Corpses everywhere' as Boko Haram still 'control' Nigeria town-AFP-JAN 12,15-YAHOONEWS

Kano (Nigeria) (AFP) - Boko Haram remains in control of the northeast Nigerian town of Baga more than a week after a massacre feared to be the worst since the insurgency began, a resident said on Monday."I entered Baga around 2:00 am (0100 GMT) today (Monday) and it was still occupied by Boko Haram," fisherman Borye Kime told AFP by telephone from Dubuwa village in neighbouring Chad."They have set up barricades in strategic locations in the town. It is corpses everywhere. The whole town smells of decomposing  bodies."Boko Haram first attacked Baga, on the shores of Lake Chad in the far north of Borno State, on January 3 and subsequently razed it and at least 16 surrounding settlements.Local officials have cited huge numbers of dead in the attacks but confirming the figures is currently impossible. Some 20,000 people are said to have been forced to flee.Nigeria's military said on Saturday that the attack could be described as "the deadliest" in the six-year rebellion that has claimed more than 13,000 lives.Defence spokesman Chris Olukolade said that a fight-back was being planned. On Friday, Mike Omeri, who speaks for the government on national security, said troops were "actively pursuing" the rebels.But Kime, who said he had returned to Baga to collect his life savings and money entrusted to him for safe-keeping, stashed away in his house, said he did not see any troops."There is not a single soldier in Baga," the 40-year-old added. "All the talk about soldiers fighting to take back Baga is not true."

Maiduguri (Nigeria) (AFP) - Two explosions rocked northeast Nigeria on Saturday, including one by a female suicide bomber thought to be just 10 years old who blew herself up in a crowded market, as the US condemned a bloody spike in Boko Haram violence.At least 19 people were killed at the Monday Market in the Borno State capital, Maiduguri, at about 12:40 pm (1140 GMT) when it was packed with shoppers and traders.Hours later, a suspicious vehicle that had been stopped at a checkpoint outside the city of Potiskum, in neighbouring Yobe, exploded at a police station as its driver was being taken in for questioning.A police officer accompanying the car and the driver were killed, an officer said. Potiskum has been a repeated target for militant violence.Both blasts came a week after a major Boko Haram attack on the fishing town of Baga in northern Borno State, which is believed to be the worst in the bloody six-year insurgency.The town and at least 16 nearby settlements in and around Lake Chad were burnt to the ground and at least 20,000 people forced to flee their homes."For five kilometres (three miles), I kept stepping on dead bodies until I reached Malam Karanti village, which was also deserted and burnt," one survivor, fisherman Yanaye Grema, said.But there was no independent corroboration of the huge numbers of dead cited locally.The US State Department said Boko Haram's recent escalation of attacks on civilians "shows no regard for human life" and called for those responsible to be brought to justice."The United States abhors such violence, which continues to take a terrible toll on the people of Nigeria and the broader region, including Cameroon," it added.

- Remotely detonated? -

Boko Haram were seen as behind the attack in Maiduguri as it has increasingly used women and young girls as human bombs in their deadly campaign for a hardline Islamic state.Civilian vigilante Ashiru Mustapha said the blast happened as the girl was being searched at the entrance to the market."The girl was about 10 years old and I doubt if she actually knew what was strapped to her body," he told AFP.Witness Abubakar Bakura said: "The blast split the suicide bomber into two and flung one part across the road."Among the dead are two vigilantes who were searching the girl. I am pretty sure the bomb was remotely controlled."A Red Cross official, who declined to be named, warned: "Many people sustained life-threatening injuries." Borno State police spokesman Gideon Jubrin told reporters 19 people were killed and 18 others were injured but warned that the death toll could rise.The market in the Borno state capital was cordoned off as health officials began the grim task of sifting through the wreckage and collecting body parts.An attack at the same market on December 1 killed more than 10 people, and a week earlier more than 45 people lost their lives in an attack there.On July 1, at least 15 people were killed in another suicide attack there blamed on the militants.

Boko Haram launched its first female suicide attack in June last year in the northern state of Gombe and there have been a spate of bombings since, including four in a week in the city of Kano in July.The same month a 10-year-old girl was found in Katsina state wearing a suicide vest, prompting fears that young girls were being forced into becoming human bombs rather than through ideological motivation.Forced conscription of young men and boys by Boko Haram has been well-documented. Last July, three women said to be "female recruiters" for Boko Haram were arrested.An alleged trainer of women bombers was also detained in Kano in August with up to 16 "trainees".Boko Haram, fighting for the creation of an Islamist state, is now said to be in control of all three borders of Borno state with Niger, Chad and Cameroon, as well as dozens of towns and villages in Borno and the neighbouring states of Yobe and Adamawa.Security analysts said the Baga attack was likely against civilian vigilantes assisting the military and was an ominous sign of increasing violence before general elections next month.On Friday, militants fought running battles with troops in the Yobe state capital, Damaturu, leading to the destruction of a mosque, shops and a market.The attack was said to be a reprisal for an offensive by civilian vigilantes and local hunters against a Boko Haram enclave in southern Yobe on Tuesday.

PARIS (Reuters) - France will deploy 10,000 soldiers on home soil by Tuesday and post almost 5,000 extra police officers to protect Jewish sites after the killing of 17 people by Islamist militants in Paris last week, officials said.Speaking a day after the biggest French public demonstration ever recorded, in honor of the victims, Defence Minister Jean-Yves Le Drian said the country remained at risk of further attacks. Soldiers would guard transport hubs, tourism sites and key buildings and mount general street patrols."The threats remain and we have to protect ourselves from them. It is an internal operation that will mobilize almost as many men as we have in our overseas operations," Le Drian told reporters after a cabinet meeting.The victims, including journalists and police, died in three days of violence that began on Wednesday with a shooting attack on the political weekly Charlie Hebdo, known for its satirical attacks on Islam and other religions. Many at Sunday's march wore badges and carried placards declaring "I Am Charlie".The Charlie Hebdo attackers, two French-born brothers of Algerian origin, singled out the weekly for its publication of cartoons depicting and ridiculing the Prophet Mohammad.Charlie Hebdo's remaining members are working on an eight page issue due to come out on Wednesday with a one-million copy print run. Its lawyer, Richard Malka, told France Info radio there would be caricatures of the Prophet Mohammad."We will not give in. The spirit of 'I am Charlie' means the right to blaspheme ," he said, adding that the front page would be released on Monday evening.The three days of bloodshed ended on Friday with a hostage-taking at a Jewish deli in Paris where four hostages and another gunman were killed. That gunman declared allegiance to Islamic State insurgents and said he was acting in response to French military deployments against militant Islamist groups overseas.Interior Minister Bernard Cazeneuve said 4,700 police officers would be placed at all 717 Jewish schools across the country in addition to some 4,100 gendarmes already deployed." Synagogues, Jewish schools, but also mosques will be protected because in the past few days there have been a number of attacks against mosques," Prime Minister Manuel Valls told BFM TV.France has Europe's largest Muslim and Jewish communities.The first two attackers, who had traveled to Yemen in 2011 for training, were killed on Friday after a siege north of the capital. Police said all three men were part of the same Paris-based militant Islamist cell.About 1.5 million people marched in Paris on Sunday and 2.5 million more in the provinces. The Paris march was led by dozens of foreign leaders. Some commentators said the last time crowds of this size were seen in the capital was at the Liberation of Paris from Nazi Germany in 1944.

SEARCH FOR ACCOMPLICES

The co-ordinated assaults amounted to the deadliest attack by militant Islamists on a European city since four suicide bombers killed 52 in attacks on London's transport system in 2005.Valls said police were searching for likely accomplices of the French cell. The Turkish government confirmed that the female companion of the supermarket attacker had entered Syria on Jan. 8 from Turkey, having arrived in Istanbul several days before the killings.After an emergency cabinet meeting on Monday to outline Britain's response to the attacks, British Prime Minister David Cameron pledged to give security and intelligence services new powers to monitor Internet communications.German Chancellor Angela Merkel, Italian Prime Minister Matteo Renzi and Cameron were among 44 foreign leaders marching with French President Francois Hollande on Sunday.Israel's Benjamin Netanyahu and Palestinian President Mahmoud Abbas were also present and walked just a few steps from one another.Netanyahu visited the Jewish supermarket, scene of the hostage taking, on Monday with about 300 people shouting "BB" and singing the French and Israeli national anthems.His invitation to French Jews to migrate to Israel if they wanted irritated some. Valls scrambled to reassure the community it was safe and an integral part of France."It was essential he came to show that he was with us French, Jews of France," said Mauricette Abouchaya. "(But) we're in France, we want to stay in France. It is our country."With growing calls for a comprehensive investigation into whether there had been security failings given that the three gunmen were known to intelligence services, Valls and main opposition leader Nicolas Sarkozy agreed on a bi-partisan parliamentary commission into the attacks.Valls also said the government had begun studying ways to strengthen the fight against "homegrown terrorism". A BBC news correspondent has apologized for his "poorly phrased question" during an interview Sunday night at the Paris "million-man march" against terror - comments which were slammed as anti-Semitic by Jewish rights groups.Tim Willcox was interviewing a French woman and daughter of holocaust survivors, who related fears held by many French Jews that anti-Semitism was reaching levels last witnessed in the 1930s, at which point he inexplicably chose to interrupt her by stating that "many critics though of Israel's policy would suggest that the Palestinians suffer hugely at Jewish hands as well."When his interviewee attempted to respond he appeared to attempt to minimize the crisis felt by French Jews by asking: "you understand everything is seen from different perspectives?"Willcox was pilloried on social media, and the UK-based Campaign Against Antisemitism condemned his "disgraceful" comments, urging supporters to complain to the BBC. The Campaign also said it would be submitting a complaint through its legal team, citing a previous instance in which Willcox appeared to promote anti-Semitic stereotypes during another live interview.On Monday, Willcox took to Twitter to issue a public apology, saying he was "Really sorry for any offence caused by a poorly phrased question in a live interview in Paris yesterday - it was entirely unintentional."But reactions to his apology have been largely negative, with many suggesting he should make a public, on-air apology.The Campaign Against Antisemitism also rejected Willcox's "half apology."The grassroots activist group says it will continue pursuing its complaint regardless, and has also questioned the lack of reaction from the BBC Trust, the corporation's governing body.Media watchdog groups have also picked up the issue, with Honest Reporting - an outfit which seeks to combat anti-Israel bias in the international media - similarly rejecting the complaint and urging readers to lodge an official complaint with the BBC."Tim Willcox must be held accountable for his latest outrageous interview. PARIS: Millions marched against terrorism Sunday (Jan 11)in the largest protests France has ever seen, led by world leaders in Paris uniting in tribute to the victims of terrorist attacks as the crowd cried "Not Afraid". The interior ministry said nearly four million people took to the streets across the country, with some estimates putting the number in Paris alone at 1.6 million. At the head of a vast and colourful procession in the capital, President Francois Hollande linked arms with world leaders, including the Israeli prime minister and the Palestinian president, in an historic display of unity.A sea of humanity flowed through the streets to mourn the victims of three days of terror that began with a slaughter at the offices of satirical magazine Charlie Hebdo on Wednesday and ended with 17 dead. The vast crowd chanted "Charlie, Charlie", in honour of the cartoonists and journalists killed at Charlie Hebdo over its lampooning of the Prophet Mohammed. The crowd brandished banners saying "I'm French and I'm not scared" and, in tribute to the murdered cartoonists, "Make fun, not war" and "Ink should flow, not blood."Emotions ran high in the grieving City of Light, with many people in tears as they came together under the banner of freedom of speech after France's worst terrorist bloodbath in half a century. Isabelle Dahmani, a French Christian married to a Muslim, Mohamed, brought the couple's three young children to show them there is nothing to fear.Their nine-year-old daughter had burst into tears as she watched TV pictures of heavily armed brothers Said and Cherif Kouachi attacking the magazine's offices, Isabelle said, recalling she had asked if "the bad men are coming to our house?" The victims' mourning families played a prominent role in the march, alongside representatives from around 50 countries.In an emotional scene, Charlie Hebdo columnist Patrick Pelloux fell sobbing into the arms of Hollande. With so many world leaders present, security in the still jittery capital was tight, with police snipers stationed on rooftops and plain-clothes officers among the crowd. "Today, Paris is the capital of the world," Hollande said. "The entire country will rise up."Hundreds of thousands of people turned out in other French cities including Bordeaux and Lyon and marches were held in Berlin, Brussels, Istanbul and Madrid and in US and Canadian cities as well.The crowd in Paris was also mourning four Jews killed when a gunman stormed a kosher supermarket, after he had earlier gunned down a policewoman. Israeli Prime Minister Benjamin Netanyahu joined Hollande at Paris' main synagogue after the march to honour the Jewish victims and praised the "very firm position" taken by French leaders against what he called "the new anti-Semitism and terrorism" in France.

'WE WILL WIN'

British Prime Minister David Cameron, who also marched, predicted Europe would face the threat of extremism "for many years to come", but his Italian counterpart Matteo Renzi pledged that the continent "will win the challenge against terrorism". Earlier Renzi had tweeted using the hashtag #jesuischarlie (I am Charlie), which has been used more than five million times.Before the march, interior and security ministers from the European Union and the United States held emergency talks to discuss Islamic extremism. They urged a strengthening of the EU external borders to limit the movement of extremists between Europe and the Middle East and said there was an "urgent need" to share air passenger information. All three of the gunmen in the Paris attacks had a history of extremism and were known to French intelligence services.Hollande has warned his traumatised nation to keep up its guard in the face of possible new assaults. The rampage by the gunmen who claimed to be members of the Al-Qaeda and Islamic State extremist groups was followed by a chilling new threat from the Yemen-based Al-Qaeda in the Arabian Peninsula that France faced more attacks. Hollande met representatives from the Jewish community who said authorities had agreed to deploy soldiers to protect Jewish schools and synagogues in France "if necessary."US Attorney General Eric Holder, also in Paris, said there was no "credible information" as yet that Al-Qaeda was behind the attacks in France. The White House, meanwhile, announced it was organising a February 18 summit on how to fight "violent extremism around the world." The summit would highlight US and international efforts to prevent the radicalisation and recruitment of followers in the United States and other countries by extremist groups, it said.

BURIALS IN ISRAEL

France's three days of terror started when the Kouachi brothers burst into Charlie Hebdo's offices in central Paris and sprayed bullets into an editorial meeting, killing some of France's best-known cartoonists.They then slaughtered a Muslim policeman as he lay helpless on the ground before fleeing in a car, sparking a manhunt that lasted more than 48 hours. A day later, a third gunman, Amedy Coulibaly, shot dead a policewoman in a Paris suburb.The massive hunt for the attackers culminated Friday in twin hostage dramas that gripped the world. Coulibaly stormed into a Jewish supermarket in eastern Paris and seized terrified shoppers.After exchanging fire with police, the two brothers took an employee hostage in a printing firm northeast of Paris. After a tense stand-off police shot them dead as they charged out of the building all guns blazing.Moments later, security forces stormed the kosher supermarket in eastern Paris, killing Coulibaly but making the grisly discovery that four innocent Jews had died during the hostage-taking.  All four will be buried in Israel on Tuesday. In a video posted online Sunday, a man who appeared to be Coulibaly said the three gunmen had coordinated their attacks.Investigators have been trying to hunt down Coulibaly's partner, 26-year-old Hayat Boumeddiene, but a security source in Turkey told AFP she arrived there on January 2, before the attacks, and has probably travelled on to Syria.

'CLEAR FAILINGS'

PARIS (AP) — Two days after his death, a video emerged Sunday of one of the Paris gunmen pledging allegiance to the Islamic State group, while his two fellow militants have claimed to be from al-Qaida — a fiercely rival extremist organization.That seeming contradiction has raised questions about the connections among the three French attackers, whether they acted with the direct involvement or knowledge of the networks, and whether their friendship allowed them to put aside the rift between the groups.The Islamic State group does not cooperate with al-Qaida's militants and actually fights them for territory in a side conflict of Syria's civil war.In video verified by the SITE Intelligence Group, Amedy Coulibaly said he had worked in coordination with Said and Cherif Kouachi, the "brothers from our team," who carried out the massacre at the satirical newspaper Charlie Hebdo on Wednesday."We did things a bit together and a bit apart, so that it'd have more impact," he said in fluent French, adding that he had helped the brothers financially with "a few thousand euros" for the operation. The video also showed him doing pushups, and featured automatic rifles, pistols and ammunition. He spoke beneath the black-and-white flag used by many Islamic militants.Coulibaly explained why the publication and his target — the kosher supermarket — were selected."What we are doing is completely legitimate, given what they are doing," he said.The video appeared Sunday on militant websites, and two men who dealt drugs with Coulibaly confirmed his identify to The Associated Press. Police said they were investigating the conditions under which the video was posted.Prosecutors said Coulibaly killed four hostages Friday in the supermarket, killed a policewoman, and shot and wounded a jogger. He died when police stormed the market, just minutes after security forces killed the Kouachi brothers.Survivors say the Charlie Hebdo attackers claimed they were from al-Qaida in Yemen, the group the U.S. considers the most dangerous offshoot of that network.But experts cast doubt over whether the attacks could have been coordinated by the rival groups. While Cherif Kouachi was convicted on terrorism charges in 2008, and his brother Said is believed to have trained and fought with al-Qaida forces while in Yemen, no evidence to date has emerged as to whether Coulibaly even went to Syria or Iraq, where IS holds territory. His widow was last traced to a town on the Turkey-Syria border a few days before the Paris attacks unfolded.Since IS broke with al-Qaida last year, militants from the two groups have been locked in a bloody struggle in Iraq and Syria, where IS claims leadership of a universal caliphate of all Muslims and leadership of global jihad. The two groups have fought each other in battles that have left hundreds dead on both sides."It would be a massive surprise," said Peter Neumann, director of the International Centre for the Study of Radicalization at King's College London. "The idea that (the two groups) would consciously collaborate on operations abroad seems far-fetched.""If anything, the most likely scenario is that there was some sort of playing off each other. Maybe — if there was synchronizing — it happened at the grassroots level," he said. Coulibaly's attack was far less professional, and appeared to be more spontaneous."He seems to be the prototype of the young, disengaged French Muslim who suffers from this sense of alienation, and then comes (to support an) ideology that makes him feel important, clear-cut and gives him purpose and orientation."Timothy Holman, a researcher at the S. Rajaratnam School of International Studies (RSIS) in Singapore, said the attackers represented who they wish to be perceived as representing, and had personal ties that likely surpassed the rivalries between the core extremist leadership abroad.The Kouachis' link to Yemen also existed before the rift between IS and al-Qaida.The friendship among the gunmen "predates their militant engagement, and they are fighting as much for each other in some ways as the groups," Holman said."In my opinion, their loyalty is first to their friends and family in the jihadist environment and then to the group. If Coulibaly's primary loyalty was to (IS), it is unlikely he would have acted at the same time as the Kouachi brothers," he added.French police and judicial officials said they believed that while Coulibaly was committed to carrying out an attack, he was less of a strict ideologue or well-honed fighter than were the Kouachis — and could have found inspiration from either al-Qaida or IS.In their internationally aimed propaganda magazines, both extremist groups promote the idea that overseas attacks need not have organizational links to the main leadership, and that "mujahedeen," or holy warriors, should take matters into their own hands.Thousands of young people from Western Europe have headed to the war zones in Syria and Iraq to join extremists. Lawyers and family members of some of those who have gone say many have only a hazy sense of who will meet them when they arrive. But security officials fear that they will return home with new training in warfare, nursing old grievances.While a member of al-Qaida's branch in Yemen said anonymously Friday that the group had directed the Charlie Hebdo attack, the group has not issued an official statement on the matter. Top officials at an international ministerial meeting in Paris on Sunday (11 January) vowed an immediate response to last week's Charlie Hebdo attack.As well over a million people attended a march in Paris, a handful of EU ministers along with US attorney general Eric Holder announced their intentions to step up counter-terrorism efforts."Only if we work together, through sharing of information, by pooling our resources, will we ultimately be able to defeat those who are in a struggle with us about our fundamental values," said Holder.The meeting, which was also attended by the EU’s counter-terrorism coordinator and the EU commissioner for home affairs, laid out a list of policy priorities to tackle what is seen as the growing threat of foreign fighters returning home.The fear is that the some 2,500 EU nationals that have gone to Syria and Iraq to fight along Islamic militants may come back to the EU even more radicalised.The Jewish museum shootings in Brussels last year and now the Paris attack have led to intensified calls to shore up security at the EU’s external borders, increase Internet surveillance measures, and pass new laws that could criminalise foreign fighters.Ministers from Austria, Belgium, Denmark, Germany, Italy, Netherlands, Poland, Spain, Sweden, and the UK attended Sunday’s meeting.Latvia, holding the EU presidency, has called for an EU-wide ministerial meeting of home affairs this week in Brussels to discuss new counter-terrorism measures."The fight against all forms of expression of terrorism is high on my agenda and Latvia as the current Presidency of the Council of the EU will definitely draw specific attention to this issue,” said Latvia's interior minister Rihards Kozlovskis.This includes making travelling for terrorism or related training a serious criminal offence.The idea stems from the legally binding UN security council resolution 2178, adopted last September, which calls upon national governments to insert the offence into their legal systems.EU home affairs ministers backed it in October and then again in December after Gilles de Kerchove, the EU's counter-terrorism coordinator, proposed revising the so-called EU 2002 framework decision on combating terrorism.France inserted the new rules into national law in November. PANGKALAN BUN: The engine of the downed AirAsia Indonesia flight QZ8501 may have been located, based on the shape and size of wreckage spotted underwater, an investigator said on Tuesday (Jan 13).The suspected location of the Airbus A320-200 engine could not be immediately confirmed, the investigator said. Channel NewsAsia also understands that search teams have also possibly identified the locations of the plane’s main fuselage and stabiliser, with divers reported to have marked out the spot the fuselage is believed to lie, 30m deep.Most of the efforts on Day 17 of search operations are focused on an area known as “Most Probable Area 2”, spanning a part of the Java Sea off southern Kalimantan 2.5 by 2.5 nautical miles in dimension, Malaysian Chief of Navy Abdul Aziz Jaafar said on Twitter.The two parts of the airplane’s black box have been found, with the flight data recorder retrieved on Monday (Jan 12) and the cockpit voice recorder on Tuesday morning.The flight data recorder contains information on the plane’s technical data, such as its height, speed and radar information. PANGKALAN BUN, Indonesia: A flight data recorder recovered from near the crash site of AirAsia flight QZ8501 on Monday (Jan 12) is slated to arrive in Jakarta for analysis that could begin immediately and show initial results in two days, Indonesia military chief General Moeldoko told reporters here.Divers from Indonesia retrieved the flight data recorder near wreckage of the Airbus A320-200 that went down on Dec 28 in the Java Sea with 162 people on board. The companion voice data recorder has also been located, but it has not yet been retrieved from the sea. AP reports that the voice recorder was found just hours later, but remains lodged beneath heavy wreckage and divers are struggling to free it at a depth of 32 metres, according to Indonesia's search and rescue chief.Moeldoko confirmed that the flight data recorder, usually called a black box as a single unit, was brought to the surface early in the morning. In Pangkalan Bun, a media scrum surrounded the data recorder as it was loaded into an Indonesian Air Force plane en route to Jakarta.Moeldoko also added that he is confident that more of the 162 bodies can be found. AirAsia said on Sunday that 48 bodies have been recovered. On Aug 20, 2014, Nur Shila claimed trial to four charges of transferring RM40,000 belonging to Malaysian Hue Pui Heng into the account of a Chinese national Tian Jun Wei, and another RM35,000 into the account of Ali Faran Khan.She also faces four charges of using fake documents as genuine, two charges of cheating and two charges of stealing RM2,530 from the accounts of a Chinese national Ju Kun and flight steward Tan Size Hiang.The bank officer further claimed trial to four alternative charges of stealing cash belonging to the same four victims.She allegedly committed the offences at HSBC Bank, Lebuh Ampang branch, between May 14 and Jul 8, 2014. The black box is believed to be wedged between pieces of wreckage, and the search crew will attempt to retrieve it by moving parts of wreckage to loosen it from where it is currently stuck, they said. The hunt came after the mangled tail of the Airbus jet was lifted from the sea on Saturday."The ping was detected about one kilometre east of the tail," Supriyadi told AFP at the search headquarters of Panglakun Bun.But AirAsia CEO Tony Fernandes said it was "still not confirmed" that the black box has been found.The Indonesian meteorological agency has said stormy weather likely caused the Airbus A320-200 to crash. SURABAYA: The bodies of South Korean couple Park Seong-beom and Lee Kyung-Hwa have been identified, together with the body of 19-year-old Indonesian passenger Vera Chandra Kho, announced Indonesia police in Surabaya at a press conference on Sunday (Jan 11).However, the baby daughter of the South Koreans has not yet been identified, said police, adding that they have not received any bodies of a 1-year-old child - the age of the Korean baby.The bodies of the South Koreans are still at the hospital, and police said that they are in touch with the South Korean embassy, adding that the next-of-kin of the couple have yet to arrive. A Korean Disaster Victim Identification team said they will stay on in Surabaya to wait for the baby, as well as help identify other Indonesian victims.A total of 48 bodies have been recovered, with 32 bodies have been identified so far, said police. Another 16 bodies have not been identified.At the press conference, police urged families to provide information if their loved ones have ever been to a dentist. Authorities said dental records are very important at this stage of the identification process, adding that they have contacted dentists to try and get dental records to help where information is not complete.Korean Lee Kyung-Hwa was identified using data like dental records and also because she was wearing maternity bra, as she had an infant on board, said police.- CNA/av

SURABAYA: Retrieving the tail wreckage of AirAsia flight QZ8501 was a significant breakthrough for authorities on Saturday (Jan 10).Authorities had made a concerted effort during the last few days to lift the 10m piece of wreckage from the seabed using Navy lifting balloons and a crane, and they finally had some success on Saturday.But there was also a sense of disappointment - the tail was important as it usually contains the black boxes and it was clear that the black box was not within the wreckage once it was examined. Divers will need to continue their operation to locate the black boxes.However, the tail wreckage could still be an key element of this investigation. Mr Nurcahyo, an investigator with the National Transportation Safety Committee (KNKT), said: "First of all, the tail section has two primary flap controls attached within the rudder and the elevators. The tail section also contains the actuators of those flap controls."We will be able to see how the flap controls deflected. By examining the tail section, we can identify what happened to the flap controls during the flight and particularly during the impact."The chief of Indonesia's military General Moeldoko and Supriyadi, the operational director of Indonesia's search and rescue agency BASARNAS, reiterated that while the black box is important, their main focus remains on finding bodies.That means the shift to locating the fuselage, the main structure of the plane where it is suspected that most of the bodies remain. Putin and Erdogan: A new year and new challenges in the EU neighbourhood-By Marc Pierini-BRUSSELS, 9. Jan, 08:52-euobserver

For decades, the European Union symbolised “liberal democracy” as a political project, one that would be disseminated through its enlargement and neighborhood policies.In 2014, the EU discovered two major hurdles in its near abroad.Russian leader Vladimir Putin’s assertiveness put a spanner in the works of the EU’s “Eastern Partnership”.Meanwhile, Turkey’s Recep Tayyip Erdogan publicly signaled that he doesn’t worry much about liberal democratic values – least of all when the EU is perceived as teaching “lessons” to his “New Turkey.”It doesn’t take a crystal ball to guess that 2015 will see more of the same.Despite many differences between these two important neighbours, it is quite obvious that, for their own reasons, both Putin and Erdogan will keep contradicting or chastising the EU as often as needed in their highly-charged populist political style, while engaging the EU for vital economic reasons.The EU’s style of liberal democracy was already vigorously challenged across the entire Arab world, where Europeans chose to co-operate with dictators in the name of fighting terrorism post-9/11.The wave of Arab revolutions didn’t improve the situation much, with the notable exception of Tunisia (although it was the Tunisians themselves, not the Europeans, who promoted liberal democracy).Then, Putin endeavored to recreate the marches of the defunct Soviet empire and to oppose “Western domination” of the world order.

Five Russian vehicles

Five main vehicles were used for this strategy: “Novorossia,” an ethnic Russian concept strong enough to justify the annexation of Crimea and the dispatching of heavily-armed Russian troops in eastern Ukraine; a renewed sense of nationalism, promoted through a massive public relations effort; the Eurasian Union, a loosely defined economic and political project; rebuilding the Russian army and emphasising its renewed confidence with an unprecedented number of harassment incidents of Western air forces and navies; and, finally, blaming any problem on a “foreign plot,” including depicting the EU as annexing Ukraine and the West more generally as attempting to extend Nato further eastward.In Turkey, the EU accession process has been showing its limits since 2011, as the ruling party, the AKP, increasingly sees the accession requirements (including public procurement, competition, and fundamental freedoms policies) as impediments to its lasting predominance.The Gezi protests in June 2013 highlighted the illiberal leanings of then prime minister Erdogan. Alleged corruption cases that dogged the Turkish government in December 2013 triggered a massive rollback of the rule of law architecture, under the justifications of both “foreign” and “terrorism” plots.With the “New Turkey” ushered in following the election of Erdogan as the country’s first directly-elected president last August, a distinct turn toward authoritarianism was taken, touching every segment of public life from the right of dissent to compulsory classic Ottoman language lessons and from women’s role in society to freedom of religion.In both Russia and Turkey, the EU and the liberal values it carries have been designated as contrary to national interests.

Potemkin modernity

In both countries, a modern-looking facade has been erected in front of authoritarian policies through a massive communication effort by government-controlled media and social media, even when it takes the form of outright faking of information (e.g. the Russian case on the downing of flight MH17) or embracing bold but shallow strategies (e.g. the “EU strategy” of Turkey).The challenge for the EU is not so much direct confrontation with Russia or the discarding of the accession request by Turkey.Moscow and Ankara are unlikely to move into such hazardous terrains. The challenge rather lies in the growing distance between rhetoric and reality, which translates into a rapid-fire dual discourse vis-a-vis the EU.For example, Russia keeps sending troops to eastern Ukraine, while seemingly favoring an ever-elusive ceasefire and telling EU leaders (e.g. France’s Hollande) that it has no intention to annex the Donbas region.At the same time, Russia, crippled by sanctions and low gas prices, has a vital need to remain the largest gas supplier to the EU.Similarly, the political survival of Turkey’s ruling party hinges on restraining fundamental liberties and halting corruption inquiries while the country’s economic prosperity, through exports and foreign direct investments, rests in large part on good relations with the EU and the pro forma continuation of accession negotiations.Their authoritarianism is loaded with contradictions.

EU reaction

In such an environment, the EU is faced with assertive political cultures, which are now entirely at odds with the concept of a “common European house” long used with Russia and indeed with the fundamentals of Turkey’s accession process.Good at principled statements and at sanctions, the EU is often divided over its economic interests in both Russia and Turkey. As a result, it may waver between protecting its values and its business needs.Yet, there is no real reason why it should disregard the liberal democratic aspirations of Ukrainian or Turkish people.The European brand of liberal democracy may have found its opponents in Moscow’s Kremlin and Ankara’s Ak Saray and it may be used as a scapegoat because of its support of free press, social media, and civil society.But in response the EU leadership has to fine-tune its foreign policy toolbox in order to stand firm as the major peace and democracy project in today’s world.Marc Pierini, a former EU ambassador to Turkey, is an analyst at Carnegie Europe, a think-tank in Brussels.

A number of officials and ministers are calling for expanded surveillance and security powers in the wake of the Charlie Hebdo attack in Paris.The head of the UK’s domestic intelligence service MI5, Andrew Parker, on Thursday (8 January) said it needs greater snooping powers to stop Islamist militants from carrying out attacks in Britain.Parker said some privacy rules need to be roll backed in order for the agency to properly conduct its operations, warning more attacks are “highly likely”, reports the Guardian newspaper.“My sharpest concern as director general of MI5 is the growing gap between the increasingly challenging threat and the decreasing availability of capabilities to address it.”For Nato Secretary General Jens Stoltenberg, it means stepping up investments in security and defence.“We have to invest in security, to invest in defence. Because we have to strengthen our ability, and adapt to the new security environment,” he said in statement.This includes tracking people who have left for Syria and Iraq to fight alongside ISIS.Estimates put forward by the EU police agency Europol suggest up to 2,500 fighters are EU nationals. The fear is that some who return may carry out terror attacks on EU soil."In Italy, we have counted 53 foreign fighters," Italian interior minister Angelino Alfano told RAI public broadcaster on Thursday.Alfano said this means police surveillance should be increased on the Internet where some potential jihadists are recruited.Other national measures seek to prevent people from fighting along Islamist militants in Iraq and Syria by tracking their flight passenger details or confiscating their passports.Meanwhile, the hunt for the Charlie Hebdo gunmen continues in the Picardy region of northern France. Debate has intensified on the European Parliament's handling of a controversial bill on tracking terrorists following the Charlie Hebdo attack in Paris earlier this week.Sceptical MEPs remain defiant, arguing the proposal - which collects people's flight details throughout the EU - risks eroding civil liberties without providing proof the system would stop terrorist attacks.“We need to talk about the problems investigators are having in connecting the dots and the information that is already there instead of passing new measures for the blanket collection of data from everyone,” German Green MEP Jan Phillip Albrecht told this website on Friday (9 January).The bill in question, the EU passenger name records (PNR) law, has been stuck in parliament for three years after MEPs in the civil liberties committee voted it down in 2011.But the Paris attack on the satirical magazine which left 12 people dead means parliament is under strong pressure to do move on the draft law.The European commission has said it will “put all its weight behind these negotiations” and reiterated its plan to present a raft of new counter-terrorism measures as part of a larger new internal security strategy.British conservative Timothy Kirkhope is the parliament’s lead negotiator. He is also one of its primary backers and is pushing to get his fellow MEPs to endorse it."We must put in place our own EU rules and standards ... as soon as possible," he said in November.But the EU PNR proposal is likely to face an uphill battle.Last year, the European Court of Justice invalidated the EU’s data retention directive – a different law meant to make identifying terrorists easier - on the grounds that blanket collection of personal data from people not suspected of any crime is disproportionate and a violation of fundamental rights.The EU PNR proposal would force air carriers to transfer travel dates, travel itinerary, ticket information, contact details, and other data from international flights to the police in the EU.Around 15 member states are already moving ahead with their own national PNR systems.Most are co-financed by the European Commission, which has forked out around €50 million for the schemes.The move has infuriated some MEPs who say the Brussels-executive is pre-empting the legislative process by creating a patch work of national PNR systems before the bill is even passed.What would it take for an EU PNR? “I am not against the retention of data. And most of us are not against the retention of data by police and security authorities,” said Albrecht.Instead, the MEP wants a new draft that limits scope and retention periods to up to six months. A judge would need to determine to either renew the six-month retention period or cancel it altogether.But Albrecht’s plan is unlikely to appease EU states who have been pushing the parliament to adopt the bill as is.National governments say the system is needed to track the around 2,500 EU national foreign fighters who might return to the EU from Islamic militant fronts in Syria and Iraq.

Brussels, Madrid, and London terrorist attacks

Similar calls for greater security were made in the wake of the shooting last year at the Brussels Jewish museum, as well as the terror bombings in Madrid in 2004 and in London a year later.The EU rushed through its data retention directive in record time after the incidents in the Spanish and British capitals on the promise that it would help prevent future attacks.The parliament’s legal service on Thursday (8 January) advised MEPs to make sure that other draft laws- which would include the PNR proposal – adhere to the court’s ruling on proportionality and protecting fundamental rights.

Four EU states have backed plans on how to combat Russian propaganda, including a regulatory crackdown on media which “incite hatred”.The two-page informal paper - endorsed by Denmark, Estonia, Lithuania, and the UK and seen by EUobserver - was circulated to EU capitals on Friday (9 January).It describes Russia’s media campaign as “an asymmetric response to Western economic power” which poses “a real threat to security on the eastern edges of the EU”.It says “the objectives are to discredit EU narratives, erode support for legitimate governments in the region, demoralise local populations [and] disorient Western policymakers” in order to “widen the scope for its [Russia’s] military and political options”.It also says promoting the EU “as an idea” is important in eastern Europe because it “raise[s] public support for economic and political reforms, which in the long-term are the most effective guarantees of stability”.But it complains the EU “punches below its weight” by relying on “antiquated delivery channels such as one-off events or physical information centres” and by sending out messages which are “too technical, failing to connect emotionally”.The non-paper calls on EU states’ media regulators to hold Russian broadcasters accountable if they “manipulate, deceive, incite hatred, or propagate war”.RT, which has offices in several EU cities, has run anti-Ukrainian stories which were proven to be fake.Russia's Channel One ran a fake story that Ukrainian fighters crucified a Russian-speaking child in east Ukraine.The non-paper says media watchdogs must pay “due respect to freedom of expression”.But it urges EU countries to “bring together EU media regulators to consider how they might improve co-operating more effectively when following up complaints on reporting where rules on due impartiality have been breached”.It also calls on EU institutions to communicate more assertively.

EU propaganda?

“We should aim to influence behaviour and attitudes amongst key audiences. Not just to increase our ‘brand visibility’,” the paper says.It wants the EU foreign service to draw up an “action plan” for 2015 and 2016 on how to “actively de-construct … hostile propaganda”.It also says the EU Council, the commission, and the foreign service should pool communication funds and allocate money to “strategic communications teams in EU delegations” overseas.To raise awareness, the four states call for “regular political discussions on the issue of Russia’s disinformation campaign” by EU ambassadors and foreign ministers in Brussels and “a permanent platform, where the EU and Nato could exchange views on strategic communication”.The four states also call for EU support for independent or alternative Russian language media in Europe.At the small end of the scale, they say the European Endowment for Democracy, a Brussels-based foundation, can help investigative journalists.At the other end, it calls for EU aid for audiovisual broadcasters, on the model of US funding for former anti-communist broadcaster Radio Free Europe/Radio Liberty, which recently launched a new Russian language show - Nastojashcheje Vremia/Real time.With Russian channels using a mix of soap operas and gameshows as well as fake news to sell their message, the non-paper says EU states' “entertainment” programmes can also help.The EU should in future “encourage exchange of EU-countries TV production (entertainment programmes, movies, documentaries) in order to provide competitive alternatives to the Russian production available in the EU television market” it says.

Islamist threat

Europe is currently in shock over the Charlie Hebdo murders in Paris, but the paper notes that the anti-Russian propaganda measures can also be used against Islamist radicalisation."Important to note, that this capacity is critical in repelling manipulations by radical extremists groups as well", it says.Speaking to EUobserver on Friday, Lithuanian foreign minister Linas Linkevicius noted that RT is increasing its budget by 40 percent.“It’s really time to take this seriously”, he said.The minister added that he doesn’t want an EU version of RT: “We don’t need another state-controlled propaganda machine … this is an effort to suppot genuine media pluralism, to make sure that free media can be more active”.Turning to media coverage of the Charlie Hebdo attack, he criticised some Western broadcasters for trying to demonise Muslims.“I saw one programme where the interviewer took a really confrontational approach with an imam”, he said.“We don’t need this, also in our approach to Russia. We should try to understand each other and to understand the roots of what’s happening, not to deepen wounds”.“The wounds are already deep enough”.

The US plans to close 15 Cold War-era military bases in Europe despite the Russia crisis, but net troop numbers will remain more or less the same.The biggest shutdown is a US air base in Mildenhall, UK, which will see 2,000 military and civilian personnel go home.But the move will be offset by an extra 1,200 personnel at the Lakenheath air base, which will host two new squadrons of F-35 fighter jets from 2020.The UK will see US troops move from the Alconbury and Molesworth bases to a site in Croughton.Germany is to lose seven bases - Mainz Kastel, Barton Barracks, Weilimdorf, Baumholder, Wiesbaden, Pirmasens, and Illesheim/Sembach. But other changes will see a net increase in 500 US troops.The US will also: move troops from Brussels to Sterrebeek in Belgium; sell the Emma Mine site in the Netherlands; partly close the Pisa Ammo and Camp Darby facilities in Italy; and “streamline operations” at Lajes in Portugal.The Pentagon said net numbers will go up by 200 in Italy, but go down by 500 in Portugal. The overall figure in the EU - 64,000 personnel - will stay more or less the same.The restructuring is to cost $1.4 billion but save $500 million a year.Meanwhile, the Pentagon is due to ask Congress for a budget of $51 billion for Overseas Contingency Operations, also known as “war funding”, for the year starting 1 October.The figure is down from $64 billion for the current period.But total defence spending is to stay at over $600 billion - more than China, Russia, Saudi Arabia, France, the UK, Germany, Japan, and India put together.Congressmen have also approved a $985 million “European Reassurance Initiative” to build up militaries in Ukraine, Georgia, and Moldova, among other states.US defence chief Chuck Hagel said on Thursday (8 January) the closure of the Cold War-era facilities doesn’t mean the US is letting down its EU allies.“This transformation of our infrastructure will help maximse our military capabilities in Europe and help strengthen our important European partnerships, so that we can best support our Nato allies and partners in the region”, he noted.His deputy, Derek Chollet, told press: “These decisions will produce savings that will enable us to maintain a robust force presence in Europe”.The US defence department added, following Hagel’s meeting with Slovak defence minister Martin Glvac in Washington the same day, that “the US and Slovakia continue to present a united front with Nato to deal with Russia's aggressive behaviour”.The US measures come amid new hopes of an end to the Russian crisis caused, for the main part, by Russia’s inability to pay for military adventures due to the rouble crash.International ratings agencies are expected to further downgrade Russian bonds in the coming days.But according to financial newswire Bloomberg, the cost of insuring Russian debt against non-repayment is already the fifth highest in the world, after countries such as Lebanon, Egypt, and Portugal.

Good cop, bad cop

For his part, French president Francois Hollande has set great hopes on a meeting of French, German, Russian, and Ukrainian leaders in Kazakhstan later this month.He said, earlier this week, that EU sanctions on Russia must “stop” if the summit agrees a Russian pull-back from east Ukraine.But German chancellor Angela Merkel took a tougher line following her meeting with Ukrainian PM Arseniy Yatsenyuk in Berlin also on Thursday.She told press the meeting is Astana is “possible” but not certain.She also said Russia must fully comply with the Minsk protocol - a set of 15 ceasefire measures agreed in Belarus last year - if there is to be any EU sanctions relief.“We have had road maps before and they weren’t adhered to”, she noted.“You can’t say, we will lift 10 percent of sanctions for the line of control, or 20 percent if some other point is met … I think we need to see the entire Minsk agreement implemented before we can say that sanctions will be lifted”.
