FROM THE BALTIMORE SUN-PAMELA WOOD AND SCOTT DANCE-MAY 01,2015
All six officers were in custody and being processed at Baltimore Central Booking and Intake Center as of 2 p.m., said Gerard Shields, a spokesman for the department of Public Safety and Correctional Services.

Officer Caesar Goodson Jr., 45, who was the driver of a police van that carried Gray through the streets of Baltimore, was charged with second-degree murder, manslaughter, second-degree assault, two vehicular manslaughter charges and misconduct in office. A man who answered the phone at Goodson's home declined to comment and hung up the phone.

Officer William Porter, 25, was charged with involuntary manslaughter, second-degree assault and misconduct in office.

Lt. Brian Rice, 41, was charged with involuntary manslaughter, second-degree assault and misconduct in office.

Sgt. Alicia White, 30, was charged with involuntary manslaughter, second-degree assault and misconduct in office.

Officer Edward Nero, 29, was charged with second-degree assault and misconduct in office.

Officer Garrett Miller, 26, was charged with second-degree assault, misconduct in office and false imprisonment.

If convicted of all charges, Goodson would face up to 63 years in prison, Rice would face up to 30 years and Porter, Nero, Miller and White would face up to 20 years.

Gray suffered a "severe and critical neck injury" as a result of being handcuffed, shackled and not seat-belted in the van, Mosby said.Everything was rushed through to get charges created against these cops to appease the rioters. However, it won't appease them, as their goals are more than protesting Freddie Gray's death. He means nothing to them. They want an excuse to riot. Mosby said an investigation found officers placed Gray in wrist and ankle restraints and left him stomach-down on the floor of a police van as they drove around West Baltimore. On at least five occasions, officers placed Gray in the van or checked on him and failed to secure him, she said. By the time the van reached the Western District police station, he was not breathing and was in cardiac arrest, she said.Mosby called the investigation, which she said began the day after Gray's arrest, "comprehensive, thorough and independent." She worked quickly in filing charges, which came the morning after Baltimore police handed over their investigation to her office. The police investigation was turned over a day earlier than promised.Just before Mosby announced the criminal charges, the Baltimore police union defended the officers involved."Not one of the officers involved in this tragic situation left home in the morning with the anticipation that someone with whom they interacted would not go home that night," Gene Ryan, president of Fraternal Order of Police Lodge 3, wrote in a letter to Mosby. "As tragic as this situation is, none of the officers involved are responsible for the death of Mr. Gray."The police union asked Mosby to appoint an independent prosecutor in the case, citing her ties to the Gray family's attorney, William Murphy, as well as her lead prosecutor's connections to members of the local media. Murphy donated $5,000 to Mosby's campaign and served on her transition committee.Mayor Stephanie Rawlings-Blake said she is "sickened and heartbroken" over the charges against the officers."No one in our city is above the law," she said. "Justice must apply to all of us equally."Gov. Larry Hogan, who has been in Baltimore all week, said he had no immediate reaction to the officers being charged. He said his sole job is to keep the peace. The Rev. Jesse Jackson said Mosby deserves to be congratulated but cautioned the criminal charges are only a start to a "lengthy process."Everything was rushed through to get charges created against these cops to appease the rioters. However, it won't appease them, as their goals are more than protesting Freddie Gray's death. He means nothing to them. They want an excuse to riot.Shouts of "thank you" and "hallelujah" broke out among bystanders who pressed as close as they could to the media scrum around Mosby. In West Baltimore, cars honked their horns. A man hanging out of a truck window pumped his fists and yelled; "Justice! Justice! Justice!"At the corner where Gray was arrested, 53-year-old Willie Rooks held his hands up in peace signs and screamed, "Justice!"The arrested officers will have their bail set by a court commissioner within 24 hours. If they are not released or cannot post bail, they will go before a judge in District Court the next business day.If they are held, Shields wouldn't say where they would be placed in the jail, citing "security reasons."More statements on the charges are expected over the course of the afternoon. Gray's family and their lawyer are scheduled to speak at 5 p.m.

URGENT - Baltimore Police Union Defends Officers-cnnPOSTED: 10:58 AM CDT May 01, 2015

(CNN) -- In an open letter to Baltimore State's Attorney Marilyn Mosby, the city police union's president said that "none of the officers involved are responsible for the death of (Freddie) Gray." "To the contrary, at all times, each of the officers diligently balanced their obligations to protect Mr. Gray and discharge their duties to protect the public," wrote Baltimore City Fraternal Order of Police President Gene Ryan. Ryan asked in the letter, which came out just before Mosby announced that six officers face charges in Gray's death, that a special independent prosecutor be appointed to look into the case.

UPDATE MAY 01,2015-01:25PM
WELL AFTER BALTIMORE MAYOR STEPHANIE BLAKE MONDAY TOLD THE POLICE TO STEP DOWN AND LET THE KIDS BURN-LOOT-RIOT-DESTROY BALTIMORE.AND REFUSED TO ANSWER FOX NEWS QUESTIONS ABOUT HER DECISION TO LET BALTIMORE BURN MONDAY.SHE WAS SILENCED AND WOULD NOT ANSWER FOX NEWS QUESTIONS.AND SHE WAS PROTECTED BY RACE BATER AL SHARPTON AND HER 2 BODY GUARDS.ONE OF WHICH PUT THEIR HAND IN THE FACE OF THE FOX REPORTER TO GET HIM OUTTA THE MAYORS FACE FROM ASKING HER QUESTIONS. AND ALSO THE 2ND PERSON WHO WAS IN THE POLICE VAN.WAS JUST INTERVIEWED BY CNN.HE SAID HE NEVER HEARD A NOISE IN THE VAN FOR THE 24 MINUTE DRIVE TO THE JAIL.HE ONLY KNEW THERE WAS SOMEBODY ELSE IN THE VAN AFTER HE GOT TO THE JAIL.WERE HE OVER HEARD A COUPLE OF POLICE OFFICERS SAYING. WE SURE GAVE HIM THE RIDE OF HIS LIFE.DIDN'T WE.WE SURE RUFFED HIM UP.OH WOW-THIS WAS EXACTLY WHAT I WROTE ABOUT.THAT IT WAS THE ROUGH RIDE THAT ACCOUNTED FOR THE DEATH OF FREDDIE GRAY.AND LIKE I SAID IN MY COMMENT AT 9:30AM THIS MORNING-I PREDICTED THE DRIVER GOOSON WOULD BE THE ONE TO HAVE THE MOST CHARGES AGAINST HIM.THAT HE WOULD BE THE ONE MOST RESPONSIBLE FOR THE DEATH OF GRAY.AND GOODSON THE POLICE DRIVER DID GET THE MOST AND HARDEST CHARGES AGAINST HIM OF ALL THE 6 OFFICERS CHARGED.AND 5 OF THE 6 OFFICERS ARE IN CUSTODY ALREADY. ONLY ONE MORE OFFICER TO GET ARRESTED IN THIS INITIAL ARREST CHARGES AGAINST THESE OFFICERS.ATTORNEY MARILYN MOSBY SAID THE MEDICAL EXAMINER AND HOSPITAL RECORDS SAID IT WAS HOMOCIDE.AND THAT WAS THE MAIN REASON SHE BROUGHT THE CHARGES AGAINST THE 6 POLICE OFFICERS.AS WELL AS REFUSING TO GET HIM MEDICAL ATTENTION.AND SHE ALSO SAID IT WAS A RESULT OF HARSH ACTION IN THE POLICE VAN THAT ALSO CAUSED HIS DEATH IN WAYS.

UPDATE MAY 01,2015-09:34AM

YESTERDAY I DONE THE SITUATION THAT FREDDIE GRAY KILLED HIMSELF IN THE VAN. TODAY I WILL BE DOING HOW GRAY DIED BECAUSE OF WHAT POLICE CALL THE ROUGH RIDE TREATMENT.HOW THEY GIVE A PRISONER A RUFF RIDE IF HES ACTING UP IN THE PADDY WAGON.BUT ONLY THE POLICE DRIVER WILL BE RESPON SIBLE IN MY SITUATION.THE OTHER 5 OFFICERS WILL NOT BE RESPONSIBLE FOR GRAYS INJURIES.

BUT BEFORE I DO THE SITUATION.LAST NIGHT WAS DAY 3 CURFEW AT BALTIMORE. ONE PERSON I SEEN GET ARRESTED FOR SCREAMING AT POLICE AND ACTING UP.BUT BY 10:45PM-MOST OF THE CITIZENS WERE OFF THE STREET AND ON THEIR WAY HOME.THERE WAS ONE STRANGE EVEN THOUGH.EITHER A MAN OR WOMAN DRIVER OF A TRANSPORT TRUCK.WAS FOUND KILLED.OR COMMITTED SUICIDE. OR DIED OF NATURAL CAUSES IN THE CAB OF THE TRANSPORT TRUCK.ONLY THE CAB WAS PARKED A BLOCK FROM CVS-PHARMACY-THAT WAS LOOTED AND BURNT OUT LAST MONDAY.POLCE TOOK THE BODY FROM THE SCENE.AND TOLD TV NOT TO FILM THE DEAD BODY.OTHER THEN THAT.NIGHT 3 OF THE CURFEW IN BALTIMORE LOOKED LIKE IT WENT PEACEFUL.I WILL UPDATE NUMBERS OF ARRESTS LATER ON TODAY.NOW TO MY IDEA OF HOW GRAY DIED AT THE HANDS OF THE OFFICER DRIVING THE PADDY WAGON.

ROUGH RIDE DEFINITION
-SUDDEN STOPS.(QUICK)
-SUDDEN STARTS.(QUICK)
-FAST TURNS TO MAKE PRISONER ROLL OFF THE SEAT.

THUG OFFICER DRIVER SCENARIO

OK-SO THE 6 OFFICERS ARREST FREDDIE GRAY AND TAKE HIM TO THE PADDY WAGON.AND PUT HIM INSIDE.WE KNOW HE WAS OK BECAUSE HE STEPPED UP ON THE VAN AND WAS PUT IN THE RIGHT SIDE OF THE POLICE VAN.THEN GRAY WAS OVIOUSLY ACTING UP.HITTING THE WALLS IN THE BACK OF THE VAN WHILE STANDING UP.BECAUSE HE HAD HAND CUFFS ON.BUT HIS FEET WERE FREE TO WANDER THE PADDY WAGON.THEN THE POLICE DRIVER GOT MAD.AND SUDDENLY STOPPED AT THE FIRST STOP.AND TOLD OTHER OFFICERS TO PUT SHACKLES ON HIS LEGS.TO MAKE HIM STOP POUNDING ON THE WALLS AND BACK DOOR.THE OTHER OFFICERS PUT THE SHACKLES ON HIM.AND THE POLICE DRIVER-DROVE ON.THEN OVIOUSLY GRAY WAS STILL POUNDING ON THE WALLS EVEN THOUGH HE WAS SHACKLED AT HIS FEET.AND HAND CUFFS ON.THE POLICE DRIVER THEN STOPPED A 2ND AND 3RD TIMES.TO CHECK OUT GRAY.AND TO TELL HIM.QUIT BANGING ON THE WALLS AND BACK DOOR.WHILE THIS WAS GOING ON BY GRAY IN THE BACK.THE POLICE DRIVER WHO WAS DRIVING THE PADDY WAGON WAS GIVING GRAY A ROUGH RIDE.HE STOPPED SUDDENLY AT STOP LIGHTS.QUICK JERK START UPS AT STOP LIGHTS.AND AROUND THE CORNERS.THE DRIVER WOULD DO SHARP FAST TURNS SO GRAY IN THE BACK WOULD GO FLYING OFF THE BED OR BENCH IN THE BACK.SO THIS WOULD MAKE GRAY MAD WITH THE DRIVER DOING THIS ROUGH RIDE SITUATION.AND GRAY WOULD POUND ON THE WALLS AND DOOR.TO GIVE THE DRIVER POLICE THUG.A HINT.QUIT DOING THIS ROUGH RIDE ON ME.OR I WILL CONTINUE POUNDING ON THE WALLS AND DOOR.THE DRIVER THEN WENT TO THE 4TH STOP.BUT IT WAS TO PICK UP ANOTHER PRISONER.THAT 2ND PRISONER WAS PUT IN THE LEFT COMPARTMENT FOR THE LAST 24 MINUTE RIDE TO THE JAIL.THE DRIVER PROBABLY LOOKED IN ON GRAY FOR THE FINAL TIME.AND TOLD GRAY.QUIT POUNDING ON THE WALLS AND DOOR.OK-SO THE DRIVER GOT IN THE VAN.AND STARTED DRIVING TO THE JAIL.BUT GRAY WAS STILL POUNDING ON THE WALLS AND BACK DOOR OF THE VAN.SO THE POLICE DRIVER WAS REALLY UPSET BY NOW.AND SAID TO HIMSELF.I WILL MAKE SURE THIS SUCKER SHUTS UP WITH THIS POUNDING-THIS TIME.SO AT SOME POINT TO THE JAIL.WHILE GRAY WAS POUNDING NEAR THE BACK DOOR.THE POLICE DRIVER WAS COMING TO A STOP SIGN.THE DRIVER SUDDENLY STOPPED THE VAN FAST.WHICH IN TURN MADE GRAY FALL FACE FIRST INTO THE BACK DOOR OF THE POLICE VAN.AND GRAYS HEAD BANGED INTO THE BOLT ON THE BACK DOOR.HIS HEAD SNAPPED BACK.QUICKLY TWISTING HIS HEAD.AND DAMAGING HIS SPINAL CORD AND THROAT.GRAY WOULD HAVE BEEN THROWN REAL HARD TO THE FLOOR OF THE VAN.AND AS A RESULT OF THE HEAD HIT.AND HIS HEAD TWISTING AS HE HIT THE VAN FLOOR.HE WOULD THEN FALL UNCONCIOUS.NEAR THE BACK DOOR OF THE POLICE VAN.THEN THE POLICE DRIVER OF THE VAN WOULD NOT HEAR ANY MORE BANGING FROM GRAY ON THE WALLS OR THE DOOR.SO THE DRIVER WOULD THINK TO HIMSELF.FINALLY GRAY GOT THE HINT.AND STOPPED BANGING.THEN WHEN THEY FINALLY GOT TO THE JAIL.THE POLICE DRIVER WENT AND OPENED THE DOOR TO THE 2ND PRISONER AND GAVE HIM TO ANOTHER OFFICER TO TAKE HIM TO JAIL.THEN THE DRIVER OPENED UP GRAYS SIDE OF THE POLICE PADDY WAGON.AND SEEN THAT GRAY WAS LAYING FACE DOWN ON THE FLOOR OF THE POLICE VAN.NOT RESPONDING TO ANYTHING THE DRIVER SAYS TO HIM.AND GRAYS BODY MUST HAVE BEEN RIGHT NEAR THE BACK DOOR.WERE HE HIT HIS HEAD ON THE BOLT OF THE BACK DOOR.THE POLICE DRIVER THEN CALLED THE MEDICS.AND TOLD THEM TO COME GET AN UNCONSCIOUS PRISONER AT THE JAIL.AND THIS IS MY THUG POLICE DRIVER SCENARIO.HOW GRAY GOT INJURED-THEN DIED A WEEK LATER IN A COMA IN THE HOSPITAL.

Freddie Gray Investigation: Six Cops Charged in His Death-NBC NEWS-MAY 1,2015

Baltimore's state's attorney announced Friday that charges will be filed against six police officers in the death of Freddie Gray."I assured his family that no one is above the law and that I would pursue justice on their behalf," Marilyn Mosby said in a press conference on Friday. The charges against the officers include second-degree murder, manslaughter, assault and misconduct in office, among others. These are Mosby's first public comments on the case. Her announcement that her investigation had determined Gray's death was a homicide was met with cheers from Baltimore residents, who have held protests and riots demanding justice for the 25-year-old.Gray was arrested April 12 and died a week later from his injuries. His death has prompted calls for police reform nationwide.Baltimore's police commissioner said Thursday that his department had handed over confidential information on how Gray died to prosecutors. Meanwhile, the Justice Department is also working on its own independent investigation.Mosby said in Friday's news conference that her office had been investigating Gray's death independent of police's investigation."We knew that this was a serious case," she said. "From day one, we investigated. We're not just relying solely on what we were given by the police department."—Elizabeth Chuck-First published May 1st 2015, 10:46 am

State’s attorney: Freddie Gray’s police-custody death a homicide-By BEN NUCKOLS and AMANDA LEE MYERS-Associated Press-May 1, 2015 Updated 11:15AM-THE TRIBUNE.COM

BALTIMORE — State’s Attorney Marilyn J. Mosby says six officers in the police-custody death of Freddie Gray have been charged. One officer faces a second-degree murder charge while the other officers face manslaughter or assault charges, among others.Mosby says the officers failed to get Gray medical help even though he requested it repeatedly after he was arrested April 12. She called his arrest illegal. At some point while he was in custody, he suffered a mysterious spinal injury and died a week later.

–––

The Baltimore police officers union is asking State’s Attorney Marilyn Mosby to appoint a special independent prosecutor for the Freddie Gray death investigation.Fraternal Order of Police local president Gene Ryan told Mosby in a letter Friday that the union is concerned about her ties to Gray family attorney Billy Murphy.Murphy was among Mosby’s biggest campaign contributors last year, donating the maximum individual amount allowed, $4,000, in June. He was also on Mosby’s transition team after the election. The union says none of the six officers suspended in the investigation is responsible for Gray’s death. The 25-year-old black man died one week after suffering a severe spinal cord injury in police custody.

–––

The state medical examiner’s office says it has sent the autopsy report on Freddie Gray to prosecutors.Officials made the announcement Friday morning. The report is now in the hands of State’s Attorney Marilyn Mosby.Spokesman Bruce Goldfarb says the Office of the Chief State Medical Examiner will not release the report publicly while the case is under investigation.Freddie Gray who died April 19 of spinal injuries he suffered while in police custody. This is a developing story. Reported earlier:Baltimore’s chief prosecutor, just 35 years old and on the job for less than four months, is facing the biggest challenge of her career: deciding whether evidence supports criminal charges against police officers in the death of Freddie Gray.State’s Attorney Marilyn Mosby ousted an established white opponent by promising to hold police accountable. She accused him of being too cozy with officers and too out of touch with the citizens of Baltimore. Mosby and her husband, a Baltimore city councilman, are black and live just blocks from the poverty-stricken community where riots broke out Monday following Gray’s funeral. But even her supporters say Mosby’s close ties to the community won’t save her from criticism.“She better be ready. It’s going to be baptism by fire,” said J. Wyndal Gordon, a longtime defense attorney in Baltimore who has litigated against officers in excessive-force cases. “How she will handle this will define her administration and the future of that office.”Six officers have been suspended with pay while Mosby decides what to do. Police gave her their internal report Thursday, but her office is conducting its own investigation. She has not announced a timetable for her decision. The state medical examiner’s office said Friday that it had given her office the autopsy report and that it will not release it publicly while the case is under investigation.Mosby grew up in Boston and met her husband, Councilman Nick Mosby, while they were students at Tuskegee University in Alabama. After clerking at U.S. Attorney’s offices in Boston and Washington, she joined the Baltimore State’s Attorney’s Office in 2005 and moved up the ranks before leaving to work for an insurance company. She defeated incumbent Gregg Bernstein, who outraised her three-to-one, in last June’s Democratic primary, and faced only write-in opposition in the general election. Her official biography declares that “she is the youngest chief prosecutor of any major city in America.”“I think it’s very unique that a chief prosecutor who – as young as she is, who lives in a community that has a high amount of violence – that’s very unique and she’s probably the only one in the entire country,” Nick Mosby said. “She’s from the inner city, she lives in the inner city, she knows the inner city.”Mosby has three legal options: charge the officers, decline to charge them or seek a grand jury indictment.Practically speaking, she is almost certain to seek an indictment, said Andrew Levy, a Baltimore defense attorney and an adjunct professor at the University of Maryland School of Law.Charging the officers without going to a grand jury would require Mosby’s office to persuade a judge that there is probable cause that a crime was committed, a procedural step prosecutors often avoid in high-profile cases. Declining to charge the officers could be seen as a betrayal by the protesters who have flooded city streets since Gray’s death.Mosby could present a grand jury with a menu of potential charges including assault, involuntary or voluntary manslaughter, or even murder. Juries in Baltimore criminal trials tend to be distrustful of police officers, an attitude that could work in Mosby’s favor if she decides the officers committed crimes.“The conventional wisdom would be that a Baltimore city grand jury would not be reluctant to indict a police officer,” Levy said. Some of her critics say her campaign pledges and political success could compromise justice in the Gray case.Warren Brown, a veteran Baltimore defense attorney who supported Mosby’s opponent, said the prosecutor’s decision would be inextricably linked to her and her husband’s political aspirations. He said Mosby is being pressured to indict the officers on murder or voluntary manslaughter charges in Gray’s death, which he doesn’t think the evidence supports.“She is a politician; her husband is a politician. This is a watershed event,” Brown said. “There’s a lot of collateral damage if she does not indict. For her and her husband, they would be drummed out of office. There’s no way they could survive in the city, let alone ask people to vote for them at a later date. She’s going to find a way.”Brown and Ivan Bates, a former prosecutor and a current defense attorney in Baltimore, both expressed concerns about Mosby’s ties to the attorney representing Gray’s family, Billy Murphy.Murphy was among Mosby’s biggest campaign contributors last year, donating the maximum individual amount allowed, $4,000, in June. He was also on Mosby’s transition team after the election, and Bates described him as a mentor to her.“I think she has too much pressure to not indict, from the pressure of her husband’s constituents, of her mentor Billy Murphy, and of the pressure of making sure she wants to hold on to her job in four years,” Bates said. “She’s going to feel the need to indict.”Mosby’s office did not respond to interview requests. In a statement Thursday, she said her office was still investigating and pleaded with the public for patience. When she was elected in November, Mosby told The Daily Record newspaper she was excited for the opportunity “to change what has happened in the community.”“I’m living out my dream to reform the criminal justice system,” said Mosby, whose parents and grandfather were all police officers. Mayor Stephanie Rawlings-Blake expressed confidence in Mosby on Thursday, while also welcoming a separate investigation by the U.S. Justice Department, now led by Attorney General Loretta Lynch.“If, with the nation watching, three black women at three different levels can’t get justice and healing for this community, you tell me where we’re going to get it in our country,” the mayor said.Mosby’s record in high- profile cases has been mixed thus far.In January, the morning after she was sworn into office, she announced manslaughter charges against an Episcopal bishop in the hit-and-run death of a cyclist. The bishop, Heather Cook, had not even been arrested when Mosby told a packed news conference that Cook had been drunkenly text-messaging at the time of the crash.Mosby failed, however, to obtain a third trial for a man accused in the slaying of a teenage honor student from North Carolina. Defense attorneys said the re- indictment violated Constitutional protections against double jeopardy, and a judge threw it out. Her office is pursuing an appeal.Mosby was also criticized for firing several veteran prosecutors, some of them in the middle of trials. But she drew praise from lawyers for her leadership team.Clergy protesting at her office Wednesday afternoon said they have faith in the prosecutor, but they are demanding swift justice and transparency.“I support Marilyn Mosby. But now we have to step up and do what we ran on,” said the Rev. Delman Coates, a liberal activist who ran last year for Maryland lieutenant governor. “It’s about substance, not symbolism. It’s not about campaign slogans. It’s about delivering for the people.”–––Follow Ben Nuckols on Twitter at https://twitter.com/APBenNuckols .Follow Amanda Lee Myers on Twitter at https://twitter.com/AmandaLeeAP .

Freddie Gray’s Injury and the Police ‘Rough Ride’-By MANNY FERNANDEZAPRIL 30, 2015-By The New York Times.

In Baltimore, they call it a “rough ride.” In Philadelphia, they had another name for it that hints at the age of the practice — a “nickel ride,” a reference to old-time amusement park rides that cost five cents. Other cities called them joy rides. The slang terms mask a dark tradition of police misconduct in which suspects, seated or lying face down and in handcuffs in the back of a police wagon, are jolted and battered by an intentionally rough and bumpy ride that can do as much damage as a police baton without an officer having to administer a blow. The exact cause of the spinal injury that Freddie Gray, 25, sustained while in police custody in Baltimore before his death April 19 has not been made clear. The police have said that he was not strapped into a seatbelt, a violation of department policy. That has led some to wonder whether he was deliberately left unbuckled, reminiscent of a practice that while little known has left a brutal, costly legacy of severe injuries and multimillion-dollar settlements throughout the country.Residents of Baltimore describe their experience with “rough” rides in police vans. By Gabe Dinsmoor and Steve Ercolani on Publish Date April 30, 2015.A lawyer for the Baltimore police union and news reports Thursday focused on Mr. Gray’s ride in the back of the van after his arrest by Baltimore officers on April 12. “Our position is something happened inside that van,” the lawyer, Michael E. Davey, said at a news conference last week. “We just don’t know what.”Determining exactly how Mr. Gray was injured will be a focus of the investigation. Even if it happened in the van, it does not necessarily point toward an intentional rough ride, a ritual experts said was at least several decades old. “I never saw it, but I’ve heard about it,” said Bernard K. Melekian, the undersheriff of Santa Barbara County, Calif., and a former director of the Justice Department’s community-oriented policing office. “My sense was that that kind of behavior had long been gone.”

The tradition was regarded as a technique by aggressive officers to inflict punishment on those they arrested without ever being accused of physically assaulting them with their weapons or hands. For a suspect with hands cuffed behind him, seated on a thin bench in the back of a speeding police van, a sudden stop or a sharp turn or a bumpy road can cause severe injuries that can leave a person in a wheelchair or disfigured for life. One June night in 1980, Freddie Franklin was walking on 75th Street in Chicago with a friend when he said that a group of police officers wrongfully arrested him, placed him in handcuffs and forced him into the back of a wagon. Two officers drove the van recklessly, to throw him around the floor of the van, he said in a federal lawsuit. According to court documents, by the time Mr. Franklin arrived at the police station, he had bitten off his lower lip.A still from a video made by a bystander at Freddie Gray's arrest. The police say he was not in a seatbelt, making some wonder if he was taken on a “rough ride.”“It’s sort of a retaliatory gesture,” said Robert W. Klotz, a police-procedures expert and former deputy chief of police of the Metropolitan Police Department in Washington. “It’s one of those nebulous type of things where the individual feels they’ve been subjected to it because they’ve been mouthy. The officers say they have no intent in doing anything. It winds up in a he said-she said situation.”Lawyers and police experts said it was impossible to know how widespread the rough-riding practice has been throughout the country. Allegations have surfaced over the years in cities large and small. In 1999, a former police chaplain in Aurora, Ill., a city of nearly 200,000 outside Chicago, filed a civil rights lawsuit accusing the police department there of making it a common practice for drivers to stop suddenly to injure handcuffed suspects. Police leaders denied the allegations, but the suit was later settled. In 2001, The Philadelphia Inquirer published a series of articles detailing injuries sustained by 20 victims of so-called nickel rides. The victims were paid $2.3 million in city legal settlements, although no officer had ever been disciplined for the practice. In response, the police commissioner at the time, John F. Timoney, banned the use of all police wagons not equipped with seatbelts or safety padding. In Chicago, the American Civil Liberties Union represented Mr. Franklin in the federal lawsuit he filed against six police officers, alleging injuries that required two reconstructive operations on his mouth. Although the city’s lawyers denied the officers had done anything wrong, the city settled the lawsuit for $135,000.At least two other Baltimore men, Jeffrey Alston and Dondi Johnson, were paralyzed after police van rides in separate cases that led to lawsuits. Mr. Alston, paralyzed from the neck down, settled for $6 million in 2004.Experts said that nationally, the tradition was no longer as prevalent as it once was. Many departments now require officers to place suspects riding in vans in seatbelts or other restraints. Some agencies use vans that allow prisoners with their hands cuffed behind their backs to hold on to belts behind them. And public scrutiny of police misconduct has helped reform agencies that might have once tolerated or ignored complaints of rough van rides.“I don’t believe this is standard operating procedure,” said Hubert Williams, a former police director of Newark, who is a consultant with the nonprofit Independent Institute. “What’s been happening through the years is that the police have changed. Policing by and large through the years has become more community-oriented and more accountable to the public. But that does not dispose of these questions. I think the absence of accountability is the reason they occur.”A version of this article appears in print on May 1, 2015, on page A18 of the New York edition with the headline: Rides That Have Served as Hard-to-Prove Retribution for the Police.

Protesters ready for May Day march over black man's death in Baltimore-Reuters By Scott Malone and Ian Simpson-MAY 1,15-YAHOONEWS

BALTIMORE (Reuters) - Protesters and the family of a 25-year-old black man who died of injuries sustained while in police custody planned a May Day march in Baltimore as they demanded answers and punishment for the officers involved.Freddie Gray's death is the latest in a string of incidents exposing the tense relations between U.S. minorities and police. Protesters planned to use annual May 1 marches, marking International Labor Day, to focus attention on the case, which follows the killings of unarmed black men in recent months.Police in Baltimore turned over their report on the case a day earlier to prosecutors but released few details publicly, though local media reports suggested Gray may have been injured while he was in the back of a police van. After rioting in Baltimore on Monday, protests have spread to major cities around the United States, resembling scenes of outrage sparked last year by police killings of unarmed black men in Ferguson, Missouri, New York and elsewhere.Baltimore City State's Attorney Marilyn Mosby, a black woman who is the daughter and granddaughter of police officers, has now taken over the investigation to determine what exactly happened to Gray and whether any of the six officers involved in his arrest should face criminal charges. The six have been suspended from duty.Mosby said her office has been conducting its own independent probe. The U.S. Justice Department is also investigating the case."All I want her to do is one thing: Search for the truth," said U.S. Representative Elijah Cummings, a Democrat who has been a fixture in the largely peaceful protests that followed Monday's rioting. "We must allow the process to go forward."Gray suffered spinal injuries some time between his April 12 arrest and his arrival at a police station. Police have said Gray was not restrained during the ride, a violation of department policies. He died a week later.Despite the protests, many questions about Gray's death remain unanswered. But media reports on Thursday provided possible accounts of what may have happened.Multiple law enforcement sources told local broadcaster WJLA that the medical examiner found Gray's neck appeared to have broken when his head slammed into the back of the van. He also suffered a head wound matching a bolt jutting from the vehicle's back door, the sources told the station. The Washington Post cited a prisoner, who rode in the police van with Gray but could not see him, as saying he heard sounds that suggested Gray tried to hurt himself while riding in the vehicle, according to a document written by a police investigator. Many on the streets of Baltimore were skeptical of the idea that Gray's injuries were self-inflicted."The police did that," said Eugene Russell, 46. "And the police are going to get away with it."

'KAFKA-ESQUE NIGHTMARE'

Roughly 270 people have been arrested since Monday's violence - which saw stores looted, dozens of buildings and cars burned, and numerous officers injured - and officials have since imposed a citywide 10:00 p.m. curfew.Police Commissioner Anthony Batts said on Wednesday that more than 100 people had been released without being charged, because officials could not keep up with the paperwork, though he said charges would be brought later. But public defender Marci Tarrant Johnson described the conditions endured by many of the arrestees before their release in a Facebook posting Wednesday that has since gone viral. Johnson wrote that many had been illegally detained for more than 24 hours and that women she interviewed had taken to using slices of bread served as part of their meals as pillows."Interviewing these women was emotionally exhausting. Quite a few of them began crying - so happy to finally see someone who might know why they were there, or perhaps how they might get out of this Kafka-esque nightmare," she wrote."The cells were designed to hold people for a few hours, not a few days," she said.Baltimore police and the state's Department of Public Safety and Correctional Services could not be immediately reached on Friday morning to comment on the allegations. The Associated Press reported on Wednesday that one of the officers involved in Gray's arrest had been hospitalized three years ago over mental health concerns. The report could not be independently confirmed.(Writing by Curtis Skinner; Editing by Bernadette Baum)

Chile's Calbuco Volcano erupts for third time in 8 days-By Michael Martinez, CNN-Updated 4:49 PM ET, Thu April 30, 2015-"There is still smoke on and off," says resident with distant view-The volcano erupts for third time since April 22-About 1,500 people are evacuated, an official says, according to CNN Chile.

(CNN)Chile's Calbuco Volcano erupted again Thursday, marking the third time since last week, the National Service of Geology and Mining said.Gregorio Billikopf lives across Lake Llanquihue from the volcano has been photographing and videotaping the three eruptions and described Thursday's event as spectacular but not as severe as the two prior ones."There is still smoke on and off, but nothing so dramatic (as before)," said Billikopf, a retired university adviser on agricultural issues. "On a good day I can see about eight volcanoes."I understand that the rain that was announced for today would have been a disaster," he added. He lives in a rainy part of Chile, which he described as like a Garden of Eden. The explosion produced an extensive plume, but it was also described as smaller than the eruptions on April 22 and April 23, according to CNN Chile.Deputy Interior Minister Mahmud Aleuy said about 1,500 people were evacuated, and security measures will continue as "contingency plans are operating," CNN Chile reported Thursday. For the past several days, the geology agency has maintained there was a possibility of a third eruption as part of steadily declining seismic activity in the area.A 20-kilometer (12-mile) exclusion zone has been established around the crater, and Chilean authorities have been keeping residents away from that zone.Last week, military and police forces helped evacuate more than 4,400 residents, the Interior Ministry said then. The seismic event is sure to add to the volume of ash already spewed since the first eruption.Ash spread to Argentina in the second eruption, which occurred a day after the first.Evacuations in the region involved not only people but also animals. The volcanic debris has landed and piled up in some places to a depth of almost 2 feet, the Ministry of Interior and Public Safety said.New advisories say airborne ash could reach an altitude of 12,000 feet. There was no immediate information on the strength of the third eruption, but government officials have said the second, spectacular nighttime eruption was stronger than the first one.Last week in Ensenada, houses, trees and even sheep were blanketed gray with ash. People were removing salmon -- a staple of the local economy -- because of fears of contamination from ash and lava. Trucks were used to evacuate farm animals and pets.Residents briefly return before volcano erupts again-Authorities last week issued a red alert for the popular tourist towns of Puerto Montt and Puerto Varas in southern Chile. Last week, people were being evacuated to Puerto Montt on 22 buses and military trucks, the Interior Ministry said. The first eruption set off a bit of a panic in the region."At the beginning, it was small, and later, the cloud grew. And later, there was a huge cloud over you and true terror starts," a Puerto Montt resident said.Another person said: "It was impressive to see an enormous mushroom cloud, with the immense force of the volcano, and to see the ashes. At that point, there was a lot of panic, lots of chaos, traffic jams, people going to supermarkets, everyone looking for water, trying to take out money from the ATMs."Magma expanse under Yellowstone supervolcano more vast than thought-The eruption is a first for many in the region. The last major eruption was in 1962. There was a minor eruption in 1972.Calbuco also belched out a bit of gas and smoke in 1996.

A volcano may be erupting off the Oregon coast, scientists say-Axial Seamount, an active underwater volcano about 300 miles off the coast of Oregon and Washington, appears to be erupting. Three hundred miles off the Pacific Northwest coast, the seafloor has been rumbling.Over the past five months, there were hundreds of small earthquakes on most days at Axial Seamount. Then on April 24, there was a spike: nearly 8,000 earthquakes. The seafloor level dropped more than two meters. Temperatures rose.Scientists believe an underwater volcano is erupting. An eruption is not a threat to coastal residents, researchers say, because the earthquakes are small, mostly magnitude 1 or 2, and the seafloor movements are relatively gradual, so they won't cause a tsunami. The volcanic activity has no relationship to the Cascadia Subduction Zone, which scientists watch closely for signs of a much larger and more destructive earthquake. To Bill Chadwick, an Oregon State University geologist, the eruption at Axial Seamount was not a surprise. He had predicted it would happen this year. He predicted the previous eruption, in 2011, too.Chadwick hopes the lessons he and his collaborator, Scott Nooner at the University of North Carolina Wilmington, learn from Axial Seamount can eventually be applied to volcanoes on land.Land volcanoes have thicker crusts and are influenced by large earthquakes and other nearby volcanoes, among other things, so predictions are more difficult, Chadwick said."Axial Seamount is a pure example, if you will," he said. "It has relatively simple plumbing."Chadwick and other scientists watch the signals at Axial Seamount in real-time via a cable laid out on the seafloor. The cable is part of the Ocean Observatories Initiative funded by the National Science Foundation. The instruments that sent back the volcano's measurements were installed only last summer, said Chadwick, who works out of OSU's Hatfield Marine Science Center in Newport. He is also affiliated with NOAA's Pacific Marine Environmental Laboratory."Volcanoes like this have very fluid magma that is supplied from below, seemingly continuously," Chadwick said. "It's like a balloon filling with air. The seafloor actually rises -- that's what we're measuring."Super sensitive pressure sensors can detect shifts as small as two millimeters, he said. The earthquakes that University of Washington geologist Bill Wilcock detected are caused by magma forcing its way through the rock, Chadwick said.Though the signs seem to point to an eruption, it will likely be months before Chadwick can travel out to Axial Seamount to do the measurements that will say for sure. He has a trip planned for August.

Large Hadron Collider — Mysterious Object Detected In Tube-by 2Paragraphs in Daily Edition | April 29, 2015

The Large Hadron Collider will begin smashing protons again in June, according to Albert De Roeck, a physicist at CERN. The LHC, the largest machine ever constructed, completed a massive $149 million upgrade in April. The upgrade--two years in the making--will allow the LHC to generate far higher energy, which scientists believe will help them unravel ever greater mysteries about the universe and its origins. One concern De Roeck discussed is an "unidentified lying object" that could disrupt the accelerator's beam. Phys.org says physicists believe it's something to be "cautiously aware of." It hasn't caused a problem in the testing so far. "The unidentified lying object turns out not to be a problem for the operation, it's just something to keep an eye on," De Roeck said. "It's in the vacuum tube and it's not a problem if it doesn't move and remains stable." And if it moves?

Nepal quake toll passes 6,200; $2 billion needed for reconstruction-Reuters By Rupam Jain Nair and Gopal Sharma-MAY 1,15-YAHOONEWS

KATHMANDU (Reuters) - The death toll from Nepal's devastating earthquake rose steadily past 6,200 on Friday as fresh aftershocks and the stench of rotting bodies made it hard for nervous survivors to return to their homes.Disposal of the hundreds of bodies still being found six days after the 7.9 magnitude quake devastated the Himalayan nation of 28 million people was becoming a problem for officials, who have ordered immediate cremations."Morgues are full beyond capacity and we have been given instruction to incinerate bodies immediately after they are pulled out," said Raman Lal, an Indian paramilitary force official working in coordination with Nepali forces.Aid was slowly beginning to reach remote towns and villages nestled in the mountains and foothills but the overpowering smell of bodies trapped beneath the rubble of collapsed buildings in the capital was making it hard for residents to return to their homes. Many Nepalis have been sleeping in the open since Saturday's quake. According to the United Nations, 600,000 houses have been destroyed or damaged.Finance Minister Ram Sharan Mahat said Nepal would need at least $2 billion to rebuild homes, hospitals, government offices and historic buildings and appealed for help from international donors."This is just an initial estimate and it will take time to assess the extent of damage and calculate the cost of rebuilding," Mahat told Reuters. The United Nations has said 8 million people had been affected, with at least 2 million in need of tents, water, food and medicines over the next three months.A home ministry official said the death toll had risen to 6,204, with 13,924 injured.Information Minister Minendra Rijal said the government would provide $1,000 in immediate assistance to the families of those killed, as well as $400 for cremation or burial.Prime Minister Sushil Koirala told Reuters earlier this week the death toll from the quake could reach 10,000.That would surpass the 8,500 who died in a 1934 earthquake, the last disaster on this scale to hit the Himalayan nation sandwiched between India and China.

UNPRECEDENTED SCALE

Home ministry official Laxmi Prasad Dhakal said that, even though the 1934 quake was more powerful, there were fewer people living in the Kathmandu valley then."The scale of reconstruction will be unprecedented," Dhakal said. "We have still not even been able to assess the damage in remote areas, which have been completely devastated."Officials have said the chances of finding any more survivors were fading, even though a boy and a woman had on Thursday been pulled from the rubble where they had lain trapped for five days.As rescuers slowly started reaching outlying areas, witnesses reported seeing 70 to 80 percent of buildings severely damaged in Chautara, northeast of Kathmandu towards the border with China's Tibet.Anger over the pace of the rescue has flared in some areas, with Nepalis accusing the government of being too slow to distribute international aid that has flooded into the country. It has yet to reach many in need, particularly in areas hard to reach given the quake damage, poor weather and aftershocks.Tensions between foreigners and Nepalis desperate to be evacuated have also surfaced. In Ashrang village in Gorkha, one of the worst-hit districts about four hours by road west of Kathmandu, hundreds of villagers were living outdoors with little food and water even as boxes of biscuits, juice and sacks of rice and wheat were stored in a nearby government office.Nepal is also appealing to foreign governments for more helicopters help the 20 at work in rescue operations. China was expected to send more, home ministry official Dhakal said.In the Himalayas, climbing is set to reopen on Mount Everest next week after damage caused by avalanches triggered by the quake is repaired, although many have abandoned their ascents.A massive avalanche killed 18 climbers and sherpa mountain guides at the Everest base camp.(Additional reporting by Andrew MacAskill, Sanjeev Miglani, Ross Adkin, Frank Jack Daniel, Andrew Marshall, Adnan Abidi and Christophe Van Der Perre in Nepal; Writing by Paul Tait; Editing by Alex Richardson)

Boy pulled from Nepal rubble in 'miracle' quake rescue-AFP By Bhuvan Bagga-APR 30,15-YAHOONEWS

Kathmandu (AFP) - Rescuers pulled a 15-year-old boy alive from the rubble of Nepal's earthquake Thursday, bringing a rare moment of joy to the ruined capital Kathmandu, five days after a disaster which killed nearly 6,000 people. The rescue of Pemba Tamang, who told AFP that he stayed alive by eating ghee, was hailed as a miracle and greeted with cheers from crowds of bystanders who massed to watch the drama unfold at a ruined guesthouse. But the recovery of another teenager's body from the same ruins only minutes later underlined how the prospects of finding further survivors of Saturday's 7.8-magnitude quake were becoming more remote.Caked in dust, Pemba was fitted with a neck brace and hooked up to an intravenous drip before being lifted onto a stretcher and then raced to a field hospital where he was found to have only minor cuts and bruises."I never thought I would make it out alive," the teenager told AFP at the Israeli military-run facility where he was being kept for observation.Pemba, who worked at the guesthouse as a bellboy, said he had been eating lunch next to reception when the ground started shaking."I tried to run but... something fell on my head and I lost consciousness -- I've no idea for how long," he said."When I came round, I was trapped under the debris and there was total darkness," he added."I heard other people's voices screaming out for help around me ... but I felt helpless."Asked if he had had anything to eat while he was trapped, Pemba said he had come across a jar of ghee (clarified butter) in the dark."I don't know where it came from," he added.Libby Weiss, a spokeswoman at the Israeli field hospital, said Pemba was doing "remarkably well", confirming he did not have any major injuries."He was under the rubble for 120 hours and it is certainly the longest we have heard anybody of being under the rubble and surviving," she told AFP."I don't have any logical explanation. It is miraculous. It is a wonderful thing to see in all this destruction."- 'How will I earn?' -While Pemba appeared to have emerged from his ordeal largely unscathed, a man who was rescued on Tuesday night after being trapped for 82 hours was coming to terms with having his leg amputated.Speaking to AFP in his hospital bed, Rishi Khanal, 28, recounted how he had given up hope of being found alive and felt that he had been given "a second life" but worried about how he would now fend for himself."I thought I would work, I would earn... how will I after this?," said Khanal who had been on his way to a new job in Dubai when he was caught in the quake.Launching an appeal for $415 million in aid, the UN said it would take a marathon effort to help the people of one of Asia's poorest countries. The UN's World Health Organization said it had received reports that around 1,400 had been killed in the Sindhupalchowk region, a mountainous region northeast of Kathmandu which was becoming a major focus of international relief efforts.Nepalese and Indian military helicopters have also been flying in aid to remote areas of Gorkha district, another badly-hit region, which otherwise takes up to 12 days to reach by foot, the WHO said."But the needs remain great, with helicopters unable to reach some communities due to poor weather and steep hillsides," said a statement. "Reaching these communities and providing health support is essential."The latest official toll put the number of dead at 5,844 and more than 10,000 are known to have been injured. More than 100 people were also killed in neighbouring countries such as India and China.- Fresh tremors -Although the number of aftershocks since Saturday's quake has subsided, fresh tremors were felt in Kathmandu overnight. Some people who had spent the past four nights camped out in the open for fear of aftershocks spent their first night back home. But a significant number are still living on the roadside or open ground, according to AFP correspondents in the ruined capital, which is normally home to some 2.5 million people, including many migrant workers."I don't know how long we are going to do this. How long can we live on the street?" said Rajina Maharjan after another night camped out in a tent outside her house with her husband, in laws and a four-year-old son.Hundreds of thousands of residents have fled the city since Saturday, fearing aftershocks and wanting to inspect the damage back in their families' villages.Signs of normal life were returning Thursday to Kathmandu, with shopkeepers opening, some for their first time since the quake, and vegetable vendors laying out produce at devastated Durbar Square.

Washington seeks ‘genuine’ Israeli commitment to 2 states-National Security Adviser Rice says US waiting to see how new Netanyahu coalition approaches peace process-By JTA and Times of Israel staff April 30, 2015, 7:35 pm

The Obama administration expects a commitment to the two-state solution from the next Israeli government and from the Palestinian Authority, National Security Adviser Susan Rice said.“President Obama has made clear that we need to take a hard look at our approach to the conflict, and that resolving it is in the national security interest of the United States,” Rice said Wednesday at the annual meeting of the Arab American Institute.“We look to the next Israeli government and the Palestinian Authority to demonstrate — through policies and actions — a genuine commitment to a two-state solution,” she said.Obama administration officials have said they will “reevaluate” their approach to advancing peace in the wake of comments by Prime Minister Benjamin Netanyahu on the eve of his reelection last month in which he appeared to count out a two-state solution. The reevaluation included reconsidering the degree to which the United States shields Israel from a proposed United Nations resolution that would impose terms for the establishment of a Palestinian state.Netanyahu said he had been misunderstood and had meant only that he counted out the two-state solution for the moment, contingent upon, among other things, a more accommodating Palestinian Authority.Rice’s speech appeared to be a signal that the Obama administration is now in a wait-and-see mode and is willing to give Netanyahu time to form a new government to see whether he has recommitted to the two-state solution. The administration’s perception that Netanyahu’s commitment to a two-state solution has wavered stemmed from an interview with the right-leaning NRG website the day before Israelis went to the polls. Asked if it was true that no Palestinian state would be established during his premiership if he were reelected, he answered: “Indeed.”In the weeks after the elections, Netanyahu subsequently backtracked on his statement and specified that he remained supportive of a “sustainable, peaceful two-state solution,” but President Barack Obama and other US officials indicated that they were not convinced. To applause, Rice went on to decry Israel’s settlement policies.“Like every U.S. administration since 1967, we have opposed Israeli settlement activity and efforts to change facts on the ground,” she said. “It only makes it harder to negotiate peace in good faith.”On Monday, Undersecretary of State for Political Affairs Wendy Sherman made similar comments to a gathering of Reform Jewish leaders near Washington, DC.“We will be watching very closely to see what happens after a new government is formed on this issue of working toward two states living side by side in peace and security,” Sherman said. “If the new Israeli government is seen as stepping back from its commitment to a two-state solution — something that all of you, and a vast majority of American Jews, support — that makes our jobs in the international arena a lot tougher.”

As violent protest winds down, Ethiopian demonstrators warn it’s ‘just the beginning’-Over a dozen hurt, two held, during 9-hour Jerusalem demonstrations called to highlight police brutality against Ethiopian-Israelis-By Times of Israel staff May 1, 2015, 2:24 am 7
A Jerusalem demonstration called to highlight police brutality against members of Israel’s Ethiopian community finally wound down late on Thursday night, after nine hours of sometimes violent confrontation that left over a dozen people injured.Shortly after 1 a.m., the last of the several hundred protesters went home, and traffic resumed its normal flow at the entrance to the city, where several dozen demonstrators had ultimately congregated and been dispersed. But many of the demonstrators promised that the protests were “only the beginning,” and vowed that such rallies would spread nationwide in the coming days.A masked protester among hundreds who faced off against police at a protest in Jerusalem, following a video clip released a few days ago showing police beating up an IDF soldier from the Ethiopian community, “You will see these protests in every city,” a masked protester told Channel 2 TV. He explained that he chose to obscure his face to prevent the police identifying him, because “I am afraid of them. Maybe they’ll find me and beat me up when the cameras aren’t around.”“For years we’ve been putting up with this racism, and the pressure cooker is exploding,” another Ethiopian protester told the Walla news website. The demonstrations had raged for hours and turned violent. Hundreds of protesters blocked streets and the light rail, and marched from the police headquarters toward the prime minister’s home. When the protesters, mostly from the Ethiopian community, tried to march on the Prime Minister’s Residence, they were kept at bay by police. Three police officers were injured by rocks and bottles thrown by the protesters in the ensuing clashes, and as many as 13 demonstrators were wounded. Two were arrested.Police used crowd control methods to block the protesters, including tear gas, stun grenades and fire hoses. Some of the protesters alleged that the police used excessive force.“We were attacked for no reason,” said Matan Admake from Yavne.Jerusalem Mayor Nir Barkat rushed to the scene to try to calm tempers. He attempted to reason with some of the activists. Asked to comment on the main TV news, he told a reporter, “Not now. Let’s listen to them,” referring to the protesters. The demonstration came in the wake of video footage that emerged on Monday showing policemen beating an Ethiopian-born IDF soldier, who said later that he was the target of a racist attack.Prime Minister Benjamin Netanyahu called on the protesters to avoid violence. “I strongly condemn the beating of the soldier from the Ethiopian community and those responsible will answer for it,” he said in a statement. “But at the same time, no one should take the law into their hands. Immigrants from Ethiopia and their families are dear to us, and the State of Israel is making great efforts to ease their integration.”As many as 1,000 protesters, mostly of Ethiopian descent, blocked traffic and the light rail train on Route 1, one of the capital’s busiest arteries, while chanting against violence and racism, as the protest got under way in the afternoon.Mounted police initially attempted to disperse them, but later allowed them to march. The atmosphere worsened and the clashes began when demonstrators headed up Agron Street toward the Prime Minister’s Residence in early evening; confrontations continued after nightfall.“Apparently the streets of Israel must burn like they do in Baltimore, in order for someone to finally wake up. The apartheid regime is back, this time in 21st-century Israel,” Gadi Yevarkan, head of the Campaign for Equality for Ethiopian Jews, told Ynet.“To see a soldier in uniform beaten by policemen in uniform  is confirmation of official policy that allows police to beat blacks without having to be accountable to state laws,” he said.Meeting with some of the leaders of the protest, Barkat underlined their right to protest, but noted that the demonstration was not pre-arranged and licensed as required by law.The clip that emerged on Monday showed Ethiopian soldier Damas Pakada being attacked by two policemen the day before. Police said the second man was a volunteer policeman, and that he would no longer be allowed to serve with the police. He was arrested and held over allegations that he had attacked the police officers.A spokesperson for the police said they would “act with determination against any party acting in violation of police orders, while endangering the police and public security, and disturbing public order.”Earlier Thursday, Israel Police Chief Yohanan Danino met activists from the Ethiopian community, and said he would establish a special team to examine the community’s claims and formulate ways to deal with the problem, Ynet reported.Danino said that the officer who was filmed beating Pakada would be expelled from the force, pending a hearing.“There is no room for such officers in the Israel Police,” he said.Yevarkan refused to attend the meeting with Danino, claiming police were “putting on a show for the media.”According to Yevarkan, the protest came after years of neglect and racism. “Our younger generation is desperate and it will only get worse if the government doesn’t take action,” he said.President Reuven Rivlin also addressed the footage of Pakada’s beating on Thursday, while hosting a delegation of students from Israel’s Ethiopian community as part of a seminar on education.“We cannot sit back in the face of anger and shouting – incidents such as these must serve as a warning sign, and an opportunity to conduct some genuine and thorough introspection,” Rivlin told the students.“The shock that we all felt when we saw those pictures – which I am pleased to say immediately led the Israel Police to carry out a thorough and transparent investigation into the incident and its awful outcome – is still deeply felt.”The incident caught on tape took place in Holon, south of Tel Aviv, on Sunday evening, where police were cordoning off a street due to a suspicious object.“I feel terrible, and humiliated. This is a disgrace to the State of Israel,” Pakada told Channel 2 Monday. “It’s because of [my] skin color,” he said. After the footage was obtained by Pakada’s family, he was released from custody, with police promising to investigate the matter.Pakada, a 21-year-old orphan who emigrated from Ethiopia with his four siblings seven years ago, told Channel 10 that he was riding his bicycle when he noticed the two officers. He said that he asked them what they were up to and one of them confronted him and pushed him off his bike, saying, “I can do whatever I want.”He said that the officer threatened to shoot him in the head, and that they only let up after he backed away and lifted a rock.Several police officers then detained the soldier for alleged assault, although the footage showed that Pakada did not attack them with the rock in his hand.

RUSSIA may be readying for new Ukraine offensive: NATO commander-Reuters-APR 30,15-YAHOONEWS

WASHINGTON (Reuters) - Russia's military may be taking advantage of a recent lull in fighting in eastern Ukraine to lay the groundwork for a new military offensive, NATO's top commander told the U.S. Congress on Thursday.U.S. Air Force General Philip Breedlove, the NATO supreme allied commander, said Russian forces had been seeking to "reset and reposition" while protecting battlefield gains, despite a fragile ceasefire agreed in February."Many of their actions are consistent with preparations for another offensive," Breedlove said.Pressed during the hearing, Breedlove acknowledged he could not predict Moscow's next move but characterized its ongoing actions as "preparing, training and equipping to have the capacity to again take an offensive.""In the past they have not wasted their effort," Breedlove told the Senate Armed Services Committee. The Organization for Security and Co-operation in Europe (OSCE), which is monitoring the ceasefire, says the violence is down markedly since the accord was signed in Minsk, Belarus, in February. But the United States says Russia now has its largest force on the border since October and has deployed additional air defense systems, the biggest number since August.Breedlove said Russia was seeking to tighten its grip over separatist fighters, bolstering its command and control "because there was disunity in some of the earlier attacks.""We do see a very distinct Russian set of command and control in the eastern part of Ukraine," he said."Command-and-control, air defense, support to artillery, all of these things increased ... making a more coherent, organized force out of the separatists."The United States has so far declined to provide weapons to Ukraine, a move which advocates say could help end the conflict but opponents warn might escalate the war.Breedlove said no options should be taken off the table but that there was no consideration of giving Ukraine the kind of military might needed to defeat Russia."What we do believe is that we should consider changing the decision calculus of (Russian President Vladimir) Putin. That's what we look at," he said.Still, Washington is keen to maintain solidarity with Europe, some of whose leaders, including German Chancellor Angela Merkel, strongly oppose arming Ukraine.Breedlove said Putin was concerned about Western sanctions imposed against Russia over the Ukraine crisis "and that may be affecting how he currently does things in eastern Ukraine.""But we really have no way of knowing one way or another," Breedlove said.(Reporting by Phil Stewart and David Alexander; Editing by Ted Botha)

Exclusive - Britain told U.N. monitors of active Iran nuclear procurement: panel-Reuters By Louis Charbonneau-APR 30,15-YAHOONEWS
UNITED NATIONS (Reuters) - Britain has informed a United Nations sanctions panel of an active Iranian nuclear procurement network linked to two blacklisted firms, according to a confidential report by the panel seen by Reuters. The existence of such a network could add to Western concerns over whether Tehran can be trusted to adhere to a nuclear deal due by June 30 in which it would agree to restrict sensitive nuclear work in exchange for sanctions relief.Talks between six major powers and Tehran are approaching the final stages after they hammered out a preliminary agreement on April 2, with Iran committing to reduce the number of centrifuges it operates and to other long-term nuclear limitations."The UK government informed the Panel on 20 April 2015 that it 'is aware of an active Iranian nuclear procurement network which has been associated with Iran's Centrifuge Technology Company (TESA) and Kalay Electric Company (KEC)'," the Panel of Experts said in its annual report. The panel monitors Iran's compliance with the U.N. sanctions regime.KEC is under U.N. Security Council sanctions while TESA is under U.S. and European Union sanctions due to their suspected links to banned Iranian nuclear activities.Iran, which is has been under sanctions for years, has a long history of illicit nuclear procurement using front companies and other methods of skirting sanctions. That has enabled it to develop a substantial atomic program in spite of aggressive international efforts to curtail it, U.N. diplomats say. But analysts and Western intelligence officials say sanctions have slowed the development of Tehran’s nuclear program. The United States and the International Atomic Energy Agency have repeatedly said that Tehran has so far complied with the terms of a limited agreement struck in November 2013 between Iran and the six powers involving some reductions in its nuclear activities, including enrichment. The panel's 41-page document did not contain further details on the British report.U.S. State Department spokeswoman Marie Harf played down the report's significance. She acknowledged that Iranian sanctions violations have continued, and noted that Washington has repeatedly blacklisted Iranian entities due to illicit procurement while negotiations with Tehran were underway.

REPORTS OF IRAN VIOLATIONS VANISH

The report could add to skepticism in the U.S. Congress over the wisdom of engaging Iran, as senators vote on a bill subjecting the agreement to congressional review. Some Republicans are seeking to inject amendments that would toughen the demands on Iran.A spokesman for Republican Dan Coats said the senator "believes recent allegations of Iranian circumvention are further proof that a skeptical Congress must have a voice."U.S. ally Israel also says Iran cannot be trusted.Nuclear enrichment centrifuges are used to purify uranium for use as fuel for power plants or, if purified to a very high level, in weapons.Tehran denies allegations from Western powers and their allies that it is amassing the capability to produce nuclear weapons under cover of a civilian atomic energy program. The panel said that the British information about the Iranian procurement network was received too recently for it to conduct an independent investigation of the allegations.U.N. sanctions in place since 2006 bar Tehran from pursuing sensitive nuclear activities, including uranium enrichment, as well as ballistic missile work. There are also U.S. and EU sanctions on Iran, which have crippled its economy.Officials at the U.N. missions of Britain and Iran were not immediately available for comment.Apart from the British notice and expressions of concern from some member states about continued Iranian procurement activities, the panel said it had received no new reports from U.N. member states of confirmed cases of non-compliance.But it said that could simply indicate that some states are refraining from reporting violations to avoid undermining the delicate nuclear talks. It said that some members' assessment was that Iran's procurement and "circumvention techniques" remain mostly unchanged. It cited an example of an unnamed member state saying that an Iranian entity had recently attempted to acquire compressors, a key component in the uranium enrichment process, using false end-user certificates in an attempt to evade controls. The panel noted multiple media reports of Iranian weapons shipments to Syria, Lebanon, Iraq, and Yemen as well as Hezbollah and Hamas militants in violation of a U.N. embargo -- some of them quoting Iranian officials talking openly about arms shipments abroad. And yet, it said, not a single country reported those arms shipments to the Security Council's Iran sanctions committee in line with standard procedure for suspected breaches. The panel also said that a U.N.- sanctioned subsidiary of the Islamic Republic of Iran Shipping Lines (IRISL), the Irano Hind Shipping Company (IHSC), has remained active without its assets being frozen as required under U.N. sanctions rules. The report said IHSC continues to operate two oil tankers, Amin 2 and Tour 2, which have been transporting crude oil to Syria, as recently as after September 2014.The government of Syria, which has been waging a war for four years against insurgents determined to topple it, is a staunch ally of Iran.

Nigerian military rescues more women, girls from Boko Haram-AFP By Ola Awoniyi with Aminu Abubakar in Kano-APR 30,15-YAHOONEWS

Abuja (AFP) - Nigeria's military on Thursday vowed to free more hostages from Boko Haram after nearly 500 were released from atrocious conditions this week in the group's Sambisa Forest stronghold.Defence spokesman Chris Olukolade told reporters in Abuja the army would "comprehensively" clean out the forest, adding: "There is great hope for recovery of more hostages of the terrorists."The army said on Thursday about 160 hostages were rescued from the dense, former colonial-era game reserve, while 200 girls and 93 women were freed on Tuesday. The numbers underlined the scale of the tactic of mass abduction used by the militants, who according to Amnesty International have seized about 2,000 women and girls since the start of last year. The human rights group's Africa director for research and advocacy, Netsanet Belay, said the rescues were a "cause for celebration" but he warned: "This is just the tip of the iceberg."There are thousands more women and girls, and men and boys, who have been abducted by Boko Haram," he said in a statement.- 'Inhuman conditions' -Female former hostages have described being subjected to forced labour, sexual and psychological abuse as well as having to fight on the frontline alongside the rebels. The military released a series of photographs purporting to show some of the rescued women and children in an undisclosed location, huddled on the ground watched over by soldiers. One very young child pictured appeared to be severely malnourished. The rescue, after what the military said was a sustained aerial bombing campaign of the forest, raised hope that some of the 219 girls snatched from their school last year were among them.Army spokesman Sani Usman has said the Chibok girls were not part of the group but defence headquarters in Abuja has said it was too early to say.The mass kidnapping from Chibok, in Borno state, prompted global outrage and forced President Goodluck Jonathan to accept international help in the search operation for the missing girls.Olukolade said work was being undertaken to determine the former hostages' real identities but the priority was getting them to safety."Whoever they may be, the important thing is that Nigerians held captive under very severe and inhuman conditions have been freed by our gallant troops," he said.Usman said earlier that the 160 or so hostages were rescued in an operation involving troops from the army's 7th Division, which has been tasked with fighting Boko Haram."We are still trying to compute the actual number of those rescued. But tentatively there are about 60 women of various ages and around 100 children," he told AFP.One woman was killed in the fighting and eight other rescued hostages were injured. A soldier was also killed and four others wounded.Several "terrorist training camps" were cleared during the operation while equipment and vehicles were seized, he added.A military source indicated the women were used as human shields and in some cases fired back at soldiers until they were subdued.- 'End the nightmare' -Meanwhile, the United Nations special envoy for global education, Gordon Brown, said he would hold talks with Nigeria's president-elect Muhammadu Buhari on Thursday. The former British prime minister said it was "time to end the nightmare" of kidnappings, which with forced conscription have been a regular feature of the bloody six-year insurgency."Now that some girls have been released we want all girls released," he said in a statement. "And we want them home with their families in days -- not months or years."Brown has spearheaded an initiative to improve security at schools in Nigeria, which have been a target for the militants, who are opposed to Western-style, secular education.Talks with Buhari, who won last month's elections, would focus on international military support to free the Chibok girls as well as improving access to secure schools for girls, he added.Former military ruler Buhari has vowed to crush Boko Haram, whose quest for a hardline Islamic state in northeast Nigeria has left at least 15,000 dead and more than 1.5 million homeless since 2009.

China-Russia navies to hold first Mediterranean joint drills-Associated Press By CHRISTOPHER BODEEN-APR 30,15-YAHOONEWS

BEIJING (AP) — "The purpose of the exercise is to strengthen the friendly exchanges between the two sides ... and to improve the capability of the two navies to deal with maritime threats," Geng said. He said the drills did not target any third parties and were not a response to fighting and instability in places such as Libya and Syria, he said.China and Russia frequently align on major international issues and Beijing has refused to join in the condemnations and economic sanctions leveled against Moscow for its backing of the Ukrainian rebels. In a further show of support, Chinese President Xi Jinping plans to attend commemorations of the 70th anniversary of the end of World War II in Moscow on May 9. Most Western leaders are staying away from the event featuring a massive military parade, in which a 112-strong honor guard from the Chinese army, navy and air force will also take part. The two nation's militaries have increased their joint training operations in recent years, sometimes under the aegis of the Shanghai Cooperation Organization, a regional grouping formed partly to counter U.S. influence in Central Asia.China has also looked to Russia for support in its perpetual feud with archrival Japan over World War II history and the shifting balance of power in Asia.In other remarks Thursday, Geng harshly questioned a revision of the U.S.-Japan defense guidelines that will allow Japan's military to play a bigger role in global military operations and work more closely with U.S. forces."A military alliance is an outdated product that goes against the trend of the times characterized by peace, development, cooperation and win-win," Geng said."What kind of impact will it have on world and regional peace and stability to beef up the U.S.-Japan military alliance and expand their defense cooperation to the whole world? This is a question that needs to be asked by all sides," he said. The latest drills with Russia are a further extension of China's drive to build a true "blue water navy" able to operate for long periods and at vast distances from home ports.China's navy began expanding its reach toward the Mediterranean in 2008, when it first sent ships to join in the anti-piracy patrols. In 2011, it took the unprecedented step of sending one of its most sophisticated warships together with military transport aircraft to help in the evacuation of about 35,000 Chinese citizens from Libya. Early this April, China detached three navy ships from the anti-piracy patrols to rescue Chinese citizens and other foreign nationals from fighting in Yemen.

N. Korea may have reactivated nuclear reactor-US think tank says satellite pictures suggest Yongbyon facility, closed in 2007, is back online-By Tamar Pileggi April 30, 2015, 11:29 pm-THE TIMES OF ISRAEL

Recent satellite pictures suggest that North Korea could have quietly restarted one of its key nuclear reactors, a US think tank said.According to a report (PDF) released Wednesday by the Washington-based Institute for Science and International Security (ISIS), satellite images of the Yongbyon nuclear complex show signs of renewed activity.Analysts discovered patterns of melted snow on the reactor and turbine buildings at Yongbyon, suggesting that the reactor’s interior may be discharging heated water. The report also highlighted images of a weak stream of warm water being evacuated from the reactor’s discharge pipeline, as well as what appeared to be steam rising from the turbine building. The report analyzed recent images of the facility, taken in January though March, against satellite imagery from August and September of last year. While ISIS said that the images “do not show clear evidence that the reactor has resumed full power operation,” they did suggest that the reactor “may be operating at low power or operating intermittently”. When fully operational, the five-megawatt Yongbyon reactor can yield six kilos (13 pounds) of plutonium a year, enough for one nuclear bomb.North Korea shut down the facility under the international six-party talks aimed at reining in its nuclear program in 2007, but reopened the facility in 2013, ostensibly in order to conduct renovations.According to a recent study by joint US researchers, North Korea already has hundreds of ballistic missiles that can target its neighbors in Northeast Asia and likely has enough fissile material for at least 10 nuclear weapons.Far exceeding any US estimates, Chinese experts claim that North Korea may already posses 20 nuclear warheads and could possibly create enough weapons-grade plutonium to double its arsenal by next year, according to a Wall Street Journal report last week.AFP contributed to this report.
