The S&P 500 posted its best weekly gain of 2015, while the Dow Jones Industrial Average notched its best week since early February, as U.S. stocks closed a rocky session on Friday with modest gains.Friday’s up-and-down trading follows days of global equity-market rallies, in part fueled by a sharp rebound in commodity prices.Frank Cappelleri, executive director of institutional equities at Instinet LLC, noted that the last upswing between Aug. 26 to Sept. 17 included three separate days where the market gained at least 2%.“We have yet to get a 2% daily advance this time. But that’s not necessarily a bad thing. A bigger collection of advances, even smaller ones, is more representative of a healthy uptrend, as opposed to one or two extremely large trading sessions,” Cappelleri said.All three indexes posted two straight weeks of gains with the S&P 500 SPX, +0.07%  edging up 1.46 points to close at 2,014.89 for a weekly rally of 3.3%. Information technology stocks led the gains, while energy and telecommunications services sectors were the biggest losers.The Dow Jones Industrial Average DJIA, +0.20%  rose 33.74 points, or 0.2%, to finish at 17,084.49, to record its second best week of the year. Russia-Turkey gas pipeline delayed, halved in size By Andrew Rettman-euobserver

Oct, 09:29-Russia's gas pipeline to Turkey will be built later than planned and will be half its original size, state firm Gazprom has said.Alexander Medvedev, its deputy CEO, told Russian media on Wednesday (7 October), "As there is no inter-governmental [IGA] agreement [between Russia and Turkey], the deadline is changing"."How long it's postponed for depends on when the agreement gets signed. If the deadline’s pushed back by a year, that won't be a tragedy".Medvedev voiced a similar warning in mid-September.For his part, Russian energy minister Alexander Novak, last Friday, blamed the delays on Turkish politics."I think it’s unlikely they'll be able to do this [sign the IGA] before the election [on 1 November] and the formation of a new government", he said.Gazprom CEO, Alexei Miller, also said on Tuesday the pipeline's original capacity, of 63 billion cubic metres (bcm) of gas a year, is no longer "realistic"."Speaking about designed capacity ... we can say that it’ll be created at volumes of up to 32 bcm", he noted.He said the lower capacity is due to Gazprom's plan to double the size of its Germany pipeline, Nord Stream.But TurkStream’s future could also be affected by Russia’s actions in Syria.Moscow has angered Ankara by bombing Turkey-friendly rebels in northern Syria. It caused more anger when its jets, last weekend, violated Turkish airspace.It says the violations were accidental. But Turkey and Nato says they were deliberate "provocations".The Turkish president, Recep Tayyip Erdogan, on his European tour this week, noted: "The steps Russia is taking … are quite unacceptable"."Our positive relationship with Russia is known. But if Russia loses a friend like Turkey, with whom it has been cooperating on many issues, it will lose a lot, and it should know that".-Strategy, betrayal-TurkStream, is to run from Anapa, Russia, under the Black Sea, to the Turkish coast and on to Ipsala, on the Greek-Turkish border.The 900-km, $15-billion project was due to be ready by 2016.It replaces SouthStream, a project to ship gas under the Black Sea to Bulgaria, which fell foul of EU energy market laws.Both projects are designed to bypass Ukraine’s EU transit pipelines, undermining the pro-Western government in Kiev.The European Commission has criticised TurkStream, saying there's no way EU states will rebuild their transit networks to go from Ukraine to Turkey.But it's been less hard on the Nord Stream project, prompting complaints by eastern EU states."They [Germany and the Commission] have betrayed an EU member state - Slovakia - and are going against political discussions with Ukraine", Slovak PM Robert Fico said last month.-Gazprom HQ-Meanwhile, low oil prices, low gas demand, sanctions, and rouble volatility have diminished Gazprom's war chest.Its profits fell 86 percent last year. They bounced back with a 71 percent increase, year-on-year, in the first quarter of 2015, and by 29 percent in the second quarter.But the bounce-back is linked to the fact it sells gas for US dollars, while denominating profits in roubles, with rouble weakness making the profits look big.The firm is also pressing ahead with construction of a new HQ in St. Petersburg, Russia.The so-called Lakhta Center, which is to cost $3 billion, includes a 462-metre tower, which will be Europe's tallest building when completed in 2018.

(Reuters) - South Carolina's governor warned on Thursday that several coastal areas were about to be hit by a second round of major flooding, while residents inland hauled soaked furniture and appliances from homes left in ruins by unprecedented rainfall.Governor Nikki Haley said the inundation expected in Georgetown, home to about 9,000 people, would last up to 12 days and she urged residents to heed evacuation notices."Don’t underestimate the power of water," she told a news conference in Summerville.Seventeen people have died after historic rains in the southeastern state, including 11 drownings and six traffic fatalities. The resulting floods caused 14 dam failures and at least $300 million in crop losses, officials said on Thursday.Haley called the damage "tragic," with roads destroyed, homes deluged and farms left unrecognizable by the huge volume of water. Nearly two dozen caskets were disinterred by floodwaters in cemeteries, the state said.In Charleston County, emergency management officials told residents living near the Edisto and Santee Rivers to monitor water levels as those bodies of water threatened to flood.In Columbia, where about 11 inches (28 cm) of rain fell over the weekend, residents in a neighborhood ravaged by the first wave of flooding donned gloves and masks as they started clearing their homes of ruined possessions.Streets in the Lake Katherine community were lined with mud-soaked mattresses, soggy tables and rolled-up carpets. Guatemala mudslide death toll climbs to 237: official-AFP-OCT 8,15-YAHOONEWS

Guatemala City (AFP) - Rescuers have recovered 237 bodies from the remains of a village near the Guatemalan capital that was buried under a landslide one week ago, an official said Thursday.About 150 other people are still missing in Santa Catarina Pinula, where houses were covered last Thursday by a mountain of mud and debris following heavy rains.Julia Barrera, a spokeswoman for the public prosecutor's office, said 237 bodies had been recovered, revising an earlier toll of 221.Julio Sanchez of the volunteer fire brigade told AFP at the scene that rescue work would continue, aided by specially trained dogs.But crews said it would be nothing short of a miracle if anyone were found alive.The stench of decomposing bodies forced rescue crews to wear respirators, Sanchez said, adding that those working at the site had received hepatitis and tetanus shots to protect against the spread of disease.The public prosecutor has opened an investigation into the disaster.Leading up to the tragedy, municipal authorities had urged the community to relocate several times, most recently in November last year.

NEW YORK/MIAMI (Reuters) - The ill-fated U.S.-flagged El Faro cargo ship sunk by Hurricane Joaquin was sailing at near full speed into the center of the storm before it lost propulsion amid mountainous waves and brutal winds, according to ship tracking data.The data on Thomson Reuters Eikon raises questions about the ship owner's assertion that the vessel's captain had chosen a "sound plan" to pass around Joaquin "with a margin of comfort" but was then thwarted by engineering problems. It shows that even before the ship lost power it was in stormy waters that many mariners interviewed said they would never have entered.After reviewing the data, Klaus Luhta, a former ship's officer and chief of staff at the International Organization of Masters, Mates, and Pilots, went silent for a moment as he contemplated what has been called the worst cargo shipping disaster involving a U.S.-flagged vessel in more than 30 years."I don't know what he was thinking – I can’t even speculate," said Luhta in a telephone interview. "He headed right into the track."While the decision-making may appear inexplicable from a distance, Captain Michael Davidson was an experienced mariner and it is not clear what factors he would have been weighing as he sought to save his ship from calamity. El Faro stopped communicating after reporting early on Oct. 1 that it had lost propulsion, was taking on water and listing. At that point the ship was still sailing at near full speed.ESCAPE ROUTE-Ship captains who reviewed the data said that on the morning of Sept. 30, still north of the Bahamas and hundreds of miles from the storm, Davidson still had three good options: slow down to assess the weather; turn around; or change course, heading west and hugging the Florida coast.He would have had access to weather forecasts every few hours from the National Hurricane Center (NHC) giving the likely speed, strength and direction of the storm.The El Faro took the Florida coast route on Aug. 25, when tropical storm Erika was heading toward the Caribbean. The decision not to use that route on Sept. 30 is unclear. The captain could have been worried about skirting the Florida coast and then threading between Cuba and the Bahamas in nasty weather, maritime experts said.As El Faro plowed on, its options dwindled.At about 5 p.m. ET on Sept. 30 - nine hours after Joaquin was first declared a hurricane - the ship sailed on past "Hole in the Wall," a gap in the Bahamas archipelago used by seafarers for centuries to slip westwards through the islands toward Cuba. Escaping via that route would have lengthened the ship's voyage and consumed more fuel, possible factors in the captain's decision not to take it.At that point, with the NHC forecasting the hurricane would sweep close to the Bahamas, before heading back north, Davidson ran out of feasible options, maritime experts said. The ship was committed to a southern route, straight into the storm."You should always have an emergency escape route," said Captain Scott Futcher, a master mariner with 20 years of experience at sea. "He should have gone further south. We are taught that you have to have an out, even if you have to make a huge loop around."The tracking data shows that the ship did in fact go further south, deviating nearly 100 miles off its usual course, but it was not enough to escape Joaquin.There wasn't "much room for maneuvering," said John Konrad, master mariner and founder of GCaptain, a maritime news website. "He has the whole ocean to his left in the hurricane. Once you go west there are islands there and you are boxed in on all sides. "The only option" he had was to turn back.At 9.09 p.m. ET on Sept. 30, about 200 miles northwest of the storm, the ship was sailing at 20 knots (23 mph), very close to its full speed. El Faro was heading straight into the NHC'S projected track of the hurricane, which was then packing 105 MPH winds and whipping up 50-foot waves.At 2:09 a.m. ET, Oct. 1, El Faro was only 50 miles from the eye of Joaquin. At that point the ship was still moving at nearly 17 knots, according to the ship tracking data.Facing fierce winds and high seas, the ship had made little progress by 3:56 a.m. ET. In its last logged location, the ship was less than 50 miles from the eye and had slowed down to 10.7 knots.WIDE BERTH-The company has said there are a number of different navigational trade routes used for the voyage to Puerto Rico that vary according to conditions. The course was charted by Davidson without head office involvement, it said.In contrast to El Faro, at least one other ship in the area of Joaquin gave it a wide berth.The Azure Bay, a tanker owned by Singapore-based Pioneer Marine, was heading north past Cuba toward the Bahamas in the early hours of Sept. 30, when its captain warned that its intended course could bring it within 150 nautical miles of Joaquin. The captain, liaising with Pioneer, decided to circle back south of Cuba, to "ride out the storm" according to Charan Singh, a senior vice president at Pioneer."We try to avoid large storms," Singh told Reuters.What happened in the early hours of Oct. 1 after contact was lost with the El Faro is not known. JAKARTA, Indonesia (AP) — Indonesian President Joko "Jokowi" Widodo said Thursday the government has asked other countries for help in extinguishing forest fires that have caused widespread haze in Southeast Asia.The country has been unable to put out the rugged forest and land fires in Sumatra and Kalimantan on the Indonesian part of Borneo island where fires have been worse this year due to intentional burning, especially on peat land, and the absence of rain because of the El Nino effect."We have asked for help yesterday and have been assisted by Singapore," Jokowi told reporters. He added that assistance from Russia, Malaysia and Japan are in progress. He said three planes were expected to arrive Thursday."We hope the assistance will accelerate the efforts to put out the forest fires on the peat land, which need very different treatment than regular forest fires," he said. "We need aircraft that are able to carry12 to 15 tons of waters, not only up to three tons."Indonesia has already deployed some 25,840 soldiers, police and fire personnel in six provinces, to fight the fires with 25 aircraft conducting water-bombing and cloud-seeding operations.More than 200,000 people have suffered acute respiratory infections in at least seven provinces, while media reports said at least 6 people have died and 18 babies are in intensive care.Jokowi tried to visit affected provinces in Sumatra but the plane was unable to land Thursday for the third time in recent weeks due to lack of visibility at Sultan Taha airport in Jambi. Vatican Insider has learnt that the accusation was in fact far more serious. Essentially, 13  cardinals and bishops participating in the Synod, suggested that the Synod was in some way being “steered” by the General Secretary (and ultimately by the Pope) so make it so that the Synod went down the openness route. Supporters of the conspiracy theory presented two grievances: one was that the theory that the moderators and rapporteurs in the circuli minores, the language-based discussion groups, were designated by the Secretariat, the choices came from high up that is and could steer the debate.  The other grievance was that members of the commission in charge of drafting the concluding document were not elected.It is interesting to note that for weeks, outside the assembly, other clerics and certain media outlets closely linked to them, had been repeating the same old chorus of the Synod being “rigged” in order to put the Church’s “traditional doctrine” on marriage “at risk”. The boldest statement regarding this, came from Cardinal George Pell, who reiterated the contents of an article published by American magazine First Things, signed with the pseudonym Xavier Rynne II. The 13 Synod Fathers who backed the conspiracy theory then appealed to the Pope.The response came on Tuesday 6 October. Cardinal Lorenzo Baldisseri, Secretary General of the Synod, was the main figure who intervened, confirming that moderators and rapporteurs in the circuli minores were apparently elected by the Synod Fathers themselves, just like at last year’s Synod and that they were not imposed from above. Secondly, he pointed out that in previous Synods held under different pontificates, the task of drafting the concluding text traditionally lay with a select group of three to four people from the Synod Secretariat. It was Francis himself who wanted to enlarge this group a year ago, allocating one Synod Father from each continent, raising the number of participants to ten. What happened in October 2014 will happen now.  So last year too there was no vote to allocate the members of this commission responsible for drafting the assembly’s concluding report. Supporters of the conspiracy theory made a mistake, confusing this commission with the committee that has the task of communicating the Synod’s message to the world, a brief text (which has moreover been scrapped this year) that has nothing to do with the much bulkier concluding document which gives an account of all speeches made and is voted on by all Synod Fathers before being delivered in the form of a proposal to the Pope.Essentially, there is no conspiracy at play. After Baldisseri’s clarifying statement, Francis gave a surprise address on Tuesday morning. He was not due to give a speech but it was clear that he wished to respond to the Synod Fathers who had made the conspiracy claims and to their external church and media supporters. Francis used the term “hermeneutics of conspiracy” defining it as “sociologically weak and spiritually unhelpful”. What he meant by this is that this is the complete opposite of the task which the Synod Fathers have been called to perform. It was a call for an end to this mentality which sees plots and conspiracies everywhere. His words attracted applause from the audience.The Pope also clarified that the two official documents of the 2014 Synod are his two addresses and the concluding report. With this statement of his, he probably aimed to reassure those Synod Fathers who considered Cardinal Peter Erdö’s introductory speech as too closed to any potential debate and further reflection on the administration of the sacraments to remarried divorcees: as if last year’s Synod and the distance covered so far had never existed. Francis also clarified that “Catholic doctrine on marriage has not been touched, no one called it into question in this assembly or in the Extraordinary assembly. It has been preserved in its integrity”. He also urged Synod Fathers not to let themselves “be conditioned or limit” themselves, “seeing the question of communion for remarried divorcees as the only problem”.An echo of what happened on the first day of the Synod could be heard at yesterday’s press briefing. The Archbishop of Philadelphia, Charles Chaput, stated: "The Holy Father said that to us yesterday morning, that we should avoid thinking of each other as conspiring against one another but to work for unity among the bishops. I think that's his role in calling us, not just the bishops, but all of us in the Church, to unity and to have trust that God leads the church. At the same time, I've never been at a church meeting where there aren't groups that get together and lobby for a particular direction.”

vatican city-Yesterday afternoon, the 270 Synod Fathers attending the Synod in the Vatican, began discussions in language-specific groups, the circuli minores as they are called. Within each group there are bishops from various countries who speak one of five chosen languages (English, Italian, French, Spanish and German).  The debate, which covers issues in the sequence indicated in the working document, the Instrumentum laboris, has not yet touched on specific issues. Nevertheless, cultural differences have emerged with regard to the “language” that should be used to communicate the message of the Church.In the daily press briefing, Mgr. Charles Chaput (rapporteur of one of the groups) said that discussions got off to a “very interesting” start. The Archbishop of Philadelphia, who hosted the recent World Meeting of Families in Philadelphia, along with a number of other Synod Fathers, raised doubts about “how accurate and comprehensive the facts presented” in the working document. The fear is that it may present “western Europe and the northern hemisphere’s” vision of things. The American archbishop gave an example: “language that may be offensive in Europe on in the US may be necessary in Africa or Asia”. African bishops organised a meeting for the early afternoon, before the Synod discussions resume. “We need to give an adequate response” bearing in mind that the Synod is addressing a “very varied” audience. In answer to one specific question, Mgr. Chaput said “only one or two speeches” in the general discussions that have taken place over the past few days in the Synod Hall touched on the homosexuality question. “We did not focus much on this subject which will be dealt with” in due course. While the Instrumentum laboris draws attention to the fact that there are faithful who find it hard to live according to the teachings of the Church, at the World Meeting of Families there were “many young people with children” who like the 99 sheep, “want to live according to the teachings of the Church and who gain a lot from what Jesus and the Church say. Let us encourage those who follow the Church’s teaching on the family so that they do not feel abandoned.” In response to journalists’ questions about the “language of the Church”, Peruvian archbishop Salvador Piñeiro said that “the best language in the circuli minores is the language of love, as pastors we all seek to accompany families”. French bishop Laurent Ulrich (also rapporteur of one of the groups), emphasised that what emerges from the discussions is “a language of encouragement that welcomes families whose values enrich society”.The three Synod Fathers who spoke at the Synod answered a journalist’s question about whether the solution to the cultural differences within the Church could be delegating some form of doctrinal power to national Bishops’ Conferences, as Francis had suggested in the past. According to Mgr. Chaput, “the Church is Catholic because it is universal, it reaches everyone and everyone has the same faith”; there needs to be a “dialogue between the Bishops’ Conference and the Holy See” when it comes to certain questions such as marriages between Catholics and people of other religious faiths but we need to be “careful” not to alter the Church’s Catholicism when dealing with “doctrinal questions”. According to Ulrich, “the Church is united but there are cultural differences within it” and “we cannot detach ourselves from Catholic unity or from the people that have been entrusted to us: we will need to hone our acrobatic skills”. According to Mgr. Piñeiro, the Gospel “must be announced to all peoples and Jesus’ words offer a response to all questions”. As far as the “hermeneutics of conspiracy” is concerned, the Pope “has urged us not to view each other as conspirators but to work in unity instead,” Chaput said in response to another question. In a message on Twitter, Fr. Antonio Spadaro recalled that the Pope has warned against this “hermeneutics of conspiracy”. Lobbying does go on in Church meetings, including at the Synod, but there is nothing scandalous about that. Everyone has the Church in their hearts. And we are not here to win a trophy, we are here to reach that truth which the Lord has established for His Church”.In the morning, the Holy See Press Office published the list of moderators and rapporteurs chosen by each of the 13 circuli minores which have been split into the following languages: Italicus (Italian), Gallicus (French), Anglicus (English), Hibericus (Spanish and Portuguese) and Germanicus (German). The figures elected as moderators in the three Italian-speaking groups are: Cardinals Angelo Bagnasco, President of the Italian Bishops’ Conference and Archbishop of Genova, Francesco Montenegro, Archbishop of Agrigento and Edoardo Menichelli, Archbishop of Ancona. The rapporteurs are: Cardinal Mauro Piacenza, Mgr. Franco Giulio Brambilla and Fr. Manuel Arroba Conde. The moderators chosen for the English-speaking groups are: Cardinals George Pell, Prefect of the Secretariat for the Economy, Vincent Gerard Nichols, Thomas Christopher Collins and Mgr. Eamon Martin. The rapporteurs are: Joseph Kurtz, Mgr. Diarmuid Martin (Archbishop of Dublin), Mgr. Mark Benedict Coleridge and Mgr. Charles Joseph Chaput (Archbishop of Philadelphia). The moderators of the three French-speaking groups are: Cardinals Robert Sarah, Gerard Cyprien Lacroix and Mgr. Maurice Piat. The rapporteurs chosen, are: Mgr. Laurent Ulrich, Mgr. Finally, Cardinal Christoph Schönborn has been chosen as the moderator of the German group and the Bishop of Berlin, Heiner Koch, is the group’s rapporteur.“An assembly of 270 fathers plus a hundred or so auditors and experts is one thing; a group in which 30 or so Synod fathers – with some auditors and experts – can share and reflect together on certain points is another. It is a real participatory exercise. Let us not forget that the Synod is really a Synod when participation is encouraged to the max,” Mgr. Bruno Forte, the Synod’s Special Secretary told Vatican Radio, speaking about the new methodology the assembly is adopting. “There is a strong democratic spirit: each group chooses its own moderator who has the task of co-ordinating the discussion and choosing who speaks, when. Each group also chooses its own rapporteur, that is, someone who produces a summary of all the ideas that emerged during the discussions – possibly sharing these with the whole group – and then presents these during the general meetings. The work of the circuli minores is communicated to the whole assembly  and this is very important. It also says member states should reinforce "their pre-removal detention capacity".The plan includes injecting the EU’s border agency Frontex and the EU’s European asylum support office, EASO, with more money and staff.-Additional staff-Both agencies last week announced they wanted hundreds of additional experts to help screen and identify asylum seekers arriving in Greece and Italy.Ministers proposed 670 additional staff divided between the two agencies to help coordinate relocation and return efforts at so-called hotspots. Most will go to Frontex.“Frontex should be allocated adequate resources to enable it to scale up substantially its support on return”, noted the conclusions.The agency currently coordinates joint-return flights with member states. The plan is to set up a return office within Frontex “to facilitate, organise and fund return operations”.Around 10 joint-return flights have been organised so far this month.“This is good, yes, but not enough”, said EU commissioner for migration Dimitris Avramopoulos.So-called ‘Frontex rapid return intervention teams’ are also in the works.The Frontex teams are set to “offer support on identification, consular cooperation with third-countries” and to organise return operations for member states.Ministers also want to send European migration liaison officers to Egypt, Morocco, Lebanon, Niger, Nigeria, Senegal, Pakistan, Serbia, Ethiopia, Tunisia, Sudan, Turkey, and Jordan.The officers “will explore the synergies of the EU diplomacy on the ground” on how to get the countries to cooperate.-Relocation starts Friday-Meanwhile, the EU relocation scheme to distribute some 160,000 asylum seekers from Italy and Greece to other member states starts on Friday (9 October).A group of Eritreans are being sent to Sweden by a small plane from Rome's Ciampino airport.Italy’s interior minister Angelino Alfano on Thursday described the first relocation as a “symbol of the defeat of all those who believed the EU would not move forward”.Greece, for its part, will start distributing asylum seekers in one to two weeks, said Avramopoulos.Greek hotspots would be ready “in 10 days time”, he said.Member states had in September pledged to get the hotspots up and running by the end of November.But not everyone is convinced the hotspot scheme is enough.Austrian chancellor Werner Faymann told Austrian ORF radio that “central coordination, significantly more means, significantly more staff” is needed to get them running properly by the end of year.Some 200,000 migrants transited Austria last month, with many heading to Germany. Around 164,000 asylum seekers arrived in Germany in September. Altogether, Germany says 577,000 people seeking asylum arrived in the country since the start of the year.Avramopoulos, along with Asselborn, are leaving for Italy late Thursday evening. The two will go to Rome and then to Lampedusa. Avramopoulos will also go to Athens.The commissioner then heads to Pakistan at the end of the month to try to get a readmission agreement with Islamabad.

BRUSSELS, Today, 09:15-EU interior ministers are meeting in Luxembourg on Thursday (8 October) to discuss how to ramp up external border controls and expedite returns of unwanted migrants.The ministers are hoping to stem the flow of migrants and better manage the number of asylum seekers trying to enter the EU.Around 500,000 were detected crossing the external borders in the first eight months of this year. Most first entered Greece before heading through the Western Balkans and onto Hungary and beyond.-'Smart borders'-Among the ideas is the future roll-out of a €1 billion digital dragnet known as 'smart borders'.Smart borders is a two-tiered system of biometric scans of visiting non-EU nationals – the registered travellers programme (RTP) and the entry-exit system (EES).The European Commission had presented the package in 2013 but it was temporarily shelved following concerns over projected costs and possible law enforcement access.An EU diplomat on Wednesday (7 October) said the Commission is set to make new smart border proposals before the end of year."The wider debate on the Schengen external border will also look at how you can use technology better and the commission is bringing forward some proposals on that towards the end of the year on smart borders", he said.Tanja Fajon, a centre-left Slovenian MEP, is one of the European Parliament's lead negotiators on the file. Earlier this year she lampooned the Commission's original package."[The] indiscriminate mass collection of data without a specific just cause must be a concern for all of us", she said.But interior ministers are set to it discuss and will also listen to a presentation by the Commission for a future European border and coast guard body.-EU border guards-Both German Chancellor Angela Merkel and French president Francois Hollande in Strasbourg said the pan-EU border corps is necessary.The idea is not new. EU migration commissioner Dimitris Avramopoulos had already spoken about it last November.The Commission had also financed a feasibility study on it. Published last year, the study suggested a three-phase approach on setting it up.The final phase proposed an entirely new agency - the committee on Schengen border management (CSBM). It would be composed of border guards under an EU-level command structure.The Commission, for its part, will make a proposal sometime in December.The EU's border agency Frontex will be key.In September, the European Commission announced the agency's mandate would be enhanced in order to get the supra-national border agency up and running."This means strengthening Frontex and enhancing its mandate, and developing a fully operational European border and coast guard", it said.

LIMA (Reuters) - China must make green investments of between 2 trillion and 4 trillion yuan ($315-630 billion) per year over the next five years, but the government can only cover 15 percent of that, China's central bank deputy governor, Yi Gang, said on Thursday."Most of the finance has to come from the private sector, so we have to provide a positive incentive mechanism," Yi said on the sidelines of International Monetary Fund meetings in Lima.Earlier this week, China confirmed it would launch a nationwide "cap-and-trade" program in 2017 to force big greenhouse gas emitters to buy credits to meet pollution reduction targets. Carbon market schemes aim in part to encourage low-carbon investments.China will also make "green finance" a top priority of the Group of 20 when it takes up the G20 chair next year, Yi said."If we don't have international cooperation, we will find that investment in the green sector will be underinvested," Yi said. KINMEN, Taiwan (Reuters) - Soldiers on the tiny Taiwan-held island of Kinmen regularly conduct military drills repelling amphibious attacks by Chinese Communist troops from the mainland, but the problem may soon be free-for-all landings of Chinese shoppers and businessmen.The war games are a reminder that this place is the front line between China and Taiwan where beaches were mined and shots traded up until as recently as the mid-1970s, and that China has not renounced force to ensure it gains control of a territory it considers its own."If China attacks Taiwan, we will be the first to die," said Kinmen bar owner Sam Chen, 29, as he watched recent live-fire drills with fellow residents. "Of course I am worried about war, but I also hope Kinmen can build closer ties with China. It's easier for us young people to make money."There lies the rub. Many in Taiwan, especially a newly politicized youth movement, are angry about perceived economic dominance by China, likening it to an invasion all of its own. But many also see the benefits of closer trade.Rustic Kinmen, with a population of less than 129,000, is a half-hour ferry ride to China, but it takes an hour to fly to major Taiwan cities. Just off its shores, glass-walled high-rises wink seductively from the booming mainland port of Xiamen in one of China's most prosperous provinces.Kinmen is eyeing closer commercial ties with China. It wants to pipe water from Xiamen and has plans to build a bridge and set up a glittering free trade zone with the city.Taiwan's pro-Beijing, Kuomintang-led (KMT) government also hopes greater economic integration will bolster Taiwan's economy. But Taiwan chooses a new president and parliament in January when the KMT is expected to lose to the independence-leaning Democratic Progressive Party (DPP), which is deeply suspicious of China. Kinmen's growth is supported by Chinese visitors drawn to reminders of war such as weather-beaten pillboxes, the beach defenses, bullet holes in buildings and graffiti proclaiming: "Eliminate the Communists".It is also the site of a brand new, six-story, duty-free shopping mall, billed as the largest in Asia."In Kinmen, we can do what Taiwan can't, what Taiwan doesn't dare do," said Kinmen county chief Chen Fu-hai, who wants water, electricity and natural gas to be pumped from Xiamen.Chen has a three-year roadmap to build a "special economic zone" in which Kinmen can share Xiamen's economy. The proposal is being promoted by a pro-Beijing, non-profit organization in Taiwan with close ties to the Communist Party. It wants Kinmen to decide on the free trade zone issue by referendum.But it would still have to get the nod from the central government before a referendum can take place."As long as it's good for Taiwan's economy and meets the needs of its people, Xiamen will be happy to make it happen," Chinese state media quoted a Xiamen government official saying last year.The free trade zone is controversial because it would allow unfettered Chinese investment on to Kinmen - something that is strictly controlled in Taiwan as a whole." Chinese Navy makes 1st visit to Poland to strengthen ties-Associated Press-October 7, 2015 7:31 AM-YAHOONEWS

WARSAW, Poland (AP) — A Chinese Navy destroyer, a Chinese frigate and a Chinese supply vessel sailed into Poland's navy port of Gdynia on Wednesday on the first such visit ever, marking 66 years of diplomatic ties and aiming to strengthen them even more.Capt. Maj. Przemyslaw Plonecki, the spokesman for Poland's 3rd Navy Flotilla, told The Associated Press that the flotilla's command officers paid a visit to the destroyer in an official welcoming ceremony.The Chinese Embassy website said Poland is the vessels' sixth stop on a "worldwide visit." Responding to an invitation from Poland's Navy command, the anti-air force destroyer Jinan 152, the Yiyang 548 frigate and the Qiandaohu 886 will remain in Gdynia until Sunday. They belong to the Chinese Navy's 20th Task Force.A soccer match and a rowing race will be held between Polish and Chinese seamen and the public will be allowed to visit the ships Saturday. The ships have also docked in Sudan, Egypt, Denmark, Finland and Sweden.Then-communist Poland established ties with China on Oct. 7, 1949.Poland's Defense Minister Tomasz Siemoniak met with his Chinese counterpart Chang Wanquan in Beijing in July and said then that China was a very important partner in talks about security in Asia and in Europe. Poland is also planning to train Chinese officers next year and the two nations are developing trade ties as well.

Los Angeles (AFP) - One of three Americans who helped thwart a terror attack on a Paris-bound train was stabbed in his home state of California -- apparently after coming to a woman's rescue, authorities said Thursday.Airman Spencer Stone, 23, was stabbed in Sacramento after he got into a fight with a group of men as he was leaving a bar with friends, Ken Bernard, the city's deputy chief of police told reporters.He said police received a call at 12:46 am from a passerby who witnessed the incident.Bernard said officers who arrived at the scene found Stone with multiple stab wounds to his upper torso.He was rushed to a nearby hospital where he was listed in serious condition."He is currently being treated for what appears to be non-life threatening but very significant injuries," Bernard said, adding that two male Asian suspects were being sought in connection with the attack.A source close to the investigation told AFP that Stone was apparently trying to defend a woman being harassed by a group of men outside the bar when he got stabbed.It was unclear if the woman was with Stone."A woman was being harassed and he got involved," said the source, who spoke on condition of anonymity.The source said several of those in Stone's group -- three women and two men including him -- were drunk but it was unclear if he himself was inebriated.Video footage of the incident caught by a nearby surveillance camera and released by US media shows Stone fighting off a group of men who scatter when what appears to be a police car arrives at the scene.A red stain can be seen spreading on Stone's white shirt.- Heroes parade -Bernard said the assault was in no way related to a terrorist act or to the train attack that Stone and two of his friends helped foil while vacationing in France.Just weeks ago, the town of Sacramento staged a "Heroes Parade" in honor of the trio.Stone suffered deep slash wounds as he helped to overpower a heavily-armed gunman, 25-year-old Moroccan Ayoub El Khazzani, on August 21.Armed with a pistol, an assault rifle and 270 rounds of ammunition, Khazzani is accused of seeking to massacre passengers on the Amsterdam-Paris train.Stone was awarded the Legion of Honor, France's highest decoration, along with Army National Guard Specialist Alek Skarlatos and Anthony Sadler, a civilian, for their role in thwarting the attack.The trio were also invited to the White House by President Barack Obama and Stone received a Purple Heart and Airman's Medal from the Pentagon.Stone had only just returned to work at Travis Air Force Base near Sacramento.Skarlatos also had a near miss last week.The 22-year-old had been due to attend the college in Oregon where a gunman went on a rampage, killing nine people.The only reason he was not at Umpqua Community College in Roseburg, he says, was the attention he has been getting since the train attack.Instead, he was in Los Angeles rehearsing for this season's "Dancing With the Stars," in which he has been invited to compete, when he heard of the shooting and rushed back to Roseburg where he is assigned to an infantry unit."If I didn't get called for 'Dancing' I would have been on campus," Skarlatos said."I mean, it's just absolutely insane to be in a situation like this, especially in my town, Roseburg," he said.Skarlatos put out a message of support on Thursday in a Tweet that read: "Everybody send prayers out to the Stone family today."
