WASHINGTON (Reuters) - Federal Reserve Chair Janet Yellen, speaking the day before a key employment report, said on Thursday the U.S. economy needs to add fewer than 100,000 jobs a month to cover new entrants to the workforce, setting an implicit floor for the jobs growth policymakers want to see."To simply provide jobs for those who are newly entering the labor force probably requires under 100,000 jobs per month," with anything above that helping "absorb" those who are unemployed, discouraged or had dropped out of the labor market, Yellen, who was speaking before Congress' Joint Economic Committee, said in a question and answer session.The November jobs report is scheduled for release at 0830 EST (1330 GMT) Friday, providing a last key bit of economic data for the Fed before a policy meeting on Dec 15-16 that may see the first U.S. interest rate increase in a decade.Yellen, in a question on a separate issue, said the United States may be "close to the point at which we should be raising" a benchmark interest rate that has been held near zero since the onset of the financial crisis seven years ago. Though the pivotal policy meeting is less than two weeks away, she said that will still hinge on whether incoming information supports the Fed's outlook.Job creation has been averaging around 200,000 a month this year, a figure Yellen said was "quite a bit" above the number needed to continue absorbing slack in the labor market.Though unemployment at 5 percent is at or near the level many policymakers consider to be full employment, Yellen said that high levels of discouraged workers, part-time employment and other job market measures show there is still room for progress.Yellen in her testimony was generally upbeat, spelling out how the economy has largely met the criteria the Fed has set for its first rate hike. NEW YORK, N.Y. - U.S. and European markets sank on Thursday after the European Central Bank announced stimulus plans that were less aggressive than investors were expecting. Bond prices fell sharply in Europe and the euro rose sharply against the dollar. U.S. bond prices also fell, sending yields higher.KEEPING SCORE: The Dow Jones industrial average lost 262 points, or 1.5 per cent, to 17,467 as of 2:30 p.m. Eastern. The Standard & Poor's 500 index fell 33 points, or 1.6 per cent, to 2,046 and the Nasdaq composite fell 102 points, or 2 per cent, to 5,021. The sell-off was broad, with all 10 sectors of the S&P 500 declining. Health-care and consumer discretionary stocks fared the worst.DRAGHI DISAPP OINTS: The European Central Bank announced a cut in one of its key interest rates in an attempt to stimulate lending and help a modest economic recovery. The bank reduced the rate on deposits from commercial banks from a negative 0.2 per cent to a negative 0.3 per cent. The negative rate is intended to push banks to lend excess cash by imposing a penalty for leaving it parked at the central bank's super-safe deposit facility."In the last couple of years, Mario Draghi and the ECB would typically over-deliver on what they indicated they would do to help stimulate the economy. So a lot of investors overbought bonds on expectations that Draghi would over-deliver. This time, he didn't, and he disappointed the market quite a bit," said Bob Michele, head of global fixed income at JPMorgan Asset Management.REACTION: The ECB's announcement caused the euro to jump 3 per cent against the dollar, a large move, to $1.0952. Investors had been betting against the euro ahead of the announcement, expecting that more central bank stimulus would put pressure on the currency. European stocks had one of their worst days in months. Germany's DAX plunged 3.6 per cent, its worst day since September's market volatility. This week, world leaders have come together in Paris for historic climate change talks — the United Nations Framework Convention on Climate Change — to negotiate an agreement to reduce greenhouse gas emissions across the globe. “[The] growing threat of climate change could define the contours of this century more dramatically than any other,” said President Obama this week at the summit.As the greatest minds in the world debate climate measures and the last weeks of 2015 slip away, it looks as if this year will be a record breaker: It’s set to be the hottest year ever, after eight of the past nine months broke global temperature highs. September 2015 also saw the largest rise of above-average temperatures of any month since records began more than 100 years ago. Before that, 2014 was said to have been the warmest year ever.All this reveals a frightening trend: Our planet is getting hotter. So much so that if nothing changes, some major cities will soon become completely uninhabitable — within some of our children’s lifetimes.It’s scary stuff, but according to a scientific study recently released in Nature Climate Change, cities such as Dubai, Doha, Abu Dhabi, and Bandar Abbas in the Persian Gulf will be too hot to sustain human life. Looking at the current populations of those cities, that’s nearly 5 million people who would be displaced.The study explores regional climate models for the Middle East, concluding that a shift in normal temperatures could see extreme heat waves reach up to 170 degrees Fahrenheit by the year 2100, impacting human habitability in the region.“As we move forward, what [these cities] have historically known as ‘extreme’ [temperatures] — in the 95th percentile — become the normal summer’s day for the area by the end of this century,” climatologist Andrew Weaver explained to Yahoo Travel. “What is now considered a very rare, extreme heat wave, say 140 degrees Fahrenheit, a one-in-every-20-year event, would become more normal by the end of the century,” he says. “That is bad news.” Just this past summer in the Iranian city of Bandar Mahshahr, unprecedented temperatures sent the heat index (temperature plus humidity, i.e., how hot the weather feels) soaring to 165 degrees Fahrenheit. It’s the second hottest temperature ever recorded in history. (The highest was recorded in Dhahran, Saudi Arabia, on July 8, 2003, when the heat index reached 178 degrees.) At the same time, continental, central, and eastern Europe clocked record-smashing temperatures 15 to 20 degrees Fahrenheit above normal. This is a trend that will keep going. Long-term, parts of southern Europe, Asia, and the southern United States could also be impacted. “They might not be uninhabitable, but they would be really, really hot,” according to Weaver.“And it won’t be just heat, but rising sea levels and unstable weather that will cause issues,” Nick Aster, founder of triplepundit.com, a website covering the ethical and sustainable side of business, told Yahoo Travel from the Paris conference. “New Orleans and Miami are in the same boat.”Indeed, according to the World Bank, “in urban areas in North Africa, a temperature increase of 1-3 degrees could expose 6 million to 25 million people to coastal flooding. Low-lying coastal areas in Tunisia, Qatar, Libya, UAE, Kuwait, and particularly Egypt are at particular risk.” Additionally, the World Bank “estimated that an additional 80 million to 100 million people will be exposed by 2025 to water stress, which will probably result in increased pressure on groundwater resources, which are currently being extracted in most areas beyond the aquifers’ recharge potential.” Humans are physically unable to withstand such blistering temperatures for long periods of time. That’s because the body cools via perspiration: When your sweat evaporates off the skin, it cools your body temperature. But when the humidity index passes 95 degrees Fahrenheit, the atmosphere is unable to absorb any more moisture, meaning that the process of evaporation off the skin stops, halting the body’s ability to naturally cool itself. Exposures to such high temperatures for longer than six hours would be deadly and result in hyperthermia, even for the fittest of humans. “We’re just not designed to live in these temperatures,” Mark Morocco, MD, professor of emergency medicine at the Ronald Reagan UCLA Medical Center, explained to Yahoo Health. While some could retreat into the comfort of air-conditioned buildings, there are many who do not have access to such luxury. Working outside in these temperatures would be impossible, impacting local industry, including tourism.But these levels of climate change are not inevitable if the world is willing to kick fossil fuels and is able to reduce global greenhouse gas emissions, according to both the study and Weaver.“There is always a certain amount we can do,” he explains. According to the U.S. Environmental Protection Agency, small changes can help: Change your light bulbs to Energy Star labeled products (which use 75 percent less energy); be mindful of heating and cooling systems by replacing filters frequently (to increase efficiency) and using programmable thermostats; ensure your home is properly sealed and insulated to avoid energy wastage; recycle; switch to green power (like solar or wind) wherever possible; drive a fuel-efficient, low-emission car; go easy on the gas and brake pedals to save fuel; go for regular maintenance, which can help reduce your car’s emissions; and switch to renewable fuels like ethanol or biodiesel.Additionally, it is hoped, the current climate change talks will make strides in the right direction. The goal is to negotiate a universal, legally binding agreement to reduce greenhouse gas emissions across the globe in the hope of keeping average temperature increases below 3.6 degrees Fahrenheit before 2100.“Each decision we make today might not manifest itself into a result in the lifetime of the decision maker. But any decision that we make today fundamentally affects the quality of the environment that the next generation has to inherit,” Weaver said. “So it begs the ethical question: Do we, as the present generation, owe anything to future generations in terms of the environment they inherit? “We need to make the decisions today to reduce greenhouse gas emissions if we hope to not get to the kind of situations we see in this study.”

He said his hydro bills are just too high."I understand everything goes up, but...especially hydro has no boundary, no limit, it's going up and up and up," Khan said. "If this keeps going on and on...I have to shut the business down."Business owners throughout the region have similar concerns about hydro rates that cut deep into their operating costs. To come up with strategies to reduce expensive energy bills, representatives from a host of employment sectors gathered Thursday in downtown Windsor.The forum was organized by the Windsor-Essex Regional Chamber of Commerce, one of the most vocal groups regularly criticizing the provincial government for skyrocketing energy costs."It's a huge issue for us, it hurts our competitive advantage in Ontario," said Matt Marchand, chamber president and CEO. "Our costs of power are significantly higher than other jurisdictions. The goal is to develop programs that can help offset those costs so we can remain competitive here in Windsor-Essex."Over in Windsor's Little Italy, Jay Soulliere has similar pains when he opens his hydro bill for his Motor Burger restaurant. Last month, he spent $3,200 on power."That's $150 just to open the door and turn on the lights every day," he told CBC News.Both Soulliere and Khan have pinched pennies wherever they can. But after reducing staff hours and supply costs, there's simply nowhere else to cut."It looks really weird when a customer comes in, then we turn the lights," Khan said. But "that's the measure we're taking right now to save hydro."Conserving energy promoted-Conserving energy is one strategy commonly promoted as a way to reduce costs to businesses. More owners should be taking advantage of conservation programs, said Sean Brady, director of business development at the Independent Electricity System Operator.The IESO is a Crown corporation that oversees the province's electricity conservation and demand response programs.Khan desperately wants the provincial government to find ways to help businesses with escalating costs."Someone, somewhere should do something about that," he said. "It's really hard to manage a business with these kind of prices. We have to do something."As it stands now, he doesn't know where else to save money."When you run a business, you look everywhere, you know, you look at all aspects (to see) where you can cut it. With hydro, you cannot cut it. We can save energy, but we cannot cut the bills."

The two Southeast European countries suffered the heaviest rainfall and worst flooding since records began 120 years ago, according to the annual Global Climate Risk Index.The floods in mid-May caused losses and damage of over $2 billion in Serbia, while flooding and landslides displaced over 90,000 people in Bosnia and Herzegovina, think tank Germanwatch said in a report released with the index at U.N. climate talks in Paris.Bulgaria, in sixth place, was hit by floods and a severe hailstorm, badly affecting agriculture and tourism, and recording a death toll of 31 in 2014."Patterns of extreme precipitation is what people and countries will likely face in a warming climate," said Sönke Kreft, author of the study and international climate policy lead at Germanwatch.The European countries received relief funds from the European Union's solidarity fund, pointing to the kind of help that could be made available through a new global deal to curb climate change due to be sealed in Paris next week, he added.Due to the extreme weather in Southeast Europe, and landslides that hit Afghanistan, the disaster-prone Philippines dropped to fourth place in the index from top in 2013.Nonetheless, millions of people were affected there in 2014 by typhoons, floods and landslides, the report said.Raymund E. AKROTIRI, Cyprus/LONDON (Reuters) - British bombers made their first strikes on Islamic State in Syria on Thursday, hitting oil fields that Prime Minister David Cameron says are being used to fund attacks on the West.Tornado bombers took off from the Royal Air Force Akrotiri air base in Cyprus just hours after British lawmakers voted 397-223 to support Cameron's plan for air strikes, a Reuters witness said. They returned to base safely several hours later.The four aircraft used laser-guided bombs to attack six targets in the Omar oil fields in eastern Syria controlled by the Islamist militant group which British officials call Daesh, using an Arabic acronym that the group rejects."That strikes a very real blow at the oil and the revenue on which the Daesh terrorists depend," Defence Secretary Michael Fallon told the BBC."There are plenty more of these targets throughout eastern, northern Syria which we hope to be striking in the next few days and weeks," Fallon said. OTTAWA - The Supreme Court of Canada must decide if it will grant a six-month extension to the federal government to respond to its landmark ruling on doctor-assisted death.Justice Minister Jody Wilson-Raybould said Thursday Parliament should be given more time to consider all possible responses to the decision.She also requested any opposing party be required to respond within three days, instead of the traditional 10-day window."Physician-assisted dying is a complex and deeply personal issue for Canadians of all ages and backgrounds," Wilson-Raybould said in a statement."The federal government's response will affect all of society. That is why we are firmly committed to including Canadians and taking the time to develop a thoughtful, sensitive and well-informed response."The federal government's request for a delay has been backed by Nova Scotia, Prince Edward Island, Manitoba, Ontario and Saskatchewan, according to documents filed to the top court."The government of Saskatchewan supports such an application and would suggest an extension of a minimum of six months be considered to permit fuller consultation with health care providers and interested parties," Saskatchewan Heath Minister Dustin Duncan said in a letter.Last February, the court recognized the right of clearly consenting adults who are enduring intolerable physical or mental suffering to end their lives with a physician's help. It also gave Parliament a year to respond to the ruling.If the court opts for the proposed extension, the government would have until August to come up with a response.There are some concerns, however, about the extended time frame.The advocacy group Dying with Dignity expressed disappointment about the government's request on Thursday."I absolutely understand the need to get the legislation right, I have no problem with further consultations, but I am gutted for the people who are waiting right now because this feels like an unnecessary extension," said CEO Wanda Morris.The government could allow the one-year timeline to elapse and for physician-assisted dying to be decriminalized, Morris added."The Supreme Court of Canada said that the government could legislate but didn't have to," she said.The Liberal government plans to soon set the wheels in motion to begin responding to the decision. VANCOUVER - Advocates gathered at a national roundtable on medical marijuana say persistent stigma surrounding the drug has created a significant barrier to scientific research in Canada.More than 25 organizations representing patients, government and industry are meeting to identify research priorities at the conference hosted by the Arthritis Society in Vancouver.Jonathan Zaid of Canadians for Fair Access to Medical Marijuana says negative connotations associated with cannabis are a big part of why there's a lack of clinical studies examining its potential as a treatment therapy.Zaid was diagnosed at 14 with a pain syndrome that causes constant headaches, and he tried dozens of medications before his mom bought him a marijuana joint on his 18th birthday.He's now 22 and says cannabis isn't a miracle drug but it helps ease his pain and has allowed him to lead a full life, including attending the University of Waterloo and becoming a patient advocate.Arthritis Society chief mission officer Joanne Simons says the negative sterotype around cannabis must be eliminated because it's a medication that could help people who are living with chronic pain.

ATLANTA (Reuters) - A salmonella outbreak that has sickened 11 people in nine states could be linked to a line of nut butter spreads that were recalled this week, a U.S. health agency said on Thursday.No deaths or hospitalizations from the outbreak were reported to the U.S. Centers for Disease Control and Prevention (CDC). People have been sickened in California, Colorado, Georgia, Hawaii, Idaho, Illinois, North Carolina, New Jersey and Oregon.The CDC believes the salmonella can be traced to a line of nut butter spreads made by JEM Raw Chocolate of Bend, Oregon. The company on Wednesday voluntarily recalled the nationally sold product."Any remaining nut butter spread should be thrown away," the CDC advised in a statement. "Even if some of the nut butter spread has been eaten and no one has gotten sick, the rest of it should be thrown away."Testing had not yet revealed the source of the contamination in a spread that is made with hazelnut, almond and cashew, the company's CEO, Jennifer Moore, told Reuters."It's baffling to us," Moore said, noting this is the company's first salmonella outbreak.Earlier this year, four people in the United States died and more than 800 were sickened in a salmonella outbreak linked to imported cucumbers from Mexico, according to the CDC.Two other outbreaks associated with pet turtles infected 51 people in 16 states between Jan. 22 and Sept. 8, 2015, with 15 patients requiring hospitalization, the CDC said. CAPE CANAVERAL, Fla. - Wet and cloudy weather prevented NASA from resuming commercial space station deliveries Thursday.The space agency was looking to get back on track with the first U.S. shipment to the International Space station in nearly eight months, but thick clouds and rain prevented an unmanned Atlas rocket from lifting off at dusk with 7,400 pounds of critical supplies.With 14 minutes left, and no better weather in sight, launch director Bill Cullen halted the countdown, praising his team for "great discipline."The next launch opportunity is Friday, but the forecast isn't much better.Two of the last four commercial supply runs, contracted by NASA, have failed. The first launch accident occurred in Virginia in October 2014, the second at Cape Canaveral in June. Add in a lost Russian cargo ship in April, and the cupboards in orbit have suffered.NASA's space station program manager, Kirk Shireman, said earlier this week that without another delivery, the six astronauts' food would run out in April. A Russian supply run planned for later this month, if successful, would buy more time. Even with the resumption of American shipments, it will take a year for the 250-mile-high pantry to be as full as it was before the string of accidents, he told reporters.Orbital ATK is using another company's rocket to launch this shipment because its own rocket, the Antares, remains grounded. The last time Orbital launched, its rocket exploded seconds after liftoff from Wallops Island, Virginia, destroying the Cygnus cargo carrier and damaging the pad.The other private company hired by NASA to deliver supplies, SpaceX, also remains stuck on Earth, at least until next month. The company's Falcon rocket ended up in the Atlantic at the end of June, along with a new docking port and everything else destined for the space station. Without naming the United States, he accused Washington and its allies of turning Iraq, Syria and Libya into a "zone of chaos and anarchy threatening the entire world" by supporting change of regimes in those countries.Putin didn't address efforts to start a peace process in Syria in his speech, focusing on the need to pool global efforts in the fight against terrorism following the attacks in Paris and the downing of a Russian passenger plane in Egypt. The IS has claimed responsibility for both."We must leave all arguments and disagreements behind and make one powerful fist, a single anti-terror front, which would work on the basis of international law under the aegis of the United Nations," he said, addressing lawmakers and top officials in an ornate Kremlin hall.
