"Now we have to assure freer movements and removal of barriers that hinder growth and investment."Najib called the establishment of the ASEAN Community “a landmark achievement” that comes more than a dozen years after the concept was first proposed.The organization will officially launch on December 31.ASEAN was first formed on August 8, 1967 in Bangkok, Thailand to accelerate political, economic and cultural cooperation among Southeast Asian nations. Alberta’s NDP government is imposing new curbs on emissions from the oil sands and establishing an economy-wide carbon tax in a sweeping new plan aimed at showing it is serious about fighting climate change.The long-awaited strategy, which comes days before world leaders meet in Paris for a major climate summit, also includes a phaseout of coal-fired power generation in the next 15 years, a 10-year plan to nearly halve methane emissions, as well as incentives for renewable energy.Energy Minister Margaret McCuaig-Boyd said the province’s NDP government will both take a leadership role on the climate-change file and stand up for Alberta’s energy industry – hammered by low crude and natural gas prices and limited pipeline access to global markets.There are no hard carbon targets, but under the plan, Alberta’s carbon emissions will begin to fall under today’s levels by 2030.The government promised the moves would be revenue-neutral, and all money would be reinvested in the province on such things as new technology to fight pollution and into a new “adjustment fund” to help affected families and businesses deal with the changes. Alberta’s climate-change strategy was released only hours before Ms. Notley was set to meet with Canada’s other premiers and Prime Minister Justin Trudeau in Ottawa on Monday. Jerusalem (AFP) - Attacks involving knives and a car-ramming in the occupied West Bank on Sunday left an Israeli woman dead, while all the assailants were killed when security forces and civilians intervened.Three attacks, including one by a teenage girl, were the latest in a nearly two-month wave of violence that had shown signs of subsiding last week before a new series of assaults took place on Thursday.With the violence defying international efforts to restore calm, US Secretary of State John Kerry is to travel to Israel and the West Bank to meet Prime Minister Benjamin Netanyahu and Palestinian president Mahmud Abbas on Tuesday.On Sunday, Netanyahu reiterated that the attackers appeared to be acting on their own, posing a challenge to security forces."This is not terrorism by organisations," he said at the start of a cabinet meeting." This is terrorism by individuals, occasionally with kitchen knives, who are incited mainly by social media. It is very difficult to hermetically prevent the arrival of such knife-wielding, or other, terrorists to this or that place."He said "citizens must be on maximum alert".No Israelis were reported seriously injured in the first two attacks, but the third led to the death of 20-year-old Hadar Bukris, who was taken to hospital with major stab wounds to her head and chest.- Teenage attacker -Sunday's first attack saw a 16-year-old Palestinian girl who tried to stab an Israeli civilian run over by a Jewish settler and then shot dead by soldiers.The Israeli military said in a statement that the attack was at a junction south of Nablus.Palestinian security officials confirmed the alleged attacker had died of her wounds and identified her as Asheraqat Qatanani from Askar refugee camp near Nablus.A Jewish settler in the area, Gershon Mesika, told army radio he hit the assailant with his car before a soldier shot her.Later, a Palestinian driving a taxi tried to run over civilians and then charged at them with a knife before a civilian shot him dead, police said.The statement provided no further details on the civilian. Republican presidential candidate Marco Rubio just said something very revealing (that he probably shouldn't have) about his party's response to terrorist attacks linked to the Islamic State group in Paris on Nov. 13, which killed at least 130 people and wounded more than 350 others.While discussing polling with host Chris Wallace on the Nov. 22 edition of Fox News Sunday, Rubio told viewers he believed the terrorist attacks resulted in a "positive development" in that they influenced Americans to become more concerned about terrorism. He said he believed that Republicans could play the incident for "political advantage.""As far as national security, let me just say I obviously am not happy about the events that happened last week in Paris, but I think it's a positive development that it suddenly has forced Americans to confront more carefully the issue of national security," Rubio said. "Because it is the most important thing a president will do and it is the most important function of the federal government.""I hope that we focus on that note more, not just for political advantage, but because the world has become a very dangerous place," he continued in an apparent reference to his party's chances to win the presidency and other offices in 2016.Without a doubt, Republican presidential candidates are emphasizing their foreign policy and national security credentials this campaign cycle. It's not much of a secret that fears of future terrorism have benefited GOP candidates, like incumbent President George W. Bush in 2004.But Rubio was probably being too frank about the positive side of the attack for Republicans at a time when victims are still dying in hospitals. At least voters now know what he's thinking.Rubio, and the GOP more generally, may be overplaying their hand if they think the Paris attacks will dramatically affect the upcoming presidential elections in 2016. (AP) — As debates about race and other social issues flare on campuses, college presidents are increasingly intervening to draw a line when cultural sensitivity conflicts with freedom of speech.At schools including Yale, Williams College and Wesleyan University, leaders have in recent weeks taken steps to assert the importance of the free expression of ideas, even those that some might find objectionable.School presidents reject critics' portrayals of today's college students as coddled and overprotected, but some say students arrive in need of help learning to engage others with contrary opinions. In their responses to barriers that go up around some discussions, they say they strive to keep conversations going, often reminding students that a commitment to free speech is part of building an inclusive campus.At Williams, a liberal arts school in western Massachusetts, President Adam Falk expressed frustration when a student group last month canceled a speaking invitation for writer Suzanne Venker, a critic of feminism. Picking up on a theme from a convocation address earlier in the semester, he wrote to the campus community that learning cannot occur without exposure to a wide range of ideas."I think that our students, probably more so than previous generations, come to college having been marinated in a media environment that does not foster productive conservation across disagreements," Falk said in an interview. "That means it is even more important that colleges find ways to work with students to teach them that and to model that for them."A recent wave of campus protests nationwide has brought new attention to the issue, with some civil liberties advocates fretting that it will erode free speech. The protests, including those that led to the ouster of the University of Missouri's president, also have added to the pressure on presidents to be responsive to students' demands.But institution leaders say it is nothing new for them to navigate First Amendment conflicts, with more cropping up with this generation in particular on campuses that are generally far more diverse than their communities at home.Wesleyan's president, Michael Roth, wrote a piece defending free speech in September after the student government moved to cut funding for the student newspaper over an op-ed piece on the Black Lives Matter movement. Sadad (Syria) (AFP) - On the outskirts of the Syrian Christian town of Sadad, children play in front of a cannon fired just hours ago in an ongoing battle against the Islamic State group.Soldiers and pro-regime militiamen nearby look on with amusement at the children, who appear oblivious to the fact that their ancient town is now in the sights of the jihadist group.Sadad is majority Syriac Orthodox Christian, and it is believed to be the same town referred to as Zedad in the Old Testament's "Book of Kings".Its ancient churches have been caught in the crossfire before, with regime and rebel forces battling for control of the town in October 2013.Regime forces eventually secured the town, but IS is not far away and many residents have fled." Around 60 percent of the 12,000 residents, particularly the women and children, have fled to other Christian villages in the province, like Fayruza and Yazdal," said Suleiman Khalil, Sadad's mayor."The men are staying behind to defend the town," added Khalil, in his 30s, working a rosary through his fingers as he walked.IS already controls several towns and villages in Homs province, including the famed city of Palmyra, home to ancient ruins that the group has systematically destroyed.It also holds the town of Al-Qaryatain, where its fighters kidnapped hundreds of civilians including Christians, and blew up an ancient monastery.- Just 10 kilometres away -On November 1, the jihadist group reached Maheen, just 10 kilometres (six miles) east of Sadad.They have since fired dozens of mortar shells at Sadad, killing both civilians and local fighters.The advance has left much of the town empty and residents afraid of what may come next."We are afraid of massacres but we are also afraid for our churches because the Islamic State group has already blown up religious monuments in areas it has captured," one local resident told AFP.IS has launched a campaign of destruction against buildings and monuments that fall outside its harsh interpretation of Islam, ranging from Christian churches to Muslim graves, as well as ancient treasures like the temples of Palmyra." Damascus (AFP) - Syrian government troops are advancing on "nearly every front" thanks to Russian air strikes that began in September, President Bashar al-Assad said in an interview released Sunday.The embattled president also said he favoured new peace talks to be hosted in Moscow, but stressed that the Syrian conflict could not be resolved without "defeating terrorism".In the interview with Hong Kong- based Phoenix television, Assad said the situation in Syria had "improved in a very good way" since Russia began air strikes on September 30."Now I can say that the army is making advancement in nearly every front... in many different directions and areas on the Syrian ground," he said, speaking in English.Russia is coordinating its air strikes with Damascus, unlike the US-led coalition fighting the Islamic State group, which Assad and his government criticise as ineffectual.The army has made minimal progress on the ground, according to groups monitoring the war, though the Russian strikes have reportedly boosted morale among government troops and supporters.Moscow has also sought a leading role in a political resolution to the conflict, participating recently in high-level talks in Vienna with other world powers in a bid to create a framework for peace.Talks there earlier this month produced a framework for the creation of a transitional government, a new constitution and elections within 18 months.But there was no agreement on the fate of Assad, whom the opposition and their backers want gone, but allies such as Iran and Russia say should be allowed to run in new elections if he wants.- 'Defeating terrorism' -Assad said it was "my right" to run in new elections but it was "too early" to say if he intended to."(It) depends on how my feeling is regarding the Syrian people. Five people died including the bomber," said a senior Cameroonian military official who declined to be named. Leymarie forms part of Nigue."Several minutes later, three female bombers exploded their bombs close to the initial site but they didn't kill anyone else because they acted too quickly," the official said, adding that around a dozen people were also wounded.Boko Haram has waged a six-year campaign for an Islamist state in northeastern Nigeria. Neighbouring countries joined an offensive against the group this year and the conflict spilled across their borders, displacing tens of thousands of people.Boko Haram used Cameroon's impoverished Far North to stockpile supplies and recruits until the government cracked down last year.Cameroon is also in an 8,700-strong regional force led by Nigeria against the militants, expected to be operational by the end of the year. This time, a poll finds that a whopping 42 million support the creation of a worldwide caliphate, an Islamic order that would outlaw all other religions.Many non-Muslims console themselves with the assumption that “most Muslims” don’t support extremism or terrorism. But nearly every time a poll is taken, this notion that Muslims stand four square against extremism is shot down.According to Ryan Mauro of the Clarion Project, this new study should serve as a warning about Muslim extremism. With these results, “ISIS is only a fraction of what it could potentially become,” Mauro said.“If we don’t act quickly, this is still going to grow,” he continued, “and what we’re looking at today is going to look like the good old days compared to the future.”This isn’t the first time a study seemed to show that Muslims agree with or lean toward Islamic extremism.A recent study of British Muslims found that fully a third felt that the British government was at fault for the radicalization of young Muslims, not Islam, not ISIS, and not al Qaeda. It was taken "based on quite precise information about the risk of an attack like the one that happened in Paris," said Belgium's Prime Minister Charles Michel.The tip authorities received suggested that an attack would involve "several individuals with arms and explosives launch actions, perhaps even in several places at the same time," he said.The U.S. Embassy in Belgium urged Americans in the country "to shelter in place and remain at home" while the U.S. European Command issued a 72-hour travel restriction for U.S. military personnel on travel to Brussels — a city of more than 1 million that is home to the headquarters of the European Union, the NATO alliance and offices of many multinational corporations.On Saturday night, a relative calm descended on the city centre, where restaurants and beer bars would usually be teeming with business. Ukrainian activists calling for an economic blockade of the Black Sea peninsula tried to prevent repair works on Saturday, but retreated after clashes with police.Around midnight, explosions hit the two other transmission towers, Ukrainian police said. They said it was not immediately clear who was responsible.Russia's Energy Ministry said that by Sunday afternoon electricity supplies had been restored to more than a quarter of the population, largely in the major cities, through the use of mobile gas turbine generators.The Crimean government said it would introduce schedules for supplying electricity and water to households due to the shortage of power-generating capacity. Russia has said the group was also responsible for the downing on Oct. 31 of a plane returning to St. Petersburg from the Sharm al-Sheikh resort in Egypt.The Turkish Airlines plane had been diverted after a threat was received at 10:50 p.m. ET on Saturday evening, the Nova Scotia branch of the Royal Canadian Mounted Police said on Twitter. The plane landed safely and police said they searched it using dogs."The investigation into the threat is ongoing," the RCMP tweeted.The incident comes after another flight leaving the United States recently was diverted to Canada following a threat.Two Air France flights bound for Paris from the United States were diverted for several hours on Tuesday following anonymous bomb threats that turned out to be false. Organizers of the Gathering Against Islamophobia have expressed alarm over a recent string of anti-Muslim incidents, which include the beating and robbery of a mother outside of an elementary school. Shiri Pasternak brought her three-year-old daughter and one-year-old son to the march, saying she wanted to teach them early on in life about the importance of protesting against injustice and racism."I told her we were going to this rally because people were being attacked because of the colour of their skin, what they wore and their religion," the Toronto woman told CBC News. "And she said, 'I don't think that's right … I'd like to go support people.'"At the rally, dozens of people said students have been missing from Grenoble Public School and the middle school in the Flemindon Park area where the woman was attacked. Several mothers have been frightened to walk their children to school, parents said at the rally.Two other Muslim women say they were recently accosted on the TTC, while a University of Toronto student was allegedly spat on and insulted near Robarts Library. Last weekend, the only mosque in Peterborough, Ont., was intentionally set ablaze. The march Saturday drew the community together and hopefully showed the victims of these attacks that they have the support of their neighbours, said Amna Savowala."As a community, we stand behind them," she said before walking through Flemingdon Park. Honoring Paris’s dead and wounded is now being done with crocodile tears, candles, moments of silence, crowds of strangers holding hands, pledges of solidarity, the endless, pro forma  singing of national anthems, and bouquets of followers mounded up as colorful, if wilting, temples to the dead.None of this nonsense honors anyone, it is simply another meaningless iteration of the made-for-TV, post-Islamist-attack “Festival of the Dead”, an event to which Westerners seem to be intensely attached and are now institutionalizing. After all, it’s a chance to get outdoors, walk a bit, and mingle with other self-professed and mourning lovers of humanity. It is, in fact, all hogwash. It allows Western people to feel they have done something to contribute to victory over the enemy when in fact they have done less to honor the dead and destroy their killers than their national governments — and that truly is quite an underachievement.But there is a time-honored and effective way to honor the Paris dead, as well as the U.S. and Western soldiers whose lives and limbs have been wasted since 2001 by national leaders who did not intend to win. If the United States and the West really do not want to do the smartest thing and encourage a Sunni-Shia sectarian war, then it has the near-term option of destroying all those facilities in Syria and Iraq that are essential to the Islamic State’s effort to build a state or, in their words, rebuild the Caliphate.Currently, IS is in possession of:–Highways and bridges–Portions of a railway system–Fleets of tanker trucks, construction vehicles and machinery, and farming equipment–Cell phone tower networks and overhead power lines–Improved waterways and irrigation canals/systems–Potable water and urban sanitation systems–Hydroelectric dams and reservoirs–Airfields–Grain silos–Mills for processing wheat and other grains–Facilities for mining minerals–Oil fields, wells, and refineries–Gas fields, wells, and distribution systems–Pipelines for fuel, gas, and water–Factories, government buildings, warehouses, and military bases–Farmland that is growing crops–Hospitals–Universities-–Police stations, military barracks, office buildings, and hotels that are used to store arms and house fighters.Each of these things, needless to say, is part of the IS military effort. They are even more important, however, to its effort to build a state, fund an economy, attract foreign volunteers, and feed, employ, and care for a population. They all are also wonderfully visible, cannot be readily moved or hidden, and are just the kind of targets that Western air forces can annihilate in an air campaign of relatively short duration. For the first time since 1996, the Islamists have acquired a large and valuable set of physical assets that they cannot afford to lose, and they are assets that are perfectly suited to the West’s conventional military forces and so will give Western militaries a respite from the folly of trying to defeat IS by killing their fighters one or two at a time.Destroy the items listed above and you send IS back to being just very good Islamist insurgents; still dangerous, but no longer advancing the reconstruction of the Caliphate.* Moreover, the loss of these productive assets via air attacks, and the high numbers of civilians that surely will die therein, will create an unhappy and restive population prone to rebellion in the regions IS controls.In such a situation, IS leaders will face enemies in each direction they turn, and will have lost the means of appealing to the young Muslims — and many older ones — with the powerfully alluring idea and nascent reality of rebuilding the Caliphate.For the West, the pulverized, smoldering ruins of these state-building assets, which IS has preserved because they cannot be replaced, and the moldering corpses of thousands who have cast their lot with IS or are simply present, will amount to its first strategic success against the Islamists since this religious war began in 1996.For the United States to undertake this campaign as a unilateral mission — let Russian and French warplanes waste ordnance breaking concrete at Raqqah, and the rest of the EU cowers behind cheap bellicosity — would be a chance to, for now, break the back of IS’s caliphate-restoring effort. More important, the mission’s success would allow the United States to truthfully claim it had done its part militarily and return home to a permanent policy of non-intervention, taking none of the resulting refugees, ignoring screeches from the human-rights mafia, the EU, the UN, and the new-age Pope, and spending not a penny to rebuild anything in Iraq or Syria.By attacking and then walking away, the United States would have lessened the IS threat for all and leave it up to Putin, Hollande, Cameron and any other Western leader to decide if he or she wants to stay engaged in the fight against IS instead of getting out, cleaning up the Islamists in their own nations, and letting the Shia-Sunni sectarian war flourish while watching the two sides devour each other.So following, for the United States, is a doable, unilateral, and non-time consuming plan with which to execute the just mentioned campaign, permanently extract the United States from the Muslim world, and let that world go to the hell it has been preparing for itself for a millennium. Let me admit that I have no military experience, but, hey, look where the West Pointers have us after nearly twenty years of failed war fighting and abject loses in Iraq and Afghanistan.–1.) The U.S. president orders the U.S. military to prepare an air campaign against the targets listed above. If the U.S. military is worth the money taxpayers have invested – at this point, an open question — all the targets on the list will already have been located and prioritized. A little time will be needed to move additional aircraft into range, say, three or four weeks.**–2.) When the U.S. military tells the president it is ready to attack, the president directs the secretary of state to officially recognize the Islamic State regime as a legitimate nation state and warmly welcome it into the vicious jungle that has been created by that useless, effete, and war-causing entity called the “International Community.” –3.) On the next day, the president calls a joint session of Congress to meet within 48 hours.–4.) When the session convenes, the president asks for a declaration of war against the Islamic State and is given that constitutionally required declaration.–5.) The president then orders the military to attack, and remains silent until the military reports its mission is accomplished.–6.) With that victory in hand, the president addresses the nation, announces victory and the end of America’s war in Syria/Iraq. He then describes what the campaign accomplished, what the campaign cost in lives and money, and why Americans would no longer see their government militarily intervening anywhere in the world unless the United States is attacked or an imminent threat needs destroying. He should end the speech by saying to Americans, “Good night, God bless you, and God Bless America First”.All told, such a U.S. air campaign ought to succeed as it plays to the U.S. military’s skills and will keep U.S. casualties low. If successful, it allows the United States to bid farewell to the Middle East – leaving it to whoever is stupid enough to want to be involved — and begin to focus on genuine U.S. national interests, like reducing the debt, controlling the borders, rebuilding the conventional military, severely limiting immigration, withdrawing from NATO, evicting illegal aliens, eliminating domestic Islamist organizations, and generally minding our own business.Notes:*IS and al-Qaeda will still have forces elsewhere in the world and so will be troublesome. But the lesson taught by the above U.S. air campaign — which is, and ought to be, Americans are overwhelmingly powerful, indiscriminate killers, and a little bit crazy — will not be lost on the Islamists. They will keep contending for Yemen, which the Saudis have made a mess off and should be left to fix; Libya, which is a poisonous gift to Europe from the UK and France — Clinton and Obama simply playing adolescent morons whose democracy mongering gave cover to the Europeans — ought to be left to them to resolve; Egypt, where the Russians seem eager to take on a losing situation; and Afghanistan, where both the Russians and Chinese have no choice but to fight to keep the Islamists out of Central Asia. Regarding Europe, the Islamists have the upper hand there and may win, but only because the Europeans seem to have no pride in their national identities, no respect for, or passion to preserve what their civilization has accomplished over more than two millennia, and no real will to kill the bad guys and save themselves. In non-Maghreb Africa, Americans must attain energy self-sufficiency and thank God for the eternal presence of the Atlantic Ocean.**The only American opponents of such action would be U.S. oil companies who lust for oil and gas from the fields IS holds in Syria and Iraq; U.S. arms makers who sell weapons in the region; Neoconservatives and Israel-Firsters who want endless U.S. engagement in the region so American blood can be shed to protect Israel; and the media, the so-called Peace Movement, and the college campuses, all of which are wholly owned subsidiaries of the Democratic Party. Opponents like these are all the more reason to undertake the campaign, win, and then come home to democratically or otherwise defeat the vermin.

Ferry travel in Nova Scotia is at a standstill today due to high winds and rough seas around the province. Marine Atlantic has cancelled its ferry crossings to and from Newfoundland this morning. Passengers who were supposed to take the 11:45 a.m. crossing have now been rescheduled to the 11:45 p.m. crossing tonight. Environment Canada says there is a gale warning in effect for the Cabot Strait and the eastern part of the Northumberland Strait. Winds are expected to reach 40 knots or about 74 km/h.Waves are expected to build to three to four metres by this afternoon.The bad weather in the Northumberland Strait bad weather has also canceled this morning's ferry sailings between P.E.I. and Nova Scotia.The 6:30 a.m. ferry from Wood Islands did not go, Northumberland Ferries said its boat will remain tied up until further notice.Crossings Saturday night were cancelled due to mechanical problems.

MONROVIA (Reuters) - Liberia has placed 153 people under surveillance as it seeks to control a new Ebola outbreak in the capital more than two months after the country was declared free of the virus, health officials said.Three Ebola cases emerged in Liberia on Friday. The first of the new patients was a 15-year- old boy called Nathan Gbotoe from Paynesville, a suburb east of the capital Monrovia. Two other family members have since been confirmed as positive and they are all hospitalized."We have three confirmed cases and have listed 153 contacts, and we have labeled them as high, medium and low in terms of the risk," Liberia's Chief Medical Officer Dr. Francis Kateh told Reuters late on Saturday.The West African country has suffered the highest death toll in the worst known Ebola outbreak in history, losing more than 4,800 people. It has twice been declared Ebola-free by the World Health Organization, once in May and again on Sept. 3, only for new cases to emerge.It is not known how Gbotoe was infected and Kateh did not offer any explanation, saying that investigations were ongoing. Cross-border transmission seems unlikely since neighboring Guinea has zero cases while Sierra Leone was declared Ebola-free this month after 42 days without a case.In the Duport Road neighborhood of Paynesville, health officials went from house to house on Saturday delivering food and water to neighbors of the infected family, deemed at risk of catching the disease.Unlike in previous months, there were no barriers or soldiers to enforce quarantines.Neighbor Elizabeth Powell said she was more worried about lost income than catching Ebola, which is transmitted through the bodily fluids of the sick."I am worried about food and my business," she said. Union head calls for marijuana sales through LCBO-CBC – NOV 22,15-YAHOONEWS

Marijuana should be sold in LCBO stores if Ottawa goes ahead with plans to legalize the drug, according to the head of the Ontario Public Service Employees Union (OPSEU).OPSEU president Warren (Smokey) Thomas says the Ontario liquor stores are already well-equipped to handle marijuana sales responsibly and safely. "There would not be any need to reinvent the wheel," Thomas told CBC News. "For one thing they have the social responsibility part covered — they do age checks, they do refusals if somebody's intoxicated."Thomas also cited the liquor retailer's "very secure" warehouse and distribution system. OPSEU represents all non-management employees at the LCBO. He says adding marijuana to LCBO shelves would probably improve job security, but he doubts it would create extra jobs.
