U.S. stocks ended mixed on Friday, but managed to post their longest period of weekly advances since late last year, on the heels of a stronger-than-expected October jobs report. The Dow Jones Industrial Average DJIA, +0.26% finished 46 points, or 0.3%, higher at 17,910, the S&P 500 index ended little changed at 2,099, falling below the 2,100 level considered psychologically important to traders. The Nasdaq Composite COMP, +0.38% closed 19 points, or 0.4%, higher at 5,147. The moves for stocks came after the Labor Department said the economy added 271,000 jobs in October, the biggest gain this year, while the unemployment rate fell to 5%, and hourly wages rose at the fastest year-over-year pace since 2009.

Ontario enlarged loans to unions so they could buy more shares in hot Hydro One Inc IPO-Barry Critchley | November 5, 2015 7:05 PM ET

The loans were made because the province believes it “will better align the interests of the members of the unions with the interests of other investors in Hydro One.THE CANADIAN PRESS/Darren CalabreseThe loans were made because the province believes it “will better align the interests of the members of the unions with the interests of other investors in Hydro One.”On a day when the overall Canadian equity market fell 0.75 per cent, Thursday proved a rewarding first day in public trading for shareholders in Hydro One Inc., with the beneficiaries of the 5.5 per cent jump including the Power Workers’ Union (PWU) and the Society of Energy Professionals (SEP).The two unions, whose members work at either Hydro One or Ontario Power Generation, made out particularly well because they were able to buy shares largely with loans received from the province. And at some point before trading began, the province handed over far bigger loans to the unions than its original public plans had stated.In early October, when Hydro One filed its amended and restated preliminary prospectus, it was stated the Ontario government would advance $87 million in loans to the two unions, of which $75 million would flow to the PWU and $12 million to the SEP.When Hydro One recently filed its final long-form prospectus, however, the total loan amount had ballooned by nearly 30 per cent, to $111 million. The PWU received its original $75 million loan, but the SEP loan was tripled from the earlier plan, to $36 million.The unions were to use the 15-year loan, held in trust, to buy Hydro One shares on the same terms and conditions as the public, including the pre-trading price of $20.50 (shares closed Thursday at $ 21.62). But the sale was to occur outside the normal distribution process, meaning the shares purchased by the two unions are over and above the 81.1 million placed with the public. If the underwriters exercise the so-called over-allotment option, the company would be diluted by another 8.15 million union-held shares.The loans were made because the province believes it “will better align the interests of the members of the unions with the interests of other investors in Hydro One.”As part of the deal, the unions would also set up another trust where they would use their own funds to buy Hydro One shares also at $20.50. The additional money invested beyond the loans seems to have been fairly small: According to a Thursday filing, the PWU in total bought 3,756,097 shares, for $77 million — $2 million more than the loan — while the SEP bought 1,890,243 shares, for $38.750 million, just under $3 million more.FP1106_HydroOne_C_JR“Each borrower Trust will use its loan to acquire common shares and to pay for certain expenses incurred for professional services provided in relation to these transactions and the labour agreements,” said the final prospectus, which indicated the loan amounts “were agreed based on the number of members that each of the Power Workers’ Union and The Society of Energy Professionals has employed at Hydro One and at Ontario Power Generation.”Aside from the larger loan to the SEP, there is a slight difference in wording between the two documents.Earlier we were told the loans would “finance a portion of the share purchase and certain related expenses.” Now the loans are to be used for share purchases, funding professional services associated with the purchase and “the labour agreements.”So what’s going on? A spokesperson for Bob Chiarelli, Ontario’s Minister of Energy, said the $24 million increase in the loan to the Society of Energy Professionals occurred because of a labour-contract agreement the union has reached with Ontario Power Generation (OPG). The loan has increased significantly because there are considerably more SEP members working at Ontario Power Generation than at Hydro One.The SEP’s members haven’t ratified the labour agreement, the spokesperson said: if it is not ratified then the loan will be reduced to the original $12 million.The spokesperson said the loan agreements are separate from the labour agreements. Accordingly the costs in the $36 million loan refer to the financial-services expenses incurred in setting up the trust that will hold the loan and purchase the Hydro One shares. As such, the costs don’t include the expenses incurred by the SEP in its recently completed labour negotiations. (The Liberal government has admitted lately to paying millions to public sector unions for unspecified negotiating costs).In this case, the government says the SEP is getting a fully secured loan to purchase shares and the associated financial services — not a payment.Calls to the Society of Energy Professionals seeking a comment weren’t returned.The Ontario Liberal government has said it would use the $1.66 billion generated by selling 13.6 per cent of its stake in Hydro One to spend on infrastructure and transit projects.Heavy volumes and a decidedly different share register at the end of the day, compared to the beginning of trading, suggest that many investors who were allowed to by at the pre-trading $20.50 share price, took advantage of the excitement leading up to the debut, and sold, or flipped, their holdings to capture early profits. About a third of Hydro One shares transferred ownership on Thursday, much of it from investors holding large blocks of shares. Investors made Hydro One the hottest stock on the Toronto Stock Exchange Thursday while politicians continued fiery debate at Queen’s Park over the decision to sell Ontario’s utility transmission behemoth. Hydro One was the top traded Canadian stock Thursday, with about 18 million shares changing hands in one of the largest—and most politically-charged Canadian initial public offerings in more than a decade.The company raised $1.66 billion in its market debut. Shares closed at $21.62, 5.5 per cent higher than $20.50 price tag attached at the market open.“It’s very encouraging to see so much demand for the shares on day one,” said Colin Cieszynski, chief market strategist at CMC Markets Canada. “Having Hydro One public is excellent for Canadian investors as it gives them another option in a sector that is dominated by governments with few large public options until now.”The Ontario government wants to use the money raised through the sale of a 13.6 per cent stake in Hydro One to fund transit and infrastructure projects. Wireless provider Telus Corp. is planning to reduce its workforce by 1,500 positions as it boosts dividend payments to shareholders.The Vancouver-based company, which operates one of Canada's biggest telecommunications networks, said Thursday that the layoffs will save as much as $125 million each year.At the same time, Telus told shareholders it would raise their dividend payments by five per cent to 44 cents per share, starting in January, after hiking its dividend earlier this year.The company provided few details about the downsizing, except to say that many would be voluntary departures and early retirements. LONDON - British Prime Minister David Cameron declared Thursday it was "more likely than not" that a bomb brought down a Metrojet flight packed with Russian vacationers — a scenario that Russian and Egyptian officials dismissed as premature speculation.Cameron said he had grounded all British flights to and from Egypt's Sinai Peninsula because of "intelligence and information" indicating that a bomb was the likely culprit in the crash Saturday that killed all 224 people onboard. The move stranded thousands of British tourists at the Red Sea resort of Sharm el-Sheikh.Cameron said he had "every sympathy" with the Egyptians, who rely heavily on tourism, but added he had to "put the safety of British people first."The radical Islamic State group has claimed responsibility for bringing down the plane in the Sinai, a claim rejected by Russian and Egyptian officials as not credible. Egypt is, however, fighting an Islamic insurgency in the area where the plane crashed and Russia is supporting the Syrian government with airstrikes against IS targets."We don't know for certain that it was a terrorist bomb ... (but it's a) strong possibility," Cameron said at his London office at 10 Downing St. shortly before a previously scheduled meeting with Egypt's president. "There's still an investigation taking place in Egypt. We need to see the results of that investigation."Later, Cameron and Russian President Vladimir Putin spoke about the crash in a phone call. The Kremlin said Putin told the British leader it's necessary to rely on data yielded by the official crash probe while assessing the reason for the crash. The two men discussed the joint fight against terror.A British team was in Egypt working with officials to tighten security at the Sharm el-Sheikh airport so the British flights could resume. Cameron said "we want to start as soon as possible" to bring tourists home, and empty planes would be flying out from Britain to do that, but the process would take some time.After meeting with Cameron, Egyptian President Abdel-Fattah el-Sissi said British officials had sent a security team to check Sharm el-Sheikh airport 10 months ago and were satisfied with the results."They checked the security actions, they were happy with that," he told a news conference, speaking through an interpreter. On election night, Justin Trudeau promised to lead a government characterized by "sunny ways," and it seems that new spirit has already rubbed off on some famous foes in Canadian history — and all it took was a seating chart.Two former Liberal prime ministers, Jean Chrétien and John Turner, were both in the Tent Room at Rideau Hall to witness the swearing-in of Trudeau's new cabinet on Wednesday.But they weren't just in the same room, they were seated right next to one another, and that positioning raised eyebrows among some long-time political observers.It might seem like a logical choice: pair up the country's elder statesmen. The two could reminisce about the good old days when they both served in Pierre Trudeau's cabinet, and Justin Trudeau was nothing more than a toddler nipping at his father's heels.But what a casual observer of history might have forgotten is that Chrétien, 81, and Turner, 86, have had a truly tumultuous relationship. They practically invented "Liberal infighting."And yet they didn't end up side by side accidentally. After all, the Prime Minister's Office drew up the seating chart.'Bad blood' between Chrétien and Turner-The bad blood between the two began to brew in 1978 when a paper Turner authored harshly criticized Chrétien's performance as finance minister. For weeks, he was taunted in the House of Commons by the opposition.Chrétien counter-attacked, calling Turner's writings nothing more than "a gossip column that you can have for 15 cents." OTTAWA - Canada has signed almost two dozen side letters with its trading partners in the Trans-Pacific Partnership, including an agreement with the United States to combat illicit trade.Canada also signed a side agreement with Japan that appears to protect the exports of British Columbia logs, a key sticking point between those countries in the multi-layered negotiations.The letters were released as the text of the broader TPP agreement, finalized Oct. 5 between a dozen Pacific Rim countries, was also publicly released Thursday. The complex deal contains hundreds of pages of provisions covering the trade of a vast range of goods, including cars, cheese and wine.Canada also released a series of side letters that cover a range of bilateral issues with specific countries spanning several sectors.Canada and the U.S. traded a letter on border enforcement and information sharing, to "address illicit trade in counterfeit trademark and pirated copyright goods."The letter says Canada and the U.S. are committed to "using appropriate risk management, as determined by each government, to address the challenges that this illicit trade poses at their respective borders."They pledge to share information between their respective customs agencies on goods that infringe copyright and trademarks in an attempt to target the "organizations engaged in this illicit activity" and "target future illicit shipments and to investigate trade in counterfeit trademark and pirated copyright goods."Another letter between Canada and Japan appears to confirm that the current Canadian regime on the export of B.C. logs remains in place. The export of logs is heavily controlled by the federal and provincial governments, which drives up their cost to foreign buyers. That is similar to the protections afforded to Canada's dairy farmers under the supply management system.Timber had become a sticking point between Canada and Japan. Canadian government documents previously obtained by The Canadian Press said Japan was pushing Canada to eliminate or modify the controls it imposes on B.C. log exports."For greater certainty, Japan and Canada confirm that nothing in this letter shall have any other implications with respect to Canada's existing practices and procedures relating to its existing measures concerning the export of logs of all species," the new side letter states."In respect of the export of logs, Japan and Canada maintain their rights and obligations under the WTO Agreement, and any dispute regarding a matter relating to the export of logs shall be settled under the WTO."The letter between Canada and Japan also formalizes the creation of a bilateral forestry committee on forest products to help settle disagreements."Either Japan or Canada may raise a matter relating to the understandings set out in this letter to the committee, and the committee shall seek to resolve that matter," the letter states.The Japan letter is one of 10 dealing with market access for goods. Other side letters were signed Australia, New Zealand, Vietnam, Malaysia and the United States.Canada also signed a letter with its North American Free Trade Agreement partners, the U.S. and Mexico on government procurement rules.Canada also signed other letters with various TPP countries covering intellectual property and government procurement.

Planes were grounded at some of Sweden's busiest airports on Wednesday afternoon because of a "solar storm" interfering with air traffic control radar systems, authorities said. Ulf Wallin, press spokesperson at Swedavia, the organization managing Sweden's airports, told TT that airports at Landvetter in Gothenburg and Arlanda and Bromma in Stockholm were affected."Those airplanes that are in the air are allowed to land at the airports they're going to, but no planes are taking off," he said.The problems began at around 3.30pm on Wednesday. An hour later, traffic had begun to return to normal, but it was not known when airports would be operating at full capacity again, said Per Fröberg, press spokesperson for Luftfartsverket, responsible for air traffic control in Sweden."[The solar storm] has meant that we haven't been able to see the airplanes on our radar screens. We are starting to get the systems up and running again but it's unclear when everything will be back to normal," he told the Aftonbladet tabloid.Solar flares are bursts of radiation emitted from the sun during a geomagnetic storm. If powerful enough, it can disrupt satellite-based communications, including radar and GPS systems. In 2003 a similar storm caused power blackouts for thousands of homes in southern Sweden.The Swedish Armed Forces said its own systems had not been affected."We have been given the information for our reference, but we have separate systems and have not been affected at all," spokesman Johannes Hellqvist told Aftonbladet.Heavy delays were expected for air travellers for the rest of Wednesday afternoon and evening.

TAURID FIREBALLS: There no longer any doubt. Earth is passing through a stream of gravelly debris from Comet Encke, source of the annual Taurid meteor shower. Meteoroids the size of pebbles, and larger, are disintegrating as they hit our planet's atmosphere at 30 km/s. To see what effect this is having on the night sky, Martin Popek of Nýdek (Czech republic) activated a low-light camera in his backyard and let it run all night long. This is what it recorded:There were almost a dozen exploding meteors--all brighter than Venus and one as bright as a crescent Moon. "It was a very active night," says Popek.Earth runs unto the debris zone of Comet Encke every year around this time. Usually, the encounter produces a minor meteor shower, but 2015 is different."This is higher than usual activity," says meteor expert Peter Brown of the University of Western Ontario. "The Canadian Meteor Orbit Radar (CMOR) is seeing stronger Taurid activity than any of the last few years. Our Southern Ontario Meteor Network cameras caught 54 Taurid fireballs from Oct 31 - Nov 4 alone, compared to 22, 18, and 32 Taurids for the entire month of November in 2014, 2013 and 2012 respectively."These extra fireballs are coming from a "swarm" of gravelly meteoroids that weaves in and out of Comet Encke's dusty debris zone. In some years, Earth hits the swarm; in other years it misses. 2015 appears to be a hit."I would say with some confidence the 2015 Taurid 'swarm' is active as predicted by astronomer David Asher," adds Brown. If those predictions continue to be correct, the fireball display could carry on until Nov. 10th. The best time to look, no matter where you live, is during the hours around local midnight when the constellation Taurus is high in the sky.
