Jerusalem (AFP) - A knife concealed in a bag or a shirt has become the weapon of choice and symbol of the Palestinian conflict with Israel, with 19 stabbings targeting Jews since October 3.The attacks have killed two Israelis and wounded more than 20 others, including a 13-year-old who was critically injured on Monday, and have had a powerful psychological impact."Knife terror will not defeat us," Prime Minister Benjamin Netanyahu pledged in a speech before the Israeli parliament on Monday.Images of knives, whether ordinary kitchen utensils or hefty combat weapons with serrated blades -- and on occasion screwdrivers and a potato peeler -- have for the past 10 days flooded Israeli and Palestinian social networks and news media. Witnesses to the incidents have been quick to snap the scenes, and sometimes the bloodied weapons, and police have supplied images to mainstream news organisations."It's an everyday object that everyone has at home or can readily obtain, which needs no training and is easily concealed," said psychologist Shaul Kimhi."A knife attack is not primarily intended to kill but to spread fear and it achieves that goal," he added. The Women of the Wall said it would not attempt to smuggle a Torah scroll to the Kotel during this month’s Rosh Chodesh prayer service due to the current security situation.In a letter sent Sunday to Shmuel Rabinowitz, the rabbi of the Western Wall, Women of the Wall chairwoman Anat Hoffman said the women had decided “out of a deep sense of responsibility, not to attempt to smuggle a Torah scroll in to the Kotel this month, so as not to challenge the security forces during this time of high threat levels,” according to a statement issued by the group.Police and security officials in Jerusalem have been on high alert over the past several days following a number of stabbing attacks in the city.The Women of the Wall said that even with the serious security concerns in the Old City, the group’s members will meet Wednesday for a prayer service for the new Jewish month of Heshvan and celebrate two bat mitzvahs — for teens from the United States and Brazil.In her letter, Hoffman reiterated her request that the women be allowed to use one of the Torah scrolls located at the site.In the past, the group has smuggled a mini-Torah scroll into the women’s section. During a service in April, male supporters of the group hoisted a scroll over the divider between the men’s and women’s sections, encountering violent opposition.Women of the Wall gather at the Western Wall at the start of each Jewish month for the morning prayer service. At least six Gazans were reported injured during renewed clashes between Israeli soldiers and protesters Monday evening along the Israel-Gaza border, after several dozen Palestinians crossed the border fence into Israel, the second such incident in recent days.Israel Defense Forces soldiers fired at the group of some 20 protesters in an effort to push the Palestinians back toward the Hamas-controlled territory, the Walla news site reported.The protesters sneaked into Israel adjacent to the al-Bureij refugee camp and emerged in the Eshkol Regional Council, in the center of the Strip, before the IDF arrived at the scene.The clashes came days after at least nine Palestinians were killed and dozens wounded in clashes with IDF troops along the border, after 70 Gazans entered Israel from the Strip.The IDF confirmed that “dozens” of Palestinians had broken through the border fence, and said that efforts to push the protesters back into Gaza were ongoing. Earlier on Monday, the Hamas leaders of the Strip denied reports that they had issued a warning to Gaza residents banning them from approaching the border fence with Israel.Up until last week, which saw the deadly border clashes along with several rocket attacks and retaliatory Israeli airstrikes, the Gaza Strip has been relatively calm, amid an upsurge in violence in Israel and the West Bank.On Sunday, Hamas warned Israel against “foolishness” after the Israeli Air Force struck the Gaza Strip in response to rocket fire at southern communities. A delegation of Mideast Quartet diplomats who were set to arrive this week canceled their visit per a request by Prime Minister Benjamin Netanyahu.The envoys were to meet with Israeli and Palestinian officials in Jerusalem and Ramallah in order to try to help calm the unrest that has plagued Israel and the West Bank in recent weeks.Netanyahu’s request that the Quartet cancel the visit was attributed to its timing. Quartet diplomats were supposed to meet with national security adviser Yossi Cohen, Netanyahu’s adviser Yitzhak Molcho, and senior Foreign Ministry officials, as well as senior officials in the Palestinian Authority.“The Israelis told us that this is not a good time to talk about diplomatic matters,” a Western diplomat told the Haaretz daily. “Apparently they were also concerned that the visit of Quartet envoys would increase international pressure on Israel.”A Palestinian official confirmed to AP that the visit had been called off.The Middle East Quartet comprises the United States, United Nations, European Union and Russia and is tasked with resolving the Israeli-Palestinian conflict through diplomatic mediation.The prime minister told chief EU diplomat Federica Mogherini on Sunday that it wasn’t feasible to send the diplomats to the region now because of the spike in violence. The cancellation was confirmed on Monday afternoon.In her conversation with Netanyahu, Mogherini urged calm and restraint, and asked that he “avoid actions which would fuel the tensions even further,” the EU said in a statement. “Too many people have died already and too many families were left bereaved.”She condemned the terror attacks on Israeli civilians but emphasized that Israeli responses should be proportionate.The Quartet may reschedule the visit for two weeks hence, Haaretz said.

Knesset advances tougher punishments for stone throwers-Lawmakers vote 42-11 in favor of bill that would up minimum sentence and slap hefty fines on people convicted in attacks-By Times of Israel staff October 12, 2015, 11:44 pm

The Knesset on Monday approved the first reading of a bill that would increase minimum sentences for those convicted of throwing stones or Molotov cocktails and levy financial sanctions on minors who throw stones or firebombs and their parents.The bill, proposed by Prime Minister Benjamin Netanyahu, was part of a series of measures approved by the security cabinet last month that are aimed at combating stone-throwing, including mandatory minimum sentences for those convicted of throwing rocks and firebombs, and an easing of the rules governing police use of live fire in rock-throwing incidents.Of the 120 members of Knesset, 42 voted in favor and 11 voted against the proposal. The bill will now head to committee and, after amendment, head back to parliament for final approval.Netanyahu responded to the passing of the bill, saying that it “is part of a series of steps that the cabinet adopted as part of the fight against terrorism. There will be additional steps.”Last month, the security cabinet unanimously agreed to back legislation to allow live fire in any case in which lives are endangered; use of .22 Ruger sniper rifles against rock throwers; a minimum four-year prison sentence for rock throwers, including imprisonment and fines for minors aged 14-18; the cancellation of welfare benefits for minors in prison; and an evaluation of fining parents of convicted children aged 12-14. The cabinet vote came despite opposition by Attorney General Yehuda Weinstein, who, at a meeting with Netanyahu, suggested instituting minimum sentences for such offenses through a one-year trial period. Palestinian Authority Foreign Minister Riyad al-Malki on Monday accused Israel of seeking to spark “a third intifada,” as violence flared in Israel, the West Bank and the Gaza Strip.“[Prime Minister Benjamin] Netanyahu wants to instigate a third intifada. Israel Police identified the two Palestinian teenagers who stabbed and seriously injured two Israelis in Jerusalem on Monday afternoon as cousins, 13 and 15 years old, from the East Jerusalem neighborhood of Beit Hanina. The older teen was shot dead by police when fleeing the scene of the terror attack, while his cousin was struck by a car and seriously injured.The cousins attacked a 13-year-old Israeli boy and a man, 25, gravely injuring them, in the third attack to hit the capital in a single day. The incident took place in the northern neighborhood of Pisgat Zeev, adjacent to a light rail station.The boy was stabbed multiple times as he rode his bike.“It was horrifying,” Asi Gabay, a family friend of the younger victim recounted to Channel 2. “The boy ran to me and shouted, ‘Asi, help me! Asi, help me!’“I had a mop with me and we put it on him as a tourniquet,” Gabay said. “Within a few seconds the kid lost consciousness, was completely white and was lying on the ground.”The boy was hospitalized in critical condition. Doctors at the Hadassah Hospital Mount Scopus said he suffered multiple stab wounds to his upper body, and underwent emergency surgery.In the evening, doctors said the surgery may have saved his life, but he was still in very serious condition, having lost a great deal of blood. They praised Magen David Adom for the speed with which the boy had been evacuated to the hospital, with one of the surgeons telling Channel 2 that he would likely not have survived otherwise. He also happened to arrive at the hospital as doctors were changing shifts, and therefore all the key surgical personnel were available to treat him.The second victim was said to be in stable yet serious condition. Doctors said he suffered two stab wounds to his upper body.According to police, the 13-year-old attacker stabbed the boy as he was riding his bike. When eyewitnesses began to run toward the scene of the attack, the assailants fled. While escaping, the younger one was hit by a car and seriously injured.An Israel Police officer and Border Police officer eventually caught up with the second attacker, who began running toward them with a blade in his hand. A police spokeswoman said the officers fatally shot him after he ignored their calls to halt.An eyewitness described the assailants to Channel 2 as being young teenagers armed with “machetes.”A video posted on social media appeared to show the younger of the two teens writhing in a pool of blood on the tracks of the Jerusalem Light Rail, surrounded by police. The video was filmed by an Israeli passerby who shouted “Die! Die, you son of a whore” repeatedly at the teen before he was administered first aid from Magen David Adom paramedics. Police ordered the man to leave the scene.Earlier on Monday, 17-year-old Mustafa Khatieb from the East Jerusalem neighborhood of Jabel Mukaber attempted to stab a police officer near Jerusalem’s Old City. The officer, who was wearing a protective vest, was not injured. Khatieb was shot dead by security forces outside Lions’ Gate after he pulled out a knife.Less than an hour later, an 18-year-old Arab woman stabbed a Border Police officer outside the national police headquarters adjacent to Ammunition Hill on Road 60. The woman was approached by the officer, who said she acted suspiciously. When he was close, she turned around and stabbed him with a knife she held in her hand. The officer then shot the assailant. She was evacuated to Hadassah Hospital on Mount Scopus with moderate injuries.A number of attackers in a spate of stabbings over the last two weeks have been in their late teens and early 20s, and two have been confirmed as minors so far. CAIRO/BEIRUT (Reuters) - Islamic State leader Abu Bakr al-Baghdadi, one of the world's most wanted men, is counting on veteran jihadis and former Iraqi army officers who form the core of the militant movement to take over if he is killed.New questions arose over Islamic State's leadership structure and who might succeed Baghdadi after Iraq's military said on Sunday air strikes had hit a convoy carrying him, though Iraqi security officials later denied this.Baghdadi, who rarely appears in public and delivers few audio speeches, makes the vast majority of decisions, including which of the group's enemies should be killed.His approval is needed even for decisions taken by the five-member Shura Council, which runs Islamic State and will elect a new a new leader if Baghdadi is killed, and he rules over a decentralized network of emirs in the field who run the everyday activities of the caliphate he has declared.Baghdadi does, however, lean on a small circle of senior Islamic State aides such as Abu Mohammad al-Adnani, the group's official spokesman, as he pursues a mission which his fighters describe as "part of God's path to create a strong Islamic State that will rule the world."Born in 1977 in Idlib, Syria, Adnani has delivered Islamic State's main messages, including its declaration of a caliphate, which was distributed in five languages.The most important operatives include Abu Muslim al-Turkmani, a former general and military intelligence officer under Saddam Hussein who can provide Islamic State fighters with training and direction.Baghdadi is also said by followers to rely heavily on Abu Omar al-Shishani, a senior commander in Syria. DUBAI (Reuters) - Iran tested a new precision-guided ballistic missile on Sunday in defiance of a United Nations ban, signaling an apparent advance in Iranian attempts to improve the accuracy of its missile arsenal.The Islamic Republic has one of the largest missile programs in the Middle East, but its potential effectiveness has been limited by poor accuracy.State television showed what appeared to be a successful launch of the new missile, named Emad, which will be Iran's first precision-guided weapon with the range to strike its regional arch-enemy Israel."The Emad missile is able to strike targets with a high level of precision and completely destroy them ... This greatly increases Iran's strategic deterrence capability," Defence Minister Hossein Dehghan said at a televised news conference.The U.N. Russia's expansion into Syria won't end anytime soon-CBC – OCT 12,15-YAHOONEWS

During the Cold War, Moscow's strategy of bold advance followed by only partial, diplomatic retreat was often called "two steps forward, one step back." President Vladimir Putin's Kremlin, though, is not so keen on the "step back."    He seizes the Crimea, and stays; uses a proxy war to slice off part of Ukraine, and scoffs at Western attempts to force him back; all the while continuing to bat aside international demands that he give up the two separatist areas of Georgia, South Ossetia and Abkhazia, that he firmly rolled into Russia's orbit back in 2008.So don't expect Putin's expansion of Russian muscle in Syria is going to end anytime soon.The Kremlin has several goals — the urgently practical, the psychological and the long-term strategic — and none are so trivial that Putin will easily walk away from them.The urgent objective, of course, is to pound rebel groups in closest proximity to the remaining territory of President Bashar al-Assad, in the country's west. The bombing, shelling and cruise missiles are needed to give the dictator's war-weary and losing forces a breather to regroup and rearm.Moscow initially claimed the strikes were aimed at the global menace, ISIS, and that the West should align itself with Russia and Assad to destroy the jihadist scourge (skirting objections that the Assad regime's war on the population set conditions for the early rise of ISIS).Some ISIS targets have been hit, but as very secondary aiming points as they lie mainly in the east of Syria, fairly removed from the central war zone.By far, Putin's two priority targets are rebels directly confronting Assad — insurgent forces under the jihadist Nusra Front in the north around Aleppo and Adlib — and the hodge-podge of so-called moderate rebel groups supported by the U.S. coalition, around Homs and Hama.To Russia they are all "terroristic" and it seems this softening-up phase of attacks is meant to kick off a future counter-attack by revived Assad forces — bolstered not only by Russian air and artillery, but also by ground troops from Iran's special forces and Hezbollah guerrillas from Lebanon. Bizarre contradiction- It's one of the dark ironies of Syria today that the Western-backed anti-Assad rebels will bear the brunt of the new attacks mainly because Assad and his allies don't have to concern themselves with ISIS at the moment — since that force is being most conveniently bombed by Canada and fellow nations of the U.S.-led coalition. Reaction in the West suggests governments are stunned both by Russia's boldness and by this bizarre contradiction that the coalition bombing clearly aids both Russia's aims and Assad's survival.It all helps Putin's intended psychological bombshell that he intends real bombs will punctuate — crushing any remaining optimism that Western support for an "Assad Must Go" insurgency has even the remotest chance of success.One can expect, as that already flimsy hope of Assad's downfall is obliterated by Russia's intervention, that the already ghastly horrors of the war will all seem increasingly unendurable to the outside world, as the mass deaths and the spreading refugee crisis continues month after month.Putin seems confident such stop-the-war pressure will force the West to lean on those rebel groups it can influence to accept a negotiated peace, one that concedes Russia and Assad will be crucial participants in any transition. If Western-backed rebels fade from the combat picture Assad and Russia will concentrate on eliminating the extreme jihadists, while demanding Western collaboration as a joint objective.The risks for Putin are very real, as numerous governments have now warned him, but the potential gains are also considerable. In shoring up Assad, Moscow keeps vital naval and air bases in Syria, while the regime this week promised him more bases to come. It also has a clear stake in any rebuilding of Syria whenever peace is attained.Standing by allies-It's the long term geo-political gains, however, that the world should watch. By this action Putin has already boldly marked Russia's return as a serious strategic player in the Middle East — a position it largely lost in 1973 following Syria's defeat in the Yom Kippur War. Spreading influence in the Middle East greases Russia's return to superpower status so desired by Putin.Last month Putin told interviewers at the UN in New York that the solo-superpower era monopolized by the U.S. had not worked, and especially had flopped in the Mideast after the invasion of Iraq and overthrow of Libya.Russian diplomats, meanwhile have been contrasting Putin's reputation of standing by allies like Assad, in contrast to what they sneer at as the U.S. habit of ditching friends — like the Shah of Iran in the 1970s and President Hosni Mubarak of Egypt during the Arab Spring — whenever Washington felt passing winds of change were more important than loyalty.Putin's well-calculated act as the steadfast one isn't going unnoticed. Despite warning that many anti-Assad and pro-Sunni regimes would turn on Russia, Moscow's influence seems to be spreading as Washington's appears increasingly fragile."There is a bizarre kind of grudging respect in parts of the Arab world for what they see as Russian steadfastness and decisiveness in contrast to what they perceive as the dithering of the U.S.," Michael Hanna, Arab expert with the Century Foundation says.  As evidence, Moscow has already played host to Egyptian President Abdel Fattah Al Sisi an eyebrow-raising four times since he came to power, while Saudi Arabia and other Gulf states, formerly resentful of Russia's support for Assad, this year have demonstrably improved ties and new treaty links to Moscow.It may be only fragile friendship in a very dangerous region, which the next American administration may counter in time. Perhaps it's Putin's quagmire to come, but to this point Putin's reputation for not taking those steps backwards is helping build Russia's influence in the very heart of the Middle East.

DAMASCUS, Syria (AP) — Russian jets intensified their airstrikes Monday in central Syria as government forces battled insurgents in a strategic area near a rebel-held province and a government stronghold.The government push is the latest in a bid to regain the Sahl al-Ghab plain, which is adjacent to Latakia province, a stronghold of President Bashar Assad and the Alawite religious minority to which he belongs.After a heavy barrage of Russian airstrikes, the fighting was focused on the village of Kfar Nabudeh, which officials said had been seized by government troops. Activists said Syrian rebels repelled the attack.Capturing Kfar Nabudeh would cut off a major highway, giving the pro-government forces access to the northwestern province of Idlib. A rebel coalition that includes the al-Qaida-affiliated Nusra Front drove Assad's forces out of Idlib in September, in a major setback for the government. Their hold on the province threatened Latakia.The Russian Defense Ministry said it has struck 53 alleged Islamic State targets in the past 24 hours, destroying command centers, ammunition and fuel depots as well as training camps allegedly used by foreign militants. The ministry said the IS positions were in the central provinces of Homs and Hama, as well as in Latakia and Idlib. IS has a limited presence in Hama, away from where the fighting has been concentrated. Russia insists it is mainly targeting the IS group and other "terrorists," but the multi-pronged ground-and-air offensive is being waged in areas controlled by mainstream rebels as well as the Nusra Front. The government ground offensive began on Oct. 7, a week after Russia began its airstrikes.The Britain- based Syrian Observatory for Human Rights said at least 30 airstrikes were carried out in Kfar Nabudeh, while government troops and Lebanon's Hezbollah fighters entered the village from the south. Another activist-run monitoring group, the Shaam News Network, said the insurgents ambushed government forces inside the village, which is reportedly laden with tunnels.The Syrian military said in a statement that it took control of the village and others nearby. Activist Hadi Abdullah, who travels with insurgents to report from the front lines, said the fighters had regained control of the village. It was not possible to reconcile the two accounts.The Observatory reported that the fighting and air raids on Kfar Nabudeh left nine militants and five troops and pro-government gunmen dead.Later Monday, Syrian state media and the Observatory said government forces captured the village of Mansoura on the northern edge of Hama province.During the last six days of ground operations, government troops have seized at least two villages in eastern Hama province, Atshan and Tal Sukayk, and a third in the plain area. Activists say rebels seized a village south of Idlib.The Russian defense ministry statement said its jets have hit mortar positions around Tal Sukayk in the last 24 hours, as well as a training camp for foreign militants in Mastouma, in Idlib. The ministry said it used Su-34, Su-24M and Su-25SM planes to strike the targets."The terrorists in the past days were desperately trying to transport ammunition, armaments, fuel and supplies from Raqqa to the front line," the ministry said, in reference to the northern province controlled by the Islamic State group, adding that a "significant part" of their supplies have been destroyed by Russian airstrikes.The Syrian military statement also said troops gained control of an area in rural Aleppo province. It was not immediately clear whether the area had previously been controlled by IS or other insurgents.In a separate development, the French Defense Ministry said it cannot confirm whether some French citizens were killed in its airstrikes last week on the IS group's de facto capital, Raqqa."We know that this camp aimed at training combatants to attack Europe or France. Some of them might be French citizens or French speakers," the ministry said in a statement Monday. The ministry said it could not yet confirm details about the strikes.France joined the U.S.-led coalition against the Islamic State group in Iraq last year and expanded its campaign to Syria last month. Britain has acknowledged its airstrikes targeted citizens in Syria.The Observatory's chief Rami Abdurrahman said 16 militants were killed in the airstrike, and there were no reports of French citizens among them. Moscow (AFP) - Cruise missiles fired from warships, the latest jets pounding far-off targets: Russian President Vladimir Putin's show of strength in Syria looks aimed at proving that a resurgent Moscow can rival the West, analysts said.Since late September Russia has flexed its muscles in a bombing campaign across the war-torn country that has put a US-led coalition in the shade and angered Washington and its allies.The dramatic military campaign is Moscow's first outside the former USSR since Soviet troops went into Afghanistan in 1979 and has led some to suggest that an emboldened Kremlin is aiming to reassert some of its lost super power status.Using the latest Sukhoi jets and older Soviet aircraft, Russia has blasted command posts and training camps of what it says are radical "terrorists" as it has backed a ground offensive by the forces of its long-standing ally, Syrian President Bashar al-Assad.The strikes also saw Russian warships in the Caspian Sea fire missiles at targets over 1,500 kilometres away for the first time ever in battle -- a highly symbolic show of strength that has been interpreted as a clear statement."I cannot judge whether launching air strikes from the Caspian Sea made any sense militarily," political analyst Grigory Mеlamedov wrote. "We showed our strength. To whom? To the Islamists? ALGIERS/TRIPOLI (Reuters) - After months of stalled negotiations, the United Nations has handed Libya's warring factions a unity government proposal in what it calls a major step towards ending the crisis, but the applause of Western officials cannot disguise serious obstacles.The proposal is just that, one hinging on the approval of both sides, and hardliners may treat a weak accord as a chance to drag Libya and its oil wealth deeper into war and division.Already splits are cropping up. Voices in both camps have criticized a proposal some say the U.N. wants to impose. Others have flatly rejected the deal despite warnings that naysayers will be internationally isolated and maybe even sanctioned.Those responses may be posturing. But a failure to secure a national government could be disastrous for a North African OPEC state already deeply fractured from the internecine fighting that emerged from the 2011 fall of Muammar Gaddafi.Libya's once robust oil production has been crippled by fighting, its foreign reserves are evaporating and Western nations are wary of the growing presence of Islamic State militants and people traffickers using the chaos to expand.For a year, the capital Tripoli has been under the control of a loose alliance of armed factions known as Libya Dawn. They set up their own self-declared government and reinstated the former parliament, the General National Congress, or the GNC.Libya's internationally recognized government and elected parliament have operated out of the east of sprawling Libya, backed by a coalition including a divisive ex-Gaddafi general, Khalifa Haftar, former rebels and federalist forces.U.N. envoy Bernardino Leon has proposed six members for a presidential council to head up the unity government, including delegates from both factions, but acknowledged those names were a U.N. suggestion based on the talks."I think what Leon did was a complete farce. We were surprised by the proposal," GNC member Mahmoud al-Gharyani said. "There must be a compromise because what has happened is not right and will never be acceptable."Members of the elected House of Representatives also appear split and they were expected to take a vote shortly.More important will be reactions of the armed actors on the ground, where a myriad of brigades of former rebels who once fought together against Gaddafi now dominate different cities and regions in lieu of a real army. Negotiations were complex because neither side is fully united, and among their armed backers are commanders opposed to a peace deal with hated rivals, or more loyal to regional and tribal interests than any national government.Misrata council, whose military faction has backed Libya Dawn in Tripoli, endorsed the U.N. proposal. But the rival military council in the western city of Zintan rebuffed it and called for Libyan- only talks."The proposal of the U.N. unity government is a disappointment. The appointment of two godfathers of war is unbelievable," the Zintan council said, referring to two of the GNC allies mooted for the unity agreement.COMPLICATED TIMING-The proposal's timing is complicated by the Oct. 20 end of mandate of the elected parliament. The house has voted to extend its own term in office so it can hand over to the next elected body. But its opponents say it has lost legitimacy.The U.N. power-sharing deal calls for an executive council, with the current House of Representatives as the main legislature, while a state council would be a consultative second chamber mostly consisting of GNC members.Mattia Toaldo, a fellow at the European Council on Foreign Relations, said Leon may have taken a calculated gamble, putting forward names as a way to pressure the two sides into a pact. But risks of failure are high.Before the talks began, armed factions staged tit-for-tat air strikes on rival cities. And two factions were fighting for control of the important oil ports of Es Sider and Ras Lanuf."The two potential outcomes are either a new offensive on Tripoli to 'liberate' it from the GNC or the continued de facto partition of the country, with Haftar playing an ever growing role," Toaldo said.-SANCTIONS OR AGREEMENT?-Haftar, a former Gaddafi ally who returned from exile in the United States, has already led his Libyan National Army forces in an offensive against Islamist fighters and former rebels in the eastern city of Benghazi.The Tripoli camp rejects any Haftar role in a new government as a red line. Given the general's support in the east, many hundreds of kilometers (miles) from Tripoli, he appears unlikely to step aside, analysts say.In a further sign of Libya's fragmentation, federalist forces commander Ibrahim al-Jathran, whose men hold two major oil ports and support the recognized government alongside Haftar, this month broke ranks with the former general.Local political positions will also depend on the reactions of regional powers. Egypt has backed the internationally recognized government, for example, and its stance if the U.N. deal fails may be crucial. In February, Cairo carried out air strikes on Islamist militant camps inside Libya near its border.Barring a unity government, foreign mediators will have few foreseeable options. Sanctions are possible. BEIRUT/WASHINGTON (Reuters) - U.S. forces airdropped small arms ammunition and other supplies to Syrian Arab rebels, barely two weeks after Russia raised the stakes in the long-running civil war by intervening on the side of President Bashar al-Assad.One military official said the drop, by Air Force C-17 cargo planes in northern Syrian on Sunday, was part of a revamped U.S. strategy announced last week to help rebels in Syria battling Islamic State militants.Last week, Washington shelved a programme to train and equip "moderate" rebels opposed to Assad who would join the fight against Islamic State.The only group on the ground to have success against Islamic State while cooperating with the U.S.-led coalition is a Kurdish militia, the YPG, which has carved out an autonomous zone in northern Syria and advanced deep into Islamic State's stronghold Raqqa province.On Monday, the YPG announced a new alliance with small groups of Arab fighters, which could help deflect criticism that it fights only on behalf of Kurds. Plane wreckage containing 'many skeletons' and painted with the Malaysian flag has reportedly been found in the Philippines, prompting speculation it could be missing Flight MH370.Police confirmed they had received reports of the discovery in thick jungle on the remote island of Sugbai in Tawi-Tawi province.An audio technician, Jamil Omar, contacted police in Malaysia to say his aunt, Siti Kayam, had stumbled upon the wreckage while she and others were hunting for birds.Police commissioner Jalaludin Abdul Rahman, based in neighbouring Borneo, said the woman claimed she climbed into the smashed fuselage and saw skeletons. Despite high-tech scouring of the waters and the ocean floor, there has been no sign of the plane in that area, the only discovery confirmed as being from the aircraft being the flaperon found earlier this year on Reunion. Whether the mystery of the plane's final resting place along with its 239 passengers and crew will be solved with the latest report of 'wreckage' is expected to be known within the next day or so.Police in Sabah, in northern Borneo, confirmed that Mr Omar had called in at the police headquarters to personally lodge a report about the wreckage. Mr Jamil, who produced his identity card to police, said his aunt had not been able to provide the information earlier because there were no facilities on the island. Dutch Safety Board set to say MH17 downed by Russian-made missile, but not point finger-Reuters By Toby Sterling-OCT 12,15-YAHOONEWS

AMSTERDAM (Reuters) - The Dutch Safety Board, issuing long-awaited findings on Tuesday of its investigation into the crash of a Malaysian passenger plane over eastern Ukraine, is expected to say it was downed by a Russian-made Buk missile but not say who was responsible for firing it.MH17 was shot down over territory held by pro-Russia rebels in eastern Ukraine on July 17, 2014, killing all 298 people aboard, most of them Dutch citizens.Experts and Western governments believe rebels shot down the aircraft, possibly mistaking it for a Ukrainian military plane. Moscow has offered alternative theories, including that it might have been shot down by a Ukrainian fighter, or by Ukrainian forces.Safety Board director Tjibbe Joustra will present findings on Tuesday first to victims' families, then to journalists at a military base in Gilze-Rijen, where parts of the plane have been brought from the crash site and reconstructed.It is widely expected that the investigation will say the plane was brought down by a Russian-made Buk missile, although under rules governing international flight crash investigations, the board does not have the authority to apportion blame. Carefully worded preliminary findings by the board in September 2014 said the plane had been brought down by "high energy objects from outside the aircraft" -- presumably shrapnel.A separate Dutch-led international criminal investigation is still going on, with prosecutor Fred Westerbeke saying he will not rest until those responsible for downing MH17 are brought before a judge.However, prosecutors can not issue charges until a venue has been decided. In July, Russia vetoed a Dutch proposal at the United Nations to set up an international tribunal and the Dutch government is now looking at other alternatives.Prime Minister Mark Rutte has scheduled a press conference Tuesday shortly after the findings are released.Buk manufacturer Almaz-Antey has scheduled a separate press conference on Tuesday at which it may attempt to discredit the Safety Board findings.Although the main focus of the Safety Board's investigation was the crash's cause, the agency will also address several other important questions surrounding the crash.Among these will be why MH17's flight path took it over the Ukraine conflict zone. The Dow Jones Industrial Average closed higher for a seventh straight session on Monday, its longest winning streak since December. Gains on Wall Street were very modest, however. Trading volumes on Wall Street were lower than usual with most banks, federal institutions and the U.S. bond markets closed for the Columbus Day holiday. The S&P 500 SPX, +0.13% closed 2.55 points, or 0.1%, higher at 2,017.44. The Dow Jones Industrial Average DJIA, +0.28% added 47.30 points, or 0.3%, to 17,131.79. The Nasdaq Composite COMP, +0.17% ended the day up 8.17 points, or 0.2%, at 4,838.64.

Dell Inc. agreed to buy EMC Corp. for about $67 billion in the largest technology acquisition ever, creating a corporate-computing giant that will use a wider product lineup to woo customers as demand slows and competition stiffens.Dell plans to pay $24.05 a share in cash plus tracking stock in EMC’s prize holding, VMware Inc., valued at about $9 for each EMC share, the companies said in a statement Monday. The price of $33.15 a share is 28 percent above EMC’s closing level on Oct. 7, just before reports surfaced that a deal was in the works. While the agreement has a provision that lets EMC talk to other potential bidders, the company doesn’t expect any, a person familiar with the matter said. EMC shares rose as much as 9.5 percent to $30.51 in premarket trading Monday in New York.The combined company will be run by Michael Dell, the chief executive officer of the company he founded. The deal is being funded by him, his MSD Partners investment vehicle, Silver Lake and Singapore state-owned investment company Temasek Holdings, as well as debt financing, the VMware tracking stock and cash on hand.The deal would combine EMC’s dominance in devices that store data with Dell’s No. 2 position in servers, the powerful machines that help companies handle big computing challenges. Dell, which was taken private for about $25 billion in 2013, can expand its product lineup to vie with perennial rivals including Hewlett-Packard Co. and upstarts such as Nutanix Inc.-Tucci Succession-For EMC, the agreement addresses pressure from activist investors who have been agitating for growth and resolves long-standing questions over succession for CEO Joe Tucci. He has agreed to stay at the company through the close of the deal and may stay beyond that, said the person, who didn’t want to be named because the details haven’t been disclosed. Michael Dell reached out to Tucci about a year ago, and the companies’ boards started working on the agreement in the spring, the person said. EMC, which has been publicly traded since 1986, had been looking at strategic options for boosting its share price. Activist investor Elliott Management Corp. had pushed for EMC to sell itself or spin off software maker VMware, of which the storage company is the majority owner.EMC is facing weaker demand for its older, pricey storage models. While the company has been focusing on newer products such as flash arrays that speed up data retrieval, where it’s growing more rapidly, that hasn’t been enough to lift sales growth. EMC’s revenue is projected to increase about 3 percent this year, its slowest rate since logging a decline in 2009, according to data compiled by Bloomberg.-Data Centers-The deal will help Dell raise its profile in data centers, the modern factories of the digital age that house servers, networking gear and storage systems. EMC had 21 percent of the storage market last year, about twice what Dell had, according to Bloomberg data.While Dell has been outperforming some of its rivals, the company is grappling with sagging demand for personal computers. During the third quarter, overall shipments declined 7.7 percent, according to Gartner Inc. Still, Dell was able to post a small gain of 0.5 percent while larger rivals declined.Dell has been investing in growth after escaping the harsh glare of the public markets in 2013 with CEO Dell and Silver Lake Management LLC striking a deal to go private. At the time the deal was announced, the stock had lost more than half its value since January 2007, when Dell resumed his role as CEO.For all its would-be benefits, the merger carries risks. The prevailing trend in technology is to separate and focus on fewer businesses to compete against nimbler competitors. Hewlett-Packard is splitting in two next month, a step that EBay Inc. took earlier this year. Though Dell and EMC have done business together for years and have complementary cultures, the sheer size of a combined entity could slow decision-making and hamper speedy product-development.-Bonds Pressured-What’s more, EMC bonds came under pressure last week on concern that the purchase would undermine current bondholders’ place in the capital structure.Dell will keep its headquarters in Round Rock, Texas. Its enterprise-systems business will be based in Hopkinton, Massachusetts, the current home of EMC. The deal is expected to close in May to October of next year.

Oct, 18:28-EU states are preparing to help Minsk reduce financial dependence on Moscow, but activists say it's a "bad idea" that'll lead to more repression.The plan, endorsed by EU ambassadors last week, was drawn up by the EU foreign service.It envisages suspending visa bans and asset freezes on 171 of the 175 names on the EU's Belarus blacklist, including its authoritarian leader, Alexander Lukashanko.The suspension, diplomats say, is to last from 31 October until 28 February, but can snap back into force at any time.It's to be enacted at the end of the month, unless presidential elections, on Sunday (11 October), prompt fresh jailings of political opponents.The four names to stay on the list are linked to political murders. The EU will also uphold its Belarus arms ban.The suspension will let Lukashenko’s nomenklatura repatriate any frozen EU assets.It will also free 14 Belarusian firms on the EU blacklist to do business in Europe.Lukashenko’s biggest money-makers, his potash and petroleum products exporters, weren’t sanctioned in the first place.The moves will be accompanied by financial aid.The EU has drafted 29 economic measures, which include easier access to capital on EU markets and to loans from the European Investment Bank and the European Bank for Reconstruction and Development, an EU source said.“The thinking is to create alternatives for Belarus in the economic field … We’re not saying it should stop cooperation with Russia, but we want to give it new options on the economic front”.-Bad idea?-The EU plan is billed as a reward for Belarus’ release, in August, of six political prisoners.It comes amid a slump in Belarus-Russia relations and amid a geopolitical tug-of-war on the future of former Soviet states. Lukashenko, this week, said he “doesn’t need” a proposed new Russian airforce base, which would limit his control of defence policy.He has criticised Russia’s annexation of Crimea and its invasion of east Ukraine.He’s also turned a blind eye to Belarusian nationalists, such as the so-called Pagonya Squad, going to fight on Ukraine's side against Russia in east Ukraine, Belarusian sources say.The slump is due to concern that Kremlin revanchism could one day target Belarus.But EU diplomats are under little illusion that Lukashenko will break his alliance with Russia or end internal repression.“It’s hard to get into his head and to know what he’s thinking. But he appears to be somewhere in between, to be choosing cooperation with both sides [the West and Russia], according to who might be useful for what”, the EU source said.“Nobody expects Belarus to become a democratic state overnight”, he added.Belarusian activists are even less hopeful.Natallia Radzina, who works in exile in Poland for the Charter97 NGO, called the EU move a “bad idea”.“Lukashenko can’t go to the West because he’s too dependent on Russian oil and gas subsidies … He will build the Russian air base despite his words, because if he says No, it’ll mean the end of his regime”, she told EUobserver.“He also can’t do it [go West] because democratic reform would end his rule”, she added.“The sanctions move will just lead to more repression. He’ll see it as an EU carte blanche”.-Fear- Mikola Statkevich, one of the men freed in August, has called for protests in Minsk on Saturday, with between 2,000 to 5,000 people expected to come.But Lukashenko’s re-election is a foregone conclusion. Opposition leaders have boycotted the vote, which, they say, will be rigged, leaving only state-picked candidates to run against him.Opposition is also weak, Radzina said, because “people are really afraid”.“If you challenge the government you can be jailed for five or six years. You can be beaten up in the street. You can even be killed”.She said pro-Western feeling is kept in check by Belarusian and Russian propaganda, which monopolise media.She noted, for instance, that Thursday's news of the Nobel prize win by Belarusian journalist Svetlana Alexievich got 23-seconds on TV, followed by three and a half minutes of material on state cultural projects.-Ray of light-Radzina said the Nobel award is a “ray of light” after “20 years of darkness” for Belarusian society, however.“It reminds me of when [Polish writer] Czeslaw Milosz won the Nobel prize”, she said.“It gave people some pride, at a time when they were facing a very difficult political situation. The situation in Belarus is the same as it was in Poland in 1980”.
