Russia’s military intervention in Syria has expanded radically in two directions. debkafile’s military and intelligence sources report that China sent word to Moscow Friday, Oct. 2, that J-15 fighter bombers would shortly join the Russian air campaign that was launched Wednesday, Sept. 30. Baghdad has moreover offered Moscow an air base for targeting the Islamic State now occupying large swathes of Iraqi territory-Russia’s military intervention in Syria has five additional participants: China, Iran, Iraq, Syria and Hizballah. The J-15 warplanes will take off from the Chinese Liaoning-CV-16 aircraft carrier, which reached Syrian shores on Sept. 26 (as debkafile exclusively reported at the time). This will be a landmark event for Beijing: its first military operation in the Middle East as well the carrier’s first taste of action in conditions of real combat.Thursday night, China’s foreign minister Wang Yi, made this comment on the Syrian crisis at a UN Security Council session in New York: “The world cannot afford to stand by and look on with folded arms, but must also not arbitrarily interfere (in the crisis).”A no less significant development occurred at about the same time when Iraqi Prime Minister Haider al-Abadi, speaking to the US PBS NewsHour, said he would welcome a deployment of Russian troops to Iraq to fight ISIS forces in his country too. This command center is also organizing the transfer of Iranian and pro-Iranian Shiite forces into Syria. 2.  Baghdad and Moscow have just concluded a deal for the Russian air force to start using the Al Taqaddum Air Base at Habbaniyah, 74 km west of Baghdad, both as a way station for the Russian air corridor to Syria and as a launching-pad for bombing missions against ISIS forces and infrastructure in northern Iraq and northern Syria.Russia has thus gained a military enclave in Iraq, just as it has in Syria, where it has taken over a base outside Latakia on the western coast of Syria. BEIRUT/AMMAN (Reuters) - President Bashar al-Assad said the success of a military campaign by Russia, Syria and its allies was vital to save the Middle East from destruction, a day after Moscow said it would step up air strikes against Islamic State targets across Syria.A year-long air campaign by Western and Arab air forces in Syria and Iraq had been counterproductive, Assad said, helping terrorism spread and win new recruits, but a coalition of Syria, Russia, Iran and Iraq could achieve real results."It must succeed otherwise we face the destruction of the entire region, not only one or two states," he said in an interview with Iranian television broadcast on Sunday.Assad was speaking days after Russian jets based in western Syria launched air strikes against targets Moscow has identified as Islamic State bases, but which Assad's opponents say disproportionately hit rival, foreign-backed insurgents.The United States, France and Britain say the Russian air strikes are aimed at propping up Assad after recent rebel advances. Putin promised to ask Ukraine rebels to cancel vote: Poroshenko-Reuters-oct 4,15-yahoonews

KIEV (Reuters) - Ukrainian President Petro Poroshenko said on Sunday Russia's Vladimir Putin had promised to ask pro-Russian separatists to cancel elections planned in rebel-held territory in defiance of Kiev.Under terms of a peace agreement signed in Minsk in February, local elections were meant to be held in the separatist regions along with the rest of the former Soviet republic this autumn. MANCHESTER, England (Reuters) - Russia is engaged in "classic asymmetric warfare" in Syria by using its military clout to prop up President Bashar al-Assad while saying it is attacking Islamic State militants, Britain's foreign minister said on Sunday.Russia last week began striking targets in Syria - a dramatic escalation of foreign involvement in the civil war which has been criticized by the West as an attempt to prop up Assad, rather than its purported aim of attacking Islamic State."It looks like a classic bit of Russian asymmetric warfare - you have a strong propaganda message that says you're doing one thing while in fact you are doing something completely different and when challenged you just flatly deny it," Philip Hammond told Reuters in an interview in Manchester.He said Britain had held discussions with Russia but kept on getting the same response - that Moscow was attacking Islamic State militants in Syria."You try talking to the Russians," he said. "They just keep repeating their position – that is by the way also the Iranian position – and it is just incredible."He said that Britain needed "absolute clarity" that Assad would not be part of Syria's future and rubbished proposals put forward by Russia and Iran for elections as a means to end the conflict.Hammond said Syria was "a million miles away" from being able to hold a free and fair vote."In a country where 250,000 people have been killed and 12 million people have been displaced, half of them outside the country – how can you talk about free and fair elections?" he said.ASSAD END GAME?-Hammond said the key to ending the suffering caused by the four-year civil war was a managed transition to peace - even if it meant Assad retained power temporarily."If the price for doing that is that we have to accept that Assad will remain as titular head of state for period of time, do I really care if that's three days, three weeks, three years or even longer? I don't think I do," he said.But Hammond said that for such a transition, Assad should make a pledge not to run in any future election and that he would give up control over Syria's security apparatus.He added that there was no agreement with Moscow and Tehran on such a transition."The key is that there must be a transition – at the moment there is no agreement with the Russians and the Iranians even that there should be a transition," he said.Hammond also said Russia represented a threat to the international system upon which Britain's security depended, saying it had shown that it did not respect diplomatic norms.He pointed to Russia's annexation of Ukraine's Crimea region last year as an example of Kremlin chief Vladimir Putin's approach to international law.But, he said that Moscow still had an important role to play in the Middle East and that Britain could not afford to ignore Russia's role in negotiating peace in Syria."It would not be in our own interests to say that we will not talk to the Russians about the situation in Syria because we object so strongly to what they are doing in Ukraine," he said."We have to compartmentalize these disputes," calling for Russia to re-engage with the international system."We just need a Russia that accepts there are rules in the system, and you can't throw your toys out of the pram and resort to military force every time you don't get your way," he said.(Editing by Liz Piper and Guy Faulconbridge)

Istanbul (AFP) - Russia's bombing campaign in Syria is a "grave mistake" and its support for the regime will be judged by history, Turkish President Recep Tayyip Erdogan warned on Sunday."The steps Russia is taking and the bombing campaign in Syria are quite unacceptable to Turkey," Erdogan told reporters at Istanbul airport before leaving for a visit to France."(...) Unfortunately, Russia is making a grave mistake," he said.Given Moscow's friendly relations with Turkey, its actions in Syria are "worrying and disturbing," Erdogan said.The strikes will "isolate Russia in the region," he predicted.Russia and Turkey have long been at odds over Syria, with Moscow emerging as Syrian President Bashar al-Assad's key international backer and Ankara seeing his ouster as the only solution to the conflict."What's Russia trying achieve there anyway?" Erdogan asked."It intervened because this was what the regime in Syria demanded. KABUL (Reuters) - Medical aid group Medecins Sans Frontieres denied that Taliban fighters were firing from its hospital at Afghan and NATO forces before a suspected U.S. air strike killed at least 19 people in a battle to oust the Islamist insurgents from an Afghan city.Fighting raged around the northern provincial capital of Kunduz for a seventh day as government forces backed by American air power seek to drive out Taliban militants who seized the city almost a week ago.Decomposing bodies littered the streets and residents said that food was scarce.MSF has said an air strike, probably carried out by U.S.-led coalition forces, killed 19 staff and patients on Saturday in a hospital it runs in Kunduz, leaving 37 wounded.The U.S. military said it conducted an air strike "in the vicinity" of the hospital, as it targeted Taliban insurgents who were directly firing on U.S. military personnel.The U.S.-led coalition force in Afghanistan said it expected to complete a preliminary multi-national investigation in days into whether an air strike it conducted hit the hospital.The bombing deals a blow to Afghan President Ashraf Ghani's policy of forging closer ties with the United States after his predecessor Hamid Karzai fell out with his backers in Washington in part over the number of civilians killed by bombs.But the Afghan leader will be torn between distancing himself from Washington and the need for American firepower to help his forces drive insurgents out of Kunduz after the Taliban's biggest victory in the nearly 14-year-old war.President Barack Obama said the defense department had ordered a full investigation and he offered condolences to the victims of what he called "the tragic incident". Some staff had gone to help treat the wounded at other hospitals outside of Kunduz.Earlier this year, an Afghan special forces raid in search of a suspected al Qaeda operative prompted the hospital to temporarily close to new patients after the soldiers were accused of behaving violently towards staff.The struggle to retake Kunduz has raised questions over whether NATO-trained Afghan forces were ready to go it alone now most foreign combat troops have left.Afghan security forces were conducting house-to-house searches on Sunday, as gunbattles persisted in parts of the city, said Hamdullah Danishi, acting governor of Kunduz province. He said 480 Taliban fighters and 35 soldiers had been killed. The army raised the national flag in the central square, an area of the city that has changed hands several times in the fighting during the last week."Our security forces took control of strategic areas in Kunduz," Danishi said. "We have a clearance operation ongoing."Afghan military helicopters on Sunday dropped 6,000 leaflets urging people to cooperate with the army, the defense ministry said."If you see abandoned military vehicles or equipment anywhere turn them over to security forces," the leaflets read. BERLIN (Reuters) - Germany needs to limit the number of refugees it takes in or even close its borders, conservative allies of German Chancellor Angela Merkel said at the weekend, as the country deals with record inflows of people fleeing from war and poverty.Around 800,000 migrants are expected to arrive in Germany, Europe's largest and richest economy, this year and complaints from politicians, the federal states and the municipalities that they cannot cope are growing.German Finance Minister Wolfgang Schaeuble said Europe needed to restrict the refugee intake, and members of the Christian Social Union (CSU), the sister party to Merkel's conservatives in Bavaria, said Germany should shut its borders. Bavaria shares a border with Austria and has borne the brunt of the influx."If as many asylum seekers continue to come to Germany as in recent weeks, we won't have any choice but to temporarily stop taking people in and to close the borders to them," CSU politician Stephan Mayer told newspaper Frankfurter Allgemeine Sonntagszeitung (FAS).Thousands of people are streaming into Germany every day, attracted by relatively liberal asylum laws and generous benefits. Police seize $5.4 million drug shipment in Puerto Rico-Associated Press-OCT 4,15-YAHOONEWS

SAN JUAN, Puerto Rico (AP) — Authorities are searching for three suspects who allegedly attempted to smuggle $5.4 million worth of drugs into Puerto Rico from the Dominican Republic.Police have arrested a 38-year-old Dominican man after seizing about 518 pounds (235 kilograms) of cocaine and heroin and a 22-foot (6.7-meter) boat on the coast west of San Juan.Police Superintendent Jose Caldero says authorities are hunting for three other suspects who they believe were aboard the boat that left the Dominican Republic for the U.S. territory on Wednesday night. A hotel security guard alerted police around 10 p.m. Saturday about four individuals unloading packages from the boat in a suspicious manner.Police were interviewing the arrested man before turning him over to federal authorities.

Most of the rescue operations are being staged in Dorchester and Charleston, where at least 30,000 people are without power. Emergency officials said there were about 140 water rescues in Dorchester overnight.In Charleston, people paddled kayaks and canoes down city thoroughfares, as more than 6 inches of rain fell in downtown on Saturday, according to the National Weather Service Twitter account.On Saturday, about 11½ inches of rain had fallen in the city, the weather service said. Residents, stunned by the ferocity of the brief downpour Saturday night, described it as the worst flooding they'd ever seen — so dramatic that President Francois Hollande paid an emergency visit Sunday to promise government aid for victims.Helicopters patrolled the area and 27,000 homes were without electricity Sunday after rivers and streams overflowed their banks and fierce thunderstorms poured more than 18 centimetres (6.7 inches) of rain in Cannes and some other areas, according to the Interior Ministry. Rain and flood warnings remained in effect for many parts of the East Coast through Sunday.President Barack Obama declared a state of emergency in South Carolina and ordered federal aid to help state and local efforts.Three people died in three separate weather-related traffic incidents in South Carolina since the heavy rains began, the state's highway patrol said, including two motorists who lost control of their cars and a woman hit by a car while walking alongside a highway. Downtown Charleston was closed to incoming traffic Saturday as rain flooded roads and left some motorists stranded as flood waters engulfed their cars. At least two bridges were washed out in other parts of the state."Where we normally are dealing with flooding for a few hours, we're dealing with it in days here," Charleston Police Chief Greg Mullen told The Associated Press. "We're seeing areas flood today that did not traditionally flood."Several shelters were opened in coastal counties while health officials warned people not to swim or play in the flood waters. The search was halted at nightfall and was expected to resume Sunday. "It even happens to Coast Guard cutters."The life ring was spotted 120 miles (193 kilometres) northeast of Crooked Island, about 70 miles (113 kilometres) from the last known position of the El Faro before authorities lost contact with it on Thursday as Joaquin raged through that section of the Bahamas as a powerful Category 4 hurricane.TOTE Maritime Puerto Rico, the operator of the ship, said in a statement that it told family members of the crew, who gathered at a union hall in Jacksonville, Florida, that they should not be discouraged by the discovery of the life ring and that it will help the Coast Guard with the search."While this reflects that the ship was caught in rough seas and extreme weather, it is in no way indicative of the ship's fate," the company said. "Small items such as life rings and life jackets are lost at sea frequently, particularly in rough weather."The El Faro was heading to San Juan, Puerto Rico from Jacksonville, Florida when it ran into trouble. It was being battered by winds of more than 130 mph and waves of up to 30 feet (9 metres). The crew reported it had taken on water and was listing 15 degrees but said it was "manageable," according to the company. That was the last it was heard from.The El Faro departed Sept. 29, when Joaquin was still a tropical storm, with 28 crew members from the United States and five from Poland. The company described them as experienced and "more than equipped to handle situations such as changing weather."The weather has improved now that Hurricane Joaquin has moved to the northeast, away from the Bahamas on a path toward Bermuda, but high seas and heavy winds were still making it difficult to search.The vessel carried 685 containers and had on board an EPIRB, which transmits distress signals. An initial ping was received Thursday morning, but no new ones have followed as Coast Guard helicopters and C-130 planes and Navy P-8 scan from the skies.As the threat of the storm receded on a path that would take it away from the U.S. mainland, people in the southeastern Bahamas were in cleanup mode. Joaquin destroyed houses, uprooted trees and unleashed heavy flooding as it hurled torrents of rain. Officials said it would take time to come up with a complete assessment of the damage to private property and infrastructure.An elderly man died on Long Island during the hurricane but it has not yet been determined if the storm caused his death, said Capt. Stephen Russell, the director of the Bahamas National Emergency Management Agency.Late Saturday, the storm was centred about 455 miles (730 kilometres) southwest of Bermuda and was moving northeast at 17 mph (28 kph). It strengthened again into a Category 4 storm with maximum sustained winds of 145 mph (235 kph), according to the U.S. National Hurricane Center. SANTA CATARINA PINULA, Guatemala - Rescue workers using shovels and pickaxes recovered more bodies from the rubble of a collapsed hillside on the outskirts of Guatemala City Saturday as officials said the death toll had risen to 56 with another 350 people believed missing.Julio Sanchez, spokesman for Guatemala's volunteer firefighters, told a news conference that the death toll will likely continue to rise as emergency crews dig through tons of earth that buried an estimated 125 homes Thursday night. The previous number of confirmed dead had been 30 with up to 600 people believed missing."We still have hope of finding people alive if we keep searching," said emergency services co-ordinator, Sergio Cabanas.At the search site, workers with dogs laboured without rest, halting only when a long whistle sounded, testing if anyone was still alive under the mud and debris."We're from the rescue unit," one worker announced. "If there is someone there, please make some noise or yell."When no response was heard, two more long whistles sounded, a sign that the workers should continue digging.Cabanas said he had been contacted by several people who reported receiving messages on their cellphones from family members trapped under the rubble. He said authorities had not seen the reported text messages, but had asked local telephone companies to try to map out the places where the messages were sent from.Among those mourning the loss of their relatives on Saturday was Nehemias Gonzalez, who seemed to have run out of tears. He lost his 21-year-old wife, Masiel Alexandra, and their 2-year-old child, Angel Efrain.Gonzalez said he was working at his job at a McDonald's restaurant when the landslide occurred. He said he usually left work at 11 p.m., but that day he was given extra chores and didn't leave until 4 a.m. Friday. It wasn't until then that he learned about the disaster."The last thing she said when I called her on the telephone in the afternoon was that she loved me," Gonzalez said, looking down at the ground. "I love her, too."Also at the site on Saturday was Haroldo Perez, who travelled with four other relatives from San Marcos, about 177 miles (285 kilometres) west of the capital. Armed with shovels, they were searching for his 36-year-old sister Mary Perez, a secretary they had not heard from since the mudslide.The dead were being brought to an improvised morgue where weeping relatives identified the bodies. The dead included Quani Bonilla, 18, who played on the national squash team.Also among the bodies, rescuers found a mother embracing her two girls, said Carlos Turcios, a doctor who saw them when he came to help the rescue.The hill that towers over Cambray, a neighbourhood in the suburb of Santa Catarina Pinula, about 10 miles (15 kilometres) east of Guatemala City, partly collapsed onto a 200-foot (60-meter) stretch of the hamlet just before midnight, burying an estimated 125 homes.Raul Rodas, an assistant village mayor, said about 150 families had lived in the area where the mudslide occurred.Some of the untouched homes in Cambray, which sits on the edge of a small river, were abandoned by their owners for fear of further mudslides.Homemaker Dulce del Carmen Lavarenzo Pu said she had just returned from church Thursday evening when the ground shook and she heard a terrible noise. A wave of mud slid from the nearby mountainside and buried everything just 150 feet (50 metres) from her house."Everything went black, because the lights went out," the 28-year-old said. "Ash and dust were falling, so we left the house. You couldn't see anything."Her cousin was among those killed when the rain-sodden hillside about 300 feet (100 metres) high had collapsed onto her neighbourhood. Marleni Pu, 25, stood Friday at the edge of the mudslide, her face swollen with weeping."My uncles, my cousins, my nieces and nephews are all there," she said, looking across the field of debris where about two dozen relatives had lived. "Six houses where my relatives lived are all under the hillside now." Searchers dug out her relative, Rony Ramos, 23, who was rescued from a home near the edge of mudflow. But at its centre, the landslide buried houses under a layer of rocks and earth as much as 50 feet (15 metres) deep. He had apparently been trapped in an air pocket, face down and unable to move."When our personnel were searching through the rubble, they heard a voice," said rescue worker Cecilio Chacaj. "They located the man, who was buried about two meters (six feet) under rubble." He said rescuers worked frantically for five hours with jackhammers and saws to free Ramos.

Mr. President, Mr. Secretary-General, Excellencies,Ladies and Gentlemen,[ am honoured to appear before you today to deliver these remarks on behalf of the Government of Canada in this, the 70th anniversary year of the United Nations.As a founding member of the UN, Canada played a constructive role in drafting the Charter and creating this organization- before, during and after the 1945 international conference in San Francisco.There can be little doubt that, over the last seven decades, through this Assembly, other UN bodies, and- the myriad agencies, funds and programs associated with the UN, this institution has often helped to improve the lives and prospects of people around the world. It has done so even as member states and the UN itself have struggled to realize the organization's most fundamental aspirations. And since that time, Canada and Canadians have been steadfast supporters of the United Nations and deeply engaged in its work to deliver results for the benefit of our common future.Development Assistance One of the ways in which the UN led the way in its early years- and in which it continues to light the path ahead, has been in the vital area of international development. Canada is proud to support, in word and deed, the commitments in the 2030 Agenda. This organization- and the international community it represents - deserves our praise for aiming to eliminate poverty on a global scale. Rt is an objective that will require innovative new approaches and new partnerships. We will also need to promote fundamental freedoms, the rule of law, and accountable governance in those parts of the world where these critical building blocks for sustainable development are weak or absent.Canada looks forward to collaborating with others to sustain the momentum already underway as a result of the Millennium Development Goals, and to move forward with renewed determination.The Government of Canada has identified maternal,newborn and child health as a priority for developmentin support of which we have committed $3.5 billion over the next five years. There has been progress, to be sure,but there remains much more to do. Canada welcomes the inclusion of Maternal, Newborn and Child Health in the 2030 Agenda as a means of following through on the commitments made under the 2010 G8 Muskoka Initiative, the "Saving Every Woman, Every Child Summit"in Toronto in 2014, and the renewed "Global Strategy for Women's, Children's and Adolescents' Health".As the international community commits to implementing the 2030 Agenda, one of the most critical questions we still face is how to finance the Sustainable DevelopmentGoals. While current Official Development Assistance will retain its important role, current and projected levels fall well short of the trillions of dollars required to implement these goals. We need to find new ways to blend financing from donors, foundations, the private sector and other sources to fill this gap.The Global Financing Facility in support of "Every Woman Every Child" is an excellent model of how the private sector can be brought on board to collaborate with national governments to sustainably finance maternal, newborn and child health initiatives. The additional investment generated through the GFF and other innovative financing mechanisms will set the course for increasing funding from the current billions of dollars allocated for development finance to the trillions required for the post-2015 agenda. Canada will continue to play a leading role in helping to establish these mechanisms to secure sustainable financing, and leverage the expertise and resources of the private sector in support of development out comes.****** Switch to English ******Our rules-based international system must be preserved. International guarantees lose their meaning if rules are flagrantly violated. We must face these acute challenges to security and human rights, as in lraq and Syria, as well as the abuses which follow in the wake of acts of aggression such as the Russian invasion of Ukraine, the illegal annexation of Crimea,and continued interference in Eastern Ukraine. This podium must not be used by leaders to subvert the principles on which this organization was established. This platform should be used to respond to, and tackle, these global threats.Two countries that persistently violate international standards in this realm- whose governments oppress their own people and threaten their neighbours as well as global peace generally- are Iran and North Korea.Non-compliance over decades raises questions about ambition and intention, Verbal pledges or paper promises are not enough, There must be verifiable evidence of compliance and meaningful penalties for continued defiance° In this regard, while we appreciate the efforts of the P5+1, the real test of the Iran Joint Comprehensive Plan of Action, or any similar agreement,will be in its concrete implementation and independent verification. Actions speak louder than words. To that end, it is vital to support, sustain and, where necessary,enhance, the monitoring capabilities of the relevant agencies - such as the International Atomic Energy Agency- and ensure that verifiable deeds match conciliatory words. Nothing less than the credibility of the UN is at stake on such matters.As with any organization, it is vital for the UN to reassess what it does and how it pursues its goals in light of the remarkable changes since its inception. Canada wholeheartedly supports the High Level Review of Peace Operations- we cannot always rely on the instruments of yesterday to deal with the crises of today.Freedom, peace and stability pave the way to lasting  prosperity. As we all know, the path to real, sustainable development requires action at many levels- and with many partners. Private sector-led growth is a key ingredient for achieving this goal and for reducing poverty. Trade and investment are at the heart of this effort. This is why Canada is a firm supporter of a free and open trading system that fosters growth, contributes to development and supports poverty reduction in all regions of the world.Climate Change-Perhaps no issue reminds us that we are all part of one world than the threat to our collective well,being posed by climate change. Climate change is a global challenge requiring global solutions. Canada takes the challenge of climate change seriously and is working with all Parties under the United Nations Framework Convention on Climate Change to reach an effective post-2020 climate change agreement at the COP21 meeting later this year in Paris. For Canada, an effective agreement must address both mitigation and adaptation;and, most importantly, such an agreement must include a commitment to mitigation actions by all the world's major emitters of greenhouse gases. On May 15, Canada announced its post-2020 climate change target- an economy-wide reduction of greenhouse gas emissions by 30 percent below 2005 levels by 2030. This is an ambitious target that is in line with other major industrialized countries and reflects our national circumstances, including Canada's position as a world leader in clean electricity generation. Canada recognizes that financing is a key part of the discussion and, moving forward with our partners, we will, as we have done in the past, continue to support international climate-change financing. Canada has already pledged $300 million to the Green Climate Fund, in addition to a previous investment of $1.2 billion we provided under Fast-Start Financing, which has supported a number of beneficial projects in more than 70 developing countries.Canada's Financial Contribution to the UN From the beginning, Canada has been one of the largest and most reliable financial contributors to the UN. Seen in the light of that support, it should come as no surprise that the Government of Canada and Canadians expect this money to be spent wisely and that the UN should be held accountable for its expenditures° Conclusion- As ! said at the outset, the over-arching aims of the UN since its inception have been remarkably consistent:to help achieve greater prosperity and security, to advance mutual respect, fairness and good international conduct, and, ultimately, to inspire and sustain the hopes of people everywhere for a better future. With our friends and partners in the global community, we have striven to make this world a better place and to make the UN a better instrument to achieve these goals. We look forward to working together with other nations, as we have for seven decades, in pursuit of this common purpose.Thankyou.

CLOSING Statement Summary: UN-MOGENS LYKKETOFT (Denmark), President of the General Assembly, said the general debate had gathered the highest number of Heads of State and Government than ever before to discuss challenges and opportunities relating to global peace, security, development and human rights.  While celebrating the Organization’s seventieth anniversary, those leaders had reaffirmed the spirit and principles of the Charter and confirmed their faith in the central role of the United Nations in international cooperation.  It was also fitting that the general debate had been preceded by a meeting with Pope Francis and by the Sustainable Development Summit, where Member States had adopted the 2030 Agenda, “a truly seminal commitment by our community of nations”.  With the Summit focussing on sustainable development, the debate’s focus was on “the road ahead for peace and security and human rights”.Recapping some of the major concerns raised, he said speakers had repeatedly stressed the need for a global response, rooted in international law and solidarity, to the crisis of refugees, displaced persons and migrants across the world.  With that in mind, he said that he would, when attending the World Bank Group and International Monetary Fund (IMF) annual meeting of finance ministers in Peru on 9 October, highlight financing needs for implementing the new Sustainable Development Goals and for responding to the ongoing humanitarian crisis.  Speakers had also highlighted the need for peaceful political solutions in Syria and in other parts of the Middle East, he said.“The radical actions of ISIL, Boko Haram, Al-Shabaab and other extremist groups were unanimously denounced and rejected as an affront to our common humanity,” he said, noting that many delegates had recalled the importance of prevention as a key to preserving peace and stability and the need to address the root causes of conflict.  The growing role of regional and subregional organizations in safeguarding peace and security had also been highlighted, with many Member States addressing disarmament challenges, ranging from small arms and light weapons to nuclear non-proliferation.  In that regard, speakers widely recognized as a significant diplomatic achievement the agreement on the Iran nuclear programme and welcomed the re-establishment of diplomatic relations between the United States and Cuba.Delegations had agreed on the pressing need to reach agreement at the Climate Conference in Paris.  Since the Summit had begun last week, 70 countries had submitted their intended national determined contributions, bringing the total number to 146.  Universal implementation of the Sustainable Development Goals was imperative, including the need for financing, technology and fighting corruption, he said.  On human rights, he noted remarks made on discrimination against different groups and the need for further progress in realizing the rights of women and girls.  Numerous interventions had stressed a pressing need for reform of the Security Council so that it would reflect today’s geopolitical realities, he said.- See more at: http://gadebate.un.org/70/president-general-assembly-closing#sthash.DUyqDujA.dpuf
