ROME -- The Islamic State has a plan to conquer Rome. Yes, it might sound crazy, but ISIS believes the conquest of Rome is central to its mission.They believe it is necessary to fulfill what Islam teaches was the prophecy of Muhammed and to prepare the return of the Muslim messiah: the Mahdi."ISIS thinks that Rome is one of its primary goals and is in its timetable," Robert Spencer, author of The Complete Infidel's Guide to ISIS, said."It has a timetable where in the 10 years, by the year 2025, it hopes to bring about Armageddon, the final struggle between good and evil or between the Muslims and the non-Muslims," he explained. "And that one of the chief stepping stones to that Armageddon battle is the conquest of Rome, which they think they're going to be able to do with the next five years, by 2020."Two Cities, One Mission-Muslim scholars say Muhammed prophesied that the two great Roman cities would be conquered: Constantinople and Rome. Constantinople is now Istanbul, a Muslim city.-Rome remains to be conquered.-"Once Rome is conquered, in this view, within the next five years, then Israel will follow shortly after. They also believe that during this time period they're also going to conquer Saudi Arabia and Iran," Spencer said.Now, before you laugh, consider that phase one of the Islamic State's plan to take Rome may already be underway: flooding Europe with ISIS fighters under the cover of the current refugee crisis."They're not talking about doing it by conventional armies; they're talking about doing (it) by overwhelming these lands with sympathizers from within, and in influx of people from outside," Spencer said."And that's something we see happening right now in Europe. A mandatory evacuation was ordered downstream from the Overcreek dam after a breach Monday, a spokeswoman for the city of Columbia, South Carolina, told CNN.Authorities were working to determine the severity of the situation, Shawn Washington said.The rain may finally be subsiding in South Carolina, but the danger is far from over.Gov. Nikki Haley said Monday that more evacuations are likely as floodwaters rise in spots, and authorities warned of the danger of roads that look OK on the surface but that may have been undermined by raging waters."We can't let our guard down. Conditions are still dangerous out there," South Carolina Department of Public Safety Director Leroy Smith said at a news conference.According to Smith, nine people are known dead in the state due to weather-related incidents. Five drowned after trying to drive through floodwaters. Four others died in traffic accidents, he said.One of the deaths was a state transportation employee.Timothy Wayne Gibson, 45, died Sunday in floodwaters while overseeing work in Columbia, the South Carolina Department of Transportation said.In North Carolina, one person died when a tree fell onto Interstate 95, killing a passenger in a car, according to authorities.Haley warned there could be other deaths.-Residents urged to stay off roads-The most acute danger is south of Columbia, where as much as 20 inches of rain fell between Friday and Sunday. In that area, authorities remain in emergency response mode amid widespread flooding. North of the city, authorities have shifted to assessment and recovery mode -- evaluating damage to roads, bridges and other infrastructure.Some 1,300 National Guard troops had been activated to help respond to the historic storm, supplementing more than 250 state troopers and other state workers in addition to assessment crews from the federal government and other states, authorities said. Crews had performed hundreds of water rescues. A helicopter crew rescued dozens more, the governor said.State officials urged people to stay off the roads. Haley said county officials would make decisions about closing their offices, and the state would follow suit in those locations. ATLANTA (Reuters) - Pacific trade ministers have reached a deal on the most sweeping trade liberalization pact in a generation that will cut trade barriers and set common standards for 12 countries, an official familiar with the talks said on Monday.Leaders from a dozen Pacific Rim nations are poised to announce the pact later on Monday. The deal could reshape industries and influence everything from the price of cheese to the cost of cancer treatments.The Trans-Pacific Partnership would affect 40 percent of the world economy and would stand as a legacy-defining achievement for U.S. President Barack Obama, if it is ratified by Congress. Lawmakers in other TPP countries must also approve the deal.The final round of negotiations in Atlanta, which began on Wednesday, had snared on the question of how long a monopoly period should be allowed on next-generation biotech drugs, until the United States and Australia negotiated a compromise.The TPP deal has been controversial because of the secret negotiations that have shaped it over the past five years and the perceived threat to an array of interest groups from Mexican auto workers to Canadian dairy farmers.Although the complex deal sets tariff reduction schedules on hundreds of imported items from pork and beef in Japan to pickup trucks in the United States, one issue had threatened to derail talks until the end – the length of the monopolies awarded to the developers of new biological drugs.Negotiating teams had been deadlocked over the question of the minimum period of protection to the rights for data used to make biologic drugs, made by companies including Pfizer Inc, Roche Group’s Genentech and Japan's Takeda Pharmaceutical Co.The United States had sought 12 years of protection to encourage pharmaceutical companies to invest in expensive biological treatments like Genentech’s cancer treatment Avastin. Each one of us comes to the table with a clear goal of promoting and defending the interests of our own countries, of our own economies," International Trade Minister Ed Fast told the closing news conference." That often means there are very tough discussions that take place, (but) at the end of the day, here we are as 12 TPP partners, having achieved something that some time ago, people didn't think was achievable."The proposed agreement reduces or eliminates barriers in a wide range of sectors and could lead to more Canadian exports of pork, beef, canola, high-tech machinery and a variety of other product.It also entrenches new international trade standards in Asia, setting a template should any other countries in that fast-growing region — like China — want to join someday.Other parts will be controversial in Canada. ATLANTA - A historic new trade agreement was announced Monday, which is certain to prompt a spirited political debate in a number of countries — starting with Canada's election.Here are 10 questions about the Trans-Pacific Partnership, answered:Who's in it? Brunei, Chile, New Zealand and Singapore started the project years ago. The United States, Canada, Mexico, Japan, Vietnam, Australia, Peru and Malaysia are now joining, bringing the membership to 12 countries. More have expressed interest in entering later, including Colombia, Thailand and South Korea.How big is it? It's the biggest trade zone in the world, spanning four continents and representing 40 per cent of the world's economy — a far higher share than the European Union.Is it more important than the EU? Not even close. Europe has truly open borders, allowing a free flow of people and products from one country to another. This simply changes regulations, and reduces trade barriers across a larger area.What does it do, then? It reduces or eliminates barriers on a staggering array of Canadian exports to several countries, most notably Japan. This applies to everything from machines to canola, beef and pork, minerals, forestry products and seafood. It allows up to 3.25 per cent more foreign dairy into Canada. It also exposes middle-class workers to additional low-cost competition from foreign labour, notably in the auto sector. It would also cut into the profits on dairy farms, although the government promises a multibillion-dollar 10-year program to protect current farm revenues. Government decisions could be overturned in special tribunals, as they are in NAFTA and at the WTO, when companies sue over democratically adopted laws.Is it a done deal? No. It still needs to be ratified in national parliaments, including Canada's, once the federal election is over. A vote is expected early next year in the U.S. Congress, and it could prove difficult.So can we see the full text? No, not yet. It's undergoing a legal review. The details that have been released are coming from the various governments. One Canadian official expressed hope the parties would manage to release the agreement within a few days. But it's unclear whether Canadians will get to see it before they vote on Oct. 19.Does this end NAFTA? No. The North American Free Trade Agreement still exists, but in areas where the two agreements conflict the newer one will usually prevail. On Sunday, Israel announced that Palestinians would be temporarily barred from Jerusalem's Old City, the first time Israel has taken this step since it captured the Old City in the 1967 Mideast War.The latest spike in violence comes at a time when many Palestinians no longer believe statehood through negotiations with Israel is possible. Israeli commentators have raised the possibility of a third uprising, though Palestinian President Mahmoud Abbas has so far prevented major outbreaks of violence despite his growing friction with Israeli Prime Minister Benjamin Netanyahu.Israel's leading newspaper commentator, Nahum Barnea, called the recent violence the "Third Intifada," referring to Palestinian uprisings in the 1980s and the early 2000s. DUBAI, United Arab Emirates (AP) — The number of pilgrims killed in the Saudi hajj disaster near the holy city of Mecca rose on Monday to over 1,100 dead, according to an Associated Press count.Saudi officials have said their official figure of 769 killed and 934 injured in Mina remains accurate, though an investigation into the Sept. 24 stampede is ongoing.The total figure could be even larger as the AP survey covered only 16 of the more than 180 countries that sent some 2 million pilgrims to the annual pilgrimage, a pillar of Islamic faith.Saudi authorities have said the disaster in Mina happened as two waves of pilgrims converged on a narrow road, causing hundreds of people to suffocate or be trampled to death. In previous years, the hajj has drawn more than 3 million pilgrims without any major incidents.But even before this year's hajj began, disaster struck Mecca as a construction crane crashed into the Grand Mosque on Sept. 11, killing at least 111 people.The AP count of the dead, which now is at least 1,112, includes countries that have offered formal statements through hajj commissions or in state media broadcasts, saying specifically the deceased were killed in Mina.Iran had 465 of its pilgrims killed, while Egypt had 146 and Indonesia 100.Other countries that have given their death tolls are Pakistan with 75; Nigeria 64; Mali 60; India 58; Cameroon 42; Bangladesh 41; Algeria 18; Ethiopia 13; Chad 11; Kenya eight; Senegal five and Morocco and Turkey each with three. VATICAN CITY - Pope Francis on Monday told a contentious gathering of the world's bishops on family issues to put aside their personal prejudices and have the courage and humility to be guided by the "surprises" of God.Francis told 270 cardinals, bishops and priests that the three-week synod isn't a parliament where negotiations, plea bargains or compromises take place. Rather, he said, it's a sacred, protected space where God shows the way for the good of the church.The bishops are debating how the church can better care for Catholic families at a time when marriage rates are falling, divorce is common and civil unions are on the rise. The main sticking points include how the church should welcome gays and divorced and civilly remarried Catholics.Conservatives have been insisting that the gathering strongly reassert church doctrine on homosexuality and the indissolubility of marriage. Beirut (AFP) - More than 40 of Syria's most powerful rebel factions said on Monday that Russia's air campaign had made a political solution to the country's bloody conflict impossible.In a statement posted online, 41 groups including Jaish al-Islam near Damascus, Ahrar al-Sham in northwest Syria, and the Northern Front said that Russia's "brutal occupation has cut the road to any political solution".The statement also urged the creation of a regional coalition to combat both the Syrian regime and its allies Iran and Russia.Russian warplanes have been flying over Syrian territory since Wednesday, conducting air strikes on what Moscow says are Islamic State group targets in the northern and central provinces.Although some of the raids have struck IS bastions in Raqa and Homs provinces, many have hit bases held by other rebel and Islamist groups.Some of the statement's signatories, like Ahrar al-Sham and Jaish al-Izzah, have been targeted by Russian strikes."Russia jumped in to rescue the Assad regime after it was clinically dead, in order to prevent it from suffering a sweeping defeat," the statement read.It accused Russia of killing at least 50 civilians in Homs province "in Russia's first war crime on Syrian territory".The statement also called for a regional coalition to help fight back at the Syrian regime and its two steadfast allies, Iran and Russia."This new reality makes it imperative that regional countries, and allies in particular, hasten to form a regional alliance in the face of the Russian-Iranian alliance of occupation," the groups wrote."Any occupation force in the land of our beloved country is a legitimate target for us," the statement added.It followed a statement at the weekend by many of the same rebel groups and the opposition National Coalition "rejecting Russia's direct military escalation in Syria"."This escalation undoubtedly proves that Russia was not serious or genuine in its commitment to a political process, and that it cannot be an impartial intermediary because it is party to the conflict."Syria's conflict began as an uprising against the rule of President Bashar al-Assad, but has transformed into a multi-party civil war with Kurds, the regime, rebels and jihadists carving out zones of influence.Russia and Iran have provided substantial financial and military aid to Damascus.

WASHINGTON (Reuters) - The United States on Monday announced a more than $20 billion settlement of federal and state claims against BP PLC over its deadly Gulf of Mexico oil spill five years ago.The agreement is "the largest settlement with a single entity in American history," U.S. Attorney General Loretta Lynch said. The heads of the Environmental Protection Agency and the departments of Commerce and Agriculture joined her for the announcement.In July, BP announced that it would pay up to $18.7 billion in penalties to the U.S. government and five states to resolve nearly all claims from the April 2010 Deepwater Horizon Oil Spill in the largest corporate settlement in U.S. history.At the time, the deal was still pending court approval.
