WASHINGTON (Reuters) - Israel faces a wide variety of threats ranging from Islamic militants wielding missiles and rockets to nuclear attack, Israeli Defense Minister Moshe Yaalon said on Tuesday during a visit to the United States.Yaalon was speaking with U.S. Defense Secretary Ash Carter at the National Defense University in Washington. Carter emphasized the importance of the U.S.-Israeli security relationship and the United States' commitment to maintaining close ties.Carter and Yaalon are due to visit the Naval Air Station in Maryland on Wednesday for a demonstration of the F-35 joint strike fighter. The United States has said it will deliver the F-35 to Israel next year, making it the only country in the Middle East to have the top-flight aircraft.Yaalon ticked off a number of threats that he said Israel has faced, including from Iraq under Saddam Hussein, Bashar al-Assad's Syria, and Iran."The threat has been changed dramatically from conventional type warfare to what might be called super-conventional...weapons of mass destruction, or sub-conventional like terror, rockets, and missiles," Yaalon said.Close U.S.-Israeli ties have come under strain in recent months over a nuclear agreement negotiated between Iran and the United States and other world powers, which Israeli officials have denounced as empowering Iran and endangering Israel.Yaalon said the deal, which was agreed in July and imposes curbs on Iran's nuclear programme in return for the removal of some economic sanctions, could delay an Iranian nuclear threat against Israel."Yes, for the time being, for about a decade or so, it (Iran's nuclear programme) might be postponed as a threat against us," Yaalon said, adding that the Iranian government had not given up its "vision of having a military nuclear capability."Iran denies ever pursuing a nuclear weapons programme, and said that it wanted nuclear capability only for civilian purposes.Yaalon also addressed ongoing strife between Israelis and Palestinians. BRUSSELS, Today, 09:20-Palestinian leader Mahmoud Abbas has said violence could get worse unless Israel protects Muslim rights and resumes peace talks.Speaking to media in the EU capital on Monday (26 October), he described the situation as "extremely serious and grave", adding "it may even deteriorate, and this is my fear".The EU's top diplomat, Federica Mogherini, invited him to Brussels as part of European and US efforts to stop the cycle of stabbings, car rammings, and shootings which began last month in Jerusalem and the West Bank.Earlier on Monday, Israeli police killed three Palestinians in Israeli-occupied Hebron.The incidents bring the Palestinian death toll to 60 people this month, including 15 minors. Palestinian attackers killed nine Israelis in the same period.EU diplomats say the violence is hard to stop because attacks are being carried out spontaneously by individuals on both sides.They fear it could escalate into a Palestinian uprising, or "intifada", as in 2000, in events which lasted five years and claimed thousands of lives.Abbas blamed the recent flare-up on Israel.He said it stems from "a feeling of disappointment in the young [Palestinian] generation, which basically don't see any hope" of a future Palestinian state.He said it's also linked to Israel's "non-respect" of the "status quo" on Temple Mount and to Israeli settler violence."Settlers in the West Bank go out among houses and villages, protected by the Israeli army, and commit killings and attacks against Palestinian nationals. The Israeli-Palestinian could be solved either through a two-state solution or a “confederation,” a top European Union official said last week, in what appears to be a suggestion in sharp contrast to official EU policy.“Peace in the Middle East is possible only if the mother of all conflicts, the conflict between Israelis and Palestinians, is resolved and both peoples live together in two states or a confederation,” Martin Schulz, the president of the European Parliament, said Thursday during a speech in Düsseldorf, according to a report in a German Jewish weekly.It is unclear what exactly Schulz meant when he invoked the term “confederation”  (Staatenbund in German) as an alternative to a two-state solution. JERUSALEM (AP) — An Israeli proposal that could potentially strip tens of thousands of Palestinians in Jerusalem of their residency rights has sent shudders through the targeted Arab neighborhoods — areas that were dumped outside Israel’s security barrier a decade ago, even though they are within the city’s boundaries.The government’s review of the status of these neighborhoods, home to tens of thousands of people, illustrates the fragile position of Palestinians in a city where they have long suffered discrimination and are caught between the pragmatic conveniences of living under Israeli control and the loyalties to the Palestinian cause.With few exceptions, Jerusalem’s Palestinians are not Israeli citizens, and instead hold residency status that can be revoked. Removing residency rights en masse appears highly unlikely due to legal hurdles and domestic and international opposition. But government critics said the fact that it is even being discussed sent an ominous message to Palestinians.“There is nothing permanent about permanent residency,” said Yudith Oppenheimer, executive director of Ir Amim, an advocacy group that promotes coexistence and equality in the city. “This is another reminder for them how conditional that status is.”Prime Minister Benjamin Netanyahu ordered the review at a recent meeting called to discuss a wave of Israeli-Palestinian violence that has roiled the area in the past month. Could the rare convergence of Venus, Jupiter and Mars seen on the horizon this week be a repeat of the biblical phenomenon, the Star of Bethlehem? As early bird stargazers enjoy this planetary trio through November 3, like everything else in religious tradition and astrology, what the skies portend is a matter of faith — and interpretation.Coming on the heels of the October 8 Blood Moon, until the end of this week the three planets can be seen grouped together inside a five degree diameter circle, in an astral phenomenon known as a “planetary trio.” On Monday, the height of the grouping, Venus and Jupiter will pass within 1.1 degrees of each other. Bright stars Regulus and Procyon have also been visible this week, forming a line in the sky with the planets.Best beheld before dawn, the relative brightness of Venus and Jupiter make the event easily seen by the naked eye or binoculars and is being labeled by some Internet-savvy astronomers as the same Star of Bethlehem phenomenon the magi saw some 2,000 years ago.But could this type of rare astral grouping really have been what propelled the three oriental gift-bearing kings to traverse afar, field and fountain, moor and mountain, while following yonder star? To answer this question, one must first ask, why would the three magi (astrologers) follow a star to Bethlehem in the first place? And so we open our texts to the infamously opaque biblical “Star Prophecy” as poetically told by the gentile prophet Balaam in Numbers 24:17: “I shall see him, but not now, I will look at him, but not nigh. A star has stepped forward from Jacob, and a tribe (or scepter/staff) of Israel will rise and will crush the corners (or foreheads) of Moab and will smash the children of Seth.”In Jewish tradition, this prophecy has been used for millennia by those who wish to prove their own messianic candidate’s worthiness (i.e., Rabbi Akiva’s support of Simon bar Kochba — “son of the star” — who led a revolt against the Romans in 132 CE). Or, as in the case of Rabbi Moses ben Maimon (Maimonides), it is a poetic description of King David that also references some future “king Messiah.”-A star has stepped forward from Jacob’-Born out of Judaism, early Christian tradition was well acquainted with the biblical verse. Molnar, the author of “The Star of Bethlehem: The Legacy of the Magi.”In Molnar’s groundbreaking book (published in 1999, in paperback since 2013), the Rutgers astronomer cross-references the Matthew story with an image he found on an ancient coin he’d purchased to supplement his personal coin collection of Aries looking back at a star. According to the Molnar book’s website, “He found that Aries was a symbol of Judea at the time, and that ancient astrologers believed that a new king would be born when the moon passed in front of Jupiter. Molnar wondered, could the coin have been issued as a response to the Great Messianic Portent, the Star of Bethlehem?”The Matthew chronicle has historically presented difficulties for astronomers, in particular the idea of a star “in the east.” Molnar solves this problem in making the event more astrological than astronomical in nature. Meaning, it could be more of a matter of interpretation of some interesting astral events, rather than some objectively awesome celestial sight.‘One can claim that Matthew’s words describe a miracle, something beyond the laws of physics. Moscow (AFP) - Russia is reneging on a promise to compensate for environmental damage caused by construction for the 2014 Sochi Olympic games with plans to develop areas it pledged to protect, activists said Tuesday.Environmental organisations had decried development for the Winter Olympics in the mountains above the Black Sea resort, where many sporting facilities were built on land within Sochi National Park.As compensation, the Russian government agreed to put other land in the area under stricter environmental protection and include it in the UNESCO World Heritage site known as the Western Caucasus.The region, which won the World Heritage designation in 1999, is described as one of Europe's last large undisturbed forested mountain ranges.However recently Russia announced that it is retracting its formal bid to expand the site, just as international experts were evaluating the submission, several people involved in the process said."This is a refusal to carry out the Olympic obligations," Igor Chestin, director of the Worldwide Fund for Nature (WWF) in Russia, told AFP.The Russian government had vaunted the virgin wilderness areas near Sochi, with their abundance of rare and endangered species, in its proposal to have them incorporated into the World Heritage site.But the authorities are now pushing to build in the areas, with the Russian environment ministry proposing them as sites for recreational development.The Rosa Khutor ski resort, where some of the Olympic events were hosted, is already building roads in the area, according to the local group Environmental Watch on the North Caucasus (EWNC), which took photographs of the roadworks last month.Rosa Khutor's director Sergei Bachin told a meeting earlier this month that his resort plans to double in size in the next two or three years, according to the Russian Ski Association.The expansion would affect undisturbed areas inside Sochi National Park and a wildlife sanctuary along Sochi's main Mzymta River, which the government promised to restore after heavy downstream construction for the Olympics." BRUSSELS, Today, 20:11-The European Commission on 27 October published its work programme for 2016. This document appears to show that the Juncker Commission’s thinking has evolved since it took up office a year ago and there is some suggestion that after one year in office, President Juncker and his Commission are starting to understand that things don’t get bigger than the protection of our environment, our life support system.The Work Programme is very far from perfect, but there are glimmers of hope that the environment is no longer the Commission’s blindspot that it was a year ago.In particular, we welcome the promise of progress on the circular economy, a new political vision around the Sustainable Development Goals (SDGs) and the Paris climate deal, and the call to put energy efficiency first.But this now needs to lead to a wholesale overhaul of Juncker’s 10 political priorities backed by strong policies and legally binding measures.We need a new agenda for reform where the environment and the benefits it brings for people, the planet and prosperity are not playing second fiddle to the economy, as has been the case in the last 12 months.If 2015 ends up being viewed with hindsight as the year of refugees and climate change, 2016 should be the year of sustainable development.This call was made loud and clear during the European Environmental Bureau’s (EEB) annual conference last week, where participants underlined the importance of the Commission taking the Seventh Environmental Action Programme (7EAP) by the horns and coming out with concrete actions that turn fine words into reality.“Living well, within the limits of the planet” is the ambitious title of the 7EAP, which the three main EU institutions signed up to in 2013, with the aim of making Europe “a smart, sustainable and inclusive...low-carbon and resource-efficient economy” by 2020.The Programme highlights the continuing unsustainable trends in climate change, nature and biodiversity, environment, health and quality of life, and natural resources and wastes.The Juncker Commission’s initial reaction to this challenge was to largely ignore it, being guided by a set of 10 priorities that, aside from climate change, barely mention the environment.As time passes, it has become increasingly clear that those priorities, apart from belonging to another century and disrespecting the commitments of the 7EAP, are at odds with the EU’s call for an ambitious global climate deal in Paris and its espousal of the SDGs.-Oversimplification of overregulation-The claim that the Juncker priorities respond to a popular dislike of overregulation from ‘Brussels’ has been shown to be a gross oversimplification by the massive response to the Commission’s recent public consultation on the future of the EU’s nature protection laws.More than half a million Europeans spoke out in defence of nature, making it the largest ever response to any public consultation by the Commission.This shows clearly that Europeans not only care deeply about nature and biodiversity, an area completely absent from the Juncker priorities, but also that they value action at EU level.This sentiment was backed up by a letter sent to the Commission on 27 October by nine environment ministers, including from France, Germany, Italy, Spain and Poland.Following the controversial withdrawal of the waste package earlier this year, we can hope that the keenly-awaited circular economy package, to be issued by the Commission in December, will be genuinely ‘more ambitious’ than the one it replaces, as has been promised.But this alone will not solve our problems; only by putting sustainable development at the heart of EU policy will change be possible.We need to follow a clear path that will allow everybody in Europe and elsewhere to live well within the limits of the planet. This implies stopping our massive over- consumption in Europe, which is at the expense of the climate and the development of the Global South.-Positive signs-It will also require a revitalising of the EU Sustainable Development Strategy and the Commission turning its full attention to seeing how legislation and policies, such as the Common Agricultural Policy (CAP), that work in direct contradiction to living well within planetary boundaries can be made fit-for-purpose.And it needs to refrain from jumping to examine, and even dismantle, regulations that industry deems as costly even if the societal and environmental benefits of them significantly outweigh any costs.There are positive signs, however.As EU Environment Commissioner Karmenu Vella said at the EEB conference, “we cannot have a sustainable Europe without a sustainable environment.”He insisted that the EU executive “understands this,” adding that “the 7EAP is not just something that we publish and put in a drawer. Thanks to [it] we know the direction we want to travel, and we know how far we must go”.Today’s document suggests that President Juncker is starting to look for the right map and that his compass is moving in the right direction, even if there is much further to go.As Commissioner Vella highlighted, EU environmental actions are “good for the environment, but they're also good for growth, jobs, health and general wellbeing”.Let’s hope that this fact informs the future priorities and actions of the Commission.Jeremy Wates is Secretary General of the European Environmental Bureau

Oct, 18:26-How strong is the European agricultural lobby in 2015?-A sign of the political influence of the sector, one of the most experienced in public affairs in Brussels, will emerge on Wednesday (28 October), when MEPs vote on new air quality targets.The key question is whether two agriculture-related pollutants, methane and ammonia, will be included in the legislation, which will set emission limits per EU country.Sources in the European Parliament say that it is difficult to predict the outcome of the vote, and that political groups will likely make up their mind whether to reach a common stance on Tuesday (27 October), a day ahead of the plenary vote in Strasbourg.The new directive would set ceilings for emissions of a number of pollutants, like particulate matter and nitrogen oxide, for 2030. Member states would then have to decide themselves how to stay below these ceilings.Before the summer break, the EP's environment committee refused to give the agricultural sector a free pass, and a majority of MEPs in the committee said methane and ammonia limits should be included in the new rules.This went against the wishes of the EP's agriculture committee, which argued that methane, both a pollutant and a greenhouse gas, is already covered under the EU's climate targets. This argument is only half-justified: methane is indeed a global warming greenhouse gas, but EU countries are only obliged to reduce greenhouse gases in general - a country could, in theory, decide to reduce only CO2 and leave agricultural emissions as they are.Wednesday's vote will see a repeat of that power struggle.Food production may "shift to third countries"-The agricultural lobby organisation Copa-Cogeca has said that the proposed reduction targets “are unacceptable, threatening food production”.“If the methane emission reductions were implemented, the European farming sector would have to reduce production in a number of sectors such as beef by 29.1%, milk by 9.1%, pork by 8,7%, etc”, it said Thursday in a public press release.A day later, the lobby group sent MEPs an email in which it said it was “gravely concerned by the introduction of methane and ammonia targets that are unfeasible to implement”.The email, seen by this website, said of the targets: “the only way to reach them is by reducing production in Europe and shift it to third countries”.-Cities: "It's our health"-The farm lobby is not the only interest group trying to sway parliamentarians.Environmental NGOs and a network of European city governments have been trying to convince MEPs to resist pressure from the agrifood industry.“It is crucial that we address all pollutants, including ammonia emissions from agriculture: they contribute significantly to poor air quality in cities. Air pollution is the most important environmental health problem in the EU, and is costing our economies and our health”, the urban lobby group Eurocities said in a statement.Around 40 percent of methane emissions in the EU come from agriculture - mainly through a digestive process in ruminants such as cows and goats. In 2011, 94 percent of ammonia emissions in the EU were caused by agriculture, mainly from manure and fertilisers.Methane is one of the sources of ozone, while ammonia can transform into particulate matter. These pollutants in turn can contribute to serious health problems, such as asthma, cardiovascular diseases, and can damage the reproductive system.The European Environmental Bureau (EEB), a Brussels-based green NGO, said the agricultural sector should contribute to cleaning the air, otherwise other sectors will also want to be exempt.“We are talking about people's lives here”, Sebastien Pant of the EEB told this website.The votes on Wednesday will not only be about whether to include ammonia and methane, but also whether to stick with the environment committee's decision to make the rules more “ambitious” by setting a binding intermediate target for 2025.Very broadly speaking, MEPs on the left side of the spectrum can be expected to vote along the lines of the environment committee, while the right side will most likely support the agricultural sector.However, two days before the vote, the discussions within political groups are not yet settled. TORONTO - Justin Trudeau was greeted like a rock star as he arrived at the Ontario legislature Tuesday for a meeting with Premier Kathleen Wynne, and rewarded her campaign efforts on his behalf with a promise of federal help for a provincial pension plan.Wynne, one of Trudeau's most ardent supporters during the federal campaign, gave the prime minister-designate a big hug as he stepped out of his car while virtually the entire Liberal cabinet and hundreds of Liberal staffers applauded and cheered.Trudeau and Wynne met for only a half hour in her office before both left to attend the funeral for Ken Taylor, the former ambassador to Iran.After the meeting, they issued a joint statement saying they would be "active partners" in a national discussion on pension enhancement, including the Canada Pension Plan and the Ontario Retirement Pension Plan."Once it takes office, the incoming federal government will direct the Canada Revenue Agency and the Departments of Finance and National Revenue to work with Ontario officials on the registration and administration of the ORPP," they said. "The ORPP is being designed to integrate with any future CPP enhancement."That's a major reversal of the position taken by outgoing Prime Minister Stephen Harper, who said he "delighted" in refusing all federal co-operation with the ORPP, something he described as a job-killing payroll tax. He is one of Canada's most decorated aboriginal veterans.— The Underground Railroad: The secret network of routes and safe houses helped enslaved Africans escape the United States in the 1800s. It is estimated that 30,000 slaves used the Underground Railroad. The department wanted to mark the 175th anniversary of the Underground Railroad in 2016.— Centennial of the Parliament fire: Fire consumed the Parliament buildings in February 1916, killed seven people and left only the northwest wing of the building and the library intact. Rebuilding efforts started that July and the new building was completed in 1922 with the Peace Tower finished in 1927.— The 50th anniversary of the Royal Commission on the Status of Women: The commission's final report in 1970, three years after it was struck, outlined the breadth and depth of inequalities women faced in Canada and is seen to have started a real push to remove economic, social, cultural, legal and political participation barriers for women.— The 75th anniversary of Japanese internment camps: A 1942 order-in-council gave the federal government the power to intern all "persons of Japanese racial origin" while Canada was at war and displaced almost 21,000 people. HALIFAX - There is growing hope that the once decimated northern cod stock is making a slow, but steady comeback, according to a new study that found the iconic species is growing in size and number off Newfoundland.George Rose, the report's co-author, said acoustic surveys last spring indicated that the fish were getting bigger and more plentiful after 23 years of a government-imposed moratorium and halting growth.Rose, who has studied the stock for 30 years, says the findings could provide a valuable lesson for fisheries managers who once wrote off the cod's recovery after it was almost completely wiped out in the early 1990s."When it collapsed, it became an icon worldwide for overfishing, mismanagement and stock destruction," he said in an interview from Pender Island, B.C."So the fact that this one is coming back and has shown that ability given suitable management, I think is of worldwide significance. It shows there is a resilience to nature if we give it a chance."It's not clear what the size of the population is, but Rose said it is now likely over 200,000 tonnes, a sizable jump from the estimates of tens of thousands a decade ago. He is now working on trying to quantify the population.The researchers also found larger concentrations of fish in more northerly areas that had not been seen since the moratorium was put in place in 1992.He said they found large, 120-centimetre-long fish weighing 22 kilograms, something that was rarely seen in the 1990s due to high mortality that is still not understood.The discovery is important because the big fish spawn and contribute to reproduction, he said."We've got these massive fish out there and this is really key to the whole productivity situation in the stock, which makes me optimistic for the future," said Rose, director of the Centre for Fisheries Ecosystems Research at Memorial University's Marine Institute in St. John's, N.L.The research, published Tuesday in the Canadian Journal of Fisheries and Aquatic Sciences, suggests the cod is rebounding because of a similar rise in the availability of its key food source, capelin.Like the northern cod, populations of the small capelin plummeted due to cooler waters in the 1990s and possibly a depletion of plankton. Rose said warming water temperatures may help the capelin stock, along with an increased supply of plankton on which they feed.More importantly, Rose says the ongoing moratorium on the cod fishery has helped the once-mighty stock rebuild, adding that protection from excessive fishing is critical to its continued recovery."Without a doubt, maintaining low removals of this stock over the past decades has been essential to recovery," he said."It's on its way and we have to let it come back."Despite signals that the cod stock is rebounding from years of overfishing, mismanagement and ecological changes, Rose says it will likely be another decade before any kind of commercial fishery could resume.Federal Fisheries researchers say a minimum spawning biomass of about 650,000 tonnes is what is needed to sustain any extensive commercial fishery.The northern cod moratorium threw thousands of people out of work after it was announced July 2, 1992. Al-Thaer and the Britain-based Syrian Observatory for Human Rights, which relies on a network of activists on the ground, said the three were civilians but that their identities remain unknown.Earlier this week, IS posted images on social media purported to show its members driving a tank over a captured government soldier, allegedly to revenge what it said was his driving over IS militants. The group is known to have tanks, mostly captured in battle from Syrian troops or in the territory it holds in neighbouring Iraq.IS has also destroyed many of the ancient Palmyra's Roman-era relics, including the magnificent Temple of Bel and the iconic Arch of Triumph. IS captured Palmyra from government forces in May, and considers such relics as promoting idolatry.
