Eight people have been killed in storms and tornadoes across the South late Wednesday, with at least 40 more people injured, according to officials.Amongst the dead was a 7-year-old boy and a person, found as a result of a storm in Holly Springs, Mississippi, according to the mayor. No further details about the circumstances were immediately available. At least 15 people were injured there. Search and rescue efforts will continue overnight, Mayor Kelvin Buck told ABC News.Also killed were a husband and wife, both in their 60's and another man in his 60's, according to Benton County Sheriff's Department.Dramatic photos of the storm bearing down on Holly Springs emerged Wednesday night.At least six counties reported damage in Mississippi, where at least 40 were reported injured, and search and rescues were being conducted there.One of the storms, a reported tornado, hit Bellevue, Mississippi, damaging 10-15 homes, at least 7 of which were destroyed, according to the Coahoma County Emergency Management.Five injuries were reported there and 2 additional severe injuries were reported near Shannon Airport, in the Clarksdale, MS area, the department said.In nearby Como, MS, at least two homes were damaged.In Perry County, Tennessee, there are two confirmed fatalities.In Wayne County, Tennessee, there was major structural damage to several buildings and homes in the area, but it was unclear how many, according to Wayne County Sheriff Ric Wilson. There were several injuries as well, he said.In Atkins, Arkansas, police, fire and rescue officials were dispatched to a residence on an entrapment call. High winds and heavy rain had caused a large tree to uproot and fall onto a house. An 18-year-old woman and an 18-month toddler were inside. The toddler was extricated by emergency personnel and transported to an area hospital. The woman was pronounced dead at the scene.Some 68 million Americans were forecast to be in the path of the storms Wednesday night.A "particularly dangerous situation" tornado watch was issued from Monroe, Louisiana, to Jackson, Tennessee, meaning there was a good chance of long-track tornadoes.In addition to Mississippi, severe storms were predicted for parts of Kentucky, Tennessee, Alabama, Indiana, Illinois, Missouri, Arkansas and Alabama.

Whale carcass closes popular Cape Town beach amid shark concerns-Reuters-DEC 24,15-YAHOONEWS

CAPE TOWN (Reuters) - A South African beach popular with Christmas holidaymakers has been closed until the carcass of a beached whale is removed amid concerns its blood may attract sharks, the City of Cape Town said on Wednesday.Local media described it as a humpback whale measuring over 14 meters (46 feet) in length and said two sharks had been spotted in the area."The immediate area around the whale carcass has been cordoned off and this area is closed to members of the public ... The blood and debris from the carcass can attract sharks to the area," the city said in a statement.The affected area was the Strand Beach, a stretch of sand east of Cape Town.Great whites, the largest predatory species of shark, are common in the cool Atlantic waters off Cape Town and sometimes attack surfers or swimmers. DALLAS (AP) -- Airlines are shifting the timing of thousands of flights, even adding dozens of redeyes, as they try to avoid delays while hauling millions of passengers from now through the Christmas weekend. Success or failure could all depend on the weather and Mother Nature isn't making it easy on airlines.Rain and fog in the Northeast caused delays and cancellations Wednesday in Boston, New York and Washington — the busiest part of the country's airspace. Rain in Chicago and Atlanta caused some delays in those cities too. Severe storms that ripped through Mississippi and Alabama, however, had little impact on air travel since no major airports are in those states.Weather wasn't the only culprit for travel headaches. A Black Lives Matter protest in Minneapolis had clogged roads around the airport and temporarily blocked access to one of the two terminals. Passengers were moving through security again as of 4:30 local time. There were about 5,300 delays and 430 cancelations around 8:15 p.m., according to flight tracking site FlightAware. That's double the number of normal cancellations. The majority of flights canceled were smaller regional jets that carry 50 to 76 passengers. More than 28,000 flights were scheduled for Wednesday and a typical day sees about 150 cancelations and 4,000 delays.The catch: flights are extremely full over the holiday period, with most travelers unable to make changes in their schedule.Airlines expect about 38 million passengers over a 17-day period spanning Christmas and New Year's, an increase of about 3 percent, according to an industry trade group, Airlines for America. Southwest flight makes emergency landing at Oakland airport-Associated Press By JANIE HAR-DEC 24,15-YAHOONEWS

OAKLAND, Calif. (AP) — A Southwest Airlines flight made what appeared to be a normal landing Wednesday after circling for several hours over the Oakland airport due to possible landing gear problems.TV helicopter video showed Southwest flight 2547 landing at Oakland International Airport with a puff of smoke from its tires.The Chicago-bound flight took off from Oakland at about 6 a.m. and landed just over four hours later. There were 139 passengers on the plane. No injuries were reported, but some passengers were panicking at the end of the ordeal."People were holding hands. Everyone was on their phones, I'm sure sending messages to loved ones," passenger Ashley Stasio, 34, told The Associated Press. "I don't mean to sound dramatic, but it was scary."KRON-TV reported a front tire on the landing gear had blown out.Stasio, of San Francisco, said the captain reported soon after takeoff that there were issues with the plane. Later, he told passengers that the plane would not be going to Chicago and would burn fuel over Oakland for about an hour.Ninety minutes later, he said 6,000 more pounds of fuel had to be burned. He did not explain further until the plane was ready to land, and by that time passengers were watching the news online, Stasio said.It was a smooth landing, she said.A short statement from Southwest Airlines said the captain returned to Oakland because of a reported maintenance issue. It did not elaborate.Airport spokeswoman Keonnis Taylor declined to comment on the incident, except to say the plane landed safely without injuries.The airport expects more than 600,000 passengers this holiday season.

For the second consecutive year, France is the largest provider of Jewish immigrants to Israel with a record total of 7,328 newcomers in 2015.The number of French citizens who immigrated to Israel under the Law of Return for Jews from January 1 to December 1 constituted a 10 percent increase over the 6,661 French olim who came during the corresponding period last year, according to Jewish Agency for Israel figures obtained Tuesday by JTA. In all of 2014, a total of 7,238 olim came from France.Last year’s total, which was the highest since the establishment of the State of Israel in 1948, was surpassed last month with the arrival of 468 French Jews. According to the Jewish Agency, French aliyah has increased because of a mix of factors, including the community’s fear of anti-Semitic attacks, economic stagnation in France and its members’ attachment to Israel.The number of French Jews opting to leave an increasingly hostile France for Israel has increased steadily but significantly over the past few years. In 2012, 1,900 Jews came; in 2013, 3,293. The 2014/15 figures represent a nearly 300 percent increase to the number who came in 2012 and make France the world’s largest source of new Israeli immigrants.The most dramatic increase in aliyah this year came from Russia, which provided more than 6,000 olim in the first 11 months of 2015 — some 44 percent over the 4,458 who came in the corresponding period last year. In total, slightly more than 5,000 came from Russia last year.Russian aliyah increased following a financial crisis last year that halved the ruble’s value against the dollar and amid lingering concerns among Russian Jews over rising nationalism and undemocratic practices, according to Jewish Agency Chairman Natan Sharansky.Aliyah from Ukraine, which is also suffering from a financial recession following a bloody revolution last year and the secession of two pro-Russian eastern enclaves, increased to 6,848 people this year compared to the 6,149 who came in all of 2014.The United States has provided Israel with 2,730 olim this year compared to 2,940 in the corresponding period last year.

Hungary is sticking to its criticism of the European Union’s policy of labeling settlement goods, arguing that it is counterproductive to the body’s bid to become a significant player in the Middle East, and does nothing to advance Israeli-Palestinian reconciliation.“Hungary does not consider that the indication of origin of products from Israeli settlements is effective and timely, as it weakens the position of the EU in the Middle East peace process and does not contribute to the practical solution of the conflict,” the Foreign Ministry in Budapest told The Times of Israel on Tuesday.The statement appears to contradict the stance of the EU foreign policy czar, Federica Mogherini, who last week said that all member states are “united” in support for the measure. According to guidelines published last month by the European Commission, goods manufactured over the pre-1967 lines may not state that they were “Made in Israel.” Rather, they should be labeled with a formulation such as “Product from the West Bank (Israeli settlements),” the Commission suggested.“The European Commission expects all member states to comply with EU legislation,” an official in the union’s delegation to Israel told The Times of Israel at the time.While Hungary supports an “increased role” for the EU in the peace process, it believes that requiring special labels for Israeli products made beyond the pre-1967 lines “merely substitutes real actions,” its foreign ministry said.Hungarian Foreign Minister PĆ©ter SzijjĆ”rtĆ³ made this position clear in meetings with both Israeli and Palestinian officials last month, the ministry added.SzijjĆ”rtĆ³ declared during a visit to Jerusalem on November 16 that he considers labeling “an inefficient instrument” that is “irrational” and “does not contribute to a solution [to the Israeli-Palestinian conflict], but causes damage.” Prime Minister Benjamin Netanyahu subsequently praised him for his “strong statement.” The Hungarian foreign ministry vowed Tuesday to continue stating its position in the various EU forums. When Haifa University archaeologist Haim Cohen called the head of the Golan Heights regional council Eli Malka earlier this month, he said he had a Hanukkah present for him.“The good news: We’ve found a new 1,600-year-old Jewish settlement on the shores of the Sea of Galilee,” the archaeologist recounted in a phone interview with The Times of Israel. “The bad news: They haven’t been paying municipal taxes.” Cohen’s team recently unearthed a monumental Hebrew inscription at Kursi, on the eastern side of the Sea of Galilee on the Golan Heights, providing conclusive evidence that the Roman- and Byzantine-era town mentioned in the New Testament and Talmud was Jewish.Digs this month at the previously obscure site yielded a village with a large public building — possibly a synagogue — and an enormous inner harbor for large ships.More impressive, however, were seven lines of Hebrew and Aramaic text carved into a large slab of imported Greek marble. It includes the words “marmaria,” “amen,” “the holy king” and “the merciful,” researchers said.Excavations at the site are funded by the Avery-Tsui Foundation, and headed by Cohen with the collaboration of the Israel Antiquities Authories and the Israel Parks Authority. High school student volunteers also took part in the dig.Cohen was reluctant to reveal much about the inscription until experts had a chance to study the text more thoroughly. He did suggest, however, that “marmaria” could refer either to a type of marble, or — more intriguingly — “the rabbi of Mary.”Haggai Misgav, a Hebrew University expert in ancient inscriptions who studied the slab on site, said the text was a standard kind of dedicatory text from a synagogue, dismissing as unlikely the possibility that it was from a Judeo-Christian house of worship.The script used in the text was highly reminiscent of the Trumpeting Place inscription found at the base of Jerusalem’s Temple Mount, suggesting the preservation of highly skilled Hebrew masons over the centuries. While it likely dates to around the 4th or 5th centuries CE, the village probably predates it by centuries.The fact that it was carved into expensive stone, rather than embedded in a mosaic floor as was common in that period, was even more remarkable, Cohen said.“There’s been nothing like this before. We didn’t know something like this existed,” he said, calling the discovery of Kursi’s Jewish history “an exceptional accomplishment.”The site is associated with the account in the Gospels of Jesus exorcising the Gerasene demoniac, casting the demons into a herd of pigs. Early Christians venerated the place and established a monastery there. After months of intense debate and numerous bureaucratic and legislative hurdles, Prime Minister Benjamin Netanyahu signed Thursday a controversial deal on Israel’s newly found gas fields in the Mediterranean.The agreement paves the way for a consortium of Noble Energy and the Delek Group to begin work on extracting gas from the massive Leviathan gas field off Israel’s coast, which is thought to contain some 22 trillion cubic feet of gas, and is expected to transform the country into a regional energy powerhouse. However, activists and politicians against the deal wasted no time in vowing to take the agreement to the High Court, signaling that the fight over the move was far from over.During a ceremony at the Ne’ot Hovav industrial zone near Beersheba, Netanyahu called the gas “a gift from God” and said the deal would pave the way to energy independence.“This plan is important to our economy because it gives us a much cheaper source of energy,” he said. “It makes us, if not an energy superpower, then definitely an important international force.”The move comes after a year of performing political cartwheels to override Knesset and public opposition to the deal, which critics claim will create a monopoly in the gas market and lead to higher prices for Israeli consumers.In a reference to ongoing calls to renegotiate the deal Netanyahu said, “There is no way to open up these additional gas fields without this plan. This is the only option.” Netanyahu was able to sign the deal after invoking a never-before-used clause to override an antitrust ruling against the deal by declaring it an issue of national security.“Unfortunately, this issue has become a political and populist discussion,” he said Thursday. “This plan is vital to our security, because we don’t want to be left with one power plant that’s under fire; we need multiple gas fields.”In addition to security considerations, Netanyahu said the deal was also an issue of international diplomacy.“This is essential for our foreign relations. Many countries have expressed interest [in buying the natural gas]. Not just Greece and Cyprus, whose leaders I am meeting in a few weeks. Jordan, and of course the Palestinian Authority as well, have shown interest. Turkey and Egypt are also interested, and we are in discussion with them,” he said.But critics have vowed to continue their struggle against the deal.Opposition leader Isaac Herzog said Netanyahu’s use of Clause 52 of the Restrictive Trade Practices (antitrust) Law was “a cynical ploy that takes advantage of our security situation.”He said his Zionist Union faction would bring the issue before the High Court, “in order to save Israel’s economy and preserve the rights of the Israeli public.” Former environmental activist MK Yael Cohen-Paran (Zionist Union) warned that the struggle is far from over. “We will continue in the courts and by every lawful means,” she said in a statement. “The evidence we have accumulated in the past proves time after time that the use of Article 52 is not legal, and that public interests are being trampled in favor of tycoons.”Cohen-Paran slammed Netanyahu for “ignoring the recommendations of the Economic Affairs Committee, and the security, economic, and energy interests of the State of Israel.” She also pushed the Bank of Israel and the Finance Ministry to increase their transparency about the details of the gas deal.Netanyahu was forced to pursue the use of Clause 52 after then-antitrust commissioner David Gilo ruled last year that the Delek-Noble conglomerate that is developing Leviathan may constitute a monopoly, sparking a vociferous national debate on the terms given to the energy companies.Gilo resigned in May over Netanyahu’s decision to push the current deal through.Former economy minister Aryeh Deri, not wanting to pay a political price for the gas deal but also not wanting to stand in its way, resigned his post last month, allowing Netanyahu to take over the ministry and sign the deal himself.Netanyahu previously failed over several attempts to pass a Knesset vote transferring Deri’s “Article 52 authority,” as it is known, to the broader cabinet.Under the terms of the outline, the Delek Group will sell its holdings in the Tamar gas field, as well as two smaller, as-yet undeveloped fields about 120 kilometers off the Haifa coast called Karish and Tanin, within six years and Noble Energy will gradually reduce its holdings in Tamar to no more than 25 percent within the same time frame. During those six years, prices for natural gas will be regulated.Professor Zvi Eckstein, the deputy governor of the Bank of Israel between 2006 and 2011, said the gas deal will bring cheaper energy, cleaner energy, a lot of billions of shekels in taxes, but that the agreement should have been hammered out five years ago when the massive gas fields were first discovered. Eckstein, who is now the dean of the Arison School of Business and the School of Economics at IDC Herzliya, said that the gas deal can improve regional ties with countries like Jordan, Egypt, and Turkey. While Egypt recently discovered a massive offshore gas field, it will take years to develop and Israel can provide much-needed gas in the meantime.He said he believes Israel could start exporting natural gas within a year once the High Court of Justice approves the deal that Netanyahu signed on Thursday.US company Noble Energy and the Israel-based Delek Group have been producing gas from the Tamar field off the Israeli coast since 2013. They have also teamed up to develop the offshore Leviathan field, believed to be the largest in the Mediterranean until a recent Egyptian find which dwarfed Leviathan.Oshrit Gan-El, a spokesperson for the Green Course environmental activist group, which specializes in the gas deal, predicted that the agreement would not stand.“We’re not surprised [Netanyahu signed the deal]; it’s another step in the chain of antidemocratic actions that we’ve seen for this gas deal,” she said. “We think that this deal will collapse in the coming months, there’s no balance between interests of the public and the interests of the companies.”She added that the group will support all of the petitions filed in court against the deal.Green Course has been part of a number of environmental organizations organizing weekly protests against the gas deal on Saturday nights. UNITED NATIONS — The United Nations Security Council has unanimously approved a resolution demanding that all combatants in Syria allow the urgent delivery of desperately needed humanitarian aid to more than 13.5 million people.The resolution expresses “outrage” at the escalating violence in Syria and extends the authorization for cross-border aid deliveries without government approval until Jan. 10, 2017. The council said it was “gravely distressed by the continued deterioration of the devastating humanitarian situation in Syria.”Of the more than 13.5 million people in need of food and medical assistance, it said 6.5 million are internally displaced, 4.5 million including Palestinian refugees are living in hard-to-reach areas, and 393,700 are trapped in besieged areas.The council also expressed grave concern that extremist groups are hindering aid deliveries.The International Organization for Migration said Tuesday that its statistics show the number of people fleeing conflict or poverty who have arrived in the European Union by sea this year has hit the one million mark.Most people arriving in Europe are now entering Greece after taking short trips on rickety boats or inflatable rafts from Turkey. The IOM says more than 820,000 came that way in 2015, many fleeing the wars in Syria and Iraq. As winter closes in, the colder weather appears to have slowed the flow somewhat, although this is unlikely to last long.

UNITED NATIONS — The UN Security Council has strongly condemned the fighting and use of heavy weapons by Syrian government troops and armed groups on the Golan Heights.The area that has separated Syrian and Israeli forces since 1974 is supposed to be a demilitarized zone.A resolution co-sponsored by Russia and the United States and adopted unanimously by the council on Tuesday calls on parties to the Syrian conflict to halt military activity there.The resolution extends the mandate of the nearly 800-strong UN peacekeeping force on the Golan Heights until June 30, 2016.The Security Council echoed Secretary General Ban Ki-moon’s findings that the ongoing military activities have the potential to escalate Syrian-Israeli tensions.It reaffirmed its readiness to impose sanctions on individuals or groups supporting extremists. In recent years, the Golan has seen fierce fighting between pro-Assad forces and an al-Qaeda-affiliated extremist group, al-Nusra Front, among other rebels. Gun, mortar and rocket fire has occasionally crossed the border, leading to Israeli retaliatory strikes against Syrian army positions.Meanwhile, the Syrian side of the plateau has seen a growing presence of Hezbollah-allied terror cells backed by Iran. An Iranian general, Mohammed Allahdadi, was killed in a reported Israeli airstrike while coordinating these activities in January. Early Sunday, a purported Israeli missile attack on a Damascus suburb killed Samir Kuntar, a Hezbollah-linked terror chief who spent 29 years in an Israeli prison for is part in the kidnapping-murder of four Israelis in 1979.

It now wants to maintain the controls but is restricted by a six-month limit.-New evaluation report-The six-month limit can be lifted but only after EU institutional procedures and evaluations determine the gaps on the Greek frontiers somehow pose a major threat to Schengen.All eyes are now on Greece which, for its part, denies it has failed to properly seal its own borders.EU officials in November went to the Greek land border with Turkey in an unannounced visit. They also went to the Greek islands of Chios and Samos.Neither island has a so-called hotspot, areas where arriving refugees are screened and identified, up and running. The problem is due, in part, to other member states having failed to offer up the required experts needed to man the arrival zones.But on Tuesday (22 December), a commission official told MEPs in the civil liberties committee that the November spot checks will form the basis of a new evaluation report."Recently an unannounced visit to Greece took place on the land borders with Turkey and on the sea borders. BEKAA VALLEY, Lebanon (Reuters) - Inside a garage in Lebanon’s Bekaa Valley filled with green dust and piles of cannabis, stand a woman and a 13-year-old boy, sifting through the twigs and buds of the recent harvest.They are Muslim refugees from Raqqa province - de facto capital in Syria of Islamic State fighters - and part of an extended family of about 25 that fled in the past few years to live in tents in the relative safety of a Lebanese village.The 29-year-old woman, who declined to be identified for safety reasons, left two months ago with her youngest son, 5, to join family including cousins, second cousins and grandparents. Wearing scarves over their faces to protect them from the crop, the women and their relatives work in fields of the sticky green, spiky-leafed plants. It is a job that migrant workers from neighboring Syria have done for many years, spending a few months a year in the region before returning home.Since the rise of Islamic State, it is now a task that could put them, and their family back in Syria, at risk of harm including death because working with, getting close to or consuming drugs and alcohol is considered a sin in Islam, refugees say."If Islamic State back home knew we work with hashish, they would cut us" with knives, says another refugee, Aisha, 15.Hind, a Lebanese landowner, spoke of the longstanding ties between Raqqa and the Bekaa, a broad and fertile valley in the center of Lebanon."Farmers from Raqqa have been coming to work our fields during harvest season for the past eight years," she says. However since the rise of Islamic State, Hind says that the Lebanese villagers tend to view the Syrians with suspicion.The Syrian woman says she grew cotton on her 10 acres of land in Raqqa, adding that she often encounters racism from locals in Bekaa."The Lebanese villagers sometimes call us Daesh," she says, using a derogatory Arabic acronym for Islamic State.Although what is said may sometimes sound like a joke, she says that she believes that some Lebanese regard Syrian immigrants from Raqqa with caution because of their home region’s association with Islamic State.Growing cannabis can be a lucrative business for landowners, even if it is illegal in Lebanon." Any job in Lebanon makes you $700 per month, but working with drugs can get you $10,000 a day,” says Sharif, a landowner and grower of cannabis.The woman earns $16 a day processing the plant, which allows her to send some money back home to her family still in Raqqa.Living in Lebanon has also given her and other refugee women a measure of freedom they didn’t enjoy in Syria, she says."In Raqqa I have to be covered from top to bottom, even my eyes are not allowed to show," she says, wearing a tight veil, jeans and long top. "If I went out with what I'm wearing now, I would get a few whips" from Islamic State supporters, she adds.As she harvests and processes cannabis, the woman constantly thinks of family still in Syria, she says. She aims to get her husband and other son out of Syria to join her.“It was really hard to flee Raqqa,” she says, declining to give details on how she smuggled herself out of the country. Bogota (AFP) - Colombian President Juan Manuel Santos signed a decree Tuesday legalizing and regulating medical marijuana, the latest softening of the country's hardline tactics in the war on drugs.In a nationally televised address, Santos announced it would be fully legal to grow, process, import and export cannabis and its derivatives for medical and scientific use."This decree allows licenses to be granted for the possession of seeds, cannabis plants and marijuana," he said from the presidential palace."It places Colombia in the group of countries that are at the forefront... in the use of natural resources to fight disease."He added that the measure "does not go against our international commitments on drug control."Colombia's government has long been a close ally of the United States in fighting international drug trafficking, using its military and billions of dollars in US funding to try to shed its title as the world's largest cocaine producer.But it has shown signs of easing its hardline stance in recent months.Santos's announcement follows a recent decision to stop aerially spraying the herbicide glyphosate on fields of coca, the raw ingredient for cocaine.The World Health Organization warned in April that the chemical, sold by US biotech company Monsanto under the brand name Roundup, is "probably carcinogenic."Santos also announced in September that Colombia would begin giving land to farmers who stop growing coca.Medical marijuana had previously fallen into a legal gray area in Colombia.It was authorized under a 1986 law, but the lack of regulation prevented production on a national level."The manufacture, export, sale, and medical and scientific use of this and other substances have been permitted for several decades in Colombia. However, they were never regulated. But many fear it could harm civil liberties.The bill gives details on what happens when a state of emergency is declared, amid questions on the efficiency of existing counter-terrorist measures.It explains in which circumstances a state of emergency can be declared and what kind of measures can be taken. So far, the French constitution only says that the government can declare it, leaving details to a law voted in 1955.The new article introduced in the constitution will allow the government to declare a state of emergency in case of "immediate danger resulting from serious breach of public order" or in case of "events presenting, by nature and gravity, a characteristic of public calamity.”The duration of the state of emergency will be fixed by law.Exceptional measures, such as house arrests or administrative searches, will be allowed for six months after the end of the state of emergency.-'Adequate means'-The revision of the constitution was announced by president Francois Hollande in an address to parliament on 16 November, three days after the Paris attacks which killed 130 people and injured 350.A 12-day state of emergency was imposed on the night of the attacks and was later extended for three months.In his address to deputies and senators, Hollande said he wants to give the state "adequate means to take exceptional measures for a certain amount of time, without having recourse to a state of siege and without compromising the exercise of public liberties."Putting more detail on the state of emergency into the constitution would guarantee that no government would go too far in the implementation of exceptional measures, Hollande’s government says.But critics say that inscribing emergency measures in fundamental law creates a risk of permanent exception.Implicit in the debate is the fact the far-right National Front is a rising force in French politics and could one day access power and have far-reaching tools at its disposal.But the debate is also about how effective the measures taken under the state of emergency actually are, and whether infringement on public liberties is compensated by increased security.There were 2,898 administrative searches since the state of emergency was declared on 13 November, and 384 people have been put under house arrest, French authorities say. Closures of some mosques also proved controversial.-Fault line-In his address to parliament, Hollande said his government would strip terrorists with double citizenship, "including those who were born French,” of their French citizenship. The vote will be on a non-binding resolution but will be highly symbolic as Palestinian president Mahmoud Abbas will first address the assembly.Meeting Abbas on Monday (21 December), Greek prime minister Alexis Tsipras announced that the name "Palestine" will replace "Palestinian Authority" in all Greek public documents.He told the Palestinian leader that his government supported a two-state solution that “guarantees the establishment of a viable, territorially unified, independent and sovereign Palestinian state … which will coexist in peace and security with Israel."“Greece can play the role of a bridge in the direction of a just and viable solution to the Palestine issue,” Abbas said after his meeting with Tsipras.“We give new impetus to the resolution of the Palestinian issue," he added.Although Greece and Israel enjoy good relations, recognition of Palestine as a state has been a promise of Tsipras' government since its election last January.

 Tsipras' party, radical left Syriza, has been traditionally pro-Palestinian. Utah can block Planned Parenthood funds while suit proceeds-Associated Press By MICHELLE L. PRICE-DEC 22,15-YAHOONEWS

SALT LAKE CITY (AP) — A federal judge ruled Tuesday that Utah can cut off federal funds to the state's Planned Parenthood organization, a move the Republican governor ordered after the release of secretly recorded videos by an anti-abortion group.The ruling from U.S. District Judge Clark Waddoups reversed an earlier decision temporarily ordering the money to keep flowing to the Planned Parenthood Association of Utah.His ruling allows Utah to cut off funds to Planned Parenthood while the organization still pursues its lawsuit against the state.Like Utah, other states have moved to cut funding to Planned Parenthood chapters. The organization has filed lawsuits in Arkansas, Alabama and Louisiana to block them from stripping contracts and federal money distributed by the states.The Planned Parenthood Association of Utah sued the state in October, arguing Gov. Gary Herbert's move to block the money violated its First Amendment right to advocate for or perform abortions.Herbert stopped about $275,000 in federal funds for sexually transmitted disease testing and sex education programs. His move followed the release of the undercover videos by a California anti-abortion group. The activists claim the videos show Planned Parenthood officials in Texas and other states discussing fetal tissue from abortions.Planned Parenthood in Utah argued Herbert was acting in response to unproven allegations that the officials illegally sold fetal tissue from abortions for medical research.Even though the Utah group has not engaged in wrongdoing, it is affiliated with other Planned Parenthood entities "that have allegedly engaged in illegal conduct," Waddoups said in his ruling.The judge said Utah's government has an interest "in avoiding the appearance of corruption," and any harm from ending the contracts is outweighed by the risk to the state if it's denied its right to end contracts at will.Allowing the contracts to continue, Waddoups said, could reasonably be perceived by Utah citizens as approval of wrongful conduct.Karrie Galloway, CEO of Planned Parenthood Association of Utah, called the judge's ruling "regrettable," and said the organization is working to figure out its next steps. She said in a statement that Planned Parenthood will keep pursing the lawsuit against the state.Utah Department of Health spokesman Tom Hudachko said the contracts with Planned Parenthood will remain in place through 2015.In a statement Tuesday, Herbert said he appreciated the judge's ruling and that it recognized his power to make contract decisions on Utah's behalf.Herbert said he will work with the state's health department and others to ensure that residents still have access to the STD and sex education services.Herbert has said he was offended by the callousness of the discussion shown on the videos.Planned Parenthood has said it only recouped expenses for providing tissue to researchers, and the videos were heavily edited. State officials cited the same concerns in emails in the weeks before and after Herbert moved to block the money.Utah's move to cut off funding followed similar moves against Planned Parenthood chapters in other states.Helene Krasnoff, senior director for litigation and law with Planned Parenthood Federation of America, said the Utah ruling is "a bit of an outlier," as judges in all other Planned Parenthood lawsuits this year have ruled in the organization's favor.In other states, officials have blocked Medicaid money. Utah hasn't touched that money, though the governor and attorney general's office have not explained why.Krasnoff said that while the legal dispute in Utah focuses on constitutional issues rather than Medicaid law, Hebert's action is as politically motived as moves by other GOP governors and will likewise harm women's health.In Utah, the federal funding is a small portion of the local organization's $8 million budget. (Reuters) - Virginia will no longer recognize concealed-carry handgun permits from 25 states that have reciprocity agreements with the state, effective Feb. 1, Attorney General Mark Herring said on Tuesday. Virginia took the step because laws in those states are less restrictive, Herring's office said in a statement.The change prevents people convicted of a felony, domestic abusers, those adjudicated mentally ill or incompetent, recently convicted drunk drivers and dishonorably discharged military personnel from using a permit from those states in Virginia.The state is the site of worst mass shooting in U.S. history, a 2007 rampage at Virginia Tech University in which 32 people were killed.The change came after a review by Herring's office and the Virginia State Police of the 30 states whose concealed handgun permits are valid in Virginia under a reciprocity policy.Virginia will continue to recognize concealed-carry permits from Michigan, Oklahoma, Texas, Utah and West Virginia.Concealed permit rules approved by Virginia lawmakers "should not be undermined by wrongly recognizing permits from other states with more permissive standards," said Herring, a Democrat.Governor Terry McAuliffe, also a Democrat, has vowed to tighten gun laws but has been thwarted by the Republican-controlled legislature.Chris Cox, executive director of the Institute for Legislative Action at the National Rifle Association, the Virginia-based gun lobby, said permit holders were among the safest groups of people in the United States."Plain and simple, this is putting politics above public safety. (AP) — When Rafia Sultana Farook needed help, she often turned to her younger son, a quiet and devout Muslim who the FBI says began veering toward radical ideology while living under her roof.After filing for divorce and claiming she was abused, Farook relied on Syed Rizwan Farook to help supervise visits between her then-husband and the couple's teenage daughter. When she left her billing job at a California hospital, Rizwan helped her cover expenses.And when she sold the family's five-bedroom house in Riverside this year, her son welcomed her into the townhome where he lived with his Pakistani bride, Tashfeen Malik, and their newborn daughter in nearby Redlands.On the morning of Dec. 2, the 28-year-old Rizwan and his wife, 29, left their daughter with his mother, telling her they had a medical appointment, the Farook family's attorneys said. About 11 a.m., they burst into a holiday luncheon attended by many of Rizwan's co-workers in the San Bernardino County public health department and opened fire.They killed 14 people and hours later were shot to death by police. The FBI has labeled it a terrorist attack, the deadliest by Islamic extremists on American soil since Sept. 11, 2001.Since the attack, Rafia Farook, 62, has emerged as an obscure figure; someone apparently close to her son, yet according to family attorneys unaware of his plans or that he had been amassing materials that could be turned into bombs.In the hours that followed the attack, Rafia Farook was detained for questioning and released by authorities. She eventually became a full-time biller, earning $23 an hour before leaving in 2013, family court records show.In 2006, Farook sought a divorce and obtained a restraining order against her husband, claiming he was a drunk and tried to hit her in front of their children. At her request, the court named 19-year-old Rizwan to supervise visits between his father and younger sister, the records show.In 2008, Farook legally separated from her husband. They were granted a divorce earlier this year.In her Riverside neighborhood, residents said Farook kept mostly to herself. Marquez, 24, is charged with providing guns used in the attack and plotting an earlier terror attack with Rizwan. He was in court Monday and ordered held.Immigration records show Rizwan told officials in a letter that he had planned to make a pilgrimage to Saudi Arabia in 2013 with his parents and had arranged for his family to meet the relatives of his intended Pakistani bride.His letter was released Tuesday by the House Judiciary Committee, which is investigating the issuance of the visa.Former neighbor Rosie Aguirre said Rafia was seen mostly shuttling to and from work, except when she sometimes donned glittering dresses and headscarves on weekends.While Rizwan boasted of memorizing the Quran, Rafia apparently was less familiar with the sacred text. Last year, she took a two-month course for women called "Journey Through the Quran" given by the Islamic Circle of North America, a Muslim educational and outreach organization.The course is offered annually for those less familiar with the Quran, said Waqas Syed, ICNA's deputy secretary general. "This is an attempt to get them interested in actually learning what is in the Quran," he said.After leaving Kaiser, Farook sold her house for $290,000 and moved in with Rizwan, who worked as an environmental health inspector."She had been downsized, and retired, so she needed to cut her expenses," said Linda Holmes, her real estate agent.Rafia was placed on an addendum to the lease for the townhome in Redlands but her son was footing the monthly $1,200 bill, said landlady Judy Miller, who recalled speaking with her once during a visit to the home."She was there with the baby, and was just very, very nice," Miller said. WASHINGTON (Reuters) - San Bernardino shooter Tashfeen Malik denied having any militant sympathies or intentions when she was asked in an application form for a U.S. visa two years ago, documents described to Reuters on Tuesday showed.Information in the documents could bolster complaints of critics in Congress who said flaws in the immigration system meant Malik was not thoroughly investigated, but the papers also showed that statements by Malik and her husband and fellow shooter Syed Rizwan Farook, did not raise any alarms among authorities that they were potential Islamic State militants.U.S.-born Farook said they first met in person and became engaged during the October 2013 Haj pilgrimage to Mecca with their respective families, according to other documents released by a congressman on Tuesday.They showed precisely what Malik and Farook stated to immigration officials when Malik went to the United States in December 2013, two years before their deadly shooting rampage in California that killed 14 people and wounded 21 at a municipal holiday party.In one part of Malik's immigration file, described to Reuters by congressional sources, Malik answered "no" to questions about her background and activities, including whether she had ever used or sold weapons or engaged in "terrorist activity."The questions were included as part of a permanent residence application, a Form I-485 used by the Department of Homeland Security's immigration unit. The process began in January 2014 and it was approved on July 27 the same year.Officials familiar with the investigation have said that it was discovered after the Dec. 2 shootings that Malik began sending private messages by social media expressing sympathy for Islamist militancy before her U.S. visa was granted. According to an accompanying statement Farook filed, the couple met through an online website and decided to meet in person, along with their families, during the October 2013 Muslim pilgrimage to Mecca.In the application Malik said the couple first met over the Internet on a "a matrimonial website."Goodlatte, head of the House Judiciary Committee, said in a statement that the record alone was not strong enough to establish that Farook and Malik had met in person before seeking the fiancee visa. In a statement, Goodlatte indicated there were questions about dates of entry to Saudi Arabia and other aspects of the application that should have raised questions with immigration authorities."Visa security is critical to national security, and it’s unacceptable that U.S. Citizenship and Immigration Services did not fully vet Malik’s application and instead sloppily approved her visa," Goodlatte said.ENGAGEMENT IN SAUDI ARABIA-The administration of President Barack Obama has not made the documents public. My fiancee and her family drove from Riyadh to Mecca so we could meet and it is on this day that we got engaged,” Farook added.To support this narrative, Farook told U.S. authorities that he had included a copy of his Haj visa to show that he was in Saudi Arabia in October 2013 and that he also included copies of his fiancee’s passport pages to show she was also there that month."My fiancee and I intend to marry within the first month of her arriving in the United states," Farook's statement said.The file, described to Reuters but not made public by Goodlatte, contains a marriage license issued to Farook and Malik in Riverside, California, dated Sept. 8, 2014.Reuters reported last week that U.S. consular authorities in Pakistan could have sought, but did not seek, a more thorough background investigation of Malik before granting her an initial visa to enter the United States as Farook's fiancee.Also in the material made available to Reuters was a standard questionnaire completed by Malik, which asked her numerous potentially revealing questions about her background and intentions. It was the latest in a wave of peaceful and mostly small protests in Chicago set off by the release of a video of a white police officer shooting dead 17-year-old Laquan McDonald, who was black, in October 2014.Emanuel, a Democrat with strong White House ties who was elected to a second term this year, and State's Attorney Anita Alvarez have been the target of protests because of the year-long delay in bringing charges against the officer in the video, Jason Van Dyke, who faces trial for murder.Chicago is the latest U.S. city to see demonstrations over the deaths of young black men at the hands of police, many of them caught on video.Chicago police killed an average of 17 people a year over the last seven years, most of them African American, and it is extremely unusual for police officers to face charges or be disciplined in such cases. TOKYO (AP) — Japan said it spotted for the first time Tuesday an armed Chinese coast guard ship near islands at the center of a long-running territorial dispute between the two Asian giants.Chinese ships regularly sail around the uninhabited islands, known as the Senkaku in Japanese and the Diaoyu in Chinese, but a Japanese coast guard spokesman said an armed Chinese coast guard vessel had never been sighted before in the area."We don't know China's intentions, but our response will remain unchanged, and we'll act calmly and decisively for Japan's safety," said Yosuke Watanuki, a spokesman for the regional unit covering Japan's remote southern islands.The incident is likely to fuel concern in Japan that China may be slowly escalating its activities in the East China Sea. Last month, a Chinese navy ship took its time traversing the waters, attracting Japan's attention. Japan also went public earlier this year with complaints about Chinese oil and gas exploration in the East China Sea, posting photos online of Chinese drilling rigs and other equipment.The Japanese coast guard released a photo of the armed ship sailing in the East China Sea on Tuesday. Once cured, patients are protected for life, but only against the strain they were stricken by.- How is the virus transmitted ? -Dengue is transmitted by several subspecies of the mosquito Aedes aegypti, which originate in Africa but which are now present in all tropical and subtropical areas.- The symptoms -Dengue can trigger a crippling fever along with headache, nausea, vomiting, muscle and joint pain, and skin rashes similar to measles.- The most severe form -The most severe form of the disease, dengue haemorrhagic fever, accounts for one percent of cases, killing 22,000 people a year, the World Health Organisation (WHO) says. It results in bleeding and blood plasma leakage.
