ATHENS (Reuters) - Greece reopened its banks and started the process of paying off billions of euros owed to international creditors on Monday in the first signs of a return to normal after a deal to agree a new package of bailout reforms.Customers were queued up outside bank branches open for the first time in three weeks on Monday after they were closed to save the system from collapsing under a flood of withdrawals. Increases in value added tax agreed under the bailout terms also took effect, with VAT on food and public transport jumping to 23 percent from 13 percent. The stock market remained closed until further notice. The bank closures were the most visible sign of the crisis that took Greece to the brink of leaving the euro earlier this month, potentially undermining the foundations of the single European currency.Their reopening followed Prime Minister Alexis Tsipras' reluctant acceptance of a tough package of bailout demands from European partners, but a revolt in the ruling Syriza party now threatens the stability of his government and officials say new elections may be held as early as September or October."Things are better than the last few weeks. Thank God we didn't end up with the drachma!" said 62-year-old pensioner Maria Papadopoulou. "I came to pay bills and my taxes today. The voting arithmetic is finely poised, however.Together with his coalition partners from the right-wing Independent Greeks party Tsipras has 162 seats in the 300-seat parliament. But Thursday's rebellion cut his support to just 123 votes, meaning he is likely to need opposition votes again.Some officials in the government have suggested that if support from lawmakers from within the coalition dropped below 120 votes, early snap elections would have to be called while the bailout was still being negotiated.Their argument is that under Greek law, the lowest number of votes a government can have to win a confidence motion is 120 out of 240, the minimum quorum in parliament for a vote to be valid. Dropping below 120 would be a symbolic blow but whether it would actually push Tsipras to step down is unclear given that he would have the support of the pro-European opposition parties if a confidence vote were called."What worries me is that some people still think that there would be no austerity if we were out of the euro. Greece makes overdue payments, no longer in default-AFP-JULY 20,15-YAHOONEWS

Washington (AFP) - The International Monetary Fund said Monday that Greece was no longer in default on its loans after remitting about two billion euros ($2.2 billion) to make up for missed debt payments."I can confirm that Greece today repaid the totality of its arrears to the IMF.... Greece is therefore no longer in arrears to the IMF," said spokesman Gerry Rice in a statement.Greece's ongoing IMF support program was frozen on June 30 when the country, in the middle of tense negotiations with European Union creditors on more funding, failed to make a key payment on outstanding loans from the Fund.It missed a second payment on July 13 as the negotiations for bridge funding ahead of a huge third bailout program for the cash-short nation were being finalized.The repayments were finally made possible by a short-term loan of 7.16 billion euros granted by the European Union on Friday.The government also needs to make a 4.2 billion euro payment to the European Central Bank on Monday.Rice said that now that Athens is no longer arrears, the IMF "stands ready to continue assisting Greece in its efforts to return to financial stability and growth."

Maybe you’ve read Toronto Star columnist Catherine Porter’s account of my encounter with her and her daughter at Sunday’s Queen’s Park protest. The trouble is, the central facts of Porter’s story are made up. And we have the video to prove it.Ms. Porter writes that her 9-year-old daughter Lyla saw me disagreeing with someone about global warming, and that Lyla “was preparing to brawl with Levant.”But that’s not true.Ms. Porter tried to set up some sort of teachable moment between her daughter and me, but it just didn’t happen. So she made up the facts she wanted.It doesn’t really matter to me – I’ve had worse lies told about me, by better people than Catherine Porter.As I said in my earlier report, I had a great time at the protest. I met a lot of colourful people. I had some lively debates. My daughter’s first protest started off with a fight.We were standing in a crowd of vegans on the lawn before Queen’s Park, watching right-wing broadcasting bully Ezra Levant cross-examine a man dressed up like a chicken. (See note below regarding Levant’s response to this column) Lyla asked what he was doing. I told her that he was belittling him, because Levant doesn’t believe climate change is being caused by humans.“ That’s like calling a blue car yellow,” she responded. “How can he not believe in climate change?”She picked up her placard — a green car she designed, with sunflowers for headlights — and marched over to ask him why.I let her go. I haven’t decided if this was a good parenting decision or a bad one. In fact, part of me wondered if bringing Lyla to the Jobs, Justice and Climate march would backfire as well.When I was a kid, everything my mother pushed me toward repelled me on principle. Maybe Lyla’s inaugural protest would confirm in her mind that protests were futile. Maybe, when she is wrinkled and arthritic-kneed, she will tell her biographer that her climb to the pinnacle of Unfettered Capitalism began right here, at a protest her hippy mother dragged her to.The reason I’d brought her: Returning from the zoo one day last spring, we got to talk talking about polar bears and climate change and what our family could do to stop it.“Protests don’t change anything,” she’d replied to my suggestion.Since then, I’ve been working to convince her otherwise.We visited the Greenpeace warehouse in Leslieville twice so she could make her placard alongside some other young activists. This was a success. The activists were welcoming and fun, and she loves art. This was a warehouse full of art supplies! And now we were here at Queen’s Park, surrounded by thousands of people with signs and banners and costumes and drums, and my 9-year-old was preparing to brawl with Levant, arguably the one person in the crowd who would confirm her doubts.Instead he honed his microphone onto me. Did I own a car? Were my clothes made from synthetics? See, I was a hypocrite! Why did I think I was better than everyone else? “You’re being mean to my mom,” Lyla whispered before Levant walked away.The vegans rallied around us.“We are not perfect,” one told Lyla. “But we’re trying.”“He’s entitled to his opinions. But we all think otherwise,” another said.I realized two things. One, I couldn’t control Lyla’s experience at the protest any more than I could control her time at recess. And two, why waste this precious time arguing? You can do that every day on the subway. The whole point of coming here was to be surrounded by like-minded people.See, we are not the only people worrying in our basement about future floods and fleeing migrants and dying polar bears! There were thousands of others, spilling down Queen’s Park as far we could see. What a hopeful sight.The power of a protest is not just the result, but also the process.We marched down the middle of the grand avenue with a giant sea serpent swimming behind us, and Gloria Gaynor belting out “I Will Survive” from speakers attached to the back of one marcher’s bike.Oh, what fun. We were in a parade! “Hey, ho, Stephen Harper has got to go,” the women behind us chanted, and Lyla joined in. “This is what democracy looks like.”But still she had questions. My kid has a dogged mind.“Will this protest change something?” she asked, while we were walking down Dundas St. W.I turned to other parents in the crowd to give her their responses.One father told her it will convince politicians that climate change is a big issue for the upcoming election. (Good point.) Another, walking with his two sons, said he thought it would encourage other people to get involved — people who are worried but haven’t done anything yet. (Agreed.) Change doesn’t happen swiftly. It builds up, I told her. You never know which crack will unleash the dam.Parenting is similar.We got to Allan Gardens, where volunteers offered us water and bananas, and a woman on stilts danced to the drumming of a samba band. An elder with the Chippewa of the Thames First Nations offered his eagle feather fan for Lyla to touch.The city felt like a small, picturesque village.We found a patch of grass in the shade, where Lyla did cartwheels and I lay down, listening to Joel Plaskett strum his acoustic guitar and sing.A magician with a glass ball came by to tell us that a kids’ craft table had been set up.Could you think of a better way to pass a Sunday with your kid? “I like protests,” Lyla said, before settling down beside me. Levant, a well-known — and certainly controversial — former host with the now-defunct Sun News Network, describes himself as a “lawyer, author and all-round trouble-maker” who is now “rebel commander” of therebel.media, his start-up “news, opinion and activism” website.Given the vast chasm in perspectives between these two, it is not hard to imagine that sparks might fly should this columnist and that commentator engage in debate at a climate change protest.Indeed, as Porter’s July 7 column, headlined, “My daughter’s run-in with a right-wing bully” and Levant’s subsequent letter to the editor rebutting her column, titled “Ezra Levant begs to differ,” make clear, things did not go at all well when the two met at the recent “Jobs, Justice and Climate” protest march outside Queen’s Park.That too is an understatement. Porter’s column and Levant’s letter provide two opposing narratives on what happened between the pair when Porter took her nine-year-old daughter, Lyla, to her first protest.That’s not particularly surprising: ask a half dozen people to describe what they believe happened at a traffic accident in which they were involved or witnessed and you’re likely to receive as many different narratives with each storyteller fixed on contradictory details and omitting or confusing relevant information. Discerning the “truth” in such situations is never easy.In the case of this run-in, however, there is video evidence that tells its own truth, at least when the camera was turned on. As we’ve seen in widely circulated videos that have captured wayward police in action, video can provide powerful evidence of what happened when trying to sort out conflicting narratives. But, it doesn’t always tell the entire story, and as you will see, what is not captured on camera remains a significant issue of serious journalistic concern.But, what is not in question here is that Porter’s column fell short of the Star’s journalistic standards regarding accuracy and fairness. It misled readers in omitting key facts captured on the video, portraying Levant as having been mean to her daughter when the video evidence makes clear that was just not so. This controversy also raises significant questions about Star standards regarding the need for journalists to clearly identify themselves to those they write about and newsroom policies regarding columnists, advocacy and journalists involving their children in their work.Porter acknowledges she fell short here: “I made some mistakes,” she told me.Editor Michael Cooke concurs: “Catherine Porter especially regrets these failings, and I apologize on behalf of the paper. Lessons learned. The hard way,” he said.“The public editor’s column and an up-coming column by Catherine Porter herself are the Star’s best efforts to correct this.”The video that captured Porter and Levant at the protest was shot by Levant’s team, posted on his website (with his own commentary) and on YouTube, where it has received more than 21,000 views. Given that the video presents a significantly different view of events than Porter presented in her Star column about her daughter’s first protest, it is not surprising that we’ve heard from more than 100 readers questioning the column’s accuracy and fairness. This is of serious concern to the Star, but as Porter left for a wilderness canoe trip immediately after her column was published, we could not talk with her about these issues until this week.To be fair to Levant, even before her return, the Star gave him the opportunity to respond in a prominent letter to the editor that pointed readers to his video.To some extent, even with the video evidence, this remains a classic case of a “he said, she said” dispute because not everything of concern was captured on video and both journalists continue to have their own interpretation of what the camera shows and what elements matter most.I was not there so I cannot pronounce judgment on whose version is “the truth.” But, as public editor, it is my role to consider matters of accuracy, fairness and the Star’s journalistic standards and to tell you where I believe the Star fell short.I have looked at these issues closely. I have carefully read Porter’s column and viewed three videos Levant has posted. I’ve talked many times to Porter and her editors and with Levant on telephone this week. Levant has been nothing but polite and civil with me. At my request, he provided the Star with what he assures me was the “unedited, raw” videotape starting from 15 minutes before the encounter with Porter and ending about a minute after.For me, the most important matter regarding Star policy is the critical question of whether Porter identified herself to Levant as a Toronto Star journalist on assignment for the Star. This is one of the most basic fundamentals not only of the Star, but of journalism: the “contract” between a journalist and a subject of a potential story. Star policy decrees that Star journalists must always identify themselves as journalists, except in rare circumstances when “undercover” reporting is approved by senior editors.Porter is adamant she told Levant she was a Star journalist. He is just as adamant she did not.He told me he had no idea she was a Star journalist until her column was published. Previous to that, he said, he viewed her simply as mother who asked him to talk to her child at the rally. In his initial report of the protest, edited, he said, before Porter’s column was published, he refers to her in this way.“I had no idea who she was,” he said. “If I knew I was dealing with a Toronto Star journalist things would have gone down quite different. Do you really think I would not have made hay with that from the outset?”There is no video evidence that shows Porter identifying herself as a journalist; on camera we see her stating her name only. But, Levant acknowledges that the camera was not turned on in the minute or so before Porter states her name. She believes that was when she told him she writes a column for the Star and that her daughter was waiting to ask a question.“It is possible Ezra did not hear me say I was a columnist at the Toronto Star. We were at a protest. It was noisy,” Porter said. “I most absolutely told him that.”Both Porter and Levant can offer up witnesses who they believe can support their version of what happened in regard to this critical point. I have not talked to any of them because I see little point in engaging in further “he said, she said” competing narratives. I don’t see how it can resolve this matter with any certainty.Bottom line: I believe — and so do Porter’s editors — that it was her responsibility to make certain Levant clearly understood she was a Star journalist. Such an understanding seems not to have come about, despite her recollection of telling him so. She acknowledges she did not have her journalist’s notebook in hand; nor did she think to give him her card identifying herself as a journalist.On the question of accuracy, Porter’s column has a clear factual error, which she now acknowledges. She reported that before Levant walked away, her daughter whispered, “You’re being mean to my mom.” In fact, as we see and hear on camera, Lyla said, “You’re talking to my mommy, you know that, right?”Porter, who wrote the column the day after the protest, did not take any notes during her encounter with Levant – an issue for me. She wrote from memory and misremembered what her daughter had said at that particular time.While Porter told me Lyla did say the words she reported at some point after the encounter, that’s not what the camera shows. In journalism, the words within quotation marks must be the exact words stated so this misquote is a journalistic lapse caused, I believe by not doing the proper due diligence of taking careful notes on assignment for the Star. Certainly journalists need notes to support what they publish, especially when it puts someone in a bad light.On the issue of fairness, Porter’s column distorts what the camera shows us in telling readers in the first sentence that, “My daughter’s first protest started off with a fight.” From this, the reasonable reader would likely conclude that Levant, whom Porter described as a “right-wing broadcasting bully” had brawled with a nine-year-old girl. As the video shows, Levant was kind and gentle to Lyla, engaging with her in a charming manner. Porter column is misleading in not telling readers that Levant played nice with her daughter. She omitted this entirely.Porter says her opening sentence was meant to refer to what she saw as her fight with Levant, witnessed by her daughter, standing by her side. Porter regarded her exchange with Levant as a disturbing incident that left her and her daughter shaken. That encounter remained top of mind the next day when she sat down to write her column and, she says, that’s why she opened her piece by referring to a “fight” with the well-known Levant.The column also misleads by not telling readers that Levant was reluctant to talk to Porter’s daughter at all because he prefers not to interview children. She also omits the fact that she asked him to talk with her daughter, when the little girl could not get Levant’s attention.The raw video shows, as Porter wrote, that her daughter did indeed go over to talk with Levant, placard in hand. It clearly captures Lyla hovering in the background, waiting to talk to Levant as he interviewed others. But it also clearly shows him saying that he does not want a “little person” on film.Porter should have been straight-up about what the camera also captured – her calling to Levant and saying “she has a question for you” and then stating on camera (in response to his request to her to grant him explicit permission to talk to her daughter): “My name is Catherine Porter and I give you permission to talk to my daughter, Lyla Burt.”In fairness to Porter, I don’t think Levant has been fair to her on this point either. He has reported repeatedly that Porter called him over to talk to her daughter, stating that Porter “made up” the fact that Lyla went over to him, without telling his audience what the camera also shows – Lyla walking over to him with her placard in hand and waiting to talk to him. Even if he did not notice the girl at the time, the raw video does not support his subsequent charge that Porter lied about her daughter going over to him.From the outset, Porter made clear that it was Lyla, not her, who initiated contact with Levant. She said she then interjected on Lyla’s behalf, calling out to Levant because her daughter wanted to ask him a question about climate change. As Porter wrote, she and Lyla were watching Levant interview a man in a chicken costume when mom told daughter that Levant does not believe in climate change.“Lyla and I have been speaking a lot about climate change deniers. ‘How can they not believe, she keeps asking?’ I tell her I’m not sure, but I think they just don’t believe in it. So, when she said she wanted to ask Ezra Levant why he doesn’t believe in climate change, I thought — why not? “That was very stupid,” she added. “I was naïve, totally naïve.”This matter also raises questions regarding other Star journalistic standards and policies. Foremost, given the Star’s standards regarding journalistic impartiality, I grow uncomfortable at seeing video footage of a Star journalist marching in a protest carrying a sign – whatever the cause. Certainly had any news reporter put themselves in such a situation, it would be a clear violation of Star policy.But, Porter is a columnist and the policy is murky about whether Star columnists – who have wide latitude to express their own opinions — can act in public in line with those opinions, so long as they are fully transparent.While many other columnists have told me they would never participate in such public events, believing in the impartiality principle that “it is not proper for journalists to be both actors and critics,” Porter is a columnist who is also a social justice advocate and newsroom leaders have endorsed that role for her.Porter is right in her understanding that she has explicit permission – and encouragement – to take a public stand and act in line with her views on social justice issues. Certainly the editors who asked her to write about the climate change rally understood that she was participating in the protest as a means of introducing her daughter to the power of protest.Second, this leads to questions about whether Porter let her ideology get in the way of the accuracy and fairness demanded of any journalist. Did she only see what she wanted to see and not see that Levant was charming to her daughter because that was not in line with their ideological differences? Another example that puzzles me and many others: Porter wrote that she saw Levant “belittling” the man dressed up like a chicken. What I saw on the video didn’t seem to me to Levant belittling the guy. But, that’s her perspective.Readers have also raised questions about whether the columnist “used” her daughter as “bait” to set-up a “gotcha” column about Levant. I don’t believe there was any such intention on Porter’s part and I hope she’ll write her own column to address this troubling matter.A few points are important to me on this issue: There is nothing in the Star’s policy to address questions about a parent involving a family member on an assignment, beyond the need for transparency. And, certainly Porter is not the first Star journalist to write about her children. Indeed, as editor Cooke made clear to me, columnists are often expected to write about their own lives and broader experiences.As well, Porter had been very clear in recent columns about her intention to expose her daughter to protests after Lyla had told her she didn’t think protests work. “I planned to show her otherwise,” she said.“The point of me taking my daughter to the march, from my perspective, was to show her the power you can feel there. I wanted her to get a whiff of camaraderie and agency that protests inspire,” Porter told me.It is certainly well outside the scope of my role to express judgment on Porter’s parenting decisions. What I do question however is whether her role as a good mom intent on looking out for her daughter at her first protest took precedence here over her responsibilities as a Toronto Star journalist.publiced@thestar.ca

He was not above seducing a young model by showing interest in her father’s cancer. He promised other women his mentorship and career advice before pushing them for sex acts. And he tried to use financial sleight of hand to keep his wife from finding out about his serial philandering.Bill Cosby admitted to all of this and more over four days of intense questioning 10 years ago at a Philadelphia hotel, where he defended himself in a deposition for a lawsuit filed by a young woman who accused him of drugging and molesting her.Even as Mr. Cosby denied he was a sexual predator who assaulted many women, he presented himself in the deposition as an unapologetic, cavalier playboy, someone who used a combination of fame, apparent concern and powerful sedatives in a calculated pursuit of young women — a profile at odds with the popular image he so long enjoyed, that of father figure and public moralistIn the deposition, which Mr. Cosby has for years managed to keep private but was obtained by The New York Times, the entertainer comes across as alternately annoyed, mocking, occasionally charming and sometimes boastful, often blithely describing sexual encounters in graphic detail.-Document: Excerpts From Bill Cosby’s Deposition-He talked of the 19-year-old aspiring model who sent him her poem and ended up on his sofa, where, Mr. Cosby said, she pleasured him with lotion.He spoke with casual disregard about ending a relationship with another model so he could pursue other women. “Moving on,” was his phrase.He suggested he was skilled in picking up the nonverbal cues that signal a woman’s consent.“I think I’m a pretty decent reader of people and their emotions in these romantic sexual things, whatever you want to call them,” he said.Through it all, his manner was largely one of casual indifference.At one point in the first day of questioning, Dolores M. Troiani, the lawyer for the plaintiff in the case, Andrea Constand, a young woman who worked at Temple University as a basketball manager, seemed struck by Mr. Cosby’s jocular manner.“I think you’re making light of a very serious situation,” she said, to which Mr. Cosby replied: “That may very well be.”Interest in Mr. Cosby’s deposition grew this month when a federal judge unsealed a 62-page memorandum of law in the case, which had been settled in 2006. The memorandum contained excerpts from the deposition, including Mr. Cosby’s acknowledgment that he had obtained quaaludes as part of his effort to have sex with women.The parties have been prohibited from releasing the memorandum because of a confidentiality clause that was part of the settlement agreement, but the deposition itself was never sealed. This month, Ms. Constand’s lawyer asked the court to lift the confidentiality clause so her client would be free to release the nearly 1,000-page deposition transcript. The Times later learned that the transcript was already publicly available through a court reporting service.Mr. Cosby has never been charged with a crime and has repeatedly denied the accusations of sexual assault, now leveled by dozens of women. David Brokaw, Mr. Cosby’s publicist, did not respond to requests for comment on Saturday. Ms. Troiani declined to comment. In three suits, women who accused Mr. Cosby of sexual misconduct are pursuing civil claims against him. In addition, the Los Angeles police have said they are reviewing a complaint of a sexual nature against Mr. Cosby.While Mr. Cosby described encounters with many women through the course of his deposition, it is through his long and detailed descriptions of his relationship with Ms. Constand, who is much younger, that Mr. Cosby’s attitudes, proclivities and approach to women are most clearly revealed. Ms. Constand was present for at least some of Mr. Cosby’s testimony in the Rittenhouse Hotel in Philadelphia.-An Interest Piqued-First spotting her at Temple University in the early 2000s, Mr. Cosby said he felt romantic interest immediately (“She’s good-looking”), and began a relationship that led, in his telling, to dinners and more.Asked how he wooed her, Mr. Cosby, who has been married since 1964, responded: “Inviting her to my house, talking to her about personal situations dealing with her life, growth, education.”He painted his relationship with Ms. Constand as one of mentor and mentee, casting himself in the role of an experienced guide and offering her the benefit of his contacts, fame and experience.At times he described becoming frustrated after Ms. Constand failed to follow his advice, such as when he wanted her to pursue her interest in sports broadcasting by calling someone and she did not. “Here’s a mentor, Bill Cosby, who is in the business, Bill Cosby, who happens to know something about what to do and Andrea is not picking up on it,” he said.Ms. Constand ultimately went to the police to complain of Mr. Cosby’s behavior, but in his telling, his seduction was one of persistence and patience.Early on in his courtship, he arranged an intimate meal alone with her at his Pennsylvania home, complete with Cognac, dimmed lights and a fire, he said. At one point he led her to his back porch, out of sight from his chef. “I take her hair and I pull it back and I have her face like this,” he said. “And I’m talking to her ...And I talked to her about relaxing, being strong. And I said to her, come in, meaning her body.”But the two remained inches apart, he said, and he did not try to kiss her because he did not sense she wanted him to. Nevertheless, at the next dinner he said they had what he described as a “sexual moment,” short of intercourse. He described her afterward as having “a glow.”Expounding on his philosophy about sex, Mr. Cosby said he tended to refrain from intercourse because he did not want women to fall in love with him. To him, he said, the act of sexual intercourse “is something that I feel the woman will succumb to more of a romance and more of a feeling, not love, but it’s deeper than a playful situation.” As far as he and Ms. Constand went, he said, they were “playing sex, we’re playing, petting, we’re playing.”Was he in love with her? “No.”Yet the association endured for a few years, until one night at his Pennsylvania home, when Ms. Constand said Mr. Cosby drugged and molested her.Mr. Cosby said he gave her one and a half tablets of Benadryl to relieve stress, they kissed and had sexual contact. Her lawyer said she believed it was a much more powerful drug.Some time later, after Ms. Constand had moved home to Canada, Mr. Cosby spoke with Ms. Constand’s mother on the telephone. The mother, he said, was upset about what her daughter said Mr. Cosby had done, describing the experience as “a mother’s nightmare.”In the deposition, he said he was worried that Ms. Constand’s mother would think of him as a “dirty old man.”During the call, Mr. Cosby told the deposing lawyers, he wanted Ms. Constand to tell her mother “about the orgasm” so that she would realize it was consensual.“Tell your mother about the orgasm. Tell your mother how we talked,” he said he remembered thinking.Subsequently, concerned that Ms. Constand and her mother might seek to embarrass him, he said he offered to help pay for Ms. Constand’s further education. Years earlier, he offered to reward another woman, Therese Serignese, whom he had met at the Las Vegas Hilton in 1976, with money as a bonus for good grades.-Hiding His Behavior-It is difficult to say to what extent Mr. Cosby’s wife, Camille, was aware of her husband’s womanizing, though it was certainly clear to her by 1997, when Mr. Cosby acknowledged an affair. Mrs. Cosby suggested at the time that there had been marital problems but they had put them behind them.Still, in the deposition, Mr. Cosby, 78, described going to some lengths to hide his behavior, blocking a magazine article to avoid publicity and funneling money to one woman through his agent so “Mrs. Cosby” wouldn’t find out.In the case of Ms. Constand, who never sought any funds, Mr. Cosby said he imagined his wife would have known he was helping with her education. But, he said, “My wife would not know it was because Andrea and I had had sex and that Andrea was now very, very upset and that she decided that she would like to go to school.”While Mr. Cosby insisted the only drug he had given Ms. Constand was Benadryl, he was open about his access in the 1970s to quaaludes, a sedative also popular as a party drug.He said he obtained seven prescriptions for them over two to three years from a doctor in Los Angeles, ostensibly for a sore back but in reality to give to women.He admitted to giving young women quaaludes at that time “the same as a person would say have a drink,” he said, but not without their knowledge.Though he portrayed the drug-taking and sex as consensual, Mr. Cosby — when asked whether Ms. Serignese was in a position to consent to sexual intercourse after he gave her quaaludes in 1976 — said: “I don’t know.”Joseph Cammarata, a lawyer for Ms. Serignese and two other women who are suing Mr. Cosby for defamation, said of the deposition: “This information is important because it sheds light on the private practices of a man who holds himself out as a public moralist.”-A Life of Wealth-During the questioning, Mr. Cosby cast himself as a sensitive and attentive supporter of Ms. Constand, though his tone changed when addressing Ms. Constand in the present tense.Asked by Ms. Constand’s lawyer about how he felt when Ms. Constand cried during her own deposition, Mr. Cosby was unsparing: “I think Andrea is a liar and I know she’s a liar because I was there. I was there.”And he could be dispassionate in recalling former relationships. With a woman named Beth Ferrier, a model he met in the 1980s, he recalled inquiring after her career and her father, who had died of cancer.“Did you ask her those questions because you wanted to have sexual contact with her?” Ms. Troiani asked.“Yes,” Mr. Cosby responded.Still, he said he viewed himself as a good person, worthy of trust, and chivalrous in his desire to never tell others about the women with whom he had sex.“I am a man, the only way you will hear about who I had sex with is from the person I had it with,” he said.In some passages, Mr. Cosby offered a glimpse into a life long insulated by perks and wealth. Some idiosyncrasies are revealed, like his penchant for sweatpants (he had at least 100, he said), how he used the name Seymour Rapaport as an alias in the 1970s and 1980s when he traveled, and how many of his employees signed confidentiality agreements.In the deposition, Mr. Cosby described sexual liaisons — he sometimes calls them rendezvous — with at least five women, and having a “romantic” interest in two more, in locations like Denver, Las Vegas and New York and Pennsylvania, in hotels or in one of his homes.In the court case, 13 women came forward with anonymous sworn statements to support Ms. Constand, saying that they, too, had been molested in some way by Mr. Cosby. But they never had a chance to pursue their claims in court because, six months after the fourth and final day of his deposition, Mr. Cosby settled the case with Ms. Constand on undisclosed terms. His deposition was filed away, another document in a settled court case, until now.Serge F. The Muslim holy month of Ramadan ended on Friday, signaling the start of Eid al-Fitr celebrations for Gaza’s inhabitants. The faithful fasted from dawn to dusk each day for a month in the heat of June and July, not knowing what the future held for the Gaza Strip.The members of Hamas did the same. They have received only a few hundred shekels instead of their full salaries for the past four months because of Hamas’s financial hardship. Full salaries are supposed to be paid out this month due to Iranian President Hassan Rouhani’s decision to resume transferring grants from Iran in light of his agreement with the P5+1.Yet despite the hunger, heat and financial hardship, the hundreds of workers digging tunnels under the Israeli border, inside the Gaza Strip and on the Egyptian border, kept on with their labor. That they worked at a slower pace was not because of the fast. Hundreds of Palestinians, members of Hamas, continued building the network, including new attack tunnels to reach Israel in the next war and smuggling tunnels to Sinai. The problem they have encountered over the past few weeks, causing a slowdown in the pace of digging, is a severe shortage of some of the materials critically important for the tunnel industry.Quite a few reports on these tunnels have been published recently in both Israeli and Hamas media. Some in the Israeli defense establishment have a working assumption that, a year after Operation Protective Edge, it is likely that Hamas already has one or more tunnels crossing the border fence and reaching inside Israel.Hamas’s intense focus on its tunnel project can only bolster this assumption. Hamas is putting an enormous amount of effort, personnel and money into digging with heavy engineering equipment.So what has been delaying progress in the digging on the Gazan side lately? Mainly Israel’s discovery that material vital to the tunnel industry is being smuggled from Israel into the Gaza Strip through the Kerem Shalom border crossing. Some of it is dual-use material, some material illegal for import that was hidden in aboveboard supply deliveries.Material for rocket manufacture has also been brought into the Strip via Israel in this way.Excavating tunnels requires — along with working hands and some shovels — steel cables. Tons of steel cables. And engines, pulley blocks, batteries, concrete or wooden panels, metal pallets and various chemicals.The manufacture of rockets, meanwhile, requires electrodes, explosive materials and rocket fuel, among other things.Hamas was managing to smuggle all those things into the Gaza Strip until fairly recently — not through tunnels from Sinai or by sea, but from Israel via Kerem Shalom.Egypt’s intensive anti-smuggling effort on the border with Gaza and at sea off the coast of Rafah had led Hamas to search for other ways to continue supplying its military industry and its military wing in general. One of the solutions Hamas found was to smuggle in various materials and dual-use items from Israel.The items it required could seem like innocent components of civilian equipment, but could easily be repurposed for arms manufacture and for digging tunnels. So Hamas set up an entire hierarchy of funds and personnel for purchasing and acquisition in Israel and the West Bank. This apparatus receives orders from all of Hamas’s various departments: the military wing, of course, and military outposts, installations, tunnels and arms-manufacturing plants.Hamas also set up a network of Palestinian merchants in Gaza to buy the goods; some know nothing of their role in the organization while others are well aware of it. Their job is to supply Hamas indirectly or directly with everything it needs: electronics and communications equipment, construction materials and anything else. This network of merchants works directly with Israeli merchants, who receive orders from them which appear completely innocent. One example is refrigerator motors, which the tunnel excavators can put to their own use. The Israeli merchants might also receive an order for wooden pallets, which were brought into Gaza in large numbers until somebody figured out that they were being used to replace the concrete walls in the tunnels.A series of recent inspections and seizures at the Kerem Shalom border crossing uncovered an attempt to smuggle enough rocket fuel for 4,480 20-kilometer-range rockets. The fuel had been concealed in bags containing a different material.In another case, also at a border crossing to Gaza, one ton of “solidifying material,” an ingredient used in rocket production, was seized. The amount discovered was enough for 50 80-kilometer-range rockets.Electrodes, supposedly a simple item used in industry and construction, became one of the most vital components in Hamas’s rocket-production industry. Thousands of electrodes were seized on their way to Gaza — and the source, of course, was Israel and the West Bank. In one case, Hamas used a butter-production facility in Ramallah, hiding electrodes inside butter containers bound for the Gaza Strip. Another original smuggling method was to conceal electrodes in marble slabs from Hebron’s marble industry. These, too, were discovered at the Kerem Shalom border crossing. The discoveries gave rise to a debate in Israel’s defense establishment: What to do? Do we stop the transfer of goods into Gaza in order to strike at Hamas’s ability to manufacture arms for use against Israel — an act that would increase the hardship in Gaza and increase the risk of a conflict? Or do we continue allowing products to flow into Gaza, with the understanding that there will be a military price to pay? For now, the transfer of goods is continuing, and at greater intensity. Roughly 600 enormous trucks filled with goods from Israel enter the Gaza Strip every day. But at the same time, the defense establishment has heightened its efforts to prevent those dual-purpose materials from getting into the Strip. Wooden pallets are no longer allowed in, leading Hamas to begin chopping down trees in Gaza and taking over civilian wood factories. Hamas’s purchasing and acquisitions department is currently suffering from a shortage of electrodes and chemical materials. A package of electrodes that until recently cost 60 shekels in Gaza now costs 800 shekels. The price for explosives smuggled into Gaza, once $10,000 per ton, has soared to $70,000.But even if the price increase has slowed the pace of rocket manufacture and tunnel excavation, it has not stopped them completely. Some of the materials continue to arrive.The money that the Hamas military industry is spending on supplies, enormous sums in Gaza’s terms, could have been used to pay the salaries of Hamas’s civilian workers — teachers, physicians and so on. The funds for these purchases come from the pockets of Gaza’s inhabitants in the form of bizarre taxes that Hamas has imposed over the past year on anything that moves. According to Israeli statistics, Hamas has spent $30 million on steel over the past two years. In the communications industry, the spending reached nine million shekels per year. Hamas also pays warehouse owners and moving companies some 1.5 million shekels per month (indirectly).And even as Hamas calls for the lifting of the Israeli blockade on Gaza, it pays millions of shekels per month to business owners in Israel who send it merchandise, completely unaware of the goods’ destination.-The effect of the nuclear agreement on Hamas-Hamas’s motivation to engage in future conflict is linked to several factors, its military capability apparently first among them. In other words, if Hamas had sufficient means and capability, it apparently would not hesitate to act against Israel. The more it gathers strength, the greater its motivation will be to go to war. This means that if Israel succeeds in reducing the amount of dual-purpose materials and stopping the smuggling to Gaza, the motivation that is closely linked to Hamas’s military capability will lessen.But a slowdown of the entry of goods will intensify hardship in Gaza, leading the population to pressure Hamas to act to change the situation — mostly likely by taking military action rather than stopping the smuggling for its military industry.There is almost full agreement on the Israeli side about one thing, at least: the construction of a seaport off the Gaza coast, as Hamas is demanding, or of an airport, even with international supervision, will speed up Hamas’s empowerment process many times over.Inside Hamas, there is no doubt that its military wing has been setting the tone since the end of Operation Protective Edge. So has the more radical faction within Hamas. Figures such as Yahya Sinwar and Rawhi Mushtaha, who dance somewhere on the borderline between Izz ad-Din al-Qassam and the political bureau and take a more militant line, grow stronger. The military wing, which is still commanded by Mohammed Deif, and its representatives in the political wing, is arguing with political bureau chief Khaled Mashaal, Ismail Haniyeh and others about tactics and even about strategy.One of the issues being debated is Hamas’s relationship with the Palestinian Authority and the possibility of reconciliation. While Mashaal, Haniyeh and others see the Gaza Strip as part of Hamas’s larger project — a takeover of the PLO and the West Bank even at the price of temporary reconciliation with Fatah and the Palestinian Authority and giving up control of Gaza, the military wing does not accept that. In its view (Sinwar and Mushtaha, together with Fathi Hamad and others, side with the military wing), Gaza is a critically important project in and of itself, and control over it must not be relinquished at any stage.Another issue in the dispute is the direction Hamas will take. Should it grow closer with the Sunni axis headed by Saudi Arabia or the Shiite axis led by Iran? It is quite likely that the agreement reached in Vienna last week on Iran’s nuclear program tipped the scales in favor of the military wing, which wants the more intensive funds and assistance offered by Iran.A final issue has to do with Israel. While the military wing makes more moderate and pragmatic noises from time to time about the need to reconsider the path of jihad, the members of Izz al-Din al-Qassam view holy war as the only way to accomplish Hamas’s goals, which include wiping Israel off the map. The agreement of the P5+1 with Iran could have a critical, negative influence on this issue as well.

Merkel: Bailout agreement is hard for Greece and eurozone-By EUOBSERVER

Jul, 18:02-Greece will receive a €7.16 billion loan on Monday (20 July) after EU member states agreed to use the European Financial Stabilisation Mechanism (EFSM) to provide the money.The loan "will allow Greece to clear its arrears with the International Monetary Fund (IMF) and the Bank of Greece and to repay the European Central Bank (ECB)", the Council of the EU said in a statement.Greece owes €2 billion to the IMF and is due to repay €4.2 billion to the ECB on Monday.ECB chief Mario Draghi said in Thursday (16 July) that he was confident the ECB "will be repaid, as well as the IMF".All EU member states agreed to the EFSM loan after the European Commission, including the UK who said at first that "the eurozone needs to foot its own bill".The EFSM is an EU-wide emergency fund in which all member states, including non-eurozone countries have liabilities.-Guarantees-"A mechanism has been designed so as to ensure that non-euro area member states do not carry any risk," said the Council statement.The commission proposed that the loan is guaranteed by profits made by the ECB on so-called SMP and ANFA programmes.The SMP was a programme of emergency bond-buying operation by the ECB and national central banks from 2010 to 2012. The ANFA is a Eurosystem investment portfolio.With these money available at the ECB, "there is more immediate guarantee for non eurozone countries" in case Greece failed to repay loan, commission vice-president Valdis Dombrovskis said at a press conference.The EU budget will provide a second level of guarantees."Should Greece fail to repay the ECB loan, this amount can be withheld from future EU payments for Greece," Dombrovskis said.The money would be taken from structural fund earmarked for Greece.The loan will be disbursed in two installments and will have to be repaid in three months, after Greece starts receiving the €82 billion to €86 billion bailout for which negotiations will start soon.-Debt-Meanwhile, the European Stability Mechanism approved on Friday the decision to grant Greece a loan programme.This allows the creditors institutions - the EU, the ECB, and the IMF- to negotiate a new Memorandum of Understanding with Greece.But on Friday morning, IMF chief Christine Lagarde warned that her institutions would participate only if a debt relief is included in the programme."I would expect that debt will be part of the negotiations because it is something the IMF insists on and IMF should be part of the third programme", Dombrovskis said at his press conference.

Jul, 09:25-The International Monetary Fund (IMF) will take part in a third Greek bailout only if there is a "complete" programme including a restructuring of Greek debt, the IMF director Christine Lagarde said Friday morning (17 July).The up-to €86 billion bailout plan "is not viable" without debt relief, Lagarde told France's Europe 1 radio."That is why European countries admitted the principle of debt relief" in the euro summit statement signed Monday (13 July), she added.While several eurozone countries, including Germany, are opposed to a haircut on the Greek debt, "there are other modalities", Lagarde said.She did not say how much debt relief is needed, but she said three methods could be used "to make the Greek debt sustainable".Greece's creditors - the EU, the IMF and the European Central Bank (ECB) "could significantly extend maturities, also extend the grace period when no repayment is done, and compress interest to the maximum," she said.In any case, the IMF chief said, her institution will take part only if there is "a complete programme"."A complete programme stands on two legs," she said."The first leg is a Greek leg: deeply reform the economy and hold a healthy fiscal line. The second leg is the creditors' leg: provide financing and restructure the debt to lighten the burden.""This is not a whim," Lagarde said. BRUSSELS, 16. Jul, 18:40-Greek banks are set to reopen on Monday (20 July) after the European Central Bank (ECB) increased the level of its liquidity assistance by €900 million.Meanwhile, Eurozone finance ministers gave their green light to open negotiations for a Greek bailout.Speaking at a press conference in Frankfurt, ECB chief Mario Draghi announced that the bank will increase the level of the Emergency Liquidity Assistance (ELA) by €900 million over one week.The ELA was frozen on 28 June after Greek prime minister Alexis Tsipras announced a referendum on austerity measures requested by Greece's creditors.The new decision will give some breathing space to Greek banks, which have been closed and under capital controls since the referendum announcement.After Draghi's press conference, Greek media said banks would reopen next Monday but the €60-daily withdrawal limit will remain in place.Draghi himself said that when exactly capital controls will be lifted is "hard to predict" but is "clearly in the interest of the Greek economy".He cautioned there's still a risk of a bank run when banks reopen, adding "the responsibility [to lift controls] is with the Greek government".-Debt relief-"The ECB continues to act on the assumption that Greece is and will remain a member of the euro area," Draghi also said, speaking just a few days after the possibility of a Grexit was explicitly mentioned in a Eurogroup document."It is not up to the ECB to decide who is member or not of the euro area", he added."The ECB acted within its mandate and will continue to so."The ECB chief also said Greece's debt should be reprofiled."It's uncontroversial that debt relief is necessary. The only issue is: What is the best form in our institutional framework," he said.-Bailout-In other developments on Thursday, the Eurogroup decided "to grant in principle" the three-year bailout requested by Greece last week and agreed at a euro summit Monday.Ministers held a conference call after the Greek parliament voted on Wednesday night a first series of reforms and fiscal measures.They said the measures were implemented "in a timely and overall satisfactory manner".The opening of negotiations will depend on eurozone countries' approval of Monday's agreement. A vote in the German Bundestag on Friday will be keenly watched.After the French parliament on Wednesday, the Finnish parliament's grand committee on Thursday also gave a mandate to the Finnish government to negotiate the bailout.The Eurogroup said it expected a formal decision by the European Stability Mechanism (ESM) "by the end of this week" that would "entrust" the EU, the ECB and the International Monetary Fund (IMF) "with the task of swiftly negotiating a Memorandum of Understanding (MoU)" with Greece."The overall purpose is to ensure that Greece will become a thriving economy in the euro area," Mario Draghi said.-Regling-In an interview with Germany's ARD channel, ESM chief Klaus Regling said the fund would provide "perhaps €50 billion"."One reason is that the IMF is part of the rescue package," Regling said."Privatisation receipts will also be part of the package. And I also expect that in this three-year period Greece will regain market access, if the reforms are implemented".In the meantime, EU finance ministers were still discussing the modalities of an emergency €7 billion loan through the European Financial Stabilisation Mechanism (EFSM)."There is an agreement in principle on EFSM-based bridge financing for Greece, procedure to be finalised by tomorrow at noon", said commission vice-president Valdis Dombrovskis.Greece needs €7 billion before Monday (20 July), mainly to repay a €4.2 billion debt to the ECB and €2 billion arrears to IMF."We will be repaid, as well as the IMF," Draghi said.
