losses of €273 million to the parent company.French retailer Auchan has also been taken over by a rebel-registered company, as has Ukrainian DIY superstore Epicenter.Meanwhile, American lingerie brand Victoria’s Secret continues to operate under owners which are “unauthorised,” according to the US firm.Nearly all foreign companies have fled from the occupied zone - and most of their assets have been destroyed, looted or occupied.All the banks - Russian, French, Austrian, Italian and Ukrainian - closed in August 2014. The rebels have raided many of the banking premises and blown up ATMs, looking for cash.The only bank open is the rebel-run Republican Central Bank, which has opened mainly in the former premises of Ukrainian banks PrivatBank and Oschadbank. They now have their own-branded ATMs and recently launched a bank card.-Russians not immune-Although Russia is a sponsor of the breakaway republics, its investors have not been immune to intervention.While its banks are closed, mobile communications company Kyivstar, jointly owned by a Norwegian-Russian concern, was raided earlier this year. The rebels used the equipment to create their own communications network, branded Fenix.German cash-and-carry giant Metro has closed three stores, while its fourth, near Donetsk airport, was destroyed in the war. Its products emerge in other stores around the region, due to looting.In July 2014, American agricultural giant Cargill’s $40 million sunflower seed crushing plant in Donetsk was abandoned, then occupied by a group of armed men.A month later, at the height of the conflict, shells blasted holes in the factory. Since then, a Cargill spokesperson said: “We have had no way of knowing the state of the plant for more than a year.”To operate in the DPR and LPR, small and medium-sized businesses need to pay taxes. A Sikh temple in California was vandalized by someone who mistook it for a mosque and left graffiti that included a profane reference to the Islamic State group.Advocacy groups believe there has been a spike in anti-Muslim incidents across the United States in recent weeks that can be linked to last week's mass shooting in California and the inflammatory rhetoric of Donald Trump and other Republican presidential candidates. And they say that Muslims are fearful the backlash could lead to further harassment and violence."The spike began with the Paris attacks and has intensified with what happened in San Bernardino and now with what Donald Trump is proposing," Ibrahim Hooper, lead spokesman for the Council on American-Islamic Relations, said Wednesday. "I have never seen such fear and apprehension in the Muslim community, even after 9-11."It's hard to measure the extent of the problem. The FBI, which keeps statistics on hate crimes committed nationwide, counted 154 bias offences against Muslims last year. VATICAN CITY (Reuters) - Catholics should not try to convert Jews and should work with them to fight anti-Semitism, the Vatican said on Thursday in a major document drawing the Church further away from the strained relations of the past.It was the latest move on a host of issues, such as gay rights and re-marriage, that the Vatican or Pope Francis have made showing a desire to be more compassionate and open and to move further away from entrenched traditions.In the past, for example, Catholic prayers have denounced Jews for not believing in Jesus. Jews have also accused the World War Two papacy of turning a blind eye to the Holocaust, a charge the Vatican denies.The new document from the Vatican's Commission for Religious Relations with Jews stressed recent Vatican teachings that the two religions were intertwined and that God had never annulled his covenant with the Jewish people."The Church is therefore obliged to view evangelization (spreading Christianity) to Jews, who believe in the one God, in a different manner from that to people of other religions and world views," it said.It also said Catholics should be particularly sensitive about the significance to Jews of the Shoah, the Hebrew word for the Holocaust, and pledged "to do all that is possible with our Jewish friends to repel anti-Semitic tendencies"."A Christian can never be an anti-Semite, especially because of the Jewish roots of Christianity," it said.The document coincided with the 50th anniversary of a Vatican repudiation of the concept of collective Jewish guilt for Jesus' death and the launch of a theological dialogue that traditionalists have rejected.They believe there should be a so-called "Jewish mission" to convert Jews because they did not accept Jesus as the Messiah. NEW YORK, N.Y. - Chipotle founder and co-CEO Steve Ells says he is "deeply sorry" about the customers who were sickened after eating at the chain in recent weeks."I'm sorry for the people who got sick. They're having a tough time and I feel terrible about that," Ells said in an interview on NBC's Today show.Ells repeated the company's pledge to tighten food safety procedures to ensure such incidents do not happen again.On the same day, Boston College increased the number of students who have reported feeling ill after a group of them ate at Chipotle from 120, to 141. The school said that 12 of those students did not eat at the restaurant.Norovirus can be transmitted by eating contaminated food, or by touching infected surfaces, then putting your fingers in your mouth.Sales at Chipotle Mexican Grill Inc. have been slammed by high-profile food scares in recent weeks. The Centers for Disease Control and Prevention has said that at least 52 people in nine states have been sickened in an E. coli outbreak, with 47 of them having eaten at Chipotle. The most recent case happened Nov. 13.The ingredient that sickened people has not been identified. But Chipotle says whatever the likely culprit was is out of its restaurants. The company has noted the exposure period for the outbreak appears to have passed.This week students from Boston College, including members of the men's basketball team, reported feeling sick after eating at the chain this past weekend. Chipotle temporarily closed a restaurant where the students said they ate and says it believes the illnesses are an isolated case of norovirus separate from the E. coli outbreak.Public health officials also said norovirus was found at the restaurant, and that "the clear expectation is that the illness on campus is limited to the norovirus."Officials said an employee at the restaurant was sick during a shift last week and may have caused the outbreak of norovirus, which is very contagious and causes nausea, vomiting and diarrhea. Chipotle says it offers employees paid sick days and that the employee in question would have been eligible for the benefit.Chris Arnold, a Chipotle spokesman, also said an employee coming in sick was in violation of the company's policies. Before reopening the restaurant in Boston, Arnold said all the employees are being tested for norovirus, and that they will not return to work until they are cleared.In its annual report, Chipotle has noted it may be at a higher risk for outbreaks of food-borne illnesses because of its "fresh produce and meats rather than frozen, and our reliance on employees cooking with traditional methods rather than automation."However, the illnesses have led to a top-down review of safety practices at Chipotle, Ells said.Health experts brought in by Chipotle believe, Ells said, that changes enacted after the outbreak "will put us 10 to 15 years ahead of industry norms, and I believe this will be the safest restaurant to eat at.Company shares, which have been pummeled since the outbreak, rebounded sharply after Ells' interview, jumping almost 7 per cent.

REGINA - Haidah Amirzadeh was seven months pregnant and couldn't speak English when she arrived as a refugee in Saskatoon in 1989.Zahra Darzi fled Iran with her two young daughters after her husband was executed. She claimed refugee status once she arrived in Regina in1991.Amirzadeh is now a lawyer specializing in immigration and refugee law who teaches at the University of Saskatchewan. Darzi is an engineer working at Saskatchewan's government-owned telephone utility.Both say they came to Canada looking for an opportunity to succeed and both seized it. As Canada prepares to bring in at least 10,000 Syrian refugees by the end of the year, the women say they want to remind people that, while many will come with little, it won't take long for them to get on their feet."I think, especially when somebody has been in such a difficult situation for so long, when they arrive to an opportunity, they really grab onto it," says Amirzadeh. "Nobody really wants to be a burden."Amirzadeh left Iran and spent 18 months as a refugee in Turkey before settling in Canada. She recalls waiting to be selected, interviewed and picked. There was a lot of anxiety about being rejected.Once in Canada, she learned English and put herself through law school." There are a lot of people who come with nothing, with no English, with no support, and then within a few years they become so successful, it's amazing. They start a business or they get some professional training or, if they were themselves professionally trained, they can convert it to Canadian certification and get going here."Like Amirzadeh, Darzi couldn't speak English when she arrived in Canada. The single mom's first priority was to settled her kids. She then set out to learn English. She obtained a degree in electronic systems engineering from the University of Regina.At first, Darzi says, some of the male engineering students made fun of her accent, but she wasn't discouraged."I said anything I want. I can do it. Anything is possible for me."Darzi says she thinks refugees will be successful because they recognize "golden opportunities" in Canada."I have found so many refugees in Canada that are successful people. There are doctors. There are engineers. They are successful people, good parents. They are role models."Getachew Woldeyesus, a former refugee from Ethiopia who is now settlement and family services manager with the Regina Open Door Society, says refugees will need help initially. But he notes that history has shown many refugees go on to need little social assistance.Woldeyesus says people shouldn't discount the knowledge that the Syrians will bring with them."People assume all the Syrians are not educated and I can tell you ... these people are way more educated. They are doing jobs that are highly professional. Some of them are doctors, bankers, engineers, but I don't think anybody's talking about that," he said."They are talking about them as if they are not educated and that we need to educate them here. Syrian refugees won't move to the front of the line for social housing or Canadian citizenship, Immigration Minister John McCallum said today.As the first flights of Syrian refugees bound for Canada prepare for takeoff, McCallum said the Liberal government is "very sensitive" to some concerns that the new arrivals will have higher priority for jobs, housing or citizenship."We do have to be careful that the refugees not be seen to queue jump, if you will," he said. With extended waits to gain Canadian citizenship, the refugees will have to apply and wait like everyone else and should not expect it "overnight," McCallum said.The minister said he has also heard from mayors of cities where residents having been waiting months or even years for social housing."I don't think it would be popular among those who have been waiting to long if refugees come in and suddenly go to the front of the line," he said.McCallum said Canadians have a "large welcoming attitude," and the government must encourage and foster that by acting in a "prudent fashion.""It is a balance we have to strike," the minister said. "On the one hand, I do think a large majority want to welcome these people coming from the scourge of civil war to our country, and make them feel comfortable, help them adjust and hope they will get jobs. WASHINGTON (AP) -- The two San Bernardino shooters were radicalized at least two years ago and had discussed jihad and martyrdom as early as 2013, one year before they married, FBI Director James Comey said Wednesday.Comey told the Senate Judiciary Committee that investigators believe that Syed Rizwan Farook and his wife, Tashfeen Malik, were radicalized even before they began their online relationship and that Malik held extremist views before she arrived in the U.S. last year.He told the panel that the two "as early as the end of 2013 were talking to each other about jihad and martyrdom before they became engaged and married and were living in the U.S."The disclosure means that Malik's radicalization had already begun when she applied for a visa to come to the U.S. to get married, and that the government's vetting process apparently failed to detect it. Comey said he didn't know enough to say whether weaknesses in the visa process enabled her to enter the U.S.Malik came to the United States in July 2014 from Pakistan after being approved for a K-1, or fiancé visa. Homeland Security Secretary Jeh Johnson has said the Obama administration is now reviewing the program. He did not say what changes were being considered.Malik married Farook the following month. Farook was born in Chicago in 1987 and raised in southern California. WASHINGTON (Reuters) - A couple who massacred 14 people at a California holiday party were discussing martyrdom online a year before they met in person and married, FBI Director James Comey said on Wednesday.Investigators were tracing the radicalization of Syed Rizwan Farook, 28, and Tashfeen Malik, 29, who married in 2014, and evidence mounted that both were interested in Islamist-inspired violence before they became acquainted."They were actually radicalized before they started ... dating each other online, and as early as the end of 2013 they were talking to each other about jihad and martyrdom before they became engaged," Comey said at a hearing of the Senate Judiciary Committee.A U.S. government source said Farook may have been plotting an attack as early as 2011. This diminishes the likelihood of early theories after the Dec. 2 shootings in California that Malik had radicalized her husband. Twenty-one people were also wounded in the attack.Classifying the massacre as a terrorist act, the Federal Bureau of Investigation believes that the couple, who were killed in a shootout with police a few hours after their attack on Farook's San Bernardino County co-workers at the party, were inspired by foreign terrorist organizations. Comey said it would be "very, very important to know" if their marriage had been arranged by a militant group as a way to carry out attacks in the United States, although he said there was no evidence yet indicating that.The investigation of Farook, who was born in Illinois to Pakistani immigrants, and Malik, who was born in Pakistan and lived most of her life in Saudi Arabia, is looking into his relationship with his boyhood friend Enrique Marquez.According to media reports, Marquez had converted to Islam a few years ago and was connected to Farook's family by marriage.A government source said Farook may have planned an attack in 2011 or 2012 but did not follow through.The source gave no details, but CNN cited two U.S. officials as saying Farook and an unnamed second person selected a target but abandoned their plan after terror-related arrests in the area. Fox News reported Marquez told investigators about the aborted plot.The San Bernardino Sun newspaper quoted investigation sources as saying multiple photographs of Carter High School in Rialto, California were found on Farook's phone.-WEAPONS PURCHASE-The FBI said that in 2011 or 2012 Marquez legally bought the AR-15 assault-style rifles that Farook and Malik used in their attack on the San Bernardino party. A government source familiar with the investigation said authorities were trying to determine if Farook had asked Marquez to buy the weapons so as not to draw attention to himself.Marquez, who worked at a Walmart Supercenter in Corona, California, has not been arrested in the case, but he was questioned by the FBI on Tuesday and his family home was raided over the weekend. Marquez checked himself into a Los Angeles-area psychiatric facility soon after the shooting.State documents showed that last year Marquez married Mariya Chernykh, whose sister is married to Farook's brother, Syed Raheel Farook, a U.S. Navy veteran.It could not be immediately determined if Marquez lived with his wife. The New York Times reported that he split his time between his family's home and that of a girlfriend. Gasser Shehati, a friend of Farook's from a San Bernardino mosque, said Farook told him several years ago that Marquez had converted to Islam.On his marriage certificate, Marquez and his wife listed their religious society/denomination as Islamic Society of Corona/Norco.In a Facebook posting before the attack, Malik pledged loyalty to Islamic State, the militant group that has taken over parts of Iraq and Syria. Coupled with Islamic State attacks in Paris in November that killed 130 people, the San Bernardino assault has elevated concerns about security and immigration in the United States.-VISA QUESTION-Republican members of the Senate Judiciary Committee grilled Comey about the attack and criticized the Obama administration's response to the militant group Islamic State. Muslim-American groups have come together to raise nearly $135,000 for the families of the 14 killed and 21 wounded in the terrorist attack in San Bernardino, Calif.Faisal Qazi, a neurologist and president of the MiNDS Network, launched the local fundraising campaign, Muslims United for San Bernardino, one day after the tragedy at the Inland Regional Center, a facility for people with developmental disabilities.It was intended as a local campaign for Muslim-Americans in Southern California until Tarek El-Messidi, founder of the nonprofit CelebrateMercy, reached out to Qazi and suggested broadening the scope to a national level.“We care for this country. We love this country. While no amount of money will bring back victims’ loved ones for their families, we hope this will alleviate some of the financial burden for these families,” El-Messidi said in an interview with Yahoo News.El-Messidi, who has experience with countrywide campaigns, secured promotions and endorsements from major Muslim organizations throughout the United States, including Zaytuna College and Mental Health 4 Muslims.Within 48 hours, the campaign on LaunchGood, a crowdfunding platform focused on Muslims throughout the world, reached its initial goal of $50,000, so the organizers raised the bar to $140,000.In the wake of the tragedy, El-Messidi said, many Muslims were frustrated and scared that some people were lumping them together with extremists.Perhaps the most public indication of this was Republican presidential candidate Donald Trump’s call to ban all Muslims from entering the United States until “our country’s representatives can figure out what is going on.” The proposal has garnered both domestic and international ridicule, and several prominent scholars challenged it on constitutional grounds.El-Messidi lamented what he considers the unfair and inaccurate representation of most Muslim-Americans as violent and treasonous in parts of the news media.“The truth is far from that. Muslims make about 1 percent of America,” El-Messidi said. “We are actively contributing to America and helping to build society. This campaign is one example of how American Muslims are trying to build and not destroy.”Imam Omar Suleiman was the first major national Islamic figure to endorse the campaign. He said he wanted to bring whatever comfort and relief he could to the families.“Obviously, losing someone is not something that could be compensated in any way. At least we could demonstrate that we were with them as fellow citizens and fellow human beings. This was a phenomenal outpouring of love,” Suleiman told Yahoo News. “Our hearts and minds are with the families of these victims.”Echoing El- Messidi’s sentiments, Suleiman said that these tragedies force the Muslim community in this country to grieve as Americans and worry as Muslims.Muslims have been among the victims, he continued, of major terrorist attacks, including Sept. 11 and the attacks on Paris last month. Father of Paris attacker would 'have killed' son if he knew of plot-AFP-DEC 9,15-YAHOONEWS

Bischheim (France) (AFP) - The father of the third gunman in the attack on the Bataclan concert hall in Paris said Wednesday he would "have killed" his son had he known what he was planning.Said Mohamed-Aggad told AFP he only found out on Wednesday, with the rest of the nation, that his 23-year-old son Foued was among the three gunmen who sprayed concert-goers with assault rifles, killing 90 people in the worst attack of the November 13 carnage."Of course I'm surprised," he told reporters outside his home in Bischheim, a suburb of the northeastern city Strasbourg.Had he known his son was planning to take part in the jihadist rampage that killed 130 people in total, "I would have killed him myself beforehand," he said.Mohamed- Aggad said he was aware his son had travelled to Syria in 2013 with a group of youths from the Strasbourg area, "but not that he had returned"."The last time I saw him was two years ago when he left. I have no words, I only found out this morning. I have to pull myself together."Foued Mohamed-Aggad was the last of the three Bataclan assailants to be identified, all of them French.The two others -- Omar Ismail Mostefai, 29, and 28-year-old former Paris bus driver Samy Amimour -- had also been in Syria.Two of the gunmen blew themselves up with suicide belts packed with explosives after the Bataclan attack. The third was shot by police who stormed the venue with hundreds of people still inside.
