An IDF soldier was wounded Wednesday night when an explosive device was hurled at him during a routine patrol near the West Bank settlement of Har Gilo, on the southern outskirts of Jerusalem.The soldier was transferred to a nearby hospital for further medical treatment, and IDF forces began searching the area for the perpetrators of the attack.Earlier Wednesday, a toddler and her father were lightly wounded in a rock-throwing attack on Road 443 north of Jerusalem. The two-year-old girl and the father, who were not immediately named by police, were hit by glass shards from the car’s window, which shattered when it was hit by a thrown rock from the side of the road near the West Bank village of Bir Nabala.According to police, the incident was the second time a car was hit with rocks on the highway Wednesday evening. Both incidents saw damage caused to the vehicles, but only in the later one were passengers hurt.Two other rock-throwing attacks took place in Jerusalem on Wednesday. On Wednesday night, rocks were thrown at the light rail as it passed by the Shuafat neighborhood in northern Jerusalem. No damage was caused to the train. Police are searching for the suspects in the attack.Earlier, a policeman was lightly injured in the East Jerusalem neighborhood of Isawiyah when rock-throwing protesters clashed with Border Police forces. The rioters were dispersed with tear gas. There were no arrests or injured reported among the protesters.Times of Israel Staff contributed to this report.

Lebanese and Palestinian sources say Palestinian Authority President Mahmoud Abbas has quit the Executive Committee of the Palestine Liberation Organization.The Hezbollah-affiliated al-Mayadeen television outlet said Wednesday that other senior PA officials would join Abbas in resigning.Channel 10’s Arab affairs analyst Hezi Simantov tweeted that “Palestinian sources” said Abbas would resign as chair of the PLO’s key executive body, but has not done so yet. The resignation is expected on Saturday, they said.The move does not affect Abbas’s standing as Palestinian Authority president, but reflects growing dissatisfaction and factionalism in Palestinian politics.There was no official confirmation of the reports from Palestinian officials.Elected in 2005, Abbas is now in the eleventh year of what was supposed to be a four-year term. He has threatened to resign or dissolve the Palestinian Authority several times since becoming president of the PA.Last Wednesday, Abbas told Egyptian president Abdel-Fattah el-Sissi that he intends to announce his resignation at the next Fatah convention, Channel 2 reported, citing Egyptian journalist Mohamed Hassanein Heikal. Abbas also reportedly said that he will soon appoint a deputy, who would apparently be a hand-picked successor.

Hours after landing in Israel, Republican presidential hopeful Mike Huckabee on Tuesday defended his comparison of the Iran nuclear deal to the Holocaust, and called the West Bank part of the Jewish state.Huckabee was speaking to reporters at Ancient Shiloh, for which a modern settlement nearby is named and where tradition holds the ancient Israelites kept the tabernacle with Moses’ tablets on its way to Jerusalem.“I am delighted tonight to be here at Shiloh. It is an exciting place and an important place. It is the place where the tabernacle once was. It’s a place of Biblical history,” he said.He told reporters “if you’re going to visit Israel you should visit all of Israel, and that would include Judea and Samaria,” the biblical names for the West Bank.The presidential candidate also defended his comments last month, in which he accused US President Barack Obama of marching Israelis “to the door of the oven” by trusting the Iranians to hold up to the terms of an agreement aimed at curbing the Islamic Republic’s nuclear program in exchange for the lifting of crippling economic sanctions.“It was the Iranians who invoked the imagery and very word Holocaust, they have said that they have developed missiles that will deliver Israel to the Holocaust. Documents from the Nixon administration, recently declassified, indicate the US was concerned about Israel’s nuclear program and sought to convince Jerusalem to sign the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), a document that Israel, to this day, has not signed.The 1,100-page official report, which covers meetings from 1969-1976 and details American strategy on Israel’s program, comes weeks after Iran and world powers reached a deal to restrict the Islamic Republic’s nuclear program.A July 19, 1969 memorandum from then-national security adviser Henry Kissinger to President Richard Nixon outlined the proposed approach to Israel, and showed a vested interest in keeping the Israeli nuclear program from becoming public knowledge. Israel today still upholds its policy of “nuclear ambiguity” — neither denying nor confirming the existence of nuclear weapons.The memorandum also highlighted disagreement between the Joint Chiefs of Staff, Department of Defense, and State Department on what demands to present to Israel, and whether to threaten to withhold its supply of weapons. All agreed, however, that urging Israel to sign the NPT was a top priority.Kissinger, meanwhile, sought to keep information on Israeli nuclear efforts under wraps, maintaining that “public knowledge [of Israel’s nuclear program] is almost as dangerous as possession itself.”“What this means is that, while we might ideally like to halt actual Israeli possession, what we really want at a minimum may be just to keep Israeli possession from becoming an established international fact,” he wrote.There was across-the-board support to pressure Israel to sign the NPT by the end of the year, though Kissinger noted that becoming a party to the treaty would not hold Israel back from covertly developing nuclear weapons.“Everyone agreed that, as a minimum, we want Israel to sign the NPT. It would also publicly commit Israel not to acquire nuclear weapons.”The US administration also sought “a bilateral understanding on Israel’s nuclear intentions because the NPT is not precise enough.”On the various assurances it was seeking from Israel, the various defense branches were divided.The Joint Chiefs of Staff and Department of Defense said the US should hinge its delivery of Phantom jets on Israel’s agreement to curb its missile program. The State Department said the US should not use the Phantoms as leverage.The Joint Chiefs of Staff “felt that if Israel’s program becomes known, we should be in a position to say we did everything in our power to prevent Israel from going nuclear,” while the Department of Defense felt that “we could live with the existence of Israeli nuclear weapons provided they were not deployed.” The State Department, meanwhile, believed “we should try to keep Israel from going any further with its nuclear weapons program — it may be so close to completion that Israel would be willing — and make a record for ourselves of having tried.”Washington also set a goal of preventing Israel from developing its “Jericho” missile program further, maintaining that the projectiles were primarily designed for the purpose of carrying nuclear warheads and did not have an alternative use that justified the program.As part of the plan, a meeting of then- ambassador to the US Yitzhak Rabin with Deputy Secretary of Defense David Packard and Acting Secretary Elliot Richardson was encouraged. “If Rabin tried to stonewall, Richardson and Packard would state exactly what we want and make clear that Israeli unresponsiveness would raise a question about our ability to continue meeting Israel’s arms request,” Kissinger suggested.The memo proceeds to outline “the dilemma we face” if the US moves to stop its arms supply to the Jewish state.“Our problem is that Israel will not take us seriously on the nuclear issue unless they believe we are prepared to withhold something they very much need — the Phantoms or, even more, their whole military supply relationship with us,” it said. “On the other hand, if we withhold the Phantoms and they make this fact public in the United States, enormous political pressure will be mounted on us. We will be in an indefensible position if we cannot state why we are withholding the planes. Yet if we explain our position publicly, we will be the ones to make Israel’s possession of nuclear weapons public with all the international consequences this entails.”Three days later, a memo from Nixon approved the plan, but “specifically withheld authority to link explicitly at this stage the delivery of conventional weapons to the Israeli response on the nuclear question.”According to the documents, the meeting between Rabin, Packard and Richardson was held on July 29.Rabin quoted ex-prime minister Levi Eshkol’s statement that Israel was reviewing the NPT, as it had stated earlier, and would not comment further. Moreover, “Rabin said he wanted to make clear that he was not accepting the US assumption that Israel has the capability to build nuclear weapons. He could say neither that Israel was capable nor that it was not,” minutes from the meeting said.In an October 1969 memorandum to Nixon, Kissinger appears to resign himself to the fact that Israel would not imminently sign the NPT.“What we have to settle for, I believe, is an Israeli commitment that will prevent Israeli nuclear weapons from becoming a known factor and further complicating the Arab-Israeli situation,” he wrote. He then offered an alternative, which “would in effect ask the Israelis to accept privately the key obligation of the NPT while allowing them more time to sort out their position on more generally unpalatable aspects of the treaty (e.g. safeguards and public renunciation of the nuclear option).”Nixon approved the recommendation.

Israel responded with furious cynicism Wednesday night to news that Iran is to be allowed to conduct its own inspections of a site it allegedly used to develop nuclear arms. In the US, Republican leaders also responded bitterly to the news, with a leading senator calling the agreement to have Iran inspect its own suspect site “remarkably naive and incredibly reckless.”According to a document obtained by the Associated Press, an agreement worked out between the International Atomic Energy Agency (IAEA) and Iran allows the Islamic Republic to use its own experts to inspect the Parchin nuclear site. The IAEA’s concession is unprecedented, according to a former senior IAEA official.Iran has refused access to Parchin for years. Based on US, Israeli and other intelligence and its own research, the IAEA suspects that the Islamic Republic may have experimented with high-explosive detonators for nuclear arms at that military facility. The IAEA has also repeatedly cited evidence, based on satellite images, of possible attempts to sanitize the site since the alleged work stopped more than a decade ago.While the White House declined to comment on the reported document, Israel’s Energy Minister Yuval Steinitz immediately issued a caustic response. “One must welcome this global innovation and outside-the-box thinking,” he said in a statement dripping with sarcasm. “One can only wonder if the Iranian inspectors will also have to wait 24 days before being able to visit the site and look for incriminating evidence?” Steinitz was alluding to the complex clauses in the agreement reached last month between world powers and Iran aimed at curbing its nuclear program, one of which provides Iran with 24-days notice of efforts to inspect suspect sites.Republican senators were also furious. “This side agreement shows that true verification is a sham, and it begs the question of what else the administration is keeping from Congress,” said Rep. Kevin McCarthy, the House majority leader. McCarthy also complained that Congress learned of the IAEA deal from the AP report and not from the administration.John Cornyn of Texas, the second-ranking Republican senator, said, “Trusting Iran to inspect its own nuclear site and report to the UN in an open and transparent way is remarkably naive and incredibly reckless. This revelation only reinforces the deep-seated concerns the American people have about the agreement.”The Republican chairman of the House Foreign Affairs Committee, Rep. Ed Royce, called the agreement a “dangerous farce,” and accused the world powers who brokered the deal of acquiescing to Iran’s every demand.“International inspections should be done by international inspectors. Period. The standard of ‘anywhere, anytime’ inspections – so critical to a viable agreement – has dropped to ‘when Iran wants, where Iran wants, on Iran’s terms,’” Royce said Wednesday. “For weeks, Congress has been demanding access to this document to assess the viability of the inspections measures. Congress must now consider whether this unprecedented arrangement will keep Iran from cheating. This is a dangerous farce.”Republican presidential hopeful Jeb Bush also used the term “farce,” writing Wednesday on Twitter that “Nuclear inspections of state sponsors of terrorism can’t work on the honor system.”Israel has savaged the deal concluded by the P5+1 powers and Iran, with Prime Minister Benjamin Netanyahu branding it a historic mistake that will both pave Iran’s path to the bomb and, by lifting sanctions, cement the Islamist regime in power and allow it fund more terrorist activity and other dangerous regional activities.Netanyahu has lobbied Congress to reject the deal when it votes on it next month.The AP report on the separate IAEA-Iran side-agreement relating to Parchin dryly termed the self-inspection clause “an unusual arrangement.”It said news of the agreement would be “sure to roil American and Israeli critics of the main Iran deal signed by the US, Iran and five world powers in July.”The investigation of the Parchin nuclear site by the International Atomic Energy Agency is linked to a broader probe of allegations that Iran has worked on atomic weapons. That investigation is part of the overarching nuclear deal.The Parchin deal is a separate, side agreement worked out directly between the IAEA and Iran. The United States and the five other world powers that signed the Iran nuclear deal were not party to this agreement but were briefed on it by the IAEA and endorsed it as part of the larger package.Without divulging its contents, the Obama administration had previously described the document as nothing more than a routine technical arrangement between Iran and the IAEA on the particulars of inspecting the site.Any IAEA member country must give the agency some insight into its nuclear program. Some countries are required to do no more than give a yearly accounting of the nuclear material they possess. But nations— like Iran — suspected of possible proliferation are under greater scrutiny that can include stringent inspections.However, the agreement diverges from normal inspection procedures between the IAEA and a member country by essentially ceding the agency’s investigative authority to Iran. It allows Tehran to employ its own experts and equipment in the search for evidence for activities that it has consistently denied — trying to develop nuclear weapons.Evidence of that concession, as outlined in the document, is sure to increase pressure from US congressional opponents as they review the July 14 Iran nuclear deal and vote on a resolution of disapproval in early September. If the resolution passed and President Barack Obama vetoed it, opponents would need a two-thirds majority to override it. Even Senate Majority Leader Mitch McConnell, a Republican, has suggested opponents will likely lose.The White House has denied claims by critics that a secret “side deal” favorable to Tehran exists. US Secretary of State John Kerry has said the Parchin document is like other routine arrangements between the agency and individual IAEA member nations. If the guarantor cannot pay, it could spark defaults on at least 24 high-yielding wealth management products (WMPs).Analysts worry that a series of bailouts in recent years has encouraged irresponsible lending by fuelling the perception the government will not tolerate default. The latest appeal for a bailout will again force officials to choose between ensuring short-term financial stability or imposing market discipline on investors, which should improve lending practices in the long term.Hebei Financing Investment Guarantee Group has guaranteed Rmb50bn ($7.8bn) in loans from nearly 50 financial institutions, according to Caixin, a respected financial magazine. Indonesian rescuers reach crash site, find plane destroyed-Associated Press By ALFIAN KARTONO-AUG 18,15-YAHOONEWS

JAYAPURA, Indonesia (AP) — Rescuers on Tuesday reached the site in eastern Indonesia where a passenger plane slammed into a mountain over the weekend, killing all 54 people on board, and found that the aircraft had been destroyed, officials said.More than 70 rescuers reached the crash site after being hindered by rugged, forested terrain and bad weather, said Henry Bambang Soelistyo, the National Search and Rescue Agency chief.The flight data recorder and the cockpit voice recorder — the plane's "black boxes" — were found in good condition, Soelistyo said. The data they contain could help explain what caused the Trigana Air Service plane to crash Sunday."The plane was totally destroyed and all the bodies were burned and difficult to identify," Soelistyo told The Associated Press.He said all 54 bodies had been recovered and would be taken to Jayapura, the capital of Papua province, so they can be identified. The ATR42-300 twin turboprop plane was flying from Jayapura to the city of Oksibil with 49 passengers and five crew members on a scheduled 42-minute flight when it lost contact with air traffic control.Soelistyo said the wreckage was at an altitude of 2,600 meters (8,500 feet). Much of Papua is covered with impenetrable jungles and mountains. Some planes that have crashed there in the past have never been found.The airline's crisis center official in Jayapura's Sentani airport, Budiono, said all the passengers were Indonesians, and included three local government officials and two members of the local parliament who were to attend a ceremony Monday in Oksibil marking the 70th anniversary of Indonesia's independence from Dutch colonial rule.Like many Indonesians, Budiono goes by one name.Oksibil, about 280 kilometers (175 miles) south of Jayapura, was experiencing heavy rain, strong winds and fog when the plane lost contact with the airport minutes before it was scheduled to land.The victims' relatives, who had been waiting at the airport, broke down in tears when they heard the news. All 54 people on board a Trigana Air aircraft were killed in a crash two days ago in Indonesia's Papua province, the latest in a string of aviation disasters in the Southeast Asian archipelago, officials said on Tuesday.Major-General Heronimus Guru, operations director at Indonesia's National Search and Rescue Agency, told a news conference in the capital the passengers' remains were being put into body bags but poor weather had hampered efforts to recover them by air. Officials have declined to comment on the cause of Sunday's crash until the results of an investigation by the national transport safety committee are known, but Guru said the terrain in Indonesia's easternmost province may have been a factor."There's a possibility the aircraft hit a peak and then fell into a ravine because the place that it was found in is steep," he said.The treacherous terrain of forest-covered ridges hampered rescuers' efforts to reach the site where the Trigana Air Service ATR 42-300 plane came down.The aircraft's black box flight recorder, which should provide investigators with some answers, was found in the early afternoon. The device will be taken to Oksibil town tomorrow, depending on the weather, Guru said.Television broadcast footage of rescuers in camouflage fatigues and surgical masks hacking through foliage and sifting through debris at the crash site as a helicopter hovered overhead.There were 44 adult passengers, five children and infants and five crew on the short-haul flight from provincial capital Jayapura south to Oksibil.The twin turboprop aircraft was also carrying about $470,000 as part of a village assistance program.Poor infrastructure in the province means aid money is often flown in by air, said Abu Sofjan, spokesman for the national postal service, four of whose workers were among the passengers.There was no suggestion the money was somehow linked to the crash.Five members of the Bintang Highlands district parliament and government were also on board, online news service detik.com reported. SINGAPORE/SHANGHAI (Reuters) - Many operations have resumed at China's Tianjin port, trade sources said, after explosions last week that killed more than 100 people and disrupted business at what is an important oil, gas and bulk import harbor for Asia's biggest economy.The explosions on Aug. 12 led to the disruption of all chemical and oil tanker discharges at the port, and imports of iron ore were also affected.But shipping data from Reuters on Monday showed that tankers were discharging again, with traders and shippers confirming that operations had restarted over the weekend.Port officials were not immediately available for comment.The Tianjin Maritime Safety Administration's traffic control department said in a statement: "At present, ships apart from those carrying hazardous goods or bunker oil are entering and exiting Tianjin Port's north section normally. All other berths are operating normally according to sailing plans."Reuters spoke to several captains of tankers and dry bulk freighters that are currently in the Tianjin port region, either waiting to discharge or to leave the port, and all said that operations now seemed to be broadly back to normal.One shipbroker said he had not heard of any problems with oil operations at the port on Monday. "So far, so good," he said. An oil trader also said he had not heard of any trouble with oil loading at Tianjin on Monday.Located close to Beijing, Tianjin is one of eastern China's most important oil and gas terminals, with large commercial and strategic oil storage facilities as well as a floating storage and regasification unit (FSRU) for liquefied natural gas (LNG) imports.It is also an important point of entry for iron ore, a key ingredient for China's giant steel-making industry.A spokesman for Australian ore miner Fortescue Metals Group said: "To date, there has been no impact on Fortescue's iron ore cargoes going through the Port of Tianjin."Traders said the strategic petroleum reserve (SPR) facility at Tianjin had not been affected by the explosion.China, the world's biggest crude oil consumer alongside the United States, imports nearly 60 percent of the crude it consumes. BEIJING (AP) — Chinese police have arrested 15,000 people on suspicion of cybercrimes as the government tightens its control over the Internet, the Ministry of Public Security said Tuesday.Police throughout the country have investigated more than 7,400 cases of possible cybercrimes, including hacking, online fraud and illegal sale of personal information, resulting in 15,000 arrests, the ministry said. It did not say when the arrests were made.Authorities launched a six-month special operation to clean the Internet in July, but some of the cases date back as far as December.Beijing considers the Internet to be a virtual territory that must be ruled by laws and regulations.Recently, authorities detained a man for exaggerating the death toll from blasts last week in the port city of Tianjin. Police also detained a woman who falsely claimed her father was killed in the explosions and sought donations from the public. At least 114 people were killed in the disaster, which is one of the worst industrial accidents in recent years in China.The ministry said the special operation has snared suspects who hacked into websites of companies, banks and government agencies. Some obtained personal information illegally, some altered web information or uploaded content related to online gambling, and some used the Internet to defraud others, it said.Beijing also prosecutes improper online speech, although the ministry's announcement did not list cases involving that.Pu Zhiqiang, a prominent rights defense lawyer, has been indicted on charges of fanning ethnic hatred and provoking trouble. Wal-Mart's shares slid after the retailer cut its earnings forecast for the year, while renewed concerns over the strength of China's economy weighed on world markets.KEEPING SCORE: The Dow Jones industrial average fell 18 points, or 0.1 percent, to 17,528 as of 2:15 p.m. Eastern time. The Standard & Poor's 500 index slipped four points, or 0.2 percent, to 2,098, and the Nasdaq composite sank 26 points, or 0.5 percent, to 5,066.SUMMER SHRUG: "We're in the summer doldrums," said Jim Paulsen, chief investment strategist at Wells Capital Management. ATHENS (Reuters) - Alexis Tsipras has presided over a near-death experience for the Greek financial system and performed a U-turn on resisting austerity. And yet the prime minister bestrides his nation's politics, with no serious challenger in sight.With his ministers openly discussing the possibility of a snap election, Tsipras seems nearly ready to exploit his enduring popularity in Greece and further consolidate his position after seven turbulent months in office.Tsipras's one tangible achievement has been to seal a new bailout deal for Greece, but on terms so onerous that part of his radical left Syriza party is threatening to walk out.Nevertheless, Greeks like a fighter and Syriza voters still admire how he fought the euro zone and IMF for a better deal, even though he lost.Above all, they regard the handsome and charismatic 41-year-old as an untainted leader of a country with a sorry history of corruption that was close to bankruptcy for years."Tsipras is the most popular politician right now. He is young and fresh, and he's never been involved in scandals," said Ilias Tiganis, a 50-year-old kiosk owner in central Athens. "People don't forget that the previous governments and opposition parties brought the country to this situation."Any hesitation in calling an election could be risky for Tsipras, who won power in January with much experience of protest politics and none of running a country.Two momentous decisions under his leadership - both taken as disaster beckoned - are likely to start hurting his leftist supporters in the next few months, as if they haven't suffered enough during five years of economic crisis.At the end of June his government closed the banks for three weeks, imposing capital controls as Greece headed to the brink of bankruptcy while he tried to extract concessions from the creditors who refused to offer them.While this narrowly saved the financial system from collapse, businesses are struggling with the strict curbs on cash withdrawals and payments abroad that remain. A Metron Analysis poll released on July 24 showed 61 percent had a positive view of his performance. One said Syriza would aim to achieve a majority, something it narrowly failed to secure in January.But if he fails to move quickly, the risk is his popularity will slip. BERLIN (Reuters) - The German government will sharply raise its forecast for the number of asylum-seekers expected to arrive this year to a record-breaking 750,000, coalition sources said on Tuesday.The increase, from a previous estimate of 450,000, is the latest sign of how a huge influx of migrants and refugees, many fleeing war and poverty in Africa and the Middle East, is straining the European Union's ability to cope."The situation is extremely unsatisfying," Chancellor Angela Merkel told ZDF television on Sunday, referring to the disproportionate number of refugees that Germany has taken in compared to many of its EU partners. "We need a common European asylum policy."After Merkel warned that the number of refugees will be far higher than expected, sources in her coalition told Reuters that the asylum-seeker forecast would probably be formally raised on Wednesday to a range of 650,000-750,000.Thomas Oppermann, parliamentary leader of the center-left Social Democrats, the junior coalition partner, said he expects 700,000 to 800,000 arrivals this year.Migrant numbers across the EU have shot up during the summer months, overwhelming authorities from the Greek islands to the French port of Calais. Many undertake dangerous sea voyages to reach southern Europe, then make their way across the continent in the hope of reaching wealthier nations like Germany.In Brussels, the European Union's border control agency said nearly 110,000 migrants were tracked entering the EU in July by irregular means, setting a record, with nearly 340,000 in all seen arriving in the EU so far this year.Merkel has said other EU nations must do more, and tried to allay fears that migrants will cost taxpayers money and take their jobs. The number of attacks on migrant shelters has soared.Across Germany, towns and cities have been saying they cannot cope with the surging numbers.
